Abstract:
The Islamic State Sahel Province (IS Sahel) is a salafi-jihadist militant group and the Sahelian affiliate of the transnational Islamic State (IS) organization. It is primarily active in the border areas between Burkina Faso, Mali, and Niger — known as the tri-state border area, or Liptako-Gourma — but it has also engaged in sporadic activity in Algeria, Benin, and Nigeria. The group’s composition reflects the social fabric in the areas where it is active. Its members belong to the Fulani, Arab, Tuareg, Dawsahak, Songhai, and Djerma ethnic groups, although its core leadership was historically composed of Western Saharan militants.

Abstract:
The genuine reintegration of terrorist and extremist offenders is one of the biggest challenges of our times. Because in many cases, only an alleged reintegration into society takes place (u.a. Cherney, 2021; Jawaid, 2017). This mistake can cost lives as we have sadly seen in Vienna 2020. The Vienna attacker was in fact a terrorism recidivist, as he had already been convicted on terrorism counts (Lehberger et al. 2020). This is not just a problem specific to Austria, but it impacts a number of countries within and outside of Europe.

Abstract:
Jemaah Islamiyah (JI) remains one of Indonesia’s longest standing state security threats. It has survived major organizational transformations, state security crackdowns, and international military operations in its pursuit of an Islamic caliphate in Indonesia that could extend to incorporate Malaysia, Singapore, and the southern Philippines. Jemaah Islamiyah rose to prominence for its role in orchestrating the 2002 Bali Bombings, which prompted the United States and Australia to engage Jakarta with the shared goal of destroying the organization and its links to al-Qaeda. Security pressures from Indonesian security services and international forces led to the dismantling of much of Jemaah Islamiyah’s leadership by 2007, which pushed it into a state of hibernation, where members focused on consolidating numbers and religious outreach. The emergence of the Islamic State and its Southeast Asian affiliates in 2014 occupied much of the Indonesian security services’ resources, which gave space to Jemaah Islamiyah to regenerate its strength with renewed vigor. The 2017 discovery of a JI military training program in Syria re-alerted Indonesian counterterrorism authorities to the risk posed by the group, and successive waves of arrests and crackdowns ensued. Although the COVID-19 pandemic meant that many terrorist groups ceased offensive operations and maintained a low profile, Jemaah Islamiyah began to infiltrate Jakarta’s state apparatus, civil society, and academia to promote its political objectives. Jemaah Islamiyah’s long history in Indonesia has proven it to be adaptable, patient, and persistent in pursuit of its objectives. Although it is not currently engaged in military operations, JI’s long history in Indonesia has shown the group is adaptable, patient, and long-term in its thinking. Observers suspect that leaders in Jemaah Islamiyah are biding their time and seeking gaps in state authority that they can exploit to pursue their organizational goals.

4. Twilight Institutions: Land conflict and hybrid authorities in Benin’s Borgou department

The Borgou Department is a large administrative area with eight communes and 43 districts spanning over 25,856 square kilometers. The department primarily comprises the Bariba, Dendi, Boo (about 40%) and Fulani ethnic groups (about 33%). The majority of the first three groups are farmers, and the Fulani are primarily nomadic or semi-nomadic cattle and sheepherders. The Borgou Department in Northern Benin has seen communal conflict over the past few years. There are escalating tensions between farmers and herders, even though there has also been more violence between the supporters of the former president Boni Yayi and those of the sitting President Patrice Talon (particularly in 2019 and 2020). Communal conflicts between farmers and herders in Borgou have multiple driving forces. This report explores one of these: changing land management systems. It is argued that recent changes in land management are in any event likely to become a stronger driver of tensions in Borgou in the near future. Exploring land management systems and their impact on the Borgou is relevant for two reasons. First, there is simply very little literature on changing land management systems in Benin. For example, in August 2017 Benin’s authorities modified the 2013 Land Code to limit land conflicts and to modernize the institutional framework governing land acquisition and management. But exactly what the impact of this change has been has not been fully explored. Second, Northern Benin has experienced the problem of increasing violent extremist activity. While this activity is concentrated in the Alibori and Atacora regions, it is conceivable that once it has become established it might further escalate, with Borgou being a possible area of expansion. Being able to focus on vulnerabilities with the aim of addressing them is important for Benin’s stability. Research and media reports point to an increase in both the number and intensity of farmer-herder confrontations in the Borgou Department over the past five years. From the literature, it is apparent that this shift is driven by two factors. On the one hand, it is the effect of the demographic growth of and the increase in the cattle population which results in more competition for land. On the other hand, the introduction of land reforms by successive governments has tended to reinforce the feeling of insecurity among essentially illiterate farmers and herders.

The New Agenda for Peace (NAfP) calls for a shift to focus more attention on national prevention strategies, with a universal and more upstream approach to preventing all forms of violence. This is good news. By calling for all member states to create these strategies, the secretary-general is assuaging member states’ fears that prevention may be used to meddle into their internal affairs or that the need for prevention can be stigmatizing. Member states are now in the driver’s seat of this agenda. The upcoming Summit of the Future is an opportunity to establish a coherent vision for the role and the relevance of the UN in prevention—aligning approaches across different parts of the UN system—and to provide tailored-made packages and expertise for “member states seeking to establish or strengthen national infrastructures for peace,” as promised in the New Agenda for Peace. As the first in a new series of policy briefs on “Operationalizing the New Agenda for Peace,” this piece is a conversation starter on the conditions to consider in designing, implementing, and supporting effective nationally led violence prevention strategies and it calls on member states to lead on the development of an evidence-based framework for nationally led prevention strategies, and for experts, practitioners, and UN staff to feed into this discussion based on research and past experiences. This brief is based on research on violence and on violence prevention strategies—particularly crime prevention, prevention of violent extremism, and infrastructures for peace—and interviews of experts and practitioners.

