Nothing but a bunch of “cookie pushers” is an ancient slur against diplomats who are thus seen as simply sitting at fine tables sipping tea and offering cookies to equally insipid, wealthy and powerful guests abroad. In fact, diplomatic receptions, lunches, dinners, or simple wine and cheese works are intricate payoffs or seductions and very hard work. The pit face of cookie pushing is when the President visits. Everyone at the Embassy turns out to make sure he and his retinue meet or greet in the right order, time and place everyone of use to American interests. The Ambassador works hardest as any slipups are his responsibility. Even the wealthy, politically appointed Ambassador needs to make the President and his visiting staff happy. The career Ambassador’s next post may be in a steaming jungle if mistakes are made or in an important country if all goes well during the “king’s progress”.

Just a few years ago Brazil was a feel good story. Its economy was soaring at a rate to rival China’s. Its charismatic president, Luiz Inacio “Lula” da Silva, was among the most popular leaders anywhere, a rags-to-riches phenomenon. In 2014, when the Council on Foreign Relations chose its “Great Decisions” topics for the next year, one was “Brazil in Metamorphosis.” Unfortunately, the country has slipped back into its cocoon. The Samba music has stopped. Instead of being on a roll, Brazil is mired in an awful slump. Or as Frank Sinatra put it, riding high in April, shot down in May. What sort of country is this anyway?

In a series of interviews with Jefferey Goldberg in the April 2016 Atlantic, President Barack Obama provided a much-needed and sober reappraisal of the limits of American power and a realistic view of U.S. foreign policy based on a careful assessment of priorities, or what Goldberg calls the “Obama Doctrine.” The heart of the president’s approach is the rejection of the “Washington Playbook.” Obama told Goldberg, “there’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses.”1 According to the Playbook, military power and the “creditability” it provides is the principle instrument of American foreign policy; it has been accepted wisdom at think tanks and among foreign policy experts since the end of World War II; Obama has challenged this dictum.

The publication "Economic policy and macroeconomic developments in Hungary, 2010–2015" discusses the factors responsible for Hungary’s growth performance. In the 143rd mBank - CASE Seminar Proceedings Gábor Oblath argues that that the factors essentially responsible for Hungary’s growth performance over the last five or six years were mainly exogenous to Hungarian government policy. The acceleration of economic growth observed in 2014 was due to, in particular, exceptionally large transfers from EU funds, which have nothing to do with the government’s so called “unorthodox” economic policy. By contrast, the decline in the quality of the institutional environment of the economy is a direct consequence of both the spirit and the methods of the economic policy pursued.

606. Mapping Dilutions in a Central Law

For the last two years, the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 has been in the eye of debate and discussed for the controversial changes the National Democratic Alliance (NDA) government had sought to bring about through ordinances. Even though fate of the amendments rests currently with the Joint Parliamentary Committee report, several states have already brought about changes through Rules under Section 109 of the Act. An examination of these state specific Rules reveals they are headed towards: Adopting the changes proposed in the ordinances amending the central law; Diluting the applicability of the progressive clauses like consent or SIA; Clarifying procedures for implementation at the state level. The United Progressive Alliance (UPA) government had replaced the Land Acquisition Act, 1894 with the newly enacted RFCLARR Act, 2013. Though critiqued for expanding the definition of public purpose to include the private sector, the new legislations had been welcomed by social movements, farmers groups and NGOs. This is primarily for the need for a Social Impact Assessment (SIA), the requirement for prior consent, food security provisions and clear compensation related provisions. What was also central to this discussion were the clauses which allow for unused land to be returned to original owners. The Rules framed by the States aim to make the process of land acquisition much simpler for investors. While certain States reduce the time period for the conducting of the SIA process or do away with it in its entirety, there are others who make reductions in the compensation award or modify the applicability of the retrospective clause. There are also States which directly adopt the provisions in the ordinance that aim to remove the requirement for consent from the land acquisition procedure. This working paper paper attempts to trace and analyse how the state governments have modified and built upon the central Act. It also looks briefly at litigation that has emerged especially around the applicability of the retrospective clause of the law, ie. which requires the return of unused land to original owners or reinitiating processes under the 2013 law.

