1. What Does It Mean for Agencies to Be Effective in a Changing Development Landscape?

Abstract:: For official bilateral development agencies, the realities of providing effective development cooperation are increasingly complex, as competing demands and changing international and domestic contexts are raising fundamental questions around what it means to be an effective agency. This paper explores the concept of agency effectiveness to demonstrate why agencies – and their leadership – should consider how their structures and processes interact with the changing landscape as part of their efforts to remain relevant and resilient. To do so, we consider how the current challenges facing agencies – including the need to respond to climate change, global instability, and changing domestic political environments – affect why agencies act, what they do, and how they do it. We then explore dominant understandings of agency effectiveness, which provide a lens for thinking about what it may mean for agencies to be effective in the years ahead. Overall, we suggest that the challenges facing development agencies in the changing landscape raise key issues for agencies to consider, particularly around what they prioritise, how they are structured, and the capabilities or ways of working needed to respond to complex demands. While there is unlikely to be a single approach for agencies looking to adapt to changing contexts, considering the implications of new – and future – pressures for the work of development agencies will be a necessary first step towards supporting their resilience and relevance in the years ahead.

2. The Future of Official Development Assistance: Incremental Improvements or Radical Reform?

Abstract:: Over the last decade, donor country governments have faced new and additional demands for financing international challenges, including providing global public goods (GPGs) and addressing historically high numbers of refugees and humanitarian crises. They have partly done so by re-allocating their official development assistance (ODA) away from its original aim: to support poverty reduction and growth in developing countries. This has led to questions about the integrity and credibility of ODA. These questions are only likely to grow more pertinent in the coming decade because the pressures on ODA—and on public finances more broadly—are here to stay. ODA budgets are being cut in a number of traditional donor countries and what remains is increasingly being deployed to meet emerging needs beyond traditional development and to reflect a more national security perspective on development cooperation. The time is right, therefore, to ask whether the concept and accounting for ODA need to be modified to ensure that the needy and vulnerable it was designed to serve continue to be protected in the face of fiscal constraints and changing geopolitical circumstances. This report, a compendium on the future of ODA, aims to provide fresh thinking and inspire the action needed for ODA to remain relevant and effective. It brings together reflections and proposals from leading experts and practitioners, including the under-secretary-general and executive director of UNOPS to a former DAC chair, to inform policymakers. In this executive summary, we will introduce the key arguments from the compendium contributors. The contributions are organised into four key areas of discussion that reflect the main themes raised in this compendium: the rationale for ODA reform, the political and institutional realities shaping reform, using ODA for climate and leveraging private finance, and forward-looking proposals for reimagining ODA’s role and purpose.

3. Planned Relocation of Climate-Vulnerable Communities: Preparing Multilateral Development Banks

Abstract:: Planned relocation of highly climate-vulnerable communities is becoming increasingly necessary as climate shocks become more frequent and intense. It is also becoming more feasible as modelling of future scenarios improves and adaptation limits become clearer. Despite this, many governments are underprepared for planning and implementing planned relocation projects. In the absence of an intergovernmentally agreed framework or set of principles on planned relocation, development finance, and specifically climate finance, is not well positioned to respond to this emerging demand from countries. This is heightened by a widespread absence of coherent domestic policies, and by institutional gaps in international assistance. Multilateral development banks, in particular, could be well-placed to fill this gap. They have extensive experience in undertaking relocation projects, including in contexts of climate adaptation. Multilateral development banks will increasingly field borrower country demand for both technical and financial assistance. They are, however, not yet prepared to meet this demand, nor are countries adequately equipped to make applications for support. This paper outlines emerging public policy regarding planned relocation, draws from existing standards on development-forced displacement and resettlement, and explores entry points for development financiers in providing technical assistance and finance. The paper proposes recommendations to multilateral development banks and the global climate funds on engaging in this emerging area.

4. Asia’s Growing Global Influence: A Study of India’s Africa Policy

Abstract:: The 21st century could become an Asian and African century, which will result in a radical global transformation of the world. Thus, the past decade has witnessed a large Asian presence in Africa, especially, China, India, Japan, and South Korea. Not surprisingly that the rise of Asia in global politics has worried the traditional Western powers. Analyzing contemporary Asian approaches to Africa should be performed through their historical contexts, in particular the history of competition and rivalry between Asian rising powers. It is no secret that this point has not been adequately addres-sed in previous studies on African-Asian relations (Iwata 2019). This state of rivalry is reflected in the African policies of major Asian countries. For example, the Sino-Indian conflict and the Sino-Japanese conflict, in addition to the Taiwan issue, have definitely affected these countries’ interactions with Africa. In contrast to European policies towards Africa after the founding of the European Union, there is no consensus framework for Asian international relations. The experience of struggle against colonialism and engagement in the Non-Aligned Movement represented the most prominent components of the mutual relations between Asia and Africa, especially since the Ban-dung Conference in 1955 (Adem 2017). When the Cold War ended, Asian countries began to achieve high and rapid rates of economic development. Hence, the Asian countries that previously received development aid have become among the most important international donors. This means that the concept of “donor powers” has undergone a major change that it is not limited to Western industrialized countries (including Japan). Perhaps all of this requires studying and analyzing Asian-African relations.

5. Foreign Fixations at the Heart of Chinese-style Modernization

Abstract:: A new report from two high-end PRC think-tanks details the country’s path to modernization in anticipation of July’s Third Plenum but suggests that any shifts in policy direction will be muted. The report emphasizes the triumph of Chinese-style modernization over the Western model and provides substantial criticisms of the failures of the West. It also argues that the PRC’s model contains lessons for other developing countries. The report leverages Western individuals and institutions to buttress its arguments for the superiority of Chinese-style modernization, which suggests that the West is still perceived as (or can be instrumentalized as) a source of legitimacy by the PRC. The report asserts the core message that only Party-led Chinese-style modernization can bring about national rejuvenation, and that this will occur through an economic program that is focused on “seizing the commanding heights in a new round of global scientific and technological revolution and industrial transformation.”