An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

In U.S. Central Command’s 2022 “year in review” statement on the current status of the fight against the Islamic State, commanding general Michael Kurilla highlighted three categories: (1) “ISIS in detention,” meaning the thousands of men and boys affiliated with the group and held in Iraqi and Syrian prisons; (2) the “potential next generation of ISIS,” meaning the approximately 55,000 women and minors held in camps; and (3) “ISIS at large,” meaning the leaders and operatives that the United States and its partners “are currently fighting in Iraq and Syria.” Although Gen. Kurilla praised the ongoing effort to militarily degrade ISIS, he also noted that the group’s ideology persists, and that “partnered operations” are needed to keep up the pressure. This view aligns with the pivot in U.S. strategy in Syria over the past year and a half, from a military mission to “advising, assisting, and enabling” local partners. At the same time, however, U.S. forces have continued launching unilateral strikes against ISIS leaders in Syria as recently as this month.

This article examines the threat analysis across Africa that should be included in Force Design 2030 for the United States Marine Corps to be deployed landward to Africa or seaward of the continent. It is a strategic guidance document examined from a threat analysis of China, Russia, Korea, Iran, and violent extremist organizations. Africa is not mentioned, and this is a notable omission given that high level interventions in the past to Africa have not been overtly successful. Given geostrategic significances and hot spots it is inevitable that the Marines will be deployed there again. This article examines lessons learned from failures in Somalia, Libya, and Lebanon and successes in Syria and Iraq as well as the experiences of others—France in Mali and Burkina Faso and United States Africa Command. Great power competition, violent extremist organizations, and the gray zone phenomena across Africa are examined as are security, intelligence, counterintelligence, and hybrid warfare.

Despite a recent spike in concern about a resurgence in great power conflict, addressing terrorism and violent extremism has driven the foreign policy debate in the collective West for the better part of two decades since 9/11. In the European Union, these concerns most prominently emerged in the 2003 European Security Strategy (ESS) that identified terrorism and “violent religious extremism” originating in the EU’s neighbourhood and caused by weak institutions, conflict, and state failure as a primary concern. The crux of the matter, however, is how this increased attention translates in policy terms. In other words, is the EU’s chosen CT-P/CVE policy mix balanced and fit for purpose? First, the EU’s CT-P/CVE action can hardly be framed according to a binary security versus democracy logic because of the significant emphasis placed by the EU on socio-economic development to address the structural causes of violent extremism. Second, despite the EU’s developmental focus, the language of good governance and peacebuilding, as well as funding for these areas, are key elements missing from the EU’s engagement. In order to remedy the many upstream and downstream diplomatic trade-offs that EU policymakers face in tackling violent extremism, the EU must begin to frame CT-P/CVE as part of its wider endeavour to support sustainable peace. It can do this by formulating an EU Agenda for Peace that once again underlines the EU’s commitment to promoting inclusive governance, community resilience, and social justice.

Abstract:
This article re-frames the ongoing democracy versus security debate surrounding the European Union’s (EU) policies to counter terrorism and prevent/counter violent extremism (CT-P/CVE). Indeed, extant literature has primarily focused on how the EU’s CTP/CVE-specific emphasis on security concerns has come at the expense of attention towards good governance and social justice, thereby undermining the effectiveness of its approach. After reviewing general concepts discerned from previous research on the EU’s CT-P/CVE policy, tracing its approach over time, analysing key documents, and conducting interviews with policymakers, this analysis finds that the EU – in its words, funding, and policy implementation – also pays significant CT-P/CVE-relevant attention to the structural causes of radicalisation to violent extremism and terrorism by mobilising significant developmentoriented resources and diplomatic energy. By doing so, the EU’s CT-P/CVE policies balance an emphasis on security concerns and broader socio-economic and diplomatic engagement. However, the EU simultaneously de-emphasises good governance and peacebuilding, which must be reinforced and mainstreamed across its primary developmental engagement for the EU’s CT-P/CVE approach to be considered fully fit-for-purpose.

Abstract:
Violent extremism (VE) has been a particular challenge for Pakistan at least for the last four decades. As with other spheres of life, a rise in ideological support for hate and divisive narratives in universities across Pakistan has resulted in multiple instances of violence, both within and beyond campuses. There is the prospect of faculty members helping perpetuate VE narratives and mindsets in universities, knowingly or due to lack of awareness and understanding of the underlying drivers and contextual factors. Amid the faculty’s inability to effectively push counter-violent extremism (CVE) messages, there has been a lack of reinforcement of values and ideas that promote pluralism and tolerance, particularly at public universities. This policy brief is aimed at benefiting from key stakeholders’ perspectives to lay out in broad strokes a vision to tackle violent extremist influences at universities. It summarizes the key findings from an exercise aimed at sensitization and capacity building of selected faculty members from six universities in Multan and Karachi and related activities over a period of four months. The programme sought to build capacity of the educators to help them identify and tackle extremist tendencies, support counter-narratives and promote interfaith harmony and appreciation of diversity. The policy brief concludes with a set of recommendations for a range of stakeholders to promote positive values and respect for diversity among the faculty and students of universities in Pakistan. Particularly emphasized is the importance of ensuring a safe environment on campuses, not just for counter-narratives but also for a free exchange of ideas and critical thinking which is the essence of the academic environment.

There has been a significant rise in the number of domestic terrorist attacks and plots at demonstrations in the United States, according to new CSIS data. The result is escalating violence in U.S. cities between extremists from opposing sides, a major break from historical trends. In 2021, over half of all domestic terrorist incidents occurred in the context of metropolitan demonstrations. In addition, the most frequent targets of attacks were government, military, and law enforcement agencies, who are increasingly at the center of domestic terrorism by extremists of all ideologies.

In the four years since its territorial defeat, Islamic State (IS) has proved to be resilient as it continues to mount attacks across Iraq. Analysis of IS activity from September 2021 to February 2022 (six months) shows that the geography, type and targets of IS attacks remained broadly similar to the year preceding this period. The volume of IS attacks increased but this mostly took the form of small-scale and local incidents. By and large, the group seems to be stable and shows neither decline nor growth. It operates nimbly and is mostly active in the arc between Sinjar and Baghdad. Counter-terrorism (CT) operations decreased in volume over the same period but are nevertheless keeping IS in check. However, as CT operations are mostly tactical affairs that remain inadequately coordinated and low on intelligence in some aspects, they have not been able to eliminate IS capacity to mount major operations, or to remove it from entire areas. Broadly speaking, IS attacks and CT operations are in a state of equilibrium. As Iraqi CT efforts emphasise security interventions over socio-political remedies, conditions for IS survival, as well as future revival, remain relatively favourable.

