Considering the growing relevance of the Multilateral Development Banks (MDBs) in the task of financing the global energy transition process, it is important to understand the efforts of these institutions to establish projects aimed at reducing carbon emissions in the most diverse sectors of the economy, and especially in the energy sector. This document looks specifically at the role that the New Development Bank (NDB) plays in this process, presenting an overview of its loan portfolio and targets in terms of contributions to the energy transition process. The NDB, also known as the BRICS Bank, stands out in its institutional strategies in the area of Clean Energy, one of its operational objectives, setting a target for the year 2026 of directing 40% of all its financing to projects aimed at climate change, including operations that contribute to the energy transition (NDB, 2022a, p. 28).

Abstract:
The 21st century could become an Asian and African century, which will result in a radical global transformation of the world. Thus, the past decade has witnessed a large Asian presence in Africa, especially, China, India, Japan, and South Korea. Not surprisingly that the rise of Asia in global politics has worried the traditional Western powers. Analyzing contemporary Asian approaches to Africa should be performed through their historical contexts, in particular the history of competition and rivalry between Asian rising powers. It is no secret that this point has not been adequately addres-sed in previous studies on African-Asian relations (Iwata 2019). This state of rivalry is reflected in the African policies of major Asian countries. For example, the Sino-Indian conflict and the Sino-Japanese conflict, in addition to the Taiwan issue, have definitely affected these countries’ interactions with Africa. In contrast to European policies towards Africa after the founding of the European Union, there is no consensus framework for Asian international relations. The experience of struggle against colonialism and engagement in the Non-Aligned Movement represented the most prominent components of the mutual relations between Asia and Africa, especially since the Ban-dung Conference in 1955 (Adem 2017). When the Cold War ended, Asian countries began to achieve high and rapid rates of economic development. Hence, the Asian countries that previously received development aid have become among the most important international donors. This means that the concept of “donor powers” has undergone a major change that it is not limited to Western industrialized countries (including Japan). Perhaps all of this requires studying and analyzing Asian-African relations.

Abstract:
For official bilateral development agencies, the realities of providing effective development cooperation are increasingly complex, as competing demands and changing international and domestic contexts are raising fundamental questions around what it means to be an effective agency. This paper explores the concept of agency effectiveness to demonstrate why agencies – and their leadership – should consider how their structures and processes interact with the changing landscape as part of their efforts to remain relevant and resilient. To do so, we consider how the current challenges facing agencies – including the need to respond to climate change, global instability, and changing domestic political environments – affect why agencies act, what they do, and how they do it. We then explore dominant understandings of agency effectiveness, which provide a lens for thinking about what it may mean for agencies to be effective in the years ahead. Overall, we suggest that the challenges facing development agencies in the changing landscape raise key issues for agencies to consider, particularly around what they prioritise, how they are structured, and the capabilities or ways of working needed to respond to complex demands. While there is unlikely to be a single approach for agencies looking to adapt to changing contexts, considering the implications of new – and future – pressures for the work of development agencies will be a necessary first step towards supporting their resilience and relevance in the years ahead.

4. The Future of Official Development Assistance: Incremental Improvements or Radical Reform?

Abstract:
Over the last decade, donor country governments have faced new and additional demands for financing international challenges, including providing global public goods (GPGs) and addressing historically high numbers of refugees and humanitarian crises. They have partly done so by re-allocating their official development assistance (ODA) away from its original aim: to support poverty reduction and growth in developing countries. This has led to questions about the integrity and credibility of ODA. These questions are only likely to grow more pertinent in the coming decade because the pressures on ODA—and on public finances more broadly—are here to stay. ODA budgets are being cut in a number of traditional donor countries and what remains is increasingly being deployed to meet emerging needs beyond traditional development and to reflect a more national security perspective on development cooperation. The time is right, therefore, to ask whether the concept and accounting for ODA need to be modified to ensure that the needy and vulnerable it was designed to serve continue to be protected in the face of fiscal constraints and changing geopolitical circumstances. This report, a compendium on the future of ODA, aims to provide fresh thinking and inspire the action needed for ODA to remain relevant and effective. It brings together reflections and proposals from leading experts and practitioners, including the under-secretary-general and executive director of UNOPS to a former DAC chair, to inform policymakers. In this executive summary, we will introduce the key arguments from the compendium contributors. The contributions are organised into four key areas of discussion that reflect the main themes raised in this compendium: the rationale for ODA reform, the political and institutional realities shaping reform, using ODA for climate and leveraging private finance, and forward-looking proposals for reimagining ODA’s role and purpose.

5. Planned Relocation of Climate-Vulnerable Communities: Preparing Multilateral Development Banks

Abstract:
Planned relocation of highly climate-vulnerable communities is becoming increasingly necessary as climate shocks become more frequent and intense. It is also becoming more feasible as modelling of future scenarios improves and adaptation limits become clearer. Despite this, many governments are underprepared for planning and implementing planned relocation projects. In the absence of an intergovernmentally agreed framework or set of principles on planned relocation, development finance, and specifically climate finance, is not well positioned to respond to this emerging demand from countries. This is heightened by a widespread absence of coherent domestic policies, and by institutional gaps in international assistance. Multilateral development banks, in particular, could be well-placed to fill this gap. They have extensive experience in undertaking relocation projects, including in contexts of climate adaptation. Multilateral development banks will increasingly field borrower country demand for both technical and financial assistance. They are, however, not yet prepared to meet this demand, nor are countries adequately equipped to make applications for support. This paper outlines emerging public policy regarding planned relocation, draws from existing standards on development-forced displacement and resettlement, and explores entry points for development financiers in providing technical assistance and finance. The paper proposes recommendations to multilateral development banks and the global climate funds on engaging in this emerging area.

Abstract:
On 28-29 January 2024, the Italian Senate hosted the Italy-Africa Summit, bringing together 21 heads of state and government from African countries, along with other representatives of African, European and global organisations. The African representatives were gathered by the announcement that Prime Minister Giorgia Meloni would publicly present the Mattei Plan, a project with which the Italian government wants to redesign relations with the continent based on “equal-to-equal” collaboration. A year later, it is possible to take a first stock of announcements, projects and weaknesses that have emerged so far.

7. Building Ambition in the Run-up to Belém: Italy’s G7 Presidency on Climate and Energy

Abstract:
A main priority of the 2024 Italian G7 presidency was to build stronger partnerships with African countries across a number of policy areas, including climate and energy. Italy pushed forward several G7 initiatives to tackle the adverse effects of climate change and resource scarcity in developing regions as well as to enhance energy access in Africa. Despite the relevance of these pledges, it is still unclear how these initiatives can align with, and maximise the impact of, existing climate- and energy-related projects set out in other fora. Still, the Italian G7 was successful in shedding light on the need for stronger intersectionality in G7 processes – finance, climate, infrastructure, food – and in advancing synergies with parallel G20 and climate conferences of the parties (COP) discussions. Canada, South Africa and Brazil, respectively holding the 2025 G7, G20 and COP30 Presidencies, can build on the lesson of the Italian G7 presidency, especially in light of the decreasing attention that major powers such as the United States are paying to multilateral governance regimes.

8. A silver lining? The US aid freeze should spur Nigeria to greater self-reliance

Foreign aid has never been the solution to Nigeria’s multiple development challenges. However, the halt to US development assistance1 and the de facto shutdown of the United States Agency for International Development (USAID) will cause additional hardship for Nigeria’s most vulnerable. Modelling based on the International Futures model (IFs)2 , a forecasting platform housed at the University of Denver, suggests that the decision could push approximately 700 000 additional Nigerians into extreme poverty by 2030. The health sector is disproportionately affected by the freeze as it depends excessively on US aid, primarily for the fight against HIV/AIDS and other infectious diseases. Nigeria is one of 10 countries globally that are most reliant on US funding3 for HIV medicines. The US policy shift is a wake-up call for the Tinubu administration to rise to the task of mobilising domestic funds to provide essential services to the population.

Abstract:
The International Monetary Fund (IMF) has been one of the world’s most powerful international organizations in setting the parameters for economic reforms in the developing world. In this study, using data from 1980-2018 from 57 countries, we test competing hypotheses surrounding the impact of the IMF’s lending programs on poverty incidence in participant countries. Departing from the prevailing practice of relying on instrumental variables, we employ a novel difference-in-differences approach that ensures clean comparisons between “treatment” and “control” units based on their program participation histories. Besides providing a quantitative estimate of the average program effect, we evaluate whether the IMF’s alleged anti-poverty focus in recent decades has made any difference. We find that IMF program participation leads to large increases (3.6-5.7 percentage points) in the proportion of a country’s population living under the $3.65/day and $6.85/day international poverty lines (2017 PPP) and the countryspecific Societal Poverty Line. We also find that the poverty reduction measures incorporated by the IMF into its programs have not been effective in mitigating the poverty-increasing program effects. Overall, our findings show that IMF programs have been detrimental to the welfare of vulnerable populations in participant countries.

10. The Distribution of Climate Finance among Annex-II Countries: A CBDR-RC Approach for Partial Funding of the Developing Countries

Developing nations face the significant challenge of reconciling their efforts in climate change mitigation with the urgent need for financial resources to adapt to climate-related disasters, achieve sustainable development, and stabilize their economies. The financial requirements for addressing climate impacts span various sectors, including energy transition, energy efficiency, transportation, agriculture, forestry, other land use (AFOLU), and adaptation strategies. Estimates provided by reputable international organizations, such as the International Energy Agency (IEA), the International Renewable Energy Agency (IRENA), and the Intergovernmental Panel on Climate Change (IPCC), suggest that the annual global climate finance needs may range from $4.2 trillion to $5.7 trillion. Within this framework, the share allocated to developing countries is estimated to constitute approximately $1.9 trillion to $2.0 trillion annually, mainly to support mitigation efforts. It is widely acknowledged that developing countries are unlikely to meet these financial demands independently. Consequently, it is projected that around $1 trillion must be sourced from advanced economies, particularly the AnnexII countries. This paper introduces a methodology grounded in the principles of common but differentiated responsibility and respective capability (CBDR-RC). It facilitates a structured distribution of financing responsibilities among Annex II nations. The methodology incorporates the notion of historical responsibility, quantified as carbon debt, while also measuring capability through a balanced consideration of the wealth and gross domestic product (GDP) of the AnnexII countries. The analysis conducted reveals that the United States of America (USA) is required to contribute nearly half of the total financial obligations among the AnnexII countries, with the remaining funds to be apportioned among other nations within this group.

