The latest five-year plan, adopted in March this year by the Chinese parliament, identifies industrial modernisation and the pursuit of technological independence as key to China’s economic development. It mentions increased consumption and improved social conditions, but these are not priorities. The development of modern industries is intended to increase the competitiveness of Chinese companies relative to entities from developed countries, including Poland. The direction outlined by the plan is another argument for strengthening the protection of the EU single market and supporting an active EU industrial policy.

On 24 March, during a visit to Australia, European Commission President Ursula von der Leyen and Prime Minister Anthony Albanese announced the conclusion of negotiations on a free trade agreement and the establishment of a Security and Defence Partnership. These agreements are intended to help both sides diversify their trade, reducing dependence on China, whilst increasing resilience to US political and economic pressure. It also presents an opportunity for Poland to intensify its cooperation with Australia.

Abstract:
South Korea’s attempts to improve relations with North Korea have been unsuccessful. Although this is mainly due to the Democratic People’s Republic of Korea’s (DPRK) reluctance to resume contacts with the Republic of Korea (ROK), an additional problem has been caused by the inconsistent actions of President Lee Jae-myung’s administration, which has been in office since June last year. The administration’s goal of ‘peaceful coexistence’ effectively means accepting reunification as unlikely, a prospect that is losing support in South Korean society. To avoid an escalation of tensions on the Korean Peninsula, South Korea could seek to cooperate with countries that regularly engage with the DPRK, such as Poland.

Abstract:
Education for sustainable development (ESD) requires new forms of teacher preparation that combine theoretical knowledge with practical experience. The aim of this study was to analyze and evaluate the effectiveness of workshop-based classes designed to develop micro-competences – understood here as narrowly defined, measurable components of professional competences that can be certified through micro-credentials in accordance with European Commission guidelines (2022). The research was qualitative in nature and was conducted within the interpretive paradigm. Participant observation and document analysis were applied, including thematic analysis of didactic commentaries following Braun & Clarke’s (2006) procedure. The study involved 70 fifth-year students of preschool and early school pedagogy, who participated in 15 hours of lectures and 15 hours of exercises dedicated to the 17 Sustainable Development Goals (SDGs) of the UN 2030 Agenda. The results show that students significantly developed social competences (teamwork, empathy, communication), the ability to integrate theory with practice, and critical thinking regarding socio-ecological challenges. They demonstrated high readiness to implement educational innovations and to apply the principles of Universal Design for Learning (UDL). However, deficiencies were observed in entrepreneurial competences, particularly in planning and initiating micro-enterprises, which indicates the need to strengthen economic and career education in teacher training. These findings confirm that well-structured, experiential ESD activities are an effective means of preparing future teachers for the challenges of the 21st century. They also highlight the need to supplement curricula with elements developing entrepreneurial and systemic thinking, which are crucial for building ecological social capital and promoting lifelong learning.

Abstract:
The article examines how Poland and Lithuania supported Ukraine’s cultural heritage during Russia’s full scale invasion and clarifies the Lublin Triangle’s primarily political, solidarity building function rather than an operational delivery role. Drawing on qualitative analysis of official documents, institutional reports, public communications, and stakeholder interviews, it evaluates cultural sector responses in 2022–2023 with attention to delivery capacity, coordination, and sustainability. The study finds that targeted aid to museums, archives, and memory institutions was provided chiefly through bilateral and institution to institution mechanisms, while the Lublin Triangle consolidated political messaging without generating rapid tools for cultural protection. Across cases, core contribution areas included logistics (protective materials and transport), training (emergency safeguarding and evacuation), documentation (damage assessment and digitization), and international advocacy (UNESCO aligned actions and anti trafficking guidance). The analysis underscores the need to institutionalize hybrid, apolitical arrangements that couple governmental legitimacy with the flexibility and resilience of civil society networks, mitigating vulnerability to political cycles and sustaining cultural heritage protection under wartime conditions.

Abstract:
Since the beginning of Russia’s full-scale invasion in 2022, Polish-Ukrainian relations have moved from a phase of exceptional solidarity to one of mounting tension and deepening structural strain. What initially seemed to be a long-term strategic partnership grounded in shared security interests has evolved into a more fragmented and fragile, at times almost hostile, relationship. This shift, visible across political, economic, and social dimensions, risks undermining not only bilateral cooperation but also the broader foundations of regional stability at a moment of ongoing war, strategic uncertainty in Europe, and a potentially antagonistic transatlantic relationship. If Poland and Ukraine fail to adopt a more realistic, constructive, and mutually attentive approach to the partnership, their cooperation will weaken in ways that directly affect military logistics, EU cohesion, regional resilience, and resistance to hybrid threats. Understanding how the relationship has changed, and what deeper dynamics are driving this, is essential for assessing the risks ahead and identifying pathways to improve the relationship.

Poland is holding the Presidency of the Council of the European Union in the first half of 2025. After a controversial Hungarian presidency and political turbulence in France and Germany, European public opinion is looking to Poland, where an openly Eurosceptic government was ousted in the 2023 elections. This change has come at a time when the European Union is facing major existential challenges, in particular with the war in Ukraine, which are especially resonant in Poland. The hopes pinned on Poland are as much a reflection of the impression of a leadership vacuum in Europe that Warsaw - who else at the moment? - could fill, as well as the country's growing economic and geopolitical position after two decades of EU membership.

Threats to the rule of law in the EU persist. Halting rule of law erosion in Poland has brought only temporary relief. Continued backsliding in Hungary and recent setbacks in Slovakia pose a threat to European integration and the EU’s legal order. Moreover, illiberal Eurosceptics are also on the rise in other countries, like Italy, Germany, France. Given the potential EU enlargement and the urgent reset of EU’s security and defence architecture, next to defending democracy, it is also crucial to continue strengthening the rule of law within the EU. Faced by the above-mentioned dire developments, the first von der Leyen Commission (2019-2024) placed the rule of law in the spotlight, developing a rule of law toolbox consisting of monitoring and corrective tools. The second von der Leyen Commission (2024-2029) vowed to take this matter seriously, making the strategic decision to continue tackling rule of law erosion by applying financial pressure, in particular: the instruments for protecting the EU budget. This Policy Brief looks at the future of rule of law protection under the vdL 2.0 Commission. It takes stock of the past failures and achievements, identifying paths towards a more effective use of the existing EU’s toolbox. It advocates for further development of financial conditionality, and making it a standard practice as well as building solid causal links between conditionality and the existing monitoring tools in order to avoid accusations of its arbitrary and politicised use. Consistency should become a guiding principle to foster the EU’s commitment to upholding the rule of law.

Abstract:
The centuries-long coexistence of the Polish and Jewish nations gives Polish-Israeli relations specificity and unique character. One can state that there is an emotional bond between these nations, which shaped interstate relations in the post-Cold War period, simultaneously facilitating and hindering their progress. The article reviews the most critical challenges and controversies surrounding building state relations between Poland and Israel after the Cold War. It also analyzed how selected historical events related to the coexistence of the Polish and Jewish nations influenced later Polish-Israeli relations. The work summary included recommendations for further actions to develop interstate relations further. The present research uses investigative methods and techniques in the field of social sciences, such as documentary analysis and review of official statements from politicians, analysis of primary literary sources, the decisional method, secondary analysis of quantitative research, and deduction. Due to the formal constraints of this article, the author has selected the issues that have emerged in Polish-Israeli dialogue within a state context, emphasizing political relations.

Poland stands at a pivotal moment, navigating domestic political transitions while adapting to profound changes in the transatlantic security landscape. The outcome of key elections (presidential in 2025 and parliamentary in 2027) will shape the country’s strategic direction, as NATO and the EU confront some of the most significant challenges in their history. A second Trump presidency marks a turning point for European security, amplifying EU-sceptical forces and reshaping the regional balance of power. The North Atlantic Treaty Organisation (NATO) is responding to security challenges arising from emerging technologies by leveraging national and multilateral innovation networks to strengthen collective defence and accelerate technological adaptation. NATO partnerships provide a research scope encompassing key policy developments on specific technologies, including artificial intelligence, autonomy, quantum, and data. Poland’s innovation ecosystem is analysed to highlight how public–private partnerships with NATO promote alliance-wide strategic objectives aligned with national innovation networks. This comparative case study analyses NATO’s Defence Innovation Accelerator for the North Atlantic (DIANA) and the national innovation networks of allies, as demonstrated by the case of Poland. Data was gathered from policy documents, industry reports, and other publicly available sources. Poland’s proactive innovation strategy is a model for utilising local strengths to tackle global security concerns and test facilities and accelerator programmes under NATO DIANA. Poland’s innovation model provides a significant case study that offers valuable insights for future research and development. Combating the challenges posed by evolving technologies requires adaptable security measures, demonstrated by various examples from Poland’s local accelerators and test centres. NATO’s approach, involving industry partnerships and defence innovation, provides a model for other allies. The case of innovation in Poland provides a generalisable methodology for studying other national approaches to innovation aligned with the NATO accelerators.

Abstract:
Many observers believe that the new German government will lead to a ‘new start’ for Europe and a ‘new dynamic’ for the ‘Franco-German engine’. During the election campaign, in the coalition agreement and since taking office, those involved have developed and aggressively promoted corresponding policy points. To achieve Europe's ability to take action, they are relying heavily on initiatives by member states, in particular Franco-German and Franco-German-Polish cooperation. The new federal government is certainly willing to provide the necessary instruments and resources to meet the current challenges, but it is not yet clear whether this will strengthen the European Union, for example through joint financing instruments. The question remains as to whether the desired goals can be achieved, especially given the unstable domestic political situation in Germany and other EU member states.

Abstract:
The research aims to evaluate competitiveness of Romania and Poland, focusing on their bilateral relations. The primary research problem revolves around understanding the dynamics and outcomes of economic cooperation between Romania and Poland, especially in the context of their systemic transformations and integration into the European Union. The main hypotheses are the following: (1) Economic cooperation between Romania and Poland has significantly evolved post-EU accession. (2) Bilateral trade and investment have played crucial roles in the economic growth of both countries. (3) Differences in economic policies and sectoral focuses impact the competitiveness of each nation. The study employs a combination of historical analysis, trade data examination, literature review, and competitiveness indices to evaluate the economic relations between the two countries. Key metrics include trade values, investment flows, and economic freedom indices. The author highlights the deep and evolving economic ties between Romania and Poland, underpinned by robust trade relations, significant investments, and shared regional cooperation goals. While the study shows differences in economic policies between Romania and Poland, it does not comprehensively analyze the specific policies and their direct impacts on competitiveness, which could be addressed in further studies.

Abstract:
The article deals with the key changes in the treaty basis of the regime for Polish investment in Viet Nam, expected after the anticipated entry into force of the Investment Protection Agreement Between the European Union and Its Member States, of the One Part, and the Socialist Republic of Viet Nam, of the Other Part (hereafter “EU-Viet Nam Investment Protection Treaty” or “New Investment Treaty”). The article also includes a brief overview of the historical background of the investment relations in Poland and Viet Nam. Some of the key obligations of the parties to the New Investment Treaty are compared with the rules of the 1994 Agreement Between the Socialist Republic of Vietnam and the Republic of Poland for the Promotion and Reciprocal Protection of Investments. For example, the article focuses on the differences in the treaty provisions on the fair and equitable treatment, as well as on the inclusion in the New Investment Treaty of the procedures for the resolution of disputes between states and of the procedures for the investor-state dispute settlement. The article contains references to works of Vietnamese and Polish researchers, legislative acts of Viet Nam, international agreements and documents of international intergovernmental organizations.