16. The Saudi-Emirati axis and the preservation of regional order

The Arab uprisings of 2011 spurred the emergence of a Saudi-Emirati axis that sought to mitigate and – where possible – eliminate challenges posed by what these countries perceive as the so-called ‘triple threat’ to the regional order of the Middle East and North Africa: Iran, the Muslim Brotherhood and violent extremist groups. Using a variety of foreign policy instruments - including military intervention and strategic outreach, funding allies and proxies as well as supporting religious networks and media outlets – the axis substantially shaped or influenced the domestic and regional events that occurred in the wake of the Arab uprisings. Broadly speaking, the Saudis and Emiratis have been successful in maintaining a monarchical/authoritarian pole in the region’s political order in their quest for domination. They have succeeded in doing so mainly through the use of soft power (finance, religious influence and media framing) in relation to weaker ‘client’ states in the region such as Bahrain, Jordan and Morocco. Their military interventions have generally not achieved their intended objectives and Saudi as well as Emirati shortcomings have been on full display in Yemen, Libya and Syria. While both countries were unable to prevent the emergence of a more multipolar regional order that includes Turkey and Iran, they have effectively helped smother popular calls for political renewal. Growing regional geopolitical competition has, however, not gone hand in hand with growing domestic turmoil. The vast financial reserves, increasing hard power and substantial reservoirs of soft power of both Saudi Arabia and the Emirates ensures that they will continue to act as defenders of the monarchical status quo of the Gulf region and its web of client states in the foreseeable future, even as competition between both partners increases at the same time.

In Africa, radical and extremist Muslims are striving to transform society through violent change, claiming that African rulers are dictatorial and anti-Islamic; as a result, many African countries are experiencing serious human rights violations and abuses. Therefore, this paper examined radical Islamism and its trajectories of human rights violations and abuses in Africa and proffered workable solutions to the dilemma. To achieve the above aim, the paper employed historical and evaluative methods. The historical method was used to critically review the scholarly literature on radical Islamism and its human rights violations and abuses antecedents in Africa. At the evaluative level, the paper critically discussed the impact of human rights violations and abuses on the African nations and their citizens. The paper revealed that radical Islamism in Africa is driven by bad political leadership, poverty, poor education, unemployment, and religious exclusivism among others. The paper concluded that good governance, economic enhancement, and religious inclusiveness are key tools in discouraging and curbing radical Islamists in African countries.

Abstract:
This study examines the normative hypothesis explaining the nexus between terrorism and Abrahamic religious tradition, particularly the Boko Haram Islamic fundamentalist sect in North-Eastern Nigeria. It is methodologically structured in quantitative and qualitative methods, where data and information are retrieved from primary and secondary sources. These were presented in a tabular form and analyzed descriptively within the context of the subject matter under investigation. The findings reveal that, beyond the classical arguments usually provided by the Abrahamic religious tradition school, the real reason behind global terrorism is for some overzealous religious bigots to establish a caliphate that will enable them to influence the international system. Based on these findings, the study concluded that the war against global terrorism would be a mirage unless national governments and international organizations fully address these fundamental issues.

Despite the attention in Washington currently paid to developments in Ukraine and the Taiwan Strait, terrorism remains a threat to US national security. The recent counterterrorism strike against Ayman al-Zawahiri in Kabul highlights that the fight against al-Qaeda, among other groups, is not over, and that Afghanistan remains a safe harbor for many of the world’s terrorist organizations or their affiliates. Going forward, the United States will need to continue to dedicate resources to detect and disrupt terrorist threats emanating from Afghanistan. To do so, Washington needs to rebuild a coalition of allies opposed to violent Islamist extremism—both around Afghanistan and inside the country—who can provide intelligence and logistics support as needed, to help in that task.

Abstract:
With a truce in Yemen that had lasted six months elapsing in early October, there is concern that Yemen will once again be plunged into civil war and that the Tehran-allied Houthi militants will once again threaten Saudi Arabia and the United Arab Emirates with drones and ballistic missiles. In this month’s feature article, Michael Knights, Adnan al-Gabarni, and Casey Coombs provide a “fuller understanding of the Houthi political-military leadership, its core motivations, and the nature and extent of Iranian and Lebanese Hezbollah influence within the movement.” Their study argues that “the Houthi movement is now more centralized and cohesive than ever, in part due to close mentoring from Lebanese Hezbollah and the Islamic Revolutionary Guard Corps.” They conclude that “the Houthi Jihad Council is emerging as a remarkable partner for Iran and the Houthi-Iran relationship and should no longer be viewed as a relationship of necessity, but rather a strong, deep-rooted alliance that is underpinned by tight ideological affinity and geopolitical alignment. The emergence of a ‘southern Hezbollah’ is arguably now a fact on the ground.” In this month’s feature commentary, Brian Michael Jenkins thinks through what elements are necessary for a pragmatic and non-partisan strategy to counter domestic political violence. He writes that “Americans appear to reside in separate cultural and political camps. Increasing threats against public officials and displays of public hostility have prompted growing apprehension of future political violence. It is in this fragile and fraught environment that any efforts to contain politically motivated violence will have to operate.” He stresses that it is important to recognize “the limits of what law enforcement can do while addressing the greater challenge of national reconciliation.” Our interview is with Air Vice-Marshal Sean Corbett, the founder and CEO of IntSight Global, a management consultancy within the intelligence and security sector with a focus on open-source intelligence. During his 30-year service in the Royal Air Force, Air Vice-Marshal Corbett worked in key leadership roles, including as Chief of U.K. Intelligence in Afghanistan and was the first non-U.S. Deputy Director of a major U.S. intelligence agency in serving in Washington, D.C., at the Defense Intelligence Agency (DIA).

