1. Russian influence on the European Integration process of the Western Balkan countries: A comparative analysis

Abstract:
This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. The article highlights the significant impact of Russia on the EU integration process in the Western Balkans and underscores the need for EU policymakers to address this issue to ensure a smooth and successful accession process for the region.

Abstract:
La región del Sahel se ha convertido en una prioridad estratégica para la Unión Europea (UE). Bruselas ha desplegado en la última década diversas misiones en el marco de su llamada Política Común de Seguridad y Defensa en países como Mali o Níger, a la vez que ha ofrecido un respaldo directo y masivo a nuevos actores regionales como el G5 Sahel, contribuyendo así a la proliferación de iniciativas militares impulsadas por diferentes actores globales que han convertido esta región en un espacio cada vez más militarizado y securitizado. El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. Se argumenta que este cambio no responde a una única lógica sino a factores de diferente naturaleza y, a su vez, que presenta múltiples problemas, implicaciones y dilemas para la agenda europea en África en el corto, medio y largo plazo.

Abstract:
Los políticos británicos del Reino Unido tras el ajustado triunfo en el Brexit prometieron a su opinión pública y a los dirigentes africanos que les quisieron oir, que una vez liberados del yugo político-económico que imponía la Unión Europea, las relaciones entre el mismo Reino Unido y los Estados africanos se abriría una nueva era de prosperidad mutua entre el mismo Reino Unido y el África subsahariana hasta el punto de convertirse en unas relaciones de igual a igual .El artículo trata de demostrar que ha ocurrido justamente lo contrario. El artículo examina los diferentes instrumentos de “cooperación” bien unilaterales, bien colectivos, por ejemplo, el “Compact with Africa, para llegar a la conclusión que los británcos perpetúan un cierto neocolonialismo maquillado.

Abstract:
The purpose of this article is to analyse the European Union's policies and activities in relation to the Armenia-Azerbaijan Nagorno-Karabakh conflict. To this end, the article first describes the broad outline of the conflict. Secondly, the article analyzes the role of the European Union in the conflict and the policies and measures it proposes for its resolution within the framework of the Neighborhood Policy and the Eastern Partnership the Union maintains with the two States involved in the conflict, Finally, the article concludes with a series of considerations highlighting the role that the EU can play in the future in relation to this conflict./El presente artículo tiene por objeto analizar la actuación de la Unión Europea en relación con el conflicto entre Armenia y Azerbaiyán sobre Nagorno-Karabaj. Con este fin, el trabajo describe, en primer lugar, la evolución a grandes rasgos del conflicto. En segundo lugar, el artículo analiza el papel de la Unión Europea en el conflicto y las medidas que propone para contribuir a su resolución en el marco de la relación que la Unión mantiene con los dos Estados implicados en el mismo, con los que colabora a través de la Política de Vecindad y la Asociación Oriental. Finalmente, el trabajo presenta una serie de consideraciones a modo de conclusión en las que se destaca el papel que la Unión Europea puede desempeñar en el futuro en relación con este conflicto.

Abstract:
In the troubled and insecure global and regional international systems, the European Union is committed to become an operational, autonomous and credible actor in the present international relations, despite a certain internal erosion of the pillars of integration, the lack of a common strategic culture that prevents a clear identification of political and security priorities, plus the new US approaches towards the European Union, no longer its strategic priority. The US would only provide assistance to the EU when its national interests are affected. Consequently, Europe must modify its approaches to face contemporary geopolitical and strategic changes and perhaps the change of paradigm in world governance. This study tries to explain the current policies and initiatives of the Union in the field of security and defense, questioning its consistency./En el convulso e inseguro contexto global y regional, la Unión Europea apuesta por reivindicarse como un actor operativo, autónomo y creíble en las actuales relaciones internacionales, pese al cierto desgaste interno que acusan los pilares que cimentan la integración, la falta de una cultura estratégica común que impide una clara identificación de prioridades políticas y de seguridad y la nueva actitud de EE.UU. hacia el concierto europeo, que deja de ser una prioridad para sólo aportar asistencia cuando sus intereses nacionales se vean afectados. Consecuentemente, Europa debe modificar sus planteamientos para enfrentarse a las coordenadas geopolíticas y estratégicas contemporáneas, y quizás al cambio de paradigma en la gobernanza mundial. Estas consideraciones encauzan el objeto general de nuestro estudio destinado a comprender y cuestionar cuál es el perfil real y actual de la Unión en el ámbito de la seguridad y defensa regional e internacional.

