Jihwan Hwang, a professor at the University of Seoul, predicts that the strengthening alliance between North Korea, China, and Russia could enable North Korea to overcome its international isolation, weakening the influence of the US-South Korea alliance and increasing China’s leverage over the Korean Peninsula. Dr. Hwang points out that even without the establishment of a new Cold War order, the strengthened cooperation among the authoritarian regimes will pose a significant strategic challenge to South Korea. As Seoul’s approach to Pyongyang has been based on a unipolar system led by Washington, Dr. Hwang highlights the need for South Korea to explore new approaches to address the changing security environment.

Russia’s large-scale invasion of Ukraine in February 2022 has led to a renewed focus on the geopolitical importance of the Black Sea. What the North Atlantic Treaty Organization has overlooked is Russia’s use—often in coordination with Iran—of the Caspian Sea to advance its war aims in Ukraine. The Caspian Sea offers Russia a strategic depth to strike targets far afield in a relatively safe manner, is currently the only way for Russia to reinforce its Black Sea Fleet, and serves as a transport conduit allowing Iran to deliver military assistance to Russia for use against Ukraine. As Admiral Sir Tony Radakin, the United Kingdom’s chief of the defence staff, recently said, “The flow of Iranian weapons to Russia’s war in Ukraine demonstrates that there is no easy geographical distinction on matters of defense.”1 In the context of regional security, military planners in the United States and NATO should see the most extreme point of the alliance’s Black Sea frontier as the southern shoreline of the Caspian Sea.

At Davos last May, former Secretary of State Henry Kissinger sparked a controversy when he argued that Kyiv must cede territory to Moscow to achieve peace. Kissinger may well be correct to assert that a stable balance between Russia and Ukraine will require some trade-offs based on the principles of Realpolitik. But we should not delude ourselves into thinking that Putin—a former KGB officer who considers the collapse of the Soviet Union to have been the greatest catastrophe of the twentieth century—launched this war simply to secure a border readjustment. Putin’s essay, published in April 2021, expresses his view with admirable clarity: Ukraine, in the eyes of the Kremlin, is Russia. In sum, he launched this invasion to subordinate Ukraine to Moscow—totally and permanently. We should also not conclude that Russia’s battlefield setbacks have been so severe as to deflect Putin from his original goal. After he failed to subordinate Ukraine swiftly with a quick knockout blow directed at the capital, Kyiv, he moved to Plan B: a strategy of exhaustion. He is now determined to grind Ukraine down slowly and deliberately with the expectation that eventually it will have no choice but to bow to his iron fist. For its part, the West should thwart Putin’s strategy by safeguarding Ukraine’s political and economic independence. Kissinger’s comments did not bring us closer to achieving that goal. If members of the North Atlantic Treaty Organization (NATO) follow his lead and attempt to cajole Kyiv into ceding territory now, while Russia still believes it has the upper hand on the battlefield, their efforts will only whet Putin’s appetite for expansion. Putin will begin to entertain compromises acceptable to the West only when he comes to believe that failure to do so will lead inevitably to catastrophic losses for Russia. The bad news is that the military balance on the ground right now will not lead him to such a conclusion. If NATO members act quickly, however, there is still time to shift the dynamic in Ukraine’s favor—but it will not be easy.

Abstract:
With Sweden and Finland soon joining the North Atlantic Treaty Organization (NATO), the alliance needs to act quickly to develop plans that acknowledge the new geopolitical reality in the Baltic Sea region. When Sweden and Finland become members, the alliance will need a comprehensive approach to security that considers the region as a whole—instead of dividing it into the traditional “Baltic” and “Nordic” camps. Since Peter the Great (1682–1725), Russia has had imperial designs on the region, and this is unlikely to change in the foreseeable future. Russia’s tactical-level defeats in eastern Ukraine should not inspire strategic complacency in NATO policymakers. They should view the entry of Sweden and Finland into NATO as the starting point, and not the finish line, for bolstering Baltic Sea security.

The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.

