Abstract:
Why did Alaska develop a top 4, Ranked Choice Voting (RCV) system? This article explains the role a blanket primary played in the evolution of Alaska’s nominating process, beset by demands of the rising Alaska Republican Party (ARP) to protect its rights as a political association while the U.S. Supreme Court’s decision in California v. Jones constrained states’ interests. In 2019-2020 reformers proposed a new system emphasizing a nonpartisan primary with RCV, which political party leaders opposed. Voters narrowly approved the ballot measure in the 2020 general election; it was used for the first time in a special election, and primaries in 2022 and the following general election. The most significant outcomes were the election of Mary Peltola, a Democrat (and Alaska Native) to the state’s sole seat in the U.S. House of Representatives, and reelection of Republican Lisa Murkowski, senior U.S. senator, who defied former President Donald Trump. The article presents information on major political party registrations, showing switching dominance (from Democratic to Republican). However, from 1970 to 2023, a majority of registrants were either nonpartisan or undeclared, a different pattern than found in the other states. The report compares Alaska’s experience with those of other states using RCV, and concludes with a discussion of the broader implications of the Alaska case.

Abstract:
In November 2020, Alaska introduced a new electoral system, combining a “top four” all-party primary with ranked choice voting (RCV) general elections. Supporters of this reform claimed it would reduce the partisan polarization and minority victories generated by closed primaries and plurality elections. But critics suggest that it could make polarization worse by weakening political parties—an important check on political extremism. These are high-stakes issues that go well beyond Alaska, given the problem of political polarization and the search for institutional reforms in America today. Placing the Alaskan reforms in this broader national context, this paper presents an initial assessment of Alaska’s new system at the 2022 primary and mid-term elections. We find the reform was both consequential and largely beneficial, promoting greater choice for voters, more accommodative campaigning, and generally more moderate outcomes than likely under the old rules.

On May 24, 2022, President Joe Biden met Indian Prime Minister Narendra Modi on the sidelines of the Quad summit in Tokyo. According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

A profound debate is taking place among US political parties about America’s future foreign policy orientation. Democrats and Republicans are aligned on some issues, such as the strategic rivalry with China, protecting domestic manufacturing, and access to strategic technologies. But the parties also disagree on subjects of crucial importance to Europeans such as climate action, the war in Ukraine, and the United States’ relationship with its allies. Within both the Democratic and Republican parties, three tribes exert influence over party foreign policy and will shape the stance of future administrations. On America’s global posture and military presence abroad, the parties are split between those who believe in limited international US engagement, others who argue for prioritising the Indo-Pacific, and advocates of continued US global leadership or even primacy. Europeans must not simply hope they can accommodate potentially dramatic shifts in US policy in the coming years, but should instead take steps now to enhance and protect their own position in the world.

This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. 10. Measuring the Impact of Campaign Finance on Congressional Voting: A Machine Learning Approach

How much does money drive legislative outcomes in the United States? In this article, we use aggregated campaign finance data as well as a Transformer based text embedding model to predict roll call votes for legislation in the US Congress with more than 90% accuracy. In a series of model comparisons in which the input feature sets are varied, we investigate the extent to which campaign finance is predictive of voting behavior in comparison with variables like partisan affiliation. We find that the financial interests backing a legislator’s campaigns are independently predictive in both chambers of Congress, but also uncover a sizable asymmetry between the Senate and the House of Representatives. These findings are cross-referenced with a Representational Similarity Analysis (RSA) linking legislators’ financial and voting records, in which we show that “legislators who vote together get paid together”, again discovering an asymmetry between the House and the Senate in the additional predictive power of campaign finance once party is accounted for. We suggest an explanation of these facts in terms of Thomas Ferguson’s Investment Theory of Party Competition: due to a number of structural differences between the House and Senate, but chiefly the lower amortized cost of obtaining individuated influence with Senators, political investors prefer operating on the House using the party as a proxy.