In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:
This report traces the evolution of the Islamic State’s influence in Malaysia between January 2014 and December 2019, shedding light on the various local and international factors that facilitated the rise of the Islamic State’s influence in the country. In addition to considering underlying historical and current sociopolitical factors, the report draws on original data on Islamic State-affiliated arrests and plots to uncover new insights about the men and women who were arrested due to their involvement with the Islamic State’s brand of militancy in Malaysia. The overall findings of the report indicate a few macroscopic trends about the Islamic State’s activities in Malaysia over six years. First, the Syrian civil war played a major role in shaping Malaysia’s militant landscape with respect to the Islamic State threat—both as a destination and as a source of radicalization and recruitment for the Islamic State—which is largely characterized by disparate cells and social media platforms. Second, between 2014 and 2019, there were a total of 23 reported plots in six Malaysian states or federal territories, with only one resulting in casualties—indicative of the Islamic State’s limited operational capacity in the country. Third, with regard to tactics, compared to the Philippines and Indonesia, Malaysian plotters did not turn to suicide attacks to the same extent: Per the authors’ data, there was only a single report of a planned suicide attack. However, Malaysian fighters were involved in planning or conducting suicide attacks in Iraq, Syria, and the Philippines. Finally, the report also yields interesting findings about the profiles of the arrests of Islamic State-affiliated individuals in Malaysia, which totaled 319 people between 2014 and 2019 across 15 provinces. The majority of the individuals arrested were Malaysian men, although the arrests also included women, with limited numbers of Indonesians and Filipinos. For men, the largest number of arrests was in the “planning/threatening attack” category while for women, the largest category across the six years was “attempted/planned travel.” Overall, the findings of this report suggest that one of the most dangerous characteristics associated with the Islamic State’s influence in Malaysia is its potential to radicalize and mobilize both men and women inspired by its extreme ideology without the existence of a formal Islamic State affiliate. The report concludes with a discussion of the need and potential pathways to strengthen community resilience to violent extremism within Malaysia.

On October 21, 2021, the Combating Terrorism Center (CTC) at West Point, as part of the Recrudescence Project (a research collaboration with the Middle East Institute and the Center on National Security at Fordham Law), hosted a closed-door workshop with 18 top observers of U.S.-Africa policy from across government, academia, think-tanks, and the private sector. The goal of CTC’s Africa Regional Workshop was to assess the successes and challenges of U.S. policy to address terrorism by violent extremist organizations (VEOs) and to assist in counterterrorism (CT) efforts on the African continent over the past 20 years (2001-2021), and to consider how these approaches might be improved in the future. This anonymized summary document offers an overview of the findings from that workshop. Three topics of concern are the focus of this summary: assessments of U.S. kinetic counterterrorism engagement in Africa; assessments of U.S. non-kinetic counterterrorism engagement in Africa; and the future of U.S.-Africa policy beyond a counterterrorism lens.

26. Resilience to Violent Extremism in Serbia: The Case of Sanjak

This paper presents the factors enabling the environment for extremism and the resilience factors to violent extremism in the case of Sanjak. Many experts had gloomy forecasts about violent Islamist extremism and terrorism in Serbia. Sanjak – the southwest region in Serbia populated by Muslim majority – was even dubbed Jihadist hotbed, as it was the center for further spreading ultra-conservative Salafism from the neighboring Bosnia and Herzegovina into Serbia, and a region where the recruitment of Syrian foreign fighters took place. Among the most influential militant Salafi leaders in Vienna who maintained contacts with ISIS there were individuals from Sanjak. However, despite these forecasts and the presence of both push and pull factors of violent extremism, Sanjak has proved to be very resilient to violent Islamist extremism. Compared to other countries in the Western Balkans, a relatively small number of people from Serbia (49 of them including women and children) joined militant Islamist groups in Syria. Only a few incidents involving militant Salafis and failed terrorist plots happened. People in Sanjak showed both resilience to violent extremism and to the spread of the ultra-conservative interpretation of Islam. In this paper, we first identify the cases of violent extremism and then map and analyze factors that make Sanjak enabling environment for extremism. The second part of the paper is dedicated to understanding key resilience factors to violent extremism showcased in Sanjak. Ethno-nationalism and far-right extremism are only analyzed as possible drivers of Islamist radicalization. This report is based on extensive field research in Belgrade, Novi Pazar, Sjenica, and Tutin between July and September 2021, during which a total of 25 interviews were conducted.

Kosovo citizens continue to perceive violent extremism as a threat for the national security of Kosovo. Majority (76%) of the WBSB respondents believe that violent extremism presents a high threat or a threat for Kosovo. As per the forms of violent extremism, Kosovo citizens see the ethno/national based violence as the most threating, with 42 percent of respondents sharing the opinion that it presents a high threat for the security of Kosovo. Political based violence is perceived as a high threat for the security of Kosovo by 38 percent of the WBSB respondents, while religious based violence is perceived as threatening by 34 percent of the respondents. Kosovo, as other European countries, have faced challenges with respect to participation of citizens in foreign conflicts. The WBSB data shows that 37 percent of the respondents see citizens that participated in the war zones in Syria and Iraq and returned to Kosovo, as a high threat potential for the country.

The 14 September 2022 killing of two customs agents days after the kidnapping of three individuals with government ties signals an alarming uptick in jihadist violence in northern Benin (Les 4 Vérités, 14 September 2022). ACLED records 28 organized political violence events in northern Benin attributed to Jama’at Nusrat al-Islam wal-Muslimin (JNIM) or the Islamic State between 1 November 2021 and 14 September 2022 (see map below). It is increasingly clear that jihadist cells have become deeply established in the country’s northern regions. The Beninese government is currently ramping up its threat response, which looks likely to include a security agreement with Rwanda (Radio France Internationale, 10 September 2022). It is more urgent than ever that the country’s counterinsurgency avoids the tragic mistakes of governments in the Sahel by blunting the deepening roots of the insurgency in rural areas.

