1501. Industrial policy for electric vehicle supply chains and the US-EU fight over the Inflation Reduction Act

Abstract:
The Inflation Reduction Act (IRA) of 2022 provoked a transatlantic trade spat. After the law was passed, the Biden administration addressed some of the concerns raised by the European Union by writing controversial rules to implement the legislation. These regulations are expected to have complex effects that, in some instances, may offset the intended impact of other provisions in the original legislation. This paper examines how the law, its implementing regulations, policy decisions on leasing, as well as potential critical minerals agreements all have the potential to affect the electric vehicle (EV) supply chain. The EV case study showcases the political-economic complications involved in US and EU attempts to cooperate over clean energy transition policy to address the global externality of carbon dioxide emissions. EVs are but one example of the challenge facing partners with integrated supply chains and similar levels of economic development that share concerns about climate change, rising inequality, workers, other social issues, and democracy itself. The EV conflict laid bare the differing US and EU prioritization of these issues relative to economic efficiency, World Trade Organization rules, the approach to nonmarket economies, and national security vulnerabilities that arise from depending on an authoritarian regime such as China for import sourcing of critical inputs.

1502. US-China lessons from Ukraine: Fueling more dangerous Taiwan tensions

The lessons that Washington and Beijing appear to be learning from Russia’s February 2022 invasion of Ukraine, and from Ukraine’s resistance and counteroffensive, could set the stage for a crisis over Taiwan in the next few years. This grim prospect is driven by the United States and China arraying themselves for a strategic rivalry since 2017 through the continuing trade war, economic decoupling, and increasing rhetorical and military positioning for confrontation over Taiwan. In light of the Chinese military’s threatening gestures, belligerent rhetoric, and other recent actions that read like they could be preparation for war, there is a danger that the successive warnings by senior US military commanders that Chinese CCP General Secretary and President Xi Jinping has already decided to use military force in the near term could become the proverbial tail wagging the dog — and could impose a logic that makes a US-China war more likely, rather than enhancing deterrence.1 Therefore, the key question for the United States and its allies is how an increasingly truculent and belligerent Chinese leadership can be incentivized to walk back from the brink. This paper examines what lessons China, the United States, and European allies have drawn from the Ukraine conflict and how such lessons have shaped these actors’ strategic assumptions. It concludes with a discussion of policy recommendations for the transatlantic community confronting the possibility of a US-China conflict over Taiwan.

1503. US strategy and force posture for an era of nuclear tripolarity

Abstract:
The term “nuclear tripolarity” describes a world in which China has joined the United States and Russia as a leading nuclear power. As China modernizes its existing nuclear forces and deploys new weapons, it is on track to roughly double its deployed nuclear arsenal in the next few years—from approximately 350 to 700 deliverable warheads. The US Department of Defense projects that China will go further, expanding its arsenal to at least 1,500 warheads by 2035.1 At those force levels, China’s arsenal would be comparable to US and Russian deployed nuclear forces, currently capped at 1,550 by the New START Treaty.2 What are the consequences of emerging tripolarity for US nuclear strategy and force posture? If the United States retains its current approach to nuclear force planning, the growth of China’s arsenal (and the ongoing modernization of Russia’s nuclear weapons) will likely compel the United States to significantly increase its own arsenal. The easiest way to do so would be to upload one to two thousand additional warheads from US reserves onto existing delivery systems when the New START treaty expires in 2026. Unfortunately, a major increase in US forces would likely mark just another step in an intensifying arms competition among the three leading nuclear powers, since China and Russia would then feel pressure to respond.

Commercial opportunities in space-based technologies are expanding rapidly. From satellite communications and Earth observation to space tourism and asteroid mining, the potential for businesses to capitalize on these emerging technologies is vast and known as “NewSpace.”1 The NewSpace model is important for governments to understand because the dual-use nature of space, specifically its growing commercialization, will influence the types of space-based technologies that nations may leverage, and consequently, impact their national security paradigms. By capitalizing on the private sector’s agility and combining it with the essential research efforts and customer role played by the public sector, the NewSpace industry can play a critical function in addressing current and future national security challenges through public-private codevelopment. As the NewSpace industry expands, the role of government is evolving from being the primary developer and operator of space assets to facilitating their commercialization, while still prioritizing key advancements. US and allied governments can capitalize on this competitive landscape by strategically investing in areas that align with their national security objectives. However, it is crucial for them to first understand and adapt to their changing roles within this dynamic environment. Indeed, the benefits of the burgeoning NewSpace industry extend beyond the United States. International collaboration and competition in this area can lead to faster technological advancements and economic gains. The global NewSpace landscape is driving down costs, increasing access to space, and fostering innovation that can improve not only economic well-being, but also impact national security models. To that end, this memo will examine the broad state of the space market, discuss the industry drivers, and propose recommendations for US and allied policymakers as they consider future government investments in those enabling space-based activities that support wider national security ambitions.

Over the last two decades, the world entered a new paradigm in the use of space, namely the introduction of highly capable small satellites, just tens or hundreds of kilograms in size. This paradigm has forever changed how countries will employ space capabilities to achieve economic, scientific, and national security interests. As is so often the case, the telltale signs of this global paradigm shift were obvious to more than just a few individuals or industries. Air Force Research Laboratory’s Space Vehicles Directorate began exploring the use of small satellites in the 1990s. The Air Force also established the Operationally Responsive Space program in 2007, which explored the potential use of small satellites. However, both research efforts had no impact on the US Department of Defense’s (DOD’s) satellite acquisition programs. The advancement of small satellites was largely driven by universities and small commercial start-up companies.1 The introduction of commercial and government small satellites has democratized space for states and even individuals. Space remote sensing and communications satellites, once the exclusive domain of the United States and Soviet Union, can now provide space-based services to anyone with a credit card. Eighty-eight countries currently operate satellites, and the next decade will likely see the launch of tens of thousands of new satellites.2 Commercial and government small satellites have changed outer space into a more contested, congested, and competitive environment. The United States has shared space data with its allies since the dawn of the space age.3 Yet it also has a history of operating independently in space. Other domains of warfare and defense policy are more closely integrated between the United States and its allies and partners. The United States has military alliances with dozens of countries and strategic partnerships with many more.4 In recent years, there have been calls to coordinate with, or even integrate allied space capabilities into US national security space strategy and plans. In this regard, the US government has made significant advances. However, much work needs to be done. There is pressure on the United States to act quickly to increase national security space cooperation and integration, driven by rapidly increasing global capabilities and expanding threats from hostile nations and orbital debris. This paper examines the potential strategic benefits to US national security of harnessing allied space capabilities and the current efforts to do so, as well as barriers to achieving success. The paper identifies pathways forward for cooperating with allies and strategic partners on their emerging space capabilities and the potential of integrating US and allied capabilities.

1507. Humanitarian aid: Defining new areas of US-LAC collaboration

The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

1508. United States–China semiconductor standoff: A supply chain under stress

In August 2022, the US Congress passed the CHIPS and Science Act, a law that approves subsidies and tax breaks to help jump-start the renewed production on American soil of advanced semiconductors.1 Just two months later, the Joe Biden administration issued wide-ranging restrictions on the export to China of chips and chip-making technology to undercut that country’s ability to manufacture the same class of integrated circuits.2 Taken together with a steady stream of Biden administration prohibitions on technology sales to key Chinese companies, the US initiatives represent a profound turn toward competition with China in the high-tech realm.3 They also highlight an effort to restructure the complex, multinational supply chains centered on East Asia that manufacture hundreds of billions of dollars of semiconductors a year. As such, the Biden administration has set in motion a process that could alter the business strategies—and fortunes—of homegrown and foreign-invested semiconductor companies based in China, world-leading chipmakers in Taiwan and South Korea, and suppliers around the world that provide the industry with the machinery and myriad inputs that fuel chip production. The Biden administration insists that its restrictions on sales to China are intended only to limit China’s ability to produce the cutting-edge chips that can feed into the development of weapons and other strategically important technologies—and not to cripple its semiconductor industry. But the current state of play of sanctions and support for US-based semiconductor production, including by Taiwanese and Korean chipmakers, is not the endpoint in this process. Rather, the momentum to constrain Beijing’s semiconductor program is likely to continue in the coming months, at the very least with additional restrictions on Chinese companies and government-linked entities, and unprecedented bureaucratic scrutiny of American venture-capital and equity-financing flows to China. That amounts to more bad news for corporate leaders in Asia, North America, and Europe who have spent the past generation building a globe-spanning semiconductor industry that has faced few barriers to expansion. As US restrictions mount, and sales of certain technologies to China flag, the once-unimaginable process of reorienting semiconductor supply chains will become an ever-present reality. The CHIPS and Science Act already is becoming an important factor in corporate strategy, providing incentives for Taiwanese, Korean, and American companies to make big bets on new factories in places like New York, Ohio, Texas, and Arizona—witness Taiwan Semiconductor Manufacturing Company’s (TSMC’s) recent decision to build a second factory in Phoenix.4 This paper explores the potential implications of US semiconductor policy for the global semiconductor supply chains and the competition for primacy in an industry that is constantly changing the face of the global economy and one that has implications for global security in all its dimensions. It begins by examining the policies put in place by the Biden administration, and then discusses the changes taking place across the industry, with a focus on Asia.

Abstract:
The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

1511. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

The war in Ukraine has had a marked economic impact. However, since Russia is a net producer of important commodities, the impact of sanctions on its economy was less than expected. But what would happen if there was a war involving a country that was a net importer of commodities? In the case of a possible China-US conflict over Taiwan, the impact on the world economy would be different, with a deeper recession around the world, but the impact on the Brazilian economy would still be positive on account of the possibility that would remain of agricultural exports to China.

Foreign policy cannot be dissociated from what we call the theory of international relations (Holsti, 2015). Relations between Jordan and the United States go back to 1949 when diplomatic relations were first established. The United States contributed to providing economic and military assistance to Jordan for the first time since 1951 and 1957, respectively, and has continued until now. The United States and Jordan share the common goals of a comprehensive, just, and lasting peace in the Middle East and to end violent extremism that threatens the security of Jordan, the region, and the world at large. The peace process and counterterrorism between the two countries aid American interests. The United States has helped Jordan maintain its stability and prosperity through military assistance and close political cooperation (Bush, 2009).This study examines the United States foreign policy towards Jordan from 1990 to 2017. This period witnessed important regional and international political events that significantly impacted American foreign policy in the Arab region and the United States - Jordan in particular. The political events covered in the study have the greatest impact on the development or decline of relations between the two countries in terms of politically and security aspects.

