101. How Has South Africa’s Membership of BRICS Intensified Uneven and Combined Development in the Country and Beyond?

Abstract:: The recent African scramble has resulted in uneven and combined development (UCD) in Sub-Saharan Africa (SSA) throughout the 21st century due to unequal exchange. South Africa plays a sub-imperial role in this scramble in SSA. It both exploits and is exploited. The mining industry in South Africa has attracted interest from colonial powers, English-speaking businesses, and foreign investors, making it a highly lucrative sector. Furthermore, most black South Africans have been employed in the mining industry since the late 19th century. Over the past 25 years, the African National Congress government has utilised the mining industry to achieve economic transformation through black economic empowerment policies. This study proposes that the mining sector in South Africa is responsible for the ongoing UCD, despite receiving new investments and empowerment policies. South Africa’s inclusion in BRICS has broadened its range of international partners beyond its traditional Western or African counterparts. However, South Africa’s decision to join the BRICS group in 2011 has not yet yielded the expected transformation in the country’s economy and growth. As a result, it is uncertain whether South Africa’s BRICS membership has addressed the country’s persistent problem of UCD. This study argues that South Africa’s BRICS membership has exacerbated UCD in the country. This study proposes that Trotsky’s UCD analytical framework is useful for analysing South Africa’s policy choice to join BRICS, which strengthens its sub-imperial role.

Abstract:: This article presents a materialist ecofeminist critique of neoextractivism by highlighting its historical origins and elaborating its economic policy implications in Latin America. Three questions addressed are as follows: 1) How can materialist ecofeminism contribute to understanding the current dynamics of capitalist development in the Global South, 2) why (neo)extractivism hits women hardest, and 3) to what extent and how ecofeminist movements can shape a post-extractivist transition to a just and sustainable future. The article’s main argument is that exploitation and oppression in Latin America can be understood in terms of gender, race, and class and, therefore, require an intersectional analysis framework. Within this framework, post-extractivist alternatives in this region must incorporate an ecofeminist analysis to understand better how social expression systems (including sexism, white supremacy, and ecological crises) intersect and reinforce each other. In this framework, this study is intended to contribute to the growing literature and debate on the development and resistance dynamics of neoextractivism in Latin America, where long-standing racial and gender inequalities intersect with class inequalities.

103. Unaccountable Adaptation: The Asian Development Bank’s overstated claims on climate adaptation finance

Abstract:: Despite positioning itself as the ‘climate bank of Asia and the Pacific’, it is difficult to ascertain the Asian Development Bank’s claims of climate adaptation finance. Oxfam analysed the bank’s 2019–2023 climate finance portfolio and conducted a detailed assessment of 15 climate adaptation projects, comprising 43% of reported adaptation finance for FY 2021 and 2022. Oxfam found that the Asian Development Bank (ADB) hugely overstates the reported amounts with potential over-reporting of 44% in average for the assessed projects. This briefing paper calls for a transformative shift in the ADB’s adaptation finance strategies. The ADB must improve the accuracy and transparency of climate finance reporting and realign financial flows with the needs of the region's most vulnerable communities.

104. Beyond Crises: The future of Special Drawing Rights as a source of development and climate finance

Abstract:: The allocation of Special Drawing Rights (SDRs) during the COVID-19 pandemic has generated considerable interest in using SDRs as a tool for development and climate finance. This policy brief argues that the monetary logic that underpins SDRs justifies regular allocations of at least $200 billion a year, and more than doubling the share of low-and middle-income countries. Once allocated, governments can use SDRs in multiple ways, including to fund some development or climate projects. The brief also discusses reforms to deepen the SDR system in the interest of all countries.

Abstract:: Pacific Islands Countries are leveraging geopolitical rivalries to maximise their development options. But unmanaged competition for influence among key development partners can compromise good governance and privilege geopolitical posturing over local priorities. Australia, the United States, and other traditional donors can capitalise on areas of strength, such as social inclusion and regional and multilateral initiatives. Joint efforts along these lines and the pooling of resources would scale up impact and set higher accountability standards. Despite the risk that higher standards will open gaps for non-traditional donors with less burdensome criteria, there is much long-term value in traditional development partners collaborating in a “race to the top” in meeting the region’s needs.

106. Outrage is not a policy: Coming to terms with Myanmar’s fragmented state

Abstract:: This paper analyses the evolution of Myanmar’s civil war with a view to identifying optimal international policy responses. The sharp escalation of armed resistance since late 2023 holds out the tantalising prospect that the once seemingly invincible military regime could be defeated. Yet it remains an open question whether anti-junta forces will be able to carry the momentum from their recent victories in the forest-covered, mountainous borderlands across the open plains of central Myanmar to take the capital or other major cities. Even if resistance forces ultimately emerge victorious, the goal of building a genuine federal democracy will likely take years of highly complex and politically fraught negotiations. While the outcome of the civil war remains uncertain, new resistance groups have started building state-like structures and delivering public services in “liberated areas”, much like the older ethnic armed organisations have been doing since the 1960s. The longer Myanmar remains mired in warfare, the more crucial these plural governance systems will become to the welfare of millions of people, with lasting implications for the nature of state-building in the country. To more effectively support the Myanmar people, Western governments and likeminded actors will need to come to terms with the reality of an increasingly — and quite possibly, permanently — fragmented state. The paper thus calls for greater investments in “parallel state-building”, focused on strengthening the collective capabilities of a wide range of emerging political authorities and community-based organisations to carry out traditional state functions and serve vulnerable populations.

107. Violence Against Women in the Legal Amazon in the Last Five Years

Abstract:: The Amazon, known for its biodiversity, is the scene of intense geopolitical disputes around the exploitation of its natural resources, involving various significant economic actors, illicit groups, and criminal activities. Among the various illicit activities present in the daily life of the region, we can highlight logging, agriculture, and livestock farming with negative environmental impacts, illegal mining, especially of gold, land usurpation, and other forms of environmental degradation. These criminal activities in the Amazon go beyond the destruction of forest biodiversity, also revealing institutional fragility through complex criminal networks that foster drug trafficking, child sexual exploitation, slave labor, and high levels of violence in its various forms. The Amazon is a region marked by various layers of violence, underdevelopment, and reduced quality of life for its diverse population.6 The high homicide rates in the region, which has a rate of intentional violent deaths 45% higher than the national average and is among the six deadliest cities in Brazil, evidence of a situation of excessive and persistent violence. Although the homicide rate is the most used parameter to measure violence worldwide, it hides the brutal reality of women’s life experiences, who are the main victims of all types of violence, except for homicides. In the Amazon region, this is no different. In this sense, women are exposed to a greater variety of violence considered “less severe” because they do not directly result in death, compared to men. However, the murders of women often represent the final stage of a succession of aggressions. Considering the disproportionality of female victimization in all forms of non-lethal violence – which often do not receive the necessary attention in the formulation of public policies and in debates on the subject, constantly marked by a lack of standardization and reliability in data sources –, the EVA platform and the productions derived from it seek to contribute with the systematization and analysis of data. The goal is to map and understand the patterns of violence against women, providing inputs for the planning of evidence-based public policies, capable of modifying the adverse reality. This report aims to provide a detailed overview of violence against women in the Amazon region over the last five years.