While only a small percentage of men become involved in violent extremism, the majority of violent extremists are men. Across the ideological spectrum, violent extremist and terrorist groups exploit male sentiments of emasculation and loss of power and appeal to ideas of manhood in their recruitment efforts. Yet policymakers rarely focus on gender to help them understand why some men engage in violence and others do not or what role peaceful notions of masculinity play in preventing radicalization and terrorism. Similarly, male-dominated counterterrorism institutions rarely pose the question of how masculinities shape these institutions and their approaches to counterterrorism and countering violent extremism (CVE). This report discusses masculinities—the socially constructed ideas of what it means to be a man—as they are constructed and used by violent extremist groups, as they exist in and interact with society, and as they interplay with the state. It draws on examples pertaining to both “Islamist” and extreme right-wing terrorism, considering differences not just between but also within these ideologies. The report argues that while current efforts to “mainstream gender” in counterterrorism and CVE do not focus on masculinities, a masculinities-focused approach must avoid repeating the shortcomings of existing counterterrorism and CVE approaches aimed at women; be grounded in a robust human rights framework to avoid perpetuating gendered harms; be based on an understanding of the links between extremist violence and gender inequality at the societal level; and recognize and address the harmful role masculinities play within counterterrorism and CVE institutions themselves. It concludes by recommending that state, multilateral, and civil society actors engaged in counterterrorism and CVE: Conduct more policy-oriented research and analysis on the link between masculinities and violent extremism; Integrate a gender perspective—including a focus on masculinities—across all counterterrorism and CVE policy and programming; Monitor and evaluate the gendered impact of counterterrorism and CVE interventions using a robust human rights framework; and Address the harmful role masculinities play within counterterrorism and CVE institutions.

Abstract:
Northeast Nigeria is the epicentre of violent extremism in the country. Borno, Yobe, and Adamawa states, in particular, record high incidences of extremism regularly. Extremists have been responsible for various killings and wanton destruction in the north and other parts of Nigeria. At the centre of the violence are youths, who constitute the majority of the members of these extremist groups. Young people are easier targets for recruitment by extremist groups because of peer pressure, drug use, gang involvement, prior delinquency, family member gang-involvement, membership in a cult, and the quest for adventure, among others. In spite of their involvement in violent extremism, it is recognised globally that the youth can be equal partners in its prevention. The youth should be considered a country’s asset, as the future of the country as well as having the potential to be leaders of today. However, a growing ‘youth bulge’ of unemployable young people trying to survive – and subject to recruitment by armed extremist groups – is problematic, and can even present a threat to prosperity and peace.

The Road from 9/11 It’s been its been over two decades since the 9/11 attacks when two planes hit the World Trade Center, one hit the Pentagon and a fourth crashed in Pennsylvania. Close to 3,000 people died and many others were injured, and even more people were traumatised by the experience and the loss of loved ones. Today’s release of the Counterterrorism (CT) yearbook 2022 coincides with the anniversary of the November 2008 Mumbai terrorist attacks and the deaths of 174 people. These and other acts of terror have left an indelible mark and shaped the years that followed. Australia’s overall security environment is increasingly challenging to navigate. Emerging threats such as information operation campaigns, cyberattacks and climate change are increasing the complexity of the world. In 2022, major geopolitical events including Russia’s war on Ukraine and China’s continuing coercive operations and aggression, occupied a significant space in national discourse. Foreign interference and espionage have continued to rise to the forefront of intelligence agencies priorities. Yet, terrorism prevails as a significant security concern for Australia and the wider region. These continuing challenges mean that ASPI’s 6th edition of the Counterterrorism Yearbook is as important as ever. ASPI’s Executive Director, Justin Bassi, notes in the preface of this 6th edition of the CT Yearbook, that ‘while terrorism is no longer assessed by ASIO to be our top security threat, it hasn’t disappeared and in fact continues to be one of the predominant security concerns for Australia and the region.’ The 2022 yearbook was co-edited by Katja Theodorakis, head of ASPI’s Counterterrorism, CVE and Resilience program and Gill Savage, an ASPI senior fellow, considers CT challenges through the lens of the world context, today’s challenges and explores wider policy considerations through a range of chapters from 16 expert authors. The yearbook includes chapters on trends in terrorism, precrime policing and extremism, radicalisation of teenagers, strategic competition and CT, public trust, multiculturalism and bioterrorism and resilience. Theodorakis notes in her introduction that: ‘For most of the past two decades, terrorism and extremism were largely seen as an external issue brought to Australia by foreign problems. Even when talking about ‘homegrown jihadists’, extremist ideological motivations were generally ascribed to global terrorist sources in faraway places.’ The presence of motivated violent extremist groups continues and are increasingly accompanied by issue-specific radicalised individuals. A key aspect of the changing environment is the use of social media by extremist groups to tap into public discord arising from Covid lockdowns and vaccination mandates as well as violence driven by divisive political agendas in democratic countries such as the White House riots in 2020. Today’s CT environment is an increasingly complex one, the impact of which hasn’t diminished. It represents a challenge that requires governments, community and academia to continue to work together.

The Beninese government publicly acknowledges that there have been around 20 violent events in the period between December 2021 and May 2022. This report records 43 discrete violent events involving Violent Extremist Organisations (VEOs) from December 2021 to September 2022 (92 when including non-violent activities). This report makes an uncommon point: that violence in Benin presently comes from its neighbours and not from within. Developments in Burkina Faso, Niger, Togo and even Nigeria generate the problems in Alibori and Atactora (the Northern Provinces of Benin), for now. This report explores the activity of four main groups and the rational for expansion. In recent years, the involvement of currently serving military members and law enforcement officers, as well as veterans of those two professions, in domestic violent extremist organizations and activities has received public attention. While they represent the minority of those engaged in domestic violent extremism (DVE), their participation merits additional scrutiny, given the nature of their professions—which includes taking a sworn oath to defend the Constitution and the nation, possessing the authority to use force to safeguard national security and public safety, and adhering to a professional ethic. It is especially important to scrutinize their participation in DVE because members of these communities have engaged in violence against the very system they are sworn to protect. There are three phases in the service lifecycle to identify and prevent individual engagement in or sympathy for DVE organizations: screening during the recruitment process; training and managing currently serving personnel; and screening, educating, and resourcing individuals transitioning out of service. Efforts to identify and address DVE are approached differently in the Department of Defense (DoD) and the law enforcement community. For military service members, a centralized, top-down structure with formal policies, practices, and programs provides guidance from the DoD, the military departments, and the military services across all three phases of the service lifecycle. By contrast, the law enforcement community operates across a patchwork of decentralized federal, state, county, and local hierarchies, resulting in wide variation between policies and practices across approximately 18,000 local police agencies. Even though the DoD has a formal structure to address DVE, the department still faces challenges similar to those of the law enforcement community in managing participation in DVE organizations and activities by current and former service members. While recent efforts to update policies regarding the screening, management, and transition of service members are necessary, they are not sufficient to prevent the appeal of DVE. Similarly, the absence of a cohesive structure connecting law enforcement agencies prevents opportunities to develop and implement formal mechanisms to address the challenge. Members of the military and law enforcement communities (both those currently serving and veterans) play a unique role in the American social contract. In exchange for authorities to use force in the name of the state for the protection of society, members of these professions are expected to uphold a stricter moral standard than their civilian counterparts. Moreover, members of the profession are expected to regulate entry into their ranks and enforce norms of acceptable behavior through individual and communal allegiance to a code of ethics. While externally imposed laws and policies can define the boundaries of acceptable behavior within the profession, internal enforcement of a shared professional ethos is more likely to intrinsically motivate behavior that aligns with the high standards of the profession. The DoD, the military services, and law enforcement organizations would benefit from thoughtful and consistent updates to social media screening processes. Law enforcement organizations should follow best practices to include counter-DVE training within existing training modules on related topics. Beyond updates to policy, real opportunities exist for engaging in communicating, modeling, and enforcing the professional ethic internally across the lifecycle of service. Increased formal education and training of the professional ethic by respected leaders within these communities may be more impactful than externally required “box checking” activities. Membership organizations, including police-, military-, and veteran-serving organizations, can provide consistent, standardized professional development and a sense of community and purpose for those currently serving, and can also reach transitioning and veteran members of the military and law enforcement communities who may be disconnected from support.

