1. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Abstract:
The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

The UK constitution and system of governance have recently been subjected to unprecedented strain. Brexit and Covid-19, in conjunction with the governing style adopted by the Johnson administration, have raised profound questions as to whether the norms and conventions that form the basis of the UK’s uncodified constitution are still fit for purpose. These are the issues that are brought together in this report, in which 41 leading scholars assess the impacts of Brexit, Covid-19 and the Johnson government on our constitution and system of governance. They discuss whether these arrangements, that have evolved over decades if not centuries, are sufficiently robust and fit for the purpose of governing a diverse and complex UK.

In association with YouGov, the Mile End Institute has polled Londoners to find out how they intend to vote on 5 May, how living in the Capital during the Covid-19 pandemic has changed their perception of the City and how much trust they have in the Metropolitan Police. At this Breakfast Webinar, held on Thursday 24 March, Farah Hussain (Polling London Project Manager) and Dr Patrick Diamond (Director of the MEI) present our findings, before Lewis Baston, Jenna Goldberg, and Sadiya Akram give their thoughts on the significance of these results and what they tell us about politics and policy in London.

Announcing the launch of a ‘Build Back Better Council’ in January 2021, bringing together various business leaders, the Prime Minister Boris Johnson said that ‘as we recover from this crisis it won’t be enough to just go back to normal – our promise will be to build back better and level up opportunity for people and businesses across the UK’. 1 The following month, the Leader of the Opposition, Keir Starmer, said he believed ‘there’s a mood in the air which we don’t detect often in Britain. It was there in 1945, after the sacrifice of war, and it’s there again now. It’s the determination that our collective sacrifice must lead to a better future’. 2 The historian and peer – and the Mile End Institute’s patron – Lord Hennessy similarly argued recently that the Covid-19 experience ‘has sharpened our sense of the duty of care we have one for another, that a state has for all of its people, to a degree we have not felt collectively since World War Two and its aftermath’. 3 These appraisals of the impact of the crisis, and political commitments to change, are giving rise to debate. Are we to experience a moment similar to that of postwar transformation? If so, what is the prospect for the Britain that emerges from the Covid-19 pandemic to be significantly different, in policy terms, from what preceded it? The latter question in particular animates this project – Not for Patching?, of which this report marks our earliest findings, based on an opinion survey.

In 2020, European governments mitigated the economic impact of COVID-19 lockdowns and other pandemic-fighting programmes through a host of initiatives. These included efforts to support credit, such as guarantees for bank loans, particularly to small- and medium-sized enterprises (SMEs). We present and analyse detailed information about those national credit-support programmes implemented in the context of fiscal policy, in Europe’s five largest national economies (besides Russia) in 2020: France, Germany, Italy, Spain and the UK. The information was collected through thorough examination of published material and extended exchanges with national authorities and financial sector participants. The analytical part of the paper focuses on two aspects: How countries have dealt with the many trade-offs that emerged in designing and implementing the programmes; What explains the differentiated usage of the facilities in the examined countries, as well as its levelling off in the second half of 2020. Section 1 defines and describes the programmes. Section 2 presents the trade-offs we identified in programme design and implementation. Section 3 explores the factors explaining actual usage in the five countries and over time. Section 4 concludes. Annexes provide details on the programmes for each country (Annex 5) and in summarised matrix form (Annex 4).

7. Productivity and the Pandemic: ShortTerm Disruptions and Long-Term Implications

Abstract:
This paper analyses quarterly estimates of productivity growth at industry level for three advanced economies, France, the United Kingdom, and the United States, for 2020. We use detailed industry-level data to distinguish reallocations of working hours between industries from pure within-industry productivity gains or losses. We find that all three countries showed positive growth rates of aggregate output per hour in 2020 over 2019. However, after removing the effects from the reallocation of hours between low and high productivity industries, only the US still performed positively in terms of withinindustry productivity growth. In contrast, the two European economies showed negative within-industry productivity growth rates in 2020. While above-average digital-intensive industries outperformed belowaverage ones in both France and the UK, the US showed higher productivity growth in both groups compared to the European countries. Industries with medium-intensive levels of shares of employees working from home prior to the pandemic made larger productivity gains in 2020 than industries with the highest pre-pandemic work-from-home shares. The paper also experiments with US data on employment at county level by allocating within-industry productivity contributions for 2020 to urban, sub-urban and rural areas, showing that the contributions to within-industry productivity growth from manufacturing and other production industries in urban and sub-urban areas increased during the pandemic. Overall, after taking into account the productivity collapse in the hospitality and culture sector during 2020, productivity growth shows no clear deviation from the slowing pre-pandemic productivity trend. Future trends in productivity growth will depend on whether the favourable productivity gains (or smaller losses) in industries with above-average digital intensity will outweigh negative effects from the pandemic, in particular scarring effects on labour markets and business dynamics.

