Abstract:: KEI’s 2020 Report on American Attitudes Toward the Korean Peninsula focuses on U.S. views on relations with South Korea, U.S. awareness of South Korean brands and cultural products, and views on North Korea and was conducted by YouGov. The results reveal that while Americans have a favorable view of South Korea and about half are supportive of maintaining U.S. troops on the Korean Peninsula, few Americans watched or listened to Korean cultural products in the last year. Americans also view North Korea as one of the three critical challenges for the United States, but fewer than 1-in-3 approve of the administration’s handling of North Korea.

Abstract:: Commentators have pointed to the “Trump Effect” for falling international student enrollment in the U.S. higher education sector. When taking a closer look at student mobility trends from South Korea, however, the facts and figures tell a different story. For the past two decades, South Korea has been consistently the third largest sender of international students to the United States. But the number of South Korean students who study in U.S. higher education had been steadily falling well before the more recent general declines in international student enrollment. What are the underlying causes of this concerning trend? And what are the implications for the United States when such a major contributor of international students wanes? This paper shows how internationalization efforts in the South Korean higher education sector have resulted in the reversal of domestic student outflow from South Korea to the United States that has major implications for bilateral relations between the two countries.

Abstract:: American ideals coupled with the commercial self-interest of American business and industry drove the policy of engagement, and even after the 1989 massacre of student protesters at Tiananmen Square, sustained momentum for China’s accession into the WTO. Despite China’s known unfair trade practices, it was thought that problems would eventually disappear as China adopted rules and norms as conditions of its accession to the WTO while deepening its integration into the global trading system. Yet, despite this strategy of engagement, China has not implemented expected substantive structural reforms consistent with the spirit, if not the letter, of its WTO obligations.

Abstract:: U.S. views of the People’s Republic of China (PRC) have been hardening for at least two decades, from George W. Bush characterizing China in the 2000 presidential campaign and the first months of his presidency as a “strategic competitor,” to the Obama administration’s pursuit of a “pivot” to the Asia–Pacific in response to China’s growing assertiveness, to the Trump administration describing China’s rise as signaling the “return of an era of great power competition.” Does this trend reflect changes in U.S. self-conception and national identity? Evolving assessments of threat in light of Chinese behavior and what these imply about the regime’s intentions? A reaction to shifts in the overall balance of power between the two countries, perhaps a reflection of a declining superpower facing a rising challenge, “tragically” destined to participate in a “contest for supremacy in Asia” that will ineluctably result in a “Thucydides trap” or war of hegemonic transition? Or is it instead an inevitable clash between a liberal, democratic, rule of law capitalist hegemon and a resilient authoritarian challenger that is a communist dictatorship increasingly reliant on aggressive nationalism since the 1989 Tiananmen Square massacre and evolving rapidly towards national socialism or fascism? While each of these perspectives provides some purchase on the recent developments in U.S. – China relations as seen from Washington, this chapter focuses on the role of national identity, arguing that identity is by no means the sole or best explanation, but that it is an important factor that should not be overlooked or underestimated.

Abstract:: Does the forty-fifth president of the United States, Donald J. Trump, have a foreign policy, not least of all inclusive of the vital Northeast Asian region? The question is not flippant. Policy is usually thought of as a set of principles that guide action towards a desired outcome. Trump may, as he professes, act from instinct – reactively and transactionally rather than from an intent to implement an established policy. In the eyes of some of his supporters, this would be a virtue. They elected him expressly for the purpose of breaking with a traditional Washington policy machinery that they did not believe was serving their interests. However, Trump and his administration do assert and describe a distinct foreign policy. They even have a name for it, “principled realism.” Moreover, when Trump was running for the presidency in 2016, he announced his intention to “develop a new foreign policy direction for our country, one that replaces randomness with purpose, ideology with strategy, and chaos with peace.” He stated, “It’s time to shake the rust off America’s foreign policy.”

Abstract:: Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.