Abstract:
The European security environment has changed and the EU has become more independent in its security policy. New threats faced by the EU in 2014 (the migration crises) and other remaining threats (such as terrorism, organised crime, piracy) need solving by its greater involvement in the region. One problem that the EU tries to solve is the inconsistency of member states in security issues. In this article, we focus on the V4 group and their opinions towards EU security. This article examines strategies adopted by small/new EU member states to protect European borders and European territories and regions outside the EU that affect their security. For a long time, the V4 countries only participated sporadically in EU missions. The article shows what changes took place and what were the reasons for the decision to participate or not in the EU activities. The article raises the question of whether the showthe-flag strategy adopted by the V4 countries and their participation in EU missions is relevant for ensuring European security nowadays.

Abstract:
Europe has undergone various security changes in the past and needs to prepare itself for managing the present and future security challenges appearing on the horizon. Within Central Europe, we can see a significant change in its security orientation and a gradual development by continuous involvement in security initiatives such as the current EU-led PESCO. This article aims to show the present Visegrad Group (V4) interest in maintaining an autonomous European security, as well as to analyse the current possibilities and security capabilities of Central European countries. The V4 countries are an important part of NATO and the European Union, even though they are small to medium-sized countries with limited security capabilities. Participation in the creation of collective security under NATO has a stable, several-year position in the countries, but the European Union is on the rise in its security agenda, and that is assumed by the V4 countries with its participation in EU initiatives such as PESCO and the integrated involvement of the V4 in ongoing military projects.

Abstract:
This article analyses the 2019 European Parliament (EP) election manifestos of populist parties in V4 countries as a contribution to the contemporary discussion on political populism. The aim of the study is to analyze the election campaign programs which populist parties operating in individual V4 countries presented for EP elections in 2019, using a qualitative content analysis of the official election programs of relevant populist parties and other sources of their communication. It tries to identify topics that have been framed as a problem or risk by Central European populists and how these topics have been interpreted in their programs. The so-called “immigration crisis” and the contemporary state of the European Union are seen as the most problematic topics by a majority of the populists. On the other hand, the majority of these parties do not want some Central European version of Brexit. Their rhetorical goal is rather the reform the Union.

Abstract:
Continuing tension and competition among Northeast Asian countries complicate the degree to which North and South Korea can actively garner support from regional powers. The involvement of regional powers has not been effective means to overcome the status quo. Bilateral negotiations between North Korea and the United States, while critical for tension reduction in the region, have not been able to produce an agreement. Instead, international institutions from outside the region may be able to help negotiate a peace agreement that brings acceptable levels of security to all parties involved. This article examines the past and future roles of international institutions located outside of the region -- notably the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). Exploring the relations of the EU and ASEAN with the two Koreas, the article assesses their potential as mediators in the process of creating a lasting peace between the Koreas.

Abstract:
Despite South Korea’s expectations to gain the EU’s support during the 2018 momentum for peace on the Korean peninsula, the EU exhibited reluctance to lend its support. In light of this event, this study looks into why the positions of South Korea and the EU differ on the Korean peace process to gain a better understanding of the EU’s approach. Specifically, this study examines how, for the EU, the Korean Peninsula is a topic to be approached within the EU’s multilateral principle framework on external relations, unlike the approach taken by the United States. Through a review of the EU’s multilateral approach, this study suggests how South Korea may be able to request the EU to take a more active role, albeit a limited role due to the US’s powerful influence over the Korean peninsula, in supporting South Korea’s peacebuilding process such as the Northeast Asia Plus Community of Responsibility.

Abstract:
The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Abstract:
Integration in the EU Foreign Policy domain has been sporadic, preventing the EU from gaining traction internationally. However, the imposition of international sanctions has generated a great degree of member state cooperation at the EU level. From establishing a common sanctioning practice, to institutionalising the instrument as part of the CFSP toolbox, the EU sanction policy constitutes a fascinating example of delegation of foreign policy powers from the national to the supranational level. This article uses the Principal-Agent model in an attempt to make evident, as a result from the allocation of such powers to the EU, the power struggle between the national and supranational levels for the control of the sanction-making process. The analysis reveals that in spite of EU supranational bodies acquiring greater control over time, the member states have set up control mechanisms in order to limit the room for manoeuvre of the former.

Abstract:
El cambio climático es uno de los mayores desafíos de la actualidad. La UE ha abordado el tema de forma claramente insuficiente desde el punto de vista teórico, con unos planteamientos demasiado inmovilistas y hasta conformistas con su propia acción. Pero, al mismo tiempo, ha sido uno de los primeros y principales actores internacionales en actuar y posicionarse claramente en la lucha contra el cambio climático. La Estrategia Global de Seguridad de la UE no aborda adecuadamente ni el cambio climático como prioridad fundamental ni algunas de sus implicaciones en las políticas de los Estados Miembros de la UE.

