Abstract:: As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

Abstract:: Egypt continues to play an active role in regional affairs, including the Aqaba emergency meeting on the Palestinian situation (February 26) and the ongoing effort to prevent escalation in Gaza. At the same time, Cairo is in the middle of a significant financial crisis. The effects of the war in Ukraine – specifically, grain shortages – brought the Egyptian pound to more than 30 to the dollar, up from 20 in November and 15 in early 2022, facilitated by deliberate government action in response to demands by the IMF. Inflation still soars, and so does youth unemployment. All this could destabilize a nation of 105 million on our border, with dire consequences.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

7. Integrating Cyber Into Warfighting: Some Early Takeaways From the Ukraine Conflict

Abstract:: It is too early to draw definitive conclusions about cyber warfare in the lead-up to and the execution of the Ukraine war. Data are lacking, and the outcome of the conflict remains uncertain. Yet through monitoring and analysis of a single year in the first major war into which cyber has been extensively woven, we do know enough to be able to generate some tentative, high-level, generic propositions on the nature of cyber conflict. These propositions draw on wide-ranging press reporting and extrapolate from several superb pieces recently published by my colleagues Jon Bateman, Nick Beecroft, and Gavin Wilde, as well as Microsoft’s recent report on the cyber dynamics of the conflict.1 However, we must still tread cautiously. Our propositions draw on highly imperfect empirical knowledge of a single historical case that is still unfolding.2 Current and future antagonists are also constantly learning from their own and others’ analyses and enhancing their performance, which can render current assessments obsolete.3 For this and other reasons it is quite possible that some of the cyber dynamics unfolding in and around Ukraine may play out differently later in Ukraine as well as in other, future confrontations. As we have observed over millennia, the balance between offense and defense can shift over time; this dynamic may well play out in cyberspace as well. It is also important to note at the outset that widespread assessments disparaging the utility and expediency of Russian cyber operations in the Ukrainian conflict (and projections regarding future conflicts) are presently limited by far more than a lack of comprehensive and reliable empirical data. We also lack insights into the metrics and criteria that each of the protagonists uses to assess the success and failure of cyber’s overall performance in the conflict, and we have only fragmentary evidence of the role each party expected cyber operations to perform. Moreover, even if we had such information, Ukraine-specific answers might not apply elsewhere because the expectations for cyber and the metrics for assessing its performance may vary not only over time and between protagonists but also from one conflict to another. In this context it is important to underscore that some specific factors that possibly helped diminish the efficacy of Russia’s offensive cyber operations in Ukraine may not apply elsewhere. Three in particular deserve to be noted here: Russia’s unique approach toward cyber warfare; the level of external support that Ukraine received before and during the war from some leading national and multinational cyber powers; and the sophistication and battle-tested experience of Ukraine’s cyber warriors.4 Nevertheless, even if some of the cyber characteristics of the Ukraine conflict ultimately turn out to be sui generis, they are instructive given the novelty of the field and the involvement of major powers in the conflict. Hence, there is considerable value in advancing these propositions to focus attention on certain questions and facets of cyber conflict, facilitating their review and reassessment as more comprehensive and reliable information becomes available and developments on the battlefield evolve. But the reader should consider the interim observations and propositions offered here as hypotheses employed as a heuristic to encourage debate and invite feedback. All the propositions offered below pertain to our core conception of what cyber warfare is about. Some of the propositions we advance are novel; others reaffirm or refine tentative assertions made before the war. Taken together they suggest a more subdued view of the utility and impact of cyber warfare than was generally found in prewar speculations. More importantly, the Ukraine war reveals that nations diverge significantly in the role and aims they assign to offensive cyber operations as well as the institutional setup and operational modalities they use for conducting them. Most glaringly, the U.S. perspective and approach (emulated in whole or in part by several other Western nations) differs deeply from that of Russia, which makes it reasonable to expect similar divergence across similar regimes. We group our propositions under three temporal headings: the prewar period (starting in 2014);5 the war itself (beginning on February 24, 2022); and finally, the postwar period, after kinetic hostilities eventually die down. Obviously, we cannot know when this last phase will begin; nevertheless, analysis of trends that were manifest in the two earlier phases of the conflict provides a tentative basis for predictions as to what might be expected down the road. This broad scope is driven by two considerations. First, it is designed to underscore the considerable relevance of cyber operations across various phases and types of conflicts. And second, it highlights continuity as well as change between cyber action in peacetime, in wartime, and in grey area situations, as well as during the transitions between these states of confrontation.

Abstract:: Since the beginning of Russia’s full-scale invasion of Ukraine, ACLED records nearly 40,000 political violence events across the country. Three-quarters of these events are shelling, artillery, and missile strikes mostly affecting the northeastern, eastern, and southern regions of Ukraine. Quantifying the civilian toll of the conflict presents a challenge – especially in areas continuously engulfed by violence, like eastern Ukraine. In areas under Russian occupation, reports of abductions, forced disappearances, torture, and extrajudicial executions have been widespread, though the scale of violence against civilians becomes known only upon the liberation of territories, evidenced in the case of northern Ukraine and especially the Kyiv suburbs. Meanwhile, long-range strikes, including those deliberately targeting civilian infrastructure, pose a permanent threat and continue to induce extreme hardship for communities even farther afield from the frontline.

10. Al-Qaeda in the Arabian Peninsula: Sustained Resurgence in Yemen or Signs of Further Decline?

Abstract:: In the first two months of 2023, suspected United States drone strikes killed two senior leaders of al-Qaeda in the Arabian Peninsula (AQAP) in Yemen’s Marib governorate. One of the group’s top explosives experts, a Yemeni citizen named Husayn Hadbul (also known as Hassan al-Hadrami), was killed on 30 January. The group’s media chief and leader of the group’s Shura Council, Saudi citizen Hamad al-Tamimi (also known as Abu Abd al-Aziz al-Adnani), was killed on 26 February. These strikes on high-profile AQAP leaders took place amid a resurgence of AQAP activity in Yemen, which started during the United Nations-mediated truce between Houthi and anti-Houthi forces that lasted from April to the beginning of October 2022, and that has informally held to this date.1 The lull in fighting between Houthi and anti-Houthi forces induced by the truce allowed for a broader political and military reconfiguration within the anti-Houthi camp. At the political level, former President Abdrabbuh Mansur Hadi was replaced by an eight-member Presidential Leadership Council (PLC) to enhance coordination among anti-Houthi forces. Armed militias affiliated with the secessionist Southern Transitional Council (STC) and other United Arab Emirates (UAE)-backed forces exploited the new situation to gain control over territory in southern Yemen. As part of this territorial expansion, STC forces spearheaded several offensives against AQAP beginning in August 2022, leading to a sudden rise in AQAP activity in 2022.2 However, the nature of this overall increase is disputed, with some analysts arguing that it is a sign of AQAP’s weakness rather than its strength.3

Abstract:: The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

13. Economic sanctions against Russia: How effective? How durable?

Abstract:: Economic sanctions by Western democracies against Russia have not stopped the war and attacks on Ukrainian civilians. Together with continued economic and military support for Ukraine, however, sanctions are blocking Russian president Vladimir Putin from achieving his territorial objectives. Sanctions have contributed to a sharp compression of Russian imports; forced Russia’s military and industry to source from more costly and inefficient suppliers at home and abroad; and slowly begun to squeeze Russian government finances. The G7 countries must sustain and augment their efforts, including by confiscating frozen reserves of the Central Bank of Russia to help fund Ukraine’s reconstruction. G7 policymakers need to derive lessons from the current crisis about the utility of sanctions in conflicts between major powers. Maintaining coherent and coordinated sanctions against large and powerful target countries is critical for the effectiveness and durability of the policy. Deploying sanctions against such rivals also requires a long-term commitment to the implementation and enforcement of the trade and finance restrictions. Sanctions impose costs on both the target country and those imposing the sanctions, so Western policymakers need to offset those costs via domestic support or tax relief to sustain political support over time for sanctions in big power conflicts.

