Abstract:: With the U.S. military presence on a potentially short timetable, officials should prioritize policies that ensure the continued security of Islamic State detention facilities, such as brokering local ceasefire agreements and alleviating Turkish concerns. Five years ago, we warned that a snap decision to depart Syria would be a devastating setback and damage American credibility. A few weeks later, amongst a U.S. withdrawal and subsequent Turkish invasion into areas held by the Syrian Democratic Forces, we argued the United States would need to maintain the ability to fight remnants of the Islamic State and ensure the fighters in detention remain there. Washington ceded much of its negotiating power in the country to Moscow and Ankara, only to reverse course a few months later and keep a small allotment of troops in northeast Syria to prevent a power vacuum and a run on Syrian oil and gas infrastructure. Today, the United States and its Kurdish-led partners face a nearly identical set of challenges, but in a massively changed balance of power in Syria. And despite political nominees’ reassurances that the United States is unlikely to abandon its partners there, Trump himself has been more ambivalent...

2. Costly Incrementalism: U.S. PKK Policy and Relations with Türkiye

Abstract:: U.S. policy towards the PKK, a designated Foreign Terror Organization, has varied significantly over four decades, reflecting a clear periodization based on pragmatic policy interests and the interplay of U.S. actions and Turkish responses. Washington has over time supported Turkish counter-PKK actions without direct involvement; actively supported Turkish counter-PKK efforts; tolerated or tacitly supported PKK activities; and directly instrumentalized and supported the PKK in Syria and regionally. Washington’s evolving stance toward the PKK coincided with the rise of Al Qaeda (AQ) and its offshoot, the Islamic State in Iraq and Syria (ISIS) as the focus of U.S. Middle East policy. The evolution reflected an incremental approach that subordinated U.S.-Turkish relations and other regional problems to the campaign against AQ/IS. Bilateral cooperation suffered as incrementalism, low trust, and transactionalism came to characterize the relationship. This paper examines the history, current dynamics, and possible future trajectory of U.S. PKK policy as a problem in U.S. Turkish bilateral relations.

Abstract:: This article analyzes how the geopolitical representation of the United States in Turkish political discourse changed during the 1960s and 1970s in the context of deep crises between the two countries, such as the Cyprus question, the opium issue, and the US arms embargo on Türkiye. Within the framework of critical geopolitical theory, it uses the concept of “geopolitical representation.” It examines the changes in the geopolitical representation of the United States in Turkish political life through practical geopolitics. To this end, it evaluates the debates, speeches, and correspondence made by the representatives of the ruling and opposition parties and members of the government in the Turkish Grand National Assembly between 1964 and 1979, within the context of the crises in Turkish-American relations, particularly within the foreign policy framework. It is argued that while the alliance between Türkiye and the United States and Türkiye’s membership in NATO were seen as important symbols of Türkiye’s sovereignty and enjoyed unwavering support in the 1950s, tensions with the US, Türkiye’s “strategic partner,” in the 1960s and 1970s led to notable shifts in the Turkish parliament’s narrative. As a pioneer of anti-NATO and anti-US rhetoric, the Workers’ Party of Türkiye (TİP) played a prominent role in shaping parliamentary discussions.

Abstract:: This article analyzes the underlying wellsprings for the major strains that disrupt the U.S. - Türkiye relationship. These strains arise from the U.S. support of the PYD/YPG/YPJ in Northern Syria as boots on the ground against ISIL; Türkiye’s purchase of the Russian S400 missile defense system; Türkiye’s energy imports from Russia and Iran; the U.S. refusal to extradite Fetullah Gülen; and Washington’s complaints about the AKP government’s anti-democratic tendencies. This article analyzes why and how some of these issues have evoked strong ire and distrust on both sides and others much less so by employing a paradigm based on five integrated variables: Türkiye’s military and economic capabilities; the availability of its natural resources, particularly energy; as well as threats to the legitimacy of the AKP regime and to the society’s ethnic and religious cohesion. Utilizing the paradigm, the article proposes measures that will increase the opportunities to build a firmer partnership between the U.S. and Türkiye.

Abstract:: Türkiye - United States relations have a multifaceted character and have spanned a long period, witnessing ups and downs throughout their historical trajectory. Türkiye’s relations with and foreign policy towards the US have been closely monitored by the public, and diverse perspectives towards the US have emerged within Turkish public opinion over time. This paper investigates the various factors that affect Turkish public opinion towards the US. Previous studies have generally examined public opinion through the demand side, exploring what features of the public predict their behavior towards other countries. In this research, we examine what exactly it is about the US that the public likes or dislikes. The research question of this article is: What are the determinants of the variation in individuals’ foreign policy attitudes towards the US in Türkiye? By answering this question through survey data conducted in 2021, we aim to present the economic, security-related, and political reasons behind the Turkish public’s positive and negative attitudes toward the US. The findings demonstrate that individuals are influenced by various dimensions pertaining to the US and its relations with Türkiye. The respondents’ demographic characteristics and political and foreign policy attitudes have resulted in disparate opinions regarding these multiple dimensions.

Abstract:: Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

7. The Deinstitutionalization of U.S. and Turkish Foreign Policy: Why Societal Ties Are an Anchor in Bilateral Relations

Abstract:: This paper challenges two prevailing narratives about U.S.-Turkey relations: first, that international and individual-level factors are responsible for volatility in the relationship and second, that bilateral relations are uniformly bleak. In contrast to these perspectives, this paper proposes a domestic and institutional explanation for the rising volatility of U.S.-Turkey relations and conceptualizes societal ties as an anchor in the bilateral relationship. This paper advances two inter-related arguments. First, I argue that a key driver of volatility in U.S.-Turkey relations since 2016 is the deinstitutionalization of U.S. and Turkish foreign policymaking. In the United States, the root cause of deinstitutionalization is intensifying polarization over foreign policy, fueled by the rise of populism. In Turkey, by contrast, foreign policy has deinstitutionalized through personalization: the steady concentration of decision-making power in the hands of President Recep Tayyip Erdoğan. Second, against this backdrop of deinstitutionalization, I show that societal ties between the United States and Turkey provide a uniquely stable and enduring area of bilateral cooperation. I provide evidence for this argument in two key domains: 1) civil society and media and 2) higher education. These societal linkages, I argue, are often resilient precisely because they are disconnected from domestic politics and foreign policy. These societal ties should thus be understood not as agents that can reshape bilateral relations but as anchors that prevent the two nations from drifting apart.

Abstract:: Turkey-US relations in the Middle East have evolved significantly in recent years. Initially based on shared threat perceptions and strategic outlooks during the Cold War, the alignment became characterized by divergences on some issues after the Gulf War in 1991. Their relationship in the Middle East has even become hostile in recent years. Turkey’s increased regional aspirations and evolving threat perceptions in the Middle East, framed within an ontological security narrative, have strained bilateral ties. This shift is compounded by divergent worldviews influenced by domestic political changes in both countries. Despite these challenges, the alliance persists within NATO, albeit with complexities arising from the interplay of external pressures and internal dynamics. This article explores these dynamics using a Neoclassical Realist framework to explain how Ankara’s evolving threat perceptions and ontological security concerns have reshaped Turkey-US relations in the Middle East amid changing global and regional contexts.

10. "A Capital City Will Always Be a Capital City”: Konya’s Rise Under the AKP’s Rule

Abstract:: While the May 2023 parliamentary and presidential elections looked as a difficult test for the flagging Islamo-conservative Justice and Development Party (AKP), they eventually held on to power, demonstrating their remarkable foothold in the Turkish context. The party notably recorded one of its highest scores in Konya, confirming the massive and uninterrupted support of this two-million inhabitants central Anatolian city for Turkish political Islam. The phenomenon can be explained by the benefits that Konya has derived from its relationship with the Islamic movement for several decades. Long marginalized in a provincial space, little connected to Western Turkey’s centers of power, Konya, renowned for its history and religious heritage, became an “Anatolian tiger” under the AKP rule. The province’s economic development started from an agricultural base (Turkey’s cereal granary) enabling the emergence of a local agro-industry. It was driven by dynamic small and medium-sized enterprises, combining conservative values with entrepreneurial efficiency. Forging close ties with the AKP, Konya has benefited from territorial development policies that facilitated its rapid opening to the world. Thanks to its Anatolian identity, central geography, diversity of human flows and capacity to project its economic dynamism into increasingly distant markets (like Africa), Konya has become a showcase for the paradoxical modernity of the new Turkey.