Abstract:: We review the distributional incidence of residential energy subsidies using the attractive case of Argentina, a developing country that has massively subsidized electricity in recent decades. Using multiple data sources, we explore two central dimensions, usually omitted in previous research. On the one hand, we focus on geography given that previous studies mostly focus on the Buenos Aires Metropolitan Area (i.e., AMBA), the most populated region in the country. However, Argentina’s territorial heterogeneity demands further analysis, given that the stage of electricity distribution introduces heterogeneities between jurisdictions. On the other hand, we focus on the subsidies’ financing given that previous studies do not focus on the net incidence. Our results indicate that: regional disparities in the costs of electricity distribution and the prices set by the distribution companies are key drivers of the distributional incidence. Also omitting subsidies’ financing may lead to overestimating the belief about their redistributive effect.

109. South Korea’s Official Development Assistance for Democracy Support

Abstract:: As of 2022, South Korea provides Official Development Assistance (ODA) amounting to 2.79 billion USD, 0.17% of its gross national income, ranking 16th among the donor countries in the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD), which includes 30 countries. Since joining the DAC in 2010, South Korea’s ODA has been steadily increasing. The successful transition from a recipient to a donor country is a significant achievement globally. However, in the context of South Korea’s high status in liberal democracy, its level of support for democratic governance is relatively low. There is no clear definition of ‘democracy aid,’ but it generally refers to aid used to advocate and support democracy. Given that democracy aid could be perceived as interference in the internal affairs of recipient countries, it is not prominently emphasized in development assistance where poverty alleviation and socio-economic development are the primary goals. The DAC aims to promote development cooperation and related policies, targeting Sustainable Development 2030, which includes inclusive and sustainable economic development, progress in national and international equality, poverty eradication, and improving living conditions in developing countries. It establishes a standard of assistance policy in various fields such as development, trade, industry, environment, gender equality, anti-corruption, and strengthening civil society. In essence, the DAC does not explicitly state that spreading democracy is the purpose of ODA (OECD n.d.). South Korea’s Framework Act on International Development Cooperation also stipulates the purpose of itself to “enhance the appropriateness of policies for international development cooperation and the efficiency of the implementation thereof, and effectively achieve the policy objectives of international development cooperation by providing for basic matters concerning international development cooperation, thus contributing to the co-prosperity of humanity and to world peace.” This law outlines the principles of international development cooperation, such as “respect for all the principles of the Charter of the United Nations; support for the self-help efforts and abilities of developing countries; respect for the necessity of development of developing countries; increase in sharing of development experiences; and mutual harmony with the international community and promotion of cooperation therewith,” but there is no mention of linking ODA to democracy (OECD 2005; Korea Legislation Research Institute n.d.).

Abstract:: Maintaining international peace and promoting the development and protection of human rights are three pillars upon which the United Nations (UN) is founded. This innate relationship between peacebuilding and human rights has been underscored several times by the UN. For instance, addressing the UN Security Council on 18 April 2017, UN Secretary-General António Guterres said, ‘upholding human rights is a crucial element of [conflict] prevention’ and ‘human rights are intrinsically linked to sustaining peace.’1 For the African Union (AU), the promotion of peace, security, and stability, on the one hand, and the promotion and protection of human and peoples’ rights, on the other hand, are among its key objectives.2 Despite this intrinsic relationship between peacebuilding and human rights, less attention has been given to mainstreaming this relationship into the decisions, interventions, and institutions of the AU. This article aims to shed light on the nexus between peace and human rights and why it is important for sustainable peace on the continent. In the first section, the article will analyse the peacebuilding and human rights nexus, and then the second section will zoom in on key peacebuilding and human rights frameworks under the AU. Finally, the article will highlight how peacebuilding and human rights could be better integrated under the AU frameworks and operations.

Abstract:: Remaking political relations with African countries has become a key priority for the Danish government, looking toward a future where Africa becomes of greater (geo)political importance to Denmark and Europe. To achieve this, Denmark is preparing a new plan for its future strategic engagement on the continent. Aiming to situate African countries closer to Denmark’s core foreign affairs, the plan is expected to address questions across the fields of foreign affairs, security, development, and trade, and focus on equal partnerships. The government has indicated a need to build on the mantra of ‘preaching less and listening more’ – as the Danish minister for foreign affairs framed it at a recent visit to Kenya – with political relations based on a ‘pragmatic idealism’ and more genuine forms of cooperation that reflect mutual interests. 115. Somaliland at the centre of rising tensions in the Horn of Africa

