The renewed crisis in South Sudan is turning into a decisive test for the United Nations. There is a growing international outcry over reports that local forces raped and killed civilians almost in front of UN peacekeepers. The Security Council has struggled to persuade the South Sudanese government to accept the deployment of an additional 4,000 troops with a robust mandate to stabilize the capital, Juba. Having initially rejected the proposal, which has strong African support, President Salva Kiir now seems willing to at least consider the reinforcements. There are tensions in the Security Council over how to handle Kiir: the U.S. wants a tough line, but China and Russia insist on respect for that South Sudan’s sovereignty. Kiir and his advisers profoundly distrust the UN. According to a leaked South Sudanese document they believe that “The UN Secretary General [Ban Ki Moon] has constantly advanced negative views against the Government of the Republic of South Sudan and its leadership,” and even pursued a “regime change strategy.” This is unjust. A few outside analysts have advanced ambitious and probably unworkable plans to turn South Sudan into an international protectorate on the Kosovo model. But the UN is largely struggling to stay on top of the crisis and get aid to the suffering, rather than plotting to overthrow Kiir.

155. Challenges for Human Rights Sections of UN Peace Operations

When António Guterres succeeds Ban Ki-moon as UN Secretary-General, many problems will be waiting for him, including challenges to the fundamental values underpinning UN peacekeeping. Uncooperative host governments and shifting conflict environments, including asymmetrical threats and violent extremism, are testing blue helmets on the ground. Recent adaptations of peacekeeping practice are also bringing into question the role of civilian components in UN peace operations, notably the human rights sections. The growing use of offensive mandates to quash negative forces and ensure protection of civilians has sometimes made the UN a party to the conflict and has cast doubt on the civilian staff’s protection under international humanitarian law. Recommendations by the High-level Independent Panel on Peace Operations (HIPPO) on the primacy of politics also bring into question the principles of impartiality and transparency that lie at the core of credible human rights monitoring. How can UN peace operations ensure robust protection of civilians and broker political solutions while maintaining a transparent and impartial human rights agenda? At its conception, peacekeeping was formed around three core tenets, often referred to as the ‘principles of peacekeeping’. These included the requirement of consent from the parties, impartiality and non-use of force, except in self-defense. For the most part, they have stood the test of time since Secretary-General Dag Hammarskjöld defined them while devising the UN Emergency Force (UNEF) in Suez in 1956. However, in recent years UN peacekeeping has departed from these principles as operational environments have become less permissive and in key theaters there has been less or little peace to keep. Consent has proven less reliable in conflict areas where governments or non-state armed groups deny access to peacekeepers, like in Sudan, South Sudan or Mali. Impartiality has become questionable for missions specifically deployed to support a host state Government, sometimes against non-state armed groups opposing national authorities. Since exceptions to the non-use of force principle include the defense of the mandate, as outlined by the Capstone Doctrine, and as mandates now prioritize the protection of civilians by all necessary means for most UN missions, peacekeepers are increasingly called upon to use force against potential perpetrators of violence. Current concepts of operations and rules of engagement have made it clear that blue helmets are authorized to use force to protect civilians from imminent threat of physical violence by any party. More generally, the posture of modern peace operations has adapted by the adoption of robust mandates. In some theatres, special military units with offensive directives were authorized, such as the Force Intervention Brigade (FIB) initially deployed in 2013 in eastern DRC to neutralize armed groups, or the soon-to-be-deployed Regional Protection Force in South Sudan, mandated to engage any actor preparing attacks.

156. The role of ex-rebel parties in building peace

Abstract:
Political parties can play an important part in shaping the direction of post-conflict peacebuilding, and parties that emerge from rebel movements have a particularly central role to play in this regard. While such groups are often uniquely placed to articulate the grievances that underlie the conflict and channel these into political processes, they are also able to remobilise for violence and undermine progress on peace. This report discusses existing knowledge about the ways in which rebel groups transform into political parties and the factors that shape their contribution to peacebuilding. It then examines three cases of political parties that have emerged from rebel groups – the FMLN of El Salvador, UCPN (Maoist) of Nepal and SPLM of South Sudan. In each case it explores how the internal dynamics of the group and its relationship to society, the nature of the peace settlement, and the broader local and international context determine the group’s engagement with democracy and peace processes. Finally, the report examines how international actors can support rebel-to-party transition and the integration of these parties into peace processes and political systems in ways that promote a sustainable and inclusive peace.

