1501. The European Banks’ Role in the Financial Crisis of 2007-8: A Critical Assessment

Since the outbreak of the financial crisis in 2007, opinion has been divided over whether its root cause was credit arbitrage or safe asset demand. New research on the European banks' role in the crisis may finally help to resolve the issue. Far from being peripheral players in the crisis, European banks were deeply implicated in its causal origins as evidenced by their activities in the two US debt markets that were at the heart of the crisis: those for collateralised debt obligations (CDOs) and for asset backed commercial paper (ABCP). These activities would seem to lend weight to the credit arbitrage story, a conclusion that has been reached by several authors. However, it is a conclusion only made possible by ignoring the connection between the federal funds rate and the rate of ABCP demand from the institutional money market mutual funds (MMMFs) in the pre-crisis era. This paper argues that when this connection is closely examined, it turns out that the evidence surrounding the European banks' role in the financial crisis gives greater weight to the safe asset demand explanation of the crisis.

Abstract:
This article presents new insights on the evolving contribution of different types of investments to the growth in sales of US nonfinancial listed firms during the 1979-2018 period. By means of quantile regressions it is observed an increasing contribution over time of intangible investment vis-à-vis a decline in capital expenditure both for high-growth and slow-growth firms. However, the impact of different types of intangible investment differs depending on the kind of firm. Whereas research and development (R&D) has a positive contribution for high-growth firms, only advertising has a positive effect for their slow-growth peers.

These clinicians build relationships with their patients over time and help coordinate care delivered by other health care providers.1 Evidence shows that a strong foundation of primary care yields better health outcomes overall, greater equity in health care access and outcomes, and lower per capita health costs.2 But in the United States, decades of underinvestment and a low provider supply, among other problems, have limited access to effective primary care.3 This brief highlights gaps in the U.S. primary care system by comparing its performance to systems in 10 other high-income countries.

In the 117th Congress, the United States Senate is evenly divided, 50-50, between the two major political parties, and the margin for control of the US House is small. One nonpartisan—and overdue—policy issue that Congress and the executive branch could focus on is the US nuclear waste management program. The US is currently paying billions to utilities to house spent nuclear fuel (SNF) at operating and shutdown facilities, and high-level waste (HLW) remains at former nuclear weapons complex sites around the country. Add to this the potential for greater future reliance on nuclear power in a decarbonizing economy, and the need to finally get a handle on managing radioactive waste is clear. An earlier report from the Center on Global Energy Policy on the US nuclear waste management program examined larger structural changes that the federal government could pursue to help the program make progress, such as fixing the funding mechanism and updating regulatory standards.[1] This commentary discusses the US program as it stands in the 117th Congress and proposes a series of comparatively smaller actions that could be considered and perhaps pursued on a bipartisan basis in the next few years.

Abstract:
IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

Geopolitical tensions are permeating the digital domain. During the 1990s, the emergence of the internet still involved optimism and high hopes for digital technology as a force for openness, connectedness and freedom for all. Yet contrary to these promises, a trend of centralization, is prevalent in the digital economy. This trend of centralization, with the subsequent problems of gatekeeping, ecosystem lock-in, disproportional rent-seeking and monopolists that set market rules, is now also evident in the financial industry. Whereas smaller financial technology (fintech) companies, including many European firms, revolutionized the financial sector in the 2000s – disrupting traditional banks and their vested interests – we now witness a concentration of power and data in this sector, either in incumbent firms or within Big Tech companies. In response, governments in China, the European Union (EU) and the United States (US) are devising regulations, while at the same time technology innovators are building a radically new infrastructure to underpin our financial sector: Decentralized Finance (DeFi). The geopolitical implications of this disruptive transformation of the financial sector – through both fintech and DeFi – require forward-looking government responses that protect and promote European interests in the long term. This Clingendael Report first reflects on these trends of centralization in digital finance and decentralization in ‘traditional finance’. The paper examines the relationship between geopolitics and finance and looks at the position of the EU and its member states. The analysis considers the medium to longer-term implications in the following three domains: economic competitiveness and innovation; financial–economic and social stability; and inclusivity and equality. Data governance, data protection and data portability between financial services are key concepts in each of these areas. Building on these insights, the report argues for a push towards greater awareness among European policymakers on the potentials of DeFi to counter Big Tech’s rising influence in the European financial system with a decentralized, human-centred and value-based system. At the same time, the regulatory and security risks of DeFi – and the trend of decentralization in general – must be addressed. The report also highlights the need to help people to develop digital skills and become responsible and resilient digital citizens, and calls for enhanced dialogues with officials and technology company executives in like-minded countries on current developments. New approaches, such as multi-stakeholder consultations and increased rapprochement with the open-source and crypto-communities, are needed to facilitate knowledge exchange and best practices that will improve (regulatory) responses.

Global considerations prompted the United States’ decision to withdraw from Afghanistan, not military pressure from the Taliban. This is evident one year after the withdrawal, despite the difficult scenes of the first few days after the Taliban takeover of the capital, Kabul, and the victory celebrations of the Taliban and al-Qaeda. Furthermore, at this stage the danger of an international wave of terrorism in the West led by al-Qaeda does not appear to be a concrete and immediate threat. The killing by the United States via an armed UAV of al-Qaeda leader Ayman al-Zawahiri, who was hiding in Kabul, has also contributed to the organization's weakness and put it on the defensive. For the US administration and from a long-term perspective, the withdrawal was the right step, which did not harm the United States' superpower standing and even enabled greater attention and resources for coping with the main challenges currently posed by China and Russia.