Why is South Korea pilot-testing its Central Bank Digital Currency (CBDC), and what made it shift from non-issuance to consideration? This paper investigates the Bank of Korea (BOK)’s CBDC-related developments amid the geopolitical contest between the U.S. and China. It examines the Moon Jae-in administration’s defiance of decentralized finance (DeFi) and the BOK’s sudden shift from non-issuance to potential issuance, which led to expedited research, development, and pilot-testing of CBDCs. As in the case of the digital yuan, the BOK envisions a hybrid architecture for the digital won, wherein central banks and associated partner institutions are CBDC distributors, though they are distinguished by placing the digital won on distributed ledger technology rather than by centrally controlling it. However, South Korea’s previously rash decision to forego DeFi under an undemocratic process has deprived the country of the time and opportunity to develop new innovations as a leading country in the digital frontier. By sticking only to digitalizing centralized finance, the country now aims to be in “standby” mode for its CBDC launch if and when required, so as not to fall behind in digital financial architecture. This paper scrutinizes the South Korean government’s moves on crypto and CBDCs and argues that 1) the Moon administration has shown incapability in addressing DeFi amid the crypto boom and bust, and 2) the BOK’s shift from non-issuance to potential issuance of the digital won is driven by its interest to uphold central bank independence amid swaying geopolitics between the U.S. and China and an unpredictable upcoming presidential election in South Korea.

This paper analyzes the 2020 election, focusing on voters, not political money, and emphasizing the importance of economic geography. Drawing extensively on county election returns, it analyzes how spatial factors combined with industrial structures to shape the outcome. It treats COVID 19’s role at length. The paper reviews studies suggesting that COVID 19 did not matter much, but then sets out a new approach indicating it mattered a great deal. The study analyzes the impact on the vote not only of unemployment but differences in income and industry structures, along with demographic factors, including religion, ethnicity, and race. It also studies how the waves of wildcat strikes and social protests that punctuated 2020 affected the vote in specific areas. Trump’s very controversial trade policies and his little discussed farm policies receive detailed attention. The paper concludes with a look at how political money helped make the results of the Congressional election different from the Presidential race. It also highlights the continuing importance of private equity and energy sectors opposed to government action to reverse climate change as conservative forces in (especially) the Republican Party, together with agricultural interests.

What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

The 2020 presidential election was called the most secure in U.S. history, largely due to efforts to protect the nation’s different physical and cyber infrastructure. This was a triumph considering the physical, cyber, and even human assets that make up the election infrastructure have been and continue to be susceptible to threats. In 2020, many states adopted measures to mitigate threats to physical and cyber election assets like voting equipment, ballots, and facilities, as well as computer services and databases that store voter information. For example, states with close results in the 2020 presidential race had paper records of each vote, which gave them the ability to go back and count each ballot if necessary. Other measures such as pre-election testing, state and federal certification of voting equipment, and increased collaboration between election officials and their security partners helped provide additional assurance that the 2020 election results were legitimate. Unfortunately, analogous measures were not in place to protect many of the people—from state and local election administrators to poll workers and vendor staff—who administered the elections. Due in large part to the incendiary rhetoric from former President Donald Trump and his followers, many election officials were threatened and harassed, and such behavior shows no signs of abating. Instead of taking steps to address this problem, many states have passed or are considering passing laws that could make this problem worse. Georgia’s new law removed the Georgia’s secretary of state—who rejected Donald Trump’s effort’s to overturn the state’s 2020 results—from decision-making power on the state election board and turned control of the board over to a politicized, less knowledgeable body: the state legislature. Iowa’s new law threatens election officials with criminal prosecution for failing to follow new voting rules. And Florida recently adopted a rule that subjects its local election officials to a civil penalty of $25,000 if a drop box at an early voting site is left accessible for the return of ballots outside of early voting hours. The unrelenting targeting of administrators—along with unfunded election mandates, threats, burn out, and fatigue—has pushed many election officials to leave or consider leaving their positions. According to a recent Democracy Fund/Reed College Survey of Local Election Officials, approximately one-third of chief local election officials will be eligible to retire before the 2024 election, including more than half of those in the largest jurisdictions, which each serve more than 250,000 registered voters. Considering what many of these election officials and their staffs endured during the 2020 election cycle, and continue to experience, it would be unwise to simply wait and hope that they decide to hang on. Instead, every effort should be made to create an environment that is as conducive as possible for retaining these unsung heroes of the 2020 elections. The ability of the United States to conduct future secure elections may well depend on it. This paper focuses on measures state and local governments can take in concert with their election offices to help retain as many of their high-performing election officials as possible. State and local governments should have support from the federal government and Congress to help address this national security issue, but if the fight over funding the 2020 election is any indication, they should begin taking steps to address this problem now. Below are ten suggestions for how state and local governments can retain their high-performing election officials. None is a “silver bullet,” not all of them will be relevant for each state and local government unit, and some governments have already taken many of these steps. But in addressing election official retention solutions, these suggestions provide remedies for some of the thorniest problems that election officials encounter.

