All over the world, countries at widely varying levels of development and with very different histories are grappling with a similar challenge: breakdown of common ground in politics. The exact contours of the problem vary from one country to another, and variously include falling trust, declining citizen engagement in politics, shrinking civic space, rising autocratization, or increasing political polarization in public attitudes or political party positioning. Yet across these areas, there are underlying themes – above all, the emergence of concerns about whether citizens and leaders share a sense of the common good, or have the capacity to reach compromises on complex issues.

The Democratic Republic of the Congo held national presidential and legislative elections on December 30th 2018. The elections, which had been delayed by two years, were mired in controversy. The national electoral commission declared opposition leader Felix Tshisekedi the winner of the presidential poll. However, a leak from the same commission, whose results were extremely similar to those released by the Catholic Church’s observation mission, showed that Martin Fayulu, another opposition leader, clearly won the elections.

The location of the Western Balkans makes of it a sensitive area for the proliferation of criminal networks. Albeit regional leaders seem aware of Europe’s changing criminal landscape, considerable gaps in regional cooperation persist. The Integrative Internal Security Governance represents a policy coordination framework designed to foster cross-border cooperation in the region, enabling the Western Balkan countries to cope with internal security challenges in a longterm and self-sustainable perspective. Bosnia and Herzegovina took part in the initiative and committed to implement key priorities that would allow law enforcement agencies to keep pace with the changing nature of this significant threat. However, functionality along the law enforcement chain remains a matter of serious concern. A highly fragmented law enforcement sector still inhibits the country’s ability to detect, investigate and prosecute cases of serious and organized crime, jeopardizing first and foremost human security. In light of country’s integration objectives, Bosnian authorities should reopen discussion on structural reforms, starting from a serious and credible debate on police reform. This would allow Bosnia and Herzegovina to constructively participate in regional initiatives, fulfilling membership criteria, and improving the security of its citizens.

Faced with the migration crisis it has experienced since 2015, the EU has not presented a unified policy. Moreover, the different approaches to crisis management have undergone various reversals - from a simplified reception policy at the beginning of the crisis to a complete closure of borders from 2016. These policies had a direct impact on the Western Balkans region, then at the centre of the crisis. First a crossing point, the region has been repeatedly asked to be the guardian of EU borders. This has resulted in a significant number of migrants trapped within the borders of the Western Balkans. As the region is mainly a transit point, organised crime has been strengthened around migrant smuggling and human trafficking activities by the policies initiated at the end of 2015. Despite the EU's growing attention to this issue, regional cooperation efforts need to be strengthened. In addition, the EU must use the tools of enlargement to establish a comprehensive strategy based on strengthening the rule of law and maintaining security

Abstract:
Archival accounts of 19th centur y Tibet describe it as the forbidden, inaccessible, daunting and remotely unreachable territory of the Himalayas. Lhasa, the religious and administrative capital of Tibet since the mid-17th century literally meant “Place of the Gods” located at an elevation of about 3,600 m (11,800 ft) at the center of the Tibetan Plateau with the surrounding mountains rising to 5,500 m (18,000 ft). The air in this part contained only 68 percent oxygen compared to sea level, thereby indicating the geographic difficulties of the terrain. Tibet has stirred the curiosity amongst explorers, adventurists and researchers as being amongst the few places in the world that fired the imagination of adventurers. Owing to Buddhism, Japan, quite evidently had far more incentive than most others to reach Tibet, and ultimately, Lhasa. It was in the backdrop of these existential conditions that Ekai Kawaguchi (1866-1945) a Buddhist monk became the first Japanese explorer to embark upon a journey fraught with danger and uncertainty in May 1897 from Tokyo, to have succeeded in touching the frontier of the roof of the world, as he stepped on Tibetan soil for the first time on July 4, 1900