This study attempts to understand the effectiveness of education governance, specifically the monitoring function, through the perspectives of frontline officials in India. It locates institutions within social and political structures marked by deep inequalities and analyses the manner in which these institutional arrangements influence the behaviour of frontline officials. It finds that poor state capacities in terms of inadequate resources and systemic infirmities contribute significantly to ineffective monitoring. In addition, the social distance of frontline bureaucrats from their clients reinforces their low levels of motivation, preventing them from using discretion to achieve official objectives.

611. Assessing Party Performance and Alliance Dynamics in the 2015 Bihar Election

The 2015 Bihar election represented a stunning reversal of fortune for the National Democratic Alliance (NDA), led by the Bharatiya Janata Party (BJP). In the 2014 national election, the NDA won 172 out of 243 assembly constituency (AC) segments. But in the 2015 Bihar election, just 18 months later, the NDA won only 58 ACs. In this piece, we investigate electoral data from the Election Commission of India (ECI) to provide a nuanced picture of the shift in Bihar. We argue that poor party coordination within the NDA, in addition to campaign dynamics, account for the magnitude of the NDA’s defeat. Prior to 2014, the JD(U) and the BJP were in alliance together under the NDA banner, but the JD(U) left the coalition over the choice of Narendra Modi as prime ministerial candidate and decided to contest the 2014 election alone. In 2014, without the JD(U), the NDA won 31 out of 40 parliamentary constituencies, with the JD(U) winning just two seats. In the 18 months between the 2014 and 2015 election, once bitter foes, Nitish Kumar and Lalu Prasad Yadav, and their respective parties, Janata Dal (United) [JD(U)] and Rashtriya Janata Dal (RJD), joined forces along with the Congress to form the mahagathbandhan or Grand Alliance to defeat the NDA. The NDA, comprised of the BJP, the Lok Janshakti Party (LJP) and the Rashtriya Lok Samta Party (RLSP) in 2014, stayed intact and added a new party, the Hindustani Awam Morcha (HAM), to its ranks. In the election post-mortem, many have offered explanations for the NDA’s reversal of fortune. Finance Minister Arun Jaitley has argued that the NDA’s poor performance was due to the “social arithmetic” of caste and less about the its message or campaign strategy (1). Observers of the Grand Alliance have pointed to campaign manager Prashant Kishor’s effective campaign strategy and coordination across all parties in ticket distribution and voter mobilization (2). Our data analysis suggests that the outcome of these elections was less about caste arithmetic and more about the poor coalition strategy of the BJP. In particular, the ways in which the BJP treated its allies contributed to the magnitude of the NDA’s defeat. At the same time, we find that although the parties in the Grand Alliance coordinated their efforts better than the NDA, they did not attract more voters than in 2014.

612. Indradhanush-Banking Sector Reforms

The Indradhanush framework with its seven pronged plan was unveiled by Finance Minister Mr Arun Jaitley on 14th August 2015 for revamping Public Sector Banks (PSBs) of India. In this paper, we look at the deteriorating profitability, asset quality, capital position of PSBs along with previous bank recapitalisation expenditure of the government. The seven reform initiatives in Indradhanush are compared with Nayak Committee recommendations. We summarise that Indradhanush does not propose any ground-breaking reforms for the PSBs. Re-capitalisation or infusion of capital into PSBs is its central theme. This opens up a debate on whether the capital infusion is adequate for all banks. Given various constraints for the government, we feel Indradhanush is definitely the step in the right direction. It does incorporate some of the initiatives mentioned in Nayak Committee report but does not fully embrace the essence of the bold Nayak recommendations. PSBs accounting for 70 percent of the banking system and saddled with high NPAs will be an impediment to growth unless the government acts fast to revamp this sector.

Cities are engines of economic growth that provide spaces for social transformation and political inclusion. Their ability to deliver widely accessible and efficiently functioning public services drives productivity and sustains development. We design and apply an assessment framework to 42 cities in 14 African and Asian countries to better understand the functional, administrative, and political dimensions determining the quality and coverage of water, sanitation, and solid waste collection services. We find that urban local governments are constrained in their authority and discretion to deliver basic public services. Reforming intergovernmental institutional structures to better match responsibilities is essential for realizing cities’ full economic potential.