Abstract:
The Visegrad Group countries (Czech Republic, Poland, Hungary, and Slovakia) and the Western Balkan countries share strong historical trade and cultural ties, and their trade relations are becoming increasingly significant in the context of geopolitical changes and economic transformations in the region. Recent trends indicate growing mutual trade, and analysis of the Trade Complementarity Index reveals high trade compatibility, confirming the potential for effective cooperation. The Trade Intensity Index also shows high values, particularly for Hungary. This paper evaluates trade exchanges and examines the intensity and compatibility of economic relations, with a focus on the Visegrad Group countries’ trade with Serbia, their key trade partner. The results suggest that enhanced cooperation between the regions could bring substantial economic benefits and strengthen regional stability and competitiveness.

18. Prometheism: A Polish Covert Action Program

Abstract:
Between World War I and II, Poland conducted a covert action program known as Prometheism to undermine the Soviet Union by supporting the national independence movements of non-Russian peoples within its borders.[1] Poland hoped this program could blunt Russian imperialism, then with a Communist veneer, by redirecting Moscow’s attention internally toward irredentism within its own borders. Prometheism had four dimensions: political, military, intelligence, and cultural/ educational. It supported governments in exile and émigré groups from states that had temporarily gained independence during the Russian Civil War only to lose it once the Bolsheviks reconquered much of the former Russian empire. The program created two secret armies of Ukrainians and Georgians in case the Soviet Union imploded or another world war broke out. To penetrate the veil of secrecy regarding the domestic situation in the Soviet Union, Poland used Promethean contacts to conduct intelligence operations, and the Soviets conducted their own intelligence activities to penetrate the program and assassinate key leaders. Prometheism included a massive covert influence campaign supported by journals, clubs, news outlets, and publishing houses to spread Promethean messages inside the Soviet Union and around the world. Prometheism failed to achieve Poland’s national security objectives, partly due to the massive Soviet police state apparatus and use of terror during Joseph Stalin’s era. However, its activities did help preserve the languages, literatures, and cultures of non-Russian nationalities during this period. When the Kremlin’s willingness to use repression and terror dissipated in the 1980s, what followed vindicated the Promethean vision as the Soviet empire broke apart into its basic ethno-national constituent parts and Poland and other satellites on its periphery regained their sovereignty.

Abstract:
China’s strategic approach to its industrial policy—particularly its trade surplus and dominance in clean technologies—is a growing risk to Europe’s competitiveness and economic security. Like many other European states, Poland prefers to focus on the bilateral dimension of its relationship with China. But the scale of China’s economic threat means the EU’s only hope is to address it as a unified bloc. Poland should use its growing leadership role in the EU to help shift the bloc towards a more assertive China policy using the available tools. As it confronts the prospect of a trade war with the US, the EU cannot afford vulnerability to China. But first, Warsaw will need to recalibrate its own policies by grasping the realities of its trade relationship with China and assessing its vulnerabilities: investments, critical infrastructure and supply chains.

Abstract:
In the context of rapidly increasing digital performance monitoring in the workplace, concerns over employee privacy and ethical considerations arise. This tension between organizational control and employee privacy becomes especially complex in postcommunist societies like Poland, Croatia, and the Republic of North Macedonia, which have a history of state surveillance and control. Drawing on various academic sources and employing a doctrinal-legal method, this study examines how cultural, historical, and legal factors shape perceptions and protections of privacy. It also analyzes the legal frameworks of privacy rights in the workplace. The research reveals that post-communist legacies influence public attitudes towards digital privacy, which is reflected in a low interest in digital privacy in these countries and legislation that lags behind rapid technological advancements. Despite their EU-aligned legislation that provides guidelines for ethical data collection and surveillance, an ambivalent perception of privacy exists among citizens, influenced by their history of state surveillance and control. All three countries have specific legislations that encompass civil, criminal, administrative, and labor law to protect privacy in the workplace. The study concludes with policy recommendations, emphasizing the need for ongoing legislative scrutiny to strike a balance between privacy protection and a stable and secure work environment.

Abstract:
Public participation in environmental matters through access to justice is an indispensable aspect of environmental democracy. It has become increasingly evident that this type of democratic social control over the activities of public authorities should also encompass legislative acts. This poses a significant challenge for the contemporary political-legal system, as is demonstrably evident in the case of Polish environmental plans. Civic control of the legality of such general acts, enacted by public administration bodies in legislative or special procedures, is implemented in two steps. Firstly, it takes the form of participation through comments or questions on the draft of a plan submitted by civic society during the preparatory stage of the law-making process. Secondly, the control focuses on the plans after they are enacted. At this point, it takes the form of legal actions brought by members of the public before national courts in order to investigate the material and procedural legality of environmental plans. However, at present the access to justice in this respect is limited. The aim of the article is to analyse the legal reasons for this deficiency of Polish environmental procedural democracy and to assess it in the light of Poland’s international obligations.

Abstract:
This article presents a diverse European perspective on democracy and freedom of expression. The research was conducted on 73 public television materials after the storming of the Capitol in Germany, Poland, and Russia. The content analysis employed 75 categories in the categorization key. The German perspective focused on stabilizing the democratic system after Biden’s win and on respect for democratic values in the USA. The narrative style is centered around change, a natural process in a democracy. Polish public television dominated an atmosphere of anxiety, but the criticism of the democratic opposition in Poland found an analogy between the actions of media corporations and opposition politicians. The materials in the Russian service were biased and directed against American democracy in general. Criticism was levelled at the hypocrisy of the authorities, the inefficiency of democratic procedures, and the lack of respect for political traditions. The portrayal of crisis events in the USA depended on the level of democracy in the country and, to varying degrees, also served as a pretext for criticizing democracy in general and referencing events in the country being analyzed.

Abstract:
This article analyzes changes in fiscal policy in agriculture in Poland from 2004 to 2024, as captured through the prism of budget expenditures on agriculture. The analysis focused on the volume, dynamics, and structure of total agricultural budget expenditures, including national budget funds and EU funds allocated to the European budget. It was found that during the two decades of Poland’s membership in the European Union, agricultural budget expenditures were strongly influenced by the volume of European funds allocated to agriculture and rural development under the instruments of the Common Agricultural Policy. Changes in agricultural budget expenditures, were mainly due to the adjustment of the national fiscal policy towards agriculture to the structural changes taking place in the agricultural sector. They also resulted from specific state fiscal interventions aimed at mitigating the adverse effects of destabilizing agricultural markets and crises caused by natural-climatic and geopolitical factors. Poland’s agricultural budget expenditures were subject to both evolutionary changes resulting from modifications to agricultural policy, as well as changes in the government’s response to the current challenges and problems of the agricultural sector and the agricultural market.

24. Poland’s Rule-of-Law Repair: Trapped in Institutional Paralysis?

Abstract:
Two years since taking office in Poland, the governing coalition led by Prime Minister Donald Tusk has made limited progress in repairing the rule of law following the backsliding under the previous government led by the Law and Justice (PiS) party. The change of government in December 2023 raised hopes of democratic repair but legislative reformsremain at an early stage. This reflects not only the depth of institutional damage done by PiSbut also political constraints. The Tusk government has been operating under the conditions of cohabitation with PiS-backed presidents, first with Andrzej Duda and since August with Karol Nawrocki. The constitutional framework grants significant powers to the president, including the authority to veto statutes and to refer them for constitutional review. Cohabitation has drastically curtailed the ability to pursue rule-of-law reforms, particularly in judicial governance. Moreover, the preparation of draft legislation in several key fields has proceeded more slowly than expected. In 2024, the parliament passed three acts aimed at restoring constitutional standards: two concerning the Constitutional Tribunal and one reforming the National Council of the Judiciary, but none has entered into force. Duda referred the three acts to the Constitutional Tribunal, which remains an illiberal enclave aligned with PiS, and in the course of this year ithas invalidated all three. Consequently, legislative change regarding the institutions central to judicial independence is effectively paralyzed. The government also pledged to separate the offices of minister of justice and prosecutor general, a reform long demanded by European monitoring bodies. Despite repeated commitments, this change has not yet been implemented. The most sensitive challenge for repairing the rule of law concerns judges appointed througha politicized procedure introduced under PiS. Addressing their status is necessary to restore judicial independence and to protect legal certainty. However, it involves difficult decisions affecting accountability, individual rights, and systemic stability. Although a legislative proposal is now ready, Nawrocki has indicated that he will veto any major judicial reform. He has also announced the creation of a new advisory body under the presidency to draft proposals for reforming the justice system, a move widely seen as an attempt to stymie the government’s initiatives. Overall, the effort to repair the rule of law in Poland is constrained by polarization, institutional stalemate, and a political context that is increasingly dominated by the approach of the parliamentary elections scheduled for 2027. While the government remains committed to reform, presidential obstruction and the continued role of the Constitutional Tribunal as a veto player limit progress. Poland therefore finds itself in a prolonged phase of limited rule-of-law repair.

25. Artificial intelligence in financial security: Legal challenges in Japan’s AML/CFT regime and comparative insights from selected EU countries

This study examines the legal and regulatory challenges in deploying artificial intelligence (AI) within anti-money-laundering and counter-terrorist-financing (AML/CFT) systems in Japan (focal case) and in Germany, France, and Poland (purposive comparators). It identifies intra- and cross-jurisdictional gaps; assesses alignment with FATF Recommendations 1 and 15, the GDPR, and the EU AI Act; and distils transferable best practices. Doctrinal legal analysis and normative comparative methodology were employed, with limited functional observations where supervisory practice is documented. Sources include statutes and regulations, supervisory guidance, and case law issued from May 2015–May 2025, notably the EU AML package (Reg. (EU) 2024/1624; Dir. (EU) 2024/1640; Reg. (EU) 2024/1620) and the AI Act (Reg. (EU) 2024/1689), as well as FATF materials and national guidance (BaFin, CNIL/Tracfin, JFSA). All jurisdictions permit AI in AML/CFT, yet frameworks remain fragmented and under-specified for algorithmic decision-making. Key gaps concern liability for algorithmic outcomes; tensions between transparency/explainability and tippingoff; and safeguards for automated decisions (GDPR Art. 22). Germany/France show higher supervisory maturity (explainability, auditability, DPIA, human-in-the-loop), whereas Japan/Poland rely chiefly on general data-protection duties with limited AML/AI-specific guidance, indicating the need for governance-heavy, auditable, human-in-the-loop designs. Better coordination of the AML, AI, and data-protection regimes is required to ensure both effectiveness and fundamental-rights protection. Japan could benefit from EU practices by formalising human-in-the-loop requirements for high-impact AML decisions, mandating DPIAs, enhancing auditability/reporting for high-risk models, and expanding regulatory sandboxing. The EU should continue aligning the AI Act with the AML Regulation (via AMLA guidance), clarifying oversight, documentation, and explainability expectations for AML use cases.