In the first half of February, a series of serious incidents happened in the airspace of the U.S. and Canada involving shootdowns of four objects, with at least one confirmed as a Chinese balloon, likely used for intelligence. The U.S. administration is conducting an investigation to explain the various platforms, the equipment onboard, and their mission. Because further incidents cannot be excluded, some changes in the rhetoric of the Chinese government should be expected, as well as a higher readiness of air defence networks of the powers.

Since the end of the Second World War, the United States has been the pre-eminent naval power and ultimate guarantor of global maritime security. It has also been one of the primary beneficiaries of the global maritime economic system, which in turn resourced its naval strength and increased the incentive to use that strength to protect the freedom of the seas. But a number of global changes, all likely beyond the United States’ control, are driving new dynamics in both security and economics in the maritime domain. These challenges include the return of great power competition at sea, the maritime consequences of climate change, increased pollution, the rapid rise of illicit trade and resource exploitation, and the erosion of maritime governance. These challenges are dynamic and inter-related—a change in one will often drive second and third order changes in the others. The United States has proven historically to be resilient and adaptive in the face of great challenges, and the maritime community has traditionally been a leader in innovation, collaboration, and positive-sum solutions. To meet the challenges of today and tomorrow, the United States should double down on those strengths, and work with allies to maintain and strengthen the rules-based international maritime system. Moreover, the United States should be a leader in envisioning changes to that system that will ensure it equitably meets the needs of all, accounts for the changes being driven by climate change and pollution, and anticipates a near-term future where autonomous systems will play a major role in the ecosystem.

Military tensions are on the rise in Northeast Asia as the likes of China, North Korea, and the United States flex their combat capabilities—but this does not mean that war is imminent. This is an important insight from the latest Northeast Asia Defense Transparency Index (DTI) for the period spanning 2021 to 2022. Carried out every two years by the University of California’s Institute on Global Conflict and Cooperation, the DTI offers a detailed examination of how open or closed major regional states are in disclosing information on their defense postures, including defense budgets, publication of official annual defense reports, legislative oversight, and the nature of external military activities. The 2021–22 DTI found that there was only a marginal decline in the overall defense transparency level for Northeast Asia, with Japan showing a noteworthy improvement in its transparency performance. The concealment of defense activities is often an indicator that countries are quietly making preparations for military conflict and contributes to declining trust and confidence. The evidence from this DTI that defense transparency is relatively stable in Northeast Asia is cause for cautious optimism that the long peace that the region has enjoyed remains intact for now. Transparency though is just one indicator of the overall state of defense affairs, and the powerful underlying currents that are the main determinants of war and peace, such as threat perceptions and arms dynamics, all appear to be trending negatively.

The U.S.-Australia alliance is one of the deepest and most comprehensive alliances in existence. In this report, a bipartisan study group co-chaired by Project 2049 Chairman Hon. Randall Schriver and LtGen Wallace “Chip” Gregson identify three key priorities for the U.S.-AUS alliance. Then, they explore recommendations to address these priorities in four main spheres: political, defense, trade, and resource security. Their recommendations range from minor adjustments of current alliance institutions to expansive changes such as the broadening of ITAR. Some 280 million people around the world are first‐​generation immigrants; in Organisation for Economic Co‐​operation and Development countries, first‐​generation immigrants make up around 14 percent of the population. The economic effects of immigration have become better understood in recent decades. A new focus of research on the effects of immigration is its long‐​run impact on productivity, wages, and income. We contribute to this research by examining the long‐​run economic effects of the arrival of refugees in what would become West Germany after the end of World War II (WWII) in 1945. This period was characterized by one of the largest population movements in modern times. Between 1945 and 1949, millions of people from Czechoslovakia, Hungary, Poland, Romania, and eastern parts of prewar Germany were displaced westward. When the Federal Republic of Germany (West Germany) was founded in 1949, these refugees made up around 15 percent of the country’s population.

In 2022, the United States counted 50 of the world’s 195 countries as formal treaty allies, not including dozens more informal security relationships. U.S. allies do not carry a proportionate share of the burden of their defense; Washington’s allies account for roughly 36 percent of world economic output but only 24 percent of world military spending. In every alliance, the United States is the most important member and gives more than it gets in return. American politicians and the American public regularly express frustration with allies’ behavior. In 1959, for example, President Dwight D. Eisenhower lamented that the insufficient defense efforts of U.S. allies in Europe meant that the Europeans were close to “making a sucker out of Uncle Sam.” Things have gotten worse since 1959. Today, America’s alliances act as transfer payments from U.S. taxpayers to taxpayers in allied countries. History and theory both suggest that hectoring allies is unlikely to produce much change. Allies know that they can pocket the gains from U.S. commitments, then spend their own money in the ways they believe benefit them most. Policymakers should evaluate alliance commitments in the context of the net contributions of U.S. allies to U.S. defense, weighed against the costs and benefits of a non‐​alliance. The only way to produce more equitable burdensharing is to make allies doubt the strength of the U.S. commitment: the stronger the belief in the U.S. commitment, the harder it is to get allies to defend themselves. Unless policymakers fundamentally change their approach to alliances, there is little hope that defense burdens can be spread more equitably.

The National Research Council and the National Academy of Sciences (NAS) published groundbreaking investigations into the economics of immigration in 1997 and 2017. Both publications contained thorough literature surveys compiled by experts, academics, and think tank scholars on how immigration affects many aspects of the U.S. economy. The 2017 NAS report included an original fiscal impact model as a unique contribution to immigration scholarship. Its findings have been used by policymakers, economists, journalists, and others to debate immigration reform. Here, we acquired the exact methods used by the NAS from its authors to replicate, update, and expand upon the 2017 fiscal impact model published in the NAS’s The Economic and Fiscal Consequences of Immigration. This paper presents two analyses: a measure of the historical fiscal impacts of immigrants from 1994 to 2018 and the projected long‐​term fiscal impact of an additional immigrant and that immigrant’s descendants. An individual’s fiscal impact refers to the difference between the taxes that person paid and the benefits that person received over a given period. We use and compare two models for these analyses: the first follows the NAS’s methodology as closely as possible and updates the data for more recent years (hereafter referred to as the Updated Model), and the second makes several methodological changes that we believe improve the accuracy of the final results (hereafter referred to as the Cato Model). The most substantial changes made in the Cato Model include correcting for a downward bias in the estimation of immigrants’ future fiscal contributions identified by Michael Clemens in 2021, allocating the fiscal impact of U.S.-born dependents of immigrants to the second generation group, and using a predictive regression to assign future education levels to individuals who are too young to have completed their education. Other minor changes are discussed in later sections. Immigrants have a more positive net fiscal impact than that of native‐​born Americans in most scenarios in the Updated Model and in every scenario in the Cato Model, depending on how the costs of public goods are allocated. The Cato Model finds that immigrant individuals who arrive at age 25 and who are high school dropouts have a net fiscal impact of +$216,000 in net present value terms, which does not include their descendants. Including the fiscal impact of those immigrants’ descendants reduces those immigrants’ net fiscal impact to +$57,000. By comparison, native‐​born American high school dropouts of the same age have a net fiscal impact of −$32,000 that drops to −$177,000 when their descendants are included (see Table 31). Results also differ by level of government. State and local governments often incur a less positive or even negative net fiscal impact from immigration, whereas the federal government almost always sees revenues rise above expenditures in response to immigration. With some variation and exceptions, the net fiscal impact of immigrants is more positive than it is for native‐​born Americans and positive overall for the federal and state/​local governments.

The U.S. trade deficit is a misunderstood symbol of U.S. economic strength and influence in the world. The deficit is not driven by unfair trade abroad or industrial weakness at home and, as the Trump years show, cannot be “fixed” through higher tariffs. Instead, the trade deficit is driven by a persistent net inflow of foreign capital, which reduces interest rates and fuels economic output. Contrary to myth, the trade deficit is not a cause of deindustrialization or a loss of manufacturing jobs. In fact, the current balance of trade points to America’s continuing influence in global affairs—as a haven for global investment, as a robust producer and buyer of global goods and services, and as the provider of a strong dollar that remains at the center of the global economy. Policymakers should reject measures that restrict trade and foreign investment and instead seek to expand America’s commercial ties to the rest of the world.

Tariffs are often thought of as taxes that fall uniformly across goods or industries. In reality, however, the U.S. tariff schedule is extremely complex—the modern‐​day tariff code comprises 4,394 pages of tariffs on 19,347 varieties of goods. As a result, there is a lot of variation in tariff rates, even within narrowly defined categories of goods. We study this complexity through the lens of a little‐​known but consequential pattern in the modern U.S. tariff schedule: tariff rates are systematically higher on low‐​value versions of goods relative to their high‐​value counterparts. For example, the tariff on a $400 handbag made of reptile leather is 5.3 percent, while the tariff on an $8 plastic‐​sided handbag is 16 percent. Through a comprehensive analysis of U.S. tariffs over the past 100 years, we show that this regressive pattern is, and has been, a systematic feature of tariffs for decades. Our findings are emblematic of a more fundamental feature of U.S. tariff policy: tariffs set to meet policy objectives of the past have persisted through vast changes in the economic landscape and, despite their historical origins, are still affecting consumers today.

As housing prices rise, cities are turning to rent control policies, hoping to ensure longterm affordable housing. Typically, rent control policies require leases to be renewed at statutorily limited rent increases. Rent control policies reduce the returns from operating in the rental market, creating well‐​studied incentives for landlords to leave the rental market. Many rent control policies—including San Francisco’s—feature vacancy decontrol provisions, which allow landlords to reset rents to market rates when tenants move. These policies limit the reductions in returns to operating in the rental market but create incentives for landlords to induce tenant turnover, possibly through evictions. The more tenants move, the more often a landlord can raise rents to market rates.

It has become accepted wisdom in Washington that the COVID-19 pandemic revealed how openness to international trade and investment increases U.S. vulnerability to economic shocks and contributes to widespread shortages of food, medicine, and other essential goods. This official narrative, however, ignores ample economic research showing that, while disruptions are inevitable in a modern economy, the alternative to free trade—a protectionism‐​driven onshoring of global supply chains—carries its own risks and can even heighten vulnerability by inhibiting natural market adjustments to economic shocks. The infant formula crisis, which lasted for most of 2022 and was unique to the United States, provided an unfortunate real‐​world lesson in this regard.