Abstract:: The first article of this issue is on the field of law. The study is titled “A Street Law Course Experience for Raising Human Rights Awareness”. This study by Meltem Yılmaz aims to examine the contribution of ‘street law’ type legal clinic courses to increase of human rights awareness among both law students and society. As a result of the study, the author finds that giving street law-type law clinics as elective courses in the last years of faculty of law education is the most efficient option; in addition, the importance of enhancing the courses in terms of active learning methods and techniques was emphasized in order to increase efficiency concerning high school and secondary school students’ achievements. The second study in this issue is “War and Peace in Game of Thrones as An Epic Narrative”. This study from the field of psychology was conducted by Büşra Alparslan. The aim of the study is to investigate to examine the war and peace themes in the TV series Game of Thrones, which can be considered as an epic a popular culture narrative. This study’s results reveals that Game of Thrones somewhat differs from traditional epic narratives. Although classical themes like “just war discourse” pops on and off throughout the show, it is also emphasized that, unlike the traditional approach, war is not a glorious act. The third study in this issue is from the field of human resources titled “Adaptation of the “Design Thinker Profile” Scale into Turkish” by Ayça Uğur and Kemal Özkan Yılmaz. As the title suggests, the aim of the study is to adopt “Design Thinker Profile” scale developed by Chesson (2017) to the Turkish and to assess its validity and reliability. The results show that the scale has validity and reliability in Turkish. Another study in our journal is titled “Development of Maritime Public Transportation in Istanbul in the Framework of Organic Transportation Approach”. The study conducted by Ceyhun İlsever and Ayşe Buse Cılız aims to make concrete suggestions for the development of urban maritime public transportation in Istanbul in line with the principles and criteria of organic transportation, which is developed as one of the approaches to integration, accessibility, and governance in transportation. As a result, the authors propose some suggestions under specific headings to increase the demand for maritime transportation in Istanbul. The last study in this issue is from the field of psychology. The article by Ecem Kıran, Yaren Erdoğdu ve Naci Can Sümengen is titled “Examining the Relationship Between Eating Attitudes and Self-Compassion”. As its title suggests, this study aimed to examine the relationship between eating attitudes and self-compassion and to investigate the prevalence of this relationship in a non-clinical sample by evaluating it in terms of chronic and psychological disorders. As a result, a statistically significant negative relationship between disordered eating attitudes and self-compassion levels is found; in addition, results shows that the self-compassion levels of participants diagnosed with a psychological disorder were significantly lower, while participants with a chronic disease had eating attitudes that were significantly disordered compared to participants without a psychological disorder. In addition to the research articles briefly summarized above, we have also included a book review in this issue. Ahmet Tuğşad Doğukan and Fatih Dağ reviewed Thomas Piketty’s “Nature, Culture et Inégalités” book. According to the reviewers, in this book, Piketty examines the complex dynamics of socioeconomic disparities, questioning traditional assumptions that can be characterized as deterministic and offering an innovative perspective on the causes and evolution of inequality. While traditional assumptions emphasize natural factors such as individual abilities or resource endowments, Piketty argues that contrary to these factors, political and social forces have been more influential in the course of inequality throughout history.

7. Tough Love and the Diplomacy of Foreign Assistance

Abstract:: Providing aid to low and middle-income countries (LMIC) is at the heart of our relationships with those countries. The concept is that needy countries on this list of 132 LMICs, particularly the 45 Least Developed Countries (LDCs) in the bottom range of this list, require external aid for their development. However, almost all the countries on the LMIC list are the same as they were over 30 years ago, and they are no closer to graduating into a higher income category. It is highly doubtful if any LMIC will achieve the UN’s Sustainable Development Goals set for 2030. This raises several fundamental questions about the return on the US government’s investment. What are the cost-benefit and recurrent costs analyses? Do the returns justify the investment of the USG’s human resources and funding amounts? Is USG assistance contributing to modifying the host country’s behavior so that it is more favorable to US interests? Basically, is the activity worth USG resources?

According to the International Organization for Migration (IOM), 3.6 percent of the world’s population is on the move, and that percentage is projected to increase. Future development plans for Low- and Middle-Income Countries (LMICs) have to consider this population movement and the consequent funds transfer from high income countries to LMICs.

9. Turkey’s Anti-PKK Operation and “Development Road” in Iraq Are Two Sides of the Same Coin

Abstract:: Turkey's intertwining of its mega project and its anti-PKK operation improves the chances of success for both elements. But this interconnection can be a double-edged sword—if one element fails, it may potentially hinder the success of the other. Turkey’s recently announced comprehensive military operation against the Kurdistan Workers Party (PKK) in the Kurdistan Region of Iraq (KRI)—which will be launched this summer, potentially in coordination with Baghdad—is not just about security. Ankara’s offensive will be part of a wider strategy, which heavily features the proposed “Development Road” connecting Turkey and Iraq, to strengthen economic and political relations with Iraq’s central government. These efforts will counter growing Iranian hegemony in the region, particularly in the face of the looming U.S. withdrawal from Iraq, but Turkey will likely need to secure Iranian aquiescence to the two plans in order for either to be successful.

Abstract:: Washington can demonstrate its decisive edge in areas like climate change remediation and economic development, while highlighting the many dangers posed by partnership with Russia and China. This week, Tunisia’s President Kais Saied will be among the leaders attending the tenth China–Arab States Cooperation Forum in Beijing. The event deserves U.S. attention, even as foreign policy minds remain focused on Ukraine and Gaza, because North African countries are strategically significant to U.S. defense and economic interests. Viewed through the lens of great power competition, China generally advances its economic interests by developing local infrastructure (e.g., ports), whereas the other main U.S. competitor—Russia—favors a security-based approach, supporting whatever actor it believes will help advance its goals (e.g., Gen. Khalifa Haftar in Libya). Such inroads threaten American interests and require responses that address the region both holistically and state-by-state. In this Policy Note, five experts argue for more robust U.S. engagement in North Africa against the anti-liberal designs of Beijing and Moscow. An effective approach, they contend, would amplify the benefits of cooperation in areas like climate change remediation and economic development, while highlighting the dangers posed by America’s rivals to national growth, freedom, and—especially in the case of China—sovereignty.

11. Oil: A Blessing for Politicians and a Curse for the People of Basra

Abstract:: The deterioration of public health in oil extraction cities requires tangible actions to end the suffering of the affected people by providing specialized treatment centers funded by the social benefits from petroleum profits. In June 2023, Iraq’s Council of Representatives approved the federal budget for 2023, 2024, and 2025. The state has allocated 198.9 trillion dinars ($153 billion) for each year, a staggering sum and the largest in the country’s history. Although Iraq is a top oil-producing country, observers have been alarmed at this uptick in spending, and they have good reason to believe that these vast sums will not reach the citizens but instead fill the pockets of the corrupt. According to Transparency International’s Corruption Perceptions Index, Iraq consistently ranks as one of the most corrupt governments, and despite the massive budgets approved in Baghdad, everyday Iraqis continue to suffer from weak infrastructure, lack of job opportunities, and poor services in essential sectors such as healthcare. In the oil-rich city of Basra in Iraq’s south, local residents living near oil sites complain about the high rates of cancer, respiratory illness, and nervous system diseases, along with the scarcity of medicines and poor healthcare in the public sector. The dearth of basic services frequently forces patients to travel abroad to countries like Iran, India, Turkey, Jordan, and Lebanon, spending up to $6 million monthly to receive medical treatment. This contributes to the waste of public funds and their diversion abroad, which some might use to justify the smuggling of hard currency, especially to Iran.

12. City Amenities and Internal Migration: Evidence from Chinese Cities

Abstract:: This paper provides new empirical evidence of city amenities’ role in China’s internal migration using a unique city-level dataset. The results highlight the positive effects of city amenities such as education, public facilities, transportation, environment, and climate conditions in attracting migrant workers to cities. In our study, migrant workers are more likely to move to cities with better education, more public facilities, higher coverage of urban pensions, and a cooler climate with more precipitation. Moreover, they prefer to migrate and live in cities with larger service agglomeration and employment, higher average wages, more job opportunities, and lower house prices

13. Urban Amenities and Regional Performance: Case Study of Indonesia

Abstract:: The aim of this paper is to evaluate the importance of urban amenities to economic development using Indonesia as a case study. Indonesia has rich micro-level data on urban amenities, which we group in this paper into 12 categories, namely education, health, religious, and shopping facilities; accommodations; banks; historical sites; recreation sites; restaurants; public transportation stations; modern shopping facilities; and gas stations. Using panel data of 2007 and 2014, we test how urban amenities affect regional development, proxied by employment and population growth. We show that education and shopping facilities significantly affect the growth of employment and population. We also found that the effect of the availability of education facilities is stronger in the regions with industrial parks.