Abstract:: On 1 January 2024, a surprise Memorandum of Understanding (MoU) was announced between the self-declared breakaway Republic of Somaliland and Ethiopia. The deal allowed landlocked Ethiopia to lease 20 kilometres of Somaliland’s coastal land for naval and commercial purposes. In exchange, Ethiopia would be the first country to recognise Somaliland as an independent nation (later revised by Ethiopia to an ‘in depth assessment’ of recognition). The government of the Federal Republic of Somalia (FGS), which considers Somaliland part of its territory, called the deal a violation of its territorial sovereignty, a position supported by the EU and other international partners. In western Somaliland’s Awdal region, where the coastal land has been promised, there have been widespread protests. The Ethiopia-Somaliland deal has immediately increased tensions throughout the region. The timing of the agreement is significant as it occurred shortly after Somalia agreed to resume talks concerning Somaliland’s disputed constitutional status, putting an abrupt end to the dialogue. Regional blocs are already coalescing between those who support Somalia’s territorial integrity (notably Djibouti, Egypt and Eritrea) and those supporting Ethiopia (including the UAE and Sudan’s Rapid Support Forces). The possibility of a future war in the Horn is a real concern. Analysis has so far focused on Ethiopia’s expansionist actions, especially in light of a looming debt crisis and various internal conflicts, and support from the UAE, an influential regional player. However, it is unlikely that this deal would have been possible were Somaliland itself not already in crisis. Although the news of the agreement was met with celebration in the capital, Hargeisa, Somaliland is not approaching this deal from a position of strength. Since 2022, it has lost control of a significant portion of its eastern territory to pro-unionist forces who established their own administration, SSC-Khatumo. Internal unrest has also been brewing since 2022 due to delayed Presidential elections in Somaliland. Although President Muse Bihi Abdi has allowed clan elders to mediate the election-related disputes, the opposition remains skeptical as to whether elections will indeed occur by the end of 2024. The aim of the deal with Ethiopia is to restore the President’s reputation, and by extension Somaliland’s international reputation, contain domestic resistance, and revive its battered economy. Mediating between Somaliland, Somalia and Ethiopia is necessary, but not enough. Addressing the deep-rooted political crisis within Somaliland and clarifying its status in relation to Somalia are essential for finding a long-term solution to regional instability. Resolving the political status of both Somaliland and the newly established SSC-Khatumo should be a top priority in achieving long-term stability in the Horn.

Abstract:: Climate change is a priority area in European and broader Western initiatives for global security, with a significant focus on Africa. This DIIS Working Paper argues that advancing the climate security agenda requires approaches that integrate climate adaptation and finance into a ‘peace continuum’, spanning prevention, peacebuilding, and development. The paper shows where the current climate security-agenda falls short, in particular regarding climate finance and the prioritisation of conflict-affected contexts. It asserts that addressing these gaps is essential both for climate justice and for fostering partnerships in Africa amid growing global geopolitical competition. Drawing on insights from Africa’s Horn, the paper also discusses concrete opportunities for advancing a ‘peace continuum' approach to climate security. Specifically, it underscores the importance of strategic engagement and accessible, conflict-sensitive climate finance, notwithstanding challenges posed by institutional fragmentation and conflict. Recommendations are supported by examples of UN, AU and IGAD initiatives and case studies from Somalia and Somaliland.

Abstract:: Planning, Monitoring and Evaluation (PME) systems play an important role in ensuring that South Africa’s municipalities are able to effectively fulfil their core mandate of service delivery. One central component of this system is the Integrated Development Plan (IDP), a strategic framework used for several functions, including guiding key priorities and providing a roadmap for effectively delivering public services. However, even though most municipalities consistently submit IDPs, the quality of service delivery, especially amongst municipalities that have Water Services Authority responsibilities, is uneven. This raises the questions around which factors are more influential in determining effective service provision, and why they are lacking in dozens of municipalities. Using Good Governance Africa’s 2024 Governance Performance Index (GPI), this policy briefing provides a range of stakeholders with consolidated insights into how these issues can be addressed.

Abstract:: The International Energy Agency’s Medium-Term Gas Outlook in late 2023 notes that “Africa accounted for nearly 40% of new natural gas discoveries globally in the past decade, mainly in Mozambique, Mauritania, Senegal and Tanzania. However, socio-political instability and security issues make Africa a high-risk environment for the gas industry. This results in a gap between the potential and the actual gas production projects under development.” Nonetheless, the Agency forecasts natural gas production growth of 10% (higher than current levels) by 2026. It had only grown by 2.5% from 2011 to 2021, and currently accounts for roughly 6% of global production.1 Asian and Middle Eastern markets’ demand will continue2 while African governments will bet on Liquefied Natural Gas (LNG). In the longer term, it is critical to phase out fossil fuels due to their exacerbation of global warming and health and environmental risks. Given the imperative for lowercarbon growth trajectories, demand for oil, gas, and coal will likely peak in 2024. Governments and mining investors’ negotiations and contracts should safeguard local populations through ecologically sensitive, responsible mining. Communities’ voices are critical to decision-making from project inception to ensure revenues usher in broad-based growth and increased domestic energy security. In 2022, Good Governance Africa (GGA), with support from the Southern Africa Trust (SAT), explored critical issues surrounding LNG exploration and development in Southern Africa in the context of climate change.3 This intelligence report is a consolidation of key lessons from these LNG projects’ impact on local communities in Mozambique’s Cabo Delgado; South Africa’s Eastern Cape, and Zimbabwe’s Cabora Bassa Basin. Together, these three cases illustrate both the promise and perils of LNG mining in Africa.

122. The Role of the Consumer and Systemic Policy Mixes for Circular Business Models in the EU

Abstract:: Recent decades have shown an unprecedented growth in demand for resources, with a trend that is projected to accelerate in the future. Policymakers around the world have started to recognise that transitioning to a more resource-efficient and circular economy (CE) is key to addressing this challenge. Two important enablers for the transition to a CE are circular business models (CBMs) and consumers. The two are interlinked, as demand shifts among consumers can foster the development and supply of new business models, which in turn require the uptake by consumers to be successful. To promote the development and increase the uptake of new CBMs, policymakers need to provide the respective regulatory frameworks and incentives. Doing so requires systemic policy mixes that go beyond encouraging technological innovations and include targeting the demand side as well. This paper zooms in on the role of the consumer for CBMs, discusses potential consumer barriers to CBM demand, and outlines how policy-making can address these barriers by applying systemic mixes of instruments to tackle the macro-, meso-, and micro-level factors that influence consumer demand simultaneously. While the macro-level describes the economic context of consumers’ decision-making, that is, the availability and supply, infrastructure and price of CBMs in the market, the meso-level characterises the social environment, including social norms and social status, whereas the micro-level focuses on individual characteristics such as consumption habits, security and quality concerns, and environmental knowledge or concern. This paper illustrates how the different consumer barriers are closely interlinked, and that, ideally, policymakers should target all three levels jointly to encourage CBM demand most effectively. In doing so, policymakers should consider the principles of the waste hierarchy in order to maximise the environmental benefits of CE policy mixes. The paper mostly takes a European perspective on the topic, especially when discussing relevant policy frameworks, and reflects on potential differences to other regions, particularly in the Global South, when appropriate

123. Information Integrity and Information Pollution: Vulnerabilities and Impact on Social Cohesion and Democracy in Mexico