• U.S. nuclear posture is on a dangerous path that imperils national security and expends far too many resources. It is not a rational response to external threats but is driven primarily by domestic factors including a hubristic strategy of nuclear supremacy, partisan politics, and entrenched arms lobbies with formidable influence in the Pentagon and Congress. • A safer nuclear policy entails, among other steps, reducing the number of deployed strategic warheads by one-third, to about 1,000, taking nuclear-armed missiles off hair-trigger alert, embracing no first use or sole purpose doctrines, and requiring an additional senior official to authorize launch. Pacts such as AUKUS that encourage the spread of nuclear weapons technology must also be rethought. • If implemented, these policies will greatly reduce risk while maintaining deterrence; they will also lead to significant savings in the national security budget. A majority of independent experts believe that U.S. national security objectives can be met at far lower levels and with a safer nuclear posture, saving hundreds of billions of dollars over the next few decades. • Many of these recommendations can be implemented even if the Biden administration’s upcoming Nuclear Posture Review proves disappointing. The president retains substantial policy and budgetary options for reducing the risk of nuclear war and the cost of nuclear deterrence.

1556. Beyond Deterrence: A Peace Game Exercise for the Korean Peninsula

This report describes a virtual role-playing peace game exercise conducted in October 2021 that simulated diplomatic negotiations aimed at making tangible progress toward improving relations, enhancing security, and building confidence on the Korean Peninsula. The exercise, hosted by the United States Institute of Peace, Quincy Institute for Responsible Statecraft in Washington, and the Sejong Institute in Seoul, consisted of negotiating teams representing the United States, South Korea, North Korea, and China. The U.S. and North Korean teams emerged as the principal actors in the exercise, determining whether negotiations remained static or moved forward. However, these teams perceived potential losses in negotiations more acutely than potential gains, which resulted in diplomatic inertia. Both teams seemed open to negotiations as long as the other side took the first conciliatory step, but presidential leadership and political will were necessary to overcome inaction. The U.S. team also seemed more driven by the risks of North Korean aggression and duplicity in negotiations than the South Korean team, which led to divergent policy approaches between allies. In addition, the U.S.-China rivalry fueled a zero-sum mentality that hindered opportunities for progress and heightened misunderstandings between the U.S. and South Korean teams. These observations lead to the following policy recommendations for the actors involved: Advancing peace and denuclearization will require the highest level of executive leadership and intervention from all parties to build support for a final agreement. For the United States, that means greater presidential prioritization and increased coordination with Congress. All parties should start with smaller, more reversible measures; mitigate the risk of failure; and highlight potential gains. The United States should consider confidence-building measures that jump-start negotiations but do not undermine its security interests. Washington should strengthen coordination with Seoul on North Korea policy and other key alliance matters to harmonize strategies. To achieve progress, all parties should separate issues pertaining to the Korean Peninsula from the U.S.-China contestations.

• Despite the changing security landscape, in which nonmilitary challenges ranging from pandemics to climate change are the gravest threats to the American people, United States security spending continues to focus on the Pentagon at the expense of other agencies and other policy tools. • In December 2021 Congress authorized $768 billion in spending on the Pentagon and related work on nuclear warheads at the Department of Energy — $25 billion more than the Pentagon asked for, and higher in real terms than peak budgets during the Korean and Vietnam wars and the Reagan buildup of the 1980s. An additional $10 billion in mandatory spending drove the final figure to $778 billion. There are press reports — yet to be officially confirmed by the administration — that the comparable proposal for spending on national defense in the fiscal year 2023 budget could exceed $800 billion.1 • The three main drivers of excessive spending on the Department of Defense are strategic overreach, pork-barrel politics, and corporate lobbying. • An overly ambitious, “cover-the-globe” strategy that favors military primacy and endless war must be replaced with a strategy of restraint that would provide a more-than-sufficient defense while increasing investments in diplomacy, foreign economic development, and other nonmilitary tools of statecraft. • Measures to weaken the influence of the military-industrial complex in the budget process should include prohibiting the armed services from submitting “wish lists” for items that are not in the Pentagon’s official budget request; slowing the “revolving door” between government departments and the weapons industry, and reducing the economic dependence of key communities on Pentagon spending, along with alternative government investments in areas such as infrastructure, green technology, and scientific and public health research.

• Yemen’s humanitarian crisis demonstrates the consequences and risks of the American decision to enable Saudi and Emirati military action against Yemen. This decision reflects a flawed calculus: the belief that by supporting Arab security partners, the U.S. can prevent them from moving into China’s or Russia’s orbit. As recent events have demonstrated, America’s partners in the Middle East are hedging despite the Biden administration’s extensive support: For example, when the U.N. Security Council voted in February to condemn Russia’s invasion of Ukraine, the UAE abstained. America’s Gulf partners hope to strengthen their relationships with Moscow and Beijing while continuing to reap the benefits of Washington’s largesse. • American involvement in supporting Saudi-led military action against the Houthis in Yemen, rather than helping to resolve the conflict as the Biden administration claims, is prolonging and escalating the violence. By continuing to support Saudi and Emirati aggression, the U.S. not only deepens its complicity in the slaughter of Yemen’s civilian population; it also risks getting dragged into more active participation in the war on behalf of these two Arab security partners. • Biden committed to ending support for offensive operations in Yemen. His administration alleges that the support America provides to Saudi Arabia and the UAE is merely defensive. Yet by selling weapons it designates as defensive, as well as servicing contracts for spare parts and maintenance for the Saudi air force, the U.S. actively helps the coalition wage its war. Further, this position ignores the billions of dollars in offensive weapons the U.S. previously sold to Saudi Arabia and the UAE, which they continue to use on Yemen. The administration asserts that the U.S. must help Saudi Arabia and the UAE defend against transborder attacks; yet the data show that Houthi transborder attacks pose a minor threat to the Saudis and Emiratis, especially compared with the scale of their attacks on Yemen. • Instead of escalating U.S. involvement in defending the Saudis and Emiratis from the consequences of their aggression, the Biden administration should suspend all arms sales to Saudi Arabia and the UAE until they end their military intervention in Yemen.