Particularly since the Trump administration, as the U.S. started to define China as its main competitor, their bilateral relations deteriorated further. As a result, scholars, diplomats, and politicians worldwide began to talk about the emergence of a new Cold War between China and the U.S., encompassing economic, ideological, military, and political aspects. The ideological aspect of this emerging “new Cold War” revolves around the discourse of democracy.

Abstract:
Australia, New Zealand and the United States should help create an ASEAN-style forum for Pacific island nations to discuss security and manage geopolitical challenges. The call for a dialogue, modelled on the ASEAN regional forum, is one of several recommendations to improve security partnerships and coordination in the region, reducing the risk that the three countries trip over one another and lose sight of the Pacific’s own priorities as they deepen their Pacific ties out of strategic necessity amid China’s growing interest. While focussing on those three countries, this report stresses that wider partnerships should be considered, including with France, India, Japan, South Korea, the United Kingdom and European Union. The report states that the three countries will have to get used to greater Chinese involvement in the Pacific, even if they don’t accept it, much less like it.

1543. Impactful mateship: Strengthening the US–Australia defence relationship through enhanced mutual understanding

AUKUS, and the Australian Government’s release of the 2023 report of the Defence Strategic Review (DSR), reinforce to Canberra and Washington DC that there’s an urgent need to continue strengthening the US–Australia alliance. Those efforts underpin allied cooperation within the Indo-Pacific, which is an increasingly complex security environment. This report highlights 9 opportunities for both US and Australian defence decision-makers at a vital time in the relationship as it develops in complexity and builds towards the ambitions of AUKUS over the coming decade. A series of ‘quick wins’ for the US DoD are recommended, including arranging more training for inbound DoD personnel and conducting allied-centric training for relevant US-based action officers and planners at US headquarters. US DoD Funding should be provided for US action officers to visit Australia to build rapport with their counterparts and facilitate appreciation for the relationship in person. Broadly, US professional military education at every level should incorporate Australian Defence-centric views when appropriate, and the DoD can better leverage its US liaison network throughout Australia earlier in planning and when considering new initiatives. Recommended quick wins for Australian Defence to include further leveraging of US-based Australian Defence personnel and encouraging greater transparency with US counterparts regarding capacity. Enhanced transparency would provide maximum clarity on capacity challenges at all echelons, especially regarding the potential impacts of a future crisis within the Indo-Pacific. It’s also recommended that Australian Defence provide greater clarity regarding sovereignty and security concerns for the US DoD. Finally, this report also makes a major long-term recommendation that will require more resourcing, coordination and focus from US and Australian defence decision-makers, and that’s to establish and empower a US Forces Australia headquarters (USFOR-A) to synergise US DoD efforts with the Australian defence establishment. It’s inevitable that the US–Australia defence relationship will grow in scope and complexity. That will quickly outgrow and challenge the current coordination structure, which was built and implemented decades ago. This report also notes that there are lessons to be learned from the US–Japan bilateral coordination mechanisms, especially in the light of the US–Japan–Australia defence relationship, as it is set to grow in importance in the coming years.

1544. The Persistent Consequences of the Energy Transition in Appalachia’s Coal Country

The persistence and intensification of earnings, employment, and opportunity gaps across place has become an increasingly salient feature of the United States economy over the past several decades.1 This economic divergence has occurred alongside a remarkable transition away from coal-fired electricity that is expected to continue as lower-carbon energy sources become more economically viable. While essential to minimizing the damages of climate change, the shift poses significant challenges to the relatively rural and distressed communities traditionally reliant on this resource. Indeed, many historically coal-dependent communities in Central Appalachia have long been characterized by deep poverty, limited employment opportunities, and high rates of public assistance, and recurrent adverse shocks to coal employment over the past several decades have amplified many of these qualities, potentially elevating the risks associated with the energy and economic shifts ahead. How have Appalachia’s coal-dependent communities adjusted to historical and contemporary declines in demand for coal, and how do these shocks – and their consequences for the educational composition of affected communities – influence the capacity for future generations to adapt to new challenges? In this policy brief, I present estimates of how Appalachia’s coal country has adjusted to recent declines in coal mining employment (“coal shocks”), and I demonstrate how this adjustment process is, in part, dictated by the persistent consequences of historical employment shocks in Appalachia. The evidence suggests that recent coal shocks (i.e., declines in coal employment occurring between 2007 and 2017) have been relatively painful for affected communities, causing large reductions in local population sizes, declines in local employment counts, declines in earnings, and increases in the rate of government transfer receipt. All of these adjustment costs are more severe in counties with a history of “selective migration” induced by shifting employment opportunities in the 1980s. That is, the estimated effect of recent coal shocks on population sizes, employment, earnings, and transfer payments is significantly larger in counties that lost greater numbers of their college-educated adults in the 1980s thanks to historical employment shocks in proximate labor markets. The upshot is that coal-dependent communities may demonstrate little resilience to recent coal shocks in part because of the persistent consequences of historical shocks, which fundamentally altered the educational composition of affected communities. By dramatically reducing the number of college-educated individuals living in a community, adverse shocks have the capacity to put places on a pathway of decline that makes it more difficult to adapt to economic shifts in subsequent generations. These insights preview the potentially damaging implications of future contractions in the coal industry, revealing the need for greater empirical investigation of the types of policy efforts that might ameliorate the painful local adjustment costs associated with the energy transition going forward.

Decentralized Autonomous Organizations (DAOs) can be defined as global, digitally-native organizations which enable people to coordinate and govern shared resources and activities through the use of smart contracts on blockchains. The explosive growth of DAOs since 2020 has led to experimentation, speculation, and investment in this emerging organizational framework. There are an estimated 6,000 DAOs as of June 2022, with participation from contributors around the world and an aggregate treasury value of an estimated $25 billion. While the web3 space has been marred by scams and bad actors, there are legitimate use cases for DAOs. Early applications include focuses on fractionalized ownership and control, incentive alignment, resilient operations, and collective action. DAOs demonstrate innovative potential and are producing new forms of tax revenue and employment for the U.S. States have taken various approaches towards legislation, including establishing a DAO LLC. The U.S. government needs a comprehensive strategy for addressing DAOs as novel organizational structures to retain domestic innovation and protect consumers. Future policy solutions should consider the following: DAOs have technical and operational uniqueness that should be taken into account by legislators and regulators. The United States must provide legal clarity to retain domestic innovation. The friction of existing organizational formation should be reduced and adapted. A multi-pronged approach is needed across the federal-level, state-level, and industry self-governance practices. This report aims to serve as an accessible primer for United States policymakers to understand the unique opportunities and challenges DAOs present, and how these organizations may be addressed in the regulatory landscape of the U.S. The first section of this report establishes the societal context in which DAOs have emerged, with an emphasis on the trends in organizational frameworks and working conditions to which DAOs respond. The second section describes the underlying technical and structural components that DAOs are built upon. The third section outlines the key purposes and applications of DAOs and shares findings from case studies and semi-structured interviews with 12 DAOs and 20 DAO contributors. The final section provides an overview of existing legislation and concludes by outlining directional considerations for policymakers.

The Earth’s surface north of the Arctic Circle, which includes nearly a third of Alaska, is warming 3-4 times faster than the global average.1 Alaska as a whole is warming twice as fast as the lower 48 states.2 As is true for most of the manifestations of anthropogenic climate change, moreover, the extremes of temperature are growing faster than the averages: the highest-ever temperature north of the Arctic Circle—100.4°F—was recorded in Verkhoyansk, Siberia, in June 2020;3 Anchorage reached an all-time high of 90°F on July 4, 2019;4 and Utqiavgik, Alaska, the northernmost U.S. city, reached an all-time winter high of 40°F in December 2022.5 The reasons warming is so fast in the Far North are quite well understood scientifically. The most important factor is the ice-snow-albedo feedback, in which warming reduces the area of land and water covered by ice and snow, which means less reflectivity and more absorption of incident solar energy at the surface, hence further warming.

In the US-China rivalry, no battle is currently more fierce than the one over technology, with both countries ramping up efforts to pursue global technological leadership. The tech war has intensified under President Joe Biden, with the US’s strangling of China’s technological bottleneck getting tighter and tighter. The US’s stated aims are protecting its national security and foreign policy interests and preventing sensitive technologies with military applications from being acquired by China. Some analysts point to Beijing’s Made in China 2025 as the trigger of the tech war because that is China’s plan to upgrade manufacturing and seek the top positions in global value chains. The US is pursuing a strategy to outcompete and outmanoeuvre China, as is stated in the Biden administration’s National Security Strategy in October 2022: “this decade will be decisive, in setting the terms of our [the US’s] competition with the PRC”. Especially in the sector of semiconductors or chips, where the West controls China’s access to the most advanced technology, US restrictions and its ability to bring its allies into line have been destructive to China’s development. On 21 May 2023, Beijing’s ban of American chipmaker Micron from critical information infrastructure in China signals a first direct retaliation from Beijing. China has also realised that some of its hitherto measures—turning to alternative sources of import, utilising policy loopholes, and sufficing with lower-level technology—are just detours. They are not long-term solutions; nor can they be the foundation of China’s national security. The US restrictions have forced China to adopt new measures to accelerate domestic innovation with more focus on basic research and market forces. How the tech war will play out has important implications for Western countries and global supply chains. This policy brief will focus on China’s responses to the US-waged tech war, specifically: What have been China’s domestic measures to respond to the tech restrictions from the US, and what is China’s potential for technological breakthrough? What have been China’s international responses, and what are China’s options for retaliation?

Let us start with our bottom line: a failure of the United States to come to Taiwan’s aid—politically, economically, and militarily—would devastate the Unites States’ credibility and defense commitments to its allies and partners, not just in Asia, but globally. If the United States tries but fails to prevent a Chinese takeover of Taiwan, the impact could be equally devastating unless there is a concentrated, coordinated U.S. attempt with likeminded allies and partners to halt further Chinese aggression and eventually roll back Beijing’s ill-gotten gains. This is not a hypothetical assessment. Taiwan has been increasingly under the threat of a military takeover by the People’s Republic of China (PRC) and, even today, is under attack politically, economically, psychologically, and through so-called “gray zone” military actions short of actual combat. The U.S. government, U.S. allies, and others have begun to pay attention to this problem, yet to this day, they have not sufficiently appreciated the strategic implications that such a takeover would generate. To address this problem, the Pacific Forum has conducted a multi-authored study to raise awareness in Washington, key allied capitals, and beyond about the consequences of a Chinese victory in a war over Taiwan and, more importantly, to drive them to take appropriate action to prevent it. The study, which provides six national perspectives on this question (a U.S., Australian, Japanese, Korean, Indian, and European perspective) and fed its findings and recommendations into the second round of the DTRA SI-STT-sponsored (and Pacific Forum-run) Track 2 “U.S.-Taiwan Deterrence and Defense Dialogue,”[1] outlines these strategic implications in two alternative scenarios. In the first scenario, China attacks Taiwan and it falls with no outside assistance from the United States or others. In the other scenario, Taiwan falls to China despite outside assistance (i.e., “a too little, too late” scenario).

