Abstract:: In recent years, the Indian e-waste sector has undergone a process of formalisation through the implementation of E-waste Management Rules (2016), leading to the creation of what I call recycling regime. The upper and middle classes, along with NGOs and industry actors, are frontrunners in thinking about e-waste policies. They were prompted by a twofold motive: the desire for a “world-class”, clean, and pollution-free city; and seizing business opportunities by extracting value from e-waste. Rather than replacing the State, they co-opted the State so that it would legislate to safeguard the environment, and address toxicity and health problems associated with e-waste. Recycling regime relies on formalisation processes embedded in multiple technologies – technicity, capital-intensive facilities, certifications, authorisations, and licences – that work together to exclude the “informal” sector from the e-waste governance system. Recycling technologies act as “technologies of domination” that further contribute to sidelining the “informal” labour of scrap workers or e-kabadis, who as Muslims already find themselves on the margins of society. However, the recycling regime fails to safeguard the environment in the end as e-waste trickles down back to the informal sector via authorised actors.

Abstract:: The importance of digital infrastructure for global communication and connectivity is only growing. Within this varied sector, subsea cables play a central role in ensuring seamless internet traffic globally. What are the US’s strategic and economic interests in digital infrastructure, particularly subsea cables? Within the context of larger economic and geopolitical competition, US policy is multifaceted, from aiming to secure the physical security of infrastructure and guarding against espionage and technology leakage, to boosting economic competitiveness and supporting domestic firms. Overall, digital infrastructure, and undersea cables in particular, are a key element of a larger US strategy of outcompeting China. Although evaluations among allies of the relative threat posed by China and Chinese-owned digital infrastructure vary, broadly shared goals of resiliency, security, and increased connectivity mean there are potential areas for deeper EU-US cooperation, including partnerships with third countries, that align with their respective strategic visions and represent a solid base for further transatlantic coordination.

Abstract:: Planning, Monitoring and Evaluation (PME) systems play an important role in ensuring that South Africa’s municipalities are able to effectively fulfil their core mandate of service delivery. One central component of this system is the Integrated Development Plan (IDP), a strategic framework used for several functions, including guiding key priorities and providing a roadmap for effectively delivering public services. However, even though most municipalities consistently submit IDPs, the quality of service delivery, especially amongst municipalities that have Water Services Authority responsibilities, is uneven. This raises the questions around which factors are more influential in determining effective service provision, and why they are lacking in dozens of municipalities. Using Good Governance Africa’s 2024 Governance Performance Index (GPI), this policy briefing provides a range of stakeholders with consolidated insights into how these issues can be addressed.

7. Decentralising the Just Energy Transition: The role of the private sector in supporting municipalities

Abstract:: With nearly 86% of its carbon dioxide (CO2) coming from coal, South Africa is one of the world’s most coaldependent countries.1 Additionally, it produces nearly a quarter of the continent’s total carbon emissions.2 Its economy is highly dependent on agriculture and mineral extraction, which are energy-intensive. Importantly, South Africa is subject to climate variability and change.3 The effects are exacerbated by dysfunctional municipalities’ limited ability to build climate resilience systems and ensure robust disaster risk management. With local government administrative instability, service delivery failures, and financial mismanagement highlighted by Good Governance Africa’s (GGA) Governance Performance Index (GPI), societal stakeholders bear the brunt of dysfunction, particularly amidst escalating climate-induced natural disasters, which further strain government resources. As such, the fight against climate change requires a coordinated response from government, the private sector, and citizens. Presently, citizens do not identify the private sector as a key stakeholder in mitigating climate change. This suggests that the private sector does not have a visible presence in the fight against climate change, thereby presenting the private sector with an opportunity to support the decentralisation of the just energy transition. These efforts can also form part of attempts by the private sector to mainstream Environmental, Social, and Corporate Governance (ESG) best practices.

8. Disentangling Government Responses: How Do We Know When Accountability Work Is Gaining Traction?

Abstract:: Advocacy for public accountability aims to produce certain reactions from government officials or service providers. However, the reactions can be many and diverse, and it is not always clear to advocates how to interpret them and decide on next steps—whether to intensify efforts or back off; continue the same strategy or make adjustments. This paper presents a framework to help accountability advocates and practitioners interpret government reactions to their efforts and move forward appropriately. The framework arises from learning and reflection in the context of the International Budget Partnership (IBP)’s Strengthening Public Accountability with Results and Knowledge (SPARK) program. SPARK seeks to bolster the collective agency of marginalized communities and coalitions to advance democratic and equitable fiscal governance systems that channel public resources to services that address the priority needs of these historically excluded groups.

9. Tomorrow’s Global Development Landscape: Mapping Trends and Reform Dynamics

Abstract:: The key tools and governance approaches for international cooperation for sustainable development (hereafter, international cooperation) were set up in a markedly different time and age. International cooperation – with official development assistance (ODA) as the dominant means of implementation – remains key, despite being generally considered as no longer adequate for addressing today’s common and collective challenges. Despite numerous declarations of its growing irrelevance or calls for it even being beyond repair, the governance and reporting system of ODA has remained largely unchanged throughout its 60 years of existence. One reason is that there are few alternatives. Pandemic response and preparedness, climate finance, humanitarian aid, the United Nations development system as well as the budgets of the multilateral development banks all by and large remain dependent on ODA. New and additional sources of development finance have been slow to materialise and run the risk of remaining time-bound and ad-hoc, as illustrated by recent discussions on Special Drawing Rights, debt swaps and green bonds. While other actors, such as providers of South-South Cooperation (SSC), and non-governmental actors are increasing and gaining importance, they are only to a limited degree institutionalised. In the absence of transparent and coherent methodologies for monitoring their actions, concrete financial volumes remain hard to assess. This paper analyses structural factors of the institutional inertia in international cooperation and formulates expectations for where new reform impetuses might arise from. To this end, it maps and links key reform proposals for the global development system, with a specific focus on public financial flows consisting of three connected parts. The first part concerns current forms of and reporting processes for ODA, climate finance and SSC. These concern well-established, albeit path-dependent, forms of international cooperation with different types of multistakeholder settings and different levels of institutionalisation. Here, we do not expect fundamental reforms given various entrenched interests and expect that the nexus between climate finance and ODA will be the main driver for change. The second part of our mapping consists of what we call “global first” reform ideas. These ideas begin with a problem-oriented approach at the global level and aim at setting up new, universal financing schemes and redesigning institutional structures for that purpose. While the ideas in this category are still in their initial stage, we regard them to be particularly relevant for conceptualising the “demand-side” of reforms (i.e., “what would be needed?”). Here, we predict that the more ambitious reforms for creating universality of contributions and benefits at the global level will not materialise. However, these concepts play a key role in influencing the future orientation of specific existing (multilateral) institutions. The third part of our mapping entails positioning current multilateral and bilateral development organisations located between the first two parts. We observe that these organisations experience a gravitational pull towards both directions of reform, namely focusing on global public goods versus prioritising the (countries) left behind, often with competing incentives and trade-offs between national and global development priorities. We expect that a reform of bilateral development actors will lag behind in the broader policy field due to their domestic political constraints, whereas multilateral development banks will generate greater reform momentum (and be pushed by their stakeholders) as first movers.

It discusses the reorganization of global supply chains and their implications for Korea, focusing on the policies of key countries like the United States, the European Union (EU), and China towards stabilizing and reorganizing supply chains, with an emphasis on transitioning to a green industrial structure and improving domestic industrial competitiveness, particularly in the semiconductor and secondary battery industries. 11. Expanding Protection Options? Flexible Approaches to Status for Displaced Syrians, Venezuelans, and Ukrainians

Abstract:: Faced with displacement crises that have stretched asylum systems to their limits, countries have increasingly begun to use alternatives to traditional protection tools to provide displaced individuals with legal status and access to certain rights and forms of assistance. Often, the status offered is temporary and does not rely on adjudication of individual cases. While such approaches are not completely new, they have gained prominence through national responses to three of the largest displacement crises of the post-World War II era: displacement from Syria, Venezuela, and Ukraine. The principal host governments in these three crises—Turkey, various South American countries, and EU Member States—chose to provide legal status to millions of protection seekers by using existing immigration policies or new temporary statuses, rather than refugee or asylum systems. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—examines each of these three cases, identifying similarities in the approaches taken to offering protection while recognizing the differences between the cases. The study explores the factors underpinning government decisions and their medium- to long-term implications, concluding with thoughts on what can be learned for future international displacement crises.

12. Foreign Interference Online: Where Disinformation Infringes on Freedom of Thought

Abstract:: “Foreign interference targeting democratic societies works not by the classic Orwellian formula of ruthless powers limiting sources of information and knowledge,” Wesley Wark writes, but by “multiplying and amplifying chosen channels of information, and attempting to corrupt the availability of true information in favour of that which is both false and harmful.” At their most intense, disinformation campaigns amount to “cognitive warfare, a hostile attempt to alter thinking.” In a social media–saturated world, these operations find many and diverse channels for disinformation’s spread, which depends on the inculcation of “fearful unknowing” in the targeted, often vulnerable, audience. A campaign’s objectives might be both direct and indirect: an aim to influence electoral outcomes could overlap with a broader goal to undermine confidence in democratic processes. Public attention to the issue of foreign state interference, as recently experienced in Canada and currently the subject of a judicial inquiry, is the first indicator that freedom of thought principles might be in play. Wark suggests ways to counter these campaigns, beginning with government taking the lead in enhancing public understanding of all national security threats, including those posed by disinformation.

13. Protecting Freedom of Thought: Mitigating Technological Enablers of Disinformation

Abstract:: It has been said that a lie can travel halfway around the world while the truth is putting on its shoes. Social media and internet ad-supported business models that capitalize on capturing attention have introduced powerful technological enablers that are supercharging the targeting, dissemination and amplification of false information online. Influence operations have been quick to use these tools to manipulate and compromise freedom of thought. Assuming these ad-based business models are here to stay, at least for now, steps must be taken to address the problematic elements that influence operators are leveraging. Remediation efforts must both prevent amplification of harmful content, and increase the risk, cost and complexity to the influence operator. Alexa Raad describes frameworks that can be used to analyze the stages, tactics, techniques and procedures used in influence operations, and outlines the need in the United States for regulation in four areas — actions which, alongside effective public-private collaboration and increased media literacy, would help to “mitigate the pollution of our information ecosystem and protect our freedom of thought.”

