551. Portrayal of Developed and Under Developed Countries in Tweets of International News Agencies (2010-2016)

Abstract:
In the context of modern information and communication systems, present study was designed to examine the information and communication imbalances among the developed and under developed countries in tweets of international news agencies during 2010-16. Theoretically, the study takes roots from world system theory and structural imperialism theory. Methodologically, the triangulation of method is used. Firstly, the content analysis was performed on purposively selected tweets of four international news agencies; AFP, AP, Reuters and Xinhua about the 15 sample countries for the period of 7 year from 2010-2016. Further, the social network analysis technique was used to examine the network structures of international news determinants and world countries. This study revealed that core and semi-periphery countries are shared more and framed positively, while periphery countries are shared less and portrayal negatively not only by the international news agencies but also by their followers. Further, it was also found that Reuters’ tweets agenda about core, periphery and semi-periphery countries is different from other news agencies specifically from Xinhua. Moreover, study also found that in the tweets of international news agencies the core and semi-periphery countries are covered and shared in context of foreign relations, trade, economy, entertainment, and human interest, while periphery countries are covered and shared with reference to conflicts, disasters, and human rights violations.

Loreto es un lugar de contrastes. Es el departamento más grande del Perú, pero se encuentra entre los de menor densidad poblacional. Su capital, Iquitos, está más cerca de los estados fronterizos de Brasil y Colombia que de las capitales de sus regiones vecinas en el Perú - San Martín y Ucayali. Sólo se puede llegar a Iquitos por vía aérea o fluvial, lo que la convierte en una de las mayores ciudades del mundo sin acceso por carretera. Desde la fundación del departamento, la economía de Loreto ha dependido de la explotación de recursos naturales, desde el boom del caucho a finales del siglo XIX y principios del XX hasta la extracción petrolera y explotación de recursos forestales que predomina en nuestros días. Este modelo ha traído consigo daños ambientales significativos y ha producido un patrón de crecimiento lento y volátil, que ha abierto una brecha cada vez más amplia entre la economía de la región y la del resto del país. Entre 1980 y 2018, Loreto creció a una tasa promedio compuesta anual cuatro veces menor a la del resto del Perú. Es decir, mientras el resto del Perú triplicó el tamaño de su economía, la de Loreto creció algo menos que un tercio. En la última década (2008-2018), la región también se ha venido distanciando de sus pares amazónicos en el país (Ucayali, San Martín y Madre de Dios), que han crecido a una tasa promedio anual cinco veces mayor. En este período, el ingreso promedio por habitante en Loreto ha pasado de ser tres cuartas partes del promedio nacional en 2008 a menos de la mitad para 2018. Además del rezago económico - o quizás como consecuencia de él -, Loreto también se ubica entre los departamentos con peores indicadores de desarrollo social, anemia y desnutrición infantil del Perú. En este contexto, el Laboratorio de Crecimiento de la Universidad de Harvard se asoció con la Fundación Gordon and Betty Moore para desarrollar una investigación que proporcionara insumos y recomendaciones de política para acelerar el desarrollo de la región y generar prosperidad de forma sostenible.

Abstract:
What does it take for a sub-national unit to become an autonomous engine of growth? This issue is particularly relevant to large cities, as they tend to display larger and more complex know-how agglomerations and may have access to a broader set of policy tools. To approximate an answer to this question, specific to the case of Buenos Aires, Harvard’s Growth Lab engaged in a research project from December 2018 to June 2019, collaborating with the Center for Evidence-based Evaluation of Policies (CEPE) of Universidad Torcuato di Tella, and the Development Unit of the Secretary of Finance of the City of Buenos Aires. Together, we have developed a research agenda that seeks to provide inputs for a policy plan aimed at decoupling Buenos Aires’s growth trajectory from the rest of Argentina’s.

