Jihwan Hwang, a professor at the University of Seoul, predicts that the strengthening alliance between North Korea, China, and Russia could enable North Korea to overcome its international isolation, weakening the influence of the US-South Korea alliance and increasing China’s leverage over the Korean Peninsula. Dr. Hwang points out that even without the establishment of a new Cold War order, the strengthened cooperation among the authoritarian regimes will pose a significant strategic challenge to South Korea. As Seoul’s approach to Pyongyang has been based on a unipolar system led by Washington, Dr. Hwang highlights the need for South Korea to explore new approaches to address the changing security environment.

The first four months of 2023 brought no progress or respite in inter-Korean relations. Pyongyang sent no further drones into Southern airspace as it had in December, but continued to rattle Seoul with tests of advance weaponry and ever more lurid nuclear rhetoric. South Korea hardened its language and stance, with a restored emphasis on human rights in the North—now officially defined as an enemy once more. ROK President Yoon Suk Yeol also found enemies within: leftists who made contact with the DPRK in third countries were no longer ignored but prosecuted. More ominously, so were four top officials who served the previous president, Moon Jae-in, over how they handled two difficult inter-Korean incidents in 2019-20. Elsewhere, Seoul complained in vain about Pyongyang’s abuse of its assets in two defunct joint ventures: stealing some, destroying others. Soon after, the North stopped answering the phone. It is hard to see how North-South relations will improve, but all too easy to imagine them getting even worse.

Regional and global summits presented high-level platforms for China-South Korea engagement in November. The summitry showed that the relationship had returned with solidity with the resumption of international meetings and in-person exchanges. Although the Xi Jinping and Yoon Suk Yeol leaderships advanced diplomatic exchange, concerns emerged over enduring political and security constraints and growing linkages with the economic relationship. Kim Jong Un’s escalation of military threats, through an unprecedented number of missile tests this year, challenged Xi-Yoon bilateral and multilateral diplomacy. China-North Korea bilateral interactions, while brisk, primarily relied on Xi and Kim’s exchange of congratulatory letters around significant founding anniversaries, China’s 20th Party Congress, and expressions of condolences after the death of former Chinese leader Jiang Zemin. The UN Security Council’s failure to take unified action on DPRK threats prompted South Korea to voice frustration with China and expand cooperation with US and Japanese partners. Such responses only reinforced concerns raised in recent leadership exchanges, and Korean domestic division over Yoon’s diplomatic strategies.

Continuing a trend from the May-August reporting period, the final reporting period of 2022 in US-Korea relations was marked by an accelerated ratcheting up of tension. In short, numerous problems reared up on the Korean Peninsula from September-December, and good solutions have been few. And not only does this describe relations between the US and North Korea, but in their own, friendly way also the situation between Washington and Seoul, whose frequent invocations of rock-solid alliance cooperation belie unease about crucial areas of partnership. Two critical issues have been increasingly affecting the US-South Korea alliance in 2022, with the September-December period no exception. First, South Korea desires ever more alliance-partner defense and security reassurance from the US in the face of a growing North Korean nuclear threat and Chinese revisionism. Yet the US has downward-trending limits on credible reassurance as North Korea masters nuclear weapons technology that threatens US extended nuclear deterrence for South Korea. The US also faces less geopolitical pressure to effusively reassure its Indo-Pacific allies—including South Korea—as China grows to menace the regional order and the US consequently faces lower risk of ally hedging or realignment.

