1561. Protecting Minorities from De Facto Statelessness: Birthright Citizenship in the United States

Abstract:
Birthright citizenship is the subject of intense political debate in the United States because of its connection to the debate over unauthorised immigration and the inclusion of national minorities. Similar debates have taken place in other common law countries, leading to the restriction of jus soli birthright citizenship in the United Kingdom, Australia, New Zealand and Ireland. The Supreme Court of the United States and United States Department of State’s interpretation of the Citizenship Clause in § 1 of the Fourteenth Amendment ensures that all ‘persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States’, including the children of unauthorised immigrants. This article argues that the rule of jus soli birthright citizenship in the United States is rooted in an older understanding of the birthright of native-born British subjects, and later, American citizens, to enjoy the birthright of protections and an ever-expanding set of rights based on where they were born, regardless of the status of their parents. Stated in a way that included the children of slaves and immigrants as citizens based on their birthplace alone, jus soli birthright citizenship in the United States remains a powerful tool of inclusion for marginalised minority groups.

Abstract:
As we emerge unevenly from the ravages of a global pandemic, the new world upon us is summoning statesmanship for political economy in the national interest. 2020 was apocalyptic in the true sense of the word. The depth of our dependence on Chinese manufactures for everything from face masks, respirators, ventilators, to basic pharmaceuticals was revelatory. This emergency unveiled the gaunt figure of American industry. Yet, our industrial thinning-out was there for all to see during America’s decades-long, neoliberal diet of globalized supply chains, offshored manufacturing, and international trade based on economic comparative advantage and specialization. An optimist might object to this dire picture and point to Operation Warp Speed, the massive effort of industrial policy in pharmaceuticals and drug development, which produced vaccine formulae in record time by relying on a World War II model of public-private sector mobilization and on powers of the federal government in the 1950 Defense Production Act.

Abstract:
Women’s liberation is a concept that is almost always found at the heart of revolutionary thinking. Plato, devising the ideal state in which all perform work according to inborn ability and hold goods in common according to the dictates of justice, very soon discovers that marriage and the nuclear family are hindrances to the perfectly just republic. Plato’s plan for abolishing the traditional family pertains to the guardian class and exemplifies a deep suspicion of the family as fostering attitudes detrimental to building the just state. Plato was the opposite of an egalitarian, but the view of the family as a harbinger of “private morality” would in the modern period characterize radically egalitarian philosophies that envision an all-dominating public consciousness and a corresponding collective activism. Family life, especially for women, is not naturally suited to this political objective. The construction of Plato’s perfectly just city entails the assurance that women worthy of being “guardians” can outsource childcare and can freely produce guardian-worthy children.

1564. A German Tocqueville? The Unrecognized Importance of Francis Lieber’s Letters to a Gentleman in Germany, or The Stranger in America

Abstract:
“No German I know could have analyzed public life as I have done, having had the advantage of a practical citizen’s life for many years, in a vast republic.”1 Francis Lieber, the stocky, thick-accented German to whom this bold statement belonged, was basking in the positive reception of his recently published Manual of Political Ethics. He considered himself—along with his friend Alexis de Tocqueville—as one of a select few gifted with special insight into a nation’s political life. Joseph Story praised Lieber as even greater than Tocqueville, saying “‘You know ten times as much as he does of the actual workings of our system and of its true theory.’”2 Samuel Taylor agreed and, in an article comparing both men side by side, argued that, while Tocqueville was the better writer, Lieber surpassed him “as a political philosopher, comprehensive in his knowledge of the literatures of history and of politics, and of the practices of government; and profound in understanding the guaranties of liberty, and the institutions and arrangements of governments for their protection.”3 Given this high praise, one might well ask whether Tocqueville was a “French Lieber.” However, given Tocqueville’s modern fame, perhaps it is better to ask whether Lieber should be understood as a kind of “German Tocqueville,” especially regarding his observations about the fledgling United States. In order to assess the significance of Lieber’s understanding of American political institutions for his own political thought, we need to begin with his 1834 travel journal about a trip to Niagara Falls.

Although nonexperimental, the study draws upon various data to present a cohesive, if not comprehensive, narrative of the economic shocks that followed the imposition of U.S. sanctions in 2012 and 2018.

