Abstract:
Integrating artificially intelligent technologies for military purposes poses a special challenge. In previous arms races, such as the race to atomic bomb technology during World War II, expertise resided within the Department of Defense. But in the artificial intelligence (AI) arms race, expertise dwells mostly within industry and academia. Also, unlike the development of the bomb, effective employment of AI technology cannot be relegated to a few specialists; almost everyone will have to develop some level of AI and data literacy. Complicating matters is AI-driven systems can be a “black box” in that humans may not be able to explain some output, much less be held accountable for its consequences. This inability to explain coupled with the cession to a machine of some functions normally performed by humans risks the relinquishment of some jurisdiction and, consequently, autonomy to those outside the profession. Ceding jurisdiction could impact the American people’s trust in their military and, thus, its professional standing. To avoid these outcomes, creating and maintaining trust requires integrating knowledge of AI and data science into the military’s professional expertise. This knowledge covers both AI technology and how its use impacts command responsibility; talent management; governance; and the military’s relationship with the US government, the private sector, and society.

Abstract:
Shows of force from China’s People’s Liberation Army exist on a continuum from peace to war and can be characterized as coercive or annihilative. In this report, Executive Director Mark Stokes and Associate Director of Programs Eric Lee examine kinetic and non-kinetic threats posed to Taiwan by the People’s Liberation Army. The authors explore the history of Taiwan’s early warning infrastructure and radar order of battle. They then assess how these capabilities support Taiwan’s air sovereignty missions of surveillance and control around its territories. They conclude by suggesting ways the United States can bolster Taiwan’s early warning capabilities.

As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails. Following the introductory chapter, Chapter 2, “Army Deployments in a Contested Homeland: A Framework for Protection,” explores how current coordination and cooperation mechanisms between the DoD and state and local government may need realignment, with civil authorities preparing themselves to support military mobilization. Chapter 3, “Strategic Seaports and National Defense in a Contested Environment,” examines the 22 strategic seaports across the United States, identifying issues with throughput, structural integrity, security, readiness, funding, and authorities. Chapter 4, “Single Point of Failure,” identifies how strict adherence to a business efficiency model for munition production and distribution may jeopardize the successful employment of military forces. Chapter 5, “The Interstate Highway System: Reinvestment Needed before a Contested Deployment,” provides the status of the deteriorating road network and explains how associated vulnerabilities could be exploited by an adversary. The two appendices provide points for consideration on cyberattacks and defense and the impacts a full mobilization of reserve forces would have on the homeland.

Abstract:
The military profession needs to be redefined by examination of its expertise and jurisdictions of practice, whereas previously the focus was on securing its professional identity. Twenty years ago, the original Future of the Army Profession research project responded to growing concerns among officers that the Army was no longer a profession in light of the post–Cold War drawdown and the onset of global operations including Iraq and Afghanistan. Today, the profession faces recurrent challenges raised by the changing character of war, the renewal of great-power competition, crises surrounding issues of sexual harassment and assault, the effects of a major global pandemic and associated social and political unrest, and the growing societal distrust toward professions in general. Richard Lacquement and Thomas Galvin propose that the questions of professional identity, while still important, are now less salient than those about the professions’ jurisdictions of practice and domains of expert knowledge. Clarifying them will help better prepare US military professionals to exercise discretionary judgment effectively. They also propose a new Future of the US Military Profession research effort that addresses these jurisdictions across service, joint, and defense enterprises to clarify the divisions of professional work and responsibilities. This is a must-read for any steward of the military profession.

5. A Tale of Two Storms: U.S. Army Disaster Relief in Puerto Rico and Texas, 1899-1900

Abstract:
This article argues that the disaster relief efforts following hurricanes in Puerto Rico in 1899 and Galveston, Texas, in 1900 represent a watershed in American military history. These two cases highlight a critical juncture where the U.S. Army became the lead federal agency in imperial and domestic disaster relief and established a precedent that lasted well into the twentieth century. By declaring martial law, directly overseeing relief efforts, and plugging into existing social hierarchies, the Army and local elites completely reconstructed the political, economic, and social order of both locales. As this was a relatively new role for the Army, they relied on the local social hierarchy as a matter of expediency because of the absence of any existing doctrine to guide their disaster relief efforts. These Army relief efforts culminated in fostering two antidemocratic governments: a colonial regime in Puerto Rico and the first commission-style government in Galveston that upheld Jim Crow policies that were eventually replicated throughout the United States.

This article argues that the U.S. Army, rather than the traditional maritime Services, has an emergent opportunity to increase relevancy by exercising sea control to guarantee American access to global markets in competitive spaces in the twenty-first century. In a strategic environment where adversaries are developing sophisticated defenses in-depth to negate American power projection, the institution has a unique capability to create forward positions of advantage with reimagined operational fires commands at scale—as the nucleus of Joint, interagency, and multinational teams—to protect economic prosperity and preserve coalition unity in Central Europe and Southeast Asia in particular, and across the world in general. Advocating for a shift in operational approach that subordinates tactical maneuver in support of operational fires, this article differs from previous scholarship by asserting that the Army should fully embrace sea control, rather than merely providing support to the U.S. Navy and U.S. Marine Corps, to better enable the Joint execution of American and coalition strategies in contested regions.