14. Carbon Capture Storage and Utilisation (CCUS) Development in Thailand

Abstract:: Thailand is a developing country with a growing economy, which has led to increased energy consumption and carbon emissions. To tackle this issue, the Royal Thai Government has implemented several policies and initiatives to reduce the country’s carbon footprint and promote sustainable development. Carbon capture utilisation and storage (CCUS) has just become one of Thailand’s policies to help push a low-carbon agenda and to enable net-zero emissions in 2065. The Thailand National Committee on Climate Change Policy approved the establishment of the Greenhouse Gas Reduction Steering Committee, which initiated the technology applications for the country’s first CCUS. The committee’s mission is to accelerate the actions that can mitigate climate impacts by applying CCUS technology in the energy and industry sectors, leveraging the knowledge and experiences in the petroleum exploration and production industry. This first CCUS pilot project, originally initiated by a team in the PTT Group, is the Thailand CCUS HUB Project. This paper summarises the conceptual design and actions required to start implementing the project.

15. Can Poverty Graduation Programs Truly Free the Poor from Poverty? Reflections on International and Regional Experiences

Abstract:: Poverty is an intractable structural issue, which raises a question that has been perplexing for many years: Why have multiple efforts to combat poverty not liberated the poor from its bond and captivity, allowing them the freedom of sufficiency and human dignity? Does the reason lie in the inadequacy of these efforts, or because the efforts did not address the issue of poverty from its structural causes, instead only dealing with its symptoms? The reasons for questioning this issue are varied. This uncertainty has led to the emergence of a new type of intervention that has been tested initially on limited populations, known as the “graduation out of poverty” approach. This approach was motivated by the recognition in the late 1990s that traditional poverty reduction and microfinance programs could not reach the poorest because, in addition to the barrier of income marginalization, the poor face multidimensional social, economic, and political poverty, as well as psychological and cultural barriers.1 Poverty graduation programs offer an integrated package of interventions aimed at lifting the poor out of their situation and ensuring the sustainability of their emancipation over a specific time, ranging from 24 to 36 months. In 2002, the Bangladesh Rural Advancement Committee (BRAC) developed a program to target the poorest of the poor to free them from their situation and ensure sustainable livelihoods.2 BRAC is a non-governmental organization founded in 1972; its work continued until 2001 when it expanded to include many other countries in the global south, applying its experience in poverty alleviation and establishing branches in many other countries.3 The interventions of these programs seek to combine addressing the immediate needs of those targeted with long-term investment in technical skills, life skills, asset transfer, entrepreneurial development, promoting savings opportunities, and planning for the future to ensure a sustainable exit from poverty and a stable life for these social groups.4 This paper aims to examine poverty exit programs that have been implemented in diverse social, economic, and cultural contexts around the world to draw key conclusions about the ability of these programs to deal with the root causes of poverty and vulnerability. The paper also seeks to investigate the extent to which these programs are scalable, meaning that they can be applied to larger populations; their sustainability; and the guarantee that the poor will not fall back into poverty. The paper focuses on analyzing three experiences from the Arab region, two from Egypt and one from Yemen. Yemen’s program, which is the earliest in the region, dates back to 2006 when the Consultative Group to Assist the Poor (CGAP) and the Ford Foundation decided to expand the approaches to graduation out of poverty through various contexts. In Egypt, the Bab Amal program was implemented by a group of NGOs, while the Forsa program was a government program for graduating beneficiaries of conditional cash transfers (CCT) – the Takaful program – that was implemented in partnership between the Ministry of Social Solidarity and NGOs. Bab Amal was started earlier and has undergone preliminary evaluations, while Forsa is still in its infancy. Research into global poverty graduation programs may help these two experiments avoid making similar mistakes, especially in the context of scaling up. Based on the above, this paper will shed light on what poverty graduation programs are, how they emerged and for what reasons, what role NGOs played, how governments began to adopt these programs and apply them and later expand them, and what the challenges and issues of expansion are. The paper concludes by analyzing a number of challenges facing these programs – chief among them of course the challenge of sustainability – and finally, the lessons learned.

16. Pakistan's Declining Human Development Index (HDI) and the Requisite Policy Reforms

Abstract:: This paper is an attempt to study the Human Development Index (HDI), its components and trend over the last ten years. It has strived to understand the relationship between policy choices adopted by the policy makers to devise economic policies and their impact on the standards of living or per capita income. Similarly, it has conducted to study how the budget expenditures in the health and education sectors in Pakistan impact the key human development indicators like life expectancy and average levels of education. At a time when Pakistan faces ongoing challenges in these sectors, understanding how public spending affects human development is not doubt, of critical importance for informed policymaking. The analysis focuses on secondary data obtained from government budget reports, health statistics, and education assessments. It examines trends in budget allocations and explores how differences in funding levels affect public health outcomes and educational attainment. Research highlights that, inadequate educational funding contributes to lower mean education levels while inadequate investment in health can lead to lower life expectancy rates. The key findings suggest that prioritizing public needs, in the form of increased public spending on health and education and provision of favorable environment for sustainable standard of living, is positively associated with improvements in life expectancy and educational outcomes. This relationship underscores the importance of prioritizing these sectors within national budget frameworks. The findings encourage the policy makers to understand that strategic investments in human capital are fruitful and yield long-term benefits for the economy and society. The study is significant as it emphasizes the need for efficient allocation of resources and calls for a shift in policy priorities to improve standard of living along with up-lifting the health and education services. Abstract:: The West has been arguing for decades that the Developing World and Post-Soviet World should be democratic. It argues that democracy is the best form of government and that countries around the world should embrace democracy or face certain kinds of punishment such as a reduction in development aid. Abstract:: Despite the increasing imperative for cross-provider collaboration, the quest for a truly “global” development paradigm remains elusive, marked by persistent divides between different types of development providers’ normative frameworks, models, experiences, capacities, and institutional allegiances. This paper explores the potential role of countries to act as bridges across these varying institutional, normative, or technical “distances” between providers. We begin by examining why, when, and under what conditions countries choose to act as bridges, given their differing capacities, credibility, knowledge, and willingness to act in the role. We then identify some common types and illustrative examples of bridging countries, including “dual donors,” “development experience” bridges, “political” bridges, and “geographic or cultural” bridges, and explore some of the most common types of actions that they can undertake. While all of these actions—whether joint project implementation, hosting forums, brokering agreements, or contributing to the creation of more inclusive norms and multilateral spaces— require some level of both political and technical commitment, they vary in terms of the level of ambition and mutual trust required to undertake action and therefore provide a broad range of options suited to a variety of contexts, agendas, and actors wishing to play a bridging role. Following a brief examination of the benefits and risks associated with bridging, the paper concludes with some policy recommendations for bridging countries that wish to approach this ambitious challenge more strategically.