• If America’s decision-makers are to learn from the Iraq War (2003–11), they must recognize it not as an aberration or an isolated mistake, but as a direct consequence of the U.S. search for primacy in the Middle East. The Iraq War was overdetermined in that tensions between the U.S. and Iraq were rooted fundamentally in Iraq’s perceived challenge to U.S. regional dominance. Consequently, in the “unipolar moment,” a U.S. effort to change the regime in Baghdad was bound to occur after some spark, such as the September 11 attacks, set it in motion. • Today, a similar desire to sustain dominance in Asia places the U.S. on a collision course with China. To avoid war with China, policy elites must reconceive their commitment to primacy and recognize that the United States will not be able to dictate terms in its relations with others in an emergent multipolar world. • Some competition between the United States and China is probably inevitable. But this competition does not present an existential threat to the U.S. and therefore must not be allowed to prevent necessary cooperation to address the major threats of the 21st century: inequality, population movements, pandemics, and climate change.

The narrow victory of conservative candidate Yoon Suk-yeol in the recent South Korean presidential election comes against the backdrop of an intensifying U.S.-China rivalry, now compounded by the Ukraine crisis. Washington would like South Korea to play a security role in its Indo-Pacific strategy — a strategy that effectively aims to contain China. However, South Korean elites (and the general public) are deeply ambivalent and internally divided on the question of containing China. Pushing South Korea — a robust democracy with major elite divisions — toward containing Beijing risks negative consequences for the United States. These include a reduction in U.S. influence in South Korea, erosion of the U.S.-South Korea alliance, a less-effective South Korean presence in the region, and, in the long run, the potential of South Korean neutrality with respect to China. To avoid these negative outcomes for the United States, Washington should: • Avoid pressuring South Korea to join its China-containment strategy, • Refrain from including Seoul in emerging, non-inclusive, bloc-like structures of U.S. allies in Asia, • Consider pulling back on its intended new Terminal High Altitude Area Defense deployments until a greater consensus is reached within South Korea on the issue, • See South Korea’s role as a bridge and an opportunity to stabilize Washington’s own relationship with Beijing. For example, both South Korea and China could be included in non-traditional security activities of the Quad such as infrastructure and climate change, and • More generally, demilitarize the Quad and open it to wider participation for strengthening U.S. influence in Asia, rather than see it as a zero-sum vehicle for containing China.

• Russian President Vladimir Putin’s fateful decision to launch a full-scale invasion of Ukraine has united much of the world in condemnation of this unprovoked assault on a sovereign nation. In Ukraine, the war has already caused rampant destruction, the deaths of thousands of civilians, and the displacement of millions, while tens of thousands of soldiers on both sides of the conflict have been killed or wounded. The U.S. has imposed crippling sanctions on Russia’s energy and financial sectors while providing tens of billions of dollars in military assistance to Ukraine. • Behind the headlines of these U.S. foreign policy decisions lies a major, but little-discussed, factor in foreign policy: lobbying. Nearly every action the government has taken regarding Russia and Ukraine has been the object of considerable attempts at influence by U.S.-based lobbyists for Ukraine and Russia. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) and Lobbying Disclosure Act (LDA) documents filed by organizations registered to work on behalf of Ukrainian and Russian clients in 2021, this brief offers a number of key findings, including: ° Nine organizations were registered under FARA to work on behalf of Russian clients in 2021, while 11 were working for Ukrainian clients. ° Those organizations reported making just 21 contacts on behalf of their Russian clients and 13,541 contacts on behalf of their Ukrainian clients. ° Russian clients paid over $42 million to firms representing them, (although $38 million of this went to Russian state media), while Ukrainian clients paid just over $2 million to the firms working on their behalf. ° Ukrainian lobbying efforts add up to more than four times the amount of work the Saudi lobby (among the largest foreign lobbies in Washington) and other prominent groups have reported in any year—due in large part to a notable gap in transparency. ° The pro-Ukraine lobby appears to have achieved far more contacts than the pro-Russia lobby with less money spent, an anomaly that could be explained by the pro-Russia lobby using a less transparent statute—the LDA—for reporting its lobbying efforts and the greater zeal shown by some pro-Ukraine lobbyists.

Abstract:
For the United States to be “committed to a world in which human rights are protected, their defenders are celebrated, and those who commit human rights abuses are held accountable” requires more than rhetorical flourishes.1 To achieve the goal of protecting and promoting human rights, the United States must embrace a more restrained security posture together with a persistent diplomatic strategy that prioritizes engagement ahead of confrontation. Military force and economic coercion are the wrong tools for advancing human rights. As the cases of Iraq and Libya demonstrate, preventive or humanitarian wars have critically impaired human rights. Similarly, comprehensive sanctions regimes have imposed severe human rights costs while achieving few U.S. foreign policy goals, if any, in targeted countries. The United States should therefore incorporate the following policy approaches in the service of human rights: • Right-size its expectations of what American power can achieve to protect and advance human rights abroad. On balance, exaggerated and unrealistic confidence in American power has hurt rather than helped the cause of human rights. • Serve as a public advocate of human rights in multilateral settings, engaging with international institutions to pressure allies and adversaries alike on their human rights records. At the same time, the United States should raise human rights concerns directly in its bilateral dealings when abuses come to light, using private diplomacy to highlight specific issues or changes that are priorities. • Do much more to support the protection and promotion of human rights in areas under its direct control or influence. This would include, at a minimum, halting human rights abuses committed by the U.S. in its own counterterrorism operations, freezing military aid when U.S. arms are implicated in targeting civilians, building on the recent openness to Ukrainian refugees by strengthening and expanding U.S. asylum and refugee resettlement programs globally, and greatly increasing delivery of humanitarian aid, in the form of funding as well as medical and food assistance, to civilian populations deprived of their socioeconomic rights due to conflict, climate change, and the global food crisis.