Recently NATO Secretary General Jens Stolten- berg recognized Bosnia and Herzegovina (BiH) as a possible frontier for Russian activities fol- lowing Russia’s invasion of Ukraine.1 These activities, best illustrated by the threat from the Russian ambas- sador to Sarajevo of a Ukrainian scenario should BiH seek NATO membership, raises an important question: why is BiH of particular importance to the Euro-At- lantic Alliance? First, the Western Balkans is unfinished business for NATO and for countries in the region that have recognized NATO integration as a strategic goal. Second, other actors, primarily Russia and China, have established interests that compete with NATO’s en- gagement in the Western Balkans. Third, the interests of these external actors undermine Euro-Atlantic se- curity on the eastern flank. As a result, there are bene- fits for NATO in increasing cooperation with BiH and the Western Balkans in order to prevent the possible return of conflict to the region.

jor stakeholders, including the United States, China, and Russia, is of paramount impor- tance to the transatlantic community. The Russian authorities, including Vladimir Putin, perceive gaining or losing ground in this rapidly advancing technolog- ical competition in existential terms: either a nation will successfully ride the wave, or it will be crushed by it. Emerging and disruptive technologies (EDTs), and their mutual convergence, are increasingly regarded as sources of strategic and operational advantages in fu- ture warfare. They create a new set of conditions and potentially consequential defence applications that may increase Russia’s – and other key actors’ – military ad- vantage over competitors. Accordingly, EDTs may al- ter the trajectory and character of future warfare and human involvement in it. Stakes seem high for both national and international security, with a likely impact on deterrence, arms control, and strategic stability, as well as the distribution of power in the international system, along with Russia’s share of it. One of the key objectives during Putin’s presiden- cy has been to rebuild the country’s military capacity. A large-scale modernization programme launched in 2008 has focused on strengthening the nuclear arse- nal and reducing the conventional inferiority that took hold in the military organization during its post-Cold War decay. The Russian authorities have been con- cerned, however, that it would take too long to catch up with the West’s military development. Conversely, EDTs promised a rapid, non-linear way to close the capability gap. As a result, Russia has been systemati- cally expanding its pursuit of cutting-edge military and dual-use technologies. This Policy Brief explores Russia’s technological eco- system with examples of the major programmes and strategies that have been prioritized to pursue excel- lence in EDTs. It examines constraints that affect EDT development, including the impact of the invasion of Ukraine, and considers what possible implications Rus- sian EDT development may entail for NATO.

The ongoing war in Ukraine has confirmed that NATO as an institution of 30 members still lacks the readiness to integrate Ukraine and Georgia into the Alliance, continuing to avoid confrontation with Russia.1 The unprecedented tragedy taking place in Ukraine was not a surprise and there were several lessons for the West to learn such as the August War in Georgia in 2008, Russia’s invasion of Crimea in 2014, the open letters and statements from Russia’s president drawing a new world order,2 Russian military drills and so-called peacekeepers in and around neighboring countries. Nevertheless, 14 years have passed since the NATO Bucharest Summit3 and Georgia and Ukraine are still paying for their independence and sovereignty with blood. Meanwhile, NATO’s promise of eventual membership for both countries is fading.4 Russia’s so-called “military operation” has revealed that the Kremlin does not need Casus Belli to start waging a full-scale war against independent countries and, now more than ever, Ukraine and Georgia5 need to strengthen their defense capabilities and search for an alternative foreign security policy until NATO provides well-deserved places for them. In this light, many believe that in the absence of NATO unity, the United States is the only strategic partner that can protect Ukraine and Georgia by designating them as Major Non-NATO Allies (MNNA).6 Indeed, the impact of a timely provided designation could have a decisive political and practical role for Ukraine and Georgia’s security, especially when both countries7 are reliant on US defense sales and actively cooperate with the US while transforming their defense capabilities.8

Abstract:
China’s and Russia’s growing presence in Latin America and the Caribbean undermines democracy and Western influence in the region, along with the international rules-based order. The EU is responding to this threat by attempting to strengthen its relationships with Latin American and Caribbean countries. The bloc is attempting to build on their affinity for European values and rights, as well their preference for sustainable and inclusive development. Cooperation on digital technologies should be a priority in the effort, given the region’s need for greater connectivity. The Spanish presidency of the EU should lead the formation of a Digital Alliance with Latin America and the Caribbean at a summit scheduled for 2023. The EU can make this alliance work by focusing on connectivity investments, cyber-security, and rights to support Latin American countries’ digital transitions. The alliance will also require a long-term vision within the EU, commitments from member states, leadership by several Latin American countries, and public-private investment partnerships.

Although U.S. strategic competition with China and Russia is often presented as a challenge with two separate fronts, this brief argues that the Euro-Atlantic and Indo-Pacific theaters are increasingly linked. Insofar as preserving a favorable balance of power in these two regions hinges largely on U.S. power, and as long as they both continue to exercise a significant pressure on U.S. defense resources, their alliance and deterrence architectures should be looked at from an inter-theater perspective. Thus, optimally managing atwo-front challenge would require a serious effort to bridge U.S.-led alliances in both regions.