Abstract:
In this paper, we develop a heterogeneous agent general equilibrium framework to analyze optimal joint policies of a lockdown and transfer payments in times of a pandemic. In our model, the effectiveness of a lockdown in mitigating the pandemic depends on endogenous compliance. A more stringent lockdown deepens the recession which implies that poorer parts of society find it harder to subsist. This reduces their compliance with the lockdown, and may cause deprivation of the very poor, giving rise to an excruciating trade-off between saving lives from the pandemic and from deprivation. Lump-sum transfers help mitigate this trade-off. We identify and discuss key trade-offs involved and provide comparative statics for optimal policy. We show that, ceteris paribus, the optimal lockdown is stricter for more severe pandemics and in richer countries. We then consider a government borrowing constraint and show that limited fiscal space lowers the optimal lockdown and welfare, and increases the aggregate death burden during the pandemic. We finally discuss distributional consequences and the political economy of fighting a pandemic.

Abstract:
Across the developing world the United States runs aid programs that have met the laudable goal of reducing infant mortality and maternal death resulting from childbirth. We have done some astonishing things, such as completely eliminating smallpox. Now we are responding to the COVID-19 pandemic by working to equip local communities with the tools needed to fight back against the coronavirus. Effective and inexpensive vaccines are everywhere administered to countless children who would otherwise die or be crippled by disease. More vaccines are on the way, perhaps even one for malaria, one of the biggest killers in the developing world. It is nothing short of a miracle. And yet the impact of these efforts in many countries could well be a legacy of war, famine, misery and the creation of new and even worse diseases.

IntraHealth, originally known as Intrah, the Program for International Training in Health, was created in 1979 to train health workers and enhance the skills and champion health workers in overseas countries in areas where they are most needed. Intrah grew out of a U.S. Agency for International Development (USAID) cooperative agreement with the School of Medicine at the University of North Carolina, Chapel Hill (UNC). Much of IntraHealth International’s success in global development is due to its President and CEO, Pape Amadou Gaye, who is stepping down after 16 years heading the organization. I first met Pape Gaye in the late 1990s, when he was Regional Director for Intrah’s West and North Africa programs in Lome, Togo, where I was U.S. Ambassador.

As the Covid-19 epidemic intensified globally, countries began to implement quarantine measures one after the other starting from mid-March. According to the United Nations, 60 thousand decisions were made concerning travel and mobility restrictions in 220 countries. These decisions cause many difficulties that aggravated conditions under the pandemic for immigrants who earned their living by means of temporary mobility. The Organization for Economic Co-operation and Development (OECD) made a statement at the end of March when these measures were just implemented, announcing that the Covid-19 global pandemic would be the biggest economic and social shock of the twenty-first century since the September 11 attacks and the 2008 Financial Crisis.

This report is the first of two synthesising the findings of a major research workshop convened in Washington DC on 26 June 2019, by The International Institute for Strategic Studies (IISS), as part of its multi-year project on China’s Belt and Road Initiative (BRI). The IISS commissioned ten papers that addressed development-finance and security issues in the BRI, prepared by leading scholars and policy practitioners. They were joined at the workshop by more than two dozen other experts on China’s international behaviour. This first report focuses on development-finance issues in the BRI; the second will address security issues broadly cast. China’s Belt and Road Initiative is now six years old. Announced by (then) newly ensconced President Xi Jinping, it has since become the centrepiece of Xi’s ambitious drive to make China a more active global leader, and to break free from the cautious approach set out more than 30 years earlier by then-paramount-leader Deng Xiaoping – that China’s strategic approach should be to ‘hide its capacities and bide its time’. At the Chinese Communist Party’s (CCP) 19th Congress in 2017, the BRI was integrated into the party’s charter. Much of the early analytical work on the BRI has focused on questions surrounding China’s motivations – economic or geopolitical. Is Xi’s initiative a response to changing domestic economic circumstances? Or does it signal evidence of China’s intent to build a twentyfirst- century imperium modelled on the post-war United States-led experience, more than on European colonial or earlier Asian empires? The emerging consensus on this question is that it has been a bit of both. At the same time, an often overlooked factor is Xi’s constant need to further consolidate his power inside China, as the economics versus geopolitics debate about the motivations for the BRI gives too little attention to the more purely political dimension. The BRI cannot be separated from Xi’s efforts to cast himself domestically as an exceptional leader for an exceptional moment in China’s history.