Within and Without the State (WWS), a programme funded by the UK Department for International Development, has been working in South Sudan since 2012 to improve the relationship between citizen and state. This case study describes the efforts of Community Empowerment and Progress Organization, a WWS partner, to work with young people in cattle raiding camps and support local communities to find their own solutions for peace. In the midst of a renewed outbreak of violence just two days before the country’s fifth anniversary, supporting local level peace initiatives remains as vital as ever.

The Human Security Baseline Assessment (HSBA) for Sudan and South Sudan is a multi-year project administered by the Small Arms Survey. It was developed in cooperation with the Canadian government, the United Nations Mission in Sudan, the United Nations Development Programme, and a wide array of international and Sudanese partners. Through the active generation and dissemination of timely, empirical research, the project supports violence reduction initiatives, including disarmament, demobilization, and reintegration programmes, incentive schemes for civilian arms collection, as well as security sector reform and arms control interventions across Sudan and South Sudan. The HSBA also offers policy-relevant advice on redressing insecurity.

It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.

The December 2013 violent conflict in South Sudan, the world’s newest and most fragile state, has shown that a state-building trajectory that only emphasises formal institutional development is not viable. Like any state at its formative stage, formal institutions in South Sudan have demonstrated limited capacity to meet the high demands by citizens for ‘peace or post-secession’ dividends. The state’s limited capacity has further been eroded by political constructs claiming ethnic supremacy by both the Dinka and Nuer, the main parties to the December 2013 conflict. This article argues that the entitlement tied to post-secession dividends claims by the Dinka and Nuer has (re)produced a generally volatile social space for South Sudan by defining the mode of political settlement of the state, and undermining the generation of social capital for conflict management in the society. By constructing a nexus between state-building and social capital, this article shows that the state-building process in South Sudan requires the hybridity of formal and informal institutions. This helps in transforming the volatile social space created through the supremacy constructs of the Dinka and Nuer and high citizen demands placed on the fragile state.

Abstract:
As South Sudan’s fourth anniversary approaches, the fractured state teeters on the brink of a humanitarian catastrophe that has left millions in need of aid as a result of renewed fighting in the ongoing civil war. The relapse into conflict has been an enormous setback for statebuilding, curtailing efforts to ensure that humanitarian relief reaches all civilians in need of it. Through the nexus of humanitarianism and state formation, this issue brief assesses the international humanitarian system’s engagement in South Sudan during the period from statehood in July 2011 to the period immediately prior to the outbreak of the December 2013 crisis. Aside from responding to short-term needs, the author argues that humanitarianism ought to fit into the overall political strategy of supporting the process of state formation. The report outlines the enormous needs and challenges facing South Sudan since independence, its emerging humanitarian crises, and the response of humanitarian actors and donors. It addresses South Sudan’s unique challenges of state formation and the importance of linking long-term state capacity building to aid delivery. To advance aid delivery and improve implementation capacity in South Sudan, the author offers the following recommendations: Meaningfully involve government in the design and execution of aid projects. Finance projects that build on existing capacities at the lower tier of administration. Consider direct cash transfers. Raise local salaries to attract talent into the government. Finance public works projects.

This is the only region of Africa where colonially drawn borders have been redrawn. In contrast to other regions of Africa, this is also where the prospect of further redrawing of borders—with Somaliland seeking international recognition as a separate state—remains a real possibility.

166. South Sudan: A Civil War by Any Other Name

On 15 December 2013 the world's newest state descended into civil war. Continuing fighting has displaced more than 1,000,000 and killed over 10,000 while a humanitarian crisis threatens many more. Both South Sudanese and the international community were ill-prepared to prevent or halt the conflict: the nation's closest allies did little to mediate leadership divisions within the Sudan Peoples' Liberation Movement's (SPLM). The SPLM and its army (SPLA) quickly split along divisions largely unaddressed from the independence war. Were it not for the intervention of Uganda and allied rebel and militia groups, the SPLA would likely not have been able to hold Juba or recapture lost territory. The war risks tearing the country further apart and is pulling in regional states. Resolving the conflict requires not a quick fix but sustained domestic and international commitment. Governance, including SPLM and SPLA reform and communal relations, must be on the table. Religious and community leaders, civil society and women are critical to this process and must not be excluded.