11. Understanding the Energy Drivers of Turkey’s Foreign Policy

Abstract:: Turkey has an energy dependence problem. For the past two decades, Ankara’s energy needs have been on the rise, and they are projected to continue on an upward trajectory until at least 2035. Yet, the country is not endowed with the proven natural resources to support its energy needs, and so it imports almost all of the energy it consumes. This reliance on energy imports creates economic and security constraints for Ankara. On the economic front, strategic decisions to diversify Turkey’s energy market impact the direction and pace of the country’s economic development. On the security front, dependence on foreign energy exposes Turkey to external shocks and creates vulnerabilities that affect the country’s international posture. To Turkish policymakers, this is hardly breaking news. For many decades, successive governments have been considering ways to diversify the country’s energy portfolio with the objective of ensuring access to affordable, reliable energy supplies. Domestically, this goal has translated into continued investments in locally produced power, such as the development of natural gas fields under the Black Sea and the opening of nuclear and coal-fired power plants across the country. Externally, the aim of diversification has led Ankara to forge a wide range of international partnerships and preserve relations with both Western purchasers of Turkish exports and key energy providers, including Russia and countries in Turkey’s immediate neighborhood. What is more, Ankara pursues its energy diplomacy against the backdrop of a broader geopolitical strategy of bolstering Turkey’s status as a regional power based on its geographic position and connections. At the heart of this strategy is a grand plan to establish Turkey as a major natural gas hub that will put the country at the center of regional energy trade. This policy has ramifications for Ankara’s relations with its close and more distant neighbors. Turkey is surrounded by energy-rich countries, and one of its primary objectives when reaching out to them is to secure the conditions for a steady inflow of energy resources—typically, natural gas and oil. This objective can lead to the development of durable economic partnerships, such as with Azerbaijan, Turkmenistan, and Iran; but it can also spark conflicts of different degrees of intensity, such as with Turkey’s Eastern Mediterranean neighbors and Iraq. Beyond its immediate neighborhood, Ankara’s gas diplomacy is consequential for relations with Russia—with which Turkey has been strengthening its energy relations beyond hydrocarbons—and with Europe. On the demand side of Ankara’s natural gas market equation, European countries are thirsty for non-Russian hydrocarbons in the short and medium term and for green energy in the longer term. Turkey has the potential to provide both, as long as it comes up with strong policies that support these energy transitions. To do so, the Turkish government will need to shift its approaches not only to energy but also to geopolitics. Ankara will have to present itself as a reliable energy partner for Europe and ramp up its investment in clean energy technologies. Delinking Turkey’s economic development from its dependence on hydrocarbons will benefit Ankara financially while bringing it closer to its European allies. Building a long-lasting energy partnership with Europe remains one of Turkey’s greatest challenges.

12. Palestine: Public Opinion Report 2023, Part 2

Abstract:: Palestinians see the Israeli occupation as the most critical threat facing Palestine and their most preferred countries are Turkey, Qatar, and China. In a comparison between China's and U.S. foreign policies, the Palestinian public views China's policies more positively than those of the U.S. on all issues at hand. Wide-ranging opposition to Arab normalization with Israel remains as strong as it was two years ago, but most express optimism about the world's solidarity with the Palestinians, and the vast majority expresses opposition to Russia's invasion of Ukraine. These are the results of the latest wave of the Arab Barometer (AB) poll in Palestine, the 8th to be conducted since the start of these polls in the Arab World. The poll was conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip essentially during the period immediately before the start of the October the 7th war in the Gaza Strip and its envelop on the Israeli side. The period leading up to the poll witnessed a number of important developments, including the 30th anniversary of the signing of the Oslo Accords. The period saw a rise in the number of Israeli incursions into Palestinian cities and refugee camps, particularly in the northern parts of the West Bank. During this period, Palestinian factional leaders met in City of El Alamein in Egypt in the presence of President Abbas but failed to agree on a joint statement. During this period, settler terrorist acts in Palestinian areas of the West Bank increased, as did armed attacks by Palestinians against settlers and Israelis. Finally, there have been press reports that there are US-Saudi negotiations to reach an agreement to normalize SaudiIsraeli relations and that Palestinian-Saudi and Palestinian-American meetings have been held to set Palestinian conditions for this normalization agreement. This report is the second in a series of reports that cover the findings of the current wave of AB. It addresses one important issues covered by AB8: Palestinian perception of various international and regional actors and other international relations issues. While the focus is placed on the findings of AB8 regarding these topics, the report sets to compare these findings with those obtained by PSR in AB7, conducted two years earlier, and one poll conducted after AB8.

Abstract:: Water scarcity in the Middle East poses a formidable challenge, with far-reaching implications for the region’s ecological balance, socio-economic stability, and security. This policy paper examines Israel’s water policy through an analysis of four case studies, beginning with the Madrid Conference of 1991, and followed by an evaluation of Israel’s bilateral relations with Palestine, Jordan, and Turkey. Three key geopolitical objectives are identified for Israel: securing domestic water resources, fostering Israel’s integration in the region, and promoting long term regional resilience. Hydropolitics emerges as a pragmatic approach to address the complex interplay of interests and grievances surrounding water management in the Middle East, and offers opportunities for dialogue, trust-building, and sustainable resource management. Drawing on historical lessons of hydropolitical initiatives in the region and considering the unique socio-political Middle Eastern landscape, this paper proposes new insights to advance Israel’s objectives and enhance regional stability.

Abstract:: Online social networking services (Facebook, Twitter, YouTube, etc.) have altered the way we engage with individuals, groups, and communities by profoundly changing our everyday information and communication habits on a global scale. Today, social media has also grown into a massive data repository providing very detailed information on the opinions, beliefs, and communications of millions of individuals. Similarly, social media analysis has grown into an essential method for various fields, including political science and international relations. The purpose of this study is to undertake a nuanced social media analysis using Twitter data to contextualize and assess the context, scope, and impact of Turkish IR scholars’ interactions on Twitter. Within the scope of the paper, network analysis, topic modeling, descriptive statistics, and regression analysis approaches will be employed to draw meaningful interpretations about their Twitter interactions. Our basic premise is that among Turkish IR scholars, there is a collective network that connects them in terms of interactions, attitudes, and opinions, and that network may be found by analyzing their Twitter data. This working assumption is not supported by the findings.

Abstract:: This study aims to present a critical portrayal of teaching geopolitics at Turkish universities by assessing both undergraduate and graduate levels of Political Science and International Relations (IR) curricula. Geopolitical analysis has gone through several phases and traditions by conceiving space as a crucial element for representing world politics. In addition to interstate rivalries, geopolitics also refers to many conflicts and rivalries within an intrastate framework in the context of multiple territorial scales. While geopolitics seems to be falsely perceived as something equal to a state-centric and hard realist academic subfield under a strong military tutelage in Turkey, it lacks a broad multi-level analysis, as well as geographical and historical reasoning. In this study, I propose to consider cartography, territoriality, and geopolitical representations, which form the basis of contemporary geopolitical analysis. The article evaluates weekly schedules, learning outcomes, content, and objectives of the courses available on the European Credit Transfer and Accumulation System (ECTS) information packages on university websites. Based on a qualitative case study, it eventually aims to improve the methodological character of geopolitics teaching, indirectly influencing the level and quality of geopolitics in Turkey.

17. The Dark Side of the Moon: An Ever-Fragmenting Discipline and Turkish IR in “the Outer Periphery”

Abstract:: A recent debate has emerged in the literature about a need for more global International Relations (IR), one which is truly international, to be worthy of its name. This paper outlines the multi-dimensional fragmentation in IR, which has prevented the emergence of a genuinely integrated and global discipline, and created a context in which the periphery cannot make original contributions to the core. The main purpose of this paper is to point out the major obstacles for such original contributions that emanate from the periphery itself. Aside from the general core-periphery fragmentation in the discipline, the periphery is collapsing within itself. From that perspective, the core and the periphery look more integrated, while the real division is between the periphery and the outer periphery. The outer periphery, while mostly invisible to the core, has real effects in IR practice, yet its nature and problems are not looked upon or handled by the current literature. Based on this observation, and using the Turkish example, four major problems of the outer periphery that affect the periphery and curtail its potential for original contributions are identified: (1) apathy towards western IR; (2) conspiracy theorizing; (3) chronological historicism; and (4) the outer periphery’s influence on the mainstream periphery. After discussing these problems, it is concluded that the periphery can make contributions to the core only after it has helped the outer periphery solve its problems, and integration within the periphery is achieved. Only then can original contributions of the periphery to a truly international IR be possible.

Abstract:: Historic levels of global displacement have put intense pressure on systems designed to protect people fleeing conflict, instability, and persecution. Three cases stand out for having triggered a particularly generous response amid enormous upheaval: Turkey's reception of nearly 4 million Syrians since 2011, Colombia's hosting of nearly 3 million Venezuelans who have arrived since 2015, and Europe's welcome of more than 5 million Ukrainians (with nearly 2 million in Poland alone). This report examines the ebb and flow of public support for forced migrants in these three cases. It highlights factors that have contributed to initial widespread solidarity, ways in which support has been sustained over time, and when and why it begins to fade. The report concludes by drawing lessons from these case studies on what policymakers can do to better anticipate and address compassion fatigue. As the study notes, “While compassion is extremely powerful, it is also highly vulnerable to fatigue. In the long term, politicians must anticipate the gradual ebbing of solidarity by putting in place sound policies to meet practical community needs amid large-scale migration.”

Abstract:: The United States, in particular, is grappling with the challenges posed by the emerging multipolar order and the need to secure a favorable position in this evolving global landscape. As part of this contemplation, there is a growing recognition of the significance of “swing states” like India, Türkiye, Indonesia, Vietnam, Brazil, and Saudi Arabia in shaping the outcome of the postCold War order and the broader global system. However, framing these consequential states as “swing states” in and of itself carries significant risk, as it implies that the only choice they have is a binary one: pick the U.S.-led West or the China and Russia axis. In reality, their strategic posture is far away from choosing one side over the other; at the same time, they are not behaving similarly to the Cold War-era non-aligned movement that was inherently anti-Western and leaned towards the Soviet-led block under the disguise of anti-colonialism solidarity. The appropriate strategic name for this growing list of countries in the present-day is “pivotal states,” and includes Brazil, India, Indonesia, Saudi Arabia, and Türkiye, chosen for their strategic geography, demography, and overall strength. Alongside these, there are other pivotal states with unique roles, such as Vietnam due to its position in the global supply chain and Egypt as a maritime bottleneck between the East and West. It is now widely acknowledged that international stability and the outcome of the U.S.-China neoCold War are influenced by factors beyond the behavior of Russia and China. But one crucial factor that remains underappreciated is that the behavior of pivotal states— which are determined to chart an independent course—will play vital roles in shaping the future of the international system. It is essential to recognize that these pivotal states inherently reject the bipolarity and “Cold War 2.0” framing that dominates the perspectives of, for example, Washington, Brussels, and Tokyo.