Abstract:: Merging artificial intelligence (AI) and global governance, global AI governance focuses on defining terms to deepen understanding, promote collaboration and create informed policies. It emphasizes multi-stakeholder and multi-level cooperation in managing AI’s global impacts. AI’s societal impacts are broad, offering exceptional benefits while carrying unintended risks. Its rise poses geopolitical challenges, affecting transparency, privacy and power dynamics in both democratic and non-democratic states. Empirical and normative research is essential in forming global AI governance, guiding ethical values and legal practices for ethical data use and unbiased algorithm development. Empirical research provides verifiable knowledge through data and experiences, highlighting regime complexities in an anarchic system of global governance, meaning a system with no central authority. Normative research examines values and norms, assessing AI systems’ trustworthiness and ethical compliance. Multilateral cooperation in global AI governance involves collaborative efforts among numerous actors to establish universally accepted norms and policies for AI. An institutional framework for global AI governance should incorporate lessons from international organizations such as the International Atomic Energy Agency and the European Organization for Nuclear Research/Conseil européen pour la recherche nucléaire to guide AI’s ethical development and deployment within and beyond national borders. Abstract:: Climate change is the quintessential global challenge, while also perhaps the issue that has experienced the most polarization in recent years. Therefore, understanding the way broader global politics manifest through tools such as social media and consequently impact policy making, becomes integral to effectively fighting the climate crisis. While climate change must be countered through effective mitigation and adaptation approaches at the local, national and global levels, implementing effective policies to do so can only be accomplished through buy-in by a critical mass of citizens. Disinformation campaigns have, however, increasingly been targeted at issues that fall along partisan lines and climate change has been a particularly polarizing issue. Research presented in this paper demonstrates ways in which efforts to misinform and disinform the public are becoming both increasingly prevalent as well as effective. The polarization that is being stoked by misinformation campaigns on social media is the most serious threat to fighting climate change. New policies and approaches for policy development and implementation will be required to match the alacrity of the proliferating online flows of misinformation and disinformation.

17. New Logics for Governing Human Discourse in the Online Era

Abstract:: The democratization of access to online media tools is driving a transformation of human discourse that is disrupting freedom of thought. This shift in the flow of thought is being encoded into a global infrastructure dominated by commercial platform companies whose operations co-opt individual, collective and governmental agency. In this policy brief, Richard Reisman argues that attempts to govern these tools are relying on “yesterday’s logic.” The new logic, largely unrecognized, relates to acceleration of word-of-mouth propagation, much like rumouring, putting the listener’s freedom of impression, rather than the speaker’s freedom of expression, at the fore. Reisman writes that governance is needed to restore individual and community agency, which could re-energize the vision of technology as “bicycles for our minds,” enabling individuals and society to flourish and maintain resilience in an increasingly challenging world.

18. Outsourcing Repression: Everyday State Power in Contemporary China

Abstract:: How do states coerce citizens into compliance while simultaneously minimizing backlash? In Outsourcing Repression, Lynette Ong examines how the Chinese state engages nonstate actors, from violent street gangsters to nonviolent grassroots brokers, to coerce and mobilize the masses to pursue its ambitious urbanization project. She draws on ethnographic research conducted annually from 2011 to 2019--the years from Hu Jintao to Xi Jinping, a unique and original event dataset, and a collection of government regulations in a study of everyday land grabs and housing demolition in China. Theorizing a counterintuitive form of repression that reduces resistance and backlash, Ong invites the reader to reimagine the new ground state power credibly occupies. Everyday state power is quotidian power acquired through society by penetrating nonstate territories and mobilizing the masses within. After the book’s publication, Lynette has extended the arguments to explain the success, failure, and implications of China’s Zero-Covid Policy in the Journal of Democracy, Foreign Affairs and the Economist etc. Outsourcing Repression has won the American Sociology Association’s Distinguished Contribution to Scholarship in Political Sociology, and the Human Rights Best Book Awards from the American Political Science Association, the American Sociological Association, and the International Studies Association.

19. Engaging Indigenous Peoples in Elections

Abstract:: About 5 percent of the world’s population identify as Indigenous, including more than 5,000 cultures that speak over 4,000 languages. The first global report on Indigenous Peoples and elections since the adoption of the United Nations Declaration on the Rights of Indigenous Peoples, “Engaging Indigenous Peoples in Elections: Identifying International Good Practices through Case Studies in Guatemala, Kenya, and Nepal” is a collaboration of the Endorois Indigenous Women Empowerment Network (EIWEN – Kenya), Fundación Guillermo Toriello (FGT – Guatemala), the National Indigenous Disabled Women Association Nepal (NIDWAN), and the International Foundation for Electoral Systems (IFES). Developed with support from the Swedish International Development Agency (Sida) and the United States Agency for International Development (USAID), the report provides new insights into the political life of Indigenous Peoples globally, grounded in primary source evidence from Guatemala, Kenya, and Nepal, as well as interviews with international experts. A collaboration between IFES and Indigenous Peoples Organizations, the report includes recommendations for duty-bearers such as election management bodies (EMBs) and rights holders. The report contains sections on international human rights frameworks; voter registration; voter education; polling; representation, candidacy, and leadership; and intersectionality and indigeneity. Barriers experienced globally by Indigenous Peoples are provided for each section, for example: Exclusion of traditional and customary Indigenous institutions from state decision-making; The need to travel long distances or through difficult terrain to register; Lack of information about elections in Indigenous languages, including Indigenous sign languages; Polling stations often inaccessible to Indigenous persons with disabilities and lack assistive devices for voting, reducing access to secret balloting; Discrimination against Indigenous candidates; Scant representation of Indigenous Peoples, including Indigenous persons with disabilities, Indigenous women, and young Indigenous persons, in local and national legislative offices.

Abstract:: The positive process of rapid development of the Internet and Internet technologies is accompanied by certain risks that pose a threat to the unity and security of the global Internet network, its stability and sustainable growth. Although the unity, security, and stable development of the global Internet are important issues acknowledged by countries within the United Nations framework, some nations persist in creating a national-level Internet policy. This policy aims to control both domestic and external users of the Internet space, seeking to gain an advantage at the international level in using the Internet space as a tool of enforcement. This approach contributes to the fragmentation of the Internet into distinct parts, posing obstacles to its unity and stability. The article aims to demonstrate the political influence of individual countries on Internet fragmentation and, consequently, the potential threats such fragmentation poses to the unity, security, and stable development of the global Internet. To begin, when addressing the unity, security, and stability of the global Internet network, it is essential to reference the Internet Governance Forum (IGF) convened by the Secretary-General of the United Nations. This forum was preceded by the adoption of the Tunis Agenda for the Information Society in 2005, which played a pivotal role in shaping the discourse. The agenda notably defined the term “Internet governance” and acknowledged the collaborative involvement of stakeholders in various capacities. Specifically, the Tunis Agenda for the Information Society states, “Internet governance is the development and application by governments, the private sector, and civil society of their roles, common principles, norms, rules, decision-making procedures, and programs that shape the evolution and use of the Internet” (Tunis Agenda for the Information Society, 2005).

Abstract:: Saudi Arabia’s ‘Vision 2030’ set in motion a large-scale, mainly state-led and top-down modernization agenda to diversify the Saudi economy beyond oil, develop a new national development ethos, reshape Saudi identity and introduce greater lifestyle options while maintaining consolidated rule in the hands of the Al Saud. The envisaged transformation is fully in line with the vested interests of the Saudi monarchy and much of the business elite, as well as some of the country’s younger generations. Vision 2030 builds on earlier change efforts that were only partially successful, but pursues a much broader social agenda in addition to the traditional core economics tenets of prior reform efforts. Another key difference is that its main architect – Mohammed bin Salman, the Saudi crown prince – has amassed all the essential inputs for transformative change: centralized executive authority, a decent strategy, heaps of money and supportive social constituencies. In the short term, there are no barriers to the realization of Vision 2030 beyond the rapid adjustment that inevitably needs to occur when plans meet reality in a complex environment. However, Vision 2030’s lack of participatory governance modalities, insufficient attention to climate change mitigation and absence of a balanced strategy to promote regional stability represent serious medium-term challenges. Success is likely to require recalibrating these issues in ‘Vision 2040’, or sooner.

Abstract:: The overall aim of this article is to explore the effect of governance parameters on gross domestic product (GDP) in the 15 countries of the European Union (EU15) as well as the 6 countries of Southeast Europe (SEE6). The research employed the dynamic methodology generalized methods of moments (GMM) to explore the data gathered from the World Bank and the Global Economy database stretching 2000 - 2022, correspondingly 2008 - 2022. Our analyzed result for EU15 confirms that regulatory quality (RQ), government effectiveness (GE), and rule of law (RL) positively influence GDP; instead, control of corruption (CC) negatively influences GDP. The results obtained for SEE6 reveal that GE and CC positively influence GDP, but instead, the RL negatively influences GDP. Additionally, RQ in the SEE6 instance has shown an insignificant influence on GDP. Unfortunately, the study could not cover every country in both panel groups because of data limitations. Regarding the study’s conclusions, increased dedication to applying and undertaking reform measures for the key governance indicators for SEE6 countries would be helpful. These insights may raise the need to create specific mechanisms for the RL and CC. Compared to other research, the novelty and originality of the present research lies in the fact that it used panel data via the dynamic GMM approach to explore the role of improving government quality metrics in GDP.

Abstract:: The use of Artificial Intelligence (AI) has increased dramatically, driving discussion on the best way to govern it. While much of the discussion has focused on AI in the civilian domain, its usage in military applications raises distinct ethical and legal questions that actors increasingly seek to address. Governance initiatives are becoming more common, even though strategic competition between major powers remains a challenge. The EU navigates this governance landscape more hesitantly than in the civilian domain with its Artificial Intelligence Act (AIA). More information is needed regarding what kind of regulation, and especially with whom the Union could pursue such avenues. This paper seeks to address these questions by presenting and analyzing results from an expert survey conducted in autumn 2023 by researchers at Erasmus University Rotterdam. It argues that the EU needs to pursue a broad range of cooperation formats to advance its values and interests in the context of military AI. Strategic multilateralism is needed, especially with like-minded states that share values with the Union.

Abstract:: Natural disasters and armed conflicts have accompanied human existence throughout history, always leading to spikes in mortality and morbidity. However, in recent years, the scale and scope of these events have noticeably increased. Since the 1990s, such events annually affect around 217 million people, forcing them to live under conditions of extreme instability and humanitarian crises.1 Despite this, in recent decades, global health management measures amid humanitarian crises caused by armed conflicts have not led to increased equity and quality in the provision of medical care and services in affected areas. Armed conflicts have a profound impact on the architecture of health governance. Military actions often result in the destruction of health care infrastructure, including hospitals, clinics, and essential medical supply chains. Such widespread disruptions hinder the delivery of basic medical services, leading to increased morbidity and mortality. Largescale population displacement is the most common consequence of armed conflicts, resulting in the creation of refugee camps and pressure on host communities. This situation exacerbates health issues, as overcrowding promotes the spread of infectious diseases, compounded by the concurrent collapse of health care systems. Conflicts restrict or complicate the provision of humanitarian aid, impeding the delivery of essential medical supplies, vaccines, and medical personnel to affected areas. The psychological consequences of armed conflict always extend beyond physical injuries, with mental health issues becoming increasingly common.