Abstract:: Equal access to reliable information is essential for democracy and social cohesion. The rise of information pollution, particularly in digital spaces, poses significant challenges to democratic societies worldwide. While extensive research has focused on its impact in developed, English-speaking democracies, there is a gap in understanding its effects in younger democracies, conflict zones, and less developed contexts. This study fills that gap by analysing Mexico as a case study. Based on interviews with Mexican media professionals, public sector officials, academics and human rights defenders, the study provides insights on the root causes of the problem and and strategies to combat information pollution, safeguard democracy, and promote social cohesion, underscoring the urgency of proactive measures both within Mexico and on a global scale in Mexico, information pollution significantly threatens the country's social cohesion and democratic principles. Structural conditions like poverty, inequality, violence, corruption, and media landscape issues enable societal vulnerability to digital information pollution. Factors directly driving information pollution include the exploitation of digital spaces by drug cartels, divisive narratives against marginalised groups, an increasingly media-hostile environment as well as the incumbent government’s post-factual approach to reality and politics. Information pollution has fostered a polarised discours, contributed to eroding trust in traditional media and amplified identity-based societal cleavages. It weakens the deliberative, participatory and liberal dimensions of democracy dimensions by decreasing the quality of public debate, damaging civil society watchdog roles, and reducing government transparency and accountability. Recommendations for Mexico encompass enhancing public resilience to information through civic education and targeted communication campaigns, empowering media capacity, and fortifying an open data culture in the Mexican public sector. Internationally, efforts should address elite-driven information pollution by reinforcing independent accountability institutions and leveraging diplomatic and economic incentives against leaders attacking these institutions.

Abstract:: The work aimed to analyse the sustainability efforts – the greening – of five industry sectors in Brazil: aluminium, chemical, steel, cement, and oil and gas. These sectors were chosen because they are the industries with the highest carbon emissions. The research sought to verify the sustainability measures adopted by business and industry actors, with special emphasis on the use of Voluntary Sustainability Standards and ESG values. In order to verify the information provided by the companies, the documents that informed the measures taken by the companies and the numbers supporting their results were always sought out and explained in the text. The conclusions were that the sectors, guided by industry associations, have adopted a broad set of sustainability measures. The results of these measures, however, sometimes lack proof and sometimes lead to sporadic conduct, contrary to the precepts of environmental and social sustainability.

125. Greening Economies in Partner Countries: Priorities for International Cooperation

Abstract:: While polluting industries are still flourishing, the green economy is on the rise. In low- and middle-income countries, the resulting opportunities are mostly underexplored. The Federal Ministry for Economic Cooperation and Development (BMZ)’s new strategy for “Sustainable economic development, training and employment” shifts gears towards a green and inclusive structural transformation, recognising that only a just transition approach with credible co-benefits for societies can gain societal acceptance (BMZ, 2023). It is now essential to provide evidence of how a greener economy can offer direct economic benefits to national economies and the majority of their citizens. Ongoing cooperation portfolios need to be adjusted to this new and timely orientation in the BMZ’s core strategy. We suggest focusing on the following six areas: Eco-social fiscal reform should be a priority area in at least 15 of the over 40 partner countries with whom Germany cooperates on “sustainable economic development”, systematically linking revenues from pricing pollutions to pro-poor spending. Development policy should promote inclusive green finance (IGF) through market-shaping policies, such as an enabling regulatory framework for the development of digital IGF services and customer protection in digital payment services. It should also build policymakers’ capacity in developing IGF policies and regulation. Support in the area of sustainable, circular con-sumption should focus on eco-design, and repair and reuse systems. It should build systems design capa-cities and behavioural knowledge, to integrate con-sumers in low-carbon and circular industry-consumer systems. This will need new collaborations with actors shaping systems of consumption and production, for instance with supermarkets or the regulators of eco-design guidelines. Germany should strategically support national hydro-gen strategies, including a just transition approach and prioritising green over other “colours” of hydrogen. This means strengthening industrial policy think tanks, technology and market assessment agencies, technology-related policy advice as well as skills development, and exploring distributive mechanisms to spread the gains and ensure societal acceptance. Sustainable urbanisation should be a more explicit priority, given its potential for job creation and enterprise development. This means supporting partners in integrating land-use, construction and mobility planning for compact, mixed-use neighbourhoods, and anti-cipating green jobs potential and skills required within cities. Lastly, Germany should support green industrial policy and enlarge policy space in trade rules by promoting the core institutions of industrial policy, for example, technology foresight agencies, coordinating platforms for industry upgrading, and policy think tanks, and working towards reforms of the trading system, such as rules to allow clearly defined green industrial subsidies, preferential market access for green goods and services from low-income countries, or technology transfer. It is evident for all areas that the challenges in low- and middle-income countries will differ from those in high-income countries. It is, therefore, imperative that successful programmes are co-developed with local partners. A just green transition that harvests benefits beyond a healthier environment and is supported by societies will then be achievable.

126. Social Contract and Social Cohesion: Synergies and Tensions between Two Related Concepts

Abstract:: “Social cohesion” and the “social contract” are two related analytical concepts, which have become increasingly popular among researchers and practitioners. Both concepts help to understand and characterise societies and countries by shedding light on the relationships between members and groups of society and state institutions. Unfortunately, there is often little precision in the use of the concepts. As a result, their respective analytical strengths have not always been well utilised for policy analysis and project design. Furthermore, the synergies between them have been overlooked. This paper therefore defines both concepts, considers their respective strengths and discusses the relationship between them. The concept of the social contract emphasises the deliverables exchanged between societal groups and governing authorities. Social contracts are the sum of formal and informal agreements amongst societal actors and between them and the actor in power (the government or any other type of authority) on the rights and obligations of one towards the other. Social contracts vary enormously, but all establish more stability in state–society relations, especially if they are inclusive and flexible enough to account for changes in the framework conditions. The concept of social cohesion, in contrast, refers primarily to the quality of the relations between individuals, societal groups and the state, and the underlying values, norms and attitudes that shape these relationships. Social cohesion can be characterised as the glue that holds a society together and enables it to develop a shared vision. It concerns the horizontal relationships between members of society and the vertical relationships between societal actors and political institutions. Social contracts and social cohesion affect each other. Social contracts contribute to social cohesion because the regular and predictable exchange of deliverables between societal groups and the state creates an interdependence that strengthens mutual trust, willing-ness to cooperate and a sense of common identity. Conversely, social contracts tend to be more resilient and sustainable if they are based on cohesive societies. Both concepts are thus useful for national governments and foreign donors to assess opportunities and design policies for sustainable development. The social contract concept helps us to understand the “give and take” in a country: it shows where governments could do better in delivering to society and thereby make state–society relations more stable. The social cohesion concept in turn helps to determine what holds societies together and which attributes of intra-society relations could or should be strengthened. In addition, both concepts assist foreign donors in assessing which interventions would be favourable for the internal relationships in partner countries and in thinking carefully about potential unintended harmful effects. In particular, international donors can benefit from exploiting the mutually enforcing relationship between social contract and social cohesion.