Abstract:
One year after the United States withdrew its military from Afghanistan, relations between the two countries are stuck in a holding pattern. The United States remains the single largest humanitarian donor to the people of Afghanistan, with over $774 million USD distributed since the Taliban takeover, but the United States maintains no diplomatic presence in the country — nor does it send official diplomatic envoys.1 U.S. sanctions have not altered the Taliban’s calculus on human rights or ties with al-Qaeda. The Taliban has proved intransigent and unrealistic in its relations not only with Washington but with neighboring countries like Pakistan. Its senior leaders lack a coherent vision for the country and its emir remains reclusive.2 Future U.S. policymakers might be tempted to disengage diplomatically and economically from Afghanistan and instead rely primarily on “over-the-horizon” counterterrorism.3 The most likely consequence of this approach would be a more isolated and unstable Afghanistan, which in turn could foster an even more permissive environment for transnational terrorists. Consistent diplomacy tied to long-term U.S. security objectives is likely to produce incremental results at best, but is still preferable to diplomatic disengagement or military intervention. This brief provides a concise background and analysis of the most pressing issues affecting U.S. interests in Afghanistan. It draws on open source data; interviews with government officials — including from the de facto Taliban government; and interviews with private analysts that were conducted remotely or in person — in the United States, Pakistan, and Qatar. Broad policy recommendations • The United States should work closely with regional countries, including Pakistan, India, Tajikistan, and Uzbekistan to ensure they are prepared to handle security challenges as they emerge. If the Joint Comprehensive Plan of Action (JCPOA) is revived, opportunities may emerge to engage Iran on Afghanistan. These should include routine dialogue, intelligence sharing, and capacity building, such as policing and border security. Washington should engage separately with India and Pakistan to bolster humanitarian aid and limited commerce to Afghanistan. • The United States should reiterate mutual responsibilities under the 2020 agreement it signed with the Taliban in Doha, but recognize that it lacks effective enforcement mechanisms and therefore is better understood as an aspirational framework. • Formal recognition of the de facto Taliban government should be withheld until it demonstrates a clear commitment to its counterterrorism responsibilities and respect for basic human rights, including for women. But Washington should place diplomats in Afghanistan either through the creation of an in-country Afghanistan affairs unit, whether based in the prior U.S. Embassy or inside a friendly third country’s diplomatic mission, or by sending temporary delegations to Kabul, as our allies have. This should be coupled with multilateral steps to remove the leadership’s travel privileges. It is important that U.S. officials interact with Taliban cabinet members in Kabul and other Taliban stakeholders based in Kandahar.4 Direct outreach by U.S. military officials and the intelligence community may have utility but it is not a replacement for a coherent civilian-led diplomatic strategy. • Sanctions intended to target the Taliban as a non-state actor now extend far beyond their original scope, since they became the de facto government of Afghanistan. If not yet determined, the U.S. government should communicate what steps the Taliban must take to be de-listed as a Specially Designated Global Terrorist Group.

Russia’s invasion of Ukraine has accelerated pre-existing momentum toward a multipolar global order. In response, the Biden administration effectively rallied NATO and ensured that Russian forces cannot resubjugate Ukraine. But it has not anchored its tactical moves in a broader strategy to safeguard America’s most critical interests. As a result, we are fast headed toward a two-front geopolitical faceoff in which a belligerent Russia and a rising China are cooperating closely with each other against the United States. In a world in which power is shifting from the West toward the East and Global South, the United States is enmeshed in a proxy war with the world’s largest nuclear power, and Americans face mounting political and social challenges at home, a dangerous gap has emerged between Washington’s global ambitions and its ability to achieve them. The United States had a large margin for strategic error during its era of post-Cold War global primacy, when it faced no significant great power challengers. It has no such cushion today. America needs to rethink its grand strategy. This should involve the following elements: • Recognize that attempts to isolate and weaken Russia and China are likely to fail. The combination of Russia’s vast natural resources and China’s economic heft and centrality to global commerce present a challenge far different from what we faced during the Cold War, when the Soviet Union posed a military and ideological threat but was economically feeble. • Avoid promoting regime change or otherwise undermining political and economic stability in Russia and China, which could have serious blowback effects in the United States. The United States’ economic health is to a great degree dependent on that of China. Information technology has made us vulnerable to external subversion at a time when American society is dangerously divided and mistrustful of key institutions. • Instead, pursue a strategy of managed competition, in which our rivals are not only counterbalanced by American power and alliances, but also are constrained by agreed rules of the game that are tailored to an era in which advances in precision weaponry, cyber technology, and artificial intelligence pose significant new threats to stability. • Be more selective about where the United States should focus its involvement. As a seapower dependent on trade and robust international partnerships, the United States must remain engaged with the world. But Washington can no longer afford to squander its resources on quixotic democratization crusades or on policing regions that are not central to America’s own well-being. Greater burden sharing by allies and partners is essential. • Aim to gain a breathing spell abroad so that we can focus on healing our domestic wounds and advancing prosperity at home. This also means that the United States should avoid framing its global challenges in terms of an existential battle between democracy and authoritarianism.