While the crisis in South Sudan that started in December 2013 was triggered by a power struggle in the ruling party (SPLM), the causes for the rapid breakdown of peace run deep. Over time, several rebel groups were integrated into the army (SPLA) without resolving the causes of their rebellions. The army therefore became a coalition of ethnic militias loyal to their commanders, and when the shooting started in Juba, the country blew apart along these fault lines. However, the idea that there are two discernible camps – i.e. a Dinka-dominated government and a Nuer-dominated opposition – is grossly inaccurate. South Sudan has been at odds with itself for a long time. A weak but centralised government, scarce resources, patronage politics, the legacy of war, and a lack of peace dividends have provided a recipe for crisis and collapse for years. While Uganda's military involvement has given the conflict a dangerous regional dynamic, the greater challenge will be to move beyond striking a narrow peace deal between the main belligerents that will likely only restore the status quo. In order to reach a sustainable political solution a comprehensive rethink of South Sudan's national project is required that will address the root causes of the conflict.

During 1983-2005 Sudan hosted one of Africa’s longest insurgencies. Throughout the conflict a number of competing peace initiatives coincided, but a process under the mediation authority of the Inter-Governmental Authority for Development (IGAD) prevailed. However, although initiated in 1993, the IGAD process only accelerated after the September 2001 attacks on the United States (US) and was consequently finalised through the signing of the Comprehensive Peace Agreement (CPA) in less than four years’ time. Although it was presented as IGAD’s success as a conflict resolution body, in reality the organisation’s role in the making of peace in Sudan was to a large extent conditioned by the involvement of a narrow selection of Western stakeholders. This article examines the IGAD peace process in Sudan, highlighting the dynamics and relative roles of the principal actors involved. It argues that although the negotiations were portrayed as inherently sub-regional, and adhering to the idea of ‘African solutions for African problems’, a closer analysis reveals that the peace process was dominated by external protagonists. This resulted in the interests of Western actors, particularly the US, playing a prominent role in the negotiated agreement, consequences of which are currently experienced both in Sudan and South Sudan.

169. Armed Struggle for Power in South Sudan

Thousands of people were injured or killed in South Sudan after clashes broke out in its capital, Juba, between pro-regime Salva Kiir supporters and forces loyal to fired Vice President Riek Machar. Nearly 200,000 citizens have fled their homes as a result. Mashar and a number of leaders from the Sudan Peoples’ Liberation Movement (SPLM) were fired last July by President Kiir, who announced recently that his forces successfully foiled the coup attempt led by Machar. Machar denies the coup allegations and accuses Kiir of attempting to oust his political opponents. International and regional mediation efforts are probable given the conflict is limited to power and wealth divisions and because the two sides share close tribal origins (Kiir from the Dinka tribe and Machar from the Nuer tribe) – neither is capable of ousting the other and one cannot rule the country without the other. Finally, the costs of conflict would be larger than the benefits of agreement, so this paper argues it is in their respective best interests to come to a consensus on oil exports, a key area of contention.

The Fragile States Index, produced by The Fund for Peace, is a critical tool in highlighting not only the normal pressures that all states experience, but also in identifying when those pressures are pushing a state towards the brink of failure. By highlighting pertinent issues in weak and failing states, The Fragile States Index—and the social science framework and software application upon which it is built—makes political risk assessment and early warning of conflict accessible to policy-makers and the public at large. The Fragile States Index is an annual ranking of 178 nations based on their levels of stability and the pressures they face. The Index is based on The Fund for Peace’s proprietary Conflict Assessment System Tool (CAST) analytical platform. Based on comprehensive social science methodology, data from three primary sources is triangulated and subjected to critical review to obtain final scores for the Fragile States Index. Millions of documents are analyzed every year, and by applying highly specialized search parameters, scores are apportioned for every country based on twelve key political, social and economic indicators and over 100 sub-indicators that are the result of years of painstaking expert social science research. The 2014 Fragile States Index, the tenth edition of the annual Index, comprises data collected between January 1, 2013 and December 31, 2013 — thus, certain well publicized events that have occurred since January 1, 2014 are not covered by the 2014 Index.

Based on public opinion polling from November 2011 and February 2013, this report describes and analyzes the status and perceptions of women in South Sudan related to security, access to basic services and economic empowerment. Focusing on the critical period between independence and the outbreak of civil war, the paper identifies trends between the two waves of data and highlights the important role public opinion research plays in understanding the well-being of women and communities writ large. The research and analysis presented here is an interdisciplinary effort that combines public opinion primary research with secondary resources on women, peace and security, conflict resolution, and human development. In doing so, this report serves as an evidence-based, practically applicable tool for gender-sensitive conflict prevention, crisis response and post-conflict reconstruction.