Abstract:: The EU is changing before our eyes, and we need to rethink parts of its governance. The institutional change-over in 2024 provides a good opportunity to do that. Streamlining EU governance is key to improving its efficiency and gaining credibility and popular support. We asked close to one hundred EU policy specialists with various backgrounds to answer a questionnaire on ‘Strategy and priority-setting,’ ‘Structures,’ ‘Working methods and red tape, and ‘Communication.’ Our focus is on adjustments short of treaty change. Most of our interlocutors agreed with this stance, but there were also dissenting voices. As one expert remarked: “The small reforms we are talking about here are simple, blurring the minds and creating an illusion that change in procedures can resolve fundamental governance and legitimacy deficits….” It is necessary to clarify our thinking. We do not rule out treaty change and more important institutional reforms over time. But there is no appetite presently for a major debate about treaty change with a Convention and a long negotiation process. Waiting for such a process to bring about much needed governance adjustments would be a mistake. Instead, improving governance now may well lead to more ambitious reforms once the conditions are right or the outside circumstances dictate a much more radical overhaul of the EU.

31. Responsible Change: How Governments Can Address Environmental, Social and Governance Challenges When Petroleum Assets Change Hands

Abstract:: As the world moves toward a future beyond oil and gas, petroleum assets will change hands, with different kinds of companies replacing others. Since 2014, around USD 88 billion in assets have moved from publicly listed to private companies. The roles of sub-Saharan African and Latin American companies in their home countries have expanded. Globally, the role of national oil companies (NOCs) is growing. NOCs have acquired around $24 billion in assets from non-NOCs since 2014. The growing role of private and local companies and NOCs potentially gives producer countries greater control over their petroleum sectors, including the pace of an eventual phaseout. However, these companies often have less capacity and fewer transparency, environmental, social and governance commitments than publicly listed international companies. This increases the risk that these companies’ operations will negatively impact the environment and communities, and that they will be unable to pay for decommissioning when production ends. Many assets that sub-Saharan African and Latin American NOCs have acquired appear vulnerable to energy transition risks. Governments should exercise approval rights over asset transfers to ensure buyers have requisite capacity to operate with high standards. They should ensure transparency to allow host communities and the public to better understand transfer impacts and how the government and/or companies will manage them, and strengthen regulations to address key issues arising from transfers including emissions management and reporting, and decommissioning funding. Governments should require NOCs to make adequate disclosures about their acquisitions to ensure NOCs manage risks to the public purse.

34. Behind the Schemes: Anticorruption Gaps in Mining Sector Certifications

Abstract:: Decisionmakers are increasingly looking to certification schemes to provide information on the sustainability of mining operations, yet these schemes have significant room for improvement regarding how they address corruption in their standards. The report assesses the content of the performance standards used by the Aluminium Stewardship Initiative (ASI), the International Council on Mining and Metals (ICMM), the Initiative for Responsible Mining Assurance (IRMA), The Copper Mark, and Towards Sustainable Mining (TSM). Schemes address some topics, such as revenue and payments and anticorruption procedures, relatively well; this may reflect the extent to which legislation and regulations address these topics. Schemes’ standards less frequently covered other issues, such as beneficial ownership and allegations of corruption. Many schemes, and the mining companies that use them, are missing an opportunity to assess the implementation of corporate-level anticorruption policies in mine-site assessments. The quality of certification schemes’ governance and assurance processes is essential to their effectiveness, yet many fall short of best practice. This undermines their credibility. Key governance challenges include the unbalanced representation of different interests within schemes and the risk of conflicts of interest in the auditing process. Decisionmakers risk becoming overreliant on certification schemes as indicators of responsible business conduct, which may be facilitated in part by industry influence over policymaking processes. Certification schemes are not a replacement for ongoing, robust due diligence into the environmental, social, and governance impacts of mining operations, including corruption, and the design and enforcement of robust regulatory frameworks. In a shifting standards landscape where there are efforts to both consolidate and review existing certification schemes, and a moment where the risk of corruption is heightened by growing demand for transition minerals, governments, mining companies, and certification schemes themselves must do more to address the topic of corruption. To do so effectively, they should focus their attention on solutions that will have the most impact in addressing this issue.

As a result of conflict and weak governance, many of these areas have become more vulnerable to climate change. It is imperative to address political concerns and achieve a minimum level of political consensus in order for these efforts to move forward. Furthermore, it is crucial to overcome challenges related to financing, enhance transparency and accountability, and build local capacity. The Development Champions Forum therefore recommends the importance of establishing clear and precise guiding principles for the distribution of powers and authorities between the center and local authorities. It also emphasizes leveraging the potential of the private sector to drive economic growth, create job opportunities, provide services, and invest in local communities. Lastly, it encourages partnerships between international organizations, donors, and local authorities towards empowering local authorities in providing services and local economic development.

39. Strengthening Institutional Integrity: A Path to Combat Corruption in Public Administration

Abstract:: Strengthening institutional integrity is crucial for our efforts to combat corruption and enhance trust in public institutions. With this in mind, the Institute for Democracy and Mediation (IDM) conducted, for the first time, three social experiments with public administration employees aimed at measuring the culture of silence, tolerance, and reporting of corruption within the public administration. The social experiments involved approximately 70 employees from various public institutions, including the High Prosecutorial Council, the Commissioner for the Right to Information and the Protection of Personal Data, the Department of Public Administration, the General Directorate of Taxes, the Ministry of Health and Social Protection, the Ministry of Justice, and the Institute for Public Health. The social experiments generated data for researching the culture of integrity in public administration. The findings will help inform the development of effective strategies for promoting ethical behavior and strengthening integrity within public institutions. Some of the findings from the experiments are: Public administration employees with in-depth knowledge of integrity rules tend to be better informed about suspected irregularities; Loyalty to the group within public administration influences the tolerance of corruption by its members; Public administration employees lack trust in the functioning of internal institutional mechanisms for reporting corrupt actions and unethical behavior; The main factors contributing to the lack of reporting of corrupt actions include employees’ fear of the impact of reporting on their work relationships and the possibility of retaliation. By focusing on the experiences of these three social experiments, we aim to contribute through innovative scientific research to the development of a new work culture oriented toward ethics, transparency, and accountability, thereby contributing to a more trustworthy and sustainable public administration.

40. Tracing the Roots of China’s AI Regulations

Abstract:: In 2021 and 2022, China became the first country to implement detailed, binding regulations on some of the most common applications of artificial intelligence (AI). These rules formed the foundation of China’s emerging AI governance regime, an evolving policy architecture that will affect everything from frontier AI research to the functioning of the world’s second-largest economy, from large language models in Africa to autonomous vehicles in Europe. U.S. political leaders often warn against letting China “write the rules of the road” in AI governance. But if the United States is serious about competing for global leadership in AI governance, then it needs to actually understand what it is competing against. That requires examining the nuts and bolts of both China’s AI regulations and the policy process that shaped them. This paper is the second in a series breaking down China’s AI regulations and pulling back the curtain on the policymaking process shaping them. The Chinese Communist Party (CCP) and the Chinese government started that process with the 2021 rules on recommendation algorithms, an omnipresent use of the technology that is often overlooked in international AI governance discourse. Those rules imposed new obligations on companies to intervene in content recommendations, granted new rights to users being recommended content, and offered protections to gig workers subject to algorithmic scheduling. The Chinese party-state quickly followed up with a new regulation on “deep synthesis,” the use of AI to generate synthetic media such as deepfakes. Those rules required AI providers to watermark AI-generated content and ensure that content does not violate people’s “likeness rights” or harm the “nation’s image.” Together, these two regulations also created and amended China’s algorithm registry, a regulatory tool that would evolve into a cornerstone of the country’s AI governance regime. Contrary to popular conception in the rest of the world, China’s AI governance regime has not been created by top-down edicts from CCP leadership. President Xi Jinping and other top CCP leaders will sometimes give high-level guidance on policy priorities, but they have not been the key players when it comes to shaping China’s AI regulations. Instead, those regulations have been the product of a dynamic and iterative policymaking process driven by a mix of actors from both inside and outside the Chinese party-state. Those actors include mid-level bureaucrats, academics, technologists, journalists, and policy researchers at platform tech companies. Through a mix of public advocacy, intellectual debate, technical workshopping, and bureaucratic wrangling, these actors laid the foundations for China’s present and future AI regulations. This paper traces the progression of these regulations through the “policy funnel” (see figure 1) of Chinese AI governance. For both recommendation algorithms and deep synthesis rules, the initial spark for the regulation came from long-standing CCP concerns about the creation and dissemination of online content. For the former, the rise of the algorithmically driven news app Toutiao threatened the CCP’s ability to set a unified narrative and choose which stories are pushed to readers. In the case of deep synthesis, online face swap videos grabbed the attention of the Chinese public and led government regulators to consider the threat of deepfakes. Over the course of 2017–2020, these concerns made their way through China’s bureaucracy. Regulators took a series of stopgap measures in specific applications, while also tasking policy analysts and government-adjacent technical organizations with exploring different regulatory interventions.

The dominant view that overlap in Latin American regional organizations is problematic warrants further investigation. This article explores instances of overlap and parallelism within Latin American regional governance institutions to argue that growing complexity may be associated with normative progress. The article offers a portrait of overlapping regionalism based on data from the Regional Organizations Competencies Dataset (ROCO). The analysis confirms: institutional overlap has increased since 1945; it identifies the critical junctures that catapulted this process which is loosely associated with normative progress.

Abstract:: In April 2023, a year after its adoption, the Liechtenstein Institute on Self-Determination held the first-ever simulation of the United Nations (UN) veto initiative (UNGA RES/76/262). A subsequent simulation took place in March 2024. Passed amid criticism of UN Security Council inaction in response to the war in Ukraine, the veto initiative resolution aims to enhance the effectiveness, accountability, and transparency of the UN when it comes to matters of international peace and security. In the simulations, we tested scenarios for the implications of the veto initiative for the relationship between the UN Security Council and the UN General Assembly, and for the legitimacy of the UN as a whole.