The U.S.-Mexico border has always experienced significant migration flows. Migration to the United States from Mexico increased significantly in 1900 due to political unrest in Mexico and the rise of agribusiness in the South- west, an increase that resulted in the creation of the United States Border Patrol in 1924.1 Initially, most migrants who crossed the border were single, adult males, primarily from Mexico. However, since the early 2010s, most migrants apprehended at the border have been families and unaccompanied minors, mainly from Central America, but also from other parts of the world. Many of these immigrants arrive seeking asylum at official ports of entry, as well as between ports of entry.2 Since 2010, approximately 463,773 minors have crossed the U.S.-Mexico border without their parents, with a notable increase from the Northern Triangle states of El Salvador, Honduras, and Guatemala, three of the most violent countries in the world.3 The number of women and girls crossing the U.S.-Mexico border has also increased. In 2011, 42,590 women and girls were apprehended by the U.S. Border Patrol. That number rose to 119,415 in 2014, under the Obama administration, and surged further to 298,489 in 2019, under the Trump administration.4 The last several decades have seen a feminization of migration, with women making the conscious decision to migrate for better opportunities. Latin American states have been leading in having the highest proportion of women among international migrants.5

If it wasn’t clear three months ago, it is clear now: the next global era will be defined by democracy versus autocracy. In this competition, a new and decisive divide pits America’s approach of “digital democracy” against China’s approach of “digital autocracy.” This great divide places the US and allies on one side and China's unfettered access to sensitive data on the other. China’s digital authoritarianism has been described as "one giant QAnon" and is ubiquitous among the 1.4 billion inhabitants of the country. Moreover, one of the greatest threats to American national security interests is if China prevails in exporting and normalizing its model of digital supremacy. China’s global network of surveillance systems is antithetical to liberal democratic values, as it monitors, punishes, and conditions citizens, as well as influences them through automated disinformation campaigns. China’s ambition for global digital supremacy is real and supported by aggressive diplomatic efforts and massive financial investments. The effort by the United States and like nations to maintain a peaceful and prosperous world order will require a level of sophistication and commitment unrivaled in our history. China is not only an adversary. It is sometimes a partner whose massive economy is deeply entwined with that of the US and other friendly nations. This is not the zero-sum game of the Cold War conflict, and the hope is that it never becomes so. Will liberal democracies strengthen and proliferate or weaken and dwindle in the 21st century? The Chinese state intends to shape the global digital order in its image by redrawing technological norms and standards. Ultimately, the US-China national security competition may hinge on who sets the digital world order.

Donald J. Trump, one of the 2016 US presidential candidates, is thought to have benefited from political fact-doctoring in his attempt to diminish his adversary's reputation using the post-truth phenomena. This research aimed to identify and analyze post-truth phenomena that infiltrated the political system, media, and the American people during Donald J. Trump's leadership. This study used a qualitative approach with a critical thinking analysis method. The findings found that individual rationality's post-truth disrupted and then directed to online information impulses, in which people tended to seek information that supported their own opinions, particularly on issues connected to Donald J. Trump's leadership in all sectors of policy, including irrelevant facts or reality and the use of language increasingly exploited by hyperbole without a clear basis reference.

We investigate the relationship between political attitudes and prosociality in a survey of a representative sample of the U.S. population during the first summer of the COVID-19 pandemic. We find that an experimental measure of prosociality correlates positively with adherence to protective behaviors. Liberal political ideology predicts higher levels of protective behavior than conservative ideology, independently of the differences in prosociality across the two groups. Differences between liberals and conservatives are up to 4.4 times smaller in their behavior than in judging the government’s crisis management. This result suggests that U.S. Americans are more polarized on ideological than behavioral grounds.

With ever-increasing political tensions between China and Russia on one side and the EU and the US on the other, it only seems a matter of time until protectionist policies cause a decoupling of global value chains. This paper uses a computable general equilibrium trade model calibrated with the latest version of the GTAP database to simulate the effect of doubling non-tariff barriers - both unilateral and reciprocal - between the two blocks on trade and welfare. Imposing trade barriers almost completely eliminates bilateral imports. In addition, changes in price levels lead to higher imports and lower exports of the imposing country group from and to the rest of the world. The targeted country group increases exports to the rest of the world and reduces imports. Welfare falls in all countries involved, suggesting that governments should strive to cooperate rather than turning away from each other. By imposing a trade war on Russia, the political West could inflict severe damage on the Russian economy because of the latter’s smaller relative size.

In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. 1580. The Ukraine Example: Circumstances Matter for Effective Security Assistance

Abstract:
US aid would not have been nearly as effective without Ukraine’s efforts to improve its military prior to the 2022 Russian invasion. US security assistance to Ukraine since Russia’s all-out invasion in February 2022 has been substantial, but was not sufficient to guarantee Ukraine’s initial military success in the war. Data reveals that US security assistance to Ukraine, which mainly consisted of nonproliferation-related aid before 2014, increased after Russia’s invasion of Crimea that year. However, Ukraine’s failures against Russia in Crimea and later in eastern Ukraine were largely due to an undermanned, underequipped, and undertrained Ukrainian military. Ukraine’s focus on remedying these problems, along with increased combat experience, principally drove Ukrainian military improvements by 2022. These internal changes, as well as Russia’s poor military organization and force employment in the first phase of its 2022 invasion, are essential for understanding the contributions of US equipment and weapons to Ukrainian military successes. These lessons are instructive not only for US security assistance to Ukraine, but also for the many other settings where US security assistance is a prominent policy tool.

