Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

3. Diplomatic scramble: Greek foreign policy towards Libya

Abstract:: Libya became a country of immediate interest to Greece following its 2019 Memorandum of Understanding with Turkey. Greece engaged in a flurry of diplomatic activity in the aftermath of the MoU, both within Libya and the wider region, to counter Turkey’s momentum with Tripoli. The complex political situation in Libya and its many facets (proxy conflicts between regional and international players, competition for energy resources, and other factors including religion) compound the difficulties confronting Greek efforts to shield Greece’s interests. European division over Libya has led Greece to seek other bilateral approaches, primarily through cooperation with France and Egypt. Turkey’s attempts to normalize relations with its regional interlocutors (primarily Egypt, Israel and Greece) following the devastating earthquake that struck the country in February 2023 may yet change conditions on the ground in Libya, though it is still too early to tell.

Abstract:: Throughout its history, Europe has never been simply a place but a complex set of ideas and aspirations in continual evolution—of which the European Union of 2022 is only the most recent iteration. As a result, while history cannot predict the future of Europe and its relationship to Turkey, what it can do is identify clearly recurrent patterns that are likely to continue. With this in mind, the present article provides a very long view—almost as old as history itself—of the evolution of the European idea as seen from Turkey, to provide a more rooted perspective on current debates about Turkey, Europe, and where the two are headed at a moment of dynamic change for both.

Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

6. The 3+3 Regional Cooperation and Georgia: What Is at Stake?

Abstract:: During the past decades, many initiatives have been proposed for regional cooperation in the South Caucasus, mainly coming from Georgia and Turkey. In 1999, the then Georgian President, Eduard Shevardnadze, conceived the idea of the ‘Peaceful Caucasus Initiative’ with an objective to defend the sovereignty and territorial integrity of the states in the region. In the following year, a similar proposal was laid down by the then Turkish Prime Minister, Suleyman Demirel, who intended to create the ‘Stability Pact for the Caucasus’ initiative. Later in 2008, the then Prime Minister of Turkey, Recep Tayyip Erdoğan, floated plans to establish the ‘Caucasus Stability and Cooperation Platform’ that would bring the three states of the South Caucasus together with Turkey and Russia in order to tap the sustainable economic development of the region. In 2010, the then Georgian President, Mikheil Saakashvili, promoted the idea of the ‘United Caucasus’ platform (Kaleji 2021). Despite coming up with a plethora of ambitious cooperation initiatives, none of the leaders managed to push their initiatives to come into motion.

Abstract:: The decision by Turkey and Israel to normalize their relations stems from several processes that brought the Turkish side to push for normalization and the Israeli side to respond affirmatively. Yet alongside the serious motivations of the two sides to continue this process, there are issues that could become obstacles. Among them are the developments between Israel and the Palestinians, Turkey-US relations, the dynamics of Turkey's integration in processes related to the Abraham Accords, and the nature of future Israeli plans regarding gas exports. Abstract:: In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

Abstract:: The 2020 war between Azerbaijan and Armenia created an unexpected opportunity for Turkey and Armenia to normalise their relationship. For nearly a century, Turkey and Armenia have had almost no relationship and a closed border due to the legacy of the Armenian genocide, the cold war, and the conflict between Azerbaijan and Armenia. But both countries now feel it is in their interest to normalise the relationship and open the border – not least to promote trade and to balance against Russian influence in the region. In recent months, Turkey and Armenia have increased the pace of this normalisation by opening air corridors, appointing special representatives, and initiating direct bilateral negotiations over the re-establishment of diplomatic relations and reopening the border. This process is a rare example of a positive sea change – and is likely to be one of the few bright spots in an increasingly unstable and competitive international order.

19. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

20. Terms, Conditions, Intersecting Interests Turkey and Regional Cooperation After the Second Karabakh War

Abstract:: This essay should be understood as a series of reflections on the geopolitics of the South Caucasus in the aftermath of the Second Karabakh War and how this has provided Turkey with a great opportunity to revisit, redefine, and even consolidate its newfound role and mission in the region. It is predicated on the assessment that, starting in July 2020, Turkey became more proactive and involved in the region, which in turn laid the foundation for a game‑changing development; Turkey’s stature then grew even further in the wake of the 10 November 2020 tripartite statement between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War. Now Ankara is taking on a balancing role—if not quite a mediating one—in the region. The situation is not straightforward: the well‑consolidated empowerment of the Russian Federation in the wake of the war has ensured its continuing status as the main mediator in conflict resolution as well as open the possibility for it to become a genuine peacemaker. Turkey is considered the main balancing power to potentially check or restrain Russia’s dominant position, at least down the road. But for now, Russia can be considered as “being fully back” on the ground: its armed forces are present in each of the three South Caucasus states—by invitation or otherwise. This lends a certain pallor of instability to the newly achieved status quo, although this is not widely recognized, much less pronounced in Turkey and in Azerbaijan. It is thus too early to speak about full‑on regional integration, which will take time to bring about. Yet already today there is potential for the realization of regional cooperation. The ideas related to the latter are being discussed in various fora, yet the feasibility of the implementation of these ideas remains open to interpretation.