Abstract:
For many economists government intervention is linked to low levels of interpersonal trust and corruption, while, on the contrary, for many political scientists, government intervention is associ- ated to high trust and low corruption. The goal of this paper is to reconcile these contrasting find ings by distinguishing the differing effects of trust over two alternative types of government intervention: regulation and taxation. Low-trust individuals demand more governmental regulation but less government taxation. We test the hypotheses by focusing on a particular policy – i.e. environmental policy – where governments use different mixes of regulatory and tax mechanisms, and for which we have data on both trust in others (interpersonal trust) and trust in public institutions (in- stitutional trust). The main finding is that those individuals with low trust (both interpersonal and institutional trust) tend to demand, ceteris paribus, more governmental regulation of the environ- ment and, but are less inclined to pay higher taxes to protect the environment. We also find that the effect of institutional trust is stronger than the effect of interpersonal trust, which puts previous studies in a perspective.

The Government of Botswana has, and continues to promote local government as an instrument of decentralization and public participation for local level governance and service delivery. Local authorities (LAs) are at the forefront of the provision of basic services to the local communities. The LAs are also a major channel for the use of public resources as exemplified by the significant budget allocations committed to them. It is, therefore, important that they conduct their business in the most effective and efficient manner. In order for public sector systems to deliver effective localized services, LAs in Botswana should be gradually transformed from bodies that are mainly concerned with pushing services but to proactively engage their citizens and represent their communities’ interests. Considering the extent of responsibilities of the local government authorities, there is a need to set clear expectations and have structures to ensure that local bodies respond to local needs by conducting local development in a timely, inclusive, open, honest and accountable manner. As some of the many efforts required to improve governance and service delivery in the country this paper proposes the establishment and operationalisation of an Open Local Government Framework, within which local bodies will be supported to make extensive local government information available online as part of an online LA notice board. This paper also recommends for the production of a Local Authority Data Book as a foundation for evidence-based policy-making and policy implementation.

Africa adopted an industrialization strategy, and committed to implement Agenda 2063 and Sustainable Development Goals (SDGs), all of which require adequate funding. Given that no African country fully achieved all the Millennium Development Goals (MDGs) largely due to funding constraints, domestic resource mobilization is therefore a very critical issue. Domestic resource mobilization is defined as the generation of savings from domestic resources and their allocation to economically and socially productive investments as well as accounting for such allocation. Africa has the capacity to adequately fund its development programmes from its own pool of resources (The Africa Capacity Report, 2015). Thus African governments are responsible for ensuring that national and continental development programmes are fully implemented, hence should mobilize sufficient resources to fund them. The public sector achieves this mandate through taxation and other forms of public revenue generation. In ensuring sustainable mobilization of domestic resources including curbing of illicit financial flows1, accountable governments are necessary.

As part of Afrobarometer's Round 5 surveys in 35 African countries, its partner ABCON PLC Consulting House interviewed 2,400 adult Ethiopians in August 2013. Analysis of the collected data raised significant questions about the comparability of Ethiopia results with those from other surveyed countries, particularly with regard to attitudes toward democracy. These questions are laid out and explored in this working paper. In light of these questions, Afrobarometer has not included Ethiopia results in multi-country analyses. We advise caution in any attempt to compare responses to democracy-related questions from Ethiopia with those from other African countries. Analysts are advised to use the Ethiopia data set only in a stand-alone setting or to limit their comparative analysis to items that are not focused on democracy.

While governments in Canada acknowledged the importance of social capital and social economy, and have been active in these areas in the recent years, a cross-sectoral national strategy to advance social innovation needs to be in place. There is no established labour market policy or program in Canada that would have social innovation aspects embedded in it as compared for example to the EU. The new policies are required for the further development of social finance and social enterprise sector. In September 2014, the Canadian National Advisory Board published the report Mobilizing Private Capital for Public Good: Priorities for Canada. The recommendations in the report for the domestic policy agenda are seen as a basis in this environmental scan for the potential future developments in the social innovation arena. More specific considerations for urban Aboriginal communities in Canada are also offered in this paper. Overall, this environmental scan attempts to (1) offer a vocabulary and an analysis of social innovation activity internationally and in Indigenous communities in particular, (2) discuss key issues and innovative approaches in labour market programming in Canada and abroad, and (3) offer considerations for Aboriginal communities in Canada to continue and expand the dialog with the policy makers. However, given the complexity of the issues that Aboriginal communities are facing, most considerations and recommendations are context-dependent and require further research. The research field of social innovation in the context of Aboriginal communities can be described as an opportunity not only to explore trust, balance, respect, and understanding in relationships between indigenous and non-indigenous peoples, but also to focus on the market-based strategies to achieve business targets while creating public social benefit. There still remains a gap in both literature documenting the statistics on Indigenous social enterprises and impact investing in Aboriginal businesses, the means of addressing issues in building Indigenous social enterprise pipeline, and the mechanisms in place for evaluating the effectiveness of the government or other programs targeted at improving Indigenous economic development through social innovation. Future research directions should focus on the abovementioned issues as well as on applications for innovations in job skills training and labour market programming in Canada and abroad.

