Abstract:
To examine the challenges and risks arising from the Belt and Road Initiative, this article, in its initial section undertakes a case study of Venezuela in explaining the probable debt-trap situation arising in the Latin American region. Following it, the next section examines the risks arising from BRI from the perspective of dependency theory. It is observed that the US has taken the Latin American region for granted. However, China appears to encroach into what the US considers as its backyard. With this hindsight, China’s increasing involvement in the region is dichotomously analyzed to ponder whether it is a strategy to gain influence or an extension of peaceful rise in the third section. China’s post-pandemic investments in LAC have been analyzed to enhance the argument of a tussle between the US and China. This provides a clear picture of how the two global economic giants are scrambling their money to sustain their influence over LAC. Finally, digital geopolitics has also been considered in explaining the risks and challenges of BRI. It is observed that without any data regulation regime currently across the world, would end up LAC states into what we call data-trap. As all the above is considered, it cannot be ignored that the future of geopolitics is no more validly explained through hegemonic stability theory or hierarchical structures. It is either going to be a horizontally varied power poles anchored to the regional institutions or going back to the idea of sovereignty as the main concept

Abstract:
Science and technology are relevant issues in the studies of international political economy. Innovation, at the same time, favors economic growth and impacts the States and non-States players nexus. In the competitive arena of global markets, highly developed innovative organizations tend to provide cheaper and more effective products in a larger scale. In the “anarchic environment” of the international system, technological and scientific supremacy has always been determinant to achieve and maintain power. As power resources do not remain static, their fluidity leads to technological (Kondratieff 1935; Perez 2003) and hegemonic (Arrighi 1996) “long waves” that oscillate during history. After 1945, the United States (US) rose as the hegemonic power and technology, amongst its power resources, was, and remains one of its significant assets of power projection.

Abstract:
This study considers the development and reform of the anti-dumping regime in Brazil as a ratification example of the multilateral trading system proposed by the World Trade Organization (WTO). Brazil's history of leadership in the WTO Rounds, as well as its emergence among users of temporary barriers illustrates the fact that developing countries participate, with some success, in the endorsement and strengthening of the multilateral system itself. Using the WTO Anti-Dumping Agreement (ADA) as a model for its own regulatory framework, this practice ensures that domestic legislation will have greater compliance to international obligations and avoid constraints via the Dispute Settlement Body. Finally, the case of Decree 8,058/2013 highlighted the importance that specialized agents in the middle management of the Ministry of Development, Industry and Foreign Trade (MDIC) have in the management and improvement of the Brazilian public policy.

Abstract:
This paper aims to explain the shift in Latin America’s level of conflict and internal violence relative to other regions in the world. It examines a single regional subsystem, Latin America within the framework of conflict and peace as well as the role of the United Nations. First, it aims to shed lights on main transformations and changes in terms of political, economic, social and cultural issues in Latin America. Second, the concept of the zone of peace is examined within the context of Latin America. The main activities of the United Nations in relation to conflict and peace are investigated in the third section. In conclusion, it underlines the lessons learned from conflict and peace processes in Latin America.

Abstract:
Why has Brazil’s international influence subsided? From 2003 to 2014, Brazil fostered its socioeconomic development and pursued an assertive foreign policy that raised its international profile. Besides promoting regional integration, with Mercosur and UNASUR, Brazil played an important role in international coalitions such as the BRICS and the G 20. However, those initiatives have lost momentum from 2015 onwards. This paper aims to explain the decline in Brazil’s international influence. We hypothesize that Brazil’s politico-economic crisis, caused by domestic power struggles and international reaction to its ascent, has weakened its position as an emerging country. International systemic constraints are important, albeit not enough to account for such a setback. A comprehensive explanation needs to take in consideration both geopolitical factors and domestic power struggles.

Abstract:
The current Brazilian political and economic context is one of intense crisis and it will inevitably impact public policies. In 2000’s, practices of International Cooperation and Development (ICD) gained emphasis through organized experience sharing between developing country governments and international organizations. Brazil deepened its partnerships with others Southern countries, a practice that came to be known as South-South Cooperation (SSC). However, following the impeachment of President Dilma Rousseff in 2016, the incoming administration introduced government spending limits in the form of a Constitutional Amendment (95/2016) which structurally decreased resources available for SSC and consequently limited possibilities to continue deepening international involvement. This article analyzes the first effects of the new fiscal regime for SSC using a bibliographic review and a case study of the Social Protection.Org platform which is managed by the International Policy Centre for Inclusive Growth (IPC-IG), a centre of research excellence established through a partnership between the United Nations and Brazilian government.

Abstract:
Taiwan's situation in the international system is particular and the recognition of other states is key to its survival. Paraguay has maintained diplomatic relations with this Asian country continuously since 1957. This research aims to describe the south - south cooperation of Taiwan with Paraguay during the period 2009 - 2019, a very important facet of the bilateral relationship between both parties. For this, a bibliographic-documentary research was used. In addition is important to mention the level of this was descriptive and primary and secondary sources were employed. Among the main results obtained, it can be seen that non-reimbursable cooperation projects are being adjusted according to five-year negotiations, that there is some continuity regarding the issues addressed by technical cooperation and the existence of other less known initiatives such as conferences and participation in fairs.

The main research question of the article is what attitude present the North Atlantic Treaty Organization, the Shanghai Cooperation Organisation and the Collective Security Treaty Organization towards Afghanistan after 2014? Abstract:
Do all the core states occupy identical positions in the hierarchy of world power and perform the same functions? The hypothesis outlined here is that there is an unforeseen category: semi-core states. They have very important socio-institutional power but are “tertiary” in terms of economic-military and communicative-cultural power. Despite their relative marginality, they play strategic roles in international politics, especially in support of the central powers (great and middle). This article analyzes the general characteristics of the so-called center of the world-system, identifies the semi-core states theoretically and empirically, explores their genesis and analyzes their roles in the international system.

Abstract:
This paper poses questions about EU soft power, why it is insufficient and how that can be changed. This is done in an attempt to shed light on the current status of the European Union defence sector. The paper specifically addresses political, strategic, structural and organizational challenges. It further proposes development paths for the enhancement of common defence capacities, vis-a-vis the current stage of major threats and the parity of strategic contenders such as the USA, the People’s Republic of China and the Russian Federation. Finally, this paper identifies concrete policy recommendations for a sustainable long-term defence cooperation-integration process, compatible with the exercise of the EU’s 27 national sovereignties. The research methods are undergirded by qualitative research and supported by semi-structured interviews. Seminar discussions and key points were also incorporated into the final version.