127. Tomorrow’s Global Development Landscape: Mapping Trends and Reform Dynamics

Abstract:: The key tools and governance approaches for international cooperation for sustainable development (hereafter, international cooperation) were set up in a markedly different time and age. International cooperation – with official development assistance (ODA) as the dominant means of implementation – remains key, despite being generally considered as no longer adequate for addressing today’s common and collective challenges. Despite numerous declarations of its growing irrelevance or calls for it even being beyond repair, the governance and reporting system of ODA has remained largely unchanged throughout its 60 years of existence. One reason is that there are few alternatives. Pandemic response and preparedness, climate finance, humanitarian aid, the United Nations development system as well as the budgets of the multilateral development banks all by and large remain dependent on ODA. New and additional sources of development finance have been slow to materialise and run the risk of remaining time-bound and ad-hoc, as illustrated by recent discussions on Special Drawing Rights, debt swaps and green bonds. While other actors, such as providers of South-South Cooperation (SSC), and non-governmental actors are increasing and gaining importance, they are only to a limited degree institutionalised. In the absence of transparent and coherent methodologies for monitoring their actions, concrete financial volumes remain hard to assess. This paper analyses structural factors of the institutional inertia in international cooperation and formulates expectations for where new reform impetuses might arise from. To this end, it maps and links key reform proposals for the global development system, with a specific focus on public financial flows consisting of three connected parts. The first part concerns current forms of and reporting processes for ODA, climate finance and SSC. These concern well-established, albeit path-dependent, forms of international cooperation with different types of multistakeholder settings and different levels of institutionalisation. Here, we do not expect fundamental reforms given various entrenched interests and expect that the nexus between climate finance and ODA will be the main driver for change. The second part of our mapping consists of what we call “global first” reform ideas. These ideas begin with a problem-oriented approach at the global level and aim at setting up new, universal financing schemes and redesigning institutional structures for that purpose. While the ideas in this category are still in their initial stage, we regard them to be particularly relevant for conceptualising the “demand-side” of reforms (i.e., “what would be needed?”). Here, we predict that the more ambitious reforms for creating universality of contributions and benefits at the global level will not materialise. However, these concepts play a key role in influencing the future orientation of specific existing (multilateral) institutions. The third part of our mapping entails positioning current multilateral and bilateral development organisations located between the first two parts. We observe that these organisations experience a gravitational pull towards both directions of reform, namely focusing on global public goods versus prioritising the (countries) left behind, often with competing incentives and trade-offs between national and global development priorities. We expect that a reform of bilateral development actors will lag behind in the broader policy field due to their domestic political constraints, whereas multilateral development banks will generate greater reform momentum (and be pushed by their stakeholders) as first movers.

128. Constellations of State Fragility: Improving International Cooperation through Analytical Differentiation

Abstract:: State fragility has remained a pressing challenge for international security and development policymakers for more than two decades. However, international engagement in fragile states has often failed, in part due to a lack of understanding about what constitutes state fragility. Established quantitative models usually rank fragile states on one-dimensional scales ranging from stable to highly fragile. This puts states characterised by very different problems and dimensions of fragility into the same “box”. Moreover, categorisations such as “fragile”, “weak”, “failed” or “collapsed” are increasingly rejected in the Global South, thereby hampering international development and security cooperation. The “Constellations of State Fragility” model, developed at the German Institute of Development and Sustainability (IDOS), provides a more differentiated model to measure state fragility. It assesses state fragility along three continuous dimensions, assuming that state fragility is a continuous trait that affects all states to some degree: authority, capacity and legitimacy. These dimensions are not aggregated into a one-dimensional index. Instead, the model detects typical constellations across these dimensions. In so doing, it also accounts for the fact that states can perform very differently in different dimensions. Our analysis yields three main insights about what constitutes state fragility and how it can be addressed: first, state fragility, illiberalism, repression and human rights violations are interrelated; second, state fragility is not unique to the Global South, with negative trends also occurring in the Global North; and, third, differentiated, multi-dimensional models offer better starting points for addressing state fragility than one-dimensional ones. We conclude with four policy recommendations: • Improve analytical capacity by adopting a differentiated view of state fragility: International security and development policymakers would benefit from more fine-grained, differentiated assessments of state fragility. In addition, country-specific assessments of the specific local power constellations in which fragile state institutions are embedded are needed for devising adequate, context-sensitive measures. • Connect measures to address fragility with democracy protection and the protection of human rights: Illiberalism, human rights violations and repression correlate with state fragility. This also suggests that there is a close relationship between autocracy, autocratisation and fragility. Accordingly, measures to address fragility, democracy support and efforts to protect human rights must be better connected. This also implies doing “no harm to democracy” (Leininger, 2023, p. 2). • Identify conditions under which state-building can (or cannot) be pursued: It would be fruitful if international security and development policymakers engaged in thorough discussions about the conditions under which state-building can be pursued. Where existing state institutions are legitimate, they should be supported. However, donor coherence and the capacity (and political will) of donors to commit resources to fragile states and to engage long-term are also important preconditions. State-building is both a costly and a long-term endeavour. • Learning across world regions: Patterns of state fragility can be highly similar, despite geographical distance. In particular, rising illiberalism and increasing attacks on civil liberties are global phenomena. Hence, policy decision-makers and civil society organisations (CSOs) seeking to counter fragility should engage in mutual learning across the North/South divide.

