Abstract:
The most consequential elections in Turkey’s recent history are set to be held on 14 May, when Turkish citizens will elect a new president alongside a new parliament. An ideologically disparate coalition of six opposition parties, ranging from secularists, to Islamic conservatives, and Turkish nationalists, have joined forces under the leadership of Kemal Kilicdaroglu to unseat Recep Tayyip Erdogan. Erdogan has been in power for 20 years, initially as prime minister and then as president since 2014.

Abstract:
When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

3. Opening the Global Gateway: Why the EU should invest more in the southern neighbourhood

Abstract:
The southern neighbourhood should be a key focus for the EU’s Global Gateway infrastructure programme – but the bloc has so far directed relatively little of its investment to the region. Strategic goals for the EU in the Mediterranean include promoting ‘nearshoring’ to shorten key supply chains including of energy; and improving regional connectivity, decarbonising economic activity, and creating jobs. The EU can propose more attractive investment offers than China and other players. The Global Gateway’s use of grants rather than loans is central to this. Going beyond investments, the EU should promote inclusive growth by sharing technical know-how and supporting training to enhance the skills of workforces in the region. Protecting physical connections is of great importance. The EU should work hand in hand with southern neighbours to monitor Global Gateway-funded infrastructure.

5. Hakan Fidan and the New Turkish Diplomacy in Iraq

Abstract:
Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

Abstract:
In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

7. Turkey's Response to the Russia-Ukraine Crisis

Abstract:
On October 26, 2021, Ukraine’s Ministry of Defense released video of a TB2 unmanned combat aerial vehicle (UCAV) striking a separatist D-30 howitzer in Russian-occupied Donbas. The strike was Ukraine’s first confirmed use of the now ubiquitous TB2, the Bayraktar-manufactured drone that the Turkish military has used to great tactical effect in Syria, Libya, and Nagorno-Karabakh. The Turkish-Ukrainian defense relationship is understudied, but it could become an important factor in how Russian elites view North Atlantic Treaty Organization (NATO) support for non-member Ukraine, and be used to justify an invasion to assuage Moscow’s concerns about a US-allied military presence along its borders. The Turkish support for Ukraine is not the main driver of Russian discomfort about the future of Ukraine. The TB2 is also not a decisive game changer, and the use of UCAVs is almost certain to have little impact on how Russian leadership weighs risk during debates about the efficacy of armed conflict in a neighboring state. Nevertheless, Turkish-Ukrainian defense ties are worthy of deeper study, precisely because Ankara’s relationships with Kyiv and Moscow have a secondary impact on American interests in Eastern Europe. The Turkish-Russian relationship is marred by bureaucratic distrust, which is papered over by a very functional leader-to-leader dynamic that enables the two Black Sea neighbors to cooperate and manage numerous regional conflicts. The Turkish-Ukrainian dynamic, in turn, is part of a broader Turkish effort to establish itself as an independent actor, committed to pursuing a foreign policy that often clashes with much of the NATO alliance. This paper will explore Turkish-Russian and Turkish-Ukrainian relations; the reasons for Turkey’s efforts to “fence sit” and establish itself as a neutral political actor in the Black Sea; and what these efforts portend for US interests in the region.