There is a growing acceptance among countries in the Indo-Pacific region that strategic competition between the United States and China is changing perceptions about security and the adequacy of the existing security architecture. While some have characterized the competition between the two as a new Cold War, it is clear that what is happening in the region is far more complex than the competition that characterized the original Cold War between the United States and the Soviet Union. First, the economic integration that has taken place since the early 1990s makes it much more difficult to draw bright ideological lines between the two sides. Further, the Asian context of the emerging competition is one where the two competitors have grown to share power. As the dominant military power, the United States has been the primary security guarantor in Asia and beyond. China, on the other hand, has emerged over the past decades as the primary economic catalyst in Asia and beyond. Currently, each side seems increasingly unwilling to accept that arrangement.

The United States and Australia have been treaty allies for more than 70 years. This bond endured throughout the Cold War and the War on Terror, and it increasingly looks as though they will be close partners throughout the great power competition with the People’s Republic of China. The two partner countries were among the earliest critics of the PRC’s handling of the COVID-19 pandemic, have shared concerns over Chinese investment and its impact on their national security, and what growing PRC influence means for them the future of democracy in the Indo-Pacific. The two countries were early and enthusiastic members of the Quadrilateral Security Dialogue, which includes fellow Indo-Pacific democracies Japan and India, and which has moved to address pressing regional challenges such as pandemic response and climate change. Plus, with 2021’s announcement of the Australia-UK-US (AUKUS) pact Canberra proved its willingness to defy not only Beijing, but also other democracies—especially in Europe—to build out its capacity to defend itself and counter the PRC’s growing regional power. The contributions to this volume each address the nature, not only of the alliance, but the challenges it will face in the years to come. Craig Kafula of the Chicago Council on Global Affairs notes that public polling in both countries reveals overwhelming agreement on most subjects related to the alliance and its forthcoming challenges, but also differences of opinion that will have to be navigated. Rick Umback of Australian National University’s School of Politics and International Relations examines the growth of PRC influence over local governments and Australia, and the ramifications this has for other liberal democracies in the Indo-Pacific. Rose Rodgers at the Center for Naval Analyses says the AUKUS has not limited, but actually increased the need for scrutiny of PRC investment in critical and emerging technologies, and other means of screening technological investments. Moving away from what the alliance means for relations with the PRC, Thom Dixon examines the field of cyberbiosecurity—the intersection of cybersecurity and biosecurity—and how US-Australian cooperation in this field is essential to meet two of the great challenges of this age: climate change and pandemic response. Taken together these analyses—brought to you by the next generation of American-Australian analysts—richly detail the nature of the challenges the allies face, and offer recommendations on how to meet them over the next 70 years of their partnership.

The U.S.-Japan-Philippines Trilateral Maritime Security Dialogue conducted in December 2022 confirmed that there is very little difference in threat perceptions regarding the East and South China Seas. The three countries view China’s increasingly assertive claims to the territories and maritime zones in the two bodies of water as antithetical to their shared vision of a free, open, and rules-based Indo-Pacific. China’s rapid military expansion, including unprecedented nuclear weapons and missile buildup, reinforces the urgency of the threat. Japanese and Philippine interlocutors worry that as China approaches nuclear parity with the United States, the region’s strategic environment will worsen. American participants emphasized greater and tangible demonstration of alliance commitments and agreed that some risk-taking is required to push back against Chinese coercion. There was a consensus about the challenge of addressing Beijing’s gray zone activities that have so far succeeded in seizing territories and maritime areas in the South China Sea and establishing regular intrusions into Japanese waters in the East China Sea. Participants struggled to find a strategy to blunt China’s salami-slicing tactics while avoiding escalation and armed conflict.

The US-ROK alliance in 2023 celebrates its 70th anniversary, and in both countries remains broadly popular. Previous doubts that both countries have had about the other’s commitment have largely given way to a sense of shared opportunities, and shared challenges. Not only is there an ever-more belligerent North Korea, with its growing nuclear and missile arsenals, but the People’s Republic of China uses both military and economic means to coerce other countries and Russia has demonstrated a willingness to upend norms, redraw borders, and dare former partners (including Seoul) to risk its ire. This is also an era of the minilateral, as the US seeks to move past its previous hub-and-spokes alliance system in Asia and draw its partners into closer cooperation. South Korea, especially under its current administration, demonstrates increased interest in becoming a regional player, with its recent gestures toward old frenemy Japan representing a key test: historical differences between the US’ two closest partners have prevented a “normal” relationship from emerging despite many similarities in political systems, values, and interests, and Korean public opinion remains skeptical of the Seoul-Tokyo rapprochement. Furthermore, there is always a chance that issues complicating US-ROK relations in the past—conduct by US military personnel in Korea, trade disputes, environmental concerns related to US bases—could resurface. All of these issues present challenges for the alliance that will require addressing. In that light, the Pacific Forum, with the generous support of the Korea Foundation, has launched the “ROK-US Next Generation Leaders Initiative” program, bringing together young burgeoning scholars and analysts from both countries to discuss pressing issues in the alliance the way forward. This edited volume contains edited papers on pressing topics—extended deterrence, North Korea, China, Russia, Japan, and much more—by rising scholars we expect to see addressing these issues in the years to come. Their active engagement, we believe, will help the alliance endure another 70 years, will providing for the security and prosperity of both countries.

In our 21st century information age security does not start with weapons or with the armed forces who wield them. A range of non-traditional security issues has arisen to test even the oldest and closest of alliances—including that of the United States and Japan. Disinformation is among these issues, and this paper series, carried out with the generous support of the US Embassy Tokyo, highlights the specific challenges that disinformation presents. The good news is that Japan, at least so far, is not demonstrating exceptionally high difficulties with disinformation so far. However, as the paper by Prof. Morihiro Ogasahara demonstrates, there are specific demographics and specific types of news consumers in the country who are vulnerable, and Dr. Christopher Paul’s findings indicate that Japan could very well find itself under a more sustained attack by adversaries wishing to weaken its relationship with the US in the future. We at Pacific Forum hope that these papers serve as a wakeup call for policymakers, and lead to proactive solutions not only for this alliance, but which may be modeled for US relationships throughout the region.

Long criticized for its lackluster record in economic engagement with Southeast Asia, the US is now looking to bolster digital economy cooperation with the region as part of its Indo-Pacific strategy. Both sides have already engaged in several cooperation initiatives to strengthen Southeast Asia’s digital capacities. These actions/engagements aim to help the region capture the immense benefit and respond to potential socioeconomic disruptions brought by the digital economic boom. However, US-ASEAN cooperation will have to deal with two challenges. First, China has already established a comprehensive and prevalent presence in the region’s digital economy, from hard infrastructure and customer-facing businesses to developing digital standards. Second, Southeast Asia’s diversity in economic development leads to varied capacities among its members. These attributes carry certain security complications for Southeast Asia and the US in the long run. Addressing them will require both sides to further boost cooperation, particularly in shaping regional digital standards.

The United States and China are engaged in an ongoing struggle for the alignment commitments of Southeast Asian governments, employing a variety of measures to entice, cajole, and threaten states to alter their policy behavior. Caught between this competition, countries in Southeast Asia weigh their alignment options in search of the strategy viewed by the ruling regime as most likely to ameliorate risk and increase its prospects for survival. While nonalignment through hedging is a sought-after option, most often smaller states align with the major power that offers inducements (over coercion), as the material and diplomatic benefits bolster regimes’ claim to performance-based legitimacy and its domestic stability and security. A review of the Philippines’ geopolitical positioning during the Benigno Aquino III (2010–2016) and Rodrigo Duterte (2016–2022) administrations reveals that inducements and coercion have played a significant role in the country’s alignment decisions. During the Aquino administration, coercive measures taken by China in the South China Sea and continued security and diplomatic inducements from the United States underscore the respective approaches of Beijing and Washington. The candidacy and election of Duterte, however, switched this dynamic, and the new president courted and received promises of Chinese economic assistance to support his domestic growth strategy and downplayed U.S. ties in pursuit of a more independent foreign policy. In the end, continued Chinese provocations in the South China Sea and domestic security challenges led Duterte to call upon U.S. assistance once again, and Duterte was unable to initiate a full reconsideration of Manila’s position. Still, his strategic flirtation with China underscores the importance of performance-based legitimacy and the impact of inducements and coercion in shaping the foreign policy choices of smaller states. The findings of this study suggest that Washington’s focus on great power competition and sanctions handicaps U.S. foreign policy in Southeast Asia and beyond. The Philippines’ leaders focused on securing their domestic political prospects and legitimacy; criticism and coercive measures were largely ineffective for the United States or China in gaining influence over policy decisions. Washington should more often consider the promise and provision of inducements—while remaining sensitive to human rights concerns, governance issues, and liberal norms—to support the needs of Southeast Asian states, incentivize more transparent behavior, and increase the likelihood that these states will support U.S. interests in the future.

With an apparent renaissance in the US-Philippine alliance, spurred by rising tensions in the South China Sea and the Taiwan Strait, the Biden administration ramped up diplomatic activity with Manila as the two countries moved toward an official visit from President Ferdinand “Bongbong” Marcos, Jr., in May. At the same time, the 42nd iteration of Cobra Gold, which returned to full strength for the first time since the 2014 coup in Bangkok, suggested momentum in the US-Thailand alliance, albeit with a lower profile. While the international environment continued to be roiled by US-China rivalry, the Russian war in Ukraine, and high food and commodity prices, Southeast Asia’s own internal turmoil was evident. The junta in Myanmar extended the state of emergency and stepped up aerial bombing of areas held by the opposition and armed ethnic groups. As Indonesia takes up the ASEAN chair, prospects for implementing the Five-Point Consensus Plan are dim, if not dead. Vietnam and Thailand began leadership transitions—Hanoi with an anti-corruption purge and Bangkok with the launch of general elections—while Cambodian Prime Minister Hun Sen continued to eviscerate the opposition ahead of his near-certain re-election in July. As Southeast Asian leaders work to grow their economies in the wake of the COVID-19 pandemic, competition among them to attract foreign domestic investment is intensifying, particularly in technology and electric vehicles. In the meantime, the region awaits the conclusion of negotiations for the Indo-Pacific Economic Framework (IPEF), which will offer insight into Washington’s vision of an economic order for the region.