129. Current Developments in West Africa’s Regional Integration – Challenges for the Future Design of Foreign and Development Policy

Abstract:: On 16 September 2023, Burkina Faso, Mali and Niger – all three states led by military regimes – decided to establish a new regional organisation, the Alliance of Sahel States (Alliance des Etats du Sahel – AES). This move was prompted by the worsening of the crisis within the Economic Community of West African States (ECOWAS) in 2023, a crisis that reached its peak to date with the announcement by the three AES members on 28 January 2024 of their withdrawal from ECOWAS, a regional organisation set up back in 1975. In a socio-political context in which the role and functions of the state, the extent of state powers and the way in which they are exercised are increasingly being called into question, new forms of political and social organisation are developing. These are also influenced by the current geopolitical developments in the changing world order. At the same time, states and societies and the ongoing regional integration processes are facing major new challenges. Within ECOWAS, conventional ideas of state and society, values and structures are coming up against growing tendencies towards a new understanding of statehood and sovereignty. In the West Africa/Sahel region, new processes of nation-building and state-building are under way, underpinned by efforts to renew social cohesion and to integrate the ‘vital forces of the nation’ – a concept cited increasingly frequently in these countries – as comprehensively as possible. These developments call for a realignment of German and European foreign and development policy. The political and social conditions and expectations of the partners in the West Africa/Sahel region are currently undergoing profound transformation. They need to be aligned with the content and interests of the value-based foreign policy advocated by Germany – in line with the principle of a ‘partnership between equals’. Any appraisal of the future developments and integration of the dynamics that determine them must take account of the various integration processes, which are particularly diversified and run in parallel in this region. Adopting a comparative perspective, this paper provides an overview of the various regional organisations in the West Africa/Sahel region. It analyses the potential of each of them in terms of their development prospects and sustainability. In addition to the critical relationship between ECOWAS and the AES, it also examines the West African Economic and Monetary Union (WAEMU), the Integrated Develop-ment Authority of the Liptako-Gourma Region (Autorité de Liptako-Gourma – ALG) and the G5 Sahel, which is currently being dissolved. If the partnership between Germany and Europe on the one hand and the West African and Sahel states on the other is to be continued, it will be vital to adopt a pragmatic approach and maintain a political dialogue with all the partners. The states in this region are extremely important to Europe’s future development. Moreover, it is only through communication based on mutual respect underpinning cooperation in the economic and development sectors that the growing influence of political powers such as Russia and Iran – whose ideas, interests and values are not in line with the Western Atlantic model of democracy governed by the rule of law – can be curbed effectively.

130. State Fragility and Development Cooperation: Putting the Empirics to Use in Policy and Planning

Abstract:: State fragility, which describes how different components of a state do (or do not) function, is a central concept for understanding how development activities and policies in complex political, humanitarian and conflict-affected contexts will (or will not) work in practice. Using fragility as a lens, we use feminist development policy and forced displacement as examples to demonstrate how different empirical conceptualisations of fragility can be used to uncover potential challenges and identify opportunities for more comprehensive policy and programming. These examples are only two ways one can apply the concepts of fragility of the OECD and the German Institute of Development and Sustainability (IDOS). Indeed, these and other empirical concepts of state fragility have many applications and can be used to measure and understand state–society, conflict and humanitarian dynamics in myriad ways. The longest-running among these kinds of models is the Fund for Peace’s Fragile States Index (Fund for Peace, 2023). Other models focus on state fragility as a function of different aspects of “stateness”. This includes IDOS’s Constellations of State Fragility typology, which clusters types of fragility based on strengths/weaknesses in key dimensions of statehood (Grävingholt et al., 2019). Some organisations have moved beyond an exclusive focus on the functioning of the state, with the OECD currently defining fragility contexts as the combination of risks and insufficient coping capacities of multiple levels of governance systems and/or communities to manage, absorb or mitigate those risks (OECD, 2016). The IDOS and OECD concepts do not rank countries, and the methods used in both models allow them to be applied to different levels of analysis. Essentially, these empirical conceptualisations of state fragility can serve as useful heuristics for the policy-makers responsible for setting policy agendas in fragile contexts.

131. Getting Special Drawing Rights Right: Opportunities for Re-channelling SDRs to Vulnerable Countries

Abstract:: Many developing countries are still grappling with the consequences of the pandemic and the associated high debt burdens while facing huge financing needs, inter alia related to climate change. In response, the International Monetary Fund (IMF) issued $650 billion in Special Drawing Rights (SDRs). The G7 and G20 have committed to re-channelling SDR 100 billion of their allocation to developing countries (on-lending, recycling and re-channelling are used interchangeably in this policy brief). The question now is how to implement these commitments in a way that promotes the global transformation and at the same time supports debt sustainability. It is important to note that there are certain restrictions on the re-channelling of SDRs. Most importantly, the re-channelling must be consistent with the SDR’s status as an international reserve asset. There are different interpretations of these requirements. The IMF has encouraged the use of the Poverty Reduction and Growth Trust (PRGT) and the Resilience and Sustainability Trust (RST) for re-channelling. It has also signalled general support for re-channelling SDRs to the multilateral development banks (MDBs). The European Central Bank (ECB) has taken a more restrictive stance. Does the re-channelling of SDRs through the above-mentioned IMF trusts (“the current on-lending option”) effectively support the global transformation? Measured against this objective, the current on-lending regime has two shortcomings. First, it does not sufficiently link foreign exchange support to deep structural transformation. Second, it does not allow funds to be leveraged in the private capital market. In this policy brief, we discuss a promising alternative: recycling SDRs for MDB hybrid capital (“the hybrid capital option”). This option can overcome the two drawbacks of the current system. At the same time, it has its own challenges. Moreover, both the current on-lending option and the hybrid capital option raise concerns about debt sustainability. If implemented in their current forms, they would risk exacerbating vulnerable countries’ debt problems. It would therefore be desirable to modify these options to better integrate debt implications. This could be done by using the on-lent SDRs primarily for programmes that are not “expenditure-based”, but rather help to improve the composition of expenditure and revenue in a socially equitable manner, for example the introduction of regulatory standards, feebates and carbon pricing, or the phasing out of fossil fuel subsidies. Such an approach could have the added benefit of making previously sceptical member states more receptive to the hybrid capital proposal. The mid-term review of the RST, scheduled for May 2024, as well as the full review in 2025 provide good opportunities to further explore some of the issues raised in this policy brief. In addition, the brief identifies three ways in which interested shareholders of the IMF and MDBs could advance the debate on the hybrid capital option.

Abstract:: Over the last five years, geopolitical considerations have taken an unprecedented place on the European Union's agenda. Its foreign policy, long in its fledgling stages, is finally beginning to take shape, even if it is still subject to the unanimous decisions of its Member States. The days when trade policy was the only real lever for European foreign policy are over. The increasing bluntness of international relations is obviously no surprise to Europe's still tentative geopolitical awakening. The European Union's foreign policy has many potentially dangerous blind spots. One of the most striking of these 'omissions' concerns the BRICS and their rapid development over the last three years. Launched in 2009, this informal forum of four major emerging countries (Brazil, Russia, India and China), which was enlarged to include South Africa in 2011 and now includes ten countries, still seems to escape the attention of the European Union. Over the last fifteen years, official European Union documents dealing with this grouping can be counted on the fingers of one hand. More descriptive than analytical, they are a long way from outlining a European position on this significant group of countries.