The US Department of Defense (DOD) released its longawaited Indo Pacific Strategy Report (IPSR) in tandem with the IISS-Shangrila Dialogue in Singapore on 1 June 2019. This IPSR appears to subsume or extend the earlier Free and Open Indo Pacific (FOIP) strategy (sometimes referred to now as a “vision”) into a more comprehensive regional Indo Pacific Strategy (IPS), that is anchored in the earlier 2017 National Security Strategy (NSS) and 2018 National Defense Strategy (NDS) documents. Australia has yet to produce an analogous document dedicated to profiling its own “Indo Pacific Strategy”, but with the US iteration in view, it is possible to construct an plausible image of such a strategy in the Australian case by drawing upon various pertinent materials from a range of government sources. Indeed, the notion of an overarching IPs is gradually taking shape in Australian strategic thinking, as testified to by a variety of official documents, including large portions of the 2016 Defence White Paper, and especially 2017 Foreign Policy White Paper, alongside other policy statements and initiatives, framed in the context of analysis and debate undertaken by nationally-based strategic commentators. A small case “s” in “Indo Pacific strategy” is specifically employed in this paper to distinguish the author’s conception from any formally mandated government “Strategy”

The Indo-Pacific, as a geographic concept that connects the vast oceans of Pacific and the Indian along with the states in between, is not a new idea. Indeed, the idea of a broader geographic region – rather than more traditional subsets such as East Asia, South Asia, or the more expansive Asia-Pacific – has been used for more than a decade by scholars and practitioners in the region. An Indian naval captain began using the concept in geopolitical terms more than a decade ago, but the terminology has not been limited to scholars in Delhi. Japan’s Prime Minister Shinzo Abe, back during his first stint as Prime Minister in 2007, spoke to India’s parliament about his country’s vision for Indo-Pacific noting a “confluence of the two seas”2 and pressed for a need to transcend beyond traditional frameworks that often separated or minimized the geopolitical connections between South Asian and the Indian Ocean region with that of East Asia and the Pacific

Histor y often tends to repeat itself, or as Spanish-American philosopher, Jorge Agustín Santayana wrote in 1905-06 in The Life of Reason, “Those who cannot remember the past are condemned to repeat it”. While setting out to write on, or about Tibet, it is inevitable to conclude that there never was, or will be, a long walk to freedom either for Tibet, or for the holy chair of the successive Dalai Lamas – the god and king-in-one incarnation of Chen-re-zi, the Lord of Mercy – the patron deity of Tibet. The Dalai Lama not only governs his subjects in this life, but can influence their rebirth in the next, or as Tibetans believe is the “Ruler in this life, the Uplifter in the hereafter.”1

The October 2018 Warsaw Security Forum (WSF) gathered government, military, and think tank personnel from Central and Eastern Europe (CEE) and beyond (including a delegation from Japan) in one of Europe’s most prominent Track 1.5 dialogues to focus upon the deteriorating regional and global security environment. Just as the emphasis of their Asian counterparts has been on revisionist challenges to the regional security order in the Indo-Pacific, the WSF focused upon the aggressive behavior of the Russian Federation (Russia) toward its neighbours in CEE and its so-called “near abroad”. As the host country celebrating 100 years of independence, Poland, along with its CEE counterparts in NATO/EU, are countries that are acutely aware of the dangers presented by Russian actions and know that, as history has taught them, their sovereignty cannot be taken for granted. A twenty-five-year civil war, coupled with rapid oil-fueled growth, shaped Angola into a country ripe with contradictions. It is Sub-Saharan Africa’s third largest economy and the region’s second largest oil producer. However, many Angolans live on less than $2 a day and social indicators, from education to life expectancy, are low. When President João Lourenço was elected in 2017, many people rejoiced his promise of a “new Angola.” Since then, his government has taken swift action to fight “the cancer of corruption,” clean up the business environment, and diversify the economy, reducing the country’s overdependence on oil revenues. A network of sustained assessment specialists created within the National Oceanic and Atmospheric Administration’s Regional Integrated Sciences and Assessments (NOAA RISA) program present five case studies of successful local responses to climate change that are supported by scientific information. Based in three regions—the U.S. Pacific Islands, the South Central United States, and the Rocky Mountain West—the case studies in this report feature local managers who are providing and applying climate information, with valuable outcomes, across a range of geographic scales and sectors. They include improving local climate-adaptation efforts in San Angelo, Texas, enhancing the resilience of iconic coastal ecosystems on Hawai‘i Island, managing water in the Colorado River Conservation District, increasing conservation resilience in the southern Great Plains, and using El Niño forecasts to plan for drought in the Pacific Islands. The case studies provide new insights, which are summarized as five practical lessons for anyone seeking to better integrate climate considerations into decision-making.

