1. The Polish Economy 2023 and Beyond: How to Mend Home Loans

Abstract:: The subject of this publication, reflecting the discussion held between experts on 30 March 2023, is that of housing loans in Poland. The publication focuses primarily on discussing the state of mortgages (at the end of the first quarter of 2023). This state is the effect of (a) legislation, (b) institutional solutions, (c) past processes in the financing of housing loans, and recently also (d) the high level of inflation dampening both lending by the banks and the level of interest among bank customers. The publication's second purpose is to present recommendations which, once put into effect, could rectify today’s lamentable situation. All of the proposals presented in this publication lead to one general recommendation: the answer to the current shortcomings lies not in isolated, single changes; what is essential is a new system for the market. This new system should be (a) flexible, (b) free of legal risk while at the same time (c) better protected against market risk, and (d) it should also contain a more comprehensive range of products; on this market (e) the state, as the regulator, should intervene ex-ante and not only ex-post (as has been the case in Poland for the last 20 years), while (f) customers should have the essential minimum of financial knowledge, first and foremost regarding awareness of the risk related to, which by their very nature are long-term loans.

Abstract:: In recent years, South Korea’s ascent in the global arms market has been remarkable. This surge, particularly amid a shifting geopolitical landscape and the ongoing Ukraine-Russia War, has captured the attention of security watchers worldwide. This paper delves into the intricacies of the South Korean defense industry’s rapid emergence, wherein arms sales skyrocketed to 17.3 billion USD in 2022, and provides an in-depth analysis of its portfolio, capacity, and the rationales guiding its development over the last five decades. It explores how South Korea has capitalized on critical opportunities, including overcoming steep barriers to entry to major contracts with Central and Eastern European countries, especially Poland. It sheds light on South Korea’s competitive technologies, mass production capacity, and cost-effectiveness, and addresses the crucial role played by the government’s diplomatic support and coordination with key allies and partners. Against that backdrop, it concludes with some implications for the global defense industry and security architecture.

3. Two Years at the Forefront: Exploring the needs and experiences of women-led, women’s rights and LGBTQIA+ led organizations two years into the Ukraine humanitarian response

Abstract:: Two years on from the escalation of the war in Ukraine, Oxfam spoke with a number of people leading the work of local and national women-led organisations (WLOs), women’s rights organisations (WROs), LGBTQIA+ led organizations, and other local non-governmental organizations (NGOs) addressing the needs of women, girls and gender minorities in Poland and Ukraine. We wanted to understand how the humanitarian crisis has impacted them, personally and as organizations, and their needs and priorities for the future. At the beginning of the humanitarian crisis following the escalation of the war in Ukraine, local WLOs, WROs and LGBTQIA+ led organizations were some of the first on the ground responding to their communities’ needs, both within Ukraine and in neighboring countries, and two years on, they are still at the forefront of providing assistance. The conversations that we had with these organisations highlighted that they are facing key challenges in continuing to sustain their vital role in responding to humanitarian needs; the need for greater investment in their voice and agency as decision-makers in the humanitarian response; and the need for flexible support to these organisations that allows them to carry out their important work across all stages of the response to the humanitarian crisis.

Abstract:: The paper analyzes the campaign strategies of the PiS political party during the Polish elections from 2009 to 2020. It examines how the gradual modernization of communication strategies and the adoption of a less aggressive narrative contributed to the party’s revival after a decline in support caused by the political crisis of 2007 and the death of leader Lech Kaczynski in 2010. The research aims to identify the changes in campaigning that contributed to regaining electoral success since the 2015 national elections. The analysis is based on audio-visual materials produced by PiS for the elections during both the “crisis” period (2009-2013) and the “revival” period (2014-2020), allowing for a comparative analysis of the main changes between these two periods. Through content analysis of these materials, the study investigates the topics, genres, formats, national and European dimensions, personalization strategies, and use of negative advertising.

5. New Russian Immigration to the EU: The Case of the Baltic States, Finland, Germany & Poland

Abstract:: The political atmosphere in Russia, as well as the September 2022 mobilisation call for military service, made thousands of Russians leave their home country. Although a vast majority of them have settled in post-Soviet countries, a noticeable portion has also taken up residence in EU countries. A recent couple of years have seen significant expert interest in new Russian immigration, so there is no shortage of publications on the phenomenon. However, many of these analyses suffer from substantial flaws. This report aims to provide a better understanding of new Russian immigration to the EU, as well as this group’s prevailing views on the most sensitive political issues. It concludes that the scale of emigration from Russia following the invasion of Ukraine is often overstated. It seems appropriate to distinguish between two waves of new Russian immigration to the EU. The spring wave was apparently more substantial in number and included a higher proportion of political and civil activists, academics, and IT professionals. In contrast, the autumn wave was less “politicised” as many of those leaving Russia were not necessarily opposed to Putin or his war but were primarily motivated by the fear of conscription and the prospect of being sent to the front line. After moving abroad, interest in Russia-related political activities among new Russian immigrants, even seasoned activists, tends to fade. Few remain engaged in political endeavours, instead focusing more on adapting to new realities. Their interactions with associations of Russian migrants from the previous “post-Crimean wave” are sporadic. When it comes to issues related to the politics of EU countries, new Russian immigrants often have a Russia-centric perspective on most of them. This is especially true regarding visa and travel sanctions against Russia. Immigrants remain almost impervious to the argument that for the governments of countries bordering Russia, the absolute priority is their national security and domestic public order, not the transformation of the Russian political regime at any cost. There were several quite sensitive topics that often provoked mixed feelings and even negative emotions among the respondents. The most challenging and almost taboo subject in Russian immigrant communities was donations to support the Ukrainian army. Along with Russian influencers and opposition politicians, most new Russian immigrants are reluctant to get involved in the Russia-Ukraine war, viewing it as not their concern. They largely attribute Russia’s invasion of Ukraine to the Russian government and state-owned media, seeing the Russian population merely as “victims of propaganda” and absolving “average Russians” of responsibility for the war. New Russian émigrés preserve regular contacts with relatives and friends in their homeland but tend to avoid discussing politically charged topics, particularly those related to Ukraine. It appears that they have virtually no impact on the perception of the Russia-Ukraine war and the political attitudes of those who stayed in Russia, and this divide between the two groups is likely to endure. Many admitted that by staying abroad, they are losing touch with developments in Russia. Moreover, most new Russian immigrants see no future for themselves or their children in Russia and are unlikely to return there. A few might consider a temporary return if a trusted leader came to power, but generally, they prefer to live in a free, democratic Russia without taking risks or acting as change agents. Hence, when developing a strategy regarding new Russian immigrants, it is essential to primarily consider the EU’s own security considerations rather than the imagined capabilities of these immigrants. It is crucial to avoid letting the wish for significant socio-political change in Russia cloud objective analysis. In the foreseeable future, Russia will continue to pose serious security threats to Europe, while, as of now, there is no serious indication that new Russian immigration could emerge as a politically influential force back home anytime soon.

Abstract:: Central Europe is associated with several cultural, economic, and geopolitical processes undergoing considerable intensification in the 21st century. The emergence of nationalist sentiment in this region of the continent coincides with it. This is particularly evident in countries politically dominated by radical right-wing ruling parties (e.g., Poland, Hungary), aiming to reshape the EU, opposing the system of liberal democracy in favor of social solidarity and a Europe of Homelands, rejecting the concepts of a federal Europe, and supporting the idea of national sovereignty. These concepts are taken up by conservative formations of a populist nature, which explain their activities with Eurorealism. The consequence of this policy is the emergence of new visions of Central Europe and the desire to increase the region’s role in international relations. An essential role in these processes is played by the politics of memory preferred by the ruling regimes.

8. AI Policy in EU Illiberal Democracies: The Experience in Hungary and Poland

Abstract:: This paper examines the emergence of AI policies in Hungary and Poland under illiberal governments, and highlights their potential social and political consequences, particularly for democratic values and civil and fundamental rights. It focuses on the adoption of AI in the public sector, encompassing research and development, public administration, law enforcement, migration, and economic policy. In their AI policies, both countries’ governments have prioritized industry demands and subordination to the expectations of large foreign corporations (which is inconsistent with their digital sovereignty rhetoric). Meanwhile, they have neglected societal consultations and the needs of the scientific community. The AI policies implemented in Hungary and Poland by the Fidesz and Law and Justice (PiS) parties) have been characterized, respectively, by centralization and fragmentation, with varying outcomes. The AI systems deployed do not safeguard citizens’ rights as the political takeover of the justice system and partisan control of law enforcement have undermined redress mechanisms and limited legal protection from AI-related violations. The increasing use of AI in election campaigns, coupled with the lack of democratic oversight, increases the risk of mass disinformation campaigns and electoral manipulation in both countries. The cases of Hungary and Poland highlight some key implications for democracy and human rights in the EU where illiberal actors control AI policies and governance and disregard these values. The new EU AI Act may offer some protection for the rule of law and individual rights, but its potential loopholes could allow the unlawful deployment of AI systems in vital areas. AI policies in both countries have reflected their governments’ illiberal tendencies, expanding their control over citizens and curtailing democratic processes. The centralized governance raises concerns about the potential for mass surveillance and censorship, while the lack of transparency and inclusivity in AI policymaking could further marginalize minority groups and vulnerable populations. However, there are key steps that the EU can take to address these issues.

