Abstract:
In Working Paper 88/2017 of ELIAMEP’s South East Europe Programme, Research Associate Bledar Feta deals with the political situation in Kosovo. More specifically, the paper attempts to provide the main aspects of the political and institutional crisis that hit Kosovo after Parliamentary elections of June 8th, 2014. The aim of the paper, besides giving an overview of the most important developments since then, is to provide an analysis on the attempts of Kosovar political class to establish a stable government putting under the microscope their political behaviour. In addition, the paper deals with the last parliamentary elections, as well as the new government’s priorities, the challenges ahead and the key policy issues which remain a major talking point in the political and public debate, polarizing opposition, the coalition government and the public opinion in general.

Ukraine’s legislative initiatives to establish state control over religion have recently brought the fate of the Orthodox Church back into the limelight. Despite the delayed vote, the bill can be back on the Parliament’s agenda any time soon. The incumbent government voices its disapproval of the Ukrainian Orthodox Church (UOC – Moscow Patriarchate), the only canonical church in the country. This offers hope to several non-canonical religious institutions, which aspire to obtain the status of autocephalous (self-governed) churches. In early 2016, Ukraine’s religious scene was dominated by 9 Orthodox churches (including the Old Believers) and 64 autonomous Orthodox communities. The country’s biggest Orthodox Church – as measured by different criteria – remains the one aligned with Moscow.

554. Scaling the Eurobond Debt Wall

Abstract:
The writing is on the wall - Zambia is at a high risk of debt distress: The country risks defaulting on repaying the principal amounts of the three Eurobonds due during 2022-2027. A default could lead to exclusion from the international capital markets, a dented reputation which would culminate into a decline in Foreign Direct Investments and reduced credit to the private sector and credit rating downgrades. This would ultimately result in an economic contraction which would affect future payments and further compounding the default. Government has to pay back US$750 million in 2022, US$1 billion in 2024 and US$1.25 billion over 2025-2027. Between 2018 and 2022, Government will spend about US$237.4 million per annum in interest payments towards the three Eurobonds – this annual amount is about the same as the entire social protection budget in 2017. Policy measures have been put in place to manage the debt, but they seem inadequate: The measures include a debt management strategy that will guide borrowing decisions in the medium term. The Government has also signalled its intensions to set up a sinking fund and/or refinance the debt – essentially replacing the old loans with a new loan offering different, perhaps more favourable, terms. To set up the sinking fund, Government intends to set aside K100 million in 2018, K800 million in 2019 and K3.97 billion in 2020. But setting up the fund requires an excess of K6 billion per annum between 2018 and 2022. No clear indication has been given with regard to when refinancing will be considered. So the plans put in place may not be adequate to pay back the Eurobonds. Government should not wait until it is too late: In order to meet the principal and interest payments on the three Eurobonds, Government needs to start the strategies for paying back the Eurobonds sooner rather than later. Government has already lost time as a pay-back plan should have been instituted for the Eurobonds as soon as they were issued. But without any budget surpluses, and with foreign financing having somewhat dried up, Zambia has to look to more domestic resource mobilisation to raise the funds needed to pay back the Eurobonds.

