1. Examining Changes in Regional Cooperation in Central Europe from a Polish Perspective

Abstract:
The Visegrad Group (V4), until recently the most active and multidimensional cooperation platform in Central Europe, does not serve currently to strengthen the voice of the region on the most essential issues concerning its security. This is because Hungary’s stance on Russia’s attack on Ukraine is different than that of its partners. That is why Poland is tightening relations with the other Visegrad countries—Czechia and Slovakia. At the same time, Poland is also intensifying cooperation with the Baltic states, which has its source in joint actions on security and eastern affairs in the years preceding the war.

Abstract:
Turkey’s actions towards Belarus show that the country plays a greater role in Turkish foreign policy than bilateral relations might suggest. It would be beneficial for Turkey’s Western allies, including Poland, to take this factor into account in the dialogue with their Turkish partner on the political use of the migration through the Belarusian-Polish border by Alexander Lukashenka’s regime and on the political situation in Belarus.

Abstract:
Moscow’s resurgent foreign policy and the undemocratic rule of President Vladimir Putin ended the relatively friendly relations that had been possible between Russia and the West in the 1990s. In the seven years since Russia annexed Crimea and started a war of attrition against Ukraine, the security situation in the transatlantic region has continuously deteriorated. The Kremlin has demonstrated hostility towards the West, crises and security issues have continued to multiply instead of being resolved, and the risk of outright conflict has come close to Cold War peaks. There is an obvious and urgent need to lower tensions, but Moscow prefers to demonstrate its readiness to escalate. This report analyses Western-Russian relations and proposes a way forward for conducting dialogue with Russia. It offers an analysis of Russia’s relations with NATO and the EU, an overview of the bilateral relations of various Western countries with Russia, a glimpse of China’s role, and an assessment of the main interests and contentious issues in Western-Russian relations.

Abstract:
The Three Seas Initiative (TSI) is a new Polish-Croatian initiative of regional cooperation in Central Europe, launched in 2016. The goal of TSI was from the beginning cooperation in the areas of: energy, logistics and transport as well as digital cooperation. The aim of the article was to present the conditions of cooperation under TSI, to evaluate the activities of the TSI investment fund, the CEEplus stock index and selected projects implemented under the TSI. Opportunities and challenges currently facing TSI are presented, including the new EU budget, the COVID-19 pandemic and its impact on the region's economy and the influence of external actors. TSI became part of the tradition of Polish political activity in the region of Central and Eastern Europe. From 2018, the Initiative moved from the concept phase to the implementation phase. The concrete “success story” will determine the effectiveness of TSI cooperation.

His appointment fits into the logic of a larger government reshuffle, expected this fall, which aims for a greater centralization of power. Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

Abstract:
Thank you very much for the invitation and thank you for allowing me to speak to you about the United Nations and its role in Central and Eastern Europe. This is probably the first time in the history of our conference that we are discussing the United Nations. I will argue that there is a lot that we as Eastern Europeans can do together and how our coop- eration within the UN can be more fruitful and useful for all. I would like to first discuss how we can cooperate better in the General Assembly, Security Council and the United Nations Secretariat. Where are the opportunities? Where are the challenges? What else should we consider and be aware of? Let us begin with the historical context: what has been the role of the UN for Central and Eastern European countries? During the communist era, we were denied indepen- dence or sovereignty, thus the real interests of our countries were not represented on the global stage. There were of course communist embassies, very close coordination with Soviet diplomats, and weekly or even daily instructions coming from Moscow. This was the case until 1989. Then communism collapsed and our countries regained their inde- pendence and sovereignty. Initially, in the early 1990s, the UN was visibly present in East- ern Europe as a result of civil wars and ethnic conflicts. UN peacekeepers were a familiar sight, serving on various missions seeking to reestablish peace and stability. Then, I would argue, the role of the United Nations in our regional diplomacy and politics declined as the 20th century drew to a close and the 21st century began. This was due to the very powerful roles played by the European Union, NATO and the OSCE. These organizations eclipsed in importance the seemingly distant United Nations in New York City. Now, the situation is changing again, and we are witnessing a resurgence of the UN’s impact on Polish and European diplomacy. The UN is gradually reestablishing its role as useful platform through which Poland can play an active and leading role in promoting the political and economic interests of our region. It is particularly noteworthy that the Polish Minister of Foreign Affairs Jacek Czaputowicz spent the majority of May 2018 in New York – not enjoying the beautiful Big Apple, but working long hours, leading the various debates within the Security Council – giving Polish foreign policy a critical platform on the world stage.