564. The COVID-19 pandemic: Scenarios to Understand the International Impact

The novel coronavirus that causes COVID-19 spread around the world in a matter of a few short months in 2020. Its long-term effects, as well as the ultimate duration and severity of the pandemic itself, are marked by deep uncertainty. While it is too early to forecast the consequences of COVID-19 with precision, it is possible to systematically explore plausible trajectories for the medium-term future. This research paper uses scenarios to address the following question: what could be the impact of the COVID-19 pandemic on the global political, economic and military balance of power over the course of the next five years? The paper focuses on six clusters of drivers of change to build scenarios. In the realm of politics, the two clusters are governance and geopolitics. The governance cluster straddles the divide of domestic and international politics, combining social cohesion in societies, populism as a political force, the role of the state, nationalism and state capacity. The geopolitics cluster focuses on aspects of international leadership and alliances. In the economic arena, clusters formed around the themes of economic reordering and recovery. In the former, regionalism, protectionism, supply-chain dynamics and Chinese technological leadership are considered. In the latter, the pace of the recovery is set in the context of employment, public debt, finance and energy issues. In the military realm, drivers relating to armed conflict and to military posture were combined to form clusters. The armed-conflict cluster considers projections for threat perceptions, major-power war, conflict among middle powers and intra-state violence. Military posture is captured by examining issues around force projection, the digitisation of armed forces, defence-industrial dynamics, strategic stability and the role of nuclear weapons. Scenarios in this paper are not designed to predict the future, but they are meant to help bound the range of possible futures for which decision-makers may need to prepare. In the scenario Silver Linings, geopolitics in 2025 are characterised by cooperation and the recession of domestic governance challenges. The economic recovery was swift and comprehensive, and although the pandemic modified aspects of globalisation its basic tenets remained intact. Armed conflict of the inter-state and intra-state kind has declined, and military postures are increasingly driven by advanced technologies and a smaller number of overseas operations. In the Downfall scenario, a weakened societal fabric has generated governance challenges at home and geopolitics are characterised by conflict. Economic recovery following the collapse triggered by the pandemic remains slow and incomplete, and economic reordering leads to the fragmentation of pre-existing international ties at the state and commercial levels. Great-power war has become a realistic probability and growing state fragility brought about by the pandemic leads to an increase in armed conflict. The scenario Lost in Transition is full of countervailing forces introducing challenges and a sense of instability. In the realm of politics, the geopolitical situation is marred by conflict, but domestic governance structures are not particularly challenged. Economically, recovery is slow and there are attempts to decouple − leading to bifurcated economic activity − with each strand led by China and the United States respectively. Militarily, new alliances emerge but a key concern is the near-perfect storm that the pandemic has created for security and stability in Africa. The scenario Home Alone outlines a future world in which the economic recovery is highly uneven. Attempts to generate momentum for renewed international cooperation fail as great-power rivalries intensify – however, the European Union emerges as a more confident geopolitical actor. Globalisation is disrupted by a drive to create regional and local supply chains and China forces a bifurcation of production for some sectors. Armed conflict linked to state fragility increases markedly, while the ability and willingness of international actors to provide humanitarian assistance and crisis-management resources fall dramatically. The pandemic itself is an event of world-shattering proportions. Yet many of its political and military implications are likely to be evolutionary in nature. In the period considered here, the potential for radical change (and a break with past practice and assumptions) is perhaps greatest in the economic realm. Furthermore, the scenarios can be helpful in recognising courses of actions that appear to be robust in the sense that they would appear to yield beneficial results across a range of alternative futures. Of course, even ‘future history’ marches on and it will remain crucial to consider the impact of unfolding events to maintain a sense of the direction of travel. The scenario implications will be useful to policymakers seeking to identify particular developments that may be desirable or undesirable. This will in turn facilitate discussion about the levers available and the extent to which such developments can be influenced. The most important point to take away from a European perspective is that across the scenarios a coherent and cohesive Europe is a prerequisite to exploit opportunities and avoid becoming, if not the battleground, than at least the playground for the political and economic policies of others.