U.S. government agencies and military Service branches produce numerous reports and briefs each year that fall in the category of lessons learned. These institutional reports, and the effort that goes into them, play an important role for groups who are responsible for many lives and the nation’s resources. Some of these documents come after extensive investigations related to accidents, such as the loss of the space shuttle Columbia in 2003, or as a part of regular operations, such as after action reports. Moreover, all of the Services set up divisions dedicated to collecting lessons learned reports for internal and external inquiries, including the Army with its Center for Army Lessons Learned, the Navy’s Lessons Learned Information System, whose title mirrors the Joint Lessons Learned Information System, and the Air Force Lessons Learned Program. The United States Marine Corps is, as always, aligned with its sister Services in its efforts to write, publish, and disseminate doctrinal publications. At Marine Corps Base Quantico, Virginia, home of Marine Corps University (MCU), the Corps supports several divisions that house lessons learned. The Marine Corps Center for Lessons Learned (MCCLL) produces a variety of documents to support training and planning for Marine Corps exercises and operations, but also for the warfighting capability development process. Their Marine Corps Campaign of Learning Information System keeps these documents secured and available for those with suitable credentials. The History Division’s Archives Branch, located in the Brigadier General Edwin H. Simmons Marine Corps History Center, is designated by Records, Reports, Directives, and Forms Management (ARDB) to collect, hold, and transfer command chronologies filed by units semiannually (monthly when deployed), which in turn are reported to the Commandant of the Marine Corps and become permanent records of the United States. Command chronologies stand as the official record of a unit and its activities for the reporting period and are used by Headquarters Marine Corps, the Department of Defense, the Department of Veterans Affairs, Congress, and other governmental and nongovernmental entities to understand the activities, procedures, processes, and lessons learned by units. The Archives Branch holds all submitted unit command chronologies from 1976 to the present. In addition, it maintains after action reports, special action reports, and reports on lessons learned for units deployed during World War I, World War II, and the wars in Korea and Vietnam. Archives also maintains reports on major Marine Corps amphibious exercises from 1921 to 1980, major developments in amphibious doctrine between 1935 and 1990, and the development of amphibious technology from 1930 to 2000, many of which contain insight into lessons learned from those activities. These resources, once deposited with the Archives Branch, are useful to commanders and historians, and despite difficulties obtaining high-quality documents, History Division staff encourage Marines to write and deposit command chronologies regularly. Mention the term lessons learned to any Marine, soldier, sailor, or airman, and they will joke about lessons captured, observed, unlearned, or the so-called black box where these reports disappear. There may be some validity to their criticism, yet all of the Services continue to record lessons learned with good reason. Without a record of facts, it is impossible to reflect on how to improve operations from the tactical to the logistical. For this issue of the MCU Journal, the editors—with the guidance of the editorial board and numerous peer reviewers—have assembled different interpretations of lessons learned. Indeed, the authors of these four articles address diverse topics in the pursuit of increasing military readiness and effectiveness. Dr. Nathan Packard looks to the Corps’ relations with Congress, identifying how the Marine Corps, more so than other Services, has gained a reputation with and sometimes the criticism of members of Congress. Colonel Joseph A. Lore, however, sees room for improvement in supporting military efforts by revising a staple in any Marine officer’s library—the Small Wars Manual. Dr. Jonathan Wong extends Packard’s civilian-military relations theme, recommending that the Department of Defense learn from its experiences in Afghanistan and Iraq by adopting some of the rapid acquisition techniques used during Operation Enduring Freedom and Operation Iraqi Freedom to guarantee the future warfighter’s ability to engage in the next generation of war, which will undoubtedly strain the nation’s resources as the fight against terrorism and insurgencies continues.

Tarihsel analizler, Türkiye Ekonomisinin en temel sorununun dış açık olduğunu ortaya koymaktadır. Kalkınma girişimlerini kesintiye uğratan bu sorunu aşmak için 1980’li yılların başında ithal ikameci büyüme modeli terk edilerek ihracata dönük büyüme modeli benimsenmiştir. 1980’li yılların sonuna doğru bu modelin sürdürülebilir olmadığının görülmesi üzerine, 1990’lı yılların başından itibaren yüksek faiz ve düşük kur beklentisine odaklı kısa vadeli sermaye girişlerinin [portföy yatırımları] uyaracağı tüketim talebine dayandırılmış yeni bir büyüme modeli hayata geçirilmiştir. Ne var ki bu model, iktisadi yapının kırılganlığını artırarak 1994, 2000 ve 2001 yıllarında ağır finansal krizler yaşanmasına sebep olmuştur. 2001 Krizi’nin ardından mali disiplin, sıkı para politikası ve bankacılık reformu temelinde kurgulanmış bir program izlenerek yeni bir büyüme dalgası yakalanmıştır. Bu dönemde enflasyonun denetim altına alındığı, bütçeden yapılan faiz ödemelerin azaldığı, devletin borçlanma gereğinin ve toplam borç yükünün hafiflediği görülmektedir. Diğer taraftan 2005’den itibaren doğrudan yatırım girişlerinin keskin bir biçimde artmaya başlaması ile birlikte dış açık’ın finansmanında kısa vadeli sermaye girişlerine duyulan ihtiyaç azalmıştır. Bütün bu gelişmeler sayesinde Türkiye Ekonomisi, 2008’de vuku bulan Küresel Finans Krizi’ni minimum hasar ile atlatmayı başarmıştır. Bu krizin bir sonucu olarak 2008 ve 2009 yıllarında hafif bir sarsıntı geçiren Türkiye Ekonomisi [işsizlik ve dış açık sorunlarını henüz çözememiş olmakla birlikte] 2010’dan itibaren hızlı bir biçimde toparlanmıştır.

Last month, a leaked US State Department budget document raised concerns around whether the Trump administration plans to eliminate funding for the State Department’s Office of Global Women’s Issues. These concerns were allayed by the budget released this week that maintains the office and gives it more funding. This reprieve from the general cuts in the foreign assistance budget is welcome, but the fact that the office still lacks an appointed leader from the new administration raises questions about what—if any—strategy the United States will implement in this important area.