Abstract:
The global democratic recession of the past twenty years has been marked by numerous cases of elected leaders incrementally dismantling democracy through a steady centralization of power and undercutting of checks and balances—what political scientists label as executive aggrandizement. Under the second Donald Trump presidency, the United States is showing clear signs of following such a path, leading many commenters to draw arresting but often relatively glancing comparisons with other prominent recent cases of democratic erosion, like Hungary, India, Poland, and Türkiye. This paper examines U.S. political developments since the return of Trump to power in an in-depth, comparative light, seeking to illuminate the similarities and differences between the unfolding U.S. context and the experience of other troubled democracies. The paper establishes that the Trump administration’s overall political project conforms to the general model of executive aggrandizement, and is best understood as taking place at three interrelated levels: Establishing the president as supreme within the executive branch: Trump’s team seeks an extreme form of presidential concentration of power within the executive branch. It has weakened accountability institutions and regulations, tightened presidential control over independent agencies and the executive bureaucracy, decreased the political independence of the civil service, and purged perceived opponents from the branch. Making the executive branch dominant over other parts of government: The administration is forcefully seeking dominance over the judiciary, Congress, and states. It has defied court orders, criticized judicial rulings, and constrained individual judges. It has circumvented congressional policies and undermined its powers. And it has attacked and constrained state governments that do not align with administration policies. Weakening societal constraints on executive power: Trump has stymied civil society opposition by attacking independent media, punishing lawyers and law firms perceived to be oppositional, and constraining civic and educational organizations. His team has undermined vertical checks on the executive by weakening voting rights and the independence of election administration. Broadly, Trump is pursuing widespread retribution against perceived opponents and critics. The paper then compares the path of U.S. politics under Trump to seven other recent or ongoing cases of democratic backsliding—Brazil, Ecuador, El Salvador, Hungary, India, Poland, and Türkiye—highlighting distinctive features along three comparative dimensions: Focus: The Trump team’s agenda has several priorities that set it apart from other backsliding cases. These include its unique emphasis on intra-executive dominance, delegitimization rather than institutionalized attacks on horizontal checks, and coercive use of the robust federal funding ecosystem to pressure U.S. civil society. Rapidity: The administration has carried out its political program with striking speed. Compared to other backsliding cases, it has sought to centralize power with greater momentum and rapidity. And while other leaders often eroded democratic checks piece by piece, Trump’s team is working to weaken such checks across multiple levels all at once. Severity: The degree of democratic erosion in the United States is not yet as severe as that of most of its backsliding peers. The country has not yet seen the deep-rooted institutional changes that have characterized many of the comparative cases. And repressive measures like coercive force or criminalization have been limited by U.S. democratic norms and institutions. While some comfort can be taken from the fact that the relatively deeply rooted U.S. democratic norms and institutions compared to those in the other cases have resulted in a less institutionalized process of backsliding thus far, the distinctive speed and aggressiveness of Trump’s aggrandizement agenda is cause for serious concern. Numerous avenues and sources of resistance to democratic erosion continue to exist, but U.S. democracy is being put to the test as never before in the country’s modern history.

Abstract:
The phenomenon of corruption – accompanying dynamic economic development – is one of the most socially acute threats. It consists of both normative, organizational and also functional factors. Market demand for certain goods and services also plays an important role in the dynamics of this phenomenon. In this article, the authors used both a qualitative method (analyzing normative and regulatory acts) and a quantitative method (data contained in CBA source materials in 2018-2022). The working hypothesis established assumes that the area most vulnerable to the phenomenon of corruption in the RP is public administration, especially local government administration. Its verification was possible thanks to the identification of the main areas of corruption and the methods established to combat it, particularly in the context of the implementation of the Government Anti-Corruption Program for 2018-2020. In addition, data from Transparency International, the CBA, the Police, the Internal Security Agency and other services were also used. The article, which is the authors’ critical approach to the phenomenon of corruption, also touches on ethical aspects whose observance should be an established corporate standard.

Abstract:
This paper examines Poland’s approach to combating corruption within the Border Guard before and during its accession to the European Union and Schengen Area. The study is motivated by the critical role of anti-corruption measures in meeting EU membership requirements, especially regarding the uniformed services. The main objective is to analyze the process and outcomes of anti-corruption reforms in the Polish Border Guard as both a direct result of accession negotiations and a necessary step for joining Schengen in 2007. The central research question addresses how legal and institutional changes influenced the effectiveness of anti-corruption efforts in this period. The study employs analysis of EU and national legislation, review of Border Guard internal reports and strategies, and literature review as its primary methods. The findings indicate that, due to limited EU oversight, candidate countries – including Poland – developed their own frameworks for tackling corruption, leading to substantial progress within the Border Guard during the accession process.

Abstract:
The Polish party system has undergone many significant transformations in the 21st century. Despite this fact, at the highest level of local government it is possible to observe marshals of voivodships, who should be regarded as a durable actor, holding their position for many years. The aim of this text is to verify the assumption that the multicadency of provincial marshals depended on the ability to create a strong political base, the durability of local power conditions, and the adaptability of the marshals themselves – especially in the changing environment of the party system. The conclusions drawn from these considerations indicate that ‘eternal marshals’ are not only an example of a stable political entity in the changing conditions of the party system, but above all an effective ‘regional manager’ distinguished by a range of adaptive, negotiating and managerial skills, with strong ties to the local community and enjoying significant social and political support.

This surge, particularly amid a shifting geopolitical landscape and the ongoing Ukraine-Russia War, has captured the attention of security watchers worldwide. This paper delves into the intricacies of the South Korean defense industry’s rapid emergence, wherein arms sales skyrocketed to 17.3 billion USD in 2022, and provides an in-depth analysis of its portfolio, capacity, and the rationales guiding its development over the last five decades. It explores how South Korea has capitalized on critical opportunities, including overcoming steep barriers to entry to major contracts with Central and Eastern European countries, especially Poland. It sheds light on South Korea’s competitive technologies, mass production capacity, and cost-effectiveness, and addresses the crucial role played by the government’s diplomatic support and coordination with key allies and partners. Against that backdrop, it concludes with some implications for the global defense industry and security architecture.

Two years on from the escalation of the war in Ukraine, Oxfam spoke with a number of people leading the work of local and national women-led organisations (WLOs), women’s rights organisations (WROs), LGBTQIA+ led organizations, and other local non-governmental organizations (NGOs) addressing the needs of women, girls and gender minorities in Poland and Ukraine. We wanted to understand how the humanitarian crisis has impacted them, personally and as organizations, and their needs and priorities for the future. At the beginning of the humanitarian crisis following the escalation of the war in Ukraine, local WLOs, WROs and LGBTQIA+ led organizations were some of the first on the ground responding to their communities’ needs, both within Ukraine and in neighboring countries, and two years on, they are still at the forefront of providing assistance. The conversations that we had with these organisations highlighted that they are facing key challenges in continuing to sustain their vital role in responding to humanitarian needs; the need for greater investment in their voice and agency as decision-makers in the humanitarian response; and the need for flexible support to these organisations that allows them to carry out their important work across all stages of the response to the humanitarian crisis.

The subject of this publication, reflecting the discussion held between experts on 30 March 2023, is that of housing loans in Poland. The publication focuses primarily on discussing the state of mortgages (at the end of the first quarter of 2023). This state is the effect of (a) legislation, (b) institutional solutions, (c) past processes in the financing of housing loans, and recently also (d) the high level of inflation dampening both lending by the banks and the level of interest among bank customers. The publication's second purpose is to present recommendations which, once put into effect, could rectify today’s lamentable situation. All of the proposals presented in this publication lead to one general recommendation: the answer to the current shortcomings lies not in isolated, single changes; what is essential is a new system for the market. This new system should be (a) flexible, (b) free of legal risk while at the same time (c) better protected against market risk, and (d) it should also contain a more comprehensive range of products; on this market (e) the state, as the regulator, should intervene ex-ante and not only ex-post (as has been the case in Poland for the last 20 years), while (f) customers should have the essential minimum of financial knowledge, first and foremost regarding awareness of the risk related to, which by their very nature are long-term loans.

The paper analyzes the campaign strategies of the PiS political party during the Polish elections from 2009 to 2020. It examines how the gradual modernization of communication strategies and the adoption of a less aggressive narrative contributed to the party’s revival after a decline in support caused by the political crisis of 2007 and the death of leader Lech Kaczynski in 2010. The research aims to identify the changes in campaigning that contributed to regaining electoral success since the 2015 national elections. The analysis is based on audio-visual materials produced by PiS for the elections during both the “crisis” period (2009-2013) and the “revival” period (2014-2020), allowing for a comparative analysis of the main changes between these two periods. Through content analysis of these materials, the study investigates the topics, genres, formats, national and European dimensions, personalization strategies, and use of negative advertising.

The political atmosphere in Russia, as well as the September 2022 mobilisation call for military service, made thousands of Russians leave their home country. Although a vast majority of them have settled in post-Soviet countries, a noticeable portion has also taken up residence in EU countries. A recent couple of years have seen significant expert interest in new Russian immigration, so there is no shortage of publications on the phenomenon. However, many of these analyses suffer from substantial flaws. This report aims to provide a better understanding of new Russian immigration to the EU, as well as this group’s prevailing views on the most sensitive political issues. It concludes that the scale of emigration from Russia following the invasion of Ukraine is often overstated. It seems appropriate to distinguish between two waves of new Russian immigration to the EU. The spring wave was apparently more substantial in number and included a higher proportion of political and civil activists, academics, and IT professionals. In contrast, the autumn wave was less “politicised” as many of those leaving Russia were not necessarily opposed to Putin or his war but were primarily motivated by the fear of conscription and the prospect of being sent to the front line. After moving abroad, interest in Russia-related political activities among new Russian immigrants, even seasoned activists, tends to fade. Few remain engaged in political endeavours, instead focusing more on adapting to new realities. Their interactions with associations of Russian migrants from the previous “post-Crimean wave” are sporadic. When it comes to issues related to the politics of EU countries, new Russian immigrants often have a Russia-centric perspective on most of them. This is especially true regarding visa and travel sanctions against Russia. Immigrants remain almost impervious to the argument that for the governments of countries bordering Russia, the absolute priority is their national security and domestic public order, not the transformation of the Russian political regime at any cost. There were several quite sensitive topics that often provoked mixed feelings and even negative emotions among the respondents. The most challenging and almost taboo subject in Russian immigrant communities was donations to support the Ukrainian army. Along with Russian influencers and opposition politicians, most new Russian immigrants are reluctant to get involved in the Russia-Ukraine war, viewing it as not their concern. They largely attribute Russia’s invasion of Ukraine to the Russian government and state-owned media, seeing the Russian population merely as “victims of propaganda” and absolving “average Russians” of responsibility for the war. New Russian émigrés preserve regular contacts with relatives and friends in their homeland but tend to avoid discussing politically charged topics, particularly those related to Ukraine. It appears that they have virtually no impact on the perception of the Russia-Ukraine war and the political attitudes of those who stayed in Russia, and this divide between the two groups is likely to endure. Many admitted that by staying abroad, they are losing touch with developments in Russia. Moreover, most new Russian immigrants see no future for themselves or their children in Russia and are unlikely to return there. A few might consider a temporary return if a trusted leader came to power, but generally, they prefer to live in a free, democratic Russia without taking risks or acting as change agents. Hence, when developing a strategy regarding new Russian immigrants, it is essential to primarily consider the EU’s own security considerations rather than the imagined capabilities of these immigrants. It is crucial to avoid letting the wish for significant socio-political change in Russia cloud objective analysis. In the foreseeable future, Russia will continue to pose serious security threats to Europe, while, as of now, there is no serious indication that new Russian immigration could emerge as a politically influential force back home anytime soon.