Artificial Intelligence (AI), Big Data, and Cloud Computing (ABC) have generated unprecedented opportunities and challenges for economic competitiveness, national security, and law and order, as well as the future of work. ABC policies and practices have become contentious issues in U.S.-China bilateral relations. Pundits see a U.S.-China AI race and are already debating which country will win. Kaifu Lee, the CEO of Sinovation Ventures, believes that China will exceed the United States in AI in about five years. Others argue that China will never catch up. This essay focuses on two issues: the comparative ABC strengths of the United States and China in data and research and development (R&D); and the emerging ABC policies and practices in the two nations. Empirical analysis suggests that the United States and China lead in different areas. Compared to China’s top-down, whole-of-government, national- strategy approach, the U.S. ABC policy has been less articulated but is evolving.

The current trade war between China and the United States has drawn global attention to competition in U.S.-China relations. Such competition should not, however, obscure areas of mutual interest where cooperation is possible. Based on U.S.-China trilateral pilot projects, trilateral cooperation creates opportunities for aid officials and practitioners from China and the United States to communicate, but it would be ambitious to expect the limited number of pilot projects to shape Chinese aid practices or improve Chinese aid performances in the short term. These pilot projects are small in scale, and the level of coordination between China and the United States should be strengthened further. More effort by both sides is needed if trilateral aid cooperation is to sustain and even thrive. In this context, trilateral aid cooperation has the potential to become a modality in the middle, promoting mutual understanding and facilitating coordination.

The president’s speech did not touch upon foreign policy, a subject many have claimed to be his weakness. Taobao is the leading Chinese online shopping and e-commerce website, founded by the Alibaba Group. In 2018, there were 3,202 "Taobao villages" in 24 provinces, municipalities, and autonomous regions of China. Taobao merchants sell clothing and other consumer items, mostly obtained from small local factories. Most Taobao manufacturing firms operate informally and do not necessarily adhere to basic labor and safety standards. The current lack of governance raises challenges for trade unions and government entities tasked with ensuring the rights and welfare of workers. If the negative aspects related to lack of oversight can be addressed, however, Taobao villages could provide a promising development model for rural and remote areas, not only in China but also in other countries of Asia.

Following five years of periodic controversies and criticism – some factual, others contrived – President Xi Jinping used the Belt and Road (BRI) Forum in April to set the agenda for the next five years of his hallmark project. At the forum’s second edition, meant to promote a “stronger partnership network,” the Chinese leader pledged to “clean up,” stressed “zero tolerance” to corruption, and emphasized readiness to adopt “internationally acceptable” standards in the bidding process of BRI projects in the future. This language indicates Beijing’s openness to constructive criticism and willingness to objectively tweak some inherent weaknesses in the strategy and implementation mechanisms for the BRI during the 2013-2018 period. It also sets the stage for the start of “BRI 2.0,” where the stress is likely to be on the qualitative, rather than just quantitative, attributes. The following are some analytical pointers on how BRI 2.0 is likely to be different from version 1.0, especially keeping in mind what Chinese Minister of Foreign Affairs Wang Yi referred to as a “high-quality” shift from “big freehand” to “fine brushwork” in planning BRI’s future projects

India-China relations witnessed a new wave of optimism for a progressive and engaging partnership following the Wuhan Summit, the informal 2018 meeting between Narendra Modi and Xi Jinping. Key to this has been continuous exchange of political and official visits from both sides. However, these exchanges might not be sufficient to remove uncertainty and suspicion from their relations. As long as China’s relationship with the United States remains adversarial, China will embrace India—without guaranteeing that it will not adopt a confrontational posture in the future. Their shifting relations, though suggesting an official longing for an upward trajectory, are based on a compromised context. External circumstances have pushed them to rapprochement, but could also drive them apart. Whether India and China will sustain this rapprochement is difficult to foresee.