Abstract:: On 23 October 2023, the second meeting of the 3+3 Consultative Regional Platform took place in Tehran, Iran. This platform is built upon the idea of bringing together Armenia, Azerbaijan, and Georgia ‘plus’ Iran, Russia, and Türkiye for regional cooperation had been introduced by the presidents of Azerbaijan and Türkiye after the Second Karabakh War. Georgia, owing to its ongoing territorial conflict with Russia, refused to participate in the platform, though its leaders signaled that they might reconsider this position in the future. The initiative, even in the 2+3 format (i.e., without Georgia), has faced several challenges, including Russia’s war in Ukraine and Iran’s mercurial policies in the region. The first meeting within this initiative (without Georgia’s participation) was held in Moscow on 10 December 2021 at the level of deputy foreign ministers. At that inaugural meeting, each side expressed optimism regarding the future of this framework. However, this optimism did not materialize for a long time. While Moscow and Tehran remained supportive of the 3+3 initiative, it mostly lost its relevance and importance for the other actors, including Azerbaijan. Despite repeated announcements by Russian and Iranian officials regarding preparations for the second meeting in this format, it took nearly two years for the meeting to actually occur. Abstract:: This study explores the application of the regional security complex theory (RCST) to the energy relations between the European Union (EU), Russia, and Turkey. It underscores the critical role of energy security in shaping international relations and highlights the mutual interdependence among these actors in the energy issue. The study sheds light on the impact of the Russia-Ukraine war on energy security and emphasizes the need for diversification of energy sources to reduce dependency on Russian natural gas. Turkey's active and neutral policy with Russia has formed a security complex in energy relations among these three actors. The claim that shared concerns or threat perceptions among actors assumed by the regional security complex theory constitutes a security complex has been used within the framework of this study to justify the existence of an energy security complex between Turkey, Russia, and the EU. Furthermore, given its strategic geographical position and energy infrastructure projects, this research outlines Turkey's potential as a critical isolator actor and energy hub in the region. Overall, this study offers valuable insights into the complex dynamics of energy relations and the evolving regional energy security landscape in the EU-Russia-Turkey triangle.

Abstract:: Economic nationalism and state intervention recently gained attraction in many countries including Turkey. This paper questions whether Turkey has changed its economic policy framework towards a statecentric model and, if so, whether these changes are well thought-out and sustainable. The examination of key areas of state capitalism, that is the monetary, industrial, trade, financial, and state economic enterprise (SEE) policies put forward in the officially adopted five-year plans and annual programs, suggests that the changes in the economic policy framework began after the 2008 global crisis and accelerated after the transition to a presidential system. Upon examination, the policy framework does not reflect a definitive, coherent, and wholistic approach but rather a pragmatic attitude that swings back and forth, which exposes the country to swings in the global system.

Abstract:: How do centralized governments mitigate the political cost of severe financial crises? The economic voting scholarship has established that the clarity of responsibility, i.e., government accountability for economic conditions to the mass public, is a necessity for electoral reward or punishment for economic performance. On the one hand, political centralization, which reduces the number of veto players, may increase the visibility of the role of the executive in policy success or failure. On the other hand, it allows an uncontested blame avoidance discourse, especially when accompanied with democratic backsliding. Furthermore, the recent backlash against globalization has enabled blame shifting to international actors in many countries. Against this theoretical framework, we comparatively analyze the responsibility attribution discourses for the 1994, 2001, and 2018-2022 financial crises in the statements of incumbent presidents, ministers, and parliament members of Turkey. We find that while blame avoidance discursive strategies have been attempted in all three cases, the responsibility attribution for the 1994 and 2001 crises mostly targeted the executive. In contrast, for the ongoing crisis, the responsibility discourse is dominated with blaming international political economy factors, creating ambiguity, and targeting domestic non-governmental actors.

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

The book, which consists of two sections, first details the failure of the post-Kemalist paradigm as seen through different disciplines, including political science, women’s studies, and foreign policy. Abstract:: This paper introduces the Granular Trade and Production Activities (GRANTPA) database, which covers international trade flows for 3,124 products and 247 countries over the period 1995-2019 as well as domestic trade flows and production data for the same number of products and years for a subset of 35 European economies. The original data sources that we employ are Eurostat’s Comext and Prodcom databases. A gravity application delivers a large set of product-level ‘home bias’ estimates, which cannot be obtained without domestic trade flows. The average estimates on the standard gravity variables in our model (e.g., distance) are comparable to those from the related literature. However, our disaggregated estimates are very heterogeneous across products, thus highlighting the importance of our new database.

Abstract:: Bilateral relations between Türkiye and the European Union (EU) acquired an EU conditionality dimension with the 1999 Helsinki decision, granting the country the EU candidacy status. Nevertheless, especially since the March 2016 EU-Turkey Statement, also known as Türkiye-EU Refugee Deal, what we see is a thorough shift in Türkiye-EU relations from a conditionality perspective to transactionalism, coupled with several domestic and international developments. In the aftermath of the Russian invasion of Ukraine, the significance of geopolitics and the heightened relevance of realpolitik also contributed to a renewed focus on strategic and pragmatic issues, relegating normative concerns to the background within Türkiye-EU relations. All in all, the shift from a conditionality perspective to a security-based logic within the framework of Türkiye-EU relations was mainly determined and characterised by the so-called “transactional turn”. Within this very transactionalist paradigm, both the EU and Türkiye want to pursue their short-term interests at the expense of a long-term principled engagement for some time. The launch of the European Political Community (EPC) on 6 October 2022 with 44 European heads of state and government (including all 27 EU member states as well as Türkiye) also contributed to this transactional tide, which aimed to “emphasise European geopolitical cooperation in light of Russia’s aggression against Ukraine; to remedy enlargement fatigue by providing an additional forum for exchange between EU candidates and member states; as well as create a forum for exchange with non-EU security actors” (Tcherneva, 2023). The EPC’s rather flexible structure and focus on mini-lateralism, which could provide greater freedom for leaders to focus on their immediate concerns, also raises eyebrows about whether the EPC would be attentive enough (and even have the mandate) to safeguard human rights, democracy, and the rule of law (Jurkovic, 2023). In light of these debates, the aims of this paper are twofold. First, it aims to explore how recent transactional initiatives between Türkiye and the EU in general and the EPC initiative in particular have unfolded and have been perceived by the Turkish diplomats and foreign policy experts. This endeavour to understand the Turkish perceptions of Türkiye-EU relations mainly focusing on recent transactionalism between the parties will be explored with a particular focus on three thematic layers, namely the foreign policy, migration and energy through semi-structured interviews with Turkish diplomats and foreign policy experts. The main rationale behind picking up these thematic layers is to identify, analyse and describe better the complex nature of Türkiye-EU relations with a particular focus on these policy fields (namely foreign policy, migration and energy), which recently witnessed the highest intensity of interactions between two parties. Second, the paper discusses the significance of the EPC within this very transactional turn and aims to understand whether the EPC is another repercussion of the increasing transactionalism. The final aim of the paper will be to understand whether the EU foreign policy, on the one hand, and the bilateral Türkiye-EU relations, on the other, would evolve in a completely transactional and security-based manner leaving no room for normativity amidst the current global uncertainties and challenges, as well as bringing together policy recommendations for the future.

Abstract:: Power generates law and its interpretation, irrespective of whether it serves the cause of international justice. Despite its many shortcomings, the rules-based international order (RBIO) tries to advance that cause. But as a concept, the RBIO is now being rejected by China, Russia and parts of the so-called “Global South” for what they claim is the Western hegemonism and liberal values that underpin it. The fact that these countries have voluntarily signed up to the international covenants that enshrine the legal doctrines to strengthen the sovereign rights of weaker countries, especially in the context of economic relations, makes it hard to sympathise with the argument that the RBIO should be replaced by another concept, especially one that is advanced by autocracies. The RBIO has been partially shaped by the European Union (EU), a community of law that encodes the aspiration of “good global governance” in its constitutional DNA. With the waning “Brussels effect”—the soft power of EU law in shaping international rules and standards, the EU should consider how to instrumentalise the law to protect and promote its foreign policy interests, first and foremost the protection and promotion of the RBIO. This report unpacks the notion of “lawfare” and conducts a comparative analysis of such practices by the US, China, Russia, Ukraine, Turkey and others to assess the promise and peril of the EU using the power of the law to its strategic advantage.

Abstract:: Turkey’s political history has seen recurring shifts between democratic ideals and authoritarian tendencies, notably during the two decades of the Justice and Development Party’s (Adalet ve Kalkınma Partisi, AKP) rule. This transition marked a departure from a relatively democratic façade that emerged in response to the European Union (EU) accession process towards a more authoritarian regime characterized by increased government control and curtailment of civil liberties.1 It is a shift accentuated after the 2013 Gezi protests which culminated in a significant regime change in 2018. This transformation was marked by President Recep Tayyip Erdoğan’s consolidation of power through constitutional amendments, leading to the transition from a parliamentary democracy to a presidential system. To comprehend this transformation, it is imperative to examine the interplay between economic dynamics and the state within the neo-liberal capitalist system, aligning with Poulantzas’ observations on global trends.2 It can be argued that the accumulation and state crises, exacerbated by the 2008 global economic crisis, have contributed to Turkey’s authoritarian shift in parallel with global developments. Originating from a 2018 workshop at Middle East Technical University, Turkey’s New State in the Making: Transformations in Legality, Economy, and Coercion provides a historical-sociological perspective on Turkey’s state crises, serving as a vital resource for comprehending authoritarianism and class-state relations and offering an in-depth exploration of the AKP regime’s transformation, presenting a continuum of its history rather than a rigid division between democratic and authoritarian phases.

