Abstract:: In recent years, the Indian e-waste sector has undergone a process of formalisation through the implementation of E-waste Management Rules (2016), leading to the creation of what I call recycling regime. The upper and middle classes, along with NGOs and industry actors, are frontrunners in thinking about e-waste policies. They were prompted by a twofold motive: the desire for a “world-class”, clean, and pollution-free city; and seizing business opportunities by extracting value from e-waste. Rather than replacing the State, they co-opted the State so that it would legislate to safeguard the environment, and address toxicity and health problems associated with e-waste. Recycling regime relies on formalisation processes embedded in multiple technologies – technicity, capital-intensive facilities, certifications, authorisations, and licences – that work together to exclude the “informal” sector from the e-waste governance system. Recycling technologies act as “technologies of domination” that further contribute to sidelining the “informal” labour of scrap workers or e-kabadis, who as Muslims already find themselves on the margins of society. However, the recycling regime fails to safeguard the environment in the end as e-waste trickles down back to the informal sector via authorised actors.

Abstract:: Arctic and sub-Arctic cities are already experiencing the impacts of rapid climate change in the region, which pose severe risks to urban infrastructure and the health and livelihoods of urban residents. Environmental changes and extreme weather events compound existing social, economic, and political stressors faced by northern cities. Given these challenges, local authorities are increasingly hard-pressed to provide and maintain safe living and environmental conditions for residents. By learning from these experiences and challenges, decision-makers at various levels of government can implement further actions to enhance cities’ resilience locally and globally in the face of the adverse effects of climate change.

3. Navigating the Challenges of Environmentalism in an Increasingly Authoritarian Iraq

Abstract:: There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

4. The Devastating Impact of Lebanon’s Environmental Failures

Abstract:: For decades, Lebanon has suffered under a systematic and intentional mismanagement of country resources and capital, with devastating repercussions. Poverty rates in Lebanon have skyrocketed, and the healthcare and education systems have crumbled, leaving millions vulnerable. Less discussed but no less dangerous is the environmental degradation that the country’s elite have allowed to occur. Lebanon’s deteriorating environment adds another layer of tragedy to the widespread economic crisis; sewage contaminates drinking water, generators spew toxic fumes, excessive groundwater usage renders it saline, and irrigation with sewage water contaminates agricultural produce. The price for Lebanese is becoming increasingly well documented. Cancer cases have surged, and the Lebanese people can expect to continue to suffer in the future as well. This situation was not, however, a foregone conclusion, or due solely to global climate change outside of Lebanese control. Rather, Lebanon’s significant environmental degradation is due in large part to systemic corruption and a total lack of effective regulation. Understanding the scope of this issue is vital to realizing what the people of Lebanon are facing, along with developing a plan to address some of these interconnected environmental and governance challenges.

Abstract:: This article aims to reveal how the UN’s 2030 Agenda and the Sustainable Development Goals (SDGs), especially the environmental ones, are being incorporated into Mercosur. Firstly, the paper presents a brief evolution of the environmental agenda in the history of Mercosur. Then, to subsidise the analysis, using quantitative data, we discussed the gradual incorporation of the SDGs in the different Mercosur bodies. In order to understand the evolution of the environmental SDGs, the research required the collection and analysis of qualitative data within the framework of the Environment Working Subgroup (SGT-6), which revealed the main environmental issues and their interrelationship with the 2030 Agenda. Finally, Brazil’s role and the prospects for the environmental agenda in Mercosur are discussed.

Abstract:: This article assesses how environmental issues have been incorporated into the strategic association between the European Union and Latin America and the Caribbean. It analyses whether the 2030 Agenda and the Sustainable Development Goals are reflected in the EU-CELAC declarations, and what bi-regional programmes and projects have been developed in relation to the environmental SDGs. The analysis shows how the environment has become a key priority in both the political dialogue and development cooperation pillars, although it has only recently been included in the trade pillar, and in an incipient way.

Abstract:: Over the past dozen years, Tunisia has experienced dramatic political change. In 2011, the Jasmine Revolution led to the fall of its long-standing leader, Zine El Abidine Ben Ali, ushering in a period of political instability. Following the rewriting of the constitution, free and fair elections were held but yielded only weak and largely ineffective governments. Although Tunisians enjoyed far greater political rights, economically the country regressed. A decade after the revolution, GDP per capita had declined significantly. Stories of corruption within government institutions remained common, yielding an increasingly frustrated public. Elections may give voters a say, but the outcomes of the system often appeared no better than in the days of Ben Ali. Citizens demanded radical change and looked for a leader who they believed could deliver actual results. In the 2019 presidential elections, many Tunisians turned to Kaïs Saïed as a solution. Saïed ran a populist campaign as a political outsider, calling for ending corruption and reforms to the electoral system. In the final round of voting, he captured nearly three-quarters of the vote for an overwhelming victory and strong electoral mandate. In July 2021, Saïed dismissed the prime minister and suspended parliament. Ruling by decree, many members of the judiciary were dismissed and many opposition politicians were arrested. Despite international criticism of these actions, results from the 2021 Arab Barometer demonstrated that most Tunisians were in favor of his actions.1 Just three months after the events of July 25, 2021, most Tunisians had confidence in the president, a majority were optimistic about their economic future for the first time in years, and most believed the government was finally tackling the problem of corruption. In short, many Tunisians had hope for their country’s future. In late 2023, Tunisians remained more optimistic than they had been before the election of Saïed, but Arab Barometer’s survey suggests that some are starting to lose hope. Promises of economic improvements have not been realized—just one-in-ten rate the economy as good, which is largely unchanged since 2013. Economic optimism has also fallen, dropping by 14 points since 2021. During this period, hunger has also increased dramatically, with twothirds of Tunisians saying they have gone without food at least once in the previous month. Moreover, the most common perception is that government mismanagement is the source of food insecurity. Views of most political institutions are relatively weak. Just over a third have confidence in the government while less than a quarter trust parliament. However, trust in President Saïed remains strong, with about three-quarters expressing confidence in their leader. Still, this level is a six point decrease from 2021.

Abstract:: Mauritania has begun a new phase of peaceful rotation of power, being an embodiment of democracy. This democratic transition has been seen through the country’s last government. Therefore, we observe the rising trend of citizens’ trust in the current government. Nine percent of Mauritanians say they trust the government to a great extent, and more than a quarter (27 percent) say they trust it. In contrast, 38 percent say they have little trust in the government, while nearly one-fifth (22 percent) have no trust in their government at all. In order to increase citizens’ trust in the government, it may be worthwhile to enhance communication between the government and citizens and transparently explain decisions and plans. Moreover, it could be important to that end to improve the quality of public services such as health, education, and infrastructure; strengthen the role of citizens in decision-making and participation in the political process; and take effective measures to combat corruption and promote good governance.

Abstract:: Morocco has endured multiple crises in recent years including the Coronavirus pandemic and the earthquake that hit the country on September 9, 2023. The aftermath of these crises produces what could be described as two Moroccos: one for the wealthier and better educated, another for the poorer and less educated. Moroccans are clearly divided in their views of almost all issues based on their socioeconomic status (SES). Economic pressure persists, with only a third of Moroccans rating their economy positively. While optimism about the future of the economy has increased, it is largely driven by those with a higher socioeconomic status. Their less-fortunate compatriots are far less optimistic and more concerned about increasing inequality and food insecurity. Trust in the Moroccan government remains relatively low, but trust in parliament, regional government, judiciary, and civil society organizations has increased. Still, those struggling financially tend to be less trusting of all these bodies. Similarly, satisfaction with government performance on economic issues is low, especially among the poor. Moroccans are more satisfied with the provision of certain services, including security and infrastructure. On the other hand, education in particular is among the public services in which Moroccans exhibit the lowest levels of satisfaction. Corruption remains a major concern, with the government seen as not doing enough to combat it. This view is especially true among people with lower socioeconomic status. Wealthier and more educated Moroccans are more positive in their rating of the government’s work on combating corruption. However, many Moroccans are resorting to bribery or connection to navigate the bureaucracy. Economic conditions and corruption are causing Moroccans to consider emigrating. Youth and those facing financial pressure are far more likely to have a desire to leave their country, mainly in pursuit of better economic opportunities. Western countries remain the preferred destination for most of the potential migrants in Morocco, many of whom are willing to leave even if they did not have the required documents to do so. While support for democracy has fluctuated over the past few years, recent trends suggest an increase in support for democratic governance. Moroccans acknowledge that democratic systems have their shortcomings, yet they maintain a belief that democracy is preferable to other forms of governance and particularly support a multi-party parliamentary system.

14. Climate action: Implications for factor market reallocation

Abstract:: This paper considers climate policies, not from the perspective of their environmental impacts, but rather their likely effects on labor and investments. While the aggregate impact of the green transition on jobs and investment may be modest, it will require significant reallocation of labor and capital within and across industries. Although the green transition brings new opportunities for employment and investment in renewable technologies, many workers and communities tied to the fossil fuel industry may not benefit from these advances due to skills mismatch and geographic constraints. Both the United States and the European Union acknowledge the importance of achieving “climate justice” and “leaving no one behind” in their decarbonization efforts. However, current policies and resources in the United States may fall short, with inadequate assistance reaching too many communities and a narrow focus on green jobs. In Europe, while the Just Transition Fund complements existing programs, effective implementation of place-based policies remains challenging due to the need for specific, localized responses.

Abstract:: The second half of the twentieth century experienced significant economic integration. International trade, cross-border migration, capital flows, and technological diffusion increased per capita incomes across countries and reduced global poverty. However, events such as the global financial crisis of 2007 to 2009, Brexit, and the COVID-19 pandemic—all against the backdrop of escalating great power rivalry and tensions between the United States and China—have demonstrated the rise of geoeconomic fragmentation (GEF). Since the 2022 Russian invasion of Ukraine, a growing numberof world leaders have addressed the impacts of GEF on global energy and agricultural markets. For one, higher and increasingly volatile food and energy prices have made it increasingly difficult for developing nations to prioritize environmental concerns and implement sustainable development initiatives.

16. The flaws in project-based carbon credit trading and the need for jurisdictional alternatives

Abstract:: This issue brief highlights several significant, and at times unresolvable, problems with the project-based approach to carbon credit trading, the purpose of which is to reduce deforestation and sequester carbon. Beginning with first-hand observations of the principal author during his experience with forest conservation efforts in the tropics, the brief describes the challenges that arise when this crediting model is implemented in the field, particularly in rainforests and other remote areas of the world. The publication then assesses the three critical structural problems with project-based credit trading that lead to a fundamental lack of integrity in such programs: The intractable challenges of a project-based regulatory structure involving difficult-to-prove requirements of additionally and leakage prevention. The major transaction and intermediary costs that can amount to half of project funding. The credit duration that is far less than the life of the additional CO2 emissions that are consequently emitted. The analysis also explains how economic forces and incentives exacerbate these problems, particularly with programs that are carried out by commercial credit traders as opposed to nonprofit entities. Finally, this brief discusses better alternatives, such as jurisdictional programs administered by governments or Indigenous associations, that could more effectively reduce emissions and strengthen the social fabric of communities required to assure credit integrity, accurate measurement, and adequate co-benefits.