China’s Belt and Road Initiative (BRI) proposed by President Xi Jinping in 2013 is among the most ambitious global visions promoted by one country. The general goal of BRI is the provision of economic infrastructure worth at least $1 trillion to improve the land and sea routes between Asia, Africa, and Europe. In order to attract additional international investments to finance the initiative, China even created a multilateral bank – the Asian Infrastructure Investment Bank (AIIB) — in 2015. However, China’s ambitious BRI strategy has met considerable criticism from politicians and policy-makers, journalists, analysts, and scholars. These criticisms include accusations of pursuing debt-trap diplomacy to gain concessions from countries participating in BRI. The decision of Sri Lanka in 2018 to lease Hambantota port to China in order to reduce its BRI debt burden is often cited as a prime example. Together with growing Chinese military strength and assertiveness in the South and East China Seas, BRI is being framed as an instrument deployed by China to build up its global dominance.

The paper compares the coverage of J&K conflict in the Pakistani and Indian English press. The objective of the study is to figure out the differences in the coverage of Kashmir conflict by the Indian and Pakistani press along with determining the prominence of war or peace frames in the coverage. Content Analysis was carried out of the news stories published on the international and national pages of English daily The Nation and Dawn from Pakistani press and English daily The Hindu and Times of India from the Indian press. The results revealed that war framing was recorded as the most dominant coverage pattern with respect to Kashmir conflict. War frames were more dominant in the Indian press coverage as compared to the Pakistani press and the differences in the coverage of the press of the two countries are significant.

The US counterattack on Afghanistan in October 2001 changed in the overall security structure of the region. The Taliban and Al Qaeda fighters escaped the US bombing of the Tora Bora in Afghanistan and crossed into the FATA region of Pakistan. Pakistan’s military operations against these militants in the FATA provided a boost to the latter’s cause and almost the entire FATA experienced a sort of Talibanization. The US war in Afghanistan had its spillover effect in FATA. Terrorist activities unleashed in the entire Pakistan and turmoil in Afghanistan added fuel to this situation. FATA’s special constitutional status hwas addeding to the woes of Pakistan and subsequently FATA was merged with the province of Khyber Pakhtunkhwa (KP). This paper analyzes the impact of the US war in Afghanistan on the FATA region of Pakistan.

The play seems to reinforce the overarching dominant patriarchal meta-narrative, with supposed unitary voice and unified identities. The current reading means to show that the play is a metaphor of postmodernism with pluralistic subjectivities, and multiple alternative micronarrative voices. It manifests the postmodernist notion of subjective, personal and local truth, against the idea of universal truth and reality. Its major features are self-difference, undecidability, and uncertainty. The regimes of truth in the form of dominant ideology are challenged, deconstructed and undermined, creating a zone of the postmodern condition of reality and truth as the effect of power and rhetoric. The postmodern condition does not push for the replacement of one totality with another. It creates a third space of pluralism, where all the voices are disjoined in a zone of the difference without hierarchy.

This study aims to compare and narrate the difference in the role of team building, through self-assessed inventory by VC (Executive Leader), observation sheet filled in by co-workers as well as the narrated view of executive leaders regarding team-building of the newly established University of the region. A concurrent triangulation mixed-method design was followed. Vice-Chancellors of all Public universities of Khyber Pakhtunkhwa, Pakistan constitute the population of the study. According to the design, the same sampling technique was used. Four ViceChancellors of newly established Universities and five observers among their co-workers of each VC were taken as respondents of the study. There were significant differences among the self-assessed views of VCs regarding team building and views of their coworkers and narrative views of executive leaders at newly established universities. For team leadership, egalitarian style, knowledge of emotional intelligence and target-oriented communication are recommended.