Abstract:: This study provides a comprehensive analysis of Türkiye’s decision-making processes in the context of the international ozone regime, particularly focusing on the country’s engagement in the Vienna Convention and the Montreal Protocol during the 1980s and early 1990s. Utilizing process tracing methodology and primary sources, and adopting an interest-based framework the research delves into Türkiye’s involvement and pinpoints the principal determinants of its international environmental policy. The study argues that Türkiye’s approach to environmental cooperation in the Convention and Protocol was shaped by the incentive and sanction provisions of the Montreal Protocol, efforts to align Türkiye’s commercial and political relations with the European Community, the growing involvement of Western countries in the agreements, and the potential environmental prestige gained from cooperative endeavors. The study emphasizes the trade provisions and Article 5 status within the Montreal Protocol, both of which played a critical role in influencing Türkiye’s policy choices. This significance primarily stems from the requirement for new calculations in abatement costs. It illuminates the causal links between specific design elements of the ozone regime and their impact on Türkiye’s policy decisions.

Abstract:: Financial turmoil damages national and global economies, but the causes of financial crises vary, with a combination of financial and political factors creating them. By asserting that every financial crisis necessarily involves political aspects, this study aims to certify that the poor policy response of Turkey, which has relied heavily on a “president over institutions” approach, has contributed to the ongoing severe currency and debt crises. Focusing on the two predominantly domestically induced crises of 2001 and 2018, this article analyzes secondary literature and data to put forth a framework that combines the fiscal policy response with a look at the country’s institutional strength and shows how financial uncertainty and instability exacerbated the conditions of the ongoing 2018 crisis. The study also finds that deteriorating political institutions in Turkey, marked by a lack of governmental efficacy that has led to compromised financial and fiscal sustainability, has played a considerable role in the onset of the 2018 crisis.

43. From Arming to Fighting? The Steps to War, Mutual Military Buildups and Dispute Onset in the Greece-Ottoman Empire/Turkey Rivalries

Abstract:: Recent developments in the operationalization of mutual military buildups raise some questions about the findings of the quantitative literature on the association of mutual military buildups (MMB) and militarized dispute (MID) onset in the Greece-Ottoman Empire and Greece-Turkey dyads. We use the novel data to evaluate that relationship, working within the Steps to War explanatory framework. The Greece-Ottoman Empire and Greece-Turkey cases are puzzles for the framework, since on the one they have had a frequent presence of the Steps to War but have far fewer wars than we would expect. Our analysis indicates that despite that puzzling incongruity the Greece - Ottoman Empire and Greece-Turkey cases are good fits for the Steps to War, except when it comes to the role of mutual military buildups. We find indicators that while the other factors of Steps to War have a positive combined association with MID onset, the inclusion of mutual military buildups renders such an association statistically insignificant. On the other hand, we do find indicators that mutual military buildups may contribute to the transition from Lesser to Severe Rivalry, as per the Steps to Rivalry. Finally, the dyads reach infection periods that make war more likely as per the Steps to War. But many expected wars do not take place. We posit two possible explanations for future research: deterrence, or major power managerial coordination.

Abstract:: Bu çalışma, Türk İş Hukuku’nda denkleştirme kavramına ve uygulanma sürecine odaklanmaktadır. Denkleştirme uygulaması, işverenlerin çalışanları haftalık çalışma süresinin üzerinde çalıştıklarında bu fazla çalışma sürelerini sonraki haftalarda eksik çalışma olarak kullandırabilecekleri bir sistemdir. Bu sistem, işin yoğun olduğu dönemlerde çalışanların fazla çalışmalarının karşılığında ücret ve dinlenme sürelerinin dengelenmesini sağlamaktadır. Çalışan perspektifinden ele alındığında, bu sistem onlara fazla çalışma sürelerini dinlenme süresi olarak kullanma fırsatı sunar ve günümüzde esnek çalışma modeli olarak da kullanılmaktadır. Ayrıca çalışanların kendilerine dinlenme süreleri ve çalışma sürelerini dengeleme şansı vermektedir. Çalışmada, denkleştirme sürelerinin perakende sektöründeki uygulama örneklerine yer verilmiş, Türkiye’deki ve Avrupa’daki hukuki boyutu incelenmiş ve uygulama çalışanlar açısından değerlendirilmiştir. Denkleştirme uygulaması hem hukuki açıdan hem de insan kaynakları yönetimi açısından değerlendirildiğinde çeşitli avantaj ve dezavantajlar barındırmaktadır. Literatür tartışmalarının ardından 92 perakende mağazası yöneticisiyle yapılan panel toplantısı sonrasında, perakende sektöründe denkleştirme uygulamasıyla çalışan 18 satış temsilcisi ile mülakatlar yapılmıştır. Araştırmanın sonucunda, uygulamada denkleştirilemeyen süreler, denkleştirme sürelerinin takip zorluğu, iş sağlığı ve güvenliği açısından oluşan riskler, resmî tatillerde denkleştirmeyi uygulama güçlüğü, fazla çalışma karşılığında çalışana ücretinin ödenmemesi gibi sorunlara öneriler üretilmiştir. Ayrıca denkleştirme politikalarının daha etkili hale getirilmesi için çalışan ve yöneticilere yönelik eğitimlerin verilmesi sürecin şeffaf bir şekilde sürdürülmesi gerektiği vurgulanmıştır.

45. Marka Deneyimi Yaratma Sürecinde Hikâye Anlatıcılığının Rolü

Abstract:: Bu çalışma, marka deneyimi ve hikâye anlatıcılığı kavramları arasındaki ilişkiyi tespit etmeyi amaçlamaktadır. Marka deneyimi ve hikâye anlatıcılığı kavramlarının, marka ile müşteri arasındaki ilişkide yarattığı duygusal ve davranışsal etkiler (memnuniyet, deneyim, güven ve sadakat gibi) incelenmiştir. Veri toplama yöntemi olarak nitel bir araştırma yöntemi olan odak grup görüşmeleri (üç oturum) kullanılmıştır. Odak grup görüşmelerinde 20 ile 30 yaş aralığında bulunan 8 kadın ve 8 erkek olmak üzere toplam 16 katılımcı yer almıştır. Bütçe ve zaman kısıtlarının olması nedeniyle tesadüfi olmayan örnekleme yöntemlerinden kolayda örnekleme yöntemine başvurulmuştur. Katılımcılara toplam 18 soru yöneltilmiştir. Katılımcılardan öncelikle marka olgusunu kapsayan soruları, daha sonra marka deneyimi sürecinde hikâye anlatıcılığına ilişkin soruları yanıtlamaları istenmiştir. Elde edilen bulgular detaylıca analiz edilmiş ve yorumlanmıştır. Çalışma sonuçlarına göre, hikâye anlatıcılığının marka deneyiminde bir bakıma katalizör görevi üstlendiği görülmektedir. Tüketicilerin duygularına hitap eden, iyi bir şekilde kurgulanmış ve doğru kanallarla ifade edilen gerçek bir hikâyenin tüketicilerde empatiyi arttırdığı ve onları ikna ettiği ortaya konulmuştur.

46. Kök Ailenin Evlilikte Partner Seçimine Etkisi

Abstract:: Kök aile, hayatımız boyunca yaşantımızı, davranışlarımızı, yönelimlerimizi ve birçok tercihimizi etkileyen temel unsurlardan biridir. Partner seçiminin de kök aileden etkilenen önemli alanlardan biri olduğu düşünülmektedir. Bu açıdan, partner seçiminde ağırlıklı olarak ele alınan karşı tarafı çekici bulma, erişilebilirlik ve beğeni/karşılık görme faktörlerinin dışında, kök ailenin etkisinin de ele alınması, yapılan seçimin doğasına dair daha detaylı sonuçlar elde etmek açısından oldukça önemlidir. Bu fikir ve bulgulardan hareketle Türk kültüründeki aile yapısının farklı boyutlarının, bireylerin partnerlerini seçerken hangi alanlarda etkileri olabileceği araştırma sorusunu oluşturmaktadır. Araştırma, iki farklı ölçeğe dayalı anket soruları kullanılarak 18-64 yaş aralığındaki 306 katılımcıyla gerçekleştirilmiş; sonuçlar ağırlıklı olarak regresyon ve korelasyon analizleriyle elde edilmiştir. Bu doğrultuda, Türk aile yapısının işlevselliği ile partner seçimindeki kısıtlayıcı inançlar arasında negatif ve anlamlı bir ilişki gözlemlenmiştir. Türk aile yapısı, aile içi güç dengesi ve sosyal algılar, evlilik için aşkın yeterli olduğu inancını ve zıt partnerlere çekilme eğilimini etkilemektedir. Türk aile yapısının modern kalıplarda gelişmesinin, tek doğru partner ve bu partneri bulmanın doğal bir süreç olduğuna dair inanca negatif yönde etkisi mevcuttur. Evlilik öncesi birlikte yaşama düşüncesi, dini ve kültürel değerler nedeniyle ön planda değildir. Ancak, dini değerlere verilen önemin artması partner seçimi için aşkın yeterli olduğu düşüncesini desteklemektedir. Sonuç olarak, incelenen alt boyutlar arasında pozitif ve negatif yönde anlamlı ilişkiler saptanmış, Türk kültürü çerçevesinde kök ailenin partner seçimi üzerindeki etkisi vurgulanmıştır. Araştırmanın bulguları, ilgili literatür kapsamında ele alınarak tartışılmıştır.

