Abstract:
Moscow’s resurgent foreign policy and the undemocratic rule of President Vladimir Putin ended the relatively friendly relations that had been possible between Russia and the West in the 1990s. In the seven years since Russia annexed Crimea and started a war of attrition against Ukraine, the security situation in the transatlantic region has continuously deteriorated. The Kremlin has demonstrated hostility towards the West, crises and security issues have continued to multiply instead of being resolved, and the risk of outright conflict has come close to Cold War peaks. There is an obvious and urgent need to lower tensions, but Moscow prefers to demonstrate its readiness to escalate. This report analyses Western-Russian relations and proposes a way forward for conducting dialogue with Russia. It offers an analysis of Russia’s relations with NATO and the EU, an overview of the bilateral relations of various Western countries with Russia, a glimpse of China’s role, and an assessment of the main interests and contentious issues in Western-Russian relations.

After Russia’s illegal annexation of Crimea and aggression against Ukraine in 2014, NATO put renewed focus onto its primary task of collective defence and deterrence. It has taken several important steps, but it would be a mistake to believe that NATO’s deterrence posture in the Baltic region is complete. In the fourth of our series of policy briefs intended to shed light on some of the issues related to the Alliance’s further adaptation, Mārtiņš Vargulis of the Latvian Institute of International Affairs looks at how NATO has responded since 2014 to the threat from Russia to enhance deterrence in the Baltic region, and proposes what more needs to be done to ensure a credible deterrence posture.

Abstract:
Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

The BRICS is a group of countries formed by Brazil, Russia, India, China and South Africa that began to operate formally in 2009 as a legitimate, efficient and durable agent of governance in the world order (ACHARYA 2016: 1-27). Scholars all over the world –many of them cited here in this article –have painted the image of the BRICS as an ‘economic colossus’, assuming an underdeveloped intra-bloc cooperation restricted to economic issues. After a decades-long absence, Russia is once again appearing on the African continent. The Kremlin’s return to Africa, which has generated considerable media, governmental, and civil society attention, draws on a variety of tools and capabilities. Worrying patterns of stepped-up Russian activity are stirring concerns that a new wave of great-power competition in Africa is now upon us. U.S. policymakers frequently stress the need to counter Russian malign influence on the continent. On a visit to Angola in early 2019, Deputy Secretary of State John Sullivan said that “Russia often utilizes coercive, corrupt, and covert means to attempt to influence sovereign states, including their security and economic partnerships.”1 Advocates for a more forceful Western policy response point to high-visibility Russian military and security cooperation in the Central African Republic and the wide-ranging travels of Russian political consultants and disinformation specialists as confirmation that Russia, like China, represents a major challenge in Africa. Yet is that really the case? Are Russian inroads and capabilities meaningful or somewhat negligible? Hard information is difficult to come by, but any honest accounting of Russian successes will invariably point to a mere handful of client states with limited strategic significance that are isolated from the West and garner little attention from the international community. It remains unclear whether Russia’s investments in Africa over the past decade are paying off in terms of creating a real power base in Africa, let alone putting it on a footing that will expand its influence in the years to come. Nevertheless, Russia increasingly looks to Africa as a region where it can project power and influence. President Vladimir Putin will welcome leaders from across the continent to Sochi in late October for the first Africa-Russia summit, a clear indication of the symbolic importance that Africa holds for the Kremlin right now.2 It is clear that Russian inroads there would be far more limited but for the power vacuums created by a lack of Western policy focus on Africa in recent years. That state of affairs gives Russia (and other outside powers) an opportunity to curry favor with the continent’s elites and populations. More than anything else, it is opportunism that propels Russia’s relatively low-cost and low-risk strategies to try to enhance its clout and unnerve the West in Africa, just as in Europe, Latin America, and the Middle East.

This analysis calls for European governments to pay greater attention to the resilience of their societies, starting with the integration of minorities. It is also important to continue work to increase awareness of Russian influence. The paper analyses the issue of Russian speakers in the EU based on the example of Finland, Germany and Estonia. Although the Kremlin’s “Russian World” policy sees all the people connected to Russia as a homogeneous group, the minority groups analysed are quite diverse. The media preferences and habits of Russian-speakers are connected to language, naturally, and these communities are one of the targets of Russia’s actions. At the same time, Russia also targets non-Russian audiences. It promotes propaganda that is tailor-made for specific countries, based on existing conditions. The grievances of Russian-speakers are one such tool, but they constitute one of many available—and not the main one.