Confronted with insufficient liquidity to respond to these challenges and unable to access capital markets, they need additional concessional finance, in the form of grants and soft loans. The European Union (EU) already provides concessional finance, but it is not nearly enough to respond to their growing needs. With European budgets under more strain than ever, this paper puts forward the case for finding ways to maximise the overall efficiency and impact of European concessional finance and in doing so, better articulating and combining grants and concessional loans in its support and investment toolbox. To remain relevant and maintain relationships and influence with partner countries–even more in a world characterised by the polycrisis and geopolitical fragmentation–the EU will have to step up its game when it comes to providing more strategic concessional finance. The paper sets out six complementary and non-mutually exclusive options for maximising EU concessional finance with a view to a strategic set of decisions to be made for the next EU Multiannual Financial Framework.

Abstract:: In this policy paper we summarise what is known about healthcare disinvestment and outline documented experiences in low- and middle-income countries (LMICs) to draw insights on what has worked, to what extent, and under what conditions. We reviewed the published literature on documented experiences of attempted healthcare disinvestment in LMICs. We identified two common scenarios when disinvestment initiatives were attempted, namely “one-off” and “systematic” initiatives, and characterised them in terms of objectives, resources and political will. We found four documented examples of one-off disinvestment initiatives—Iran, Malaysia, Romania, and Vietnam, two documented examples of systematic disinvestment initiatives by health technology assessment (HTA) agencies in LMICs—Brazil and China, as well as a range of countries like Thailand, India, and Ghana that carry out systematic disinvestment through routine HTA processes. We conclude that disinvestment is costly, time-consuming, and rarely as successful as policymakers intend. Key considerations to improve the chances of success include whether strong pre-existing health prioritisation systems exist (such as an HTA agency) and whether the design of initiatives are tightly matched to the level of political will, the policy objective, and available resources.

If well-integrated, they can support themselves, their families, and their hosting countries as producers and consumers. Both economic migration and forced displacement are therefore integrally linked with development outcomes. Recognizing this, multilateral development banks (MDBs) are supporting their beneficiary member countries to improve outcomes for economic migrants and refugees, in the form of billions of dollars in grants and loans, as well as technical assistance, policy dialogues, and knowledge exchanges. Abstract:: The International Development Association (IDA)—the World Bank’s arm that works in low- and lower-middle-income countries—is one of the largest sources of development assistance for the world’s poorest countries. It is also a crucial tool for resource-constrained governments to borrow on affordable terms compared to other creditors, including Chinese entities. IDA supports eligible countries whose annual per capita incomes fall below an established line (currently $1,315 in FY2024). Because IDA provides grants and highly subsidized loans to its client countries, its funds need to be replenished by donors every three years. Replenishments are year-long negotiations where the World Bank’s shareholding countries, of which the US is the largest, negotiate a policy and financing package for the next three-year cycle. This year, 2024, is an IDA replenishment year for the institution’s twenty-first round of funding (“IDA21”), culminating with a pledging session in December to finalize IDA21’s financing envelope.

Abstract:: In recent years, a quest for economic security and strategic autonomy have come to define the European Union (EU)’s politics. The need to compete globally for the finite resources required for the green and digital transitions, and rivalries between the US and China for global dominance, are all driving this agenda. And while the COVID-19 pandemic and the war in Ukraine highlighted countries’ global dependencies, deepening geopolitical tensions have brought national security considerations to the fore. At the same time, the rise of populist parties across Europe is fuelling calls for countries’ national interests to play the defining role in development cooperation. This presents a challenging environment for EU development cooperation. Caught up in this new paradigm, development cooperation is increasingly viewed as a lever of hard power and an instrument of influence which can be used to reinforce Europe’s strategic autonomy and economic security. With European interests central to EU development cooperation strategy, the climate of distrust between Europe and its partners is being heightened, given the not-so-distant memory of European vaccine “nationalism” during the COVID-19 pandemic, the different standards some Europeans apply with regards to fossil fuel exploration and the negative repercussions the Green Deal will have on African countries’ growth and development. However, shaping EU development policy in this fashion, with geostrategic interests at its forefront will be more detrimental than helpful for the EU in the medium to long-term, and carries the risk of fuelling conflicts of interest with partners. Geo-economic fragmentation and a trust deficit when it comes to governments and societal institutions are threatening our ability to address pressing global challenges. In Africa, this fracturing is evident in the plethora of Africa plus-one summits, for example, the first ever Korea-Africa summit. Instead of using multilateral vehicles to address development cooperation, this new environment has spawned a diversion of resources toward more bilateral initiatives, where the geopolitical returns are direct and attributable. In this piece, we propose a reset of the EU’s international relations narrative and “third way” for the EU to position itself as a global development player.

Abstract:: Lead is a dangerous neurotoxin, and lead poisoning remains one of the most serious and neglected public health challenges in the developing world, with major negative impacts on global health, education, and overall economic development. There is now growing international momentum to mitigate lead pollution, with the goal of dramatically reducing human lead exposure and consequent adverse effects. Yet before lead exposure can be effectively mitigated, it is essential to understand why humans are being exposed to lead in the first place and therefore how policymakers can intervene to stop further exposure. To date, such research into the major sources of lead exposure—broadly referred to as source assessment—in developing countries has been limited. Thus, there is limited information and no global scientific consensus about the most important causes of global lead exposure. Given growing global interest in addressing lead poisoning, there is an urgent need to better understand the major sources of lead exposure in different settings by increasing the volume and quality of related research. Tailored to a policy audience, this paper offers a state-of-the-science review of methods for doing so. First, it provides background for understanding lead exposure—that is, how and why lead enters the environment, how it behaves once there, and how environmental lead results in elevated blood lead levels for humans. Second, it outlines basic principles for source assessment, including a discussion of objectives and terminology. Third, it details the range of methods available for understanding the sources of lead exposure and describes how such methods can be used in combination to understand major sources of lead exposure in a given context. Finally, it considers major policy-relevant gaps in the literature base about sources of global exposure and offers suggestions for a research agenda in this space.

26. Transforming EU Climate Leadership through CBAM Reform

Abstract:: The EU’s Carbon Border Adjustment Mechanism (CBAM) incentivises key countries, including China and India, to assess their policies around industrial carbon emissions. But CBAM faced criticism from low-income countries at COP28, with evidence suggesting that its economic impact on Africa could be as much as three times the amount of EU aid to the continent. While major emerging economies should face the full incentives from CBAM, lower income countries require a different approach. The Commission must review CBAM's impact on least developed countries (LDCs) by 2025. We propose it collaborates with the Council and Parliament to reform CBAM in two ways: Implement a longer transition period for LDCs, following the principle of "Common but Differentiated Responsibilities" Revisit the European Parliament’s proposal to allocate additional finance to the most vulnerable countries, by proposing that CBAM revenues be used to finance climate-related loss and damage, amounting to around 1 percent of the Commission’s annual budget by 2030. These reforms would show the EU is listening to partner countries and provide a new and additional source of climate funding. This would transform its reputation and strengthen its international negotiating position.

Current flows of adaptation finance are highly insufficient. Mobilisation of private adaptation finance is very low, despite commitments to increase mobilisation. Targeted labour migration programmes can leverage private adaptation finance at a high level of efficiency. Incentivising the selection of migrant labour from communities most vulnerable to climate change by counting a portion of their remittance flows as mobilised private climate finance may therefore have significant benefits.