On May 24, 2022, President Joe Biden met Indian Prime Minister Narendra Modi on the sidelines of the Quad summit in Tokyo. According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

1560. US-Korea Relations: Nuclear New Year

South Korean president Yoon Suk-yeol has tried to make a priority of transforming the traditional US-South Korea military alliance into a “global, comprehensive strategic alliance” with increasing ambitions beyond hard security issues on the Korean Peninsula and in Northeast Asia in general. Yoon and his foreign policy team get an “A” for vision and effort—joining the NATO Asia-Pacific Four (AP4) and releasing an Indo-Pacific Strategy in 2022 are evidence. But, like Michael Corleone trying to go legit in The Godfather III, every time they make progress getting out, they get pulled back into the Peninsula. To wit, during the first trimester of 2023 Korean Peninsula security issues again commanded disproportionate attention from Seoul and Washington. The proximate cause for this dynamic is North Korea’s mafioso-in-chief, Kim Jong Un, who started 2023 with a January 1 missile launch and kept at it throughout the winter. This, of course, followed record-breaking 2022 North Korean missile tests and demonstrations, which totaled approximately 70 launches of around 100 projectiles. Given the near-zero prospects for North Korean denuclearization and the growing arsenal at Pyongyang’s disposal, it is understandable that any South Korean president would be distracted from interests further afield. The audacious nature of Yoon’s re-focusing on South Korean security was surprising and controversial, however. On January 11, apparently fed up with perceived South Korean vulnerability to its nuclear-armed consanguine, and perhaps irritated with the Biden administration’s slow realization of this South Korean sentiment, he made a pronouncement that no democratic leader in Seoul has ever made publicly before: he stated that South Korea—which benefits from US extended nuclear deterrence—could still consider acquiring its own nuclear weapons, if “North Korean provocations continued intensifying.” This set off a diplomatic kerfuffle that resonated—on both sides of the 38th parallel, as well as in Washington and Beijing—for much of the rest of the January-April reporting period. Given the provocative nature of Yoon’s statement, the South Korean presidential office later backtracked, “clarifying” that Yoon was simply expressing his “firm commitment to defending the nation” against North Korea’s nuclear threats, and while the “worst case scenario must be taken into consideration,” “the principle of abiding by the [Nuclear] Nonproliferation Treaty holds.” In any event, Washington took notice of its anxious ally, responding with demonstrations of commitment to extended deterrence for South Korea—including a visit by Secretary of Defense Lloyd Austin and strategic asset deployments to South Korea. All this was in addition to regular combined military exercises and naval exercises featuring US aircraft carrier strike groups. Washington also consented to more bilateral consultation with Seoul regarding the US nuclear umbrella. The saga has concluded—at least for now—with the Washington Declaration promulgated at the Biden-Yoon summit in late April. The Washington Declaration promises tightened US-South Korea extended deterrence coordination and consultation, while the leaders’ summit—in the context of Yoon’s state visit to celebrate 70 years of US-South Korea alliance relations—functioned as a renewal of Washington-Seoul ties. These ties are now perhaps as strong as they have ever been. If Pyongyang has reckoned that increased belligerence would decouple the US-South Korea alliance, it has seemingly miscalculated.

1561. US-China Effort to Set “Guardrails” Fizzles with Balloon Incident

The proposed “guardrail” that Joe Biden and Xi Jinping sought to erect last fall in Bali failed to emerge in the bitter aftermath of a wayward Chinese surveillance balloon that overflew the United States and violated its sovereignty. Though Antony Blinken and Wang Yi met on the sidelines of the Munich Security Conference afterward, aspersions cast by each side against the other, including a series of disparaging Chinese government reports, fed the chill in ties. Taiwan President Tsai Ing-wen’s meeting with House Speaker Kevin McCarthy during the return leg of her US transit added to bilateral and cross-strait tensions and were met with Chinese sanctions. Issues pertaining to Taiwan, be it arms sales or a speculated Chinese invasion date of the island, remained contentious. The administration’s attempt to restart constructive economic reengagement with China, including via an important speech by US Treasury Secretary Janet Yellen, appears to have fallen on deaf ears in Beijing. Following the Biden-Xi meeting on Nov. 14 on the sidelines of the G20 Leaders Summit in Bali, Indonesia, US-People’s Republic of China relations were transitioning to an improving track—or so it seemed. US Defense Secretary Lloyd Austin met with his Chinese counterpart, Defense Minister Wei Fenghe, on the sidelines of the ASEAN Defense Ministers” Meeting-Plus meeting in Cambodia on Nov. 22. On Dec. 11-12, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink held “candid, in-depth and constructive” talks in Beijing. On Jan. 18, Secretary Yellen had a “candid, substantive, and constructive conversation” with departing Vice-Premier Liu He in Zurich ahead of the World Economic Forum in Davos. Hours before Secretary Blinken was due to board a flight to Beijing on Feb. 3, which would have been the highest-ranking contact between the two sides since the Bali meeting, the budding rapprochement came to a screeching halt.

2023 brings a renewed focus on the US-Japan partnership as a fulcrum of global and regional diplomacy. With an eye to the G7 Summit in Hiroshima in mid-May, Prime Minister Kishida Fumio began the year with visits to G7 counterparts in Europe and North America. Later in the spring, he toured Africa in an effort to gain understanding from countries of the Global South. The Joe Biden administration looks ahead to a lively economic agenda, as it hosts the APEC Summit in November on the heels of the G20 Summit in New Delhi in September. National Security Advisor Jake Sullivan laid out in detail the economic ambitions of the Biden national strategy on April 27, giving further clarity to how the administration’s foreign policy will meet the needs of the American middle class. Regional collaboration continues to expand. Both leaders will gather in Australia on May 24 as Prime Minister Anthony Albanese hosts the third in-person meeting of the leaders of the Quad. Also noteworthy in this first quarter of 2023 is the progress in ties between Japan and South Korea. Trilateral consultations began early in the Biden administration, and after the election of President Yoon Suk Yeol last spring, the groundwork for resolving the many difficulties in the bilateral relationship began. This spring, President Yoon and Prime Minister Kishida revealed their progress in a set of visits to each other’s capitals. A trilateral summit is planned for the G7 Summit, which Yoon will attend as an observer. Overshadowing this active multilateral calendar is the continuing war in Ukraine. Both Kishida and Biden have visited President Volodymyr Zelenskyy in his capitol. The United States and Japan remain stalwart supporters of the Ukrainian defense effort as Ukrainians prepare for the spring counteroffensive against Russian forces. Yet questions have arisen within the US Congress over the scale and duration of military aide provided to Zelenskyy. Interestingly, there remains little doubt about the Kishida Cabinet’s support of Ukraine. While Japan does not provide lethal aid, it has joined in solidarity with European nations to contribute to the complex humanitarian relief needed by the Ukrainian people. Political choices will also shape the remainder of the year. President Biden on April 25 announced his run for a second term in the 2024 election. The Republican field of candidates begins to emerge with former UN Ambassador Nikki Haley officially declaring her candidacy on Feb. 14, and Florida Gov. Ron DeSantis, while not yet official, has been the center of media attention. Former President Donald Trump has already begun his rallies, having announced his candidacy on Nov. 15. In Tokyo, talk of a national snap election continues, with the latest rumors suggesting that Kishida, coming off his party’s good showing in local elections in April, might opt for a ballot after the G7 Summit in Hiroshima.

In the wake of then US Speaker of the House Nancy Pelosi’s visit to Taiwan in August, China’s extensive military exercises continued to impose a more threatening “new normal” in the Taiwan Strait. Taiwan continued to be the focus of heated public exchanges between the US and China. US President Biden said, for a fourth time, that the US would defend Taiwan and added an inflammatory codicil that independence was for Taiwan to decide. At the 20th Congress of the Chinese Communist Party, General Secretary Xi Jinping promised China would strive for peaceful reunification with Taiwan but would not renounce use of force. On Dec. 23, Biden signed the Taiwan Enhanced Resilience Act and a State Department appropriation providing $2 billion in loans for Taiwan to purchase US equipment. Two days later, China sent 71 military aircraft and seven ships to intimidate Taiwan, its largest-ever one-day exercise near the island. Two days later, Taiwan President Tsai Ing-wen announced that Taiwan would extend its military conscription to 12 months. TSMC formally broke ground for the first of two factories in the US, a $40 billion investment. The new year will see Taiwan’s DPP and KMT parties launch their presidential election campaigns, debating visions for cross-Strait defense, dignity, and dialogue as the Chinese military appears determined to intensify its intimidation.

1564. Xi Moderates to US and Others Amid Continued Competition

Southeast Asia was the center of international attention in November as regional and global leaders gathered at the G20 conference in Indonesia, which took place between the annual ASEAN-hosted summit meetings in Cambodia and the yearly APEC leaders meeting in Thailand. Acute China-US rivalry loomed large in media and other forecasts, warning of a clash of US-Chinese leaders with negative implications feared in Southeast Asia and elsewhere. The positive outcome of the Biden-Xi summit at the G20 conference and related actions eased tensions, which was welcomed, particularly in Southeast Asia, but the implications for the US and allies’ competition with China remain to be seen. Tensions over disputes in the South China Sea continued unabated. President Xi Jinping made his first trip to a major international gathering at the G20 conference followed by the APEC meeting after more than two years of self-imposed isolation in line with his government’s strict COVID-19 restrictions. His visit occurred against the background of China’s unprecedented military show of force in response to US advances in relations with Taiwan, strident criticism of US efforts to increase influence in Southeast Asia and elsewhere, and remarkable warnings about China’s determination to resist adverse international threats in his landmark report to the 20thCommunist Party Congress in October validating his third term as party leader. Representing the United States at the ASEAN and G20 summits, President Joseph Biden gave no ground on Taiwan or other sensitive issues, increased US support for the island government, signed two massive bills calling for over half a trillion dollars of spending to compete with China on high technology and climate change, and imposed strict export controls on advanced computer chip technology to undermine China’s high technology ambitions. Because of protocol and scheduling, Xi and Biden overlapped only at the G20 meeting, making the Xi-Biden summit meeting on the sidelines of that conference a focus of attention. As discussed in the US-China chapter of this edition of Comparative Connections, Xi adopted a more moderate approach in dealing with the United States. He notably ended China’s past insistence that the United States change its policies toward China before China would agree to the Biden government’s longstanding request to work with China to set guardrails to manage US-China rivalry in ways that would avoid military conflict. The Chinese leader’s new approach was accompanied by public diplomacy efforts that were remarkable because they were starkly contrary to Chinese diplomacy throughout 2022. Chinese representatives and commentary endeavored to persuade audiences in Southeast Asia and elsewhere that Xi’s report and recent strident Chinese commentary and provocative actions did not represent China’s intentions. They corrected such “misperceptions” and advised that Chinese intentions were moderate, accommodating, and positive, focused on constructive outreach for cooperation in Southeast Asia and elsewhere. In addition to the United States, targets for this call to improve ties included US allies and partners heretofore strongly criticized by China for their policies in Southeast Asia and elsewhere, notably Japan and Australia.