16. Brothers in arms: The value of coalitions in sanctions regimes

Abstract:
This paper examines the impact of coalitions on the economic costs of the 2012 Iran and 2014 Russia sanctions. By estimating and simulating a quantitative general equilibrium trade model under different coalition set-ups, we (i) dissect welfare losses for sanction-senders and target; (ii) compare prospective coalition partners and; (iii) provide bounds for the sanctions potential — the maximum welfare change attainable — when sanctions are scaled vertically, i.e. across sectors up to an embargo, or horizontally, i.e. across countries up to a global regime. To gauge the significance of simulation outcomes, we implement a Bayesian bootstrap procedure that generates confidence bands. We find that the implemented measures against Iran and Russia inflicted considerable economic harm, yielding 32 – 37% of the vertical sanctions potential. Our key finding is that coalitions lower the average welfare loss incurred from sanctions relative to unilateral implementation. They also increase the welfare loss imposed on Iran and Russia. Adding China to the coalition further amplifies the welfare loss by 79% for Iran and 22% for Russia. Finally, we quantify transfers that would equalize losses across coalition members. These hypothetical transfers can be seen as a sanctions-equivalent of NATO spending goals and provide a measure of the relative burden borne by coalition countries.

Since the 2014 Russian annexation of Crimea, the U.S. has provided $2.5 billion in military aid to Ukraine. Continued security assistance prolongs the conflict and heightens U.S.-Russia tensions. Russia shares a 1,200-mile border with Ukraine and views the prospect of Kyiv joining NATO and basing U.S. and allied forces there as a threat. Russia will absorb significant costs—monetary and human—to prevent this outcome. A resolution in Ukraine that does not account for Russia’s concerns is unrealistic; therefore, U.S. and European leaders should account for them, starting with ruling out Ukrainian accession to NATO. Because of the risk of escalation, potentially to nuclear war, the U.S. should seek détente with Russia and support the establishment of a neutral, non-aligned Ukraine that serves as a buffer state between Russia and the West.

Since the conclusion of the Treaty on Good-Neighbourliness and Friendly Cooperation in 2001, the balance of power between China and Russia has appreciably shifted in favour of the former, but their common definition of the enemy and the complementarity of their core interests remains as strong as it ever was. If the China-Russia relationship is not an alliance, then what is it, and what are its limits? In the Xi-Putin era, apprehension and ambition have transformed the ‘axis of convenience’ into an axis of necessity. But will ‘strategic partnership’ prove important or irrelevant to potential conflicts in Taiwan, Belarus or Ukraine? How much should be made of divergences of approach in Central Asia and the Arctic, where China’s rise leaves no stone unturned? Western policymakers are now asking whether Russia and China will join forces in an alliance of autocracies, and whether they have a chance to manage this challenge by drawing Moscow away from Beijing. Neither of these outcomes is likely in the short term: Russia has many reasons to maintain a cordial relationship with China, while policymakers in Moscow view rapprochement with the West as impossible or too politically costly. The Kremlin’s thinking on China is an amalgam of quickly developing trends that will determine Russia’s position in a world shaped by the US-China rivalry. While the West does not have an opportunity to prompt a policy U-turn in Moscow that divides Russia and China, it could give Russia space to hedge against China in key areas such as advanced technology.

