Abstract:
Contradicting political worldviews of the EU and Russia contribute to their conflictual relations much more than the attention currently given to this facet of the relations. Each of their solidarist worldviews creates an ideological wall severing their communication that is essential for possible peaceful solutions. However, shifting toward a pluralist worldview inspired by conceptual tools of the English School and Michael Oakeshott’s theory of civil association could be an alternative to the current situation of conflict. Building on this theoretical framework, we also attempt to explain the significance of Türkiye’s mediation efforts along the way and present a constructive criticism of today’s norms-based international law.

Perhaps more than any other time in their respective histories, the trajectories of China and Russia were separated by choices in national strategy. A year into Russia’s “special military operation” in Ukraine, the war bogged down into a stalemate. Meanwhile, China embarked upon a major peace offensive aimed at Europe and beyond. It was precisely during these abnormal times that the two strategic partners deepened and broadened relations as top Chinese leaders traveled to Moscow in the first few months of the year (China’s top diplomat Wang Yi, President Xi Jinping, and newly appointed Defense Minister Li Shangfu). Meanwhile, Beijing’s peace initiative became both promising and perilous as it reached out to warring sides and elsewhere (Europe and the Middle East). It remains to be seen how this new round of “Western civil war” (Samuel Huntington’s depiction of the 1648-1991 period in his provocative “The Clash of Civilizations?” treatise) could be lessened by a non-Western power, particularly after drone attacks on the Kremlin in early May.

Russia’s full-scale of invasion of Ukraine pushed Germany to fundamentally revise its foreign and security policy, including its assumptions about European security, its relations with major powers, and its role as a mediator of intra-European disputes. The Zeitenwende’s level of ambition entails a profound reckoning of the failure of past policies, and has to be both European and global. Germany bears a special responsibility for strengthening European defense vis à vis Russia, reducing Europe’s vulnerabilities vis à vis China, maintaining a strong transatlantic alliance while also preparing Europe for a possible reduced US commitment in the future, and ensuring a coherent EU.

A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

On 17-21 April, the Russian Foreign Minister Sergey Lavrov visited Brazil, Venezuela, Nicaragua, and Cuba. During his trip, he argued that the goals and interests of Russia and most Latin American countries coincide. He also repeated false Russian narratives, for example, about the reasons for the invasion of Ukraine, portraying Russia as a victim of the policy of the West. While he used his stay in Brazil to legitimise the Russian narratives, in other countries, it was mainly about consolidating Russia’s ties with their authoritarian regimes, including cooperation on evading sanctions.

The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Abstract:
Barring an improbable complete victory for Ukraine or Russia, the conflict in Ukraine will end, or more likely be suspended, in the form of a compromise. The fighting is therefore now essentially about the geographical and political lines along which this compromise will be drawn. These will become much clearer once the results of the forthcoming Ukrainian counter–offensive are known, and the aftermath of the offensive will be the time for an intensive diplomatic effort to bring about a ceasefire. Ideally, this compromise should take the form of a peace settlement like Northern Ireland’s in 1999, that would end the war and allow the creation of a stable, consensual and peaceful security order in Europe. More likely, however, is a ceasefire that (as in the cases of Kashmir, Korea, and Cyprus) will freeze the existing battle–line, wherever that runs. Such a ceasefire will in any case be necessary if talks aimed at a formal peace settlement are to take place; and even if such a treaty cannot be reached, such a ceasefire, if far from ideal, might still prove reasonably stable and permanent. Both the U.S. and Ukrainian administrations stated after it began that the war would inevitably end in a negotiated peace. In the first month of the war President Volodymyr Zelensky put forward peace proposals that included suspending the issues of Crimea and the eastern Donbas for future negotiation. Since then, however, both Ukraine and Russia have adopted positions that make any agreement between them exceptionally difficult. Given these circumstances, the United States must play the greatest role in achieving a ceasefire.

The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). We also see the use of undiplomatic expressions (accusations, insults, namecalling, threats, blackmail, jokes) against counterpart or senior foreign or international officials, albeit primarily behind their backs, as well personal correspondence between such individuals on publicly available electronic mail services, instant messengers, and social networks.