Abstract:: Over the past dozen years, Tunisia has experienced dramatic political change. In 2011, the Jasmine Revolution led to the fall of its long-standing leader, Zine El Abidine Ben Ali, ushering in a period of political instability. Following the rewriting of the constitution, free and fair elections were held but yielded only weak and largely ineffective governments. Although Tunisians enjoyed far greater political rights, economically the country regressed. A decade after the revolution, GDP per capita had declined significantly. Stories of corruption within government institutions remained common, yielding an increasingly frustrated public. Elections may give voters a say, but the outcomes of the system often appeared no better than in the days of Ben Ali. Citizens demanded radical change and looked for a leader who they believed could deliver actual results. In the 2019 presidential elections, many Tunisians turned to Kaïs Saïed as a solution. Saïed ran a populist campaign as a political outsider, calling for ending corruption and reforms to the electoral system. In the final round of voting, he captured nearly three-quarters of the vote for an overwhelming victory and strong electoral mandate. In July 2021, Saïed dismissed the prime minister and suspended parliament. Ruling by decree, many members of the judiciary were dismissed and many opposition politicians were arrested. Despite international criticism of these actions, results from the 2021 Arab Barometer demonstrated that most Tunisians were in favor of his actions.1 Just three months after the events of July 25, 2021, most Tunisians had confidence in the president, a majority were optimistic about their economic future for the first time in years, and most believed the government was finally tackling the problem of corruption. In short, many Tunisians had hope for their country’s future. In late 2023, Tunisians remained more optimistic than they had been before the election of Saïed, but Arab Barometer’s survey suggests that some are starting to lose hope. Promises of economic improvements have not been realized—just one-in-ten rate the economy as good, which is largely unchanged since 2013. Economic optimism has also fallen, dropping by 14 points since 2021. During this period, hunger has also increased dramatically, with twothirds of Tunisians saying they have gone without food at least once in the previous month. Moreover, the most common perception is that government mismanagement is the source of food insecurity. Views of most political institutions are relatively weak. Just over a third have confidence in the government while less than a quarter trust parliament. However, trust in President Saïed remains strong, with about three-quarters expressing confidence in their leader. Still, this level is a six point decrease from 2021.

Abstract:: Morocco has endured multiple crises in recent years including the Coronavirus pandemic and the earthquake that hit the country on September 9, 2023. The aftermath of these crises produces what could be described as two Moroccos: one for the wealthier and better educated, another for the poorer and less educated. Moroccans are clearly divided in their views of almost all issues based on their socioeconomic status (SES). Economic pressure persists, with only a third of Moroccans rating their economy positively. While optimism about the future of the economy has increased, it is largely driven by those with a higher socioeconomic status. Their less-fortunate compatriots are far less optimistic and more concerned about increasing inequality and food insecurity. Trust in the Moroccan government remains relatively low, but trust in parliament, regional government, judiciary, and civil society organizations has increased. Still, those struggling financially tend to be less trusting of all these bodies. Similarly, satisfaction with government performance on economic issues is low, especially among the poor. Moroccans are more satisfied with the provision of certain services, including security and infrastructure. On the other hand, education in particular is among the public services in which Moroccans exhibit the lowest levels of satisfaction. Corruption remains a major concern, with the government seen as not doing enough to combat it. This view is especially true among people with lower socioeconomic status. Wealthier and more educated Moroccans are more positive in their rating of the government’s work on combating corruption. However, many Moroccans are resorting to bribery or connection to navigate the bureaucracy. Economic conditions and corruption are causing Moroccans to consider emigrating. Youth and those facing financial pressure are far more likely to have a desire to leave their country, mainly in pursuit of better economic opportunities. Western countries remain the preferred destination for most of the potential migrants in Morocco, many of whom are willing to leave even if they did not have the required documents to do so. While support for democracy has fluctuated over the past few years, recent trends suggest an increase in support for democratic governance. Moroccans acknowledge that democratic systems have their shortcomings, yet they maintain a belief that democracy is preferable to other forms of governance and particularly support a multi-party parliamentary system.

Abstract:: Using publicly available databases and drawing on a wide range of indicators, this paper reviews the institutional performance of Mozambique across seven broad categories: rule of law and judicial independence; voice and freedom of expression/association; political participation; accountability and transparency; political instability and violence, and external relations; state legitimacy and political leadership; and governance and state capacity. Overall, the selected indicators point to similar trends within each dimension and suggest limited progress during the last decades. Still, it is fundamental that these insights and the scores presented by the indicators are put into context, and that we understand the historical path of Mozambique, the internal and external factors at play, and the fact that it takes time for progress achieved to be reflected in this type of data.

48. The flaws in project-based carbon credit trading and the need for jurisdictional alternatives

Abstract:: This issue brief highlights several significant, and at times unresolvable, problems with the project-based approach to carbon credit trading, the purpose of which is to reduce deforestation and sequester carbon. Beginning with first-hand observations of the principal author during his experience with forest conservation efforts in the tropics, the brief describes the challenges that arise when this crediting model is implemented in the field, particularly in rainforests and other remote areas of the world. The publication then assesses the three critical structural problems with project-based credit trading that lead to a fundamental lack of integrity in such programs: The intractable challenges of a project-based regulatory structure involving difficult-to-prove requirements of additionally and leakage prevention. The major transaction and intermediary costs that can amount to half of project funding. The credit duration that is far less than the life of the additional CO2 emissions that are consequently emitted. The analysis also explains how economic forces and incentives exacerbate these problems, particularly with programs that are carried out by commercial credit traders as opposed to nonprofit entities. Finally, this brief discusses better alternatives, such as jurisdictional programs administered by governments or Indigenous associations, that could more effectively reduce emissions and strengthen the social fabric of communities required to assure credit integrity, accurate measurement, and adequate co-benefits.

50. A conceptual framework for the identification and governance of European public goods

Abstract:: The challenging current policy environment has raised the question of which policy decisions should be taken at national level and which at European Union level. As a general rule, the EU should be responsible only for the provision of European public goods (EPGs), while countries are better placed to provide national public goods. However, in practice, the situation is rarely that simple. We offer a framework for identification of EPGs with three main insights. First, a decision to provide a public good at national level, EU level or a combination of both depends on the degree of heterogeneity of preferences across countries and the efficiency case for EU-level provision. When preferences vary and the efficiency case is weak, goods should be provided at national level. When preferences are similar and the efficiency case is strong, goods should be provided at the EU level. When preferences differ but there is a strong efficiency case, a trade-off arises. Second, institutional and legal instruments exist already to manage this trade-off. These include: competence transfers, decision-making modalities, variable participation of countries, centralisation of delivery and funding, and compensating negatively affected countries to achieve greater alignment of preferences. Third, both the efficiency case for EPGs and the distribution of preferences over their provision may change over time. This could be because the world around the EU changes (for example, giving greater weight to an efficiency case, eg in areas related to defence) or because preferences change, for example, as result of a pandemic, or because a particular institutional or compensation practice convinces dissenters that they can be better off inside than outside a multi-country arrangement governing the provision of a public good. An implication is that the question ‘should public goods be provided at the national or European level?’ may be the wrong question to ask. The right question is how to find institutional arrangements for public-good provision, to maximise the benefits of public goods for EU members.

51. Outrage is not a policy: Coming to terms with Myanmar’s fragmented state

Abstract:: This paper analyses the evolution of Myanmar’s civil war with a view to identifying optimal international policy responses. The sharp escalation of armed resistance since late 2023 holds out the tantalising prospect that the once seemingly invincible military regime could be defeated. Yet it remains an open question whether anti-junta forces will be able to carry the momentum from their recent victories in the forest-covered, mountainous borderlands across the open plains of central Myanmar to take the capital or other major cities. Even if resistance forces ultimately emerge victorious, the goal of building a genuine federal democracy will likely take years of highly complex and politically fraught negotiations. While the outcome of the civil war remains uncertain, new resistance groups have started building state-like structures and delivering public services in “liberated areas”, much like the older ethnic armed organisations have been doing since the 1960s. The longer Myanmar remains mired in warfare, the more crucial these plural governance systems will become to the welfare of millions of people, with lasting implications for the nature of state-building in the country. To more effectively support the Myanmar people, Western governments and likeminded actors will need to come to terms with the reality of an increasingly — and quite possibly, permanently — fragmented state. The paper thus calls for greater investments in “parallel state-building”, focused on strengthening the collective capabilities of a wide range of emerging political authorities and community-based organisations to carry out traditional state functions and serve vulnerable populations.

52. Papua New Guinea’s fiscal decentralisation: A way forward

Abstract:: Fiscal decentralisation in Papua New Guinea (PNG) has been a contentious topic for much of the country’s history. PNG has had several attempts at decentralising fiscal responsibilities, without much success in improving governance or service delivery. This is concerning, given sub-national funding has increased in the past decade. Governance has deteriorated over time as more responsibilities and funds are channelled to lower levels of government, including through unaccountable transfers to members of parliament (MPs) to use at their discretion. Government effectiveness and service delivery have suffered as a result, leading to poor development outcomes. This paper examines the weaknesses in the decentralisation process and how these mechanisms can be strengthened. Data collected from PNG government budget reports is analysed both for insights into the decentralisation of finances to provinces since 2007 and implications for service delivery and accountable governance. Where data are publicly available, the paper compares sub-national revenues and operational and capital spending across provinces, provides contrasts to global experiences, and relates the insights gained from field interviews of province and district administration staff in two provinces: East New Britain and New Ireland. The paper concludes with reflections on policy implications.