It is time for the Canadian government to conduct a holistic review of Canada’s national security complex. The Defence Policy Review is floundering as a consequence of an uncooperative world, Canada’s domestic security institutions require legislative empowerment, and the election of Donald Trump has placed increased pressure on Canadian security and defence. Securing the U.S.’s northern border is a no-fail mission for Canada as peace and prosperity depend upon it. However, this must be done within Canadian security norms and values. Only a ground-up examination of the Canadian national security system will elicit a comprehensive understanding of the current deficiencies that will allow focused alignment of government objectives, policies and public funds. Crisis management requires a strategic plan with clear objectives from which to conduct concurrent and coordinated activities. The Trudeau government has the team in place; now, it needs a new National Security Policy statement to assist in “lead turning” an unconventional U.S. administration steadfast in its stance over national security.

This publication offers the Key Issues and Policy Recommendations based on the results of the Ninth International Conference “Ukraine’s Security Sector Reform: Accomplishments and Plans”. Ukraine, in challenging circumstances, has made significant achievements in strengthening its national defence capabilities and developing its national security system. This has been possible due to the joint efforts of the Ukrainian government and society, and the unprecedented level of external support provided by Western entities: individual states, governmental and non-governmental organisations alike. 561. The Abuse of Obligatory Presidential Broadcast in Latin America

When Venezuelan opposition leader Jesús Torrealba held a much anticipated rally in September 2016, only one television channel, Globovisión, was willing to broadcast it. By then, the 24-hour news channel stood alone as the one major broadcaster daring enough to air critical coverage of the government. he speech was particularly newsworthy because Torrealba that day was planning to call for nation-wide protests in favor of a referendum on President Nicolás Maduro. The Venezuelan constitution allows for what is essentially a recall by plebiscite if citizens can marshal enough signatures in favor of one, but the country’s electoral commission, Torrealba alleged, was stonewalling the process in spite of the opposition’s success at collecting the signatures. He had hoped his speech could provoke demonstrations of irrefutable public support for the referendum. After only a few minutes at the podium, however, the transmission of his speech was interrupted without warning.1 President Maduro had ordered a blanket broadcast across all radio and television stations–what is known in Spanish as a cadena nacional. These presidential broadcasts resemble a US Oval Office address in style, but in Venezuela the law obliges both state‑owned and private media to carry the transmissions, which have lasted as long as eight hours. When Maduro invoked this law to interrupt Torrealba’s speech, Venezuelans had no choice but to listen to Maduro or simply switch off their TVs and radios. This is not an isolated event. The abuse of presidential broadcast laws, which was first witnessed in Venezuela under Maduro’s predecessor, Hugo Chávez, has become a source of concern in several countries in the region, including in Argentina and Ecuador.2 This report looks at how obligatory presidential broadcasts have risen with a wave of populist authoritarian governments in Latin America, and how the abuse of such transmissions, coupled with other efforts to suppress independent press, has been a significant detriment to democratic deliberation. By looking at legal restrictions on this practice in the region, the report also provides some insight into how the abuse of obligatory presidential transmissions could be curtailed.

This is the first of a three-part series of essays on Yemen highlighting the magnitude and impact of the civil war on Yemenis. Yemen continues to suffer in silence as the world turns away from its ongoing misery. Despite over two and a half years of war, the average American seems oblivious to the United States’ role in fueling the conflict in Yemen. While wealthy Arab states like Saudi Arabia and the United Arab Emirates bombard the Middle East’s poorest country, pushing the country toward famine and an unprecedented cholera outbreak, the US government (beginning with the Obama administration and continuing with Trump) has continued to fully support the Saudi-led coalition through the sale of weapons, mid-air refueling, targeting intelligence, and other logistical support.

Egypt's army portrays itself as a faithful guardian "saving the nation." Yet saving the nation has meant militarizing it. Zeinab Abul-Magd examines both the visible and often invisible efforts by Egypt's semi-autonomous military to hegemonize the country's politics, economy, and society over the past six decades. The Egyptian army has adapted to and benefited from crucial moments of change. It weathered the transition to socialism in the 1960s, market consumerism in the 1980s, and neoliberalism from the 1990s onward, all while enhancing its political supremacy and expanding a mammoth business empire. Most recently, the military has fought back two popular uprisings, retained full power in the wake of the Arab Spring, and increased its wealth. While adjusting to these shifts, military officers have successfully transformed urban milieus into ever-expanding military camps. These spaces now host a permanent armed presence that exercises continuous surveillance over everyday life. Egypt's military business enterprises have tapped into the consumer habits of the rich and poor alike, reaping unaccountable profits and optimizing social command. Using both a political economy approach and a Foucauldian perspective, Militarizing the Nation traces the genealogy of the Egyptian military for those eager to know how such a controversial power gains and maintains control.