Abstract:: Remittances are an important source of support for migrants’ families, communities, and origin countries. However, the remittance industry has long been dominated by a few players whose services have high transaction costs, blunting the development benefits of these money transfers. By easing access to financial services, mainly via mobile phones, some countries and development actors hope that financial technology (or fintech) will change this status quo. Many believe that such technologies—namely mobile money and cryptocurrencies—hold the potential to boost migrants’ inclusion in financial systems and enhance the development benefits of remittances. Yet, many obstacles remain to widening these digital tools’ reach and usability, and safeguards are needed to protect users against new risks. This report explores the growing use of digital financial services for international remittances, including changes during the pandemic and a look at gendered aspects of these technologies’ impacts. The analysis draws, in part, on insights from expert interviews as well as focus groups conducted in Nigeria and Sri Lanka with users and nonusers of digital remittance services. The report results from a multiyear research partnership between MPI and the Swiss Agency for Development and Cooperation’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

Abstract:: I began writing this essay near the end of a triple jubilee year for Heydar Aliyev: the centenary of his birth, the thirtieth anniversary of his return to Baku (celebrated as National Salvation Day), and the twentieth anniversary of his death. Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

Abstract:: The Mekong subregion is experiencing heightened geopolitical competition between the US and China, representing a clash between the international rules-based order and a China-led order. While the US and its allies advocate for the rules-based order, China’s intentions for its own order in the region are debated. China’s increased presence and influence in the Mekong subregion, particularly through upstream control of the Mekong water, reflect its pursuit of this order. In response, the US and its allies, such as Japan, South Korea, and Australia, have strengthened cooperation with one another to promote a rules-based system. Despite existing coordination, there is potential for further collaboration to enhance their role in mainland Southeast Asia. Stability and prosperity in the Mekong subregion are being challenged. Weakening international norms in governing transboundary waters threaten downstream countries’ security and livelihoods, exacerbated by climate change-induced droughts. China’s growing engagement in the region aims to establish its sphere of influence, primarily through economic development projects like dams and railways, raising concerns over environmental impacts and expanding Chinese influence. Additionally, non-traditional security threats such as the COVID-19 pandemic, cyber security, and human trafficking further complicate the region’s situation. The engagement of the US and its allies in the Mekong subregion is multifaceted, driven by various interests but united in countering China’s growing influence. The US, through initiatives like the Lower Mekong Initiative (LMI) and later the Mekong-US Partnership, seeks to maintain its relevance and preeminence in the region. Japan, South Korea, and Australia also engage with the subregion, for economic interests and to counterbalance China. Japan, for instance, aims to establish production bases and balance China’s influence through high-standard infrastructure projects. South Korea focuses on economic development and diversification of trade amid US-China tensions, while Australia prioritizes promoting a rules-based order and addressing non-traditional security threats. Despite differences in approach, the US and its allies collaborate through platforms like the Friends of the Mekong and initiatives such as the Trilateral Partnership for Infrastructure Investment in the Indo-Pacific, aimed at countering China’s Belt and Road Initiative. However, challenges remain in realizing these initiatives, particularly in engaging the private sector and ensuring concrete outcomes amidst competing interests and complex negotiations. Recommendations for enhancing cooperation between the US and its allies in the Mekong subregion include strengthening international norms and rules, expanding economic infrastructure projects, focusing on non-traditional security issues, and fostering track 1.5 and track 2 diplomacy to promote mutual understanding and collaboration among all stakeholders, including governments, academia, businesses, and civil society organizations. These efforts, facilitated by the US and its allies, can contribute to a more stable and prosperous Mekong subregion.

Abstract:: With the signing of the Paris Agreement in 2015, the world institutionalized the goal of keeping global temperature rise below 2ºC, based on efforts to adapt to and mitigate climate change. It is in this context that the actors involved presented their commitments to establish policies and strategies to reduce carbon emissions in different sectors of the economy. This process of reducing emissions can be called decarbonization and consists of replacing fossil energy sources with clean renewables, in addition to encouraging the use of electrification technology, such as electric cars. This movement promotes transformation toward a low-carbon economy in various sectors. In the energy sector, this transformation is called the clean energy transition, as it attempts to reduce greenhouse gas emissions in the energy matrix. For this to happen, increasing the use of renewables over using fossil fuels such as coal and oil is encouraged.

Abstract:: The US has led the way building the international development cooperation system and been the largest single donor for the last seven decades. Foreign aid has gone through different phases during the post-World War II period and remains an important geopolitical and geo-economic tool for 21st century USA. The Bush and Obama administrations, despite different nuances in terms of discourse and aid practices, invested in reforms to modernise aid programmes, increased funding for USAID, and created new global health, food security, and climate change programmes. Contrary to the historical trend, the Trump administration submitted budget requisitions characterised by a 30% reduction for State Department and USAID allocations. It is noteworthy that the Trump administration questioned the costs of global leadership, criticised international organizations and the sectoral allocation of funds, and made threats of cuts in aid to countries that opposed Washington’s interests. The purpose of this article is to understand how the strategy of ‘America First’ changed the strategic tripod of defence, diplomacy, and development, by analysing changes in US foreign aid in terms of available resources, recipient countries, aid modalities, and multilateral engagement.

Abstract:: The positive process of rapid development of the Internet and Internet technologies is accompanied by certain risks that pose a threat to the unity and security of the global Internet network, its stability and sustainable growth. Although the unity, security, and stable development of the global Internet are important issues acknowledged by countries within the United Nations framework, some nations persist in creating a national-level Internet policy. This policy aims to control both domestic and external users of the Internet space, seeking to gain an advantage at the international level in using the Internet space as a tool of enforcement. This approach contributes to the fragmentation of the Internet into distinct parts, posing obstacles to its unity and stability. The article aims to demonstrate the political influence of individual countries on Internet fragmentation and, consequently, the potential threats such fragmentation poses to the unity, security, and stable development of the global Internet. To begin, when addressing the unity, security, and stability of the global Internet network, it is essential to reference the Internet Governance Forum (IGF) convened by the Secretary-General of the United Nations. This forum was preceded by the adoption of the Tunis Agenda for the Information Society in 2005, which played a pivotal role in shaping the discourse. The agenda notably defined the term “Internet governance” and acknowledged the collaborative involvement of stakeholders in various capacities. Specifically, the Tunis Agenda for the Information Society states, “Internet governance is the development and application by governments, the private sector, and civil society of their roles, common principles, norms, rules, decision-making procedures, and programs that shape the evolution and use of the Internet” (Tunis Agenda for the Information Society, 2005).