53. Knowledge State in the Era of Generative AI and the Future of the Korean Peninsula

Abstract:: Korea failed to transform into a fully modern sovereign state when modern international politics was being established. Traditionally, the Korean Peninsula was a single nation and state. However, as the Westphalian modern state systеm, originating in the West, was introduced in the form of imperialism, Korea failed to become a fully sovereign state, ultimately leading to its division. The causes of this division include external factors such as the competition among surrounding empires and Cold War rivalry, as well as internal factors like the fragmentation of state-building capabilities. However, the most significant reason was the civilizational gap, as Korea could not fully absorb and follow the new civilizational standards set by the West after the Industrial Revolution. The current world order is at a turning point following the unipolar era of the United States. While the Western Westphalian domain is maintained, the core element of the liberal international order is being significantly challenged by revisionist states like China and Russia, as well as countries from the Global South. It is uncertain whether global politics will form and maintain a single integrated sphere (권역) or divide into multiple regions experiencing fundamental conflicts. If modern international politics, standardized by Western civilization, were to fragment again, the division of the Korean Peninsula could deepen based on this regional separation. The recent intensification of strategic alliances between North Korea, China, and Russia illustrates this situation. A crucial phenomenon in this process is that the Fourth Industrial Revolution and emerging technologies are redefining the international political order. Unlike previous technological advancements, current technological progress is characterized by enabling technologies or meta-technologies that define the direction of technological development. Generative artificial intelligence, in particular, exemplifies the innovation of these foundational technologies. The role and function of generative artificial intelligence, which significantly impacts military, economic, social, cultural, and governmental governance capabilities, are just beginning. The future development of foundational technologies will have a critical impact on the international political order and the development of various diverging regions. Countries, companies, societies, and international organizations that quickly adapt to these technological changes will advance further, while those that do not will face deepening material and perceptual gaps. Considering the unification of the Korean Peninsula, the current stage of digital technology development in the North and South has maintained ethnic homogeneity and power balance to a level that can aim for unification. However, as new foundational technologies like generative artificial intelligence grow, the development paths, power balance, ethnic homogeneity, and differences in state forms and functions between South and North Korea will likely deepen. If unification is a goal based on a certain degree of homogeneous historical experience and similarity in state systеms and societies, the possibility of such similarity is decreasing. South Korea, as a liberal democratic state with the world's tenth-largest economy, a close alliance with the United States, and an innovative social and corporate atmosphere, has the capacity to rapidly absorb and disseminate artificial intelligence advancements throughout society. In this context, South Korea strives for economic development, international cooperation, and social and cultural innovation. In contrast, North Korea is an exceptionally poor country on a global scale, an unprecedentedly dictatorial state, and maintains its state through strong repression of society. In this context, it is difficult to expect societal innovation, and the acquisition and dissemination of new technologies are solely state-driven, with technological innovation also being state-led. In the increasingly polarized international technology supply chain, North Korea will find it challenging to find alternatives other than relying on China and Russia. North Korea is also striving to develop foundational technologies like artificial intelligence, but its direction will be very different from South Korea's. North Korea utilizes artificial intelligence for strong repression, control, and surveillance of society and aims to use open-source artificial intelligence for political intervention in South Korea and hacking and illegal manipulation in the international community. As the civilizational standards and technological gaps, political systеms, and socio-cultural perceptions between the South and North widen, what will be the future of the power balance and systеmic homogeneity between the two Koreas? Will South Korea's advanced national capabilities increase the possibility of unification with North Korea, or will artificial intelligence act as a larger element of conflict between the two Koreas? It is necessary to recognize and respond to these issues.

54. Digital Platforms in Southeast Asia: Governance and Innovation

Abstract:: The Association of Southeast Asian Nations (ASEAN) as part of Southeast Asia has its digital economy and digital society objectives detailed in the ASEAN Digital Masterplan 2025 (ADM 2025) and has over the years built a regulatory framework. For example, in 2016, at the Asian Telecommunications and Information Technology Ministers Meeting, the Framework on Personal Data Protection was adopted to “strengthen the protection of personal data in ASEAN.” ASEAN has also changed how it deals with Internet governance, choosing to address it as a digital and digitization issue rather than just a matter involving info-communication technologies. To enable this, ASEAN expanded the scope of its ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) to become the ASEAN Digital Ministers Meeting (ADGMIN) in October 2019. In 2021, as the digital economy continued to expand in the region, the ADGMIN adopted the ASEAN Data Management Framework to establish common frameworks and appropriate data protection measures. Going forward it has also considered developing regional guidelines beyond the scope of Internet governance, such as those for artificial intelligence (AI) governance and ethics. This briefing examines how ASEAN member states, despite their diversity and different levels of digital transformation, are working towards implementing policy measures to regulate digital platforms on a national and regional basis for social and economic stability. However, while improving governance for cybersecurity cooperation and content regulation, these policies should also enable progress on innovation and freedom of expression.

55. Marcos-Duterte Alliance: Of Broken Ties and Vows

Abstract:: In the Philippines, political alliances are often driven by personalistic ties and mutual benefits rather than ideological alignment. The alliance between President Ferdinand “Bongbong” Marcos Jr. and Vice-President Sara Z. Duterte-Carpio exemplifies this, with both camps leveraging their regional strongholds and familial legacies to maintain political dominance. Heralded in 2022 as the “Uniteam,” the Marcos-Duterte tandem epitomized the strategic coalition-building often necessary in a fragmented political environment characterized by strong regional identities and political dynasties. This coalition can be analyzed through the lens of maximizing electoral prospects and consolidating power. The Marcos-Duterte alliance was a very strategic merger of the North (Ilocos Region) and the South (Davao Region), aimed at securing a broad electoral mandate. The unusual strength of their tandem in 2022 stands now in stark contrast with the recent and increasing tensions between the Marcos and Duterte camps. Not only does this breakdown present an important case study in the fragility of political alliances, but also, more importantly, it will have significant implications for governance and economic stability in the Philippines.

Abstract:: The article notes that the motion of no confidence in the Prime Minister (PM) in Lesotho is provided for in the Constitution, but different political leaders have abused it on several occasions for various party political and subjective reasons. This article, therefore, explores the abuse of this provision, its triggers, and how they have impacted the political stability and socioeconomic situation in the country. Lesotho is a constitutional democracy governed by a constitution adopted in 1993. One of the provisions of this Constitution is Section 87,1 which deals with a ‘motion of no confidence’. Constitutionally, the government must, at all times, enjoy the confidence of the National Assembly, and Section 87(2) of the Constitution embodies the principle that: The King shall appoint as Prime Minister the member of the National Assembly who appears to the Council of State to be the leader of the political party or coalition of political parties that will command the support of a majority of the members of the National Assembly.2 Similarly, the Constitution gives Parliament the power to withdraw confidence from the government of the day. The passing of the motion of no confidence requires a simple majority, and any member of Parliament can propose it.3 The only precondition for a motion of no confidence in government is the name of a member of the National Assembly for the King to appoint in place of the PM.4

Abstract:: Horizontal inequalities are defined as inequalities in economic, social or political dimensions or cultural status between culturally defined groups. Relationships between horizontal inequalities and conflict were first discussed by Frances Stewart in the Framework of Collaborative Project Series on socio-economic causes and the impact of humanitarian emergencies and internal conflicts.1 It is instructive to note that if horizontal inequalities endure over generations, it is likely to generate resentment and, subsequently, conflicts. Therefore, the duration, nature, and potency of horizontal inequalities are vital in comprehending conflict dynamics manifesting in societies. Contemporary conflict studies posit that horizontal inequalities result in conflict situations where they intersect with significant group identities.2 In addition, in circumstances where inequalities between various groups are large, the likelihood of conflict is high.3 In this regard, Stewart observes that horizontal inequalities lie at the centre of most violent conflicts in developing nations.4 Arguably, Kenya falls under the category of countries ranked as unequal globally. The distinguishing characteristic of Kenyan society lies in its regional and ethnic disparity in wealth spread among citizens.5 The degree of horizontal inequalities in Kenya typifies the interplay of ethnicity and politics as well as polarised loyalties among key institutional players. 6Existing horizontal inequalities in Kenya have culminated in violent conflicts. These conflicts lower economic productivity, weaken the capacity of institutions to provide essential services, deplete existing resources, and lead to loss of food production as well as capital flight. Ending these conflicts remains a major challenge for relevant stakeholders. This is partly due to the failure of existing leadership structures and institutions to address development challenges, equitably share resources, and promote peaceful coexistence of all communities in Kenya. Most individuals elected and/or appointed to serve Kenyans in leadership positions have failed to entrench the principles of fairness and inclusiveness in the distribution of the country’s resources since independence. While various Kenyan administrative regimes have instituted measures to minimise conflicts, such as the establishment of peace-building and conflict management policies, conflicts of varied forms have persisted. It is against this backdrop that this study seeks to explore the nexus between horizontal inequalities and conflict in the context of Kenya.

Abstract:: In December 2019, Abdelmadjid Tebboune was elected as President of Algeria to replace Abdelaziz Bouteflika, who was forced by the February 2019 Hirak popular protest to resign in April of that year.1 Tebboune was, therefore, inaugurated amidst a deep and turbulent political crisis characterized by an unprecedented protest movement known as the Hirak, a large-scale operation of “clean hands” that targeted hundreds of corrupt senior officials and a fractured ruling establishment. Since then, the Tebboune administration engaged in multiple reforms to rehabilitate the state’s institutions, stabilize the country’s political and social fronts, revive the ailing economy, and reclaim Algiers’ place on the international stage. Four years after his election, the country is preparing for a consequential presidential race which will not be an easy task for any candidate, including the current leadership. Throughout his presidency, Tebboune had to endure several setbacks that often placed his agenda at risk and imposed urgent domestic and foreign policies. In early 2020, the world faced the COVID-19 pandemic2 which paralyzed international and local governance including in Algeria. President Tebboune himself was hospitalized in Germany3 following his infection and had to undergo a relatively long recovery. In addition, Algeria found itself at the heart of complex geopolitical equations when Russia launched a full-scale invasion against Ukraine in February 2022.4 As a historic military partner of Moscow, Algiers had to walk on thin lines between its principled non-alignment doctrine and Western pressures to condemn Russia. At the same time, Algiers had also to deal with regional crises including its escalatory cold war with Rabat,5 security turmoil in the Sahel’s Mali6 and Niger,7 and risks of instability in neighboring Tunisia and Libya. Furthermore, the 2019 protest movement left its mark on Algerian society as a new generation of Algerians emerged with unique demands and aspirations. While the 2019 elections were essentially focused on sociopolitical stability, candidates for the December 2024 presidential race are expected to provide concrete reforms on domestic affairs and foreign policy. In that sense, a set of priorities is already pressuring the ruling establishment as well as the opposition regarding political reforms, economic revival, and regional dossiers; and how these priorities are addressed is likely to weigh during the vote Hence, an assessment of Algeria’s challenges and the maneuvering of the Tebboune administration is critical ahead of December’s elections to both identify the potential dossiers that will shape public debate and candidates’ programs and draw realistic expectations about the opposition’s options and chances.

Political alliances, as defined by Giovanni Sartori in Parties and Party Systems: A Framework for Analysis, refer to the strategic cooperation between members or factions of the same political party or between different political parties, aimed at consolidating power, influencing decisions, and achieving shared objectives (3). The objective of this article is to analyze the dynamics and implications of this political rise, focusing on the partnership between Ousmane Sonko and Bassirou Diomaye Faye, particularly their ability to mobilize voters, structure an alternative discourse, and influence a political trend. By examining their collaborative efforts and the challenges they have faced, the aim is to shed light on the mechanisms of their success and draw lessons for electoral processes in Francophone African countries. This article uses a qualitative research approach, drawing on a comprehensive review of literature, political analyses, and media reports to examine the trajectories of Sonko and Faye. Through content analysis and thematic synthesis, the article seeks to identify key themes, challenges, and opportunities in their political partnership. Its structure highlights a brief history of Sonko and Faye’s political ascent, followed by an exploration of their partnership and the challenges they have faced. It then presents an analysis of their relationship and its implications for the Senegalese political system. Finally, the article concludes with practical recommendations to strengthen the legitimacy and effectiveness of elections in Senegal and the broader Francophone African region.