17. On the Role of Local Government in Promoting Peace and Political-Environmental Sustainability

Abstract:: The paper discusses the rising power of local government and its ability to independently create and/or advance foreign relations in order to promote peace and good neighborly relations. One of the prominent areas in which local government engages and cooperates with others today is the environmental and climate field, notably in light of the foot-dragging of nation-states around these issues. Given this reality, the paper examines whether relationships and cooperation on the environment might be built between local authorities when their respective nation-states maintain no relations or only cold ones, or are in ongoing conflict. The paper analyses three theoretical axes: 1) the rising political power of local authorities vis-à-vis their nation-states, and as significant actors in global diplomacy; 2) growing local involvement with environmental problems; and 3) the promotion of environmental peacebuilding. The paper analyses the feasibility of joining these axes, and gives relevant examples, focussing on the Israeli-Palestinian-Jordanian space. The main argument arising from the analysis is that local government has the tools and the effective opportunity to advance environmental cooperation as a stimulus to making peace; and further, that processes of this sort are particularly important when there is no political horizon. While Israel and its region are indeed the focus of this paper’s examination of local government and its potential for building relationships, the general insights derived are applicable to other regions of conflict.

18. Challenges and Recommendations for the Amazon through the voices of women defenders of human rights and the environment: Colombia

Abstract:: In the Colombian Amazon, women defenders play a crucial role in combating climate change by protecting their territories and communities. Given that Colombia ranks among the most dangerous countries for environmental and human rights activists, these women confront numerous risks. The conflicts mainly focus around access to, evaluation, distribution, management, and use of natural resources. This study shares their personal experiences, challenges, and achievements, and details their interactions with various actors — including government bodies, mining and fossil fuel companies, as well as the extractive and agribusiness sectors. Their mission is dedicated to safeguarding the Colombian Amazon biome, which is currently the site of 27 major environmental conflicts, as reported by the Sinchi Institute of Scientific Research of the Amazon. This report seeks to amplify the voices of Colombian defenders, whose efforts to protect the Amazon biome are often overlooked and receive limited social and economic support.

Abstract:: Women in the Peruvian Amazon face multiple pressures – environmental, economic, and social. Against a backdrop of profound social inequality in Peruvian society, exacerbated by the historical marginalization of indigenous communities, the defenders interviewed for this study conducted by the Igarapé Institute highlight the pressing need for inclusive policies that ensure territorial rights, land demarcation, and access to essential services. This report aims to analyze the intricate relationship between indigenous women and their territories in Peru, exploring their experiences, challenges, and achievements in protecting territories and mitigating climate change. It employs a participatory methodology that encompasses social and territorial mapping, classification of challenges and solutions, discussion groups, and in-depth interviews with key informants across four focus regions: Ucayali, San Martín, Madre de Dios, and Loreto. The study is divided into four sections and begins by framing the current state of the Peruvian Amazon, proceeds to outline the research methodology, then delves into the key challenges unearthed through interviews, and concludes with a compilation of recommendations aimed at strengthening the protection of territories and enhancing the living standards of indigenous women in Peru.

They explored the Conservative Party's record in government, the place of the environment in the Conservative tradition, and the challenges facing Conservative environmentalists at a time of growing political polarisation.

Abstract:: Conflict refers to actual or perceived incompatibility of interests, goals, and actions in relationships between individuals or groups. It is a dynamic process where attitudes, behaviours, contexts and structures are constantly changing and influencing one another.1 Conflict in pastoral areas has long been linked to the need to gain control of scarce and strategic resources, particularly water and pasture. However, the key issues here are not merely scarcity, which, as highlighted above, has always been a determining feature of life in the rangelands, but also the increased inability to manage scarcity.2 In the Horn of Africa, there are common factors contributing to conflict and violence within and between pastoralists, such as inappropriate government policies, socio-economic and political marginalisation, inadequate land tenure policies, insecurity, intensified cattle rustling, proliferation of small arms and light weapons, weakened traditional governance in pastoral areas, vulnerability to climatic variability, and competition with wildlife.3 In Ethiopia, the pattern and forms of the recent violent conflicts in pastoral areas indicate that they have been involved in resource control and utilisation competition.4 Conflicts are a common phenomenon in the South Omo Zone pastoralist and agro-pastoral communities due mainly to resource competition (pasture and water-points) and negative perceptions.5 However, conflict, by its nature, is dynamic; the drivers or causes and their nature are changeable through time due to many natural and human-made phenomena. Accordingly, an in-depth investigation of natural resource-based conflict and its dynamics in the South Omo Zone in Ethiopia is the focus of this article. This article is based on a study conducted in the Dassanech, Hammer and Nyangatom Woreda collective pastoralist community, and based on empirical primary and secondary data sources. Primary data were collected through semi-structured interviews, document analysis and focus group discussion (FGD).

22. Leveraging Charging Strategies to Reduce Grid Impacts of Electric Vehicles

Abstract:: Electric vehicles (EVs) can challenge or support electricity systems depending on how they are charged. Uncontrolled charging may strain electricity systems, e.g., by increasing peak demand in the evening,1 which may require cost- and emission-intensive infrastructure investments, such as grid reinforcements and peak generation capacity. In contrast, controlled charging can benefit electricity systems by providing flexibility,2 e.g., by shifting charging demand away from evening hours. Controlled charging that combines technical solutions with heterogenous EV user behaviors, supported by charging infrastructure at diverse locations, e.g., at work during midday, and incentives, can reduce peak demand to avoid grid constraints and support the integration of renewable energy.

23. Sodium: An Alternative to the "White Gold" of the Energy Transition?

Abstract:: As the world transitions towards low-carbon energy systems, scaling up clean energy technologies will drive demand for critical minerals and metals, such as lithium, nickel, cobalt, graphite, and rare earth elements. Stakeholders in the private and public sectors must work together to implement effective and efficient strategies, policies, and regulations to ensure that supplies are secure, reliable, sustainable, and equitable. Over the past years, the price volatility of minerals and metals has increased due to rising demand, supply chain disruptions, and concerns about tightening supplies. In addition, today’s markets are highly concentrated in a small number of countries. Although supply diversification investments are increasing, most near-term growth is expected from existing major producers, resulting in an even higher geopolitical risk.1 The transportation sector offers a stark example of these dynamics. Every year, the world increasingly relies on batteries. In 2022, electric vehicles (EVs) accounted for about 10 percent of global vehicle sales and are expected to reach 35 percent by the decade’s end.2 Announced policies around the world are accelerating these trends. For example, recent climate legislation in the United States is deploying billions into battery manufacturing and incentives for EV purchases.3 Lithium-ion batteries, a technology also used in computers and cell phones, power most EVs today. Typical of innovation cycles, years of development and deployment have resulted in significant cost reductions and improved performances. Today’s EVs are becoming increasingly competitive with internal combustion vehicles and can be driven for hundreds of kilometers between charges. Lithium is used in EVs because it is lightweight, has high energy densities, is relatively low maintenance, and can be repeatedly charged. From a market and geopolitical perspective, analysts estimate that lithium demand will increase tenfold before the end of this decade.4,5 In 2021, China dominated lithium global markets with 79 percent of all lithium-ion battery manufacturing capacity; this figure is expected to decrease slightly to around 65 percent by 2025 (see Figure 1).

24. The need for a ‘peace continuum’ approach to climate security

Abstract:: Climate change is a priority area in European and broader Western initiatives for global security, with a significant focus on Africa. This DIIS Working Paper argues that advancing the climate security agenda requires approaches that integrate climate adaptation and finance into a ‘peace continuum’, spanning prevention, peacebuilding, and development. The paper shows where the current climate security-agenda falls short, in particular regarding climate finance and the prioritisation of conflict-affected contexts. It asserts that addressing these gaps is essential both for climate justice and for fostering partnerships in Africa amid growing global geopolitical competition. Drawing on insights from Africa’s Horn, the paper also discusses concrete opportunities for advancing a ‘peace continuum' approach to climate security. Specifically, it underscores the importance of strategic engagement and accessible, conflict-sensitive climate finance, notwithstanding challenges posed by institutional fragmentation and conflict. Recommendations are supported by examples of UN, AU and IGAD initiatives and case studies from Somalia and Somaliland.

Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: Climate change is the supreme challenge of our times, poised for human civilization. Its facets are diverse: the rise of temperatures, trending natural disasters and enduring weather extremes, droughts and floods, fluctuations of the sea level and hydrographic regimes, distressed ecosystem balances, and other aberrations. Climate change affects human health and demography, increases food and water insecurity, accelerates environmental degradation (such as deterioration of arable and grazing lands, deforestation, or desertification), shrinks biodiversity, and produces other similar effects. Climate change escalates competition for dwindling resources and, subsequently, generates frictions and tensions between states and within individual groups of populations, thus forming a stage for geopolitical and geoeconomic rivalry as well as potential violent conflicts and wars. The snowballing impact of climate change on a global scale steadily approaches the point of irreversibility. The grim irony is that climate change, in many ways, represents a result of different forms of anthropogenic activity, including increased carbon emissions. Although the climatic transformation is already acknowledged as the ultimate challenge of global magnitude, one particular aspect remains often overlooked. Warfare is one of the countless varieties of human performance. Wars and armed conflicts naturally yield an enormous impact on the anthroposphere and habitat. Beyond that, the existing military forces and their routine activities unwillingly affect the environment even in peacetime. Therefore, this essay examines different patterns related to the damaging impact of wars and military activities on the climate and the environment, with a particular focus on carbon emissions. Furthermore, it addresses the subject of climate changedriven conflicts and evaluates measures taken at the international and national level to mitigate the effects projected by military forces on the environment. The overall objective of this paper is to provide analytical support in the course of preparations for the 2024 United Nations Climate Change Conference (COP29) in Azerbaijan.

Abstract:: The increasing deleterious effects of climate change have led to the emergence of multilateral environmental regimes and different understandings of responsibilities. Great Powers, Climate Change, and Global Environmental Responsibilities, edited by Robert Falkner and Barry Buzan, is an excellent book covering case-based examples of special environmental responsibilities. It aims to close the gap between International Relations (IR) theories on great powers and Global Environmental Politics (GEP) to illuminate the definition of environmental great power, differences in global environmental responsibilities, and the role of great powers regarding global environmental issues, particularly climate change. Buzan and Falkner argue that climate change is a global threat to international society that requires great powers to assume special responsibilities. Hence, this book seeks to bring together IR approaches to the study of great power and Great Power Management (GPM) to explain how great powers acquire legitimacy to justify their unequal status by accepting special rights and responsibilities as an institution of international society and how GEP perspectives shape the roles played by major powers (p. 6). The research questions of this study are as follows: (1) What are the features of environmental great powers? (2) Do environmental powers accept special responsibilities to combat climate change that correspond with their positions in global environmental politics? and (3) Have great powers securitized climate change, that is have they evaluated it as an issue that is related to maintaining international order and conserving stability in international society? The main argument of the book is that great powers have not developed a common understanding of their environmental responsibilities because they do not evaluate climate change as a systemic threat to the international system. Furthermore, whether it is a developed or developing country, the interests of great powers have blocked the securitization of environmental issues.

