1. Russia’s Aggression Against Ukraine: Concept, Ideology, Objectives, Means, Consequences

Abstract:
The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

Debates about the nature of the Putin regime have intensified in the wake of Russia’s invasion of Ukraine. Some experts argue that Russia has turned fascist. While such claims are understandable in the face of Russian aggression, they obfuscate the complexity of the problem and distract from identifying the regime’s actual ideological predisposition. In fact, the Putin regime is conservative, authoritarian, and reactionary, and its core beliefs include anti-Americanism, ressentiment, and Russian messianism. These beliefs operate under the guise of patriotism, Russia’s official national idea, which is used by the regime to rally public support and secure its grip on power.

Abstract:
U.S. government broadcasters—Voice of America (VOA) and Radio Free Europe/Radio Liberty (RFE/RL)—have always faced challenges in reaching Russian audiences, both during the Cold War and today. Just as we did during the Cold War, today’s VOA and RFE/RL must give exiled Russians the opportunity to speak directly to their compatriots and to challenge the lies and distortions in Russian media. Shortly after joining RFE/RL in 1982 as the Assistant Director of the Russian Service, I met with senior RL editors and visiting former dissidents to discuss the most effective ways of reaching Soviet citizens during the coldest years of the Cold War. I began by laying out several key points of the Reagan administration’s approach to public diplomacy, primarily the need to treat Russians as victims of Soviet communism and encourage them to take pride in the major accomplishments of Russian culture, philosophy, and religious traditions that had been ignored or distorted by the Soviet regime. As I cited examples of Soviet suppression of religion, the banning of conservative philosophers, and the exiling of nationalist writers such as Aleksandr Solzhenitsyn, I could tell by the quizzical expressions on the faces of my interlocutors that my passionate advocacy for a new form of public diplomacy was falling on deaf ears. Finally, one of the older editors who had spent time in the gulag said: “Look, we understand the need to present Russian culture that has been suppressed by the Soviet authorities and, yes, we know that Russians have suffered under Soviet repression, but Russians cannot be seen strictly as victims nor can their political culture be treated in the same way that we would treat Ukrainian, Georgian, Baltic or other national cultures of the USSR.” He stressed that Communism was a dying ideology, but an aggressive form of Russian nationalism was rapidly gaining strength, especially in the KGB and miliary services, and the West would rue the day when that surging Russian imperialism would merge with brutal Soviet practice. Quite presciently, he predicted an evolving Russian State that would assert its dominance over the other nationalities of the USSR in the name of imperial greatness, and not communism.