In continuation to the Government of Odisha’s landmark initiative of the Odisha Liveable Habitat Mission (OLHM), also known as the JAGA Mission, launched in 2018, and the successful implementation of the Odisha Land Rights to Slum Dwellers Act 2017, basic infrastructure upgradation and delisting of slums emerge as the next critical steps towards transforming these informal settlements into liveable habitats, integrated with the urban area. Towards this end the Scaling City Institutions for India (SCI-FI) initiative at the Centre for Policy Research (CPR) as knowledge partner supported Housing and Urban Development Department, GoO to prepare a 'Standard Operating Procedure (SOP) for Participatory Slum Upgradation and Delisting’. The SOP intends to benefit the key stakeholders by laying down the procedure and benchmarks for undertaking participatory integrated slum level infrastructure upgradation and establishing procedure and documentation for delisting of the slum, to integrate it to the rest of the urban area. This SOP will act as an enabler for ULBs partnering with the Slum Dwellers’ Associations to ensure the availability of adequate basic services to mainstream the slums into the city fabric. This SOP lays down the integral steps to realise community-level benefits building on land rights distribution towards achieving the broader vision of a Liveable Habitat for all.

Abstract:
The economic decline of the Muslim world and the rise of Western Europe has long captured the attention of scholars across disciplines. Explanations largely focus either on Islam, whether its financial institutions or the essence of its teachings, or on Western colonialism as the culprit. In Islam, Authoritarianism, and Underdevelopment, Ahmet T. Kuru puts forward a new explanation rooted in class relations. He takes issue with existing approaches, convincingly demonstrating the intellectual and economic vibrancy of the Muslim world between the eighth and twelfth centuries, undermining arguments about Islam’s incompatibility with progress, and asserting that colonialism occurred too late to explain multiple political and socioeconomic crises. Instead, Kuru identifies the eleventh century as a critical juncture when the Muslim world witnessed the emergence of alliances between Islamic scholars (ulema; singular alim) and the military. These alliances persisted through path dependence and gradually hindered intellectual and economic creativity by marginalizing independent intellectual and bourgeois classes in the Muslim world. In turn, the absence of these classes led to the persistence of authoritarianism and the well-documented underdevelopment in the contemporary period.

The Chinese state news organization Xinhua announced on November 23 that nine provinces in Guizhou had been lifted out of absolute poverty, marking the removal of all counties from China’s national list of most impoverished counties (Xinhua, November 24). About a week later, Chinese Communist Party (CCP) General Secretary Xi Jinping announced that China had achieved the goal of eradicating absolute poverty and becoming a “moderately prosperous society” (小康社会, xiaokang shehui) before the end of 2020 (China Daily, December 2; Xinhua, December 4).[1] This heralded a wave of triumphal propaganda. Xi stressed the “critical importance of continuously advancing global poverty reduction” during his remarks at the G20 Riyadh Leader’s Summit on November 22, and held up China’s imminent achievement of eliminating absolute poverty ten years ahead of the deadline set by the United Nations 2030 Agenda for Sustainable Development as a model for global emulation (Xinhua, November 23). Chinese official media frequently cited the praise of foreign experts, who were quoted as saying that China’s achievement “gave a hope to the developing countries” and represented a “great historic accomplishment” amid the COVID-19 pandemic (Xinhua, November 25, Xinhua, December 8) On December 14, Xi sent a letter of congratulations to the International Forum on Sharing Poverty Reduction Experience that said, “China stands ready to work with all countries in promoting the process of international poverty reduction and building a community with a shared future for mankind” (China Daily, December 14).

570. Saving the world by doing business? A background paper on the role of the private sector in Danish aid

In recent years publicly funded development and humanitarian aid is being reduced, while the private sector is increasingly being considered a key development actor. This working paper provides an overview of the institutional framework that currently influences these processes in Denmark. We find that in Denmark, this new approach to aid has taken place in the context of a significant change in the Danish national narrative concerning engagement in aid. Whereas the narrative formerly emphasized the importance of selfless global solidarity it has now opened up for approaches that are overtly strategic and self-interested in relation to safety, values, and business interests. While business has always been part of development, the change in narrative has further legitimized combining profit and development. We show how the Danish Government has encouraged civil society to engage in joint ventures with the business sector and describe a spectrum of humanitarian and development initiatives with private business. Together these trends and initiatives have resulted in a Danish institutional framework that, we find, strongly supports and promotes the involvement of business in the development sector. This will have important implications for the scope and agenda of development, as well as for standards for accountability and measurement of results, that need to be further studied.