Abstract:: Saudi Arabia’s ‘Vision 2030’ set in motion a large-scale, mainly state-led and top-down modernization agenda to diversify the Saudi economy beyond oil, develop a new national development ethos, reshape Saudi identity and introduce greater lifestyle options while maintaining consolidated rule in the hands of the Al Saud. The envisaged transformation is fully in line with the vested interests of the Saudi monarchy and much of the business elite, as well as some of the country’s younger generations. Vision 2030 builds on earlier change efforts that were only partially successful, but pursues a much broader social agenda in addition to the traditional core economics tenets of prior reform efforts. Another key difference is that its main architect – Mohammed bin Salman, the Saudi crown prince – has amassed all the essential inputs for transformative change: centralized executive authority, a decent strategy, heaps of money and supportive social constituencies. In the short term, there are no barriers to the realization of Vision 2030 beyond the rapid adjustment that inevitably needs to occur when plans meet reality in a complex environment. However, Vision 2030’s lack of participatory governance modalities, insufficient attention to climate change mitigation and absence of a balanced strategy to promote regional stability represent serious medium-term challenges. Success is likely to require recalibrating these issues in ‘Vision 2040’, or sooner.

Abstract:: Human history has centered on strengthening relations between communities and taking advantage of political circumstances based upon economic, social, and cultural factors. These relationships stem from the capacity for mobility that gives human beings their planetary status. The Azores, an archipelago of nine islands in the center of the North Atlantic, have played a decisive role in affirming the international community since the fifteenth century. Inhabited by the Portuguese, these islands proved to be a beneficial support point for the imperialist aspirations of the small European state, which has always shown a great maritime vocation. In the national context, the Azores have, on several occasions, come to the fore in significant events throughout Portugal’s history. In the sixteenth century, following the dynastic crisis initiated by King Sebastião’s death and the legitimate succession of Felipe II of Castile, the Azores were the last bastion of the movement actively seeking to prevent the establishment of a personal union under Spanish monarchy. Although the islands’ resistance was short-lived, the historic feat in defense of Portugal’s sovereignty against the imperialist aspirations of its Iberian neighbor endured in Portuguese collective memory.

The aim was to elucidate the role of science diplomacy in optimizing negotiation outcomes concerning international business contracts by examining students’ perceptions of its impacts in such contexts. A theoretical analysis was initially conducted to identify the main themes shaping our questionnaire by employing a comprehensive research strategy that combines quantitative and qualitative methods. Data collection was carried out through a survey using a five-point Likert scale. The study revealed the students’ positive evaluation of science diplomacy, indicating their recognition and appreciation of its utilization in enhancing negotiation outcomes over international business contracts. While political leadership remains crucial in economic negotiations, our findings underscore the significant impact of science diplomacy in promoting international economic relations and facilitating domestic companies’ access to global markets. This research significantly contributes to our understanding of the multifaceted role of science diplomacy in global knowledge dissemination and problem-solving. It elucidates the importance of science diplomacy in international relations and academia, emphasizing its constructive impact on addressing complex challenges.

Abstract:: Local communities play an essential role in developing and organizing their lives for joint betterment. Local self-government, through local democratic mechanisms, involves the community as part of the public policies, showing the sign of the development of the local democracy. This research aims to analyze the communication and collaboration between the local government and local communities in Kosovo, focusing on their role in the development of education and the reduction of deviant behavior, intending to create a better social environment for the community. The research methodology employed for this paper is as follows: library research, qualitative research, and the analysis of the laws in power related to the topic. There will be field research working with two focus groups belonging to the municipality of Prishtina, considering their ethnic component. General results show that communities are still in the development and organization phase, whereas their participation in the process of public policies is still under the average level. Social audits can be mechanisms for development, organizing the community, and involvement in local government policies.

Two broad shifts are taking place in EU and member state investments in peacebuilding and conflict prevention: a general decline in funding and decreasing attention to conflict-affected regions and countries in particular. Local and international conflict prevention and peacebuilding actors need to frame their work to align with the EU’s economic, security and geopolitical interests in order to remain relevant in an era of strategic competition. The implications of the shifts in funding will depend on how changes are implemented and under what types of strategies. A general risk is that policy decisions will be based on a short-term and largely reactive rationale at the expense of a long-term perspective on Europe’s interests.

Abstract:: Submissions for the Summit of the Future were requested at the end of 2023. CIC developed and submitted a short input on financing and the Sustainable Development Goals (SDGs). This note lays out our rationale and narrative concerning financing for development. Why is financing such a contentious issue? In part, this is because the events of the last few years have increased global financing needs—for pandemic recovery and preparedness, for climate, for social protection and economic development to overcome price shocks and other international pressures. In addition, global financing plays a role in escalating grievances about double standards. Double standards are, of course, a broader argument, from failure to coordinate COVID-19 vaccines to questions over different applications of international humanitarian and human rights law in Ukraine versus Palestine. Financing plays a role here, however, because of obvious inequities following COVID-19. HICs spent 24 percent of their gross domestic product (GDP) on stimulus and social protection programs in the first year of COVID-19; MICS could spend only 6 percent and LICS only 2 percent. Debt distress has risen dramatically in the last four years; 25 percent of emerging market countries are at high risk of default, while among low-income countries 60 percent are either at high risk of default or already in default. Some of the reasons financing paragraphs became contentious in recent resolutions are more process-based. Using the SDG Summit Political Declaration as an example, the draft text was too detailed in some respects and laid open challenges as to what should be decided in different governance structures. Some areas were insufficiently tailored to the current state of debate at the IFIs, G20, and other international platforms, risking being out of date at the time of publication. In some aspects, they were not specific enough, missing an opportunity to bring new ideas to the table. Last, they did not focus sufficiently on the core comparative advantage of a UN platform for these discussions, which is to link the achievement of the SDGs, global political stability, and peaceful international relations with financing.