Abstract:
Central Europe is associated with several cultural, economic, and geopolitical processes undergoing considerable intensification in the 21st century. The emergence of nationalist sentiment in this region of the continent coincides with it. This is particularly evident in countries politically dominated by radical right-wing ruling parties (e.g., Poland, Hungary), aiming to reshape the EU, opposing the system of liberal democracy in favor of social solidarity and a Europe of Homelands, rejecting the concepts of a federal Europe, and supporting the idea of national sovereignty. These concepts are taken up by conservative formations of a populist nature, which explain their activities with Eurorealism. The consequence of this policy is the emergence of new visions of Central Europe and the desire to increase the region’s role in international relations. An essential role in these processes is played by the politics of memory preferred by the ruling regimes.

Abstract:
This paper examines the emergence of AI policies in Hungary and Poland under illiberal governments, and highlights their potential social and political consequences, particularly for democratic values and civil and fundamental rights. It focuses on the adoption of AI in the public sector, encompassing research and development, public administration, law enforcement, migration, and economic policy. In their AI policies, both countries’ governments have prioritized industry demands and subordination to the expectations of large foreign corporations (which is inconsistent with their digital sovereignty rhetoric). Meanwhile, they have neglected societal consultations and the needs of the scientific community. The AI policies implemented in Hungary and Poland by the Fidesz and Law and Justice (PiS) parties) have been characterized, respectively, by centralization and fragmentation, with varying outcomes. The AI systems deployed do not safeguard citizens’ rights as the political takeover of the justice system and partisan control of law enforcement have undermined redress mechanisms and limited legal protection from AI-related violations. The increasing use of AI in election campaigns, coupled with the lack of democratic oversight, increases the risk of mass disinformation campaigns and electoral manipulation in both countries. The cases of Hungary and Poland highlight some key implications for democracy and human rights in the EU where illiberal actors control AI policies and governance and disregard these values. The new EU AI Act may offer some protection for the rule of law and individual rights, but its potential loopholes could allow the unlawful deployment of AI systems in vital areas. AI policies in both countries have reflected their governments’ illiberal tendencies, expanding their control over citizens and curtailing democratic processes. The centralized governance raises concerns about the potential for mass surveillance and censorship, while the lack of transparency and inclusivity in AI policymaking could further marginalize minority groups and vulnerable populations. However, there are key steps that the EU can take to address these issues.

The papers in this compendium were written by 11 members of the 2024 Taiwan-US Policy Program (TUPP) delegation: Alicja Bachulska, Viking Bohman, Francesca Ghiretti, Heather Hwalek, Leland Lazarus, Lauren Racusin, Friso Stevens, Joshua Stone, Brian Volsky, Theresa Winter, Adrienne Wu. Transatlantic attention to Taiwan has surged in recent years for several reasons. First, Russia’s illegal invasion of Ukraine in February 2022 has led to increased concern in the United States and Europe that Beijing’s growing military capabilities and declining confidence in its ability to achieve peaceful reunification will soon lead the People’s Republic of China (PRC) to attempt a takeover of Taiwan by force. The cost of such a war would carry a price tag of around $10 trillion, equal to about 10% of global GDP, according to Bloomberg Economics, far higher than the economic impact of the 2008 global financial crisis, the COVID-19 pandemic, and the war in Ukraine. The devastating impact of a Taiwan Strait conflict has provided a wake-up call for leaders in Europe who now echo the Biden administration’s warnings to PRC leader Xi Jinping to refrain from using violence to change the status quo in the Taiwan Strait. In addition, Taiwan is now a regular agenda item in the US-EU Consultations on the Indo-Pacific and the US-EU Dialogue on China. Second, intensifying US-China strategic competition has increasingly focused on technology with chips at the center. Taiwan produces more than 60% of the world’s semiconductors and more than 90% of the most advanced ones. A single company, Taiwan Semiconductor Manufacturing Corporation (TSMC), manufactures most of those chips. Recognition of Taiwan’s dominant role in the semiconductor supply chain has provided another reason to bolster deterrence. It has also sparked interest in “friendshoring” and “onshoring” semiconductor manufacturing. TSMC plans to start production at its first fab in Arizona in 2025 and will break ground on another in Dresden at the end of 2024 with an estimated completion date of 2027. Recognizing the rising geopolitical risks and their own strategic dependencies, the United States and the EU have made building resilient supply chains a priority, especially in semiconductors. In its 2021 Indo-Pacific Strategy, Brussels explicitly committed the EU to engaging with Taiwan in creating resilient supply chains. Third, rising concern in the United States and Europe about election interference and disinformation have sparked interest in learning from Taiwan’s experience in combatting such threats. In the run-up to the January 13, 2024, presidential and legislative elections, PRC attempts to interfere in Taiwan’s politics surged to unprecedented levels through economic coercion, direct political meddling, displays of military force, and manipulation of social media. As the United States and many European countries prepare for their own national elections this year, they are engaging with experts from Taiwan to better understand PRC tactics and the tools that Taiwan successfully employed to counter PRC interference. Fourth, the United States and Europe increasingly recognize that Taiwan’s vibrant and successful democracy is under threat from an authoritarian regime. Taiwan has received high marks for protecting political rights and holding free and fair elections. Taiwan’s democratic achievements are even more impressive when set against the backdrop of a deterioration in freedom worldwide. Like other industrialized democracies, Taiwan faces a multitude of challenges that are especially difficult to address in the face of PRC efforts that prevent Taiwan’s government and its people from interacting with the world. Taiwan’s exclusion from international organizations also hampers the world’s ability to develop effective solutions to myriad problems. The Taiwan-US Policy Program (TUPP) was launched in 2017 to encourage young professionals from the United States to include Taiwan in their research and help Taipei expand its global networks. In 2022, TUPP was expanded to include young professionals from Europe in support of GMF’s mission of promoting transatlantic cooperation. TUPP enables future leaders to acquire a deeper understanding of Taiwan and its relations with the United States through meetings with officials and experts in Washington, DC, followed by a visit to Taiwan to gain first-hand exposure to its politics, culture, and history. Experiencing Taiwan influences how these future leaders approach their work and their writing. It impacts their worldview by imbuing them with an appreciation for Taiwan’s history and commitment to the principles of democracy and human rights that undergird the existing international order. It also reinforces the importance of maintaining robust bilateral relations and strengthening international support for maintaining peace and stability in the Taiwan Strait. The 2024 TUPP cohort traveled to Taiwan in February for an intense week of meetings and activities. Each participant gained insights into Taiwan and its role in their respective fields. This year’s delegation comprised five Americans and five Europeans. Over time, TUPP seeks to create a body of global experts with firsthand knowledge of Taiwan who support sustaining and expanding its international ties. I am grateful to the Henry Luce Foundation, the Global Taiwan Institute, and the Taiwan Foundation for Democracy for their support of this goal. The contributions here, written by the entire 2024 TUPP delegation, underscore the importance of deeper study and understanding of Taiwan. I sincerely hope that they stimulate continued transatlantic and global interest in Taiwan and its future.

Abstract:
Over the last dozen years Poland became an immigration country. The 178th mBank-CASE Seminar proceedings is devoted to this process – from various perspectives. The data speak for themselves. Immigration provides significant support for the Polish labour market. Poland is facing a rapid population decline. According to projections by the Ministry of Finance in 2022, by 2030 the population of Poland could decrease from the current 37.75 million to 36.6 million, and by 2050 to 34.1 million. The percentage of people of working age will decrease, while the elderly population will increase. Immigration may provide a solution to this problem. In 2022, around 100,000 people from Belarus arrived in Poland, most of them actively participating in the labour market. In addition, there are 1.2 million Ukrainians who stayed in Poland after Russia’s invasion of Ukraine. It is therefore necessary to develop a long-term immigration, education and social policy to retain immigrants and integrate them into society and the labour market. This is what eminent experts who have been researching migration processes for years write about in the first two chapters of these Notebooks: Dr Maciej Duszczyk, as well as Dr Agata Górny and Dr Paweł Kaczmarczyk, from the Centre for Migration Research, operating within the University of Warsaw. The third chapter is devoted to the situation of female domestic workers.

Russian disinformation carried out as part of the ongoing war in Ukraine is becoming a challenge for neighbouring countries that border the conflict region. The aim of the analysis was to identify common features between Russian disinformation in Moldova and Poland, which, as two of the countries that border Ukraine, were on a list of Russia’s main targets for disinformation in 2022. The geopolitical and historical importance of both countries increases their social polarisation. The study was therefore guided by the following research question: What common features can be distinguished between Russian disinformation in Moldova and Poland? The research took the form of an open comparison. According to the approach used, the empirical cases used for comparison were not explicitly limited a priori. In order to carry out the research, however, preliminary assumptions were adopted that ensured temporal, conceptual, and interpretative comparability of the data. Research results proved that Russian disinformation in both countries is based on the following common features: creating internal divisions, propagation of distrust towards the West, stimulating social emotions, use of social media, and popularising pro-Russian narratives. Analysing these areas may be helpful in increasing the ability of states to detect and disclose disinformation. Scientific publications describing Russian disinformation focus on the national perspective, which does not always correspond to the transnational nature of disinformation campaigns. Meanwhile, this article synthesises knowledge about disinformation mechanisms occurring in two countries bordering the conflict region and draws attention to the need for research in this area.

Abstract:
This paper discusses Poland’s involvement in “Operation Bridge,” which aimed to transport Jewish citizens from the Soviet Union to Israel between 1989 and 1992. The study is based on recently declassified documents from the former intelligence and counterintelligence services, the Foreign Ministry, and the Prime Minister’s Office, supplemented by accounts of policymakers, secret service officers, and militia involved in protecting Soviet Jews during transit operations. The author argues that this operation was not just a humanitarian effort but also had significant geopolitical implications. The newly elected non-communist government under Tadeusz Mazowiecki saw this as a critical move to establish stronger ties with the United States and Israel. The author also highlights how the cooperation between Poland and the United States in intelligence sharing, counterterrorism, and security operations paved the way for Poland’s strategic partnership with the United States and its eventual entry into NATO. The paper contributes significantly to our understanding of the role played by Poland in the post-Cold War era and sheds new light on the development of US–Polish relations.