29. Protected areas, indigenous communities, deforestation and the role of institutions: evidence for the lowlands of Bolivia

Abstract:: Protected areas and indigenous communities play a crucial role in controlling deforestation, which is responsible for carbon emissions related to land use and land use change, contributing to global warming and climate change. However, the effectiveness of protected areas is conditioned by their administration and the quality of the institutions in their countries. In this paper, I will analyze the effectiveness of protected areas (Both at the national and sub-national levels) and indigenous territories and the institutions' role in the case of Bolivia's lowlands. I computed deforestation rates for four different periods between 1986 and 2021 to test the impact of institutions on different types of protected areas by using satellite images at 30m resolution and combining them with official data on protected areas and indigenous communities, which includes specific locations and dates of creation. Using a spatial regression discontinuity design, the results show that protected areas at the national level are the most effective in controlling deforestation, particularly after the creation of institutions taking care of them. Departmental protected areas have some impact on preventing deforestation, while municipal ones have no influence. For indigenous communities, there was a significant effect on reducing deforestation with the first reservations created, but the effect wears off over time. Regarding mechanism, being close to cities and routes is a threat for indigenous communities and departmental PAs, while it is an advantage for national PAs. Finally, protected areas and indigenous communities show, in general, greater levels of deforestation when they are exposed to cattle ranching settlements, mines, and oil wells.

Abstract:: Transitioning to a green economy is imperative for all countries, and many have already started their journeys. The process of planning and executing a transition presents a once-in-a-lifetime opportunity to ensure the movement toward an environmentally sustainable and climate-safe future that benefits society as a whole and occurs in a just and equitable manner. A transition towards a greener economy is fundamentally also a matter of justice: it can save lives and improve livelihoods, as well as address historic injustices. Importantly, a just green transition can address people’s fears and uncertainties about potential negative effects on economies, livelihoods, and the environment, thus preventing backlash to the coming change and instead, widening political support. As part of collaborative effort between the Pathfinders for Peaceful, Just and Inclusive Societies hosted at the Center on International Cooperation (CIC) at New York University (NYU), the International Climate Initiative for a Just Energy Transition (IKI JET) by the German Agency of International Cooperation (GIZ), and the Ministry of Development Planning of the Republic of Indonesia (BAPPENAS), this report was developed in preparation for a workshop on just green transition administered in Bogor, Indonesia on November 2–3, 2023. This resource covers the following topics: Conceptual definition, sector affected, opportunities, and challenges for just transition. 33. Policy impacts of the Climate Change Conferences in the Mediterranean

Abstract:: The Mediterranean region, a recognized climate and biodiversity hotspot, faces accelerated and multifaceted impacts from climate change, with implications for its socio-economic stability, ecosystems, and public health. Rising temperatures, extreme climate events, sea-level rise, water scarcity, and biodiversity loss threaten the environmental, social and economic foundations of the region, especially in sectors like agriculture, tourism, and fisheries taking place in densely populated areas with fragile ecosystems. Both terrestrial and marine temperatures in the region have already increased by 1.5°C above pre-industrial levels. This trend is expected to continue, with projections suggesting a further rise of between 0.5 and 6.5°C by the year 2100. Other alarming projections include an increase in surface water temperatures by 1 to 4°C throughout the century and a significant reduction in rainfall. Furthermore, sea levels in the Mediterranean have already risen by 6 cm over the past two decades, with an expected increase of 43 to 84 cm by the end of the century. The United Nations Framework Convention on Climate Change (UNFCCC) Conferences of the Parties (COP) have been instrumental in galvanizing global attention and action on climate issues. From the early COPs that focused on foundational agreements like the Kyoto Protocol to the more recent and ambitious Paris Agreement at COP21, these conferences have played a crucial role in shaping the global climate regime. For the Mediterranean, the COP process has provided a framework within which regional and national efforts can align with broader global objectives, particularly in reducing greenhouse gas emissions and enhancing climate resilience. The Paris Agreement, with its goal to limit global warming to well below 2°C, and ideally to 1.5°C, is especially significant for the Mediterranean, where even small increases in temperature can have outsized impacts. The commitment to both mitigation and adaptation, alongside the establishment of mechanisms for climate finance, technology transfer, and capacity building, has offered Mediterranean countries the tools to confront their unique challenges. The post-COP21 era has seen Mediterranean countries implement adaptation measures in critical areas, such as water management and coastal resilience, while also working to enhance renewable energy sources like solar and wind. However, regional progress is uneven, hampered by financial limitations, political instability, and capacity gaps. Scaling up climate finance, strengthening regional cooperation, and bridging technological and institutional divides are essential for the region to meet Paris Agreement commitments effectively. The future of the Mediterranean depends on the region’s ability to build resilience and adapt to these multifaceted climate challenges. This will require enhanced regional cooperation, as no country can effectively tackle these issues in isolation. Regional frameworks such as the Union for the Mediterranean and the Barcelona Convention must be strengthened to foster collaboration on climate action, with a particular focus on shared resources like water and energy. Equally important is the need to scale up climate finance. Mediterranean countries, particularly those with fewer resources, need more robust support from international funding mechanisms like the Green Climate Fund and the Adaptation Fund. These resources must be directed towards projects that address the most pressing issues, such as water management, renewable energy infrastructure, and coastal protection. Reinforcing institutional capacity is therefore a critical step. Many Mediterranean countries face significant governance and technical challenges that impede the effective implementation of climate policies. Investing in education, capacity building, and governance reforms can help bridge this gap, enabling countries to better execute national climate plans and make use of international support. Furthermore, technology transfer must be accelerated. For Mediterranean nations to effectively mitigate emissions and adapt to climate impacts, they need access to cutting-edge technologies that can enhance energy efficiency, improve water use, and protect ecosystems. In conclusion, urgent and coordinated action is needed to safeguard the Mediterranean from escalating climate risks. Strengthening regional frameworks, enhancing access to international funding, and accelerating technology transfer will be vital in supporting Mediterranean countries. By fostering resilience through sustained commitment to climate adaptation and mitigation, the Mediterranean region can protect its future and offer valuable insights for other vulnerable areas worldwide.

Abstract:: Recent years have seen an increasing use of environmental dynamic stochastic general equilibrium (E-DSGE) models for analyzing the macroeconomic effects of the climate crisis. This paper explores to what extent these models are fit for purpose. We identify the limitations of the benchmark E-DSGE framework and explain how these limitations restrict the ability of this framework to meaningfully capture the macroeconomics of the climate crisis. We then explain how the assumptions behind these limitations can be relaxed, but argue that simply relaxing some of these assumptions in isolation is insufficient to address the problem. We therefore call for a broader use of other macroeconomic models, such as ecological stock-flow consistent (E-SFC) and ecological agent-based (E-AB) models, that address these limitations simultaneously. We explain how these models do not suffer from the pitfalls of the E-DSGE framework and outline how they need to improve to increase their usefulness as tools that can inform macroeconomic policy making in the Anthropocene.

35. Responsible Change: How Governments Can Address Environmental, Social and Governance Challenges When Petroleum Assets Change Hands

Abstract:: As the world moves toward a future beyond oil and gas, petroleum assets will change hands, with different kinds of companies replacing others. Since 2014, around USD 88 billion in assets have moved from publicly listed to private companies. The roles of sub-Saharan African and Latin American companies in their home countries have expanded. Globally, the role of national oil companies (NOCs) is growing. NOCs have acquired around $24 billion in assets from non-NOCs since 2014. The growing role of private and local companies and NOCs potentially gives producer countries greater control over their petroleum sectors, including the pace of an eventual phaseout. However, these companies often have less capacity and fewer transparency, environmental, social and governance commitments than publicly listed international companies. This increases the risk that these companies’ operations will negatively impact the environment and communities, and that they will be unable to pay for decommissioning when production ends. Many assets that sub-Saharan African and Latin American NOCs have acquired appear vulnerable to energy transition risks. Governments should exercise approval rights over asset transfers to ensure buyers have requisite capacity to operate with high standards. They should ensure transparency to allow host communities and the public to better understand transfer impacts and how the government and/or companies will manage them, and strengthen regulations to address key issues arising from transfers including emissions management and reporting, and decommissioning funding. Governments should require NOCs to make adequate disclosures about their acquisitions to ensure NOCs manage risks to the public purse.

Abstract:: Asset transfers in the oil and gas industry are not new. Yet, as the energy transition accelerates, there is a growing risk that oil and gas companies sell assets in response to pressures to decarbonize. However, transferring assets to operators with lower standards can lead to higher emissions and increased risks. This briefing offers a framework to guide these transactions and ensure that environmental and operational integrity is upheld. Designed for use by a range of stakeholders, these principles set out best practices to help companies manage financial, legal, environmental and reputational risks during asset transfers. They were developed with input from representatives of the oil and gas industry; investors, the financial, legal and accounting professions; the insurance industry; standard-setting bodies; academia; and civil society. All stakeholders can adopt and refine these standards to support a responsible, low-emissions future and harmonize regulatory practices across the industry.

37. Behind the Schemes: Anticorruption Gaps in Mining Sector Certifications

Abstract:: Decisionmakers are increasingly looking to certification schemes to provide information on the sustainability of mining operations, yet these schemes have significant room for improvement regarding how they address corruption in their standards. The report assesses the content of the performance standards used by the Aluminium Stewardship Initiative (ASI), the International Council on Mining and Metals (ICMM), the Initiative for Responsible Mining Assurance (IRMA), The Copper Mark, and Towards Sustainable Mining (TSM). Schemes address some topics, such as revenue and payments and anticorruption procedures, relatively well; this may reflect the extent to which legislation and regulations address these topics. Schemes’ standards less frequently covered other issues, such as beneficial ownership and allegations of corruption. Many schemes, and the mining companies that use them, are missing an opportunity to assess the implementation of corporate-level anticorruption policies in mine-site assessments. The quality of certification schemes’ governance and assurance processes is essential to their effectiveness, yet many fall short of best practice. This undermines their credibility. Key governance challenges include the unbalanced representation of different interests within schemes and the risk of conflicts of interest in the auditing process. Decisionmakers risk becoming overreliant on certification schemes as indicators of responsible business conduct, which may be facilitated in part by industry influence over policymaking processes. Certification schemes are not a replacement for ongoing, robust due diligence into the environmental, social, and governance impacts of mining operations, including corruption, and the design and enforcement of robust regulatory frameworks. In a shifting standards landscape where there are efforts to both consolidate and review existing certification schemes, and a moment where the risk of corruption is heightened by growing demand for transition minerals, governments, mining companies, and certification schemes themselves must do more to address the topic of corruption. To do so effectively, they should focus their attention on solutions that will have the most impact in addressing this issue.

Its climate-related vulnerabilities are exacerbated by the enduring effects of more than three decades of violent conflict and fragmented governance. As the effects of climate change become more pronounced, their interaction with social, economic and political realities threatens to create challenges that are complex and difficult to address. There is a need for policies and programmes that tackle climate change and conflict in tandem, but gaps persist in knowledge and evidence to inform actions under such policies and programmes. This SIPRI Policy Brief explores how the International Organization for Migration (IOM) in Somalia uses a co-funding mechanism for facilitating collaboration between groups in conflict on addressing shared local priorities. In south-central Somalia, IOM has applied the co-funding mechanism to projects that aim to address local climate-related vulnerabilities, build relationships between communities in conflict and strengthen the role of district councils. This policy brief finds that elements of this approach to project design can support environmental peacebuilding in contexts exposed to climate change and affected by conflict and offers recommendations for organizations and other donors with relevant mandates.

