Abstract:
Some have claimed that ISIS is on the defensive inside Iraq and Syria. A defensive strategy, however, is not a sign of organizational weakness, but rather a sign that ISIS intends to preserve its holdings in Iraq and Syria and keep its claim to a caliphate. ISIS’s defensive strategies include expanding elsewhere in the Middle East and North Africa, while also maximizing combat power and future opportunities to launch offensives inside Iraq and Syria. Iraq and Syria are the physical foundation for ISIS’s expanding caliphate.

It is not yet clear what narrative will be told by history, but a dominant media narrative, the official one, has already been found for the on-going turbulence in Egypt’s Sinai Peninsula. It appears that social media in the Nile Valley has preceded its counterpart in the Sinai Peninsula in developing this narrative due to geographical and demographic factors which are out of the control of the security and military authorities in Egypt. The main bridge connecting the northern Sinai with the Nile Valley has been closed since 30 June, 2013 (setting transport links back to the time when ferries made their way across the Suez Canal between great sea ships) and the military and security authorities have, to a great extent, succeeded in concealing whatever is happening on the ground that contradicts their narrative

1406. An Empirical Analysis of Claimant Tactics in the South China Sea

China, Taiwan, Vietnam, the Philippines, Malaysia, and Brunei have used a wide variety of tactics to protect and advance their maritime territorial claims in the South China Sea. China is the most active user of the nine categories of tactics identified in this paper, with the exception of legal actions, and accounts for more than half of all military and paramilitary actions since 1995. Empirical data support the argument that the 2011 U.S. rebalance to Asia did not spur disruptive behavior in the South China Sea. China became more active in protecting and advancing its claims around 2009, before the rebalance was announced. The unclassified database used in this analysis undercounts military and paramilitary actions, but captures enough activity to provide a representative sample. A classified version that captures more activity would improve the potential to develop the database into an Indications and Warning tool to assist in monitoring and managing tensions in the South China Sea.

Dealing effectively with contemporary security challenges requires prepared coalitions of partners that are able to operate together. The Global Knowledge Networking (GKN) initiative supports local decisionmaking and makes knowledge actionable. Its core is the “composable organization,” where people, ideas, processes, and technology can be brought together as needed. The GKN supports initiatives from NATO’s Wales Summit, focused especially on interoperability and capacity-building. A proposed Gulf Knowledge Center test bed also would support recent decisions by a Gulf Cooperation Council Summit concerning military command and education. Building new learning tools with coalition partners can improve common understanding and shared procedures. This vision is a key part of the next generation of training and readiness capability, led by the Office of the Under Secretary of Defense (Personnel & Readiness). The GKN initiative could be adapted for regions beyond the Gulf.

In the aftermath of the North Atlantic Treaty Organization (NATO) summit in Wales in September 2014, the Obama administration pledged $1 billion to assist Allies on the eastern front. This was in response to Russian initiatives and our Allies’ requests for increased U.S. presence. A potential response could be the introduction of intelligence, surveillance, and reconnaissance capabilities around the Black Sea. Given the increasing concern over the strategic importance and therefore vulnerability of the areas bordering the Black Sea, such as Odessa, Transnistria, and the Danube Delta, this asymmetric response from the United States not only would add a less escalatory pressure on Russian interests in the area but also could alleviate some of the concerns of some NATO members.

Further integration along with a shared forum for common procedures, roadblocks, and solution sets will help inform and address public-private, public-public (P4) functional stovepiping and specialized P4 success in the Department of Defense (DOD). There is a need for formal capture of enterprise-wide best practices and lessons observed. DOD personnel have significant training and competency in their specific career field, but there appears to be a need to either integrate or identify P4 subspecialties to develop P4 through the ranks. Cross-Service collaboration and interagency planning, tiger-teaming, and convening non-DOD stakeholders with DOD counterparts will support P4s both at a project level and an enterprise level.