A rusted-out pick-up truck dropped off four young men with gunshot wounds, two with life-threatening wounds to the abdomen and the others with leg injuries, at the 100-bed Médecins Sans Frontières (MSF) hospital here. Abstract:
On September 4, 2013, President Obama appointed Ambassador Donald Booth as the US Special Envoy for Sudan and South Sudan. Booth is the sixth such envoy, over the Bush and Obama Administrations, reflecting the enormous interest the United States has had in the peace process between these two countries. Not only diplomacy but resources have been invested in this process. Since the Comprehensive Peace Agreement (CPA) of 2005, the United States has spent more than $10 billion on peacekeeping, humanitarian assistance, and development aid in these two countries. The fundamental reason is that a return to war would not only create even more humanitarian chaos than in the past, but send ripples of instability through North Africa and the Horn. Over this long engagement the United States developed deep ties with South Sudan and played a major role in enabling it to achieve its right of self-determination and ultimately independence. But that friendship is now under strain and Americans both in and out of government are concerned over the direction of this, the world's newest state.

This paper outlines a new tool for policymakers to deploy to encourage private-sector development in developing nations. Specifically it argues that in fragile states there are systemic failures that cause an intermediation gap between sources of capital and entrepreneurs seeking investment. This gap prevents investment by raising transaction costs and exacerbating information asymmetry. We present a case study of this gap as observed in our work in South Sudan. Then we propose a model of investment facilitation that bridges the intermediation gap. The model is based on donor funding of a neutral nongovernment facilitator to identify attractive investment opportunities, link them to capital, and facilitate transactions.

Abstract:
This article examines the conflict emerged in the Sudan’s states of Southern Kordofan and Blue Nile between the Government of Sudan and the Sudan People’s Liberation Movement/Army - North (SPLM/A-N) in the aftermath of the Referendum for self-determination that led to the separation of South Sudan from Sudan. It makes the point that the conflict in the so-called Two Areas - the North/South border regions of Sudan that fought alongside the SPLM/A during the country’s second civil war - is the direct result of the failure of the Comprehensive Peace Agreement (CPA) to address Sudan’s issue of sovereignty beyond the north/south divide, both in its design and implementation. As a result of the CPA, neither peace nor democracy was reached in Sudan. The analysis also looks at the question of liberal peacebuilding and its flawed application in the country.

In January 2005 the signing of the Comprehensive Peace Agreement (CPA) brought Africa’s longest-running war in Southern Sudan to its formal end. Essentially a two-party power-sharing treaty between the Government of Sudan and the largest rebel organization in Southern Sudan, the Sudan People’s Liberation Movement/Army (SPLM/A), the CPA, which provided a roadmap for peace between the main warring parties and facilitated the secession of Southern Sudan in July 2011, faced a number of challenges due to being imposed over a complex landscape of local political actors. This article analyzes the external intervention during the CPA implementation in Southern Sudan in 2005-2011. It treats state-building and nation-building as separate in order to demonstrate the limits of the current intervention aimed at building a legitimate and authoritative state. The article argues that the external intervention in Southern Sudan, characterized by “peace-through-state-building” approach, was unable to ensure peace during the period examined due to its lack of focus on nation building.

A woman with her two-week-old baby was dragged out of her home at gun point in April at Hai-Mauna residential area over issues of domestic violence. In the process, Rose Mary Adare broke her finger as she was being flogged by the plainclothes, h armed men who were brought by the husband. “My husband has thrown me out of the house with my kids because he has a newly wedded wife. This has been his habit, chasing women out of the house, whenever he gets a new wife”, she said. As it started raining, the woman took off with her little baby and her two older children to a makeshift shelter that was just across what used to be her home. Michael Amule Joseph, Rose Adare's husband and the Commissioner General for the State Revenue Authority, drove off with the armed men, leaving onlookers wondering as to why a constitional post holder entrusted with a national responsibility had to drag the wife and the newly born baby out of the house at gun point. An eye witness says the arms scared the neigbours who intended to run to the rescue of the woman. “We wanted him to calm down so that we talk to both of them”, said a neighbour. Rose Adare had been married for a period of seven years, saying that the time has been hell on earth. “I tried complaining to my parents but they couldn’t help me out. When I approached Munuki Police station in order to help me, the police authorities advised me to settle the issues with relatives”. Lilian Riziq, the President and Chief Execitive Officer of South Sudan Women Empowerment Network, said it is unfortunate that South Sudan does not have family laws that protect women. They are always referred to the customary courts which are normally biased against the women, putting women on the wrong side in cases of domestic violence. A concerned citizen, who termed this a human rights violation, urged men not to behave inhumanely against their wives and children. “We are supposed to protect women but not to abuse them nor intemidate them when they say something. Why should armed men involve themselves into domestic issues? If the armed men have failed to maintain law and order, then, who will protect the civilians?” he asked.

