1. The Technology Policies of Digital Middle Powers

Abstract:
Digital technology is an element of power in the international system as well as an area for competition among countries. Considering the economic weight and political voluntarism of the U.S., China, and the EU, those three poles of power have received a lot of attention when it comes to their technology policies. This study aims to shift our gaze toward countries outside of the trio. Digital middle powers are those countries that are caught in the middle of the power play in an emerging multipolar international system where digital technology is a determining factor of power. It also refers to countries with established or growing clout in digital technology, and which are regional leaders or global ones in certain sectors. The study provides a qualitative comparison of the technology policies of nine of the digital middle powers: Brazil, India, Israel, Japan, Kenya, Nigeria, Russia, South Korea, and the United Kingdom. It seeks to reflect the diversity of national technology policies, as well as to identify those countries’ convergences and divergences with Europe, the United States, and China. Each case study introduces national technology and digital innovation ecosystems, data policies, and the state of digital infrastructure. These elements serve to examine the strengths of the country’s private sector in technology, the government’s regulatory capacity, and the degree of digital development. The chapters then look at how the digital domain is embedded in the broader dynamics of their bilateral relations with the U.S., the EU, and China. A first conclusion is that digital middle powers can usefully be differentiated between rising digital powers and established ones. Established digital powers have well-developed ecosystems, regulations, and infrastructure, but they are all having to renew and re-focus their technology policies to remain relevant. By contrast, rising digital powers tend to have budding ecosystems in digital services and mobile applications, and large ongoing infrastructure development projects, albeit with limited or patchy regulatory capacity. When it comes to foreign relations, the study confirms well-identified trends whereby the EU’s influence occurs chiefly through the elaboration of norms; the U.S.’s via the strength of its digital services and private sector investment, as well as strong bilateral security ties; while China’s growing influence is underpinned by large infrastructure projects. All the countries studied are attempting to balance their relationships with U.S., China, and the EU. None, save for Russia, has outrightly “picked a side” and severed ties with one or two of the blocs.

The Australian Defence Force (ADF) is aggressively pursuing a diverse array of uncrewed air, surface, and undersea systems to address capability gaps in today’s force and exploit emerging opportunities in new technology. Thus far, these efforts have yielded a few programs that have transitioned into operational use, consisting predominantly of uncrewed air vehicles (UAV) that support intelligence, surveillance, and reconnaissance (ISR) operations. ADF concepts tend to constrain uncrewed system use cases by treating them as extensions of crewed platforms or units, such as the Royal Australia Air Force (RAAF) Ghost Bat program.1 These manned-unmanned teaming (MUM-T) concepts generally exploit the systems-level characteristics of uncrewed vehicles to provide crewed units with greater reach or persistence, as figure 1 summarizes. Because they do not carry human operators, strategists can consider even relatively expensive uncrewed vehicles attritable, and forces may lose these vehicles to combat or other exigencies with little regret.2 Uncrewed systems can operate for extended periods in severe environments or circumstances, such as space. And without human operators, uncrewed vehicles can be less expensive than their manned counterparts due to fewer requirements for life support, protection, live training, or multi-mission capability.

3. Assessing the Risk of Foreign Influence in UK Search Results

As the de facto gateway to the vast troves of information available online, search services play a critical role in the modern information ecosystem. They are often the starting points for people’s questions about the world around them, from the innocuous to the deeply consequential. The results generated by search algorithms can therefore influence everything from consumer behavior to people’s political and social preferences, often in ways that are imperceptible to users of those systems. Given this significant power, search services are also targets of those who seek to manipulate information to advance a particular, and at times malign, agenda. This includes those working for or on behalf of autocratic foreign governments, who can attempt to leverage search results to whitewash human rights abuses, attack opponents, or interfere in the internal affairs of other countries. The threat is particularly acute with well-resourced states that operate global state-backed media outlets, troll farms, and other state-aligned information outlets that allow them to exploit search services through strategic content production, search engine optimization, or intentional manipulation. DOWNLOAD PDF To evaluate this potential risk, we analyzed data over a 30-day period across six search products on four search services (Google Search, Google News, Microsoft Bing, Bing News, Yandex Search, and Baidu Search) to assess the prominence of foreign state-linked websites, or those that reproduce content from those websites, in search returns for queries related to topics of national importance to the United Kingdom. Importantly, we could not assess, nor was it our intention to assess, whether the prominence of any state-linked sources in search results was the result of deliberate manipulation by those states or merely the product of search algorithms determining that the content produced by those sites was relevant to a given query. We also did not assess the relative quality of any individual state media outlets. We recognize that state-backed information sources exist on a broad spectrum in terms of their authoritativeness and journalistic standards, and that a connection to a foreign state is not necessarily problematic and should not be viewed by search services as an inherent risk. In short, our efforts to understand the prominence of state-linked sources in search results should not be viewed as an attempt to document wrongdoing, either by the sources themselves or by the search services that surfaced those sources. In addition, although we attempted to select topics that were important to UK interests instead of those that favored the interests of any one foreign government, some of the chosen queries—notably those related to the war against Ukraine—were more likely to be the focus of messaging from certain countries. Results from this study should therefore not be used as comparative data points to suggest that any one state is more influential in UK search results than any other. Instead, the goal of this research was simply to gain a better understanding of how and how often content from websites with direct or indirect links to foreign states—primarily state-backed media outlets but also websites directly or indirectly linked to foreign governments or foreign intelligence services—surfaced in search results in the four constituent countries of the UK. Though we offer several illustrative examples highlighting specific vulnerabilities uncovered by our research, the bulk of this report is focused on assessing a potential risk of foreign interference by identifying the types of variables—from the topic searched for to the language used—that regularly generated search results from state-linked websites, without assessing whether the content of those search results is potentially illegal under the UK’s newly created Foreign Interference Offense included in the National Security Act 2023. We did, however, pay particular attention to the presence of content produced by media outlets currently sanctioned by the UK government, namely Russian state media outlets that were sanctioned after Russia’s full-scale invasion of Ukraine in 2022.