Abstract:
Beyond providing supplemental income for Mexican households, remittances—funds sent by migrants to friends and families in their home country—provide a stable flow of developmental finance to the poorest subregions of the country, which have not historically benefited from international capital flows, such as development aid or foreign direct investment. Mexico, the world’s second-largest recipient of remittances, has seen a steady increase in the total volume of remittances received, primarily due to the strength of the U.S. labor market and concurrent wage growth among Mexican workers in the United States. Mechanisms to keep remittances secure are not impermeable to criminal organizations, which have been known to use small-increment deposits to launder gains from illicit economic activity, including drug trafficking. However, through increased U.S.-Mexico cooperation, both countries can strike the delicate balance between facilitating flows of remittances to promote development and financial inclusion and securing those funds from exploitation by illicit actors.

12. Allocating international loss and damage finance through national climate funds: prospects for African LDCs

Abstract:
The new loss and damage funding framework under the United Nations Framework Convention on Climate Change (UNFCCC) emphasises the importance of channelling support through national systems and mechanisms. This approach could prove particularly challenging for African least developed ountries (LDCs), which have been prioritised for support. These countries remain confronted with major challenges to access and utilise international climate finance, especially through direct access. National climate funds (NCFs) can have a potential role in delivering international loss and damage finance to African LDCs that is in line with their national priorities. NCFs can be defined as entities mandated to finance the implementation of national climate strategies and to manage and/or coordinate domestic and international sources of climate finance. NCFs can enhance the institutional capacities of countries by supporting the development of loss and damage strategies, facilitating access to international funding, aligning resource allocation with local priorities, and ensuring the effective tracking of loss and damage finance. This Policy Brief explores the role of NCFs in the evolving global loss and damage finance architecture with a focus on African LDCs. We examine the design features of five NCFs against criteria for assessing their relevance to support measures that address loss and damage. The studied NCFs are: the Benin National Fund for Environment and Climate, Ethiopia’s Climate-Resilient Green Economy Facility, Burkina Faso’s Intervention Fund for the Environment, the Mali Climate Fund and the Rwanda Green Climate Fund. Key policy messages • Despite that only a limited number of African LDCs have established NCFs, these demonstrate their potential to channel loss and damage funding, especially for environmental rehabilitation and climate-resilient recovery efforts. Particular strengths relate to their role in priority sectors for climate change adaptation and in relation to biodiversity loss, drought, land degradation and desertification. • Existing NCFs in African LDCs have inadequate mandates and capacities to manage the complex funding needed for loss and damage. An emerging issue is their presently limited role in linking climate and disaster risk finance. • The NCFs of African LDCs can be instrumental to promote coherence and complementarity with other funding sources at the national level. Countries must establish comprehensive legislative, policy and regulatory frameworks to define the institutional roles of NCFs in loss and damage response, supported by international funding to strengthen their institutional capacities.

13. Global health at a crossroads: policy recommendations in light of the Lancet Global Health 2050 Report

Abstract:
At a time of global crisis and competing priorities, investing in health is among the most impactful and cost-effective decisions governments and stakeholders can make. Beyond being a fundamental right, health is a catalyst for growth, stability and resilience – particularly in uncertain times. The new Global Health 2050: the path to halving premature death by mid-century (Global Health 2050) report (Jamison et al., 2024) of the Lancet Commission on Investing in Health (the Commission) builds on a legacy of evidence-driven reports to provide strategies for making health a cross-cutting enabler of the Sustainable Development Goals (SDGs). Global Health 2050 provides a roadmap for further health improvements in all countries by mid-century, arguing that by 2050 countries can reduce by 50% the probability of premature death (PPD) in their populations. The Commission calls this goal “50 by 50”. Germany has solidified its role in global health through significant investments in the health sector and by designating global health as a political priority, as demonstrated by its Global Health Strategy and the inclusion of global health as one of the core themes of the Federal Ministry for Economic Cooperation and Development (BMZ). Given this political priority, it is essential to assess the implications of the Global Health 2050 report for Germany’s global health agenda, especially as global health stands at a crossroads following the withdrawal of the United States (US) from the World Health Organization (WHO) and cuts to its global health programmes. Therefore, the aim of this policy brief is to build upon the Commission’s findings and draw from scientific evidence to provide key recommendations for Germany’s global health agenda. Five recommendations have been synthesised that align with Germany’s global health engagement and offer promising strategies to help achieve the 50 by 50 goal: 1. Sustain or ideally increase funding for the Gavi, The Vaccine Alliance, and the Global Fund to Fight AIDS, Tuberculosis and Malaria at the upcoming replenishment conferences and strengthen Germany’s global health leadership through strong bilateral support, investments in pandemic preparedness and response (PPR) and better interministerial coordination. 2. Reconsider non-communicable diseases (NCDs) in future strategic direction of German international cooperation by reducing financial and geo-graphical barriers to access to medicines and addressing key NCD risk factors. 3. Promote health taxes on tobacco, alcohol, and sugar-sweetened beverages that can serve as an effective strategy to improve public health and generate domestic revenue. 4. Increase funding for R&D in neglected diseases. Expand regional manufacturing, and enhance global health innovation coordination to strength-en global health security and reduce dependence on external supply chains. 5. Nepal serves as a good example of Germany’s bilateral health and social protection support: advancing the 50 by 50 goal could be achieved by strengthening national health insurance, addressing climate risks, expanding health taxes and enhancing pharmaceutical access through the Arrow mechanism.

14. Enhancing public works programmes: sustainable impact through participatory asset creation and digitalisation

Abstract:
Public works programmes (PWPs) are widely used social protection instruments in low- and middle-income countries. Participants carry out temporary, labour-intensive works in exchange for cash or in-kind compensation. The available empirical evidence indicates that these programmes are usually effective in improving outcomes such as food security and earnings in the short term, but these positive effects rarely persist in the long term. Our knowledge of PWPs’ effectiveness is, however, incomplete as scholars have mostly examined programme impacts through the wage channel, largely neglecting the skill-development and, especially, the asset channels. PWP participants engage in the construction of assets, such as roads, check dams and sewage systems, that could provide important benefits for the whole community. Without assessing these effects, it is normal to arrive at the general (biased) conclusion that cash transfers (CTs) are always more cost-effective than PWPs. Moreover, the effectiveness of PWPs largely depends on programme design, implementation and context. Based on the existing empirical evidence and our recent fieldwork to analyse Malawi’s PWP, this policy brief provides the following policy recommendations for how to enhance the potential of these programmes. • Policy-makers should design PWPs to guarantee stable, reliable employment; set wages not higher than market levels but high enough to incentivise participation; ensure transparency in the targeting, possibly by involving communities and at the sametime avoiding elite capture; align the timing of work cycles with local agricultural calendars; and assign tasks in a way that reduces travel burdens,especially for women. • Policy-makers should promote active community participation in the identification and maintenance of the assets created through PWPs. Evidence points to the importance of community participation for the implementation of higher quality infrastructure and better long-term maintenance. Only in this way, can these assets provide sustainable benefits not just for programme participants, but for the entire community. Approaches like those used in Ethiopia and Malawi can serve as models to enhance active community participation in the programme cycle. • Digitalisation of PWPs (and social protection ingeneral) should be promoted as it offers great advantages, but specific measures should be adopted to avoid their negative consequences: 1. The construction of a digital registry of beneficiaries is a great tool to reach the intended beneficiaries and coordinate the various schemes. Development cooperation actors should provide technical support for the creation and updating of these databases, then leave them in the hands of national institutions. 2. The digitalisation of reporting systems for work activities is likely to improve the accuracy and efficiency of the information reported. To achieve this, it is essential to provide the “digitisers” withproper training. 3. It is important to move from physical cash payments to e-payments, but it is firstly necessary to ensure adequate digital literacy through training. Moreover, to compensate for the impossibility to interact with programme officials at the time of payment, PWPs should include complaint handling points, as is done in India.

15. Can guarantees effectively leverage financing for SMEs in low- and middle-income countries?

Achieving the Sustainable Development Goals (SDGs) will require significant financing and investment, particularly as growing challenges from climate events highlight the insufficiency of public funds to meet the 2030 Agenda (World Economic Forum 2024). Private capital for low- and middle-income countries (LMICs) surged in recent years, with significant commitments from multilateral development banks (MDBs). However, the financing gap to achieve the SDGs remains sizable, highlighting the need for greater effort to mobilise much larger private capital for sustainable development. In recent years, guarantees have emerged as a key leveraging mechanism. They are designed to mitigate high investment risks to support private capital mobilisation in LMICs. However, despite some progress, guarantees are used sparingly, suggesting considerable scope for increasing their scale, as highlighted by the G20 Independent Expert Group (IEG). This Policy Brief examines whether guarantees can serve as an effective leveraging mechanism for small and medium-sized enterprises (SMEs) in low- and middle-income countries (LMICs). This is especially so because SMEs remain largely hampered by poor access to finance, despite their key role in providing jobs for the local population and contributing to economic growth. Moreover, in the face of climate change, SME adaptation requires new investments in climate-resistant technologies and clean energies, highlighting the need for additional financing amid severe constraints on access to capital. Guarantees can complement other leveraging mechanisms, further easing financing constraints for SMEs in LMICs. Guarantees can absorb some of the risks associated with investment, offering financial institutions greater security. This added security can, in turn, help improve access to capital for SMEs. On the other hand, they can also help catalyse private sector investment in LMICs. Recognising both the potential benefits and short-comings of guarantees, this Policy Brief provides the following policy recommendations on how guarantees could be extended efficiently to the SME sector in LMICs. • Guarantees should be directed at financial institu-tions to mitigate portfolio risk and actively promote lending to small projects or SMEs in high-risk sectors, particularly those with the potential to generate substantial economic, environmental, or social benefits. • Complement guarantees with additional measures to improve SMEs’ financial management, enhance risk assessment, and strengthen technical capacity through professional training and advisory services. • Implement partial credit guarantees to require financial institutions to retain a share of the risk, thereby reducing moral hazard and promoting rigorous analyses of borrowers’ creditworthiness. Complement these guarantees with conditionalities and monitoring criteria, such as regular reporting, to ensure the incrementality and additionality of guaranteed financing. Enhance the harmonisation of guarantees with other leveraging mechanisms, improve coordination among MDBs and DFIs, and streamline guarantee frameworks to achieve greater efficiency. • Recognise that guarantees alone cannot address structural vulnerabilities and institutional weakness in LMICs; a long-term commitment from decision-makers is essential to improve institutional and economic performance.