9. Next-Generation Perspectives on Taiwan: Insights from the 2024 Taiwan-US Policy Program

Abstract:: The papers in this compendium were written by 11 members of the 2024 Taiwan-US Policy Program (TUPP) delegation: Alicja Bachulska, Viking Bohman, Francesca Ghiretti, Heather Hwalek, Leland Lazarus, Lauren Racusin, Friso Stevens, Joshua Stone, Brian Volsky, Theresa Winter, Adrienne Wu. Transatlantic attention to Taiwan has surged in recent years for several reasons. First, Russia’s illegal invasion of Ukraine in February 2022 has led to increased concern in the United States and Europe that Beijing’s growing military capabilities and declining confidence in its ability to achieve peaceful reunification will soon lead the People’s Republic of China (PRC) to attempt a takeover of Taiwan by force. The cost of such a war would carry a price tag of around $10 trillion, equal to about 10% of global GDP, according to Bloomberg Economics, far higher than the economic impact of the 2008 global financial crisis, the COVID-19 pandemic, and the war in Ukraine. The devastating impact of a Taiwan Strait conflict has provided a wake-up call for leaders in Europe who now echo the Biden administration’s warnings to PRC leader Xi Jinping to refrain from using violence to change the status quo in the Taiwan Strait. In addition, Taiwan is now a regular agenda item in the US-EU Consultations on the Indo-Pacific and the US-EU Dialogue on China. Second, intensifying US-China strategic competition has increasingly focused on technology with chips at the center. Taiwan produces more than 60% of the world’s semiconductors and more than 90% of the most advanced ones. A single company, Taiwan Semiconductor Manufacturing Corporation (TSMC), manufactures most of those chips. Recognition of Taiwan’s dominant role in the semiconductor supply chain has provided another reason to bolster deterrence. It has also sparked interest in “friendshoring” and “onshoring” semiconductor manufacturing. TSMC plans to start production at its first fab in Arizona in 2025 and will break ground on another in Dresden at the end of 2024 with an estimated completion date of 2027. Recognizing the rising geopolitical risks and their own strategic dependencies, the United States and the EU have made building resilient supply chains a priority, especially in semiconductors. In its 2021 Indo-Pacific Strategy, Brussels explicitly committed the EU to engaging with Taiwan in creating resilient supply chains. Third, rising concern in the United States and Europe about election interference and disinformation have sparked interest in learning from Taiwan’s experience in combatting such threats. In the run-up to the January 13, 2024, presidential and legislative elections, PRC attempts to interfere in Taiwan’s politics surged to unprecedented levels through economic coercion, direct political meddling, displays of military force, and manipulation of social media. As the United States and many European countries prepare for their own national elections this year, they are engaging with experts from Taiwan to better understand PRC tactics and the tools that Taiwan successfully employed to counter PRC interference. Fourth, the United States and Europe increasingly recognize that Taiwan’s vibrant and successful democracy is under threat from an authoritarian regime. Taiwan has received high marks for protecting political rights and holding free and fair elections. Taiwan’s democratic achievements are even more impressive when set against the backdrop of a deterioration in freedom worldwide. Like other industrialized democracies, Taiwan faces a multitude of challenges that are especially difficult to address in the face of PRC efforts that prevent Taiwan’s government and its people from interacting with the world. Taiwan’s exclusion from international organizations also hampers the world’s ability to develop effective solutions to myriad problems. The Taiwan-US Policy Program (TUPP) was launched in 2017 to encourage young professionals from the United States to include Taiwan in their research and help Taipei expand its global networks. In 2022, TUPP was expanded to include young professionals from Europe in support of GMF’s mission of promoting transatlantic cooperation. TUPP enables future leaders to acquire a deeper understanding of Taiwan and its relations with the United States through meetings with officials and experts in Washington, DC, followed by a visit to Taiwan to gain first-hand exposure to its politics, culture, and history. Experiencing Taiwan influences how these future leaders approach their work and their writing. It impacts their worldview by imbuing them with an appreciation for Taiwan’s history and commitment to the principles of democracy and human rights that undergird the existing international order. It also reinforces the importance of maintaining robust bilateral relations and strengthening international support for maintaining peace and stability in the Taiwan Strait. The 2024 TUPP cohort traveled to Taiwan in February for an intense week of meetings and activities. Each participant gained insights into Taiwan and its role in their respective fields. This year’s delegation comprised five Americans and five Europeans. Over time, TUPP seeks to create a body of global experts with firsthand knowledge of Taiwan who support sustaining and expanding its international ties. I am grateful to the Henry Luce Foundation, the Global Taiwan Institute, and the Taiwan Foundation for Democracy for their support of this goal. The contributions here, written by the entire 2024 TUPP delegation, underscore the importance of deeper study and understanding of Taiwan. I sincerely hope that they stimulate continued transatlantic and global interest in Taiwan and its future.

Abstract:: Over the last dozen years Poland became an immigration country. The 178th mBank-CASE Seminar proceedings is devoted to this process – from various perspectives. The data speak for themselves. Immigration provides significant support for the Polish labour market. Poland is facing a rapid population decline. According to projections by the Ministry of Finance in 2022, by 2030 the population of Poland could decrease from the current 37.75 million to 36.6 million, and by 2050 to 34.1 million. The percentage of people of working age will decrease, while the elderly population will increase. Immigration may provide a solution to this problem. In 2022, around 100,000 people from Belarus arrived in Poland, most of them actively participating in the labour market. In addition, there are 1.2 million Ukrainians who stayed in Poland after Russia’s invasion of Ukraine. It is therefore necessary to develop a long-term immigration, education and social policy to retain immigrants and integrate them into society and the labour market. This is what eminent experts who have been researching migration processes for years write about in the first two chapters of these Notebooks: Dr Maciej Duszczyk, as well as Dr Agata Górny and Dr Paweł Kaczmarczyk, from the Centre for Migration Research, operating within the University of Warsaw. The third chapter is devoted to the situation of female domestic workers.

11. Russian disinformation in Moldova and Poland in the context of the Russo-Ukrainian war

Abstract:: Russian disinformation carried out as part of the ongoing war in Ukraine is becoming a challenge for neighbouring countries that border the conflict region. The aim of the analysis was to identify common features between Russian disinformation in Moldova and Poland, which, as two of the countries that border Ukraine, were on a list of Russia’s main targets for disinformation in 2022. The geopolitical and historical importance of both countries increases their social polarisation. The study was therefore guided by the following research question: What common features can be distinguished between Russian disinformation in Moldova and Poland? The research took the form of an open comparison. According to the approach used, the empirical cases used for comparison were not explicitly limited a priori. In order to carry out the research, however, preliminary assumptions were adopted that ensured temporal, conceptual, and interpretative comparability of the data. Research results proved that Russian disinformation in both countries is based on the following common features: creating internal divisions, propagation of distrust towards the West, stimulating social emotions, use of social media, and popularising pro-Russian narratives. Analysing these areas may be helpful in increasing the ability of states to detect and disclose disinformation. Scientific publications describing Russian disinformation focus on the national perspective, which does not always correspond to the transnational nature of disinformation campaigns. Meanwhile, this article synthesises knowledge about disinformation mechanisms occurring in two countries bordering the conflict region and draws attention to the need for research in this area.

12. Anti-terrorist cooperation as part of Poland’s geopolitical shift. “Operation Bridge” and the rise of a strategic partnership with the United States

Abstract:: This paper discusses Poland’s involvement in “Operation Bridge,” which aimed to transport Jewish citizens from the Soviet Union to Israel between 1989 and 1992. The study is based on recently declassified documents from the former intelligence and counterintelligence services, the Foreign Ministry, and the Prime Minister’s Office, supplemented by accounts of policymakers, secret service officers, and militia involved in protecting Soviet Jews during transit operations. The author argues that this operation was not just a humanitarian effort but also had significant geopolitical implications. The newly elected non-communist government under Tadeusz Mazowiecki saw this as a critical move to establish stronger ties with the United States and Israel. The author also highlights how the cooperation between Poland and the United States in intelligence sharing, counterterrorism, and security operations paved the way for Poland’s strategic partnership with the United States and its eventual entry into NATO. The paper contributes significantly to our understanding of the role played by Poland in the post-Cold War era and sheds new light on the development of US–Polish relations.

13. SCADvanceXP—an intelligent Polish system for threat detection and monitoring of industrial networks

Abstract:: SCADvanceXP is an industrial network intrusion detection system that scans and monitors data exchange between engineering stations, field divides, controllers, supervisory control and data acquisition (SCADA), and other elements of the operational technology network in detail. SCADvanceXP has the potential to detect advanced attacks on industrial infrastructures with the use of rulebased, signature-based, and behavioural detection methods, which are supported by sophisticated machine and deep learning models. As a system developed in Poland, it addresses the needs of industry in that region of Europe. The goal of this work was to assess SCADvanceXP’s potential to detect common industrial threats. In order to check SCADvanceXP’s potential, an effort was undertaken to evaluate its functionality on major industrial threats. For that purpose, twelve malware strains interfering with industrial systems were described. Later, the SCADvanceXP functionality was overlapped on malware behavioural and detection markers, pointing out exact mechanisms in SCADvanceXP that would detect analysed threats. The results show that SCADvanceXP is able to detect a wide range of attacks on industrial networks. SCADvanceXP’s rich functionality is able to provide a high standard of security. However, if a threat is affecting systems not directly connected with industrial networks, SCADvanceXP will not be able to detect it. SCADvanceXP only monitors industrial systems; hence, corporate networks must be protected by a different solution to provide the required level of security. Nonetheless, SCADvanceXP is dedicated to operating within industrial networks and does not have access to regular IT networks. It can be concluded that SCADvanceXP is a specialist tool providing desired security for industrial networks.

14. Place of crowdfunding in financing investment projects in Poland

Abstract:: Crowdfunding for business ventures, commonly referred to interchangeably as investment crowdfunding or equity crowdfunding, is a young practice. It first appeared in the USA (in 2009), and is now a rapidly expanding market in developed economies. The first case of investment crowdfunding in Poland, historically the first issuance, took place in 2012, barely three years later than in the United States. Such crowdfunding is a form of raising capital from the market (from investors) for the development of companies by entrepreneurs or owners, acting as the issuers. Specialised companies (fintechs) creating so-called crowdfunding platforms for matching demand with supply – and where offerings are announced and transactions carried out – are the market’s intermediaries. The report we are releasing discusses the specifics of investment crowdfunding, or in other words how this form of raising funds differs from older forms of external financing for businesses. It also presents the potential and the role of crowdfunding for the development of the capital market in Poland, describing demand for this type of financing, the level of interest among investors, and what both demand and interest depend on. In November 2021, European regulations were introduced specifically for this new market. Our authors analyse how these regulations will affect the future of equity crowdfunding in Poland. This issue of mBank-CASE Seminar Proceedings, on crowdfunding in Poland, follows on from a seminar held in March 2022. Three guests at the seminar were experts participating directly in the development of this new component of Poland’s capital market, therefore possessing unique knowledge of the specifics of crowdfunding, and its strengths and limitations.

Abstract:: This paper takes a comprehensive look at the current state of army aviation attack helicopter squadrons of the Polish Armed Forces. The aim of the article is to present a concept for the functioning of the attack reconnaissance squadrons of the Polish Armed Forces, which takes into account the identified requirements of the Land Forces of the Polish Armed Forces in relation to army aviation on the battlefield and the current limitations in the functioning of the attack helicopter squadrons of the Polish Armed Forces. To meet this aim, qualitative research included interviewing, observation and the collection and qualitative analysis of texts and documents. The study revealed that it is necessary to organise attack-reconnaissance squadrons with a modular organisational structure including: a headquarters, a command company, three attack-reconnaissance companies, an aviation maintenance company and a supply company, capable of conducting autonomous operations in independent directions (areas). The squadrons should be equipped with new attack-reconnaissance helicopters and unmanned aerial vehicles as well as equipment for their technical and logistical support that will be part of their individual subunits. The results of the research are the basis for further, in-depth research on the issue of improving the functioning of attack helicopter squadrons, so that they are fully capable of supporting the land forces of the Polish Armed Forces in large scale combat operations.