Abstract:
We study the impact of the Covid-19 pandemic on Euro Area inflation and how it compares to the experiences of other countries, such as the United States, over the two-year period 2020-21. Our model-based calibration exercises deliver four key results: 1) Compositional effects – the switch from services to goods consumption – are amplified through global input-output linkages, affecting both trade and inflation. 2) Inflation can be higher under sector-specific labor shortages relative to a scenario with no such supply shocks. 3) Foreign shocks and global supply chain bottlenecks played an outsized role relative to domestic aggregate demand shocks in explaining Euro Area inflation over 2020-21. 4) International trade did not respond to changes in GDP as strongly as it did during the 2008-09 crisis despite strong demand for goods. These lower trade elasticities in part reflect supply chain bottlenecks. These four results imply that policies aimed at stimulating aggregate demand would not have produced as high an inflation as the one observed in the data without the negative sectoral supply shocks.

Abstract:
This paper assesses the effects of US-China political tensions on the oil market. Relying on a quantitative measure of these relationships, we investigate how their dynamics impact oil demand, supply, and prices over various periods, starting from 1971 to 2019. To this end, we estimate a structural vector autoregressive model as well as local projections and show that political tensions between the two countries pull down oil demand and raise supply at medium- and long-run horizons. Overall, our findings show that conflicting relationships between these two major players in the oil market may have crucial impacts, such as the development of new strategic partnerships.

Abstract:
Strategic ambiguity, or the deliberate policy of uncertainty as to whether the United States would use force to defend Taiwan against an invasion by the People's Republic of China, has been the centrepiece of US policy towards the Taiwan issue for decades. This paper discusses the factors driving the redefinition of strategic ambiguity and its recalibration throughout Donald Trump's presidency (2017–2021). The fundamental driver of this change was to balance the rising power of the People’s Republic of China (PRC). The paper applied offensive realism as a theoretical framework for its analysis. Under President Donald Trump, Washington modified its policy of strategic ambiguity, explicitly framing relations with Taiwan within a broader Indo-Pacific strategy. While the US retained key elements of strategic ambiguity, including the 'One China' policy, it added new features to deploy it offensively against Beijing's growing regional hegemony. The increased dynamism and unpredictability of relations with Taiwan were matched by a welcoming attitude towards strengthening Taiwanese identity and highlighting the systemic differences between communist China and democratic Taiwan. America stepped up arms sales and encouraged Taiwan to build its self-defence capabilities. Washington engaged in countering Chinese attempts to isolate Taiwan internationally and included it in restructuring global supply chains. Although the United States has not formally revised the boundaries of the 'One China' policy, the modification of strategic ambiguity increased Taiwan's prominence in US-China power competition and pushed back the prospect of peaceful unification.

The editors of the American Diplomacy Journal have asked me to answer two questions about careers with the U.S. Department of State that resulted from their October 2021 webinar entitled “How Does U.S. Diplomacy Benefit Americans?”  Before doing so, let me introduce myself. My name is George Sibley, and I am a senior Foreign Service Officer currently serving as the Diplomat in Residence (DIR) for the Mid-Atlantic Region, covering North Carolina, South Carolina, and Virginia. In this position, I provide information and assistance to persons interested in student and career opportunities with the Department. We offer a variety of student programs, including internships, fellowships, and study programs. For careers, we offer a plethora of options. You can choose to work in the Civil Service, which would have you based in the U.S.; or in the Foreign Service, which would have you working abroad, rotating among our more than 270 different U.S. embassies and consulates.

With debate over proposals to restructure U.S. foreign policy becoming ever more urgent, DACOR’s annual conference in 2021 focused on “Rebuilding Diplomacy.” The Washington-based organization of foreign affairs professionals convened experts from the State Department, academia, and Congress to discuss how U.S. foreign policy could be rebuilt after the drastic budget cuts and disregard for international cooperation of the previous administration. Three panels at the one-day conference centered on: strengthening the Foreign Service; the State Department’s role in the foreign affairs community; and strengthening the actual practice of diplomacy in the field – the critical “last three feet.”

Abstract:
The U.S. raised its flag in Alma-Ata in February 1992, the first country to do so after the Republic of Kazakhstan succeeded the Kazakh SSR with the dissolution of the Soviet Union. Following two years at Embassy Moscow supporting broadcast media throughout the USSR with satellite dishes and new programming as glasnost relaxed control over media, I arrived in Alma-Ata in late summer of 1992 for a new adventure as the first permanent Public Affairs Officer in newly independent Kazakhstan. Under the leadership of Ambassador Bill Courtney and DCM Jackson McDonald, the American diplomatic team pioneering our efforts there was energetic, inventive, and full of can-do spirit. Everything was possible, and a lot was difficult. And, I fell in love with this beautiful country and people.