In times of heightened uncertainty surrounding US trade policy, it is increasingly vital to secure a development-friendly approach toward African countries. They are among the most vulnerable to climate change, conflicts and pandemics, yet are also gaining geo-economic significance. Given the expiry of the US Generalized System of Preferences (GSP) in 2020 and the upcoming expiry of the African Growth and Opportunity Act (AGOA) in September 2025, Sub-Saharan African (SSA) countries urge policymakers to timely reauthorise and upgrade the non-reciprocal trade programme to improve market access to the US and ensure long-term support for sustainable development across the African continent. While the AGOA Renewal and Improvement Act of 2024 was introduced to Congress with bipartisan support, the election of Donald Trump and his “America First” approach have increased doubts about a swift extension of AGOA. This policy brief examines the potential effects of the expirations of GSP and AGOA using a multi-region Computable General Equilibrium (CGE) model. By simulating the shift from duty-free to Most Favoured Nation (MFN) treatment, we find the following: All in all, aggregated effects over all countries are rather muted while some specific countries face strong losses. Whereas bilateral exports of AGOA-eligible countries to the US decline by 3.7%, their total exports fall by only 0.1%, with real GDP remaining almost unaffected. Looking more closely, specific SSA countries would face high bilateral losses: The most substantial reduction of exports to the US occurs in Lesotho (-35%), Malawi (-25%) and Kenya (-16%), while welfare decline is the highest in Lesotho and Mauritius. The most affected sectors are sugar, wearing apparel, leather, dairy products, and beverages and tobacco. The limited aggregate effects of a loss in trade preferences are mainly driven by relatively weak ties of SSA to the US and rather low US MFN tariff rates. This highlights the limited effectiveness of the AGOA preference scheme, indicating that its renewal should go hand in hand with a comprehensive modernisation of the programme. While the AGOA Renewal and Improvement Act of 2024 acknowledges this, it still falls short of modernising the programme in some key areas. To ensure long-term benefits for SSA economies, we recommend: • A swift reauthorisation for a longer period, incorporating continuation provisions to reduce future uncertainty. • More transparent and predictable eligibility reviews, with a possibility of partial exclusion for non-compliance, would also help mitigate uncertainty. • Expansion of rules of origin, which is crucial for stimulating intra-continental trade and enhancing value addition within SSA. • Widening the programme’s scope by addressing, for example, digital trade, services, non-tariff measures, regulatory cooperation and investment facilitation.

17. A new development paradigm and strategy for the OECD (and beyond): what should the ‘D’ of OECD stand for?

Abstract:
This paper examines the evolving role of the Organisation for Economic Co-operation and Development (OECD) in addressing global development challenges in the mid-2020s. At a time when a new development strategy is being drafted for the OECD, we provide a fresh perspective by exploring the tensions inherent in the definition of “development” and asking whose development the OECD seeks to support. Historically, the OECD extended its remit beyond its membership through mechanisms such as Official Development Assistance (ODA). However, considering the increasing prominence of South–South cooperation, private sector investment and intensifying geopolitical competition, ODA alone is insufficient for sustainable development needs, and for many countries of the Global South ODA no longer matters as much as it used to due to the growth of domestic resources. One of the most significant shifts within the OECD itself in recent years is in its identity, largely as a result of its expanding membership. This now totals 38 countries, including some from the Global South, and this trend is set to continue, with a set of Southern countries currently in the accession process. While this enlargement may strengthen the OECD’s relevance in a multipolar world, it also challenges the organisation’s traditional identity as a “club of mostly rich countries”, as The Economist has often referred to it. Employing a novel 2x2 matrix framework, we delineate four strategic scenarios for OECD development strategy: (i) “traditional development” within OECD member states (D-within), (ii) traditional development beyond OECD membership (D-beyond), (iii) “frontier development” within OECD member states, and (iv) frontier development beyond the organisation’s membership. The use of the term “traditional development” refers to an aggregate growth orientation of development without reference to inclusivity or sustainability. “Frontier development” is then the converse. The authors argue for an OECD development strategy that bridges “D-within” and “D-beyond”, by acknowledging the transnational spillover effects of the domestic policies of OECD countries on the Global South. Further, across the matrix framework, we advocate for the OECD to strengthen its engagement with the analysis and promotion of policy coherence for sustainable development (PCSD) as a means of providing global leadership in sustainable development. In theory, promoting PCSD necessitates the integration of economic, social and environmental dimensions across all policy areas, alongside a commitment to addressing long-term and transboundary impacts. Further, we highlight the imperative of engaging non-member states to enhance the inclusivity and relevance of the OECD’s development strategy within an increasingly multipolar global order. In sum, we argue that the OECD is at a pivotal juncture. Its capacity to adapt and redefine its developmental mandate will determine its future relevance in the global governance architecture. By prioritising leadership on global sustainable development, PSCD and an inclusive approach to non-OECD members, the OECD has the potential to serve as a transformative force.

This study addresses a critical gap in One Health governance literature by providing a comprehensive review of cross-sectoral One Health governance platforms in low- and lower-middle-income countries across Asia and Africa. These platforms are pivotal for building resilience and improving governance at the human–animal–environment interface. Using a scoping review methodology, the study identifies 34 One Health platforms established across 52% of these countries, with a primary focus on zoonotic diseases and a growing emphasis on antimicrobial resistance and food safety. A polycentric governance lens was applied to analyse the interplay of authority, resources and information in shaping platform functionality. Key findings highlight that authority imbalances and single-sector dominance undermine stakeholder engagement, insufficient financial and human resources hinder operational capacity. Further­more, weak data-sharing protocols limit timely coordination and evidence-based decision-making. The review identifies critical entry points for enhancing platform efficacy: clarifying governance frameworks, investing in cross-sectoral human capacity-building and strengthening data-sharing infrastructures with robust protocols and interoperable platforms.

The United Nations financing for development process, including the Fourth International Conference on Financing for Development (FfD4) in Seville in 2025, is an important building block to foster global cooperation amid the current geopolitical tensions and multiple crises that have led to increased development financing needs on the one hand, and increased spending on the other, with the OECD estimating that the financing gap in funding required for developing countries to achieve the Sustainable Development Goals is $3.9 trillion per year. Against this backdrop, a coordinated international effort is essential to increase the scale and effectiveness of development financing and promote sustainable development globally, particularly in line with the 2030 Agenda. The overarching goal of the FfD process, including FfD4, is to mobilise adequate financial resources for the sustainable development of countries in the Global South, and to design appropriate architectures for development and sustainable finance. The FfD process is unique in that it takes a holistic approach, involving all sources of development finance and all public and private stakeholders. In this respect, the FfD process has an extraordinary convening power. The purpose of this Discussion Paper is to provide meaningful input to the preparatory process of FfD4 by offering insights into key challenges, opportunities and innovative approaches. The paper aims to contribute to the broader dialogue on financing for sustainable development and support informed decision-making for a robust and inclusive development agenda beyond 2030. 20. How to deal with the current debt crisis of developing countries?

Abstract:
Many countries are still struggling with high and rising debt levels. The economic impact of the pandemic, as well as some longer-term structural factors, explain this situation. The key problem is the high level of debt service relative to government revenues, which makes it difficult to address growing development, social and climate challenges. As this is a particular problem for low-income countries (LICs) and lower-middle-income countries (LMICs), the focus should be on these countries. But even within this group, the situation is not uniform. A differentiated approach with different components is therefore needed, depending on countries’ individual situations and their own priorities and choices. There have been many contributions to this debate and proposals on how to address the current problems. This paper builds on some of those contributions presenting a practical and coherent approach to address the current debt crisis which focuses as far as possible on incentives for debtor countries and private creditors. Importantly, a distinction should be made between countries with high debt levels that are at risk of debt distress and those with liquidity problems. Therefore, debt sustainability assessments (DSAs) are needed to decide which countries (a) are not in debt distress, (b) have an insolvency problem, and (c) have a liquidity problem. The International Monetary Fund (IMF) and World Bank should be asked to classify all LICs and LMICs accordingly, based on updated DSAs, using a prudent approach with conservative projections. These DSAs must emphasise debt service indicators. For countries with liquidity problems, they need to identify those countries where the problem is of a longer-term nature, with a risk that the liquidity squeeze will turn into acute debt distress. All LICs and LMICs facing insolvency or liquidity problems should be offered a moratorium similar to the Debt Service Suspension Initiative (DSSI) to give them breathing space (of 2-3 years). The expectation is that this would help countries with liquidity problems to maintain basic social and economic services until market conditions improve or debt relief is implemented. In cases where debt service remains high after the moratorium expires, the country would be expected to request debt relief. Countries at risk of default would be expected to use the period of the moratorium to engage promptly in restructuring discussions and to prepare negotiations with creditors on a debt relief programme. The IMF would make its resources conditional on a suspension of debt service payments. The question is whether private creditors, including sovereign bondholders, should be required to participate. It is suggested that a distinction be made between two categories of countries. For countries at risk of insolvency, including those with longer-term liquidity problems, the moratorium should be conditional on private participation on comparable terms, as their creditworthiness is likely to be affected anyway. In contrast, with countries facing short-term liquidity problems the approach should be more flexible. While pressure on private creditors to join a standstill should be maximised, this should be complemented by strong incentives. Countries with unsustainable debt would request treatment under a reformed G20 Common Framework for Debt Treatment (CF) with the option of a more comprehensive debt relief arrangement (“CF+”), including the following enhanced or new components: • At the beginning of the process, countries would have to present a “Just Green Transition Programme” (JGTP), monitored by the IMF and the World Bank. • The CF+ would be accompanied by more comprehensive debt relief, thus creating more fiscal space to allow the country to finance transformational and social investments. Debt service after rescheduling should be based on DSAs, which pay greater attention to Sustainable Development Goal (SDG) investments and countries’ particular circumstances, leaving countries with substantial room to absorb shocks. The objective would be to limit the debt burden to external creditors as a share of revenue after rescheduling to around 10-15 per cent. • For those countries where a large part of the debt service will be due to multilateral creditors, the involvement of multilateral institutions should be considered. This should be the case for those multilateral creditors which are not willing, or able, to provide positive net flows at highly concessional terms. • The issuance of “Brady-like” bonds could be considered for specific country cases. The issuance of Brady-like bonds could be an incentive to maximise private creditor participation in exchanging old debt for new bonds with a significant discount or “haircut”.

