Since the early 1990s, successive UK governments have emphasised social investment in education and research, coupled with pro-market reforms, to foster high-productivity 'knowledge work' in industries such as computing and life sciences. At this seminar at the Mile End Institute, held on Tuesday 23 March 2023, Dr Nick O'Donovan (Head of the Future Economies Centre at Manchester Metropolitan University) explored how the 'Knowledge Economy' became received wisdom in economic policy circles. After presenting his recent book, Pursuing the Knowledge Economy, Nick discussed how it endured multiple crises and a decade-long slump with Vicky Pryce (former Head of the Government Economic Service) and Lord Wood of Anfield (Special Adviser to Gordon Brown). They concluded by discussing whether today's political leaders are willing to break free of the Knowledge Economy narrative and what alternative 'growth stories' they might tell in its place after the next general election.

43. Frontline Functionaries in India: The Absent Policy

Abstract:
In the context of a high level of dissatisfaction with the delivery of government services in India, this paper traces the evolution of policy regarding key actors in this process— frontline functionaries or street-level bureaucrats. Frontline functionaries form a special subset of the bureaucracy as they come in close contact with citizens, and negotiate government policy with specific citizen needs. The paper provides a historical background illustrating the continuity of colonial era ideas with the current policy regarding frontline functionaries, and also examines it against broader developments in policy and the administrative structure. The policy regarding frontline functionaries is scrutinised against their three roles: as government employees, as professionals or skilled workers in specific fields, and as workers serving the community. The paper shows that frontline functionaries, only loosely connected to the government before colonization, subsequently became government employees, as the government sought to increase the efficiency of revenue collection from land and forests, and to maintain order. Because the colonial government minimized administrative costs, it paid frontline functionaries very poorly, placed them near the bottom of an extremely hierarchical bureaucratic structure and provided them with minimal promotion avenues. Frontline functionaries were not considered worthy of serious responsibility, expected to follow orders, had little education and training and were treated harshly by senior officials. Consequently, their performance was unsatisfactory. They were often corrupt and exploited the community.

Political instability has become a significant worldwide threat in recent years, especially in the world's poorest and most unstable countries. This is a major problem that is stunting the development of these countries. Politics must be kept stable if society remains united and the government retains its legitimacy. It is necessary for a country's economy to thrive, society to come together, and rule of law to be upheld. The political system's stability has a direct impact on the nation and state-building processes. Political stability is essential for both of them to develop successfully. Political stability is crucial to the efficient running of government. Foreign diplomacy and international trade are both hampered by political instability because investors are reluctant to risk their money in countries with uncertain leadership. As a result of breakdown in law and order and rise in illicit activity, the public becomes increasingly worried and insecure when there is political insecurity in a country. Only political maturity and stability will be able to handle these challenges in the nation's best interests.

