701. Examining Child Deprivation Across California and How It Could Be Addressed with Early Childhood Education

Abstract:: Socioeconomic deprivation can create adverse conditions with direct impacts on the development of children. The Early Childhood Deprivation Index (ECDI) shows that there are significant differences in the extent of deprivation of young children (aged 0 to 5 years) among the counties in California. Our research shows that the cost of childcare forms a significant proportion of family income among low- and middle-income families. It indicates that families can pay for a high proportion of such costs if they could access the available federal and state government entitlements. A universal high-quality early childhood education system brings about an efficient way of providing the childcare without the unnecessary cost of employing a means-tested entitlement mechanism. However, even with universal early childhood education, families need support to be able to take advantage of the program, since pre-schooling will be on a voluntary basis. It is therefore important that in addition to providing education universally- communities, and the state make every effort to increase the ability of California families to benefit from this important opportunity.

702. Alaska Electoral Reform: The Top 4 Primary and Ranked-Choice-Voting

Abstract:: Why did Alaska develop a top 4, Ranked Choice Voting (RCV) system? This article explains the role a blanket primary played in the evolution of Alaska’s nominating process, beset by demands of the rising Alaska Republican Party (ARP) to protect its rights as a political association while the U.S. Supreme Court’s decision in California v. Jones constrained states’ interests. In 2019-2020 reformers proposed a new system emphasizing a nonpartisan primary with RCV, which political party leaders opposed. Voters narrowly approved the ballot measure in the 2020 general election; it was used for the first time in a special election, and primaries in 2022 and the following general election. The most significant outcomes were the election of Mary Peltola, a Democrat (and Alaska Native) to the state’s sole seat in the U.S. House of Representatives, and reelection of Republican Lisa Murkowski, senior U.S. senator, who defied former President Donald Trump. The article presents information on major political party registrations, showing switching dominance (from Democratic to Republican). However, from 1970 to 2023, a majority of registrants were either nonpartisan or undeclared, a different pattern than found in the other states. The report compares Alaska’s experience with those of other states using RCV, and concludes with a discussion of the broader implications of the Alaska case.

703. Alaska’s New Electoral System: Countering Polarization or “Crooked as Hell”?

Abstract:: In November 2020, Alaska introduced a new electoral system, combining a “top four” all-party primary with ranked choice voting (RCV) general elections. Supporters of this reform claimed it would reduce the partisan polarization and minority victories generated by closed primaries and plurality elections. But critics suggest that it could make polarization worse by weakening political parties—an important check on political extremism. These are high-stakes issues that go well beyond Alaska, given the problem of political polarization and the search for institutional reforms in America today. Placing the Alaskan reforms in this broader national context, this paper presents an initial assessment of Alaska’s new system at the 2022 primary and mid-term elections. We find the reform was both consequential and largely beneficial, promoting greater choice for voters, more accommodative campaigning, and generally more moderate outcomes than likely under the old rules.

705. Network and Text Analysis on Digital Trade Agreements

Abstract:: We use the Trade Agreements Provisions on Electronic Commerce and Data and their corresponding texts to undertake network and text analysis on trade agreements with digital trade chapters to identify which countries are important in the network and how similar or different their texts of digital trade chapters are. centrality values reflect which countries are influential in the network, while values of similarity assess the level of similarity between the texts of digital trade chapters concluded by these countries. Centrality and similarity are complementary in assessing the relative positions of countries in the network, where the number of linkages between countries is significant in centrality and the quality of digital trade chapters is critical in similarity. We interpret this to mean that a country with a high degree of centrality is likely to be a rule-promoter in the network, whereas a country with a high degree of similarity is likely to be a rule-maker. The brief highlights three key findings from network and text analysis of digital trade agreements: (1) The U.S. has been the best rule-maker but not the best rule-promoter, whereas Singapore has been the best rule-promoter but not the best rule-maker. (2) China is a rule-maker, but to a weaker extent than the U.S., and Korea is a rule-promoter, although it is less active than Singapore. (3) Japan and Australia have served as both rule-makers and rule-promoters. Identification of countries’ relative positions in the network of digital trade agreements would be useful at the start of talks on digital trade policy.

Abstract:: With the integration of resources and markets around the world sparked by the trend of globalization, multinational companies have continued to grow at a rapid pace. In particular, global manufacturers have maintained their competitiveness by distributing resources more efficiently while establishing a global value chain with China as their main production hub. However, measures taken by the U.S. to block China’s access to technology and supply chains in some high-tech industries have prompted discussions on reorganization of the global supply chain, placing these multinational companies in an uncertain situation concerning their operations in China. 707. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Abstract:: The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

Abstract:: Integrating artificially intelligent technologies for military purposes poses a special challenge. In previous arms races, such as the race to atomic bomb technology during World War II, expertise resided within the Department of Defense. But in the artificial intelligence (AI) arms race, expertise dwells mostly within industry and academia. Also, unlike the development of the bomb, effective employment of AI technology cannot be relegated to a few specialists; almost everyone will have to develop some level of AI and data literacy. Complicating matters is AI-driven systems can be a “black box” in that humans may not be able to explain some output, much less be held accountable for its consequences. This inability to explain coupled with the cession to a machine of some functions normally performed by humans risks the relinquishment of some jurisdiction and, consequently, autonomy to those outside the profession. Ceding jurisdiction could impact the American people’s trust in their military and, thus, its professional standing. To avoid these outcomes, creating and maintaining trust requires integrating knowledge of AI and data science into the military’s professional expertise. This knowledge covers both AI technology and how its use impacts command responsibility; talent management; governance; and the military’s relationship with the US government, the private sector, and society.

Abstract:: Haitian officials and world leaders are calling for an armed humanitarian intervention backed by the United Nations (UN) to defeat organized crime. Gangs in Haiti have reportedly kidnapped and killed hundreds of civilians and displaced thousands. Gangs are also limiting access to fuel and blocking critical humanitarian aid to civilians. Add to this a resurgence of cholera. The United States asked the UN Security Council in October to approve a targeted intervention, under Chapter VII of the UN Charter. US Ambassador to the United Nations Linda Thomas-Greenfield underscored “extreme violence and instability” in Haiti and proposed a mission led by a “partner country” (not the United States or UN peacekeeping forces). There is nominal support for the mission. In the coming weeks, Canada will send naval vessels to Haiti’s coast, and Jamaica has offered some troops, but no country is taking the lead. Critics argue that past missions in Haiti did more harm than good. In 2010, UN peacekeepers even reintroduced cholera into Haiti. Nonetheless, the United States is pushing for an intervention.

714. China/United States: Europe off Balance

Abstract:: As French President Emmanuel Macron (accompanied by Ursula von der Leyen) is on a state visit to China, some twenty Ifri researchers decipher the stakes of the U.S./China/Europe strategic triangle. This 16-text study follows Olaf Scholz’s visit to Beijing (November 2022) and precedes that of Emmanuel Macron (April 2023). It comes especially one year after the beginning of a geopolitical and geoeconomic shock of a rare magnitude: the invasion of Ukraine by Russia. The War in Ukraine or the Return of Bloc Geopolitics? The war in Ukraine has broken ties between the European Union (EU) and Russia for the foreseeable future, particularly in the field of energy, though not without consequences in the Middle East, Africa, and the Indo-Pacific. Furthermore, this war has become the main show of active indirect confrontation between the United States—which has provided military support to Ukrainians, with help from its European allies—and China, which has supported Russia politically and economically. In February 2022, Moscow and Beijing declared their “no limits friendship”; in March 2023, Xi Jinping offered his personal support to Vladimir Putin after the International Criminal Court issued a warrant for his arrest. In its position on the political settlement of the Ukraine crisis, presented in February 2023, China stated: “All parties should oppose the pursuit of one’s own security at the cost of others’ security, prevent bloc confrontation, and work together for peace and stability on the Eurasian Continent”. China is no more of a mediator than the United States: it would be unrealistic to believe so. We appear to be witnessing a return of bloc geopolitics, albeit in a starkly different context than that of the Cold War (1947-1991). Globalization has produced strong economic and technological interdependencies that make any prospect of decoupling very costly, if not impossible. Economic partners are no longer necessarily military allies, and vice versa. In other words, a gap is opening up between geopolitical perceptions and geoeconomic realities. The term “decoupling” is popular in the United States, though much less so elsewhere. The rejection of bloc geopolitics is particularly acute outside of the West, where a “pragmatic” approach to foreign policy is often promoted. The Saudi foreign minister summed this up during the World Policy Conference in December 2022: “Polarization is the last thing we need right now. […] We need to build bridges, strengthen connections, and find areas of cooperation”. A few months later, China pulled off an extraordinary diplomatic coup by brokering a deal to restore relations between Riyadh and Tehran. For the EU, the situation is particularly delicate: Europe is in the Western camp, but a severing of ties with Beijing would cause a crushing economic blow. In 2022, China accounted for more than 20% of the EU’s imports, while the United States accounted for around 12%. By 2030, the EU’s GDP is expected to rise to $20.5 trillion, compared to $30.5 trillion for the United States and $33.7 trillion for China. In January 2023, the President of the European Commission declared at Davos: “We still need to work and trade with China, especially when it comes to this transition. So, we need to refocus our approach on de-risking, rather than decoupling”. For its part, Beijing has encouraged European aspirations of “strategic autonomy”, understood in China as a form of detachment from the United States. At the same time, the EU is constantly strengthening its military, technological, financial and energy ties with the U.S. This collective study notes a hypothetical search for balance on the part of the Europeans, faced with a war on their territory (the Western peninsula of the heartland), who cannot escape Sino-American mechanisms, and who do not form a monolithic whole. It also analyzes the strategy of several important actors outside our continent, and shows that, from Ukraine to Taiwan, via Africa and the Middle East, Europeans have little room for maneuver. This is why the study proposes recommendations to try, at a crucial moment, to reinforce their positioning.

715. Imagining Beyond the Imaginary. The Use of Red Teaming and Serious Games in Anticipation and Foresight

Abstract:: The Red Team Defence demonstrates the Ministry of the Armed Forces' desire to appropriate new foresight tools. Thus, brain games or serious games aim to bypass the weight of the military hierarchy, the standardisation of thoughts and cognitive biases in order to avoid strategic unthinking. In September 2022, The New York Times revealed that the successful Ukrainian offensive on Kharkiv had been prepared in a series of wargames conducted that summer. Given this success, further wargames have been undertaken with a view to a possible Ukrainian counter-offensive in the spring. This rise in the popularity of wargames, which come in various forms, is due to their ability to immerse participants in a situation, helping them to become aware of their strategic and tactical blind spots and to identify their own vulnerabilities by putting themselves in the enemy’s position. The ability to anticipate crises and foresee conflicts is essential in order to maintain the initiative and ultimately win out. Thus, the aim of defense foresight is to understand the different forms future wars might take (asymmetric, hybrid, high intensity), the weapons systems that may be employed (drones, high-velocity missiles), and the factors that could trigger them. The use of wargames or scenario analyses to facilitate anticipation and foresight goes hand in hand with changes in the relationship between military and political leaders and civilians, who no longer hesitate to hold the former to account when they have failed to foresee a crisis. The German sociologist Ulrich Beck thus refers to the paradox of a society that is keen to predict the future because of its aversion to risk and the fact that it is now much more difficult to foresee what might happen in the short term due to very rapid technological developments. The modern world generates both risks and progress, and the inability to foresee strategic ruptures carries significant political costs, which explains why politicians set so much store in anticipation and foresight. The initiatives launched by Florence Parly after being appointed French minister of the armed forces in 2017 included promoting experimentation in new cognitive tools. Beyond the issue of technology, the aim was to rethink information management within the ministry in order to make it more agile and cross-cutting. In addition to a significant budget allocated to innovation in the 2019–2025 Military Programming Law, the Ministry of the Armed Forces has drawn inspiration from methods often originating in other organizational cultures, such as start-ups and the private sector, in order to improve its creativity and accelerate its adoption of digital technology.