The present investigation was conducted aimed to investigate the relationship of proactive personality and careerism. The said relationship was not tested in isolation: rather it has been tested with the inclusion of career self-efficacy as a mediator and two moderators (openness to experience, extroversion). It was basically an attempt to build/ analyze the relationship of proactive personality with careerism which was not fully captured in the previous literature. In addition, the current study conducted a comparative analysis for male and female to identify the proactive behaviors in handling their careers. The population for the current study was selected from different private FMCG related firms. The analysis revealed that proactive personality has a significant relationship with careerism. Female respondents report lower proactive behavior than male. Overall the results supported three hypotheses and the one related to moderation was rejected.

Journey Metaphors are among the most pervasive source domains used both in daily life and in political discourse as they follow a clearcut source-path-goal schema where the direction is a fundamental element. The crossdomain mapping between source and target domains is a means of gaining insight into the cognitive activity of the speaker. Metaphors of the journey are widely used in the political discourse generated by Imran Khan with special emphasis upon direction. Metaphorical expressions identified from speeches of Imran in both English and Urdu language have been analyzed using the Critical Metaphor Analysis approach given by Charteris-Black (2005) where linguistic metaphors have been interpreted semantically, pragmatically and in cognition to generate conceptual metaphors. The sector needs to have an adopted intensive growth strategy instead of extensive strategies of wide expansion in terms of physical infrastructure and human resources, which have increased the financial sustainability risks for the credit constrain institutions. The six-dimensional model of outreach used in this study also shows that the sector does not achieve the targets set forth for these micro finance institutes with respect to its active borrowers’ outreach. The study revealed that NGOs created spaces for political awareness and participation of men and women community members, councilors and policymakers. World leaders attending the UN General Assembly this month will talk about conflicts from Latin America to Asia. The chances of diplomatic breakthroughs have appeared low, even if this week’s departure of Iran hawk John Bolton from the Trump administration increased speculation about the possibility of a meeting in New York between U.S. President Donald Trump and Iranian President Hassan Rouhani. Looking beyond the General Assembly, opportunities for the Security Council to resolve pressing conflicts – or for Secretary-General António Guterres and other UN officials to do so without Council mandates – seem few. But some nevertheless exist. In cases where the permanent five members of the council (P5) have a shared interest in de-escalating crises, or regional powers collaborate with UN agencies to address conflicts, the organisation can still provide a framework for successful peacemaking.

The rockets that fell close to U.S. assets in Iraq in mid-June and the explosions that struck the assets of Iraqi paramilitary groups with ties to Iran in July and August are ominous signals. They are clear warnings of how badly escalation between the U.S. and Iran could destabilise Iraq and the region as a whole. Even short of hostilities, Washington’s “maximum pressure” campaign against Tehran could wind up placing as much stress – and inflicting as much harm – on its nominal ally Iraq as it does on its enemy Iran. For Iraq, the timing hardly could be worse. It is still recovering from the havoc wreaked by the Islamic State (ISIS) and the costly battle to defeat the jihadists; its institutions and security forces remain brittle; and its government, elected a little over a year ago, hangs on to a slim, precarious parliamentary majority. Washington and Tehran should keep Baghdad out of their confrontation: the costs to both of renewed instability in Iraq would exceed any benefits to either. Attempts to compel the Iraqi government to choose sides would likely fail and lead to chaos instead.

This article examines early Palestinian engagements with multiple facets of the Black American struggle for freedom through a content analysis of influential Palestinian press outlets in Arabic prior to 1967. It argues that, since the 1930s, Palestinian intellectuals with strong anti-colonial views linked anti-Black racism in the United States to larger imperial and Cold War dynamics, and that they connected Black American mobilizations against racism to decolonization movements around the world. This article also examines Mahmoud Darwish’s early analytical writings on race as a social construct in both the U.S. and Israeli contexts. Understanding these early engagements sheds light on subsequent developments in Black-Palestinian transnational solidarity and on Palestinian Afro-Arab cultural imaginaries.