Abstract:: Over the past year Turkey has slowly worked to reduce tensions with regional rivals, including Egypt, Saudi Arabia, and the United Arab Emirates. There are limits to how far this process can go. It may produce détente but not a deeper realignment. Even though it has not led to elections, the ceasefire and ensuing political process in Libya have benefited and benefited from this reduction in tensions. Western governments should support any steps that lessen the risk of military conflict, but should not offer concessions to Ankara in pursuit of this goal.

22. Adapting to New Realities: Israel’s foreign policy in post-Netanyahu times

Abstract:: Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

Abstract:: Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Abstract:: Russia’s intervention in Syria in September 2016 turned out to have much broader objectives. The development of air and naval bases provided Moscow with platforms for operations in the Mediterranean and in Sub-Saharan Africa. The delivery of S-400 missile systems to Turkey added another major strategic gain. The European Union is faced by broad challenges on its South, with a sharp decline in rule of law, political instability, and a surge in authoritarianism. Wider phenomena such as climate change, demographic trends, and criminal activities of human trafficking networks add to the challenges. ISIL is still a threat too. Turkey’s choice of disruptive policies has perplexed EU and NATO leaders in the recent past. Tensions with the EU have risen due to challenges to maritime boundaries and sovereignty of Cyprus and Greece. Although largely a consequence of Russia’s invasion of Ukraine, the European Union’s major foreign policy initiatives in 2022 have marked a watershed moment and constitute a useful precedent for the Union’s policies with third countries. In the near future, the EU will have to invent a new format, distinct from accession, for its relationship with the countries of ‘Wider Europe’ and to use its now diversified ‘foreign policy toolbox’ in a coherent and effective fashion.

Abstract:: Despite a long history of bilateral contacts, Turkey’s most intensive commitment in Afghanistan only started in 2001 with the NATO mission. A first friendship treaty was signed back in 1921; the first official foreign visit to the Republic of Turkey was made in 1928 by King Amanullah of Afghanistan. Turkey’s engagement in South Asia started with Afghanistan but has recently been Pakistan-centred. As the only majority-Muslim NATO country, Turkey was viewed more positively by the Afghan population and the Taliban than other NATO member states. Ankara has been reaching out to the Taliban since summer 2021. However, the Taliban have not met Turkish demands for a more inclusive government, or in relation to girls’ education. Turkey has become a haven for non-Taliban (opposition) Afghans, who are told not to voice their criticism of the Taliban. There are four main motivations for Turkey’s engagement in Afghanistan: 1) improving relations with the US; 2) stabilizing Afghanistan to prevent migrant flows; 3) getting a foothold in the geopolitics of the region; 4) benefitting from the economic potential. Kabul international airport is important both for the Taliban and for Turkey. For the Taliban, it is their window to the world; for Turkey, it is an opportunity to profit economically and to boost its international status. In Afghanistan, Turkey’s soft power approach includes TIKA (Turkish Cooperation and Coordination Agency), the Maarif schools, and the Yunus Emre Institute. These institutions have remained operational. In 2020, Afghanistan received the third largest amount of Turkish developmental aid, amounting to 36.5 million USD. Even if the world, and Turkey, are currently focused on Ukraine, Afghanistan will continue to occupy an important place in Turkey’s regional foreign policy.

Abstract:: Russia and Turkey’s complex relationship has significant implications for U.S. and North Atlantic Treaty Organization (NATO) strategic interests. The two states cooperate, deconflict, and compete in multiple theatres within Turkey’s extended neighborhood, which straddles United States Africa Command (USAFRICOM), United States Central Command (USCENTCOM), and United States European Command (USEUCOM) areas of responsibility (AORs). 1 Their bilateral strategic trade has created mutual dependencies and vulnerabilities across multiple sectors, such as natural gas, nuclear energy, and tourism. Russia’s invasion of Ukraine in February 2022 has many implications for the Russia-Turkey relationship. While engaging actively with Russia and stoking fears that its commercial ties with Moscow could serve Russia’s evasion of Western sanctions, Turkey has also provided TB2 Bayraktar drones to Ukraine, invoked the Montreux Convention, and offered itself as a mediator on various operational issues in the Russia-Ukraine war. As a result of these steps, Turkey’s leverage over both Russia and NATO allies has increased since February 2022. From a U.S. perspective, the implications have been mixed as Turkey has translated its increased leverage into foreign policy steps that threaten to undermine U.S. interests and NATO cohesion. Turkey remains of significant importance to the United States in enabling its interests in the three aforementioned AORs, preventing third actors like China and Iran from operating in the “seams,” and generating an enhanced, unified, and credible NATO capability and capacity in response to Russian aggression. It follows that Turkey’s interplay with Russia in its extended neighborhood has far-reaching implications for the United States and NATO. This study aims to shed light on this relationship, its likely trajectory over the coming decade, its implications for U.S. strategic interests, and how the United States and NATO might shape the Russia- Turkey interplay to their advantage.