Abstract:
Starting from the assumption that the aim of development is to increase human flourishing, this paper develops an analytical perspective on how effective states are built. Modern theories of development see the state as the key agent for delivering the most critical forms of productive investment – investment in capability expanding collective goods. Accomplishing this requires bureaucratic capacity, as earlier analyses of state effectiveness have argued, but state-society relations are equally crucial. We focus on the “Sen-Ostrom” model – deliberative mechanisms to specify goals plus engagement of communities as “co-producers” of services – as the key elements of effective state society relations. Our effort to identify institutions and strategies that might lead to the efficacious engagement of the broadest possible cross-section of the populace led us to a re-engagement with left social democracy. But, resuscitating traditional models of left social democracy is not sufficient; different contexts require new conceptualizations. Patrick Heller’s “state-civil society model” and Cheol-sung Lee’s “embedded cohesiveness/political network model” gave us tools for revising, deepening and extending the basic party-union dynamics of the traditional left social democratic model. Putting the Huber-Stephens analysis of left social democracy together with the Heller and Lee models offers a promising platform for future debate on the general political logic of state-society relations

Ice islands are large rafts of multi-year ice that are carried by currents around the Arctic Ocean. They became politically significant in the early 1950s when American and Soviet research parties began occupying them. This activity called into question their legal status and highlighted the uncertain nature of polar maritime jurisdiction. This volume tracks the evolution of Canadian policy vis-à-vis ice islands and examines how the politics surrounding these bodies influenced the country’s broader position on Arctic maritime sovereignty.

The Advisory Committee on Northern Development (ACND), a high-level interdepartmental committee, was responsible for coordinating federal Arctic policies and programs from 1948-1971. The minutes of its main meetings provide unparalleled insight into how high-ranking civil servants in Ottawa grappled with what they perceived to be the most pressing issues of the era, including Canadian-American relations, sovereignty, security, Aboriginal affairs, socio-economic development, scientific research, and governance. As this volume reveals, the ACND represented an early example of the “Whole of Government” approach to policy deliberations, revealing the myriad activities that constituted the “Arctic revolution” during this pivotal quarter-century.

This policy brief studies the evolution of United Nations peace operations and aims at analyzing the motivations that lie at the root of Turkey’s involvement in peace operations, mostly organized under the leadership of the United Nations in the post-Cold War era. The brief puts forth the argument that participation in such operations has been an identity-constructing activity in the sense that Turkey has, through this particular way, tried to reinforce its eroding western identity in the 1990s. This brief also discusses alternative motivations behind Turkey’s involvement in peace operations, such as security-related considerations in a neo-realist vein and domestic influence of ethnic and religious pressure groups, but argues that these accounts fall short of offering convincing explanations.

This paper describes the nature of capital flight, the methodologies used to measure it, and its drivers. The paper presents updated estimates of the magnitude of capital flight from 39 African countries for which adequate data are available for the period 1970-2010. It gives a global context of the problem of capital flight from Africa by providing comparative indicators on capital flight and related flows for other developing regions. The paper undertakes a detailed econometric analysis of the drivers of capital flight from African countries. It explores empirically the role of domestic and external factors in driving capital flight, including structural factors, the macroeconomic environment, governance, risk and returns to investment, capital account openness, and financial development. The first objective of the study is to contribute to the literature by providing the most comprehensive analysis of capital flight from Africa that takes into account economic as well as non-economic dimensions, and recognizes the importance of both the domestic and global contexts. The second objective is to contribute to the policy debate on capital flight both in Africa and globally.

This paper is a stylistic investigation of Americanah (2013) Chimamanda Ngozi Adichie’s latest novel. Whereas Americanah is the melting pot where love and romance collide and comingle with hair politics and the shifting meanings of skin color, Adichie employs migration as the window through which these issues are projected. Beyond Adichie’s juxtaposition of binary migratory terms of “Americanah” and “American” and her protagonist’s choice of the former, the novelist’s preoccupation is to critically engage international migration theories, and to chart a new migration story, where return migration is the quintessential closure.

Canada and the Arctic Council finds itself facing one of its greatest challenges – supporting economic development for people of the north while protecting the fragile environment of the Arctic. 2014 will bring the possibility of exploratory drilling for oil off the northern coasts of Russia, the United States, Canada and Greenland. Development of suspected oil wealth in the region could redraw the very face of the entire region. Opposition to oil development is strongest in non-northern locations, and is increasingly represented by environmental NGOs such as Greenpeace. This issue, to develop or not to develop, is poised to become the most divisive issue facing the Arctic states in the coming years. Canada will need to negotiate a very delicate balance as it proceeds as chair of the Arctic Council. It will need to promote the efforts of the Arctic Council to protect the environment, while responding to increasingly vocal opposition against the large scale development of any oil resources in the region. Canada must be prepared to act against the inevitable protests that will occur against any exploratory drilling in Canadian waters. In order to protect development in the region, Canada must have the capability to ensure order in the region once permission has been granted to companies to proceed with exploration.