14. Forced migration, aid effectiveness, and the humanitarian–development nexus: The case of Germany’s P4P programme

Abstract:: Bridging the gap between humanitarian assistance and development cooperation has been a contentious issue in academia and development practice for decades. Drawing on an evaluation of Germany’s ‘Partnership for Prospects’ initiative, this paper argues that, whilst the supplement of ‘peacebuilding’ to the nexus (humanitarian–development–peacebuilding [HDP] nexus) brought an important context factor into the discussion in an environment of conflict, it is only of marginal help in a context of forced migration to neighbouring countries of a given conflict. For the context of host countries of refugees in a protracted crisis, it is more relevant that host countries show ownership and reliability in their policies to create long-term perspectives for refugees. These policies in turn need to be embedded in reliable rules (polity) and negotiation processes (politics) in host countries. Consequently, the paper suggests that a ‘HD–Triple-P’ nexus would take the necessary political dimension into account more adequately. However, it might also mark the boundary as to what development politics can achieve.

15. The violent legacy of fascism: Neofascist political violence in Italy, 1969–88

Abstract:: We still have limited knowledge about the long-term effects of fascism on European democracies. European countries experienced cycles of violence between the 1960s and 1980s. Can such violence be explained by legacies of mobilization during fascism? We study whether and how the Italian fascist experience of the 1920s affected political violence during the 1970s and 1980s. We created an original dataset of conflictual events at a subnational level in Italy. Using zero-inflated negative binomial regressions, we find that local membership of the fascist party in 1922—before the institutionalization of the fascist regime—predicts neofascist political violence at the provincial level more than 40 years later. New windows of opportunity facilitate the resurfacing of local fascist legacies: in the months when a new Minister of Interior is appointed, we observe higher levels of neofascist violence in provinces where the early presence of the fascist party was stronger.

16. Armed groups’ modes of local engagement and post-conflict (in)stability: Insights from the Ethiopian and Somali civil wars

Abstract:: What distinguishes post-war governments that succeed in establishing a stable political order and prevent recurring conflict from those that do not? This comparative study considers the specific threats that typically lead to the collapse of the post-conflict political order to offer new hypotheses on the conditions that affect post-war governments’ ability to sustainably restore stability. The threats considered include (i) fragmentation of the main actors in the conflict, (ii) inadequate demobilization, and (iii) enduring dependence of the post-war government on local brokers. Post-war regimes are more vulnerable to such risks after wars in which the dominant armed groups have established themselves by co-opting local power structures and drawing on existing socio-political networks, as this process redistributes power from the central to the local level. Empirically, this paper uses a novel dataset documenting the practices through which rebel groups may alter local power structures to highlight the connection between this wartime process of transformation and patterns of conflict recurrence. In addition, it contrasts the transition of the Tigray People’s Liberation Front from rebellion to government in Ethiopia in the 1990s with the trajectory of the armed movements in Somalia that also overthrew the incumbent military regime but then failed to establish a viable state.

Abstract:: This review paper is based on the concept of creating space to understand the ongoing Israeli-Palestinian conflict. In fact, the paper argues, the conflict produces and is produced by a process of creating conflict spaces. Therefore, intervention is proposed in the process of generating space in order to create an alternative to the conflict space – a space for peace. A joint planning model places urban planners at the heart of the space producing process, and identifies urban planning as activity with great impact potential, both because it mediates between the global economy, national policy, and individual daily life in the production of space, and because it can promote the creation of a peace space born of professional consensus. Joint planning is the practice of bringing knowledge, experience and an alternative perspective into the planning process. Mixed cities that constitute core spaces in the Israeli-Palestinian conflict are proposed as spaces that currently offer an opportunity to create change, or can be created as change, which will serve as a basis for turning the Israeli-Palestinian conflict space into the Israeli-Palestinian peace space.

For almost three decades, Israel has been reducing the Palestinian living space in the area and deepening its hold, managing all planning and building processes, expanding settlement areas and so-called “state lands” and demarcating “military zones” and “nature reserves” for itself. The collapse of the peace process also encouraged the Palestinian Authority (since 2009) to act unilaterally on the ground. While Israel has assumed a “piecemeal” approach and sees Area C as a vital space for settlement and security, the Palestinians have taken a “holistic” approach, viewing the area as a necessary space for a contiguous and sustainable state. The campaign currently being waged on the ground perpetuates friction and a bloody struggle over land and infrastructure, distances the chance of a stable Israeli-Palestinian agreement, prevents development and construction for Palestinians, poses a tangible danger to nature and the environment, and deepens humanitarian and legal challenges of population expulsion and relocation. Turning this important area into a foundation for Israeli-Palestinian progress requires two types of policies – a reactive policy in the short term to prevent further deterioration, and a long-term policy of practical cooperation. In light of the new radical right-wing government’s policy advocating the de facto annexation of Area C to Israel, the pro-peace camp must take preventive measures: promote a campaign to “unmask” the government’s moves and intentions and expose the dangers of annexation as a fatal blow to Israel’s identity, security, and political and economic standing; expand demonstrations in conjunction with the overall protest against the new government’s anti-democratic policies; file objections to settlement construction and to harmful measures against the Palestinians. Down the line, Israel and the Palestinians must abandon their “zero sum game” approach and instead formulate joint systemic planning and promote positive steps in Area C: approve outline plans for Palestinian construction that were already submitted to Israel for approval, prevent crime and piracy, and promote joint projects with international and Arab assistance. These include solar power fields, agricultural and food cultivation areas, water and wastewater treatment facilities, and industrial zones. Advancing these measures without a political horizon will result, at most, in some specific improvement. On the other hand, advancing measures with a view to a political settlement – including the transfer of parts of Area C to the Palestinian Authority (PA) and the advancement of a comprehensive economic plan for the Palestinians – will lead to a real change, strengthen Palestinian ability and motivation to prevent terrorism, and make it possible to gradually advance the two-state vision based on the “Creeping Peace” strategy.

Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. This article suggests that only a reconciliation within Ukrainecan bring lasting social harmony to Ukraine and peace to Europe as a whole.

Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. If reconstructed China, not Russia, would likely constitute the other pole, an outcome Russia does not want. Economic relations and Chinese disinterest currently prevent a bipolar world like the one we have left behind. We may be moving toward a multi-centered world with many unpredictable aspects, including armed conflicts such an order may entail.

Abstract:: The War in Ukraine signals a return to the sphere of influence politics and great powers’ use of military instruments against their weaker neighbors. The consequences for small states are negative. Although some small states will find new opportunities for hedging and brinkmanship, most small states will see their chances of shaping international agendas reduced as they increasingly focus on defensive aims. To meet these challenges small states must work together to promote their shared interests: 1) A modus vivendi between the great power, which minimizes the risk of great power war as well as the annexation and invasion of smaller states, 2) a rule-based international order; 3) a relaunch the United Nations as the central arena for debates on international society among sovereign states.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. However, shifting toward a pluralist worldview inspired by conceptual tools of the English School and Michael Oakeshott’s theory of civil association could be an alternative to the current situation of conflict. Abstract:: This study, based on Lederach’s conflict transformation (CT) theory, analyses the participation of the local church in CT of political crises in Zimbabwe at the grassroots level – from 2005 to 2020. It compares the CT interventions of one Pentecostal church denomination and of one African Independent Church denomination in the Dzivarasekwa suburb of Harare. A convergent parallel mixed methods design was used. SPSS software was used to analyse quantitative data while the NVivo application was used for qualitative data analysis. One key finding is that both denominations believe CT entails community engagement. Major challenges to local churches’ CT participation include financial constraints, repressive laws and church executives’ fear of victimisation. The study concludes that the impact of the local churches is low because their interventions are limited to congregation members and their immediate neighbours. Another conclusion is that CT is politicised in Zimbabwe, which restricts effective church participation. The study makes some recommendations to address this.