Abstract:: European digital sovereignty has been made a priority by Ursula von der Leyen’s European Commission. Due to the privileged position of American companies in the European market, Brussels’ efforts towards digital sovereignty (on privacy, antitrust, data sovereignty, etc.) are closely scrutinized by American policymakers. They often view European initiatives as “protectionist” and unfairly targeting U.S. companies. However, the American vision of European digital sovereignty has evolved in recent years under the influence of two main factors. On the one hand, awareness of the problematic effects and practices of platforms has led to a consensus on the need for reform in the digital sector. On the other hand, technological competition with China has been elevated to a priority. This vision remains fraught with contradictions, along inter-party, intra-party, inter-agency, state-federal, and issue-based fault lines. Washington’s position on anti-monopolistic practices is an illuminating example, characterized by a double discourse between a desire to reform the U.S. digital sector domestically and active diplomacy to dilute these efforts at the European level. Nonetheless, several American actors – particularly in the legislative branch – are seeking to learn from the successes and flaws of European regulations for American reform projects, such as on platform regulation or privacy. The China factor reinforces the ambiguity of the U.S.’ position. It creates new opportunities for cooperation in the face of perceived common vulnerabilities (infrastructure security, inbound investments, etc.) and autocratic definitions of digital sovereignty. However, it also raises tension and misunderstanding on the American side towards European reforms that often target American companies more than Chinese ones. Lastly, while American and European companies have adapted to the need for digital sovereignty through a range of technical and commercial solutions, the temptation of a maximalist definition of European sovereignty continues to create major stumbling blocks, particularly on the cloud.

717. South Korea and IPEF: Rationale, Objectives and the Implications for Partners and Neighbors

Abstract:: As a key manufacturer of high-end technology components critical to the sustainability of the Fourth Industrial Revolution, South Korea is essential in any effort to rebuild a resilient global supply chain but also to the promotion of a clean economy. South Korea can thus contribute to two of the pillars of IPEF (Indo-Pacific Economic Framework), specially to pillars II and III (supply-chain resilience and a clean economy). However, as the US executive and legislative branches intensify their hawkish approaches to China, they have not given much consideration to the possible damage they will inflict on the strategic interests of some of their allies. In particular, they have not fully considered Korean factors when legislating on bills such as the Inflation Reduction Act (IRA). This paper argues that allies such as South Korea and France must make the White House and US legislature aware of the external consequences of their decisions and behavior, and that they must cooperate within the confines of US-led strategic initiatives.

Abstract:: The war in Ukraine has become a showcase for the new commercial paradigm emerging in the space sector (New Space). As such, it seems to confirm the relevance of adaptation efforts led by the United States – more specifically the Pentagon – since the mid-2010s. Thus, it highlights ongoing transformations and announces potential disruptions in the exploitation of orbits, particularly in the fields of satellite connectivity and remote sensing. It also shapes future tensions, while the structuring of international relations around the two poles constituted by the United States and China raises questions about the consequences on the safe, sustainable, secure, and stable use of space. With these developments, Europe is faced with the challenge of remaining relevant.

719. Reshuffling Value Chains - South Korea as a Case Study

Abstract:: Despite all the talks about the reshuffling of value-chains and the trend to a form of industrial “Desinicization” (or decoupling/disengagement from China), the example of South Korea does not vindicate such assertions. The expansion of Korean direct investment in neighboring countries such as China and the Association of Southeast Asian Nations (ASEAN) remains a reality and it has not changed in any fundamental way over the past two decades. South Korean companies’ decisions to locate in one country rather than another are still very much based on cost factors, even if security considerations are increasingly factored in. Similarly, reshoring, which has been high on the South Korean government’s agenda for a long time, remains a marginal phenomenon for South Korean companies, despite the incentives provided. Rather than the relocation of production (in the form of reshoring or nearshoring) South Korean companies have turned to more unexpected options, such as the development of complementarity-based partnerships or vertically-integrated production networks with commodity suppliers, as in the case of the production of rare earth-based magnets. Such a strategy is likely to become more popular in the future, as it nicely combines economic and security considerations. Without a doubt, due to the highly politicized nature of the technology involved, the semiconductor industry is the one undergoing the most significant changes. In a context of rising Sino-US rivalry, the US has ramped up pressures on China with far-reaching consequences, leading South Korean semiconductor companies (with the support of the government) to engage in a strategy combining relocation to the US and onshoring in South Korea. While the economic logic is likely to prevail in most sectors thus limiting the scope for supply chain reshuffling, the examples of the semiconductor and rare earth-based magnets suggest that important changes can still be expected in the future in industries that are deemed strategic.

Abstract:: To the extent that any unified theory of Russian information warfare actually exists, its core tenet might well be that regime security has historically been indivisible from information warfare in Russian strategic thought. Rather than an aggressive or expansionist expression of Moscow’s foreign policy, the Kremlin’s so-called information war should primarily be viewed through a domestic and regime security prism—it’s as much a counterinsurgency as an expeditionary strategy, less an escalation than a projection. Analysts and decisionmakers should therefore avoid reflexively casting the United States and the West as Russia’s primary antagonists in its information war, as doing so risks reinforcing these insecurities and exaggerating Moscow’s degree of power in the information ecosystem.

721. Four Contending U.S. Approaches to Multilateralism

Abstract:: The era of U.S. president Donald Trump exposed the shortcomings of a unilateralist and hypernationalist approach to the pursuit of U.S. global objectives. Although that orientation still commands support in some Republican quarters, a more compelling foreign policy debate for the United States has emerged: What form of multilateralism is currently best suited to advance U.S. national interests and international stability? This historical moment is defined by two countervailing trends, as described in the 2022 National Security Strategy issued by U.S. President Joe Biden’s administration. The first is a profusion of transnational challenges that can only be addressed, mitigated, or resolved through collective action, such as climate change and pandemic disease. The second is a resurgence of geopolitical competition that hinders that very cooperation.1 The imperative for collective action has never been greater, yet the world remains, as United Nations (UN) Secretary-General Antonio Guterres bemoans, “gridlocked in colossal global dysfunction.”2 Biden has turned the page on Trump’s “America First” foreign policy, but the debate over alternative approaches to intergovernmental cooperation has just begun.3 Within the U.S. foreign policy establishment, four distinct models vie for primacy—and the administration’s attention. The first is a charter conception of multilateralism, focused on the UN’s model of universal membership. The second is a club approach, which seeks to rally established democracies as the foundation for world order. The third is a concert model, which seeks comity and joint action among the world’s major powers. The fourth is a coalition approach, which would tailor ad hoc frameworks to each global contingency. Each of the so-called four Cs lays claim to a respective virtue: legitimacy, solidarity, capability, and flexibility.4 As the Biden administration begins its third year—and as internationalists continue to advocate for different modes of multilateralism to tackle a daunting global agenda—the time is ripe for the United States to take a more strategic and intentional approach to international cooperation. Each of the four Cs rests on specific assumptions, makes distinct causal and normative claims, and poses real-world trade-offs for the pursuit of U.S. preferences and prospects for effective collective action. To be able to weigh their relative merits in specific circumstances, policymakers first need to better understand their conceptual underpinnings and practical implications.

722. Integrating Cyber Into Warfighting: Some Early Takeaways From the Ukraine Conflict

Abstract:: It is too early to draw definitive conclusions about cyber warfare in the lead-up to and the execution of the Ukraine war. Data are lacking, and the outcome of the conflict remains uncertain. Yet through monitoring and analysis of a single year in the first major war into which cyber has been extensively woven, we do know enough to be able to generate some tentative, high-level, generic propositions on the nature of cyber conflict. These propositions draw on wide-ranging press reporting and extrapolate from several superb pieces recently published by my colleagues Jon Bateman, Nick Beecroft, and Gavin Wilde, as well as Microsoft’s recent report on the cyber dynamics of the conflict.1 However, we must still tread cautiously. Our propositions draw on highly imperfect empirical knowledge of a single historical case that is still unfolding.2 Current and future antagonists are also constantly learning from their own and others’ analyses and enhancing their performance, which can render current assessments obsolete.3 For this and other reasons it is quite possible that some of the cyber dynamics unfolding in and around Ukraine may play out differently later in Ukraine as well as in other, future confrontations. As we have observed over millennia, the balance between offense and defense can shift over time; this dynamic may well play out in cyberspace as well. It is also important to note at the outset that widespread assessments disparaging the utility and expediency of Russian cyber operations in the Ukrainian conflict (and projections regarding future conflicts) are presently limited by far more than a lack of comprehensive and reliable empirical data. We also lack insights into the metrics and criteria that each of the protagonists uses to assess the success and failure of cyber’s overall performance in the conflict, and we have only fragmentary evidence of the role each party expected cyber operations to perform. Moreover, even if we had such information, Ukraine-specific answers might not apply elsewhere because the expectations for cyber and the metrics for assessing its performance may vary not only over time and between protagonists but also from one conflict to another. In this context it is important to underscore that some specific factors that possibly helped diminish the efficacy of Russia’s offensive cyber operations in Ukraine may not apply elsewhere. Three in particular deserve to be noted here: Russia’s unique approach toward cyber warfare; the level of external support that Ukraine received before and during the war from some leading national and multinational cyber powers; and the sophistication and battle-tested experience of Ukraine’s cyber warriors.4 Nevertheless, even if some of the cyber characteristics of the Ukraine conflict ultimately turn out to be sui generis, they are instructive given the novelty of the field and the involvement of major powers in the conflict. Hence, there is considerable value in advancing these propositions to focus attention on certain questions and facets of cyber conflict, facilitating their review and reassessment as more comprehensive and reliable information becomes available and developments on the battlefield evolve. But the reader should consider the interim observations and propositions offered here as hypotheses employed as a heuristic to encourage debate and invite feedback. All the propositions offered below pertain to our core conception of what cyber warfare is about. Some of the propositions we advance are novel; others reaffirm or refine tentative assertions made before the war. Taken together they suggest a more subdued view of the utility and impact of cyber warfare than was generally found in prewar speculations. More importantly, the Ukraine war reveals that nations diverge significantly in the role and aims they assign to offensive cyber operations as well as the institutional setup and operational modalities they use for conducting them. Most glaringly, the U.S. perspective and approach (emulated in whole or in part by several other Western nations) differs deeply from that of Russia, which makes it reasonable to expect similar divergence across similar regimes. We group our propositions under three temporal headings: the prewar period (starting in 2014);5 the war itself (beginning on February 24, 2022); and finally, the postwar period, after kinetic hostilities eventually die down. Obviously, we cannot know when this last phase will begin; nevertheless, analysis of trends that were manifest in the two earlier phases of the conflict provides a tentative basis for predictions as to what might be expected down the road. This broad scope is driven by two considerations. First, it is designed to underscore the considerable relevance of cyber operations across various phases and types of conflicts. And second, it highlights continuity as well as change between cyber action in peacetime, in wartime, and in grey area situations, as well as during the transitions between these states of confrontation.