Abstract:
Amid shifts towards inclusive agricultural development, the Center for Global Food and Agriculture offers policy recommendations for further US government action. Reflecting both the development consensus and the challenges of transformational reform, USAID Administrator Samantha Power announced an ambitious new focus on inclusive development for the agency in 2021. Her announcement followed the publication of a draft policy on local capacity development, which provides a framework for shifting overall organizational approaches to development. The policy helps establish an agencywide understanding of what locally led development means and a unified system for building on local strengths to achieve local goals. Nevertheless, there are substantial and legitimate reasons why inclusive development assistance remains elusive. Recent research from the Brookings Institution provides an excellent summary of the legal and regulatory impediments, including budgetary rigidity, risk mitigation, and the limits of local organizational capacity.

The world's democracies need a way to fight back against coercive economic actions by authoritarian governments, argue Ivo Daalder and Anders Fogh Rasmussen. Increasingly, authoritarian countries are using economic coercion against democracies. In recent years, China’s economic coercion of Lithuania and Australia stands out as a prominent example. Russia uses economic levers to achieve geopolitical aims, notably by weaponizing its natural resources. The aim of such coercion is to bend the will of democratic countries. This is a test for the free world. In response, we propose an Economic Article 5 among democracies to counter authoritarian coercion.

Abstract:
The United States has made big pledges for global nutrition. Our white paper offers recommendations to turn commitments into action. Approximately 768 million people faced hunger in 2020, over 100 million more than 2019, and the number of those without sufficient nutrients is even higher. In the United States, diet-related disease accounted for over half of all deaths in 2018. Globally, approximately 45 percent of the deaths of children younger than five are related to undernutrition. For decades, the United States has also experienced a rise in chronic diet-related diseases like diabetes, with disproportionate effects seen in communities of color. And as the COVID-19 pandemic has illustrated the link between nutrition and both risk and long-term consequences of pathogen infection, urgency to shift governmental nutrition approaches has never been higher. To strengthen domestic and global nutrition, the United States should catalyze critical change, starting with commitments made at the 2021 UN Food Systems Summit and additional funded programs, extending further to reach a wider subset of all people suffering from nutrition- and hunger-related diseases. This white paper analyzes primary nutrition challenges, particularly issues of health, access, and education, and recommends policy actions that community, federal, private, and academic institutions can take domestically and globally to progress toward a well-nourished future.

Abstract:
Can the United States deliver on its food systems and climate commitments? We offer recommendations to protect the planet and feed the world. The momentous 2021 global convenings on food, climate change, and nutrition—the United Nations Food Systems Summit (UNFSS), United Nations Climate Change Conference (COP26), and the Nutrition for Growth Summit—each prompted new initiatives and funding commitments. But promises alone, no matter how bold or big, are not enough to transform the global food system, end hunger, and prevent climate catastrophe. Acknowledging the unprecedented potential of recent commitments and international attention given to food systems and climate change, the Chicago Council on Global Affairs convened an expert roundtable with representatives from the private, public, academic, and nonprofit sectors to move beyond abstract goals to identify concrete actionable steps for US agrifood stakeholders. This paper outlines three key areas for action that were identified through the roundtable and offers recommendations to the private sector, donor community, civil society, academia, and government.

The roles of women in arms trafficking have been addressed in broader studies focusing on issues like violent extremism prevention, women offenders, political activism, and transnational crime in relation to drug trafficking and human trafficking. However, there has been little research on this subject from a specific small arms control perspective. Missing or Unseen? Exploring Women’s Roles in Arms Trafficking strives to fill this gap, and examines the extent to which well-established small arms research methods—general population surveys, key informant interviews, and court documentation reviews—can be used to explore arms trafficking through a gender lens. The Report applies these methods in the form of three case studies—in Niger, Ukraine*, and the United States. It finds that the combined use of these methods does help to shed light on specific aspects of women in arms trafficking, such as their varied roles, which include high-risk activities and, in a few cases, leadership positions. The study also offers a number of suggestions for future research in this area.

1590. How Did Left-Wing Print Culture Experiment with Capitalism?

While many avant-garde periodicals enthusiastically embraced various aspects of the booming post-WWI economy and technology of the core countries, their imagined readership remained the proletariat or “the masses.” Although the predominantly left-wing avant-garde outlets were overflowing with articles exploring the perspectives opened up by Fordism, Taylorism, standardization, and rationalization, not only did their intended working-class readership experience the everyday regime of “scientific management,” but many of them, especially Hungarian organized workers in the industrial centers of the East Coast, actively fought it. Adopting the approaches of periodical studies, book history, and the cultural history of social life, this presentation has a twofold ambition. First, to understand what kind of political economy was envisioned by the avant-garde journals of the 1920s, especially concerning their interpretation of the distinguishing characteristics of the capitalist economic order. Second, to explore how working-class readers—either trade unionist social democrats or revolutionary communists—understood, re-created, or performed some of the techniques promoted by avant-garde journals: using tactics like speaking choirs, “living journals,” political collages, and workers’ photography to critique that same economic reality of post-WWI capitalism. Through the study of hitherto largely unexplored primary sources, including avant-garde periodicals and leaflets, editorial material, secret police accounts, Comintern documents, and annotated pages of avant-garde and labor movement publications, this lecture investigates how the avant-garde radical imagination about capitalism resonated in the larger ecosystem of workers’ culture. It also explores the significant role of centers like New York City—a global hub of avant-garde periodicals, the heart of surging Fordist capitalism, and a battlefield for multi-ethnic organized workers, including a large number of Hungarian immigrants—played in the formation of a Hungarian-language counter-hegemonic public sphere.