The world’s urban population is projected to add 2.5 billion people by 2050, with nearly 90 percent of the increase concentrated in Asia and Africa. The provision of safe, clean drinking water in urban settings is a high priority for international development, and justifiably so. Drinking water that is protected from contamination improves health, education, and economic growth, yet roughly 150 million urban dwellers do not have access, with numbers on the rise. Fortunately, the problem has not gone unrecognized. An expansive body of work explores the causes of water market failures and the policy interventions national governments can use to mitigate them. This body of work, however, has paid less heed to local governments’ role in implementing those policies, a critical link in the chain of service provision.

As we approach this year’s deadline for achieving the UN’s Millennium Development Goals, the global development community is trying to decide how to make the new targets for 2030 more responsive and appropriate to local needs. An important piece of this debate concerns the role of local governments, and how local spending on public services such as health care and education could promote human welfare. A growing body of research explores this relationship, but so far the focus of most studies has been limited to spending by elected local governments, with the assumption that this type of local spending is the only type that matters. Yet many local entities responsible for service delivery in the developing world are not elected. Excluding resources provided directly by central government ministries or their local administrative arms ignores a rich and complicated story of how different levels of government interact to provide basic services.

Of the world’s 10.5 million refugees, just one-third reside in camps. This figure turns on its head the common perception that refugees live in rural camp settings and begs the question: where are the other seven million refugees? The short answer is that many refugees and displaced peoples make their way to cities or other communities in pursuit of better opportunities for employment and education, to join existing ethnic or familial social networks, and to gain some level of security not available to them in settlements. However, host country policies designed to protect and support refugees often apply only to those residing in settlements, implicitly discouraging refugees from moving into urban areas. So if policies largely overlook the existence of urban refugees, how do governments, humanitarian agencies, civil society organizations, and others plan, implement, and coordinate efforts to ensure that this massive segment of the refugee population is cared for?

Canada is struggling to fully develop, sell and move its energy resources. This is a dramatic change from the recent past where the U.S. has provided stable growth in demand for energy supplied by the provinces, from hydrocarbons to electricity. Current circumstances now challenge this relationship, adding environmental, policy and economic hurdles that exacerbate the impact of fluctuations in world demand and pricing. In addition, competitive interaction between provinces, aboriginal land owners and special interest groups complicate and compound the issues of royalty returns, regulatory authority and direction, land-use management and long-term market opportunities for Canadian companies. There is no strategic document guiding the country’s energy future. As the steward of one of the largest, most diverse and valuable energy "banks" in the world, Canada has a unique opportunity to exploit a critical and valuable economic niche in the world economy. Given the lack of federal leadership and the tendency for each province to undercut each other in the same marketplace, there is also the distinct possibility the nation will squander the opportunity. This document offers the rationale for a comprehensive energy strategy, literally a vision where Canada can lead and not follow opportunities in energy markets. This strategic approach to energy systems by definition will include transportation, housing, employment and financial markets. It is not a plan, not a foil for tax or policy guidance in one or more sectors. This strategy is a fundamental rail on which plans, tactics and policies can be built. This vision identifies how the provinces can work together using all the tools available to them, maximizing long-term resource development while minimizing environmental damage. This document assumes there can be a broad commitment and effort by the federal government to help build those tools, providing guidance and assistance where needed without obstructing or denying the fundaments of the Canadian Constitution, First Nations people, and the role of provinces in managing the resources within their borders. This recommended energy strategy highlights changes occurring in world markets that threaten successful, coherent energy policy development in the absence of a unifying strategy. This strategy highlights the need to look ahead, understand these changes, and create adaptive, unifying processes that will provide long-term economic and geopolitical stability using energy as the common denominator for Canada's future.