39. The Global Impact of China’s Water and Related Environmental Problems

Abstract:: The quantity, location, and quality of water resources in China have long been a distinguishing and even defining characteristic of its history. Records at least as far back as the Ch’in era in the third century BC note the presence of massive waterworks such as irrigation and transportation canals. Terraced rice fields in hilly areas in central and southern China remain iconic images of Chinese civilization. During a contentious and important debate in the mid-twentieth century, geographers and political scientists asked whether the erection of a “hydraulic society” was the explanation for what political scientist Karl Wittfogel identified as “oriental despotism.”1 The German-trained academic argued that the existential requirement to contain endemic flooding and move water from the massive rivers of central and southern China to agricultural areas necessitated an authoritarian system for deploying labor on the scale required for hydraulic engineering projects spanning the continent. Chairman Mao Zedong drily noted at the beginning of his reign that “there is a lot of water in the south and not much water in the north . . . borrowing some water would be good.”2 Mao was soon to unleash the massive workforce of China to renew and expand efforts over the centuries to get water to farmland, control flooding, and reengineer the landscape of modern China. Even without exaggerating the centrality of water issues for historical China, in the modern era water resources are clearly still vital to the country’s economic and ecological health. And hydraulic engineering projects have become increasingly important, both to China’s Asian neighbors and to the global environment. An important new survey of the “ecological history” of modern China concludes that “in growing from impoverished giant to wealthy superpower in seventy years, China has sacrificed whatever resilience its ecosystem once possessed. It has polluted and poisoned its air, water, and soil . . . it has turned forests into plantations and seen deserts expand . . . and has seen lakes come to resemble green paint.”3 Unfortunately, China’s ecological problems have increasingly had negative impacts outside its borders. China’s unprecedented geoengineering to move water from the south to the north is now imperiling both the water resources available downstream from Tibet and the Hindu-Kush mountains, and the economy and ways of living of literally billions of people. China needs ever more land to grow higher quality food and produce higher yields, which frees up land for housing its population. These efforts have led to deforestation not only in China but also in South America and South Asia. And the consistent choice of Beijing’s leadership to drive economic growth at the expense of environmental health has led to dangerous levels of water pollution and poor soil health in China. Environmental degradation has become a growing political issue in China, and its export of this problem has incited considerable international concern. This study explores these issues with a focus on water resources, and it outlines the regional and global impacts of Chinese policy. The study concludes with a discussion of China’s ability and ambition to address these problems as well as how affected countries can help move Chinese leadership toward a more constructive and cooperative effort to develop a solution.

Abstract:: By assuming a proactive role in international environmental regimes and extending the ‘green’ dimensions of its Belt and Road Initiative (BRI), China has been seeking to promote itself as a leader and responsible stakeholder in global environmental governance. This article examines this development concerning the notion of China’s ‘soft power’ and, more specifically, the notion of ‘green soft power’ – which aims to bridge the traditional concept of soft power with a state’s behavior on environmental and climate issues. China presents an interesting case since it has accrued a considerable amount of green soft power through its multilateral environmental diplomacy practiced at the Conferences of the Parties (COPs), the high-profile annual United Nations Climate Change Conferences, but its patchy deployment of environmental standards in the bilateral engagements under the BRI highlights the contradictions in referring to China as a green soft power. With these ideas in mind, this article holds that in the search to understand the evolving nature of China’s responsible stakeholder role, attention should be given to exploring the notion of green soft power.

Abstract:: The article explores a possible connection between nationalism, capitalism, and nationalist movements’ common hostility towards environmental policies. It draws from materialist assertions about the capitalogenic nature of ecological degradation and modernist theories of nationalism, which explain it as a product or by-product of capitalist modernization. By employing theories of nationalism’s instrumentality in preserving the existing social hierarchies, the article proposes that this approach might be extrapolated onto socioecological hierarchies, which are contested or have their fundamental rules challenged by many environmental policies. Nationalism may then be seen as an instrument of capital – personified by the privileged elites – taking advantage of an ideology that appeals to those ‘left behind’ by modernization and globalization to thwart or delay changes to the socioecological status quo. An identity-based movement is thus utilized to protect the continuing exploitation and appropriation of nature. This proposed connection underscores the need for further empirical research, which is crucial for a comprehensive understanding of the topic and its potential impact on environmental policies.

44. Lebanon’s Solar Rollout: In What Ways Has It Been an Unjust Energy Transition?

Abstract:: Lebanon’s national electricity supply has nearly collapsed, with the country’s residents experiencing constant power cuts over the past three decades and total blackouts since 2020.1 This has led residents across the country to find their “coping strategies” - which have become somewhat normalized - to deal with the national shortages, including purchasing or subscribing to diesel generators.2 More recently, these coping strategies have started to include solar energy installations, which have been deemed revolutionary for Lebanon,3 although in reality, the story is much more complex. As the climate crisis worsens and global institutions start to advocate and fund just transitions,4 it is imperative to reflect on what this means to prevent the repetition of collective injustices. This paper briefly outlines the solar energy landscape in Lebanon and asks some questions about the country’s solar rollout, including who benefits from it and how, as well as how this process repeats past energy injustices. It then presents some case studies of initiatives that have addressed some community energy needs while offering lessons for future energy planning. The paper concludes with recommendations to policymakers, civil society organizations, and the private sector as they transition to solar energy.

Abstract:: In the era of globalization, international trade policies significantly influence the economic and environmental conditions of countries. As environmental concerns grow, it’s important to understand how these trade policies affect sustainable development and identify the strategies needed to achieve positive outcomes for the climate and environment. This analysis aims to evaluate the impact of international agricultural trade on achieving certain climate and environmental goals, particularly those outlined in the Sustainable Development Goals (SDGs), mainly Goal 13, but also parts of other environment-related goals. We examined the effects of specific trade agreements, considering the current energy and climate policies, using modeling tools to focus on CO2 and other greenhouse gas emissions like N2O and CH4. This helps us understand how international trade can reduce greenhouse gas emissions globally and find ways to prevent pollution from simply moving to other regions due to changes in trade. This working paper provides arguments for developing new and improved trade policies that incorporate environmental measures as tools to mitigate climate change.

Abstract:: There are several theories that elucidate the current condition of environmental enforcement and laws in Nigeria, as well as the subsequent deterioration of the Niger Delta ecosystem by oil multinational corporations. These theories are not exclusive as they relate with other theories to advance a holistic view. This study examines three theories in connection to the continuous and unresolved environmental challenges confronting the Niger Delta area in Nigeria. These are the dependency theory, the rentier state theory, and the regulatory capture theory. Anchored on historical research design and the use of secondary data, the findings indicated that Nigeria's enforcement programmes had been seriously affected by its total reliance on oil proceeds and the subsequent capture of its regulatory agencies by oil multinationals. The paper discovered that Nigeria's oil dependency, rent-seeking behavior, and corruption had been the greatest obstacle to the enforcement regime in the country. This situation led to a condition where though the laws exist to address environmental injustice, the various governments, especially at the centre, have made sure that they are not applied stringently as it would mean a reduced income on a resource that has been defining the country's economy trajectory for over 60 years. The paper, therefore, recommended holistic approaches that are measurable and achievable to resolving the problem and dilemma of the Niger Delta region of Nigeria.

47. Meeting Skill Needs for the Global Green Transition: A Role for Labour Migration?

Abstract:: The green transition will generate an enormous demand for workers. This paper reviews demand for, and supply of, skills relevant to the green transition in five countries in the Global South and five in the Global North. It focuses on the installation and maintenance workforce needed in two sectors: solar photovoltaic panels and heat pumps. It finds that in almost all of the 10 countries studied, supply of the necessary skilled workers is unlikely to meet demand. In particular, Global North countries, which must cut more emissions sooner, face challenges in obtaining sufficient workers against a backdrop of ageing populations. If green transition targets are to be met, migration is likely to be needed as a complement to domestic training and reskilling. Given that the shortage of green-skilled workers is global, however, migration must be accompanied by support for training and retaining workers at home.

Abstract:: In recent years, global production of plastics has surged and is expected to increase further over the following years, with over a quarter being attributed to plastic packaging. Plastic packaging poses environmental risks due to the fossil fuels consumed in its production and the impact on eco-systems due to its inappropriate disposal. A large share of mismanaged plastic waste can be attributed to a few developing and emerging countries (DECs) in Asia. Their expected income and population growth, as well as associated increase in consumption and urbanisation, is expected to further strain inadequate waste management systems. In response, young ventures offering circular business models in packaging have emerged to tackle plastic packaging pollution. These ventures are embedded in an entrepreneurial ecosystem in which policies are, among others, determining enablers, and policy-makers have a key role in setting optimal framework conditions for circular business models in packaging to succeed. At the same time, policy agendas that address resource efficiency and the circular economy are on the rise in multiple DECs. For this reason, this paper addresses the question of the extent to which existing policies are supporting and enabling circular business models. This paper first discusses opportunities, risks, and challenges of existing circular business models in packaging in terms of waste hierarchy levels – reducing and dematerialising, reusing and refilling, replacing, and recycling – before examining the entrepreneurial ecosystems in which they operate. With a focus on policy as an enabler for circular business models in packaging, a holistic overview of possible policies in the circular packaging context is provided. Against this conceptual background, India is examined as a case-study. In recent years, multiple Indian start-ups have emerged, offering reusable packaging solutions or bio-based packaging alternatives, while other ventures seek to improve waste management and recycling. India’s previously introduced policies, including the Plastic Waste Management Rules, Swacch Bharat Mission, extended producer responsibility and a ban on single-use plastic, are the first stepping stones towards an enabling ecosystem for circular business models in packaging. However, this paper points out further opportunities – so far, India’s key policies have been addressing the downstream on the macro level. This study showed that macro-level policies need further enforcement and should be complemented by upstream policies. Meanwhile, meso-level and micro-level policies have been rather neglected. Policy-makers and development cooperation are encouraged to take action now, given the limited window of opportunity to establish a supporting framework for circular economies in development policy.

53. Kazakhstan could lead Central Asia in mitigating the world’s energy and food shortages

Abstract:: Russia’s war against Ukraine has had significant economic and political repercussions across the globe, including energy shortages and growing food insecurity. The war has forced Central Asian states to emphasize their independence from Moscow and accelerate their economic diversification. Central Asia—comprising Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—has the potential to mitigate global shortages of energy, food, and fertilizers, caused by Russia’s war of aggression. The primary challenges for Central Asia and its Western partners remain diversifying export routes and expanding the capacity of alternative transportation corridors, especially the Trans-Caspian International Transportation Corridor, or the “Middle Corridor.” Kazakhstan is the leading producer of uranium ore in the world, grows 2 percent of the world’s wheat, and has major hydrocarbon reserves. Kazakhstan has the opportunity to lead Central Asia forward on the path to becoming an important supplier of energy, grain, fertilizers, and nuclear fuel to world markets. The energy crisis in Europe spurred renewed interest in the long-planned Trans-Caspian natural gas pipeline. A potential United States and European Union ban on uranium civilian-reactor fuel exports from Russia could ensure Kazakhstan’s importance as a nuclear fuel exporter to Europe. To do this, Kazakhstan first needs to build its own conversion and enrichment facilities. This would allow it to double its share in the European market while utilizing the Middle Corridor. By encouraging Western investment, the states of Central Asia can become an important force in global commodity markets. To this end, they should implement the recently signed far-reaching regional agreements on cooperation and integration, so that they are less susceptible to “divide and conquer” strategies from predatory foreign powers and can exercise greater leverage when negotiating as a bloc. The US and the EU should also recognize that Central Asia’s energy and agricultural potential and resources make the region an area of strategic interest with promising business opportunities. The Central Asian states need to intensify their Western-oriented diplomatic outreach to attract support from state and private actors for investment and technological partnerships. Geographic proximity to Russia and China means Central Asian countries will always have economic relationships with Moscow and Beijing. But greater Western engagement in the region can diminish the chances for Russo-Sino cooperation in Central Asia. Russia’s war against Ukraine has weakened its geopolitical position and the Western sanctions on its economy have opened up new opportunities for Central Asia to supply critical energy and food commodities to world markets. Kazakhstan, as the region’s largest economy and its largest producer of oil, uranium, and grain, is well-positioned to lead this transition.