The relationship between Turkey and the European Union has never been easy. It is now affected by the activism of Ankara’s foreign policy, conducted in disregard of international law. Turkey remains, however, an important partner for the EU, as it is still officially a candidate for membership (since 1987) and in the Customs Union (since 1995). It impacts the EU, both in its internal (immigration, trade, other common policies) and external policies (through its gunboat diplomacy against two Member States (Greece and Cyprus) and countries eligible to the European Neighbourhood Policy). Moreover, the impact of the war in Ukraine will affect relations between Brussels and Ankara. In the face of Turkish activism, the EU lacks the capacity to anticipate and react, a problem that concerns not only its relations with Turkey, but its overall neighbourhood and association relations with its periphery. In the framework of the work on the neighbourhoods of the European Union (EU) carried out by the Institute for European Studies of the University of Saint-Louis and following its Annual Conference, with the aim of contributing to a better account of the Union’s relations with its periphery, the working group “Turkey” presents its elements of analysis in the run-up to 2023, which will be marked both by the centenary of the Republic and by long-awaited elections. Although much of this work was done before the outbreak of the war in Ukraine (24 February 2022), it has lost none of its relevance. One might even think that a stronger EU attitude towards Turkey in 2018-2020 might have made the Kremlin think twice. Faced with Turkish bellicosity in the eastern Mediterranean, the weakness of European reactions may have convinced Moscow that it could act with impunity against a country that is a member of neither the EU nor NATO.

Abstract:
Turkey’s long-term search for strategic autonomy, shifting global power relations, and Central Asian governments’ desire to foster multi-vector foreign policies have prompted Turkey to successfully intensify its activities in Central Asia. From the 1990s onwards, Turkey’s activism in Central Asia has strengthened cultural, trade, and diplomatic relations. Its multilateral coordinating body, the Cooperation Council of Turkic Speaking States, is being further institutionalized into the Organization of Turkic States. Turkey’s potential for acquiring a greater role in the region is limited. Its economic engagement remains modest, and Central Asian states’ responses to the Taliban takeover in Afghanistan indicate that Russia and China remain the region’s preferred security partners. Although Turkey, China, Russia, and other external actors compete in Central Asia, no full-fledged confrontation has taken place in the region so far. Turkey’s new initiatives are unlikely to change this dynamic, as long as they are conducted in the spirit of inclusive multipolarity.

Abstract:
With the signing of the trilateral Memorandum of Understanding (MoU), Turkey dropped its initial objection to Finland’s and Sweden’s NATO membership, but has since argued that the conditions agreed in the MoU have not yet been fulfilled. In addition to requiring Sweden and Finland to take a more vigorous stance regarding the Kurdistan Workers’ Party (PKK) and its extension in Syria, Turkey has used Nordic NATO applications as a tool to raise these issues on NATO’s agenda, pressuring the US in particular for a change in its Syria policy. Turkey’s reservations need to be conceptualized within its determined search for strategic autonomy, increased room for manoeuvre, and an ideological decoupling from the West. Turkey’s strategic interests have increasingly diverged from the rest of the alliance, likely leading to a more permanent intra-alliance opposition position in the coming years, part of which are the ongoing trilateral talks between Turkey, Finland and Sweden.

Abstract:
Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

Abstract:
Ankara is pursuing a radical revision of the regional status quo by projecting power in neighboring regions with increasing aggression and disregard for international legality. Turkey moved from a security-based to a power-based foreign policy and took advantage of the power vacuum in Eastern Mediterranean to make a bid for regional hegemony by resorting to the use of hard power. The Turkish army developed autonomous expeditionary capabilities, bolstered by a strengthened national defense industry. The lessons learned in Syria clearly informed the series of Turkish foreign policy moves that followed. A revisionist Turkey involved itself in all regional theaters of conflict, fomenting instability in the region while also reaping strategic and economic benefits. These interventions shaped Turkish-Russian competitive cooperation and strategic realignment. Since 2016 the relationship has evolved into something almost symbiotic, with the two countries coordinating their presence on multiple fronts. The two countries are drawn to one another by their shared authoritarian models of governance and similar strategic cultures and operational codes: Both countries are revisionist, aggressive and assertive on their peripheries. Both countries claim to be surrounded, which serves as a pretext for their unilateral actions. Both countries have militarized their foreign policy by conducting hybrid warfare, using surrogate forces and coercing countries that resist.

