- The Turkish-Syrian border is divided into separate areas of control—under the Syrian Democratic Forces in northeast Syria, Hay’at Tahrir al-Sham in Idlib, and Turkey in several cantons—which sustain contradictory political projects. Yet these border areas constitute a single political-security ecosystem, one connected to southern Turkey and regime-held Syria. As such, only a peace agreement that treats the border areas as an indivisible whole and delimits the major powers’ zones of influence can lead to a stable long-term arrangement.

- The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

- As of this writing, tensions between Russia and Ukraine appeared to continue unabated, despite the Putin‑Biden online meeting and the exchange of several messages between Washington and Moscow aimed at reducing them. The crisis has kept almost everyone guessing as to where all this is heading: will they subside or spiral out control? Will Russia invade Ukraine? If it does, how will America and its allies respond? As things stand at present, it sure seems as though Russia and the U.S. and its allies have gridlocked themselves into a crisis without any sensible way out. The former was emboldened by the feckless handling of the crisis by the Biden Administration such that Moscow now wants to dictate terms to America and NATO that amount to something like this: “give us proper, preferably written assurances that Ukraine and Georgia will not be admitted to NATO.” Team Biden, which has inadvisably goaded Ukraine against Russia for a second time in less than a year with its much‑hyped ‘America is back’ slogan cannot simply comply with the request. At the same time, America cannot stand up to Russia militarily in that part of the world. Moreover, neither the United States nor its NATO allies that have considerable military clout are prepared to make a promise to Ukraine regarding admission to NATO. Indeed, just as this edition of Baku Dialogues was going to press, the hectic diplomacy between NATO and Russia on the one hand and the U.S. and Russia on the other, climaxing in the latest meetings of 11‑12 January 2022, broke up with no agreement. This has given rise to further concern that the ongoing conflict is going to perpetuate. From Turkey’s perspective, the conflict between Russia and Ukraine has turned insoluble— akin in not unimportant ways to the Turkish‑Greek dispute, with its clusters of psychologically combustible elements freely circulating across the board. Should Russia invade Ukraine, it would presumably trigger a harsh package of sanctions by both the EU and the U.S.; this would likely hurt Moscow considerably, albeit hardly enough to budge it from staying the course. Should the U.S. and NATO simply give in to Russia’s ultimatum, then this would amount to a complete surrender of the Western powers— particularly after the disastrous U.S. debacle in Afghanistan. At the same time, the likelihood that Russia will step back entirely from its position—that, in other words, it will calmly accept the prospect of the admission of Ukraine and Georgia to NATO—is close to zero. Thus, it is possible to conclude that the conflict between Russia and Ukraine on the one hand, and the U.S.‑led West and Russia on the other, will perpetuate.

- This essay should be understood as a series of reflections on the geopolitics of the South Caucasus in the aftermath of the Second Karabakh War and how this has provided Turkey with a great opportunity to revisit, redefine, and even consolidate its newfound role and mission in the region. It is predicated on the assessment that, starting in July 2020, Turkey became more proactive and involved in the region, which in turn laid the foundation for a game‑changing development; Turkey’s stature then grew even further in the wake of the 10 November 2020 tripartite statement between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War. Now Ankara is taking on a balancing role—if not quite a mediating one—in the region. The situation is not straightforward: the well‑consolidated empowerment of the Russian Federation in the wake of the war has ensured its continuing status as the main mediator in conflict resolution as well as open the possibility for it to become a genuine peacemaker. Turkey is considered the main balancing power to potentially check or restrain Russia’s dominant position, at least down the road. But for now, Russia can be considered as “being fully back” on the ground: its armed forces are present in each of the three South Caucasus states—by invitation or otherwise. This lends a certain pallor of instability to the newly achieved status quo, although this is not widely recognized, much less pronounced in Turkey and in Azerbaijan. It is thus too early to speak about full‑on regional integration, which will take time to bring about. Yet already today there is potential for the realization of regional cooperation. The ideas related to the latter are being discussed in various fora, yet the feasibility of the implementation of these ideas remains open to interpretation.