Abstract:: The apparent eroding in the hegemonic power of the United States and the sustained growth of China has triggered debate as to whether the rise of China will be peaceful or conflictual. Structural realism posits that the world is characterised by the anarchic ordering principle in which there is no central authority sitting above the states. Therefore, the absence of a “leviathan” on the international system automatically makes every state equal on the system which created an atmosphere of competition for the maximisation of power for survival. On a similar line of reasoning, the Power Transition theory as a variant theory within realism postulates that when the international system is structured based on the principle of hierarchy, peace will reign. It means that when international relations are regulated and influenced by a dominant power, the international system becomes stable. But the emergence of a dissatisfied powerful nation to challenge the hegemon usually ends up in war. Based on this assumption, Power Transition theorists argued that the rise of China to rival the dominance of the United States could not be peaceful. The Power Transition theory has influenced many academics to have the belief that the two nations will end up in “Thucydides’ Trap”. This belief has aggravated the matter beyond the reasonable level and has instilled panic in the mind of foreign policymakers which could jeopardise world peace and international cooperation. Hence, this paper aims to critically evaluate the deficiency of the Power Transition theory in the 21st century in explaining the current United States-China relations and the prospect of peace or war between the two nations using process tracing. Accordingly, in this paper, it is argued that in the 21st century, an armed confrontation between the United States and China is highly unlikely. Because in today’s world, nations (including the United States and China) are intertwined by the forces of globalisation which created inexorable economic interdependence. Additionally, there is rapid advancement in military technology and the proliferation of weapons of mass destruction which came with the concept of Mutually Assured Destruction (MAD). Consequently, there is a need to revisit the Power Transition theory to accommodate contemporary factors. The inclusion of the current variables into the Theory will make it applicable and adequately fit in the discourse of international relations and global politics of the 21st-century international system.

Abstract:: This paper assesses the role of drones in furthering or undermining US grand strategy. This is against the backdrop of the thinking that contemporary use of drones in the context of post 9/11 era undermine the successive US administration’s strategic objectives as evidenced by the rise of anti-Americanism in Muslim world, proliferation of drones by US near peer competitors, civilian death toll and weakening support for the US in targeted countries. This implies that while drones has played a historical and significant role for the US in power projection and asserting its unilateralism and military hegemony when dealing with rogue states and terrorist groups post 9/11, the political and strategic utility of drone strikes for US grand strategy is not apparent. Thus, this paper posits that though armed drones has played a quintessential role as a key instrument of statecraft for facilitating US offensive strategy in targeted states, the aftermath of drone strikes and its controversial aspects engender inimical outcomes that serve to undermine US strategic objectives. Based on qualitative analysis of secondary data, the paper questions the wisdom and benefits of using and shifting greater reliance towards armed drones, as a pathway for furthering US grand strategy.

Abstract:: The hardening of US attitudes toward China's exercise of sharp power in recent years has been dramatic. As a result, China's sharp power has been eliminated from the US, and the confrontational structure between the US and China has shifted from a "US-China trade war" to a "political war" or "information war". Abstract:: "We're not at war. Sailors don't need to die," wrote the captain of the U.S. aircraft carrier USS Theodore Roosevelt, which was infected with the novel coronavirus while on a mission at sea in March, in a letter to the Navy's leadership asking for permission to isolate the bulk of his roughly 5,000 crew members on shore. The U.S. Navy dismissed the captain for unnecessarily spreading the sensitive letter, while more than 1,000 crew members, including the captain himself, have been confirmed infected and one has died. In the meantime, the acting chief of the Navy, who had inappropriately criticized the dismissed captain, was forced to resign, and the command and control of the military has been brought into question in the midst of the pandemic of COVID-19.

1518. Deglobalisation in the context of United States-China decoupling

Abstract:: After decades of increasing globalisation on every front, from trade – pushed further by the growing role of value chains – to technology, movement of people and investment, there now seems to be a turn towards slower globalisation if not deglobalisation, at least in some areas. Deglobalisation is not a new concept but rather a megatrend which has been seen before, for example right before the First World War. Signs of deglobalisation, measured by decelerating trade and investment, and smaller global value chains, started to appear already in 2008. But this trend seems to have accelerated because of the United States’ push to contain China in the context of the strategic competition between the two. Such containment is apparent not only in bilateral trade and investment flows but also in technology. COVID-19 has been a second very important factor contributing to deglobalisation. The most obvious impact has been in movement of people. However, the trend towards deglobalisation is much less evident for finance, with the exception of foreign direct investment, though increasing attempts by the US and China to decouple particular types of financial flows are emerging, including the delisting of Chinese companies from US stock exchanges and the imposition of sanctions for transactions with certain Chinese companies and individuals. Overall, it is too early to confirm the depth and the sustainability of the current wave of deglobalisation, but an increasing number of signals suggest a trend of deglobalisation is underway.