Abstract:
There are contradicting arguments in the literature examining the influence of foreign investment on economic growth in Sub Saharan Africa. Some researchers claim that high level of volatility, rising current account deficit, lack of developed financial markets and low quality of regulatory framework would generate economic losses for developing countries in Sub Saharan Africa when they liberalized their capital flows. However, some studies focus on growth enhancing effect of foreign investment to be a remedy for low capacity of accumulated savings in Sub Saharan Africa. The current study brings new evidence about the role of foreign portfolio investment and foreign direct investment on economic growth for countries in Sub Saharan Africa. Due to the endogenenity issue, we have used panel VAR methodology to estimate three simultaneous equations system. By analyzing 25 Sub Saharan African countries over the 1990-2016 period, we found that foreign direct investment and foreign portfolio investment are complements and they have positive significant impacts on economic growth.

The Central African Republic (CAR) could be a case of hope. After years of violence, the main armed groups and the government signed a peace agreement last year. At the end of 2020, elections are set to take place that could strengthen the democratic credentials of the country and grant its institutions the legitimacy needed to rebuild the state. As surveys have shown the populace is tired of the armed groups scattered (and fighting) throughout the country and demand the return of the state. The state is building up its army and deploying troops across a growing part of the country’s territory with the help of international actors. However, the restoration of state authority in the CAR remains unlikely. The state’s history is one of neglect, meaning there remains little to be “restored” and much to be built in the first place. Whether the state is willing and able to live up to the population’s demands is questionable. The military approach to state authority restoration and the integration of armed actors risks marginalizing the calls for an emphasis on public services. Locals hope for the return of the state—and one that is robust and caring. The reality of a militarized and inefficient state would shatter these hopes.

Using an original household survey conducted in Hyderabad and Mumbai that identifies intracity spatial coordinates of residents, we present a socio-spatial analysis of gender and paid work. We show that the ease of movement through the city, allocation of care work related considerations and educational attainment are all crucial to understanding the labor force participation patterns of urban women. A gender lens identifies key facets of access and mobility characterizing urbanization in developing countries. Spatial heterogeneity of residence has very different outcomes for the labor force participation of women and men.

Abstract:
Back in 2016, Australia launched a new national cybersecurity strategy. The strategy covers a four-year period to 2020, and given the changes in the security environment, an update is now clearly warranted. To that end, the government has just released a discussion paper to kick off the public consultation. The closing date for submissions on the discussion paper is 1 November. To complement the public submission process, ASPI’s International Cyber Policy Centre is initiating a public debate on what should be included in the next cybersecurity strategy. Contributions will be compiled into a report that we will deliver to the Department of Home Affairs to inform the strategy’s development. Information and communication technologies (ICTs) as an invisible driver of socio-economic change have long captured the imagination of politicians, policymakers and aid professionals alike. Since the first fibre-optic submarine cable connected Fiji 20 years ago, many reports and studies have been written about the potential that the introduction of ICTs in the South Pacific would bring for reaching targets of poverty reduction and economic growth. The internet, mobile devices and e-commerce have already penetrated the Pacific, configured to the political, economic and sociocultural context of the various island nations. This report takes a step back and zooms in on one aspect of that digital revolution: e-government. E-Government is defined as a set of capabilities and activities that involves the use of ICTs by government to improve intragovernmental processes and to connect with citizens, businesses and industry. Fiji was the first island to get linked up to the global network of submarine communications cables in 2000. In 2020, all major islands in the region are connected through one or more domestic and international fibre-optic cables. The region is connected. This report finds that the potential of ICTs to enable stronger governance, effective public service delivery and better government services is there. In all countries that are part of this study, critical foundational infrastructure is in place: Government broadband networks that connect departments, schools and hospitals have been established. Central government data centres have been built, public registries are being digitised, and the introduction of national (digital) identities is currently being considered. All Pacific island states have introduced relevant strategy and policy documents and have reviewed, or are currently reviewing, legislation related to data-sharing, cybersecurity and universal access. All islands have an online presence that is steadily professionalising. Government (information) services are increasingly provided online, along with tourism information, fisheries data, geological data and meteorological forecasts. But there’s still a lot to be unlocked. Increased internet connectivity, the availability of mobile devices and online services and access to information are creating a greater demand from users to their governments. International donors similarly focus on the delivery of ‘digital aid’, using ICTs to provide international assistance more efficiently and effectively. This report asks the following questions: What capabilities have been established and are in place? What are the current policy issues? What can the international (donor) community do to enhance its support for the digitisation process of the Pacific island governments? The report reaches five main conclusions for the implementation of e-government and digital government initiatives, and it concludes with four recommendations for future programming of international support in the area of ICTs and e-government.