Here are some key aspects to consider, many Francophone African countries have histories of authoritarianism or single-party dominance, which can discourage youth engagement in formal political processes. High levels of unemployment and limited economic opportunities can lead young people to prioritize immediate survival over political engagement(2). Limited access to quality education and political information can hinder youth understanding of democratic processes and their ability to engage effectively. The younger population has always been a crucial group for political mobilization during elections in Africa. With the continent experiencing a significant increase in youth population, many of whom are struggling with unemployment and underemployment, winning the support of this demographic has become increasingly vital. Despite their large numbers and the significance of generational identities in the region’s history, there remains a lack of understanding regarding the political engagement of Africa’s youth(3). The media and digital platforms play a critical role in providing information about democratic values and election procedures, fostering safe spaces for young people to participate in the political process, and reducing calls for boycotting elections and using violence to keep young people away from disobedience. This paper examines the reason for youths reluctance to participate in democratic processes in Francophone Africa and the UN/global perspective. Abstract:: The policy goal of establishing local social governance in the People’s Republic of China since 2021 highlights two somewhat contradictory tendencies in its spatial politics. One is increased social welfare provision through economic, social and governmental institutions cooperating to create self-sustaining communities. The other is greater city-district and county level local control by the Communist Party of China. Local social governance remains in its infancy with limited policy implementation. The evidence to date though from an examination of the settings for local social governance, its causes, and preliminary implementation does not suggest major changes in the longer-term balance between the Party-state’s undoubted centralist and decentralist tendencies. Moreover, while there may be the desire both to improve social welfare provision, and to extend the reach of the state and the Party, the proposed programme of change faces immense and probably intractable challenges.

Abstract:: Chinese President Xi Jinping is working in earnest to develop for China what his government calls “rule by law” (法治). It is sometimes translated into English as “rule of law,” though this is misleading, as Chinese law cannot restrict arbitrary exercise of power at the highest levels: the Party leads everything. As such, an awareness of the term’s precise meaning in the PRC’s legal-political context is crucial for understanding Xi’s intent. The Chinese president has stated that “the rule of law is an important component of the country’s core competitiveness” (People’s Daily, November 22, 2020). In light of this, the recently promulgated Foreign Relations Law (对外关系法), which emphasizes China’s competitiveness, provides an opportunity to interrogate Xi’s conception of the rule of law. [1] The Foreign Relations Law (henceforth, the Law) is timely. The head of the powerful Legislative Affairs Committee said in an interview that out of the PRC’s 297 national laws, 52 were dedicated to foreign relations and 150 more had provisions relating to foreign relations. [2] The Law is therefore an important addition, “consolidating and describing the major policies and principles of China’s foreign affairs,” in the words of current (and former) foreign minister Wang Yi. [3] Moreover, it comes at a moment in which China is at once increasingly emboldened on the international stage, and whose relations with many developed countries are increasingly fraught. Support from abroad could be helpful for China as it attempts to navigate out of a mismanaged end to the Covid-19 pandemic, but there is little to reassure foreign partners that their investments in the country will be protected by its laws.

Abstract:: In many ways, China’s history is one of water management. As Chinese historiographers often remark, the unique hydrological conditions within China led to the creation of three historical miracles: China, Chinese civilisation, and the Chinese people. In both ancient and modern times, Chinese rulers have acknowledged the importance of water for its role in maintaining social stability as well securing their legitimacy. Beijing’s leaders are acutely aware of the importance of water in maintaining social stability and ensuring the regime’s survival. The government has focused on engineering its way to water security, an approach traceable in part to Mao Zedong’s idea that man must conquer nature. This is reflected in the Chinese state’s construction of large-scale hydroengineering projects, encompassing numerous dams and inter-basin water-transfer projects. More recently, water governance was explicitly tied to Chinese President Xi Jinping’s “ecological civilization” (生态文明) concept (China Brief, June 23) and his published book titled “The In-depth Learning and Implementation of Xi Jinping’s Important Discourse on Water Governance” (People’s Daily, July 19). In May, China announced new plans to improve water quality. According to the “Guideline on Water Ecology and Environmental Protection in Major River Basins”, by 2025 China’s water governance aims to accomplish two main objectives: first, eliminate surface water below Grade V quality, and second, raise the proportion of “fairly good quality” surface water to 85 percent—an increase of 1.6 percentage points from 2020 (Ministry of Ecology and the Environment, May 5; State Council, May 5). China has a six-tier water quality system, with water below Grade V classified as the worst quality. At Grade III or above, surface water is considered to be of “fairly good quality”. As a core convention of the central government, guidelines on the water management of major river basins are typically issued once every five years. In contrast to older guidelines, the most recent guidelines explicitly specificizes the improvement of surface water quality as an obligatory target and includes projected targets for the conservation of water resources and ecosystems. By 2025, for instance, China has set ambitious plans to recover waters levels in 53 dried-up water bodies and restore native fish species to a stable population in 107 major water bodies. China also aims to create an additional 213 square kilometers of wetlands by 2025.

Abstract:: With Chinese authorities having shifted away from a zero-COVID policy at the end of November, the country now faces an unresolved dilemma as to its future approach to economic development and public health policies. A critical question is: will the Dengist doctrine of “Reform and Opening-up” return to the political discourse? But the most critical issue revealed by People’s Daily is how Chinese propaganda has portrayed the recent chaos, as well as how it has promoted General Secretary Xi Jinping’s image in spite of the failure of the zero-COVID policy. These questions are of particular importance ahead of the second plenum of the 20th Party Congress, which is planned for February 2023. A brief analysis of the theoretical section of the People’s Daily, “An Intersection of Thoughts” (思想纵横), throughout December 2022, may offer some preliminary answers. The critical points introduced in People’s Daily indicate how China is likely to be led moving forward, with major features such as governing within a “one way” approach and a Chinese-style modernization process representing what is seen as a rational path of development going forward.

78. Cooperative Federalism in India: Statutory Regulatory Authorities and the Federal System in India

Abstract:: Since the 1990s, there has been a marked expansion of the regulatory state in India. Statutory Regulatory Authorities (SRAs) are empowered to create and enforce regulations in their respective fields and often have the authority to issue licenses, conduct inspections, and take enforcement action against individuals or organisations that violate their regulations. This essay recognises the twin-deficit issue with SRAs in India. It focuses on the federal deficit issue and resists exploring the more obvious democratic deficit in them. Our analysis shows that over the twenty-three-year period between 1999 and 2022, the Rajya Sabha (Council of States) has reviewed 4 regulations by SRAs. For context, the securities regulator has issued 661 regulations since its inception in 1992. Such a federal deficit of a lack of State representation disallows decentralisation and restricts means for individuals and communities to have a greater say in the decisions that affect their lives.

79. Cooperative Federalism in Indi: Federal Aspects of India's Emerging Internal Migration Governance Frameworks

Abstract:: The exodus of millions of migrants during the 2020 Covid lockdowns resulted in an uptick in migrant-inclusive policy initiatives. Leaning on concepts developed in migration studies and organizational theory, this paper analyses emergent policy responses with a focus on the role of government. Without a coherent and explicit approach to governing migration from the Centre, State governments have actively worked towards improving governance responses to migrants. The location of initiatives outside of the nodal State labour department, convergence between departments and bilateral arrangements between States demonstrate how horizontal and vertical boundaries within the governance system were bridged innovatively by temporary orders, enterprising bureaucrats, state-society collaborations and by leveraging hitherto under-utilized provisions in existing schemes. The paper highlights migration governance as an example where the rearrangement of federal relationships under crisis conditions has offered new policy imaginations. A nascent transition away from a centralist model of migration governance has emerged, which can be accelerated and sustained by institutionalizing successful initiatives, including boundary-spanning mechanisms.

80. India’s Regulatory Shift: An Examination of Five Agencies of the Post- Liberalisation Era

Abstract:: This paper explores the design of Indian regulatory agencies established post-liberalisation from an administrative perspective. Regulatory agencies were set up to replace state inefficiencies, and to discipline profligate state agencies, even as much as they were a response to state-market reorganisations and the challenge of privatization. Regulation provided an opportunity for upper levels of the Indian bureaucratic state to recast their power, with the idea that it would provide a framework for economic rationality, independence and technical specialization to take centre-stage. In actual practice however, the design of each of the regulatory agencies is shaped largely by pre-existing legal frameworks and institutions, and the agencies have remained quite tied in with their counterpart departments and on retired bureaucrats. However, in spite of these limitations, these agencies have some common features imbued by legislative mandate and organisational design which are unique in the context of the Indian state. They have focus and stability, a degree of functional independence, and most importantly, a concentration of power, which enables them to think through and implement complex policy transitions from multi-year and context-specific perspectives. The paper builds on learnings from a series of conversations with regulatory agency chairpersons in order to identify what regulatory governance is, in terms of the powers and mandate of the regulatory agencies and what makes them distinctive from the rest of public administration.

81. Organisation Through Neglect: Understanding Field Administration in India

Abstract:: This paper analyses the structure and processes of field administration in India and matches these with the outcomes on the ground. It highlights features of the administrative structure, human resources, and organisational culture that result in the sub-optimal delivery of social services and policy implementation. Recognizing the importance of historical antecedents, the paper provides a brief account of how field administration has developed over time. Subsequently, it presents the findings of a case study of a district situated in Madhya Pradesh. This is followed by a delineation of the key areas for reform and some possible strategies, though these need to be formulated after rigorous debate. The paper traces the roots of the present-day field administration to the colonial era, when the existing decentralised and diffused field administration system was changed to achieve the government’s goals to maximise revenue from land and forests and maintain order. The district became the key administrative unit in the field, and the district collector (DC) the overall administrative head. After Independence, government goals shifted dramatically, and socio-economic development became a central concern. However, the basic administrative structure was retained, while several departmentalorganisations were added.

82. Regulating Air Quality at an Airshed Level in India

Abstract:: Air pollution is a pan-India problem, and whether viewed in terms of pollution sources or exposure, there is no reason to continue an urban-focus in air pollution mitigation measures. It is imperative for air quality governance in India to transition from a city-centric approach to an airshed approach. As resources to address the pollution crisis are scarce, a coordinated effort across a region, that supports consistent and uniform measures against similar pollution sources, is likely to lead to greater gains in terms of air quality. In this Paper, we unpack some of the key issues relating to airshed-level governance and what is required to make that transition in India. The current regulatory set-up is designed to primarily focus on point sources, and the jurisdictional mandate of regulatory bodies aligns with state or city boundaries. To effectively regulate pollution and reduce pollution exposure, changes need to be introduced to this regulatory architecture, making it adopt an airshed-level approach. To begin with, airsheds have to be demarcated based on several criteria. However, there is sufficient literature available to initiate necessary reform measures, and the transition to an airshed or regional approach is not contingent on perfect airshed demarcation. We propose that airsheds be notified under the Air Act by the State Governments as ‘air pollution control areas’, and the Union Government may constitute, through notification, multi-stakeholder institutions for each airshed under the EP Act. We have outlined the composition of such an institution, its powers, roles, and responsibilities. It will be a focal point for standard setting, policy guidance, planning and knowledge generation for the airshed, while not being involved in enforcement. A key ingredient for successful airshed-level governance is effective accountability mechanisms that ensure compliance by actors across the region. We envisage a role for the Union Government under the EP Act as well as for the National Green Tribunal in this regard.