Abstract:: The movement for localization in foreign aid presents philosophical and practical challenges for providers of foreign aid. In the past, some level of localization (to at least state actors) of both decision-making and spending could be achieved through general and sector budget support, a logistically simple (though politically difficult) approach. Current practices, with more aid disbursed in the form of discrete projects, make localization more difficult to achieve. For development agencies to make progress they must confront conceptual, practical and strategic challenges. This paper suggests practical definitions of different kinds of localization and what they seek to achieve, points out trade-offs between them and sets out how they challenge current conceptions of how and what foreign aid seeks to do, as well as suggest limits to the optimal extent and type of localization. It then considers practical difficulties in implementing these different conceptions of localization given existing donor practices and capacities, and the strategic challenges of realizing the desired outcomes—specifically principal-agent problems within the organization and with contractors. It concludes with key lessons and messages for donors and funding agencies.

The data indicates that MDBs have increased their involvement in financing FCS compared to bilateral and other multilateral donors, with the World Bank playing the most significant role. This is explained by financial and operational comparative advantages inherent in the MDB business model, despite their implicit biases and constraints. The paper reviews the strategies and framework documents adopted by MDBs to address FCS as a distinct development challenge, highlighting the complexity of translating knowledge advancements and lessons learned into operational categories and clear priorities. It also examines how MDBs are placed regarding the recommendations of the "peace-humanitarian-development nexus," which is central to the international consensus for addressing FCS. The evolution of the financial capacities of MDBs and the criteria for resource allocation in response to the needs of FCS are analyzed. Abstract:: The International Energy Agency’s Medium-Term Gas Outlook in late 2023 notes that “Africa accounted for nearly 40% of new natural gas discoveries globally in the past decade, mainly in Mozambique, Mauritania, Senegal and Tanzania. However, socio-political instability and security issues make Africa a high-risk environment for the gas industry. This results in a gap between the potential and the actual gas production projects under development.” Nonetheless, the Agency forecasts natural gas production growth of 10% (higher than current levels) by 2026. It had only grown by 2.5% from 2011 to 2021, and currently accounts for roughly 6% of global production.1 Asian and Middle Eastern markets’ demand will continue2 while African governments will bet on Liquefied Natural Gas (LNG). In the longer term, it is critical to phase out fossil fuels due to their exacerbation of global warming and health and environmental risks. Given the imperative for lowercarbon growth trajectories, demand for oil, gas, and coal will likely peak in 2024. Governments and mining investors’ negotiations and contracts should safeguard local populations through ecologically sensitive, responsible mining. Communities’ voices are critical to decision-making from project inception to ensure revenues usher in broad-based growth and increased domestic energy security. In 2022, Good Governance Africa (GGA), with support from the Southern Africa Trust (SAT), explored critical issues surrounding LNG exploration and development in Southern Africa in the context of climate change.3 This intelligence report is a consolidation of key lessons from these LNG projects’ impact on local communities in Mozambique’s Cabo Delgado; South Africa’s Eastern Cape, and Zimbabwe’s Cabora Bassa Basin. Together, these three cases illustrate both the promise and perils of LNG mining in Africa.

Abstract:: Recent decades have shown an unprecedented growth in demand for resources, with a trend that is projected to accelerate in the future. Policymakers around the world have started to recognise that transitioning to a more resource-efficient and circular economy (CE) is key to addressing this challenge. Two important enablers for the transition to a CE are circular business models (CBMs) and consumers. The two are interlinked, as demand shifts among consumers can foster the development and supply of new business models, which in turn require the uptake by consumers to be successful. To promote the development and increase the uptake of new CBMs, policymakers need to provide the respective regulatory frameworks and incentives. Doing so requires systemic policy mixes that go beyond encouraging technological innovations and include targeting the demand side as well. This paper zooms in on the role of the consumer for CBMs, discusses potential consumer barriers to CBM demand, and outlines how policy-making can address these barriers by applying systemic mixes of instruments to tackle the macro-, meso-, and micro-level factors that influence consumer demand simultaneously. While the macro-level describes the economic context of consumers’ decision-making, that is, the availability and supply, infrastructure and price of CBMs in the market, the meso-level characterises the social environment, including social norms and social status, whereas the micro-level focuses on individual characteristics such as consumption habits, security and quality concerns, and environmental knowledge or concern. This paper illustrates how the different consumer barriers are closely interlinked, and that, ideally, policymakers should target all three levels jointly to encourage CBM demand most effectively. In doing so, policymakers should consider the principles of the waste hierarchy in order to maximise the environmental benefits of CE policy mixes. The paper mostly takes a European perspective on the topic, especially when discussing relevant policy frameworks, and reflects on potential differences to other regions, particularly in the Global South, when appropriate

Based on interviews with Mexican media professionals, public sector officials, academics and human rights defenders, the study provides insights on the root causes of the problem and and strategies to combat information pollution, safeguard democracy, and promote social cohesion, underscoring the urgency of proactive measures both within Mexico and on a global scale in Mexico, information pollution significantly threatens the country's social cohesion and democratic principles. Structural conditions like poverty, inequality, violence, corruption, and media landscape issues enable societal vulnerability to digital information pollution. Factors directly driving information pollution include the exploitation of digital spaces by drug cartels, divisive narratives against marginalised groups, an increasingly media-hostile environment as well as the incumbent government’s post-factual approach to reality and politics. Information pollution has fostered a polarised discours, contributed to eroding trust in traditional media and amplified identity-based societal cleavages. It weakens the deliberative, participatory and liberal dimensions of democracy dimensions by decreasing the quality of public debate, damaging civil society watchdog roles, and reducing government transparency and accountability. Recommendations for Mexico encompass enhancing public resilience to information through civic education and targeted communication campaigns, empowering media capacity, and fortifying an open data culture in the Mexican public sector. Internationally, efforts should address elite-driven information pollution by reinforcing independent accountability institutions and leveraging diplomatic and economic incentives against leaders attacking these institutions.

Abstract:: The work aimed to analyse the sustainability efforts – the greening – of five industry sectors in Brazil: aluminium, chemical, steel, cement, and oil and gas. These sectors were chosen because they are the industries with the highest carbon emissions. The research sought to verify the sustainability measures adopted by business and industry actors, with special emphasis on the use of Voluntary Sustainability Standards and ESG values. In order to verify the information provided by the companies, the documents that informed the measures taken by the companies and the numbers supporting their results were always sought out and explained in the text. The conclusions were that the sectors, guided by industry associations, have adopted a broad set of sustainability measures. The results of these measures, however, sometimes lack proof and sometimes lead to sporadic conduct, contrary to the precepts of environmental and social sustainability.