This anthology explores the dynamics of shared religious sites in Turkey, the Balkans, Palestine/Israel, Cyprus, and Algeria, indicating where local and national stakeholders maneuver between competition and cooperation, coexistence and conflict. Contributors probe the notion of coexistence and the logic that underlies centuries of "sharing," exploring when and why sharing gets interrupted--or not--by conflict, and the policy consequences. These essays map the choreographies of shared sacred spaces within the framework of state-society relations, juxtaposing a site's political and religious features and exploring whether sharing or contestation is primarily religious or politically motivated. Although religion and politics are intertwined phenomena, the contributors to this volume understand the category of "religion" and the "political" as devices meant to distinguish between the theological and confessional aspects of religion and the political goals of groups. Their comparative approach better represents the transition in some cases of sites into places of hatred and violence, while in other instances they remain noncontroversial. The essays clearly delineate the religious and political factors that contribute to the context and causality of conflict at these sites and draw on history and anthropology to shed light on the often rapid switch from relative tolerance to distress to peace and calm.

This year, 2014, marks 25 years since the fall of the Berlin Wall and the symbolic end of the Cold War in 1989. It also marks the anniversary of the beginning of an extraordinary proliferation of media outlets in sub-Saharan Africa, which swept across the continent, freeing Africa’s press and liberating the airwaves from monopoly by the state. Economics, technology, and socio-political forces all played major roles in this boom of Africa’s media. But one of the untold stories of these changes is the role of donor aid in this process. This article was commissioned as a contribution to the 90th anniversary issue of International Affairs , and it seems appropriate to note at the outset the prominent place that Africa has occupied in the pages of the journal since the 1920s. Indeed, a list of authors who have written for it reads as a roll-call of modern African history, in terms of both protagonists and analysts, and I doubt whether any specialist Africanist journal can boast a comparable line-up. A handful of examples may suffice. From the era of European colonial rule, Frederick, Lord Lugard, wrote in 1927 on the putative challenges confronting colonial administrators of 'equatorial' Africa, and Lord Hailey, in 1947, on the issues involved in 'native administration' more broadly; notably, the African perspective on these questions was provided in a piece in 1951 by the eminent Tswana political figure of the early and middle twentieth century, Tshekedi Khama. Former colonial governor Sir Andrew Cohen assessed the place of the new African nations within the UN in a 1960 article. A later generation of African nationalist leaders, the founders and shapers of the continent in its first flush of independence, is also represented: of particular note are pieces on the prospects for the continent by the Tunisian leader Habib Bourguiba and by the Senegalese poet and politician Leopold Senghor, in 1961 and 1962 respectively. And then there are the analysts and commentators, some of whom have become the stuff of legend for the author's own generation: Lucy Mair, Ali Mazrui and Colin Legum, to name but three.

Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

This article discusses increasing anti-Jewish hatred in the Netherlands, in particular due to the growing Muslim immigrant population there. Though the Dutch government has been traditionally friendly to Israel and there has been proportionately less antisemitism there compared to in other European countries, shocking slanders appear about Israel in the mainstream Dutch media and there has also been an academic boycott of Israel. In addition, Dutch politicians have been afraid to address this rising antisemitism and anti-Jewish hatred for fear of losing the Muslim vote. As a result, it is becoming increasingly difficult for Jews to remain in the country, making the future of the Dutch Jewish community uncertain.

With the assistance of the Strategic Studies Institute of the U.S. Army War College, the Army's Office of Economic and Manpower Analysis published a series of monographs that were intended to provide a theoretical and conceptual framework for the development of an Army Officer Corps Strategy. These monographs consider the creation and maintenance of a highly skilled Officer Corps in the context of the nation's continuing commitment to an all-volunteer military, its far flung international interests, and ongoing changes in its domestic labor market. The authors of the various monographs believe that the confluence of these factors demands a comprehensive Officer Corps strategy that recognizes the interdependency of accessing, developing, retaining, and employing talent. In their view, building a talent-focused strategy around this four-activity human capital model would best enable the Army to match individual officer competencies to specific competency requirements.