1519. On the Origins of Entrepreneurial Alertness: Did Bauer and Yamey Precede Kirzner?

Abstract:: After the Second World War, the entrepreneur virtually disappeared from economic analysis (Baumol 1968). This neglect followed from the emerging models of general equilibrium that formed one aspect of the core of economic theory. By assumption, the Walrasian auctioneer knew the appropriate prices necessary to equate quantity supplied with quantity demanded in each market. In addition, the auctioneer knew when and by how much to adjust prices when an exogenous factor changed such as income or production technology. Trade only occurred at equilibrium prices so that markets cleared. No market participant chose or changed prices; it occurred exogenously. Kenneth Arrow recognized the lack of real world mechanisms to determine and adjust prices in competitive markets. He identified a logical gap in the perfectly competitive model. He wrote that “there is no place for a rational decision with respect to prices as there is with respect to quantities” (Arrow 1959: 42). Prices exist independent of consumer and firm behavior. A complete model would have to provide a solution to the conundrum.

1520. The American News Media’s Volatile Perspectives on China

Abstract:: In the decades since the founding of the People’s Republic of China (PRC) in 1949, wild swings have occurred in the way that American media outlets view that country. At most times, a herd mentality is evident, as a large percentage of news stories portray China in one particular fashion, although there always are some dissenters from the dominant narrative. The nature of that narrative sometimes shifts rapidly and dramatically, however. During some periods, the prevailing perspective has been extremely hostile, with nearly all accounts seeing the PRC as a monstrous oppressor domestically and an existential security threat to the United States. That was the case for more than two decades following the communist revolution, until Richard Nixon’s administration suddenly altered U.S. policy in 1971–1972, and Washington no longer treated the PRC as a rogue state.

Abstract:: Most Americans will agree that the Chinese government has behaved badly in a number of ways, although they may not agree on exactly which Chinese government behavior is a problem. Perhaps it’s the treatment of ethnic or religious minorities, such as the Uighurs or Tibetans or Christians; maybe it’s the crackdown on protests in Hong Kong and failure to uphold the “one country, two systems” principle; or assertiveness in territorial disputes; or censorship; or protectionist trade practices; or intellectual property theft; or cyber‐hacking; or spying; or most recently, being slow to disclose the emergence of the coronavirus and engaging in a propaganda war regarding who is at fault. It’s a long list, and everyone has their own priorities. But while there is loose agreement on the existence of a problem, there is great difficulty in coming up with an appropriate response. What can or should the United States government do about any of this? Is it possible to change the behavior of other governments? Is the U.S. government in a position to do it? Is it appropriate to do so?

We argue just the opposite—namely, that immigrants are more likely to self‐select into countries with better institutions than those in their home countries. Researchers have examined this issue in both a cross‐country and within‐country context. Their findings have been mixed. Although others have found small or nonexistent impacts of immigrants on state institutions, those papers assume that all immigrants are the same. Our approach is unique in that it divides immigrant populations in a variety of ways. We build on the previous literature that examines the relationship between immigration and institutions at the state level, where there are smaller inherent differences in economic institutions (compared to differences across countries). We do so by incorporating the regional diversity of immigrant populations, examining whether immigrants’ countries of origin matter for economic outcomes in their new home country. Controlling for the diversity of immigrant populations in a way that previous researchers have not done improves our ability to assess immigration opponents’ claims that immigrants from economically worse‐off countries hurt U.S. economic institutions. We find virtually no evidence of an economically and statistically significant relationship between the levels of immigration we have experienced in recent decades and a decline in economic institutions in the United States, regardless of the region or economic conditions of recent immigrants’ home countries. The limited statistically significant evidence we do find is mixed and small in magnitude. Thus, one of the key rationales used to call for immigration restrictions is not supported by our findings.