Abstract:: Farmer-herder conflict is an age-old phenomenon, which is widely spread in the West African sub-region. Current studies on the Ghanaian farmer-herder conflict have emphasised the land-related conflicts between indigenous farmers and nomadic herders. It has focused especially on environmental scarcity and climate change approaches. However, this study adopts the political ecology framework to highlight land conflicts between migrant farmers and nomadic herders, two migrant groups that are considered “strangers” to the Kwahu Afram Plains District. The study contributes to the broader debates on farmer-herder conflict. It provides contrary evidence with regard to the popular notion in literature and theory about the prevalence of land insecurity among nomadic herders. The study argues that migrant farmers in the study area experience more land insecurity compared to the nomadic herders. This is because of their history of immigration, their relationship with the Kwahu landowners, which is driving the escalating cost of accessing land, and disputes between landowning groups.

Abstract:: How does the 2020–2022 civil war in Ethiopia contribute to our understanding of the Responsibility to Protect (R2P) doctrine? This study seeks to revisit the debate over the effectiveness of the R2P doctrine in the wake of increased intrastate conflicts. The objective is to assess the dilemma that arises with the implementation of R2P when governments are involved in the conflict and the international community is reluctant or unable to intervene. The study adopts the systematic review approach (PRISMA) to identify the shortcomings, trends, and debates around R2P. It uses the Ethiopian civil war to contribute further to the existing body of literature. The paper finds that, indeed, the R2P doctrine is facing serious challenges with its implementation. It shows that when governments fail to acknowledge the other actors as legitimate combatants and instead describe them as terrorist groups, it becomes difficult to uphold the R2P doctrine. The paper also identifies a lack of leadership and coordinated efforts at regional and international levels as contributing factors, which further undermine the effectiveness of R2P. The paper concludes that the Ethiopian civil war exposes serious shortcomings in the R2P doctrine that need to be reviewed and reformed urgently. It proposes the adoption of a systems-thinking approach that can streamline the actors and processes of response during civil wars.

36. The Impacts of the Russo-Ukranian War on Latin America in the Age of Strategic Competition

Abstract:: As we enter the second year of the Russo-Ukranian war, it is prudent that the foreign policy community examine the impacts of the conflict on other regions, including Latin America. Despite the distance between Latin America and Ukraine, the conflict has disrupted the region and exacerbated the negative impacts of the COVID-19 pandemic. COVID-19 disproportionately affected Latin America’s fragile socioeconomic, fiscal, and political situation. For example, Brazil, a major regional economic powerhouse, was one of the worst-struck countries in the region, and the pandemic significantly impacted its economy. The country’s GDP contracted by 4.1% in 2020, and unemployment reached a record high of 14.1% in the first quarter of 2021. The pandemic also impacted Brazil’s fiscal situation, with the country’s debt reaching 90% of GDP. Brazil’s downturn is not an isolated incident, albeit a microcosm of the region. In addition, the instability allowed authoritarian regimes to further consolidate control in places like Nicaragua, Venezuela, and El Salvador. For instance, leaders like El Salvador’s Nayib Bukele capitalized on the chaos of the pandemic and a desperate citizenry to strengthen his power. Furthering the impacts on domestic politics, the confluence of the pandemic and war in Ukraine disrupted global supply chains, agriculture production, and energy resources. Moreover, as tensions between the West and nations such as Russia and China continue to grow, globalization is becoming increasingly divided. This will likely lead to further political turmoil and socioeconomic disparity in Latin America, which has already been compounded by the war and the lackluster COVID-19 recovery efforts. With these repercussions still lingering, a lack of economic and trade development, an intensifying energy crisis, and rampant inflation prevailing in 2023, the region’s outlook remains bleak.

Abstract:: This publication is the first major transnational examination of prison hunger strikes. While focusing on Palestine, the research is enriched by extensive interviews and conversations with South African, Kurdish, Irish, and British ex-prisoners and hunger strikers. This study reveals in unprecedented detail how prison hunger strikes achieve monumental feats of resistance through the weaponization of lives. How do prison hunger strikers achieve demands? How do they stay connected with the outside world in a space that is designed to cut them off from that world? And why would a prisoner put their lives at risk by refusing to eat or, at times, drink? This research shows that sometimes prisoners’ need for dignity (karamah) and freedom (hurriya) trump their hunger pangs and thirst. Prison Hunger Strikes in Palestine evaluates the process of hunger striking, including the repressive actions prisoners encounter, and the negotiation process. It analyzes differences and similarities between individual and collective strikes, and evaluates the role and impact of solidarity actions from outside the prison walls. The work’s critical and grassroots understanding of prison hunger strikes fully centers the voices of hunger strikers. The analysis results in actionable takeaways that will be as useful to prison activists as they will be to their allies around the world.

38. Inclusion and exclusion in Somali drought emergency assistance

Abstract:: When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. 39. The World After Taiwan’s Fall

Abstract:: Let us start with our bottom line: a failure of the United States to come to Taiwan’s aid—politically, economically, and militarily—would devastate the Unites States’ credibility and defense commitments to its allies and partners, not just in Asia, but globally. If the United States tries but fails to prevent a Chinese takeover of Taiwan, the impact could be equally devastating unless there is a concentrated, coordinated U.S. attempt with likeminded allies and partners to halt further Chinese aggression and eventually roll back Beijing’s ill-gotten gains. This is not a hypothetical assessment. Taiwan has been increasingly under the threat of a military takeover by the People’s Republic of China (PRC) and, even today, is under attack politically, economically, psychologically, and through so-called “gray zone” military actions short of actual combat. The U.S. government, U.S. allies, and others have begun to pay attention to this problem, yet to this day, they have not sufficiently appreciated the strategic implications that such a takeover would generate. To address this problem, the Pacific Forum has conducted a multi-authored study to raise awareness in Washington, key allied capitals, and beyond about the consequences of a Chinese victory in a war over Taiwan and, more importantly, to drive them to take appropriate action to prevent it. The study, which provides six national perspectives on this question (a U.S., Australian, Japanese, Korean, Indian, and European perspective) and fed its findings and recommendations into the second round of the DTRA SI-STT-sponsored (and Pacific Forum-run) Track 2 “U.S.-Taiwan Deterrence and Defense Dialogue,”[1] outlines these strategic implications in two alternative scenarios. In the first scenario, China attacks Taiwan and it falls with no outside assistance from the United States or others. In the other scenario, Taiwan falls to China despite outside assistance (i.e., “a too little, too late” scenario).

Abstract:: As the Ukraine conflict was poised to expand, the “extremely complicated” situation at the frontline (in Vladimir Putin’s words on Dec. 20) gave rise to intensified high-level exchanges between Moscow and Beijing as they searched for both an alternative to the conflict, and stable and growing bilateral ties. As the Ukraine war dragged on and mustered a nuclear shadow, it remained to be seen how the world would avoid what Henry Kissinger defined as a “1916 moment,” or a missed peace with dire consequences for not only the warring parties but all of civilization.

Abstract:: In the past decade, Turkey has significantly expanded its engagement in Africa, leading to concerns within the European Union (EU) that this influence might be used to undermine EU policy and member states. This policy brief analyses the strategic motives and evolution of Turkish involvement in the Sahel region, focusing specifically on Mali, Burkina Faso and Niger. Drawing from interviews conducted with Sahelian and Turkish political, business, diplomatic and educational stakeholders between October and December 2022, the authors contend that Turkey’s foreign policy in the Sahel demonstrates a multifaceted approach that aims to strengthen its presence across economic, cultural, defence and development spheres. However, it is also emphasised that Turkey’s engagement in the Sahel remains relatively limited when compared to its activities in other African countries, for example Libya, Somalia and Algeria. In light of these findings, this policy brief recommends that the EU adopt a pragmatic approach, drawing lessons from Turkey’s strategy while trying to manage, and where possible benefit from, the impact of Turkish security assistance and to foster opportunities for Sahelian populations in Europe through scholarships and employment initiatives.