- The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

- Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

- The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

- This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

- In recent decades, Ankara has maintained a kind of balance in foreign policy and this approach naturally applied to Russia and Ukraine as well. NATO member Turkey sought to develop lucrative military-political and trade-economic relations with both Russia and Ukraine. However, after the Kremlin's war with Ukraine, Ankara clearly saw the facing imminent Russian threat, precipitating the change in its position (supply additional weaponry to Ukraine, close the Bosporus and Dardanelles Straits, etc.). - During the past decades, many initiatives have been proposed for regional cooperation in the South Caucasus, mainly coming from Georgia and Turkey. In 1999, the then Georgian President, Eduard Shevardnadze, conceived the idea of the ‘Peaceful Caucasus Initiative’ with an objective to defend the sovereignty and territorial integrity of the states in the region. In the following year, a similar proposal was laid down by the then Turkish Prime Minister, Suleyman Demirel, who intended to create the ‘Stability Pact for the Caucasus’ initiative. Later in 2008, the then Prime Minister of Turkey, Recep Tayyip Erdoğan, floated plans to establish the ‘Caucasus Stability and Cooperation Platform’ that would bring the three states of the South Caucasus together with Turkey and Russia in order to tap the sustainable economic development of the region. In 2010, the then Georgian President, Mikheil Saakashvili, promoted the idea of the ‘United Caucasus’ platform (Kaleji 2021). Despite coming up with a plethora of ambitious cooperation initiatives, none of the leaders managed to push their initiatives to come into motion.

- Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

- Since the Arab uprisings in 2011, but especially after the failed coup d’état in 2016, Turkey’s foreign policy has shifted from ‘zero problems’ to the pursuit of strategic depth and autonomy in its neighbourhood. In 2020, Syria, Libya and the South Caucasus became three theatres for Ankara’s new hard-power tactics, a policy that may well be here to stay (at least until the elections in 2023). This policy brief explores the strategic motives, the means of intervention and the impact of Turkish operations in these three conflict areas. While Turkey’s strategic considerations, modalities and consequences vary greatly from case to case, certain parallels can be drawn. They reveal an overall pattern of a much more assertive Turkey that is increasingly willing to deploy a combination of political and military means to secure its strategic objectives in its immediate neighbourhood.

- The primary objective of Turkey’s recent interventions in the Kurdistan Region of Iraq (KRI) is to cut the Gordian knot of its own Kurdish question by engaging the Kurdistan Workers’ Party (PKK) and its affiliates militarily until they no longer control any territory. To this end, it is essential that Ankara maintains Iraq’s Kurdistan Regional Government (KRG) – and especially the Kurdistan Democratic Party (KDP) – as a junior and compliant partner. A secondary Turkish objective is to balance Iran’s influence in Iraq’s disputed territories, mainly by acting as protector of Turkmen and Sunni groups. In the background, the Turkish Justice and Development Party’s (AKP) desire to maintain regime stability at home plays an important role since its alliance with the ultranationalist-conservative Nationalist Movement Party (MHP) and some of its domestic legitimacy depends on the success of Turkish interventions into the KRI. Such interventions have historical precedent, but their scope and scale have increased significantly since 2018, with the effect that Ankara has been able to force the PKK into a defensive position. This has been achieved at the cost of the KDP’s popular legitimacy, an increase in PKK popularity and significant collateral damage among ordinary Iraqi (Kurdish) citizens. Further intensification of Turkish interventions into Sinjar, the Nineveh Plains or Sulaymaniyah will lead to greater tensions with both Baghdad and Iran. An extension of UNAMI’s security sector reform work to include border control can help prevent further conflict escalation by inserting a more neutral actor into this volatile situation.

- Over the years, foreign policy has become a source of tension in the European Union’s relationship with Turkey. Although the EU has repeatedly disapproved of Ankara’s (military) interventions in Syria, Libya and Iraq as well as in the Eastern Mediterranean region and the South Caucasus, it has so far not been able to counterbalance Ankara’s actions. In that light, Turkey’s 2023 elections serve as a crucial moment. Seen through the lens of two theoretical scenarios – Recep Tayyip Erdoğan and the People’s Alliance win the elections, versus Kemal Kılıçdaroğlu and the Nation Alliance win the elections – this policy brief provides an insight into the instruments the EU has at its disposal to influence and/or respond to Ankara’s potential future foreign policy. It shows that while neither scenario will be hassle-free, the EU has most room to manoeuvre and can make best use of its instruments, ranging from diplomatic engagement to military cooperation, in a situation where Kılıçdaroğlu and the Nation Alliance win the elections in 2023.