The risk of terrorism is often overstated. Americans are more likely to die from everyday risks, such as driving, drowning, or being hit by lightning, than from terrorist attacks. I’ve often criticized the willingness of leaders to politicize terrorism, arguing that this results in ‘othering’ that harms racial and ethnic minorities, and, in some cases, in very large, costly, and brutal wars. I therefore do not say this lightly: In the case of the US, however, white supremacists like those who engaged in the mob attack on the US Capitol, are a clear and present danger to the human security of the American nonwhite population and to national security.

The year 2020 sustained the declining trend in the incidence of terrorist violence in Pakistan that has been ongoing since 2014. The statistics provided by Pakistan Security Report 2020 indicated a 36 percent decrease in the number of terrorist attacks this year, as compared to 2019; the number of people killed in these attacks also plummeted by 38 percent. However, these plummeting numbers do not suggest, in any way, that the threat of terrorism has been completely eliminated. While multiple factors have contributed, including continuous operational and surveillance campaigns by security forces, and some counter-extremism actions taken under the National Action Plan (NAP), in reducing terrorist violence at the tactical and operational levels, but the militant and sectarian groups have been becoming active again of late. Secondly, the underlying factors of religious extremism and persecution persist in the country, which could feed into terrorist violence and/or faith-based violence by individuals and mobs. While the incidence and level of terrorist violence can be measured, it is very hard to measure extremism and extremist trends in a society. Therefore, a reduction in terrorist violence should not be taken as a measure of a reduction in extremism.

47. The Costs of Working with the Americans in Afghanistan: The United States’ Broken Special Immigrant Visa Process

The United States’ Special Immigrant Visa (SIV) Program was designed to help Afghans and Iraqis who are in danger of being killed as a result of their service to the U.S. government as translators or in other civilian jobs. As of 2020, over 18,000 Afghan applicants have received U.S. visas, along with over 45,000 of their immediate family members, and immigrated to the U.S. The program has been plagued by bureaucratic inefficiencies and significant problems with the application process, resulting in a backlog of an additional 18,800 applications according to a 2019 review of the program. The lives of thousands of these applicants are currently at risk. This report on the Afghan SIV program, based on interviews with over 150 SIV applicants and recipients, as well as a review of other studies of the program, suggests that while the program is well-intentioned and beneficial to certain successful applicants, its current structure puts the lives of applicants at risk and leaves them vulnerable to exploitation before, during and after the process. The lack of a coherent, effective strategy to support these workers, and the failure to implement the program as originally envisioned, leaves applicants stranded in Afghanistan or elsewhere and vulnerable to attacks by the Taliban and criminal groups, as well as other forms of exploitation. This has further undermined the reputation of the United States government in Afghanistan while serving a relatively small percentage of those Afghans who worked closely with the U.S. The program also does little to support those who do receive visas and move to the U.S. They are ultimately disappointed in, and unprepared for, the lack of support they receive upon settling in the United States. The program could do much more to prepare and support these recipients for the challenges they are likely to face during resettlement. The Biden administration’s current review of the SIV program is a good step forward, but unless that review takes a closer look at the true human costs of its flawed processes, it is likely to result in little more than bureaucratic tinkering. The program must be seriously overhauled, based on a reconceptualization of how to best support those who put their lives at risk to assist the United States government. As it is currently structured, the SIV program may in fact be doing more harm than good.

Pushing his $1.9 trillion stimulus package through Congress, President Joseph Biden argued long and hard that the only way to defeat a deadly virus was to go big. Now, he has to go big on another infectious virus: the rising swell of hatred and violence that has ripped through regions as diverse as Europe, Sub-Saharan Africa and North America, where the growing dark forces of hate and extremism led to the deadly January 6, 2021 attack on the U.S. Capitol. Biden and his expert team have first-hand experience with terrorist movements as well as the benefit of the long arc of history. But much has changed in the 20 years since the September 11, 2001 attacks – the last time organized extremists took aim at sacred symbols of America.[1] Looking back at the horror of that day and what it unleashed, we are reminded of the power and malevolence of organized, relentless bad actors and what they can achieve in the name of some twisted ideology. A new federal intelligence report says domestic terrorism in 2021 could likely escalate with “support from persons in the United States or abroad.”[2] It’s why President Biden must be bold, focused and use all instruments of soft power to diminish the appeal of the ideology.