In November three ASEAN states—Cambodia, Indonesia, and Thailand—drew favorable marks for their chairmanship of high-profile regional and global meetings: the East Asia Summit and ASEAN Leaders Meeting; the G20 Summit; and the Asia Pacific Economic Cooperation (APEC) meeting, respectively. Helming these meetings was particularly challenging for Southeast Asian leaders—who are naturally inclined to avoid strong alignments with external powers—in the current global environment of heightened tensions between the United States and China in the Taiwan Strait and the war in Ukraine. However, the year was a difficult period for ASEAN internally, with uneven economic recovery from the COVID-19 pandemic and the intractable conflict in Myanmar. The last quarter of 2022 saw two political shifts in the region: in general elections in Malaysia, Anwar Ibrahim achieved a longstanding ambition to become prime minister but will have to manage a difficult coalition to retain power. At the year’s end, Laos changed prime ministers, but it is not clear if the transition will solve the country’s debt problems, which were revealed to be more dire than estimated.

2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

Continuing a trend from the May-August reporting period, the final reporting period of 2022 in US-Korea relations was marked by an accelerated ratcheting up of tension. In short, numerous problems reared up on the Korean Peninsula from September-December, and good solutions have been few. And not only does this describe relations between the US and North Korea, but in their own, friendly way also the situation between Washington and Seoul, whose frequent invocations of rock-solid alliance cooperation belie unease about crucial areas of partnership. Two critical issues have been increasingly affecting the US-South Korea alliance in 2022, with the September-December period no exception. First, South Korea desires ever more alliance-partner defense and security reassurance from the US in the face of a growing North Korean nuclear threat and Chinese revisionism. Yet the US has downward-trending limits on credible reassurance as North Korea masters nuclear weapons technology that threatens US extended nuclear deterrence for South Korea. The US also faces less geopolitical pressure to effusively reassure its Indo-Pacific allies—including South Korea—as China grows to menace the regional order and the US consequently faces lower risk of ally hedging or realignment.

In the wake of the death of former Prime Minister Abe Shinzo, the fall brought unexpectedly turbulent politics for Prime Minister Kishida Fumio. In the United States, however, President Joe Biden welcomed the relatively positive outcome of the midterm elections, with Democrats retaining control over the Senate and losing less than the expected number of seats in the House. Diplomacy continued to be centered on various impacts of the Russian invasion of Ukraine, but both Biden and Kishida focused their attention on a series of Asian diplomatic gatherings to improve ties. Chinese President Xi Jinping’s attendance at the G20 Meeting in Bali and APEC gathering in Bangkok proffered the opportunity finally for in-person bilateral meetings for both leaders. Finally, Japan’s long awaited strategic documents were unveiled in December. A new National Security Strategy (NSS) took a far more sober look at China’s growing influence and included ongoing concerns over North Korea as well as a growing awareness of Japan’s increasingly difficult relationship with Russia. Accompanying the NSS is a 10-year defense plan, with a five-year build-up commitment, that gave evidence that Kishida and his ruling coalition were serious about their aim to spend 2% of Japan’s GDP on its security. The desire for greater lethality was also there, with the inclusion of conventional strike investment.

Shopgirl Betty Lou Spence was modelling a nightgown for a customer when she first noticed her handsome and wealthy new employer and heir to the “world’s largest” store in New York City, Cyrus Waltham Jr, passing through her department. Betty was just one among his many working-class female employees, and Cyrus was initially oblivious to her beauty and charm. But, upon introduction, Cyrus was quick to pursue her. Despite belonging to different social classes and company rank, Betty and Cyrus bonded on dates to Coney Island; their relationship quickly blossomed into a marriage proposal. Betty and Cyrus’s unlikely romance provided the plotline of the 1927 box office hit, It. The success of It marked the rise of the department store. Housed in ornate buildings selling a vast selection of desirable goods, stores attracted large clienteles of mostly elite women who shaped new habits of consumption in the early 20th century.1 The women who travelled downtown to department stores helped others to feel safe venturing out on their own to shop. On arrival, the women freely perused the pretty dresses and gowns, lace underwear and ribbons, shoes, silks, leather goods, hats, jewellery, furniture, appliances, carpets, rugs, table linens and anything else for sale. Reflecting their popularity among women patrons, neighbourhoods with rows of fashionable stores, like Broadway in New York City, became known as the Ladies’ Mile.2 Department stores not only offered virtually anything a customer might possibly want in one place; their bounteous interiors made a trip to the department store an enjoyable day out for the whole family, with such lavish facilities as a post office, barber shop, and theatre.3 Whether in New York City, Paris or London, the service and spectacle that these new stores offered helped coin the term “palaces of consumption”.4 Shopgirls like Betty Lou Spence kept these new and ambitious enterprises running. In 1875, 120 salespeople worked at Macy’s New York flagship store, of whom eighty percent were women. Across the United States, the number of women working as salesclerks ballooned from 8,000 in 1880 to over 58,000 in 1890.5 By 1900, saleswomen and store clerks constituted the second-most common occupations for native-born, single working women.6 In 1913, the National Civic Federation, a policy reform organisation of business and trade union leaders as well as reformers calculated that nineteen firms nationwide employed 33,000 workers, of whom two-thirds were women.7

In a brief window of unbridled freedom in the late 1970s, New York City nurtured the emergence of many of the generation’s most prolific artists. During this period, the creative elite relaxed the classic division of society into lower and upper classes and established a new hierarchy based on personal charisma. With the right energy, persistence, and inventiveness, almost anyone could create a role for themselves which cemented their position in New York’s high society and beyond. A materially worthless silkscreen could thus become “a Warhol” and mark a watershed in art history. An untitled spray painting could become “a Basquiat” and sell for over 100 million dollars. A graphic nude photograph could become “a Mapplethorpe” and spark nationwide debates about the limits of free speech. These larger-than-life characters—often immigrants, people of color, LGBTQ people, or children of the underground—filled the void left by decades of tearing down social mores. At the heart of this freedom was New York City’s unregulated, sexually liberated, and narcoticsfueled nightlife, which made anything seem possible. In 1970s New York, you could start the evening with a performance of La Bohème at the Metropolitan Opera, then consume some concoction of stimulants in a bar in the meatpacking district, before concluding the night with an entirely anonymous sexual encounter at the piers of Greenwich Village. Or, you could kick things off with a Robert de Niro show at an East Village experimental theatre, stop by a director’s apartment for a private viewing of the forbidden Pink Flamingos film featuring legendary drag queen Divine, and then wander to the after-hours fetish club The Anvil where you might bump into Freddie Mercury dancing amidst masturbating men.1 The night was your canvas, and you could paint whatever you wanted. But no matter what, at some point you most likely attempted to get into a nightclub on Manhattan’s West Side called Studio 54.

Estimates suggest that these weapons' failure rate (dud rate) during conflicts ranges from 10% to 40%, posing a significant risk to civilians, especially because they can explode later upon contact or movement.

On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

Climate change is one of the most pressing challenges of the present and the future. Rising temperatures and sea levels, as well as extreme weather events are manifestations of climate change that also influence military capabilities. Increased attention for the climate change-security nexus is visible both at the national and the international level: nationally through the incorporation of climate change in security strategies and internationally through incorporation in important strategic documents such as the EU’s Strategic Compass and NATO’s Strategic Concept. Given its transnational nature, governments around the world have a shared responsibility to face climate change. A particular role is laid down for the global powers, China, Russia and the United States, given their position in the world. It is, however, questionable whether the global powers’ interests align. They differ in their approaches to address climate change, and even more so in their views on how it affects the armed forces. China and particularly Russia are more reluctant towards depicting climate change as a matter of international security. This is for example visible in international forums, such as the UN Security Council. In contrast, in the US, support for climate action is subject to political preferences, but climate related security risks are widely recognised within the defence establishment. This report reviews various aspects of the relationship between climate and security, with a particular focus on the military. It discusses the role of climate change in a country’s security and defence strategy and, vice versa, the changing tasks and deployment of the armed forces in response to climate change, the effects of climate change on military infrastructure, and measures to realise a greener defence sector.

The Pacific Islands have emerged as a zone of contestation in the ongoing rivalry between China and the United States. While the US has long been the dominant military power in the region, China is raising its profile through activities like port visits, military exercises, and establishing diplomatic and security ties with regional states like Kiribati and the Solomon Islands. In 2018, Chinese leader Xi Jinping visited Papua New Guinea for the Asia Pacific Economic Cooperation (APEC) summit. President Biden was supposed to visit PNG in May 2023, in the first ever visit of a sitting US president to the Pacific Islands, but that trip was scuttled due to the debt ceiling fiasco in Washington. In the economics sphere, the US has attempted to counter China’s Belt and Road Initiative (BRI) together with Japan and Australia through the Blue Dot Network and the Indo-Pacific Infrastructure Trilateral to promote high-quality, transparent, and sustainable infrastructure development. The region contains considerable natural resources, and the US has been working with Pacific Island nations to promote sustainable resource management, in contrast to China’s alleged illegal, unreported, and unregulated fishing in the Pacific. What has been missing, however, is a trade policy component to the US strategy to counterbalance China’s exploration of a free trade agreement with the Pacific Islands Forum (PIF).