Climate change has a severe impact on the livelihoods and economies of developing countries and will constrain achievement of the Sustainable Development Goals on virtually all fronts. While efforts to reduce emissions are obviously vital, it is equally critical that societies adapt to the already ongoing impact of climate change. Integrating climate change adaptation broadly into development cooperation is therefore a pressing issue and has never been more relevant. Discussion of the relationship between climate change adaptation and development and how to ‘mainstream’ adaptation into development support is not new. However, uncertainty persists regarding the ways and extent to which adaptation should be addressed as part of broader development efforts. This new DIIS Report seeks to address the integration of adaptation and development, with a particular focus on Denmark’s development cooperation. The report discusses the linkages between adaptation and development, examines the approaches of selected development actors, and discusses selected trends in Denmark’s funding to climate change adaptation. The report concludes that despite challenges there are currently good opportunities and a growing momentum among key actors towards finally integrating adaptation and development. Denmark should take a global leading role in this by making climate action a main aim in development cooperation, and by adopting approaches that address climate change and development in an integrated manner from the outset of policy development and -programming.

Pastoralism is the key to climate change adaptation in African drylands, but it is threatened by conflicts with farmers, regional insecurity and violent extremism. Stabilisation and development efforts should place pastoralism at the centre by strengthening pastoral livelihoods and should include herders as peacebuilding and development partners. RECOMMENDATIONS ■ Strengthen pastoralist capacities to cope with risk and variability by boosting inclusive and equitable resource governance in new development programmes. ■ Include pastoralists as potential peace-builders in conflict resolution efforts. ■ Support dialogue between pastoralists and local and national governments in order to prevent the further marginalisation of vulnerable pastoralist groups.

Shock mobilities are sudden human movements made in response to acute disruptions, such as the present COVID-19 pandemic. Unlike planned migration, shock mobility encompasses various degrees of forced migration or can be categorized as reactive migration caused by a crisis situation. Forced migration often starts with shock mobility, but shock mobility does not always lead to protracted forced migration. FUTURE IMPLICATIONS ■ Shock mobilities may affect broader socioeconomic relations in the future. Five manifestations of shock mobilities as ‘link moments’ provide clues as to how. ■ How shock mobilities will be received and internalized in the years ahead is uncertain. They could yield significant impacts on state-citizen relations, as well as on relations between different populations. ■ The ‘shocks’ give us a glimpse into the world we are entering. Tomorrow’s normality will grow out of today’s disruption. Therefore, a better understanding of ongoing shock mobilities will help us analyse potential problems for decades to come.

585. Raising the Stakes in Jammu and Kashmir

What’s new? In August 2019, India unilaterally revoked Jammu and Kashmir’s semi-autonomous status, redrew its internal boundaries, and scrapped Kashmiris’ exclusive rights to immovable property and access to government jobs. To quell potential protests, the authorities ordered an unprecedented crackdown, which included detaining almost all local politicians and a months-long communications blackout. Why did it happen? Revocation of the Indian constitution’s Article 370, which gave Kashmir its previous status, had been on the Bharatiya Janata Party’s agenda for decades. Emboldened by its landslide win of a second term in May 2019, the government ordered the state’s overhaul soon afterward, without consulting Kashmiri politicians or society. Why does it matter? New Delhi claimed that its bold move would help bring peace and development to the region after three decades of conflict. One year later, its reforms, coupled with heavy-handed counter-insurgency tactics, have only exacerbated Kashmiri alienation and raised tensions with Pakistan. Kashmir’s youth continues to join militant ranks. What should be done? While New Delhi appears unlikely to reverse course, its international allies should strongly encourage it to restore Kashmiri statehood, free detained politicians and end security forces’ abuses against civilians. Pakistan’s partners should push harder for it to stop backing anti-India jihadists. Both countries should abide by their 2003 Kashmir ceasefire.