Abstract:: The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

55. Energy investment in a time of inflation

Abstract:: High rates of inflation across the world are forcing central banks to reluctantly tighten monetary policy despite accompanying recession risks. Moreover, restricted credit access could jeopardize energy investments, particularly for capital-intensive clean energy projects, potentially rendering the world more vulnerable energy to price shocks, which are a significant contributor to the current crisis. This paper briefly considers the macroeconomic drivers of inflation in late 2022, including Russia’s war in Ukraine and uncertainties around energy supply, supply-chain resets, and lingering COVID-19 disruptions, before examining the persistent energy underinvestment of the past decade and how this has left markets exposed to varying degrees. As such, this paper also considers how private capital can accelerate cleaner energy adoption, suited to different markets’ unique conditions and needs. Borrowing costs will rise, but this doesn’t have to bring the transition to a standstill. With the Great Moderation of low volatility, interest rates, and inflation perhaps a relic of the past, assets offering inflation protection, such as infrastructure, may become increasingly attractive to investors. There is a fear that global inflation will sharply curtail energy investment into emerging markets. The fear is justified. Higher interest rates in developed markets mean higher rates of return which will lure emerging markets investors back to the US and Europe. Still, it’s not all bad news for emerging markets. Quasi-state actors like Pension and Sovereign Welfare funds are interested in very long term, high-yield projects—two criteria to which emerging market energy infrastructure correspond. Disruptions to interest rates and inflation, triggered in part by energy underinvestment, will cause disparate impacts in different markets. Inflation is not, perhaps, everywhere and always a monetary phenomenon. Energy investment faltered from 2014 to 2020, despite low interest rates. Meanwhile, aggregate supply shocks—first due to COVID, then from Putin’s invasion of Ukraine—have pressured energy production and prices, raising inflation and necessitating interest rate hikes. The consequences of persistent energy underinvestment are now becoming apparent. The need for new energy infrastructure cannot be met without private investment. This was the case when inflation was lower; it is even more important now.

Abstract:: The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

58. Environmental Inequality in Industrial Brownfields: Evidence from French Municipalities

Abstract:: Recent research on environmental inequality has extended its focus from ongoing pollution to legacy pollution by examining the geography of industrial brownfields, defined as nonproductive, contaminated land. This article is the first extensive brownfield analysis for a European country from an environmental inequality perspective, exploiting the political momentum in France where brownfield restoration has become a national priority. In doing so, we combine data on over 7,200 industrial brownfields from the 2022 geodatabase ‘Cartofriches’ with socio-economic variables at the municipality level. We demonstrate communities with higher percentages of foreign-born and unemployed persons are disproportionately more likely to be located near brownfields. The social gradient increases significantly in communities that host many brownfields, the so-called hotspots. There is an inverted U-shaped relationship with income, with a positive correlation until the 75th percentile (C23,700 annually). These findings are robust to different controls, including across urban and rural areas, though with regional differences. Further, we also account for the location of noxious industrial facilities sourced from the E-PRTR database to show the existence of cumulative impacts of environmental risks. Our analysis provides crucial entry points for restorative environmental justice considerations and has important implications for Europe’s just transition and cohesion policies.

Abstract:: Climate change is wrecking havoc on the global food supply chain, drawing attention to the benefits of sustainable practices for preserving the food system. As a result, consumers are starting to shift their purchasing behaviors, opting for more sustainable food options that might have a smaller carbon footprint or use fewer resources. To help inform their purchasing decisions, consumers are demanding more information on how and where their food is produced, but they are largely unable to find a labeling system with clear and comprehensive standards; existing "green" and "eco" labels are often private certification schemes that focus on only one aspect of sustainability. A "sustainable food seal" is a potential solution. A label that would standardize a food product’s eco-score to reduce consumer confusion, sustainable food seals take an inclusive approach to food labeling that use comparable metrics that involve all parts of the food value chain—from farm to fork—and offer the opportunity to validate practices and empower stakeholders to support a more sustainable food supply chain. Based on a November 2022 roundtable, the first in a series of regular convenings, the white paper “Bridging the Gap: A ‘Sustainable Food Seal’ Needed to Improve Transparency between Farmers and Consumers about Sustainable Food Production” explores current food labeling practices, identifies challenges to label standardization and voluntary adoption, and proposes potential actions and strategies to provide insight into the role a “sustainable food seal” can play in enhancing sustainability through food.

Abstract:: This report outlines how cities and the private sector can collaborate on and magnify sustainability efforts that enable broad systemic change. Sustainability efforts require not only public policy interventions and resources but also the initiative and innovation of the private sector. These are systematized through the UN Sustainable Development Goals (SDGs) for governments, including at the city level, and through environmental, social, and governance (ESG) principles for companies. Bringing these two approaches into alignment is a crucial step for fostering multi-sectoral sustainability effort, but this alignment is largely unrealized. Among the local-government sustainability documents examined for this report, mentions of corporate activity are minimal and often superficial, primarily addressing the participation of companies in multi-stakeholder discussions about policy issues. In turn, ESG reports center on the decisions and actions of corporations, with public governance referenced largely in the context of regulatory limitations and policy objectives that affect business operations. Local governments and companies are undertaking sustainability efforts in their own ways. Merging the two through shared focus and strategy can magnify sustainability efforts in ways that enable the broad systemic change needed to avert climate crisis and societal disruption. This report outlines how a more collaborative approach can proceed, first by providing an overview of policy and corporate sustainability efforts and second by detailing examples of both. The report concludes with a discussion about how sustainability narratives can be harmonized between the two sectors.

Abstract:: Regenerative agriculture can help our food and agricultural systems become more resilient. Farmers and ranchers are facing escalating challenges from climate change as they confront the consistent need to maintain high levels of productivity. Modern farming practices have enabled farmers to increase per acre production substantially over the last several decades, but these practices can also contribute to the depletion of the quantity and quality of natural resources (such as soil and water). There is a potential solution: regenerative agriculture. Regenerative agriculture is an emerging approach to farming that aims to increase farm resiliency by improving soil health, restoring natural resources, and increasing biodiversity through integrated farming practices. It can play a key role in helping farmers develop more resilient production systems and mitigate the challenges they face, all while contributing to the goals of companies supporting these practices, including goals of achieving carbon neutrality and sustainable supply chains. Regenerative agriculture does, however, face barriers that impede its adoption, namely financial concerns, access to necessary materials, equipment, and infrastructure, knowledge and education, time, and land tenure. Through public and private programs aimed at supporting farmers' adoption of regenerative agricultural practices, it is possible to reduce barriers to implementation and build farmer capacities, ultimately championing a regenerative future for agriculture.

62. U.S. Diplomacy Can Prevent Canadian Transboundary Mining Pollution on the Northern Border

Abstract:: The Biden administration’s America the Beautiful initiative1 has recently bolstered conservation and economic activity in southeast Alaska.2 Yet only a few miles away, Canada is allowing dangerous gold mines in British Columbia to put Alaskans, Alaska Native communities, and the ecosystems they rely on at risk. The United States must exercise its rights under the 1909 Boundary Waters Treaty3 to address these mining and diplomatic malpractices. The United States’ ability to clean up mining activity at home and abroad will soon be put to the test as the world moves to secure new supplies of the critical minerals needed to build a clean energy economy. New mining developments are moving forward in the transboundary region of British Columbia along the Alaskan border without the consent of Tribes and Alaskan communities downstream. Despite U.S. complaints under the Boundary Waters Treaty, both the Canadian federal government and the provincial government of British Columbia are pushing ahead. Much of this new mining activity is focused within the watersheds of the Taku, Stikine, and Unuk-Nass rivers. These rivers flow from Canada’s boreal forest into Alaska’s Tongass National Forest, the site of one of President Joe Biden’s largest 4 conservation achievements5 and a bastion of ecosystem resilience for the state’s salmon fisheries.6 The dams used to capture and retain the toxic mine tailings—or waste—associated with gold-copper mining are prone to leakage and collapse, putting southeast Alaska communities, Tribes, and ecosystems at serious risk. Provincial mining activity in this region is recklessly underregulated, and efforts to introduce safeguards have faced diplomatic stonewalling from both the Canadian government and the provincial government of British Columbia. Low British Columbian bonding requirements, lax environmental protections, and no requirement to consult with the United States on new projects have attracted large gold mining operations to the region without consent or sufficient protections for downstream communities in Alaska. The International Joint Commission (IJC), a forum created to help the United States and Canada work out cross-border waterway issues and governed by the Boundary Waters Treaty,7 has been receiving increased attention as communities and Tribes call on both governments to find protective resolutions.8 The Biden administration should exercise its authority under the Boundary Waters Treaty—which Canada may already be violating by allowing British Columbian pollution to enter U.S. waters—to engage the government of Canada on these important transboundary environmental concerns: The United States should press Canada to join IJC proceedings to work out the mining pollution issues along the British Columbia-Alaska border. Through this process, the IJC should consider setting up watershed boards co-led by local Indigenous and non-Indigenous communities. Similarly, the IJC should follow Indigenous nations’ recommendation to pause all mine permitting in the transboundary British Columbia region until watershed protections are implemented. Both Canada and the United States should also strengthen bonding requirements for mine liabilities so communities are not left holding the bag for tailings dam breaches.

63. It’s not a Sprint, it’s a Marathon: Reviewing Governmental R&D Support for Environmental Innovation

Abstract:: In a race against excessive global warming, the world must accelerate the development and adoption of environmental innovations (EIs). EIs are crucial in decarbonizing the economy and meeting the net-zero targets. In this literature review, we delve into the role of governments in promoting EIs across stages of maturity and the likeliness of such support to reduce emissions and mitigation costs. Various theoretical justifications, such as knowledge externalities, dynamic increasing returns, path dependency and incomplete information, highlight the necessity to promote EI through governmental Research and Development (R&D) support. While emission pricing remains the most cost-efficient climate policy, it fails as a stand-alone instrument to sufficiently encourage EI. Accordingly, the optimal approach is a policy mix complementing emission pricing with governmental R&D support. The theoretical finding is backed by empirical studies on the development and deployment of renewable energies, which also show that investment in R&D can effectively reduce emissions and mitigation costs. By combining theoretical and empirical research, the review concludes by examining two pivotal policy actions aimed at accelerating the take-off of EIs: The US Inflation Reduction Act and the European Green New Deal Industrial Plan. We evaluate their specific aspects and limitations to effectively and efficiently contribute to decarbonization.