SCADvanceXP is an industrial network intrusion detection system that scans and monitors data exchange between engineering stations, field divides, controllers, supervisory control and data acquisition (SCADA), and other elements of the operational technology network in detail. SCADvanceXP has the potential to detect advanced attacks on industrial infrastructures with the use of rulebased, signature-based, and behavioural detection methods, which are supported by sophisticated machine and deep learning models. As a system developed in Poland, it addresses the needs of industry in that region of Europe. The goal of this work was to assess SCADvanceXP’s potential to detect common industrial threats. In order to check SCADvanceXP’s potential, an effort was undertaken to evaluate its functionality on major industrial threats. For that purpose, twelve malware strains interfering with industrial systems were described. Later, the SCADvanceXP functionality was overlapped on malware behavioural and detection markers, pointing out exact mechanisms in SCADvanceXP that would detect analysed threats. The results show that SCADvanceXP is able to detect a wide range of attacks on industrial networks. SCADvanceXP’s rich functionality is able to provide a high standard of security. However, if a threat is affecting systems not directly connected with industrial networks, SCADvanceXP will not be able to detect it. SCADvanceXP only monitors industrial systems; hence, corporate networks must be protected by a different solution to provide the required level of security. Nonetheless, SCADvanceXP is dedicated to operating within industrial networks and does not have access to regular IT networks. It can be concluded that SCADvanceXP is a specialist tool providing desired security for industrial networks.

Abstract:
By deciding to build a defence line on the border with Russia and declaring the possibility of using anti-personnel mines, representatives of the Estonian parliament have opened the debate on possible withdrawal from the 1997 Ottawa Treaty on anti-personnel mines. This step may be necessary for the Baltic States to protect their territories from aggression, as they are faced with a lack of operational depth. However, for other states, including Poland, which have other power-projection capabilities, it is a last resort.

In the wake of a series of economic and political crises, including developing countries’ external debt crisis and Russian aggression against Ukraine and related sanctions, there has been speculation about the possible replacement of the U.S. dollar (USD) in the global economy. This could take place through the emergence of a new global currency or a shift to settlements in the currencies of the transacting parties. Either of these solutions involves political and economic difficulties and is not currently realistic. It is advisable that Poland, in its foreign policy, assumes the continuation of the dominance of USD in the global economy.

Abstract:
On 5 August, a social revolution forced Bangladesh’s long-serving Prime Minister Sheikh Hasina to step down and leave the country. The massive anti-government protests were caused by a combination of the authoritarian rule and increasingly difficult post-pandemic economic situation. A transitional government led by Nobel laureate Mohammad Yunus will be tasked with stabilising the country and preparing for free and fair parliamentary elections. It is in the West’s interest to strengthen democracy in Bangladesh. Poland can use this moment of democratic transition to intensify bilateral cooperation.

Abstract:
The authors’ purpose in this article is to present the way in which strategic leaders may use analytical tools to operate during crisis. Their actions is based on the idea of six main tasks, the so-called “Six Makings”, that they have to accomplish. The idea of “critical tasks during crisis was presented on the basis of the COVID-19 situation in Poland and the activities carried out by the Polish government and the Polish Health-care System (Strategic Leaders) to neutralize the negative effects of the pandemic, protect the health and lives of citizens, and care for the economic situation. Qualitative data analysis techniques were used in the research process. The authors concluded that in times of crisis, citizens rely on their leaders and believe that they will ensure their security and a swift return to customary. Strategic leaders must guarantee that the organizations and stakeholders they lead are prepared to counter the future challenges — foreseen and unforeseen alike. The “Six Makings” analytical tool, properly used, could significantly improve the accuracy of decisions made and increase the effectiveness of actions taken.

Corruption in a broad, general sense is perceived as an important social problem that occurs in all spheres of human activity. This phenomenon develops according to the dynamics of changes in a given society. What remains unchanged over the years is that the purpose of corruption is material goods and personal benefits. The subject of this article is the phenomenon of corruption occurring in penitentiary units in the context of their security. Abstract:
Germany, as one of the leading European countries, is also engaged in comprehensive anti-corruption efforts. It is worth taking a look at anti-corruption practices in German local government, and particularly focusing on the case of the city of Bremen. German local government is characterized by a high degree of autonomy, which gives local authorities a great deal of freedom in managing their affairs. However, with this autonomy comes challenges in preventing and combating corruption. The city of Bremen, as one of the 16 states of the Federal Republic of Germany, represents a compelling research case because of its approach to fighting corruption. Understood as a free Hanseatic city (Freie Hansestadt Bremen) and a federal state (Bundesland), the city of Bremen exhibits advanced anti-corruption structures. Central to this is the Anti-Corruption Commission, which focuses on monitoring and combating all forms of corruption at the local level. This commission works in close cooperation with police authorities and internal control bodies. Bremen is taking proactive measures to prevent corruption. One of the key instruments is training programs aimed at local government employees, which cover public service ethics, accountability, and rules of conduct. In addition, there is a clear and transparent code of conduct for local government employees that specifies expected ethical standards. The City of Bremen recognizes the important role of civil society in combating corruption. These efforts focus on working with NGOs, conducting educational campaigns, and establishing communication channels for citizens to report cases of corruption. Public trust in local government institutions is therefore crucial, which confirms the introduced effectiveness of the anti-corruption measures. The case of the city of Bremen shows that the fight against corruption in German local government requires an integrated approach, combining proactive measures, cooperation with civil society and monitoring structures.

Abstract:
Corruption regardless of its form and the stage at which it occurs has a pathological character. It has a destructive impact on the functioning mechanisms of public at state level, at local level and private institutions, as well as causing dysfunctions in economic systems. In addition, corruption causes security threats on a national, regional and global scale. There is no country in the world that has managed to fully solve the problem of corruption. The mechanisms and guidelines being put in place for offices and organisations countering this issue only limit the scale and narrow the area of impact. Even institutions concerned with ensuring security inside the state and protecting its interests beyond its borders are not free from this practice. This article will describe the impact of bribery on the functioning of key areas affecting the entire state and international security system.

The phenomenon of corruption is becoming more and more common in Poland as much as it is throughout the world. The topic returns and it is still relevant. For the average person, this issue is often not entirely clear and requires a moment of reflection and analysis. Historical events often prevail when carefully assessing corruption. Many people do not understand that the abuse of public figures’ positions to achieve private gains, both financial and personal, is a crime. We deal with many types of corruption in today’s world. Corruption is present not only in central administration, but also in local government, where conflicts of interest deeply rooted in local economic, political, or official activities, are a frequent occurrence. The desire to improve one’s social or economic status often leads to committing crimes. The problem should worry and motivate us to take extensive actions to combat its mechanisms. It is worth emphasizing that public awareness of corruption activities, especially among the generation who lived in the times of the Polish People’s Republic, is low. Assessments and attitudes towards corruption change with age. The younger generation sees a connection between corruption and the actions of local government officials in many aspects. As a result, they associate corruption with a threat to their own security.

Municipal councillors in Poland are required to submit annual asset declarations. It’s a part of the transparency of public life, declarations make it possible to determine whether a councillor’s assets are justified by his or her income and whether the income itself comes from legal and ethical sources. This article analyses 1,500 asset declarations submitted in 2024 to determine whether general conclusions can be drawn from publicly available declarations indicating corrupt situations or the risk of such situations. The subject of the analysis is whether the assets of municipal councillors in Poland are clearly higher than average, whether councillors derive income from sources that may indicate a conflict of interest or corruption, including political corruption, whether councillors have above-average financial liabilities, including with individuals? The asset declarations examined indicate the existence of risks of corrupt situations, but their analysis does not show them to be of wider scope. On its basis, it is not possible to advance the thesis that holding a mandate as a municipal councillor in Poland is associated with income that could be considered suspicious, nor with above-average assets.

Abstract:
Since the first decade of the 21st century, pro-China attitudes have gradually become the political mainstream in Central Europe. Today, however, the relationship between Central European countries and Beijing is different. While Beijing remains an important partner for Hungary, the Czech Republic and Poland have turned away from cooperation with China, and Slovakia's enthusiasm for China has cooled somewhat. This article examines why the Czech Republic and Poland, but not Slovakia and Hungary, have stopped building and maintaining their relations with China. It uses contrafactual analysis to find an answer. The article concludes that what caused the change and ruined the relations between Czechia and Poland on the one hand and China on the other hand was China's building of relations with Russia. In contrast, Hungary and Fico's Slovakia, which have repeatedly refused to recognise the Russian invasion of Ukraine and have maintained relations with Moscow, continue to have good relations with China

This monograph investigates the strategic and organized resistance of Polish judges against the authoritarian encroachments on judicial independence by the ruling Law and Justice (PiS) party from 2015 to 2023. Under the leadership of Jarosław Kaczyński, PiS systematically targeted key judicial institutions like the Constitutional Tribunal and the Supreme Court, implementing reforms to undermine judicial autonomy. This assault sparked an unprecedented resistance movement among Polish judges, who employed legal and extralegal tactics to defend the rule of law. The resistance movement led to significant national and international outcomes, including presidential vetoes of controversial judicial reform bills, the reinstatement of judges, and actions by the Court of Justice of the European Union (CJEU) and the European Court of Human Rights (ECHR) against Poland. These efforts not only emphasized the importance of judicial independence as a cornerstone of democracy but also provided a powerful example for other nations facing similar authoritarian threats. Through interviews with key judicial and legal figures, the monograph offers a comprehensive account of the motivations, actions, and consequences of judicial resistance in Poland. Furthermore, it catalogs the judges’ many actions according to Michael Beer’s framework of tactics from Civil Resistance Tactics in the 21st Century. Herein are valuable insights into the role of the judiciary in defending democracy, with broader implications for prodemocracy movements worldwide.

I. The strategy was adopted without extensive public consultations and without being based on data or analyses (the omission of the ordered report from the Migration Research Committee of the Polish Academy of Sciences), which limits its credibility. II. The language of the strategy and the accompanying media statements create an atmosphere of threat, which contradicts the declared integration goals. Presenting migrants as a potential danger does not foster social cohesion; on the contrary, it may lead to increased divisions and integration difficulties. III. The strategy is very general, often failing to specify clear directions or tools for implementation. It does not indicate the sources of funding for its actions or take existing public policies into account, which limits its utility and effectiveness. IV. The institutional proposals are inconsistent and do not clearly indicate who will be responsible for coordinating migration policy. There is a lack of consideration for the mechanisms of procedural regularity and judicial review of decisions in migration matters. V. The strategy regarding access to territory announces positive digital actions and institutional cooperation, but still lacks specifics regarding the implementation and availability of these solutions. VI. The idea of temporarily suspending the right to asylum is inconsistent with international law and human rights, and also ineffective— the solution is to streamline asylum procedures to ensure their effective enforcement rather than imposing legal barriers. VII. The introduction of numerous mechanisms that restrict migrants’ access to the labor market is questionable both in terms of justification and in the context of numerous exceptions that can easily become the norm, undermining the entire structure of these solutions. Promises of digitalization, revision of the declaration system, and the introduction of a points system are unrealistic, especially without additional resources for their implementation. VIII. The strategy focuses on introducing new barriers for foreign students instead of providing a clear vision for the internationalization of Polish higher education. There is a lack of adequate consideration of the needs of migrant children in Polish schools. IX. The strategy places great emphasis on the requirements for migrants and their adjustment to Polish norms, which in practice is more of an assimilation approach than an integration one. The responsibility for integrating migrants has largely been shifted to employers, non-governmental organizations, and local governments. The promise of differentiating support for individuals from Ukraine and other groups may lead to discrimination. X. Proposals regarding citizenship and repatriation focus on creating new barriers, often without credible justification. The good idea of pre-integration simultaneously includes elements that position it more as a barrier than a resource for potential migrants, complicating its realization as a supportive element for integration. XI. Strategies concerning contact with the diaspora and support for Polish schools abroad contain good ideas for changing approaches and support, but remain general without practical guidelines for their implementation and a long-term cooperation plan.