45. Countering hybrid threats: The role of the Joint Expeditionary Force

Abstract:: Russia’s war in Ukraine has fundamentally changed the international order that is based on norms and values of state sovereignty and international law. While the Balkan wars in the nineties were the result of internal turmoil leading to the collapse of Yugoslavia, the Russian-Ukrainian armed conflict marks the return of large-scale interstate warfare in Europe for the first time since the end of the Second World War. A year after the Russian invasion was launched on 24 February 2022, valuable lessons can already be drawn for the characteristics of modern warfare. The conflict has shown – both in the run-up to the invasion as well as after the start of the war – that non-military aspects are part of Russia’s strategy. Well-known examples are the abuse of the European ‘oil and gas dependency’ on Russia, the spread of disinformation, cyberattacks and the channelling of refugees and migration flows. What these means have in common is that they are aimed at undermining the unity of the West and destabilising their societies and democracies. This very complex set of hybrid threats raises new questions on how to respond to them, as the hybrid domain requires the involvement of many different actors at the national and international level: from various ministries and even private companies (such as the energy sector) to the EU and NATO. As hybrid challenges have become an integral part of modern conflict, the question has arisen what kind of role should be laid down for the armed forces. Hybrid challenges are very often of a transboundary and non-military nature. Therefore, they have to be addressed primarily by civil actors. But in addition, the military can also play a role in countering hybrid threats, and this raises the question of the role of multinational (military) formats such as the Joint Expeditionary Force (JEF). The JEF is a multinational military formation of northern European countries with the United Kingdom as the lead nation. Since 2019, the JEF has increasingly focused its activities on the hybrid domain. The war in Ukraine has been a catalyst for increased cooperation in the JEF context at the political, policy and military operational levels. The Russian threat, both physically (conventional forces) and virtually/digitally, has become the main focus of attention. It is in the latter category of threats that the JEF Nations are struggling with the question of what its role should be. This report explores the possible role of the JEF in hybrid conflicts and how cooperation in the JEF can be attained. The first chapter addresses the role of military forces in responding to hybrid threats and what the JEF has realised in this context so far. Particular attention will be given to the challenges of but also the opportunities for connecting military activities with those of non-military actors. The second chapter focusses on the roles of NATO and the EU in the hybrid domain and how the JEF could relate to the efforts of these international organisations. The potential impact of the future NATO membership of Finland and Sweden – both JEF Participating Nations – is also addressed. The third chapter zooms in on the potential of the JEF’s role and functions in the hybrid domain and how this should be implemented. The growing political character of the JEF cooperation is also addressed. The report ends with a list of conclusions and recommendations for the Netherlands. The methodology used for this report consists of a mix of literature research and a series of interviews with government representatives and members of think tanks in a selection of JEF Nations as well as with staff officers at the JEF Headquarters, at the NATO Headquarters and at EU institutions. These interviews were held under the application of the Chatham House rule. The authors are grateful to all interviewees for their valuable contributions.

46. Twilight Institutions: Land conflict and hybrid authorities in Benin’s Borgou department

Abstract:: The Borgou Department is a large administrative area with eight communes and 43 districts spanning over 25,856 square kilometers. The department primarily comprises the Bariba, Dendi, Boo (about 40%) and Fulani ethnic groups (about 33%). The majority of the first three groups are farmers, and the Fulani are primarily nomadic or semi-nomadic cattle and sheepherders. The Borgou Department in Northern Benin has seen communal conflict over the past few years. There are escalating tensions between farmers and herders, even though there has also been more violence between the supporters of the former president Boni Yayi and those of the sitting President Patrice Talon (particularly in 2019 and 2020). Communal conflicts between farmers and herders in Borgou have multiple driving forces. This report explores one of these: changing land management systems. It is argued that recent changes in land management are in any event likely to become a stronger driver of tensions in Borgou in the near future. Exploring land management systems and their impact on the Borgou is relevant for two reasons. First, there is simply very little literature on changing land management systems in Benin. For example, in August 2017 Benin’s authorities modified the 2013 Land Code to limit land conflicts and to modernize the institutional framework governing land acquisition and management. But exactly what the impact of this change has been has not been fully explored. Second, Northern Benin has experienced the problem of increasing violent extremist activity. While this activity is concentrated in the Alibori and Atacora regions, it is conceivable that once it has become established it might further escalate, with Borgou being a possible area of expansion. Being able to focus on vulnerabilities with the aim of addressing them is important for Benin’s stability. Research and media reports point to an increase in both the number and intensity of farmer-herder confrontations in the Borgou Department over the past five years. From the literature, it is apparent that this shift is driven by two factors. On the one hand, it is the effect of the demographic growth of and the increase in the cattle population which results in more competition for land. On the other hand, the introduction of land reforms by successive governments has tended to reinforce the feeling of insecurity among essentially illiterate farmers and herders.

Russian aggression has upended the post-war security mechanisms in Europe and made the international multilateral system, including the UN Security Council, more fragile and ineffective than ever. Abstract:: The Biden administration’s China policy is pulling in two different directions, but the tension is not widely recognized because every antagonistic measure aimed at China is filed under the heading of competition. As a result, Washington’s debate on China loses the crucial distinction between “competition” — a kind of connection with the potential to be carried on in healthy ways — and “exclusion,” an attempt to sever connection that necessarily leads to conflict if the domain is significant. Biden’s exclusion policies focus on cutting China out of the principal growth sectors in the global economy and the most lucrative and strategically important markets. Administration officials think their approach is sensible and moderate compared to more extreme voices in Washington calling for exclusion in all realms. Even so, the Biden approach is highly destabilizing because both countries consider the targeted areas vital to the future of global authority and economic prosperity, and because the attempt to trap China in a position of permanent subordination represents a serious threat to the legitimacy of China’s leaders. Healthy competition requires a shared stake in the future. In earlier periods, despite sharp tensions and mutual suspicions suffusing the relationship, U.S.–China ties were stabilized first by the joint project of containing Soviet power and then by a shared commitment to market–led globalization. Now that leaders on both sides are disenchanted with key facets of globalization, the two countries are caught in an escalatory cycle of exclusion and retaliation that risks hardening zero–sum pressures in the global system into a permanent structure of hostility. In such a scenario, each country would organize its own society and international partners to undermine the other, dramatically increasing the likelihood of violent conflict. The warning signs are already clear on both sides, as each increasingly interprets every action on the other side as part of a conspiracy to achieve domination. Notwithstanding widespread complacency about the risks of conflict after a tentative diplomatic opening in recent months, the rise of securitized thinking in both countries is steadily building institutional and ideological momentum for confrontation that can only be broken by a new and inclusive direction for the relationship.

Abstract:: This is the 17th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive datadriven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2023 GPI, the report includes analysis of current conflicts and potential future conflicts, including an analysis of the likely economic impact of a Chinese blockade of Taiwan on the global economy. This year’s results found that the average level of global peacefulness deteriorated by 0.42 per cent. This is the thirteenth deterioration in peacefulness in the last fifteen years, with 84 countries improving and 79 deteriorating in peacefulness in 2022.

Abstract:: States frequently find themselves disbursing or receiving military aid, cooperation, and access to military products. Using foreign policy options like "military sanctions" (the suspension of military projects, aid, cooperation, and access) is a desirable, widely publicized way for one state to express its discontent to another while presumably influencing desired policy changes in the client state. However, the small amount of evidence on military sanctions indicates that they are ineffective, short-lived, and may even be counterproductive. This analysis attempted to elucidate this subject by advancing a theory stating that states will impose military sanctions in response to domestic audience pressures shortly after high-profile examples of undesirable behavior by client states. However, military sanctions will be eased as time progresses and public attention has waned. This analysis qualitatively examined Uzbekistan and its relationship with the US, finding support for this theory. It concluded that following high-profile incidents and periods of undesirable behavior by an aid-recipient state, military sanctions would likely be employed by the state providing the military aid and programs. Further, military sanctions are eased or scrapped as time moves from public incidents and attention involving human rights abuses.