64. Time to say goodbye? The impact of environmental regulation on foreign divestment

Abstract:: We look at divestments by foreign firms – a topic that has received comparatively little attention in the literature – and investigate how changes in the regulatory environment in the host country may impact on such divestment decisions. We use the implementation of China’s Two Control Zone (TCZ) policy as a “quasi-natural experiment”, using detailed firm level combined with city level data for the empirical analysis. Our results show that the implementation of TCZ policy has led to higher probabilities of divestments by foreign firms in targeted TCZ cities and industries. The mechanism behind this seems to be a TCZ-induced increase in discharge fees and efforts to reduce SO2 emissions. Allowing for heterogeneity of effects, we find that the effect is particularly strong for firms from source countries with less stringent environmental regulation, and those using less advanced technology. We furthermore show that firms using intermediates from polluting industries also experience a higher probability of divestment.

65. The Challenges of Climate Financing in Conflict Contexts

Abstract:: The “Challenges of climate finance in conflict contexts” is a paper by Sagal Abshir, senior advisor to the Environmental Peacemaking Project in Somalia, supported by the Norwegian Ministry of Foreign Affairs. Amidst a general global underfunding of climate action, fragile and conflict-affected states struggle to secure climate financing. This is the case even for countries where climate change exacerbates the impact of chronic war and poverty. Although the funding gap is known, climate finance flows are scarce and scattered to fragile and conflict-affected to adapt and mitigate lag behind what has been promised and what is needed. In the cases of Somalia and Yemen, which are highly vulnerable to climate impacts, it averaged only USD 2 per capita. More generally, the total annual global flows of climate-related finance averaged a little over USD 600B in 2019-2020 – only a third of the IPCC’s estimate of funding required to reach our climate targets – from which only 10 per cent is directed to climate adaptation. The challenges in preparing communities and governments in fragile and conflict-affected states for climate impacts call for a new imagination, new mechanisms, and mobilizing political commitment to ensure climate financing flows help people in these countries respond to climate risks. Other solutions are on the horizon: well-designed climate action can serve as an opportunity to consolidate peace. Lessons learned from pilot climate responses in war-torn countries demonstrated that climate adaptation could contribute to conflict prevention and resolution efforts, such as in the case of Sudan and Nepal. In this paper, Sagal Abshir explores the status of climate finance for the extremely fragile and climate-vulnerable countries of Somalia and Yemen. The author reviews the global climate financing landscape and some challenges of deploying climate financing resources in these contexts. Using Somalia and Yemen as case studies, the paper will take a closer look at how these two countries have fared; and conclude with some reflections and recommendations.

Abstract:: For a long time, international legal scholars and practitioners tended to see the League of Nations solely as a historical failure. In leading textbooks and inside the classroom, it was not uncommon to read and hear depictions of the interwar international institutions as a mere prelude to the post-1945 international order. The League, in comparison to the United Nations, was dismissed as a moment of not yet. In the last decade or so, however, more nuanced waves of scholarship across disciplines have unearthed the inner lives of international ordering, exploring the immense efforts and disappointments that surrounded the work of the League and other interwar institutions. In his recent monograph, Omer Aloni joins this renaissance of historical scholarship, adding a distinctively socio-legal perspective grounded in rich archival research to a conversation in which lawyers have been relative latecomers. In this sense, The League of Nations and the Protection of the Environment (Cambridge University Press, 2021) provides an exploration the ways in which the relations between “nature, environment, and humankind” were legally regulated at the international plane in the interwar period—and beyond. Aloni’s monograph offers a textured account not only of the origins of modern international environmental law, but also of the deep roots of our contemporary ecological crises. In it, we find that many of the issues that contemporary commentators decry as novel have, in fact, long histories. For instance, Aloni details that the quest for environmental protection and conservation has long been tangled with difficult questions related to scientific expertise, civil society participation, colonial and imperial hegemony, industrial lobbies and economic interests, and the relationship between public and private interests. By exploring several cases studies (which, as Aloni notes, “cover almost every part of the Earth—from the depth of the oceans to wooden landscapes”), the monograph provides us with a thick account of the interaction between the League, legal vocabularies, and environmental agendas. In our conversation, we explore what Dr. Aloni’s book can reveal about the challenges that international organizations face in their quest to enact environmental regulation as the planetary situation becomes increasingly dire.

The Union has promoted concrete measures to increase green spaces in cities, but there is more the EU can do, both as a facilitator and coordinator of urban adaptation, including: Mainstream green urban planning across the EU. Launch an EU-wide assessment of environmental equality in urban settings. Link EU funds to environmental equality. Make private adaptation financing transparent. Make urban climate adaptation a strategic foresight priority. Bring the green urban agenda forward on a global scale. The record-breaking summers of tomorrow require more ambitious urban solutions. While Europe’s cities are still relatively cool today, a long adaptation path is necessary to make them liveable and resilient for the future.

Abstract:: Since the pandemic hit Morocco in March 2020, the country has been facing crises on multiple fronts, including the public health crisis, the economic crisis, inflation, and the historic drought. Internationally, Morocco made several diplomatic gains in the wake of the United States’ recognition of Moroccan sovereignty over Western Sahara. In an historic reversal of its previous stance, Spain declared that the Moroccan autonomy plan is “the most serious, realistic and credible” solution to the crisis. Multiple other countries opened consulates in Western Sahara.1 2 Moroccans express a great deal of awareness towards these crises, and many recognize the impacts on their daily lives. Nonetheless, not all Moroccans view the current situation in the country through a similar lens. As opposed to the 2018 fifth wave of Arab Barometer surveys where Moroccans were often divided in their views by age, it appears that the effect of these recent events has been to divide Moroccans by socio-economic status to a greater extent. Often, wealthier and more educated Moroccans have a different outlook on the country than those whose income cannot cover their expenses and those with only a high school education or less. The former have a better outlook on Morocco. They express more economic safety and are less likely to be critical of the current situation in their country. The latter are a bit more skeptical, instead expressing more economic frustration and are more willing to criticize many aspects of life in the North African kingdom.

Abstract:: Since 1962, Kuwait has been a relatively open country in terms of freedom of expression and political participation. Although political life in general has faced many challenges and interruptions, political culture is still present and influential. Notably, the Arab Barometer survey ended in June 2022, during a continuing political crisis in the Parliament, in deadlock with the government. The crisis manifested itself in the way several members of the Parliament boycotted the sessions, which led to a political deadlock of sorts. Since the latest elections held before the survey in 2020, the political crisis did witness a considerable escalation. This led, among other things, to a stagnated political process. Surprisingly, the Emir and Crown Prince gave an important speech on 22 June 2022, in which they both expressed their intention to call for early elections, and as such announced the dissolution of the Parliament. This procedure is not new since the Parliament was disbanded ten times out of 18 elections in the past. These reforms led to a general state of optimism in society, which positively impacted the election campaigns. The campaigns became less polarizing and less aggressive against the government. The Parliament was disbanded, and elections were held on 19 September 2022. Results brought new indicators that are worthy of highlighting, but which are outside the scope of the survey. It is likely that if the survey was delayed until after June, the results would have been different from the results that came in before the governmental reforms. It might be useful to conduct a second follow-up survey as soon as possible, even if it will be conducted through phone interviews, and be limited to certain questions only. In any case, the survey results are consistent with earlier surveys. There is a clear sense of dissatisfaction with the government, especially in relation to some specific policies, like public education policies and anti-corruption measures. It is notable also that the government’s policies towards Covid-19 were evaluated positively. Moreover, certain cultural elements and concerns, especially in relation to gender, have showed some important changes worthy of more studies. The same applies to the economic situation. In spite of the generally negative economic circumstances, the overall trend towards the economy shows noticeable optimism. The survey also focused on questions related to the workforce and employment, being largely concentrated in the public sector, with less employed in the private sector. The survey shows the intensive use of social media platforms in the country.

73. Palestine Country Report 2021-2022

Abstract:: These are the results of the 7th wave of the Arab Barometer in Palestine. Data collection was conducted during the period of 14 and 23 October 2021 in the West Bank (including East Jerusalem) and the Gaza Strip. All interviews were conducted face to face among a representative sample of the adult population, 18 years and above. The poll covers a variety of issues such as economic conditions, democracy and governance, satisfaction with government and other public institutions, emigration, religious practices, gender, education, media, coronavirus, and international and regional matters. Findings show that the economic situation and the coronavirus are the top two concerns of the public. When asked about the most important challenges facing Palestine today, the largest percentage selected “the economic situation, such as poverty, unemployment and inflation,” followed by the spread of the coronavirus, financial and administrative corruption, and internal instability and security. It is worth noting that respondents in most of the Arab countries covered by AB 7 selected the economic situation and the coronavirus crisis as the two most important challenges facing their countries. When asked to evaluate the current economic situation in Palestine, the vast majority said it is bad or very bad. When asked to speculate about how the economic situation will be in the next few years, less than a third said it will be much better or somewhat better.

74. How an international agreement on methane emissions can pave the way for enhanced global cooperation on climate change

Abstract:: Under the 2022 Inflation Reduction Act, the United States has for the first time implemented a methane emissions fee as a backstop to new methane regulations in the oil and gas sectors. The European Union is also implementing methane regulations on fossil energy. Methane is a short-lived but potent greenhouse gas, and reducing it is imperative for limiting global temperature rise to the 1.5°C target. Among the primary sources of methane emissions (including agriculture, fossil fuels, and waste), the oil and gas sectors have the greatest low-cost abatement potential. Clausing and colleagues recommend that the United States and the European Union coordinate their methane reduction policies and eventually impose border adjustments on imports from countries that fail to raise their standards. The aim would be to encourage oil and gas exporters to adopt comparable regulations or, if they fail to do so, pay a border adjustment fee on exports to the two jurisdictions. A US-EU methane border adjustment policy in oil and gas would reduce methane emissions by an estimated 15 to 45 percent worldwide, while having an indiscernible effect on key energy prices US and EU households face. With time, most major energy importers would ideally join the coalition of countries cooperating on both stringent domestic regulations on oil and gas production and border adjustments on any dirty, nonregulating exporters. Such an international agreement would help defuse frictions caused by differing climate policies and increase incentives for ambitious climate policy action worldwide.

Abstract:: The European Union managed to overcome Russian energy blackmail in 2022 and used the political motivation from this national security crisis to accelerate its decarbonization process. The planned dramatic increase in the scope of carbon pricing in the European Union can herald the total decarbonization of sectors covered in the EU Emissions Trading System and expand into important new ones. The interplay between the EU carbon border adjustment mechanism (CBAM) and the US Inflation Reduction Act may cause transatlantic trade friction. But these two approaches could also offer a path to greater cooperation. Kirkegaard outlines proposals for how both the European Union and the United States can implement additional policies to secure their comprehensive decarbonization.