Abstract:: Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

Abstract:: US-Turkey ties are strained because of conflicting interests in Syria and on a more fundamental level due to Turkey’s different interpretation of the ongoing global power shift, and its concurrent search for strategic autonomy and cooperation with Russia and China. EU-Turkey ties have long been dysfunctional, with the EU focusing on maintaining the refugee deal, while Turkey has become increasingly authoritarian and aggressive in its external relations, resulting in a permanent ‘wait-and-see’ approach by the EU. Abstract:: The aftermath of the Nagorno-Karabakh war, which in Ankara and Baku was hailed as a triumphant victory for the Turkish-Azerbaijani alliance, significantly changed the political situation and the balance of power in the Caucasus region. The turn of the decades-long status quo in favor of Azerbaijan showed that a new phase has begun in the region, often pointed out so by the victorious side as well. 1 Against the backdrop of a significantly changed regional agenda and the growing Turkish-Azerbaijani influence in the Caucasus, Turkish President Recep Tayyip Erdogan introduced the idea of establishing a six-member regional cooperation platform. If the idea were to materialize, the members would include Turkey, Azerbaijan, Iran, Russia, Georgia, and Armenia.2 Erdogan's idea received a wide response in the region. The new platform for regional cooperation (Russia, Iran, Turkey + Georgia, Armenia, and Azerbaijan) has become an important topic of discussion in all six countries, primarily due to its controversial format. The idea of geographically adjacent but politically different countries joining one platform is in direct conflict with the opposing interests of these countries. Despite this significant obstacle, the apologists for the idea, that seeks to replace the conflicts and tensions in the Caucasus with a "long-term peace," remain hopeful that the platform will have a future.

In a sign of the delicate progress between Qatar and its Gulf neighbors, on September 17, the Saudi Gazette tweeted a picture of Saudi Crown Prince Mohammed bin Salman standing beside Qatari Emir Tamim Al Thani and Emirati Sheikh Tahnoun bin Zayed, all dressed informally, in the Egyptian resort city of Sharm al-Sheikh. Abstract:: The trigger for the Turkish Operation Spring Shield in northern Idlib in February 2020 was to prevent the Syrian conflict – especially extremists and refugees – spilling over into Turkey as the result of a new regime offensive. A deeper driver of the operation was Ankara’s desire to draw a line against further regime advances that might jeopardise Turkish territorial gains across northern Syria. Millions of Syrian internally displaced persons (IDPs) and the Islamist group Hay’at Tahrir al-Sham (HTS) were the main – although unintended – beneficiaries of the operation. Tactically, Operation Spring Shield was a success because of a surge in Turkish military resources in northern Idlib, Ankara’s willingness to use them, and the speed with which Turkey acted. Strategically, it helped a great deal that Russia decided to stand aside for a few days. Russian-Turkish diplomacy resumed after battlefield conditions had shifted in Turkey’s favour and Syrian regime forces were stopped in their tracks. In the short term, Operation Spring Shield can be considered as having brought a measure of humanitarian and geopolitical stabilisation by clarifying Turkey’s red lines to Damascus, Tehran and Moscow, and by bringing about a new equilibrium between Russiansupported forces and Turkish forces in Syria. The operation did not negatively affect Turkey’s relationship with its NATO partners, the EU or the US. This was in part because the operation highlighted the limitations of the Astana process – a diplomatic initative in which Turkey, Iran and Russia pursue opposing aims vis-à-vis the Assad regime – from which these actors are excluded. In the medium term, the impact of Operation Spring Shield will depend on the permanence of the Turkish presence, the level of Turkish developmental investment and the evolution, as well as the place, of Hay’at Tahrir al-Sham (HTS) in the future governance of northern Idlib.

Abstract:: For at least his first decade at Turkey’s helm, if not longer, subsequent US administrations regarded Recep Tayyip Erdoğan as an important partner. More recently, the pendulum has swung the other way; Erdoğan has emerged as a bipartisan bête noir in Washington. President Biden has called Erdoğan an “autocrat”; Secretary of State Antony Blinken referred to Turkey as a “so-called strategic partner,” and large majorities from both parties in Congress have voted to sanction Turkey until it reverses its purchase of Russian weaponry. The image of Turkey that US policymakers appear to be operating with is, as one columnist summed it up, that “Turkey’s president does what he does because he gets away with it.” In other words, Erdoğan is in full control of Turkey’s foreign policy, and, having opened a gulf between the two allies, Washington’s options are to either compel a change in his behavior or suspend its partnership with Turkey until the end of his rule. Much like the earlier, now discarded, belief in Erdoğan’s comity, this view, too, deserves to be challenged.

Abstract:: Turkey’s activism in the Eastern Mediterranean now appears to be guided by an ambitious legal and geopolitical doctrine, based on the claim of a vast maritime domain – the “Blue Homeland” or Mavi Vatan in Turkish. Developed by admirals of Turkey’s Navy, who are aware of the strategic importance of the sea, this approach is influential among Turkey's military, political, economic, and intellectual elites. Although it presents certain contradictions with the traditional vision of the Islamo-conservatives, Mavi Vatan has been adopted by President Recep Tayyip Erdoğan, offering him the opportunity to consolidate his alliance with nationalist movements and to provide a legal framework for his action in Libya. However, the success of this doctrine also depends on Turkey's ability to modernize its naval forces, an effort that will require the maintenance of strong international partnerships.

Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. Abstract:: This essay by Dr. George Tzogopoulos, focuses on the multidimensional nature of Greek-Israeli relations. The understanding of the depth of these relations can explain why the two countries – along with Cyprus – are interested in coming closer. On the other hand, the effort of Israel and Turkey to normalize bilateral ties – already under way since 2016 – is a logical development that deserves attention. However, it is not related to the future evolution of Greek-Israeli collaboration. The evolution of Greek-Israeli relations in the last decade and trilateral Greece-Israel-Cyprus summits outline the common interest of the three countries to enrich their cooperation. Israel and Turkey have started since 2016 to normalize their relations. This is an ongoing process that has evolved in a period during which Greece, Israel and Cyprus charted a joint course in the Eastern Mediterranean. Israel and Turkey are expected to find a modus vivendi by agreeing on some issues and disagreeing on others. A potential Turkish-Israeli collaboration against Iran in Syria might pave the way for new synergies between Israel and Turkey. This is a highly controversial and complicated matter that entails risks for Ankara.

Abstract:: Any new Africa policy from the EU and US should take into account the growing influence of China, Russia and Turkey in the continent and aim to even the scales. To succeed, they must develop a new narrative on Africa and finally recognise it as a genuinely equal partner on the global stage. Africa is a dynamic and diverse continent going through fundamental economic, political and security changes. While the EU and the US remain important partners for Africa, they are no longer the only players in town. New – and not so new – actors have recognised Africa's potential and are trying to use it to their advantage. China, Russia and Turkey in particular, whose presence has broadly been welcomed by African nations, have all been steadily expanding their political and economic clout in the continent over the past few years. The EU and US must, therefore, adapt their policies and approaches to the new reality that is unfolding in Africa. To better understand China’s, Russia’s and Turkey’s objectives, the Friedrich-Ebert-Stiftung's (FES) EU Office in Brussels and the European Policy Centre (EPC) set out to conduct an in-depth analysis of the three countries' ties with Africa. Abstract:: This article investigates the impact of interpreters on the US foreign policy that is defined with a tradition of anti- diplomacy in the Trump era. The literature in both International Relations and Translation Studies often overlooks the impact of interpreters on diplomacy and fails to consider interpreter as an actor per se. In this context, the study will investigate the initiatives undertaken by interpreters in order to fill the emerging gap in the diplomatic sphere in terms of diplomatic language, customs and actors in the Trump era. Accordingly, the article first comparatively examines the role of interpreters and diplomats and then, discusses the key roles of interpreters in diplomacy under two main categories: “communication filter” involving time-gaining strategy, moderation and gatekeeping and “conciliation” that includes the roles of scape goat, crisis prevention and mediation. Overall, this study demonstrates that interpreters have a greater space of manoeuvre than is generally assumed in terms of influencing diplomatic processes. By establishing the missing link between International Relations and Translation Studies, this study aims to become a pioneering work that contributes to the debate about whether interpreters can be considered as an important diplomatic actor.

60. Turkey’s military policy in Syria: implications for NATO

Abstract:: In three decades, Ankara’s strategic agenda in Syria has considerably changed. First, back in the late 1990s, Tur- key’s primary goal was to put an end to the Hafez al-As- sad regime’s use of the PKK terrorist organization as a proxy. To address the threat at its source, Ankara resort- ed to a skillfully crafted coercive diplomacy, backed by the Turkish Armed Forces. A determined approach – championed by Turkey’s late president Suleyman Demi- rel – formed the epicenter of this policy: it was coupled with adept use of alliances, in particular the Turkish-Is- raeli strategic partnership. In October 1998, Syria, a trou- blesome state sponsor of terrorism as designated by the US Department of State since 19791, gave in. The Baath regime ceased providing safe haven to Abdullah Oca- lan, the PKK’s founder who claimed thousands of lives in Turkey. The same year, Damascus signed the Adana Agreement with Ankara, vowing to stop supporting ter- rorist groups targeting Turkey. In the following period, from the early 2000s up until the regional unrest in 2011, Turkish policy aimed at reju- venating the historical legacy. During that time, Ankara fostered its socio-cultural and economic integration efforts in Syria – for example, cancelling visas, promoting free trade, and holding joint cabinet meetings. Turkey’s foreign policy was shaped by then Foreign Minister and Prime Minister Ahmet Davutoglu’s thought, popularly formulated in the concept of “Strategic Depth”. Refer- ring to David Laing’s anti-psychiatry school, Davutoglu claimed that the nation was alienated from its roots and embraced a “false self”. To fix the “identity crisis”, Tur- key pursued charm offensives in the Middle East. This ideationally motivated stance even led to speculative neo-Ottomanism debates in Western writings.2 From 2011, when the Arab Spring broke out, there were high hopes as to Turkey’s role model status. In April 2012, before the Turkish Parliament, then For- eign Minister Davutoglu stated that Ankara would lead the change as “the master, pioneer, and servant” of the Middle East.3 Five years later, the Turkish administration dropped these aspirations. At the 2017 Davos meeting, then Deputy Prime Minister Mehmet Simsek stated that the Assad regime’s demise was no longer one of his gov- ernment’s considerations.4 In fact, by 2015, Turkey had to deal with real security problems on its doorstep, such as the Russian expedition in Syria, ISIS rockets hammer- ing border towns, the refugee influx, and mushrooming PKK offshoots.

