Abstract:
This strategic assessment seeks to go beyond a traditional comparative analysis of the military, technological, political, cultural, and economic factors governing the relationships and capabilities of the Asia Pacific environment. To make sense of the intrinsic complexities unique to this region, we endeavor to broaden our view and rely on a tool often overlooked in government studies: imagination. Moreover, we aim to offer a strategic document that is readable, instructive, and provocative. Pulling from a well-referenced piece of military teaching, this assessment borrows a learning concept first employed in 1904 by Major General Sir Ernest Dunlop Swinton in "The Defence of Duffer’s Drift." This fictional story describes the plight of young Lieutenant Backsight Forethought as he commands a 50-man platoon tasked to hold a tactically critical piece of land called Duffer’s Drift. The story unfolds in a series of six dreams, where the blunders of the unwitting lieutenant lead to disaster. As the dreams progress, he harnesses the lessons of each of his failures, and by applying these lessons, his platoon ultimately defends Duffer’s Drift.

Abstract:
China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development.

Abstract:
The 2013-14 Army War College Key Strategic Issues List stated: “If Hurricane Sandy is seen as an archetype of a complex catastrophe, then a careful analysis of the effectiveness of the DoD response within the context of dual status commanders [DSCs], lead federal agencies, and state response capabilities needs to be conducted.” This monograph does exactly that as it carefully and comprehensively analyzes the DSC-led military response to Hurricane Sandy in New York. Through this lens, it illustrates and discusses the perspectives of the DSC construct and offers recommendations for leveraging existing capabilities and improving those deemed insufficient. Using a case study approach, this analysis addresses notable issues of constitutionality, legality, policy, financial considerations, and even politics, all uniquely situated between individual states’ interests and those of the federal government. To provide military and defense officials with a greater understanding of the benefits and limitations of the DSC arrangement during a no-notice/limited-notice incident, this monograph offers objective and systematic documentation of the Sandy response. It concludes by offering a series of actionable recommendations aimed at improving operational decision-making, policy, and legislation specifically related to DSCs during no-notice/limited-notice incidents.

Abstract:
The implosion of the Soviet Union on the eve of December 25, 1991, has been heralded by pundits and Sovietologists as an unprecedented event in world history. No one expected the powerful Union of Soviet Socialist Republics (USSR) to come to an end as uneventfully as it did. The implosion of the Soviet Union sent shockwaves throughout the world. Not only did the Soviet Union cease to exist on that Christmas night, but it also lost half of its territory and half of its population. Furthermore, the Soviets came to find out the morning after that most of its weapons of mass destruction were now in the hands of the newly independent states—former members of the USSR. But, perhaps most importantly, the United States would soon realize that it had lost a common enemy. Russia, since its inception, has been trying to find its place among the civilized nations of the world. Is Russia a superpower? Or, is Russia an emerging power?

1626. Quality of Government and the Relationship between Natural Disasters and Child Poverty: A Comparative Analysis.

Abstract:
This paper explores the degree to which exposure to reoccurring natural disasters of various kinds explains seven dimensions of severe child poverty in 67 middle- and low-income countries. It also analyzes how certain institutional conditions, namely the quality of government (QoG), have moderating effects on the relationship between disasters and child poverty. Two main hypotheses are tested. The first is that disasters do have an adverse average effect on severe poverty. The second is that disasters reveal a positive coefficient (i.e., more disasters, more deprivation) but that higher levels of QoG negatively moderate this effect, i.e., the adverse effect of disasters is diminished by increasingly high QoG levels. From 70 possible combinations of relationships (7 types of deprivation combined with 10 types of natural disaster measures), 11 have the expected correlation between disasters and child deprivation and only one has the expected interactive correlation between quality of government, disasters, and child poverty. Several unexpected results could also be observed which are discussed in the paper along with recommendations for future research.