Abstract:: In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

59. The Challenges of Climate Financing in Conflict Contexts

Abstract:: The “Challenges of climate finance in conflict contexts” is a paper by Sagal Abshir, senior advisor to the Environmental Peacemaking Project in Somalia, supported by the Norwegian Ministry of Foreign Affairs. Amidst a general global underfunding of climate action, fragile and conflict-affected states struggle to secure climate financing. This is the case even for countries where climate change exacerbates the impact of chronic war and poverty. Although the funding gap is known, climate finance flows are scarce and scattered to fragile and conflict-affected to adapt and mitigate lag behind what has been promised and what is needed. In the cases of Somalia and Yemen, which are highly vulnerable to climate impacts, it averaged only USD 2 per capita. More generally, the total annual global flows of climate-related finance averaged a little over USD 600B in 2019-2020 – only a third of the IPCC’s estimate of funding required to reach our climate targets – from which only 10 per cent is directed to climate adaptation. The challenges in preparing communities and governments in fragile and conflict-affected states for climate impacts call for a new imagination, new mechanisms, and mobilizing political commitment to ensure climate financing flows help people in these countries respond to climate risks. Other solutions are on the horizon: well-designed climate action can serve as an opportunity to consolidate peace. Lessons learned from pilot climate responses in war-torn countries demonstrated that climate adaptation could contribute to conflict prevention and resolution efforts, such as in the case of Sudan and Nepal. In this paper, Sagal Abshir explores the status of climate finance for the extremely fragile and climate-vulnerable countries of Somalia and Yemen. The author reviews the global climate financing landscape and some challenges of deploying climate financing resources in these contexts. Using Somalia and Yemen as case studies, the paper will take a closer look at how these two countries have fared; and conclude with some reflections and recommendations.

Abstract:: Vladimir Putin’s system is built on risk-averse loyalty and needs informal actors who can compensate for the inefficiency of official actors and partially satisfy the regime’s ambitious geopolitical visions. In Prigozhin’s mutiny, the same factors that had protected the regime’s integrity and deepening autocracy turned out to be vulnerabilities. The elimination of Prigozhin does not resolve this structural weakness but only shifts the problem elsewhere. Private military company (PMC) Wagner operated in Ukraine as an autonomous unit of the Russian army with more discretion on the ground and certain organizational advantages. However, PMCs should not be seen as private armies, but as extensions of the bureaucratic army or attempts to produce “pockets of efficiency”. The decentralization of armed groups weakens their ability to act against the political leadership. At the same time, this can be a ticking time bomb that critically weakens the state’s monopoly on violence.

Abstract:: Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

Abstract:: The prospect of a Sino-American war looms on the horizon. No scenario for such a conflict has garnered more interest than the potential invasion of Taiwan by the People’s Republic of China (PRC). In the United States, discussions have focused on the early days of a conflict, in particular sinking the PRC’s amphibious fleet.1 Both the United States and the PRC place great emphasis on offensive military operations that heavily use the fruits of the precision strike revolution (PSR).2 This focus on early offensive action leads immediately to considerations of forces and weapons. U.S. defense planners are unsurprisingly most comfortable with the dynamics of short, sharp wars, having spent the past decade focused on deterring or defeating adversary faits accomplis, short and often opportunistic campaigns of aggression. Speed, political sophistication, and immediate military overmatch seemed to be the key ingredients for victory. Russia’s seizure of Crimea in 2014 was seen as a template for other future aggressors to follow.3 Prolonged wars of attrition, particularly those involving the United States, were thought no longer possible. Russia’s subsequent invasion of Ukraine in 2022 turned this vision on its head, demonstrating the military and political consequences of trying and failing to obtain a similar fait accompli on a larger scale. The ongoing Russian experiences in Ukraine indicate a need to reevaluate such thinking and consider the potential of protraction in the context of a hypothetical U.S.-PRC conflict. Most work on this topic has considered only the initial days and weeks of hostilities, usually over Taiwan or in the South or East China Seas.4 There has been comparably little discussion of what comes after.5 There are three key concepts that inform the following discussions: exhaustion, sanctuary, and protraction. Exhaustion is the point when large-scale offensive operations are no longer possible as offensive military capabilities have been used up. Afterward, some period of reconstitution and recovery is needed. This requires sanctuary, the relative freedom from attack sufficient for the rebuilding of military forces and capacities. Protraction occurs after at least one cycle of exhaustion and recovery. It is closely tied to pre-conflict leadership beliefs about the length of the looming war. A simplified definition of a protracted war is a conflict that lasts longer than leaders expect; it is a mismatch between political-military expectations and reality. Doctrinal developments in both the PRC and the United States, influenced by improvements in technology, place significant emphasis on the early stages of conflict and rapid, offensive operations. The emphasis by both the PRC and the United States on the early stages of the conflict can be seen in the PRC’s system destruction warfare and United States’ denial-centric concepts that aim for rapid decisive results.6 These approaches focus almost exclusively on the operational level of war, ignoring strategic factors animating the conflict and shaping its termination. Should PRC President Xi Jinping commit the PLA to seizing Taiwan by force, enter a war with the United States, and “roll the iron dice,” protraction appears increasingly likely, contrary to most contemporary military thinking and preparation.

Abstract:: The inconsistent findings on the association between non-profit coopetition and performance are complicated and contingent on essential factors. However, our current understanding of the circumstances under which non-profit coopetition matters to performance is limited. We take a novel context to address this question and build on the combined literature from the emerging non-profit coopetition literature. This study conceptualises and tests the impact of coopetition (simultaneous cooperation and competition) on the organisational performance of non-profit organisations in a war-torn region. Notably, it investigates the simultaneous cooperation and competition in non-profits’ social and financial performance via outside knowledge and innovative climate. An in-person survey with 158 executives and board members was conducted in Baghdad Governorate, Iraq. The survey adopted reliable and valid scales to measure the variables. Structural equation modelling was applied to test the mediation model. The proposed sequential mediating model has a good model fit with all four hypotheses statistically significant. Nonprofit engagement in coopetition positively affects organisation performance via mediators: use of outside knowledge and innovative climate. Cooperation with competitors helps non-profits to effectively use the outside knowledge that forms an innovative climate at the organisational level. Additionally, the use of outside knowledge has a direct effect on performance. Non-profits should integrate outside and internal knowledge to generate sustainable financial and social performance opportunities, especially in turbulent or war-torn regions. Moreover, context is imperative for non-profit leaders to identify themselves and seek inter-organisational relationships. The study also provides theoretical and practical implications that help non-profit leaders innovate and increase organisational performance.

Abstract:: Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

67. New Poll Sheds Light on Saudi Views of Israel-Hamas War

Abstract:: AWashington Institute poll conducted from November 14 to December 6, a nationally representative sample of 1,000 Saudi citizens measured how Saudi attitudes have shifted due to the Israel-Hamas war. According to responses, the Saudi popular attitude towards the outcome of the war is clear: the overwhelming majority (91%) express agreement with the statement that “despite the destruction and loss of life, this war in Gaza is a win for the Palestinians, Arabs, and Muslims.” And as for the role of the broader Arab world, almost all (96%) agree with the proposal that “Arab countries should immediately break all diplomatic, political, economic, and any other contacts with Israel, in protest against its military action in Gaza.” Polling during a war is likely to produce more volatile results as circumstances shift quickly on the ground—during the current polling period, for instance, the Israel-Hamas war had several major shifts, including a temporary ceasefire from November 24-30 and the subsequent expansion of Israel’s incursions into southern Gaza. However, comparisons with Saudi polling fielded in August can help provide a barometer as to just how sharply this conflict has, at least temporarily, shifted certain attitudes, and how little it has moved others. While Hamas as a movement remains unpopular among the majority of Saudis—in contrast to a new trend of widespread popular support in countries like Lebanon, Jordan, and Egypt—just 16% of Saudis say that “Hamas should stop calling for the destruction of Israel, and instead accept a permanent two-state solution to the conflict based on the 1967 borders.” Nor do most believe that Hamas’s attack on October 7 targeted Israeli civilians—the overwhelming majority of Saudis (95%) responded that Hamas did not actually kill civilians when asked about whether they believed the Hamas killing of civilians was against Islam. This view is widespread across the eight countries polled by TWI, and similar results appear in a recently released poll of Palestinians from PSR. There, the overwhelming majority reported that they had not seen any videos of Hamas members committing atrocities, and only 10% of Palestinians (17% of Gazans and 5% of West Bankers) stated that they believed that Hamas committed war crimes in the current war, in comparison to 95% who say the same about Israel. While the majority of Saudis continue to express a negative opinion of Hamas, the Israel-Hamas war has generated a significant boost in its popularity. There has been a thirty point shift in positive attitudes towards Hamas, from just 10% in August to 40% in November/December. Responses in the most recent poll, alongside those in 2014 and 2021, demonstrate the increased popularity Hamas achieves among some Saudis during or in the immediate aftermath of conflict between Hamas and Israel, along with its likely disappearance over time. In the aftermath of the 2021 Hamas-Israel conflict, for instance, five years of steadily decreasing popularity in Saudi Arabia suddenly reversed, though just to a quarter (23%) of the total population.