9. U. S. Diplomatic and Humanitarian Impact Supporting 1918 Re-Emerging Poland: House, Lord and Hoover

Abstract:
This paper aims to underline a certain dichotomy in the pre-World War II and present perception of the events preceding the history of the re-establishment of Poland on No- vember 11, 1918. Although the historical facts were duly recorded, described and analyzed by the his- torians – the subsequent prevailing ideological interpretations did not fully integrate the events described in this paper into the official school programs of the interwar (1918–1939) II Republic of Poland. The major role for the policies responsible for the rebuilding of the Polish national state after 123 years was then allocated, according to the political beliefs of scholars to either Marshal Józef Piłsudski or Roman Dmowski, and their respective political ideological camps. Hence, the Polish high school students of that period had then only very limited knowledge of the events largely shaped by the Western Allies behind the scene or at the Versailles Conference of 1919 – by the Allied powers, who after all had a decisive role in reshaping the post-World War I map of Europe. Furthermore, because of the Communist take-over of Poland in 1944 and thereafter the total reshaping of school programs during the existence of the Polish People’s Repub- lic until 1989, the presentation of the basic historical facts (rejected by the Communists) were either totally falsified or largely by-passed. Hence, whole generations of Polish high school students educated then – still have huge gaps in the perception of the modern history of their own nation. The above facts lead me to attempt to research anew and to popularize some cir- cumstances, which largely favorably shaped support for the Polish cause after World War I, especially since they were created by the United States.

Abstract:
If Poland’s president gets his way, the Pentagon might soon start building Fort Trump on Polish soil. Permanently posting thousands of American troops in Poland, however, isn’t the best way to convince NATO allies that America will defend them from Russian aggression. American boots on the ground in allied territory have long been the standard signal of Washington’s commitment to its allies. New circumstances, however, demand a new means of reassurance: substituting advanced unmanned weapons and off-shore military capabilities for vulnerable ground forces. In an era where the White House spurns investing blood and treasure to defend its allies, weapons that counter Russian capabilities but pose little risk to US personnel—like drones and ship-based air defense systems—can more credibly signal Washington’s commitment to its allies. While a US base remains the gold standard of reassurance measures, the Pentagon has relied on small, rotational deployments of ground and aviation units to the NATO states most threatened by a resurgent Russia.

Abstract:
his article will analyse the academic literature on Poland’s Foreign Policy by focusing on its used theoretical approaches. It will be done through the analysis of the example of Poland’s relations with Russia, which it is believed depicts the broader tendencies in the aca- demic literature on Poland’s Foreign Policy. Three approaches will be identified – lack of a clear theoretical or methodological perspective, historical perspectives and constructivism. The pa- per concludes that overall Poland’s relations with Russia are understudied, and this opens up opportunities to conduct new research on Poland’s foreign policy and to bring new findings on the factors driving it.

Abstract:
Before the bing-bang enlargement of the EU in 2004, the Union needed to define a coherent policy towards its new neighbours. The European Neighbourhood Policy was formulated when Poland became a member of the EU. Due to its close ties with the Eastern European countries, Poland tried to shape the EU foreign policy towards its neighbouring countries and became their advocate in Brussels. In 2009 it succeeded in establishing the Eastern Partnership as one of the dimensions of the European Neighbourhood Policy.