Abstract:
Women historically have been, and remain, marginalized from the highest echelons of political power. As a result, their experiences, perspectives, leadership, and potential are untapped in governance. In international peacemaking, women are grossly underrepresented, especially in high-level processes. There are growing calls – by both international policymakers and feminists – to do more to include and uplift women in peace and security efforts, as originally directed in UN Security Council Resolution 1325. Today, this is increasingly framed as not only the “right” thing to do, but also the “smart” thing to do. But what does this mean? And what can we learn from women who have mobilized and engaged in peacemaking already? This study examines women’s political participation in peace negotiations, focusing on four cases where women have gained access to high-level official negotiations. Each case study – Northern Ireland, Guatemala, Kenya, and the Philippines – is framed by eight overarching research questions: Why did women mobilize for peace? How did women mobilize and organize to gain access to high-level peace negotiations? How did they form coalitions and alliances? How did they assemble and shape agendas? How did they set priorities for their activities? How did their priorities change when they participated in high-level peace negotiations? How did they negotiate their goals? And, to what extent were their objectives or priorities represented in the resulting peace agreement? As a departure from publications of a similar nature, this study offers a comprehensive, systematic literature review and a series of new findings on women participating in high-level peace processes in Northern Ireland, Guatemala, Kenya, and the Philippines based on a political economy approach. It analyzes nearly 100 in-depth, face-to-face interviews collected in-country with diverse women in civil society, and applies a rigorous two-stage coding method to examine emergent themes. All data are triangulated against existing secondary literature and primary source documents to improve the reliability and validity of results. Although this is not a cross-comparative study, there are interesting commonalities in women’s experiences that are decipherable. For example, in each case, women were primarily motivated by a desire to end violent conflict, and they seized opportunities that emerged within the process to play more prominent political roles in the formal negotiations. Women drew upon their personal connections and leveraged their interpersonal and professional skills, as well as their political capabilities, to advance their goals. In Northern Ireland and Kenya, for example, women drew on pre-existing and new networks, which proved vital to mobilization. In Guatemala and the Philippines, women forged strategic alliances and relentlessly lobbied at multiple levels in order to negotiate their goals. At the same time, in each case, external actors – within and outside of the country in question – influenced women’s mobilization. Despite the similarities between the four cases, there are also many important distinctions in how women negotiated their goals, shaped agendas, formulated proposals, and influenced the content of peace agreements. In Northern Ireland, the NIWC established a precedent for political participation and engaged in women’s collective political consciousness-raising. In Guatemala, provisions inserted in the final agreement tracked back to the Women’s Sector’s agenda, but overall the language on gender lacked the strength and depth the Women’s Sector desired. In Kenya, women in CSOs held mixed sentiments about their degree of influence on the process, but generally felt the mediation agenda reflected the issues for which they lobbied. In the Philippines, the dual effects of women officially embedded in the peace talks and external pressure from civil society women’s networks influenced the language, agenda, and format of the power-sharing agreement. The differences of women’s experiences, resulting from unique conditions in each case, reinforce the understanding that women are not a monolithic demographic anywhere. Rather, race, religion, ethnicity, economic status, cultural background, and other characteristics shape their identities, perspectives, agendas, and lived experiences. This report describes and analyzes the specificity of women’s political participation in each country in detail, demonstrating the myriad ways in which women can and do engage in peacemaking, as well as the challenges they face and the limits of their participation. 12Georgetown Institute for Women, Peace and Security Overall, this study provides a comprehensive understanding of not only why and how women in CSOs mobilized for peace, but also how they shaped negotiations and outcome documents within a specific context. More importantly, this study finds that how women in civil society gain access to high-level peace negotiations is contingent not only on the careful selection of tactics and strategies, but also on the dynamic relationships and iterative interactions between different parties (i.e., government officials, rebel organizations, key constituents), the opportunity structures that permit participation, and the socio-political context that shape the interactions. This report is a unique and a significant contribution not only because of its methodological rigor, but also because it brings the voices of different women peacemakers to the fore, highlighting their perceptions, reflections, and lessons-learned. In doing so, the findings here describe how women’s participation affects negotiations and their outcomes. Having a woman at the formal negotiation table does not guarantee that she will raise issues of gender equality and women’s empowerment, as demonstrated by Raquel Zelaya, who was a member of the Guatemalan government’s peace panel. At the same time, depending on which and how many women are at the table, it is possible that issues affecting women and their families may be taken more seriously, as was increasingly evident in the Philippines. Outside of the confines of official negotiations, women in civil society tend to seek transformative change in a way that conceptualizes peace beyond the cessation of hostilities and the disarmament of warring troops. Irrespective of their strategies and approaches to engagement, this was true for civil society women in Northern Ireland, Guatemala, Kenya, and the Philippines, and it is by no means unique to those four countries. The frequent, if not consistent, abrogation of peace agreements coupled with the continued marginalization of women from the business of peacemaking poses two problematic, and possibly correlated, challenges that stymie the durability and inclusivity of peace agreements. In recognition of the unfinished business of gender equality, this timely report offers a detailed historical account of women’s participation in four contexts. There are many important lessons-learned about women’s participation and leadership in peace processes, which are shaped by their circumstances, but hold relevance beyond the four respective contexts. As such, the study also acts as a resource for women in civil society currently engaged in peace activism in conflict settings around the world. At the same time, in a world fraught by violent conflict, this report serves as an informative tool for representatives of international institutions that promote governance, security, and development.