16. What majority coalition is possible in Poland following the parliamentary elections on 15 October?

Abstract:: On 8 August, the President of the Republic, Andrzej Duda (PiS), announced that the next parliamentary elections in Poland would be held on 15 October next. The Polish people will be called upon to renew the 460 MPs of the Sejm, the lower house of parliament, and the 100 members of the Senate, the upper house. Poland has been governed since 2015 by the Law and Justice party (PiS). Mateusz Morawiecki has been Prime Minister since 2017. Jaroslaw Kaczynski, a member of the Sejm who is considered to be the country's true leader, recently returned to the government because of divisions and tensions in his camp, according to political scientist Kazimierz Kik. In 2015, the PiS formed the "United Right" coalition with Poland's outgoing justice minister, Zbigniew Ziobro, and a number of independent figures, which is in the running for the 2023 elections. It hopes to win a third term at the head of the country, which would be a first in the history of democratic Poland. PiS can count on a solid electoral base, particularly in the medium-sized towns and villages in the south-east and centre of the country. Civic Platform (PO), the main opposition party led by former Prime Minister (2007-2014) and former President of the European Council (2014-2019) Donald Tusk, appeals to voters in large cities and to people who are tired of the PiS's intransigence, particularly on societal issues, and worried about Poland's isolation on the international stage. According to the opinion poll carried out by the IBRIS/Onet institute on 13 September, the United Right coalition is expected to come out ahead in the elections with 33.3% of the vote, outstripping the Citizens' Coalition, organised around Civic Platform and 3 other parties - Modern, The Greens (Z), Polish Initiative (iPL) - which is expected to win 26.4% of the vote. The Left, which comprises several parties, is expected to come third with 11.1%. The Third Way coalition (Trzecia Droga), which includes two centrist parties (Poland 2050 and the Polish Coalition), is forecast to win 10.2%, just ahead of the Freedom and Independence Confederation, an ultra-nationalist and liberal party, with 11.1%. On the face of it, neither the United Right coalition nor the Citizens' Coalition would be able to secure an absolute majority in the Sejm. There is a very real risk that the parliamentary ballot will result in a "hung parliament", as was the case after the elections on 25 October 2015, which led to new parliamentary vote being held in 2017. Inflation and the cost of living are the most important issues for the majority of Poles (35%), followed by national security (22%).

Abstract:: The 10th EU-Republic of Korea Summit, held on 22 May in Seoul, reaffirmed the importance of South Korea as a critical Asian partner of the Union. The meeting also signalled the growing importance of security issues in bilateral relations. South Korea shares the EU’s assessment of Russian aggression against Ukraine and intends to continue to support the invaded country, but not with supplies of military equipment for now. The announcement of a “green” partnership indicates both sides’ willingness to engage in other areas of cooperation, which also will benefit the development of Polish-South Korean relations.

Abstract:: The Visegrad Group (V4), until recently the most active and multidimensional cooperation platform in Central Europe, does not serve currently to strengthen the voice of the region on the most essential issues concerning its security. This is because Hungary’s stance on Russia’s attack on Ukraine is different than that of its partners. Abstract:: The EU member states of Central Eastern Europe (EU-CEE) have experienced rapid convergence in the decades following their EU accession, and have built up strong export-oriented manufacturing sectors boosted by foreign direct investment inflows. While this growth model has brought many positives, there are indications that it is hitting its limits. Endogenous limits to EU-CEE’s growth model are exacerbated by exogenous challenges of the ‘twin’ (green and digital) transitions, and the fallout of the pandemic and Russian invasion of Ukraine. This reinforces the imperative for EU-CEE to transition to a more innovation-driven, new growth model, enabled by a comprehensive industrial policy. However, the EU-CEE countries have not only lacked a stable and strategic approach to industrial policy in their development paths, but also find themselves in a unique position due to EU membership. As a result, innovation and industrial policies are underdeveloped in the region. Based on an in-depth analysis of the industrial landscape and the industrial policy environment of the region, we propose eight pillars for creating a EU-CEE version of the entrepreneurial state.

Abstract:: Will 2023 be the year when Hungary and Poland join the ranks of Member States that respect the values of the European Union? Nothing is less certain because, in Budapest as in Warsaw, the reforms demanded by the Union have not yet been implemented. In early February Polish president Andrzej Duda, referred a law which was supposed to bring an end to disciplinary abuses against judges to the Constitutional Court. The Hungarian government has still not completed reforms to make public procurement more transparent and to strengthen the fight against corruption. The fact that these measures are being discussed indicates however that the balance of power has changed. 2022 was a pivotal year in the European Union's efforts to combat breaches of the rule of law in its Member States. For the first time, a range of new and old tools, specific or not, structural or conjunctural, were used to try to reverse the trend that has been developing for several years, mainly in Hungary and Poland, of undermining the independence of the judiciary, systems of checks and balances, and certain rights that are considered fundamental.

23. Jewish Female Mental Health Professionals between Poland, the Nazis, and America (3/29/23)

Abstract:: The forced migration of the Jewish people from Europe to the United States in 1933-1941 is one of the most significant phenomena in twentieth–century intellectual history. However, close to nothing has been written on over eighty Jewish women mental-health professionals (mostly psychoanalysts) who fled Nazi persecution to the US, where they became “essential workers” in mental-health care when America joined World War II. Their professional contributions notwithstanding, they are now neglected, understudied, and at risk of being forgotten. The presentation introduces the diaspora of Polish Jewish mental-health professionals: psychoanalysts, social workers, child welfare workers, social psychologists, and body psychotherapists. It will discuss their personal and professional biographies, including family and religious backgrounds, education and career patterns, experiences of exile and (non)belonging, their relationships with the past, and the construction of national, spiritual and cultural identities, with a special attention to Jewish identity. The presentation is based on an ongoing research project located at the intersection of Jewish gender and women’s studies, personal and oral history, and immigration. The primary source of information on the women under investigation is archival personal accounts: unpublished memoirs, correspondence, interviews, diaries, remnants, memories, and post–memories, along with original interviews with family members, friends, and colleagues.

Abstract:: Russia’s war against Ukraine has produced multiple shifts in the geopolitical landscape of Europe. Various EU member states and EU institutions broke through entire decades of dogmatic principles and established practices in security and defence policies to respond to Russia’s aggression and protect the continent. The energy domain is at the forefront of this confrontation, as Russia used its dominant market position in European energy supply in the run-up to – as well as during – the war to weaken Europe’s responses, divide the EU, and deter it from increasing its support to Ukraine. The multifaceted and far-reaching impact of the war offers an opportunity for a deeper reflection on the lessons learned for energy security at the national, regional, and EU levels. It allows for an assessment of the prospects in the geopolitical landscape where Russia is comprehensively isolated; new energy and technology players grow in importance; a new global energy order emerges; and the effects of the climate crisis become more severe and evident. It is also a rare opportunity to assess how complex energy systems retain their resilience or degrade under the conditions of a high-intensity conventional war, which has collective defence implications to the ability of the frontline states, such as Estonia, to fulfil NATO’s baseline requirements for national resilience and thus Article 3 of the North Atlantic Treaty. The report seeks to provide analysis concerning these aspects of the war’s short-, medium-, and long-term impact on energy security in Europe, the Baltic region, and Estonia. Conclusions of the report stress the importance of regulatory, policy, and technological flexibility, as well as innovation, in responding to various forms of strategic coercion through the energy sector – especially when such coercion is applied against targets under the duress of a major war, in which economic disruption, market uncertainty, geopolitical turmoil, and societal anxieties are abundant. The conclusions caution though that the appetite for resilience-enhancing investments and transformative solutions might diminish in the cost-conscious economic environment of the future or that the EU and US will start a vicious cycle of protectionist measures in green energy development, which will undercut transatlantic cooperation in energy security.

Abstract:: Poland’s economy, including its energy sector, is still heavily dependent on fossil fuels, including coal. In recent years Poland has significantly developed its renewable energy potential, reduced carbon dioxide emissions, and rolled out energy efficiency measures. Yet challenges remain, attributable to the government’s failure to devise a coherent national energy strategy and its insistence on picking fights with the EU over “sovereignty”; together, these weaken Poland’s influence over European energy policy. Poland has the potential to carry out an ambitious energy transition, considering its renewable energy potential, plans for nuclear power, and public support for change. Whatever the results of the 2023 parliamentary election, the government should aim to forge a cross-party consensus in favour of the energy transition and give it a strategic weight comparable to Poland’s accession to the EU and NATO.

26. Red Lines Around a Free and Fair Polish Election

Abstract:: The October 15, 2023 Polish parliamentary election will not be fair. The country’s last fair election was in 2015, when the ruling Law and Justice Party (PiS) came to power and promptly set about undermining constitutional governance. Since then, the weakness of Poland’s rule-of-law system has enabled PiS to amend electoral law, reshape the media environment, exploit state-owned companies and other resources—including public funds—and engage in other autocratic subversions to tilt the playing field in Polish elections in favor of the ruling regime. However, the degree of unfairness in this election will hinge on actions taken by Polish authorities. The authorities should: Stop diverting state resources into media enterprises and political messaging campaigns meant to support PiS candidates, Commit to renewing the licenses of independent media outlets such as TVN, Stop using arbitrary fines to harass and weaken independent media outlets, Stop using the system for disciplining judges as a weapon against those who do not display loyalty to the PiS regime, Implement judgments of European tribunals, and ensure that rulings on the integrity of the election come from independent and impartial bodies. While the US government has struck the right tone in recent values-based remarks about the importance of electoral fairness, the message has not broken through a policy environment that is crowded on two levels. Most importantly, many experts and officials in Warsaw believe that the United States is reluctant to pressure its strongest ally in supporting Ukraine in its war against Russia—the Polish government—on matters of electoral fairness. But even if the United States is genuinely committed to pressing for electoral fairness in Poland, there are so many areas of democratic backsliding in the country that it is not clear which concrete threats are priorities for the United States. At every available opportunity, Poland’s allies should publicly reiterate the importance of respecting shared democratic values by holding fair elections. Privately, diplomats should warn Warsaw that crossing red lines around the four most consequential risks to the integrity of the upcoming Polish election would trigger unified public rebukes from NATO allies.