As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

1583. Abrogating the Visiting Forces Agreement: Its Effects on Philippines’ Security and Stability in Southeast Asia

During much of 2022, the defense and security alliance between the United States of America and the Philippines, anchored on and reinforced by the 1951 Mutual Defense Treaty (MDT, teetered on the brink of collapse. Former Philippine President Rodrigo Duterte brought relations to the brink through attempts to scuttle the Visiting Forces Agreement (VFA). This move would only embolden Chinese challenges to Manila’s territorial integrity and its aspirations to dominate Southeast Asia and the South China Sea. While the Duterte administration recited parochial reasons to terminate the VFA, pundits from the security and diplomatic sectors viewed Duterte’s attempts as a pretext to steer the Philippines towards China under his own brand and definition of an independent foreign policy. During his term, Duterte reiterated that President Xi Jinping and other Chinese officials were his friends. He also publicly declared that the Kalayaan Island Group (KIG), a northeastern section of the Spratly Islands, was already in physical control and possession of Beijing due to the unchallenged presence of its military and maritime militia vessels there. Given these statements, Duterte has constantly received criticism over his defeatist stance towards China.

1584. Understanding the Rohingya Crisis

In consideration of their stateless status in Myanmar, prolonged refugeehood in Bangladesh, and their ongoing vulnerable position of the Rohingya, they are known as the world’s most persecuted minority. Despite living in Arakan/Rakhine state for centuries, Myanmar's Citizenship Law in 1982 rendered the Rohingya stateless as it conferred citizenship to 135 ethnic groups excluding the Rohingya. In 1978, Burmese security forces started Operation Nagamin, which produced the first Rohingya influx to Bangladesh (about 250,000). The second influx occurred in 1991-92 (about 200,000). Then, some 360,000 Rohingyas were repatriated to Bangladesh under an agreement brokered by the United Nations High Commissioner for Refugees (UNHCR). Even after the UN agreement, the third influx started in 2012 (125,000), and the fourth in 2016 (87,000). However, the Rohingya crisis reached a critical stage in 2017 when Burmese security forces launched the deadly Clearance Operation campaign as a ‘counter-insurgency’ measure against the Arakan Rohingya Salvation Army (ARSA). The Clearance Operation displaced 740,000 Rohingyas, killed 10,000, raped 1900 girls/women, and completely/partially burned 400 Rohingya villages in Rakhine state. Considering the intense brutality of the campaign, the UN Human Rights Commissioner termed it a “textbook example of ethnic cleansing,” and the US declared it a “genocide.”

Since Leontief’s (1953) seminal work on the factor content of trade, the validity of the Heckscher-Ohlin-model has been judged not only on the basis of formal tests of the theory but also tested against prior expectation. In this vein, this paper uses the Heckscher-Ohlin-Vanek (HOV) approach to investigate whether supposed US leadership in the digital domain can be traced back to digital task endowments embodied in labour services. In a comparison between EU member states and the US, we find that the latter is more intensive in digital tasks than the EU and that this difference is explained by both an intensity-effect (US occupations being more digital-task intensive) and a structural component (relatively more digital-task intensive occupations). Viewed through the lens of the HOV theorem we find that the US is abundant in digital tasks relative to non-digital tasks, while the opposite is true for the EU. The standard tests for the predictive power of the HOV theorem are high and in line with the results for labour in previous literature.

In this report, we analyse the international competitiveness of the EU in four industry groups over the period 1995-2018. The groups are delineated by specific factor intensities, where these intensities are assessed from digital tasks performed by labour services and ICT capital stocks. The EU’s positions relating to trade balances, revealed comparative advantages and unit value ratios are assessed relative to its main competitors, such as the US, China, Japan and South Korea. The trade specialisation patterns confirm EU advantages in traditional industries, which still represent the largest part of global trade, and in the group of digital task-intensive industries. In the cyber-physical group of industries, which are characterised by both high digital task and ICT capital intensities, the EU records a trade deficit, although this has been receding in recent years. Competitiveness indicators depict heterogeneity among EU countries. The loss of international competitiveness for some technology front-runners is a worrying sign. On the positive side, however, a reduction in trade deficits or an improvement in product quality and market shares is evident for certain EU countries, especially in the Central European region.

• The Saudi-led coalition and the Houthis maintain a de facto truce; however, should the Saudis choose to begin dropping bombs again, they would do so with the assistance of the United States. • Washington should use the current lull in fighting to withdraw support for military actions by the Saudi-led coalition in Yemen. • If the Biden administration fails to withdraw, Congress should pass a War Powers Resolution ending U.S. involvement in the conflict. In the absence of a War Powers Resolution, Saudi Arabia or the UAE could drag the United States into deeper involvement in the war. • The Biden administration justifies its opposition to a War Powers Resolution on the basis of its support for negotiations. However, evidence indicates that the longevity of the de facto truce reflects a mutually painful stalemate rather than American diplomacy. • To protect current and future negotiations, the Biden administration should address the threat import restrictions pose to diplomacy. Congress should request information as to why, after the United States arranged to rehabilitate Hodeidah port, almost no containerized goods, including medical equipment and supplies, have been permitted through the port. • Foreign intervention in the war has failed to undermine the Houthis militarily and instead has strengthened their legitimating narrative.

More than a year after Russia’s invasion of Ukraine, the morale of the United States and its Western allies appears high.1 Spurred into action by Moscow’s act of aggression, NATO appears more united, the EU has seemingly become more of a geopolitical actor, and Ukraine has resisted and repulsed the Russian onslaught to a degree that few initially thought possible. The Biden administration has thus far laudably managed to ramp up assistance to Kyiv without directly confronting Moscow. However, while the current U.S. policy toward Russia and Ukraine may be sustainable for some time, that does not mean it will never run out of road. Sanctions against Russia — a major global economy — have been ramped up to a level previously unseen, but they have not been effective in compelling Moscow to change course. The United States and its allies have yet to agree on what they deem to be an acceptable endgame to the war. Great power or not, Russia will remain a populous, powerful and potentially disruptive actor in Europe. Without clearly and credibly proposing policies that can lower the temperature, and without beginning to envisage what a future European security order might look like, the United States risks prolonging the conflict — with potentially unforeseeable consequences if popular war–weariness continues to grow.

Barring an improbable complete victory for Ukraine or Russia, the conflict in Ukraine will end, or more likely be suspended, in the form of a compromise. The fighting is therefore now essentially about the geographical and political lines along which this compromise will be drawn. These will become much clearer once the results of the forthcoming Ukrainian counter–offensive are known, and the aftermath of the offensive will be the time for an intensive diplomatic effort to bring about a ceasefire. Ideally, this compromise should take the form of a peace settlement like Northern Ireland’s in 1999, that would end the war and allow the creation of a stable, consensual and peaceful security order in Europe. More likely, however, is a ceasefire that (as in the cases of Kashmir, Korea, and Cyprus) will freeze the existing battle–line, wherever that runs. Such a ceasefire will in any case be necessary if talks aimed at a formal peace settlement are to take place; and even if such a treaty cannot be reached, such a ceasefire, if far from ideal, might still prove reasonably stable and permanent. Both the U.S. and Ukrainian administrations stated after it began that the war would inevitably end in a negotiated peace. In the first month of the war President Volodymyr Zelensky put forward peace proposals that included suspending the issues of Crimea and the eastern Donbas for future negotiation. Since then, however, both Ukraine and Russia have adopted positions that make any agreement between them exceptionally difficult. Given these circumstances, the United States must play the greatest role in achieving a ceasefire.

1590. Defense Contractor Funded Think Tanks Dominate Ukraine Debate

Abstract:
Think tanks in the United States are a go–to resource for media outlets seeking expert opinions on pressing public policy issues. But think tanks often have entrenched stances; a growing body of research has shown that their funders can influence their analysis and commentary. This influence can include censorship — both self-censorship and more direct censoring of work unfavorable to a funder — and outright pay–for–research agreements with funders. The result is an environment where the interests of the most generous funders can dominate think tank policy debates. One such debate concerns the appropriate level of U.S. military involvement in the Russian invasion of Ukraine. Since Vladimir Putin’s illegal and disastrous decision to launch a full–scale invasion of Ukraine, the United States has approved approximately $48.7 billion in military spending.1 Despite the very real risk that escalations could lead to direct U.S. military involvement in the war, few think tanks have critically scrutinized this record setting amount of U.S. military assistance. Within the context of public debate about U.S. military involvement in the Ukraine war, this brief investigates Department of Defense (DoD) and DoD contractor funding of think tanks, those organizations advocacy efforts for policies that would benefit those funders, and the media’s predominant reliance on think tanks funded by the defense sector. The analysis finds that the vast majority of media mentions of think tanks in articles about U.S. arms and the Ukraine war are from think tanks whose funders profit from U.S. military spending, arms sales and, in many cases, directly from U.S. involvement in the Ukraine war. These think tanks also regularly offer support for public policy solutions that would financially benefit their funders without disclosing these apparent conflicts of interest. While this brief did not seek to establish a direct causality between think–tank policy recommendations and their arms industry funding in the case of the Ukraine war, we find a clear correlation between the two. We also found that media outlets disproportionately rely on commentary from defense sector funded think tanks.

This brief assesses ethnic divisions in Kazakhstan, analyzes the potential risks of ethnic and geopolitical tension and makes recommendations for U.S. policy. Kazakhstan’s current approach to managing its internal divides and overall stability is assessed and drivers of potential risk are evaluated. Due to renewed cold war tensions with China and Russia, the United States must resist any temptation to become involved in Kazakhstan’s internal politics and refrain from any efforts to sway Kazakhstan to ally itself with the West. This would only cause internal instability and hostile relations with its neighbors, Russia and China. Given Kazakhstan’s potential for domestic strife, U.S. interests are best served by a restrained approach to the country that better preserves its internal and external stability. Kazakhstan’s vast land mass and sparse population leave the country vulnerable to potential external threats. Kazakhstan borders Russia and China, its strongest security and economic partners respectively. These two powers are very close while the United States is far and consequently plays a relatively minor role in the country. The United States can and should, however, engage economically with Kazakhstan to support its development.