Disarmament and demobilisation (DD) programmes are vital components of strategic peacebuilding. DD provisions govern the collection and disposal of arms and ammunition, and oversee the discharge of active-duty combatants from the state's armed forces, rebel groups, or both. Using data from the Peace Accords Matrix database, this report compares the five most recent cases of DD implementation: Nepal (2006), Liberia (2003), Macedonia (2001), Indonesia-Aceh (2005) and South Sudan (2005). A comparative analysis reveals several common patterns in the kinds of provisional and operational choices associated with efficient DD implementation. Having a definite timeline and largely completing the process prior to the first elections creates an incentivised environment for a timely DD process while diminishing the risks of election-related violence. Economic incentives associated with the process of cantonment can increase the duration of DD programmes. External actors with a strong mandate can solve problems faster and have been instrumental in achieving a swift DD progression. Disarmament programmes must be realistically matched to conflict settings. This can include the use of mobile collection units, which have proved to be successful in cases where a primary centralised site is not sufficient.

Less than 18 months into its life as an independent nation, South Sudan is facing a desperate struggle for survival. Because the terms of its separation from Sudan were not decided before independence, negotiations have dragged on over issues including borders, security arrangements, and the qualifications for citizenship, diverting attention from the urgent task of development. Most damagingly, the two nations have failed to cooperate on oil production, the mainstay of their economies. Anger over the high price Sudan was demanding to use its pipeline prompted the government of the Republic of South Sudan (GRSS) to shut off oil production entirely in January 2012. Although a compromise was reached in August, implementation stalled until a broader agreement was signed by the two countries in late September. The implications for health development in South Sudan are stark. Even before the oil shutdown, international donors had paid for and delivered most health services. However, talks had been ongoing to transfer to a more sustainable system in which the GRSS assumed more responsibility for the health needs of its citizens. Donors spoke of the importance of moving away from a top-down system centered on emergency relief and primary health care delivery, mainly administered by international nongovernmental organizations (NGOs). Instead, the objective was to move to a new phase focused on developing health systems that would increasingly be managed by South Sudanese themselves. These plans were put on hold by the oil shutdown and the calamitous economic crisis it triggered. Donors feel that South Sudan has regressed in the period since independence, and they apportion a lot of the blame for the dire situation on the government of South Sudan.

Numerous predictions asserted that the referendum on the secession of southern Sudan would lead to renewed civil war. Despite ongoing violence in many parts of Sudan and South Sudan, the referendum process was largely peaceful. This unanticipated result may prove a relatively rare instance of documented success in conflict prevention. Warnings of impending violence came from many sources. They were timely but tended to be vague. Whether they were overly dire because of faulty assumptions about the conflict dynamics deserves scrutiny. Two prominent narratives explain why the referendum process was peaceful: one that emphasizes domestic factors and another that focuses on international intervention by Africans and westerners. It is highly likely that both contain important explanations for the peaceful referendum. People in Sudan and South Sudan tend to emphasize the domestic narrative; members of the international community tend to focus on international engagement. Several lessons for global conflict prevention can be drawn from the Sudan referendum experience: Preventing conflict in what seems like dire circumstances is possible. Coordinated outside actions should support local conflict-mitigating dynamics. Technical actions, such as election or referendum logistics, can have a significant positive impact on political processes. International actors need to be receptive to taking preventive action. Focusing on successes, as well as failures, is critical.