Abstract:: This paper argues that Somalia's Weberian state apparatus and legal-rational bureaucratic model need revision. Given the country's clan -based societal organization and dominant agrarian and pastoral economy, an alternative form of government that includes clan leaders, businesspeople, and urban-based nongovernmental organizations works best for Somalia. In such a system, the central government is a moderator articulating and aggregating diverse demands instead of power monopolizing. The success of the Islamic Courts and alShabaab Movement in working with the local population in their areas of control suggests that an informal form of government is more suitable for Somalia's traditional society than a formal system based on the concept of anonymous citizenship that is alien to the local value system. Abstract:: To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Abstract:: This article outlines the policy suggestion for Moldova and Ukraine to bilaterally invade the Pridnestrovian Moldavian Republic (PMR) to strengthen their respective national security interests. The article examines the historical background of Moldova and the PMR, otherwise known as Transnistria, to provide context for the relationship between the two actors. As the PMR has acted as a tool of covert foreign influence for Russia, it is recommended that Moldova and Ukraine act now to eliminate the risk of Russian influence and interference from posing a larger threat in the future for these states. This article conveys the reasons, risks, and benefits for a joint invasion of Transnistria. It details the justifications for such a proposed action, but it also outlines its possible consequences. Abstract:: Despite a recent spike in concern about a resurgence in great power conflict, addressing terrorism and violent extremism has driven the foreign policy debate in the collective West for the better part of two decades since 9/11. In the European Union, these concerns most prominently emerged in the 2003 European Security Strategy (ESS) that identified terrorism and “violent religious extremism” originating in the EU’s neighbourhood and caused by weak institutions, conflict, and state failure as a primary concern. The crux of the matter, however, is how this increased attention translates in policy terms. In other words, is the EU’s chosen CT-P/CVE policy mix balanced and fit for purpose? First, the EU’s CT-P/CVE action can hardly be framed according to a binary security versus democracy logic because of the significant emphasis placed by the EU on socio-economic development to address the structural causes of violent extremism. Second, despite the EU’s developmental focus, the language of good governance and peacebuilding, as well as funding for these areas, are key elements missing from the EU’s engagement. In order to remedy the many upstream and downstream diplomatic trade-offs that EU policymakers face in tackling violent extremism, the EU must begin to frame CT-P/CVE as part of its wider endeavour to support sustainable peace. It can do this by formulating an EU Agenda for Peace that once again underlines the EU’s commitment to promoting inclusive governance, community resilience, and social justice.

Changing the perspective from a systems theoretical view of societies to an actor perspective, I focus on populations of individual actors and organizations as collective actors. Over recent decades, important structural changes in the nature of populations and of organizations have taken place in the Western world. The most important relate to economic globalization and financial internationalization. An increasingly flexible population and narrowly goal-specific organizations produce a situation of societal instability that appears to characterize the present, though its causes reach back half a century.

Abstract:: The recent military operation in the Nagorno Karabakh area reflects a broader regional transformation. Its essence is in the second attempt (with the first one in Azerbaijan 30 years ago) of changing the security paradigm, this time in Armenia, leading to de-colonisation of relations in the region. The core of this change is liberation from the dependence on Russia’s almost two centuries old patronage, with Nagorno Karabakh conflict evolving as a tool of this dependence. With all the contradictions over the territory between Armenia and Azerbaijan, and difference in current political systems, the countries seem at last to arrive to the same conclusion of Russia and her control of the Karabakh elite being one of the obstacles to the peaceful relations, reforms and integration in the West. The power balance in the region, affected by such factors as Turkey’s greater involvement, distraction of the West, Russia’s increasing isolation, besides power change in Armenia, has also contributed to the “window of opportunity” for a change of paradigms. The role and influence of the EU and the US in this process, including in deterring potential military developments, will be dependent on the perception of them by the parties as non-partisan brokers, promotion of relations between Armenia and Azerbaijan as independent subjects of international relations and consistency in support of democracy.

Abstract:: There is a compelling need to address the protracted and recurring multidimensional insecurity in Nigeria. The prevalence of insecurity in the country is multipronged and caught in a cyclic web. Insecurity in Nigeria comprises insurgency, killer herdsmen, extrajudicial killings, ethnoreligious conflict, armed robbery, militancy, banditry, cybercrime and attacks by unknown gunmen, among other things. The incidence of attacks by unknown gunmen is pervasive and symptomatic of a fragile state where the government’s monopoly of force is challenged and where marginalisation, crises and contested spaces are ubiquitous. The thrust of this paper is that the menace of unknown gunmen is pervasive and threatens to plunge Nigeria into a cesspit of fragility. The argument is predicated on the conceptual and theoretical suppositions of a fragile state. To this end, the paper adopts the documentary method of data collection and uses qualitative descriptive analysis to expound on the phenomenon. The findings reveal that the words unknown gunmen – terminology that is used to describe the spate of insecurity in the country – are a bane to peaceful coexistence. The paper also shows that the insecurity caused by these armed attacks and other forms of threat is emblematic of a fragile state. Consequently, policy recommendations – state-building and peace-building – are proffered.

Abstract:: The Russian aggression in Ukraine, on-going since 24 February 2022, has shattered the European collective security system that was patiently built up in the 1970s and which has been consolidated since the end of the Cold War. For Germany, the return of war to European soil, a few hundred kilometres from its territory, is a stinging rejection of the policy of normalisation and openness towards the East (Ostpolitik) supported by Chancellor Willy Brandt (1969-1974) and to which the Social Democratic Party (SPD) and the left-wing party (die Linke) had until then been very attached. The pacifism that permeates German society and the resulting restraint in foreign policy, a sign of German contrition for the horrors of the Second World War, are also being questioned: they could potentially lead to a 'soft' response to the aggression against Ukraine, which might then encourage further Russian attacks on Western European security. This aggression also challenges the concept of the "Exportnation" – the exporting nation - dear to the Christian Democrats (CDU), who gambled that trade and the interdependencies it entails would guarantee peace with Russia. Instrumentalised as a weapon of war, Germany's cheap energy supplies from its Russian neighbour, which had never been at issue - even in the worst hours of the Cold War - have become a major source of vulnerability for German economic growth. While it was already experiencing tensions before the Russian aggression, the German foreign policy model has now entered into a period of accelerated change and new directions are taking shape, in the course of the speeches made by its Chancellor Olaf Scholz (SPD) and Ministers of Foreign Affairs and Defence, Annalena Baerbock and Christine Lambrecht. They confirm or deny the trajectory defined in the 'Ampel' coalition contract between the SPD, the Greens and the Liberals (FDP). The answer is threefold: at national level, certain decisions taken in response to the Russian invasion could change Germany's international and European positioning; initially, the war in Ukraine created a GermanAmerican "transatlantic moment", but it also has opened up strong prospects for a revival of European integration, in which Germany intends to play a leading role; for a long time an economic giant but a political dwarf, Germany seems to be abandoning the posture of restraint that characterised its foreign policy, deciding to fully deploy all the facets of its power on the European and international stage. This is both a challenge and an opportunity for the Franco-German couple in the construction of Europe.

