Abstract:
From the very beginning of human civilization, the ones in power were impacted by the others, who tried to gain from a more favorable decision. In order to achieve that, one could have used the correct arguments based on rationality, which, for instance, could have had an economic background. That demands much effort, meaning we should know the person we are trying to convince, learn about the situation, and gather opinions, evidence, and all sorts of data that could be useful. Others could try something risky and illegal – all sorts of corruption, including bribes, embezzlement, nepotism, extortion, kickbacks, etc. The distinction between the two seems straightforward, but only on the surface. If we get deeper into the issue, things get way more complex, and we might find it difficult to draw a clear line since the gray zone keeps growing. The paper concentrates then on the joint history of corruption and lobbying to give us a broad picture of the issue. Secondly, various concepts of the definition are analyzed to understand where we are in terms of the search between the two phenomena. The article ends with conclusions and further research suggestions.

Abstract:
Although the phenomenon of corruption is sometimes viewed through the prism of legal or economic issues, at its core it is a social phenomenon. Contemporary studies on corruption draw attention to its relationship with the issue of trust. The typological model of the relationship between trust and corruption provided the analytical framework for the described studies. Relating the types of corruption to objects of trust creates a perspective in which the perception of corruption by officials is an area of particular interest. The described research presents the perception of various dimensions of political corruption by local government officials. The juxtaposition of the assessed corruption phenomena indicates their interconnectedness in the perception of the respondents, thereby emphasizing the importance of accountability of political authorities.

As the end of the first quarter of the 21st century approaches, the United States’ unique federalist system of government is increasingly relevant as it relates to national security and foreign affairs. The activities of federal, state, and local governments are increasingly intertwined with national security issues, which in modern history have been reserved for federal government leadership and responsibility. This trend is observable through the assertion of existing legal authorities by governors, legislative action taken by state legislators, and litigation driven by state attorneys general. There are two main ways that states are increasingly engaging in issues touching national security or foreign affairs. The first is by taking action that does or could potentially impact U.S. national security. This includes actions such as litigating against federal government border security and immigration policy implementation, more assertively exercising National Guard authorities to effectuate homeland security policies or conduct law enforcement activities, or engaging in international trade directly with foreign countries, for example during a global pandemic.1 A second method is by taking action in response to an actual or perceived national security threat. This includes actions such as banning state government employees’ access to TikTok, strengthening election security based on threats as reported by the intelligence community (IC), or limiting foreign investment in a state based on national security concerns.2 In short, the interplay between states and the federal government as it relates to national security is undergoing a shift. As Columbia law professor Matthew Waxman has observed, “The federalist macrostructure of our national security system has changed dramatically during the course of our history, and it will continue to evolve.”3 This trend of increasing federalism contrasts with developments during the second half of the 20th century through the early 21st century, a period characterized by tremendous growth in the federal government’s national security enterprise. Milestones from that era include the 1947 National Security Act, which established the Central Intelligence Agency (CIA), and the accompanying growth of the military and intelligence community enterprise. The post-9/11 era saw additional development, growth, and maturation of federal institutions engaged in national security. This era ushered in a new body of federal law and associated institutions created by those laws. These include the creation of the Department of Homeland Security (DHS), which concentrated the operations and activities of 22 agencies into one. It also led to the creation of the Office of the Director of National Intelligence (ODNI), which provides strategic direction, policy development, and management oversight to the other 17 elements of the intelligence community. Meanwhile, throughout this period, the courts afforded substantial deference to the federal government on national security issues and legal authorities.4 The activities of federal, state, and local governments are increasingly intertwined with national security issues, which in modern history have been reserved for federal government leadership and responsibility. This year, the Securing U.S. Democracy Initiative at the Center for a New American Security (CNAS) began analyzing the impact of increasing federalism on national security with the aim of developing recommendations that address certain practical aspects of this trend. Although there are a variety of areas where potential tensions lie at the intersection of state action and national security policymaking, this initial research report from the first year of work focuses on two specific aspects: (1) the assertion of National Guard authorities in a domestic protest scenario, and (2) the potential impact of a social media ban related to foreign malign influence on elections. A common thread through both subject areas includes a current and evolving national security threat of malign foreign influence. To examine these issues, the CNAS Securing U.S. Democracy Initiative developed and ran two scenario exercises in May 2024 to explore how a clash of legal authorities between the federal government and state governments might play out.5 Participants in the scenario exercises included former senior government officials who previously held roles such as agency heads and general counsels, a former member of Congress, former congressional chief counsels, former senior National Guard leadership and operational-level Guard personnel, a state-level former deputy secretary of state, and national and homeland security experts and practitioners. Many of the participants have held more than one professional position relevant to the issues explored in the exercises. The participants were charged with examining fictional scenarios set in October 2024, one month before the U.S. presidential election. The scenarios roughly assumed the real-world American political landscape as it existed in May 2024, which at that time included a president who was also the presumptive Democratic nominee seeking reelection in November. The governors represented in each exercise matched the political party governing that state in the real world. Accordingly, the Texas governor in Scenario 1 is a Republican; the California governor in Scenario 2 is a Democrat. This report provides background and analysis on potential tensions that can emerge between state action and national security decision-making in the context of two separate scenario exercises. The goal of the exercises was to better understand the dynamics and decision-making that might occur when state and federal officials disagree about a matter of national security.6 Participants were advised to consider constitutional, legal, and policy factors relevant to each scenario, and to make decisions based on the role to which they were assigned. This report summarizes these tailored exercises and provides insights that emerged from them. The report then provides policy recommendations intended to mitigate the tensions that the exercises suggest can arise when federal and state authorities diverge on issues of national security that were the subject of the scenarios.