Abstract:: The subject of the article is the importance of the United States in Poland’s military security policy in relation to the war in Ukraine. The article begins with an introduction discussing its main assumptions and a synthetic historical background of the importance of the US for Poland and its security. The main part of the article is divided into two parts, the first one discussing the importance of the US in Poland’s military security policy after the Cold War. The second part is devoted to the change in the importance of the US in this policy in connection with the outbreak of the war in Ukraine and the main factors that determine this change. The aim of the article is to identify and analyze the changes in the importance of the United States in the Polish military security policy as a result of the outbreak of the war in Ukraine in 2022. The main research problem is whether the importance of the US in Poland’s military security policy increased as a result of the war, and if so, because of what main factors? The thesis of the article states that the war in Ukraine increased the importance of the US as the main external guarantor of Poland’s security and defense. This is due to the leading role played by the United States in military support for Ukraine and strengthening NATO’s eastern flank, including Poland, in the absence of leadership from Western European powers. The research included interviews with scientists and analysts from research centers in Washington and New York.

Abstract:: The full-scale war in Ukraine caused the largest refugee crisis in Europe after World War II. Poland was the initial destination for people fleeing the war, causing a rapid influx of several million refugees in just a few weeks. An unprecedented and rapid response of the Polish society in terms of providing assistance to refugees enabled the acceptance of those who decided to stay in Poland Social action that began at the local level and translated into commonly known non-governmental assistance provided the basis and impetus for fostering beneficial connections between Poland and Ukraine, not only on the state level, but especially within the respective populations. The purpose of the article was to explore the forms of assistance offered by the Polish society, the scope of aspects of the refugees’ lives it addressed, and how this was reflected in the mutual perception of Poles and Ukrainians. As a hypothesis, it was assumed that a direct involvement of the Polish society in helping refugees from Ukraine decreased over the course of a year of the full-blown war in Ukraine, with simultaneous high social support for the state’s systemic solutions in this regard. In order to verify the hypothesis, a combination of descriptive, analysis of existing data, comparative and statistical methods were employed.

Abstract:: In Poland, the region where the phenomenon of multiculturalism is most strongly represented is Upper Silesia. Upper Silesia, its historical hosts, have been confronted with German, Polish and Czech nationalism since the mid-21st century. Initially, they were forced to determine their ethnic affiliation, then, due to the change of borders, they were forced to move to one or the other side of the newly established Polish-German border in 1922. After 1945, they were subjected to strong repression, deportation to forced labor camps, forced displacement, degrading verification of nationality, and then they were confronted with the Polish population who came to Upper Silesia. Most often, the Poles who arrived were hostile to the Upper Silesians. The aim of this article is to answer the question whether the experiences of integration of the indigenous population of Upper Silesia into the social, cultural, economic and political structures of the Polish state after World War II can be related to a similar process that will take place after the end of hostilities in the eastern regions of the Ukrainian state. . The starting point is the thesis that the Upper Silesian experience of the rehabilitation and citizenship verification procedures should serve as a warning against the mistakes made in Upper Silesia rather than as a useful reference point.

Abstract:: The aim of the article is to present the activity of three branches of the Association of Ukrainians in Poland, covering the entire Warmian-Masurian Voivodeship. The study also outlines the Association’s activities supporting refugees. The main research hypothesis is that the Association of Ukrainians in Poland is actively engaged in the Warmian-Masurian Voivodeship, and following Russia’s full-scale invasion, members of the Association became extremely proactive both in helping refugees from Ukraine, as well as Ukrainians who stayed in Ukraine, including those from the territory of military operations. The core research problems focuses on the following questions: What efforts did the Association of Ukrainians in Poland undertake to maintain its history, traditions, language and culture? Which activities have been supported by local government authorities, including the Voivodeship ones? How has the Association changed its activity following the Russia’s full-scale aggression against Ukraine on February 24, 2022? Previous studies conducted by the authors demonstrate that economic migrants from Ukraine in the Warmian-Masurian Voivodeship did not perceive themselves as a part of the Ukrainian minority living in the region. Meanwhile, the relationship between the Association and the refugees is different.

The subject is an element of the search for methods to improve the efficiency of risk monitoring systems. The problem with these systems is the fact that, despite the existing standards, binding norms and regulations, as well as numerous organisational, technological, and institutional security measures, unexpected negative events still occur, and their consequences include not only significant losses but also numerous human tragedies. The article presents a model of the efficiency of the perception of threats that identifies a 9-dimensional vector of the “significance of the perceived threat”. Each of the presented dimensions reflects a specific factor that influences the significance of the perceived threat. The research was based on the feeling of endangerment caused by the COVID-19 pandemic among the citizens of Poland. The threat was particularly noticeable in the first phases of the pandemic, i.e., in March and April 2020 and October-December (the second wave of the pandemic).

Abstract:: Spending elasticities measure the reaction of different government spending components to the business cycle. They are important inputs for fiscal forecasts, and they are particularly relevant in the context of European Union (EU) fiscal rules, as elasticity estimates enter the estimation of fiscal space. This paper analyses the sensitivity of the estimation method used by the Organisation for Economic Co-operation and Development (OECD) and the European Commission to obtain government spending elasticities by focusing on 11 EU countries in the 1995-2020 period. Our results suggest that spending elasticities are sensitive to small variations in data and model specification. For most EU countries, we reject the assumption that only unemployment spending responds to cyclical variations. While unemployment spending is indeed a major driver of counter-cyclical social spending, other categories of social spending also show signs of responding to the business cycle.

Abstract:: Territorial development disparities are an undeniable reality for all the countries of the world, which implies that no country can practically avoid them. However, how different countries respond to these disparities is another matter. The effectiveness of policies in overcoming territorial development disparities depends significantly on how deeply these disparities are recognized and studied. In this context, assessing disparities in territorial development is necessary, and the article proposes a methodology for its implementation. The methodology examines territorial development indexes and their relative standard deviation. In the article, the developed methodology was also applied to 10 countries, as a result of which the levels of territorial development disparities in Canada, Poland, Bulgaria, Hungary, Finland, Serbia, Georgia, Moldova, Kazakhstan, and China were evaluated. Based on the assessments, general conclusions are also presented for each country in the article.

Abstract:: The authors examine the threats from hazardous toxic materials from World War II wrecks sunk in the Baltic Sea and their cargo of chemical ammunition, indicate Poland’s reaction to this situation, and map out Polish obligations in this regard. This problem gives rise to multiple uncertainties about the exact nature of threats to environmental/ecological security, marine security, human security (including health security), economic security and food safety. The authors also elaborate on legal regulations relevant in this context. The research methods include formal-institutional analysis of relevant legal documents and discourse analysis. The main conclusions are: 1. toxic materials in the Baltic Sea threaten ecological, economic, human and security; 2. food safety in all Baltic states might be endangered; Poland should accede to the Nairobi Wreck Removal Convention; and Poland should cooperate regionally to resolve the problem of the Baltic chemical waste.

Abstract:: This article examines changes in Polish local press at the turn of the second and the third decade of the 21st Century, directly or indirectly related to the coronavirus pandemic. For years, statistics have been showing declining sales of printed press. This is mainly the case of the general-interest newspapers – national, regional, and local alike. Internet media platforms are increasingly important and often take over the role of the leading local media. Due to their limited reach, local publishers felt the losses from reduced advertising revenue and copy sales even more acutely than national publishers. Local press and small publishing teams struggled to cope with the impact of the pandemic and demand for digitization. So, what will the local press look like in the following years? How will the pandemic change the face of the local press? This study addresses these issues based on findings from desk research, case studies, and content analysis of relevant media. The result of the research is the confirmation of changes in the field of local communication, especially in its channels. The printed press arouses less and less interest among recipients and ceases to function as the fourth estate.

37. Peace versus Justice: The coming European split over the war in Ukraine

Abstract:: In the first 100 days of Russia’s war on Ukraine, European public opinion helped to solidify Europe’s political response. But a new poll reveals that diverging public preferences could weaken this unity. ECFR’s research shows that, while Europeans feel great solidarity with Ukraine and support sanctions against Russia, they are split about the long-term goals. They divide between a “Peace” camp (35 per cent of people) that wants the war to end as soon as possible, and a “Justice” camp that believes the more pressing goal is to punish Russia (22 per cent of people). In all countries, apart from Poland, the “Peace” camp is larger than the “Justice” camp. European citizens worry about the cost of economic sanctions and the threat of nuclear escalation. Unless something dramatically changes, they will oppose a long and protracted war. Only in Poland, Germany, Sweden, and Finland is there substantial public support for boosting military spending. Governments will need to find a new language to bridge the gap between these emerging camps, in order to strengthen European unity and avoid polarisation between and within countries. The key will be to present arms deliveries and sanctions as part of a defensive war.

Abstract:: In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

39. How the EU Can Defend Media Freedom and Pluralism in Hungary and Poland

Abstract:: In recent years, the European Union has suffered from the erosion of media freedom and pluralism, particularly in Hungary and Poland, where this has been part of a broader decline in democratic standards that has reversed gains made from the transitioning from communism. The main problems include the lack of independence of media regulators; public media being turned into propaganda outlets for the government, characterized by reporting bias and vilifying the opposition; private media capture; the state disproportionately funding government-supporting private media, including through state-controlled companies’ advertising; and creating obstacles for private media independent of government, including through revoking licenses and threatening new taxes. In Poland, the number of strategic lawsuits against public participation against certain media that criticize the government have also greatly increased. The EU has been in the prepared to tackle the issue of breaches of media freedom and pluralism chiefly through a combination of political instruments and new legislation, which may eventually embolden the EU institutions to take legal action. However, it is important to ensure any new legislative initiative will have added value. The EU already has avenues for legal actions to protect media freedom and pluralism in member states.