38. Greening Economies in Partner Countries: Priorities for International Cooperation

Abstract:: While polluting industries are still flourishing, the green economy is on the rise. In low- and middle-income countries, the resulting opportunities are mostly underexplored. The Federal Ministry for Economic Cooperation and Development (BMZ)’s new strategy for “Sustainable economic development, training and employment” shifts gears towards a green and inclusive structural transformation, recognising that only a just transition approach with credible co-benefits for societies can gain societal acceptance (BMZ, 2023). It is now essential to provide evidence of how a greener economy can offer direct economic benefits to national economies and the majority of their citizens. Ongoing cooperation portfolios need to be adjusted to this new and timely orientation in the BMZ’s core strategy. We suggest focusing on the following six areas: Eco-social fiscal reform should be a priority area in at least 15 of the over 40 partner countries with whom Germany cooperates on “sustainable economic development”, systematically linking revenues from pricing pollutions to pro-poor spending. Development policy should promote inclusive green finance (IGF) through market-shaping policies, such as an enabling regulatory framework for the development of digital IGF services and customer protection in digital payment services. It should also build policymakers’ capacity in developing IGF policies and regulation. Support in the area of sustainable, circular con-sumption should focus on eco-design, and repair and reuse systems. It should build systems design capa-cities and behavioural knowledge, to integrate con-sumers in low-carbon and circular industry-consumer systems. This will need new collaborations with actors shaping systems of consumption and production, for instance with supermarkets or the regulators of eco-design guidelines. Germany should strategically support national hydro-gen strategies, including a just transition approach and prioritising green over other “colours” of hydrogen. This means strengthening industrial policy think tanks, technology and market assessment agencies, technology-related policy advice as well as skills development, and exploring distributive mechanisms to spread the gains and ensure societal acceptance. Sustainable urbanisation should be a more explicit priority, given its potential for job creation and enterprise development. This means supporting partners in integrating land-use, construction and mobility planning for compact, mixed-use neighbourhoods, and anti-cipating green jobs potential and skills required within cities. Lastly, Germany should support green industrial policy and enlarge policy space in trade rules by promoting the core institutions of industrial policy, for example, technology foresight agencies, coordinating platforms for industry upgrading, and policy think tanks, and working towards reforms of the trading system, such as rules to allow clearly defined green industrial subsidies, preferential market access for green goods and services from low-income countries, or technology transfer. It is evident for all areas that the challenges in low- and middle-income countries will differ from those in high-income countries. It is, therefore, imperative that successful programmes are co-developed with local partners. A just green transition that harvests benefits beyond a healthier environment and is supported by societies will then be achievable.

39. Social Contract and Social Cohesion: Synergies and Tensions between Two Related Concepts

Abstract:: “Social cohesion” and the “social contract” are two related analytical concepts, which have become increasingly popular among researchers and practitioners. Both concepts help to understand and characterise societies and countries by shedding light on the relationships between members and groups of society and state institutions. Unfortunately, there is often little precision in the use of the concepts. As a result, their respective analytical strengths have not always been well utilised for policy analysis and project design. Furthermore, the synergies between them have been overlooked. This paper therefore defines both concepts, considers their respective strengths and discusses the relationship between them. The concept of the social contract emphasises the deliverables exchanged between societal groups and governing authorities. Social contracts are the sum of formal and informal agreements amongst societal actors and between them and the actor in power (the government or any other type of authority) on the rights and obligations of one towards the other. Social contracts vary enormously, but all establish more stability in state–society relations, especially if they are inclusive and flexible enough to account for changes in the framework conditions. The concept of social cohesion, in contrast, refers primarily to the quality of the relations between individuals, societal groups and the state, and the underlying values, norms and attitudes that shape these relationships. Social cohesion can be characterised as the glue that holds a society together and enables it to develop a shared vision. It concerns the horizontal relationships between members of society and the vertical relationships between societal actors and political institutions. Social contracts and social cohesion affect each other. Social contracts contribute to social cohesion because the regular and predictable exchange of deliverables between societal groups and the state creates an interdependence that strengthens mutual trust, willing-ness to cooperate and a sense of common identity. Conversely, social contracts tend to be more resilient and sustainable if they are based on cohesive societies. Both concepts are thus useful for national governments and foreign donors to assess opportunities and design policies for sustainable development. The social contract concept helps us to understand the “give and take” in a country: it shows where governments could do better in delivering to society and thereby make state–society relations more stable. The social cohesion concept in turn helps to determine what holds societies together and which attributes of intra-society relations could or should be strengthened. In addition, both concepts assist foreign donors in assessing which interventions would be favourable for the internal relationships in partner countries and in thinking carefully about potential unintended harmful effects. In particular, international donors can benefit from exploiting the mutually enforcing relationship between social contract and social cohesion.

40. Tomorrow’s Global Development Landscape: Mapping Trends and Reform Dynamics

Abstract:: The key tools and governance approaches for international cooperation for sustainable development (hereafter, international cooperation) were set up in a markedly different time and age. International cooperation – with official development assistance (ODA) as the dominant means of implementation – remains key, despite being generally considered as no longer adequate for addressing today’s common and collective challenges. Despite numerous declarations of its growing irrelevance or calls for it even being beyond repair, the governance and reporting system of ODA has remained largely unchanged throughout its 60 years of existence. One reason is that there are few alternatives. Pandemic response and preparedness, climate finance, humanitarian aid, the United Nations development system as well as the budgets of the multilateral development banks all by and large remain dependent on ODA. New and additional sources of development finance have been slow to materialise and run the risk of remaining time-bound and ad-hoc, as illustrated by recent discussions on Special Drawing Rights, debt swaps and green bonds. While other actors, such as providers of South-South Cooperation (SSC), and non-governmental actors are increasing and gaining importance, they are only to a limited degree institutionalised. In the absence of transparent and coherent methodologies for monitoring their actions, concrete financial volumes remain hard to assess. This paper analyses structural factors of the institutional inertia in international cooperation and formulates expectations for where new reform impetuses might arise from. To this end, it maps and links key reform proposals for the global development system, with a specific focus on public financial flows consisting of three connected parts. The first part concerns current forms of and reporting processes for ODA, climate finance and SSC. These concern well-established, albeit path-dependent, forms of international cooperation with different types of multistakeholder settings and different levels of institutionalisation. Here, we do not expect fundamental reforms given various entrenched interests and expect that the nexus between climate finance and ODA will be the main driver for change. The second part of our mapping consists of what we call “global first” reform ideas. These ideas begin with a problem-oriented approach at the global level and aim at setting up new, universal financing schemes and redesigning institutional structures for that purpose. While the ideas in this category are still in their initial stage, we regard them to be particularly relevant for conceptualising the “demand-side” of reforms (i.e., “what would be needed?”). Here, we predict that the more ambitious reforms for creating universality of contributions and benefits at the global level will not materialise. However, these concepts play a key role in influencing the future orientation of specific existing (multilateral) institutions. The third part of our mapping entails positioning current multilateral and bilateral development organisations located between the first two parts. We observe that these organisations experience a gravitational pull towards both directions of reform, namely focusing on global public goods versus prioritising the (countries) left behind, often with competing incentives and trade-offs between national and global development priorities. We expect that a reform of bilateral development actors will lag behind in the broader policy field due to their domestic political constraints, whereas multilateral development banks will generate greater reform momentum (and be pushed by their stakeholders) as first movers.