45. Farmer Movement Oversight of Mexican Government Agricultural Programs

In Mexico’s state of Guerrero, a broad-based, collaborative social accountability campaign led by a network of agrarian community leaders contributed to improving a large-scale free fertilizer program, targeted at smallholders. In 2019, the newly-elected federal government took over a state government subsidy program that had been synonymous with clientelism and corruption, promising to clean it up and include access to organic fertilizer. When the program’s historic deficiencies persisted during its first year of transition to federal management, farmers responded with widespread, confrontational protest. To address this chaotic situation, veteran activists and community leaders from across the state transformed protest into proposals, launching a participatory, statewide monitoring and advocacy campaign with the Guerrero Network of Ejido and Communal Commissioners. The campaign advocated for the validation of program beneficiary rosters in community assemblies, based on federal agrarian law, also using the official public information request system. It helped to ensure the distribution of fertilizer to smallholder farmers, reduced diversion of fertilizer for corrupt or electoral purposes, and promoted more inclusion of women and indigenous smallholders. Despite these achievements, the Network’s proposals for transparency, peasant participation, accountability, and agroecological transition were rejected by the government officials responsible for the fertilizer program. In response, the campaign coordinators shifted their focus to other government agricultural programs and coordinated with agrarian leaders in other states to launch their own advocacy platforms. This organizing process led to the second Agrarian Convention of Guerrero, which included participation of agrarian leaders from a dozen other states, followed by regional meetings and state conventions in half of the country’s states. On April 10, 2023, five thousand agrarian leaders gathered in Mexico City for the First National Agrarista Convention. Reflections on this experience include: The focus of the farmer oversight campaign on immediately felt needs generated social energy and inspired a new organizing strategy. The state-wide mobilization to promote better fertilizer delivery was grounded in revitalized civic life in historic local participatory governance institutions that were created following the Mexican Revolution. Elected leaders of these ejidos and agrarian communities gave the campaign both scale and legitimacy. Though mainly driven by grassroots organizing, the farmer oversight campaign also used technical open government tools. The campaign combined the monitoring of agricultural programs and local problem-solving with social mobilization, scaling up advocacy for greater recognition of peasant movement oversight to the national level.

46. The Horizontal Merger Efficiency Fallacy

The Department of Justice and Federal Trade Commission Merger Guidelines (the “Merger Guidelines”), including the much improved latest revision in 2023 (the “New Merger Guidelines”), have continued to perpetrate what we call in this paper the horizontal merger efficiency fallacy. The fallacy arises because in the Guidelines the term “efficiencies” has become unmoored from its foundations in economic theory and has been reduced to the business school construct of cost savings. We show that cost savings can only be considered universally socially beneficial by acceptance of what is termed “the Consumer Welfare Standard” (antitrust) or “the surplus theory of welfare” (economics), a theory that has been discredited and abandoned by welfare economists. In economic theory, efficiency means Pareto Efficiency. We explore the various attempts to tether the cost savings definition of efficiency to Pareto Efficiency and explain why these attempts have failed. We conclude that there is no sound way to theoretically reconcile cost savings with the economic meaning of efficiencies. We then move beyond the efficiency fallacy and show how modern welfare economics can be used to integrate Congressional antitrust goals into the New Merger Guidelines. This requires abandoning the unsupported “standard deduction” for efficiencies and replacing it with an evidence-based assessment of how a specific merger under review potentially impacts Congressional antitrust goals. This change renders the present efficiency rebuttal section of the New Merger Guidelines superfluous, and we provide specific reasons why this section as currently drafted is flawed and should be jettisoned.

Abstract:
The Seventh Dalai Lama’s residence at Gartar Monastery (Mgar thar dgon, མགར་ཐར་དགོན། ), beginning in 1730, greatly affected the relationship between the Kham region and the Tibetan government as well as the Qing court’s control over Kham. The Dalai Lama’s interactions with various indigenous leaders, local monasteries, monks and lay people increased the influence of the Geluk school in Kham, and also inspired their support for the Dalai Lama. Measures adopted by the Qing court to protect the Dalai Lama, such as stationing troops and inspecting check-points, also strengthened Qing control of Kham. After the Dalai Lama left for Tibet in 1735, Gartar Monastery continued to serve as a religious and cultural center of northern Kham, having the function of “civilizing” and “enlightening” the neighboring regions that were far away from the political center. Successive abbots of Gartar Monastery—all the way up to 1920—came from Drepung Monastery in Lhasa; they and the monks of Gartar influenced, interfered and controlled the local affairs of Gartar and other regions in Kham. In particular, in the late nineteenth and early twentieth centuries, Gartar Monastery, together with the Tibetan commissioner in Nyarong, was able to assist the Tibetan government’s efforts to extend its sphere of influence in Kham.