The revolutions of the Arab Spring have had profound implications for global security generally and for U.S. security specifically. In most cases, these implications are only beginning to reveal themselves in the various countries affected across the region. Most obviously, the future of Syria—indeed, whether it remains a unified political entity—remains an open question. Whether and how the Syrian civil war is resolved is bound to impact significantly U.S. efforts to help Israel maintain its security. Meanwhile, in Libya, weak governmental institutions and rival power centers have made it difficult for the authorities in Tripoli to gain full control over the entire country. Particularly along Libya's borders, this has magnified the risk of transnational terrorists and traffickers exploiting the poorly governed spaces of the Pan Sahel. Elsewhere, the unfinished revolution in Egypt holds implications for Israel and the Palestinian Authority, for the balance of regional power vis-à-vis Turkey, Saudi Arabia, and Iran, and for the global trade—especially energy resources—that passes through the Suez Canal every day.

The title of this essay is rather ambitious and the space available is hardly sufficient to examine two words of almost limitless expanse—“human rights”—whether standing alone or in tandem. This requires that I begin with (and remained disciplined by) what a teacher of mine, Leo Strauss, called “low facts.” My low facts are these: We call ourselves humans because we have certain characteristics that define our nature. We are social and political animals, as Aristotle noted, and possess attributes not shared by other animals. The ancients noted this, of course, when they defined our principal behavioral and cognitive distinction from the rest of the natural world as the faculty of speech. The Greek word for this, logos, means much more than speech, as it connotes word and reason and, in the more common understanding, talking and writing, praising and criticizing, persuading and reading. While other animals communicate by making sounds of attraction or warning, leaving smells, and so on, none read newspapers, make speeches, publish their memoirs, or write poetry.

This is the inaugural volume in the Amnesty International Global Ethics Series, edited by Kwame Anthony Appiah. John Broome, the author of this volume, is a trained economist, distinguished philosopher, and a lead author of the 2014 Intergovernmental Panel on Climate Change report. He is very well suited to fulfill the mandate of the series, which is to "broaden the set of issues taken up by the human rights community." It is thus surprising that the book does not discuss human rights (or rights at all), nor locate itself in relation to much of the relevant literature. Nevertheless, this is an excellent book, displaying the author's characteristic virtues of clarity, concision, precision, and intellectual honesty.

In Global Justice and Avant-Garde Political Agency , Lea Ypi proposes a novel approach to political theory in relation to the issue of global equality. She fiercely criticizes the tendency to abstract from the realities of political agency in "ideal" theorizing, since, she insists, such abstraction renders the conclusions drawn practically irrelevant and indeterminate. But she also refuses to treat current political practices and norms as given constraints in the manner of "nonideal" theorizing, on the grounds that the selection of relevant practices and norms is always morally loaded and their analysis inevitably conservative. Instead, Ypi proposes that theory begin with a specific political conflict, diagnose the failure of existing practices and norms to resolve it, and, in this light, develop better practices and norms. She calls this approach "dialectical" insofar as it considers political practices and norms to develop progressively in resolving emerging political problems, and "activist" or "avant-garde" in its responding and contributing to political change through appropriate political agents.

We are all familiar with the claim that the rules of the World Trade Organization (WTO) are unjust or otherwise objectionable. Yet this claim faces substantial hurdles in motivating corrective action. Most significantly, wealthy states face political pressures against moderating their bargaining positions. But this is not the only problem. First, there remains the suspicion that these rules are not, in fact, objectionable, or that they are only mildly so—perhaps "bad" but not "unjust." After all, no country is forced to be subject to them; the WTO is a voluntary institution. Second, we still have to determine what rules would be just. Is it really the job of the WTO to compensate for inherent inequalities between countries? In this book, the first philosophical work devoted exclusively to "fair trade," Aaron James seeks to combat the second of these challenges directly. In doing so, he also combats the first.