- The primary objective of Ankara’s recent political and military interventions in northern Cyprus is to use the island as the linchpin for its maritime ambitions in the eastern Mediterranean in terms of the geo-economics of claiming and exploring the hydrocarbon resources around the island and expanding its naval power more broadly. Turkey recently upgraded the military utility of the island in line with its Blue Homeland naval doctrine as one track towards realising its primary objective. Another track consists of Ankara politically empowering Turkish Cypriots who advocate for a two-state solution. In doing so, Turkey aims to maintain the status quo, which it views as a ‘two-states-on-one-island’ situation that brings northern Cyprus under increasing Turkish control and pulls it out of the EU’s orbit. In the process, it suppresses the views of advocates of re-unification in northern Cyprus. The EU also stands to lose as the prospect of settling the Cyprus question via a bi-zonal and bi-communal federation – its preferred option – fades from sight.

- Over recent years, relations between Turkey and the European Union (EU) have been difficult and driven more by crisis management rather than equal partnership. Yet, despite this downward spiral, both blocs remain key partners on domains such as trade, migration and counterterrorism and repeatedly express their interest in developing a more cooperative and constructive relationship. This report is a product of the ‘Searching for a New Formula for collaboration between Turkey and the EU in/with North Africa’ project, which investigated the extent to which Turkey and the EU could collaborate in and with North Africa, more specifically, Morocco, Egypt and Algeria. North Africa was chosen because it offers an underexplored area of research for Turkey-EU relations; Morocco, Egypt and Algeria were selected for specific study as they are the countries with which both Turkey and the EU have the highest trade volumes in the region. Moreover, there are currently no joint projects between Turkey and the EU in Morocco, Algeria or Egypt, although the region is an area of strategic importance for both Turkey and the EU. The recent war in Ukraine has also increased the value of North Africa as a provider of agricultural products and gas for the region. Libya and Tunisia were excluded from the research to narrow the scope of the project. To avoid the traps of reproducing ‘neo-colonial’ or ‘neo-Ottoman’ discourses and of following a top-down approach, this study used action research as a democratic, participatory and collaborative research methodology. It engaged diverse participants from Turkey, the EU and North Africa in semi-structured in-depth interviews, conferences and a survey. Through a cyclical process, the study devised a tripartite collaborative model and concrete project ideas under five major policy options in which cooperation between Turkey, the EU, Morocco, Algeria and Egypt could be actionable. This report gives a detailed account of the abovementioned tripartite collaborative model and the subsequent project ideas which were designed to be mutually beneficial for all three blocs –Turkey, the EU and North Africa. It should, nevertheless, be mentioned that current geopolitical uncertainties in the wider region could challenge the implementation of these projects. The civil war in Libya, the political tension between Turkey and Egypt or Morocco and Algeria, and the influence of China and Russia in the region could pose potential risks for collaboration. However, we maintain that such uncertainties make it even more timely to seek opportunities for a future collaborative environment in the Mediterranean as, ‘if the Mediterranean is weak, all Mediterranean countries are weak’.

- Recent increased attacks on Kurdish targets in northern Syria by Turkey and the Syrian rebel groups its supports raise the question whether Turkey’s President Recep Tayyip Erdogan intends to carry out his threat of May 2022 to begin another major ground operation against the Kurds. On the other hand, conciliatory statements regarding the Assad regime have been sounded recently in Turkey, and there has been discussion of the possibility of normalizing relations between the two countries after over a decade of hostility and competition. These two processes appear to be contradictory, given that the Syrian regime opposes existing Turkish control of Syrian territories, and does not wish to see this control broadened. On the other hand, this may be a calculated Turkish move that aims to show the Turkish public a concerted multi-faceted effort to confront both the Kurdish underground and the issue of Syrian refugees in Turkey. Discussion of events in northern Syria and the web of Syrian and Turkish interests can be used to assess the question, which trend will prevail in Turkish-Syrian relations: normalization or escalation?