726. Economic sanctions against Russia: How effective? How durable?

Abstract:: Economic sanctions by Western democracies against Russia have not stopped the war and attacks on Ukrainian civilians. Together with continued economic and military support for Ukraine, however, sanctions are blocking Russian president Vladimir Putin from achieving his territorial objectives. Sanctions have contributed to a sharp compression of Russian imports; forced Russia’s military and industry to source from more costly and inefficient suppliers at home and abroad; and slowly begun to squeeze Russian government finances. The G7 countries must sustain and augment their efforts, including by confiscating frozen reserves of the Central Bank of Russia to help fund Ukraine’s reconstruction. G7 policymakers need to derive lessons from the current crisis about the utility of sanctions in conflicts between major powers. Maintaining coherent and coordinated sanctions against large and powerful target countries is critical for the effectiveness and durability of the policy. Deploying sanctions against such rivals also requires a long-term commitment to the implementation and enforcement of the trade and finance restrictions. Sanctions impose costs on both the target country and those imposing the sanctions, so Western policymakers need to offset those costs via domestic support or tax relief to sustain political support over time for sanctions in big power conflicts.

727. Industrial policy for electric vehicle supply chains and the US-EU fight over the Inflation Reduction Act

Abstract:: The Inflation Reduction Act (IRA) of 2022 provoked a transatlantic trade spat. After the law was passed, the Biden administration addressed some of the concerns raised by the European Union by writing controversial rules to implement the legislation. These regulations are expected to have complex effects that, in some instances, may offset the intended impact of other provisions in the original legislation. This paper examines how the law, its implementing regulations, policy decisions on leasing, as well as potential critical minerals agreements all have the potential to affect the electric vehicle (EV) supply chain. The EV case study showcases the political-economic complications involved in US and EU attempts to cooperate over clean energy transition policy to address the global externality of carbon dioxide emissions. EVs are but one example of the challenge facing partners with integrated supply chains and similar levels of economic development that share concerns about climate change, rising inequality, workers, other social issues, and democracy itself. The EV conflict laid bare the differing US and EU prioritization of these issues relative to economic efficiency, World Trade Organization rules, the approach to nonmarket economies, and national security vulnerabilities that arise from depending on an authoritarian regime such as China for import sourcing of critical inputs.

728. US-China lessons from Ukraine: Fueling more dangerous Taiwan tensions

Abstract:: The lessons that Washington and Beijing appear to be learning from Russia’s February 2022 invasion of Ukraine, and from Ukraine’s resistance and counteroffensive, could set the stage for a crisis over Taiwan in the next few years. This grim prospect is driven by the United States and China arraying themselves for a strategic rivalry since 2017 through the continuing trade war, economic decoupling, and increasing rhetorical and military positioning for confrontation over Taiwan. In light of the Chinese military’s threatening gestures, belligerent rhetoric, and other recent actions that read like they could be preparation for war, there is a danger that the successive warnings by senior US military commanders that Chinese CCP General Secretary and President Xi Jinping has already decided to use military force in the near term could become the proverbial tail wagging the dog — and could impose a logic that makes a US-China war more likely, rather than enhancing deterrence.1 Therefore, the key question for the United States and its allies is how an increasingly truculent and belligerent Chinese leadership can be incentivized to walk back from the brink. This paper examines what lessons China, the United States, and European allies have drawn from the Ukraine conflict and how such lessons have shaped these actors’ strategic assumptions. It concludes with a discussion of policy recommendations for the transatlantic community confronting the possibility of a US-China conflict over Taiwan.

729. US strategy and force posture for an era of nuclear tripolarity

Abstract:: The term “nuclear tripolarity” describes a world in which China has joined the United States and Russia as a leading nuclear power. As China modernizes its existing nuclear forces and deploys new weapons, it is on track to roughly double its deployed nuclear arsenal in the next few years—from approximately 350 to 700 deliverable warheads. The US Department of Defense projects that China will go further, expanding its arsenal to at least 1,500 warheads by 2035.1 At those force levels, China’s arsenal would be comparable to US and Russian deployed nuclear forces, currently capped at 1,550 by the New START Treaty.2 What are the consequences of emerging tripolarity for US nuclear strategy and force posture? If the United States retains its current approach to nuclear force planning, the growth of China’s arsenal (and the ongoing modernization of Russia’s nuclear weapons) will likely compel the United States to significantly increase its own arsenal. The easiest way to do so would be to upload one to two thousand additional warheads from US reserves onto existing delivery systems when the New START treaty expires in 2026. Unfortunately, a major increase in US forces would likely mark just another step in an intensifying arms competition among the three leading nuclear powers, since China and Russia would then feel pressure to respond.

Abstract:: Commercial opportunities in space-based technologies are expanding rapidly. From satellite communications and Earth observation to space tourism and asteroid mining, the potential for businesses to capitalize on these emerging technologies is vast and known as “NewSpace.”1 The NewSpace model is important for governments to understand because the dual-use nature of space, specifically its growing commercialization, will influence the types of space-based technologies that nations may leverage, and consequently, impact their national security paradigms. By capitalizing on the private sector’s agility and combining it with the essential research efforts and customer role played by the public sector, the NewSpace industry can play a critical function in addressing current and future national security challenges through public-private codevelopment. As the NewSpace industry expands, the role of government is evolving from being the primary developer and operator of space assets to facilitating their commercialization, while still prioritizing key advancements. US and allied governments can capitalize on this competitive landscape by strategically investing in areas that align with their national security objectives. However, it is crucial for them to first understand and adapt to their changing roles within this dynamic environment. Indeed, the benefits of the burgeoning NewSpace industry extend beyond the United States. International collaboration and competition in this area can lead to faster technological advancements and economic gains. The global NewSpace landscape is driving down costs, increasing access to space, and fostering innovation that can improve not only economic well-being, but also impact national security models. To that end, this memo will examine the broad state of the space market, discuss the industry drivers, and propose recommendations for US and allied policymakers as they consider future government investments in those enabling space-based activities that support wider national security ambitions.

732. Integrating US and allied capabilities to ensure security in space

Abstract:: Over the last two decades, the world entered a new paradigm in the use of space, namely the introduction of highly capable small satellites, just tens or hundreds of kilograms in size. This paradigm has forever changed how countries will employ space capabilities to achieve economic, scientific, and national security interests. As is so often the case, the telltale signs of this global paradigm shift were obvious to more than just a few individuals or industries. Air Force Research Laboratory’s Space Vehicles Directorate began exploring the use of small satellites in the 1990s. The Air Force also established the Operationally Responsive Space program in 2007, which explored the potential use of small satellites. However, both research efforts had no impact on the US Department of Defense’s (DOD’s) satellite acquisition programs. The advancement of small satellites was largely driven by universities and small commercial start-up companies.1 The introduction of commercial and government small satellites has democratized space for states and even individuals. Space remote sensing and communications satellites, once the exclusive domain of the United States and Soviet Union, can now provide space-based services to anyone with a credit card. Eighty-eight countries currently operate satellites, and the next decade will likely see the launch of tens of thousands of new satellites.2 Commercial and government small satellites have changed outer space into a more contested, congested, and competitive environment. The United States has shared space data with its allies since the dawn of the space age.3 Yet it also has a history of operating independently in space. Other domains of warfare and defense policy are more closely integrated between the United States and its allies and partners. The United States has military alliances with dozens of countries and strategic partnerships with many more.4 In recent years, there have been calls to coordinate with, or even integrate allied space capabilities into US national security space strategy and plans. In this regard, the US government has made significant advances. However, much work needs to be done. There is pressure on the United States to act quickly to increase national security space cooperation and integration, driven by rapidly increasing global capabilities and expanding threats from hostile nations and orbital debris. This paper examines the potential strategic benefits to US national security of harnessing allied space capabilities and the current efforts to do so, as well as barriers to achieving success. The paper identifies pathways forward for cooperating with allies and strategic partners on their emerging space capabilities and the potential of integrating US and allied capabilities.

733. Humanitarian aid: Defining new areas of US-LAC collaboration

Abstract:: The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

Abstract:: In August 2022, the US Congress passed the CHIPS and Science Act, a law that approves subsidies and tax breaks to help jump-start the renewed production on American soil of advanced semiconductors.1 Just two months later, the Joe Biden administration issued wide-ranging restrictions on the export to China of chips and chip-making technology to undercut that country’s ability to manufacture the same class of integrated circuits.2 Taken together with a steady stream of Biden administration prohibitions on technology sales to key Chinese companies, the US initiatives represent a profound turn toward competition with China in the high-tech realm.3 They also highlight an effort to restructure the complex, multinational supply chains centered on East Asia that manufacture hundreds of billions of dollars of semiconductors a year. As such, the Biden administration has set in motion a process that could alter the business strategies—and fortunes—of homegrown and foreign-invested semiconductor companies based in China, world-leading chipmakers in Taiwan and South Korea, and suppliers around the world that provide the industry with the machinery and myriad inputs that fuel chip production. The Biden administration insists that its restrictions on sales to China are intended only to limit China’s ability to produce the cutting-edge chips that can feed into the development of weapons and other strategically important technologies—and not to cripple its semiconductor industry. But the current state of play of sanctions and support for US-based semiconductor production, including by Taiwanese and Korean chipmakers, is not the endpoint in this process. Rather, the momentum to constrain Beijing’s semiconductor program is likely to continue in the coming months, at the very least with additional restrictions on Chinese companies and government-linked entities, and unprecedented bureaucratic scrutiny of American venture-capital and equity-financing flows to China. That amounts to more bad news for corporate leaders in Asia, North America, and Europe who have spent the past generation building a globe-spanning semiconductor industry that has faced few barriers to expansion. As US restrictions mount, and sales of certain technologies to China flag, the once-unimaginable process of reorienting semiconductor supply chains will become an ever-present reality. The CHIPS and Science Act already is becoming an important factor in corporate strategy, providing incentives for Taiwanese, Korean, and American companies to make big bets on new factories in places like New York, Ohio, Texas, and Arizona—witness Taiwan Semiconductor Manufacturing Company’s (TSMC’s) recent decision to build a second factory in Phoenix.4 This paper explores the potential implications of US semiconductor policy for the global semiconductor supply chains and the competition for primacy in an industry that is constantly changing the face of the global economy and one that has implications for global security in all its dimensions. It begins by examining the policies put in place by the Biden administration, and then discusses the changes taking place across the industry, with a focus on Asia.

Abstract:: The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

737. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

Abstract:: A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

But what would happen if there was a war involving a country that was a net importer of commodities? In the case of a possible China-US conflict over Taiwan, the impact on the world economy would be different, with a deeper recession around the world, but the impact on the Brazilian economy would still be positive on account of the possibility that would remain of agricultural exports to China.

Abstract:: The Center for Migration Studies of New York (CMS) initiated its “Democratizing Data” project in 2013 to make detailed demographic information widely available on the US undocumented, eligible to naturalize, and other non-citizen populations. The paper begins by outlining top-line findings and themes from the more than 30 CMS studies under this project. It then examines and refutes four persistent misconceptions that have inhibited public understanding and needed policy change: (1) migrants never leave the United States; (2) most undocumented migrants arrive by illegally crossing the US-Mexico border; (3) each Border Patrol apprehension translates into a new undocumented resident; and (4) immigrants are less skilled than US-born workers. The paper then offers new analyses in support of select policy recommendations drawn from a decade of democratizing data. Abstract:: Joe Biden campaigned on a commitment to reverse many of the Trump administration’s strictest anti-immigration policies. Though many of these policies have either been reversed or halted — including the travel ban for people from various countries, the ban on temporary work visas, and the expansion of the public charge rule, among others —some remain in place.[1] One such policy is a public health rule known as Title 42, which allows for the immediate expulsion of migrants at the border in order to control the spread of COVID-19. The rule was set to be lifted in late December, but its suspension was delayed by the Supreme Court owing to public backlash and fears that illegal border crossings would increase significantly.[2] Meanwhile, independent Sen. Kyrsten Sinema and Republican Sen. Thom Tillis have proposed legislation that would both extend Title 42 and provide a pathway to citizenship for two million people who were illegally brought to the United States as children and are now classified as “Dreamers.” The proposal also includes new resources to speed the processing of asylum seekers.[3] As politicians struggle with how to address immigration issues, Americans’ views on immigration have become increasingly polarized, with Republicans becoming significantly more anti-immigrant in their attitudes over the past few years. Republicans have continually attacked the Biden administration’s handling of immigration, claiming that his policies will increase the flow of immigrants over the southern border and calling for U.S. Secretary of Homeland Security Alejandro Mayorkas to resign. These criticisms are expected to increase now that Republicans have regained control of the House of Representatives.[4] Though the Trump-era narrative still resonates among certain portions of the American public, this report reveals that majorities of Americans do not view immigrants as a threat. But people who are more likely to think of immigrants as a threat — including those who most trust conservative media sources and Fox News — they are considerably more anti-immigrant and less supportive of open immigration policies.