41. Different Choices, Divergent Paths: Poland and Ukraine

Abstract:: We compare the economic growth trajectories of Poland and Ukraine since 1990 to try to understand the extent to which the observed growth differentials can be traced to increased efficiency in the use of capital and other factors (intensive growth), rather than to simple accumulation of capital (extensive growth). We stress the role of qualitative factors such as education, governance and institutions. We ask whether the EU perspective and NATO membership played a role. We discuss the closely related histories of the two countries and note the stark differences between them, including their different approaches to the EU vs Russia, full vs incomplete transition to a market economy, and democracy vs anocracy, as well as different initial conditions. We compare key determinants of growth and growth trajectories, using economic as well as social indicators, and trying to disentangle efficiency and accumulation and combine path dependence and the role and scope of creative destruction. While Poland had the shortest and mildest transformation recession among CEE countries, Ukraine has been stagnant, or in decline, since 1990. The statistics we report and the stories we tell suggest that both countries have a complex relationship with democracy and that the nearly threefold difference in per capita GDP at PPP in 2021 in Poland’s favour, with the ratio of investment to GDP similar in both countries, can most plausibly be traced to: (a) Poland’s more extensive and diversified exports, and fewer restrictions on trade, in addition to more comprehensive and quicker restructuring of the national economy inspired by the EU perspective; (b) Poland’s more extensive and better-quality education; (c) Poland’s greater democracy and longer experience of democracy, lower levels of corruption, better governance, and freer press; (d) Poland’s smaller agricultural sector and greater emphasis on manufacturing; and (e) Poland’s lower inflation and higher level of financial development. Furthermore, Poland built market-friendly institutions to EU specifications and joined NATO. Against all this, Ukraine had more economic equality and lower unemployment as well as, from the early 1990s, a lower initial level of income per person, but was hampered by political divisions, path-dependent corruption and poor governance. During the global Covid-19 pandemic, Ukraine apparently suffered fewer deaths than Poland, despite fewer vaccinations.

Abstract:: Cyber security is a growing problem associated with everything a citizen or organisation does in cyberspace. The problem thus outlined fits into a multifaceted programme that can be addressed through cyber security management. The analysis in the article compares the level of cyber security awareness among the staff of public institutions and the private sector in four Central European countries, namely Poland, the Czech Republic, Slovakia and Hungary. Public institutions are by nature open, decentralised and rich in a wide range of data about the state, society, economy, economics and research and innovation. For this reason, they are often exposed to serious cyber threats. This study examines the relationship between cyber security culture and the urgent need for preventive action against possible cyber threats. The main thesis of the study is that an adequate understanding of cyber security culture and improved awareness among employees about digital threats is key to achieving cyber security growth. The research illustrates breaches in so-called digital hygiene, which are caused by a lack of knowledge, skills and errors in employee behaviour. Following a survey of staff employed in both public and private organisations, an identification of key cyber security risk factors is made. Increasing staff competencies can help improve cyber resilience.

This creates a risk of widening the rift between developing countries, which mostly support the idea, and some developed countries, which oppose it. It also makes it more difficult to increase the supply of patented items, particularly of vaccines, to an extent undermining other efforts by countries and international organisations to contain the pandemic. Abstract:: The Russian aggression against Ukraine and cut-off of gas supplies to Poland and Bulgaria have strengthened the arguments of supporters of EU independence from Russian gas. However, the prospect of a total embargo is still distant because of opposition from some countries, including Austria, Germany, and Hungary. As a result, the EU will focus on a gradual reduction in purchases of Russian gas, which will have a negative impact on the effectiveness of the sanctions against Russia. Abstract:: This paper investigates what role Sweden, by participating in the Neutral Nations Supervisory Commission (NNSC) since 1953, has played to maintain peace on the Korean peninsula. What specific contributions has the NNSC done? How important are they in comparison to other factors that have preserved peace? These issues are analyzed by comparing the tasks of the NNSC, as defined by the Armistice Agreement, and the Commission’s work. Consideration is also given to the Commission’s composition and whether its role has changed throughout the years or not. Abstract:: This article aims to address the issue of alleged hybrid warfare attacks on Lithuania, Latvia, and Poland. The scope of the article covers the Belarus operations conducted in 2021. Firstly, the author addresses the issue of pushing migrants from a descriptive perspective. Secondly, he debates whether Belarus operation was conducted within the scope of hybrid warfare, hybrid threat, and lawfare? The author concludes that the Republic of Belarus has operated lawfare falling within the hybrid threat spectrum. It means that the situation is not to be classified under the law of armed conflict from the perspective of international and non-international armed conflicts and ius ad bellum violation. Thirdly, the author claims that Belarus has violated international law, so certain legal redress is appropriate and justified. Belarus's actions may result in a court proceeding before the International Court of Justice and before other international institutions.

Abstract:: The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

Abstract:: After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

Abstract:: The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

Abstract:: Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

Abstract:: The participatory budget is an important element of the catalogue of tools for involving residents in the local decision-making. The positive effects of involving many citizens in the decision-making process slowly bear fruit in attempts to transfer p.b. into other spheres. This article analyses how these well-known patterns are adapted to new conditions – at universities. Several of them decided to introduce their own participatory budget. A comparative analysis of the local government model and solutions adopted by three universities provides the answer to this question. The hypothesis assumes that the civic budget at universities and polytechnics is, for the most part, a modification of the model used in cities with district status. As shown, the municipal participatory budget is a proven basis for creating its own regulations. However, the available schemes should be modified.

Abstract:: This article aims to answer the question about the legality of the selected measures implemented by the Polish government during the first wave of the coronavirus pandemic, which resulted in constitutional rights and freedom restrictions. The study focuses on examining selected restrictions implemented in the spring of 2020 in the light of the Polish Constitution, especially in the light of Article 31 (3), which defines the premises of limitation of citizens’ rights and freedoms. It indicates the lack of legal basis and incompatibility with constitutional premises of many restrictions. The study further examines the premises of the introduction of the state of emergency, indicating that the government's decision not to impose such a state was legal and why. The study considers legal status from March 13 to May 16, 2020.

Abstract:: With the end of the 20th century, there was a change in the nature and methods of using military force in international politics. It led to the need to develop new cooperation methods between states and reorient military diplomacy into defence diplomacy. In the new reality, the group of entities influencing diplomatic activities has been expanded to include non-governmental entities, including think tanks. It raised questions about the role of expert centres in activities for defence diplomacy under Polish conditions, including shaping the international situation and shaping the state's defence policy. The following considerations are an attempt to answer this question. The analysis was based on the data obtained from a survey and information from the websites of fifteen Polish centres of expertise operating in international relations, political science, and security and defence.

Abstract:: This paper aims to indicate the changes in Polish criminal law introduced in the COVID-19 acts. The text identifies the new regulations of most importance to society. For this reason, the initial focus is on the issue of suspension of procedural time limits and some substantive law time limits from the Criminal Code. It must be stated that, from the perspective of the legal certainty principle, precisely these provisions are of the most significant importance for the defendant. Next, the changes in the Electronic tagging concerning the possibility of interrupting the execution of an imprisonment sentence and serving an imprisonment sentence were discussed. From a criminal policy point of view, higher penalties for the offences of exposure to infection and stalking should also have been mentioned. A new offence of particularly aggravated theft has appeared in the Penal Code and a new offence of obstructing a Police or Border Guard officer in performing official duties. For a more effective fight, it is also vital to provide for the possibility of imposing a new preventive measure and confiscating objects important to public health. The indicated legal developments are presented in the context of human rights protection and in light of recent literature and judicial decisions.

Abstract:: The article analyses political opposition toward the date of presidential elections and conducting them in the correspondence form on May 10, 2020, in Poland. The study is embedded in the theories of quasi-militant democracy and the emergence of social movements. The method used in the study is the qualitative analysis of media messages of the main news websites in Poland. Mainly in terms of the activity and arguments of citizens against the elections in the form of correspondence. The presidential elections revealed the imperious relationship between the government and citizens in Poland’s becoming quasimilitant democracy. The emphasis was on the elements regarding the organisation of elections on May 10 that could impact a social movement’s emergence. The most significant role in stopping the May 10 elections was played by institutional opposition in the form of local self-governments’ civil disobedience and the Senate’s action, which efficiently blocked the party’s initiative. The article accounts for how election matters determined the social mobilisation and activity of the new social movement. This paper’s main finding is that institutional opposition may prevail over the social one in the pandemic.

56. Flood vulnerability of the critical infrastructure in Poland

Abstract:: The purpose of this article is to examine the significance of the flood hazard for the functioning of the critical infrastructure in Poland and to suggest adequate methods and strategies for reducing the vulnerability of critical infrastructure to flooding. The main research method used is institutional and legal analysis, which shows how critical infrastructure is protected in Poland. The context of climate change is taken into account, the consequences of which may trigger increased threat, and its significance is discussed. It is also shown that river floods of a pluvial character constitute the greatest hazard in Poland, as they pose a threat to urban areas where most critical infrastructure is located. The author lists methods which can be used to protect critical infrastructure from flooding. Examples of systems are also provided. A conclusion is formed that the approach to this problem should be comprehensive and make use of methods related to flood prevention, flood defence and flood mitigation, and above all, the relocation of elements of the critical infrastructure. It is evident that the best time to reduce the susceptibility of specific systems to floods is when they are developed or modernised by taking into account the flood risk. Lastly, the biggest problem of the critical infrastructure in Poland is highlighted, namely its identification once it is already built, which means its location had not been thought through.

Abstract:: The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

Abstract:: The power of individual EU Member States has been changing over the past decades as a result of revisions to the voting systems and the enlargements of the European Union. The present article analyses the development of the voting power of individual Member States in the Council of the European Union before and after the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union. We use the calculation of the standardized Banzhaf power index to calculate the legislative power of the Member States. The calculations recorded in the table point to changes in the weights of national votes caused by Brexit. The article pays special attention to the Visegrad Group, which we define within the European Union as an informal group consisting of four Central European states - the Czech Republic, Hungary, Poland, and the Slovak Republic. The results indicate a significant growth of the voting power in Poland and more moderate growth in the other three Visegrad Group countries which contributes to the shift in the voting equilibrium within the ordinary legislative procedure of the European Union.

Abstract:: The article clarifies the directions in which the Southern Gas Corridor (SGC) can be expanded and gas can be transported to how many countries. For the expansion of the SGC, countries such as Bulgaria, Poland, Hungary, the Czech Republic, and Romania are studied in this paper. The issue of reducing Europe's 40% dependence on Russian gas and Europe's search for alternative energy sources and the expansion of the Southern Gas Corridor, one of the largest gas export projects to Europe, are on the agenda. In addition, the threat of several European countries - Poland, Bulgaria, Finland, the Netherlands, and Denmark - refused to pay for Russian gas in rubles, and as a result, the supply of gas is cut off.