The seminar discussed the challenges and opportunities related to the integration of Ukrainian agriculture into the European market, a process that became particularly important after Ukraine started its EU accession process. Both Polish and Ukrainian agriculture share common traits, such as high food self-sufficiency levels and significant economic importance. However, there are notable differences—Ukraine has far larger agricultural resources, though its agricultural sector is underfunded, while Poland has made considerable progress due to EU support. A key concern is the risk of excessive competition between countries, which could harm European farmers. Experts emphasized that the development of Ukrainian agriculture should be based on synergy, and the accession process will require long-term negotiations and transitional periods. Differences in export structures were also discussed—Ukraine focuses on agricultural raw materials like grains and oils, while Polish exports are more diversified. The Common Agricultural Policy (CAP) will need to be reformed to support the agricultural sectors of both countries in a sustainable way, considering new challenges and promoting environmentally friendly practices.

The forced migration of the Jewish people from Europe to the United States in 1933-1941 is one of the most significant phenomena in twentieth–century intellectual history. However, close to nothing has been written on over eighty Jewish women mental-health professionals (mostly psychoanalysts) who fled Nazi persecution to the US, where they became “essential workers” in mental-health care when America joined World War II. Their professional contributions notwithstanding, they are now neglected, understudied, and at risk of being forgotten. The presentation introduces the diaspora of Polish Jewish mental-health professionals: psychoanalysts, social workers, child welfare workers, social psychologists, and body psychotherapists. It will discuss their personal and professional biographies, including family and religious backgrounds, education and career patterns, experiences of exile and (non)belonging, their relationships with the past, and the construction of national, spiritual and cultural identities, with a special attention to Jewish identity. The presentation is based on an ongoing research project located at the intersection of Jewish gender and women’s studies, personal and oral history, and immigration. The primary source of information on the women under investigation is archival personal accounts: unpublished memoirs, correspondence, interviews, diaries, remnants, memories, and post–memories, along with original interviews with family members, friends, and colleagues.

Abstract:
Russia’s war against Ukraine has produced multiple shifts in the geopolitical landscape of Europe. Various EU member states and EU institutions broke through entire decades of dogmatic principles and established practices in security and defence policies to respond to Russia’s aggression and protect the continent. The energy domain is at the forefront of this confrontation, as Russia used its dominant market position in European energy supply in the run-up to – as well as during – the war to weaken Europe’s responses, divide the EU, and deter it from increasing its support to Ukraine. The multifaceted and far-reaching impact of the war offers an opportunity for a deeper reflection on the lessons learned for energy security at the national, regional, and EU levels. It allows for an assessment of the prospects in the geopolitical landscape where Russia is comprehensively isolated; new energy and technology players grow in importance; a new global energy order emerges; and the effects of the climate crisis become more severe and evident. It is also a rare opportunity to assess how complex energy systems retain their resilience or degrade under the conditions of a high-intensity conventional war, which has collective defence implications to the ability of the frontline states, such as Estonia, to fulfil NATO’s baseline requirements for national resilience and thus Article 3 of the North Atlantic Treaty. The report seeks to provide analysis concerning these aspects of the war’s short-, medium-, and long-term impact on energy security in Europe, the Baltic region, and Estonia. Conclusions of the report stress the importance of regulatory, policy, and technological flexibility, as well as innovation, in responding to various forms of strategic coercion through the energy sector – especially when such coercion is applied against targets under the duress of a major war, in which economic disruption, market uncertainty, geopolitical turmoil, and societal anxieties are abundant. The conclusions caution though that the appetite for resilience-enhancing investments and transformative solutions might diminish in the cost-conscious economic environment of the future or that the EU and US will start a vicious cycle of protectionist measures in green energy development, which will undercut transatlantic cooperation in energy security.

Poland’s economy, including its energy sector, is still heavily dependent on fossil fuels, including coal. In recent years Poland has significantly developed its renewable energy potential, reduced carbon dioxide emissions, and rolled out energy efficiency measures. Yet challenges remain, attributable to the government’s failure to devise a coherent national energy strategy and its insistence on picking fights with the EU over “sovereignty”; together, these weaken Poland’s influence over European energy policy. Poland has the potential to carry out an ambitious energy transition, considering its renewable energy potential, plans for nuclear power, and public support for change. Whatever the results of the 2023 parliamentary election, the government should aim to forge a cross-party consensus in favour of the energy transition and give it a strategic weight comparable to Poland’s accession to the EU and NATO.

Abstract:
The October 15, 2023 Polish parliamentary election will not be fair. The country’s last fair election was in 2015, when the ruling Law and Justice Party (PiS) came to power and promptly set about undermining constitutional governance. Since then, the weakness of Poland’s rule-of-law system has enabled PiS to amend electoral law, reshape the media environment, exploit state-owned companies and other resources—including public funds—and engage in other autocratic subversions to tilt the playing field in Polish elections in favor of the ruling regime. However, the degree of unfairness in this election will hinge on actions taken by Polish authorities. The authorities should: Stop diverting state resources into media enterprises and political messaging campaigns meant to support PiS candidates, Commit to renewing the licenses of independent media outlets such as TVN, Stop using arbitrary fines to harass and weaken independent media outlets, Stop using the system for disciplining judges as a weapon against those who do not display loyalty to the PiS regime, Implement judgments of European tribunals, and ensure that rulings on the integrity of the election come from independent and impartial bodies. While the US government has struck the right tone in recent values-based remarks about the importance of electoral fairness, the message has not broken through a policy environment that is crowded on two levels. Most importantly, many experts and officials in Warsaw believe that the United States is reluctant to pressure its strongest ally in supporting Ukraine in its war against Russia—the Polish government—on matters of electoral fairness. But even if the United States is genuinely committed to pressing for electoral fairness in Poland, there are so many areas of democratic backsliding in the country that it is not clear which concrete threats are priorities for the United States. At every available opportunity, Poland’s allies should publicly reiterate the importance of respecting shared democratic values by holding fair elections. Privately, diplomats should warn Warsaw that crossing red lines around the four most consequential risks to the integrity of the upcoming Polish election would trigger unified public rebukes from NATO allies.

The subject of the article is the importance of the United States in Poland’s military security policy in relation to the war in Ukraine. The article begins with an introduction discussing its main assumptions and a synthetic historical background of the importance of the US for Poland and its security. The main part of the article is divided into two parts, the first one discussing the importance of the US in Poland’s military security policy after the Cold War. The second part is devoted to the change in the importance of the US in this policy in connection with the outbreak of the war in Ukraine and the main factors that determine this change. The aim of the article is to identify and analyze the changes in the importance of the United States in the Polish military security policy as a result of the outbreak of the war in Ukraine in 2022. The main research problem is whether the importance of the US in Poland’s military security policy increased as a result of the war, and if so, because of what main factors? The thesis of the article states that the war in Ukraine increased the importance of the US as the main external guarantor of Poland’s security and defense. This is due to the leading role played by the United States in military support for Ukraine and strengthening NATO’s eastern flank, including Poland, in the absence of leadership from Western European powers. The research included interviews with scientists and analysts from research centers in Washington and New York.

The full-scale war in Ukraine caused the largest refugee crisis in Europe after World War II. Poland was the initial destination for people fleeing the war, causing a rapid influx of several million refugees in just a few weeks. An unprecedented and rapid response of the Polish society in terms of providing assistance to refugees enabled the acceptance of those who decided to stay in Poland Social action that began at the local level and translated into commonly known non-governmental assistance provided the basis and impetus for fostering beneficial connections between Poland and Ukraine, not only on the state level, but especially within the respective populations. The purpose of the article was to explore the forms of assistance offered by the Polish society, the scope of aspects of the refugees’ lives it addressed, and how this was reflected in the mutual perception of Poles and Ukrainians. As a hypothesis, it was assumed that a direct involvement of the Polish society in helping refugees from Ukraine decreased over the course of a year of the full-blown war in Ukraine, with simultaneous high social support for the state’s systemic solutions in this regard. In order to verify the hypothesis, a combination of descriptive, analysis of existing data, comparative and statistical methods were employed.

In Poland, the region where the phenomenon of multiculturalism is most strongly represented is Upper Silesia. Upper Silesia, its historical hosts, have been confronted with German, Polish and Czech nationalism since the mid-21st century. Initially, they were forced to determine their ethnic affiliation, then, due to the change of borders, they were forced to move to one or the other side of the newly established Polish-German border in 1922. After 1945, they were subjected to strong repression, deportation to forced labor camps, forced displacement, degrading verification of nationality, and then they were confronted with the Polish population who came to Upper Silesia. Most often, the Poles who arrived were hostile to the Upper Silesians. The aim of this article is to answer the question whether the experiences of integration of the indigenous population of Upper Silesia into the social, cultural, economic and political structures of the Polish state after World War II can be related to a similar process that will take place after the end of hostilities in the eastern regions of the Ukrainian state. . The starting point is the thesis that the Upper Silesian experience of the rehabilitation and citizenship verification procedures should serve as a warning against the mistakes made in Upper Silesia rather than as a useful reference point.

Abstract:
The aim of the article is to present the activity of three branches of the Association of Ukrainians in Poland, covering the entire Warmian-Masurian Voivodeship. The study also outlines the Association’s activities supporting refugees. The main research hypothesis is that the Association of Ukrainians in Poland is actively engaged in the Warmian-Masurian Voivodeship, and following Russia’s full-scale invasion, members of the Association became extremely proactive both in helping refugees from Ukraine, as well as Ukrainians who stayed in Ukraine, including those from the territory of military operations. The core research problems focuses on the following questions: What efforts did the Association of Ukrainians in Poland undertake to maintain its history, traditions, language and culture? Which activities have been supported by local government authorities, including the Voivodeship ones? How has the Association changed its activity following the Russia’s full-scale aggression against Ukraine on February 24, 2022? Previous studies conducted by the authors demonstrate that economic migrants from Ukraine in the Warmian-Masurian Voivodeship did not perceive themselves as a part of the Ukrainian minority living in the region. Meanwhile, the relationship between the Association and the refugees is different.

The article addresses the problem of the limited effectiveness of the perception of warning signals related to threats. The subject is an element of the search for methods to improve the efficiency of risk monitoring systems. The problem with these systems is the fact that, despite the existing standards, binding norms and regulations, as well as numerous organisational, technological, and institutional security measures, unexpected negative events still occur, and their consequences include not only significant losses but also numerous human tragedies. The article presents a model of the efficiency of the perception of threats that identifies a 9-dimensional vector of the “significance of the perceived threat”. Each of the presented dimensions reflects a specific factor that influences the significance of the perceived threat. The research was based on the feeling of endangerment caused by the COVID-19 pandemic among the citizens of Poland. The threat was particularly noticeable in the first phases of the pandemic, i.e., in March and April 2020 and October-December (the second wave of the pandemic).