Iran was rocked by mass demonstrations triggered by the September 2022 death of Mahsa Amini — a young Kurdish woman — while in the custody of the Guidance Patrol (also known as the ‘morality police’) for allegedly violating the hijab dress code. Protests over the mandatory hijab rule soon coalesced around a wide range of grievances with the regime, with participants demanding protections for civil, political, and human rights and calling for an end to the Islamic Republic. Although street demonstrations have subsided for the time being, how the protest movement will evolve — and how it will impact the stability of the Islamic Republic — remains an open question. This report explores potential answers to this question by examining notable trends and implications of the wave of demonstrations that unfolded in the country between September and December 2022. It argues that several emerging aspects of the nationwide movement may pose a long-term challenge to the regime. The demonstrations following Amini’s death were not only unique in regard to their geographical spread and longevity, but also in the way they brought together different segments of society with both distinct and overlapping grievances. Moreover, amid a harsh crackdown by Iranian authorities, engagement in violence by demonstrators has trended upward: between mid-September and December 2022, ACLED records the highest number of violent demonstration events for any round of nationwide demonstrations in Iran since the beginning of data collection in 2016. The increased use of Molotov cocktails and the killing of dozens of security personnel are among the most significant trends in demonstration violence observed in the latest round of events. The demonstrations did not reach a critical mass necessary to pose an immediate threat to the survival of the regime. Yet, this latest round in a sequence of increasingly violent demonstrations is indicative of growing resentment in Iranian society against the ruling elites and a willingness to express it forcefully despite severe repression. As the regime refuses to reform, the growing frequency and intensity of demonstrations suggests that the government will find itself in an increasingly unstable domestic position and increasingly isolated in the international arena.

Youth continue to be worst affected by social and economic issues such as unemployment, substance abuse and violence (ILO, 2021; United Nations, 2011). South African youth are no exception to this claim, experiencing the world’s highest rate of unemployment as well as some of the highest rates of homicide and gender-based violence (Clifford, 2020; Rebello, 2021). These challenges have gained increased recognition from stakeholders, such as the South African government, with the Presidential Youth Employment Initiative representing one of many recent initiatives. This intervention brief aims to contribute to conversations around how to better address the challenges faced by South African youth. It builds on research conducted by the Centre for the Study of Violence and Reconciliation (CSVR), which focused on how public employment programmes, specifically the Community Work Programme (CWP), may contribute to youth social and economic inclusion, which may further assist in reducing the vulnerability of South African youth. This brief highlights how some youth have negative perceptions of the CWP, which primarily stem from the nature of the activities carried out by the CWP and a lack of accurate knowledge about the programme. Examples from four CWP sites highlight how youthoriented activities may attract greater interest in the programme among youth. It also highlights how youth have benefitted and can continue to benefit from the programme.

51. The Effects of Differential Exposure to COVID-19 on Educational Outcomes in Guatemala

Abstract:
This paper studies the effects of differential exposure to COVID-19 on educational outcomes in Guatemala. The government adopted a warning index (ranging from 0 to 10) to classify municipalities by infection rates in 2020, which was then used by the Ministry of Education in 2021 to establish a “stoplight” system for in-person instruction. Using administrative panel data for all students in Guatemala, the study employs a difference-in-differences strategy that leverages municipal differences over time in the warning index to estimate the effects of the pandemic on dropout, promotion, and school switching. The results show that municipalities with a higher warning index had significantly larger dropout, lower promotion rates, and a greater share of students switching from private to public schools. These effects were more pronounced during the first year of the pandemic. The findings show differential effects by the level of instruction, with greater losses for younger children in initial and primary education. The results are robust to specification choice, multiple hypothesis adjustments, and placebo experiments, suggesting that the pandemic has had heterogeneous consequences.

The transition towards a low-carbon economy is an epoch-defining goal. However, this transition develops following traditional patterns of business that are intrinsically environmentally harmful as they rest upon profit-oriented strategies of commodifying natural resources. By taking the anthropological notion of "corporate sovereignty", this contribution discusses the unsustainability of private corporates' property a-like structures of power over natural resources and frames them within forms of economic governmentality. The paper concludes by stressing the need for a cultural change to occur to back the transition towards a novel model of sustainable business, i.e. of "business within the Heart's limits".

