1. The Devastating Impact of Lebanon’s Environmental Failures

Abstract:
For decades, Lebanon has suffered under a systematic and intentional mismanagement of country resources and capital, with devastating repercussions. Poverty rates in Lebanon have skyrocketed, and the healthcare and education systems have crumbled, leaving millions vulnerable. Less discussed but no less dangerous is the environmental degradation that the country’s elite have allowed to occur. Lebanon’s deteriorating environment adds another layer of tragedy to the widespread economic crisis; sewage contaminates drinking water, generators spew toxic fumes, excessive groundwater usage renders it saline, and irrigation with sewage water contaminates agricultural produce. The price for Lebanese is becoming increasingly well documented. Cancer cases have surged, and the Lebanese people can expect to continue to suffer in the future as well. This situation was not, however, a foregone conclusion, or due solely to global climate change outside of Lebanese control. Rather, Lebanon’s significant environmental degradation is due in large part to systemic corruption and a total lack of effective regulation. Understanding the scope of this issue is vital to realizing what the people of Lebanon are facing, along with developing a plan to address some of these interconnected environmental and governance challenges.

Abstract:
The Covid-19 pandemic has prompted countries to implement a wide range of specific cross-border security measures. The fear and anxiety induced by this crisis have rapidly expanded and contracted countries’ understanding of ‘self’ and ‘other’. This study examines Japan’s shift from liberal pre- Covid-19 border policies to the most stringent border closure measures among the G7 countries during the pandemic. In this study, we argue that the pandemic-induced fear increased anxiety in Japan’s public health safety identity, rapidly reshaping the conceptualization of the ‘self’ and ‘other’ in crisis scenarios. This shift aligns with Japan’s historical narrative of combating unprecedented threats to public health.

In the realm of political preparedness, numerous benchmarks, metrics, and best practice models have emerged as integral sites in the ongoing debate. Taking the Global Health Security Index as a specific example, this paper delves into the advantages and disadvantages of such global security rankings. This analysis aims to explore the potential uses and drawbacks of employing metrics to evaluate and modify (inter-)national preparedness plans. Situating this discussion within the broader context of the escalating significance of crisis preparedness and management, particularly in the face of acute disruptions to vital infrastructures and the immense costs they entail, as well as their adverse impact on public health and societal safety. However, the findings of this analysis reveal a notable political and strategic risk associated with an excessive reliance on these metrics. It is important to recognize that these metrics not only rely on robust scientific methodologies but also rest upon selective assumptions about the world and the definition of threats. The case of the Global Health Security Index serves as an example, as the assumptions underpinning these metrics have proven inaccurate in the face of an actual pandemic. Consequently, overconfidence and misguided approaches to crisis preparedness have ensued. Additionally, this work offers a concise historical overview of preparedness thinking, outlines the field of Global Health Security, presents the existing metrics employed, and critically reflects on these tools. While metrics provide valuable insights, they should be approached with caution and an awareness of their limitations. By adopting a critical lens and recognizing the political dimensions inherent in these metrics, policymakers can make more informed decisions and develop more effective preparedness plans in an ever-evolving world of crises.

Abstract:
We investigate the institutional foundations of public health. We argue that a key distinction in analysis of disease is between diseases of commerce (diseases associated with movement of people and with affluence) and diseases of poverty (primarily noncommunicable diseases that depend on wealth and income). We show that the mix of disease – the ratio of communicable diseases and those associated with longevity to diseases of poverty – increases in economically free countries. We argue that increasing burdens of diseases of commerce reflects the quality of institutions, as those diseases are better than living shorter, brutish lives where diseases of poverty claim many lives. This analysis also highlights an institutional trade‐​off: economically free institutions reduce certain types of disease while contributing to others.

The COVID-19 pandemic has called for provision of public goods and services that require a high state capacity, including producing and distributing vaccines, enforcing mask mandates, limiting potential super‐​spreader events, and so on. The rationale for public intervention was that private actions, such as getting vaccinated, wearing masks, and avoiding large gatherings, have benefits to broader society, so they are likely to be undersupplied by individuals on their own. In these circumstances, one might expect the power of the state coercing others into compliance to be beneficial. Are authoritarian leaders, less constrained by institutions and less accountable to voters, better equipped to deal with health emergencies?

Abstract:
The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

Abstract:
Despite significant progress, the human immunodeficiency virus (HIV) epidemic continues to pose a public health threat in Europe. The COVID-19 pandemic has exacerbated challenges by disrupting healthcare services and diverting attention and resources away from HIV prevention and treatment. Stigma and discrimination against those affected by HIV persist and are additional obstacles, slowing down progress to end the HIV epidemic. This Discussion Paper explores the current HIV prevalence in Europe, identifies barriers and challenges, and offers policy recommendations to overcome these obstacles and meet the sustainable development goals targets in Europe. The Paper emphasises the need for renewed political commitment and cooperation among the EU and its member states to prioritise HIV as well as for strong partnership and collaboration between authorities and stakeholders concerned, ultimately striving for success in ending the epidemic.

Abstract:
As scientific evidence on the impact of air pollution on human life continues to grow, accepting air pollution as a given side product of our economies and activities can no longer be tolerated. This Discussion Paper highlights what the EU needs to do to recognise clean air for what it is: a necessary component for healthy societies, people and long-term economic prosperity and social well-being in Europe. A stronger vision and framework for action is needed, and this paper recommends what the EU needs to do next. Have a stronger vision and framework for action by: Adopting an ambitious and comprehensive clean air agenda; Making cleaner air an integral part of the EU’s vision and framework for greater well-being; Improving enforcement of the air quality standards and monitoring; Raising awareness about the causes of air pollution, benefits of action and measures to be taken. Provide concrete measures to address air pollution by: Ensuring all key sectors, including agri-food, industry, energy and mobility, play their role; Encouraging, empowering and enabling regional, local and citizen action.