Abstract:
Crowdfunding for business ventures, commonly referred to interchangeably as investment crowdfunding or equity crowdfunding, is a young practice. It first appeared in the USA (in 2009), and is now a rapidly expanding market in developed economies. The first case of investment crowdfunding in Poland, historically the first issuance, took place in 2012, barely three years later than in the United States. Such crowdfunding is a form of raising capital from the market (from investors) for the development of companies by entrepreneurs or owners, acting as the issuers. Specialised companies (fintechs) creating so-called crowdfunding platforms for matching demand with supply – and where offerings are announced and transactions carried out – are the market’s intermediaries. The report we are releasing discusses the specifics of investment crowdfunding, or in other words how this form of raising funds differs from older forms of external financing for businesses. It also presents the potential and the role of crowdfunding for the development of the capital market in Poland, describing demand for this type of financing, the level of interest among investors, and what both demand and interest depend on. In November 2021, European regulations were introduced specifically for this new market. Our authors analyse how these regulations will affect the future of equity crowdfunding in Poland. This issue of mBank-CASE Seminar Proceedings, on crowdfunding in Poland, follows on from a seminar held in March 2022. Three guests at the seminar were experts participating directly in the development of this new component of Poland’s capital market, therefore possessing unique knowledge of the specifics of crowdfunding, and its strengths and limitations.

This paper takes a comprehensive look at the current state of army aviation attack helicopter squadrons of the Polish Armed Forces. The aim of the article is to present a concept for the functioning of the attack reconnaissance squadrons of the Polish Armed Forces, which takes into account the identified requirements of the Land Forces of the Polish Armed Forces in relation to army aviation on the battlefield and the current limitations in the functioning of the attack helicopter squadrons of the Polish Armed Forces. To meet this aim, qualitative research included interviewing, observation and the collection and qualitative analysis of texts and documents. The study revealed that it is necessary to organise attack-reconnaissance squadrons with a modular organisational structure including: a headquarters, a command company, three attack-reconnaissance companies, an aviation maintenance company and a supply company, capable of conducting autonomous operations in independent directions (areas). The squadrons should be equipped with new attack-reconnaissance helicopters and unmanned aerial vehicles as well as equipment for their technical and logistical support that will be part of their individual subunits. The results of the research are the basis for further, in-depth research on the issue of improving the functioning of attack helicopter squadrons, so that they are fully capable of supporting the land forces of the Polish Armed Forces in large scale combat operations.

73. What majority coalition is possible in Poland following the parliamentary elections on 15 October?

On 8 August, the President of the Republic, Andrzej Duda (PiS), announced that the next parliamentary elections in Poland would be held on 15 October next. The Polish people will be called upon to renew the 460 MPs of the Sejm, the lower house of parliament, and the 100 members of the Senate, the upper house. Poland has been governed since 2015 by the Law and Justice party (PiS). Mateusz Morawiecki has been Prime Minister since 2017. Jaroslaw Kaczynski, a member of the Sejm who is considered to be the country's true leader, recently returned to the government because of divisions and tensions in his camp, according to political scientist Kazimierz Kik. In 2015, the PiS formed the "United Right" coalition with Poland's outgoing justice minister, Zbigniew Ziobro, and a number of independent figures, which is in the running for the 2023 elections. It hopes to win a third term at the head of the country, which would be a first in the history of democratic Poland. PiS can count on a solid electoral base, particularly in the medium-sized towns and villages in the south-east and centre of the country. Civic Platform (PO), the main opposition party led by former Prime Minister (2007-2014) and former President of the European Council (2014-2019) Donald Tusk, appeals to voters in large cities and to people who are tired of the PiS's intransigence, particularly on societal issues, and worried about Poland's isolation on the international stage. According to the opinion poll carried out by the IBRIS/Onet institute on 13 September, the United Right coalition is expected to come out ahead in the elections with 33.3% of the vote, outstripping the Citizens' Coalition, organised around Civic Platform and 3 other parties - Modern, The Greens (Z), Polish Initiative (iPL) - which is expected to win 26.4% of the vote. The Left, which comprises several parties, is expected to come third with 11.1%. The Third Way coalition (Trzecia Droga), which includes two centrist parties (Poland 2050 and the Polish Coalition), is forecast to win 10.2%, just ahead of the Freedom and Independence Confederation, an ultra-nationalist and liberal party, with 11.1%. On the face of it, neither the United Right coalition nor the Citizens' Coalition would be able to secure an absolute majority in the Sejm. There is a very real risk that the parliamentary ballot will result in a "hung parliament", as was the case after the elections on 25 October 2015, which led to new parliamentary vote being held in 2017. Inflation and the cost of living are the most important issues for the majority of Poles (35%), followed by national security (22%).

Abstract:
Spending elasticities measure the reaction of different government spending components to the business cycle. They are important inputs for fiscal forecasts, and they are particularly relevant in the context of European Union (EU) fiscal rules, as elasticity estimates enter the estimation of fiscal space. This paper analyses the sensitivity of the estimation method used by the Organisation for Economic Co-operation and Development (OECD) and the European Commission to obtain government spending elasticities by focusing on 11 EU countries in the 1995-2020 period. Our results suggest that spending elasticities are sensitive to small variations in data and model specification. For most EU countries, we reject the assumption that only unemployment spending responds to cyclical variations. While unemployment spending is indeed a major driver of counter-cyclical social spending, other categories of social spending also show signs of responding to the business cycle.

Abstract:
Territorial development disparities are an undeniable reality for all the countries of the world, which implies that no country can practically avoid them. However, how different countries respond to these disparities is another matter. The effectiveness of policies in overcoming territorial development disparities depends significantly on how deeply these disparities are recognized and studied. In this context, assessing disparities in territorial development is necessary, and the article proposes a methodology for its implementation. The methodology examines territorial development indexes and their relative standard deviation. In the article, the developed methodology was also applied to 10 countries, as a result of which the levels of territorial development disparities in Canada, Poland, Bulgaria, Hungary, Finland, Serbia, Georgia, Moldova, Kazakhstan, and China were evaluated. Based on the assessments, general conclusions are also presented for each country in the article.

The authors examine the threats from hazardous toxic materials from World War II wrecks sunk in the Baltic Sea and their cargo of chemical ammunition, indicate Poland’s reaction to this situation, and map out Polish obligations in this regard. This problem gives rise to multiple uncertainties about the exact nature of threats to environmental/ecological security, marine security, human security (including health security), economic security and food safety. The authors also elaborate on legal regulations relevant in this context. The research methods include formal-institutional analysis of relevant legal documents and discourse analysis. The main conclusions are: 1. toxic materials in the Baltic Sea threaten ecological, economic, human and security; 2. food safety in all Baltic states might be endangered; Poland should accede to the Nairobi Wreck Removal Convention; and Poland should cooperate regionally to resolve the problem of the Baltic chemical waste.

Abstract:
This article examines changes in Polish local press at the turn of the second and the third decade of the 21st Century, directly or indirectly related to the coronavirus pandemic. For years, statistics have been showing declining sales of printed press. This is mainly the case of the general-interest newspapers – national, regional, and local alike. Internet media platforms are increasingly important and often take over the role of the leading local media. Due to their limited reach, local publishers felt the losses from reduced advertising revenue and copy sales even more acutely than national publishers. Local press and small publishing teams struggled to cope with the impact of the pandemic and demand for digitization. So, what will the local press look like in the following years? How will the pandemic change the face of the local press? This study addresses these issues based on findings from desk research, case studies, and content analysis of relevant media. The result of the research is the confirmation of changes in the field of local communication, especially in its channels. The printed press arouses less and less interest among recipients and ceases to function as the fourth estate.

Will 2023 be the year when Hungary and Poland join the ranks of Member States that respect the values of the European Union? Nothing is less certain because, in Budapest as in Warsaw, the reforms demanded by the Union have not yet been implemented. In early February Polish president Andrzej Duda, referred a law which was supposed to bring an end to disciplinary abuses against judges to the Constitutional Court. The Hungarian government has still not completed reforms to make public procurement more transparent and to strengthen the fight against corruption. The fact that these measures are being discussed indicates however that the balance of power has changed. 2022 was a pivotal year in the European Union's efforts to combat breaches of the rule of law in its Member States. For the first time, a range of new and old tools, specific or not, structural or conjunctural, were used to try to reverse the trend that has been developing for several years, mainly in Hungary and Poland, of undermining the independence of the judiciary, systems of checks and balances, and certain rights that are considered fundamental.

Abstract:
The 10th EU-Republic of Korea Summit, held on 22 May in Seoul, reaffirmed the importance of South Korea as a critical Asian partner of the Union. The meeting also signalled the growing importance of security issues in bilateral relations. South Korea shares the EU’s assessment of Russian aggression against Ukraine and intends to continue to support the invaded country, but not with supplies of military equipment for now. The announcement of a “green” partnership indicates both sides’ willingness to engage in other areas of cooperation, which also will benefit the development of Polish-South Korean relations.

The Visegrad Group (V4), until recently the most active and multidimensional cooperation platform in Central Europe, does not serve currently to strengthen the voice of the region on the most essential issues concerning its security. This is because Hungary’s stance on Russia’s attack on Ukraine is different than that of its partners. That is why Poland is tightening relations with the other Visegrad countries—Czechia and Slovakia. At the same time, Poland is also intensifying cooperation with the Baltic states, which has its source in joint actions on security and eastern affairs in the years preceding the war.

This change is supported by the majority of EU members. The EU member states of Central Eastern Europe (EU-CEE) have experienced rapid convergence in the decades following their EU accession, and have built up strong export-oriented manufacturing sectors boosted by foreign direct investment inflows. While this growth model has brought many positives, there are indications that it is hitting its limits. Endogenous limits to EU-CEE’s growth model are exacerbated by exogenous challenges of the ‘twin’ (green and digital) transitions, and the fallout of the pandemic and Russian invasion of Ukraine. This reinforces the imperative for EU-CEE to transition to a more innovation-driven, new growth model, enabled by a comprehensive industrial policy. However, the EU-CEE countries have not only lacked a stable and strategic approach to industrial policy in their development paths, but also find themselves in a unique position due to EU membership. As a result, innovation and industrial policies are underdeveloped in the region. Based on an in-depth analysis of the industrial landscape and the industrial policy environment of the region, we propose eight pillars for creating a EU-CEE version of the entrepreneurial state.