Abstract:
The US military must create standing, numbered, and regionally aligned Joint warfighting headquarters— American Expeditionary Forces (AEFs)—around a command council and a staff organized into Joint centers and cells. Calls for standing Joint force headquarters are not new, but the demonstrated military effectiveness of the Joint Task Force (JTF) model coupled with increasing service-specific resource requirements and tightening fiscal constraints have resulted in little evolution in joint force headquarters construction since the end of World War II. Analysis of the historical record has shown that joint warfighting is best conducted with a Joint warfighting command subordinate to the geographic combatant commands. However, the Joint Task Force model is problematic because the ad-hoc, post-crisis activation of JTFs, along with their antiquated command and control structure, inherently puts the United States at a strategic and operational disadvantage. In the future, the US military will primarily maintain its competitive advantage, especially in great-power competition, by being a superior and sustainable joint force sooner than its adversaries. The proposed AEFs draw on generations of hard-earned experience to maintain and grow American supremacy in Joint warfighting in an increasingly dangerous world.

8. Veteran Disability Compensation and the Army Profession: Good Intentions Gone Awry

Abstract:
Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. More importantly, many of today’s soldiers are rationalizing disability compensation as something owed to them—not for a debilitating injury, but for the hardships of service to the nation. This study uses US Army and Department of Veterans Affairs personnel files, soldier interviews, and discussions with senior leaders to support its conclusions. The intent of the study is to prompt the Army profession to act before the culture surrounding disability compensation becomes permanent. In the end, the essence of the entitlement—taking care of veterans—must remain sacrosanct. This call for reform is driven not by fiscal considerations, but by a desire for the Army to remain both an institution trusted by society and a profession marked by selfless service.

The armies as one of the proponents of the constant progress and transformation of humanity, continue to exist in parallel to the concept of security of which the meaning, the scope and the parameters evolve continuously. From conquests to independence wars and the protection of the states' territorial integrity, the armies have been functioning as guardians against external threats and internal ones stemming from political crises, social unrest, and economic instabilities. Moreover, during the Cold War, the United States used the armies of less developed and developing countries to overthrow elected leaders to establish anti-communist governments that would work in accordance with the US. This article aims to discuss the common and similar points between Turkey and Latin American countries that have experienced coups and military interventions during the Cold War period. In this respect, the similar political, economic and military reasons that led to the armies’ involvement in politics through coups and interventions are argued even though these countries have historical, cultural, administrative and social differences. | İnsanlığın gelişim ve değişim sürecinin bileşenlerinden biri olan ordular, anlam, kapsam ve parametreleri sürekli dönüşen güvenlik kavramına paralel olarak varlıklarını sürdürmektedir. Kendilerine özgü tarihsel, kültürel, idari ve toplumsal birtakım farklılıklara sahip olmakla birlikte, Soğuk Savaş döneminde ABD’nin de etkisiyle benzer ekonomik, siyasi ve askeri süreçlerden geçen Latin Amerika ülkeleri ve Türkiye arasında orduların siyasetteki rolü, darbelerin arkasında yatan temel faktörler gibi ortak bazı unsurlar bulunmaktadır. Within the context of Europe, the US Army must develop a force posture that best navigates the tensions between deterring or defeating armed conflict at an acceptable cost, successfully competing below armed conflict, and maintaining global responsiveness and institutional flexibility through the global operating model and dynamic force employment. While Russia’s economy, and consequently military capability will likely shrink over the next 10 years, which can make them more dangerous as the Kremlin continues to try to punch above its weight. The ideal force posture needs to accomplish a range of on-going and contingency missions and also be adaptive enough to remain viable despite any number of potential swings in resources, military balance, or the domestic politics of allies. This study recommends five possible strategic approaches and specifies what conditions and priorities optimize each. The principal investigators recommend investing in a multidomain alliance. This strategic approach enables the joint force and multinational partners to get the most of their capabilities and makes the best use of the Army’s top modernization priorities, such as long-range fires in a way that alters the strategic balance of a theater to avert a potentially catastrophic, albeit low probability, scenario of armed conflict. More importantly, this strategic approach is far more stable in a crisis, as it does not place policymakers in having to rush this critical, escalatory capability into theater at a moment of high tension. Moreover, invest in a multidomain alliance has the flexibility to allow a later build-up of heavy forces if conditions still warrant.