Abstract:
The time has come to openly regard the Republic of Serbia for what it is: A stalwart Russian and Chinese ally run by a semi-authoritarian government that proactively pursues ideologically irredentist territorial expansion in the Western Balkans. Today’s Serbia poses a threat to regional and transatlantic security. Under President Aleksandar Vučić’s Serbian Progressive Party (SNS), the Serbian government is rapidly building its military, overtly backing ultranationalist provocateurs in neighboring states, cementing Belgrade’s ties to Moscow, and consolidating partnerships with the People’s Republic of China (PRC). Integral to its efforts to actualize the “Greater Serbia” ideology, Serbia’s and Russia’s Orthodox Church leadership cooperate closely and in concert with their political counterparts. Without a significant Westward shift in its orientation, Serbia will continue on an authoritarian trajectory aligned with U.S. adversaries. Contemporary Serbia presents a quandary for U.S. and European strategists and policymakers. A genuinely democratic and Euro-Atlantic-oriented Serbia has been sought by Brussels and Washington alike. Yet, decades after Yugoslavia’s violent dissolution and related North Atlantic Treaty Organization (NATO) interventions in the 1990s, most Serbians reject NATO cooperation and are lukewarm towards the European Union (EU). Consequently, the U.S. and its democratic allies in Europe are less able to leverage prospective memberships as a means of transatlantic integration. Further complicating relations with Serbia is Aleksandar Vučić’s overt embrace of Beijing and Moscow. The depth of Serbia’s growing dependence on those powers jeopardizes U.S and European security on multiple fronts. The Vučić government’s enduring endorsement of ultranationalist narratives and their subversive purveyors continues to intensify discord in Bosnia and Herzegovina, Montenegro, and North Macedonia. Its military build-up is gravely disconcerting; Belgrade responds only with specious explanations. The country’s ever-greater reliance on Russian oil and gas as a client and transit state for Gazprom, Russia’s state-owned energy giant, puts it at odds with Brussels, Washington, and several Central-Eastern European capitals. Belgrade and Beijing’s economic, technological, and increasingly military cooperation accelerates as the Chinese Communist Party (CCP) further entrenches itself in southeast Europe. In sum: Serbia’s expanding alignment with authoritarian powers and regional anti-democratic forces reflects its illiberal worldview and disabling narrative of national victimhood. Western policymakers persistently view Belgrade’s government with the misunderstanding that, given the right incentives, Serbia will moderate, democratize, and gradually integrate into transatlantic institutions. This assumption is misguided. It diminishes, if not excludes, the need for a national reckoning among the Serbian people. As with post-war Germany’s Willy Brandt, Serbia needs courageous and sincere leadership to acknowledge past sins and move the nation forward. For example: A genuine Kniefall von Warschau event could spur an honest discussion among Serbian peoples about the atrocities committed during Yugoslavia’s dissolution. Whatever the catalyst, a broad acknowledgment of past crimes against humanity is categorical if Serbia is ever to become a democratic and open society. Without it, Serbs will remain disproportionately susceptible to domestic irredentist forces fed by malign foreign powers set on keeping the Western Balkans removed from the transatlantic community. Until such a national reckoning, Western decision-makers should adopt a more pragmatic approach to relations with a Belgrade government dismissive of genuine transatlantic partnerships. For as long as Pan-Serb ultranationalism is considered by Serbia’s leaders to be acceptable in political discourse, the kind of genuine democratic values and institutions shared within the transatlantic community will remain unrealized. Accordingly, the U.S. and its European allies should encourage Serbia to focus on itself, not its neighbors. In that vein, Western policymakers would be wise to stop expecting a breakthrough in Kosovo-Serbia status negotiations. It has become an empty dialogue that only keeps Kosovo locked outside of international institutions and other benefits of recognized statehood. A revised approach should also discontinue pushing an ineffective EU integration process as the primary means of democratically transforming Serbia.

Abstract:
Western policymakers are now asking whether Russia and China will join forces in an alliance of autocracies, and whether they have a chance to manage this challenge by drawing Moscow away from Beijing. Neither of these outcomes is likely in the short term: Russia has many reasons to maintain a cordial relationship with China, while policymakers in Moscow view rapprochement with the West as impossible or too politically costly. The Kremlin’s thinking on China is an amalgam of quickly developing trends that will determine Russia’s position in a world shaped by the US-China rivalry. While the West does not have an opportunity to prompt a policy U-turn in Moscow that divides Russia and China, it could give Russia space to hedge against China in key areas such as advanced technology.

It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:
The ongoing polarization of European society in the political-ideological context is apparent. This polarization causes considerable tension in society. Sophisticated soft power based on political values and policies that Russia has been using against the West especially since 2012 is a power struggle for people’s minds and souls. Russia does not only try to undercut faith in Europe and its institutions among its citizens, but it also aims to offer a “better” alternative. There is an increasing effort to create an alternative value universe against the “nihilist” and “decadent” West – not only in Russia but also in the whole World. There is quite a visible ambition from the Russian side to become the “illiberal” world leader. This contribution has been drawn up in the context of this urgent issue. The article examines whether Russian soft power fulfils the criteria of attractiveness or just coercion, and what Russia is pursuing by promoting this form of power.