Abstract:
The financial autonomy of Decentralized Territorial Collectivities (DTCs) is today considered as the foundation of local governance. It confers decision-making power in financial matters to municipalities and regions, as well as a certain level of independence in the management of the resources at their disposal. In Cameroon, the general principles of financial autonomy are defined in the law on the General Code of DTCs, in particular in the Fifth Book, which repeals the law establishing the financial regime of local authorities and that on the financial regime of the State. Thus, financial autonomy should enable DTCs to develop by using their own resources in improving the living conditions of their populations. Despite these powers, DTCs still depend for the most part on income from municipal taxes and income transferred by the State. However, DTCs in Cameroon have real economic and financial potential but not a degree of financial autonomy that would allow them to accelerate the development of their locality. This reflection is aimed at local elected officials, political authorities, government authorities and civil society, with the aim of examining the effectiveness of financial autonomy in the face of the economic and financial potential of DTCs and their ability to implement their own local development projects. This article relates financial autonomy and local governance, on the one hand, and shows how financial autonomy is a factor of valorization of local resources, on the other hand.

Be it from a common law or a special status, a regional and local authorities[1] resulting from the constitutional reform of January 18, 1996[2], has an administration in charge of instructing and implementing the decisions taken by its executive organs. Under the authority of a secretary general who is appointed by the President of the Republic[3], it is implemented according to the standard organisation set out in decree n°2021/742 of 28 December 2021. It should be noted that this important legal text taken in application of article 496 of law n°2019/024 of 24 December 2009 on the general code of regional and local authorities (hereafter CGCTD), has greatly contributed to the acceleration of the process of establishing the regions initiated by the elections of December 6, 2020. The configuration of the standard model of regional administration that it suggests, highlights a complex combination of structures with diverse functions, the articulation of which may vary from case to case. This organisational scheme reveals the extent of the tasks that a regional administration must undertake, but it is not easy to access. As such, it deserves to be explained. This note is intended for professionals in the field of decentralisation, researchers and citizens seeking information. More clearly, the aim is to inform the reader about the subtleties of the structuring of the regional administration. To achieve this, it relies on an interpretive approach to the texts, mainly, the law n°2019/024 of 24 December 2019, and the decree of 28 December 2021. After presenting the different structures of the regional administration (I), the text will dwell on their articulation (II).

57. New Standard Indicators for German Development Cooperation: How Useful are “Numbers at the Touch of a Button”?

For years, German development cooperation (GDC) has been striving to become more results-oriented. In 2022, the Federal Ministry for Economic Cooperation and Development (BMZ) took an important step in this direction by introducing 43 standard indicators. The aim was to aggregate development results across themes and countries in order to present them to the public. The BMZ hopes for more effective communication with Parliament (Bundestag) and the general public, as well as more coherent reporting by Germany’s two main implementing organisations, the GIZ (Gesellschaft für Internationale Zusammenarbeit – the German agency for international cooperation) and the development bank of the Kreditanstalt für Wiederaufbau (KfW). From an international vantage point, Germany needs to catch up in respect to results orientation. Other major actors, especially the United Kingdom, the United States and multilateral development banks, introduced compre-hensive reporting systems back in the 2010s. These organisations report on 20 to 50 standard indicators to demonstrate how their activities contribute to measurable results. On this basis, they communicate more coherently with the public. BMZ aims to create a similar basis for improved communication. In a participatory process – and jointly with the GIZ and the KfW development bank – the BMZ has formulated indicators that are equally suited to implementing organisations’ political priorities and their needs. The administrative burden of collecting the standard indicators is limited by leveraging existing data. In addition, the BMZ has set methodological standards whose obligatory use is intended to increase the quality of the data collected. However, the introduction of standard indicators also entails risks: They can set perverse incentives that encourage reporting on short-term results. Such reporting can lead to a neglect of long-term effects, which are more difficult to measure. Research also shows that indicators no longer fulfil their original purpose of providing neutral representations of change if they are used to exert political control. In addition, there are methodological challenges, such as double counting across different benchmarks, as well as concerns about unrealisable expectations. Overall, we assess the development and introduction of standard indicators in GDC positively. Yet, some important decisions are still pending. The level of detail at which the data will be shared among stakeholders and the public has yet to be determined. The quality of the data collected and the transparency of reporting will in turn determine what larger effects towards an improved results orientation of GDC can be achieved. In view of the decentralised and fragmented structure of GDC, especially regarding monitoring and evaluation systems, we hope that the new indicators can foster the harmonising of the reporting systems of the GIZ and the KfW development bank. The standard indicators can also help make GDC more transparent. We therefore recommend that all data collected be made publicly available. Finally, the integrative potential of standard indicators should be harnessed to improve the division of labour between the ministry and the two main implementing organisations towards becoming learning-oriented – both in the data collection process and during evaluation.