Abstract:
The United States faces a hypercompetitive geopolitical landscape in the Indo-Pacific region, arguably the most consequential theater for US national interests over the coming decades. Although the United States has created exquisite military capabilities to counter insurgencies and fight terrorists, rivals like China have developed a whole-of-government toolkit focused on expanding their span of control and freedom of action, separating the United States from its allies, and deterring US leaders from greater engagement in East Asia. China is actively transforming its military forces, with an eye toward defeating the United States in the event of armed hostilities. The People’s Republic of China (PRC) is also creatively employing its military and paramilitary assets strategically to outmaneuver the United States and partners in meaningful gray zone approaches. The PRC enjoys strategic depth and increasingly operates on internal or heavily protected lines of communication while demonstrating the ability to threaten American interests with a variety of multi-domain capabilities and forces. Meeting this challenge will require joint transformation to a more hypercompetitive theater design. Army adoption of the four transformational roles of grid, enabler, multi-domain warfighter, and capability and capacity generator will be essential to realizing this more hypercompetitive Joint theater approach.

As the COVID-19 pandemic rages across the United States, the Army is simultaneously providing extensive support to civil authorities and maintaining readiness to perform its deterrence and warfighting missions. Eventually the current crisis will subside but the United States and its Army will not simply return to the way things were before. The pandemic has unleashed great change within the United States and the global security environment, accelerating forces that will, in combination, be revolutionary. As Dmitri Simes put it, "If ever the modern world faced a “perfect storm,” this is it. The combination of a deadly and highly infectious virus, an emerging worldwide economic depression, the collapse of global governance, and an absence of a coordinated and effective international response—all have contributed to a tragedy of historic magnitude, one that will not be easily overcome." While it is impossible to predict precisely the course of any revolution, it is important to assess the likely or possible direction of change. Given that, this discussion paper suggests some of the long-term implications of the COVID-19 pandemic for the US Army and recommends one or more senior leader steering committees the Army should undertake once the immediate crisis is under control.

The Department of Defense (DOD) needs to re-institutionalize horizon scanning for “strategic shock” and integrate this perspective into its strategy, plans, and risk assessment. Defense-relevant “strategic shocks” are disruptive, transformational events for DOD. Though their precise origin and nature are uncertain, strategic shocks often emerge from clear trends. Shocks are often recognized in advance on some level but are nonetheless “shocking” because they are largely ignored. Too often, rapid strategic shock catches the DOD off guard because leadership fails to account for it. To be sure, accounting for shock is a value judgment. Many may actually see what ultimately becomes a shock well in advance. However, readying for shock requires leadership to understand a contingency event’s potential for strategic-level hazard. Failing that, and once confronted with shock, leadership frequently mischaracterizes it as defying reasonable prediction and prior planning.

The effects of the COVID-19 pandemic will have significant implications for the military and the US Army. Some experts have suggested that massive budget cuts are likely and will force the Army to increase the size of the reserve components. After all, the reserve components have performed the majority of the military’s work during the pandemic, and have argued for years that they are a low-cost alternative to active forces. However, there are several reasons this should not happen—at least not without a major shift in America’s global military presence and a significant revision of our National Security Strategy. There is no doubt that the Army’s reserve components have played an important role in the nation’s coronavirus response. Over forty-six thousand National Guard troops have been mobilized across the country, and the Army Reserve mobilized over three thousand soldiers. This was most notable in the Urban Augmentation Medical Task Forces, which deployed to various cities in need of additional manpower. They have provided vital services and a visual reminder of the Army’s homeland responsibilities. The importance of their efforts have led some to suggest that the reserve components will become more important and that resources should be diverted to them or that their numbers should grow. After all, reserve units in reserve status cost less. The National Guard consumes 12 percent of the Army’s base budget, and the Army Reserve only a paltry 6 percent, the major savings being the full-time pay, additional benefits, housing, installation, training, and operations and maintenance costs required by their active counterparts.

publication cover In 2015, the Department of Defense (DoD) released the DoD Cyber Strategy which explicitly calls for a comprehensive strategy to provide credible deterrence in cyberspace against threats from key state and nonstate actors. To be effective, such activities must be coordinated with ongoing deterrence efforts in the physical realm, especially those of near-peers impacting critical global regions such as China in the Asia-Pacific region and Russia in Europe. It is important for the U.S. Army to identify and plan for any unique roles that they may provide to these endeavors. This study explores the evolving concept of deterrence in cyberspace in three major areas: • First, the monograph addresses the question: What is the current U.S. deterrence posture for cyberspace? The discussion includes an assessment of relevant current national and DoD policies and concepts as well as an examination of key issues for cyber deterrence found in professional literature. • Second, it examines the question: What are the Army’s roles in cyberspace deterrence? This section provides background information on how Army cyber forces operate and examines the potential contributions of these forces to the deterrence efforts in cyberspace as well as in the broader context of strategic deterrence. The section also addresses how the priority of these contributions may change with escalating levels of conflict. • Third, the monograph provides recommendations for changing or adapting the DoD and Army responsibilities to better define and implement the evolving concepts and actions supporting deterrence in the dynamic domain of cyberspace.