Trump launched his candidacy for the Republican presidential nomination in June 2015 by comments on illegal immigrants and the crime they commit in the United States. “When Mexico sends its people, they’re not sending their best. They’re not sending you. They’re not sending you,” he said. “They’re sending people that have lots of problems and they’re bringing those problems with us. They’re bringing drugs, they’re bringing crime, they’re rapists, and some, I assume, are good people.” A few weeks after Trump’s announcement, 32‐year‐old Kate Steinle was shot and killed by an illegal immigrant Jose Inez Garcıa Zarate in San Francisco, California. Although Zarate was later acquitted of all murder and manslaughter charges due to mistakes made by the prosecutor, his shooting of Steinle seemed to support Trump’s worry about illegal immigrants causing a crime spree and helped win him the election in 2016.

Abstract:: Freer immigration could potentially lead to trillions of dollars in additional annual global output. However, the movement of many more immigrants could produce negative externalities that swamp the benefits, particularly if immigrants undermine productivity in their new countries by bringing with them the institutions or cultures that are responsible for low productivity in their home countries. We examine this by seeing how immigrants affect state budgets — a proxy for the quality of economic institutions — between 1970 and 2010 in the United States. We find that larger immigrant shares of the population produce large reductions in the growth of real per capita tax revenue and outlays in the short run that moderate to smaller longer‐term growth declines in both.

1526. Qualified Immunity: A Legal, Practical, and Moral Failure

Abstract:: Qualified immunity is a judicial doctrine that protects public officials from liability, even when they break the law. The doctrine has no valid legal basis, it regularly denies justice to victims whose rights have been violated, and it severely undermines official accountability, especially for members of law enforcement. Accountability is an absolute necessity for meaningful criminal justice reform, and any attempt to provide greater accountability must confront the doctrine of qualified immunity. This judicial doctrine, invented by the Supreme Court in the 1960s, protects state and local officials from liability, even when they act unlawfully, so long as their actions do not violate “clearly established law.” In practice, this legal standard is a huge hurdle for civil rights plaintiffs because it generally requires them to identify not just a clear legal rule but a prior case with functionally identical facts.

Abstract:: In December 2019, Congress established the U.S. Space Force as an independent uniformed military service within the Department of the Air Force. Although many defense analysts had long argued for a reorganization of the Department of Defense’s space capabilities, few had settled on this particular solution. This policy analysis evaluates the reasoning behind the Space Force’s establishment, concluding that the service’s creation is premature. The Space Force is the first new independent U.S. service since the creation of the Air Force in 1947. At its inception, the Air Force had hundreds of thousands of personnel, several years of battle experience, a coherent body of doctrine, and a robust organizational culture. Even so, the creation of the Air Force sparked bitter interservice conflict for the first decade of its existence. However, the Space Force lacks a strong institutional basis, an identifiable organizational culture, and an established foundation of strategic theory. In the short term, it runs the risk of disrupting existing procedures and relationships that enable the U.S. military to function. In the long term, it runs the risk of distorting the procurement and force structure of U.S. space capabilities.

Abstract:: Policymakers must do something to slow the growing debt burden or else face a major fiscal meltdown. Proposals such as Medicare for All and the Green New Deal would only make the looming fiscal crisis worse. Before COVID-19, the U.S. debt burden was large and on an unsustainable path under reasonable assumptions about economic fundamentals. Standard policy responses, such as higher taxes or lower discretionary spending, could not substantially slow the growth of the U.S. debt burden; only reduced growth in entitlement spending, especially on Medicare, had the potential to avoid eventual fiscal default. COVID-19, the ensuing recession, and the subsequent policy responses have all increased U.S. deficits substantially, potentially altering these conclusions. But these events are likely to be temporary and may be partially offset by other demographic and economic changes related to COVID-19. As a result, the pandemic did not substantially alter the projected path of the U.S. fiscal imbalance. That bit of good news does not alter the grim long‐term U.S. fiscal outlook. The most effective way to slow the growth of the debt burden is to cut entitlement spending substantially.