Abstract:: From the early period of post-Cold War world order in the last decade of 20th century, through challenges and changes over the two decades of 21st century, Turkey’s foreign policy has been characterized by the need and ability to adapt to the changing, and ever deteriorating global conditions. Changes in the structure and nature of international order and the way Turkish foreign policy evolved are directly related. During the initial period of undisputed unipolar order, Turkey shaped its foreign policy in a way to align its national goals with the main Western partners and alliances. But, as the international system gradually moved from unipolarity to the current “unfinished new system”, characterized by renewed competition and confrontation among a rising number of actors, Turkey started to pursue multi-dimensional and multi- directional foreign policy strategy and practice. In sum, it could be argued that there were “two phases” of Turkish foreign policy approach: of Erdogan's period in 2002.

Abstract:: Turkey-NATO relations are still sufficiently strong to keep the relationship from the brink, a new DIIS-report finds. But more dynamics are also gaining strength to render further troubles increasingly likely. The future of Turkey’s NATO membership has been the subject of heated debate of late, from both outside and within Turkey. What ramifications will Turkey’s purchase of the Russian S-400 surface-to-air anti-missile system have for Turkey’s NATO future? Has the Syrian conflict exposed deep strategic differences between Turkey and other key NATO members? In response to such questions, a number of foreign policy practitioners as well as researchers and long-standing Turkey watchers have cautioned that a number of centripetal forces – dynamics that keep member states together - remain sufficiently strong at a structural level to keep Turkey-NATO relations on track. There seems to be widespread agreement on both sides that the alternative is simply worse. At the same time, the report also argues that these centripetal forces are losing their strength, and that centrifugal forces pulling the alliance apart are gaining strength and salience. Barring wild card developments, the net result is that this will increase the likelihood of further troubles ahead for Turkey-NATO relations The report is based on an analysis of the published policy commentary, scholarly literature, as well as a series of semi-structured interviews conducted with practitioners and academic experts during the course of 2019.

63. International Peace Efforts in the Syrian Civil War: The ‘Inevitable’ Failure?

Abstract:: The purpose of this article is to assess international negotiation efforts towards ending the civil war in Syria. Although many peace events have been organised since the beginning of the civil war, the existing literature has paid little attention to the impact of international peace efforts in ending the Syrian war. The article aims to close this gap by assessing major peace efforts between 2011 and 2019; The Arab League Peace Plan, the United Nations peace initiatives, and the Geneva, Vienna and Astana peace talks. It analyses these efforts through official reports and documents published by the UN, US, Republic of Turkey, UN Security Council, and members of peace initiatives. These documents are complemented by newspaper articles showing the official views of the regional and global actors as well as the key agents of the conflict. Therefore, the article reveals the reasons for the failure of these conflict resolution efforts. The Syrian government’s reluctance to end the conflict in a non-violent way, the armed groups’ dream of territorial gains and regional and global powers’ involvement in the conflict prevented the solution of the conflict. It utilises official negotiations and ripeness approaches to investigate the insights and contents of peace efforts. The article argues that the regional and global powers have acted as facilitators instead of mediators in the peace talks. It finds that even though these peace events are viewed as official negotiations, they are only pre-negotiation efforts.

Abstract:: Following Turkey’s recent military operation in Syria (Operation Peace Spring), “Turks” and “Kurds” have widely been dichotomized by the Western media outlets and political circles. US President Donald Trump even claimed that “Turks” and “Kurds” have been fighting for hundreds of years, and that they are “natural enemies.” However, the complex historical relationship of “Turks” and “Kurds,” as a loosely connected social totality prior to the age of nationalism, refutes such sloppy and feeble contentions. This work presents an identity-driven historical survey of Turkish/Turkmen societies’ and polities’ interrelations with Kurdish collectivities until the emergence of modern nationhood and nationalism. In doing so, this article provides an ideational and narrational context feeding the Turkish government’s contemporary relationship with the Kurds of the Middle East. The major complication in journalistic and academic literature is rooted in the lack or omission of historical background informing current policy choices influenced by how relevant actors historically perceive each other. Today’s incidents and facts such as the “solution process,” “village guard system” or different Kurdish collectivities’ positions between Iran and Turkey are sometimes akin to precedent events in history. This work aims to make a holistic contribution to fill this gap and to provide a succinct historical overview of interrelations.