746. Reproductive Injustice? A County-Level Analysis of the Impact of Abortion Restrictions on Abortion Rates

Abstract:: Since Planned Parenthood v. Casey in 1992, state governments in the United States have been permitted to restrict abortion access up to the point where such restrictions do not place an ‘’undue burden” on those seeking abortion care. Since this ruling, abortion restrictions of various types and intensities have proliferated across the South and Midwest, especially since the 2010s. This paper uses a novel dataset of county-level abortion rates covering 20 years, as well as a database covering four types of restrictions which represent both “demand-side” restrictions (i.e., those which target abortion seekers) and “supply-side” restrictions (i.e., those which target abortion providers), to analyze the effect of abortion restrictions on abortion rates. Using a difference-in-differences design, the analysis finds that while both classes of abortion restrictions reduce the abortion rate, restrictions that target pregnant people seeking an abortion have a substantially larger effect on abortion rates. Leveraging the spatial heterogeneity of the county-level dataset, the analysis further finds that abortion restrictions have a substantially larger negative effect on abortion rates for counties which have a larger share of Black or Hispanic residents. When comparing high and low income counties, the results suggest that poorer counties experience a higher negative effect of abortion restrictions. Further, the study finds significant variation in the effect of different abortion restrictions by state. While demand-side laws consistently cause abortion rates to decrease, the results for supplyside laws are more heterogenous. Overall, the results suggest that repealing Roe v. Wade will have a significant and unequal effect on abortion rates, with marginalized communities experiencing a greater impact.

747. Federal Reserve Anti-Inflation Policy: Wealth Protection for the 1%?

Abstract:: The Federal Reserve has a dual mandate from Congress that directs it to conduct monetary policy as such to achieve “maximum employment” and “stable prices.” Yet the U.S. central bank typically chooses to address inflation as a top priority and focuses on employment only secondarily, if at all. Why? In this paper we argue that an important reason is that the Federal Reserve conducts policy so as protect the real wealth of the top 1% of the wealth distribution. We focus on the Fed’s fight against inflation in 2021-2022, when it rapidly raised its policy interest rates by almost 4 percentage points in the face of more than 6 percent inflation. Using a novel econometric analysis, we provide evidence that shows that this policy serves as a real net wealth protection policy for the 1% by restoring some of the lost wealth that they would otherwise lose due to unexpected inflation. The results of this policy for the top 10% of the wealth distribution are econometrically ambiguous. But to the extent that the Fed’s high interest rates generate higher unemployment or even a recession, this wealth protection for the 1% could have serious income costs for workers who find themselves or another member of their household out of a job.

Abstract:: The creation of Islamic State of Iraq and Syria (ISIS) has attracted an unprecedented flow of thousands of people from more than 100 countries all over the world to join their cause. After the fall of the so-called caliphate, the countries involved have to deal with the aftermath of the conflict and the future threat of the resurgence of ISIS or other terrorist groups. The people who volunteered and joined ISIS might pose a security threat in the future. This paper aims to examine the different approaches that countries have taken regarding the return of foreign fighters (FFs) and their families who joined ISIS to their homeland. This is a multidimensional and complex matter since it has legal, moral, and political implications, and therefore the decisions in this regard are never unanimous, nor do they come without criticism and opposition. On the one hand, it would be easier to just leave the FFs and their families there, prosecute them there and incarcerate them there. It would also be easier to collect evidence and to have testimonies of the witnesses and the survivors, and also it would keep the potential security threat away from their homeland. However, this would only be beneficial for the countries of origin and in the short term as it wouldn‘t solve the problem of radicalization. In fact, it might fuel it even more, and the proximity of the ISIS member in prisons or in camps could benefit them to rebuild their network and plan future attacks. Moreover, leaving them there would be against all human rights norms regarding the death penalty, fair trial, torture, rights of the child, and more. On the other hand, the return of the fighters and their families could indeed pose a danger to the security of the homeland. Not all of the returnees have committed punishable crimes and for those who have, very often there is not enough admissible evidence to the national courts. In fact, in the case of women and children, the countries are more reluctant to their return because they might have not taken part in the atrocities but that does not mean that they are innocent and bear no responsibility. Complicated is also the case of children and teenagers, some of whom have taken part in the atrocities willingly or unwillingly, some were brought by their families, some traveled alone in order to join ISIS, and some were born under ISIS control and risk statelessness.

Abstract:: Regenerative agriculture can help our food and agricultural systems become more resilient. Farmers and ranchers are facing escalating challenges from climate change as they confront the consistent need to maintain high levels of productivity. Modern farming practices have enabled farmers to increase per acre production substantially over the last several decades, but these practices can also contribute to the depletion of the quantity and quality of natural resources (such as soil and water). There is a potential solution: regenerative agriculture. Regenerative agriculture is an emerging approach to farming that aims to increase farm resiliency by improving soil health, restoring natural resources, and increasing biodiversity through integrated farming practices. It can play a key role in helping farmers develop more resilient production systems and mitigate the challenges they face, all while contributing to the goals of companies supporting these practices, including goals of achieving carbon neutrality and sustainable supply chains. Regenerative agriculture does, however, face barriers that impede its adoption, namely financial concerns, access to necessary materials, equipment, and infrastructure, knowledge and education, time, and land tenure. Through public and private programs aimed at supporting farmers' adoption of regenerative agricultural practices, it is possible to reduce barriers to implementation and build farmer capacities, ultimately championing a regenerative future for agriculture.

752. Less is More: A New Strategy for US Security Assistance to Africa

Abstract:: The US strategy toward Africa today is neither effective nor sustainable. It’s time to flip the script. US policy in Africa has for too long prioritized short-term security to the detriment of long-term stability by prioritizing the provision of military and security assistance. This is done in hopes that partner countries will use this capacity to suppress radical groups at home and reduce the likelihood that they will spread disorder in the region or create threats to US interests at home and abroad. Yet, this strategy has neither produced security in Africa nor reduced threats to the United States and its interests. Washington should rein in its use of security assistance with partners that fail to demonstrate commitment to the reforms necessary to build long-term stability. Partnerships and military assistance with illiberal, undemocratic countries have delivered little, if any, sustainable security improvements, and in many cases have prompted further instability and violence by building the capacity of abusive security forces. They have also provided harmful associations between the US government and the abuses committed by those we arm and assist. Since terrorism in Africa poses a low threat to US national security interests, there is no justification for focusing on short-term security issues at the cost of good governance, rule of law, and other factors that contribute to long-term stability. The costs of doing so are increasingly being recognized, with Congress today more likely to apply existing legal provisions to end security cooperation with abusive regimes. But these interventions typically come too late and are too inconsistent to influence behavior of illiberal regimes. A more systemic approach is needed to break the pattern of poor outcomes. The rise of great-power competition exacerbates the risk that the US national security establishment will double down on its security cooperation strategy in the region out of concern that doing otherwise would leave a vacuum that America’s competitors might fill. In reality, however, the argument for being more selective in distributing security assistance is even stronger with the return of great-power competition, as values and reputation become increasingly important in attracting support for the United States over other great powers. Security and military assistance will continue to play a role in the region. However, the United States would be better off being more deliberate and cautious, only pursuing it after completing a holistic assessment of the potential impact of such assistance on governance, human rights, and broader stability. Security assistance can and must be more closely scrutinized with enhanced US government oversight tools to ensure it does not undermine governance and stability, and Washington should be more willing to choose different tools when shaping relationships with weak partners, to condition assistance to ensure it does not facilitate bad outcomes, and to cut it off when partner countries use it to abuse civilians.

753. The Quad's Next Chapter

Abstract:: Advancing the group's pillars of prosperity and development will be at the very heart of competition with China in the coming decade. The Quad—the country grouping including the United States, Japan, Australia, and India—now stands at a crossroads as it enters its third phase. The Quad 3.0 comes as the grouping has established the dialogue as a meeting place for leaders of the four countries but must now decide what shape competition with China will take and how to best address that competition. Thus far the Quad has struggled to find function for its form. Statements issued by Quad leaders stress the importance of “development, stability, and prosperity” in an effort to roll back China’s influence across the Indo-Pacific. However, its most high-profile activities focus on stability via high-profile military exercises. Closer internal coordination along the security axis serves to highlight the lack of visible progress on the external delivery of development and prosperity to countries outside the Quad. Efforts to deliver development and prosperity are hemmed in by the Quad itself. Neither the United States or India are party to either of the major regional trade agreements—the CPTPP and RCEP. The Indo-Pacific Economic Framework (IPEF), held up by the Biden administration as America’s economic engagement with Asia, remains a mirage. Meanwhile, as the United States de-risks its economic relationship with China, it is effectively warning that doing business with Beijing may come at a cost to relations with Washington—an unpopular message across much of the Indo-Pacific. Additionally, any hint of security cooperation with China by smaller countries in the region creates a flurry of diplomatic reaction from the United States. To move forward, the Quad needs to better balance its portfolio and how it messages that portfolio. The overt promotion of the security agenda is actively undermining perceptions of the Quad’s ability to engage on development and prosperity. A first corrective step is to balance the group’s internal goal of improved security coordination and cohesion with the Quad’s external goal of delivering development and prosperity to countries in the region. Committing to an agenda that brings the people of the region, not its seas, to the fore of the Quad mission should be a top priority. This means rejecting the dogma that every China initiative in the region needs a Quad alternative. Instead, advancing Quad goals requires identifying China’s activities that can be co-opted for Quad purposes. This will mean working around, and sometimes with, China’s initiatives to better serve not only the Quad’s goals in prosperity and development but also the people of the region.

Abstract:: The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

756. Space: America's New Strategic Front Line

Abstract:: Last week, the Congressional Commission on the Strategic Posture of the United States released its final report. Although Congress tasked it to assess the role of space systems in America’s strategic posture, the commission dedicated less than a half-page of its 160-page review to this matter. Of its 20 pages of specific recommendations, the commission made none on space. This seems odd. As China and Russia build up their nuclear arsenals well beyond what America has deployed, the cost and impracticality of quantitatively countering these threats only grows. The commission report rightly recommends the United States make its strategic nuclear forces less vulnerable to a potential first strike. But what of the argument that to do this America and its allies must be able to stun or disable its adversaries’ military eyes, ears, voices, and nervous systems both on Earth and in space? Those who argue this maintain that if America commands space, it can be assured of victory in war and, better yet, be able to deter conflicts. Does it follow that if America and its allies lose assured command of space, acquiring more and better nuclear weapons may be for naught? What does securing command of space demand? What would it enable our military to do? What space capabilities are our key space adversary — China — and our key Asian allies—Japan and South Korea — planning to employ? What will implementing America’s current space strategy entail and cost? What might alternatives to this strategy entail? Which, if any, space capacities and military actions does the Outer Space Treaty (to which Russia, China, the United States, and most states in Asia and Europe are parties) allow or prohibit? Can these limits be enforced? What can space war simulations do to help get the answers? NPEC commissioned some of the nation’s top military and legal space experts to examine these issues. It then held a series of space simulations to test their answers out. The result, which my staff and I are releasing today, is a 354-page volume, Space: America’s New Strategic Front Line (introduction below). It features insights from space policy experts and practitioners and more than suggests that strategic deterrence will depend on securing space superiority.