Domino's Pizza is testing "Domicopter" drones to deliver pizzas, which will compete with Taco Bell's "Tacocopter" drones. Not to be outdone, Amazon is working on an army of delivery drones that will cut out the postal service. In Denmark, farmers use drones to inspect fields for the appearance of harmful weeds, which reduces herbicide use as the drones directly apply pesticides only where it is needed. Environmentalists send drones into glacial caves or into deep waters, gathering data that would be too dangerous or expensive for human scientists to procure. Federal Express dreams of pilotless aerial and terrestrial drones that will transport goods more cheaply, reliably, and safely than vehicles operated by humans. Human rights activists deploy drones over conflict zones, intelligently searching for and documenting abuses for both rhetorical and legal purposes. Aid agencies send unmanned drones to villages deep in jungles or behind enemy lines, maneuvering hazardous terrain to bring food and supplies to endangered populations. Medical researchers are experimenting with injecting drone blood cells into humans that can mimic good cholesterol carriers or identify and neutralize cancerous cells. Parents in Vermont are using flying drones to accompany children to school, giving a whole new meaning to helicopter parenting. And Pilobolus, a New York dance company, has choreographed a dance in which drones and humans engage each other in the most human of acts: the creation of art.

Too much of the debate about how respect for human rights can be advanced on a global basis currently revolves around crisis situations involving so-called mass atrocity crimes and the possibility of addressing abuse through the use of military force. This preoccupation, as understandable as it is, serves to mask much harder questions of how to deal with what might be termed silent and continuous atrocities, such as gross forms of gender or ethnic discrimination or systemic police violence, in ways that are achievable, effective, and sustainable. This more prosaic but ultimately more important quest is often left to, or perhaps expropriated by, international lawyers. Where the politician often finds solace in the deployment of military force, the international lawyer turns instinctively to the creation of a new mechanism of some sort. Those of modest inclination might opt for a committee or perhaps an inquiry procedure. The more ambitious, however, might advocate the establishment of a whole new court. And surely the most "visionary" of such proposals is one calling for the creation of a World Court of Human Rights. A version of this idea was put forward in the 1940s, but garnered no support. The idea has now been revived, in great detail, and with untrammeled ambition, under the auspices of an eminent group of international human rights law specialists.

Like people born shortly after World War II, the international human rights movement recently had its sixty-fifth birthday. This could mean that retirement is at hand and that death will come in a few decades. After all, the formulations of human rights that activists, lawyers, and politicians use today mostly derive from the UN Universal Declaration of Human Rights, and the world in 1948 was very different from our world today: the cold war was about to break out, communism was a strong and optimistic political force in an expansionist phase, and Western Europe was still recovering from the war. The struggle against entrenched racism and sexism had only just begun, decolonization was in its early stages, and Asia was still poor (Japan was under military reconstruction, and Mao's heavy-handed revolution in China was still in the future). Labor unions were strong in the industrialized world, and the movement of women into work outside the home and farm was in its early stages. Farming was less technological and usually on a smaller scale, the environmental movement had not yet flowered, and human-caused climate change was present but unrecognized. Personal computers and social networking were decades away, and Earth's human population was well under three billion.

I am skeptical of our ability to predict, or even forecast, the future—of human rights or any other important social practice. Nonetheless, an understanding of the paths that have brought us to where we are today can facilitate thinking about the future. Thus, I approach the topic by examining the reshaping of international ideas and practices of state sovereignty and human rights since the end of World War II. I argue that in the initial decades after the war, international society constructed an absolutist conception of exclusive territorial jurisdiction that was fundamentally antagonistic to international human rights. At the same time, though, human rights were for the first time included among the fundamental norms of international society. And over the past two decades, dominant understandings of sovereignty have become less absolutist and more human rights–friendly, a trend that I suggest is likely to continue to develop, modestly, in the coming years.

Ever since the Charter of the United Nations was signed in 1945, human rights have constituted one of its three pillars, along with peace and development. As noted in a dictum coined during the World Summit of 2005: "There can be no peace without development, no development without peace, and neither without respect for human rights." But while progress has been made in all three domains, it is with respect to human rights that the organization's performance has experienced some of its greatest shortcomings. Not coincidentally, the human rights pillar receives only a fraction of the resources enjoyed by the other two—a mere 3 percent of the general budget.