76. Technological and policy pathways to accelerate US industrial decarbonization

Abstract:: Industrial decarbonization in the United States will be an important element in lowering global emissions. US industry released 1.4 gigatons of carbon in 2021, about 28 percent of all US emissions. Lowering these greenhouse gas contributions and modeling effective strategies to achieve reductions will go a long way toward not only lowering the US carbon footprint, but also leading global decarbonization efforts. To accelerate US industrial decarbonization, policymakers should start with the lowest hanging fruit, such as electrification or cleaning hydrogen for existing use cases, and then expand to more difficult areas. Greening the electricity sector would sharply curtail emissions from electricity-intensive industries, while switching to clean hydrogen in refineries will likely accelerate hydrogen’s relevance for other promising but unproven use cases, such as in steelmaking. By targeting “easier” challenges, policymakers can achieve decarbonization gains as quickly as possible. The most effective paths to accelerate industrial decarbonization will require permitting reform and pursuing a comprehensive understanding of clean energy deployment, including in transmission. While the United States has enhanced fiscal support for clean energy development, policymakers across the country at all levels of government should reduce permitting review times and ensure that projects are not stuck in regulatory limbo indefinitely. The United States should also research methods of decarbonization, including nuclear energy development, and wires-vs-pipeline transportation costs for green hydrogen. To limit the consequences of climate change, the United States must urgently advance a suite of efforts to guarantee the domestic and international industrial emissions reductions the world needs.

77. Sustainability in the South African Wine Industry: Status, Opportunities and Challenges

Abstract:: South Africa has been a pioneer in developing a variety of sustainability programmes and initiatives from farm to bottle, placing it at the forefront of sustainability in the global wine industry. In addition to global sustainability standards, such as Fairtrade and organics, and standards applied by retailers in the Global North, domestic sustainability initiatives and regulations have also been developed since the late 1990s. The existence of sustainability initiatives however does not automatically entail that they are easing the local environmental impacts of viticulture and winemaking, that working conditions are necessarily improving, or that there has been more inclusive participation and ownership by historically disadvantaged persons (HDPs). In this working paper, we unpack whether, how and to what extent different demands and initiatives on sustainability are reshaping the functioning of the wine industry in South Africa and with what benefits for whom. We examine the various sustainability programmes and initiatives in South African wine and assess the implications for costs, investments and profitability of actors in the value chain. Furthermore, to provide a sense of how South Africa fares in the international arena, we also undertake a comparison with sustainability initiatives in the Italian wine industry. We frame sustainability initiatives in broad terms, covering environmental, social and economic sustainability. The growing effects of climate change globally demand that grape growers adapt from an environmental perspective. The pressure for social sustainability emanates from the highly skewed patterns of ownership by HDPs, legacies of racialised inequalities, and a tainted history of poor worker conditions on farms and cellars. We also cover economic sustainability, as it both affects and is affected by environmental and social sustainability initiatives and is critical for the future of commercial production. The research results presented here are part of a larger project funded by the Danish Independent Research Fund Denmark (Project #0133-00046B) on ‘Power and inequality in global production systems’ (PIPS) that also covers industrial fisheries in South Africa and the salmon and wine industries in Chile (with Stefano Ponte as the PI). This paper is focused on presenting the main empirical findings of this part of the project and is targeted at a broad audience. It is built on feedback we received on an earlier version that was discussed with South African industry actors at a webinar on 28 June 2023. More analytical and theoretical publications will follow in selected academic journals.

78. Good Practices in the Provision of Global Public Goods: How multilateral development banks build on global public goods in their operations

Abstract:: In our flagship report, ‘Multilateral Development Banks for Global Public Goods’, commissioned by Deutsche Gesellschaft für Internationale Zusammenarbeit on behalf of the German Federal Ministry for Economic Cooperation and Development, Oxford Economics highlighted the positive role that the use of GPGs can play in preventing and addressing crises that cross national boundaries. As part of that work, we wanted to identify and share promising practices and good examples of how the provision of GPGs can be supported through international funding—and in particular through MDBs. We gathered a longlist of 99 examples of MDBs supporting GPG provision based on comprehensive desk research and interviews with over 30 key actors in the realm of project development. From this, we selected 20 case studies to carry out “deep dive” research to showcase good practices of provision of GPGs by MDBs based on whether the intervention: benefitted not only people inside the country of implementation but also beyond the country’s borders; supported the implementation of framework conditions that change the incentive structure for the provision of GPGs; could be replicated in other countries; and rated a good practice in reports or named a good practice by interview partners from MDBs. As a result, we gathered examples of GPG projects supported by MDBs and multilateral institutions at the country level that might not have been intended to only support GPG provision—such as those GPG projects mostly financed via Trust Funds and FIFs—but which also produced high GPG effects by maximising the synergies between national and global benefits. The case studies are designed to inform stakeholders from MDBs and receiving countries involved in the programming and project designing of development cooperation alike. The case studies showcase promising and highly replicable ways of supporting the provision of GPGs in the MDBs’ country engagement—considering both national and cross-country benefits of an intervention. Furthermore, valuable lessons can be learned on the institutional set-up, financing, quantification etc. concerning the support of GPGs by MDBs. They include examples of projects in sub-Saharan Africa, East Asia & Pacific, Latin America and the Caribbean, and South Asia, and which covered issues such as climate and the environment, global public health, peace and security, financial resilience, and a fair international trading system. In a synthesis report, we set out 12 recommendations to organisations implementing GPGs to ensure they maximise the benefits on the ground, based on our findings from the analysis of the case studies. These range from using cost-benefit analysis and focusing on projects with high cross-country benefits to helping coordination of in-country provision and encouraging regional learning.

Abstract:: How do severe recessions, such as those brought about by the Global Financial Crisis or the COVID-19 pandemic, affect the composition of energy generation between green and dirty sources? Does creative destruction during recessions result in a sustained greening of the energy mix? The empirical analysis presented in this paper highlights that recessions and crises result in permanent, albeit small, increases in energy efficiency and in the share of renewables in total electricity. These effects are larger, however, when complemented with strong environmental policies – both market-based measures such as taxes on pollutants, trading schemes and feed-in-tariffs, and non-market measures such as emission and fuel standards and R&D investment and subsidies – that incentivise and hasten the transition towards renewable sources of energy.

Abstract:: Climate change has emerged as the imminent threat to national security in many regions of the world. Nowhere is this reality more acute than in West and Central Africa where surging population growth, rising urbanisation, persistent environmental degradation, emergence of violent extremist organisations and weak state capacity have created a perfect storm of insecurity. It is against this backdrop that this article examines the nexus and dynamics of climate change and natural resource conflicts in ECOWAS and ECCAS regions, with a view to highlighting its security implications. This study notes that climate change contributes to increased conflict, but along indirect pathways. Across the two regions, climate change is experienced through rising temperatures, droughts and destructive floods, which greatly undermine people’s well-being and compound the fragility of states. This calls for the capacitation of state security forces through orientation and training that foster good understanding of the complex relationship between climate change, peace and security. The study concludes by offering strategic recommendations and policy directions to effectively tackle the climate change and natural resource conflict challenges in the contiguous regions.

82. Infrastructure Challenges in the Alaskan Arctic

Abstract:: Infrastructure in northern Alaska requires special attention. Challenging weather conditions— including cold temperatures, remote conditions, limited transportation and logistical support, and inadequate technical capacity—result in higher costs and less reliability. These challenges are exacerbated by climate change. Permafrost thaw undermines the stability of foundations, causing building subsidence. Portions of roads are sinking, pipelines are being damaged, and utility poles are toppling over. In addition, climate change is accelerating the disappearance of sea ice, resulting in storm-caused tidal surges that erode and flood the land, causing buildings to collapse and people to lose their homes. Before discussing the current and future challenges caused by climate change, it is useful to briefly discuss the patterns of development in northern Alaska. Most of the population lives in small villages either on the coast or along small rivers. The largest “cities”—Nome, Kotzebue, and Barrow (Utqiagvik)—have populations of around 3,000 people.1 Most of the villages are not connected by roads, and there is no interconnected electricity transmission, water, or sewerage system. Transportation between villages for both goods and people is by boat or plane—the latter can be quite expensive. Hence transporting materials and equipment for infrastructure assets can add significantly to the costs of the services that they provide. The absence of regional electric grids means that each village must rely on either mini-grids or self-generation, which are neither efficient nor cheap. The primary source of energy is diesel fuel. Except for larger coastal communities, diesel oil must be flown into villages, increasing fuel costs to more than double the cost of similar fuels in the lower 48 states. Providing adequate water and sanitation services is a major challenge due to the inability to bury pipes. There is a wide range of sanitation services. Some villages have relatively modern systems, while others are dependent on primitive systems which haul away sewage in buckets. The cost of installing adequate water and sanitation services in northwest Alaska can be several times higher than installing similar systems in the southern part of the state.

83. The Arctic Warning: Climate-Related Challenges for Community Health

Abstract:: Health is the integrative function of biologic/ecologic systems, civil structures, economic forces, and health care capacity. While interactions are complex, there is a simple (if poorly recognized in policy) biological reality: health is an ecological phenomenon. Health depends on a functioning biosphere. As the biosphere is altered by anthropogenic climate change, the fundamental sources of human health are at risk. Climate change is a healthcare emergency. While this is true globally, the Arctic is warming four times faster than the global average which puts Arctic populations who are already at special risk, at further risk. Climate-related changes are impacting Arctic citizens’ health now. Arctic populations’ health is already negatively impacted by several pre-existing features: Existence of multiple adverse determinants of health (social, economic, educational, infrastructural factors that directly impact individual and population health). Distance from definitive medical care. Provision of care in rural environments faces inherent barriers (roadless areas, wide variations in EMS capacity, distance from urban tertiary care medical and trauma centers) that impact populations. Medical staffing considerations and demands. In communities already medically underserved, the burdens of high expense, frequent staff turnover, extraordinary demands on local providers, lack of training opportunities, and insufficient pipeline-building educational experiences impact health systems and their patients. Imposed economic forces which have had direct impact on subsistence cultures, increasing stressors on already underserved communities causing cultural disruption and increasing risk of negative social determinants of health (including substance use and suicidality). Alaska Native populations have responded to climate-related changes with leadership. Driven by the intimate knowledge of the environment that subsistence living requires, Alaska state and local tribal organizations detected, studied, and documented the impacts of climate change more than 10 years ago -- and yet few policy-based solutions have been enacted.1,2

A survey of progress towards setting up a ‘results-based payments’ (rewards) scheme known as REDD+ explores international funding for forests, with evidence from Bolivia, Ghana and Indonesia. The need to tackle the drivers of deforestation is emphasised, including land use changes for crop cultivation and livestock. The roles of indigenous people and local communities in ensuring equitable and effective natural resource management and forest conservation are underlined in the survey.

Abstract:: In the current 'decade of action' for Sustainable Development Goals (SDGs) and climate action, the battleground for success or failure lies in lower-income countries. Equally evident now is that this battle is also won or lost at the doorsteps of development and climate finance and its insertion into the current international financial system. This DIIS Working Paper explores Green Social Sustainability and Sustainability-linked (GSSS) bonds in Africa. These have emerged as main private sector financing tools with recent explosive growth in European markets. Evaluating their current performance, as this study does, is crucial for policy debates and development interventions. It serves as a critical yardstick to gauge the effectiveness of private sector financing in general for advancing SDGs and climate action in developing country contexts. The progress of GSSS bonds in mobilising private sector finance in Africa allows a re-evaluation of which private sector instruments and approaches can thrive in developing country contexts, as their success in Europe does not guarantee success in emerging and low-income markets. Given that GSSS bonds are designated for specific green, social, and sustainable projects, the study's results underscore the need to shift the conversation beyond the novelty of these instruments toward a bottom-up approach that starts with pre-feasibility financing necessary for project pipelines. This approach allows the focus to be rightly put on pipelines of projects followed by deciding suitable public or private financing mechanisms.