757. Jewish Female Mental Health Professionals between Poland, the Nazis, and America (3/29/23)

Abstract:: The forced migration of the Jewish people from Europe to the United States in 1933-1941 is one of the most significant phenomena in twentieth–century intellectual history. However, close to nothing has been written on over eighty Jewish women mental-health professionals (mostly psychoanalysts) who fled Nazi persecution to the US, where they became “essential workers” in mental-health care when America joined World War II. Their professional contributions notwithstanding, they are now neglected, understudied, and at risk of being forgotten. The presentation introduces the diaspora of Polish Jewish mental-health professionals: psychoanalysts, social workers, child welfare workers, social psychologists, and body psychotherapists. It will discuss their personal and professional biographies, including family and religious backgrounds, education and career patterns, experiences of exile and (non)belonging, their relationships with the past, and the construction of national, spiritual and cultural identities, with a special attention to Jewish identity. The presentation is based on an ongoing research project located at the intersection of Jewish gender and women’s studies, personal and oral history, and immigration. The primary source of information on the women under investigation is archival personal accounts: unpublished memoirs, correspondence, interviews, diaries, remnants, memories, and post–memories, along with original interviews with family members, friends, and colleagues.

759. U.S. Diplomacy Can Prevent Canadian Transboundary Mining Pollution on the Northern Border

Abstract:: The Biden administration’s America the Beautiful initiative1 has recently bolstered conservation and economic activity in southeast Alaska.2 Yet only a few miles away, Canada is allowing dangerous gold mines in British Columbia to put Alaskans, Alaska Native communities, and the ecosystems they rely on at risk. The United States must exercise its rights under the 1909 Boundary Waters Treaty3 to address these mining and diplomatic malpractices. The United States’ ability to clean up mining activity at home and abroad will soon be put to the test as the world moves to secure new supplies of the critical minerals needed to build a clean energy economy. New mining developments are moving forward in the transboundary region of British Columbia along the Alaskan border without the consent of Tribes and Alaskan communities downstream. Despite U.S. complaints under the Boundary Waters Treaty, both the Canadian federal government and the provincial government of British Columbia are pushing ahead. Much of this new mining activity is focused within the watersheds of the Taku, Stikine, and Unuk-Nass rivers. These rivers flow from Canada’s boreal forest into Alaska’s Tongass National Forest, the site of one of President Joe Biden’s largest 4 conservation achievements5 and a bastion of ecosystem resilience for the state’s salmon fisheries.6 The dams used to capture and retain the toxic mine tailings—or waste—associated with gold-copper mining are prone to leakage and collapse, putting southeast Alaska communities, Tribes, and ecosystems at serious risk. Provincial mining activity in this region is recklessly underregulated, and efforts to introduce safeguards have faced diplomatic stonewalling from both the Canadian government and the provincial government of British Columbia. Low British Columbian bonding requirements, lax environmental protections, and no requirement to consult with the United States on new projects have attracted large gold mining operations to the region without consent or sufficient protections for downstream communities in Alaska. The International Joint Commission (IJC), a forum created to help the United States and Canada work out cross-border waterway issues and governed by the Boundary Waters Treaty,7 has been receiving increased attention as communities and Tribes call on both governments to find protective resolutions.8 The Biden administration should exercise its authority under the Boundary Waters Treaty—which Canada may already be violating by allowing British Columbian pollution to enter U.S. waters—to engage the government of Canada on these important transboundary environmental concerns: The United States should press Canada to join IJC proceedings to work out the mining pollution issues along the British Columbia-Alaska border. Through this process, the IJC should consider setting up watershed boards co-led by local Indigenous and non-Indigenous communities. Similarly, the IJC should follow Indigenous nations’ recommendation to pause all mine permitting in the transboundary British Columbia region until watershed protections are implemented. Both Canada and the United States should also strengthen bonding requirements for mine liabilities so communities are not left holding the bag for tailings dam breaches.

Abstract:: Analyzing US macro data via a structural vector-autoregressive model, Deleidi and Mazzucato (2021) find strong positive spillover of mission-oriented government spending on private research and development activity and on overall economic dynamism ("crowding in"). However the result hinges on specific transformation of the data. Deleidi and Mazzucato deflate all variables in their model via the GDP deflator. Applying originally price adjusted data a spillover on GDP cannot be found. Estimating the model with data starting in 1984, the results point at “crowding out” of private research and development activity.

Abstract:: This paper provides insights into the apparent seesaw between the generation of theoretical versus empirical economics research over time. A dynamic model considers the incentives of researchers to focus on empirical versus theoretical papers. It yields the main characteristics of the path-changing of economics research, from theoretical-intensive to empirical-focused. The model has two equilibria, one with a higher proportion of theoretical papers and another with a higher proportion of empirical papers. Curiously, the equilibrium with greater theoretical papers is stable, while the one with more empirical papers is a saddle point. This suggests that the current trend of increasing empirical research is unlikely to last.

763. The Ukraine Support Tracker: Which countries help Ukraine and how?

Abstract:: This paper presents the Ukraine Support Tracker, which lists and quantifies military, financial and humanitarian aid to Ukraine in the context of the Russia-Ukraine war. Since the third update we track support by 41 countries, specifically the EU member states, other members of the G7, as well as Australia, South Korea, Turkey, Norway, New Zealand, Switzerland, China, Taiwan, India and Iceland. The database is intended to support a facts-based discussion about support by other countries to Ukraine. Private donations and aid through non-governmental organizations are not included due to a lack of systematic data. To value in-kind support like military equipment or weapons, we rely on government statements as well as own calculations using market prices. We find significant differences in the scale of support across countries, both in absolute terms and as percent of donor country GDP.

Abstract:: The United States and the European Union agree on prioritizing policies to address climate change, which includes securing supply chains for components essential to low-carbon technology. Despite this agreement, their policies to address climate change and low-carbon technology could foster competition. The US Inflation Reduction Act (IRA) reflects the competitive advantage of the US to draw in the best talents, capabilities, and resources from outside sources. This leads to a disconnect between the industrial policy benefits of the IRA within the US and the potential competitive impact the IRA has on US relationships with allies. The EU’s policies are shaped by the bloc’s desire to respond to external actors—including China and Russia—while protecting the common market and building up its internal capability to ensure security of supply. This is complicated by individual member-state objectives. The 2024 US presidential election could bring change: A Republican administration might not share the EU’s outlook on climate change, the need for government intervention, or even the close transatlantic relationship seen during the Biden administration.

Abstract:: Increasing strategic competition among major powers has had a negative effect on the efficacy of formal multilateral cooperation. This has also been reflected in informal forums such as the G7, G20 and BRICS. Yet some new dynamics have emerged. Since Russia was excluded from the G8 in 2014, the G7 has become a key forum for Western cooperation. Russia’s full-scale invasion of Ukraine has further geared the group towards a stronghold of Western economies and democracies. The BRICS group has continued to meet at leaders’ level, and has consolidated its position. Despite variation in its members’ interests, the group aims to balance the G7, and its importance for China and Russia has been elevated. Currently, the G20 constitutes a forum in which strategic competition can potentially be managed. Along with the G7 and BRICS countries, other powers play an increasingly notable role. The dynamics of the group also displays an increasing “Southernization” of informal multilateral cooperation.

766. Nuclear deterrence in the Ukraine war: Diplomacy of violence

Abstract:: Russia’s nuclear blackmailing has been the primary reason why NATO has not intervened in the Ukraine war. However, the US nuclear deterrence has allowed the West to resist Russia’s nuclear coercion, which has resulted in an unprecedented delivery of military aid to Ukraine. The US has reacted to Russia’s nuclear coercion by emphasizing its readiness to retaliate if Russia uses nuclear weapons. The war progresses in line with the historical tradition of limited wars where the opposing sides regulate the conflict by issuing threats in a game of nerves. Russia’s nuclear deterrence strategy is failing because it uses nuclear deterrence for something it is not suited for: as a coercive tool in a protracted war of conquest. As long as such threats can be countered with a threat to retaliate, their credibility is low because the benefits cannot outweigh the costs in the vast majority of circumstances. The deterrence dynamic still allows more room for manoeuvre for the supporters of Ukraine. The West should increase the military aid delivered to Ukraine with the goal of defeating Russia.

Abstract:: President Andrés Manuel López Obrador (AMLO) has challenged Mexico’s democratic institutions, including the electoral commission INE, and relies on the military to run sectors of the economy and to provide internal security. Recognizing the continuing strategic importance of its southern neighbor, the United States is attempting to “friend-shore” American industry to Mexico despite trade disputes. Mexico’s economic convergence with the US is giving way to ideological divergence. In the past year, Mexico has called NATO’s stance on Ukraine “immoral” and openly aligned with the leftist, anti-US dictators of Cuba, Nicaragua, and Venezuela. Mexico’s internal development and shifting external stance could spark a return to a United States focused on the protection of its 19th-century borders instead of its 20th-century global footprint. European attention to the future of Mexico can help diversify the country’s trade and other partnerships, as well as shine a light on its democratic decay.