Abstract:
The U.S.–Pakistan relationship is often portrayed negatively among the lawmakers, media, and general public of both countries, with a focus on mutual resentment and dysfunction. The early relationship was burdened by mismatched expectations regarding support in conflicts with India. Different priorities from the start of U.S. involvement in Afghanistan during the 1980s further strained the relationship. The United States also sanctioned Pakistan and India for developing nuclear weapons, which had a disparate impact on Pakistan, causing ongoing tension. Many in Washington’s policy and journalistic communities hold negative views of Pakistan, viewing it as an enabler of terrorism that seeks geopolitical rents but rarely delivers. Pakistanis often resent what they view as Washington’s use of the country as a “frontline state” in both the Cold War and the War on Terror, claiming tens of thousands of lives, only to discard it later. These grievances are largely dismissed in Washington as self–inflicted. Despite the negative public debate, serving officials in both governments generally hold a more nuanced view, recognizing the broad overlapping interests shared by the United States and Pakistan in areas like climate change, trade, and counterterrorism. There is already an exhaustive literature on terrorism in Pakistan, nuclear security, and potential conflicts along the Line of Control with India. This brief will instead focus on revitalizing U.S.–Pakistan relations through innovative diplomacy in areas that have received less attention, such as trade, regional integration, people–to–people connections, and climate change. Its principal recommendation is that Washington should resist viewing Pakistan through the narrow lens of the “War on Terror” or great power competition. Instead it should pursue its interests through more normalized relations, while recognizing U.S. limitations in influencing events in Pakistan or the region.

The ongoing Ukraine war has exposed the waning influence of the United States in the vast arc of the world stretching from Latin America to Southeast Asia and the Pacific Islands known as the Global South. Most Global South states, while opposed to the Russian invasion, have not backed the United States on its strategies of sanctioning Russia or seeking a defeat of Moscow. Some have explicitly criticized what they see as Washington’s double standards. Despite the region’s great diversity and heterogeneity, a new nonalignment is emerging in the Global South. However, it is not the same as its previous version (of the Non-Aligned Movement) in important respects — being much less institutionalized, less ideological, and based more on national interests. This makes it more durable and harder to counter through tools that the United States has traditionally employed. The United States cannot succeed in a world where power is increasingly diffuse without strong ties to the Global South. It is the region where the majority of humanity lives. It contains sites of crucial natural resources, supply chains, major markets, and increasing innovation. It is an essential partner to solve the climate challenge. Its states are wealthier and more assertive when it comes to their interests and resources. Over the past two decades, most have built deep economic ties with China, and continue to value ties with Russia. In general, the states of the Global South wish to leverage all of their international relationships for their own benefit and not take sides in or support a new cold war between the great powers. Most are unconvinced or alienated by Washington’s rhetoric of “democracy v. autocracy” and the “rules–based order.” They feel particularly threatened by U.S. policies of secondary sanctions designed to limit or end their ties with U.S. rivals. But the current U.S. strategy is inadvertently pushing the Global South toward Beijing and Moscow. This is an unforced error Washington can ill afford.

The Biden administration’s China policy is pulling in two different directions, but the tension is not widely recognized because every antagonistic measure aimed at China is filed under the heading of competition. As a result, Washington’s debate on China loses the crucial distinction between “competition” — a kind of connection with the potential to be carried on in healthy ways — and “exclusion,” an attempt to sever connection that necessarily leads to conflict if the domain is significant. Biden’s exclusion policies focus on cutting China out of the principal growth sectors in the global economy and the most lucrative and strategically important markets. Administration officials think their approach is sensible and moderate compared to more extreme voices in Washington calling for exclusion in all realms. Even so, the Biden approach is highly destabilizing because both countries consider the targeted areas vital to the future of global authority and economic prosperity, and because the attempt to trap China in a position of permanent subordination represents a serious threat to the legitimacy of China’s leaders. Healthy competition requires a shared stake in the future. In earlier periods, despite sharp tensions and mutual suspicions suffusing the relationship, U.S.–China ties were stabilized first by the joint project of containing Soviet power and then by a shared commitment to market–led globalization. Now that leaders on both sides are disenchanted with key facets of globalization, the two countries are caught in an escalatory cycle of exclusion and retaliation that risks hardening zero–sum pressures in the global system into a permanent structure of hostility. In such a scenario, each country would organize its own society and international partners to undermine the other, dramatically increasing the likelihood of violent conflict. The warning signs are already clear on both sides, as each increasingly interprets every action on the other side as part of a conspiracy to achieve domination. Notwithstanding widespread complacency about the risks of conflict after a tentative diplomatic opening in recent months, the rise of securitized thinking in both countries is steadily building institutional and ideological momentum for confrontation that can only be broken by a new and inclusive direction for the relationship.

One curious feature of the emerging U.S.–China conflict is that each side claims to be defending the existing international order against the threat the other poses to it. Hidden beneath this seemingly irreconcilable dispute is a crucial truth: both the United States and China are status quo powers, sharing a deep interest in a stable global security environment and an open global economy. At the same time, both countries are pursuing urgently needed reforms to a global system increasingly defined by zero–sum pressures. Yet both are prone to exclusionary impulses that threaten to ruin the possibility of a shared reform agenda and instead throw the world into conflict. Working with China to revitalize the international order would not only prevent such a conflict, it would also establish the conditions for healthy forms of both competition and cooperation in the U.S.–China relationship. But how can U.S. leaders pursue such a project without simply giving a pass to China’s sometimes undesirable behavior? The focus should be diplomacy to frame an inclusive global system, focusing on actions that would reduce zero–sum constraints. In the three key realms of global authority and security, the global economy, and climate change, China is currently engaged in counterproductive moves that exacerbate existing tensions but is also pursuing promising reforms that could expand the scope for positive–sum outcomes. Rather than seeking to counter every Chinese initiative, U.S. leaders should carefully distinguish between beneficial and damaging outcomes, affirming and building on China’s constructive proposals and managing differences through negotiation rather than polemics and confrontation. Some potentially fruitful areas for cooperation include joint action to limit climate change, development in the Global South, revising the global guidelines for economic statecraft, and reforming international institutions to create a more open and inclusive world order. Pursuing cooperative efforts in such areas would both create direct benefits and improve U.S. credibility as a responsible leader of the world order rather than simply a rival of China. It would also open space to pursue competition within a rules–based order rather than risk a slide into destructive zero–sum conflict.

Recent geopolitical events and the overleveraging of U.S. sanctions has strained the relationship between the U.S. dollar and other world financial powers, bringing the current system—fundamentally grounded in the 1944 Bretton Woods Agreement—to a critical inflection point. Although the past 80 years has seen a global financial system that hinged on the chosen policy of the United States, adversaries and allies alike are actively searching for ways to diversify from a dollar-centric system. Simultaneously, the innovation of financial technology has led to the creation of blockchain based, non-state currencies and demand for more efficient settlement of transactions. These trends have given rise to a crucial moment for infrastructure that underpins these innovations: the cloud and U.S. financial policy. In developing a long-term strategy that supports a robust global financial system, policymakers should heed the revolutionary potential of innovation and the cloud, specifically related to stablecoins and Central Bank Digital Currencies (CBDCs).

Throughout history, there have been two fundamental and interrelated debates over the creation and use of money.1 The first debate is whether money should be created by the market or the state.2 When money is created by private markets, individual currencies oper- ate in competition with each other, such that the value of any given currency is measured by its relative strength against the others. In contrast, under a system where the government has a monopoly over the supply of money, the sound- ness of the currency is ensured, if at all, by a set of institutional constraints to prevent its debasement. A second debate arises between those who believe that money should be a tool used by policymakers to achieve certain political, economic, and social ends and those who believe that money should be a neutral unit of measurement, like inches or kilograms.3 Today, central banks are tasked with mandates to achieve full employment, plug budget deficits, and spur real economic growth. The institutional challenge for governments is to decide how to balance these goals with the need for price stability. Discretion by central bankers with respect to these tradeoffs is intended to allow public officials to operate the system for the public benefit. By the same token, government discretion in the management of money creates the possibility of major failures—such as runaway inflation—if that discretion is misused.

Looking at six historical examples, this paper explores the relationship between technology and monetary arrangements in the context of central bank digital currency (CBDC). The Industrial Revolution in the United Kingdom, the greenbacks era in the United States and the end of private money in Canada are among the examples that illustrate the role of the private sector in the development of money, the role of governments in overseeing key functions of money and the impact of economic crises. The author sees CBDC as an evolution, not a revolution, of the monetary system that can co-exist with traditional currency by performing the same core functions of notes and coins.

1599. Four Contending U.S. Approaches to Multilateralism

The era of U.S. president Donald Trump exposed the shortcomings of a unilateralist and hypernationalist approach to the pursuit of U.S. global objectives. Although that orientation still commands support in some Republican quarters, a more compelling foreign policy debate for the United States has emerged: What form of multilateralism is currently best suited to advance U.S. national interests and international stability? This historical moment is defined by two countervailing trends, as described in the 2022 National Security Strategy issued by U.S. President Joe Biden’s administration. The first is a profusion of transnational challenges that can only be addressed, mitigated, or resolved through collective action, such as climate change and pandemic disease. The second is a resurgence of geopolitical competition that hinders that very cooperation.1 The imperative for collective action has never been greater, yet the world remains, as United Nations (UN) Secretary-General Antonio Guterres bemoans, “gridlocked in colossal global dysfunction.”2 Biden has turned the page on Trump’s “America First” foreign policy, but the debate over alternative approaches to intergovernmental cooperation has just begun.3 Within the U.S. foreign policy establishment, four distinct models vie for primacy—and the administration’s attention. The first is a charter conception of multilateralism, focused on the UN’s model of universal membership. The second is a club approach, which seeks to rally established democracies as the foundation for world order. The third is a concert model, which seeks comity and joint action among the world’s major powers. The fourth is a coalition approach, which would tailor ad hoc frameworks to each global contingency. Each of the so-called four Cs lays claim to a respective virtue: legitimacy, solidarity, capability, and flexibility.4 As the Biden administration begins its third year—and as internationalists continue to advocate for different modes of multilateralism to tackle a daunting global agenda—the time is ripe for the United States to take a more strategic and intentional approach to international cooperation. Each of the four Cs rests on specific assumptions, makes distinct causal and normative claims, and poses real-world trade-offs for the pursuit of U.S. preferences and prospects for effective collective action. To be able to weigh their relative merits in specific circumstances, policymakers first need to better understand their conceptual underpinnings and practical implications.

The fentanyl epidemic was born in America, rose from the supply of precursor chemicals made in China and is now even more destructive as Mexican drug cartels profit from huge demand. The involvement of suppliers of fentanyl precursors from China is a controversial issue that negatively impacts U.S.-China relations. The U.S. government has claimed that not enough is being done to curtail the production and trafficking of fentanyl precursors from China. The People’s Republic of China (PRC) government has claimed that it has taken strong action while also emphasizing China’s antipathy to illegal drugs by falling back on the historical legacy of the harm wrought by Western merchants’ trading of opium with China in the 19th century.