4. Estimating the UK's Return on Investment from an Ambitious Program to Incentivize New Antibiotics

Abstract:
Anti-microbial drugs form the backbone of modern medicine. Yet their lifespan is naturally limited; over time, use of these drugs selects for mutations that survive exposure those same drugs, driving “anti-microbial resistance,” or AMR. Already, drug-resistant infections kill an estimated 7,600 citizens of the United Kingdom (UK) every year. In the absence of sufficient research and development (R&D) investment for new antimicrobials, deaths from drug-resistant infections could increase dramatically in the coming decade. To address this growing crisis and solve market failures that prevent the development of new antibiotics, the UK has set up “subscription models” for purchasing antibiotics; this has been applied to two drugs thus far, and the model is under consideration for a broader rollout. In this note, we present the results of a modelling exercise to estimate the likely return on investment (ROI) from an expanded program to incentivize new antibiotics, assuming it is paired with complementary and proportionate efforts from the UK’s G7 partners. The results are necessarily imprecise due to several uncertain parameters, but nevertheless provide evidence of a very high expected ROI that is robust to different inputs and assumptions.

Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes.

In October 2015, People’s Republic of China (PRC) President Xi Jinping visited the United Kingdom at the request of Queen Elizabeth II, marking the first time that the PRC head of state had done so in ten years. In the lead-up to the visit, both Chinese and British officials had publicly acknowledged the significance of this meeting, calling it a “golden era” in relations between the two countries. Five years on, U.K.-China relations remains steady, but there are increasing signs of tension in the relationship. Rising controversies over Huawei’s role in 5G infrastructure, and Beijing’s actions to suppress opposition in Hong Kong—as well as tensions over the origins of the coronavirus pandemic—lie at the heart of this downturn in relations.

The COVID-19 crisis has been a catalyst for a surge in the GovTech market, while triggering debate around the use of new technologies in the public health response to the pandemic. More broadly, the health crisis has shed a new light on the strategic importance of some domains relevant to GovTech such as HealthTech, smart cities and EdTech. The French State has developed a comprehensive policy of government digitization but still suffers from a lack of investment in the GovTech sector: so far, it has been unable to nurture a GovTech ecosystem comparable to the French defense technological and industrial base. At the European level, the rise of GovTech solutions could deepen existing divides between member states, as shown by the uncoordinated development of tracing apps by European countries during the crisis. In the long run, the lack of European industrial and political strategy focusing on GovTech could turn Europe into a battleground for Chinese and American actors, which benefit from governmental support at home and abroad. The rise of GovTech companies challenges deeply rooted ideas on the meaning of the public sector and the role of the State. It underlines how technology can affect the values and core principles of democratic societies. In that sense, the growing technological competition between the US, China and Europe means much more than economic rivalry: it is a real threat to European democracy and strategic autonomy.

Nowadays, two main limitations persist in intelligence analysis: the intrinsic existence of a certain degree of uncertainty and the large volume of information available. In order to face these problems, since the end of the 90s, technology and statistics have been used in the field of security to tackle the analytical limitations of human beings, improving their performances. As a result, professionals in the crime prevention areas started using technology in investigation to calculate the probability that a (criminal) event might occur in the future. Such a phenomenon is also called predictive analysis. Today, Europe stands out both for the number and the type of predictive programs implemented in different national contexts. The main objective of this article is to analyze the phenomenon of predictive policing in the European context through a comparative analysis of 6 cases study in 5 different countries (Germany, France, Italy, the Netherlands and the United Kingdom) to, firstly, assess the implications in the improvement of the security context of the European Union, and secondly, to detect the innovative cases within this framework.