1572. The Foreign Affairs Oral History Collection: A National Treasure

The diplomatic oral histories collected by the Association for Diplomatic Studies and Training (ADST) comprise a unique reservoir of over 2,500 primary source accounts detailing the experiences of American diplomats and how they have conducted business with other nations—how they “got things done.” The stories capture a wealth of insights and reflections not available from official documents alone and contain a treasure trove of raw material for journalists, historians, researchers, and future diplomats. These oral histories provide usable “lessons learned” spanning decades on what worked and what did not. Since its founding in 1986 as a nongovernmental, nonpartisan, nonprofit organization by retired foreign service officers, the late Charles Stuart Kennedy, the late Victor Wolf Jr., and the late Ambassador Richard B. Parker, ADST has built the world’s largest diplomatic oral history collection. With the support of its staff, membership, and the diplomats who have contributed their stories, ADST strives to achieve its mission of “capturing, preserving, and sharing the experiences of America’s Diplomats”. Charles Stuart Kennedy conducted over half of ADST’s interviews before his passing in January 2022 and was a true visionary in the development of the oral history program. The collection holds personal accounts from ambassadors such as Prudence Bushnell, John D. Negroponte, Harriet Elam-Thomas, Thomas Reeve Pickering, Shirley Temple Black, A. Elizabeth (Beth) Jones, and many other notable figures.

1573. Telling America’s Story in Communist Times

During my three tours of duty in communist Eastern Europe (USSR 1960s, Romania 1970s, and Bulgaria 1980s), U.S. diplomats were inhibited in their contacts with local citizens. Most of us spoke the local languages and longed to establish links with a broader range of people. Although that was not impossible, any relationship that was outside of accepted channels was likely either terminated by the local authorities or came to be controlled by them. Visits to post by American experts in the cultural, educational, scientific, and other fields were always welcome, since they helped open doors to people whom it would have been difficult, if not impossible, to meet otherwise. In the case of the USSR, the 1958 U.S.-Soviet Cultural Agreement was a great boon. The size and importance of the Soviet Union meant that relatively large numbers of prominent Americans, including politicians, passed through Moscow. Those visits gave at least some local citizens a window on our country that helped to contradict the pervasive anti-American propaganda that the government promoted. Traveling U.S. exhibitions during my time there, such as “Hand Tools U.S.A.”, exposed ordinary citizens in provincial cities to Russian-speaking American guides and to our culture and values.

1574. Democracy in Africa is Like a Flashlight without Batteries

Promoting democracy has been a central pillar of U.S. foreign policy for decades. This has been true for the dozen U.S. missions in which I have served in Africa over the past half century. Unfortunately, my experiences have left me doubtful about the results achieved by the hundreds of millions of dollars the U.S. has invested to promote democracy in Africa. I arrived in 1970 as a U.S. Peace Corps Volunteer, West Africa. In my village, I learned that you obeyed the chief’s decisions no matter how illogical they might be. I also learned that it was considered impolite to criticize any of the chief’s decisions. Today it is still best to obey the chief, although he is now influenced by the central government. The overriding concern of the chief and his representative council of elders was to maintain a peaceful and stable environment, acknowledging that no progress could be achieved without stability. As central government influence increased, local leaders offered their support in return for new schools, water wells and health clinics. The goal of this tribute system of “patronage governance” was not democracy but justice, a concept embedded in the local culture while “democracy” was an imported notion.

In the minds of most Americans and Europeans, the continent of Africa has long been seen as peripheral to world affairs, looked at either as a source of natural resources ripe for extraction or a place of poverty and violence requiring massive amounts of aid. This is a shortsighted and distorted view of a diverse continent and is long overdue for a reset. The truth is that Africa is home to some of the planet’s most strategic minerals and other resources, and that natural and manmade disasters plague the continent. It is far more diverse and dynamic than popular culture, mainstream media, and even many foreign policy makers portray it. For a lot of reasons, some of them existential, it is far from peripheral; it matters.