This paper examines the effect of macroprudential policies on private domestic investment using a panel of 87 developing countries from 2000 to 2017. Our instrumental variables strategy exploits the geographic diffusion of macroprudential policies across countries, with the idea that reforms in neighbouring countries can affect the adoption or strengthening of domestic reforms through peer pressure or imitation effects. The findings indicate that the tightening of macro-prudential policies significantly reduces private domestic investment. This effect holds for both instruments targeting borrowers and those targeting financial institutions, and is subject to heterogeneity depending on several economic and institutional factors. The transmission channel analysis highlights that the negative impact of macroprudential policies on investment is primarily driven by a reduction in credit supply and financial inclusion.

Evaluation is widely recognised as a way to learn and to hold humanitarian action to account. Over time, the field of evaluation has evolved because of criticisms of traditional or classic models that are seen as top-down, quantitative and highly technical. Many evaluators are urgently calling for a focus on social justice and equity, as they feel the role and power of local voices in evaluation needs to be re-examined. Alongside humanitarian sector-wide discussions on the need to decolonise and localise aid is a call to re-examine and reframe evaluation practice. Locally led humanitarian action and the growing attention to accountability to populations affected by crisis both support the case that local evaluators are better able to lead community-centred evaluations based on their deeper understanding of local contexts, cultures and values. The overarching objective of this scoping paper is to raise the visibility and accessibility of locally led evaluation among relevant stakeholders in humanitarian contexts. We hope that it can be more easily applied and recognised as having greater value. The paper summarises the opinions and experiences of evaluation stakeholders captured during informal discussions, interviews and scoping events, as well as evidence from relevant literature. We explore what is meant by locally led evaluation and the principles underpinning it, as well as why, how, and by and for whom evaluations are carried out. More specifically, we suggest how evaluation stakeholders can meaningfully engage with and participate in locally led evaluations.

There has been increased focus in the international system on the role of local and national actors (LNAs) in the humanitarian–development–peace (HDP) nexus because of their connections to communities and their focus on holistic needs and vulnerabilities (Ministry of Foreign Affairs Denmark et al., 2023). Yet, often, LNAs’ experiences are absent in how the nexus is framed, implemented and evaluated (Morinière and Morrison-Métois, 2023). At the same time, international approaches to the HDP nexus have been criticised as lacking concrete examples of integrated and holistic programming (Morinière and Morrison-Métois, 2023; IASC , 2024). This report brings the voices of LNAs into the HDP nexus discussion. It highlights their perspectives and experiences in designing and implementing programmes that straddle the three systems, drawing on survey data and key informant interviews (KIIs) with LNAs across 22 countries. The report provides key insights to understand those experiences and puts forward recommendations for how the international system can better recognise and support the nexus-style work of LNAs.

Africa cannot be looked at as a big country. The Continent is politically organised into 54 states, which are very diverse entities with different histories within and without their borders. Almost all these states are multinational - multiethnic places with different regions, and when emergency or crisis situations arise, people’s “sense of belonging” is usually in the family, in the tribe, in the language, or in the religious group, not in “the state”. However, notwithstanding this reality, many analyses and positions are still based on neo-realist readings, assuming the existence of rationalities that do not exist or are not strong enough to understand the dominant realities. The article applies some of the tools of the Complexity theory to look at the current African situation and politics.

Today, the world’s fastest-growing economies face the steepest borrowing costs — even for clean energy projects with solid fundamentals. This is not a function of global capital scarcity. Trillions are available. The problem lies in systemic barriers that prevent capital from flowing to where it’s most urgently needed. The high cost of capital in EMDEs not only undermines critical financing for the energy transition and sustainable development; it also limits the ability for US- and EU-based financial institutions to invest in and finance projects in EMDEs, despite institutional and stakeholder appetite and interest for transition finance. This paper provides a holistic diagnosis of the structural forces inflating the cost of capital in EMDEs – including sovereign credit ratings, investor risk perceptions, development finance mandates, and regulatory norms – and it outlines ten actionable solutions to unlock long-term, affordable finance for climate and sustainable development – at the speed and scale required by both global goals and national ambitions. Each of the proposed approaches deserves careful discussion, consideration, and exploration; they are presented in this paper as a roadmap for discussion, including in the context of relevant global discussions on financing climate action and sustainable development, including the UN Financing for Development Agenda, the UNFCCC COP process, and the G20 Sustainable Finance Working Group.

On April 13, Osaka opened its third and Japan's sixth international exhibition, or expo. This talk draws on a new book to sketch how the latest exhibition emerges from more than a century and a half of exhibitionism, which has included over 1,000 expos in Japan. This history offers a useful, corrective lens on standard accounts of both spectacle and modern Japanese development. Angus Lockyer has taught Japanese, East Asian, and global history in North Carolina and London. "Exhibitionist Japan: The Spectacle of Modern Development" was published by Cambridge University Press earlier this year. The United States and the rest of the world sit at the intersection of potentially destabilizing trends. Great power competition, climate change, intensifying geopolitical uncertainty, the economy’s potential deglobalization, and the potential massive increase in energy demands arising from artificial intelligence (AI) are creating challenges for U.S. national energy policy. A foremost concern is the vulnerability of energy supply chains to interference from or control by a hostile power. In this dynamic context, U.S. energy policy has evolved significantly in terms of markets, supplies, regulation, and legislation. The country’s success in using fracking technology and exploiting abundant shale reserves have made it the world’s largest producer of hydrocarbons and a major exporter, especially of natural gas.1 Further, as national and international concerns about climate change have grown, U.S. energy policy has become more aligned with transitioning to renewable sources. So far, the focus of clean energy additions has been on wind, solar, and nuclear power. Beginning in the mid-2000s, the United States issued legislation and policies raising renewable energy to the level of industrial policy. Among those were the Energy Policy Act (2005), the American Recovery and Reinvestment Act (2009), the Infrastructure Investment and Jobs Act (IIJA) (2021), the CHIPS and Science Act (2022), and the Inflation Reduction Act (IRA) (2022). However, geothermal energy—which uses the heat of the earth’s crust for power—has been largely left out of U.S. industrial policy. This is despite the facts that utilizing this source of renewable energy requires some of the same technologies that have made the United States the world’s top oil and gas producer and that geothermal has the potential to provide clean, dispatchable power that does not rely on weather conditions. With U.S. clean firm power demand expected to increase by approximately 700–900 gigawatts by 2050,2 the United States needs to dramatically increase capacity while reducing or eliminating net carbon output and insulating its energy supply from dependence on international supply chains. The question for the country now is: how should public and private resources be directed to provide the United States with an energy system optimized for the current national and international environment? This paper argues that recent advances in geothermal power have made it the technology with superior characteristics for future U.S. energy system development. With its comparative advantages, geothermal power merits an urgent, intense, and dedicated reorientation of U.S. industrial policy, legislation, and resources.

Since 1950, agricultural productivity has been increasing even as labourers leave agriculture. However, while average productivity of the sector has been converging, within-sector inequality has been increasing. Agricultural income inequality is still less than overall income inequality, but it measures significantly higher when we use higher-quality and more comprehensive survey data. This means not only to observe the entirety of household farm income, but also to measure the magnitude of capital income and corporate profits in the sector. Given the likely increase in agricultural inequality during the process of structural change, I show also the extent to which social protection programmes are both insufficient and poorly targeted for rural populations.

According to the Kuznets hypothesis, inequality first tends to increase and then decrease as a country develops. Whether borne out empirically, this inverted-U Kuznets curve, as a stylized ‘fact’, has shaped the discourse on economic development and income inequality for decades. In this paper we investigate whether a similar relationship holds between national income per capita and inequality of opportunity: the inequality associated with inherited individual circumstances such as gender, ethnicity, and family background. As, empirically, inequality of opportunity is positively correlated with income inequality (a relationship known as the ‘Great Gatsby’ curve), the relationship between inequality of opportunity and ‘development’ is expected to display the same inverted-U shape. We suggest that the existence of a Kuznets inequality of opportunity curve can be the result of a ‘triangular’ relationship between development, income inequality, and inequality of opportunity. We propose a simple theoretical model that links the three concepts and describes two possible mechanisms. A numerical simulation based on the model illustrates the process. We then draw on the newly published Global Estimates of Opportunity and Mobility database to shed new light on this ‘triangular’ relationship, primarily in a cross-sectional context.

This paper rethinks development finance in Tajikistan through the lens of fiscal sociology, arguing that sustained reliance on foreign aid and external borrowing may weaken state-society trust and erode institutional legitimacy. Anchored in the political economy of development finance, the paper explores how alternative financing strategies, such as tax reform, diaspora bonds, thematic bonds, and blended finance, interact with domestic institutions, investor confidence, and citizen perceptions of fiscal fairness. While external flows have financed essential infrastructure and social programmes, they have also limited incentives for domestic resource mobilization and weakened public accountability. Issues of debt sustainability increasingly constrain long-term planning, while climate finance is emerging as both a challenge and an opportunity for diversifying development funding. Drawing on policy analysis and secondary data, the paper shows that financial instruments succeed not only through technical design but through their ability to reinforce the fiscal social contract. Tajikistan’s case illustrates that without improvements in governance, transparency, and citizen engagement, even well-structured innovations in development finance may fail to gain traction. The findings offer practical insights for low-income countries seeking to reduce aid dependency while building more credible and inclusive systems of public finance.

Aid can make a huge contribution to significantly reducing inequality. Given the widespread agreement that bringing down inequality is necessary to underpin efforts to end poverty, achieve gender justice and successfully fight climate change, there is an urgent need for donors to make this a priority in their aid policies. For this virtuous cycle to be effective, there is also an imperative to rebalance decision-making on aid, ensuring it is done in an inclusive way that centres Global South governments and civil society. Building on the findings of the 2019 Oxfam report 'Hitting the Target: An agenda for aid in times of extreme inequality', this paper presents a new and updated agenda to put aid back on track given recent changes in the development landscape and the multiple crises facing our world. It makes 10 concrete recommendations on how to ensure development finance effectively contributes to building a more equal and sustainable world.