In this paper I examine two popular Russian television series: the historical drama The Demon of the Revolution, or Parvus’s Memorandum (Demon revoliutsii, ili Memorandum Parvusa, dir. Vladimir Khotinenko, 2017) and the biopic Trotsky (Trotskii, dirs. Alexander Kott and Konstantin Statskii, 2017). These mini-series were released on Russia’s main television channels on the occasion of the centenary of the October Revolution. Given their salience amidst otherwise subdued commemoration of the Revolution’s centenary in Russia, it is important to analyze these films in the current ideological and political context. What do they tell us about present-day Russia? What is their cultural significance? In what way does the negative depiction of the Revolution and its leaders in The Demon and Trotsky relate to the Russian authorities’ ideology concerning national unity and the nation’s steady development? This discussion is especially pertinent for understanding how the creation and circulation of such narratives shape the public opinion in today’s Russia. This, in turn, helps to understand current trends in the relation between power and culture.

To win the Cold War, President Ronald Reagan did something for which he is never credited: he dramatically increased the budget of the United States Information Agency, the public diplomacy arm of our struggle against communism. Senegal, in September of 1999, was about to hold a presidential election. Because of USIA's long history of promoting journalism in Senegal, the embassy decided to work in partnership with the local Print, Radio and Television Journalists Federation to hold a series of workshops on the role of journalists in covering elections. USIA was uniquely organized to promote democratic development through the long term support of human rights organizations, journalism, programs that helped build the rule of law, educational programs that encouraged the acceptance of diversity in society and, perhaps most importantly, through partnering with and supporting local opinion leaders to help them promote democratic values that stand in opposition to ideologies hostile to the West.

What makes the militia milieu so unique and important for understanding today’s Russia is that it finds itself at the intersection of state institutions, patronage mechanisms, criminal structures, and grassroots illiberal activism. Abroad, the Kremlin plays through it one of its major “hybrid warfare” cards, outsourcing activities traditionally conducted by intelligence entities and allowing for plausible deniability. The militia realm thus seems destined to play a growing role in Russia’s law-enforcement, military and intelligence culture both at home and abroad. Russia’s new generation of foreign policy professionals bring with them a shift in attitudes that challenges the centrality of “the West” in Russian foreign policy. Today’s young professionals are often bitterly affected by “disillusionment” with the West, but the youngest of them – people in their 20s – are free of such emotion, harbouring an outlook that is sharply realist and pragmatic. Russia’s young foreign policy professionals are neither Putin loyalists nor Western-style liberals: they are wary of ready-made ideologies, and prefer to attend to their own consciences. Young diplomats’ ability to shape policy will depend on the balance of power between ‘civilian’ and ‘power’ ministries in Russia (such as, respectively, the foreign and defence ministries), with the former in retreat lately. These shifts mean the West should not hold out hope for the optimism of the 1990s to return once Putin departs.

The Orthodox Church in Ukraine this year became ‘autocephalous’ – meaning it is no longer answerable to the Moscow Patriarchate Church. Autocephaly is of huge symbolic importance: for Ukraine, as a sign of political independence; for Russia, as a sign of political loss. The Kremlin and Russian Orthodox Church enjoy a close relationship, but both are biding their time and deciding what to do next. The uncertain course of events means that issues arising from autocephaly may not be settled for many years. The domestic consolidation and international recognition of the new church will not be easy or quick, but this is an irreversible change – Moscow is unable to overturn it.

When we think of national identity as a factor in China’s external relations, we normally focus on Japan or, for those bolder in their thinking, the United States. Few recently have put China’s policies toward Russia in that context. After all, the Chinese and Russians are adamant that their relationship eschews ideology or any other sign of national identity in favor of pure realpolitik. This paper takes exception to that interpretation, arguing that it would be difficult to understand the Sino-Russian relationship without paying close heed to the identity factor, not just from the Russian side, but seen in China’s views of Russia. Moreover, in the mid-2010s this factor has intensified, now favoring a closer relationship.