14. Achieving qualitative superiority: Greek conscription and the Turkish threat

Abstract:
This policy paper argues that, by emulating its peer countries, wealthy, small to medium sized democracies facing national security threats, in Northern Europe and the Middle East (namely Finland, Norway, Denmark, Sweden and Israel), Greece can modernize its conscript component and thus attain qualitative superiority over the Turkish Army. Turkey’s conscript model is riven by deep-seated class, geographical and ethnic cleavages, giving to Greek political and military leaders the opportunity to gain a qualitative military edge through judicious modernization of the Greek conscript model. Such a modernization is eminently feasible today as Greece’s economic crisis has created the political space to overcome resistance to the reform of conscription. By contrast, Greece’s main national security threat, Turkey, belongs to that group of authoritarian or illiberal countries which have suboptimal conscription models, featuring evasion of conscript service by the well-educated, inefficient training and harsh, counterproductive treatment of those conscripts who do serve. Greece, also due to its post WWII illiberalism or authoritarianism, and not unlike Taiwan which has a similar legacy, has not infused its conscript component with demanding training and operational standards, roles and missions. The time is ripe, due to the resurgence of the Turkish threat and Greece’s economic crisis, which has removed many of the country’s outdated shibboleths, to modernise Greek conscription, as its peer countries have done, and thus acquire an Army qualitatively superior to that of Turkey. By doing so, Greek policy-makers will decisively strengthen Greece’s deterrence and produce positive externalities for the consripts themselves . Indeed, the more effective conscription becomes in operational terms for the Greek Armed Forces, the greater the benefits to be reaped in civilian life.

The accession of Finland and Sweden to NATO will increase the Alliance’s ability to conduct collective defence missions in the Baltic Sea region and to deter Russia. Therefore, the gains from the enlargement of the Alliance will far exceed the costs, which may include the need to create a new command responsible for missions on the Northern Flank of NATO. However, Türkiye’s opposition may prolong the accession process and increase the risk associated with the intensification of Russia’s provocative actions against the candidates.

16. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

17. Russian-Turkish Relations and Implications for U.S. Strategy and Operations

Russia and Turkey’s complex relationship has significant implications for U.S. and North Atlantic Treaty Organization (NATO) strategic interests. The two states cooperate, deconflict, and compete in multiple theatres within Turkey’s extended neighborhood, which straddles United States Africa Command (USAFRICOM), United States Central Command (USCENTCOM), and United States European Command (USEUCOM) areas of responsibility (AORs). 1 Their bilateral strategic trade has created mutual dependencies and vulnerabilities across multiple sectors, such as natural gas, nuclear energy, and tourism. Russia’s invasion of Ukraine in February 2022 has many implications for the Russia-Turkey relationship. While engaging actively with Russia and stoking fears that its commercial ties with Moscow could serve Russia’s evasion of Western sanctions, Turkey has also provided TB2 Bayraktar drones to Ukraine, invoked the Montreux Convention, and offered itself as a mediator on various operational issues in the Russia-Ukraine war. As a result of these steps, Turkey’s leverage over both Russia and NATO allies has increased since February 2022. From a U.S. perspective, the implications have been mixed as Turkey has translated its increased leverage into foreign policy steps that threaten to undermine U.S. interests and NATO cohesion. Turkey remains of significant importance to the United States in enabling its interests in the three aforementioned AORs, preventing third actors like China and Iran from operating in the “seams,” and generating an enhanced, unified, and credible NATO capability and capacity in response to Russian aggression. It follows that Turkey’s interplay with Russia in its extended neighborhood has far-reaching implications for the United States and NATO. This study aims to shed light on this relationship, its likely trajectory over the coming decade, its implications for U.S. strategic interests, and how the United States and NATO might shape the Russia- Turkey interplay to their advantage.