6. North Korea-Germany Relations: An Ambassador's Perspective of Diplomacy with Pyongyang

Germany established diplomatic relations with North Korea, also known as the Democratic People's Republic of Korea (DPRK), in 2001 at the request of the South Korean government, which hoped that Germany and the European Union (EU) would play a more active role in supporting the “Sunshine Policy.” Since then, Germany, together with the other EU states, has sought to moderate North Korea through a “Policy of Critical Engagement” to convince it of the benefits of international cooperation, respect for the rule of law, and improving the political and economic situation of its people. In doing so, Germany could build on the long relationship between North Korea and the former East Germany. “Critical engagement” means being willing to talk and get involved, but without holding back on criticism—and, if need be, imposing sanctions. It also implies that comprehensive engagement is not (yet) possible because of the circumstances. There is ample cause for a constrained approach from North Korea’s aggressive foreign policy and systematic human rights violations to the absence of suitable economic and fiscal conditions for business and development cooperation. Moreover, the lack of will on the part of considerable segments of the North Korean regime to engage with other countries also hampers broader engagement.

7. From Close Allies to Distant Comrades: The Ups and Downs of the Vietnam-North Korea Relationship

In 2019, more than five decades after North Korean President Kim Il-sung’s last official trip to Vietnam in 1964, Kim’s grandson, North Korean Chairman Kim Jong-un, visited the country at the invitation of the Communist Party of Vietnam General Secretary Nguyen Phu Trong. In a welcoming speech, Trong described the relationship, “although the road is long, our hearts are close.” Kim responded to Vietnamese hospitality, saying North Korea would “staunchly preserve and forever honor the North Korea-Vietnam friendship from generation to generation.” Vietnam and North Korea are among the world’s last five communist party states, along with China, Laos, and Cuba. As such, it is no surprise that the two leaders emphasized common communist values and a shared history of struggle against US imperialism in their speeches. Still, despite the amicable words extolling the longevity of the traditional friendship, both leaders avoided mention of Vietnam’s conflict with the North Korea-backed Khmer Rouge and subsequent occupation of Cambodia from 1978 to 1989. Vietnam’s war with Cambodia was a facet of intra-communist bloc conflicts that spanned the whole of East Asia. Despite Hanoi and Pyongyang’s shared communist ideology, intra-bloc tensions eroded the friendship between the two nations. What were the reasons behind this dramatic shift in bilateral relations?

8. North Korea-Guyana Relations in the Burnham Era

Abstract:
During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

9. U.S.-ROK Strategy for Enhancing Cooperation on Combating and Deterring Cyber-Enabled Financial Crime

Abstract:
The May 2022 U.S.-ROK Summit between President Joe Biden and President Yoon Suk-yeol revitalized previous bilateral commitments to establish a joint cyber working group to address the growing issue of cyber-enabled financial crime with specific emphasis on cryptocurrency, blockchain technology, and illicit North Korean cyber activity.1 This report provides specific policy recommendations for Washington and Seoul to incorporate within the cyber working group to enhance cooperation on combating and deterring cyber-enabled financial crime, especially from state-sponsored actors. North Korea has become the greatest state-sponsored threat to the global financial services sector. From 2021 to June 2022 alone, North Korean cyber operatives and their facilitators stole more than $1 billion (in U.S. currency, as throughout this report unless otherwise indicated) in digital assets through hacking cryptocurrency exchanges and laundering the stolen funds using various financial technologies and obfuscation techniques, including cryptocurrency mixers and foreign over-the-counter brokers. Pyongyang will likely maintain this position as long as the potential gains of cyber operations against financial services are greater than the potential risks and resources needed to conduct these operations. Washington and Seoul must work together to change this reality. This report compiles the findings of a year-long research project to generate actionable policy recommendations for Washington and Seoul to incorporate within their joint cyber working group to strengthen joint deterrence against state-sponsored cyber-enabled financial crime that continues to target both U.S. and South Korean social, financial, and cyber infrastructure. Based on intensive field research and interviews with U.S. and ROK stakeholders, this report outlines current challenges to enhancing U.S.-ROK cyber coordination, details the evolution of North Korea’s cyber program and modern-day threats, provides policy recommendations for the joint cyber working group, and includes an appendix with all relevant U.S. and ROK agencies that can contribute valuable expertise to the group.