Cities are where the future happens first. They are hubs of innovation, productivity and experimentation. But many cities also are sites of crime and violence. More than ever, municipal authorities, private firms and civic groups are experimenting with new ways to improve real and perceived safety in cities. In some cities, new technologies are improving the situational awareness of public authorities and citizens. In others, all encompassing surveillance and monitoring systems are challenging fundamental norms of privacy. In most developed cities, high-frequency time series information on insecurity is increasingly available. Literally thousands of gigabytes of raw data are available representing the dynamics and characteristics of crime. New high-power computer analysis is giving rise to a next generation of smart, agile and evidence-informed policing strategies. The UK has the largest internet economy in the G20 and has the stated ambition of making the UK the ‘safest place in the world to live and work online’. Cyber security has been elevated to a ‘tier one’ threat and is regarded by the government as both a challenge and as an opportunity for exporting UK expertise. Since the publication of the UK’s National Cyber Security Strategy (NCSS) in November 2011, the government has implemented many proactive as well as reactive measures to enhance both its cyber security capabilities as well as its market power. This article provides an analysis of the shift away from a reliance on market forces that dominated Western approaches to cyber security over the early years of this century. Specifically, it highlights three ‘market failures’ that have prompted UK policy responses: ongoing data breaches, the skills gap and inadequate private investment in cyber security. An analysis of these drivers as well as the responses demonstrates that the UK’s cyber security strategy has evolved from an initial heavy reliance on market forces and the public-private partnership to mitigate against threats into what is now a confident, rounded approach to balancing threats and opportunities.

In light of Section 881 of the National Defense Authorization Act for Fiscal Year 2017, which expanded the legal definition of the National Technology and Industrial Base (NTIB) to include the United Kingdom and Australia, this report informs NTIB partners on barriers and opportunities for effective integration. The expansion of the NTIB is based on the principle that defense trade between the United States and its closest allies enables a host of benefits, including increased access to innovation, economies of scale, and interoperability. In order to reap the greatest benefits of a new era of NTIB, this report uses the lessons learned from study of the present state of integration to identify areas of opportunity for policy reforms and greater cooperation.

After a respite from mass-casualty terrorism for more than a decade, the United Kingdom this past spring suffered three such attacks in the space of just 73 days, making clear it faces an unprecedented security challenge from jihadi terrorism. In our cover article, Raffaello Pantucci outlines what investigations have revealed so far about the March attack on Westminster Bridge, the bombing at a pop concert in Manchester in May, and the June attack on London Bridge and Borough Market. The early indications are that the Westminster attacker, Khalid Masood, had no contact with the Islamic State and the Manchester and London Bridge attackers were, at most, loosely connected to the group. The current threat environment, Pantucci writes, continues to be mostly made up of individuals and smaller scattered cells planning lower-tech attacks with very short planning and operational cycles—sometimes remotely guided by the Islamic State—rather than cells trained and dispatched by the Islamic State to launch large-scale, Paris-type attacks, but this could change as more British Islamic State recruits return home. Our interview this month is with Edward You, a Supervisory Special Agent in the Biological Countermeasures Unit in the FBI’s Weapons of Mass Destruction Directorate. While the full liberation of Mosul last month effectively ended the Islamic State’s caliphate pretensions, Michael Knights warns the Islamic State and other jihadis are already bouncing back in several parts of Iraq and more strongly and quickly in areas where the security forces are either not strong enough or not politically flexible enough to activate the population as a source of resistance. As the Islamic State transitions from administering territory to a renewed campaign of terrorism and insurgency, Charlie Winter and Devorah Margolin examine the Islamic State’s apparent lifting of its moratorium on using women as suicide bombers. In a commentary, Aaron Brantly argues that creating back-doors in encryption, or banning it, would create significant societal costs without stopping terrorists from accessing the technology.

Technology and transparency combined to create the digital revolution, which in turn has ushered in a new form of monitory democracy. Communicative abundance and global interconnection mean the democratic franchise can expand and deepen, but the author argues that it matters who is made transparent and for what purpose. Content and context matter. Technology and transparency can be used to strengthen democracy by opening up government to citizens, but the same tools can also be used by the state to surveil and disempower citizens, thereby damaging democracy. The author uses three case studies to discuss the impact of digitizing information on power relations between citizens and states. First, her observations as the journalist and litigant in the legal case that forced the digitization of UK parliamentary expense records, which when leaked created one of the biggest political scandals in that country for decades. Second, she obtained the entire set of U.S. diplomatic cables and reported on their contents for the Guardian. Lastly, she served as a member of the Independent Surveillance Review Panel, set up by the UK government to investigate allegations made by Edward Snowden that the UK and U.S. governments were conducting mass surveillance programs that were potentially illegal and lacked adequate oversight. The case studies show how journalism is integral not only to identifying useful civic information but also maximizing the public good from leaked information while minimizing harm.