Abstract:
The world is emerging from the COVID pandemic, with society and the economy opening up again. The immediate impact has been widespread supply and labour shortages, and rising inflation. But for the UK, the issue is not simply that of post-pandemic disruption, but also the early impacts of the decision to leave the European Union, replacing our membership of the Single Market and customs union with a minimal free trade deal. In what follows, we explore the extent to which current problems in the UK economy are down solely to post pandemic disruption or also the result of the altered terms of trade and labour mobility with the EU.

Ipsos MORI surveyed 1,120 adults across Great Britain, posing questions across a range of policy areas. Fieldwork was carried out online from 19 March 2021 to 22 March 2021, and data weighted to match the profile of the population. All polls are subject to a wide range of potential sources of error, but they still give us an insight into the public’s priorities. Further analysis of this data, and further surveys, will continue to add to this project. The purpose of this report is to examine the views of the British public on what rebuilding after the pandemic might mean. What we offer here are some preliminary indications of what policy areas the public want to prioritise, and how the machinery of government has managed and performed during this crisis. We are interested in both priorities and performance here, not least because we consider them linked.

In 'After the Virus', they show how decades of neoliberalism and austerity left us vulnerable to the effects of Covid-19; they show how important history is for British and global public policy today, going back 400 years to look at Elizabeth I’s innovative Poor Laws, the world’s first universal welfare system; and they present practical proposals, inspired by our own history, that will promote a morality of nurturing, not exploiting, people and the planet.

This event launched the report from the project, 'A Future Well and Fair: A Post-Covid Vision for the Welfare State', by Paul Copeland, Mary Daly and Alistair Leitch and is supported by Research England. The report argues that if the UK is to become a prosperous, healthy, fair and more equitable society, it needs to acknowledge that the current system of welfare is effectively broken. Reforming existing policy areas in isolation of each other will do little to move the welfare state beyond its current limitations. It provides a visionary and realistic future welfare agenda based on five principles: repositioning; reforming; reimagining; regulating, and revitalising.

COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. In October 2015, People’s Republic of China (PRC) President Xi Jinping visited the United Kingdom at the request of Queen Elizabeth II, marking the first time that the PRC head of state had done so in ten years. In the lead-up to the visit, both Chinese and British officials had publicly acknowledged the significance of this meeting, calling it a “golden era” in relations between the two countries. Five years on, U.K.-China relations remains steady, but there are increasing signs of tension in the relationship. 23. The Projected Economic Impact of COVID-19 on the U.K. Creative Industries

This report explores the short-term effects of Covid-19 on the financial sustainability of the creative industries in the UK. Along with the tourism sector, Creative Industries (CIs) are among the most affected by the current Covid-19 crisis. Creative workers, one of the more vulnerable sectors of the workforce, are already seeing devastating impacts on their income, not only in turnover terms, but also in their charitable contributions and sponsorship. Leaving behind the more fragile part of the sector could cause irreparable socio-economic damage. We find that the Creative Industries are projecting a combined £77bn turnover loss over the course of 2020 compared to 2019 (-31%). This is expected to translate into a GVA shortfall of £29bn in 2020 compared to 2019 (-26%), over half of which is in London. In 2020, CIs are projecting a 122,000 drop in employment among employees (despite the Coronavirus Job Retention Scheme - JRS) and a further 287,000 job losses among self employed workers, compared to 2019 levels. In total, 409,000 CIs jobs are considered at risk, 27% of which are in London and 20% are in the South East.