Amidst heightened geopolitical competition and low-carbon energy transformations, several states, notably China and countries in the Global South, have decided to invest in nuclear power, seeing it as a secure and low-emission alternative to fossil fuels. Kazakhstan is the world’s largest producer and exporter of unenriched uranium. It has been a reliable supplier to the West for decades, but its nuclear sector is closely linked to Russia’s, which has caused some concern in the European Union and the United States. Russia is a major player in the field thanks to its global exports of enriched uranium and nuclear technology. Its state nuclear company Rosatom has a large portfolio of international customers and numerous projects, mainly outside the West. Russia’s nuclear sector has become an important aspect of its energy diplomacy. While the nuclear sector has not been sanctioned, geopolitical tensions and instability in uranium-producing countries have increased security of supply risks for the West, which relies heavily on imports of both uranium and nuclear fuel.

The US ambassador to South Africa recently accused South Africa of shipping arms to Russia. The ambassador was criticized by some—including the South African government—for breaking with diplomatic protocol by so openly condemning his host government. However, maintaining an effective working relationship does not mean that a diplomat must never say or do anything that the host country might not like. Far from it. Effective diplomacy is built on trust, honesty, and respect, and the diplomat who never disagrees or who comes across as a sycophant, will be neither trusted nor respected. On the other hand, a diplomat who is consistently honest, but who strives to be polite and considerate, might not be universally liked, but will earn respect.

This week’s news that Russia will suspend participation in the New START nuclear treaty follows the State Department’s January announcement that Russia is in breach of New START and its obligation to allow inspection activities on its territory. Since the Cold War, the United States has led efforts to promote nuclear non-proliferation and to create a transparent and stable dynamic between Moscow and Washington regarding our nuclear weapons forces. But the Russians have repeatedly demonstrated a willingness to violate the terms of our agreements. While the United States has sought to decrease our reliance on nuclear weapons in our military strategies, Russia has gone the other way. Russia is developing, testing, and fielding new delivery systems within traditional categories like road-mobile and silo-based intercontinental ballistic missiles. But it has also developed novel systems like nuclear-capable hypersonic glide vehicles that raise questions about their intent. And its large arsenal of non-strategic nuclear weapons remains outside the bounds of any treaty. As we’ve seen in Ukraine, Russia uses the threat of nuclear employment to coerce nations in wars of aggression that Russia has chosen. Moscow appears to have lowered the nuclear threshold. The best path for peace is for the United States to maintain credible deterrence options. This provides incentives for our adversaries to engage in diplomacy.

Ambassador Batbayar will discuss Mongolia’s effort to achieve a delicate balance between its two big neighbors, namely Russia and China, and between the Russian Federation and its so-called “third neighbor” [democratic partner] countries. Since the Russian invasion of Ukraine, Mongolia has endeavored to stay as neutral as possible both between Russia and China, and between Russia and the West. This contrasts with the Cold War period, when Mongolia was faced with intense confrontation between its two giant neighbors: Russia and China. At that time, Mongolia had no other choice but to enter into an alliance with Moscow. Today Mongolia is again facing the old dilemma about maintaining equidistance from its two giant neighbors: Russia and China. But unlike Cold War era, Mongolia has developed extensive relations with “third neighbor countries”; namely the USA, the EU, Japan and South Korea all have an enormous stake in Mongolia’s future as a democratic and prosperous country. Therefore, Ulaanbaatar has a great dilemma between short-term economic gains from ties with Moscow and Beijing or a long-term commitment to Western democracy and freedom.

When Xi Jinping and Vladimir Putin announced a “no limits friendship” at their February 2022 summit, the message was that Beijing and Moscow had reached a new peak in relations. Yet Putin’s invasion of Ukraine has exposed the limits of Sino-Russian partnership and highlighted their sometimes diverging interests. Far from being an authoritarian alliance, this is a classic great power relationship centered in realpolitik. China and Russia are strategically autonomous actors, with fundamentally different attitudes toward international order. The Sino-Russian partnership remains resilient. Both sides recognize that it is too important to fail, especially given there are no viable alternatives to continuing cooperation. Nevertheless, the balance of power within the relationship is changing rapidly. Russia’s geopolitical and economic dependence on China is greater than ever. Although predictions of a clientelist relationship are premature, this widening inequality represents a major long-term source of weakness. The challenges Beijing and Moscow pose to Western interests are largely separate and should be addressed individually on their merits. Equally, it is naive to imagine that reaching out to either side could help loosen their strategic partnership. Western governments should focus instead on upping their own game—from revitalizing democracy and the rule of law at home to addressing universal threats such as climate change and food insecurity. Tucked between Russia, Iran, and China, Central Asia is now desperately looking for solutions to cushion the impacts of global tension on its fragile economies, which are deeply tied to sanctions against Russia and a local production slowdown as China recovers from its zero COVID policy. While European diplomacy has come at a crucial time, its Central Asian policy is ambiguous, and commitments misplaced. Central Asia is continuously perceived by the EU as a region in need of developmental assistance, which leads to European regional policies that focus on digitalization and climate issues. What Central Asia needs is the establishment of concrete logistical connectivity that will enable efficient flow of products across Eurasia.