THE BRITISH GOVERNMENT PUBLISHED A DOSSIER on 24 September 2002 setting out its claims regarding Iraqi Weapons of Mass Destruction (WMD). Parliament was recalled for an emergency session on the same day to hear Prime Minister Tony Blair's presentation of it. The dossier stated that Iraq had WMD and was producing more. After the invasion in March 2003, no WMD were found. Ever since, there has been controversy as to whether the dossier reported accurately intelligence which turned out to be wrong, as Blair has claimed consistently, or whether the dossier deliberately deceived by intentionally giving the impression of greater Iraqi WMD capability and threat than the intelligence suggested.

Since September 11, 2001, Pakistan has pursued seemingly incongruous courses of action in Afghanistan. It has participated in the U.S. and international intervention in Afghanistan at the same time as it has permitted much of the Afghan Taliban's political leadership and many of its military commanders to visit or reside in Pakistani urban centers. This incongruence is all the more puzzling in light of the expansion of indiscriminate and costly violence directed against Islamabad by Pakistani groups affiliated with the Afghan Taliban. Pakistan's policy is the result not only of its enduring rivalry with India but also of historically rooted domestic imbalances and antagonistic relations with successive governments in Afghanistan. Three critical features of the Pakistani political system—the militarized nature of foreign policy making, ties between military institutions and Islamist networks, and the more recent rise of grassroots violence—have contributed to Pakistan's accommodation of the Afghan Taliban. Additionally, mutual suspicion surrounding the contentious Afghanistan-Pakistan border and Islamabad's long record of interference in Afghan politics have continued to divide Kabul and Islamabad, diminishing the prospect of cooperation between the two capitals. These determinants of Pakistan's foreign policy behavior reveal the prospects of and obstacles to resolving the numerous issues of contention that characterize the Afghanistan-Pakistan relationship today.

Despite the fact that the public in Britain had predominantly negative attitudes towards the Easter n enlargement of the European Union (EU) in 2004, the British government endorsed this policy . Since the legitimacy of elite actions on EU affairs depends on the level of public support, it is important to study the formation of public opinion and the poli tical communication processes in the European context. Using Flash Eurobarometer survey data, this article first tests the determinants of public support for EU enlargement in Britain. It then examines the nature of the relationship between elites and publ ic opinion on the 2004 enlargement. It concludes that the public discussion about enlargement in Britain was fuelled by hysteria rather than facts, and that the British policymakers failed to both provide the worried public with clear facts on the possible effects of enlargement and take substantive policy decisions to alleviate popular concerns.

As the result of changes in European governance, the environment in which national parties operate has been unambiguously modified. The complexity of European structures has put additional pressure on national parties and forced them to adapt to new challenges. The emergence of sub-national level has created new arena for national parties to perform their customary functions such as candidate selection, formulation of party manifestos, government formation etc. Yet, the sub-national level stipulated by other institutional structure differs significantly from the national one. The democratic deficit intrinsic to the EU institutions affects and changes the internal organization of national parties. Aylott, Blomgren, and Bergman aim to fill this research gap by investigating the impact of European integration on democratic accountability within Nordic political parties. Thomas Piketty's Capital in the Twenty-First Century is a tour de force—a compelling and accessible read that presents an eloquent and convincing warning about the future of capitalism.* Capitalism, Piketty argues, suffers from an inherent tendency to generate an explosive spiral of increasing inequality of wealth and income. This inegalitarian dynamic of capitalism is not due to textbook failures of capitalist markets (for example, natural monopolies) or failures of economic institutions (such as the failure to regulate these monopolies), but to the way capitalism fundamentally works. Unless the spiral is controlled by far more progressive taxation than is now the norm, the political fallout could undermine the viability of the successful “social state” (p. 471) in the advanced economies, putting the democratic state itself at risk.

Russia's actions towards Ukraine in 2013-14, which inaugurated a new Cold War in its relations with the West, presented a dilemma to Russia's allies: whether to align themselves with Russia's choices or pursue a more independent course of action. The leadership of Belarus, Russia's closest ally, chose the latter option both by establishing dialogue with the interim government and President of Ukraine, Oleksandr Turchinov, considered illegitimate in Russia and, later, by being present at the inauguration of Petro Poroshenko on 7 June 2014 and downplaying Russia's position on the 'federalisation' of Ukraine as the only way out of the country's instability. The perspective of the intra-alliance security dilemma helps explain the divergence of views between Russia and Belarus, while pointing to the changing position of the parties towards the Eurasian integration project.