Because of the high number of foreign fighters from the post-Soviet republics among the rank of the Islamic State, there is a general concern about jihadist propaganda in the Russian language. Kavkazcenter has appeared as one of the main websites in the Russian language to support Imarat Kavkaz (Caucasus Emirate) and regional militant groups. Firstly, this paper examines scientific literature useful to classify Kavkazcenter as a jihadist portal or a media agency. Secondly, the research focuses on the website Kavkazcenter investigating its structure, ideologies and connection with the Arab-Muslim world and the international terrorist network. The overall project creates one of the first comprehensive online toolkits for practitioners and civil society engaged in radical right extremist counter narrative campaigns. It uses online research to map narratives in nine countries and regions, including Australia, Canada, Germany, Hungary, New Zealand, Norway, Ukraine, United Kingdom, and the United States. It also proposes counter narratives for these countries and regions and advises on how to conduct such campaigns in an effective manner.

Violent extremism keeps spreading in Africa, showing notable resilience despite years of counter-extremism and prevention efforts by governments and international actors*. In addition to killing thousands, it costs the affected regions an estimated $97 billion in lost informal economic activity each year. Today, armed actors engaging in violent extremism in the continent are mainly affiliated with Islamist militant groups and organisations and particularly Salafi-jihadist ideology. Recent data indicates a dangerous expansion of Salafi-jihadist armed groups — often simply labelled as violent extremist or terrorist organisations — beyond the traditional hotspots in the Sahel, Lake Chad Basin and the Horn of Africa to West Africa’s coastal states and Central and Southern Africa. The proliferation of militants linked to the Islamic State (IS) in particular and the infighting and complex ties among groups affiliated to different jihadist networks are raising growing alarm among observers. The worrying trend is reflected in the increase of acts of violence designated as terrorism. According to the Global Terrorism Index (GTI), sub-Saharan Africa was the second region in the world affected by deadly terrorism in 2019, superseding the Middle East and North Africa (MENA) for a second consecutive year. Whereas globally the lethality of terrorism is somewhat decreasing, many countries in sub-Saharan Africa are experiencing a contrasting trend. Burkina Faso experienced the largest increase in terrorism in the world in 2019 with nearly 600 people killed in terrorist attacks. Terrorism was assessed to have increased significantly also in Mozambique, the Democratic Republic of Congo (DRC) and Niger, among others. Seven out of the ten countries most impacted by terrorist violence in 2019 are located in the region. Similar developments continued in 2020. What makes Salafi-jihadist groups appear ‘invincible’? This Conflict Series Brief analyses how Salafi-jihadism spreads across Africa and explores its potential future trajectories. The first section of the Brief analyses the broader picture emerging from recent extremism-affiliated armed violence trends in the region. The second section analyses three aspects making these extremist groups particularly resilient and facilitating their spread in the continent. Based on the findings, the third section demonstrates the dangers of such adaptability, using two foresight scenarios for 2025. Finally, the concluding section outlines the main policy implications: what needs to change to prevent violent extremism from derailing Africa’s Agenda 2063 ?

In recent months, the conflict in Tigray has dominated most analyses of Ethiopian politics. The scale of that crisis makes this understandable, but it remains important to keep analysing the inter-communal tensions and conflicts lines that had already emerged all over the country before the fighting in Tigray and continue to persist in parallel. This report addresses in particular the question of religiously motivated violence and its relationship with ethnic conflict. It analyses in detail two specific instances of inter-communal conflict that occurred in Mota (Amhara region) in December 2019 and in Shashemene (Oromia region) in July 2020. Both incidents might be seen as archetypical cases for inter-communal tensions and conflict motivated by religious (Mota) and ethnic (Shashemene) difference. Yet as the report will go on to show, these two aspects of collective identity formation are not clearly separate in Ethiopia but overlap and interact with one another in complex ways. This renders moot all mono-dimensional analyses of inter-communal conflict in Ethiopia, especially as different narratives compete in the interpretation of violence and its causes. Socio-economic variables undoubtedly play a role in defining the wider context, but the formation of communities, the genesis of conflict, and the circulation of interpretative narratives typically rest on references to ethnicity and religion. Given the current emphasis on ethnicity in Ethiopian politics, the role of religious affiliation is often overlooked, yet it is here that the accusation of “extremism” is most frequently and most consequentially raised. The report engages critically with such accusations and the corollary notion of rising religious extremism in Ethiopia. It will show, moreover, how the mere expectation or accusation of extremism has sufficed to generate inter-communal violence and deepened a climate of mistrust.

There is a history of ups and downs in Pak-US relations since early 1950s till today. From the period of alliances to ostensible hostility and indifference, the changing dynamics of Pak-US relations must be analysed from a pragmatic point of view where power, national interests, security and sovereignty matter. Furthermore, mistrust, suspicions, ill-will and paranoia still influence the political, security, economic and power dynamics of relations between Pakistan and the United States. This research follows the theory of soft power due to two main reasons. First, instead of being a ‘patron-client’ relationship, PakUS relations could be transformed by focusing on diplomacy, trade and technology instead of threats and coercion. Second, President Obama’s policy of ‘do more’ for Pakistan in combating terrorism in Afghanistan proved to be counterproductive as anti-Americanism surged in Pakistan. Overcoming the bitterness of the past in Pak-US relations will be a major challenge to the Biden-Harris administration. Moving forward in Pak-US relations will require political will, determination, prudence and trust from both sides. It is up to the leadership from both countries to foster trust and take confidence building measures which can transform their relations from patron-client to partners in progress. Shift from geopolitics to geoeconomics will ensure a win-win situation for both sides in the years to come.

Because this extremism was generated and exploited by a few religiously motivated violent organizations, a popular perception emerged that all religious leaders of the society were involved in terrorism. Therefore, this research focuses on the role played by those religious leaders who involved themselves in mobilizing local communities against violent extremism. Employing a mixed-method research approach and sequential analysis strategy our data shows that most of the common local religious leaders played positive role inbuilding community resilience to countering violent extremism during the early phase of the War on Terrorism in these two valleys.

To prevent a repeat of the Afghanistan scenario, EU states and the U.S. will modify their military engagement.

