Abstract:
A new report from the United Nations finds that China may have committed crimes against humanity in Xinjiang and that human rights violations are ongoing. The abuse flows from China’s “Strike Hard” campaign, executed to counter separatism and extremism, subjecting Uyghurs and other Turkic minorities to mass detentions, forced labor and sterilizations, cultural suppression, and surveillance. The report comes months after the 2022 Beijing Winter Olympics, before which some governments sympathetic to the Uyghurs’ plight staged diplomatic boycotts, to little avail. The UN report, much like the Olympic boycotts, will change few minds. What does it take to generate intergovernmental consensus around broad-scale human rights violations? Such convergence, even upon opposition to egregious human rights abuse, is rare and difficult to achieve. This is because violating governments are skilled at subverting international human rights norms and onlooking states have many reasons to avoid acting. Abusive practices might be reframed as responsible policy, or covered up. Meanwhile, supposedly compliant governments contend with a panoply of bilateral interests, some incompatible with international norms.

Abstract:
Masana Mulaudzi reminds us of the challenges of undoing years of structural racism at the country level even where there are good intentions at the start of the process. While the money to finance redistribution and investment hasn’t always been made available following the end of Apartheid in South Africa, the foundational legislation that introduced a progressive framework and implemented a transitional justice process—the Truth and Reconciliation Commission–has contributed to an environment where civil society can pursue litigation, social movements, and mass campaigns related to ending prejudice and promoting equitable and just policy implementation.

Abstract:
This paper investigates the extent to which the documentation that was generated by the South African Truth and Reconciliation Commission (SATRC) is being used to promote the healing of a post-apartheid society. Truth and Reconciliation Commissions (TRCs) are considered a primary human rights tool for post-conflict reconciliation and reconstruction. They investigate gross violations of human rights and international humanitarian law, uncover the truth, and promote forgiveness. In this regard, TRCs use restorative justice which focuses on the rehabilitation of perpetrators through reconciliation with victims. They offer a platform for victims and perpetrators to share their experiences in an endeavor to repair the social fabric damaged by violent or structural conflict.1 TRCs are expected to help post-conflict societies transition from a past of human rights violations to a democratic and peaceful post-conflict society where human rights are respected. TRCs, through the documentation they produce, make it hard for the perpetrators to deny the truth

Catherine Besteman is Francis F. Bartlett and Ruth K. Bartlett Professor of Anthropology at Colby College. A past President of the Association of Political and Legal Anthropologists, her most recent books include Militarized Global Apartheid (2020), Making Refuge: Somali Bantu Refugees and Lewiston, Maine (2016), and the co-edited Life by Algorithms (2019). In addition to coordinating the 2021 abolitionist initiative Freedom & Captivity, she has published six other books, and received recent fellowships from the American Council of Learned Societies, the National Endowment for the Arts, and the Guggenheim and Rockefeller Foundations.

Abstract:
We study the relationship between housing inequality and crime in South Africa. We create a novel panel dataset combining information on crimes at the police station level with census data. We find that housing inequality explains a significant share of the variation in both property and violent crimes, net of spillover effects, time and district fixed effects. An increase of one standard deviation in housing inequality explains between 9 and 13 percent of crime increases. Additionally, we suggest that a prominent post-apartheid housing program for low-income South Africans helped to reduce inequality and violent crimes. Together, these findings suggest the important role that equality in housing conditions can play in the reduction of crime in an emerging economy context.

Abstract:
Despite its lauded political transition in 1994, South Africa continues to have among the highest levels of violence and inequality in the world. Organised survivors of apartheid violations have long maintained that we cannot adequately address violence in the country, let alone achieve full democracy, without addressing inequality. This book is built around extensive quotes from members of Khulumani Support Group, the apartheid survivors' social movement, and young people growing up in Khulumani families. It shows how these survivors, who bridge the past and the present through their activism, understand and respond to socioeconomic drivers of violence. Pointing to the continuities between apartheid oppression and post-apartheid marginalisation in everyday life, the narratives detail ways in which the democratic dispensation has strengthened barriers to social transformation and helped enable violence. They also present strategies for effecting change through collaboration, dialogue and mutual training and through partnerships with diverse stakeholders that build on local-level knowledge and community-based initiatives. The lens of violence offers new and manageable ways to think about reducing inequality, while the lens of inequality shows that violence is a complex web of causes, pathways and effects that requires a big-picture approach to unravel. The survivors' narratives suggest innovative strategies for promoting a just transition through people-driven transformation that go well beyond the constraints of South Africa's transitional justice practice to date. A result of participatory research conducted in collaboration with and by Khulumani members, this open-access book will be of interest to activists, students, researchers and and policy makers working on issues of transitional justice, inequality and violence.

Abstract:
Massive student protests in South Africa in the past few years, largest since the times of the anti-apartheid struggles, raised several questions for political scientists. Are we witnessing a generational change? Or are they a sign of a broader global shift towards “asser- tive citizenship” present in advanced democracies and democratizing countries? To answer these questions, this paper examines the levels of political support and nature of political participation among the young generation. The paper also points out that generational change is not immediately visible in public opinion polls but is a process of a gradual narrative construction. Protests brought with them a challenge to the founding narrative of a united Rainbow Nation and reconciliation with the past, leading to a fracture in democratic stability. For the democratic project to suc- ceed, it is essential that the national project in South Africa does not fall apart.

Abstract:
In May 2014 I suddenly received a telephone call from the South African Embassy in Moscow, then an official invitation signed by Jacob Zuma followed: he wanted me to be present at his second inauguration. Unfortunately I failed to do it, I was still recovering from a surgical operation, but the very fact was significant, not because I had been involved, but because it symbolized friendly relations that existed between the South African president and those in Russia who took part in supporting the long struggle against the apartheid regime.