768. Enhancing small state preparedness: Risks of foreign ownership, supply disruptions and technological dependencies

Abstract:: The post-Cold War liberalist view, according to which interdependences supported a virtuous cycle of mutual gains, has given way to a realist-tinged view that regards economic interdependence as a cause of insecurity and an element in conflicts. In this new environment of increasing great power competition and technological decoupling, all states are not created equal. Major states such as the United States and China can be system shapers, whereas small states tend to be system takers. Unlike smaller states, they have a greater ability to use their investment leverage, supply chain dominance and control of core technologies. For smaller states with open economies, such as Finland and Sweden, these capabilities of major powers create vulnerabilities in the form of security risks of foreign ownership, supply disruptions and critical technological dependencies. The report explores how small states can mitigate such risks. A series of innovative Delphi backcasting exercises in Finland and Sweden brought together 113 sectoral experts and generalists to ponder ways to prevent dystopian scenarios from unfolding. The target years of the scenarios extended from 2027 to 2035, encouraging ideas on both short- and longer-term solutions. Instead of aiming for a consensus of expert views, the process sought to produce a variety of effective means and measures that a small state could choose to adopt. The exercise consisted of nine scenarios, presented as comic art. The narratives on the risks of foreign ownership focused on 1) acquisitions of gaming companies gathering personal data, 2) transfers of real estate ownership in Lapland and 3) venture capital investments in emerging technology start-ups. The scenarios on supply disruptions dealt with 4) discriminatory practices limiting access to antibiotics, 5) political retaliation limiting access to water treatment components and 6) sanctions on wind power materials, components and minerals. As for high technology dependencies, the cases included 7) the maintenance of military technology, 8) the cybersecurity of health technology and 9) the supply of chemicals for research and development activities. According to the report, small states have the least leeway in navigating the risk environments created by technological dependencies, whereas the toolkits to tackle the potential dangers of foreign ownership and supply disruptions are more extensive. Although different issues and insecurities require different bespoke solutions, all the risk categories call for active mitigation efforts. Most of the suggested Finnish and Swedish expert solutions can be clustered into three alternative approaches: protectionist/interventionist, liberal and technologically oriented. Protectionist/interventionist solutions would expand the state’s powers in controlling, guiding and limiting economic activities. Key suggestions included: covering acquisitions and greenfield investments in national foreign direct investment screening screening real estate acquisitions with a wide range of countries of origin imposing country-specific limitations to real estate acquisitions screening venture capital investments in emerging technologies initiating a national security act to limit foreign control rapidly imposing country- and company-specific limitations to bids in critical industries increasing tariffs supporting domestic or EU-level production through subsidies and industrial policy friendshoring the production of critical goods expanding the scope of supply stockpiling in pharmaceuticals and water treatment components The more liberal approach towards national preparedness would focus on solving the challenges primarily through carrots instead of sticks – to avoid limiting entrepreneurial freedoms and interfering with the dynamics of the capitalist market economy. The proposed solutions included: initiating value debates to guide individuals’ choices when accepting investments formulating a national innovation strategy to boost domestic companies’ operating conditions in emerging technology fields teaching “technology literacy” to guide the use of foreign-owned products engaging all stakeholders in making decisions on foreign ownership diversifying the sources of critical goods such as antibiotics enhancing awareness of risks and making “plan Bs” in supply chain management deepening the EU’s single market to offer genuine scalability opportunities for start-ups The third, more technologically oriented approach would rely on new innovations or technical solutions to enhance small state preparedness. Key ideas included: innovating new medicines to replace antibiotics prioritising non-conventional technologies such as small modular reactors (SMRs) enhancing domestic capacity to produce key components with 3D printing researching alternative materials to replace critical chemicals developing the recycling, recovery and transportation of critical chemicals adopting geofencing and coding solutions to enhance cybersecurity designating emerging technologies as focus areas in higher education increasing the adaptability of technical solutions through standardisation These three approaches prioritise different key solutions for enhancing small state preparedness. However, they represent generic policy preferences rather than ready-made policy recommendations. Ideally, states can formulate their own pick-and-mix toolkit by combining elements from the different approaches. The complementary nature of some of the expert views was also suggested by the fact that many – even most – respondents argued for diversification as a solution to various challenges. For example, and regardless of the chosen strategy, tendering rules could be improved by placing quality over price, taking geopolitical risks into account and allowing multiple winners in contrast to the currently dominant winner-takes-it-all logic, which leads to overly concentrated supply chains. Moreover, at least minor legislative tightenings were widely proposed to be made on foreign ownership – especially with regard to that of nationals of authoritarian states. These changes were, however, typically proposed to be complemented with such balancing acts as long-term leases and incentives to develop and acquire domestic products and companies. Ultimately, by highlighting alternative approaches to small state preparedness, this report seeks to encourage democratic discussion on a broader political choice: what type of state and economy do we want in the future? It is not only their identity that guides what states do; adopted policies and means also shape state identities over time.

770. Europe’s Broken Order and the Prospect of a New Cold War

Abstract:: The Russian and western visions of European security have profoundly different ideational roots: balance of power embedded in realist geopolitics versus liberal rules-based order. Russia is a revisionist power aiming to re-establish a European security order based on the balance of power, including a recognition of its empire and sphere of influence. Russia’s aggressive pursuit of this vision has forced the West to defend the rules-based liberal order in Europe and beyond. This report analyses the main sources and implications of Russia’s discontent with the post-Cold War European security order, which eventually led to the invasion of Ukraine. The disagreements are likely to endure beyond the war in Ukraine, leading to a new Cold War. The paper identifies three scenarios for the future of the European security order, the most likely one being a dual order, with the liberal rules-based order further strengthened and enlarged among western countries including Ukraine, while Russia will hold on to its imperialist ambitions but being forced to accept a much more limited sphere of influence than the former Soviet or tsarist empires. As long as the worldview that underlies Russia’s foreign policy does not change, any new balance of power will be temporary and under threat of renewed aggression once Russia has regained strength. In order to make it more sustainable, the West will need to eliminate grey zones, ensure credible deterrence and defence, and consistently weaken Russia’s ability to rebuild its military might.

Abstract:: Russia’s war against Ukraine has produced multiple shifts in the geopolitical landscape of Europe. Various EU member states and EU institutions broke through entire decades of dogmatic principles and established practices in security and defence policies to respond to Russia’s aggression and protect the continent. The energy domain is at the forefront of this confrontation, as Russia used its dominant market position in European energy supply in the run-up to – as well as during – the war to weaken Europe’s responses, divide the EU, and deter it from increasing its support to Ukraine. The multifaceted and far-reaching impact of the war offers an opportunity for a deeper reflection on the lessons learned for energy security at the national, regional, and EU levels. It allows for an assessment of the prospects in the geopolitical landscape where Russia is comprehensively isolated; new energy and technology players grow in importance; a new global energy order emerges; and the effects of the climate crisis become more severe and evident. It is also a rare opportunity to assess how complex energy systems retain their resilience or degrade under the conditions of a high-intensity conventional war, which has collective defence implications to the ability of the frontline states, such as Estonia, to fulfil NATO’s baseline requirements for national resilience and thus Article 3 of the North Atlantic Treaty. The report seeks to provide analysis concerning these aspects of the war’s short-, medium-, and long-term impact on energy security in Europe, the Baltic region, and Estonia. Conclusions of the report stress the importance of regulatory, policy, and technological flexibility, as well as innovation, in responding to various forms of strategic coercion through the energy sector – especially when such coercion is applied against targets under the duress of a major war, in which economic disruption, market uncertainty, geopolitical turmoil, and societal anxieties are abundant. The conclusions caution though that the appetite for resilience-enhancing investments and transformative solutions might diminish in the cost-conscious economic environment of the future or that the EU and US will start a vicious cycle of protectionist measures in green energy development, which will undercut transatlantic cooperation in energy security.

Abstract:: Amid Russia’s war in Ukraine, NATO has paid much less attention to global security issues, such as China’s potentially menacing activities in the Indo-Pacific region. But there too, the deteriorating geopolitical environment calls for NATO to take a stronger cooperative and consultative role. This brief explores why NATO is deepening cooperation with the Indo-Pacific partners. It discusses both NATO’s and individual Allies’security concerns in the region and compares them with those of Australia, Japan, the Republic of Korea, and New Zealand (the AP4).1 It also outlines the development of NATO’s Indo-Pacific partnerships with the AP4 as part of its cooperative security agenda, from the early 2000s to the present day. Finally, it considers how NATO’s cooperative security dialogue is likely to develop in the future and what might be expected at the forthcoming Vilnius Summit.

Abstract:: NATO's current military Command and Control (C2) structure was designed for forces engaged in crisis management and expeditionary operations, not territorial defence. It will thus not be suitable for implementing NATO’s new regional defence plans, or for building credible deterrence and defence. A new military C2 structure that clarifies the geographical areas of responsibility of the Joint Force Commands (JFCs) and treats the Baltic Sea region as indivisible is needed. NATO must also improve C2 at the tactical level through the establishment of tactical- (component-) level commands, perhaps building upon the existing corps headquarters. The Baltic states, meanwhile, are establishing divisional structures which will further develop their military capabilities and give them new opportunities to act with Allies under corps command. They may, however, face challenges in implementing these ambitious plans due to a shortage of resources.

774. How Russia Brings Its Aggression Against Ukraine to The Global South

Abstract:: 2022 was a wake-up call for the West. The response by the Global South to the war in Ukraine highlighted Russia’s enduring strengths in Africa, Latin America, the Middle East, and South and Southeast Asia. This report explores the evolution of Russia’s relations with the countries in the Global South and the ways Russia cultivates these relationships in pursuit of its foreign policy agenda. Moscow’s current interactions in the Global South are driven by the demands of its war of aggression, as well as by its long-term goal: to challenge the international order. The latter dictate several manoeuvres found throughout such engagements: strategic communications, market substitution and sanctions evasion, and regime sheltering. This report presents three case studies meant to illustrate how Russia’s relations with the Global South have evolved since 2022. First, Tunisia exemplifies a superficial partner, with Moscow’s main tool in the country being strategic communication aimed at shaping public opinion in its favour. Second, India is illustrative of a strategic partner whom Moscow tries to engage in order to substitute for lost energy markets and evade sanctions. Third, Myanmar represents a hierarchical relationship, in which the local regime depends on Moscow for diplomatic support and arms deliveries. Notwithstanding varied perspectives on and responses to Russia’s war of aggression in Ukraine, countries in the Global South have generally sought to prioritise their economy and security by attempting to strike a balance between Russia and the West. Aware of such desires, Moscow has been exploiting this situation to maintain its influence internationally. Challenging Russia in the Global South will put pressure on the Kremlin and limit its ability to conduct aggressive foreign policy – and wage war against Ukraine. The report concludes with six recommendations on how to counter Russia in the Global South.

Abstract:: This report examines Russia’s preparations for its full-scale invasion of Ukraine: domestically, in Ukraine itself, in the global information domain, and in building its relationship with China. For Russia, crushing Ukraine’s quest for democracy was central to meeting its objectives of reshaping the post-Cold War order in Europe and globally, restoring its own status, and reconstituting the Russian empire and Russian world. Its preparations in the political and informational, military, and economic domains for a full-scale war in Ukraine were too extensive and overt to go unnoticed, but they were not acted upon. It is hard to avoid the conclusion that the evidence went against the dominant narrative in the West and was simply brushed aside. In the political and informational domains, Russia’s domestic preparations including cementing the regime’s authority, and taking advantage of the population’s Soviet nostalgia and aspirations for the restoration of the Russian world and the empire. Limited economic preparations were intended to safeguard Russia’s economy against current and future Western sanctions, while Russia’s extensive military preparations involved large-scale defence spending and extensive military modernisation efforts. Russia’s preparations beyond its own territory included: a campaign within Ukraine to divide society and discredit the democratically elected leadership; a campaign directed at the rest of the world about Ukraine, discrediting the country and its people as an object of sympathy and support in their resistance against Russia; and a campaign of intimidation designed to instil in western leaders and populations a fear of obstructing, impeding, or offending Russia. Russia also worked to build a relationship with China. China’s support is essential to Putin’s ambitions. But equally, China’s strategy for confronting the United States – which China cannot do alone – depends on Russia remaining at least a quasi-great power.