In the wake of Sudan's partition, Beijing has accelerated a re-orientation of its engagement in the resulting two states, most significantly through a new courtship in Juba. China's historical support for Khartoum left a sour legacy in the South, but the potential for mutual economic benefit means a new chapter in bilateral relations is now being written. Balancing new friends in Juba with old friends in Khartoum, however, has proven a delicate dance. China has been drawn into a high-stakes oil crisis between the two, the consequences of which may temper an otherwise rapidly expanding relationship with Juba. A sustainable solution to the crisis cannot be achieved in isolation; North-South stability, mutual economic viability and the security of Chinese interests will also depend on answers to other unresolved political and security issues, including in Sudan's marginalised peripheries. The future of Beijing's dual engagement, and the kind of relationship that emerges in the South, will depend in part on how the oil standoff – and this broader reform agenda – are confronted.

Monday July 9th 2012 marked South Sudan's first anniversary as an independent state. But one year down the road, what is there to celebrate for this newborn polity? Faced with political stability and enduring external and domestic threats to its security, the nascent state of South Sudan has evolved into a patronage and crisis management tool for the ruling elite, putting the benefits of governance well beyond the reach of the majority of the population. There is little doubt that continuing conflict with Sudan, extreme underdevelopment and dependence on oil revenues will ensure that South Sudan remains a state in emergency for years to come. In many ways the characteristics and uses of this emergency dominate domestic political calculus. Essential institutional reforms have been postponed, as has any real democratic opening. Until a measure of calm in South Sudan's relations with Sudan is achieved, donors will have to look for areas of engagement where their objectives do not interfere with the short-term interests of a government that subsists on a war footing. In this regard South Sudan's decision to suspend oil production and the subsequent need to generate alternative revenues may offer new opportunities.

Oil started being produced in Sudan in the 1990s and has become the mainstay of the economies of the north and south. Most, but not all, of the oilfields are in South Sudan, but the export pipelines, Red Sea export terminal, and refineries are in the north. Agreement to share control over oil resources and revenues was a central part of the 2005 Comprehensive Peace Agreement, but up to the eve of South Sudan's secession, north and south had not resolved how to divide the industry or its revenues. The Republic of South Sudan starts independence facing huge challenges in using its oil wealth to jump-start development in the country, where over 50 percent of its people live below the poverty line and over 80 percent are illiterate. Without new investment to increase output, or successful exploration that finds additional resources, South Sudan faces declining oil production from 2015-too little time under any circumstances to diversify the economy and develop alternative sources of government revenue. As the most oil-dependent state in the world, the government of South Sudan faces the certainty that its income will fluctuate from year to year with global oil prices, a circumstance known to make sound macroeconomic management difficult. The Government of South Sudan (GoSS) should have three priorities for the oil sector. First, in the short term, it should focus on developing a detailed understanding of what it now owns and what the long-term prospects are for its oil industry. Second, it needs to maximize revenues from the existing industry. Third, it must make the best use of its revenues for development. Information on the potential for, and barriers to, increasing production and incentivizing new exploration is essential to developing a realistic oil industry strategy. This requires a technical and economic reserves evaluation study and disclosure of data by the oil companies-to which the new government will be entitled as a partner in production sharing contracts. To overcome the problem of revenue fluctuations, the government should explore working with donors to use aid to help moderate variations in government income and consider the possibility of oil-backed loans, that is, obtaining immediate funds for infrastructure to be paid with future oil production. To secure new oil investment, South Sudan needs to overcome the toxic reputation of Sudan's oil industry by committing immediately to joining the Extractive Industries Transparency Initiative, the international program for oil sector transparency, and allow its industry's environmental and human rights performance to be audited against current international standards, developing a remediation program as needed. The government also should be ready to consider offering incentive terms to good-quality oil companies to secure their investment in enhanced oil recovery and exploration. Most important of all, as violent conflict has emerged in some of the oil areas in the months preceding independence, South Sudan and the international community must ensure security for oil workers and installations so that the new state gets the oil income it depends on.

Amidst jubilant celebration in July 2011, the new Republic of South Sudan entered the international stage albeit as one of the least developed countries in the world. One in eight children die before their fifth birthday, the maternal mortality rate is one of the highest in the world and more than half the population lives below the poverty line. Against a backdrop of chronic under-development, the country is acutely vulnerable to recurring conflict and climatic shocks. More than 220,000 people were displaced last year due to conflict and more than 100,000 were affected by floods; and already this year, fighting in the disputed border areas, clashes between the Sudan People‟s Liberation Army (SPLA) and militia groups, disputes over land and cattle, and attacks by the Lord‟s Resistance Army, have forced nearly 300,000 people from their homes. The situation is exacerbated by a continuing influx of returnees, restricted movement across the northern border, high fuel prices and regional shortages in food stocks. South Sudan is a context that challenges normal development paradigms and fits awkwardly in the humanitarian relief–recovery–post-conflict development continuum. This complexity has not always been reflected in the strategies of either donors or implementing agencies.