Abstract:: The first article of this issue is on the field of law. The study is titled “A Street Law Course Experience for Raising Human Rights Awareness”. This study by Meltem Yılmaz aims to examine the contribution of ‘street law’ type legal clinic courses to increase of human rights awareness among both law students and society. As a result of the study, the author finds that giving street law-type law clinics as elective courses in the last years of faculty of law education is the most efficient option; in addition, the importance of enhancing the courses in terms of active learning methods and techniques was emphasized in order to increase efficiency concerning high school and secondary school students’ achievements. The second study in this issue is “War and Peace in Game of Thrones as An Epic Narrative”. This study from the field of psychology was conducted by Büşra Alparslan. The aim of the study is to investigate to examine the war and peace themes in the TV series Game of Thrones, which can be considered as an epic a popular culture narrative. This study’s results reveals that Game of Thrones somewhat differs from traditional epic narratives. Although classical themes like “just war discourse” pops on and off throughout the show, it is also emphasized that, unlike the traditional approach, war is not a glorious act. The third study in this issue is from the field of human resources titled “Adaptation of the “Design Thinker Profile” Scale into Turkish” by Ayça Uğur and Kemal Özkan Yılmaz. As the title suggests, the aim of the study is to adopt “Design Thinker Profile” scale developed by Chesson (2017) to the Turkish and to assess its validity and reliability. The results show that the scale has validity and reliability in Turkish. Another study in our journal is titled “Development of Maritime Public Transportation in Istanbul in the Framework of Organic Transportation Approach”. The study conducted by Ceyhun İlsever and Ayşe Buse Cılız aims to make concrete suggestions for the development of urban maritime public transportation in Istanbul in line with the principles and criteria of organic transportation, which is developed as one of the approaches to integration, accessibility, and governance in transportation. As a result, the authors propose some suggestions under specific headings to increase the demand for maritime transportation in Istanbul. The last study in this issue is from the field of psychology. The article by Ecem Kıran, Yaren Erdoğdu ve Naci Can Sümengen is titled “Examining the Relationship Between Eating Attitudes and Self-Compassion”. As its title suggests, this study aimed to examine the relationship between eating attitudes and self-compassion and to investigate the prevalence of this relationship in a non-clinical sample by evaluating it in terms of chronic and psychological disorders. As a result, a statistically significant negative relationship between disordered eating attitudes and self-compassion levels is found; in addition, results shows that the self-compassion levels of participants diagnosed with a psychological disorder were significantly lower, while participants with a chronic disease had eating attitudes that were significantly disordered compared to participants without a psychological disorder. In addition to the research articles briefly summarized above, we have also included a book review in this issue. Ahmet Tuğşad Doğukan and Fatih Dağ reviewed Thomas Piketty’s “Nature, Culture et Inégalités” book. According to the reviewers, in this book, Piketty examines the complex dynamics of socioeconomic disparities, questioning traditional assumptions that can be characterized as deterministic and offering an innovative perspective on the causes and evolution of inequality. While traditional assumptions emphasize natural factors such as individual abilities or resource endowments, Piketty argues that contrary to these factors, political and social forces have been more influential in the course of inequality throughout history.

Abstract:: Over more than six decades, the relationship between Türkiye and the EU has undergone a profound transformation. Just 20 years ago, Türkiye had real aspirations to join the EU. Today, that prospect is a distant memory, and political relations between the two parties are at an all-time low. Despite the prevailing challenges and areas of divergent interests, Türkiye-EU relations continue to exert a significant influence on domestic and foreign policies across much of Europe, particularly with regard to trade, border management, and migration. While the United States may view ties with Türkiye as discretionary at times, for both Türkiye and the EU, engagement remains unavoidable. Furthermore, against a backdrop of geopolitical turmoil and regional instability, the imperative for robust dialogue and collaboration between the EU and Türkiye has never been more pressing. With Türkiye‘s accession process stalled and geopolitical tensions on the rise, the need to reinvigorate and strengthen diplomatic ties has become increasingly evident. From the enduring conflicts in Syria and Iraq to the evolving dynamics surrounding Russia‘s aggression towards Ukraine, the prevailing geopolitical context necessitates a coordinated approach between the two parties. This political report examines the potential for collaboration between Türkiye and the EU, defining the essential preconditions for such cooperation and elucidating its mutual benefits. It also assesses the obstacles that stand in the way of such cooperation and proposes a framework for foreign policy dialogue between Türkiye and the EU, incorporating the views of Türkiye, the EU, and the United States.

Abstract:: On February 19, 2001, at a formal government meeting, the president of Türkiye, Ahmet Necdet Sezer, accused the prime minister, Bulent Ecevit, of incompetent management of the country’s banking system and threw a copy of the Turkish constitutional code book across the table at him. The prime minister stormed out, called a press conference, and verbally attacked the president. Immediately, the stock market panicked, the lira plunged, and interest rates skyrocketed. My wife Maggie and I were celebrating a belated Valentine’s lunch that day. An embassy colleague rushed in to say the Turkish lira was crumbling. I called the prime minister and urged him to buy lira with Turkish reserves as fast as possible. He ignored my advice and by day’s end the lira was in the basement. Overnight, the savings of many ordinary citizens were devastated, and millions of dollars of value had vaporized. The causes of the collapse were many. Türkiye had experienced high inflation throughout the previous decade. The government had run large deficits and funded them with high interest bonds that avoided short-term defaults. The increased borrowing and growing public debt created a dangerous economic risk. The Turkish banking sector faced significant issues, including inadequate regulations, poor risk management, and high levels of non-performing loans. Many banks had debts that were difficult to collect. Türkiye depended greatly on foreign borrowing to finance its economic growth, but, as economic imbalances worsened, changes in investor sentiment added to concerns. Foreign investors withdrew over $70 billion from 2000 to 2001 as the economic situation deteriorated.

51. The Future of U.S.-Turkish Ties: A New Relationship, Not a Reset

Abstract:: Despite the welcome news on Sweden, the old Turkey is not coming back, but Erdogan’s apparent shift to legacy-building mode will give Washington opportunities to leverage his influence abroad. On January 23, Turkey’s parliament ratified Sweden’s accession to NATO, opening the path for Stockholm’s eventual membership in the alliance. The Biden administration attaches great importance to NATO expansion amid Russia’s aggression against Ukraine, and while the Swedish membership bid must still await a vote by Hungary’s parliament, Turkey’s decision is a major step forward. Previously, Ankara had held off greenlighting Stockholm’s application for nearly two years after it was submitted in May 2022, and the issue became symbolic of deeper dysfunction in U.S.-Turkish ties. This week’s parliamentary vote promises to end that epoch, giving both Washington and Ankara an opportunity to chart a new course even as other differences persist.

Turkey’s recently announced comprehensive military operation against the Kurdistan Workers Party (PKK) in the Kurdistan Region of Iraq (KRI)—which will be launched this summer, potentially in coordination with Baghdad—is not just about security. Ankara’s offensive will be part of a wider strategy, which heavily features the proposed “Development Road” connecting Turkey and Iraq, to strengthen economic and political relations with Iraq’s central government. These efforts will counter growing Iranian hegemony in the region, particularly in the face of the looming U.S. withdrawal from Iraq, but Turkey will likely need to secure Iranian aquiescence to the two plans in order for either to be successful.

Abstract:: Ankara’s push for “soft recentralization” in Iraq will likely include more intensive efforts to establish the Development Road and prioritize Baghdad’s interests, though without abandoning the Kurdistan Region. As discussed in Part 1 of this PolicyWatch, Turkey’s Syria strategy is rather circuitous, potentially involving simultaneous negotiations with the Assad regime and the United States while running the risk of damaging relations with Washington if the two governments fail to coordinate their moves. In contrast, Ankara’s Iraq strategy—which boils down to promoting Turkish money over Iranian guns—is more straightforward and likely to receive U.S. backing. To this end, Ankara has conceived the Development Road, a proposed trade network that would run across Iraq and Turkey, connecting Asian and European markets via the Indian Ocean and Mediterranean Sea. Initially, the project ran counter to the India-Middle East-Europe Economic Corridor (IMEC), a U.S.-proposed route stretching from India through the Arabian Peninsula and Levant to Europe. Yet the Gaza war and ongoing Houthi maritime attacks have raised security concerns about commercial shipping through the Red Sea, suddenly boosting the prospects of the Development Road at IMEC’s expense. With Gulf money behind the project, Turkish policymakers predict the Development Road’s initial routes could open as early as 2027. Washington should consider throwing its support behind this initiative as well, particularly if it needs to counterbalance Iranian influence in Baghdad following a full or partial U.S. withdrawal from Iraq.