- While the economic instability of the international system resurrected debates about the future of the World Order, diving against the current and studying in a destabilizing pandemic context a bilateralism touted for its durability and solidity seemed academically attractive. Thus, the purpose of this research paper is to verify whether COVID-19 is causing fatal economic disruptions among the iron alliances, or if on the contrary one is witnessing an "unnatural" strengthening. By reconciling empirical data (reports of the Central Bank, the OSCE, press articles) and academic papers, this study analyzes the surprising Turkish-Azeri economic consolidation before questioning its still-perceptible limitsin the short and long term. This work concludes that through the neorealist prism, Ankara and Baku managed to transform Covidian negativity into an element of strategic economic cooperation aimed at repairing financial loopholes on a national scale.

What sentiments did the Byzantine monuments inspire in them? It appears that their attitudes were more nuanced than pure nostalgia or dismissal. Sergey A. Ivanov is a member of the British Academy. He has published more than 200 scholarly works on Byzantine culture and the relations between Byzantium and the Slavs. Among his monographs are Holy Fools in Byzantium and Beyond (Oxford, 2006), “Pearls Before Swine:” Missionary Work in Byzantium (Paris, 2015) and "Византийская культура и агиография" (Moscow, 2020, Byzantine Culture and Hagiography). - The 2020 war between Azerbaijan and Armenia created an unexpected opportunity for Turkey and Armenia to normalise their relationship. For nearly a century, Turkey and Armenia have had almost no relationship and a closed border due to the legacy of the Armenian genocide, the cold war, and the conflict between Azerbaijan and Armenia. But both countries now feel it is in their interest to normalise the relationship and open the border – not least to promote trade and to balance against Russian influence in the region. This process is a rare example of a positive sea change – and is likely to be one of the few bright spots in an increasingly unstable and competitive international order.

- Turkey has spent much of the past decade trying to expand its influence and remake the Middle East in its own image. This created a major battle line between the country and its rivals that stretched from Libya to Syria and the eastern Mediterranean. Yet, since mid-2021, Turkey has attempted to normalise its relationships with Middle Eastern countries. This shift has been driven by Turkish domestic politics, the emergence of a multipolar Middle East, and intensifying geopolitical competition. President Recep Tayyip Erdogan remains politically vulnerable at home, with a deteriorating economy and the opposition leading in the polls. His government’s survival now depends on efforts to balance between great powers and draw financing from former rivals in the Gulf. The EU needs to adjust to this new Turkey by supporting the regional normalisation process, managing the Kurdish issue, and accepting that the country could join an expanded European community – albeit while retaining its strategic autonomy.

249. Turkey's Response to the Russia-Ukraine Crisis

- On October 26, 2021, Ukraine’s Ministry of Defense released video of a TB2 unmanned combat aerial vehicle (UCAV) striking a separatist D-30 howitzer in Russian-occupied Donbas. The strike was Ukraine’s first confirmed use of the now ubiquitous TB2, the Bayraktar-manufactured drone that the Turkish military has used to great tactical effect in Syria, Libya, and Nagorno-Karabakh. The Turkish-Ukrainian defense relationship is understudied, but it could become an important factor in how Russian elites view North Atlantic Treaty Organization (NATO) support for non-member Ukraine, and be used to justify an invasion to assuage Moscow’s concerns about a US-allied military presence along its borders. The Turkish support for Ukraine is not the main driver of Russian discomfort about the future of Ukraine. The TB2 is also not a decisive game changer, and the use of UCAVs is almost certain to have little impact on how Russian leadership weighs risk during debates about the efficacy of armed conflict in a neighboring state. Nevertheless, Turkish-Ukrainian defense ties are worthy of deeper study, precisely because Ankara’s relationships with Kyiv and Moscow have a secondary impact on American interests in Eastern Europe. The Turkish-Russian relationship is marred by bureaucratic distrust, which is papered over by a very functional leader-to-leader dynamic that enables the two Black Sea neighbors to cooperate and manage numerous regional conflicts. The Turkish-Ukrainian dynamic, in turn, is part of a broader Turkish effort to establish itself as an independent actor, committed to pursuing a foreign policy that often clashes with much of the NATO alliance. This paper will explore Turkish-Russian and Turkish-Ukrainian relations; the reasons for Turkey’s efforts to “fence sit” and establish itself as a neutral political actor in the Black Sea; and what these efforts portend for US interests in the region.