The government of South Sudan and its development partners appear to be heavily focused on state building and less so on nation building: the question of how to turn the young state into a nation in which all South Sudanese can see themselves represented. Whatever projects a new country conceives, it has to view nation and state as inseparable components of the same project, not focusing too much on one without investing in the other. Most South Sudanese interviewed for this project assert that the most obvious impediment to national cohesion is exclusion from the national platform, especially exclusion along ethnic lines. Corruption, nepotism, and exclusion from access to government jobs were also raised as issues that the government will need to address directly for citizens to have pride in their nation. There is a widespread sense of worry about the viability of South Sudan as a nation due to insecurity, especially insecurity rooted in the current ethnic conflicts occurring in seven out of the ten states. Both political leaders and ordinary citizens recognize the importance of national unity and the equitable display and celebration of cultural diversity as a national asset; representation of all ethnic nationalities and creation of a broad-based government is central to South Sudan's transition to nationhood. The immediate challenge involves creating programs that promote citizenship in the nation over ethnic citizenship. The opaque climate of the transitional constitutional review process has not earned the government much trust from all sectors of society, and this has made for a bad start toward national consensus. As a multiethnic society, South Sudan also is confronted with the question of a language policy. To speed up the process of nation building, the government will need to transform current discussions on language into practical decisions regarding the development of a national language. Identifying five national languages that represent the three greater regions of the country would be one way to approach it. Ultimately, a viable South Sudan has to stand on four strong pillars: political unity, a disciplined military, quick and equitable service delivery, and a vibrant civil society.

Though microfinance is championed in “typical” underdeveloped societies, its appropriateness for societies in the wake of conflict is not certain. Through in-depth field interviews and subsequent narrative analysis, this essay details lived realities of microfinance in Juba, South Sudan since the 20 05 Comprehensive Peace Agreement. It describes how repatriates navigate the complex new economy, credit, and income opportunities to secure livelihoods after war. It finds that microfinance in Juba does serve some worthwhile ends in the post-conflict economy, which, however, complicate the industry's success narratives.

194. Dowry and Division: Youth and State Building in South Sudan

Abstract:
Most South Sudanese youth are undereducated and underemployed, and their priorities and perspectives are largely unknown. To address this critical knowledge gap, the authors conducted field research between April and May 2011 with youth, adults, and government and nongovernment officials in Juba and two South Sudanese states. The increasing inability of male youth to meet rising dowry (bride price) demands was the main research finding. Unable to meet these demands, many male youth enlist in militias, join cattle raids, or seek wives from different ethnic groups or countries. Skyrocketing dowry demands have negatively and alarmingly affected female youth. They are routinely viewed as property that can generate family wealth. Potent new postwar identities involving youth returning from Khartoum, refugee asylum countries, and those who never left South Sudan, are stimulating hostility and conflict. Excess demand on government jobs, widespread reports of nepotism in government hiring practices, cultural restrictions against many kinds of work, and a general lack of entrepreneurial vision are fueling an exceptionally challenging youth employment situation. Gang activities continue to thrive in some urban centers in South Sudan. They are reportedly dominated by youth with connections to government officials and by orphans. While most undereducated youth highlighted dowry and marriage as their primary concerns, members of the elite youth minority emphasized vocational training and scholarships for higher education. While South Sudanese youth view their government as the primary source of education, jobs, and hope, the government of South Sudan does not appear poised to provide substantial support to vital youth priorities related to dowry, employment, education, and training. The government of South Sudan and its international partners need to proactively address nonelite youth priorities. They must find ways to cap dowry demands, protect female youth, and support orphan youth, in addition to expanding quality education, job training, and English language training.

195. Ukrainian arms supplies to sub-Saharan Africa

Abstract:
Ukraine has consistently been among the 10 largest arms exporters in the world during the past two decades. An estimated 18 per cent of Ukrainian arms exports during 2005–2009 were for recipients in sub-Saharan Africa, specifically to Kenya (or Southern Sudan), Chad, Nigeria, Equatorial Guinea, and the Democratic Republic of the Congo (DRC). Ukraine has supplied surplus aircraft, tanks, armoured vehicles, artillery, SALW and ammunition to armed forces in sub-Saharan Africa. Additionally, Ukrainian companies and individuals have supplied other services related to arms transfers and participated in combat missions for African armed forces.