Abstract:: This article re-frames the ongoing democracy versus security debate surrounding the European Union’s (EU) policies to counter terrorism and prevent/counter violent extremism (CT-P/CVE). Indeed, extant literature has primarily focused on how the EU’s CTP/CVE-specific emphasis on security concerns has come at the expense of attention towards good governance and social justice, thereby undermining the effectiveness of its approach. After reviewing general concepts discerned from previous research on the EU’s CT-P/CVE policy, tracing its approach over time, analysing key documents, and conducting interviews with policymakers, this analysis finds that the EU – in its words, funding, and policy implementation – also pays significant CT-P/CVE-relevant attention to the structural causes of radicalisation to violent extremism and terrorism by mobilising significant developmentoriented resources and diplomatic energy. By doing so, the EU’s CT-P/CVE policies balance an emphasis on security concerns and broader socio-economic and diplomatic engagement. However, the EU simultaneously de-emphasises good governance and peacebuilding, which must be reinforced and mainstreamed across its primary developmental engagement for the EU’s CT-P/CVE approach to be considered fully fit-for-purpose.

85. The Internationalisation of the Chinese Renminbi and China’s Digital Currency Plans

Abstract:: China has made major reforms to boost the international standing of its currency. The global presence of the renminbi remains contained, however. This is due to China’s economic structure (a persistent current account surplus and a partially closed financial account) and the government’s grip on the economy. China is also a Central Bank Digital Currency (CBDC) forerunner. The digital yuan (e-cny) is already active in a large scale trial. Many claim that the e-cny could provide a major boost to the internationalisation of the renminbi. However, the internationalisation of the renminbi would require major economic reforms that cannot be bypassed by the deployment of new technologies. The e-cny is therefore unlikely to boost the renminbi’s international presence. Yet, its underlying technology could be exported to other countries wishing to deploy their own-currency CBDCs. Much like with telecommunication equipment, this scenario would put China in the position of being a provider of a critical infrastructure. In the longer run, the export of e-cny technology might also facilitate the creation alternative payment networks, though this scenario is not very likely.

Abstract:: Enshrined in the founding provisions of South Africa’s democratic constitution is the commitment to a “multi-party system of democratic government, to ensure accountability, responsiveness and openness”.1 Today, South Africa is entering a new form of multiparty governance through the emergence of coalition governments in municipalities across the country. Following the Constitutional Court’s June 2020 decision to strike down parts of the Electoral Act of 1998, there have also been critical discussions about whether our national and provincial electoral framework of proportional representation fosters the accountability and responsiveness to which our constitution aspires.2 Both the nascent era of widespread coalition governance and the debate over electoral reform occur while the confidence that citizens have in our democracy is depreciating. In order to revive South Africans’ belief in our democratic system, we must renew that system to improve accountability. Many of the policy proposals that Good Governance Africa (GGA) considers in this briefing already exist,3 but we evaluate them in specific relation to how they can deepen political accountability in South Africa. The upshot is that a shift in approach from our institutions, political parties, civil society and citizens themselves is required.

Abstract:: Over the long term, there is a clear association between accountable and inclusive governance on the one hand and broad-based economic development on the other.1 We find empirical support for this assessment at the global, African, and regional levels within Africa across both shorter and more extended periods of time. The explanation is that a long-term governance environment which embraces accountability is also more politically stable, enabling consistent policymaking, which can sustain economic dynamism and meet citizens’ needs. Concerningly, there are African countries, including Angola, which have recently sought to repress rather than encourage participation. This has been one contributing factor to the recent stagnation and reversals which Angola has experienced in critical measures of human development pertaining to education, health and economic outcomes. This intelligence report identifies the critical implications that this finding has for companies with committed financial interests in African countries: • The importance of inclusive governance is that a more participatory, accountable and nondiscriminatory society will also see corresponding improvements in broad-based economic development, which benefits businesses and citizens in tandem. • The private sector has both an incentive and a responsibility to actively invest in mechanisms that encourage accountable governance in African countries where they operate. Investing in these mechanisms minimises the reputational risk companies open themselves up to by engaging in opportunistic behaviour which bolsters rather than blocks repressive behaviour by African governments. • Through supporting inclusive governance initiatives emanating from African civil society and local communities, companies can demonstrate that they have a long-term commitment to fostering economic development in the world’s fastest-growing continent.

Abstract:: Minister of Electricity, Kgosientsho Ramokgopa, recently briefed South Africa on the progress of the Energy Action Plan and the challenges associated with its implementation. Minister Ramokgopa further remarked on the positive socio-economic impact that the Renewable Energy Independent Power Procurement Programme (REIPPPP) has had on the industry and economy. Over R300 billion has been attracted for infrastructure investment and over 120 independent power producers have been selected as preferred bidders. These success factors indicate great potential for an optimal energy mix, led by renewable energy sources, to be attained. They also highlight opportunities for more private-sector investment. For this potential to be fully maximised, programme design, programme management and market dynamics will be critical to factor in. This report assesses the abovementioned overarching categories and illustrates mechanisms that will be integral to facilitating increased private sector investment into grid-connected renewable energy generation. This will yield efficient management of REIPPPP and further enable improved economic growth and sustainable development.

90. Activating Spaces, Scaling Up Voices: Community-based Monitoring and Planning of Health Services in Maharashtra, India

Abstract:: From 2007, the Indian government’s National Health Mission (NHM) supported civil society networks to carry out large-scale participatory monitoring to improve health service access and quality under the Community-based Monitoring and Planning (CBMP) program. In the state of Maharashtra, this social accountability initiative endured more than a decade and a half, despite constraints and unpredictable government funding. The CBMP program in Maharashtra supported state-wide civil society networks to enable active citizen participation in health oversight committees. It was rooted in a broad network of diverse community-based organizations and civil society organizations that work with socially excluded communities, led by Support for Advocacy and Training to Health Initiatives (SATHI). The CBMP network combined many social accountability tools into a multilevel strategy, using community assessments of health services and local meetings with clinic staff to inform problem-solving efforts at local, district, and state levels of the health system. This government-funded civil society initiative worked with local officials to convene public dialogues and to activate previously dormant official oversight bodies, animated by a parallel network of autonomous monitoring committees. This Working Paper presents SATHI’s analysis of the CBMP program’s strategy and institutional dynamics, and documents its lasting effects on two participatory oversight institutions: Village Health, Sanitation, and Nutrition Committees (VHSNCs)—part of local government, and Rogi Kalyan Samitis (Patient Welfare Committees)—part of the health system. Field research, carried out shortly before the pandemic, compared the activation of these hybrid oversight bodies in areas with and without a legacy of intensive CBMP action. Key findings include: Official participatory spaces for citizen engagement with the health system were much more active in districts where CBMP networks had intensively promoted grassroots capacity for voice. Frontline health system responsiveness to issues that could be addressed locally—identified as ‘CBMP-sensitive’—was very high. But the health system’s degree of responsiveness to problem-solving efforts decreased at higher levels. The period of intensive CBMP effort to build grassroots awareness and capacity was limited to six years. Nevertheless, that effort had lasting effects on the levels of activity of local hybrid health oversight bodies. The pandemic revealed additional evidence of the medium-term survival and institutional impact of CBMP-enabled social networks.

Abstract:: This paper focuses on analysing how Chinese firms operate in Latin America, Asia and Africa in regard to ESG (environmental, social and governance) standards and sustainability issues. How do they respond to the increasing global value chain requirement to incorporate and maintain ESG standards? Is their space for an alignment between Western development cooperation ESG policies, frameworks, strategies and practices and Chinese political and economic stakeholders in the developing world? The paper uses a variety of case studies covering Chinese firms (disaggregated into SOEs (state-owned enterprises) and large, medium and small private sector firms) operating in various sectors in countries across the developing world. It uses a three dimensional framework to analyse different types of Chinese firms in terms of value chain operations covering many of the ESG standards they are required to meet: 1. Supply chain relations (i.e. approach to supporting upgrading of local suppliers); 2. Internal firm processes (i.e. approach to local labour, training and upskilling); 3. Social licence to operate (i.e. approach to meaningfully engaging with local communities taking account of their social and economic needs).

92. Co-operation or Mutual Co-option? The Senegal–EU Partnership on Migration

Abstract:: This policy brief addresses the tensions between international and domestic interests on issues relating to partnerships on migration governance. It specifically discusses the Senegal–EU partnership on migration, highlighting the unequal relationship between the two partners and the implications of this relationship for the outcomes of migration policy. The authors highlight how the EU’s use of funding to shape migration governance in Senegal creates ownership and accountability challenges for policies that are formulated at the initiative of external actors without much, if any, input by the government of Senegal and its people. The Senegalese government’s quest to attract funding from the EU through the partnership on migration results in it being more accountable to its external partners, and less accountable to the Senegalese people and local civil society organisations. The latter argue that the government needs to formulate a policy that addresses migration in Senegal in a comprehensive manner. Senegal’s financially weaker position vis-á-vis the EU does not, however, constrain the Senegalese government from exercising agency in pursuit of its own interests within the EU agenda. It seeks to strike a balance between the interests of the EU and its domestic priorities on migration. It pursues this goal by conflating rent-seeking behaviour with domestic interests that are at variance with the EU agenda – a strategy facilitated by the government’s reluctance to adopt and commit to an official document providing the framework for migration governance. The partnership between Senegal and the EU has the hallmarks of an interface characterised more by mutual co-option than by meaningful co-operation on international migration governance norms. This state of affairs is detrimental to the formulation of a comprehensive migration policy addressing various aspects of Senegal’s complex migration matrix. In order for the Senegal–EU partnership to go beyond the pursuit of narrow interests and address migration governance issues in a comprehensive manner, several changes are required.