250. Developing EU Trade Incentives: A Support Tool for Refugee Self-Reliance and Host Community Resilience in Turkey

- The European Union (EU) is developing innovative mechanisms to investigate the root causes of migration in order to offer better socioeconomic opportunities both to migrants and host communities. These mechanisms and actions require multi-country bilateral and regional assistance tools to support different partner countries. Innovative and out-of-the-box ideas include multiple countries and various stakeholders. They are developed to provide cooperation solutions in different regions to have a wider impact on the causes and implications of migration. Despite these efforts, political, social, economic and environmental causes continue to generate human mobility around and beyond the immediate neighbourhood of the EU. The Arab Spring and the civil war in Syria have been creating human mobility in the EU neighbourhood. The war made approximately 7 million Syrians flee to neighbouring countries. Turkey is hosting around 3.7 million Syrians and another half a million asylum seekers and refugees from other regions (DGMM, 2021; UNHCR, 2021). The presence of Syrians in Turkey, together with other refugees benefitting from international protection, has become protracted. The efforts to create durable solutions in the form of “voluntary return, resettlement or local integration” have not yet successfully provided sustainable solutions. Turkey does not pursue an official state integration policy to integrate asylum seekers, refugees and the Syrians under temporary protection (STP). However, STPs, asylum seekers and refugees are becoming increasingly integrated into their host communities through informal and local integration mechanisms (Kale & Erdoğan, 2019). The delay in the access to formal employment and challenges in receiving formal employment permits aggregate the difficulties in the inclusion of refugees into formal employment schemes. Summer 2015 has shown that when there is a lack of economic and employment opportunities for asylum seekers, refugees and persons under temporary protection the incentive to have onward movement to other countries persists and the possibilities of integration in host communities stay low. It is clear that resilience-building and livelihood support through formal work is essential for vulnerable populations to have dignified living conditions in host countries. The EU-Turkey Statement in 2016 triggered the development of changes in the legal framework of international protection and migration policy. The Statement paved the way for the preparation of regulations on work permits for persons under temporary and international protection (Official Gazette, 2016). Legal developments targeted the acceleration of the economic integration of refugees into the Turkish labour market through formal employment. However, the difficulties in getting formal work permits resulted in only 132,000 issued until 2019. This indicates that approximately 4% of the STP working population has formal employment (UN Turkey, 2020). This percentage more or less matches the International Labor Organization (ILO) estimations (ILO, 2020). As a result, the majority of the refugee population is working informally, underpaid (Balkan & Tümen, 2016), without formal social and health security mechanisms, in unskilled jobs that are not wanted by Turkish citizens (Sunata, 2017). Informal employment has been a key element contributing to the lack of durable solutions and a protracted process. In Turkey, informal employment is widespread even among the host community members. It is estimated that there is about 30% of labour in host community among all sectors working unregistered. Informal employment is higher in sectors such as agriculture but significantly lower in the industrial sector. The COVID- 19 pandemic has also aggravated the increasingly poor state of the Turkish economy (Akay Ertürk, 2020). Previously, there were continuous efforts through FRIT (Facility for Refugees in Turkey) and 3RP (Regional Refugee and Resilience Plan) projects with programmes focusing on improving the employability of refugees in the Turkish labour market as well as support for the entrepreneurship capacities of the refugees in accessing the formal labour market. However, under the current economic conditions these projects are failing to generate a significant long-term impact on employment for refugees (Özçürümez & İçduygu, 2020). These projects provide short-term trainings or restricted employment possibilities while including a very limited number of participants. In addition, the COVID-19 pandemic conditions have shown that these livelihood support arrangements when they are not based on rights-based approaches overtime can transform back into humanitarian aid services (Kale & Yavçan, 2020). Long-term policy planning needs to include other incentive mechanisms that will cover multi-country and multi-region solutions. In the long run, if vulnerable populations in the host societies turn into the most vulnerable requiring humanitarian and emergency aid, the incentive for secondary movements to third countries can be high.