Poland’s structural deficit is one of the largest in the EU. While other Member States are taking action to reduce their deficits, the Polish government has not only introduced costly projects, but has also announced additional projects that will further aggravate the state of Polish public finances. The aim of maintaining the nominal deficit under 3% of GDP, as declared by the government, is insufficient because it does not leave a margin of safety in case of an economic slowdown. In the meantime, the turbulent global economy and the structural challenges the Polish economy is facing make the scenario of an economic slowdown increasingly plausible. Between March 15 2017 and June 15 2017, 207 projects that violated the Environment Impact Assessment (EIA) Notification applied for an environmental clearance. These applications have come as a result of a notification that the Environment Ministry had passed on March 14th 2017 which gives an opportunity to projects that have violated conditions of the EIA Notification to apply for a clearance within a period of six months, ie by September 15. This notification was passed despite much criticism of the draft notification that was issued on 10 May 2016. The CPR-Namati Environmental Justice Program has analysed these applications to see what are the kind of geographical and sectorial spread of these violations and whether there are any trends emerging out of the applications that have come in till June 15. The Environment Ministry has already started looking at the applications through a Committee that has been set up for this. This Committee is headed by Dr SR Wate and had its first meeting on 22 June 2017. The Committee in its first meeting has examined ten applications. Out of these ten applications, the committee has already recommended seven for grant for a Terms of Reference subject to conditions. This working paper would be updated with the analysis of the applications that are coming in as well as the progress of these applications.

Drezner is a rare scholar whose public policy impact is every bit as great as his scholarly one. As such, he is ideally placed to assess the transformation of what he calls the “Ideas Industry,” a general term for the network of institutions producing new (or repackaged) foreign policy ideas.

At times, plaintive howls can be heard through those windows: the wails of wounded officers lying on neatly trimmed fields under the bright sun, waving their arms desperately to attract the attention of medics converging on a nearby field ambulance. Meanwhile, scores of military officers, civilian officials and law enforcement personnel inside the buildings barely notice, and all resist the presumably well-ingrained temptation to spring into action. Ignoring the noise outside is certainly understandable, for the sounds are from just some of many training exercises on the Army’s sprawling military base at Fort Benning, Georgia. The military officers, civilian officials and law enforcement personnel are students at one of the base’s facilities, the Western Hemisphere Institute for Security Cooperation (WHINSEC), and are deadly serious about their studies – on countering transnational threats, UN peacekeeping operations, and intelligence analysis of transnational operations, among other courses offered. But, there is one notable feature that distinguishes the educational exercises at this building from any other, and which unites the students in this particular facility: every student in every course begins studies with classes on human rights and democracy, as delineated by the U.S. experience.

President Donald Trump has made clear his intent to utilize wartime detention in the fight against al-Qaeda and ISIS. As former Deputy Assistant Secretary of Defense for Rule of Law and Detainee Policy, William Lietzau, and I have argued elsewhere, this could be a positive development in the United States’ evolving approach to the war against al-Qaeda, ISIS, and their associates, so long as it is coupled with a commitment to continuing key detention policies and humane treatment standards developed over the past fifteen years. In recent years, the United States has largely avoided adding to the detainee population at Guantanamo (GTMO) – mainly in reaction to some of the more infamous excesses from the first couple of years after the attacks on September 11, 2001. But failing to capture new enemy fighters has come with an operational and humanitarian cost. The United States should take the opportunity that comes with political transition to re-embrace the wartime detention mission.

Faced with a rapidly growing volume and range of cyber attacks, policymakers and organizational leaders have had difficulty setting priorities, allocating resources, and responding effectively without a standard way to categorize cyber events and estimate their consequences. Presidential Policy Directive 41 laid out the Obama administration’s principles for executive branch responses to significant cyber incidents in the public or private sector. But it neither drew important distinctions between different types of cyber incidents, nor gave a standard way to determine where a particular incident falls on its 0-5 point severity scale. This policy brief demonstrates how an analytical framework developed at the Center for International and Security Studies at the University of Maryland (CISSM) can help address these problems. It first differentiates between low-level incidents and more significant cyber events that result in either exploitation of information and/or disruption of operations. It categorizes five types of disruptive events and analyzes 2,030 cyber events in a dataset developed from media sources, showing that cyber exploitation remains more common than disruption, and that most disruptive activity fits into two categories: message manipulation and external denial of service attacks. Finally, the brief offers a standard method to assess the severity of different categories of disruptive attacks against different kinds of organizations based on the scope, magnitude, and duration of the event. This Cyber Disruption Index (CDI) is then applied to survey data on Distributed Denial of Service (DDoS) attacks in the private sector to assess severity within a common category of disruptive events. Of 3,900 cases reported, only 5 events (less than 1% of the DDoS cases) had a combined scope, magnitude, and duration severe enough to be a priority for prevention and potentially warrant government involvement.