The current president, Hassan Rouhani, who earned initial praise in Iran after successful negotiations for the Joint Comprehensive Plan of Action (JCPOA) in 2015, is ineligible for reelection and has steadily lost public support after the US withdrawal from the nuclear deal in 2018. A joint survey of the Iranian public conducted by the Chicago Council on Global Affairs and IranPoll provides insights into how Iranians view this pivotal moment for Iran. Iranians view Rouhani’s policies quite negatively, especially his economic policies, and for their next leader they want someone who is critical of Rouhani. However, while Iranians did not feel the economic improvements from the JCPOA they expected, new indirect talks between the United States and Iran on a return to the agreement could help the outlook for a moderate candidate.

In 2020, President of the United States Donald Trump launched an unprecedented electoral manipulation campaign in an attempt to secure himself a second term in office regardless of what voters decided. This Working Paper seeks to answer three questions: What electoral manipulation methods did Trump use? In what ways were his methods similar to those used previously by other incumbents to interfere with elections in their respective countries? And in what ways did his methods resemble those of election meddling by foreign state actors? To answer the aforesaid questions, this paper seeks to develop a model to describe Trump’s electoral manipulation campaign. The paper finds that Trump used seven different methods: Disinformation, voter suppression, intimidation and violence, intraparty pressure, attacking government institutions, breaking democratic norms, and attempted collusion with one or more foreign states. While most of the methods were not new, their combination was unique. That was to be expected, as Trump was the first 21st century incumbent in a well-established Western democracy to undertake such a massive electoral manipulation campaign.

We identified “Conspiracy Buffs” and “Skeptics” based on two conspiracy theory items included in the 2016 American National Election Survey. We then compared these two groups, and the much larger group we called the “Uncertains”, on a large number of closed and open-ended survey items. The Conspiracy Buffs had lower levels of education than the Skeptics, had less facility with language, and were more likely to state that they had not thought much about whether they were liberal or conservative. They expressed strongly angry feelings about Hillary Clinton, often citing the Benghazi incident and her use of a private email server. The Skeptics were just as angry at Donald Trump as the Buffs were at Hillary Clinton, but they did not use arguments drawn from conspiracy theories. They referred to his widely acknowledged personality traits and personal behaviors. These traits were also mentioned by many Buffs, but more in disappointment than in anger.

Explanations for American voting behavior and attitudes have taken on a curious frame since the election of Barack Obama in 2008, such that there have been growing claims that race is no longer central to American politics. Obama’s election was labeled evidence of a new “post-racial” America. Then, when Donald Trump was elected in 2016, public narratives emphasized the role of social class by pointing to the voting bloc of white, working-class, and rural voters who had helped decide the outcome of the election. Zoltan L. Hajnal’s Dangerously Divided joins an important collection of recent academic work that directly challenges the argument about the reduced role of race in American politics. Hajnal does not sugarcoat his position: “A key aspect of this story is not just that race matters but also that it eclipses the other important dividing lines in American society” (p. 13). Race has always been a core feature of American politics, and it is present even in the constitutional Framers’ debates over the structure of government. The interpretation that recent events indicate a reduced role of race discounts the historical centrality that race has always played in American government. Hajnal offers empirical evidence and an unambiguous argument that race continues to direct most patterns in American politics.

By Election Day 2020, the COVID-19 pandemic had killed 234,244 Americans and caused the sharpest macroeconomic downturn in US history. Hypothetical calculations using county-level electoral data show that in a “no pandemic” scenario or a scenario in which the severity of the pandemic was mitigated by 30 percent, Donald Trump would have lost the popular vote but won the electoral vote. In the 20 percent mitigation scenario, the electoral vote would have been tied, giving Trump a presumptive victory in the House of Representatives. For the second time in a row (and the third time since 2000), the candidate who lost the popular vote would have been elected president of the United States.