This article claims that insofar as they continue to omit analyses of colonialism and racialization, retellings of the biblical Exodus and of twentieth-century Black-Jewish relations—two massively significant narratives in the U.S. Black Christian imaginary—will inevitably continue to fuel the Zionist impulse that prevents much of Afro-Christianity from intentionally engaging Palestinian justice. Furthermore, the religious trope of chosenness, along with the dominant narration of the European Jewish Holocaust moment, have provided a politico-ethical basis for a unique type of dispensation that filters the two aforementioned retellings to ultimately deselect non-Jewish Palestinians from a recognizably complex humanity. This essay traces the arc of Black American solidarity with Palestine, placing the phenomenon in the context of twentieth-century African American internationalism. It sketches the evolution of the political imaginary that enabled Black activists to depict African Americans and Palestinians as compatriots within global communities of dissent. For more than half a century, Black internationalists identified with Zionism, believing that the Jewish bid for a national homeland paralleled the African American freedom struggle. During the 1950s and 1960s, however, colonial aggression in the Middle East led many African American progressives to rethink the analogy. In the late 1960s and the 1970s, African American dissidents operating within the nexus of Black nationalism, Pan-Africanism, and Third Worldism constructed powerful theories of Afro-Palestinian kinship. In so doing, they reimagined or transcended bonds of color, positing anti-imperialist struggle, rather than racial affinity, as the precondition of camaraderie.

This essay questions a key takeaway from the Ferguson/Gaza convergence that catalyzed the current wave of Black-Palestinian transnational solidarity: the idea that “equivalence,” or a politics of analogy based on racial or national identity, or racialized or colonial experience, is the sole or primary grounds for solidarity. By revisiting three recent spectacular moments involving Black intellectuals advocating for Palestine—Michelle Alexander’s op-ed in the New York Times criticizing Israeli policies, CNN’s firing of Marc Lamont Hill, and the Birmingham Civil Rights Institute’s initial decision to deny Angela Davis its highest honor—this paper suggests that their controversial positions must be traced back to the post-1967 moment. The convergence of Black urban rebellions and the June 1967 Arab-Israeli war birthed the first significant wave of Black-Palestinian solidarity; at the same time, solidarities rooted in anti- imperialism and Left internationalism rivaled the “Black-Jewish alliance,” founded on analogy of oppression rather than shared principles of liberation. Third World insurgencies and anti-imperialist movements, not just events in the United States and Palestine, created the conditions for radically reordering political alliances: rather than adopting a politics of analogy or identity, the Black and Palestinian Left embraced a vision of “worldmaking” that was a catalyst for imagining revolution as opposed to plotting coalition.

The Bahrain workshop and its associated economic plan are little more than elaborate smokescreens for U.S. president Donald Trump’s political vision centered on the broader goals of normalizing Israeli occupation, consolidating the “Greater Israel” agenda, and effectively foreclosing Palestinian political aspirations. By working together with the government of Israeli prime minister Benjamin Netanyahu to redefine the conflict and do away with the traditional ground rules of the peace process, including the two-state solution, Trump is attempting to turn back the clock to the pre-1967 era when Palestinians were viewed mainly as an economic, humanitarian, and security problem rather than a political one. For Palestinians to effectively confront this unprecedented challenge, they will need to put their political house in order, including ending the debilitating political division between Fatah and Hamas, reviving institutional politics, and working to build a national consensus around a new strategy.

The U.S. administration’s Israeli-Palestinian “peace plan,” under President Donald Trump, has so far yielded only an inconclusive talkfest about economic development. The underlying rationale of the plan—that economics must come before any addressing of core political issues—is fundamentally flawed for several reasons. The biggest impediments to Palestinian economic development stem from aspects of the Israeli occupation that would continue under the plan, which rejects a two-state solution and is a slightly revised and renamed version of the current arrangement of limited Palestinian autonomy under Israeli domination. The plan flows directly from the Trump administration’s policy of acquiescing in the preferences of the right-wing government of Israel. Accordingly, the political portion of the plan is indefinitely delayed and might never be announced. Keeping the full plan under wraps serves the Israeli government’s purpose of holding out the promise of—but never delivering—peace with the Palestinians, while more facts are created on the ground