The shock of covid-19 in Britain may end the culture-wars politics set off by the Brexit referendum – which split the country between Leave and Remain, town and city, old and young. Many people had lent their votes to Boris Johnson’s Conservatives for cultural reasons, in spite of the fact that they were closer to the opposition Labour Party on economic issues. Covid-19 might cause a rethink, as voters expect competence from the government. Counterintuitively, both Leavers and Remainers are open to a leftist domestic agenda and greater cooperation with international partners – issues on which Labour is normally strong. Covid-19 has caused voters to take a dimmer view of previously touted post-Brexit trade partners like the US and China. They think more highly of countries such as Germany. The battleground will be ‘Red Wall defectors’ – voters who gave Johnson his 2019 general election landslide but who are reassessing what matters to them after Brexit. A politics divided along the lines of Leavers and Remainers could disappear as quickly as it appeared – but the Conservatives may nevertheless attempt to stoke the divisions of 2016 that secured them Brexit.

Just weeks after the United Kingdom’s formal departure from the European Union on January 31, 2020, the COVID-19 pandemic hit Europe with full force. The outbreak drew public and political attention away from the implementation of the withdrawal agreement, while also straining many public administrations, including agencies responsible for residency applications. With the clock ticking down on the transition period, set to end on December 31, 2020, many EU countries have yet to announce the details of the systems that will govern the future status and rights of their UK-national residents. The United Kingdom is further along, having rolled out its pilot EU Settlement Scheme to resident EU nationals in 2019. But of the 26 EU countries with responsibilities for citizens’ rights, only Italy, Malta, and the Netherlands had launched registration schemes before the pandemic began. And even where implementation had begun, many systems faced setbacks as in-person government services were suspended by lockdown measures. This has created considerable uncertainty for UK nationals in EU countries, and EU nationals in the United Kingdom—as well as their families—who will have six months after the transition period ends to acquire a new post-Brexit status. As this policy brief details, the pandemic has put some in an even more precarious position, including families with third-country-national members that have been separated by travel restrictions, and the newly unemployed, who may no longer meet the conditions of the EU Free Movement Directive (the foundation of the withdrawal agreement). This brief sets out steps governments on both sides of the Channel can take in the coming months to “pandemic-proof” their implementation plans. These include: investing in smart outreach to would-be applicants, streamlining status-adjustment processes, and supporting civil-society groups that can help applicants through the process.

The COVID-19 crisis has been a catalyst for a surge in the GovTech market, while triggering debate around the use of new technologies in the public health response to the pandemic. More broadly, the health crisis has shed a new light on the strategic importance of some domains relevant to GovTech such as HealthTech, smart cities and EdTech. The French State has developed a comprehensive policy of government digitization but still suffers from a lack of investment in the GovTech sector: so far, it has been unable to nurture a GovTech ecosystem comparable to the French defense technological and industrial base. At the European level, the rise of GovTech solutions could deepen existing divides between member states, as shown by the uncoordinated development of tracing apps by European countries during the crisis. In the long run, the lack of European industrial and political strategy focusing on GovTech could turn Europe into a battleground for Chinese and American actors, which benefit from governmental support at home and abroad. The rise of GovTech companies challenges deeply rooted ideas on the meaning of the public sector and the role of the State. It underlines how technology can affect the values and core principles of democratic societies. In that sense, the growing technological competition between the US, China and Europe means much more than economic rivalry: it is a real threat to European democracy and strategic autonomy.

It has become commonplace in 2020 to say that the Covid-19 pandemic has shone a light on severe problems and iniquities in the delivery of local services. But it is true. It is also true returning to pre-Covid “normality” is not an option, nor is it really desirable. Crisis issues in council finances, social care, children’s services, housing, homelessness, high streets and local growth, did not spring up overnight. LGIU and others have been shouting about these things for years and trying to get decision makers to pay proper attention. We understand that this is challenging. There are no easy solutions. Tackling the problems will involve choices and trade-offs. But that is politics. If we don’t take this opportunity to empower communities, so that they can flourish in the future, then when will we? At present, central government is concerned with issues of council structure and is pursuing a strategy of reorganisation that will reflect central government priorities, not those of local communities. This is a distraction from the important, longstanding problems that the government has so far refused to engage with: a finance settlement for local government; the crisis in adult social care and children’s services; and the unanswered problems of English devolution. At its root, this is a longstanding crisis of governance. The UK, remarkably centralised in comparison with similar economies around the world, has a moribund system of governance. Its outdated and inadequate constitutional framework, which wouldn’t be (and isn’t) looked upon as a model worth following elsewhere, is supported by a set of assumptions, ideas and beliefs that dominate in national political discourse. These hold that Whitehall knows best. Ministers hand down decisions that must be delivered across a varied and diverse geography by local authorities, regardless of local circumstances, assets, or democratic support. This is blind to the importance of place and it should be reversed.