For the last four years, the world’s most powerful champion of democratization has been largely absent from the global stage. The United States is now poised to support a far more pro-democracy agenda, with greater insistence on free and fair elections as part of American foreign policy. Indeed, US President Joe Biden has redoubled efforts by hosting a global summit for democracy, and Canadian Prime Minister Justin Trudeau has committed to partnering with the United States on supporting global democracy. Nonetheless, the current landscape is bleak. Freedom House’s metrics show 15 consecutive years of democratic decline. Unprecedented threats to elections across the world have emerged. Geopolitical adversaries have used hacking, disinformation campaigns and other information warfare attacks to destabilize democracies. Those threats rightly gained prominence after the 2016 US elections. However, while the focus shifted to international threats, domestic actors began to borrow Russian-style tactics, spreading false information and sowing doubt on election integrity. Too often, these campaigns achieve their goals — and democracy suffers.

Voters’ trust in the American elections has eroded. Even before the Covid-19 pandemic hit the United States, an alarming number of voters lacked confidence in the fairness of the upcoming elections. Ensuring that Americans can vote safely despite the pandemic requires major changes to how the elections are conducted. This increases the risk of mistakes and failures, partisan feuds over the rules, and accusations of foul play. If disputes over the practicalities of voting are prolonged, it could cause large-scale voter confusion and lead to a low turnout and high ballot rejection rates. Many voters are likely to vote by mail to protect themselves from the virus. However, few states are adequately prepared to receive a large percentage of their ballots by mail. To make matters worse, the United States Postal Service is on the brink of collapse. The result of the elections may be unclear for days or even weeks, firstly due to delays in counting the absentee ballots and thereafter because of litigation. This may result in both presidential candidates declaring themselves the winner and bring about an unprecedented constitutional crisis.

Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

After countless disputes between the United States and Turkey during the 2010’s, coupled with growing divergence of Turkish foreign policy, two allies’ relationship has been deceptively good for the last two years. This was not due to a meaningful rapprochement, but to Erdogan’s well-executed personal diplomacy with Trump which has proved beneficial for Turkey in many cases. The Carter Center, which has observed more than 110 elections in 39 countries, was the only nonpartisan organization credentialed by the Office of the Secretary of State to provide an impartial assessment of the implementation of the audit process. The Center had the same access provided to the political party monitors who were present throughout the state. Intelligence and law enforcement agencies warn that Russia, China, Iran, and other foreign actors will seek to interfere in the 2020 presidential election.1 Foreign actors are increasingly sophisticated at using cyber tools and social media to probe and penetrate electoral infrastructure, manipulate public opinion, and cast doubt on the integrity of the election process. On one hand, the United States is better prepared to address these threats now than during the 2016 presidential election. For example, after the Department of Homeland Security (DHS) designated election systems as critical infrastructure in 2017, it established the Elections Infrastructure Information Sharing and Analysis Center, which enabled states and localities to more easily share information about threats to elections. This mechanism has had the additional benefit of making DHS better at helping states manage risks, as well as distributing information from the federal government to the states about possible threats.2 On the other hand, in many states there are still vulnerabilities in election infrastructure that foreign actors can exploit. These vulnerabilities exist at almost every step of the election administration process, including registering voters, verifying their registration at polling places, securing the devices that capture and tally the vote, transmitting that data to a central location on election night, and executing an accurate recount.3 While states usually make decisions about the rules of elections (policymaking),4 localities are typically responsible for the “nuts and bolts” of running an election — such as finding polling places and recruiting poll workers.5 Local election officials also help preserve the integrity of America’s elections by protecting against hacks into voter rolls and local election websites and working closely with federal and state officials to ensure the security of their voting systems.6 As the February 3, 2020 Iowa Democratic caucuses demonstrated, such vulnerabilities are not merely theoretical. During the caucuses — which were administered by political party officials, not election officials — the new app that the Iowa Democratic Party planned to use to report its caucus results did not work. Many of the nearly 1,700 precinct chairs who were responsible for transmitting the results did not receive training on how to use the app, and a large number appear to have been unable to successfully download it.7 Revisions and updates to the app were made as late as two days before the caucuses, making it nearly impossible to vet and test adequately.8 Although the federal government recently agreed to allocate an additional $425 million in election administration and security funds to state election offices,9 federal resources will likely be insufficient to address all outstanding vulnerabilities before the 2020 presidential election. It is also unclear how much of this funding will be distributed to local elections officials in time for the 2020 presidential election. This handbook, therefore, provides a list of steps that local election officials can implement at relatively little cost to fortify their elections systems before the 2020 presidential election.