This paper explores the prospect of saving the country much-needed revenue by reducing the number of ministries and ministers in government and exactly how this may be achieved. It is an uncomfortable fact that the current sovereign debt crisis in Ghana, the worst in the country since the year 2000, has visited severe economic hardship on the cizens. For 18 months beginning June, 2021, year-on-year rates of inflaon in the country have risen consistently, going from 40.4% in October, 2022, to 50.3% in November, 2022, and finally to 54.1% for December, 2022, according to the Ghana Stascal Service. This has highlighted the urgency of prudent management and fiscal discipline by the country's economic managers. In a situaon where the country's access to capital markets are closed, expenditure cuts are inevitable and the government must lead by example.

In 2019 Boris Johnson won an election promising to ‘get Brexit done’. Yet while the broad outlines of the UK’s long-term relationship with the EU may have been settled, ministers and officials are still grappling with the new demands Brexit has placed on the British state. This report assesses how, and how far, the UK state has adapted to Brexit. It examines how Brexit has changed the size and shape of the state, the new tasks, functions and policies it has to manage, and the impact on its relationships with key stakeholders. The report considers the degree to which policies and practice are now settled, with the right resources in place, and with the policy direction clear and roles and responsibilities well understood. It is based in part on interviews with people inside and outside government. The report finds a lack of strategic vision of what post-Brexit policymaking should look like, and that creating the post-Brexit state is still very much a work in progress.

Anticipation is growing for one of the most important events in Chinese politics this year. On June 27, General Secretary Xi Jinping chaired a meeting of the 24-man Politburo that announced the 20th Central Committee of the Chinese Communist Party (CCP) will hold its Third Plenum in Beijing on July 15–18. A plenum is a plenary meeting of the committee’s 205 members and 171 non-voting alternate members. The meeting is important because the Central Committee will issue an authoritative “decision” (jueding) that will guide policymaking for years to come. The document will center on “further comprehensively deepening reform and advancing Chinese-style modernization” amid concerns both at home and abroad about the Party’s ability to steward China’s economic, geopolitical, and social development. However, expectations should be modest. Historically, third plenums are often overrated as catalysts for transformational change and instead introduce plans that expand on existing policy themes. Xi’s first third plenum in 2013 appeared unusually ambitious, raising hopes for economic and political liberalization, but its true significance was in enabling Xi’s centralization of power. The policy signals for this month’s plenum suggest a strong emphasis on Xi’s goals of achieving technological self-reliance, addressing financial risks, streamlining central-local relations, and improving social welfare. There are also hints that Beijing may try to ease conditions for private firms and foreign investors in high-tech sectors, as well as efforts to enhance internal Party governance. Additionally, several previously sacked officials are expected to lose their seats on the Central Committee. This article analyzes the historical context, policy signals, personnel movements, and key documents related to the upcoming Third Plenum.