Abstract:
This paper presents a framework for assessing public expenditure governance (PEG) in the education sector. Unlike tools for assessing public financial management, which tend to focus quite specifically on fund management, PEG assessment focuses on inputs, processes and outcomes associated with the governance of public expenditure. Inputs are the laws, policies, rules, regulations, goals and priorities that govern actions and decision-making. The assessment principles associated with the input side of PEG are participation and strategic vision. Processes are the attributes of delivering education, and these processes cover legislation, implementation, auditing, and planning and budgeting. The assessment principles focussing on process are accountability and transparency, both of which are essential if processes are to lead to the desired outcomes. The desired outcomes of PEG are associated with quality education that is equitably, efficiently and effectively delivered. Thus, the assessment principles associated with outcomes are equity, efficiency and effectiveness. In addition to thoroughly defining these principles, this paper also illustrates their use by applying them to the inputs, processes and outcomes of public expenditure governance in Uganda’s education sector.

Abstract:
International sports will have to strengthen their efforts to exclude persons with morals in conflict with their sports. IOC and FIFA should mirror their top ambitions in athletic and financial areas by similarly leading ambitions to serve human mankind more generally. To encounter critiques that the organizing of major sporting events are „elitist actions“ IOC and FIFA should declare ex-ante referenda as a precondition for bidding. In order to reduce the funds available for corruption, the role of public finance in major sporting events should be overthought. At least broadcasters under public law public should be excluded from the bidding for TV. FIFA and other sporting federations should make public their payments to member federations etc and the underlying decision criteria.

1633. Are Policy Reforms Enough to Improve Satisfaction with Health Care? Evidence from Benin

In 2009, the government of Benin embarked on a series of policy initiatives to increase public access to health services, especially for pregnant women, children under age 5, and the poor. While health coverage rates remained steady, attendance at health services increased sharply, and at first, public satisfaction with the government’s performance in improving basic health services increased as well. However, by 2014, public approval of the government’s efforts had dropped sharply. What explains this decrease in public satisfaction, despite the policy reforms? This paper uses Afrobarometer survey findings and other data to examine mechanisms that might contribute to dissatisfaction at the grass roots with how government is handling health services. Its finding that citizens’ negative experiences while visiting public clinics or hospitals are the main factor driving down public assessments of government performance in this area should alert policy makers that they must put in place more than policy reforms in order to satisfy public demand for high-quality basic health services.

1634. Trust in Political Institutions in Senegal: Why Did it Drop?

The 2000 presidential elections were a turning point in the political trajectory of Senegal. After four decades of single-party and limited multi-party rule, the country’s first true political alternation handed power to Abdoulaye Wade and ushered Senegal into the ranks of stable democracies in Africa. President Wade won re-election, with a comfortable majority, in 2007. Just one year later, however, public opinion survey results showed that citizens’ trust in Senegal’s president, Parliament, and local government had dropped dramatically. While trust levels rebounded in later surveys, 2008 serves as a case study of key factors that can undermine public trust in political institutions – an element of crucial importance for the consolidation of democracy. Drawing on data from Afrobarometer surveys, this analysis examines whether trust in political institutions is related to government performance, the economy and lived poverty, perceived corruption, interpersonal trust, and exposure to the news media.

1635. The quality of public services: An intrinsic factor in Ghanaian evaluations of government performance

The provision of public goods and services is an important aspect of socioeconomic development. Access to basic services such as clean water and sanitation, health care, schooling, and transportation enhances citizens’ well-being. Access to roads and telecommunications systems lowers transaction costs, leading to improvements in trade and economic activities (Xu, 2013). In spite of the importance of public services to individuals and nations, the World Bank’s World Development Report (2004) found large variations in the quality and quantity of public goods and services across developing countries and within countries. In most African countries, including Ghana, providing public services is a huge challenge for the state, which is traditionally seen as solely responsible for the production and distribution of these services. In practice, given scarce resources and management challenges, the state alone often cannot provide these services at levels that match rapid population growth, development, and urbanization. In Ghana, attempts at adopting a public-private partnership approach for the delivery of some public services has met with apprehension by citizens who fear the consequences of profit-seeking private-sector entities producing or distributing these essential public goods. With the government left to play the primary provider role, citizens continue to have difficulties accessing vital public services because of a lack of service facilities or inadequate service quantity or quality. Quality has been an important focus of management models used by service providers in developed countries since the 1980s. Notable among these are the total quality management (TQM) and new public management (NPM) approaches (Mwita, 2000). These consumer-oriented models approach public service quality from the perspectives of the technical professional, the manager, and the client (Ovretveit, 1992; Curry & Herbert, 1998; Kadir, Abdullah, & Agus, 2000). Similarly, Joss & Kogan (1995) distinguish among technical, systemic, and generic (or interpersonal) aspects of quality, while Grönroos (1982) distinguishes technical from functional quality, the latter having to do with the way services are offered and received. Underlying these approaches is the idea that an essential part of public service quality is clients' evaluation of the level of service received, which is often founded on perceptions formed during service encounters (Parasuraman, Zeithaml, & Berry, 1988; Bitner, Booms, & Tetreault, 1990; Johnston, 1995). Recent Afrobarometer survey data from Ghana shows widespread public dissatisfaction with public services. The survey did not ask specifically about service quality, but analysis of the data points to the importance of service quality in citizens’ negative evaluations of government service delivery performance. This paper examines the hypothesis that the quality of public services is an intrinsic factor – and therefore an important indicator to monitor – in Ghanaians’ assessment of government service-delivery performance.