Access to talent is central to London’s competitiveness. It is important that all companies can recruit the skills and experience they need to innovate and grow. Tier 2 of the UK’s visa system is the main economic route for skilled immigration from outside the European Economic Area (EEA), where the position cannot be filled by a UK/EEA national or is on the Shortage Occupation List. This report assesses the extent to which start-ups and SMEs, particularly those in the science and technology sectors, have difficulties in recruiting from outside the EEA through Tier 2. It finds that while some firms are undoubtedly facing challenges, the problem is not especially widespread across the science and technology sector as a whole. However, at least some employers are encountering difficulties with Tier 2 and a faster, better-supported, and simpler process would make a real difference to employers.

​London Luton Airport Limited and London Luton Airport Operations Limited commissioned Oxford Economics to undertake an analysis of the nature and scale of the economic impact of London Luton Airport on the UK as a whole, and on the surrounding sub-regional and local economies. The report sets out the results of that analysis, measuring the economic contribution of the airport in terms of jobs created, contribution to GDP and government tax receipts. We present results for the value of this impact in 2013 and forecast it out to 2030 under two scenarios for the future of the airport. The report goes on to explore the value that London Luton Airport creates for its passengers by offering them cheap and local air transport, and by relieving pressure on the air transport system elsewhere in the south east of England.

It considers a range of benefits, including the value accruing to visitors; the value attributed to Kew by non-users; educational benefits for visiting students; and productivity benefits which result from RBG Kew’s scientific research. We find that RBG generated a total of £182 million of economic value for the UK in 2014/15. A further £8 million of value accrues to international visitors and students. This valuation should be regarded as conservative since it does not incorporate some important areas of RBG Kew's work, such as the ‘insurance’ value and potential future economic value of species held in RBG Kew’s scientific collections; the benefits of increased planting activity encouraged amongst the wider UK population; and the international value of RBG Kew’s scientific research. The latter, in particular, could be very substantial, both because of the large contribution Kew makes to the infrastructure upon which large swathes of plant biology research around the world rely, and because much of RBG Kew’s conservation and other applied work primarily benefits other countries.

Access to talent is central to London’s competitiveness. It is important that all companies can recruit the skills and experience they need to innovate and grow. Tier 2 of the UK’s visa system is the main economic route for skilled immigration from outside the European Economic Area (EEA), where the position cannot be filled by a UK/EEA national or is on the Shortage Occupation List. This report assesses the extent to which start-ups and SMEs, particularly those in the science and technology sectors, have difficulties in recruiting from outside the EEA through Tier 2. It finds that while some firms are undoubtedly facing challenges, the problem is not especially widespread across the science and technology sector as a whole. However, at least some employers are encountering difficulties with Tier 2 and a faster, better-supported, and simpler process would make a real difference to employers.

Cyber has become the new conflict arena. It ranks as one of the greatest national security challenges facing the United States for three reasons. First, as the revelations about the National Security Agency's (NSA's) activities suggest, cyber offense has far outpaced cyber defense. Second, cyber capabilities are prevalent worldwide and increasingly are being used to achieve the strategic goals of nations and actors adverse to the United States. Third, it is highly unlikely that cyber espionage and other cyber intrusions will soon cease. While the NSA disclosures focus on the United States and the United Kingdom, there is little doubt that China, Russia, Iran, North Korea and others are engaged in significant cyber activities. The fundamental question is whether the cyber realm can, consistent with the national interest, be made more stable and secure.

25. Outsourcing and Inequality

Abstract:
This paper brings together and analyses the results of empirical analyses which, in contrast to most other studies, find that trade has been a significant cause of labour market inequality in various industrialised countries. The approach is based upon the concept of outsourcing – whereby the low-skill parts of the production chain are 'outsourced' to low-wage countries. A distinguishing feature of the empirical work is the use of highly detailed trade data, which allow imports from high- and low-wage countries to be separately identified at the industry level. Using cost minimisation framework, we show that imports from low-wage countries have made a significant contribution to the decline in the wage-bill share and/or relative employment of less-skilled workers in the UK, the USA, Sweden and Italy. We also show how the country-specific characteristics of outsourcing can lead to quite different inequality outcomes in different countries. In line with other studies, we also find that technology has played an important role in causing the increase in inequality in many countries. However, there is also some evidence that some of the rapid increase in the application of new technologies in recent decades has been trade-induced through mechanisms such as 'defensive innovation'.