Abstract:
Socrates' pupil Chaerephon once asked an oracle “who is the wisest of all men?” The oracle responded that Socrates is the wisest of all because of his self-awareness. According to philosophers from Socrates to Montaigne, Spinoza, Kant, true wisdom and full knowledge may be a utopian fantasy. In a world of uncertainty where mistakes are unavoidable facts of daily life for citizens and politicians alike, how politicians will be able to avoid foreign policy mistakes is the main concern of this book. There are some other questions of crucial importance which the book deals with: What are foreign policy mistakes and how and why do they occur? The answers to those questions are available in this book and it concentrates on the concept of power. Regarding the concept of power, the main question is “kto-kovo?” (Lenin's famous question, “who controls whom?”) The answers to the question “what are foreign policy mistakes?” and conceptualizing foreign policy mistakes are quite blurry and complicated. There may be lots of different kinds of mistakes, such as violating moral rules, lack of cognitive judgment, and policies costing too much and having unanticipated and undesirable results. The mistakes can be classified as omission (too little/too late) and commission (too much/too soon). For example, mistakes of omission are evident in the British policies towards Germany which failed to deter Germany's occupation of Sudetenland in 1938 and to reassure the Russians that they would negotiate an alliance against Germany. This failure of the British decision makers led to a non-aggression pact between Stalin and Hitler in 1939. The Katyn Forest massacre exemplifies best how Soviet Russia misperceived the gains in cooperating with Germany in the removal of Poland from the map of Europe because according to the authors, the Soviet decision to execute Polish POWs and bury them in the Katyn Forest is a foreign policy decision that falls into three domain; morality, intelligence and policy. It was a violation of international law, based on a diagnostic judgement blinded by ignorance of the future and by communist ideology, which led to a prescription for a policy action that alienated future allies.This, at the same time illustrates the mistake of commission (too much/too soon) and moral failure. Foreign policy choices are not only concerned with rational choices, but, as Axelrod and Jarwis clearly defined it, they also stem from some sources of mistakes such as subjective cognitive maps, heuristics, attribution errors, desires to maintain cognitive consistency and avoid cognitive dissonance, selective attention, and other emotional or cold cognitive biases. Khong explains why human beings are “creatures with limited cognitive capacities” by emphasizing that leaders, like every human, tend to turn to historical analogies for guidance when confronted with novel foreign policy challenges. However the issue is that the result is often a foreign policy mistake since this only helps the leaders “access analogies on the basis of surface similarities”.

Russia's relations with Poland in the post-Soviet period have been greatly affected by their divergent historical narratives that have shaped their dominant identities and have been further promoted by the political elites to maintain these identities. However, Moscow's attempts to project a more positive image in Poland in recent years have involved re-articulating some elements of the official narrative. Drawing on social constructivism, this article presents a theoretical framework that can be applied to an analysis of Russia's foreign policy, and illustrates its benefits by examining Russia's policy towards Poland.

In Autumn 2011, parliamentary elections took place in Poland and Spain. In both countries centre-right parties came out triumphant, but the new governments will hold power in extremely challenging times. The much-desired economic recovery in the EU has yet to come to pass and economic issues will dominate national political agendas. Poland Prime Minister Donald Tusk's coalition government of Civic Platform (PO) and its junior partner, Polish People's Party (PSL), will have to make significant reforms to reduce public debt and minimize the risk of recession. In Spain, however, Mariano Rajoy's People's Party (PP), the majority government, will have much harder work to do. It will need to restore international confidence in the Spanish economy, implement further measures aimed at stimulating economic growth and reducing the country's record-high unemployment. The success will depend on close cooperation among EU member states. Indeed, it is not only European economic recovery at stake but also the future of European integration. The present difficulties have been feeding euroscepticism and doubts about the integrity of the EU. With their strong record as the most vocal supporters and beneficiaries of the membership to the bloc, Poland and Spain could champion efforts advocating solidarity and further integration in the EU. The urgency and scale of the issues concerning the Union give a perfect opportunity for these new governments to renew a common agenda and enhance their bilateral relationship.

18. Rebranding Russia: Norms, Politics and Power

Abstract:
This working paper argues that Russia is in the process of re-branding itself internationally, with a variety of normative arguments increasingly creeping into its wider international discourse. By appealing to norms, Russia tries to reformulate the key messages it sends to the world and implant the concept of its power worldwide. Yet given that Russia's normative messages are often met with scarce enthusiasm in Europe, it is of utmost importance to uncover how the normative segment in Russian foreign policy is perceived, evaluated and debated both inside Russia and elsewhere. Within this framework, this paper focuses on a set of case studies highlighting the normative and non-normative dimensions of Russian foreign policy. These include Russia-EU transborder cooperation, Moscow's policies towards Estonia, Poland, Ukraine/Georgia and the UK, Russian strategies in the 'war on terror' and energy issues.