Abstract:: In the world of sustainable development and climate action, considerable hope is placed on private-sector financing. The main private finance instruments are the green, social, sustainability, and sustainability-linked (GSSS) bonds. The proceeds of these bonds are intended for use in achieving social, environmental and climate objectives. These bonds have mandatory progress reporting, which appeals to sustainability- focused investors. However, research shows that, despite GSSS bonds’ high potential for green and sustainable projects, compared to other private financing mechanisms, this potential is yet to be realised in Africa.

Abstract:: Pollution is not a new marvel, yet it is still one of the world's most prominent human issues, with its driving reasons for sickness and demise. Human activities through urbanization, industrialization, and mining are major factors of worldwide Pollution. Both advanced and developing states share this impulse, even though cognizance and flexibility in advanced states primarily affect the security of their current situation. Although worldwide attention regarding Pollution, the effect is as yet felt because of its drawn-out adverse consequences. All kinds of pollution are discussed in this study. The majority of researchers emphasize the study of water pollution. The fundamental changes it makes to humans, animals, plants, soil, and the environment as a whole are what give it significance. The study discusses water pollution caused by dumping solid, carbon-based, and liquid materials into lakes and waterways that comprise toxic chemicals like lead, mercury, and metals. One of the most significant kinds of pollution from nuclear activity is harmful pollution, which occurs when materials flow into the water and become toxic and polluting substances. The majority of factories do not use pesticides and fertilizers to industrial drainage regulations, so the waste reaches the water. Additionally, home waste outflows contribute to water pollution. In addition, it focuses on the most significant causes of groundwater pollution and the stages of its usage and distillation, highlighting hygiene sources as the most significant sources of water pollution.

Abstract:: In this paper, we adopt Walter Carlsnaes’ tripartite approach in order to scrutinize the consistency of Türkiye’s climate policy with changing climate regimes. We explain the actor-structure duality in climate policy through the interaction of climate regimes and Türkiye's climate policy. The paper reveals the causality behind the policies implemented by Türkiye as a result of its core values and preferences, and explains their continuities. Finally, we address the potential of the European Green Deal to influence Türkiye's preferences, and therefore its climate policy.

94. Tritium Troubles: The Politics of Fukushima’s Treated Water Release in the Asia-Pacific and Beyond

Abstract:: Following approval from the International Atomic Energy Agency (IAEA), Japan has begun to release into the Pacific Ocean treated radioactive water from the Fukushima Daiichi nuclear power plant on 24 August. The power plant was the site of the nuclear disaster that occurred on 11 March 2011 as a consequence of the Tōhoku earthquake and tsunami. Water has been continuously pumped into the nuclear power plant to cool down the reactors’ fuel rods since the disaster. However, current treatment methods are unable to eliminate tritium, a radioactive isotope of hydrogen, resulting in the storage of tons of contaminated water in thousands of tanks on site. The current plans consequently entail the release of more than a million tons of tritium-contaminated water. The Japanese authorities, the IAEA and a majority of scientists concur that the concentration of tritium in the stored water falls within the safety limits.[1] Nevertheless, the release of water containing tritium from the site has encountered opposition from environmental activists and ordinary citizens within and outside Japan. It has also faced criticism from a minority of scientists who argue that the consequences of the release remain unpredictable. This cross-border measure has highlighted, and somehow even exacerbated, political tensions in the Asia-Pacific. Indeed, it has occurred within a regional political order that remains in flux, featuring rampant competition between the US and China, Japan’s own ongoing overhaul of national defence and a consequential tilt in the foreign policy of South Korea after the 2022 elections in favour of Washington and Tokyo. Furthermore, the media clamour surrounding the water release has also extended beyond the region, fuelling the public debate on nuclear energy in several Western countries, including Italy.

Abstract:: Climate change and environmental degradation are adding serious strain to Iraqi coping capacities and governance mechanisms in a county already struggling with elevated water scarcity, instability and demographic growth. Widely recognised as a country at high-risk from climate change, Iraq faces the urgent need to diversify its economy away from hydrocarbon resources, while developing mechanisms of cooperation and co-dependency with regional neighbours to provide sustenance and opportunities to its youthful population. Drawing on Iraq’s history as a trade hub and bread basket for the region, Iraq and its neighbours need to urgently work together to overcome divisions and plan for a better future if the challenge of climate change is to be transformed into an opportunity capable of promoting stability and integration in an increasingly fragile Middle East.

96. The Arctic within EU Strategies: A Renewed Centrality

Abstract:: In June 2023, the Arctic Council resumed its work after a year’s suspension in response to Russia’s invasion of Ukraine.[1] The Council is a pillar of the institutional architecture of the region; the main framework for cooperation between the Arctic states that also involves the North’s indigenous peoples in issues of environmental protection and sustainable development. In recent years, the overlap between climate and security crises has profoundly transformed the region, generating economic opportunities but also endangering local populations and amplifying international competition.[2] The European Union, which is increasingly interested in the issue of climate security (the multiplier effect of climate change and its, even indirect, impact on security risks spanning several dimensions – economic, human and political),[3] has long tried to devise an Arctic policy that takes into account such changes by tackling emerging challenges and grasping opportunities. To better address these issues, since 2013 the EU has been applying for full observer status to the Council; however, it has only been permitted to observe the organisation’s activities without a formalisation of its role. At the same time, however, to be able to play an active role in the region, the EU’s strategy must cover the full width of the Arctic institutional architecture, which encompasses a plurality of diplomatic, legal and institutional instruments that go beyond the framework of the Council.

97. The Role of Social Protection in Environmental Fiscal Reforms

Abstract:: Socio-ecological transitions need to address the pressing challenges of our time, namely climate change mitigation and social development – including poverty and inequality reduction – in a complementary manner. The importance of achieving resilient and sustainable societies has been made more evident by recent shocks such as the Covid-19 pandemic and the war in Ukraine. As a consequence, national and international development policies need to foster links between social and environmental goals and policies. One way to achieve such synergies is through environmental fiscal reforms, defined as the combination of carbon-pricing mechanisms and consequent revenue spending for environmental and socio-economic goals. Even though carbon pricing is just one of the instruments needed to achieve climate goals, it provides the complementary benefit of expanding revenues while incentivising a reduction in emissions though market signals. This paper discusses environmental fiscal reforms from the perspective of low- and middle-income countries and development cooperation, with a focus on how to improve the social outcomes of such reforms. While revenues can be recycled for different purposes – including compensating industries with high adaptation costs, further investments in environmental projects and research, and use for the general budget – the paper focusses on social spending. The revenue can be used to decrease poverty and inequality levels and to compensate the poorest for increases in prices by utilising social protection mechanisms. This is particularly important to garner broad societal support and to make environmental fiscal reforms and carbon pricing more socially acceptable and implementable at sufficient levels in more countries. The paper first presents the key features of different carbon-pricing policies and the revenues they can generate, especially for low- and middle-income countries that have limited fiscal space. It then shows how the revenue can be used to fund social protection mechanisms that can compensate the poorest and address distributional concerns. It underlines the gaps and limitations of current social protection programmes, especially in terms of low coverage of vulnerable populations. This also constrained the response to the war in Ukraine, as lower-income countries had to use price stabilisation mechanisms – which ultimately generated negative fiscal and environmental effects – to avoid inflicting greater burdens on the poor instead of providing targeted programmes. The paper also offers some design principles to best address distributional concerns, including sequencing and sectoral coverage. It then discusses the role that development cooperation can have in implementing environmental fiscal reforms in low- and middle-income countries. Overall, the paper suggests that environmental fiscal reforms can be used to achieve resilient societies and accelerate the fight against climate change, with the goal of building a more inclusive and sustainable future. Such reforms should become a priority of German development cooperation and a key lever for its strategic goals, instead of occupying a peripheral role, as it currently does. Most importantly, the analysis strongly underlines the case for environmental fiscal reforms rather than the current use of subsidies and price controls; this is true when considering both climate goals (as keeping prices low does not incentivise shifts in production and consumption) as well as social goals (e.g. cash transfers result in significantly greater levels of poverty and inequality reduction when compared to untargeted subsidies). Therefore, social protection investments are urgently needed, also in lower-income countries. The current energy crisis due to the war in Ukraine and the Covid-19 pandemic has made this clearer.

98. Chinese Firms and Adherence to Global Environmental, Social and Governance (ESG) Standards in Developing Countries: Is there Potential to Create Common Ground?

Abstract:: This paper focuses on analysing how Chinese firms operate in Latin America, Asia and Africa in regard to ESG (environmental, social and governance) standards and sustainability issues. How do they respond to the increasing global value chain requirement to incorporate and maintain ESG standards? Is their space for an alignment between Western development cooperation ESG policies, frameworks, strategies and practices and Chinese political and economic stakeholders in the developing world? The paper uses a variety of case studies covering Chinese firms (disaggregated into SOEs (state-owned enterprises) and large, medium and small private sector firms) operating in various sectors in countries across the developing world. It uses a three dimensional framework to analyse different types of Chinese firms in terms of value chain operations covering many of the ESG standards they are required to meet: 1. Supply chain relations (i.e. approach to supporting upgrading of local suppliers); 2. Internal firm processes (i.e. approach to local labour, training and upskilling); 3. Social licence to operate (i.e. approach to meaningfully engaging with local communities taking account of their social and economic needs).

Abstract:: To bring our economies on a path to climate neutrality, investments in carbon-intensive production processes have to stop. At the same time, we need to mobilise large amounts of capital for investments conducive to a just transition. Reforming the financial sector in a way that allows this redirection of capital flows to take place is crucial. As one element of a comprehensive sustainable finance strategy, taxonomies can potentially play a pivotal role in this regard. By providing common definitions for sustainable economic activities, these taxonomies aim to increase transparency on financial markets and help market participants to align their investment decisions with sustainability considerations. This policy brief presents policy recommendations concerning the implementation of sustainable finance taxonomies based on experiences with the South African Green Finance Taxonomy (GFT). It mainly builds on data collected in semi-structured expert interviews with different stakeholders of the GFT conducted in South Africa between February and April 2023 (Hilbrich et al., 2023). The implementation phase of the GFT has revealed multiple challenges, including a need for improved regulatory embedding and enhanced capacities on the part of potential users. This has led to a low uptake by market participants.

Abstract:: ESG, which stands for Environmental, Social, and Governance, has gained significant importance in recent years. Adoption of Paris Agreement and Sustainable Development Goals and efforts to recover from COVID-19 have contributed to this global trend. Businesses and regulators are now placing more emphasis on the sustainability of economic activities and transparent disclosure of ESG information. In light of this, our study focuses on examining global ESG policy trends and supply chain due diligence regulations. We also compare ESG scores of firms across major countries and analyze the impacts of ESG performances on employment and productivity. Based on our findings, we aim to provide recommendations and implications for the government and private sector to address ESG in practice.