10. Inter-Korean Reconciliation and the Role of the U.S.: Facilitator or Spoiler?

Abstract:
Although the Korean Peninsula has been divided for over 70 years, North and South have not been able to make lasting progress in terms of reconciliation. While there are multiple factors directly influencing the extent to which inter-Korean relations can progress, this paper focuses on the role of the United States. When it comes to inter-Korean reconciliation efforts, is the U.S. more of a facilitator or a spoiler? By looking at three case studies spanning three South Korean administrations—Roh Tae-woo, Roh Moo-hyun and Moon Jae-in—this paper attempts to find patterns and lessons related to Washington’s role in the complex inter-Korean reconciliation process. The cases reveal that the U.S. has played the role of both facilitator and spoiler in each case, and that whatever role the U.S. plays depends on its own relationship with North Korea at that time. The U.S. is most likely to play a facilitating role when the administrations in Washington and Seoul are both willing to engage diplomatically with Pyongyang, when progress is being made in denuclearization talks, when the geopolitical environment is conducive towards diplomacy and engagement with North Korea, and when the U.S. adopts a reciprocal negotiating strategy. The paper concludes by considering the conditions necessary to achieve inter-Korean reconciliation and to establish long-term peace on the peninsula. Key factors include the need for trust-building and reciprocity between the U.S. and North Korea, and adopting a more holistic approach that goes beyond the nuclear problem and aims to establish a lasting relationship between Washington and Pyongyang.

What is the impact of the war in Ukraine on North Korea’s unprecedented military provocations? Seung-soo Hyun, a research fellow at Korea Institute for National Unification, points out that Moscow’s defense of Pyongyang at the UN Security Council has emboldened North Korea. 13. Takeaways From a Time of Increased Friction: South Korea-Japan Security Cooperation From 2015 to Present

Abstract:
South Korea and Japan share common challenges and liberal democratic values but have been unable to build a close security relationship, due mainly to their political differences. This paper examines the two countries’ defense cooperation in the bilateral, trilateral, and multilateral arenas over the past six years to explore how the external security environment, as well as bilateral political problems, have affected their joint activities. The paper’s analysis shows that defense cooperation between South Korea and Japan is not always a binary choice between full cooperation or no cooperation. The two countries not only weigh external threats and bilateral problems, but also ponder such factors as U.S. encouragement to adjust the scope of their cooperation. The paper also shows that while the main constraint for security cooperation between South Korea and Japan is their historical animosity, in recent years, frictions involving the countries’ armed forces have become a new reason for limiting cooperation. As a result, grassroots military-to-military exchanges between the two countries, which in the past continued despite political problems, have largely stopped since late 2018. The paper concludes by proposing that South Korea and Japan work to restore routine bilateral working-level exchanges. It also recommends that the United States continue to urge the two countries to cooperate, and that multilateral exercises be employed as forums for cooperation between the two armed forces, as that is an area that is least impacted by bilateral problems.

With his presidential term set to end in 2022, Moon Jae-in has engaged in his final push for peace on the Korean peninsula – Moon called for an end of the Korean War in his address at the United Nations General Assembly. In this commentary, Youngshik Bong, Research Fellow at the Yonsei University Institute for North Korean Studies, explains the implication of the end-of-war declaration, discusses what leverage South Korea has over related parties, and suggests courses of action for the Korean government. Dr. Bong states that the proposal will have a fighting chance for related parties only when it is seen as something that will help deliver substantial and verifiable benefits to them. On North Korea’s response, he states that it will have to dial down the military tension between the Koreas. In other words, the proposal must be substantial rather than symbolic.