Abstract:: Following Russia's decision to restrict natural gas exports to Poland and Bulgaria, energy security has become a priority in the European Union. Although the ancient continent is trying to increase gas imports from alternative sources, Gazprom is still trying to maintain its dominance in Europe for some time. Meanwhile, Azerbaijan continues to increase natural gas production. In the first quarter of this year, Azerbaijan produced 11.8 billion cubic meters of natural gas. 3.5 billion cubic meters of gas were produced from ACG, 6.4 billion cubic meters from Shah Deniz, and 1.9 billion cubic meters from SOCAR. During that period, gas exports amounted to 5.9 billion cubic meters. 2.2 billion cubic meters of gas were exported to Turkey, 2.6 billion cubic meters to Europe, and 1.1 billion cubic meters to Georgia. More than 4 billion cubic meters of gas were transported to Turkey via TANAP during this period.

Abstract:: The pandemic that broke out in 2019 had a significant impact on the lives of all social groups around the world. The imposed restrictions and mandatory quarantine were crucial to limit the virus’s spread. The research comprises an analysis of the psychosocial impact exerted by the pandemic that attempted to determine the response to the crisis caused by the COVID-19 pandemic and its aftermath. For this purpose, a study on social resilience in the pandemic era was worked out. The study consisted of several parts: stress and the sense of safety, education, trust and defined needs and the mass media in COVID-19. The research team decided to present the study’s results in a series of articles that will contribute to forming a complete picture of the community in the context of the analysed variables. The paper is the first in this series. It contains an analysis of variables intended to determine the level of the experienced sense of safety and its constituent, i.e., stress, and the identification of socio-demographic data strongly influencing the studied variables. The study comprised 559 individuals who were surveyed between May 2020 and November 2020 with the use of an online survey questionnaire. SPSS Statistics version 21.0 and PQStat were used to conduct statistical analyses and correlate and assess the correlation of responses. Also used were Chisquare, Fisher’s test and Pearson’s linear correlation coefficient. A logistic regression analysis was carried out for dichotomous variables. The results of the study indicate that the level of experienced stress is influenced by age, place of residence, gender and job security. The sense of safety is inversely correlated with stress, i.e., as stress increases, the sense of safety decreases, indicating a need to undertake appropriate measures to reduce stress. It may be interesting to compare the level of stress with, among other things, information retrieval from different sources. These results will be presented in the subsequent studies.

Abstract:: Europe’s missile defence is structurally linked to NATO deterrence and defence architecture, and it has to face both a worsened international security environment and an accelerating, worldwide technological innovation. Russia and China are heavily investing in new hypersonic systems which dramatically decrease the time needed to reach the target by flying mostly within the atmosphere. The US remains a global leader in the development and deployment of missile defence capabilities, including the Aegis systems which represent the cornerstone of NATO integrate air and missile defence covering the Old Continent. European countries are increasingly collaborating within the EU framework on the related capability development, primarily via the TWISTER project under the Permanent Structured Cooperation (PeSCo). Being exposed to missile threats from Middle East and North Africa and participating to allied nuclear sharing, Italy has a primary interest in upgrading its military capabilities through PeSCo, maintaining them fully integrated within NATO, and involving the national defence industry in cutting-edge procurement programmes.

Abstract:: The Three Seas Initiative (3SI) aims to strengthen ties in the region of the wider Central Europe (between the Baltic, Adriatic and Black Seas) which creates a solid foundation for economic development in terms of energy, transport, digital communication and the economy. It was established as a forum for cooperation between 12 countries: Austria, Bulgaria, Croatia, the Czech Republic, Estonia, Lithuania, Latvia, Poland, Romania, Slovakia, Slovenia, and Hungary. The area comprising the countries belonging to the Three Seas Initiative constitutes almost one-third of the total area of the European Union. Over 112 million people live there. The region is experiencing stable economic growth and a limited unemployment rate. The priority for the 3SI is to build a coherent and well-integrated infrastructure in Central Europe which will render the possibility to make up for development lags resulting from historical events. As a result, the infrastructural and economic inequalities of the common European market will be reduced and this will limit the division of the EU into less and more developed areas of integration. The most important added value of the Initiative is the assurance of political support at the highest level of state authorities for investments which have so far been a neglected field of cooperation between the Central European countries. The Three Seas is, therefore, pro-European and complementary to the existing regional cooperation formats (Ministerstwo Spraw Zagranicznych, 2020).

Abstract:: European history has on several occasions been confronted with a “Polish question”. It did not always end well, especially for Poland. This time around, the issue that has placed the Polish government led by the populist Law and Justice party (PiS), the institutions of the EU and most of its member states at loggerheads is unlikely to end in bloodshed, but it nevertheless remains dangerous. The Commission and the European Court of Justice (ECJ) have established that recent reforms to the Polish judiciary undermine the independence of the courts and the principle of a separation of powers; among them the creation of a disciplinary body under political control that can censure Polish judges. The Polish Supreme Court, conversely, has responded that such ruling is incompatible with the country’s constitution. What makes the question particularly complicated is that it is tri-dimensional.

68. Thirty years of Visegrád Group

Abstract:: In February 1991, at a meeting of the Czechoslovak, Polish and Hungarian presidents, the decision to create an alliance of three Central European countries was made. In 1993, the division of the Czech and Slovak Federal Republics and the establishment of in 1335, attended by King of Bohemia, King of Hungary and King of Poland. Hundreds of years later, former Communist-bloc countries in Central Europe desired to overcome historical animosities between states and nations in this region, believing that joint efforts of relatively small countries would make their goals more achievable. The V4 was also established because post-Communist countries realized that they the independent Slovak Republic and the Czech Republic transformed the tripartite cooperation into a four-party alliance - V4. The name refers to a meeting, which took place near Budapest (at the castle in Visegrád), Hungary, could together boost the socio-economic transformation and join the European Union. Indeed, the V4 has accelerated cooperation and boosted the friendship among the Central European states throughout the years. Today, V4 is a regional structure of four EU and NATO member states that in general share similar economic, cultural and social values. V4 members recognize it as the alliance that strengthens the coordination mechanism to find similar positions on European policy, foreign policy, economic or cultural cooperation, and regional development. Visegrád Group, or shortly called the V4, marks 30 years of existence this year. This unique sort of cooperation has achieved some crucial goals but also failed in reaching cooperation on some EU topics. In the following lines, we will look at these achievements and failures, but will also explain where Visegrád is today and what should be done in order to make this alliance of Central European countries functioning better.

Abstract:: The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

71. The rule of law in Poland or the false argument about the primacy of European law

Abstract:: On 24 November, the Polish Constitutional Tribunal ruled that the European Convention on Human Rights was partially incompatible with the country's constitution. In July and October, it had issued similar rulings on the Treaty on European Union (TEU). This double decision comes as the European Commission suspended the approval of Poland's €36 billion recovery plan, including €23.9 billion in EU grants, due to concerns about the rule of law. On 19 November, the Commission also sent a letter to the Polish government as a prelude to the launch of a procedure that could lead to the suspension of EU funds under the budgetary conditionality regulation. The confrontation between the Polish government and the European institutions, primarily the Commission and the European Court of Justice, has been presented by the Polish government as a struggle of principle between the primacy of European law, which was allegedly being imposed excessively on Member States, with "the national legal order and the supreme force of the Constitution” being under threat. The Polish Prime Minister, Mateusz Morawiecki, explained that the implementation of EU law, as requested by the CJEU, would lead to "a fundamental lowering of the constitutional standards of judicial protection of Polish citizens, and unimaginable legal chaos". Beyond the grandstanding and responses in support of an effort to defend the sovereignty of peoples, it appears that the weakening of these constitutional norms in recent years in Poland is precisely what has led the Constitutional Tribunal to partly denounce the TEU (European Union) and the European Convention on Human Rights (Council of Europe), and that the quarrel over the primacy of European law is essentially a smokescreen to hide this situation.

72. Europe’s invisible divides: How covid-19 is polarising European politics

Abstract:: The lived experience of the covid-19 pandemic has split Europe just as the euro and refugee crises did, with the south and the east feeling much more badly affected than the north and the west. Some people were affected directly by illness, some only experienced economic consequences, while others feel untouched by covid-19. The economic victims are more likely than others to say that restrictions have been too severe, and they tend to be more sceptical about their governments’ intentions behind lockdowns. Europeans are divided over what they believe to be governments’ motivations behind restrictions: the Trustful have faith in governments; the Suspicious believe rulers want to cover up failings; the Accusers think governments are trying to increase their control over people. Splits are appearing between those who believe that, in the context of the pandemic, the biggest threat to their freedom comes from governments, on the one hand, and those who fear the behaviour of their fellow citizens, on the other. There is a major generational divide, with the young more likely than the old to blame governments for the ongoing impact; the young also feel more badly affected. Poland, Germany, and France could each be emerging as archetypes for post-pandemic politics.

Abstract:: In her policy paper, our research fellow Danielle Piatkiewicz provides an in-depth review of President Biden’s first 100 days in office. Piatkiewicz particularly examines Biden's new transatlantic strategy and how it affects the Central and Eastern Europe region. So far, the US administration’s focus on tackling immediate shared threats has called upon their EU allies to take a stronger role and to continue to invest in its own defense capabilities. This includes not just investing in stronger NATO cooperation, but also the strengthening of economic and security support in CEE region through various avenues. For the CEE region, it will be a true test to see how they adapt towards a Biden administration – the deterioration of democratic processes and rule of law will certainly come to haunt the region, but the question remains to what extent? For Poland and Hungary, whose relations flourished under Trump’s administration, may have to reevaluate their posture to adhere to the pro-democratic policies that the Biden administration will certainly call for, and this can lead to a splintering within the V4 particularly between Slovakia, Czech Republic and Poland and Hungary.

Abstract:: Moscow’s resurgent foreign policy and the undemocratic rule of President Vladimir Putin ended the relatively friendly relations that had been possible between Russia and the West in the 1990s. In the seven years since Russia annexed Crimea and started a war of attrition against Ukraine, the security situation in the transatlantic region has continuously deteriorated. The Kremlin has demonstrated hostility towards the West, crises and security issues have continued to multiply instead of being resolved, and the risk of outright conflict has come close to Cold War peaks. There is an obvious and urgent need to lower tensions, but Moscow prefers to demonstrate its readiness to escalate. This report analyses Western-Russian relations and proposes a way forward for conducting dialogue with Russia. It offers an analysis of Russia’s relations with NATO and the EU, an overview of the bilateral relations of various Western countries with Russia, a glimpse of China’s role, and an assessment of the main interests and contentious issues in Western-Russian relations.