Traditional indicators of Women’s Economic Empowerment (WEE) are often too broad to effectively measure specific behavioral outcomes like women’s savings behavior (WSB). This study addresses that gap by identifying contextually relevant WEE indicators that closely align with savings behavior, using data from 1,498 FINCA Uganda women savers. It employs a two-step validation approach. First, qualitative methods such as focus groups and cognitive interviews establish a set of WEE indicators tailored to the local context. Then, machine learning models test how well these indicators predict actual savings behavior. The study links women’s self-perceived empowerment with real financial actions—setting savings goals, making deposits, and using funds purposefully. Further validation comes from a subsample exposed to a low-cost coaching intervention, which strengthens the WEE-WSB relationship and reveals which empowerment factors make coaching more or less effective. Notably, the research highlights often-overlooked domains such as external social influence and the complexity of decision-making burdens. This work offers a more targeted, behavior-linked approach to measuring WEE, with potential to improve the design and evaluation of development programs across varied contexts.

Experts argue that the adoption of healthy sanitation practices, such as hand washing and latrine use, requires focusing on the entire community rather than individual behaviors. According to this view, one limiting factor in ending open defecation lies in the capacity of the community to collectively act toward this goal. Each member of a community bears the private cost of contributing by washing hands and using latrines, but the benefits through better health outcomes depend on whether other community members also opt out of open defecation. We rely on a community-based intervention carried out in Mali as an illustrative example (Community-Led Total Sanitation or CLTS). Using a series of experiments conducted in 121 villages and designed to measure the willingness of community members to contribute to a local public good, we investigate the process of participation in a collective action problem setting. Our focus is on two types of activities: (1) gathering of community members to encourage public discussion of the collective action problem, and (2) facilitation by a community champion of the adoption of individual actions to attain the socially preferred outcome. In games, communication helps raise public good provision, and both open discussion and facilitated ones have the same impact. When a community member facilitates a discussion after an open discussion session, public good contributions increase, but there are no gains from opening up the discussion after a facilitated session. Community members who choose to contribute in the no-communication treatment are not better facilitators than those who choose not to contribute

The Second World Conference on Statelessness was convened at Taylor’s University, Kuala Lumpur, Malaysia, from 26 to 29 February 2024.1It was co-organised by the Institute on Statelessness and Inclusion (ISI), Nationality for All (NFA), Development of Human Resources for Rural Areas Malaysia (DHRRA), Family Frontiers (‘FF’) and supported by the Human Rights Commission of Malaysia (SUHAKAM).The Conference was the biggest convening of the statelessness field to date, attended by 450 in-person participants and over 100 online participants from all over the world. Around 30% of the participants who responded to a voluntary survey identified themselves as persons with lived experience of statelessness.2This shows a significant increase from the first World Conference in 2019, where only 10% of participants had lived experience.3In contrast to the first Conference being held in The Hague, the venue moving to Malaysia is reflective of greater accessibility and representation, with the Asia Pacific holding the largest population of stateless persons in the world.4Over the course of three and a half days, the Conference featured plenary sessions, panel discussions, workshops and skill labs focusing on the three themes of ‘Solidarity, Knowledge and Change’. The Conference also featured the Immersive Arts and Culture Programmetitled‘Think of Others’,which was an integral part of the event.5This piece captures some of the key conversations that took place at the Conference and provides a reflective analysis from the perspective of two members of the organising team. Their analysis delves into broad takeaways that affect civil society and the statelessness ecosystem through the three themes of the Conference, with the purpose of targeting a diverse set of participants. The findings are based on the notes taken by the designated notetakers and the recorded videos of the plenary sessions.

The question of land has increasingly become a major source of conflicts in many parts of Africa. In Nigeria, claims of rights over landholdings and justice administration of land disputes, though of great concern, have received inadequate attention in the literature. In this context, this paper examines Nozickian distributive justice vis-à-vis land-related conflicts in the Panda Development Area (PDA), Nasarawa state, Nigeria. It focuses on perennial delays-cum-unfavourable rectification of unjust landholdings as drivers of conflict in the area. The study employs the survey method of data collection using key-informant interviews. It adopts a qualitative descriptive method to analyse the data. The paper found that over 80% of the population in the study area rely on agriculture, and that there are numerous contestations over land use and ownership. Unfortunately, still, adjudication of these cases lingers unnecessarily, resulting in distrust, antagonisms and violent confrontations. The study recommends fundamental reform of Nigeria’s justice system as it relates to land matters to ensure more equitable distribution of land. Such reform should include the introduction of special courts as well as the mainstreaming of traditional institutions, local and ad-hoc arbitrators into the dispute resolution mechanisms of land-related cases.

At the beginning of this century, International Development Cooperation (IDC) began to occupy a central position in Brazil’s international status. Political and social transformations created conditions for Brazil to begin acting as a relevant protagonist in international projects, especially in developing nations, through South-South Cooperation (SSC). However, a succession of crises after 2011 and the emergence of ideas opposed to cooperation during the Bolsonaro administration (2019-2022) altered the conditions that sustained IDC as part of Brazilian foreign policy. In this article, we will identify the political and economic conditions that ensured (1) the structuring and (2) the growth of Brazilian cooperation up until 2011, and we will argue that the loss of these conditions resulted in IDC’s (3) decline, leading to (4) its agony beginning in 2019. Finally, we will evaluate several consequences of the cooperation crisis based on an evaluation of Brazilian foreign policy in the global health agenda, and its commercial relationship with African nations.

A definitive shift in both resources and rhetoric has upended the global development sector. Nowhere is this more apparent than in the policies of the new US administration, although many European states had already started reducing foreign aid budgets earlier. Beyond its vicious rhetoric and wrecking-ball approach, the Trump administration’s arguments echo three long-standing critiques that development professionals have made themselves. Development experts in the US and Europe argue that development goals have become too broad, aid has failed to reach local actors, and the sector is too technocratic and removed from the concerns of Northern publics. A renewed focus on poverty reduction, combined with power-sharing abroad and public engagement at home, may provide answers to these critiques. Achieving development outcomes may require focusing less on providing direct assistance and more on reducing the harms created by Western states in other arenas, including trade and finance.

Since 2020, the global economic landscape has undergone profound shifts, marked by the growth of extreme wealth concentration, heightened geopolitical competition, and a crisis of multilateralism. In this context, inequality has not merely become a social concern but a structural impediment to sustainable development and global economic stability. Extreme wealth inequality is accelerating at an unprecedented rate. In just the past year, billionaires’ wealth grew by USD 1 trillion—three times faster than in previous years. That did not happen by accident; it is the outcome of policy choices that have systematically favored capital accumulation over equitable growth. The colonial legacy has continued as USD 30 million is extracted per hour from the Global South to the Global North, further entrenching economic disparities between countries. These dynamics are exacerbated by the intensification of proxy conflicts, hybrid warfare tactics, and disinformation campaigns that further destabilise global alliances and erode trust among nations. In exploring the current dynamics of global power, the report addresses the challenges of a multipolar world and the implications for the developing world. Developing countries can face economic disruptions, diminished development funding, and governance challenges due to shifts in geopolitics of the major powers. During the Cold War, developing countries became arenas for proxy wars, economic exploitation, and political interference, exacerbating instability, poverty, and underdevelopment. Today, as global power struggles intensify, nations in Africa, Latin America, and parts of Asia risk becoming similarly entangled, facing increased economic pressures, disrupted trade partnerships, and reduced access to critical investments. Abstract:
In Somalia, widespread energy poverty and a heavy reliance on conventional energy sources are deeply linked to ongoing conflict dynamics. Dependence on firewood and charcoal worsens environmental degradation and intensifies competition over natural resources. These challenges are further exacerbated by the effects of climate change and limited access to basic services. To address these interconnected challenges, the International Organization for Migration (IOM) in Somalia is advancing rural electrification through solar power as part of a broader environmental peacebuilding strategy. This SIPRI Policy Brief explores how the IOM’s approach to solar power and the facilitation of local public–private partnerships (PPPs) can support environmental peacebuilding at three levels: the community level, the local business level and the district council level. By creating local PPP agreements to implement solar power projects, the initiatives aim to foster cooperation, reduce resource-based tensions and strengthen government legitimacy in south-central Somalia. The brief shares learnings from early implementation stages and provides recommendations for donors and implementing organizations seeking to enhance the peacebuilding potential of solar energy projects.

Despite a clear mandate from the December 2021 Stockholm Ministerial Council Decision on Strengthening Co-operation to Address the Challenges Caused by Climate Change, the Organ­ization for Security and Co-oper­ation in Europe’s (OSCE) approach is yet to reach its full potential. An analysis of the cur­rent strategy shows that while the OSCE has strengths, such as a com­prehensive security man­date and a grass­roots presence through its field operations, its effectiveness is undermined by weaknesses, such as geopolitical distractions, a tendency to focus on general environmental work rather than security and poor integration between headquarters and field missions. To strengthen its work, the OSCE should frame climate change as a cross-dimensional security risk, create an annual integrated climate and environmental security assessment and improve internal cooperation. These actions would better prepare the organ­ization for a changing security landscape.

he global architecture to address undernutrition—a leading cause of under-five mortality—is evolving against a backdrop of global economic challenges and constrained resources. This puts funding for nutrition-specific interventions at risk, at a time when budgets are not keeping pace with growing needs. Despite strong evidence of impact and cost-effectiveness, nutrition interventions are consistently underprioritized and underresourced within the health sector. Three key dynamics of the current financing landscape underpin these challenges: (1) a highly fragmentated architecture, (2) reliance on volatile external funding from a small group of core donors, and (3) low domestic spending. Drawing from relevant experiences in the broader global health landscape, this paper proposes four policy recommendations to enhance the near-term impact and long-term sustainability of nutrition-specific financing: (1) leveraging additional resources for nutrition via the multilateral development banks, (2) exploring options to make external financing more stable and predictable, (3) preparing countries to transition from external financing, and (4) implementing results-based funding to drive greater accountability. Upcoming milestones, namely the 2025 Nutrition for Growth Summit, provide governments, donors, and development partners a window of opportunity to elevate nutrition on the global health and development agenda and adjust the course of nutrition-specific financing over the next decade.