Papua New Guinea entered its 2017 National Election after a tumultuous period in the country's politics and economy, and there remains much uncertainty about the election process, with significant implications for the country's future. In the last ten years key political, bureaucratic, and regulatory institutions have struggled and in some cases, failed. These struggles have been more profound under the O'Neill government despite some tangible advances in the country's ambitious Vision 2050 roadmap. There is a widespread desire across the country for robust and independent institutions to ensure economic gains are transparently and sustainably managed. The ultimate question for many voters in the 2017 general elections was not who would form the next government, but who would be the most credible leader. [3] With elections now over, and the O'Neill government returning for a second term, what does Papua New Guinea expect of the new government and those in power? This analysis attempts to address how key trends in PNG's politics will impact upon both the bureaucracy and regulatory environment. It will identify some of the key actors and how they are likely to change. It will discuss current political trends, their impact on the regulatory and legislative environments and how likely they are to continue in the future. Finally, it assesses the prospects of continuing dysfunction in PNG politics, the further marginalisation and deterioration of the bureaucracy, and how this destructive course might be avoided.

The new O'Neill government faces a rapidly changing external environment as it struggles to manage a significant domestic economic downturn and unprecedented pressures on the national budget. Australia remains Papua New Guinea's closest foreign partner; by far its largest bilateral aid partner, trading partner and foreign investor, but its influence is diminishing as that of other actors is growing. China is an increasingly important player - as a trade partner, investor in infrastructure and source of foreign loans, as well as in the small to medium business sector. Relations with other Asian nations are expanding. Large foreign companies are exerting more influence on government policy than most nation state development and trade partners of Papua New Guinea can hope to exercise. These relationships are likely to come into sharper focus over the next year, as the PNG government prepares to host APEC in 2018. It is not clear that the new PNG government has the capacity to pursue the national interest abroad while it is preoccupied with a complex set of challenges at home.

Donald Trump has put US policy in East Asia on autopilot. But that could leave the United States far off course — and in a crisis, Trump will be required to fly the plane. Despite President Donald Trump’s promise to adopt an America First foreign policy, US policies in East Asia — on issues from trade, to diplomatic engagement, to the North Korean nuclear crisis — now more closely resemble those of Trump’s predecessors than his campaign vision. There are few advisers around President Trump with the necessary expertise, experience, and inclination to implement an America First foreign policy in Asia. Most principals hold conventional Republican views, and lead institutions that have advanced conventional policies. As a result, US policy in East Asia is on autopilot. The greatest risks are not a deliberate crash, but that of a crisis, in which the autopilot will disengage and President Trump will be required to fly the plane; or that the United States will drift far off course before a qualified pilot can retake control.

Over the past year, U.S. higher education institutions have spread the message #YouAreWelcomeHere globally through videos and social media. However, with policy shifts and public debates on immigration, questions abound regarding the United States’ ability to continue attracting and educating the brightest talent from around the world: “Will the number of international students in the United States decline?”; “Are changes at my institution reflected at other colleges and universities?”; “Do international students still want to come to the United States?”; “Are other countries attracting international students away from the United States?” This report explores these complex questions through findings from the Fall 2017 International Student Enrollment Hot Topics Survey. A national survey of U.S. higher education institutions conducted annually since 2005, this report provides the international education field with a snapshot of current patterns and trending topics in international student enrollments. This year’s survey focused on understanding Fall 2017 new international student enrollment, institutional recruiting and outreach priorities, and how the current U.S. social and political climate is impacting U.S. colleges and universities. The report is released jointly with and complements the Open Doors Report, which provides a comprehensive view of international student enrollment in the United States based on data from the previous academic year, 2016/17. However, it should be noted that because this report reflects just a snapshot from 522 institutions, the full picture for 2017 fall enrollments will be reflected in Open Doors 2018, available in November 2018. The results of this survey are designed to provide insight into how U.S. higher education institutions are impacted by the shifting U.S. landscape. Additionally, the findings provide information for colleges and universities to benchmark their own enrollment patterns and to inform ongoing outreach and recruitment strategies.

This paper examines the United Nations Development Programme’s role in South and North Korea’s economic development. The UNDP is not only the UN’s lead agency for economic and social development, it is one of the few UN organizations to have worked with both countries in traditional bilateral arrangements, as well as a in multilateral initiative. Operating in South Korea from 1963 to 2009, the UNDP contributed to the nation’s economic development by complimenting the government’s policies. However, its role was minor compared to the government’s own actions. Nonetheless, South Korea has served on the UNDP board four times since its UN admission in 1991, raising the country’s diplomatic standing. After North Korea joined the UNDP in 1979, the organization’s work in the country focused on improving food production and supporting industrial development. These activities helped improve the economic crisis since the 1990s. In the 1990s, the UNDP provided humanitarian assistance and scholarships to develop human resources. Pyongyang officials restricted the UNDP’s work throughout the time it was active in North Korea. These violations led the UNDP to suspend operations in 2007. Since the early 1990s, the UNDP has supported the Tumen River Area Development Program, the only initiative that involved the two Koreas, as well as China, Russia and Mongolia. Although the UNDP facilitated initial contacts, it was unable to overcome longstanding animosities and disagreements. The successor Greater Tumen Initiative continues to languish.