Abstract:
Polish-Russian relations are traditionally difficult, shaped by geostrategic locations in Europe and shared history. Russians have stereotypes about Poland that color their perception of Polish issues. This, combined with ongoing political and economic disputes, creates a situation where hopes for improvement are slim. Poland and Russia’s common history includes a number of painful historical memories that make it challenging to build mutual trust and reconciliation, which outside observers must understand. Although the two nations have been neighbors for more than a thousand years, the critical historical events came between the 16th and 17th centuries, when both countries competed for primacy in Eastern Europe. Poland lost this rivalry, resulting in Austria, Prussia, and Russia partitioning Poland three times between 1772 and 1795, when Russia made Poland a principality within the Russian empire until Poland’s independence in 1918. The result was the compulsory Russification of Polish lands, widespread attempts to convert Catholic Poles to Orthodox Christianity, and the brutal suppression of national uprisings. Together, these meet the modern criteria for ethnic cleansing and form the basis of Poles’ historical consciousness. When Soviet forces sought to invade Europe in the name of communism at the end of the Russian Civil War, they were decisively defeated at the Battle of Warsaw in 1920, which stopped the Soviet advance and frustrated their desire to ignite a global revolution. Stalin, then an officer in the Red Army, was one of the contributors to this disaster and took his revenge in 1940, ordering the execution of some 22,000 Polish officers and intelligentsia at Katyń, after partitioning Poland again with Germany. The Soviets occupied Poland at the end of World War II and imposed a communist regime until 1989, depriving Poland of full political and economic sovereignty, creating elite dependence on the Soviet Union, and enabling Soviet interference in Poland’s internal affairs. Russia’s illegal annexation of Crimea in 2014 and the ascent of the Law and Justice Party in Poland in 2015 led to a more decisive and negative policy toward Russia. According to Witold Waszczykowski, a former member of Poland’s Parliament and a current member of the European Parliament, NATO’s Founding Act on Mutual Relations, Cooperation and Security between NATO and the Russian Federation, enacted at a time when “Yeltsin’s Russia was relatively weak and cooperative with the West,” was repudiated in acknowledgment that “Today’s Russia is aggressive and imperialistic, [and so] there’s no reason we should respect that agreement.”

Abstract:
The pandemic that broke out in 2019 had a significant impact on the lives of all social groups around the world. The imposed restrictions and mandatory quarantine were crucial to limit the virus’s spread. The research comprises an analysis of the psychosocial impact exerted by the pandemic that attempted to determine the response to the crisis caused by the COVID-19 pandemic and its aftermath. For this purpose, a study on social resilience in the pandemic era was worked out. The study consisted of several parts: stress and the sense of safety, education, trust and defined needs and the mass media in COVID-19. The research team decided to present the study’s results in a series of articles that will contribute to forming a complete picture of the community in the context of the analysed variables. The paper is the first in this series. It contains an analysis of variables intended to determine the level of the experienced sense of safety and its constituent, i.e., stress, and the identification of socio-demographic data strongly influencing the studied variables. The study comprised 559 individuals who were surveyed between May 2020 and November 2020 with the use of an online survey questionnaire. SPSS Statistics version 21.0 and PQStat were used to conduct statistical analyses and correlate and assess the correlation of responses. Also used were Chisquare, Fisher’s test and Pearson’s linear correlation coefficient. A logistic regression analysis was carried out for dichotomous variables. The results of the study indicate that the level of experienced stress is influenced by age, place of residence, gender and job security. The sense of safety is inversely correlated with stress, i.e., as stress increases, the sense of safety decreases, indicating a need to undertake appropriate measures to reduce stress. It may be interesting to compare the level of stress with, among other things, information retrieval from different sources. These results will be presented in the subsequent studies.

Abstract:
Cyber security is a growing problem associated with everything a citizen or organisation does in cyberspace. The problem thus outlined fits into a multifaceted programme that can be addressed through cyber security management. The analysis in the article compares the level of cyber security awareness among the staff of public institutions and the private sector in four Central European countries, namely Poland, the Czech Republic, Slovakia and Hungary. Public institutions are by nature open, decentralised and rich in a wide range of data about the state, society, economy, economics and research and innovation. For this reason, they are often exposed to serious cyber threats. This study examines the relationship between cyber security culture and the urgent need for preventive action against possible cyber threats. The main thesis of the study is that an adequate understanding of cyber security culture and improved awareness among employees about digital threats is key to achieving cyber security growth. The research illustrates breaches in so-called digital hygiene, which are caused by a lack of knowledge, skills and errors in employee behaviour. Following a survey of staff employed in both public and private organisations, an identification of key cyber security risk factors is made. Increasing staff competencies can help improve cyber resilience.

With negotiations likely to start later this year, a treaty supported by the United Nations Environment Programme (UNEP) is expected to make it possible to tackle the problem of plastic waste pollution, a transnational problem requiring international cooperation. The challenge will not be its adoption as much as its implementation, as it requires legislative action and investment by countries and business. However, it will benefit especially the environment, biodiversity, and human health. It is in Poland’s interest to negotiate flexible solutions and identify directions for national action.

Abstract:
We compare the economic growth trajectories of Poland and Ukraine since 1990 to try to understand the extent to which the observed growth differentials can be traced to increased efficiency in the use of capital and other factors (intensive growth), rather than to simple accumulation of capital (extensive growth). We stress the role of qualitative factors such as education, governance and institutions. We ask whether the EU perspective and NATO membership played a role. We discuss the closely related histories of the two countries and note the stark differences between them, including their different approaches to the EU vs Russia, full vs incomplete transition to a market economy, and democracy vs anocracy, as well as different initial conditions. We compare key determinants of growth and growth trajectories, using economic as well as social indicators, and trying to disentangle efficiency and accumulation and combine path dependence and the role and scope of creative destruction. While Poland had the shortest and mildest transformation recession among CEE countries, Ukraine has been stagnant, or in decline, since 1990. The statistics we report and the stories we tell suggest that both countries have a complex relationship with democracy and that the nearly threefold difference in per capita GDP at PPP in 2021 in Poland’s favour, with the ratio of investment to GDP similar in both countries, can most plausibly be traced to: (a) Poland’s more extensive and diversified exports, and fewer restrictions on trade, in addition to more comprehensive and quicker restructuring of the national economy inspired by the EU perspective; (b) Poland’s more extensive and better-quality education; (c) Poland’s greater democracy and longer experience of democracy, lower levels of corruption, better governance, and freer press; (d) Poland’s smaller agricultural sector and greater emphasis on manufacturing; and (e) Poland’s lower inflation and higher level of financial development. Furthermore, Poland built market-friendly institutions to EU specifications and joined NATO. Against all this, Ukraine had more economic equality and lower unemployment as well as, from the early 1990s, a lower initial level of income per person, but was hampered by political divisions, path-dependent corruption and poor governance. During the global Covid-19 pandemic, Ukraine apparently suffered fewer deaths than Poland, despite fewer vaccinations.

89. Peace versus Justice: The coming European split over the war in Ukraine

In the first 100 days of Russia’s war on Ukraine, European public opinion helped to solidify Europe’s political response. But a new poll reveals that diverging public preferences could weaken this unity. ECFR’s research shows that, while Europeans feel great solidarity with Ukraine and support sanctions against Russia, they are split about the long-term goals. They divide between a “Peace” camp (35 per cent of people) that wants the war to end as soon as possible, and a “Justice” camp that believes the more pressing goal is to punish Russia (22 per cent of people). In all countries, apart from Poland, the “Peace” camp is larger than the “Justice” camp. European citizens worry about the cost of economic sanctions and the threat of nuclear escalation. Unless something dramatically changes, they will oppose a long and protracted war. Only in Poland, Germany, Sweden, and Finland is there substantial public support for boosting military spending. Governments will need to find a new language to bridge the gap between these emerging camps, in order to strengthen European unity and avoid polarisation between and within countries. The key will be to present arms deliveries and sanctions as part of a defensive war.

In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

91. How the EU Can Defend Media Freedom and Pluralism in Hungary and Poland

Abstract:
In recent years, the European Union has suffered from the erosion of media freedom and pluralism, particularly in Hungary and Poland, where this has been part of a broader decline in democratic standards that has reversed gains made from the transitioning from communism. The main problems include the lack of independence of media regulators; public media being turned into propaganda outlets for the government, characterized by reporting bias and vilifying the opposition; private media capture; the state disproportionately funding government-supporting private media, including through state-controlled companies’ advertising; and creating obstacles for private media independent of government, including through revoking licenses and threatening new taxes. In Poland, the number of strategic lawsuits against public participation against certain media that criticize the government have also greatly increased. The EU has been in the prepared to tackle the issue of breaches of media freedom and pluralism chiefly through a combination of political instruments and new legislation, which may eventually embolden the EU institutions to take legal action. However, it is important to ensure any new legislative initiative will have added value. The EU already has avenues for legal actions to protect media freedom and pluralism in member states.

The negotiations currently taking place at the WTO on the suspension of, among others, patent protection for vaccines and medicines against COVID-19, are at a standstill. This creates a risk of widening the rift between developing countries, which mostly support the idea, and some developed countries, which oppose it. It also makes it more difficult to increase the supply of patented items, particularly of vaccines, to an extent undermining other efforts by countries and international organisations to contain the pandemic. It is in the interest of Poland and the EU to overcome this impasse.

Abstract:
The Russian aggression against Ukraine and cut-off of gas supplies to Poland and Bulgaria have strengthened the arguments of supporters of EU independence from Russian gas. However, the prospect of a total embargo is still distant because of opposition from some countries, including Austria, Germany, and Hungary. As a result, the EU will focus on a gradual reduction in purchases of Russian gas, which will have a negative impact on the effectiveness of the sanctions against Russia. It is in Poland’s interest to strive for increasing the pace of diversification of gas supplies to the EU and reducing use.

Abstract:
This paper investigates what role Sweden, by participating in the Neutral Nations Supervisory Commission (NNSC) since 1953, has played to maintain peace on the Korean peninsula. What specific contributions has the NNSC done? How important are they in comparison to other factors that have preserved peace? These issues are analyzed by comparing the tasks of the NNSC, as defined by the Armistice Agreement, and the Commission’s work. Consideration is also given to the Commission’s composition and whether its role has changed throughout the years or not. North Korea’s policy to dismantle the NNSC in the 1990s is included, as are the Commission’s responses and the subsequent reorganization of its work.

Abstract:
This article aims to address the issue of alleged hybrid warfare attacks on Lithuania, Latvia, and Poland. The scope of the article covers the Belarus operations conducted in 2021. Firstly, the author addresses the issue of pushing migrants from a descriptive perspective. Secondly, he debates whether Belarus operation was conducted within the scope of hybrid warfare, hybrid threat, and lawfare? The author concludes that the Republic of Belarus has operated lawfare falling within the hybrid threat spectrum. It means that the situation is not to be classified under the law of armed conflict from the perspective of international and non-international armed conflicts and ius ad bellum violation. Thirdly, the author claims that Belarus has violated international law, so certain legal redress is appropriate and justified. Belarus's actions may result in a court proceeding before the International Court of Justice and before other international institutions.

Abstract:
The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Abstract:
After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

Abstract:
Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

100. University Participatory Budgets. From Municipalities to Higher Education?

Abstract:
The participatory budget is an important element of the catalogue of tools for involving residents in the local decision-making. The positive effects of involving many citizens in the decision-making process slowly bear fruit in attempts to transfer p.b. into other spheres. This article analyses how these well-known patterns are adapted to new conditions – at universities. Several of them decided to introduce their own participatory budget. A comparative analysis of the local government model and solutions adopted by three universities provides the answer to this question. The hypothesis assumes that the civic budget at universities and polytechnics is, for the most part, a modification of the model used in cities with district status. As shown, the municipal participatory budget is a proven basis for creating its own regulations. However, the available schemes should be modified.
