Abstract:
The power sector is one of the most important areas to cover in any emissions trading system (ETS), due to the scale and abatement potential of greenhouse gas (GHG) emissions in that sector. However, some critical challenges need to be overcome before an ETS can fulfil its emissions-reduction potential by driving fuel switching away from coal and toward renewables and low-carbon fuels. This is one of the most important topics for ETS development in Asia given the tight controls on power markets. The case of the Korean ETS (K-ETS) provides valuable insights for the pathway to an effective interaction between an ETS and the power market to support power sector decarbonization, based on recent developments and potential next steps. The Pathway to an Effective ETS and Power Market Interaction: The Case of the Korean ETS describes the details of recent developments in Korea's power market and the emission trading system to address insufficient emission reductions in the power sector, key future developments required, and learning points for ETSs in other Asian jurisdictions.

This report surveys China’s enormous energy transition to renewables. It begins by sketching the energy challenges China faces and its climate-change-related energy policies, in the context of the global geopolitics of the energy transformation. Next the report focuses on conventional energy sources (oil and natural gas), followed by electricity, and energy technologies. Although the report is intended primarily to survey developments to date, it concludes with some brief observations about the considerable energy challenges China faces in the years ahead.

Abstract:
As energy insecurity remains an imminent characteristic of energy security, it can simultaneously influence the securitization of non-energy referent objects in other sectors (Adamides and Odysseas 2015). This leads one to examine the geopolitical underpinnings behind the formation of the EMGF which by and large has affected the region as a whole. Egypt, the region’s star player has always played a fundamental role in harbouring relations based on energy and regional security and hence its relations with Greece, Cyprus, Israel, France, Italy and the EU needs examination in the wake of the establishment of the EMGF. The EMGF has been kept as the central pillar in understanding the international political economy behind the energy and regional security convergences by the above-mentioned member states. The objective behind undertaking this study has been to point out the inadequacies in establishing the EMGF which has inevitably shaped the geopolitics of the region.

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. A revamped policy would recognize the intimate alliance between the Houthis and Iran—which has never been a “marriage of convenience,” as some analysts have imagined—and seek to counter the group’s aggression with the goal of securing U.S. interests and providing a better future for the Yemeni people.

On Iran, Bahrainis (especially among the country’s Shia majority) mostly favor rapprochement, and oppose military action or cooperation with Israel against it. Popular acceptance of business ties with Israel is steady, at around 40% in this small yet strategic island nation that joined the Abraham Accords in late 2020. But other measures show strong anti-Israel sentiment, probably in part because the survey was taken during Ramadan, a time of heightened tension with the Palestinians.

Abstract:
To achieve a climate-neutral European Union (EU) by 2050 in line with the Paris Agreement, the EU needs to more ambitiously reduce greenhouse gas (GHG) emissions in the coming decade and update its climate and energy policy framework. The recently adopted European Climate Law sets a new EU target for 2030 of reducing GHG emissions by at least 55 percent compared to 1990 levels. To deliver this, the European Commission has proposed a “Fit for 55” package containing, among other initiatives, legislative proposals for a revision of the EU Emissions Trading System (EU ETS) with a more stringent emissions cap and a Carbon Border Adjustment Mechanism (CBAM). The CBAM will put a carbon price on imports of a targeted selection of goods with the aim of 1). ensuring that ambitious climate action in the EU does not lead to carbon leakage, and 2). encouraging partner countries to implement similar carbon-pricing policies. This policy, even at its proposal stage, has created a significant impact worldwide in supporting the uptake of carbon-pricing policies and in encouraging consideration of similar carbon border adjustment policies. The Russian invasion of Ukraine has put the issue of energy supply at the top of the EU’s security agenda, leading to a drastic policy shift in energy relations with Moscow. Similarly to other European states, countries in the Baltic Sea Region (BSR) are struggling to phase out Russian fossil fuels and accelerate the transition to a low-carbon economy amid skyrocketing energy prices. Although there are no quick fixes, the challenge of the dual energy and climate crisis in a tense geopolitical context has triggered different policy responses across the region, with national policies increasingly pointing to the nuclear energy sector.