Abstract:: Having observed two decades of instability across its southern borders and anticipating U.S. withdrawals, Ankara is planning steps to end the volatility, including potentially wide-ranging agreements with the Assad regime. Events in the Fertile Crescent since the 2003 U.S. invasion of Iraq have not been in favor of Turkish security interests. The ensuing Iraqi civil strife, the rise of al-Qaeda and the Islamic State (IS), and Syria’s civil war collectively resulted in regional instability for over two decades, including numerous terrorist attacks against Turkey. Meanwhile, the Kurdistan Workers Party (PKK), a NATO-designated terrorist entity that has been fighting Ankara for decades, took advantage of Iraq’s decentralization to establish itself along the border in the semiautonomous Kurdistan Region. On Turkey’s other southern border, the multinational campaign against IS led to a U.S. partnership with the People’s Defense Units (YPG)—the PKK’s armed Syrian wing that later took a leading role in the Syrian Democratic Forces (SDF) and gained control over a large swath of the frontier. This partnership became the greatest impediment to a reset in U.S.-Turkey ties. Today, anticipating that the U.S. military presence in Iraq and Syria will decrease significantly, Ankara aims to promote soft recentralization in both neighbors, toward the broader goals of curbing instability across its borders and denying operational space to the PKK. Abstract:: Signs that Ankara is interested in a potential reconciliation with the PKK could lead an end to a decades-long conflict and have ripple effects across the region, although numerous obstacles remain. On November 11, Turkish Parliament Speaker Numan Kurtulmuş, from the ruling Justice and Development Party (AKP), backed an October proposal by hardliner Devlet Bahçeli, leader of the Nationalist Movement Party (MHP) to address the Turkish government’s longstanding tensions with the Kurdistan Workers’ Party (PKK) —a left-wing militant group founded in the 1980s that emerged in response to Turkey’s ban on Kurdish identity and language. Several weeks earlier, Bahçeli had proposed that the jailed leader of the outlawed PKK Abdullah Öcalan could be released from his life sentence in exchange for announcing an end to the group’s insurgency, and could likewise be allowed to speak in Turkey’s parliament. In his statement, Kurtulmuş underlined that the place “where all these negotiations should take place is the Turkish Grand National Assembly, the seat of the national will. I hope that we will enter a period where terrorism is no longer discussed, where terrorism has been eradicated.” Kurtulmus’s statement highlighted that there may be broader governmental support for the process initially outlined by MHP head Bahçeli. During his initial announcement, Bahçeli also shook hands with the pro-Kurdish Peoples' Equality and Democracy Party (DEM), this while in the past he has repeatedly called for the closure of the predecessor of the DEM and opposed a peace process between the PKK and the state. After Bahçeli’s speech, Öcalan’s family was allowed to visit him for the first time since March 2020, and Öcalan indicated he is ready to play a role to find a solution. However, shortly after, a new three-month visit ban was imposed on Öcalan. Nevertheless, Bahçeli’s proposal—especially notable coming from the MHP, which formed the People’s Alliance with the AKP in 2018 and in the past always had a hardline policy on the PKK, including calling for Öcalan’s execution in 2007—has resulted in many discussions in Turkey over the potential of a new peace process. Erdogan (and the PKK) had pursued such a process during his early years in office, but it collapsed in 2015 and resulted in new fighting between the Turkish state and the PKK. Kurdistan Region President Nechirvan Barzani noted In October 2024 at the MERI conference in Erbil that this would mark the beginning of a new process, adding that the remarks of Turkish government officials are promising. “They indicate that a process is underway and that the issues at hand will be addressed.” President Recep Tayyip Erdoğan welcomed the proposal on October 30 but underlined that Bahçeli’s appeal was not directed toward the "terror barons" in Iraq and Syria (PKK) and called on Kurds to accept Bahçeli’s proposal.

Abstract:: The Syrian crisis has prompted immediate reactions from the EU and a few other countries, including the US, Russia, and Türkiye, as well as some of their proxies. This research purposefully limits itself to examining Türkiye’s and the EU’s reactions to the Syrian civil war. According to the study’s results Türkiye and the EU have differences and similarities in six key policy areas: (1) Assad’s oppressive actions against its people drew criticism from Türkiye and the EU. (2) Türkiye and the EU have suffered as a result of the ISIS danger resulting from the Syrian civil conflict. (3) Türkiye and the EU both have humanitarian concerns and have made an effort to assist Syrian refugees. (4) Türkiye has engaged in two military operations in northern Syria in opposition to the YPG. The EU denounced these military maneuvers by Türkiye. (5) The EU and Türkiye have had discussions over the issue of foreign fighters. The EU criticized Türkiye as it failed to secure its borders, and as a result, foreign fighters utilized the country as a transit between Syria and European nations. (6) Despite opposition from the EU, Türkiye has insisted on creating a “safe zone” in Syria for Syrian refugees.

Abstract:: The term co-radicalization refers to intergroup hostilities leading to conflicts through cycles of reciprocal threat. This article explores the concept of co-radicalization in violent and non-violent terms and its potential application particularly in Turkey and broadly in the Middle East, a region characterized by ethnic, cultural and religious diversity, as well as socio-economic disparities. Drawing from the social fragmentations recently observed in Turkey, where scientific research on radicalism and co-radicalization is insufficient, the article offers several subjects of scrutiny, including (1) socio-economic co-radicalization between the native and migrant people in the fringes of the urban spaces, (2) the religious norm carriership led by the state institutions and the rise of “Deism” and atheism in response, and (3) the variety of non-violent radical expressions feeding each other, from music to satire. We conclude that the study of co-radicalization should be distinguished from the reductionist approaches to the concept, which tend to take terrorism and radicalism synonymously; the social scientific goal is to gain a deeper understanding of the complex dynamics behind societal divisions.

Abstract:: The first decade of the 21st century marks a new phase in relations between Ethiopia and Turkey. During this period, relations between the two countries transformed into an unprecedented stage. The aim of this study is to examine the challenges of Ethio-Turkish economic relations from 2012 to 2023, with particular reference to trade and FDI. To attain its objectives, the study employed a qualitative research approach. Essentially, primary data were collected through key informant interviews, observation, and document reviews. Despite the growth in trade and foreign direct investment between the two countries, various challenges hinder the smooth operation of these economic ties. The main results of this study show that issues like changing exchange rates, lacking access to the Generalised System of Preferences (GSP), corruption, inefficient government, high tariffs, infrastructure issues, companies that can't pay their debts, customs procedures, fluctuating exchange rates, and a lack of data were major problems for trade and investment between Ethiopia and Turkey. The findings of the study suggest that there are certain problems that need policy measures for further industrial development through attracting foreign direct investment.

Abstract:: This qualitative study investigates the educational background and fields of expertise of faculty members in English translation programs at the bachelor's degree level in state universities of Türkiye. Despite the prevalence of these programs across Turkish universities, a discrepancy emerges between the faculty members' doctoral qualifications and the specialized field of Translation Studies. The research aims to reveal the academic landscape of these programs by examining the doctoral disciplines of faculty members, utilizing data primarily sourced from the YÖK (Council of Higher Education) Atlas Database and the YÖK (Council of Higher Education) Academic Database. When information is unavailable in the database above, university websites serve as supplementary data sources. This methodological approach enables a comprehensive analysis of the extent to which academic program qualifications align with the field of Translation Studies. Preliminary findings indicate a significant underrepresentation of faculty with doctoral degrees in Translation Studies, suggesting a potential misalignment between program expertise and the specialized training needs of translation programs. This study underscores the crucial link between the program's field-specific expertise and the quality of training, highlighting the need for policy interventions aimed at bolstering the recruitment and development of academically qualified faculty in the discipline of Translation Studies. 62. Exploring the Impact of Behavioural Factors and Personality Traits on Private Pension System Participation: A Machine Learning Approach

Abstract:: This study aims to investigate the effects of personality traits, in addition to basic financial literacy, private pension literacy and behavioural factors on Private Pension System (PPS) participation using machine learning algorithms. The PPS participation model was trained using both random forest and LightGBM algorithms, and the contributions of model inputs in the prediction of pension participation were interpreted using the Tree SHAP algorithms with swarmplots. The data employed in the empirical analysis is survey data collected from the Şırnak province of Türkiye with a sample size of 449. The findings of the study shows that: (i) PPS participation is more likely for females and middle-aged people; (ii) High basic financial literacy has a negative impact on PPS participation; (iii) Extraversion is the key personality trait affecting PPS participation; (iv) Advanced pension literacy has more impact on participation than simple pension literacy: (v) Present-fatalistic tendency is key behavioural factor and it negatively affects PPS; (vi) Present-hedonistic, conscientiousness, future-time orientation, and locus of control tendencies increase PPS participation. Furthermore, the distribution of colours in LightGBM has a greater degree of uniformity in both directions compared with the random forest algorithm. Finally, to increase PPS participation, the results of the study suggest the implementation of the following policy measures: Tailored pension literacy programmes can help to increase pension participation rates. Incentives should be created to prevent narrow-minded behaviour and establish a sense of protection and control around PPS, targeting middle-aged individuals and women.

Abstract:: The increase in the world population recently has also increased the need for agricultural products. The need for food products has made it necessary to obtain more products per unit area. At this point, producers have focussed on the use of hormones, chemicals, and fertilisers to increase productivity and meet the demand for cheap food, and the process that increases production in the short term has become a threat to human health in the long term. Over time, the negative effects of chemicals on humans and the environment were observed, forcing producers to seek new methods. This process has led to independent studies on organic agriculture in every country. In this study, the effects of organic agriculture on some economic variables were revealed. In this context, the analyses focus now the variables of area allocated to organic agriculture on a regional basis, production amount and number of producers affected GDP per capita, economic growth, and unemployment in Turkey between 2003 and 2021. The scientific dimension of the study was prepared using data obtained from domestic and foreign literature and the electronic database of the Ministry of Food, Agriculture and Livestock. In this study, in which panel data analysis was used, EViews 12 programme was employed. For the variables used in the study, the geographical region cross-section dependence was determined, and the stationarity of the series was examined with the CIPS (Cross-Sectionally Augmented IPS) unit root test. As a result of the study, it was determined that organic production amount, number of organic farmers, and organic production area did not have a significant effect on economic growth and unemployment. Organic production area and the number of organic farmers had a positive and significant effect on GDP per capita, but the amount of organic production did not have a significant relationship.