The SDG framework has helped to create a common language of what development means, what the global objectives are by 2030, and how progress can be measured. Research on influence operations requires effective collaboration across industry and academia. Federally funded research and development centers provide a compelling model for multi-stakeholder collaboration among those working to counter influence operations. Research on influence operations requires effective collaboration across industry and academia. Social media platforms are on the front lines of combating influence operations and possess a wealth of unique data and insights. Academics have rigorous training in research methods and relevant theories, and their independence lends credibility to their findings. The skills and knowledge of both groups are critical to answering important questions about influence operations and ultimately finding more effective ways to counter them. Despite shared interest in studying and addressing influence operations, existing institutions do not provide the proper structures and incentives for cross-sector collaboration. Friction between industry and academia has stymied collaboration on a range of important questions such as how influence operations spread, what effects they have, and what impact potential interventions could have. Present arrangements for research collaboration remain ad hoc, small-scale, and nonstandard across platforms and academic institutions. Federally funded research and development centers (FFRDCs) provide a compelling model for multi-stakeholder collaboration among those working to counter influence operations. Federally funded research institutions—such as the RAND Corporation, the Institute for Defense Analyses, or the MITRE Corporation—have hosted successful cross-sector collaboration between the federal government and academic institutions for more than seventy years. Academic and industry researchers should seek funding and create an analogous institution so the influence operations research community can further collaborative research on shared interests that cannot be addressed with existing models. Drawing from such models, industry would be a primary funder, but governments and philanthropic donors could also contribute to encourage independence and balance.

There is a nexus between the state, resource mobilisation and the national development of any nation. The capacity of the state is measured by its ability to effectively harness and optimally utilize and allocate the commonwealth of the nation. The Nigerian state has not been able to effectively convert the abundant human and natural resources to wealth for the people. This paper therefore interrogates the capacity and willingness of the Nigerian state to effectively explore and manage the abundance resources to improve the life of the people as a way of enhancing the national development of the Nigerian state. The paper adopted qualitative technique of research with extensive use of secondary data sourced from national and international data banks, the internet, the library and national dailies. The paper followed the logic of neo-Marxism to question the nature of capital accumulation in Nigeria with its attendant (under)development implications. It therefore recommends active state engagement with the private sector to ensure effective use of the abundant resources for the overall development of other critical sectors of the Nigeria’s economy.

Abstract:
This paper aims to provide a critical review of the proposed National Health Insurance Bill in South Africa with reference to the finance mechanisms and implications within the development context. This starts with a brief analysis of health coverage, looking at the international and local context and describes the development benefits of the NHI. The paper reviews the funding mechanisms with particular reference to the tax incidence of the different types of taxes that could be used to raise funds for the NHI. Fiscal policy implications of the proposed health care provision changes are also discussed, and the proposed NHI Fund evaluated, focusing on the impact on the achievement of a performance-based budgeting system. The paper concludes that the increase of income and consumption-based taxes could result in loss of welfare to society, as labour is discouraged from working and the poor are further disadvantaged through increases in taxes such as value- added tax.

592. Job loss and household labor supply adjustments in developing countries: Evidence from Argentina

Abstract:
Using longitudinal data for Argentina, this paper measures the labor supply reaction of different household members to a breadwinner’s job loss. Firm events and local unemployment shocks are exploited as exogenous sources of variation to estimate the causal effect. Our main findings show that job loss by the male household head has a significant and substantial effect on the labor supply response of other household members, both at the extensive and intensive margin. While we do not find any effect on daughters, female partners and sons increase their labor market participation. The latter are also more likely to drop out from the educational system. These results are stronger among economically vulnerable households.

