2. Unravelling Turkish involvement in the Sahel: Geopolitics and local impact

- In the past decade, Turkey has significantly expanded its engagement in Africa, leading to concerns within the European Union (EU) that this influence might be used to undermine EU policy and member states. This policy brief analyses the strategic motives and evolution of Turkish involvement in the Sahel region, focusing specifically on Mali, Burkina Faso and Niger. Drawing from interviews conducted with Sahelian and Turkish political, business, diplomatic and educational stakeholders between October and December 2022, the authors contend that Turkey’s foreign policy in the Sahel demonstrates a multifaceted approach that aims to strengthen its presence across economic, cultural, defence and development spheres. However, it is also emphasised that Turkey’s engagement in the Sahel remains relatively limited when compared to its activities in other African countries, for example Libya, Somalia and Algeria. In light of these findings, this policy brief recommends that the EU adopt a pragmatic approach, drawing lessons from Turkey’s strategy while trying to manage, and where possible benefit from, the impact of Turkish security assistance and to foster opportunities for Sahelian populations in Europe through scholarships and employment initiatives.

- The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

- Russia and Turkey’s complex relationship has significant implications for U.S. and North Atlantic Treaty Organization (NATO) strategic interests. The two states cooperate, deconflict, and compete in multiple theatres within Turkey’s extended neighborhood, which straddles United States Africa Command (USAFRICOM), United States Central Command (USCENTCOM), and United States European Command (USEUCOM) areas of responsibility (AORs). 1 Their bilateral strategic trade has created mutual dependencies and vulnerabilities across multiple sectors, such as natural gas, nuclear energy, and tourism. Russia’s invasion of Ukraine in February 2022 has many implications for the Russia-Turkey relationship. While engaging actively with Russia and stoking fears that its commercial ties with Moscow could serve Russia’s evasion of Western sanctions, Turkey has also provided TB2 Bayraktar drones to Ukraine, invoked the Montreux Convention, and offered itself as a mediator on various operational issues in the Russia-Ukraine war. As a result of these steps, Turkey’s leverage over both Russia and NATO allies has increased since February 2022. From a U.S. perspective, the implications have been mixed as Turkey has translated its increased leverage into foreign policy steps that threaten to undermine U.S. interests and NATO cohesion. Turkey remains of significant importance to the United States in enabling its interests in the three aforementioned AORs, preventing third actors like China and Iran from operating in the “seams,” and generating an enhanced, unified, and credible NATO capability and capacity in response to Russian aggression. It follows that Turkey’s interplay with Russia in its extended neighborhood has far-reaching implications for the United States and NATO. This study aims to shed light on this relationship, its likely trajectory over the coming decade, its implications for U.S. strategic interests, and how the United States and NATO might shape the Russia- Turkey interplay to their advantage.

- Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

- Since the Arab uprisings in 2011, but especially after the failed coup d’état in 2016, Turkey’s foreign policy has shifted from ‘zero problems’ to the pursuit of strategic depth and autonomy in its neighbourhood. In 2020, Syria, Libya and the South Caucasus became three theatres for Ankara’s new hard-power tactics, a policy that may well be here to stay (at least until the elections in 2023). This policy brief explores the strategic motives, the means of intervention and the impact of Turkish operations in these three conflict areas. While Turkey’s strategic considerations, modalities and consequences vary greatly from case to case, certain parallels can be drawn. They reveal an overall pattern of a much more assertive Turkey that is increasingly willing to deploy a combination of political and military means to secure its strategic objectives in its immediate neighbourhood.

- The 2020 war between Azerbaijan and Armenia created an unexpected opportunity for Turkey and Armenia to normalise their relationship. For nearly a century, Turkey and Armenia have had almost no relationship and a closed border due to the legacy of the Armenian genocide, the cold war, and the conflict between Azerbaijan and Armenia. But both countries now feel it is in their interest to normalise the relationship and open the border – not least to promote trade and to balance against Russian influence in the region. In recent months, Turkey and Armenia have increased the pace of this normalisation by opening air corridors, appointing special representatives, and initiating direct bilateral negotiations over the re-establishment of diplomatic relations and reopening the border. This process is a rare example of a positive sea change – and is likely to be one of the few bright spots in an increasingly unstable and competitive international order.

- In the summer of 2020, the Central and Eastern Mediterranean became the center of unusual tensions between France and Turkey. Given that these tensions were also military, which is uncommon for the two countries, the perception that the French military has of Turkey’s army and its doctrine is particularly relevant to address. From the interviews that were conducted with French officers, it appears that for the French military, 2016 and 2020 are two milestones in the evolution of both Turkish political and military Turkish attitudes. From 2016 onwards, the Syrian and Libyan conflicts uncovered diverging interests between France and Turkey, with military implications for France. In the same year, Turkish military behavior in the Eastern Mediterranean started shifting, but was at first seen as of little consequence. Additionally, the failed coup attempt against President R. T. Erdogan decreased the level and quality of communication and cooperation between both militaries. In 2020, Turkish aggressiveness openly manifested itself in the Eastern Mediterranean, including directly against France with the Courbet incident. This attitude was criticized by the interviewees who specified that such behavior, along with unilateral actions and faits accomplis, would not be tolerated in the future. Yet, it also appears that the French military show respect for the Turkish armed forces. The latter are generally accredited with professionalism, reliability, efficiency, and determination. The interviews revealed no sign of animosity by the French officers towards their Turkish counterparts: sometimes, even the opposite was detected.

- Major population movements have contributed to the transformation of the social and political landscape in Turkey. Political Islam and a resurgent nationalism are now among the primary factors in decision-shaping. National ambition is visibly shifting away from close association with/participation in the West, coloured by a visible revival of a particular view of its Ottoman past. The resulting domestic political dynamics are affecting the composition and traditional Western orientation of major state institutions, including the military. The above translate in a trend of distancing of the Turkish Republic from its partners of the last century and of difficult if not hostile relations with the US, the EU and some of its member-states, and other states in the region. The shift to a multi-polar world is contributing to this trend, fueling ambitions of the Government, but also of a significant part of the broader elite, for an increased role of Turkey as a regional power and on the global stage. The US and its allies, and the EU and its member-states must engage in a serious evaluation of Turkey’s transformation and its strategic orientation, which they have yet to do.

- This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. El presente artículo pretende dar cuenta de la situación actual de Siria y, en particular, de los objetivos particulares que mantienen en el país diversos actores. Después de que desaparecieran las dos razones principales esgrimidas para intervenir en el conflicto, quedó de manifiesto su auténtica naturaleza de guerra subsidiaria y sectaria, que se inserta en las más amplias contiendas entre rivales históricos como los Estados Unidos y Rusia, por una parte, y Arabia Saudí, Turquía e Irán, por otra, y que ninguno entre ellos parece tener interés en acabar sin recibir compensaciones.