This contribution sets out a research agenda that explores the promises of combining theories of hegemony and governmentality in the study of world politics. It is argued that certain forms of governmentality are ‘strategically selected’ and form part of hegemonic strategies while hegemonic strategies are enhanced by techniques of governmentality. It is also important to look at the underlying context that allows for micro practices to be ‘colonised’ by macro actors and which drives such actors to use such techniques. The theory of hegemony is seen as better at highlighting the context in which strategic action takes place, while governmentality is better at showing the workings of the technologies and techniques that are deployed by strategies of governing. Hegemony and governmentality therefore form part of the back and forth between macro and micro, structure and agency, institution and practice, highlighting different aspects of this constant interaction.

The Trans Legal Mapping Report is a research project by ILGA World, detailing the impact of laws and policies on trans persons across the globe. Its latest edition, released in September 2020, covers the legal situation in 143 UN member States: it highlights provisions which set out how trans and gender-diverse people can change their sex/gender marker and names on official identity documents (legal gender recognition), but also collects information on laws criminalising trans identities, both explicitly and de facto – looking at the situation for our communities in every region of the world. All too often, processes for gender marker and name change include requirements that are blatant human rights violations: this report outlines them clearly, but also shows progressive examples from across the world. 584. The Difference Resilience Makes: U.S. National Preparedness – From Civil Defence to Resilience

Resilience is a new component of the security empire. But its conceptual relations to security and defence are still unclear. This paper argues that resilience is the replacement of former civil defence measures in the US. Hence, it traces the origins of resilience during the past 60 years of US policy history. National preparedness thereby serves as the key issue along which the conceptual changes are traced. The paper is guided by the research question what is the difference resilience makes and, therefore, establishes changes and continuities along the way. In the first part, the reasons for the introduction of civil, or passive, defence as complementary to active defence are given. During this period, approximately 1950-1980, civil defence was based on retaliation and deterrence logics. During the 1970s, a major change took place when emergency management became part of security considerations and mitigation was introduced. Emergency management was nevertheless subsumed under a civil defence agenda. It was subsumed due to a ‘dual-use’ logic, stating that emergency preparation is fundamentally a local issue and independent of its source. Two characteristics of today’s resilience policies are found in this regard: first, the ‘dual-use’ approach as precedent for todays’ ‘all-hazard’ policies and second the perception that all emergencies are local phenomena. The end of the Cold War led to a decisive change in the concept of security itself and rendered former civil defence conceptions obsolete. Thus, emergency management became independent, while civil defence considerations were poured into a new conception of ‘homeland defence’ directed at the new emerging threat of terrorism. After 9/11, homeland defence became ‘Homeland Security’, and incorporated the emergency management sector. The Department of Homeland Security was modelled after the Department of Defence and acted under the tight security conceptions ‘prevent, protect, and respond’. These conceptions proved too tight for an agency responsible for ‘all-hazards’ as shown by Hurricane Katrina. After Hurricane Katrina, a new disaster circle was inaugurated which brought mitigation back and moreover introduced resilience as guiding organisational principle.

This is a trying period for anyone that pays attention to African migration. Migrants’ gruesome deaths while in transit are given more coverage. Of these, those in the Mediterranean Sea, and to a lesser extent, the Sahara Desert make it more into the news. But there are also deaths in places in-between. Some are reported. Others are not. One only gets glimpses of such deaths when repatriated migrants mention or lament them. There has been more coverage of Libyan “Slave auctions,” at least after CNN released taped evidence from such markets (Elbagir, Razek, Platt, & Jones, 2017). The African Union (AU) and selected African states, including Nigeria, (which by dint of its sheer population size in the African continent, has more citizens caught up in the movements of migrants intent on getting out of their countries to realize dreams of social, economic and political security elsewhere), belatedly responded (Ibuot & Okopie, 2017; Daily Nation, 2017; Busari, 2017). Some have not bothered to do so. It is amazing that Nigeria and other African countries have embassies and diplomatic representative in Libya, yet, there was no previous report, awareness, response, nor were any measures whatsoever taken to document, respond to, and correct the abuses of citizens and violation of their human rights. What then is the value and utility of diplomatic representation? How do African governments understand their responsibilities to citizens? What is the function of the media in these countries? What is the duty of the AU?

Foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and plays a special, positive role in the process of Polish integration with the European Union. This paper presents the results of the investigations concerning foreign activity of Polish local and regional governments with Russia. In particular, there is intensive cooperation with the Kaliningrad region, the only region bordering Poland and refers to the neighboring provinces of Warmia and Mazury and Pomorskie. Studies have shown, however, that 11 out of the 16 Polish provinces signed agreements with other regions of Russia and only 2 have no cooperation.

POMEPS Studies 28: New Analysis of Shia Politics The study of Islamist movements has often implicitly meant the study of Sunni Islamist movements. An enormous amount of political science scholarship has dissected the ideology, organization, and political strategy of Sunni Islamist movements.However these academic communities that study Sunni Islamism often proceed without any interaction with the academic communities that study Iran or Shi’a politics in Arab countries. Studies of Iran and of Shi’a movements similarly often proceed in isolation from the literature on the Arab world or Sunni Islamist movements. This is unfortunate, because Sunni and Shi’a Islamist political dynamics engage many similar theoretical or intellectual issues and could offer each other critically important comparative perspective. Therefore, on October 13, 2017, POMEPS convened an interdisciplinary workshop of scholars of Shi’a politics to discuss these questions and to probe the similarities and differences between the two academic communities. We are delighted to publish this collection of essays resulting from that workshop. The essays range widely, both thematically and geographically, and together offer a deeply informed and often surprising portrait of political changes across very different contexts. They also reveal the profound methodological and intellectual divides between the academic communities studying Sunni and Shi’a Islamism. The essays in this collection range broadly over these issues and represent a starting point for the development of a research community. In the coming years, we hope to see much more attention paid to the comparative study of Sunni and Shia Islamism across diverse contexts. Bridging these linguistic, analytical, methodological and political divides would be an important step forward in the broader understanding of Islamist politics.

Global Philanthropy Project and Funders for LGBTQ Issues are pleased to present the 2015-2016 Global Resources Report: Philanthropic & Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, a comprehensive report on the state of foundation and government funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report captures data on 12,964 grants awarded by 511 foundations, intermediaries, and corporations and by 15 government and multilateral agencies over the two-year period of 2015-2016. It provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, and population focus, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. Comparing the 2015-16 versus 2013-14 data, we track a 35% increase in number of reported grants and show that global LGBTI funding grew by 23%, or $100 million (USD), in total grant amount.

While the late 20th century saw a blossoming of civil society organizations, the beginning of the 21st century has been a period of upheaval. In response to both the threat of terrorism and to growing populist pressure for democracy, transparency, and government accountability, states have used new laws and tactics to restrict freedom of association and freedom of expression. Lesbian, gay, bisexual, and transgender (LGBT) organizations have always faced such barriers, ranging from criminalization of same-sex sexuality, to refusal of the right to register organizations or hold public events, to the shutdown of websites.1 In recent years, some countries have also ratified new laws that explicitly prohibit groups engaged in “LGBT propaganda.” In other countries, politicians have mobilized resurgent nationalism by publicly scapegoating LGBT groups as representing “foreign values.” These overlapping trends have created a “perfect storm” for LGBT civil society organizations caught in simultaneous waves of political pressure.

Abstract:
Dodd-Frank, the US financial reform law passed in response to the 2008 financial crisis, established the Consumer Financial Protection Bureau (CFPB), a new federal regulator with the sole responsibility of protecting consumers from unfair, deceptive, or abusive practices. This decision marked the end of a highly politicized reform debate in the US Congress, involving lobbying from business associations and civil society groups, in which proponents of the new bureau would normally have been considered to be much weaker than its opponents. Paradoxically, an emerging civil society coalition successfully lobbied decisionmakers and countered industry attempts to prevent industry capture. What explains the fact that rather weak and peripheral actors prevailed over more resourceful and dominant actors? The goal of this study is to examine and challenge questions of regulatory capture by concentrated industry interests in the reform debates in response to the credit crisis which originated in the US in 2007. The analysis suggests that for weak actors to prevail in policy conflicts over established, resource-rich opponents, they must undertake broad coalitionbuilding among themselves and with influential elite allies outside and inside of Congress who share the same policy goals.

594. Montenegro: Elections Aftermath and the European Commission’s 2016 Country Progress Reports

Politically, Montenegro finds itself in a paradoxical situation. At one level it is the champion of European integration in the Western Balkans when it comes to progress in the EU accession negotiations, but it is also the only country in the region that has not experienced a change of government since the introduction of the multiparty system in 1990. The same individuals, families, and political and business elites have been controlling the country’s politics and economy for more than 25 years. This situation is likely to continue after the recently held October 16 parliamentary elections where the ruling Democratic Party of Socialists managed once again to secure the most seats in parliament but fell short of securing an absolute majority. Key conclusions in this report include: the October elections were marked by numerous irregularities and were held in problematic conditions; the Montenegrin government and European Commission need to focus more on reforms in the area of the rule of law; the EU accession process remains unclear and lacks transparency. The authors present recommendations to the European Commission, European Parliament, and the EU member states for moving forward.