75. The ‘Magnificent Seven’ of European Defence Integration

Abstract:: Defence cooperation in the EU is growing, reflecting the European citizens’ view of the EU as a security enhancer. This policy paper takes stock of current developments and analyses the positions of seven EU member-states on defence integration (France, Germany, Italy, Spain, Poland, Portugal, and Greece). The ‘Magnificent Seven’ are key players in this process, not least because of their large defence budgets and their engagement in the existing forms of cooperation. We examine the defence budget of the seven countries and their breakdown, as well as their participation in Battlegroups, EU military operations and missions, and PESCO projects. The analysis provides significant insights on the national defence priorities. The seven countries form overlapping clusters, according to their political status and aspirations in the European integration process, their economic condition, their geographical location, and their relations with the US and NATO. All of them are facing significant dilemmas and engage in subtle balancing acts, which explains the slow and arduous path of European defence integration.

Abstract:: The paper explores the application of behavioural data analysis in the credibility assessment of a speaker. It presents how researchers investigate non-verbal communication, expressions of emotions or indicators of arousal to evaluate congruency using audiovisual material. Furthermore, the case study of Polish political activist Kaja Godek’s explanatory statement of an anti-LGBT bill on October 28, 2021, suggests possible ways, in which the automated system FaceReader (and Facial Action Coding System as its theoretical background) may enrich methods of social science. As a result, it offers an example of an innovative approach towards political communication and the credibility of an argument.

Abstract:: The aim of the article is to present the results of the survey on the structure of the discourse on Poland present in the content of various Chinese newspapers and magazines. In the first part, we provide an overview of the history, characteristic and development trends of the Chinese newspaper market. In order to construct the collection of messages about Poland and Poles, a query was carried out in 172 journalistic materials published in 2015-2020. The first step of analysis performed in this research was the lexical analysis of the Chinese print media gathered in the text corpus of app. 160 thous. words. Additionally, the authors of the article used text mining analytics software to extract the main concepts. The next phase of the survey was the computer assisted content analysis. For the research purposes 150 categories dictionaries were created. Those dictionaries consisted of the set of words gathered on the same semantic basis. The unit of the analysis in this phase of the research was a single paragraph (N=2465 units) and the results of this analysis were the hierarchy and key-ness of collective symbols, themes, actors and places present in the press discourse on Poland. In the last part of the research—as a result of factor analysis—the structure of the discourse on Poland in the Chinese press was reduced to 9 strongest factors determining which different (detailed) categories have the tendency to co-occur and that is why they create easily distinguishable configurations.

78. The image of Chinese and Japanese Theatre in selected popular and artistic press printed in Poland in 1930s

Abstract:: Journalists who described Oriental theatres usually based their narrative on personal experience. Both specialist, mass and popular press paid particular attention to elements that distinguished Japanese and Chinese theatre from their European counterpart. The length of performance, innovative technical solutions, different acting style were the elements that received most attention. Nonetheless, sometimes it was impossible to explain the origins of those differences. Furthermore, the above-mentioned differences usually spoke against Chinese theatre. It was criticized for different music, moveable stage scenery, exaggerated acting that was hard to understand. Such attitude was the result of lack of understanding of Chinese opera’s conventions. On the other hand, press eagerly commended the richness of Chinese actors’ costumes and ,,shadow puppet theatre”. Moreover, Polish press also stressed that both classical and modern Chinese theatre enjoyed immense popularity among Chinese people. Polish press went easy on theatrical art in Japan depicting differences that were in many cases the same as in Chinese theatre as something neutral, even positive as it gave the play magical touch. Sometimes it was emphasized that Japanese theatre could become a source of inspiration for its European counterpart. It was praised for masks, costumes, moveable stage scenery and music. It is interesting that in the last two instances Chinese theatre was looked down on. Polish press also spoke favourably of puppet theatre and ,,Takarazuka” performances. On the other hand, magazines’ opinions on acting varied.

Abstract:: Around the time of President Joe Biden’s first trip to Europe in June 2021, US-Polish relations experienced a short, but intense, rough patch. Missteps on both sides caused the problems, including fears on the Polish side of a high-handed US attitude and a general lack of consultation on issues (like Nord Stream 2) that Poland regards as critical. Some Poles started questioning the good faith of their biggest ally. The US side, for its part, thought Poland was ignoring US overtures and assuming the worst of the United States. Draft legislation that would target the largest US investment in Poland (the TVN television network) generated US concerns about both the investment climate in Poland and political pressure on independent media. In short order, wiser counsel emerged on both sides, and top-level discussions may ease the sense of tension. 1 But, the episode suggests that problems have developed in what has been (and should remain) one of the closest transatlantic relations. Both the United States and Poland need to look hard at what this relationship can do for both countries and for the transatlantic relationship, and at the sources of problems.

Abstract:: This research paper examines the critical external and internal challenges that faced NATO at its 70th anniversary, and how the policies of two members – Norway and Poland – can influence the internal cohesion of the Alliance and thus its ability to provide security to all its members. The survival of NATO as a viable security actor will depend on its capacity to maintain internal cohesion, a crucial factor influencing its ability to address external risks, challenges and threats in the increasingly turbulent international environment. This study places the debate in the broader context of discussion on alliance survivability in general, maps the external and internal challenges facing the Alliance after seven decades of its existence, and examines possible risks that the policies of Norway and Poland may pose to NATO’s internal cohesion and thus its ability to react to external challenges.

85. Assessing the economic, societal, and cultural benefits of YouTube in Poland

Abstract:: This study assesses YouTube’s contribution to GDP and employment in Poland, and its broader impact on society and culture. YouTube enables Polish content creators to reach a large domestic and international audience. This supports substantial economic value for those who earn income from the platform, for example as they are paid a share of the revenues from advertising placed alongside their videos. A YouTube presence can also help creators earn revenues from other sources, such as product sales, brand partnerships, or live performance engagements. These revenue sources not only support jobs and income for the creators themselves, but also wider activity in supply chains, and through workers’ spending. In total, our economic modelling suggests that YouTube’s creative ecosystem contributed around €98 million to the Polish economy in 2020 and supported 11,000 full-time equivalent jobs. In this report we outline our economic analysis, as well as the findings of wider survey research to investigate how YouTube can build skills and knowledge amongst users; enrich and promote Polish culture; and sustain careers for content creators. We also highlight how YouTube has proved helpful during Covid-19. Alongside the findings from our economic modelling and surveys, we present a series of case studies to highlight th the personal stories of successful Polish content creators.

Abstract:: In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

Abstract:: The unfavorable demographic situation and the falling number of births resulted in an increased interest among Polish politicians in introducing tools to social policy that would reverse this negative trend. Implemented to social policy by Prawo i Sprawiedliwość Party in 2016, the “Family 500+” benefit has become such a tool. According to the government’s intention, this financial aid for families with children aims to reverse the decline in the number of births observed for many years and reduce the scale of poverty among families with the most complex financial situation. After several years of the “Family 500+” Program in force, it is difficult to clearly define whether the goals were achieved and whether the expenses for financing the program were adequate to the results. The aim of the article is an attempt at the assessment of the functioning of the Family 500+ Programme. Both the statutory assumptions of the programme, the costs of its functioning, and its results so far were analyzed. The central part of the analysis covered the period 2016–2019.

Abstract:: The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

Classification of political parties concerning their ideological families has been proposed. Next, the article presents a typology based on the party’s attitude to the discussed problem, distinguishing the following categories of parties: the proponents of apportioning, the opponents of abortion, heterogeneous parties, and parties that do not express an opinion on this issue.

Abstract:: The agreement of the round table signed on April 5, 1989, resulted in the creation of the government of Tadeusz Mazowiecki (September 12, 1989) and the end of communist rule in Poland. However, it should be pointed out that the agreement of the round table is currently often criticized. It is claimed, among other things, that the agreement was a form of “unification of the elite” (the term Jack Kuroń) to obtain financial and political benefits. As a result, the mixed communist-solidarity elite has taken over power in the country, guided solely by their own interests. It is also stressed that the contract has enabled the Communists to retain enormous influence in the special services, state administration, various institutions, the economy, and finance. On the other hand, these irregularities have been attributed to the solidarity elites who consider the round table agreements to be persistent. Other parts of the solidarity elite treated the round table exclusively as tactical action to take power away from the Communists.

Abstract:: National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Abstract:: Among many demographic changes, one of the most evident now is the aging of the population, the consequences of which are increasingly leaving a mark on the directions of social policy. In connection with the aging of the population and positive aspects, manifestations of ageism, based on stereotypes and negative attitudes toward older people, are also more and more noticeable. Sometimes, these are discriminatory practices against older people encountered in the health sector, the labor market, public offices, and others. The research presented in the article aimed to identify age discrimination and its manifestations among older people. The purposive sampling technique was used to choose the research sample – the assumption was to examine active older people related to a large city who get involved and participate in various activities and projects carried out for them by nongovernmental organizations. The method of a diagnostic survey with a questionnaire, which included both closed and open-ended questions, was used in the research. The research was intended to help answer the following questions: do older people notice age discrimination, and have they experienced worse treatment because of their age? How many of the surveyed seniors experienced worse treatment and what forms (most often) did it take, and where did it happen?

Abstract:: In this paper, the authors attempt to prove that the Polish position on developing the EU’s Common Security and Defense Policy (CSDP) was skeptical, despite entries in political and strategic documents which emphasized its great significance for Polish security policy. It is evidenced by Poland’s low level of involvement in EU missions and operations and other undertakings in the CSDP area. The central hypothesis adopted at the beginning of the research is that Poland has always treated security and defense within the European Union as a kind of complement to the potential and capabilities developed within the framework of the North Atlantic Alliance, and the Polish involvement in CSDP has never been adequate to the provisions contained in political and strategic documents. Poland’s stance resulted, on the one hand, from the weakness of the CSDP’s political framework, which was shaped by numerous compromises among its member states, and on the other hand, from the political elite’s conviction that only NATO’s, and de facto the United States’, security guarantees are credible. In this paper, the authors analyze Poland’s previous experience resulting from polish participation in the policy in question and the evolution of Poland’s position toward its development in the context of the Republic of Poland’s security interests formulated in political and strategic documents.

Abstract:: The anti-gender movement has been gaining prominence since the 2000s, supporting the idea that gender theory is wrong and unscientific. Conservative civil society organizations (CSOs) have played a leading role in promoting the ideas and demands of the movement. Recent studies have elaborated on the relationship between right-wing populism, Church and anti-gender movement; however, it is still significant to further the studies focussing on the involvement of conservative CSOs in the movement. To serve this aim, this paper will analyze the role of conservative CSOs in the anti-gender movement in Eastern Europe, with particular focus on three conservative groups in Croatia, Slovakia and Poland, providing a ground against gender equality politics. The online presence of three groups – “Vigilare”, “Aliancia za rodinu”, and Centrum Wspierania Inicjatyw dla Życia i Rodziny" will be investigated with thematic analysis. This study argues that contrary to the linear relationship between civil society and democratization established by the mainstream liberal view, conservative CSOs operating within anti-gender movements work to the detriment of democracy.