Inter-Korean relations, already bad, got worse in 2024. North Korea launched a bizarre new campaign, sending balloons bearing trash. South Korea reacted by fully suspending the already defunct North-South military pact and resuming propaganda broadcasts at the DMZ. In August, ROK President Yoon Suk Yeol announced a new policy of unification under liberal democracy, which despite offering dialogue left no place for the DPRK or Kim Jong Un. The latter took umbrage at Seoul for exaggerating flood casualties in the North, but offered no figure of his own. It is unclear whether North Korea has revised its constitution to declare South Korea irredeemably hostile, as no text has been published. In October the North blew up inter-Korean road and rail links. In December. Yoon blew up his own presidency by briefly declaring martial law, plunging South Korea into political chaos. As of now the North has not taken advantage of this.

Last week, CIC released a major new joint report with Chatham House on aid to “politically-estranged” settings – countries where donor relations with national authorities are frayed or broken because of unconstitutional changes in government, internationally contested elections, and major sanctions. Development aid to these countries has been suspended or severely curtailed, often because of domestic pressures to disengage, leaving the problem to traditional humanitarian approaches. In this report, CIC and Chatham House argue that development engagement is needed, and outline the ways to do so without legitimizing unconstitutional regimes, in concertation with regional actors. 34. Equitable Sharing of Mining Profits: The Best Deal for Tanzania?

Tanzania’s unique approach to mining taxation, described as an equitable sharing of economic benefits between government and mining company according to a negotiated split, could leave the country shortchanged. Tanzanian citizens have access to the terms of only one profit-sharing deal, a 50-50 framework agreement for Barrick’s gold mines. The rest remain unpublished, despite laws that require the government to disclose deal terms. The Barrick deal predicates government revenues more heavily on mine profitability than a more typical regime, making these revenues more uncertain. This structure also increases the risk that companies may seek to avoid tax payments. Negotiating the split on a project-by-project basis, without any legal guardrails on the approach, increases the risks of corruption and unfavorable deal terms. The Tanzanian government could eliminate these risks by borrowing provisions from other countries that also require a specific government share of mine profits but take a different approach. However, unless the government has identified benefits from its current sharing mechanism that a more typical regime does not offer, it should not pursue a sharing mechanism and instead focus on improving the underlying regime, such as increasing its flexibility with regards to profits and reducing tax avoidance risks. To gain more trust from citizens, Tanzania’s government should explain how the mechanism works in existing deals.

Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.

Abstract:
This article compares the foreign policy of the governments of Mauricio Macri in Argentina and Jair Bolsonaro in Brazil, based on the positions of the presidents and their representatives on three issues: 1) relations with the United States, 2) with China and 3) regional integration. We suggest that the Macri government has had to adapt its positions and discursive practices throughout its administration to national and international pressures. We understand that Jair Bolsonaro has adopted a similar stance in his foreign agenda and that his discourses, although strongly ideological, are opposed to more pragmatic actions, especially in the Brazilian economic and trade agendas, as in Argentina. The methodology used in this study is content analysis of speeches and reports from the Brazilian and Argentine foreign ministries, and the theoretical contributions of foreign policy analysis.

This working paper reviews the current housing crisis in China and explores the roles of supply-demand imbalances and local governments in the real estate sector. To prevent the housing downturn from further dragging down economic growth, Beijing suspended the financing restrictions on developers imposed in August 2020. These restrictions, known as the "three red lines" that limited new borrowing by developers, led Chinese property developers to default on a record number of debt obligations and triggered the most serious housing slump China has seen since 1998. The property sector saw its value added decline by more than 5 percent in 2022, even as the overall economy grew at 3 percent. But the current dynamics in the housing market reflect a repeated pattern: Loosening financing restrictions on developers and using housing as a macroeconomic stabilization tool risk reinforcing the boom-bust housing cycle. China's real estate sector is a systemic problem. Without serious reforms to address concerns such as supply-demand imbalances and local governments' deep connections with real estate, housing slumps like the one in 2022 may recur.