The role of the United Nations (UN) in conflict intervention in Africa has undergone a significant transformation, shifting from a central actor to a more supportive role. Regional organizations, such as the African Union (AU) and the Intergovernmental Authority on Development (IGAD), have taken the lead in mediation and conflict resolution on the continent. While the UN continues to play a crucial part in peacekeeping and peacebuilding, its role is increasingly impacted by fragmented responsibilities, regional political dynamics, and operational constraints. In assessing how these factors have influenced the effectiveness of UN intervention, this study draws the case of South Sudan. Specifically, it examines whether the UN’s peripheral role in peacemaking has directly impacted its ability to implement peacekeeping and peacebuilding efforts, or whether broader structural and political challenges are more decisive in shaping its effectiveness. By analyzing the complex interactions between the UN, regional organizations, and the realities of the conflict in South Sudan, this study argues that the UN’s limited role in peace negotiations is not the primary determinant of its success or failure. Instead, the combined effects of institutional fragmentation, competing regional interests, and the unstable political landscape of South Sudan have shaped the outcomes of UN interventions. These findings challenge the assumption that the UN’s peripheral role inherently weakens its impact, demonstrating that its effectiveness depends on how well it navigates these broader structural challenges. This study contributes to the ongoing debates on the evolving nature of international peace operations in Africa and the need for better coordination between global and regional actors to achieve sustainable peace.

61. Management practices, competition, and multi-product firms in developing countries

Abstract:
We study how liberalization and competition affect firms’ output and product scope depending on management practices. In a model of multi-product firms, we show that firms with better management practices specialize in fewer products with lower marginal costs. The model predicts that, under increased competition, firms with better management practices are less adversely affected by competition, especially in heterogeneous sectors. Evidence from India’s de-reservation policy supports these predictions. Our simulations estimate a 0.29% welfare gain in India from the policy. The same policy could increase welfare by 0.39% in an environment with better management practices, such as the US, highlighting the management practices’ role in liberalization outcomes.

Guidance provided at the Fourth Review Conference of the UN Programme of Action on Small Arms and Light Weapons in June 2024 underscored the importance of aligning national action plans (NAPs) with sustainable development, security, and gender-responsive policies, in addition to the need for inter-agency collaboration and the inclusion of non-governmental stakeholders in small arms control efforts. While this shift signals a transformative paradigm in small arms control—moving beyond a compliance-driven model rooted in international norms and standards toward a more integrated approach that positions arms control as a tool to advance national objectives in human security, development, and governance—it raises a critical question: how can NAPs be effectively leveraged to ensure this alignment? Abstract:
Amidst rapidly shifting geopolitics, major donors such as the United States, the United Kingdom and European Union (EU) countries have announced significant reductions to their annual Official Development Assistance (ODA) commitments. In 2023, contributions from these countries accounted for 63 per cent of all ODA flows. † A key driver of the current situation has been the Russian invasion of Ukraine, which has led to unprecedented aid allocations to Ukraine. In 2023, Ukraine received $37 billion in ODA, equating to 14 per cent of all ODA disbursed in that year. In addition to ODA, military aid allocations to date have totalled $128 billion. † Given the current climate, this report presents economic projections under various scenarios, indicating that ODA could decline by 20 to 40 per cent in the coming years. This would result in reductions of between $50 and $115 billion less aid relative to 2023 levels. † In such scenarios, sub-Saharan Africa, MENA and Latin America could see cuts of 30-40 per cent in their ODA inflows, exacerbating risks of economic downturns, political instability, and humanitarian crises. † The economies that will be most affected by ODA cuts are also in the least peaceful countries in the world. Most at risk include Afghanistan, Yemen, Central African Republic, and Somalia. † Existing and emerging donors are unlikely to be able to fill the gap. Countries such as China, Saudi Arabia and Türkiye contribute less than five per cent to the international aid system. † With US support for Ukraine in question, EU countries may need to further increase their contributions to Ukraine and boost domestic military spending. † Calls to raise EU military spending to five per cent of GDP could require an additional $560 billion annually, diverting funds from other sectors. † In a climate of shrinking resources and rising demand, there is an urgent need for reforms that enhance the efficiency, transparency, and data-driven targeting of ODA. † Investing in robust monitoring and evaluation systems is essential to ensure that limited aid funds yield maximum developmental and economic benefits.

This is the 19th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness, covering 99.7 per cent of the world’s population. Produced by the Institute for Economics & Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to date on trends in peace, its economic value, and how to develop peaceful societies. It uses 23 qualitative and quantitative indicators to measure the state of peace across three domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. The 2025 GPI finds that global peacefulness continues to decline and that many of the leading factors that precede major conflicts are higher than they have been since the end of WWII. More countries are increasing their levels of militarisation against the backdrop of rising geopolitical tensions, increasing conflict, the breakup of traditional alliances and rising economic uncertainty.

Abstract:
Development cooperation is a tool of soft power for states that enables them to promote their values, build relationships with partner states, and reduce global poverty. Since development cooperation is impacted by changes in the norms and power dynamics of international politics, it is essential to analyse Estonia’s use of development cooperation up to now and the directions it may take in the future. Firstly, bilateral development cooperation is becoming more interest- and business-based, with development cooperation by western countries also being increasingly shaped by the goal of promoting their own goods and services. For example, Sweden – one of the European Union’s key donor countries – is increasingly focusing on its exports. At the same time, it is hoped that economic growth in the global south will offer solutions to the global north’s security and welfare challenges, including migration. Another significant trend in the area is the growing influence of non-democratic donor countries that use development cooperation not to empower local populations but to consolidate or expand their spheres of influence. This shift is exacerbated by substantial cuts in development aid budgets in several western countries, including the United States – the largest contributor to aid – which leaves more room for China and other states offering an alternative to western governance models. Estonia has primarily focused its development cooperation on sharing its transition experience with countries such as Ukraine, Georgia, and Moldova, who have shown interest in the lessons Estonia’s example can offer and whose development directly affects Estonia’s security. These reform efforts include the promotion of democracy, the rule of law, and a favourable business environment, along with a strong emphasis on education-related development cooperation. More recently, Estonia has expanded its efforts to share its expertise in digital governance and digital education, particularly with African countries. A new area of focus is the export of Estonia’s education model, which might help address the high global demand for quality education, though there is still no national consensus on what the priorities in this sector should be and who the suitable actors are. The overarching aim of Estonian development cooperation has been to support target countries and their populations. At the same time, it has also served as a means to advance Estonia’s own security, reputation, and economic interests. Compared to larger donor countries, Estonian development cooperation resources are very limited, yet it has distinct strengths that should be better recognised internally and more widely promoted internationally. Estonia conducts strong bilateral development cooperation with relatively little fragmentation, in which it takes advantage of its strengths: digitalisation, flexibility, personal engagement, low coordination costs, and reform expertise. Thus far, Estonian development cooperation has focused on so-called smart cooperation (reforms, IT, and education) and supporting human development in middle-income countries. This approach should continue, rather than shifting towards infrastructure development in the world’s poorest nations. The reconstruction of Ukraine is an exception, where Estonia is both taking a leading role that sets an example for others and supporting a key security partner.

67. The People Are the Key: Irregular Warfare Success Story in the Philippines

After decades of conflict and instability, the US government helped the government of the Republic of the Philippines defeat the Abu Sayyaf Group. This was accomplished through a combination of military and development assistance focused on building local legitimacy and protecting the population. The Abu Sayyaf Group was a terrorist and insurgency group active in Southeast Asia. They were aligned with al Qaeda and sought to create a sharia state in the southern Philippines. The challenge of separating the Abu Sayyaf Group from the populations is a hallmark of irregular warfare. In irregular warfare, the human terrain is the key terrain for success. In this conflict, providing legitimate governance and protecting the population was a far more successful strategy than hunting down individual terrorists. This article describes how this was done in the Philippines and provides specific lessons learned from that operation.

Local communities in eastern Democratic Republic of the Congo (DRC) face the combined challenge of climate change and violent conflict, which exacerbates vulnerabilities, poverty, displacement and human insecurity. This SIPRI Insights Paper examines how climate change interacts with existing vulnerabilities in North Kivu and South Kivu to heighten human insecurity and conflict risks. The findings highlight that the link between climate change and conflict is shaped by the governance and accessibility of natural resources such as land and water. Changes in the availability and quality of such resources may increase the risks of tensions and intercommunal conflicts, especially in areas where such resources are already contested. Climate-related security risks present both immediate and long-term challenges to an already fragile peacebuilding environment in the region. Consequently, this paper recommends integrating climate and environmental considerations into peacebuilding and stabilization efforts.

Digital technologies are transforming the agriculture and food systems of ASEAN, offering new opportunities to enhance productivity, sustainability, and resilience. ASEAN has taken collective steps to accelerate this transition through initiatives such as the ASEAN Guidelines on Promoting the Utilisation of Digital Technologies for ASEAN Food and Agricultural Sector (2021), the ASEAN Leaders’ Declaration on Strengthening Food Security and Nutrition in Response to Crises (2023), and the Action Plan for Sustainable Agriculture in ASEAN (2024). To support these regional efforts, this study assesses the current utilisation of digital tools across agricultural value chains, identifies barriers to technology diffusion, and analyses enabling policy frameworks. Based on surveys of 824 respondents across eight ASEAN Member States (AMS), the study finds that smartphone-based solutions – such as advisory applications, digital payments, and marketplaces – are the most widely adopted. However, adoption is primarily driven by economic objectives rather than environmental benefits. The main constraints include limited infrastructure, low digital literacy, and high adoption costs. Looking ahead, digital marketplaces and drones are expected to become the most in-demand technologies. Comprehensive and inclusive policies – anchored in strong infrastructure, skills development, financing mechanisms, and regional co-operation – are critical to advancing sustainable digital transformation in ASEAN’s agri-food systems.

The Trump administration and key congressional lawmakers are shaping a new US government approach to the future of PEPFAR, alongside other global health programs like malaria and tuberculosis. The emerging vision emphasizes country ownership and greater government-to-government support via bilateral Global Health Compacts, paired with a financial drawdown of US assistance. The government’s proposed approach offers a broadly reasonable blueprint for PEPFAR’s evolution. Yet, the pace and scale of proposed changes are unprecedented in global health history, posing significant risks to hard-won PEPFAR results. Thoughtful and calibrated risk mitigation measures are needed to prevent financing gaps, service disruptions, and accountability breakdowns. We propose a differentiated three-track framework to operationalize a responsible PEPFAR transition while meeting the administration’s key strategic goals: Track 1 – Graduation: For wealthier and stable partner countries able to feasibly absorb PEPFAR funding on a relatively rapid timeline, following a phased shift of service delivery to government systems Track 2 – Toward self-reliance: For poorer, higher-burden countries, allowing extended timelines to gradually increase domestic financing while sustaining PEPFAR funding for key treatment and prevention outcomes Track 3 – Compassionate: For the poorest and most fragile countries where sustained PEPFAR investment is required, with potential scope for partial service delivery via national systems in some settings. This analysis and proposed timeline only apply to PEPFAR, and should not be extended to other global health programmatic areas and investments. We urge the administration and congressional leaders to pair adequate financial, technical, and human resources with a prudent operational approach to implement this next chapter of PEPFAR—protecting public health outcomes and preserving PEPFAR’s extraordinary legacy.