Abstract:: The increasing power of processors, accuracy of algorithms, and availability of digital data are driving the dramatic artificial intelligence (AI)-centred technological transformation now in progress. These changes have already turned companies, industries and markets upside down, and we are also starting to see their effects on the battlefield. The employment of unmanned vehicles, reliance on big data for target detection, identification and acquisition, as well as the potentials of machine learning in other critical functions such as logistics and maintenance are only some of the possible examples of how warfare will evolve in the near future. The North Atlantic Treaty Organization (NATO) and its Allies cannot be bystanders during this technological transition. Some countries and organizations have already taken important steps. Others are more hesitant. The Atlantic Alliance has a moral obligation to act, both to preserve and extend its military leadership – and thus the wealth and security of its citizens – and to shape this process in keeping with its democratic principles, freedom-inspired values and commitment to fundamental human rights. As NATO works on its Artificial Intelligence Strategy, which could be published in 2021, this Research Paper aims at contributing to both the policy debate and the public discussion about AI and its implications for the Alliance. The paper offers a series of analyses, lessons learned, proposals, and recommendations, that build on best practices and solutions adopted in the civilian and military fields, on perspectives drawn from the academic literature as well as on ideas generated in the broader AI community. The various parts of the paper are all linked to the single overarching concept of “NATO-mation”, or the idea that NATO has an important role to play so as to prepare for and to shape this technological transformation. NATO Allies need to be proactive: without common, coordinated, cooperative or joint solutions, they will not be able to achieve all their goals effectively and efficiently.

Abstract:: This article analyzes how an international peacekeeping operation (PKO) can support an intra-Afghan peace settlement by mitigating information and commitment problems and fostering compliance during the settlement’s implementation phase. To frame the information and commitment problems currently hindering an intra-Afghan settlement, I briefly review noncooperative bargaining theory, its application to civil conflicts, and how PKOs can lessen mutual uncertainty and foster stability. Anchoring this research on Afghanistan, I analyze the first peacekeeping mission in Afghanistan, the 1988–1990 United Nations Good Offices Mission in Afghanistan and Pakistan (UNGOMAP). UNGOMAP’s eventual failure to foster peace highlights Afghanistan’s complexities and the dangers of an insufficiently resourced PKO operating in a state without a viable, incentive-compatible settlement. I apply these lessons to policy analysis, where I explore possible PKO options and their potential for incentivizing compliance with a future intra-Afghan deal. Though a viable PKO currently seems improbable given Afghanistan’s ongoing violence and the Taliban’s insistence on the complete withdrawal of foreign forces, future conditions may change, and I highlight necessary prerequisites where a PKO may become possible. If designed properly, an Afghanistan PKO can fill a critical monitoring and verification capacity and bolster Afghanistan’s prospects for long-term stability.