Abstract:: The Russia-Ukraine conflict will accelerate the global trend towards increasing great power competition that pits the existing West-anchored world order against others, especially Russia and China. This new era will have significant implications for the global sanctions landscape as sanctions that have been effective in harming countries with smaller economies are increasingly focused on larger economic powers that are integrated into the global economy. This will carry a far greater risk of diminishing the effectiveness of the sanctions weapon, because larger economies like that of China have a greater capacity to overcome technology export restrictions and the US dollar’s centrality in global finance. While sanctions campaigns often seek to coerce the target state into policy modification, sanctions may be increasingly used for the purpose of economic containment by attempting to retard the long-term economic development of states. This may result in open-ended sanctions campaigns that will generate a new era of geoeconomics where sanctions risk factors become key to the design of business relationships and supply chains. The use of financial sanctions against larger economies will exacerbate already existing trends of de-banking and a decline in corresponding banking relationships. Technology sanctions and export controls will be increasingly central as sanction-imposing countries in the West seek to leverage their superiority in key emerging technologies against those they perceive to be their adversaries.

Abstract:: This study investigates the climate change impacts on agriculture and conflict in sub-Saharan Africa (SSA). SSA is the most vulnerable region responding to the weather shocks such as drought and flood. Furthermore, more than half of population in SSA are engaged in agricultural production that is highly affected by the rainfall pattern and temperature increases. For this reason, disruption of agriculture caused by the weather shock also can increase the probability of conflict such as demonstration and riot. This study focuses on 43 SSA countries after excluded small islands. Using scenario analysis, we find that temperature increases rather than precipitation might affect maize and sorghum production negatively while it is unclear for the rice production. We also find that increases in average temperature and maximum temperature might increase the probability of conflicts even if the effects of climate on riot and demonstration are U-shape pattern while it is reverse U-shape for battle and civilian conflicts.

89. The Coming Storm: Insights from Ukraine about Escalation in Modern War

Abstract:: Based on three crisis simulations held in late March 2022 with think tank fellows, military planners, and congressional staffers, The North Atlantic Treaty Organization (NATO) will likely struggle to address escalation vectors almost certain to push the current war in Ukraine beyond the country’s borders. This paper captures key insights from across these simulations based on two triggering events: (1) a Russian surgical strike on a NATO logistics hub used to provide weapons to Ukraine in southeast Poland, and (2) Russian use of chemical weapons along the Polish border while simultaneously mobilizing to threaten the Baltics. As the conflict crossed a key threshold and risked becoming a regional war, most participants found a natural pull to escalate in each scenario despite limited expectations of achieving a position of competitive advantage. Analyzing how individuals and teams approached decision making provides insights on rethinking escalation models in the twenty-first century and taking advantage of new concepts and capabilities to better support signaling during a crisis.

91. Of Ships and Cyber: Transposing the Incidents at Sea Agreement

Abstract:: Amid the geopolitical crises caused by Russia’s February 2022 invasion of Ukraine, it may seem wildly optimistic—or even bad diplomacy—to consider future arms-control scenarios for cyber operations. However, good policy needs to prepare for the day after tomorrow, and smart policy will look at what has gone wrong today and what can be learned from yesterday. Arguably, one element that may have contributed to rising geopolitical tensions over the past decade has been a lack of clear cyber signals among the main adversaries. This makes it even more urgent to consider what can be learned from past arms-control exercises such as the vaunted Incidents at Sea (INCSEA) Agreement—especially as this accord was conceived in the wake of several of its own perilous crises. In 1962, a lack of agreed signaling protocols nearly led to World War III. According to a riveting account in the 2020 book Nuclear Folly, 1 on October 27, 1962—at the height of the Cuban Missile Crisis—the U.S. Navy cornered one of the few Soviet submarines unaccounted for off Cuba. In an effort to convince the Foxtrot-class B-59 submarine to surface, the destroyer USS Cony employed practice depth charges—which were not accurately identified as such by B-59’s beleaguered crew. When, in the middle of the night, the submarine did indeed surface, a low-flying anti-submarine aircraft dropped flares and pyrotechnics so it could take better photographs. This seemed like an attack to the submarine, and the exhausted captain of B-59 ordered a crash dive and speculated that perhaps the war had already broken out. He gave orders to prepare to launch a 10-kiloton nuclear torpedo at the U.S. Navy task force. It took a near-mutiny by senior officers to stop him. This close call remained unknown until fairly recently. But several more prominent naval incidents throughout 1960s convinced the Soviet Union and the United States that a basic common agreement was necessary, and the Cold War “thaw” of the early 1970s made this possible.

Abstract:: A new report by the CSIS Trustee Chair in Chinese Business and Economics interprets a formal survey of over 500 Taiwanese business executives, documenting their views about the evolving environment on the island and beyond. The Washington policy community is quite familiar with the views that U.S. and European companies hold toward China, but less clear are the views of Taiwanese companies that are central to the story of the world’s interaction with China. Their opinions have implications for Taiwan’s economic trajectory, cross-strait relations, global supply chains, and the effectiveness of U.S. policy in the region. The report documents that Taiwanese companies are highly concerned about their potential overdependence on the Chinese economy and the possibility of a military conflict. As a result, there is significant support for expanding trade and investment ties via regional arrangements and bilaterally with the United States, as well as for maintaining Taiwan’s technological edge through more spending on research and development and broadening restrictions for technology transfer to China. But perhaps the most noteworthy finding is that Taiwanese companies appear to be moving their businesses at record levels from Mainland China, but also from Taiwan. This report, by Trustee Chair Scott Kennedy, explains how the survey was carried out, then analyzes the sources of Taiwanese companies’ anxieties and the ways they are responding, and concludes by considering the policy implications for all parties involved. Abstract:: Many commentators and officials speculate about Beijing’s plans to compel “reunification” with Taiwan. Much of the existing commentary focuses on how or when a Chinese attack on Taiwan could occur, but there is little discussion of the nonmilitary consequences of such a scenario for China and the world. This brief explores the implications of a Chinese attack on Taiwan based on reasonable, albeit speculative, assumptions. When considered more holistically, the implications of an attack on Taiwan would be grim for Beijing, even if Chinese forces “successfully” capture the island. China would probably be diplomatically and economically isolated from key advanced economies, and Chinese leader Xi Jinping would have to tread a narrow path to avoid dire consequences for China and the Chinese Communist Party (CCP) as a whole. This analysis helps clarify what could be at stake for the world and reaffirms the importance of deterring Beijing from contemplating such an attack on Taiwan.