Vice President of India, Shri Jagdeep Dhankhar’s speech at the India International Centre on Constitution Day, 26 November 2022. When I look around, I see many whom I know, and many who know me. It is an absolute privilege to be on this impactful platform of the prestigious India International Centre (IIC). It is indeed my honour to address the august audience here on this momentous occasion of Constitution Day, and while we all are in the Amrit Kaal of our Independence. The IIC, of which I became a member in 1990, since its foundation days has been a significant epicentre of deep thoughts, constructive ideation, as also interactions and conversations on issues of national and international importance. There is national and global recognition and appreciation, and very rightly so, of the IIC as a conducive and engaging platform for thinking minds who are ever keen to reflect on momentous issues and those of great contemporaneous relevance. I am grateful to the IIC for enabling me to unfold my thoughts on this day on this platform. Best wishes and greetings to all of you and all the countrymen on Constitution Day. It was on this day in 1949 that Independent India laid the foundation for a new future for itself. Many in the world thought India would not last long. They wrote about it, reflected on it in the public domain. Yet, we have traversed for so long and we are in the 75th year of our Independence, as a shining star on the global horizon. This time Constitution Day is very special on this count also. The completion of 75 years for the mother of democracy, the largest democracy, is indeed a milestone. We can all be proud of it.

Abstract:
The COVID-19 pandemic has presented a clear threat to the lives of individual Albertans; together with the measures taken in response, it has posed a clear threat to their economic circumstances while uncovering existing social fissures in terms of the variable vulnerability of sub-populations to both the virus and those response measures. It qualifies as a significant security threat on these levels. In responding to this threat, the Alberta government marshalled its institutional resources and had to adapt them to circumstances of a scale and type last seen one hundred years ago. It had to do so under economic and political conditions that already presented significant challenges, and that were in some cases strongly exacerbated by its policy choices and their consequences. Finally, it had to do so in the face of strong, yet often contradictory, public pressures. These challenges and difficulties found in the microcosm of a single Canadian province in confronting a specific sort of problem may be of interest and use in considering the prospect, particularly of future, especially non-traditional, security challenges.

Abstract:
The celebration of seeming democratic density on the continent is understood against the background of the recent historical past where almost all the states in Africa were under the grip of either a military ruler, or an authoritarian one party despot. At the dawn of the new millennium, military coups and totalitarianism were releasing their grip on the continent as multi-party elections and electoral turnover gained momentum. Indeed, many regional organizations within the continent subscribed to the elimination of military coup and other means of grabbing political power, except the ballot boxes, as well as the full embrace of democratic norms and practices; therefore, there are clauses in regional governance and protocol affirming the primacy of democracy over any other form of government as signed by regional blocs on the continent.