Until recently, the Russian Orthodox Church was a subject that interested few outside expert circles. That dramatically changed in late 2018 when the Ecumenical Patriarch of Constantinople granted autocephaly (independence) to the Orthodox Church of Ukraine. The reverberations of this decision — religious, political and geopolitcal — underscore the importance that the Church once again plays in Russian policy. In this report, we consider the role that the Russian Orthodox Church has played as an adjunct to an imperial policy stretching back over many centuries. Today, the Russian Federation has a secular constitution. But as much as in tsarist times, the Church regards itself as one of the pillars of Russia’s political order. As much as in the time of Catherine the Great, it is also a protagonist in its wars of identity and the rewriting of the history of former imperial subjects whose experience of the relationship between church and state is different from Russia’s. This diversity is well brought out in the report’s two case studies, Ukraine and Estonia. In both countries, local Orthodox churches embodied distinctive cultural traditions and values until they felt the full force of Russian control, tsarist and Soviet. Since 2014, Russia’s hybrid war in Ukraine has revived many historical controversies. It also has raised entirely new security concerns about the borderline between faith and politics. These concerns are summarised at the conclusion of the report, which closes with a section on policy recommendations.

Gas trade between the European Union and Russia increased considerably in both 2016 and 2017, despite the ongoing political crisis. Simultaneously, two long-standing disputes in the EU-Russia gas relationship – regarding Gazprom’s monopolistic practices and the EU’s third energy package – were settled. Russian companies have invested in new infrastructural projects for the export of gas to Europe, including the launch of the Yamal LNG terminal in December 2017 and the construction of the TurkStream and Nord Stream 2 pipelines. However, significant challenges remain for the relationship, most notably the intra-EU controversy on Nord Stream 2 and uncertainty about future gas transit in Ukraine.

Although the issue of hybrid war with its instruments and phases is well elaborated in the academic literature,the Russian invasion of Ukraine and illegal annexation of Crimea has introduced certain new aspects of hybrid and non-linear warfare to the international political and academic agenda. The author attempts to synthesze the existing definitions of hybrid warfare in the Western literature with the new generation warfare involving the Russian/Soviet concepts of deep operations, active measures and reflexive control, and non–linear war. By analyzing the so called Gerasimov Doctrine,the phases and sections of Russian hybrid warfare in Ukraine, and political developments in the Republic of Moldova, the author comes to the conclusion that the current situation in the Republic of Moldova can be characterized as the preparatory phase of a hybrid war that may shift into attack and stabilization phases in the following year when parliamentary elections are held in Moldova. In addition, the author argues that – despite a lack of certain key prerequisites for Russian hybrid war in Visegrad countries (such as a Russian ethnic population)– the V4 still faces the risk of a growing Russian influence, and that V4 countries can still be targeted by Russian non-linear warfare within the vulnerable spheres indicated. In this new Transition 2017 paper, Institute expert Andrew J. Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Moreover, it would further Washington's cause to drive a wedge into the country's Russia-Iran alliance, and both isolate and pressure the Assad regime. If Washington's objectives in Syria are to defeat U.S.-designated terrorist groups and stem the outflow of refugees, President Bashar al-Assad is under no circumstances the right person to entrust with these missions. Simply in practical terms, he lacks the manpower to retake and hold the two-thirds of Syrian territory outside his control any time soon, despite having sufficient support from Russia and Iran to maintain control in large parts of the country. But more important, Assad is an avowed adversary of the West, undeserving of its cooperation.

This paper aims to explain that the stable situation of Belarus is important for Western Europe and why any fluctuations may present a challenge for European integrity and stability. Belarus, since the beginning of its independence in 1991 seems to show a great willingness to cooperate closely with Russia, claiming Western Europe and NATO as a potential enemy. In reality, the Belarusian position is much more complicated and ambiguous. Despite it’s close military cooperation with Russia, different tensions between Minsk and Moscow regularly happen and Belarusian authorities are still looking for new foreign partners and new energy suppliers (what was clearly visible in the last months of 2016 and the first period of 2017). Russia, old Belarusian partner, may actually even pose a threat for Belarus, so the country’s authorities have a hard challenge to maintain its stability. Western countries may be open for a new chapter of cooperation with Minsk but any rapid changes in Belarusian foreign preferences may result in unpredictable results and Moscow reaction that – in turn – would be very challenging for the whole European stability and security

The South Caucasus continues to be critically important to Eurasian security. The outbreak of fighting in April 2016 between Armenia and Azerbaijan over the breakaway republic of Nagorno-Karabakh introduced new uncertainty and confrontation to the region. Russia’s policies here are crucial, as they are in the region’s other ethno-political conflicts, in Abkhazia and South Ossetia. Sergey Markedonov offers an insider’s perspective on the Kremlin’s involvement in the region, highlighting its security concerns and stressing that Russia is not taking a universal approach to all of the post-Soviet conflict zones. While the “Western” political and expert community often assumes that territorial revisionism is a kind of idée fixe within Russia, this is far from the case. Each situation demands an indi- vidual response from Moscow, as it weighs and pursues its own interests. This in turn explains the improbability of “Crimean situations” multiplying in the South Caucasus. The region undoubtedly harbors risks of confrontation – not only between Russia and the countries of the immediate region but also with such large powers as the US, the EU, Turkey, and Iran – but it also holds several opportunities for cooperation.