Russia’s February 2022 invasion of Ukraine upended what policymakers thought they knew about the world and territorial military aggression. The ensuing war has brought destruction to Europe unlike anything since the Second World War. Regardless of how the war ends, several strategic trends, whether entirely new or preexisting and now reinforced, have set in a motion a new strategic environment in which the United States must compete. Ultimately, the new strategic environment is being defined by a global diffusion of power, where the agency of middle powers and their importance in solving geopolitical problems rise in tandem. In the spring of 2023, ISD convened two New Global Commons/Schlesinger Strategic Surprise working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group identified key trends and potential strategic surprises emanating from Russia’s invasion of Ukraine, honed in on the issues that would affect the strategic environment regardless of the war’s outcome, and put forth policy guidelines and recommendations for the United States as it seeks to navigate a more diverse geopolitical landscape in the coming years.

Abstract:
As Putin and his kleptocratic regime of oligarchs wage a devastating war in Ukraine, the costs of corruption have never been so starkly visible. Beyond Russia, recent examples of corruption in China, Afghanistan, the Northern Triangle, the Solomon Islands, and elsewhere, prove that rampant corruption poses a significant threat to aspirations for a greener, healthier, more peaceful, and more democratic world. Countries such as Russia and China have elevated their brand of corruption into a distinct and powerful aspect of their foreign policy. They employ this strategic corruption abroad to stunt economic growth; prop-up fellow authoritarian regimes; exacerbate social inequality; erase political trust; accelerate pandemics and degrade healthcare systems; exploit the environment; and propel state oppression. As U.S. policymakers seek to counter this strategic corruption, they must first recognize the extent to which domestic laws and actors within the United States enable this corruption to fester. In the fall of 2021 and spring of 2022, ISD convened a series of New Global Commons working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group crafted workable definitions of corruption, evaluated the unique political and related threats posed by corruption and kleptocracy, assessed Russia and China’s use of strategic corruption, and developed principles and recommendations for government and non-government entities to build a global, sustained, anti-corruption response.

Abstract:
Along with Iran’s increasing involvement in supplying Russia’s war effort against Ukraine, a potential increase in Chinese support for Russia presents a challenge for both Kyiv and NATO (Eurasia Daily Monitor, March 6). Indeed, Western governments have recently expressed alarm over China’s potential provision of dual-use or military equipment to Russia (U.S. Department of Defense, February 28). According to U.S. intelligence, Chinese arms transfers to Russia would probably take the form of artillery and drones (Straits Times, February 26). As both items are badly needed by Russia to sustain its war efforts, the entry of Chinese arms on the Ukrainian battlefield may drastically shift the balance of power in the ongoing conflict. However, in addition to trackable military aid packages, Chinese assistance is manifesting itself more subtly in ways that are often overlooked. Consequently, a forthcoming Chinese aid package to Russia is likely to take several forms.

The debate on the origins of the Russia-Ukraine War is at an impasse. Many prominent realist scholars argue that Russia’s government chose to invade Ukraine as a last resort to reverse Ukraine’s Euro-Atlantic integration, which it viewed as a major or “existential” national security threat. Critics of this contend that Ukrainian accession did not seriously threaten Russian security, and that Putin launched the invasion in the hope of achieving one or more nonsecurity objectives. This article surveys the current debate, before evaluating one of Moscow’s key stated security concerns. It then identifies four empirical issues on which security and nonsecurity accounts make substantially different predictions. It concludes that in each case, the available evidence is difficult to reconcile with a primarily security-seeking interpretation of the Russian government’s war aims.