This study reveals the effects of forced migration on public finances in countries hosting displaced people. In this context, public policy support for access to basic humanitarian needs such as education and health, which are semi-public goods, will be evaluated through a quantitative analysis. Interviews with refugees within the scope of this research draw a picture of the current situation. Thus, evaluating the effectiveness and shortcomings of existing policies and determining the policy support needed are among the unique values of this research. Abstract:: This research examines the macroeconomic and institutional sources of individual, systemic, and systematic risks in the Turkish banking sector. The period between 2008:Q3 and 2019:Q3 of the nine deposit banks selected for this purpose were estimated using panel data analysis estimators. The results indicate that selected macroeconomic and institutional variables affect banking risks. These findings are important for revealing the institutional and macroeconomic sources of risks in the Turkish banking sector. Therefore, the results contain significant propositions for researchers, market participants, and politicians. Market participants and researchers can anticipate defaults and financial instability using selected macroeconomic and institutional variables. The estimation results reveal Turkish banks’ institutional soundness and financial performance strength. In addition, the extent to which banks are effective intermediaries in the sector was analysed. This research documented a strong link between global market indicators and banking risks.

Abstract:: In today’s world where globalization is intensely experienced, differences in risk perception, developments in capital markets, and the negativities faced in the markets due to uncertainty are very important when researching the structures of the stock markets, and therefore determining current volatilities. One of the biggest problems encountered is the inability to price stocks effectively. Therefore, estimating and modeling volatility becomes crucial. The diversity of the portfolio, created by international investors in the financial markets and the sustainability of their investment decisions, are closely related to the volatility variable. However, the fact that financial markets are more fragile in developing countries increases the importance of volatility. There are many different methods in the literature when estimating volatility. Due to the inadequacy of traditional time series models in estimating volatility, conditional heteroskedasticity models are used with ARCH and GARCH class models being frequently used. In this study, the series of daily opening values of the ISE100 Index covering from 02.01.2003 to 30.09.2022 was estimated using ARCH/GARCH models for volatility with the aim to determine which model has the higher explanatory power. According to the findings, the GARCH(1,1) model gave more meaningful results in explaining the ISE100 return volatility.

67. Decoding Inflation: Role of Institutional Quality in Türkiye Using Advanced Econometric Techniques

Abstract:: Persistent inflation remains a significant economic challenge in Türkiye. The causes of high inflation have been examined through various factors, including supply and demand, as well as monetary and fiscal policies. However, few studies have included institutional factors in their analyses. The objective of this study is to determine whether institutional quality affects inflation in Türkiye. A novel and robust econometric analysis method is employed in this study. Between 2005 and 2019, the inflation rate, the International Country Risk Guide’s (ICRG) Political Risk Rating index, which measures the quality of institutional structure, and the changes in currency exchange rate basket variables in Türkiye were examined using the Fourier KPSS stationarity test and the Fourier Shin cointegration test. The results of the analysis indicate that inflation rate is co-integrated with institutional quality. The deterioration of institutional quality in Türkiye between 2005 and 2019 has been associated with an increase in inflation. While the implicit inflation targeting period in the inflation targeting regime implemented in Türkiye after 2002 was relatively successful, the explicit inflation targeting period failed to reduce inflation. Abstract:: The argument that national inequalities are political and thereby driven by political decisions implies that income distribution is not merely an economic phenomenon but also a political one. Hence, this study explores the impact of populist governance on income inequality in Türkiye. In doing so, this study addresses whether income inequality in Türkiye is a political choice, drawing on economic, social, and political data over the years 2008- 2022. According to the results of the quantitative analysis, the share of income for the working class has fallen, the income gap between the lowest and highest deciles of the working class has narrowed, and the potential for fiscal interventions to reduce income inequality is not realised. In return, the income inequality that existed in 2008 has persisted at the same magnitude over the years. In other words, even if income inequality is not an explicit political choice, the populist governance in Türkiye between 2008 and 2022 has chosen not to contribute to the solution to this prevailing inequality.

Abstract:: This study primarily aims to assess whether the destructive earthquakes of February 6-7, 2023 triggered a potential nationwide housing market bubble. Spanning the period from January 2010 to September 2024, the analysis employs Generalised Supremum Augmented Dickey-Fuller and Backward Supremum Augmented Dickey-Fuller methods to identify bubble formations. The findings reveal significant bubble periods, including January to August 2015, November 2015 to November 2016, May 2018 to January 2019, May to June 2019, and February to December 2023. The latest bubble formation occurred immediately after the earthquake, highlighting a strong link between the disaster and housing market dynamics. While the earthquake’s impact—through abrupt housing stock loss, large-scale displacement, and intensified demand for secure housing—was undeniably a crucial trigger for this bubble, other macroeconomic factors, such as inflationary pressures, low interest rates, and the perception of housing as a lucrative investment, also played a reinforcing role. The Türkiye experience enhances the understanding of speculative cycles in seismic regions, demonstrating how non-economic shocks such as earthquakes can rapidly boost demand and strain housing supply, amplifying speculative behaviour. This bubble, which peaked in May 2023 and gradually deflated, completely dissipated by December 2023. This development can be associated with the policies implemented by economic authorities, including interest rate hikes, restrictive credit measures, as well as the normalisation of conditions across the country following the earthquake. This highlights the need for proactive monitoring and intervention by economic authorities through appropriate economic policies and regulations to address supply-demand imbalances and mitigate the risks of future housing bubbles, particularly in response to external shocks. Furthermore, in response to the study’s findings on earthquake-triggered bubbles, policymakers should prioritise initiatives aimed at strengthening building infrastructure and implementing urban transformation strategies.

Abstract:: Ecological footprint calculations evaluate sustainability by examining natural resources. The ecological footprint obtained by calculating the number of natural resources per person provides information about the amount of waste produced as well as the natural resources consumed and examines the sustainability of living conditions in the world in this respect. The ecological footprint is one of the frequently encountered topics in the literature in terms of the analysis of environmental impacts. This study examines the factors influencing the Ecological Footprint in Turkey. Using annual data between 1980 and 2018, the relationship of renewable energy consumption, human capital and urbanization variables to the Ecological Footprint is examined. The Fractional Fourier Augmented Dickey Fuller Unit Root Test and the Fourier Autoregressive Distributed Lag Bound Test is used in the study. There is a statistically significant relationship between the renewable energy, human capital and urbanization variables and the Ecological Footprint. When the outputs obtained in the study are examined, it is seen that the variables affect the ecological footprint. The increased value of these variables can be used to explain why the Ecological Footprint increased. Increasing industrial activities due to globalization and technological developments, increasing vehicle traffic in cities due to population growth, unplanned urbanization and destruction of green areas due to the sheltering needs of the increasing population, inability of recycling facilities to adapt to the increasing population and unplanned waste management, etc. factors can increase the ecological footprint. However, as urbanization increases, if a correct plan is drawn by taking these factors into consideration, the negative correlation between the ecological footprint and urbanization can be explained. Within the determined plan; Wastewater management, protection of green areas, prevention of unplanned urbanization and efficient use of resources are explanatory at this point. The empirical findings have important policy implications. According to these policy implications, to offset the effects on the ecological footprint, educational activities to raise environmental awareness and adopt energy-efficient lifestyles should be given due importance, various incentives and supports should be implemented and a green-based lifestyle.

Abstract:: Interest similarity is defined as the affinity of national interests in global affairs. This research aims to examine the interest similarity among Turkey, Israel, and the US. Interest similarity of countries has been examined by taking into account the factors of (a) alliance portfolio, (b) MID data, and (c) UNGA voting records. Quantitative data regarding these factors have been analyzed with correlation and regression models. The findings show that the interest similarities among these three countries have a statistically significant correlation. This research also examines the relationships between the three states to better understand which factors affect their interest similarity, and how. Thus, this study contributes to the political science and international relations literature by analyzing quantitative data while examining the interest similarity among Turkey, Israel, and the US.

Abstract:: In this study, it is aimed to present together the influence of the Ottoman bureaucrats, who were educated in the translation chamber (the institutions where modern Ottoman diplomacy was built) and promoted to important levels of the state, managing the high-level state mechanisms. In the Ottoman Empire, which was governed by the monarchy, the Sultan’s authority was considered the only valid power for centuries. This situation changed during the spread of the Western-centered modernisation process within the empire. In this process, where diplomatic behaviour altered, high-ranking Ottoman bureaucrats began to be very active in state administration, and their authority rose against the power of the sultan. It is important to consider this process in question, together with the important political issues of the period, in terms of giving a clearer meaning to the construction of modern Ottoman diplomacy. In this context, the role of the translation chamber in the formation of modern Ottoman diplomacy will be discussed first, and the political activities and ideological structure of eight statesmen who were educated in this chamber and played important roles in the high level of the state will be discussed within the framework of the important political issues of the period, according to the records in Ottoman archives.