MCU Press (MCUP) proudly offers readers this special issue of MCU Journal (MCUJ) that focuses on the past, present, and future impact of climate change and policy. While it is not our intent to take a political or philosophical stance on the issue, we do intend to use this medium to inspire discussion on how U.S. agencies and Service branches address the subject based on operational demands, political pressure, and public opinion. Readers might wonder how this global topic impacts the U.S. Marine Corps; however, the two are not such disparate concepts, particularly when we consider the connection between climate change impacts and humanitarian aid and disaster relief operations the Corps has supported as early as 1895. This special issue of the journal also represents the strategic direction of the new editorial board and MCUP staff who intend to address topics of value to the Marine Corps, Marine Corps University, and the larger Department of Defense community. Our priority, in addition to timely and relevant content, is to engage civilian scholars and analysts, such as J. Brooks Flippen at Southeastern Oklahoma State University; Michael Reis at History Associates Inc.; our partners at CNA, Ralph Espach, David Zvijac, Ronaldo Filadelfo, Catherine Schkoda, Shawna Cuan, and E. 596. The Search for Stability in Eastern Europe: Policy Options for Canada

Abstract:
In 2014, a war started in Ukraine that has led to a current death toll of approximately 8000 people. This war was the result of a climax of ongoing challenges in Eastern Europe in its transition from the post-Soviet era. While the region as a whole undertook divergent paths, with some states joining NATO and the EU, Ukraine has struggled for 25 years to find its bearing. Caught between its historical connections to both West and East, and a failure to solve the problem of an oligarchic based economy with a chronic national debt, Ukraine today is the focus of the search for stability in Eastern Europe. Canada and its NATO Allies are fully engaged in assisting Ukraine with its challenges of reform. The Minsk 2 process, established in early 2015, has stabilized the fighting, but a diplomatic resolution remains elusive. Faced with the prospect of either further war, frozen conflict or diplomatic resolution, Canada's new Liberal Government has the option to raise its diplomatic game and bring Canada's experience of ethnic and regional diversity to the negotiating table. Such a contribution to stability would well serve Canada's national interests.

Abstract:
During his illustrious career spanning more than half a century, Richard Vedder has tirelessly advocated for limited government and free enterprise. Much of his scholarship has focused on examining how fiscal and labor market policies consistent with the principles of economic freedom are associated with economic and social benefits such as stronger economic performance (Vedder 1981, 1990), lower unemployment (Vedder and Gallaway 1996, 1997), and poverty alleviation (Vedder and Gallaway 2002). Vedder has also examined the impact of government policy on income inequality (Vedder 2006; Vedder and Gallaway 1986, 1999; Vedder, Gallaway, and Sollars 1988), an area that he and I have collaborated to study (Bennett and Vedder 2013, 2015). Thus, Vedder’s scholarship has contributed to our understanding of the impact that economic freedom exerts on economic outcomes.

It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

Many development challenges are complex, involving a lot of different agents and with unknown dimensions. Solutions to these challenges are often unknown, and contextually dependent. At the same time, there are political imperatives at play in many contexts which create pressure to 'find the solution now…and then scale it up.' Such pressure raises a question: how does a policy entrepreneur or reformer find a new solution and scale it up when dealing with complexity? This is the subject we address in the current paper, which is the fifth in a series on 'how to' do problem driven iterative adaptation (PDIA) (Andrews et al. 2015, 2016a, 2016b, 2016c). The paper focuses on building broad agency solutions in the process of identifying problems and finding and fitting contextually appropriate solutions. The broad agency is, in our opinion, a most effective mechanism to ensure scaling and dynamic sustainability in the change process. As with other working papers on this topic, the contents here do not offer all answers to those asking questions about how to do development effectively. It closes by reflecting on the importance of 'you' (the reader, and ostensibly part of a policy change or reform team somewhere) using this and the other ideas as heuristics to rethink and reorient how you work—but with your own signature on each idea.

Development and state building processes are about change. Change is, however, elusive in many contexts. In prior work, we have offered problem driven iterative adaptation (PDIA) as an approach to tackle wicked hard change challenges. This is our fourth practical working paper on ‘how’ to do PDIA. The working paper addresses questions about authority, given that authority is needed to make change happen—especially in hierarchical government settings. This authority is often difficult to attain, however. It is seldom located in one office of person, and is often harder to lock-in with complex challenges, given that they commonly involve significant risk and uncertainty and require engagement by many agents responding to different kinds of authority. Every effort must be taken to address such challenges, and efforts should include an explicit strategy to establish an appropriate authorizing environment. This working paper suggests ideas to adopt in this strategy, with practical exercises and examples to help the reader apply such ideas in her or his own work.
