Abstract:
Ambassador Batbayar will discuss Mongolia’s effort to achieve a delicate balance between its two big neighbors, namely Russia and China, and between the Russian Federation and its so-called “third neighbor” [democratic partner] countries. Since the Russian invasion of Ukraine, Mongolia has endeavored to stay as neutral as possible both between Russia and China, and between Russia and the West. This contrasts with the Cold War period, when Mongolia was faced with intense confrontation between its two giant neighbors: Russia and China. At that time, Mongolia had no other choice but to enter into an alliance with Moscow. Today Mongolia is again facing the old dilemma about maintaining equidistance from its two giant neighbors: Russia and China. But unlike Cold War era, Mongolia has developed extensive relations with “third neighbor countries”; namely the USA, the EU, Japan and South Korea all have an enormous stake in Mongolia’s future as a democratic and prosperous country. Therefore, Ulaanbaatar has a great dilemma between short-term economic gains from ties with Moscow and Beijing or a long-term commitment to Western democracy and freedom.

On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Russia as a state and civilization and Russian statehood as an institution have acted for centuries as system-forming factors of the world order. They have, at various times, exerted influence of varying intensity and significance on the shape, character, and content of international relations, while also being influenced by them. The West’s hostility toward Russia arose, took shape, and began to actively manifest itself as one of the constants of this influence, occasionally reaching the level of outright hatred and spiraling into attacks against Russian statehood, which invariably mobilized the country’s peoples to rebuff the aggressors.

Abstract:
Thirty-two years ago, an event took place that American political scientist Francis Fukuyama claimed marked the “end of history.” It was argued that the disappearance of the Soviet Union from the world political scene and the end of the Soviet socialist project meant that there was no socioeconomic alternative to a liberal capitalist world order – a system that puts the individual above society and private business above national interests and gives overconsumption priority over progress. What did the collapse of the Soviet system, the dissolution of the Warsaw Treaty Organization, and the breakup of the Eastern bloc lead to? In the wake of all this and with political support from their governments, British, German, French, and American companies received unlimited sway over a market representing nearly 420 million people, of whom 290 million represented the total population of former Soviet republics and the other 130 million the population of former Eastern bloc countries. In addition to vast opportunities for the sale of consumer and other goods, Western countries gained access to rich natural resources, including natural gas and oil, and this brought about unprecedented industrial growth in Western Europe.

Desde comienzos del siglo XX, Rusia y la URSS ha promovido un modelo de intervención militar que responde más a su visión imperialista que a sus necesidades de seguridad. Este hecho ha provocado que salvo cuando la intervención consistiera en una operación relámpago de cambio de gobierno, las aventuras militares hayan acabado en fracaso. Además, la incapacidad de Moscú para modernizar de facto sus doctrinas militares, unido a su atraso tecnológico, ha convertido al ejército ruso en una estructura ineficaz donde el factor humano no es valorado. Este trabajo pretende elaborar un modelo de intervención ruso-soviética que se repite en todas las aventuras militares rusas desde los años cincuenta hasta hoy mismo.

This article synthesizes power transition theory (PTT) at the grand strategic scale with military studies methods at lower levels of analysis. We analyze the Russo-Japanese War, the recent Afghan War, and the ongoing war in Ukraine as conflicts where political-military specificities enabled outmatched powers to win or force a stalemate. These cases demonstrate the decisive influence of power projection, doctrine, geopolitical constraints, and readiness on conflict outcomes. Finally, the authors operationalize PTT at the grand strategic scale alongside military studies methods at the operational level to propose U.S. responses to Chinese regional revisionism.

Because war is the ultimate negation of all autonomy, all freedom and, a fortiori, all democracy, maintaining peace is the first of political necessities. Post-war Europe[1] knew this only too well. In the industrial age, education for peace and tolerance has become the condition for the survival of humanity: according to Adorna, "all political education must have at its centre the demand that Auschwitz cannot be repeated[2]”, not only because horror is imprescriptible, but because, in the absence of consistent education, it is destined to reproduce itself and sweep away the entire civilisation in which it is rooted. With the return of war in Europe, the question of collective education cannot be eluded. The mental patterns that led - directly or indirectly - to the massacres in Ukraine will have to be questioned in depth, lest any future peace be obliterated in advance, since "no peace treaty can be considered as such, if it secretly reserves for itself some subject for starting war again[3]”

9. Russia and India: A New Chapter

Russian-Indian relations are undergoing a major change. Throughout the Cold War, the relationship rested on three pillars: Soviet arms sales to India; shared public-sector-heavy economic philosophy and extensive Soviet aid; and the Soviet Union–India vs. United States–Pakistan–China geopolitical alignment. The fall of the Soviet Union, the rise of India and China, the U.S.-China tensions, the deepening of U.S.-India ties, and the Russian-Chinese partnership intensified by Russia’s break with the West and the war against Ukraine have had a profound effect on Russian-Indian relations. Of the three pillars of the Moscow–New Delhi relationship, only one remains: the arms trade. Russia remains a major supplier of weapons to India, and Russian equipment still makes up a vast portion of Indian Armed Forces’ force structure; but Russia is facing competition in the Indian arms market. India’s desire to diversify its supply of weapons and develop its own defense industry has resulted in declining Russian arms deliveries to India in recent years. Russia’s break with the West because of its war against Ukraine has accelerated its pivot toward China. Against the backdrop of U.S.-China and China-India tensions, Russia’s position as China’s junior partner will make it harder for Russia to preserve partnership with India. Moscow’s leverage versus both New Delhi and Beijing is shrinking as they have greater capabilities of their own than they had previously and have new partners that offer more than Russia. Still, the Russian-Indian partnership will continue. For India, Russia remains an important supplier of weapons and, most recently, oil. India has not joined the West’s sanctions on Russia. By doing so, it has demonstrated its independent foreign policy. For Russia, India is an important market for arms and oil. The Indian-U.S. security relationship is relatively new, whereas India-Russia ties have endured for over two generations. India has no reason to forsake the benefits of this relationship. Nor does Russia. It has been said that Moscow plays a weak hand well, but sustaining strong security ties with both China and India will become more difficult for it. The question is how China will react to Russian arms sales to India, and what Russia will do if pressed by China to curtail them. For reasons of geographic proximity, economic ties, and personal relations between Presidents Vladimir Putin and Xi Jinping, the odds favor Beijing over New Delhi to have a bigger say in Moscow.