Russia recently conducted military strikes on several fronts in Deir Ezzor province in eastern Syria, especially to the south in the border town of Boukamal. These strikes were conducted to retake ISIS’ last strong- holds in Syria after the liberation of Raqqa, the group’s de facto capital, in mid-October by the so-called Syrian Democratic Forces (SDF), a Kurdish-led militia. The militia, backed the US-led coalition, controls the east side of the Euphrates river in Deir Ezzor and now is in a frantic race with al-Assad’s forces to recapture Boukamal, where Russia’s use of air and naval re- power aims to settle the battle and consolidate its presence ahead of the coming political milestones in Syria.

Turkey and Russia recently announced that their talks about the delivery of the Russian S-400 surface-to-air missile defense system to Ankara were now at a nal stage. That is a sign that a key element of the deal, estimated at USD 2.5 billion, has already been achieved. This article draws on the classic approaches and argues that the definition of Juan Linz, with changes suggested by Roman Bäcker (2011), and may o er a solid base for understanding the location of each non-democratic regime on a continuum determined by two extreme ideal types: authoritarianism and totalitarianism. e former is de ned here by three essential features: bureaucratic sovereignty (or siloviki), social apathy and emotional mentality. e latter is identified by references to: state-party apparatus sovereignty, mass and forced mobilisation, and political gnosis. these categories are useful to deal with the research problem considering where Russia is on this continuum, after the annexation of Crimea. The aim of this paper is to identify the enduring principles at the basis of Russian military thought, offering an alternative to the contemporary analytical mainstream – which deems Moscow’s military behavior to be revolutionary and unprecedented. This is based on comparative analysis of Russian official military discourse and practice between 2008 and 2016. Critical inspection of the two Military Doctrines approved during this timeframe and of various military drills will reveal a series of rhetorical and operational recurrences. Notwithstanding numerous changes at the international and domestic levels that could have had an impact on Russian military behavior, no substantive shift is distinguishable. These empirical findings will constitute the basis for a reconstruction of Russian military thought. Through a deductive method, we will be able to reconstruct the ultimate assumptions granting them logical coherence and legitimization. Far from being incomprehensible, Russian military thought will be presented as the adaptation of classical strategic principles to contemporary contingencies.

The article aims to highlight Russian approaches to Chinese One Belt-One Road initiative. It examines possible opportunities and challenges for co-development of the Eurasian Economic Union and the Belt project. Both projects and their co-development may reduce the uncertainty in Eurasia, caused by significant structural changes in international relations and the world economy, the emergence of new trade regimes and the erosion of leadership in international affairs. Russian interests in this regard are determined by the need for modernization and long-term development, which could also help to address acute security issues. These particular factors encouraged Russia to come up with an ambitious plan of the Extensive Eurasian Partnership, although the prospects of its implementation currently are uncertain. The present article argues that the success of Russia-China collaboration in Eurasia will depend crucially on the future dynamics of the Eurasian integration, as well as on the agreement to co-develop the Eurasian Economic Union and the Belt Initiative with concrete and mutually beneficial projects.

In recent years, the Russian state has been described as becoming “more nationalistic”. In the time period encompassing the Sochi Winter Olympics, the occupation of Crimea, the war in Donbas that continues to this day, air strikes in Syria, and the state seeking new legitimacy during the deepening economic crisis in Russia, many notions have been connected to growing nationalism. But nationalism as such is an ambiguous concept. Moreover, there is hardly any state in today’s global system that could be said to be totally devoid of nationalistic argumentation. Therefore, the way in which the Russian state leadership is using nationalism in order to achieve its political goals requires a critical empirical study. Authoritarianism, conservatism, and even imperialism have been discussed as “new” features of the Russian state. But the change in the self-understanding of the Russian state is not a result of one factor, such as strengthening national pride, but rather a wide range of ideas that have been reshuffled in relation to each other. This Working Paper focuses on the state-led nationalism in this changing ideational environment between the years 2012 and 2016, and how it has been received by the people.

The recent 2016 Duma elections were planned by the Kremlin to attest to the fact that the period of troubled political development – which began during the previous 2011 Duma elections – is over. Further, the elections served to test Putin’s consolidated authoritarianism on the eve of the forthcoming presidential elections in 2018. While successful in terms of preserving full control over the new Duma, the election results nevertheless demonstrated that the patriotic enthusiasm evoked by the annexation of Crimea has largely been exhausted. The pressure on the opposition, new electoral rules and reliance on regions with so-called “administrative voting” secured a victory for the party of power, but in urban regions the turnout was very low and voting for the Kremlin’s party did not differ much from 2011 patterns. Although the direct effect of the economic crisis on people’s political attitudes is still moderate, the continued long-term stagnation in the Russian economy that started even before the fall in energy prices remains the major challenge for regime stability. Ambiguous election results force the Kremlin to seek new instruments of political consolidation. The Kremlin’s most probable strategy may be to combine toughening authoritarian institutions with maintaining high tension in the international arena in order to prolong the ‘rally around the flag’ effect domestically, by attempting or promising “authoritarian modernization” to gain support in urban regions. As the presidential election date approaches, both Putin’s foreign and economic policies could become even riskier than they have been to date.