While the EU had initially engaged with North Korea through a conciliatory approach, its stance against the authoritarian state has been more critical, manifest in its policy of ‘critical engagement.’ In this commentary, Ramon Pacheco Pardo, Professor of International Relations at King's College London and the KF-VUB Korea Chair at the Brussels School of Governance, claims that the EU, among key players, cannot remain idle amid the growing security dilemma on the Korean Peninsula fueled by mutual hostility. The author claims that the EU should adopt a more proactive approach in order to accommodate reconciliation between the two Koreas and address the issue of denuclearization. The author adds that the EU's role in dealing with issues on the Korean peninsula is irreplaceable, given its experience and technical expertise. Specifically, the union and European countries can support security on the Korean Peninsula by hosting track-2 dialogues or pressing Pyongyang on its human rights record.

While President Moon Jae-in has a calmer demeanor than his mentor and friend, former President Roh Moo-hyun, there can be no doubt that his vision for transforming Northeast Asia is as far-reaching. While Moon has been more careful to assuage the U.S. president, less abrasive in his language toward Japan, and more strategic in reaching out to leaders in China and Russia, his strategy of putting North Korea at the forefront of regional realignment has similar geopolitical ambition. The objective is the rejuvenation of a reintegrated peninsula with the capacity to steer actions by all of the great powers rather than falling prey again to their machinations that are not in Korea’s interest.

North Korea’s promise to deliver an end-of-year “Christmas gift” went unfulfilled amid signs that the United States wanted to continue diplomacy with the Kim regime. This has led to a continued lull in tensions between the two countries, although actual progress in negotiations remains elusive. With that lack of progress, President Donald Trump has reportedly told his advisers that he does not want another summit with Kim Jong Un before the US presidential election in November. In a survey conducted from January 10–12, 2020, the American public is now less concerned about the threat posed by North Korea, but little else has changed in terms of Americans’ policy preferences to deal with North Korea’s nuclear program. Majorities still oppose airstrikes against North Korea and support long-term military bases in South Korea.

19. Troop Withdrawal Likely to Undermine South Korean Public Support for Alliance with United States

The United States and South Korea remain locked in negotiations over the Special Measures Agreement (SMA)—the agreement which formally determines how much South Korea contributes to the financial cost of stationing US troops in South Korea. In the past, these negotiations took place behind the scenes away from the public eye. But keeping details of this round of negotiations private proved difficult when it was disclosed that the United States requested $5 billion dollars, an unprecedented 400 percent increase from the previous year. When the two sides failed to reach a deal by April 1, 4,000 Koreans who work on US bases in South Korea were furloughed. The public attention to these negotiations—and the US request being framed as extortive by Korean media and US analysts—raised concerns that the South Korean public’s positive views of the alliance would be damaged. But just-completed polling by the Chicago Council on Global Affairs suggests that is not the case. Little has changed in terms of South Korean attitudes towards the alliance. The South Korean public remains positive about the alliance, supportive of stationing US troops in South Korea, and confident that the US will defend South Korea if North Korea attacks. But the data also suggests that there are scenarios in which South Korean public confidence could be punctured. Confidence in the US commitment to defend South Korea if attacked by North Korea is strongly related to views that the alliance with the United States is mutually beneficial. This, in turn, implies that the biggest downside risk to support for the alliance stems from actions that would impact US credibility to defend South Korea if North Korea attacks. While a range of actions may trigger a decrease in confidence in US commitment to defend South Korea, one of the most immediate reported to be under consideration is a partial withdrawal of US troops. This move has the potential to shift South Korean attitudes away from seeing the alliance as mutually beneficial and towards views that the alliance benefits only the United States.

It contextualizes the inter-Korean and Singapore summits as foundations for the détente, before expanding upon the nature of the détente through the contrasting objectives of North and South Korea, and the transitional nature of domestic affairs in North Korea. The article establishes the bona fide nature of North Korea’s détente, as revealed by a direct connection between North Korea’s international diplomatic gestures vis-av-vis transitional domestic circumstances; involving incremental economic modernization and political liberalization under a shift in focus within Kim Jong-un’s Byungjin Line policy. This analysis departs from and orthodox Western interpretation of inter-Korean relations, providing a holistic analysis of inter-Korean affairs and North Korean domestic politics.