196. Gender and Statebuilding in South Sudan

Abstract:
South Sudan’s independence ends decades of conflict as well as socioeconomic and political marginalization at the hands of successive governments in Khartoum, which affected women in gender-specific ways. Independence thus opens up opportunities for women’s economic and social empowerment, ensuring that the new country’s political and economic structures and institutions reflect commitments to women’s participation and human rights. In turn, empowering women will enable South Sudan to strengthen its economic and political structures and institutions. There is great potential for gender equality and respect for women’s rights in South Sudan. The government has expressed commitments to equality between women and men and to women’s participation. South Sudan is relatively egalitarian and lacking in religious extremism. International actors interested in South Sudan recognize that promoting gender equality and women’s empowerment and addressing gender-based violence (GBV) are key to maintaining peace and security and helping South Sudan’s economy grow. Challenges abound, however. South Sudan is severely lacking in infrastructure and has some of the worst human development indicators worldwide. Social and cultural practices harmful to women compound the effects of conflict and marginalization. There are constant internal and external security threats, a limited understanding of gender equality, and a tendency within communities to view gender as an alien and illegitimate concern, given the acute problems that South Sudan faces. The government of South Sudan, with the support of regional partners and the international community, should ensure that gender equality and women’s rights are fully integrated into and are outcomes of state building. National planning, developing the permanent constitution, and building the country’s new institutions and structures should reflect commitments to gender equality and input from women and women’s groups across South Sudan. The government should cost and meet the full budgetary needs of the Ministry of Gender, Child, and Welfare; ratify and implement the Convention on the Elimination of all Forms of Discrimination against Women and the Protocol to the African Charter on Human and People’s Rights on the Rights of Women in Africa; strengthen efforts to prevent GBV and address the needs of GBV victims and survivors; and invest more in quality and accessible health and education.

Abstract:
After the end of the Cold War, the disintegration of the Soviet Union (USSR) and the emergence of new independent states in the Caucasus and Central Asia, Turkey was forced to restructure its regional policy concept and started a new pursuit in its foreign policy. Turkey has been in interaction with this transition geography and has a complex array of economic, political and cultural relations with its neighboring re- gions. Since the Justice and Development Party (AKP) assumed power in 2002, Turkey has been trying to follow a pro-active regional policy approach and solve existing problems with its “zero problems with neighbors” policy concept. This article focuses on the Turkish regional policy in Caucasus and Central Asia and provides an assessment of this policy. It argues that Turkey needs a new applicable, feasible and realistic action plan regarding the Caucasus and Central Asia in order to combine its normative outlook with the realities of the region. The article asserts that in order to enhance cultural, economic and politi- cal ties with the region, first, the necessary structural and institutional conditions have to be created.

Abstract:
Despite the signing of the Comprehensive Peace Agreement 9 January 2005, which formally ended the 22-year civil war in Southern Sudan, the frequency and severity of local conflicts increased during 2009. These conflicts are threatening the stability of the South, and ultimately the peace process itself. Widespread insecurity will also make it difficult to hold the planned national elections in April and the 2011 referendum on secession. Land and natural resources are increasingly contested in Southern Sudan and these issues trigger and fuel local violence. The return of internally displaced persons and refugees is also a source of controversy. In addition, partially incompatible interpretations of the Sudan People's Liberation Movement/Army policy of “land belongs to the people” combined with institutional fragmentation further complicate the situation.

199. LRA: A Regional Strategy beyond Killing Kony

The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

200. Sudan: Preventing Implosion

Abstract:
Sudan is sliding towards violent breakup. The main mechanisms to end conflicts between the central government and the peripheries – the Comprehensive Peace Agreement (CPA), the Darfur Peace Agreement and the East Sudan Peace Agreement – all suffer from lack of implementation, largely due to the intransigence of the National Congress Party (NCP). Less than thirteen months remain to ensure that national elections and the South Sudan self-determination referendum lead to democratic transformation and resolution of all the country's conflicts. Unless the international community, notably the U.S., the UN, the African Union (AU) Peace and Security Council and the Horn of Africa Inter-Government Authority on Development (IGAD), cooperate to support both CPA implementation and vital additional negotiations, return to North-South war and escalation of conflict in Darfur are likely.