Russia’s assertiveness in the Eastern Mediterranean is part of its broader strategy for undermining the cohesion of the North Atlantic Treaty Organization (NATO) and the European Union (EU) and thus complicating the Western alliance’s ability to operate, plan, and formulate policy. The Kremlin’s interests are geared toward enhancing dependencies on Russian gas and financial flows, cultivating governing elites, and stymieing the ability of NATO and, to a lesser extent, the EU to expand. While Moscow’s efforts in the region after its 2015 intervention in Syria are often described as a means to reassert Russia’s great power status, the Russian leadership more likely sees its actions there as part of a broader standoff with the West that stretches from the Atlantic to the Black Sea and from North Africa to the Arctic. This is certainly the case in Turkey, Greece, and Cyprus—three of the most vulnerable countries to Russian influence operations in the region due to a mix of relative geographic proximity to Russia, common cultural and historic legacies, and elites that have looked to Moscow and beyond to balance their countries’ foreign policies or gain leverage with transatlantic partners. While Europe today is generally thought of as more or less “unified,” this region is anything but. Economic turmoil, border and territorial disputes, migration flows, and a growing disenchantment with the EU and the United States have created numerous fissures within and between these three states, transforming them into receptive targets for Russia. They are also highly dependent on Russian hydrocarbons and keen to attract Russian investment and tourists. Russia uses a narrative of shared cultural and religious heritage, along with existing anti-American or Euroskeptic sentiment to cultivate the region’s populations, albeit not always successfully. Yet, its influence operations over the past decade have led to Turkey, Greece, and Cyprus being labeled as weak links in NATO or the EU, especially on key issues of concern to Moscow: expansion of Western political and security organizations, EU sanctions, and the promotion of democracy and good governance. However, while the behavior of some of these countries at times has proved troubling to Washington and Brussels, the Kremlin’s engagement there has not led any of them to formally break with their Western partners, although tensions between the latter and Turkey continue to grow. Russia has been skillful and successful in seeking opportunities to engage the region, cultivating rising political, economic, religious, or cultural decisionmakers in all three countries. It now has a clear presence in the Eastern Mediterranean that cannot be ignored. Russia has been able to compartmentalize its differences with Turkey to develop a working, albeit often unhappy, accommodation in Syria and the South Caucasus, even as the two countries operate largely as competitors in Libya and Ukraine. Ankara’s purchase of the Russian S-400 missile system exacerbated frictions with Washington, throwing NATO into an internal crisis and leading to Turkey’s expulsion the F-35 and Patriot missile programs. For Russia, the sale was not only a symbolic win for its arms industry; it succeeded in stoking fissures in the Western alliance and complicating its weapons development programs. Nonetheless, while the Russo-Turkish relationship might appear robust, it is neither deep nor wide, and it is largely dependent on the two countries’ authoritarian leaders. Russia’s engagement with Greece has been less successful. Once described as Moscow’s Trojan horse in Europe,1 Athens pivoted back sharply toward its European and NATO partners after the 2018 exposure of Russian attempts to interfere in Greek politics and to upend its rapprochement with North Macedonia. Despite its promises of financial assistance, Moscow lacks the economic clout to help address Greece’s decade-long financial crisis. President Vladimir Putin’s successful cultivation of his Turkish counterpart also unnerves many Greeks. Greece is a clear case of Russian overreach, but Moscow still has tools—hydrocarbons and cultural links—that it can use in the country should future opportunities arise. Like Greece, Cyprus remains wary of Russia’s enhanced security relationship with Turkey, which has opened the door to greater military cooperation with the United States, France, and other Western allies. Nicosia hoped that Moscow could come to the rescue during its 2012–2013 banking crisis, but the latter lacked the financial clout to do so and was not a viable alternative to a harsh EU bailout. As an offshore financial center, Cyprus is dependent on Russian financial flows, not all of them legal, to help prop up its economy, giving Moscow leverage that has paved the way for limited security cooperation, particularly in the form of naval port calls. Russia has increased its cultural outreach to the country, but much of this is geared toward the growing Russian-speaking expatriate community. In sum, Russia’s capabilities in the Eastern Mediterranean are modest, based largely on symbolic diplomacy, energy, financial promises, and the ability to cultivate elites, some of which are quite eager to engage with Moscow for personal or political gain. That approach, however, does not resonate widely beyond the narrow Russia-friendly constituencies in each country. Furthermore, there is not much ballast to these relationships, all of which have proven to be volatile, as the 2015 freeze in Russo-Turkish relations over Turkey’s downing of a Russian fighter or the post-2018 plummet in Greek-Russian relations illustrate. But, if Russia’s main goals are to stoke fissures within the West, to shore up vulnerabilities to NATO on its southern flank, and to be seen as a regional player, it has had success, especially considering its limited economic potential and the challenges it faces in balancing the competing interest of Turkey, Greece, and Cyprus. Russia also wants a seat at the table as a mediator in regional disputes, but that is mainly to preserve its own interests rather than to bring sustainable solutions. Moscow in fact is far more likely to take advantage of those challenges for economic or geopolitical gain than to try to remedy them. To manage Russia’s assertiveness in the Eastern Mediterranean, NATO and the EU should shift away from trying to combat every instance of Russian activity there, not all of which is malign. Instead, they should work to enhance local resilience and to stabilize countries in the wider Mediterranean such as Lebanon, Libya, and Syria. They should also help Turkey, Greece, and Cyprus address their economic, governance, political, and security challenges.