Abstract:
Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

While economic interdependencies do not prevent war, witnessed most recently by Russia’s naked war of conquest in Ukraine, the costs of war in a globalised world spread far and wide. Russia has taken the world’s food markets hostage by blockading Ukrainian ports in the Black Sea. The resulting food price increases make a humanitarian crisis in the world’s poorest countries increasingly likely; this, in turn may lead to regime fragility and turmoil in the international system. The question of lifting the blockade by establishing a human corridor into the port of Odessa has recently been much discussed. There are challenges to any such effort, both strategic and operational. Yet a careful analysis reveals that the costs and risks of non-intervention are greater than the risks of intervening. An international naval force, co-led by the EU or its member states and Turkey is the best option for such a mission.

The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

In recent decades, Ankara has maintained a kind of balance in foreign policy and this approach naturally applied to Russia and Ukraine as well. NATO member Turkey sought to develop lucrative military-political and trade-economic relations with both Russia and Ukraine. However, after the Kremlin's war with Ukraine, Ankara clearly saw the facing imminent Russian threat, precipitating the change in its position (supply additional weaponry to Ukraine, close the Bosporus and Dardanelles Straits, etc.). At the same time, the longer the Russia-Ukraine war lasts, the more drastic consequences it will have for Turkey. Consequently, Ankara will have to take even more decisive retaliatory steps.

During the past decades, many initiatives have been proposed for regional cooperation in the South Caucasus, mainly coming from Georgia and Turkey. In 1999, the then Georgian President, Eduard Shevardnadze, conceived the idea of the ‘Peaceful Caucasus Initiative’ with an objective to defend the sovereignty and territorial integrity of the states in the region. In the following year, a similar proposal was laid down by the then Turkish Prime Minister, Suleyman Demirel, who intended to create the ‘Stability Pact for the Caucasus’ initiative. Later in 2008, the then Prime Minister of Turkey, Recep Tayyip Erdoğan, floated plans to establish the ‘Caucasus Stability and Cooperation Platform’ that would bring the three states of the South Caucasus together with Turkey and Russia in order to tap the sustainable economic development of the region. In 2010, the then Georgian President, Mikheil Saakashvili, promoted the idea of the ‘United Caucasus’ platform (Kaleji 2021). Despite coming up with a plethora of ambitious cooperation initiatives, none of the leaders managed to push their initiatives to come into motion.

The primary objective of Turkey’s recent interventions in the Kurdistan Region of Iraq (KRI) is to cut the Gordian knot of its own Kurdish question by engaging the Kurdistan Workers’ Party (PKK) and its affiliates militarily until they no longer control any territory. To this end, it is essential that Ankara maintains Iraq’s Kurdistan Regional Government (KRG) – and especially the Kurdistan Democratic Party (KDP) – as a junior and compliant partner. A secondary Turkish objective is to balance Iran’s influence in Iraq’s disputed territories, mainly by acting as protector of Turkmen and Sunni groups. In the background, the Turkish Justice and Development Party’s (AKP) desire to maintain regime stability at home plays an important role since its alliance with the ultranationalist-conservative Nationalist Movement Party (MHP) and some of its domestic legitimacy depends on the success of Turkish interventions into the KRI. Such interventions have historical precedent, but their scope and scale have increased significantly since 2018, with the effect that Ankara has been able to force the PKK into a defensive position. This has been achieved at the cost of the KDP’s popular legitimacy, an increase in PKK popularity and significant collateral damage among ordinary Iraqi (Kurdish) citizens. Further intensification of Turkish interventions into Sinjar, the Nineveh Plains or Sulaymaniyah will lead to greater tensions with both Baghdad and Iran. An extension of UNAMI’s security sector reform work to include border control can help prevent further conflict escalation by inserting a more neutral actor into this volatile situation.

Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

kraine’s relations with the three Southern Caucasian states of Azerbaijan, Georgia, and Armenia have been varied during the three decades since the disintegration of the Soviet Union. Ukraine has paid greater attention to pro‑Western Georgia and multivectoral Azerbaijan, and the least attention to pro‑Russian Armenia. In Soviet times, the Ukrainian and Georgian dissident and nation­alist movements maintained close ties, and this influenced the devel­opment of friendly relations be­tween Ukraine and Georgia in the post‑Soviet era. From the late 1990s onwards, Ukraine and Georgia made joining both NATO and the EU priority goals, which also played a role in bringing Kyiv and Tbilisi together. Azerbaijan pur­sued a multi‑vector foreign policy of integration without membership in these two institutions, managing to be cautiously pro‑Western but at the same time not anti‑Russian. Armenia, on the other hand, has been a member of all Russian‑led regional integration projects since the early 1990s, and therefore Kyiv has had few common interests with Yerevan. Relations with Armenia have de­teriorated since 2014 because of Armenia’s support for Russia’s annexation of Crimea and the presence of Armenian merce­naries fighting against Ukraine in the ranks of Russia’s proxies in the Donbas. During the Second Karabakh War, the Ukrainian media, President Volodymyr Zelenskyy and all political parties (except one pro‑Russian one) en­thusiastically supported Azerbaijan.

The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security./La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. For several decades, the Eastern Mediterranean confict consisted of a three-part struggle over territorial wa- ters, sovereignty and exclusionary national narratives between Turkey, Greece, and the Republic of Cyprus. Its origins can be traced as far back as the Greek War of Independence in the 1830s, the Lausanne Peace Trea- ty determining the current borders of the Republic of Turkey in 1923, and the failed bicommunal federal state established in Cyprus in 1960. Regarding the Cyprus confict, the best – but ultimately lost – opportunity to resolve the issue was the 2004 Annan Plan for a bicom- munal federal state. Today, the Eastern Mediterranean confict is a multi-level and multi-actor power strug- gle that is unlikely to wane any time soon. In addition to Turkey, Greece, and Cyprus, it also includes actors such as France, Italy, Libya, Egypt, and the United Arab Emirates. Tis Briefng Paper frst identifes the main actors involved, and then proceeds to analyze the key de- terminants of the confict. Te paper concludes that tension in the Eastern Mediterranean will continue in the foreseeable future. A full military confrontation is unlikely, however, as NATO can provide a necessary platform for a Greece-Turkey de-escalation. Tis is likely to prevent an actual war, but will not be enough to produce any lasting solution in the increasingly confict-ridden Eastern Mediterranean regional power struggle.

Abstract:
Russia’s capacity to carry out large-scale military operations against Black Sea states allows it to coerce and extort them. Reducing the predictability of such operations is the first step towards deterring them, because Moscow carefully weighs their risks. Western countries should increase their militaries’ interoperability with Black Sea states’ armed forces and improve the infrastructure they use to deploy reinforcements in the region. This would allow them to react to Russian military escalation in kind and thereby increase the risks for Moscow. With Ukraine and Georgia engaged in land wars against Russia, the vulnerabilities of Ukrainian and Georgian airspace and territorial waters have received relatively little attention. Western states could begin to address these vulnerabilities by establishing an international naval presence in the Black Sea. This would counter Russia’s attempts to deny other nations free use of the sea, and could help mitigate long-standing rivalries between allied states in the region. These efforts to enhance Black Sea states’ security will depend on improvements in other areas, particularly the security of government communications, counter-intelligence, the rule of law, and the fight against corruption.