There is increasing evidence that corporate social responsibility (CSR) is emerging as a management issue within Chinese business (Moon and Shen 2010; Yin and Zhang 2012). The main drivers of this movement, which are commonly discussed, include domestic political will and international pressure. However, what is less understood is the nature of the shaping of CSR. As a concept, CSR has been widely interpreted as the way companies take into account interests of a broader range of stakeholders beyond owners and shareholders of the firm. Hence, it is about the way firms develop policies and practices to minimize the negative impacts and even increase the positive impacts of their business practices on various stakeholder groups. China's insatiable appetite for natural resources and energy to fuel its national growth is having an increasing impact on the domestic and global environment. Globally, China has turned to resource-rich regions in Africa and South America, at times engaging so-called “rogue states” to secure the resources it requires. Now is a critical juncture at which to encourage socially responsible behaviours in the Chinese extractive sectors, such as adopting the Extractive Industries Transparency Initiative (EITI). This analysis discusses the current corporate social responsibility (CSR) mechanisms in extractive industries and assesses the feasibility of socialising China towards adopting CSR global norms in the extractive industries. This article has three sections. The first discusses China's environmental governance trajectory and ecological footprint in the domestic and global extractive industry. The second section discusses the factors contributing to the success and failure of various CSR mechanisms, with a specific focus on the EITI, and the final section expounds on the emerging challenges and issues and concludes with policy recommendations.

NGO–firm partnerships have been well studied in the literature on corporate social responsibility (CSR) (Marano and Tashman 2012; Dahan et al. 2010; Oetzel and Doh 2009). However, these studies have generally limited their focus to Western multinationals and Western NGOs and, moreover, not by-and-large examine in depth the institutional settings under which either the firm or the NGO operates Building on recent institutional approaches to CSR (Brammer, Jackson, and Matten 2012; Kang and Moon 2012; Matten and Moon 2008), this paper examines how the institutional dynamics of several partnerships between Chinese firms and NGOs affect the manifestation of CSR (e.g. “implicit” vs. “explicit”). The paper also looks into how CSR and NGO–firm collaboration plays out within a changing state-corporatist framework in Chinese context (Unger and Chan 1995, 2008; Hsu and Hasmath forthcoming). The paper then argues 1) that the involvement of an NGO in the partnership reflects a changing institutional setting in China, and 2) that type and level of involvement of Chinese government institutions affects whether a given firm takes an “implicit” or an “explicit” approach to CSR.

China\'s state-led model of corporate social responsibility (CSR) does not seem to present a promising environment for the participation of non-governmental organizations (NGOs). Nevertheless, we observe recent examples of NGO involvement in CSR initiatives. Chinese NGOs are using the CSR platform to challenge the environmental practices of firms operating in China. We take a field-theoretical approach that focuses on the agency of actors. We show how an international NGO proposes a new standard and how Chinese NGOs use local environmental information disclosure laws to engage with firms in the textile supply chain. We find that NGOs leverage the power of brands to influence the practices of Chinese suppliers. However, we find differences in the framing and tactics employed by international NGOs versus their Chinese counterparts. Field analysis helps better understand the actors in the field of CSR, along with their motivations and their resources, and it offers a useful perspective on civil society development in China.

This article compares and contrasts two important phases of social incorporation in Brazil: (i) an early punctuated period that integrated formal sector workers and civil servants under President Getúlio Vargas (1930–1945) and (ii) a later more extended sequence that strived to include the informal sector poor, beginning with the military regime (1964–1985), gaining momentum with the 1988 Brazilian Constitution and the presidency of Fernando Henrique Cardoso (1995–2002), and continuing under President Luiz Inácio Lula da Silva (2003–2010). It captures the shift from a welfare state based on corporatist principles to one that comes closer to basic universalism. Whereas Vargas's incorporation project addressed workers as producers, later governments incurporated the informal poor as beneficiaries of public policy programs – including income support policies – in a more individualist and liberal fashion.