Abstract:
As the crisis phase of covid-19 recedes, there is a chance to improve international cooperation on global health – but also a danger that competing reform proposals will lead to inaction. The EU can best support reform of pandemic preparedness and response if it takes account of the concerns of different global powers. The union should combine a push for reform of and increased funding for the WHO with support for a new fund for health emergencies, overseen by a representative group of countries. The EU should promote a new global compact on health, matching countries’ commitment to surveillance and reporting of pathogens with support for stronger healthcare systems and greater equity in the allocation of countermeasures. The EU-Africa relationship offers a chance to pioneer such an approach, but the EU will need to go further in this than it has so far. The EU should promote African vaccine manufacturing, including by pressing European pharmaceutical companies to transfer knowledge and technology to Africa.

This article seeks to discuss whether the terminal crisis of the US cycle has already occurred and whether, therefore, the World-System would experience a new SCA. As a hypothesis to the question, it is assumed that the 2008 crisis can be interpreted as the terminal crisis of the US cycle and that, after this event, a dichotomous SCA begins between the United States (US) and the People’s Republic of China (PRC), expanding the organic core of capitalism and the decision-making bodies of the world economy in the G20 (Silver; Arrighi 2011).In a broader sense, the purpose of this article is to contribute to the debate, left open after the death of Giovanni Arrighi in 2009 (Harvey 2009), about the successions of SCAs, the signal and terminal crises and the hegemonies of the World-System. The People’s Republic of China and Afghanistan established diplomatic relations in 1955. In the following decades of the Cold War, however, relations between the countries were limited, which was due to the main directions of the foreign policies of both countries. Afghanistan focused on balancing the influence of the USSR and the US on its territory. China, in turn, adopted a rotational stance towards superpowers, and in the region, it strengthened political, economic and military cooperation with Pakistan (Zaborowski 2012, 142). In the 1970s, China supported the pro-communist Shu’lai Javid (Eternal Flame) party operating in Afghanistan. Members of Parcham, the pro-Moscow wing of the People’s Democratic Party of Afghanistan (PDPA), contemptuously described its members as Maoists (Levi-Sanchez 2017, 46). During the Soviet occupation of Afghanistan, Beijing allowed Xinjiang Uyghur Muslim fighters to pass through the Wakhan Corridor into Afghanistan to support the mujahideen insurgency there. At that time, political relations between states were maintained only at the consular level.By February 1989, the Soviets withdrew their troops from Afghanistan, and in September 1992 the last communist president - Mohammad Najibullah (09.1987-09.1992) was overthrown. However, this did not end the civil war, as individual mujahideen groups fought for influence in the country. The war destabilized not only Afghanistan, but also the border areas of neighboring countries, including the Western border of the PRC. In 1992, the President of Afghanistan - Burhanuddin Rabbani (06.1992-09.1996) tried to normalize relations with Beijing, but due to increasing military operations in 1993 China withdrew its diplomatic representation from Kabul. When the Taliban took power in Afghanistan in 1996, the country fell into international isolation in which China participated. During the Taliban regime, Afghanistan hosted al-Qaeda, which trained around 1,000 Uyghur fighters in the camps there. In Beijing, this caused serious concern and encouraged the Chinese authorities to intensify security cooperation with Pakistan. According to leaders of the Chinese Communist Party (CCP), most of the security problems in the Muslim-dominated Xinjiang province were to be caused by neighboring Afghanistan. For example, the 1997 incidents in the province, known as the Yining riots, were considered to be Taliban-inspired (Cheema 2002, 308)

In Colombia today, discussing a legal framework for marijuana is not a hypothetical matter – it’s a real political possibility. In fact, in the 2018-2022 legislative period, three bills were introduced that proposed regulating cannabis for adult use as well as coca-leaf derivatives. This regulatory boom is not exclusive to Colombia; to date, 19 states in the United States and two countries – Uruguay and Canada – have approved a legal framework for adult-use marijuana. This marks a significant change from the hardhanded laws that have shaped the war on drugs from the time of former U.S. President Richard Nixon to the present. In Colombia, cannabis is the most widely used substance that has been declared illicit. According to the National Survey of Psychoactive Substance Use (Encuesta Nacional de Consumo de Sustancias Psicoactivas), published in 2019 by the country’s Ministry of Justice and the National Administrative Department of Statistics (Departamento Administrativo Nacional de Estadística, DANE), more than 637,000 people used marijuana within the last year (2019, p. 66), which corresponds to 2.7% of the population between 12 and 65 years of age2 . Seventy-two percent (72%) of these people were between 18 and 34 years of age and lived in Bogotá, Cali, the coffee belt or Medellín (Ministerio de Justicia & DANE, 2019, p. 68). According to the National Planning Department (Departamento Nacional de Planeación, DNP), the geographical distribution of marijuana use tends to be concentrated in urban areas that are attractive for selling the cannabis produced in the Northern Cauca subregion (DNP, 2017, p. 105). Although that is not the only region with marijuana crops, the country is currently experiencing a boom in so-called “creepy” marijuana3 (as a result of the extent of this substance and dependence on the income from it), which is produced in the Northern Cauca municipalities of Caloto, Corinto, Miranda, Toribío and Santander de Quilichao. In this context, two sensitive factors arise in debating cannabis regulation in Colombia. One is that the areas that supply the illegal market have significant gaps in terms of socioeconomic well-being and continue to experience conflict dynamics partly associated with the substance’s prohibition. The other is that the regulation of marijuana, as the most widely consumed illicit substance in the country, must address the protection of public health and the health of those who use it. The majority of regulation proposals put little emphasis on the potential revenue coming from the market, or the allocation of those resources. If we agree that marijuana has played a central role in the origins of drug trafficking in Colombia, and that the regions where it is grown today lag significantly in socioeconomic terms, the transition to a legal market would be an opportunity to improve the peasant farmer and indigenous population’s living conditions, while also protecting public health by controlling the quality and potency of the cannabis that is bought and sold. All of these public policy actions require resources. While those who promote business interests in marijuana regulation insist on stressing the economic benefits for the overall economy, along with the amount of resources it would contribute to state coffers, they fail to mention specific measures that the State should delineate so the market can be based on rules that would finance the actions needed to address the regional problems that predate the regulations, or actually gave rise to the illegal trade. With the goal of illuminating this discussion, based on comparative experiences and on the Principles and Guidelines for Human Rights in Fiscal Policy, this document addresses three dimensions of the problem: (i) explaining, based on available evidence and conceptual debates, why regulation is necessary and what role the fiscal framework plays in this policy; and (ii) providing, based on comparative experiences, elements for designing the regulations’ fiscal frameworks. Finally, contemplating these two aspects, we present a proposal for cannabis fiscal principles.