When McDonald’s opened its restaurant on Moscow’s Pushkinskaya Square in 1990, a line of thousands of Russians eager to have a taste of the West snaked around several blocks. The company’s recent decision to suspend its operations in Russia is a sad symbol of the rapid deterioration of Russia’s links to the West caused by Vladimir Putin’s invasion of Ukraine. As we watch the increasingly horrific spectacle of Ukrainian soldiers and civilians dying in a senseless war, it may be difficult to think also of the Russian people. Nevertheless, in our support for Ukraine’s fight against its aggressor, we should not overlook their plight. Putin undoubtedly has supporters at home even as he engages in a war proving disastrous for his own country, but even more Russians are victims of a ruthless and relentless dictatorship. In the short term, they are unavoidably suffering as the global community levies harsh sanctions against the Putin regime. In the longer term, that same community should be prepared to offer the Russian people a way back. As a public diplomacy officer at the U.S. Embassy in Moscow during the early 1990s, I saw how many Russians welcomed the prospect of living as people in much of the rest of the world. In those years, a diplomatic tit-for-tat barred Russian nationals from working inside the embassy. American officers consequently not only carried out normal diplomatic functions, but also cleaned offices and cars. One great benefit of the do-everything-yourself period was answering all the phones ourselves, as it put us in direct contact with scores of average Russians. In the public affairs offices, we fielded calls from artists, writers, broadcasters, and educators proposing joint ventures with American counterparts. These budding entrepreneurs had mastered the term “joint venture” but not always the modalities required for a successful business partnership. Sadly, many of these ventures never materialized, but the ideas and enthusiasm were everywhere.

In March, 1999, while serving as the press attache at the U.S. Embassy in Kyiv, I hosted a full-day international conference to mark the 50 years since NATO was established. Speakers included the Secretary of the Ukrainian National Security Council Volodymyr Horbulin, U.S. Ambassador to Ukraine Steven Pifer, U.S. Principal Deputy to the Ambassador at Large for the New Independent States Ross Wilson, the chairman of the British parliamentary committee on national security, and Sergei Karaganov, a leading Russian expert on foreign policy and now a close advisor to Russian President Vladimir Putin. One could argue that the goal of such a conference sponsored by the American Embassy was to promote NATO expansion, particularly to urge Ukraine to join the Western alliance. But that is not how I remember it. Typically, U.S. government public diplomacy like this does not bluntly advocate, but rather presents information or views that would be new to our local audiences. A more forceful NATO appeal for membership for eastern European countries, including Ukraine, emerged from the NATO summit in Bucharest in April 2008.

1578. Portuguese Diplomacy in Newark, New Jersey

Newark, New Jersey is rarely thought of as a diplomatic center, but four countries operate consulates there: Columbia, Ecuador, El Salvador, and Portugal. Portugal opened its Consulate General in Newark in 1965 in an effort to connect with and serve the large Portuguese community in the area. (Newark is not the only U.S. city with such a presence; it is one of 19 Portuguese diplomatic missions in the United States.) As explained in a 1995 New York Times article, “the Portuguese have been fanning out across the globe since the days of Magellan. In the late 20th century, many have headed straight for Newark.” According to former Portuguese ambassador Júlio Vilela, Portugal cannot separate its diplomatic activity from immigrants, given that, historically, it is a country of outward migration that has forged relations with peoples on every continent since its founding in 1143.

My 1990 visit to Russia was revelatory. As Director of the U.S. Information Agency’s (USIA) Regional Program Office in Vienna, I traveled to all the post-communist European countries to determine how our printing, photographic, computer, management, exhibit and library services could assist our embassies there. Russia was a world of chaos, crooks, collapse, and courage in those years. I walked through downtown Moscow past dumpy, shabby women in bulging, thick coats. They carried string bags with one cabbage, a few potatoes, and rarely, a small, bloody paper packet of meat. They shoved through the crowds on broad sidewalks caught in swirling snow. People, mostly women, stood almost shoulder to shoulder on the sidewalk selling: a single dining room chair, a half dozen slips, a couple pairs of old shoes, an old bra. I had never seen such desperate, tiny commerce outside the world’s poorest countries. Seventy years of harsh, often cruel, Soviet rule followed communism’s early idealism. It fed corruption, and eventually brought economic collapse and the end for Soviet government by 1991. Central planning for a vast economy was too difficult to manage efficiently.

1580. Restarting Educational Exchanges with China after the Cultural Revolution

When I arrived in Beijing in June 1978, foreign diplomats were forbidden to visit any schools or universities and they had minimal contact with government organizations. Although both the U.S. and China were interested in resuming academic exchanges, the obstacles were daunting. I was assigned to the U.S. Liaison Office (USLO), an unofficial organization representing U.S interests in the People’s Republic of China (PRC) in the absence of an official embassy. After establishment of formal diplomatic relations between the two countries in January 1979, I became part of the newly opened U.S. embassy in China, the successor to the Liaison Office. I am pleased to have worked directly on the restoration of U.S.-PRC educational exchanges after a hiatus of 30 years that followed the communist take-over in 1949.