96. Military Stockpiles: A Life-Insurance Policy in a High-Intensity Conflict?

Abstract:: For the first time after thirty years of budgetary restriction, European armies must face a high-intensity conflict involving heavy human and material losses. Having run down their military stockpiles to the bare minimum, supporting Ukraine has taken a heavy toll on their operational inventory; as modern operational inventories are limited, much decommissioned and older equipment has also been donated. Russia too has mobilized its extensive military stockpiles, inherited from the USSR, to maintain its combat capability after the initial failure of its “special military operation”. Russian efforts to retrofit older systems have also intensified as production of modern equipment has stalled. As a result, we are seeing modern and ancient weapons pitted against each other in Ukraine. This situation raises questions about France’s military storage strategy and prompts comparisons with those of other nations. US forces have kept a significant proportion of their Cold War arsenal in working condition, using it as a valuable commercial, diplomatic, and military asset. This arsenal also allows the United States to dominate the second-hand weapons market as it can supply cheap and almost immediately available systems. In Russia, despite an apparent modernization process, military power still relies on Soviet-era stocks of vehicles and weapons. For the Russian navy, modernization of old hulls is a way to compensate for the slow production of modern ships. Chinese armed forces are being modernized and rationalized: substantial quantities of older equipment could therefore become available before 2030, a potential asset for Chinese diplomacy. In Europe, military stockpiling strategies diverge along a rough east–west line. Western powers such as the United Kingdom and France chose quality over quantity, while Eastern ones, closer to the Russian threat, try to maintain large volumes while also modernizing their equipment. While the war in Ukraine may prompt Western nations to begin a reinforcement program, Eastern European countries such as Poland had already begun their own before 2014 and the Crimea crisis. After the 2015 terrorist attacks in Paris, France began to restore its military means and budgets, but the overall size of its armed forces is still inadequate to face a high-intensity conflict. The professionalization of the armed forces, the 2008 financial crisis, and budget cuts progressively led to the practice of stockpiling being replaced with a generalized “just-in-time” approach, to reduce infrastructure needs and costs more broadly. French armed forces had to make tough choices with their limited budgets, keeping what was immediately useful to their current missions and abandoning what was not. Operations in Africa and the Middle East and anti-terrorist operations in French cities absorbed considerable budgets, while specialized military units and infrastructure necessary to maintain stocks required for high-intensity conflicts were disbanded. Several initiatives and processes are at work to restore minimum storage capabilities, but a relevant stockpiling strategy, in line with France’s resources and strategic context, is still far off. The French army is building several military reserve units that could drive greater retention of older equipment and vehicles, although compatibility issues with more recent models may arise. As storing combat aircraft would be far too costly, the French Air and Space Force is trying to optimize the availability of its fleet, especially through a new approach to private industry partners in maintenance and training. The French navy has initiated a reform and rationalization process of its spare-parts-storage policy to optimize the availability of its ships as well as their capabilities. A coherent equipment reserve and stockpiling program is an essential component of a military driven by a clear strategic framework. However, in the French case, this strategy is currently being pulled in two directions: between the probable end of expeditionary operations in Africa and the Middle East, and the likelihood of a high-intensity conflict. The whole French stockpiling approach cannot be based entirely on the experience in Ukraine, and it is therefore necessary to evaluate multiple probable scenarios to develop relevant recommendations. A conflict in Eastern Europe fought by a coalition differs from one led by Europe without US support, or from a major crisis in the French territories of the Pacific or Indian Ocean. Moreover, recommendations must reflect military realities, as French resources are limited and would not allow for the creation of a reserve stock strategy similar to that of the United States. To support an allied nation under attack, the French army would need a much expanded ammunition stockpile. Similarly, the French air force lacks advanced munitions, while the French navy needs to rebuild a support fleet sufficient to enable combat operations far away from the French mainland and infrastructure.

97. My Country, Right or Wrong: Russian Public Opinion on Ukraine

Abstract:: When Russia launched its invasion of Ukraine on February 24, Western governments, including the United States, immediately condemned what they described as “Vladimir Putin’s war.”1 Surely, this formulation was no accident. It was aimed, first and foremost, at drawing a distinction between the actions of the Kremlin and the attitudes of ordinary Russians. There was optimism that ordinary Russians would not countenance a war against a neighboring country.2 But hopes of Russian grassroots opposition to the war were swiftly dashed. Indeed, public opinion polls have consistently shown overwhelming support (70 percent or higher) for what Moscow calls its “special military operation” in Ukraine. Contrary to expectations, Putin’s popularity has also seen a boost, similar to what happened in the immediate wake of the 2014 annexation of Crimea. Partly in response to these indicators, figures like Ukrainian President Volodymyr Zelenskyy have called for a visa ban for all Russian passport holders, with an exception for people whose safety is at risk or who are vulnerable to political persecution.3 According to Zelenskyy, “[T]he most important sanctions are to close the borders—because the Russians are taking away someone else’s land” and Russians should “live in their own world until they change their philosophy.” He added, “The population picked this government and they’re not fighting it, not arguing with it, not shouting at it.” Such sentiments are echoed in calls by some European politicians, such as Finnish Prime Minister Sanna Marin, for an EU ban on tourist visas. “It’s not right that at the same time as Russia is waging an aggressive, brutal war of aggression in Europe, Russians can live a normal life, travel in Europe, be tourists. It’s not right,” Marin said in mid-August.4 At the same time, a careful reading of popular Russian attitudes toward the war reveals important nuances that all too often are overlooked. First and foremost is the fact that rather than consolidating Russian society, the conflict has exacerbated existing divisions on a diverse array of issues, including support for the regime. Put another way, the impression that Putin now has the full support of the Russian public is simply incorrect. A more careful reading of sociological data, including conversations with focus group participants and quantitative research, presents a far more complex picture of Russian society.

98. The Pitfalls of Saudi Arabia’s Security-Centric Strategy in Yemen

Abstract:: Saudi Arabia’s security-oriented approach to Yemen has foundered. The Saudi-led coalition has failed to defeat the Houthis militarily or to restore the government the group toppled. Moreover, Saudi militarization of the border with Yemen has damaged the Yemeni economy—with negative consequences for Saudi Arabia. Crucially, Saudi Arabia’s security is contingent on Yemen’s stability and economic prosperity. As such, Riyadh should contribute to reviving Yemen’s moribund economy, both in the borderlands and in the inland agricultural sector.

Abstract:: The article presents Systemic Geopolitical Analysis, which as a scientific method can be an important tool for studying the distribution of power in Eastern Europe, supporting the assumptions of structural realism with an element of quantitative research. This region, as a place where spheres of influence and the ensuing economic and potentially military conflicts meet, is an area where the knowledge of the most precise distribution of power may be a crucial element in the analysis of the genesis of conflicts, the shifts in power distribution during their course, as well as in the prediction of future flashpoints. Being the first attempt to correlate Systemic Geopolitical Analysis with the issue of conflicts in Eastern Europe, the paper contains a hypothesis that Systemic Geopolitical Analysis is a research method that enables an effective analysis of the geopolitical reality in the region because of: 1) the conflicts occurring in the system due to differences in power distribution; 2) the nature of the components of power, measurable by the means of Systemic Geopolitical Analysis. Confirming the above hypothesis, the article points to the economic aspect, linked to the Russian natural gas exports, and the military aspect, by taking into account the characteristics of contemporary tensions in the region, which reduce the role of supra-systemic reserves.

100. The American Multi-Domain Operation as a response to the Russian concept of New Generation Warfare

Abstract:: America’s unipolar balance of power created after the end of the Cold War is inevitably coming to an end. The dynamic economic growth of the People’s Republic of China, lasting uninterruptedly since the 1980s, the reconstruction of spheres of influence by the Russian Federation, the world war on terrorism with the accompanying costly wars in Iraq and Afghanistan, economic crises systematically weakening the economies of Western countries in 2001, 2007 and 2020, and the COVID-19 pandemic – these are just some of the many causes of geopolitical changes. Parallel to the weakening position of the United States, countries such as the Russian Federation are increasingly boldly challenging the current balance of power, provoking armed conflicts and destabilizing countries located in Central and Eastern Europe. The purpose of this article is to present the American Multi-Domain Operation concept as a response to the Russian concept of new generation warfare by which the country successfully led to the annexation of Crimea, the war in Donbas, and the political destabilization of Ukraine. The main research problem resulting from the assumed goal was to answer the following question: what is a Multi-Domain Operation and how do the United States intend to compete and win in the armed conflict taking place in Central and Eastern Europe with the Russian Federation? The following research methods were used to solve the research problems: the method of cause-effect and institutional-legal analysis, method of examining documents, and the method of analysis and criticism of literature. The monographic and comparative methods were also used. However, the main role was played by deductive reasoning which enables the identification of facts based on an in-depth analysis of source data. Taking into account the preliminary research, the author proposed the following research hypothesis: a Multi-Domain Operation is another American operational concept describing the security environment, and the Russian and American way of war. The USA will achieve victory in a possible armed conflict by locating and neutralizing the enemy’s anti-access – area denial capabilities, and then destroying its forces in the disputed area.