41. Constellations of State Fragility: Improving International Cooperation through Analytical Differentiation

Abstract:: State fragility has remained a pressing challenge for international security and development policymakers for more than two decades. However, international engagement in fragile states has often failed, in part due to a lack of understanding about what constitutes state fragility. Established quantitative models usually rank fragile states on one-dimensional scales ranging from stable to highly fragile. This puts states characterised by very different problems and dimensions of fragility into the same “box”. Moreover, categorisations such as “fragile”, “weak”, “failed” or “collapsed” are increasingly rejected in the Global South, thereby hampering international development and security cooperation. The “Constellations of State Fragility” model, developed at the German Institute of Development and Sustainability (IDOS), provides a more differentiated model to measure state fragility. It assesses state fragility along three continuous dimensions, assuming that state fragility is a continuous trait that affects all states to some degree: authority, capacity and legitimacy. These dimensions are not aggregated into a one-dimensional index. Instead, the model detects typical constellations across these dimensions. In so doing, it also accounts for the fact that states can perform very differently in different dimensions. Our analysis yields three main insights about what constitutes state fragility and how it can be addressed: first, state fragility, illiberalism, repression and human rights violations are interrelated; second, state fragility is not unique to the Global South, with negative trends also occurring in the Global North; and, third, differentiated, multi-dimensional models offer better starting points for addressing state fragility than one-dimensional ones. We conclude with four policy recommendations: • Improve analytical capacity by adopting a differentiated view of state fragility: International security and development policymakers would benefit from more fine-grained, differentiated assessments of state fragility. In addition, country-specific assessments of the specific local power constellations in which fragile state institutions are embedded are needed for devising adequate, context-sensitive measures. • Connect measures to address fragility with democracy protection and the protection of human rights: Illiberalism, human rights violations and repression correlate with state fragility. This also suggests that there is a close relationship between autocracy, autocratisation and fragility. Accordingly, measures to address fragility, democracy support and efforts to protect human rights must be better connected. This also implies doing “no harm to democracy” (Leininger, 2023, p. 2). • Identify conditions under which state-building can (or cannot) be pursued: It would be fruitful if international security and development policymakers engaged in thorough discussions about the conditions under which state-building can be pursued. Where existing state institutions are legitimate, they should be supported. However, donor coherence and the capacity (and political will) of donors to commit resources to fragile states and to engage long-term are also important preconditions. State-building is both a costly and a long-term endeavour. • Learning across world regions: Patterns of state fragility can be highly similar, despite geographical distance. In particular, rising illiberalism and increasing attacks on civil liberties are global phenomena. Hence, policy decision-makers and civil society organisations (CSOs) seeking to counter fragility should engage in mutual learning across the North/South divide.

42. Current Developments in West Africa’s Regional Integration – Challenges for the Future Design of Foreign and Development Policy

Abstract:: On 16 September 2023, Burkina Faso, Mali and Niger – all three states led by military regimes – decided to establish a new regional organisation, the Alliance of Sahel States (Alliance des Etats du Sahel – AES). This move was prompted by the worsening of the crisis within the Economic Community of West African States (ECOWAS) in 2023, a crisis that reached its peak to date with the announcement by the three AES members on 28 January 2024 of their withdrawal from ECOWAS, a regional organisation set up back in 1975. In a socio-political context in which the role and functions of the state, the extent of state powers and the way in which they are exercised are increasingly being called into question, new forms of political and social organisation are developing. These are also influenced by the current geopolitical developments in the changing world order. At the same time, states and societies and the ongoing regional integration processes are facing major new challenges. Within ECOWAS, conventional ideas of state and society, values and structures are coming up against growing tendencies towards a new understanding of statehood and sovereignty. In the West Africa/Sahel region, new processes of nation-building and state-building are under way, underpinned by efforts to renew social cohesion and to integrate the ‘vital forces of the nation’ – a concept cited increasingly frequently in these countries – as comprehensively as possible. These developments call for a realignment of German and European foreign and development policy. The political and social conditions and expectations of the partners in the West Africa/Sahel region are currently undergoing profound transformation. They need to be aligned with the content and interests of the value-based foreign policy advocated by Germany – in line with the principle of a ‘partnership between equals’. Any appraisal of the future developments and integration of the dynamics that determine them must take account of the various integration processes, which are particularly diversified and run in parallel in this region. Adopting a comparative perspective, this paper provides an overview of the various regional organisations in the West Africa/Sahel region. It analyses the potential of each of them in terms of their development prospects and sustainability. In addition to the critical relationship between ECOWAS and the AES, it also examines the West African Economic and Monetary Union (WAEMU), the Integrated Develop-ment Authority of the Liptako-Gourma Region (Autorité de Liptako-Gourma – ALG) and the G5 Sahel, which is currently being dissolved. If the partnership between Germany and Europe on the one hand and the West African and Sahel states on the other is to be continued, it will be vital to adopt a pragmatic approach and maintain a political dialogue with all the partners. The states in this region are extremely important to Europe’s future development. Moreover, it is only through communication based on mutual respect underpinning cooperation in the economic and development sectors that the growing influence of political powers such as Russia and Iran – whose ideas, interests and values are not in line with the Western Atlantic model of democracy governed by the rule of law – can be curbed effectively.

43. State Fragility and Development Cooperation: Putting the Empirics to Use in Policy and Planning

Abstract:: State fragility, which describes how different components of a state do (or do not) function, is a central concept for understanding how development activities and policies in complex political, humanitarian and conflict-affected contexts will (or will not) work in practice. Using fragility as a lens, we use feminist development policy and forced displacement as examples to demonstrate how different empirical conceptualisations of fragility can be used to uncover potential challenges and identify opportunities for more comprehensive policy and programming. These examples are only two ways one can apply the concepts of fragility of the OECD and the German Institute of Development and Sustainability (IDOS). Indeed, these and other empirical concepts of state fragility have many applications and can be used to measure and understand state–society, conflict and humanitarian dynamics in myriad ways. The longest-running among these kinds of models is the Fund for Peace’s Fragile States Index (Fund for Peace, 2023). Other models focus on state fragility as a function of different aspects of “stateness”. This includes IDOS’s Constellations of State Fragility typology, which clusters types of fragility based on strengths/weaknesses in key dimensions of statehood (Grävingholt et al., 2019). Some organisations have moved beyond an exclusive focus on the functioning of the state, with the OECD currently defining fragility contexts as the combination of risks and insufficient coping capacities of multiple levels of governance systems and/or communities to manage, absorb or mitigate those risks (OECD, 2016). The IDOS and OECD concepts do not rank countries, and the methods used in both models allow them to be applied to different levels of analysis. Essentially, these empirical conceptualisations of state fragility can serve as useful heuristics for the policy-makers responsible for setting policy agendas in fragile contexts.