To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. To some, it is a shining example of an economy-of-force effort that minimized U.S. casualties, wrested control of northeast Syria from the Islamic State, and improved the area’s general political trajectory. To others, it is a cautionary tale of a U.S. military that was hoodwinked by a charismatic and capable partner closely tied to a U.S.-designated terrorist group, the Kurdistan Workers Party, with Washington deliberately averting its eyes from the strategic, political, and moral costs of the partnership. The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. The study benefited from intensive debates on sourcing, objectivity, and the need to probe uncomfortable issues. Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. Turkey has recently pushed the PKK fight from its own turf and blunted challenges in northern Syria, Azerbaijan, Libya, and the Gulf, all while strengthening its defense export sector. In 2020, military observers took note when the Turkish Armed Forces employed drones to devastating effect in Syria, Libya, and the Caucasus. But this technological achievement must be regarded as just one part of a revamped Turkish approach to regional power projection—a change with economic, diplomatic, strategic, reputational, and battlefield implications. In the past five years, Turkey has notched many associated successes, such as pushing the PKK fight off its own turf and blunting challenges to its interests in northern Syria, Azerbaijan, Libya, and the Gulf. Ankara has also secured significant leverage in other disputes from the Horn of Africa to the Balkans, while strengthening its defense export sector. As military expert Col. Rich Outzen, U.S. Army (Ret.), makes clear in this tightly argued Policy Note, Turkey’s power projection does not always align with U.S. interests, a reality exemplified by anti-SDF military operations and defense industry cooperation with Russia. But ending the U.S.-Turkey military alliance over such differences is neither productive nor tenable. Instead, America can seek to work with an emergent Turkey in the many cases, from Qatar to Afghanistan, where such collaboration advances U.S. strategic interests.

Abstract:
Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

Abstract:
In the summer of 2021, as the U.S. withdrew from Afghanistan, the balance of power in the country changed rapidly, and by August 15, the Taliban was able to capture the capital, Kabul, almost without a fight. On September 7, the Taliban formed a new "government" steered by Sharia Law. The Taliban also renamed the country, and, according to them, Afghanistan is now called the "Islamic Emirate of Afghanistan." There are no women or members of the Shiite minority in the new government. Of the 33 members of the still-incomplete government, only three belong to ethnic minorities.

The number of refugees in Turkey exceeded 4 million in a short period of time due to the civil war in Syria, and Turkey has become the country hosting the largest number of refugees from 2014 onwards. The concerns of Turkish society, which portrayed an extraordinary solidarity initially, have become apparent in terms of refugees, almost all of whom live side-by-side with Turkish society in urban areas. This paper is based on a comprehensive and representative research data about Turkish citizens’ attitudes towards Syrian refugees. This study critically analyses traditional securitisation studies and instead puts forward the concepts of the “securitization from society” and “social acceptance” to be able to analyse the views of Turkish public towards Syrian refugees .

The recent incidence of war in the Caucasus has shown that, when facing deep domestic troubles, Russia and Turkey demonstrate strikingly different patterns of international behavior. While Russia has become more cautious in responding to external challenges, Turkey has embarked on several power-projecting enterprises. Its forceful interference in the long-smoldering conflict around Nagorno-Karabakh took Russia by surprise and effectively secured a military victory for Azerbaijan. Moscow has assumed the main responsibility for terminating hostilities by deploying a peacekeeping force, but its capacity for managing the war zone and its commitment to deconflicting tensions with Turkey remain uncertain. The United States and the European Union have few levers for influencing this interplay of clashing agendas of local actors and regional powers and fewer reasons to trust Russian and Turkish leaders to put peacebuilding ahead of their ambitions.

Abstract:
The Montreux Convention signed on July 20, 1936 strictly regulates the presence of naval warships of non-Black Sea nations (including the United States) in the Black Sea, limiting their aggregate tonnage (thereby limiting their number), their maximum period of stay within the Black Sea and so on. Such a regime creates a problem of access by Western powers to the Black Sea which negatively influences Georgia’s security environment. However, much has changed in the Black Sea after the Convention was signed – the Second World War took place, the Cold War was concluded, the Soviet Union collapsed and new states arose in its place – Russia, Ukraine and Georgia while Romania and Bulgaria became member states of NATO, Russia annexed Crimea, Turkey distanced itself from the West and so forth. In such conditions, a document signed in the 1930s remains a militarypolitical anachronism, unable to address new requirements and realities. That said, the issue of reviewing it remains problematic as it depends on numerous factors.