This paper argues that more focus on how vaccines are dosed can deliver large benefits. The current practice of vaccine development and licensure delivers vaccines that are safe and effective, but can lead to doses that are higher than is socially optimal. After a vaccine has been approved, there are often few commercial incentives to make adjustments. As a result, while there are many successful examples of adjusting dosing, this process can take decades. This is especially important in pandemics and under supply and fiscal constraints, such as those currently facing Gavi. A simple analysis suggests that there are both large health and fiscal benefits that public health decision makers and vaccine buyers can get from optimisation. This is shown in three illustrative but concrete cases: accelerating the switch to single-dose HPV vaccination, adjusting PCV dosing, and dose-sparing for a COVID-19 vaccine. To get to optimal vaccines faster, all stakeholders in vaccine development need to contribute. Researchers and pharmaceutical companies should improve the science of vaccine dosing, especially through greater focus on model-informed development. Regulators should push for optimisation data as part of approvals and consider clinical trial designs that enable optimisation. Global health funders and vaccine buyers should identify vaccines where more evidence is needed and be proactive about generating it, possibly by creating new funding models and pull incentives for optimisation.

This paper examines how Beijing views economic security as well as other countries’ actions in this realm. Economic security is not a new or foreign concept to Chinese thinkers and policymakers, but the emphases, concerns, and priorities have evolved, due in part to changes in the international environment as well as in China’s own economic and geopolitical situation. This paper examines how Chinese leaders and scholars have approached the definition and scope of economic security, as well as recent and proposed policy responses. It draws on a range of Chinese-language official documents and scholarly writings, as well as broader secondary source analyses. The paper explores that while Chinese discussions of economic security tend to be framed as ensuring economic development and stability, development is implicitly and explicitly linked to national security. Many writings emphasize that economics is the foundation for national strength (including military capabilities). As such, it is more than just economic survival and growth for the economy’s sake; it also has implications for China’s geopolitical position in the international order. In that respect, economic stability and national security may be hard to separate. Indeed, we see a resurgence in today’s rhetoric about the notions of development and security as inextricably linked, along with the need to coordinate the two—and in service of maintaining CCP rule and regime stability. Finally, the paper shows Beijing is taking concrete steps toward increased legalization and institutionalization of economic security measures. This represents a shift, at least in the domain of retaliatory countermeasures, from its usually more “informal” approach to economic coercion, which has afforded more flexibility and minimized political costs for the regime. At the same time, actual implementation has been relatively limited thus far.

Sub-Saharan Africa (SSA)’s public debt burden remains a challenge to development. Key drivers of public debt include large-scale financing of infrastructure development, adverse impact of multiple shocks including COVID-19 pandemic, maturity mismatches, and high vulnerability to exchange rate and interest rate volatility. The tight financial conditions following interest rate hikes in advanced economies have exacerbated the debt burden and heightened debt sustainability risks. Half of the SSA low-income countries are either in debt distress or at high risk of it. Countries in debt distress include middle-income economies. Given the high cost of debt servicing and lack of fiscal space, achievement of sustainable development goals is in jeopardy. A long-term sustainable solution requires a multi-pronged approach. The G20 Common Framework for debt treatment remains limited in scope, coverage, and impact. More needs to be done including consideration for debt relief. Other strategies include access to long-term concessional finance, domestic resource mobilization, and improved efficiency in public spending and fiscal management.

Are authoritarian regimes more successful than free countries in offering prosperity to their people? The answer is decidedly no, yet China and Russia actively advertise the “benefits” and “promise” of their authoritarian development model. Beijing and Moscow contend that their governance model—rooted in central control of political, social, and economic life—delivers for their people. The facts prove exactly the opposite and show that countries characterized by repression and concentrated control are far less successful across all metrics of human development than are free societies. That free societies are better for the people residing in them is not an ideological position; it is a statement of fact backed by substantial evidence, including, but not limited to, the Atlantic Council’s Freedom and Prosperity Indexes. This paper aims to showcase why and how the authoritarian development model is inferior to that of free societies. The first section documents democratic backsliding and the reversal of freedom’s fortunes. The second section presents data on how authoritarian regimes have failed to deliver prosperity for their people. The third section outlines how free societies have done the opposite—delivered sustained prosperity for their citizens. The final section offers the conclusion that authoritarian regimes, despite their claims, cannot deliver democratic progress or prosperity for society at large.

Although the neglect of Marxism has been a pervasive characteristic of IR theory, there has been a marked revival of interest in Marxism. Marx’s materialist insights into the general historical development of societies, as well as his critique of capitalism and political economy, have served as alternative starting points for different critical approaches to IR and offers a welcome alternative to neorealism, constructivism, and poststructuralism that have dominated IR for several decades. Marxism provides a redefinition of IR by focusing on changes in material circumstances, historical conditions, and society instead of assuming unchanging and fixed structures of anarchy or the state. Marx’s analysis and insights into the dynamics of international relations have become even more important given the ongoing crisis of neoliberal capitalism, the rise of authoritarianism, right-wing nationalist populisms, and the racial and gendered subordinations accompanying them pointing to the importance of Marxifying IR and IRifying Marxism.

The recent African scramble has resulted in uneven and combined development (UCD) in Sub-Saharan Africa (SSA) throughout the 21st century due to unequal exchange. South Africa plays a sub-imperial role in this scramble in SSA. It both exploits and is exploited. The mining industry in South Africa has attracted interest from colonial powers, English-speaking businesses, and foreign investors, making it a highly lucrative sector. Furthermore, most black South Africans have been employed in the mining industry since the late 19th century. Over the past 25 years, the African National Congress government has utilised the mining industry to achieve economic transformation through black economic empowerment policies. This study proposes that the mining sector in South Africa is responsible for the ongoing UCD, despite receiving new investments and empowerment policies. South Africa’s inclusion in BRICS has broadened its range of international partners beyond its traditional Western or African counterparts. However, South Africa’s decision to join the BRICS group in 2011 has not yet yielded the expected transformation in the country’s economy and growth. As a result, it is uncertain whether South Africa’s BRICS membership has addressed the country’s persistent problem of UCD. This study argues that South Africa’s BRICS membership has exacerbated UCD in the country. This study proposes that Trotsky’s UCD analytical framework is useful for analysing South Africa’s policy choice to join BRICS, which strengthens its sub-imperial role.

This article presents a materialist ecofeminist critique of neoextractivism by highlighting its historical origins and elaborating its economic policy implications in Latin America. Three questions addressed are as follows: 1) How can materialist ecofeminism contribute to understanding the current dynamics of capitalist development in the Global South, 2) why (neo)extractivism hits women hardest, and 3) to what extent and how ecofeminist movements can shape a post-extractivist transition to a just and sustainable future. The article’s main argument is that exploitation and oppression in Latin America can be understood in terms of gender, race, and class and, therefore, require an intersectional analysis framework. Within this framework, post-extractivist alternatives in this region must incorporate an ecofeminist analysis to understand better how social expression systems (including sexism, white supremacy, and ecological crises) intersect and reinforce each other. In this framework, this study is intended to contribute to the growing literature and debate on the development and resistance dynamics of neoextractivism in Latin America, where long-standing racial and gender inequalities intersect with class inequalities.

Despite positioning itself as the ‘climate bank of Asia and the Pacific’, it is difficult to ascertain the Asian Development Bank’s claims of climate adaptation finance. Oxfam analysed the bank’s 2019–2023 climate finance portfolio and conducted a detailed assessment of 15 climate adaptation projects, comprising 43% of reported adaptation finance for FY 2021 and 2022. Oxfam found that the Asian Development Bank (ADB) hugely overstates the reported amounts with potential over-reporting of 44% in average for the assessed projects. This briefing paper calls for a transformative shift in the ADB’s adaptation finance strategies. The ADB must improve the accuracy and transparency of climate finance reporting and realign financial flows with the needs of the region's most vulnerable communities.

The allocation of Special Drawing Rights (SDRs) during the COVID-19 pandemic has generated considerable interest in using SDRs as a tool for development and climate finance. This policy brief argues that the monetary logic that underpins SDRs justifies regular allocations of at least $200 billion a year, and more than doubling the share of low-and middle-income countries. Once allocated, governments can use SDRs in multiple ways, including to fund some development or climate projects. But unmanaged competition for influence among key development partners can compromise good governance and privilege geopolitical posturing over local priorities. Australia, the United States, and other traditional donors can capitalise on areas of strength, such as social inclusion and regional and multilateral initiatives. Joint efforts along these lines and the pooling of resources would scale up impact and set higher accountability standards. Despite the risk that higher standards will open gaps for non-traditional donors with less burdensome criteria, there is much long-term value in traditional development partners collaborating in a “race to the top” in meeting the region’s needs.

This paper analyses the evolution of Myanmar’s civil war with a view to identifying optimal international policy responses. The sharp escalation of armed resistance since late 2023 holds out the tantalising prospect that the once seemingly invincible military regime could be defeated. Yet it remains an open question whether anti-junta forces will be able to carry the momentum from their recent victories in the forest-covered, mountainous borderlands across the open plains of central Myanmar to take the capital or other major cities. Even if resistance forces ultimately emerge victorious, the goal of building a genuine federal democracy will likely take years of highly complex and politically fraught negotiations. While the outcome of the civil war remains uncertain, new resistance groups have started building state-like structures and delivering public services in “liberated areas”, much like the older ethnic armed organisations have been doing since the 1960s. The longer Myanmar remains mired in warfare, the more crucial these plural governance systems will become to the welfare of millions of people, with lasting implications for the nature of state-building in the country. To more effectively support the Myanmar people, Western governments and likeminded actors will need to come to terms with the reality of an increasingly — and quite possibly, permanently — fragmented state. The paper thus calls for greater investments in “parallel state-building”, focused on strengthening the collective capabilities of a wide range of emerging political authorities and community-based organisations to carry out traditional state functions and serve vulnerable populations.