93. Health Financing in Times of Multiple Crises: Analysis and Recommendations

Abstract:: The COVID-19 pandemic has exposed the fragility of health systems and highlights the need for renewed efforts to finance pandemic preparedness, prevention and response (PPR) mechanisms, and universal health coverage (UHC). Two lessons emerge from this global health challenge. First, it has shown that global problems need global solutions, as well as the agency of local and national actors to make them work, so it is recommended that public health be considered a global public good. This requires solidarity between rich and poor countries to attain a globally “highest attainable standard” for managing pandemics and other public health emergencies. The provision of such a global public good requires substantial public resources. Furthermore, the focus should not only be on preventing the spread of diseases but also on detecting and fighting infectious diseases at their source. The second lesson is that prevention is a good investment, as it costs less than remedial interventions at later stages. Health systems can be considered as the means by which health priorities, such as pandemic PPR and UHC, can be operationalised. Studies show that health systems that could effectively leverage both robust health security core capacities (e.g. laboratories) and fundamental UHC interventions (e.g. accessible health facilities) were often in a better position to protect their citizens against the negative impacts of the COVID-19 pandemic. Focusing on the landscape of health financing in low- and middle-income countries (LMICs), it becomes clear that during the COVID-19 pandemic there was a substantial increase in international health financing. However, continued high out-of-pocket expenditure (OOPE) in LMICs points to a structural imbalance in health financing, which is one of the major barriers for achieving SDG3. Further contribution from international development assistance and an increase in domestic government expenditure by LMICs through improved mobilisation of domestic resources is therefore impera-tive. Funding gaps to achieve PPR and UHC in LMICs are small in relation to the projected costs of a pandemic such as COVID-19. However, as global debt levels soar, fiscal spaces to close these funding gaps become smaller. The following policy options for governments and international development partners should be considered to protect and improve spending on health in times of shrinking fiscal spaces: reallocation within budgets towards health, better priority-setting of health financing, and greater use of debt-to-health swaps, health taxes and national health insurance schemes. Importantly, investment in health is critical not just for the health benefits, but also because of the positive socio-economic impacts that result, in excess of the level of investment. Improved well-being and health outcomes translate into higher productivity and income, with a benefit–cost ratio of nine for low-income countries and 20 for lower-middle income countries. Given the high rates of unemployment in many LMICs, investments that create jobs in the healthcare sector are also beneficial for other sectors. Evidence shows that for every healthcare professional job that is created, 3.4 jobs are created on average in other sectors. As a large proportion of healthcare workers is female, these new jobs can be an opportunity for young women, in particular, and can help to promote female empowerment and gender equality. Altogether, these long-term benefits affirm that investment in health can enable large spillover effects on the social and economic dimensions of sustainable development and the implementation of the 2030 Agenda for Sustainable Development.

Abstract:: The sea is a far away place, so immense as to be abstract: you don't live there, you don't vote there, you don't own private property there. Understanding its importance, its link with our daily lives, understanding Fernand Braudel's phrase "the sea is wealth", is not the result of instinct, of familiarity with a land, it is always the result of an intellectual construction. It is perhaps tinged with fascination too, for poets and novelists, for walkers along the "Sentier des Douaniers" in a strong westerly breeze. Doubling as wonder, certainly, for the scientists who unlock the splendours of marine biology (the appearance of life in the primordial soup, the creation of an oxygenated atmosphere by unicellular algae, the key to nerve impulses discovered in the eye of a squid, etc.) or who examine the immeasurable power of the mechanisms and chemistry of the ocean, such as the meandering Gulf Stream, whose flow is greater than that of all the rivers on earth combined, or the quantity of heat retained in the first three metres of the ocean, which is greater than that contained in the entire atmosphere. But if the European Union, this maritime giant in the making, is taking an interest in ocean issues, and if the United Nations has made this decade that of the ocean sciences for sustainable development, it is because the ocean's state of health, our knowledge of it and the efficacy of our governance, will determine a part of our future. Indeed, the ocean is at the crossroads of a number of decisive pathways. Firstly, the path of climate change, since the ocean mitigates this as it absorbs 25% of the carbon dioxide[1] we emit and 90% of the excess heat generated by the greenhouse effect[2]. In the process, it is changing, warming, expanding, acidifying and 'deoxygenating': as its ecosystems are affected, it will probably lose some of its effectiveness as a climate shield. Secondly, the path of biodiversity which is under the threat of the combined effects of climate, marine pollution and over-exploitation, the disruption of which could affect the hundreds of millions of humans who depend on fish stocks, and lead to the disappearance forever of the biological treasures forged by evolution, which teach us about life and its development as well as our own physiology, our own pathologies and, sometimes, their remedies. Thirdly, the coastal pathway, where low-lying areas will be home to a billion human beings by 2050, while sea levels will rise, encroaching on coastal areas and amplifying the impact of extreme weather phenomena. Fourthly, the economic path which places the ocean at the centre of all our commercial and digital exchanges, globalisation being first and foremost a maritimisation of the world. Finally, the trajectory of power, which uses the seas as a stage for competition for global or regional hegemony.

95. Biomass governance in Europe: what is required?

Abstract:: Biomass refers to all organic matter that can be used as a source of energy - in other words, just about everything. The term includes products from forests and agriculture, and even from the sea (algae). They can be used either directly (wood energy, waste incineration) or after methanisation of the organic matter (biogas) or further chemical transformation (biofuels). They can also be used for composting. Of course, most organic matter also has other uses, with energy use traditionally considered to be the lowest priority, as it draws the least benefit from the physical and chemical properties of organic matter. The hierarchy of uses for wood, for example, is as follows: the trunks are devoted to noble uses such as construction and furniture; the branches are used as industrial wood for plywood, packaging or paper and cardboard; what remains (the waste from felled trees) is allocated to energy purposes unless it is left in place to form forest soils. However, heating plants are now being supplied with industrial wood. The same applies to the hierarchy of uses for agricultural products: food or materials (fibres) are the priority uses and the best valued, followed by return to the soil (straw, green manure, manure, etc.) and finally methanisation or incineration, generally of waste alone. However, plants that used to be grown for food (maize or peas) are now beginning to be methanised. The ecological transition is turning these hierarchies on their head, as several sectors dependent on large quantities of fossil fuels have no alternative or feed to use biomass to reduce their emissions. Biomass is therefore once again of interest to European countries, as illustrated by the case of district heating networks in Sweden.

Abstract:: ESG, which stands for Environmental, Social, and Governance, has gained significant importance in recent years. Adoption of Paris Agreement and Sustainable Development Goals and efforts to recover from COVID-19 have contributed to this global trend. Businesses and regulators are now placing more emphasis on the sustainability of economic activities and transparent disclosure of ESG information. In light of this, our study focuses on examining global ESG policy trends and supply chain due diligence regulations. We also compare ESG scores of firms across major countries and analyze the impacts of ESG performances on employment and productivity. Based on our findings, we aim to provide recommendations and implications for the government and private sector to address ESG in practice.

Abstract:: Migration and development are deeply linked. The level of social and economic development in a country shapes why and where people move, and the movement of people affects development in countries of origin, transit, and destination. For migrants returning to their countries of origin, conditions in the communities to which they return shape their employment prospects, access to public services, and other important parts of re-establishing their lives. Recognizing that reintegration does not happen in a vacuum, European policymakers involved in assisted voluntary return and reintegration (AVRR) programs and some origin-country governments have increasingly pushed to add a development angle to reintegration projects. By improving social and economic conditions for returnees and the communities in which they live, these efforts aim to foster sustainable reintegration, boost local development, and reduce the likelihood that returnees will migrate again. However, the path to achieving these intersecting goals is unclear. This issue brief examines the potential benefits of connecting reintegration projects more closely with development goals, mapping existing approaches to creating such links as well as these approaches’ limitations. The brief also outlines measures that could help future policies and programs overcome common hurdles.

Abstract:: ach year, refugee resettlement programs offer a path to safety for only a tiny share of people forced to flee their country amid persecution, war, or violence. Efforts to expand these programs have largely stalled, in part because they are operating in a context of multiple crises (ranging from the COVID-19 pandemic to large-scale displacement from countries such as Ukraine, Afghanistan, and Venezuela) that have created competing policy demands. But another major factor that has constrained resettlement programs’ growth is the difficulty of effectively coordinating the work of the many stakeholders involved in these systems. This often includes different levels of government, civil-society and community actors, and international organizations, which frequently have different priorities, are involved at different points in the resettlement process, and may not be used to working together. This report explores the diversity of stakeholders involved in refugee resettlement, and the importance of robust coordination at all stages of the process (from program design to predeparture planning and post-arrival support). It also examines what coordination mechanisms exist—or could be created—to organize the work of these many actors. The analysis draws on interviews with local, regional, national, and international stakeholders, primarily from Argentina, Finland, Germany, Spain, Sweden, and the United States.

99. What Role Could Digital Technologies Play in the New EU Pact on Migration and Asylum?

Abstract:: Pressure on EU migration and asylum systems has grown considerably in recent years, with rising arrivals of asylum seekers and migrants and the level of asylum applications approaching those that threw the European Union into disarray in 2015–16. The arrival of more than 4 million displaced Ukrainians, meanwhile, has challenged already strained reception and integration systems. And across Europe, migration has become a flashpoint for political tensions and dominated electoral debates. Many policymakers and other stakeholders have pinned their hopes on the New Pact on Migration and Asylum to help Europe address these challenges. The pact, which was announced by the European Commission in 2020 and has recently entered the final stages of negotiation, is a series of legislative proposals aimed at revamping EU migration and asylum systems. Yet even if the pact is finalized, it has to pass another test before policymakers can claim victory: translating a complex legal construct into something that works in practice and can withstand spikes in arrivals and other challenges. This policy brief explores how digital technologies—already increasingly being used in European migration and asylum systems—could be leveraged to support the implementation of the pact and where caution is merited. It examines the role new digital tools could play in three key areas: decision-making at the border, relocation of asylum seekers/refugees among Member States, and return and reintegration. It also discusses the broader implications of digitalization in migration and asylum systems and reflects on how policymakers can set appropriate governance models and safeguards to ensure responsible use of new technologies.

100. Betting on Legality: Latin American and Caribbean Responses to the Venezuelan Displacement Crisis

Abstract:: More than half, and as many as two-thirds, of the estimated 6.4 million displaced Venezuelans who have settled in Latin America and the Caribbean since 2016 have been granted legal status in their host country. Most of the receiving countries in the region have responded with pragmatic measures that offer some form of legal status as well as the right to access the labor market, basic education, and emergency health care. The measures implemented are uneven and often not fully institutionalized, but they have been surprisingly generalized for a region with limited experience with large-scale immigration. This report explores the response to Venezuelan displacement in the 15 principal host countries in Latin America and the Caribbean between 2016 and 2022. It examines the reach of different mechanisms for providing legal status and humanitarian protection—asylum systems, mobility and residence agreements, regular visas, and regularization campaigns that offer temporary status—and offers estimates of the share of Venezuelans in each country who have obtained legal status. The report also considers the trend of governments coupling measures to provide legal status with new visa requirements that have made it increasingly difficult for more Venezuelans to arrive, pushing some into irregular migration channels. Finally, the report looks at variations in Venezuelans’ access to education and health care across the 15 countries.