The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

11. Moscow’s Strategic Obsession with the Eastern Mediterranean: Lessons from pre-Cold-War history

The vital role of the Eastern Mediterranean has once again come to the fore in the wake of the Russian invasion of Ukraine. The region has been the site of competition between Russia, and its historical predecessors, and the Anglo-American world for almost 250 years. This paper seeks to glean lessons from the past and help identify the dangers that may face the region today. To do so, a brief, but hopefully thorough, analysis of interactions in the Mediterranean between the British Empire, Russia (in all its iterations) and, to a lesser degree, the United States prior to the Cold War will be presented. It will then seek to use this historical context to examine the present situation in the region. There is a longstanding perception that the Russian Federation, and its historical predecessors (the Russian Empire and the USSR), desired control of the Eastern Mediterranean. The British Empire saw the region as an essential lifeline, connecting the British Isles to India and the dominions of Oceania through the Suez Canal. Britain in the 19th century pursued a policy of directly defending the Canal while also supporting a proxy (primarily the Ottoman Empire) to form a counterweight to the Russian threat. This policy would remain unchanged right up to the beginning of the Cold War. Britain went to great lengths during World War Two to ensure that, following the defeat of the Axis, Greece remain oriented away from the USSR. This included coming to difficult terms with the Soviet Union over the future of Europe and militarily confronting Greek left-wing guerrillas. In the aftermath of the Russian invasion of Ukraine, there has been a significant concentration of Russian and NATO warships in the Eastern Mediterranean as Russia recognizes the critical importance attached by NATO to the region and hopes to achieve disproportionate gains with a threatening presence there. These include the complete control of the Black Sea, the pre-occupation of NATO resources in a region peripheral to Russian coastal security, and rendering regional energy sources vulnerable.

Atrás quedaron las décadas doradas en las que el peso de la URSS se hacía notar en niveles como la ideología, las infraestructuras, la economía, la política o el sector educativo. Ahora bien, ante el creciente aislamiento internacional, Rusia vuelve a apostar por el apoyo del continente mientras Occidente mira con preocupación tales esfuerzos. En 2019 tuvo lugar en Sochi (Rusia) el primer foro económico entre la potencia dirigida por Putin y África, un foro en el que se definieron las líneas maestras en política exterior del Kremlin. Era un claro anuncio: Rusia estaba de vuelta en el continente africano después de una larga ausencia, en concreto desde la disolución de la Unión Soviética en 1991. El artículo analiza si su presencia en África es una presencia tan alarmista como se presenta por la Unión Europea o la Casa Blanca.

Watching Ukrainians bravely risk life and limb for their country, I’m reminded of what I saw during assignments as a diplomat in Poland and Romania. For more than four decades after World War II, those countries—and the others of Eastern Europe—were governed mainly by Soviet puppets. I recall friends tapping their shoulders to mock the epaulettes of collaborators playing for the other side. These were oppressed lands then. Political rights were scant, and stagnant economies made regime claims of a socialist paradise transparent nonsense. The government had long since lost the respect of the governed, what Chinese call the mandate of the people. U.S. policy in those days was to try to keep hope alive by quietly encouraging those opposed to the communist regime and using the leverage we had to help them gain greater space to operate. For example, our diplomats sought to identify independent-minded leaders to include in our Fulbright, International Visitor, and other exchange programs. We chipped away at the regime’s information monopoly through short-wave radio, personal contact, and distribution of uncensored material such as bootleg copies of Newsweek. And we appeared at events like the annual opening of the academic year at the Catholic University of Lublin, then the only independent institution of higher learning in Eastern Europe.

On 18 July 18031 , Russian Navy Lieutenant Nikolai Aleksandrovich Khvostov, commander of the Sv Elizaveta, faced a critical peril, threatening shipwreck. Having left Kodiak Island in what is now Alaska, bound for the port of Okhotsk, the Elizaveta carried for the Russian-American Company (the Company) an enormous cargo comprising more than 16,000 sea otter skins, some 10,000 fox skins, 8,000 sables, and a small number of other furs, a cargo that was worth about 1.5 million roubles.

“Ukraine is not just a neighbouring country for us. It is an inalienable part of our own history, culture and spiritual space.” This is how Putin introduced the “decisions being made” in his 55-minute address to the nation on 21 February 2022, which paved the way for Russia’s invasion of Ukraine. Several commentators noted how Putin’s speech was replete with historical references: as historian Benjamin Nathans pointed out, Vladimir Putin seems to be “quite obsessed with history. So part of our attention […] should be looking at how Putin is using history”. Indeed, almost one-quarter of Putin’s speech was devoted to a rather erratic and convoluted discussion of pre-1991 Russian and Soviet history, departing from the assumption that this was necessary “to explain the motives behind Russia’s actions and what we aim to achieve”.