The Amazon, known for its biodiversity, is the scene of intense geopolitical disputes around the exploitation of its natural resources, involving various significant economic actors, illicit groups, and criminal activities. Among the various illicit activities present in the daily life of the region, we can highlight logging, agriculture, and livestock farming with negative environmental impacts, illegal mining, especially of gold, land usurpation, and other forms of environmental degradation. These criminal activities in the Amazon go beyond the destruction of forest biodiversity, also revealing institutional fragility through complex criminal networks that foster drug trafficking, child sexual exploitation, slave labor, and high levels of violence in its various forms. The Amazon is a region marked by various layers of violence, underdevelopment, and reduced quality of life for its diverse population.6 The high homicide rates in the region, which has a rate of intentional violent deaths 45% higher than the national average and is among the six deadliest cities in Brazil, evidence of a situation of excessive and persistent violence. Although the homicide rate is the most used parameter to measure violence worldwide, it hides the brutal reality of women’s life experiences, who are the main victims of all types of violence, except for homicides. In the Amazon region, this is no different. In this sense, women are exposed to a greater variety of violence considered “less severe” because they do not directly result in death, compared to men. However, the murders of women often represent the final stage of a succession of aggressions. Considering the disproportionality of female victimization in all forms of non-lethal violence – which often do not receive the necessary attention in the formulation of public policies and in debates on the subject, constantly marked by a lack of standardization and reliability in data sources –, the EVA platform and the productions derived from it seek to contribute with the systematization and analysis of data. The goal is to map and understand the patterns of violence against women, providing inputs for the planning of evidence-based public policies, capable of modifying the adverse reality. This report aims to provide a detailed overview of violence against women in the Amazon region over the last five years.

We review the distributional incidence of residential energy subsidies using the attractive case of Argentina, a developing country that has massively subsidized electricity in recent decades. Using multiple data sources, we explore two central dimensions, usually omitted in previous research. On the one hand, we focus on geography given that previous studies mostly focus on the Buenos Aires Metropolitan Area (i.e., AMBA), the most populated region in the country. However, Argentina’s territorial heterogeneity demands further analysis, given that the stage of electricity distribution introduces heterogeneities between jurisdictions. On the other hand, we focus on the subsidies’ financing given that previous studies do not focus on the net incidence. Our results indicate that: regional disparities in the costs of electricity distribution and the prices set by the distribution companies are key drivers of the distributional incidence. Also omitting subsidies’ financing may lead to overestimating the belief about their redistributive effect.

90. South Korea’s Official Development Assistance for Democracy Support

As of 2022, South Korea provides Official Development Assistance (ODA) amounting to 2.79 billion USD, 0.17% of its gross national income, ranking 16th among the donor countries in the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD), which includes 30 countries. Since joining the DAC in 2010, South Korea’s ODA has been steadily increasing. The successful transition from a recipient to a donor country is a significant achievement globally. However, in the context of South Korea’s high status in liberal democracy, its level of support for democratic governance is relatively low. There is no clear definition of ‘democracy aid,’ but it generally refers to aid used to advocate and support democracy. Given that democracy aid could be perceived as interference in the internal affairs of recipient countries, it is not prominently emphasized in development assistance where poverty alleviation and socio-economic development are the primary goals. The DAC aims to promote development cooperation and related policies, targeting Sustainable Development 2030, which includes inclusive and sustainable economic development, progress in national and international equality, poverty eradication, and improving living conditions in developing countries. It establishes a standard of assistance policy in various fields such as development, trade, industry, environment, gender equality, anti-corruption, and strengthening civil society. In essence, the DAC does not explicitly state that spreading democracy is the purpose of ODA (OECD n.d.). South Korea’s Framework Act on International Development Cooperation also stipulates the purpose of itself to “enhance the appropriateness of policies for international development cooperation and the efficiency of the implementation thereof, and effectively achieve the policy objectives of international development cooperation by providing for basic matters concerning international development cooperation, thus contributing to the co-prosperity of humanity and to world peace.” This law outlines the principles of international development cooperation, such as “respect for all the principles of the Charter of the United Nations; support for the self-help efforts and abilities of developing countries; respect for the necessity of development of developing countries; increase in sharing of development experiences; and mutual harmony with the international community and promotion of cooperation therewith,” but there is no mention of linking ODA to democracy (OECD 2005; Korea Legislation Research Institute n.d.).

Abstract:
Maintaining international peace and promoting the development and protection of human rights are three pillars upon which the United Nations (UN) is founded. This innate relationship between peacebuilding and human rights has been underscored several times by the UN. For instance, addressing the UN Security Council on 18 April 2017, UN Secretary-General António Guterres said, ‘upholding human rights is a crucial element of [conflict] prevention’ and ‘human rights are intrinsically linked to sustaining peace.’1 For the African Union (AU), the promotion of peace, security, and stability, on the one hand, and the promotion and protection of human and peoples’ rights, on the other hand, are among its key objectives.2 Despite this intrinsic relationship between peacebuilding and human rights, less attention has been given to mainstreaming this relationship into the decisions, interventions, and institutions of the AU. This article aims to shed light on the nexus between peace and human rights and why it is important for sustainable peace on the continent. In the first section, the article will analyse the peacebuilding and human rights nexus, and then the second section will zoom in on key peacebuilding and human rights frameworks under the AU. Finally, the article will highlight how peacebuilding and human rights could be better integrated under the AU frameworks and operations.

In addition to national gender policies, African governments and non-state actors engage with the African Union and United Nations to negotiate and draft international agreements on gender equality issues. This DIIS Working Paper explores the priorities, contestations and gaps in the African Union’s gender governance; the status of and priorities in gender-responsive governance at country level; and African priorities in global gender policy spaces. This study discusses those linkages between different levels while focusing on nine countries: Burkina Faso, Egypt, Ethiopia, Ghana, Kenya, Somalia, South Africa, South Sudan and Uganda. Taking Danish development co-operation priorities as a point of departure, these countries provide perspectives from very diverse economic and security contexts.

Remaking political relations with African countries has become a key priority for the Danish government, looking toward a future where Africa becomes of greater (geo)political importance to Denmark and Europe. To achieve this, Denmark is preparing a new plan for its future strategic engagement on the continent. Aiming to situate African countries closer to Denmark’s core foreign affairs, the plan is expected to address questions across the fields of foreign affairs, security, development, and trade, and focus on equal partnerships. The government has indicated a need to build on the mantra of ‘preaching less and listening more’ – as the Danish minister for foreign affairs framed it at a recent visit to Kenya – with political relations based on a ‘pragmatic idealism’ and more genuine forms of cooperation that reflect mutual interests. In this Policy Brief, some of DIIS’ African research partners consider key questions on what it takes to achieve equal partnerships, what a new Danish strategic engagement with Africa should look like, and what it should refrain from.

96. Somaliland at the centre of rising tensions in the Horn of Africa

Abstract:
On 1 January 2024, a surprise Memorandum of Understanding (MoU) was announced between the self-declared breakaway Republic of Somaliland and Ethiopia. The deal allowed landlocked Ethiopia to lease 20 kilometres of Somaliland’s coastal land for naval and commercial purposes. In exchange, Ethiopia would be the first country to recognise Somaliland as an independent nation (later revised by Ethiopia to an ‘in depth assessment’ of recognition). The government of the Federal Republic of Somalia (FGS), which considers Somaliland part of its territory, called the deal a violation of its territorial sovereignty, a position supported by the EU and other international partners. In western Somaliland’s Awdal region, where the coastal land has been promised, there have been widespread protests. The Ethiopia-Somaliland deal has immediately increased tensions throughout the region. The timing of the agreement is significant as it occurred shortly after Somalia agreed to resume talks concerning Somaliland’s disputed constitutional status, putting an abrupt end to the dialogue. Regional blocs are already coalescing between those who support Somalia’s territorial integrity (notably Djibouti, Egypt and Eritrea) and those supporting Ethiopia (including the UAE and Sudan’s Rapid Support Forces). The possibility of a future war in the Horn is a real concern. Analysis has so far focused on Ethiopia’s expansionist actions, especially in light of a looming debt crisis and various internal conflicts, and support from the UAE, an influential regional player. However, it is unlikely that this deal would have been possible were Somaliland itself not already in crisis. Although the news of the agreement was met with celebration in the capital, Hargeisa, Somaliland is not approaching this deal from a position of strength. Since 2022, it has lost control of a significant portion of its eastern territory to pro-unionist forces who established their own administration, SSC-Khatumo. Internal unrest has also been brewing since 2022 due to delayed Presidential elections in Somaliland. Although President Muse Bihi Abdi has allowed clan elders to mediate the election-related disputes, the opposition remains skeptical as to whether elections will indeed occur by the end of 2024. The aim of the deal with Ethiopia is to restore the President’s reputation, and by extension Somaliland’s international reputation, contain domestic resistance, and revive its battered economy. Mediating between Somaliland, Somalia and Ethiopia is necessary, but not enough. Addressing the deep-rooted political crisis within Somaliland and clarifying its status in relation to Somalia are essential for finding a long-term solution to regional instability. Resolving the political status of both Somaliland and the newly established SSC-Khatumo should be a top priority in achieving long-term stability in the Horn.

Abstract:
Climate change is a priority area in European and broader Western initiatives for global security, with a significant focus on Africa. This DIIS Working Paper argues that advancing the climate security agenda requires approaches that integrate climate adaptation and finance into a ‘peace continuum’, spanning prevention, peacebuilding, and development. The paper shows where the current climate security-agenda falls short, in particular regarding climate finance and the prioritisation of conflict-affected contexts. It asserts that addressing these gaps is essential both for climate justice and for fostering partnerships in Africa amid growing global geopolitical competition. Drawing on insights from Africa’s Horn, the paper also discusses concrete opportunities for advancing a ‘peace continuum' approach to climate security. Specifically, it underscores the importance of strategic engagement and accessible, conflict-sensitive climate finance, notwithstanding challenges posed by institutional fragmentation and conflict. Recommendations are supported by examples of UN, AU and IGAD initiatives and case studies from Somalia and Somaliland.

Planning, Monitoring and Evaluation (PME) systems play an important role in ensuring that South Africa’s municipalities are able to effectively fulfil their core mandate of service delivery. One central component of this system is the Integrated Development Plan (IDP), a strategic framework used for several functions, including guiding key priorities and providing a roadmap for effectively delivering public services. However, even though most municipalities consistently submit IDPs, the quality of service delivery, especially amongst municipalities that have Water Services Authority responsibilities, is uneven. This raises the questions around which factors are more influential in determining effective service provision, and why they are lacking in dozens of municipalities. Using Good Governance Africa’s 2024 Governance Performance Index (GPI), this policy briefing provides a range of stakeholders with consolidated insights into how these issues can be addressed.