Abstract:
This report presents the proceedings of the launch of the 8th Local Government Councils Scorecard report for the Financial Year 2018/2019 held at Hotel Africana in Kampala. The theme of the launch was: “The Next Big Steps: Consolidating Gains of Decentralisation and Repositioning the Local Government Sector in Uganda.” It was collaboratively convened by the Ministry of Local Government (MoLG), the Advocates Coalition for Development and Environment (ACODE) and the Uganda Local Governments Association (ULGA). The scorecard assessed the performance of elected district local government leaders in 35 districts strewn across the country, in the context of the decentralisation policy.

Abstract:
This report analyses the socioeconomic implication of new cities in Uganda. The operationalization of new cities requires office structures, staff and other administrative resources that are vital for daily operations. These come with a hefty price tag that can only increase public administration expenditure. Besides the start-up funds, the administrative units require operational funds to enable them to implement their mandate as stipulated in the Local Government Act, 1997. Some of the responsibilities under their mandate include service delivery, governance and administration.

Abstract:
This report presents the findings and discussions of Local Economic Development (LED) practices in nine districts of Northern Uganda that included: Adjumani, Amuru, Arua, Kitgum, Lira, Omoro, Oyam, and Yumbe. The analysis provides insights into implementation of LED policies, and the level of preparedness of the districts to implement the policy as a tool for economic transformation and development. LED was conceptualised as a process or development model where Local Governments, the private sector, and the community, are jointly and collectively engaged in identification, mobilization and management of resources at the local level. LED is therefore intended to create conducive environments for investment, increased household incomes, and higher revenues for Local Governments.

Abstract:
Given their attractiveness as a source of financing for the least developed countries, mul- tilateral development banks (MDBs) have grown in quantity and size supported by their sources of financing. We believe that this ‘resource dependency’ has not been sufficiently questioned in the lit- erature, especially regarding the credit exposure these organizations have with their largest borrow- ing members. This article characterizes and identifies the differential effects of the three sources that make up the dependence on resources in the MDBs: capital contributions, leverage in the markets and their credit function. We analysed these sources particularly at the International Development Bank (IBRD), the Inter-American Development Bank (IDB) and the African Development Bank (AfDB) and in two recent events: the risk exchange implemented by the referred MDBs in 2015 and the effect of the Argentina’s selective default on the IDB’s capital adequacy (2014). We find an increasing relevance of leverage and the size of loans, which models a dependence on resources that weakens the development mandate of these organizations.

Abstract:
Violence against women (VAW) remains a globally pervasive human rights violation. According to Care International, one-third of women worldwide will experience physical and/or sexual violence at the hands of men at some point in their lives.i Much of this happens in the workplace, including the factory environments of global supply chains. In India and Bangladesh, for example, research shows that some 60% of garment workers have experienced sexual harassment in the workplace.ii To most effectively respond to VAW – and successfully prevent it – both multi-sectoral and broad societal involvement are required. The initiatives of governments and civil society organisations alone are not sufficient for the effective roll-out of the vast number of programmes required to affect the widespread change in social norms and behaviour that is required. Nor are they sufficient to cater for survivors in need of services. Active engagement with the private sector is required.

Abstract:
Established in January 2019, the Eastern Mediterranean Gas Forum (EMGF) is the most significant multinational organization in a geopolitical space often associated with conflict and competition. Currently comprised of Egypt, Greece, Cyprus, Israel, Italy, Jordan, Greece, Italy and the Palestinian Authority, the forum’s purpose to advance opportunities for energy development and cooperation between Eastern Mediterranean states in order to maximize the commercial potential of the region’s hydrocarbon reserves. This paper analyzes the diplomatic processes that resulted in the EMGF’s formation, the current challenges the forum faces, and Israel’s capacity to shape this nascent body’s future. If the forum hopes to grow in the postcoronavirus era, then it must commit to seeking pathways towards economic cooperation, enhancing its scope to include renewable energy, while also prioritizing conflict resolution and the establishment of a new maritime order.
