1. Adoption of Sustainable Practices for Improving Agricultural Productivity in Viet Nam

Abstract:
Conventional agricultural methods are putting considerable strain on developing countries’ environments. This problem can be ameliorated through the adoption of Sustainable Agricultural Practices (SAPs), which can bring economic, ecological and social benefits for farmers, consumers and the overall economy. However, the adoption rates of SAPs remain low in many developing countries. It is therefore vital to provide empirical evidence on the improvement of agricultural productivity as it may assist policymakers in designing suitable policy as well as encourage farmers to adopt SAPs on their farms. This study analyses the impacts of different SAP adoption packages on land productivity and labour productivity in Viet Nam. This is the first attempt in the context of Viet Nam to investigate the economic effects of adopting different SAP packages including crop diversification (CD), conservation agriculture practices (CA) and a combination of those. Using panel Viet Nam Access to Resources Household Survey (VARHS) data with multinomial endogenous switching regressions and an instrumental variable helps reduce potential biases in impact evaluation that previous studies have not fully addressed. Results confirm that if a farmer adopts SAPs, it may raise his net profit per hectare by about 4 million Vietnamese Dong (D)/ha/year, whereas the agricultural income per hectare increases by about 4–6 million D/ha/year. Moreover, the joint adoption of multiple SAPs brings higher benefits (of about 2–4 more million D/ha/year) than single SAP adoption. These findings suggest that policymakers and related stakeholders should focus on promoting the adoption of a combination of crop diversification and conservation practices.

2. Productivity Effects of Viet Nam’s Rice Land Restrictions

Abstract:
Viet Nam’s 1986 programme of market-oriented economic reforms did not include the freedom of farmers to choose their crops independently. Large areas of land remain restricted to rice production. This paper studies the effects of this policy on agricultural productivity, using panel data from the Viet Nam Access to Resources Household Survey (VARHS), covering the years 2008 to 2016. The econometrics uses fixed effects methods with and without the additional use of instrumental variable methods to allow for the possible statistical endogeneity of the restrictions. The findings are that the crop choice restrictions reduced the overall productivity of annual crop land by about 5%, reduced the overall productivity of farm labour by about 8% and reduced the mean incomes of farm households by 5%–6%, implying increased levels of rural poverty. Moreover, rice output would have been no lower if the restrictions were removed.

Abstract:
In 1870, the Dutch colonial government established the principle of domein verklaring (free state domain) in its East Indies colony when it enacted agrarian laws to promote private investment. The now-independent Indonesian nation is still trying to resolve the principle’s implications for community access to land, which threaten the long-term sustainability of livelihoods across the country. Further legal recognition of pre-existing customary rights over land is required to prevent exacerbating the marginalization of rural community interests.

Abstract:
The Singapore agrifood ecosystem is fast changing from one focused primarily on food security to one which also addresses a new economic sub-sector for export of processed food and “disruptive technologies”. Recently there has been a marked convergence of various technologies including FoodTech, AgTech, FinTech and MedTech. In 2019, exciting initiatives were announced which included the development of a new 18 ha AgriFood Innovation Park (AFIP), a new food security strategy of 30% food self-sufficiency by 2030, the launch of the Enterprise Singapore backed Seeds Capital investment for several new AgriFoodTech Accelerators and the launch of the new Singapore Food Agency (SFA) under the Ministry of Environment and Water Resources (MEWR). All these have come at a time when there is an increasing number of new startups and commercial enterprises engaged in farming and food processing, including indoor plant factories growing a range of fruit and vegetables and land-based fish farms. How do all these developments compare with similar ecosystems in successful agrifood countries like the Netherlands? Building on a previous NTS INSIGHT on developing a successful urban food cluster, this INSIGHT will explore ways to successfully integrate the key elements such as research and development; retail and consumers; human resources and education; financing; and policy. It concludes with some foresighted insights on the future direction of the ecosystem.

10. Democratic Change and Forest Governance in the Asia Pacific: Implications for Myanmar

While signs of democratization in a country may raise hopes of better natural resource governance, especially of forests, evidence from the Asia Pacific region in countries such as Indonesia and Cambodia demonstrates no significant relationship between a country's transition toward democracy and better forestry governance. Myanmar's transition to democracy is unlikely to counter this trend. Deeply vested interests operate within democratizing countries that outweigh the support inside governments or civil society for improving forestry conservation. Incumbents also stand to benefit directly from initiatives that promote free trade and further investment in the forestry sector at the expense of the environment and the most vulnerable in society. International organizations returning to Myanmar must fine-tune their policies to accommodate the local political economy of deforestation and should engage with elements on the periphery, dissenting voices inside the government, and a broad range of local civil society organizations. Failure to do so may exacerbate current trends and lead to future conflicts in the already volatile cease-fire areas.

11. Rubber Plantations Expand in Mountainous Southeast Asia: What Are the Consequences for the Environment?

For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold. Preliminary research suggests this massive land-use change could lead to drier conditions at the local level plus surface erosion, loss of soil quality, sedimentation and disruption of streams, and risk of landslides. And it appears that when primary or secondary forests are converted to rubber, carbon emissions are likely to increase. Despite environmental concerns, both local farmers and outside entrepreneurs are likely to continue expanding rubber plantations because of high economic returns. Production systems that provide the best balance between economic return and environmental sustainability are needed to improve the long-term outlook for the region.