This article discusses the participation of civil society during the governments of President Lula, particularly in institutional public spaces. The participation of civil society in decision-making processes, incorporated in the Brazilian Constitution of 1988, has been a central principle in the political project of the Partido dos Trabalhadores (PT) since its foundation in 1980. This paper examines the extent to which this principle has remained effective and has been actively implemented at the federal level since the PT came to power in 2002. It also analyzes the concrete results of implementing greater participation and the difficulties faced in doing so. In addition, it explores both the continuities and new developments that have emerged during the government of Lula's successor, Dilma Rousseff.

This article utilizes interviews with former Australian policy-makers to analyze the credibility of the United States to defend Australian forces during the 1999 INTERFET intervention in East Timor. While there was no direct threat to Australian sovereignty, the episode stoked concerns in Canberra regarding the willingness of Washington to come to Australia's assistance. The Howard government coveted a US tripwire force presence, and the Clinton administration's unwillingness to provide this raised serious concerns among Australian political elites about the alliance. While this says little about the separate question of whether Washington would use nuclear or conventional weapons in defense of Australian sovereignty, the Timor case indicates the existence of an extended deterrence credibility deficit regarding the more probable low-intensity conflicts that Australia finds itself in.

Cynthia Barmore builds on primary survey research conducted in Bosnia and Herzegovina to offer new explanations of the constraints placed on farmers by an unreformed land system. Natasha Geber addresses an underexplored policy area, looking at Russia’s geopolitical ambitions in the Arctic and offering a perspective on the chances of international cooperation on Arctic issues. Abby McCartney pulls together two seemingly disparate policies, seeing an opportunity for New Jersey to expand its successful drug court program using provisions of the Affordable Care Act. Emily Wiseman looks at how women and girls still tend to be excluded from post-disaster relief efforts, even though almost all implementers understand that this exclusion exacerbates gender inequality and retards reconstruction. Abstract:
The two races living on the same land come face to face to fight against each other for their own interests and rights. The history of Sri Lanka from its inception is red with bloodshed between the Tamils and the sinhala. Whereas, the indigenous Tamils remained calm and cool, the migrant Tamils made a group to get their own home land in Sri Lanka by conquering and snatching the piece of land known as Eelam. They struggled, killed general public and the people in security, there was a time when security forces were tired off and LTTE fighters were aggressive. There was a movement in the history very well known as the event of 9/11 that defined these fighters clearly as terrorists. It further strengthened and encouraged the Sri Lankan government to get the international moral, financial and military support. That ultimately resulted in a national success and LTTE lost the war in 2009. The Sri Lanka government faces the challenge of accommodating the Tamils and brings them into the governing, security and educational force of the nation. Also resolve their all political, economic, social and psychological grievances.

650. Value Subtraction in Public Sector Production: Accounting vs Economic Cost of Primary Schooling in India

Abstract:
We combine newly created data on per student government expenditure on children in government elementary schools across India, data on per student expenditure by households on students attending private elementary schools, and the ASER measure of learning achievement of students in rural areas. The combination of these three sources allows us to compare both the "accounting cost" difference of public and private schools and also the "economic cost"—what it would take public schools, at their existing efficacy in producing learning, to achieve the learning results of the private sector. We estimate that the "accounting cost" per student in a government school in the median state in 2011/12 was Rs. 14,615 while the median child in private school cost Rs. 5,961. Hence in the typical Indian state, educating a student in government school costs more than twice as much than in private school, a gap of Rs. 7,906. Just these accounting cost gaps aggregated state by state suggests an annual excess of public over private cost of children enrolled in government schools of Rs. 50,000 crores (one crore=10 million) or 0.6 percent of GDP. But even that staggering estimate does not account for the observed learning differentials between public and private. We produce a measure of inefficiency that combines both the excess accounting cost and a money metric estimate of the cost of the inefficacy of lower learning achievement. This measure is the cost at which government schools would be predicted to reach the learning levels of the private sector. Combining the calculations of accounting cost differentials plus the cost of reaching the higher levels of learning observed in the private sector state by state (as both accounting cost differences and learning differences vary widely across states) implies that the excess cost of achieving the existing private learning levels at public sector costs is Rs. 232,000 crores (2.78% of GDP, or nearly US$50 billion). It might seem counterintuitive that the total loss to inefficiency is larger than the actual budget, but that is because the actual budget produces such low levels of learning at such high cost that when the loss from both higher expenditures and lower outputs are measured it exceeds expenditures.