776. Turkey’s New Foreign Policy: Ankara’s Ambitions, Regional Responses, and Implications for the United States

Abstract:: For the past century, Turkey’s foreign policy has been driven by the need to preserve the achievements of the Lausanne Treaty in the face of often serious threats from major powers. As a result, Turkey was a predominantly status quo country, and its relations with neighboring states were largely shaped by its place in broader geopolitical struggles. With the end of the Cold War, however, and the subsequent growth of Turkey’s economic, military and diplomatic strength, this has changed. Turkish foreign policy has begun to focus on reshaping the regional order in accordance with its growing desire for influence. Going forward, the nature of Ankara’s efforts, and the response they provoke from Turkey’s neighbors, will be an increasingly crucial factor in determining Turkey’s relations with the United States and Europe. Turkey’s new dynamics will remain a source of tension under any future Turkish government, but they need not, if managed well by all sides, lead to a lasting rift between Turkey and the West. The more deeply embroiled Turkey becomes in disputes with key US allies from Western Europe to the Persian Gulf, the more difficult it will be for Washington and Ankara to have a cooperative, mutually beneficial relationship. And the more Turkey views itself as a revisionist power, the more it will come into conflict with America’s allies. As a result, it is more important than ever for US policymakers to understand the historic trajectory of Turkey’s place in its region. Turkey emerged from the collapse of the Ottoman Empire as a status quo power, an orientation that it maintained for the better part of the last hundred years. Though the new country had been shorn of its former territories in Southeastern Europe and the Middle East, it had also forcefully defeated foreign efforts to occupy the territory of Anatolia itself. For modern Turkey’s founders, the success in avoiding complete colonization far outweighed the failure to preserve the full geographic scope of the Ottoman Empire. As a result, they forged a pragmatic foreign policy tradition that prioritized preserving their achievement: a Turkish state sovereign and secure within its current borders. This goal remained constant over a long and turbulent 20th century, even as its implications changed, and allowed for Ankara to be flexible about which countries to work with to maximize its self-declared interests. In the inter-war period, when threats came largely from powerful European empires like France, Italy, and Britain, the defense of Turkish sovereignty called for a policy of neutrality and non-alignment. In the immediate aftermath of World War II, however, Turkey’s geopolitical position changed dramatically. Suddenly, the Soviet Union emerged as the most direct and dangerous threat to Turkey’s territorial integrity. In this new strategic context, seeking the support of the United States and NATO became the only feasible way to preserve the imperiled status quo, equip the country’s armed forces, and ultimately defend its borders. The result was a strong and mutually beneficial alliance with the United States and much of Europe. The success of this alliance, however, sometimes obscured the complex, constantly evolving and often paradoxical relationship between Turkey’s status quo orientation and its historically-grounded relationships with regional states. The circumstances surrounding the collapse of the Ottoman Empire created a bitter legacy, giving almost all of Turkey’s neighbors both emotional and practical reasons to feel hostility towards it. With other countries that shared a commitment to the status quo, however, Ankara had equally good reason to overcome this animosity. For countries that found themselves on the wrong side of Turkey’s geopolitical alignment, by contrast, these resentments and unresolved problems were consistently exacerbated. The history of Turkey’s regional relationships can be read through the ever-shifting dynamics of power politics and unsettled history. In the case of Greece, for example, Ankara and Athens began an ambitious rapprochement in the 1930s when they both felt their security was threatened by Italian irredentism in the Eastern Mediterranean. When this shared threat was supplanted by the Soviet Union, the two countries were brought into an even closer alignment under the NATO umbrella. Soon though, the growing rebellion against British rule on Cyprus rendered the status quo unsustainable, leaving Athens and Ankara with radically divergent views on what should come next. Only in this context were a number of longstanding questions re-opened, such as maritime borders and the status of historic minorities in both countries. Crucially, even as tensions over Cyprus worsened, both sides still had Washington to help remind them of their shared security interests. Throughout the Cold War, the United States was in a position to manage Turkish-Greek tensions in order to pre-empt the risk of an intra-NATO war between two allies that would benefit the Soviets. In other words, by acting as a forceful advocate for the status quo, Washington helped ensure that both Greece and Turkey maintained their shared commitment to it. With the end of the Cold War and the rise of Recep Tayyip Erdoğan’s Justice and Development Party, Turkey embraced not just a new foreign policy but a new foreign policy orientation. Ankara is no longer interested in maintaining the status quo—it now wants to transform it. Just as Turkey’s status quo orientation led to different policies as circumstances change, Turkey’s new anti-status quo orientation has also led Erdoğan’s government to pursue different strategies. But to make sense of these shifts, and the reaction they have provoked in the region, it is crucial to appreciate that, no less than in the previous century, Turkey’s neighbors have responded in light of their history but also, more importantly, their own orientation toward the regional status quo.

Abstract:: The US ambassador to South Africa recently accused South Africa of shipping arms to Russia. The ambassador was criticized by some—including the South African government—for breaking with diplomatic protocol by so openly condemning his host government. However, maintaining an effective working relationship does not mean that a diplomat must never say or do anything that the host country might not like. Far from it. Effective diplomacy is built on trust, honesty, and respect, and the diplomat who never disagrees or who comes across as a sycophant, will be neither trusted nor respected. On the other hand, a diplomat who is consistently honest, but who strives to be polite and considerate, might not be universally liked, but will earn respect.

Abstract:: This summer, the Biden administration decided to negotiate a temporary deal with Iran involving the release of American prisoners held by the Islamic Republic in exchange for the release of some of the funds that were held by the United States as part of the economic sanctions on Tehran. The White House expects that this package deal will open the road to talks with Iran on its nuclear program. The outline of a deal would include a pause in the accumulation of enriched uranium and an Iranian pledge not to produce weapons-grade fissile material, in exchange for the removal of US economic sanctions. But any diplomatic deal between Washington and Tehran raises fears among two of America’s allies in the region, Saudi Arabia and Israel, that regard Iran as an existential threat. From that perspective, a US-led process of normalizing the relations between Riyadh and Jerusalem could help contain Iran and reinforce the American pledge to strengthen the alliance with Saudi Arabia and Israel.

This incident comes quickly on the heels of a springtime allegation that the African National Congress and South African government undermined US national security and foreign policy with respect to the Russian invasion of Ukraine. Over the summer, members of Congress called into question the eligibility of South Africa for trade benefits under the African Growth and Opportunity Act (AGOA) and its suitability to host the AGOA Forum. This was in response to the prior allegation that South Africa transferred arms or enabling technologies to Russia. Prior to next month’s AGOA Forum, there is an expectation that the AGOA eligibility determinations for 2024 will be delivered to Congress. This sets the stage for another potential showdown over the AGOA eligibility of South Africa and its suitability to host the AGOA Forum. At this stage, it is unlikely that South Africa will be deemed ineligible for AGOA trade benefits or removed as the host of the AGOA Forum. However, a political debate over its AGOA eligibility could cast a long shadow over the event and lead to another breakdown in the strategic partnership between South Africa and the United States. The White House will want to avoid both of those outcomes.

Abstract:: The crossover between cybercrime and cyberwarfare has intensified in recent years, particularly against the backdrop of the ongoing conflict in Ukraine and mounting tensions between China, Russia and the United States. This paper delves into specific cyber incidents that employ cybercrime tactics with cyberwarfare objectives, allegedly involving Chinese, Russian or US actors. 787. Raising AUKUS’s Second Pillar: Integrating Uncrewed and Other Emerging Technologies into the Australian Defence Forces

Abstract:: The Australian Defence Force (ADF) is aggressively pursuing a diverse array of uncrewed air, surface, and undersea systems to address capability gaps in today’s force and exploit emerging opportunities in new technology. Thus far, these efforts have yielded a few programs that have transitioned into operational use, consisting predominantly of uncrewed air vehicles (UAV) that support intelligence, surveillance, and reconnaissance (ISR) operations. ADF concepts tend to constrain uncrewed system use cases by treating them as extensions of crewed platforms or units, such as the Royal Australia Air Force (RAAF) Ghost Bat program.1 These manned-unmanned teaming (MUM-T) concepts generally exploit the systems-level characteristics of uncrewed vehicles to provide crewed units with greater reach or persistence, as figure 1 summarizes. Because they do not carry human operators, strategists can consider even relatively expensive uncrewed vehicles attritable, and forces may lose these vehicles to combat or other exigencies with little regret.2 Uncrewed systems can operate for extended periods in severe environments or circumstances, such as space. And without human operators, uncrewed vehicles can be less expensive than their manned counterparts due to fewer requirements for life support, protection, live training, or multi-mission capability.

For Americans who believe in respect for national borders, the primacy of national sovereignty, and the right to self-defense, support for Ukraine is natural. Ukrainians are not asking for, nor do they want, US troops to help them fight Russia. All they ask for is the resources required to give them a fighting chance. Meanwhile, Russia is among America’s top geopolitical adversaries. As former Secretary of State and Hudson Distinguished Fellow Mike Pompeo said last week, a Russian victory “would be felt well beyond Ukraine’s borders, including by strengthening a Russia-China-Iran alliance that aims to weaken the US and our allies across the globe.” As Congress debates additional support for Ukraine, detractors will spread false and misleading information. 789. Why Overbroad State Library Ebook Licensing Bills Are Unconstitutional

Abstract:: There has been a coordinated push over the past few years for states to enact legislation that would regulate the marketplace for licensing copyrighted ebooks to public libraries. The supporters of these bills argue that publishers offer ebook licenses that are too costly and restrictive, making it difficult for libraries to provide adequate access to their patrons. The gist of these complaints is that the market for digital ebooks should mirror the one for physical books, in which libraries pay the same price as everyone else and set their own rules for making loans. In essence, they want states to step in to remedy the perceived disparity with ebooks, which they blame on the allegedly abusive trade practices of publishers. But the reality is that publishers treat the two markets differently because they are fundamentally different, and there is nothing abusive about it. Moreover, publishers are merely doing what federal copyright law encourages them to do, and states are powerless to enact overbroad laws that would unconstitutionally punish them for doing so. While these concerns with the ebook licensing marketplace may be relatively new, the legal issues presented by the proposed state regulations to address them are not. Many states already have laws on copyright licensing in other contexts, and the extent of a state’s limited capacity to regulate in this area has been long-settled by the courts. Nevertheless, supporters of the new ebook licensing bills appear uninterested in the clear legal implications of their favored policy position. Shortly after the first such ebook law went into effect in Maryland, a federal district court struck it down as unconstitutional because it forced publishers to grant licenses. Other states have since moved forward with new ebook legislation based on the model text provided by Library Futures, a policy organization, that purports to solve the constitutional issue by merely dictating the terms of the licenses. However, Library Futures makes no real effort to defend the legality of its proposed legislation, and the truth is that it suffers the same constitutional defect. This policy memo explains how federal copyright law supersedes and limits state laws that regulate the licensing of copyrighted works. While states can validly target certain abusive conduct related to the manner in which copyright licenses are negotiated, federal law is clear that states cannot cross the line by dictating the terms of such licenses when they directly implicate the exclusive rights secured by the Copyright Act.

Abstract:: While Ukraine, Gaza, and climate change will feature heavily on the agenda during Australian Prime Minister Anthony Albanese’s visit to Washington, DC, the most important and enduring issue between the two countries is progressing AUKUS (Australia–United Kingdom–United States) as the key ANZUS (Australia–New Zealand–United States) contemporary alliance initiative. If the AUKUS arrangement stalls and fails to have a meaningful impact on the strategic and military balance of power, then America’s regional allies and partners will lose faith that a reinvigorated American-led alliance system can serve as a check on Chinese power. America’s slow progress to reform the International Traffic in Arms Regulations (ITAR) is an immense frustration for Australian and American proponents of AUKUS. However, concerns regarding inadequate investment in the American military industrial base are reasonable and legitimate. Australian defense policy is underfunded and lacks urgency despite defense analysts’ assessment that the strategic environment is rapidly deteriorating. Australian underperformance will increase skepticism of AUKUS in both countries. Both countries need to undertake much more detailed scenario planning and commit to the agreed sharing of burdens and responsibilities to deter or defeat China.