66. Ceasefire or Escalation in Libya?

Abstract:: After the fall of Sirte, Erdogan and Putin’s desired ceasefire can only be achieved with Washington’s support. Over the past week, regional and European actors have increased their diplomatic activity around Libya in response to intensifying violence in the nine-month-old civil war. On January 8, less than a week after the Turkish parliament approved sending forces to support the Tripoli-based Government of National Accord (GNA), President Recep Tayyip Erdogan and Russian leader Vladimir Putin met in Istanbul and called for a Libya ceasefire to begin on January 12. Whether or not Moscow and Ankara manage to pause the violence temporarily, their growing influence in Libya represents an epic failure of Western attempts to resolve the conflict diplomatically. The longer-term effort to jumpstart Libya’s political transition requires a wider international effort at peace and reconciliation—something Russia and Turkey can support but not lead. Putin and Erdogan seemed to acknowledge that fact at their summit, endorsing a long-planned multilateral conference in Berlin aimed at recommitting all relevant actors to support an end to hostilities and respect the UN Security Council’s mandatory but widely ignored arms embargo. Even assuming Putin is serious and withdraws Russian mercenaries from the frontlines, a full, lasting ceasefire cannot transpire until the other actors who support Gen. Khalifa Haftar’s so-called Libyan National Army (LNA) agree to withdraw their equipment and personnel for a fixed period while negotiations are launched—especially the United Arab Emirates, which provides the LNA with critical air superiority. At the same time, Turkey would have to take commensurate de-escalatory steps of its own. The United States is the only actor that holds enough weight with all the foreign parties to bring about an authentic ceasefire. Abstract:: Turkey, Russia, and Washington have compelling reasons to welcome a new ceasefire agreement, however imperfect, but they still need to address the longer-term dangers posed by the Assad regime’s murderously maximalist strategy. Recent fighting between Turkish and Syrian regime forces in Idlib province has seemingly wiped away the last vestiges of the September 2018 Sochi agreement, brokered by Russian president Vladimir Putin as a way of pausing hostilities and dividing control over the country’s last rebel-held province. Beginning last December, renewed Russian and Syrian attacks against civilians sent a million residents fleeing toward the Turkish border, creating another humanitarian disaster. Then, on February 27, thirty-three Turkish soldiers were killed when their unit was attacked in Idlib—Ankara’s largest single-day loss in Syria thus far. Turkey initially blamed Bashar al-Assad for the deaths, but eyes soon turned to his Russian patron as the more likely culprit, elevating tensions between Ankara and Moscow to a level not seen since Turkish forces shot down a Russian plane in November 2015. Meanwhile, the Turkish military and its local partner forces launched a string of attacks against the Syrian regime and its Iranian-backed militia allies. On March 5, President Recep Tayyip Erdogan will meet with Putin in Moscow to discuss these rising tensions. If the two leaders reach another ceasefire deal, will it last any longer than the short-lived Sochi agreement? More important, what effect might it have on the latest refugee crisis threatening to wash over Turkey and Europe?

Abstract:: Turkey represents a multi-layered challenge for the United States in the Eastern Mediterranean, where it is simultaneously an ally and an antagonist. Its status as a partly European and partly Middle Eastern state confounds a US policy process that has stark divisions between the two regions. Turkey’s maritime activities stymie a policy process that is overwhelmingly terrestrial in its orientation. Turkey is also seeking to become more deeply involved in a region in which the United States has important stakes but where it is seeking to reduce its footprint. Most importantly, though, the United States lacks both a strategy and a policy towards the Eastern Mediterranean, providing opportunities for a proactive Turkey to act while the United States and its allies react. While a strategy would not by itself resolve growing US tensions with Turkey, it would provide opportunities for greater policy coordination across the US government, and with allies as well. The US–Turkey alliance was a bulwark of US global strategy for decades, but tensions have been growing lately. Turkey’s Kemalist heritage, its massive conventional army, and its wariness of the Soviet Union just to its north served US strategy in the half-century after World War II. However, in the last two decades, all three pillars of the relationship have been shaken. Turkey’s simultaneous embrace of a muscular nationalism, politicians’ marginalisation of the military, and the country exploring a new modus vivendi with Russia all render Turkey a troubling and confounding partner.

The countries’ disagreements over situations in Syria, Libya, the Eastern Mediterranean, and lately the Caucasus, have escalated significantly, generating fears of a proxy conflict with direct military confrontation between the two North Atlantic Treaty Organization (NATO) members. Attempting to rally widespread European support, France assertively challenges the Turkish “neo-Ottoman” ambitions; while Paris is anxious of Ankara’s acts outside of Paris’s expectations for a historically narrowly defined Turkish national interests. In the medium-term, the two countries appear to be testing each other to redefine their respective zones of influence, adapting their foreign policy objectives in the turbulent dynamics of the post-Arab Spring era. This power competition resonates domestically, as both the French and the Turkish public are receptive to the developing negative narratives of “the other.”