Political leaders in the five countries of the East African Community (EAC) – Kenya, Tanzania, Uganda, Rwanda, and Burundi – have made concerted efforts to promote the benefits of an East African Federation (EAF). The signing of regional integration treaties is covered extensively in national and regional media. Yet many citizens in the two largest member states are not convinced that integration will lead to promised benefits for their countries. In Afrobarometer public-opinion surveys in 2011-2012, citizens of Kenya and Tanzania were asked about the likely impact of an integrated EAF on the availability of jobs, managing conflict, controlling corruption, strengthening democracy, and controlling prices. On none of these five issues did a majority of Tanzanians say that an EAF would have a positive impact, and on only two issues – availability of jobs and controlling prices – did a majority of Kenyans expect improvement through an EAF.

A large literature examining advanced and consolidating democracies suggests that education increases political participation. However, in electoral authoritarian regimes, educated voters may instead deliberately disengage. If education increases critical capacities, political awareness, and support for democracy, educated citizens may believe that participation is futile or legitimates autocrats. We test this argument in Zimbabwe – a paradigmatic electoral authoritarian regime – by exploiting cross-cohort variation in access to education following a major educational reform. We find that education decreases political participation, substantially reducing the likelihood that better-educated citizens vote, contact politicians, or attend community meetings. Consistent with deliberate disengagement, education’s negative effect on participation dissipated following 2008’s more competitive election, which (temporarily) initiated unprecedented power sharing.

In 2012, Mali faced a dual state breakdown disrupting nearly 20 years of democratization – a coup and a secessionist insurgency. This paper provides the perspectives of rural Malians living on the border of state- and rebel-controlled territory. Our main finding is that villagers defined “the crisis” as one of unmet need for public services and infrastructure. State breakdown matters less where the state is not present in the first place. Rather than the state, villagers were largely reliant on local traditional authorities. The salience of villagers’ concerns about public services and infrastructure, as well as general basic needs insecurity, are echoed in cross-national Afrobarometer data (2012-2013) on public service provision across rural and urban citizens. In nearly all sub-Saharan African countries, the urban-rural gap is large, absolute levels of rural provision are low, and countries are inconsistent in provision across indicators. We conclude by drawing implications of weak state public service and infrastructure provision for citizenship in rural areas.

Abstract:
Climate change is increasingly perceived as a threat to human security and a challenge to the problem-solving capacity of states and societies, particularly in fragile states. While there is substantial literature on climate change adaptation in conflict-affected contexts, much less attention has been paid to how to enhance resilience in contexts of fragility and low state capacity. This paper argues that in order to effectively address the complex, in- tertwined risks resulting from the interplay of state fragility and climate change, a compre- hensive approach to resilience is needed that encompasses both climate change adapta- tion and state-building. An analysis of the climate change adaptation strategies and instru- ments of the UNFCCC and the EU shows that while there are some promising first ap- proaches, donors and international organisations working in the field of climate change adaptation need to build their adaptation strategies on a thorough understanding of the fragile context and take more action to adjust their policy instruments to the special needs of fragile states.

Abstract:
The report examines to what extent stakeholder engagement as a form of private governance can contribute to a corporation’s human rights due diligence performance. It takes as the basis for investigation a case study of a stakeholder engagement program implemented by the oper- ating company SMI for a planned copper-gold mine in the Philippines during the project’s pre- operational phase. The analysis examines criteria for good stakeholder engagement set out by the International Finance Corporation (IFC) and uses the UN Guiding Principles on Business and Human Rights as the conceptual framework. For the case investigated here, it is established that SMI’s stakeholder engagement program as well as the IFC’s guidelines evince several shortcomings from a human rights perspective, which in turn negatively affect other due dili- gence processes.