792. Rewriting the Future of America’s Maritime Industry to Compete with China

Abstract:: For decades, companies outside the United States have dominated the international commercial shipping and shipbuilding industries. At various times since World War II, Japan, Korea, and certain European countries have been able to leverage their export-driven manufacturing economies and government support to become world leaders in commercial shipbuilding and major players in international shipping. The People’s Republic of China (PRC) has taken that strategy to a new level and now produces more than half the large commercial ships delivered annually, controls scores of seaports in dozens of foreign countries, and owns almost one-fifth of the global commercial fleet. American commercial shipbuilders and US flag shipping companies have long faced fierce headwinds in international markets and have seen support from the US government dwindle. The US reset its maritime policies in the 1990s when America was the sole superpower and the security benefits of a robust commercial maritime industry were in doubt. By the end of 2022, Americans owned only 3 percent of the 55,000 ships in the global commercial fleet, including just 178 large US flag cargo ships, 85 of which are committed to international trade (see tables 1 and 2 below for a breakdown of US and global commercial fleets). The emergence of the PRC as a challenger to America’s global leadership has forced sweeping changes in US policy and spending priorities to boost America’s economic and military security. This report recommends that the US reform its policies governing America’s commercial maritime industries because shipping and shipbuilding are core components of national power. These industries remain especially crucial in the twenty-first century, as international trade is more important to a healthy American economy today than ever before. Yet Americans have almost no control over the maritime logistics systems that feed the US economy. The pandemic-induced supply chain crisis showed how much damage can be done when those systems break down.

Abstract:: Southeast Asia is not just the swing sub-region in the Indo-Pacific but also the soft underbelly of the region—the area most susceptible to Chinese coercion, influence, and expansion. Except for Vietnam, Southeast Asian states have strong fence-sitting tendencies and are reluctant to properly balance and counter Beijing due to their proximity to China, smaller size, limited capabilities, and economic integration with and reliance on China. They are also constantly fearful that the US and its allies will abandon and leave them to fend for themselves against a hostile China. This means that while one can identify pockets of creative and proactive thinking in this sub-region, the prevailing inclinations of the region’s countries are to never back a side before the result is obvious, do the minimum when it comes to burden sharing, and receive maximum economic and security benefits for minimum risk, price, and commitment. In short, they are often inclined toward free riding. It is easy for the US and its allies to become frustrated with Southeast Asian states that give the impression they are seeking various forms of “strategic welfare.” The more constructive approach is to understand their domestic and external vulnerabilities and work within these.

794. Time to Recalibrate America’s Middle East Policy

Abstract:: Our understanding of reality in the Middle East has changed significantly in the last seven years. At a conference on US-Israel relations in 2016, then Secretary of State John Kerry highlighted, now famously, the impossibility of Israel making peace with the Gulf states. In an obvious reference to Israeli Prime Minister Benjamin Netanyahu and his associates, Kerry said, “I’ve heard several prominent politicians in Israel sometimes saying, ‘Well, the Arab world is in a different place now. We just have to reach out to them. We can work some things with the Arab world, and we’ll deal with the Palestinians.’” Kerry dismissed Netanyahu’s thesis with total certainty: “No. No, no, and no. I can tell you that I’ve talked to the leaders of the Arab community. There will be no advanced and separate peace with the Arab world without the Palestinian process and Palestinian peace. Everybody needs to understand that. That is a hard reality.” Just two years later, Netanyahu refuted Kerry’s view of reality by, with the help of President Donald Trump, signing the Abraham Accords with Bahraini Foreign Minister Abdullatif bin Rashid Al-Zayani and Emirati Foreign Minister Abdullah bin Zayed Al-Nahyan. But the flaws that Trump and Netanyahu revealed were not Kerry’s alone. Nor were the flaws limited to thinking about Arab-Israeli relations. Trump and Netanyahu were attacking the entire strategic belief system of the Obama administration, which had identified reconciling with Iran and brokering a Palestinian-Israeli peace as the two top priorities of the United States in the Middle East. In the Trump-Netanyahu conception, the Abraham Accords were the cornerstone of a regional alliance that aimed not just to improve relations between Israel and its neighbors but also to contain Iran militarily and to prevent it, through the application of hard power, from acquiring a nuclear weapon. With a Middle East staff consisting almost entirely of veterans of the Obama administration, the Biden administration intended to prove the utility of Obama’s effort to reconcile with Iran. It therefore rejected the Trump-Netanyahu view of the accords as a key component of an Iran-containment strategy. However, the accords have fashioned a new “hard reality” of Arab-Israeli coordination that the administration cannot ignore. That reality includes formal Israeli representation at US Central Command, the military’s combatant operations command responsible for, among other things, deterring Iran. In other words, beneath the umbrella of the United States military, the Israeli military and its Arab counterparts are now liaising daily. Weren’t Trump and Netanyahu pursuing this outcome? The simple answer is no. To prevent trilateral military cooperation among the Arab states, Israel, and the United States from turning into a coalition designed to pressure Iran regarding the aggression of its proxy forces and the expansion of its nuclear weapons program, the Biden administration instructed CENTCOM to focus exclusively on defensive measures and integrated missile defense, and to avoid any offensive countermeasures against Iran. But defending against an aggressor with only a shield is impossible. Arming oneself with a sword is also necessary. Enter Raphael BenLevi, the director of the Churchill Program for Strategy, Statesmanship and National Security at the Argaman Institute of Tikvah Fund Israel. BenLevi is at the forefront of a new generation of foreign policy strategists in Israel who have come of age in an era when what seemed like a “hard reality” to the generation of John Kerry is now obviously history. In this article, he lays out a strong case for the potential of the kind of trilateral cooperation to which the Biden administration, under the weight of stale ideas, has turned a blind eye.

Abstract:: Within days of taking office, China’s new foreign minister, Qin Gang, was on a plane to his country’s main African client: Angola. Landing in Luanda on January 12, Qin Gang was ostensibly bringing a gift—a $250 million loan to help Angola expand high-speed broadband. Some gifts, however, are not what they seem, and some of the recent financial gifts from Chinese sources have been toxic. Soon after Qin visited Angola, US Treasury Secretary Janet Yellen traveled to three African countries but skipped Angola, possibly because of its checkered history with Chinese development assistance. The case of Angola raises questions about the extent and nature of Chinese loans and infrastructure aid to a growing number of African nations, as well as the consequences of such loans on those countries’ relations with the US.

796. America’s Response after Russian Suspension of New START

Abstract:: This week’s news that Russia will suspend participation in the New START nuclear treaty follows the State Department’s January announcement that Russia is in breach of New START and its obligation to allow inspection activities on its territory. Since the Cold War, the United States has led efforts to promote nuclear non-proliferation and to create a transparent and stable dynamic between Moscow and Washington regarding our nuclear weapons forces. But the Russians have repeatedly demonstrated a willingness to violate the terms of our agreements. While the United States has sought to decrease our reliance on nuclear weapons in our military strategies, Russia has gone the other way. Russia is developing, testing, and fielding new delivery systems within traditional categories like road-mobile and silo-based intercontinental ballistic missiles. But it has also developed novel systems like nuclear-capable hypersonic glide vehicles that raise questions about their intent. And its large arsenal of non-strategic nuclear weapons remains outside the bounds of any treaty. As we’ve seen in Ukraine, Russia uses the threat of nuclear employment to coerce nations in wars of aggression that Russia has chosen. Moscow appears to have lowered the nuclear threshold. The best path for peace is for the United States to maintain credible deterrence options. This provides incentives for our adversaries to engage in diplomacy.

797. Transparency and Accountability: US Assistance to Ukraine

Abstract:: Americans are raising questions about the tracking and oversight of aid to Ukraine. Russia has long sought to dominate Ukraine, and wherever Russia hooks its tentacles, corruption naturally follows. By helping Ukraine defeat Russia on the battlefield, the United States can strike a major blow against corruption in Europe. In the meantime, the US government is carefully tracking American aid to Ukraine. The Department of Defense (DoD) established a Security Assistance Group Ukraine last fall that tracks military shipments. (By contrast, the US did not establish a similar effort in Afghanistan until seven years into the war). Moreover, Congress required significant reporting on oversight and accountability in each major assistance package passed to date: the four Ukraine supplementals, the FY2023 NDAA, and the FY2022 and FY2023 omnibus bills. Specifically, Congress mandated the creation of a list of all security assistance and defense articles provided to Ukraine—and enhanced monitoring of that equipment once it enters Ukraine. Congress also mandated that the DoD reports on all end-use of military equipment. As of this writing, the DoD has found no evidence of Ukraine diverting US-supplied defense equipment. This makes basic sense: a smaller, weaker country like Ukraine could not defeat its much larger Russian adversary if Western weapons were not reaching the front lines. Indeed, Ukraine’s battlefield successes follow a basic rhythm. In June, the US released Harpoon coastal defense systems to Ukraine. Later that month, the British Defense Ministry announced that Ukraine used this Western system to sink a Russian ship on its way to Snake Island, causing the Russians to abandon the strategic outpost. The HIMARS launcher, first sent last summer, propelled Ukraine’s counteroffensives in the south and east, enabling Ukraine to liberate Kherson and take back major territories in the Kharkiv region. And the US shipment of over 100 M777 Howitzers proved effective against Russian equipment at a time when the Ukrainians were running dangerously low on artillery systems. Still, in keeping with its responsibilities, the new Republican majority in the House is standing watch and directing new efforts. Earlier this month, Mike Rogers, chairman of the House Armed Services Committee, led a congressional delegation to Romania and Poland to oversee the distribution of Ukraine aid. Following the trip, the bipartisan group of lawmakers agreed that they “came away with a clear understanding of the various safeguards the US government, in partnership with the Ukrainians and other nations, have put in place to ensure each article is accounted for and tracked to the frontline of the war.” Because Congressman Rogers sees oversight as a top priority of his committee, he will press the point in an oversight hearing on Tuesday, February 28.

798. Radical Steps Are Essential to Jump-Starting the Replacement of the Flawed US Money Regime

Abstract:: A previous policy memo argued that flaws in the actual US money regime are responsible for the Great Pandemic Inflation.1 Now that reported inflation has been falling, some of us might imagine that addressing these flaws has become a non-urgent matter. After all, great supply shocks tend to come rarely. But such complacence does not fit the facts. The case for getting rid of the present rotten monetary regime is not simply based on the argument that it has malfunctioned so severely during the pandemic and war supply shock. That malfunctioning continues into the present, where there is now positive supply side news (the pandemic dislocation is fading, and a natural gas glut has emerged despite the continuing Russia-Ukraine War). The Federal Reserve and other central banks, still trying to navigate policy in an anchorless monetary system by choosing a path for short-term interest rates, are stumbling from one huge blunder to another, even if they have a rare lucky stretch in between. Beyond the woes of how the 2 percent inflation standard performed during the supply shock and subsequent supply restoration, this regime should be held responsible for a range of economic and social consequences that predate the pandemic and war. These include malinvestment (poor allocation of capital due to corrupted signaling in markets), advancement of monopoly capitalism, bloated government outlays, and punitive monetary taxation (in the form of inflation tax or monetary repression tax), all of which take their toll. Instead of enjoying a top-quality money with all its benefits, individuals have had to put up with a poor money and all its related costs, particularly the ongoing danger of serious loss of purchasing power.

I support the judgment of the commander of United States Indo-Pacific Command (INDOPACOM), Admiral John Aquilino, who was recently asked by Senator Roger Wicker, “There’s some people who feel our support for Ukraine is taking away from our capability and credibility in the Indo-Pacific. . . . What do you say?” Adm. Aquilino replied, “Senator I do not . . . I believe we have to do both to maintain the peace.” Why is Adm. Aquilino correct in linking the defense of Taiwan and deterrence of Communist Chinese aggression to our support for Ukraine? First, US victory in Ukraine is essential for generating support for Taiwan at home. Winning in Ukraine will help generate the domestic resolve to fight for Taiwan. If we pull back from Ukraine, however, the US will strengthen those isolationists who pit baby formula against defense spending. Success creates a slipstream of confidence, which the country is currently lacking after our experience in Iraq and Afghanistan. A victory in Ukraine can restore confidence in our ability to win wars—at home and abroad.

Abstract:: Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.