Abstract:: For decades, Turkey’s conflict with its own Kurdish minority has hindered the country’s democratization. But neither Turkey’s democratization nor the Kurdish quest for political rights has occupied an important place in U.S. policy. Turkey’s democratic shortcomings have been ignored by U.S. administrations for the sake of greater geostrategic interests. In a similar fashion, Kurdish rights have been overlooked in the game of power politics. Today’s regional context, however, ties Turkish democracy and the peaceful resolution of the Kurdish question to the U.S. security interests in the region. The United States must therefore pay closer attention to both. There is no doubt that most freedoms under Turkish President Recep Tayyip Erdogan have been dramatically curtailed. Opposition leaders continue to face arrest and prosecution. Authorities use anti-terror laws broadly against those who are critical of the government. Thousands of people—including minors, journalists, foreign journalists, human rights activists, and social media users—who exercise their right to freedom of expression face criminal prosecutions on trumped-up terrorism charges. The mainstream media are largely controlled by the government and routinely carry identical headlines. Most concerning of all, however, is the ongoing conflict between the Turkish state and the Kurdistan Workers Party (PKK). A string of clashes in the mainly Kurdish region between the PKK and Turkish security forces has killed thousands since the ceasefire broke down in 2015—including 464 civilians, 1,166 Turkish security personnel, and 2,544 PKK militants—and displaced 350,000 people[1]. Both the PKK and the Turkish state played a role in the destruction of major segments of Kurdish cities. The political ramifications of the fighting have been equally disastrous. The Turkish state response has largely criminalized Kurdish political expression. Hundreds of Kurdish news outlets have been shut down. Thousands of Peoples’ Democratic Party (HDP) activists and dozens of Kurdish co-mayors and HDP parliamentarians remain in prison. The Turkish government has removed elected mayors in Kurdish regions and installed government-appointed trustees in all but a few of the 102 HDP-controlled municipalities.

Abstract:: In October 2018, the Mitvim Institute held its annual Israel-Turkey policy dialogue, for the seventh consecutive year. The dialogue took place in Istanbul, in cooperation with FriedrichEbert-Stiftung, and was participated by Dr. Nimrod Goren, Dr. Roee Kibrik and Arik Segal of the Mitvim Institute. The policy dialogue included a series of meetings and discussions, with Turkish scholars, journalists, former diplomats, and civil society activists. It focused on Israel-Turkey relations, in light of the current crisis in ties, and on Turkey’s foreign policy in the Middle East. The policy dialogue aimed at helping improve Israel-Turkey relations, by enabling experts from both countries to exchange views on regional developments, to identify opportunities for better bilateral relations, and to increase cooperation between researchers and policy analysts from both countries. Throughout the dialogue, there was a sense that Turkey and Israel can find a way to overcome their current crisis and to reinstate ambassadors. Nevertheless, such progress is not expected to lead to a significant breakthrough in the relations. The Turkish counterparts expressed hope that Israel and Turkey will resume talks on natural gas export from Israel; shared their concern over what they perceive as Israel's support of the Kurds in northern Syria; and pointed out that Turkey and Iran should not be considered by Israel as allies, but rather as countries that cooperate at times regarding shared interest but are also competing with each other and adhering to different ideologies and beliefs. The dialogue also emphasized the importance attributed in Turkey to Jewish community in the US, and to the impact it has on the American discourse towards Turkey as well as on US policy towards the Middle East. This paper highlights key insights from the meetings and discussions that took place throughout the policy dialogue. It does not reflect consensus among all participants.

Abstract:: In recent years, the Eastern Mediterranean has become a central focus of world powers, of states in the Middle East, Europe, and beyond, and of international corporations. Regional geopolitical developments, as well as economic opportunities generated by natural gas discoveries in the Mediterranean, have contributed to this trend and turned the Eastern Mediterranean into a distinct sub-region perceived as having unique features. Israel plays a central role in this development. Israeli diplomacy identified these trends correctly, successfully becoming an active and dominant player in the region. The natural gas findings in Israel’s exclusive economic zone (EEZ) provide it with a wider range of diplomatic options, helping it promote relationships with various states in the region; including some engaged in conflict with each other. Israelis regard the Mediterranean as an important component of their identity, as reflected in the 2018 Israeli Foreign Policy Index of the Mitvim Institute, in which 22 percent of those surveyed claimed Israel belongs predominantly to this region (compared with 28 percent who said it belongs to the Middle East and 23 percent to Europe).

Abstract:: urkey is focused on Russia in its policy vis-à-vis the Black Sea region, Cauca- sus, Ukraine, Balkan countries as well as, at least to some extent, Central European countries, including Poland. This priority has its impact on Ankara’s relationship with Eastern and Central European countries, which remain in the shadow of Turkish policy towards Russia. However that negative impact is not powerful enough to spoil Turkey’s cooperation with Eastern and Central European countries. It certainly limits the scope of such partnerships or alliances. Turkey contin- ues to cooperate with the region’s countries, but often rejects their Euro-Atlanticism. In Turkish perception the EU’s enlargement in Central Europe was unjust (as Turkey has been applying much longer for the EU’s membership without any significant progress, whereas post-commu- nist countries were accepted relatively quickly). NATO enlargement in the East in Turkey’s view was always a ‘risky adventure’. At the same time, from Ankara’s point of view the Middle East is strategically more important than Turkish northern neighbourhood. Moreover, Turkey wants to be an equal interlocutor in dialogue with Russia, the U.S. and the EU, whereas it often conceives post-communist and post-Soviet countries merely as a zone of influence for the Kremlin and Washington or their battleground in Cold War 2.0.