Abstract:
El presente artículo hace un recorrido de las relaciones de la UE y Rusia en la última década y constata el deterioro en las relaciones bilaterales. La Rusia de Putin se ha convertido en un jugador geoestratégico muy activo, con un comportamiento inquietante, rompiendo equilibrios de la escena internacional que se arrastraban tras el final de la guerra fría. Rusia es una prioridad de la política exterior y la seguridad europea en la nueva Estrategia Global de Seguridad, pero ha llegado a ser también un formidable competidor. Este aspecto tendría que haber vertebrado más esta sección de la Estrategia que no resulta convincente. Simultáneamente, la cuestión que no queda clara es qué instrumentos tiene la UE para la defensa de sus vecinos cuando pueda ponerse en cuestión la soberanía o la defensa territorial, cuestión que va más allá del apoyo a la resiliencia de estos vecinos.

Abstract:
Before the bing-bang enlargement of the EU in 2004, the Union needed to define a coherent policy towards its new neighbours. The European Neighbourhood Policy was formulated when Poland became a member of the EU. Due to its close ties with the Eastern European countries, Poland tried to shape the EU foreign policy towards its neighbouring countries and became their advocate in Brussels. In 2009 it succeeded in establishing the Eastern Partnership as one of the dimensions of the European Neighbourhood Policy.

Twelve years have passed since the Polish entry into the European Union. For Poland the date of 1 May 2004 is the culmination of a transformation process launched at the end of the Cold War in 1989. One of the priorities of Polish foreign policy, the expansion of the political, economic and cultural relations with Western Europe and the United States has been met. This approach has been described as ‘the return to Europe’. Membership in the European Union changed the Polish economy and the new politics opened up new opportunities for businesses and citizens. The aim of the article is to analyze the balance of the Polish membership in the European Union in the economic, financial, political and social dimensions.

Durante la última década, la seguridad energética ha experimentado una escalada en la lista de prioridades estratégicas de la política energética y exterior de la UE. Las profundas transformaciones en el panorama energético global, impulsadas por los continuos avances tecnológicos, importantes desafíos geopolíticos, además de los imperativos derivados de la transición hacia un sistema energético descarbonizado, exigen la reevaluación de la estrategia de seguridad energética de la UE. Un proceso que, sin embargo, se encuentra condicionado por las tensiones derivadas de la necesidad declarada en favor de políticas de cooperación y coordinación reforzadas y el respeto por los intereses nacionales energéticos de los Estados Miembros. El objetivo de este trabajo se centra en analizar los desafíos que afronta la estrategia de seguridad energética de la UE en un mundo en transformación, identificando políticas y mecanismos que contribuyan a su fortalecimiento. La promoción y desarrollo de unas sólidas relaciones energéticas entre la UE y sus vecinos del sur del Mediterráneo representan una extraordinaria oportunidad para diseñar y alcanzar renovados objetivos estratégicos en beneficio de ambas regiones.

Abstract:
La unión de espacios subgobernados, la corrupción, el crimen organizado y terrorismo es la amenaza a la que se enfrenta la UE y sus estados miembros en el Gran Magreb, el cual está recreando un nuevo y diferente Flanco Sur al que existía durante la Guerra Fría. El aumento de la actividad extremista en la región del Sahel-Sáhara a partir de 2005 ha ido en paralelo con el crecimiento de las redes de crimen organizado transnacional a través del área. Aunque hay un intenso debate sobre su relación, intensidad e impacto, es una dinámica innegable en el área. La UE no tiene realmente una política unificada Magreb-Sahel y en términos de crimen organizado y terrorismo, el Sahel no se puede separar del Magreb. Hay una comprensión limitada y parcial del problema tanto en términos de amenazas como en soluciones viables, ampliado irremediablemente por la acción de Boko Haram y desbordando la visión, proyección y estrategia de la UE. A pesar del "Sahel Regional Action Plan 2015-2020", las medidas tomadas son reducidas, muy recientes y probablemente insuficientes y tardías desde el punto de vista de la dinámica y sinergia entre terrorismo-crimen organizado en un contexto de corrupción. La UE sigue manteniendo un enfoque seguridad-desarrollo, básicamente en una concepción de seguridad humana, a pesar de que este enfoque es altamente discutible para enfrentarse a este tipo de amenazas.

Abstract:
Las operaciones de gestión de crisis realizadas desde el fin de la Guerra Fría han puesto de manifiesto la necesidad de armonizar la cooperación multinacional para incrementar la coherencia de la operación. Éste es el principio fundamental del Enfoque Integral, definido como la concertación de las estrategias y las acciones de los actores participantes en la gestión de crisis a todos los niveles y planos de la misma.