96. Digitalisation of Poland's post-COVID economy – how to make the best use of the EU Recovery Fund?

Abstract:: In this report, we show that the level of digitalisation of the Polish economy as a whole is behind European benchmarks and that it is insufficient. This has two dimensions – one is the overall low digital literacy of Polish society and the low demand for digital services, while the other is the insufficient digitalisation of business activities which stems from inefficient programmes and incentives in this respect. These dimensions overlap – human capital deficiencies reduce the benefits from digitalisation efforts on the part of enterprises while digitalisation itself is performed in an inefficient way. We analyse digitisation in several sectoral dimensions to understand the challenges facing specific segments of the Polish economy. We show that the deficiencies in digitalisation are uneven: small firms are lagging behind large firms, while manufacturing firms use existing digital solutions in inefficient ways, lacking integration and strategic vision. Given the existing empirical evidence, improvements in these areas can positively contribute to the costs of running a business and to the way a business is organised as well as improve the allocative efficiency. Improving the degree of the use of digital technology in manufacturing can contribute to maintaining the cost-competitiveness of the sector while digital process innovations can shift it towards non-price competitiveness. Improvements in the digitisation (and digitalisation) of the services sector will help with consumer outreach and facilitate entering foreign markets, in particular for small firms. Last but not least, in light of the identified list of needed improvements, we comment on the potential use of the EU Recovery Fund which was agreed in July 2020 to mitigate the social and economic damage of the COVID-19 pandemic in EU MS. Thanks to this earmarked budget, the European Commission (EC) will be able to borrow EUR 750 billion from capital markets and redistribute it among MS as grants and loans between 2021 and 2027.

97. In search of new opportunities. Circular migration between Belarus and Poland, Slovakia and the Czech Republic

Abstract:: We are pleased to present the report on circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic. It is the product of a fruitful collaboration between four research institutions – Warsaw-based CASE – Center for Social and Economic Research, CASE Belarus, the Institute for Politics and Society (Czech Republic), and the Institute of Economic Research, SAS (Slovakia). The partners teamed up to implement the project “CIRCMIGR: Improving circular migration between Belarus and Poland, Slovakia, and Czechia”. Additionally, Youth Labour Rights, an NGO based in Belarus, was responsible for launching and maintaining a website addressed to Belarusians interested in working in Poland, Slovakia, or the Czech Republic. The implementation of this project was possible thanks to co-financing from the governments of Czechia, Hungary, Poland, and Slovakia through Visegrad Grants from the International Visegrad Fund. The report examines the social and economic drivers and impact of circular migration between Belarus and Poland, Slovakia, and the Czech Republic. The core question the authors sought to address was how managing circular migration could, in the long term, help to optimise labour resources in both the country of origin and the destination countries. In the pages that follow, the authors of the report present the current and forecasted labour market and demographic situation in their respective countries as well as the dynamics and characteristics of short-term labour migration flows between Belarus and Poland, Slovakia, and the Czech Republic, concentrating on the period since 2010. They also outline and discuss related policy responses and evaluate prospects for cooperation on circular migration. Circular migration flows between the countries examined in the report were affected by two events that occurred in 2020. The first was the COVID-19 pandemic. The worldwide spread of the coronavirus caused three major shocks – to public health systems, to states’ economies, and to the global financial system. The pandemic also temporarily closed borders and essentially stopped international migration. These measures, together with the border restrictions and lockdown measures which followed the onset of the COVID-19 pandemic, have affected circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic as well. Surprisingly, in the case of Poland, however, this influence was limited in time and related only to the first months of the pandemic (March-April 2020). In fact, 2020 was the sixth consecutive year since 2014 during which the number of documents issued to Belarusian nationals as part of the simplified system of employing foreign nationals in Poland increased. Longer-term effects of the COVID-19 pandemic on circular migration patterns and related policies are yet to be seen, but preliminary observations are presented in the respective chapters. The second event that occurred in 2020 which affected circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic was the Belarusian presidential election held in August. The announcement of the official results, according to which Alexander Lukashenko could commence his sixth term in office as the president of Belarus, provoked political demonstrations and mass anti-government protests across the country. As a result, officially due to the COVID-19 pandemic, the Belarusian government closed land border crossings for people wishing to leave the country from 21 December 2020 until further notice. This issue, as it is rather recent and thus difficult to evaluate fully, is just signalled in the report. The report is divided into five main parts. It starts with the executive summary, which discusses the concept of circular migration and synthesises the main findings of the country chapters. The country-specific section includes a chapter concentrated on Belarus, followed by chapters dedicated to the Visegrad Group countries under study – Poland, the Czech Republic, and Slovakia. Each country chapter ends with a set of recommendations addressed to policy makers. Notes on the contributors can be found at the end of the report.

Abstract:: The phenomenon of climate change, observed for years and constantly intensifying, has had a negative impact on health, significantly deteriorating the quality of life of people in many regions of the world, including Poland. Already now we are dealing with increasingly frequent extreme weather phenomena; hurricanes, storms and increasingly longer heat waves no longer surprise us. Unfortunately, this is merely the beginning of the negative effects of climate change. Others will come before long. In the coming years, many other new threats will be observed, such as flooding of ocean islands, desertification of areas exposed to water scarcity or serious loss of biodiversity, which will translate into food security. Unfortunately, it does not end there.1 The greenhouse effect is a process by which radiation from the Earth’s atmosphere warms the planet’s surface to a temperature above what it would be without this atmosphere. We can differentiate short-term solar radiation (0.15-4.0 nm) and long-term radiation. Thermal radiation escapes into the cosmic sphere and heat radiation returns to the ground, being stopped by a layer of GHG – greenhouse gases (CO2, CH4, N2O, SF6, water vapor etc.), which warm up Earth’s athmosphere to a dangerous level – even a 1°C degree increase (in comparison to pre-industrial level, when emissions stared to rise) in the average world temperature can be detrimental to human health and change the conditions of life on this planet (Figure 1). However, we currently face a risk of global warming even up to 3°C degrees, unless GHG emissions are significantly reduced. Any further rise of the global temperature will have deteriorating impact on people and whole humanity, as well as staying at the current level of emissions.

99. What next for NATO? Views from the North-East Flank on Alliance Adaptation

Abstract:: NATO leaders have invited Secretary General Jens Stoltenberg to present proposals at their next Summit for measures to reinforce Alliance unity, increase political consultation and coordination between Allies, and strengthen NATO’s political role. To support his reflection process, the Secretary General has appointed a group of ten experts. Only one of these represents the 14 of 30 Allies who have joined NATO since 1999. In this policy paper we set out issues, concerns and expectations about NATO’s future adaptation from the perspective of the three Baltic states and Poland, based on a series of interviews with several senior officials and members of the expert community in each of the four states. While not identical, the views of our interviewees were close. They broadly agreed that while NATO faces a multitude of threats, Russia is by far the most serious. In response, NATO should prioritise—and enhance—its core task of collective defence. However, they recognised, it is essential for NATO to maintain a balance between the security interests of all Allies. They support the 360-degree approach and are ready to back and participate in efforts to deal with threats from other regions too. NATO should also retain its core tasks of crisis management and cooperative security. The Covid-19 pandemic suggests that NATO should re-calibrate the crisis management task to better reflect the need for collective support to the civilian authorities in large-scale efforts to deal with crises on Alliance territory. Our interviewees were generally cautious about otherwise expanding NATO’s roles and responsibilities, arguing that the Alliance should consider where it can add value, while avoiding overreach. They saw, for example, only a modest role for NATO in dealing with the challenge from China. They were, however, supportive of the Alliance developing further its global network of partnerships, both with states such as Australia, Japan and South Korea, and with other international organisations, notably the EU. NATO should also continue its cooperative security efforts with a focus on states in the immediate neighbourhood. And while further NATO enlargement is unlikely at present, the door should certainly remain open. Interviewees in all four states expressed concerns about the tensions within the Alliance and the lack of US leadership. While these tensions persist, it is probably unwise to consider drafting a new strategic concept. Nonetheless, the internal challenges might be eased if the Allies are prepared to use NATO to a greater extent as forum for consultation on a wide range of security issues.

100. Until Something Moves: Reinforcing the Baltic Region in Crisis and War

Abstract:: NATO’s ability to efficiently move large and heavy armed forces into and across Europe is a key aspect of its deterrence and defence posture. In establishing the enhanced Forward Presence in Poland and the three Baltic states, NATO leaders acknowledged that credible deterrence would also require these small multinational forces to be underpinned by a robust reinforcement strategy. In this report, we examine this key aspect of NATO’s defence and deterrence posture as it relates to the Baltic region. In a crisis, military movement in Europe is likely to be confronted by legal and procedural obstacles, by the limited capacity of infrastructure, and by issues related to coordination, command and control. The severity of these problems would vary according to the type of crisis. For an operation to restore Alliance territory following an armed attack, the sheer scale and breadth of NATO’s requirements for military movement would present a major challenge to Europe’s transport infrastructure, and to prioritisation and coordination efforts. NATO has had little practice in reinforcing Allies at scale since the end of the Cold War. A preventative deployment to respond to a potential crisis, meanwhile, would put a premium on speed of movement. In this case, legal and procedural obstacles may be more problematic as timescales for dealing with the bureaucracy would be similar to the timescales for the movement itself. NATO and the EU have cooperated widely to mitigate the legal and procedural challenges of moving armed forces across the European continent, but the processes in place remain numerous and complex. NATO and the EU have also collaborated on the harder task of ensuring that transport infrastructure is suited to military needs. Movement would be challenged by both physical constraints, such as weight limits on roads and bridges and traffic volume restrictions for rail transport, and procedural ones, such as the limitations of the contractual arrangements necessary to enable the use of civilian railway wagons and heavy equipment transporters for military purposes. Such constraints, while manageable in peacetime, may make it difficult to meet the armed forces’ requirements for large-scale movement during crisis. Furthermore, the Baltic region also lacks supporting logistics infrastructure, for example for receiving and staging (and sustaining for extended periods) forces that have arrived in the region. A third set of challenges arises from the need for coordination among the multiple agencies involved in the movement of armed forces. Even amongst movement specialists there is no clear picture of how these agencies would work together during crises or of how movements would be prioritised to serve the operational needs of the Joint Force Commander.