Abstract:: Iran has shown a particular interest in improving its bilateral relations with Turkey, mainly at the economic level. This was evident in the visit of Iranian President, Hassan Rouhani, to Turkey, on December 20, to participate in the fifth session of the Supreme Council for Strategic Relations between the two countries, accompanied by a mostly economic delegation. Tehran believes that there are several factors, related to developments in the regional and international arenas over the past period, which can help achieve this goal, namely increasing the volume of trade between both countries to USD 30 billion. However, Iran’s betting on the Turkish role seems to have limits due to the ever-changing and unstable nature of Turkish policy, which casts doubts over the possibility of reaching such level of rapprochement.

During a speech at the Valdai International Discussion Club at Sochi resort on October 18, 2018, Russian President Vladimir Putin announced that his country achieved its goals in Syria. He noted that the Russian military intervention was aimed at fighting terrorism and preventing the fragmentation of Syrian territory, invoking the case of Somalia as a model that Russia prevented its recurrence in Syria, adding that the next stage will be devoted to settlement in the United Nations. However, this does not negate the fact that such efforts may encounter many challenges, over the key outstanding issues, foremost among is the position of the Syrian regime itself.

Abstract:: The July 9 swearing-in of Recep Tayyip Erdoğan for his second term as Turkey’s president—and his subsequent decree1 thoroughly restructuring the Turkish government—have inaugurated a new phase in the country’s political history. Erdoğan will preside over a new system in which power is even more centralized in the office of the presidency than it was previously. Of course, this structure represents the institutionalization of what had been a de facto reality: Erdoğan was already the unassailable top decision-maker, and he will remain so. This continuity means that there may be little visible change in many areas of government. But the shift is emblematic of Turkey’s transformation over the last decade from an institutional, bureaucratic state into a highly personalized one. This personalization will affect Turkey’s foreign policy management, which may become even more unpredictable than it was before, with ramifications for U.S. and EU policy. As just one element of this change, Western diplomats may find that long-time Turkish diplomatic or military contacts have diminished authority and responsibility as foreign and security policy development is centralized in the presidential palace.2 Given his complete personal control, it is time to take seriously President Erdoğan’s apparent desire for Turkey to chart a more independent course, one that shows less deference to the ties that have long bound Turkey to the Western security architecture. During the swearing-in ceremony in Ankara, Venezuelan President Nicolás Maduro hailed his Turkish counterpart as the “leader of the new multi-polar world.”3 Erdoğan and his advisers certainly share this view: They believe that the United States is in decline, that the world is fundamentally multipolar, and that Turkey deserves to be a center of gravity in its own right.4 They further feel that the West is hypocritical in its espousal of democratic values and human rights. Therefore, they have concluded that Turkey’s traditional, Western-oriented foreign policy is obsolete.5 This worldview has led Erdoğan to adopt a transactional approach toward the United States and Europe and cultivate ties with Iran, China, and—especially—Russia.6 Alongside this understanding of a changing world, President Erdoğan has built his domestic political legitimacy on an aggressive nationalism that includes at its core deeply anti-Western and anti-American rhetoric.7 This was on full display in Erdoğan’s recent electoral campaign, which relied heavily on anti-Western resentment, conspiratorial thinking, and the cultivation of a sense of national threat—all staples of the Justice and Development Party’s (AKP) politics in recent years. Meanwhile, the election empowered the extreme nationalists of the Nationalist Movement Party (MHP). This will only reinforce the negative trends in the government’s political orientation, given the MHP’s deep suspicion toward the United States and hostility toward any reopening of dialogue with Kurdish populations in eastern Turkey and northern Syria. This issue brief considers the ramifications of these changes for U.S. policy, providing recommendations for how the U.S. government should approach bilateral relations with Turkey in the months ahead. It is a policy designed to maintain the viability of U.S.-Turkish relations while seeking to restore Turkish respect for U.S. interests.

Thomas Qwesi Quartey together with several foreign affairs ministers of African countries as well as AU representatives. Considering that a Turkey–Africa Summit is scheduled to be held in 2019 in Turkey, this TurkeyAfrica Ministerial Review Conference was held to evaluate the progress of Turkey’s Africa partnership so far in conjunction with steps that could be taken to even solidify this special relationship.

Abstract:: The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.

Abstract:: This article discusses Turkey’s activities after its membership to the League of Nations in 1932 and especially to the Council in 1934 and its ambivalent position towards to the League. This work is based on the archival documents on Turkey at the League of Nations’ Archives in Switzerland. Even though bulk of documents on Turkey has not been classified yet, collection presently available is sufficient to reflect the ambivalent position of Ankara towards the League in the interwar era. Ankara believed that the League could contribute a great deal to the world peace but at the same time it questioned the implementation of its principles.