Since the Palestinian division occurred in June 2007, the Gaza Strip has become a geographical area with a political and legal context different from the West Bank. The Gaza Strip is a small area in size, but a large one in problems. It is under the rule of Hamas, which is not recognized in the Arab world, nor internationally. After Hamas took control of the Strip, Israel imposed a comprehensive blockade and exposed it to four, long, destructive wars and dozens of smaller armed confrontations over 14 years. The policy of the suffocating blockade enforced by Israel, as well as the repeated wars and military attacks, have created an unprecedented humanitarian crisis and resulted in massive destruction of infrastructure and all economic sectors and activities.[1] The Gaza Strip is supposedly part of the territory of the Palestinian Authority (PA) and the future state, according to international resolutions and the Oslo Agreement signed between the PLO and Israel. However, as it is not geographically connected to the remaining Palestinian territory, and, since the Palestinian division in 2007 that brought it outside the control of the PA, and the failure of attempts at reconciliation and unity, the question is again raised: ‘What is the future of the Gaza Strip within the next five years?’

Given these challenges, many countries have introduced new border management strategies with the twin objecves of improving security and facilitang trade and transit. Consequently, the Ghana Center for Democrac Development (CDD-Ghana) implemented a Border Security Project to raise security consciousness and enhance cizen parcipaon in cross-border security in Ghana through its Security Sector Governance program. A vital component of the project was cizens' involvement in the design and implementaon of counter-terrorism measures. With the assumpon that security is a transnaonal phenomenon with border communies sharing similar ethnic idenes and families on both sides and depending economically on each other, the project used inclusive and parcipatory mechanisms and tools to ensure that the voices of a broad range of stakeholders, including residents of border communies, were central to border management strategies. Therefore, empowering border communies while building the capacies of Border Agencies and increasing the physical presence of the State in border areas is very important to enhance interacon with local populaons be er, to arculate legimate law and order efforts, as well as to protect and promote the informal cross-border trade that is oen crical to their livelihoods and food security.

Abstract:
This article assessed the perceptions of youth towards perceived failures of the Nigerian State and their resulting disposition towards violent extremism as a response. The subjects for the study were drawn from, and representative of Lagos, Delta and Plateau States of the Country. The article adopted an eclectic theoretical approach and utilised a crosssectional survey design to generate quantitative data from 2 106 young people aged 18 and 35 years. The chi square statistical test was used to analyse the quantitative data. The results indicated among others, that although most young people feel disenchanted by the failure of the state to fulfil its contractual mandate of delivering the public good, they are however, unwilling to personally accept acts of extremism/terrorism as legitimate means of pursuing desired goals, and are not positively disposed towards the use of violence or terrorism as a means of actualising their goals. However, the study revealed a positive relationship between young people’s belief that it is incumbent on citizens to use violence to oppose underperforming government and their willingness to adopt violence or terrorism to achieve desired goals at P-value of 0.000. The article, recommends a re-doubling of efforts by the political state to fulfil her contractual obligations of improving the socioeconomic well-being of her citizens, among others.

It has been almost a year since the events of January 6 shook the United States. In this month’s feature article, Matthew Kriner and Jon Lewis profile the Oath Keepers, an extreme far-right, anti-government group that allegedly played a key role in the insurrection at the U.S. Capitol. They write: “Since its inception in 2009, the group has used a warped sense of patriotism, loose enforcement of laws surrounding paramilitary activity, and America’s founding revolutionary spirit to justify anti-government mobilization. It consistently walked the edge of political violence before taking part in the January 6 insurrection. While the group claims to be ‘guardians of the republic,’ its principal target is the government itself—particularly entities representing perceived federal government overreach and vectors for tyrannical forces to suppress Americans’ natural rights.” With concern still high over the threat posed by the violent far-right in the United States and other parts of the world, H.E. Upchurch outlines the evolution of the “skull mask” neo-fascist network. Upchurch writes: “The backbone of the ‘skull mask’ transnational neo-fascist accelerationist network—whose nodes include terror groups such as Atomwaffen, the Base, and Feuerkrieg Division—is a group of organizations that grew out of Iron March, a neo-fascist web forum that was active from 2011 to 2017. The history of the Iron March network shows that violent extremist movements can develop from online communities even in the absence of a territorial base and without regular in-person contact between members.” This month’s interview is with Brigadier Rob Stephenson, deputy commander of NATO Special Operations Headquarters. Finally, Sofia Koller and Alexander Schiele examine the criminal justice approach to prosecuting women who left Germany during the last 10 years to join terrorist organizations in Syria and Iraq, including the Islamic State, and returned. They write: “Germany is one of the only countries that has successfully utilized aspects of international law to legally prove membership in a terrorist organization, especially in the case of returned women. It might provide a useful model for other countries in developing more effective prosecution of returnee cases in their respective legal systems.”

Yet the group’s weaknesses ultimately led to the collapse of its territorial achievement. Expert Ido Levy begins this pioneering study by surveying jihadist warfare from the 1970s to the present. He then incorporates primary sources and interviews with military officers, experts, and journalists to explain how IS used conventional military capabilities to defeat larger, better-equipped state armies and conquer land in Syria, Iraq, Libya, the Philippines, and Nigeria. The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The activities of violent extremist and terrorist groups in West Africa have been on the rise since the outbreak of the COVID-19 pandemic. Since January 2021, high-profile attacks by groups affiliated with the Islamic State (ISIS) and Al-Qaeda have been recorded in Burkina Faso, Mali, and Niger. Although the Sahel region of West Africa is currently the epicentre of violent extremism and terrorism (VET), the threat is gradually spilling over into the littoral States along the Gulf of Guinea (GoG).[1] Several coastal States along the GoG have recently either witnessed attacks or identified the presence of terrorist groups in parts of their territory.[2]Ghana provides a clear example of the contagion effects of VET in the coastal States, although the countryhas not witnessed any direct terrorist attacks. In July 2021, the Minister of Information, Kojo Oppong Nkrumah, affirmed this and noted that ‘terrorist groups operating in West Africa have managed to recruit some Ghanaians to aid their cause.’[3] Unlike its neighbouring countries, like Burkina Faso and Côte d’Ivoire that are experiencing terrorist attacks, Ghana has managed so far to prevent attacks despite its vulnerabilities. This raises critical questions about Ghana’s seeming resilience against the risk of VET and how it is responding to the scourge. This article probes these questions by examining the factors that render Ghana vulnerable to, and at the same time resilient to, VET. It also assesses Ghana’s response to the threat and concludes with some policy recommendations.