Abstract:: In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big data set to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

Abstract:: India, Turkey, Brazil and South Africa are striving for a more multipolar, post-Western world order in which they would not be seen merely as auxiliary powers to the bigger players, but as independent great powers. For them, a key foreign policy goal is to transform global governance institutions. They all call for a permanent seat for their country on the UN Security Council. To achieve that, the states need backing from more than the Western states – and this logically strengthens the multi-aligned logic of their foreign policies. India, Turkey, Brazil and South Africa see Russia’s war of aggression in Ukraine and the Western countermeasures from their own perspective. They describe Russia’s invasion as a violation of international law, but see the war primarily as a Western concern, not theirs. Although these states are critical towards the West, they are not anti-Western and they all value multilateral institutions; their foreign policy goals and features offer opportunities for the EU to engage with them, but that needs to happen on a more equal footing than what has traditionally been the case.

Abstract:: Turkey-EU relations are affected by Russia’s war on Ukraine and its consequences for the EU’s place in the world. Another major factor is Turkey’s presidential and parliamentary elections held in May, which are defining the prospects for the country’s democratic future and its foreign policy. The second round of the presidential election took place on 28 May. The re-election of President Erdoğan indicates that the unilateral foreign policy and strained relationship with the West is likely to continue, although there is a chance of a short-term burst of cooperation due to Turkey’s economic troubles. There are increasingly divergent views about Turkey in the West, and the EU’s future relationship with Turkey needs to accommodate these different conceptualizations of the country as a state actor. The EU needs to be flexible in the coming months and to find ways to engage with Turkey in a more fruitful manner, irrespective of the election results.

Abstract:: For the past century, Turkey’s foreign policy has been driven by the need to preserve the achievements of the Lausanne Treaty in the face of often serious threats from major powers. As a result, Turkey was a predominantly status quo country, and its relations with neighboring states were largely shaped by its place in broader geopolitical struggles. With the end of the Cold War, however, and the subsequent growth of Turkey’s economic, military and diplomatic strength, this has changed. Turkish foreign policy has begun to focus on reshaping the regional order in accordance with its growing desire for influence. Going forward, the nature of Ankara’s efforts, and the response they provoke from Turkey’s neighbors, will be an increasingly crucial factor in determining Turkey’s relations with the United States and Europe. Turkey’s new dynamics will remain a source of tension under any future Turkish government, but they need not, if managed well by all sides, lead to a lasting rift between Turkey and the West. The more deeply embroiled Turkey becomes in disputes with key US allies from Western Europe to the Persian Gulf, the more difficult it will be for Washington and Ankara to have a cooperative, mutually beneficial relationship. And the more Turkey views itself as a revisionist power, the more it will come into conflict with America’s allies. As a result, it is more important than ever for US policymakers to understand the historic trajectory of Turkey’s place in its region. Turkey emerged from the collapse of the Ottoman Empire as a status quo power, an orientation that it maintained for the better part of the last hundred years. Though the new country had been shorn of its former territories in Southeastern Europe and the Middle East, it had also forcefully defeated foreign efforts to occupy the territory of Anatolia itself. For modern Turkey’s founders, the success in avoiding complete colonization far outweighed the failure to preserve the full geographic scope of the Ottoman Empire. As a result, they forged a pragmatic foreign policy tradition that prioritized preserving their achievement: a Turkish state sovereign and secure within its current borders. This goal remained constant over a long and turbulent 20th century, even as its implications changed, and allowed for Ankara to be flexible about which countries to work with to maximize its self-declared interests. In the inter-war period, when threats came largely from powerful European empires like France, Italy, and Britain, the defense of Turkish sovereignty called for a policy of neutrality and non-alignment. In the immediate aftermath of World War II, however, Turkey’s geopolitical position changed dramatically. Suddenly, the Soviet Union emerged as the most direct and dangerous threat to Turkey’s territorial integrity. In this new strategic context, seeking the support of the United States and NATO became the only feasible way to preserve the imperiled status quo, equip the country’s armed forces, and ultimately defend its borders. The result was a strong and mutually beneficial alliance with the United States and much of Europe. The success of this alliance, however, sometimes obscured the complex, constantly evolving and often paradoxical relationship between Turkey’s status quo orientation and its historically-grounded relationships with regional states. The circumstances surrounding the collapse of the Ottoman Empire created a bitter legacy, giving almost all of Turkey’s neighbors both emotional and practical reasons to feel hostility towards it. With other countries that shared a commitment to the status quo, however, Ankara had equally good reason to overcome this animosity. For countries that found themselves on the wrong side of Turkey’s geopolitical alignment, by contrast, these resentments and unresolved problems were consistently exacerbated. The history of Turkey’s regional relationships can be read through the ever-shifting dynamics of power politics and unsettled history. In the case of Greece, for example, Ankara and Athens began an ambitious rapprochement in the 1930s when they both felt their security was threatened by Italian irredentism in the Eastern Mediterranean. When this shared threat was supplanted by the Soviet Union, the two countries were brought into an even closer alignment under the NATO umbrella. Soon though, the growing rebellion against British rule on Cyprus rendered the status quo unsustainable, leaving Athens and Ankara with radically divergent views on what should come next. Only in this context were a number of longstanding questions re-opened, such as maritime borders and the status of historic minorities in both countries. Crucially, even as tensions over Cyprus worsened, both sides still had Washington to help remind them of their shared security interests. Throughout the Cold War, the United States was in a position to manage Turkish-Greek tensions in order to pre-empt the risk of an intra-NATO war between two allies that would benefit the Soviets. In other words, by acting as a forceful advocate for the status quo, Washington helped ensure that both Greece and Turkey maintained their shared commitment to it. With the end of the Cold War and the rise of Recep Tayyip Erdoğan’s Justice and Development Party, Turkey embraced not just a new foreign policy but a new foreign policy orientation. Ankara is no longer interested in maintaining the status quo—it now wants to transform it. Just as Turkey’s status quo orientation led to different policies as circumstances change, Turkey’s new anti-status quo orientation has also led Erdoğan’s government to pursue different strategies. But to make sense of these shifts, and the reaction they have provoked in the region, it is crucial to appreciate that, no less than in the previous century, Turkey’s neighbors have responded in light of their history but also, more importantly, their own orientation toward the regional status quo.

92. Autonomy Curbed? Kurdish Oil Exports Hit Snags from Turkey and Baghdad

Abstract:: For the past three months, the Kurdish region in northern Iraq and its government, the Kurdish Regional Government (KRG) have been facing one of the most serious challenges in the two decades of its formal existence. The pipeline through which it exports some 400,000 barrels of oil a day (b/d) – 10 percent of the overall Iraqi exports and 0.5 percent of global production – has been closed since March 25, at an estimated cost of close to a billion dollars a month (approximately $30 million daily). The KRG has depended on income from oil exports for some 80 percent of its budget. The stoppage came after a decade-long arbitration between the Government of Iraq (GOI) and Turkey by the Paris-based International Chamber of Commerce was decided in March in Iraq’s favor. Turkey was ordered to cease loading Kurdish oil without GOI supervision, and to pay Baghdad $1.5 billion in owed fees (Baghdad had demanded $30 billion). Baghdad had claimed that use of the pipeline from northern Iraq to the port of Ceyhan in Turkey by the Kurds without GOI consent was in violation of a bilateral agreement between the two countries from 1973, the annex of which states Turkey would only buy oil from Iraq’s state-owned oil marketer.

Abstract:: The southern neighbourhood should be a key focus for the EU’s Global Gateway infrastructure programme – but the bloc has so far directed relatively little of its investment to the region. Strategic goals for the EU in the Mediterranean include promoting ‘nearshoring’ to shorten key supply chains including of energy; and improving regional connectivity, decarbonising economic activity, and creating jobs. The EU can propose more attractive investment offers than China and other players. The Global Gateway’s use of grants rather than loans is central to this. Going beyond investments, the EU should promote inclusive growth by sharing technical know-how and supporting training to enhance the skills of workforces in the region. Protecting physical connections is of great importance. The EU should work hand in hand with southern neighbours to monitor Global Gateway-funded infrastructure.

Abstract:: The number of Syrian refugees attempting to enter Europe has doubled in the last two years. This shift is driven by growing hostility towards Syrian refugees in host states Turkey, Lebanon, and Jordan. Governments in these countries are ratcheting up the political rhetoric and deploying new ways to force Syrians to return. Home-grown economic and social pressures, and problems caused by the pandemic and Russia’s war on Ukraine, contribute to these tensions. Europeans’ support for Syrian refugees remains humanitarian-led and short-termist. The EU and its member states should switch to a longer-term ‘inclusion’ approach that helps Syrians live in dignity in their host countries. This new approach would also benefit local communities, as well as discourage Syrians from making the dangerous journey to Europe.

Abstract:: The share of nuclear power in Asia’s electricity generating capacity has grown significantly over the last two decades. China is one of the dominant players in Asia, developing a robust nuclear power program. In the Middle East, Iran and the United Arab Emirates have introduced nuclear power into the region, with Turkey planning to follow in their footsteps in 2023. The adoption of nuclear power spurs concerns about the proliferation of nuclear weapons and nuclear latency. Some countries use their civilian nuclear programs to develop a robust infrastructure that allows them to acquire nuclear weapons in a relatively short period of time. Such dynamics are likely to have a destabilizing effect on international affairs in the Middle East and Asia. The current international situation makes it unlikely that the nuclear non-proliferation regime will become stronger in the near future. The war in Ukraine has demonstrated the need for a new generation of negative security assurances and collective defense that protects countries from nuclear blackmail.