44. Getting Special Drawing Rights Right: Opportunities for Re-channelling SDRs to Vulnerable Countries

Abstract:: Many developing countries are still grappling with the consequences of the pandemic and the associated high debt burdens while facing huge financing needs, inter alia related to climate change. In response, the International Monetary Fund (IMF) issued $650 billion in Special Drawing Rights (SDRs). The G7 and G20 have committed to re-channelling SDR 100 billion of their allocation to developing countries (on-lending, recycling and re-channelling are used interchangeably in this policy brief). The question now is how to implement these commitments in a way that promotes the global transformation and at the same time supports debt sustainability. It is important to note that there are certain restrictions on the re-channelling of SDRs. Most importantly, the re-channelling must be consistent with the SDR’s status as an international reserve asset. There are different interpretations of these requirements. The IMF has encouraged the use of the Poverty Reduction and Growth Trust (PRGT) and the Resilience and Sustainability Trust (RST) for re-channelling. It has also signalled general support for re-channelling SDRs to the multilateral development banks (MDBs). The European Central Bank (ECB) has taken a more restrictive stance. Does the re-channelling of SDRs through the above-mentioned IMF trusts (“the current on-lending option”) effectively support the global transformation? Measured against this objective, the current on-lending regime has two shortcomings. First, it does not sufficiently link foreign exchange support to deep structural transformation. Second, it does not allow funds to be leveraged in the private capital market. In this policy brief, we discuss a promising alternative: recycling SDRs for MDB hybrid capital (“the hybrid capital option”). This option can overcome the two drawbacks of the current system. At the same time, it has its own challenges. Moreover, both the current on-lending option and the hybrid capital option raise concerns about debt sustainability. If implemented in their current forms, they would risk exacerbating vulnerable countries’ debt problems. It would therefore be desirable to modify these options to better integrate debt implications. This could be done by using the on-lent SDRs primarily for programmes that are not “expenditure-based”, but rather help to improve the composition of expenditure and revenue in a socially equitable manner, for example the introduction of regulatory standards, feebates and carbon pricing, or the phasing out of fossil fuel subsidies. Such an approach could have the added benefit of making previously sceptical member states more receptive to the hybrid capital proposal. The mid-term review of the RST, scheduled for May 2024, as well as the full review in 2025 provide good opportunities to further explore some of the issues raised in this policy brief. In addition, the brief identifies three ways in which interested shareholders of the IMF and MDBs could advance the debate on the hybrid capital option.

45. The BRICS, a geopolitical challenge overlooked by the European Union

Abstract:: Over the last five years, geopolitical considerations have taken an unprecedented place on the European Union's agenda. Its foreign policy, long in its fledgling stages, is finally beginning to take shape, even if it is still subject to the unanimous decisions of its Member States. The days when trade policy was the only real lever for European foreign policy are over. The increasing bluntness of international relations is obviously no surprise to Europe's still tentative geopolitical awakening. The European Union's foreign policy has many potentially dangerous blind spots. One of the most striking of these 'omissions' concerns the BRICS and their rapid development over the last three years. Launched in 2009, this informal forum of four major emerging countries (Brazil, Russia, India and China), which was enlarged to include South Africa in 2011 and now includes ten countries, still seems to escape the attention of the European Union. Over the last fifteen years, official European Union documents dealing with this grouping can be counted on the fingers of one hand. More descriptive than analytical, they are a long way from outlining a European position on this significant group of countries.

Abstract:: This report aims to present the findings of Oh et al. (2023), which analyzes the post-pandemic inequality levels in developing countries and derives policy implications for Korea's international development cooperation (IDC) to help reduce inequality, especially in the education sector. The impact of COVID-19 on education is multidimensional, with varying levels of heterogeneity across countries, regions, households, and individual stakeholders, including students, parents, and teachers. To comprehensively understand this multidimensionality, the study compares situations in two countries to explore inter- and intra-country educational disparities. After identifying such multidimensionality, the study derives policy implications on how Korea’s IDC can better target post-pandemic inequality in education.

47. Leaving No One Behind: Inclusive Fintech for Remittances

Abstract:: Remittances are an important source of support for migrants’ families, communities, and origin countries. However, the remittance industry has long been dominated by a few players whose services have high transaction costs, blunting the development benefits of these money transfers. By easing access to financial services, mainly via mobile phones, some countries and development actors hope that financial technology (or fintech) will change this status quo. Many believe that such technologies—namely mobile money and cryptocurrencies—hold the potential to boost migrants’ inclusion in financial systems and enhance the development benefits of remittances. Yet, many obstacles remain to widening these digital tools’ reach and usability, and safeguards are needed to protect users against new risks. This report explores the growing use of digital financial services for international remittances, including changes during the pandemic and a look at gendered aspects of these technologies’ impacts. The analysis draws, in part, on insights from expert interviews as well as focus groups conducted in Nigeria and Sri Lanka with users and nonusers of digital remittance services. The report results from a multiyear research partnership between MPI and the Swiss Agency for Development and Cooperation’s Thematic Section Migration and Forced Displacement to support the development of global solutions for migration-related challenges.

Heydar Aliyev was a significant leader who left a lasting impact in the Caucasus region—not just in Azerbaijan. Heydar Aliyev was indispensable in shaping Azerbaijan’s vision for the future and establishing the country as a vital player in the Silk Road region. Several key traits (in the final part of this essay, I identify nine such traits) characterized his leadership style and contributed to his success, particularly in navigating the complex dynamics of the region between East and West, oil and energy, and its future development. Heydar Aliyev’s presence in Azerbaijan’s history represents a leader who was able to quell civil war and unrest and offer stability to the country, which became instrumental in launching the economic growth, and development of the country—and eventually of the region. These, in turn, enabled several things, including improved living standards, putting Azerbaijan on the global energy map, and significantly modernizing its military. Azerbaijan has demonstrated to the world that sustained economic efforts, accompanied by political patience and apt international analysis and evaluation of the world’s political situation, made true—in the middle of the COVID-19 pandemic—the “day for which all Azerbaijani people were waiting,” namely the return of Karabakh.

Abstract:: As a superpower that is deeply integrated in global supply chains, China is becoming an economic giant, but its use of technology to capture data using methods that may pose cyber- and national security risks is raising concerns. While some view China’s motivations as an attempt to advance its status from an upper-middle-income economy to a developed economy, others see more nefarious intentions behind its authoritarian, top-down governance model. Further complicating the situation is the growing technology competition between China, the United States and Europe over the control of data, the technologies that use this data and the values upon which they should be used. The Centre for International Governance Innovation’s second annual conference on Digital Governance in China explored these and other issues related to the global implications of China’s governance model in the digital age.

50. China’s Perspective on Economic Security

Abstract:: This paper examines how Beijing views economic security as well as other countries’ actions in this realm. Economic security is not a new or foreign concept to Chinese thinkers and policymakers, but the emphases, concerns, and priorities have evolved, due in part to changes in the international environment as well as in China’s own economic and geopolitical situation. This paper examines how Chinese leaders and scholars have approached the definition and scope of economic security, as well as recent and proposed policy responses. It draws on a range of Chinese-language official documents and scholarly writings, as well as broader secondary source analyses. The paper explores that while Chinese discussions of economic security tend to be framed as ensuring economic development and stability, development is implicitly and explicitly linked to national security. Many writings emphasize that economics is the foundation for national strength (including military capabilities). As such, it is more than just economic survival and growth for the economy’s sake; it also has implications for China’s geopolitical position in the international order. In that respect, economic stability and national security may be hard to separate. Indeed, we see a resurgence in today’s rhetoric about the notions of development and security as inextricably linked, along with the need to coordinate the two—and in service of maintaining CCP rule and regime stability. Finally, the paper shows Beijing is taking concrete steps toward increased legalization and institutionalization of economic security measures. This represents a shift, at least in the domain of retaliatory countermeasures, from its usually more “informal” approach to economic coercion, which has afforded more flexibility and minimized political costs for the regime. At the same time, actual implementation has been relatively limited thus far.