The United States has turned to support of the domestic microchip industry in response to the increased risk of Chinese aggression against Taiwan, one of the leading producers, as well as to address disruptions in supply chains caused by the COVID-19 pandemic. A law on this passed with bipartisan consent and is intended to help finance a more resilient American sector towards global changes in manufacturing these components. Thanks to the CHIPS Act, the U.S. can reduce its dependence on microchip imports and undermine China’s ability to dominate the market.

In today’s tumultuous and fast-changing times, digitalisation and technology are game changers in a wide range of sectors and have a tremendous impact on infrastructure. Roads, railways, electricity grids, aviation, and maritime transport are deeply affected by the digital and technological transition, with gains in terms of competitiveness, cost-reduction, and safety. Digitalisation is also a key tool for fostering global commitment towards sustainability, but the race for digital infrastructure is also a geopolitical one. As the world’s largest economies are starting to adopt competitive strategies, a level playing field appears far from being agreed upon. Why are digitalisation and technology the core domains of global geopolitical competition? How are they changing the way infrastructure is built, operated, and maintained? To what extent will road, rail, air, and maritime transport change by virtue of digitalisation, artificial intelligence, and the Internet of Things? 1599. A Report to Congress on Sources of and Access to State Death Data

Abstract:
Data on deaths in America are collected and maintained by state vital records offices (VROs). Yet, these data are vitally important to administering federal programs like the Social Security Administration’s (SSA) Supplemental Security Income (SSI) program, identifying eligible individual survivor benefits, and preventing improper payments to deceased individuals. SSA also shares this death data with qualifying federal and state agencies for programmatic purposes. Because these data are initially collected by VROs, a series of budgetary, information security, and reporting issues arise when the data are used by federal agencies. Most VROs rely heavily on death certificate fees purchased by the public to support vital event activities, including the implementation and maintenance of Electronic Death Registration (EDR) Systems. In accordance with Section 802 of the Consolidated Appropriations Act, 2021, the National Academy of Public Administration (the Academy) conducted a study and prepared a report to Congress on the sources of and access to death data for SSA, identifying unmet needs of federal agencies and developing a set of options for providing federal agencies with limited access to state death data. These options were developed to bolster program integrity, address the need for data privacy and security, and best reflect the efficient and effective roles and responsibilities of federal and state agencies. This study highlights the criticality of the intergovernmental system and two of the Academy’s Grand Challenges in Public Administration - Fostering Social Equity and Ensuring Data Security and Privacy Rights of Individuals. As VROs rely on fees from the public for the majority of their funding, it is important to consider both the economic impact on those who pay for death certificates for recently deceased loved ones and the value of state death data to federal agencies. Increased use of EDR for the collection and transfer of death data from the states to the federal government requires enhanced cybersecurity measures to protect the public against fraud and identity theft. The Academy continues to explore these grand challenges as well as intersections of the federal, state, and local issues through the Center for Intergovernmental Partnerships. I would like to thank the National Association for Public Health Statistics and Information Systems (NAPHSIS), the many VRO officials, and the SSA representatives who provided their time and knowledge to the Study Team and Panel over the last year. I am also deeply appreciative of the work of the Study Team and to the Panel of five Academy Fellows whose expertise and experience guided the development of this report. Their careful analysis and thoughtful insights resulted in evidence-based options for consideration for Congress and SSA that will help improve death data sharing between the states and federal government.

1600. Jawboning against Speech: How Government Bullying Shapes the Rules of Social Media

Over the past two decades, social media has drastically reduced the cost of speaking, allowing users the world over to publish with the push of a button. This amazing capability is limited by the fact that speakers do not own the platforms they increasingly rely on. If access to the platforms is withdrawn, speakers lose the reach that social media grants. In America, government censorship is limited by the First Amendment. Nevertheless, seizing upon the relationship between platforms and speakers, government officials increasingly demand that platforms refrain from publishing disfavored speech. They threaten platforms with punitive legislation, antitrust investigations, and prosecution. Government officials can use informal pressure — bullying, threatening, and cajoling — to sway the decisions of private platforms and limit the publication of disfavored speech. The use of this informal pressure, known as jawboning, is growing. Left unchecked, it threatens to become normalized as an extraconstitutional method of speech regulation. While courts have censured jawboning in other contexts, existing judicial remedies struggle to address social media jawboning. Amid the opacity and scale of social media moderation, government influence is difficult to detect or prevent. Ultimately, congressional rulemaking and the people’s selection of liberal, temperate officials remain the only reliable checks on this novel threat to free speech.