Sweden and Finland have just cleared a big hurdle on their path to NATO membership with the US Senate’s overwhelming vote to welcome them into the Alliance. While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Even though some analysts have posited that these two countries—especially Finland, which has an 830-mile border with Russia—bring disqualifying liabilities, most Alliance leaders, NATO-watchers, and European security experts argue these newest aspirants will strengthen the Alliance. This is especially so in terms of military capabilities and capacity, but also in terms of strategic culture and geostrategic outlook. Nonetheless, in the days, weeks, and months after Finland and Sweden officially become members, there is an array of subsequent questions that these two aspirants, other allies, and NATO as an organization will need to consider—and ultimately answer. Russia’s illegal and unprovoked war on Ukraine has shattered peace on the European continent and created tectonic shifts in the transatlantic security architecture. The Kremlin’s invasion has decimated Ukraine’s economy and infrastructure, and left tens of thousands of innocent civilians wounded or dead as part of a war-crime ridden military campaign. At the time of writing, Kyiv is making slow advances in the South and East with the help of significant Western military and economic aid, yet the outcome of the conflict continues to hang in the balance. A prolonged stalemate and some variation of a negotiated settlement seem most likely, with a Russian victory remaining a distant possibility.1 Absent an absolute Kremlin victory, Ukraine will need to stabilize vast swathes of its territory and reconstruct the social and industrial infrastructure therein.2 Due to their proximity to Ukraine and long-standing economic, political, and social connections, transatlantic allies and partners will most likely be deeply involved in this effort and will be significantly affected by its end result. The purpose of this issue brief then is to help Ukrainian, North American, and European policymakers consider stabilization and reconstruction needs and have a playbook in place regardless of the circumstances or outcome.

Abstract:
The decline of Russian power due to military defeats in Ukraine risks leading to increased violence and instability in the Caucasus and Central Asia. The effects of this can already be seen in the flare–up of fighting between Azerbaijan and Armenia, inadequately checked by Russian peacekeepers. This shift in power creates a temptation for Washington to increase its involvement in the region in an effort to end Russian influence there. This temptation should be resisted. The United States has no vital national interest in this region — certainly not ones that are worth the risk of new wars. The conflicts in the southern Caucasus are deeply intractable, and have roots that long predate the Soviet collapse and indeed the Soviet Union itself. They were not created by Russia, and cannot be solved by the United States. Increased support for Georgia risks empowering a new attempt by Georgia to retake its lost territories by force, leading to another war with Russia, the outcome of which would be uncertain and highly dangerous. Increased support for Azerbaijan threatens Armenia and would create a fierce backlash in the Armenian–American community. Instead, the United States should continue to play a helpful but limited diplomatic role, aimed not at solving these disputes but at reducing tensions and preventing new eruptions of violence.

The United States and its allies in the West have been unable to use the threat of military force to coerce Russia into stopping its war in Ukraine. In part, this is because the West is more concerned about escalation than Russia. Further analysis using Alexander L. George’s framework of coercive diplomacy, however, suggests the problem is more complex and deep-rooted: Few of the historical conditions or factors that favor coercive diplomacy are present in Ukraine. This analysis reveals three things the United States and its allies should do to revive the prospects of ending the war in Ukraine through coercive diplomacy. First, they should take smaller, more achievable steps which are less likely to inspire Russia to double-down. Second, they should exploit Russia’s deteriorating position through a mixture of carrots and sticks. Finally, the West should seek to minimize the intensity of its wider confrontation with Russia and focus on strategic stability as an end in itself. This will be challenging because of the gravity of Russian atrocities in Ukraine. But it may help end the war through coercive diplomacy, and avoid a serious miscalculation with Russia.

Confronting each other over the future of Ukraine, NATO and Russia are engaged in complicated diplomatic bargaining over security, power and the limits of the transatlantic alliance in Europe. Diplomacy can work toward a peaceful resolution of the Ukraine crisis, in spite of the heated public rhetoric. The US and the EU share a common objective in preventing a war in the short term and reaching an understanding with Russia in the longer term. The EU may not be at the negotiating table, but it is still actively involved in the diplomatic discussions. It plays an important role via deterrence and diplomacy in several fora, while France is steadily upgrading its geopolitical standing and pursuing a modus vivendi with Russia. Greece is closely monitoring the Ukrainian crisis and supports all de-escalation efforts. The presence of Greek diaspora communities in Ukraine is an important factor. So are Turkey’s efforts to assume a mediating role between Ukraine and Russia with a view to upgrading its own NATO standing.

Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

The escalating crisis in Ukraine in the winter of 2021-2022 has returned US-Russia relations to center stage. Faced with the prospect of a new Russian military intervention, US President Joe Biden has re-engaged with Vladimir Putin in a manner reminiscent of the diplomacy of the superpower era. But this latest American attempt at accommodation raises more questions than answers. In the intervening three decades the world has changed out of all recognition, the international influence of the US-Russia relationship is much diminished, and their cooperation has sunk to historic lows. Can Washington and Moscow defy gravity and achieve some level of pragmatic engagement? There is good reason for skepticism. Neither side is truly invested in cooperation, but instrumentalizes it to other purposes. The Biden administration hopes to neutralize Russia in order to focus on the all-encompassing challenge of China. The Kremlin looks to undermine American influence as part of its project of promoting Russia as an independent global power. These goals are essentially irreconcilable. Looking ahead, the real question is not whether the United States and Russia can recalibrate their relationship to new “normal”, but whether they can avoid confrontation in an increasingly fluid and disorderly world.

45. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

This essay should be understood as a series of reflections on the geopolitics of the South Caucasus in the aftermath of the Second Karabakh War and how this has provided Turkey with a great opportunity to revisit, redefine, and even consolidate its newfound role and mission in the region. It is predicated on the assessment that, starting in July 2020, Turkey became more proactive and involved in the region, which in turn laid the foundation for a game‑changing development; Turkey’s stature then grew even further in the wake of the 10 November 2020 tripartite statement between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War. Now Ankara is taking on a balancing role—if not quite a mediating one—in the region. The situation is not straightforward: the well‑consolidated empowerment of the Russian Federation in the wake of the war has ensured its continuing status as the main mediator in conflict resolution as well as open the possibility for it to become a genuine peacemaker. Turkey is considered the main balancing power to potentially check or restrain Russia’s dominant position, at least down the road. But for now, Russia can be considered as “being fully back” on the ground: its armed forces are present in each of the three South Caucasus states—by invitation or otherwise. This lends a certain pallor of instability to the newly achieved status quo, although this is not widely recognized, much less pronounced in Turkey and in Azerbaijan. It is thus too early to speak about full‑on regional integration, which will take time to bring about. Yet already today there is potential for the realization of regional cooperation. The ideas related to the latter are being discussed in various fora, yet the feasibility of the implementation of these ideas remains open to interpretation.

Abstract:
The OSCE is the largest regional security organization globally, but a common understanding of the institution and the security it seeks to promote has been in decline since roughly 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE past 2022. One of the conflicts at the core of the OSCE’s current and existing malaise is the question of what the OSCE of today symbolizes. Ahead of the 50th anniversary of the Helsinki Final Act in 2025, we argue that better incorporation of the perspectives of civil society on the ground may help revive a genuinely comprehensive vision of the OSCE. This approach would allow for shifting away from compartmentalized security and open discussion for different perceptions or how to combine different perceptions of security

48. China's messaging on the Ukraine conflict

In the early days of Russia’s invasion of Ukraine, social media posts by Chinese diplomats on US platforms almost exclusively blamed the US, NATO and the West for the conflict. Chinese diplomats amplified Russian disinformation about US biological weapon labs in Ukraine, linking this narrative with conspiracy theories about the origins of COVID-19. Chinese state media mirrored these narratives, as well as replicating the Kremlin’s language describing the invasion as a ‘special military operation’. ASPI found that China’s diplomatic messaging was distributed in multiple languages, with its framing tailored to different regions. In the early stage of the conflict, tweets about Ukraine by Chinese diplomats performed better than unrelated content, particularly when the content attacked or blamed the West. ASPI’s research suggests that, in terms of its international facing propaganda, the Russia–Ukraine conflict initially offered the party-state’s international-facing propaganda system an opportunity to reassert enduring preoccupations that the Chinese Communist Party perceives as fundamental to its political security.

49. Meeting Antarctica’s diplomatic challenges: Joint approaches for Australia and the United States

Abstract:
This report describes current security and environmental policy challenges related to Antarctica and proposes options for Australia and the United States to address them. It assesses the current and potential future actions of strategic competitors like China and Russia, and proposes policy responses. It suggests ways in which the US and Australian governments can work more closely to protect and promote the Antarctic Treaty System (ATS), advancing support for an approach to governance that the two nations have felt for decades is in their respective national interests. This requires both countries (as well as others) to make a clear-eyed assessment of current and future fault lines and move more quickly to address political and environmental challenges that have implications well beyond Antarctica. In particular, this involves determining when it’s necessary to counter the ambitions of strategic competitors, such as China and Russia, in the Antarctic context, and when cooperation may be the more appropriate objective. The current Antarctic governance regime, while far from perfect... achieves a great deal that’s in the long-term national interests of Australia and the US. The ATS shouldn’t be dismissed as out of date; it can still be effective in addressing core regional concerns of both countries. Both countries can use their influence to insist on the implementation by all countries of ATS rules and can invoke those rules to fight for environmental protection and policies that support scientists. It’s unlikely that a more effective set of treaties could be negotiated today. Australia and the US should spend more time at both senior and working levels to coordinate positions and on outreach to other governments on Antarctic issues.