1538. U.S. and China Climate Goals: Scenarios for 2030 and Mid-Century

Abstract:: In September 2020, President Xi Jinping announced new goals for China to reach carbon neutrality before 2060, as well as to strengthen its existing 2030 commitments under the Paris Agreement. With these announcements, China has signaled a move to join the European Union—as well as the United States under a Biden administration—in leading long-term climate action among the big emitters. Our analysis demonstrates that if China’s new long-term goal covers all greenhouse gas (GHG) emissions, and not just carbon dioxide (CO₂), this could bring the country within reach of the emissions reductions required by mid-century for its actions to be in line with the Paris Agreement’s long-term goal of limiting average global temperature increases to 1.5°C. However, if President Xi’s announcement is only meant to cover CO₂, then China would need to achieve carbon neutrality around 2050 for this to be compatible with the Paris Agreement.1 Either way, China’s short-term actions will also need to be quickly brought into line with its new long-term trajectory. This includes doing more than simply peaking CO₂ emissions before 2030 as President Xi foreshadowed. Instead, our analysis demonstrates that China would need to peak its emissions by 2025 and rapidly reduce these thereafter to be compatible with the Paris Agreement. This also implies a need for significant adjustments to the other quantifiable targets identified in China’s existing Nationally Determined Contribution (NDC) under the Paris Agreement and the ramping up of action to achieve these. Reducing coal-fired power generation quickly and phasing it out entirely by 2040 would be an important step toward achieving this early peak and rapid reductions. Under the Trump administration, the United States has reneged on past climate action promises and rolled back existing policies resulting in an increase in emissions compared with the Obama administration. As a result, this report highlights that even under a Biden administration, the United States is likely to miss its previous 2025 target under the Paris Agreement. However, a Biden administration means that the United States now has the potential to reverse the Trump administration’s rollbacks and make a significant contribution to closing the Paris Agreement’s ambition gap in a new 2030 NDC. Indeed, by taking the initiative to reboot U.S. action in line with the Energy and Climate Package touted by President-elect Biden during his campaign, including its goal to reach net-zero emissions by 2050, U.S. emissions could be reduced substantially by 2030.2 For example, our analysis indicates that if the Biden campaign’s policies were to be fully implemented with the support of Congress (see below), and continue to be supported by strong subnational action, they could bridge more than half of the U.S. share of the global ambition gap by 2030 through reducing emissions by up to 38%–54% below 2005 levels (GHGs, including land use, land-use change and forestry)3. This would also reduce estimates for average global temperature increases in 2100 by 0.1°C, on top of the 0.2°C–0.3°C reduction achieved by China’s recent announcement. As this report shows, President-elect Biden’s plan to decarbonize the U.S. electricity system by 2035 would represent by far the biggest contribution to this effort and is in line with the Paris Agreement temperature goal. It would result in savings of ~1,350 MtCO₂ out of a total abatement potential of ~1,810 MtCO₂e [1,630–2,100] in 2030 across his Energy and Climate Package. However, this report also estimates that potentially only half of this potential could still be achieved through Executive Authority in the event of Congress not supporting action, although this estimate carries a large degree of uncertainty. We also outline how additional emissions reductions could come from action in other areas, including freight transport and industry—with the electrification of end-use sectors and green hydrogen important opportunities to achieve this. If the United States and China fully implement these ambitious goals and are able to achieve net-zero GHG emissions around mid-century, it would be a monumental step forward toward bringing the Paris Agreement goals within reach. It would also mean that for the first time more than 60% of the world’s emissions are in countries with a clear pathway to decarbonize their economies. However, achieving the goals will require bold action in all sectors of the economy, with an early coal phaseout being paramount for both countries.

After withdrawing from the Joint Comprehensive Plan of Action (JCPOA) in 2018, the Trump administration embarked on a policy of “maximum pressure.” Its aim was to drive Iran to the negotiating table with the stated aim of striking a “better deal.” The policy has backfired as Iran has taken steps to reduce its breakout time to produce a nuclear weapon to just a few months and ramped up its aggressive policies in the Middle East. Hopes for diplomatic talks have faded and neither country seems willing to change course, heightening the risk of conflict. Indeed, Iran and the United States have approached the brink of war on more than one occasion in 2019 and 2020. Moreover, the United States has found itself isolated internationally, including from its closest allies. Against this backdrop, this ASPI issue paper, Between War and Peace: A Roadmap for U.S. Policy Toward Iran, examines the sources of tension in the U.S.-Iran relationship. To help clarify the policy choices, ASPI Senior Fellow Puneet Talwar lays out four alternative scenarios that could unfold in the period ahead, ranging from selective engagement to military escalation. Abstract:: “The Central Intelligence Agency has been secretly supplying Iraq with detailed intelligence, including data from sensitive U.S. satellite reconnaissance photography, to assist Iraqi bombing raids on Iran’s oil terminals and power plants in the war between the two nations … Iraq reportedly used the intelligence to calibrate attacks with mustard gas on Iranian ground troops.” (1) This was a Washington Post report in 1986. “In 1988, during the waning days of Iraq’s war with Iran, the United States learned through satellite imagery that Iran was about to gain a major strategic advantage by exploiting a hole in Iraqi defenses. U.S. intelligence officials conveyed the location of the Iranian troops to Iraq, fully aware that (Saddam) Hussein’s military would attack with chemical weapons, including sarin, a lethal nerve agent.” (2) This was part of one of the declassified CIA documents published by Foreign Policy on 26 August 2013. Satellite imagery, communications intercepts and CIA assessments forwarded by the United States to Iraqi commanders showing ‘where the Iranian weaknesses were’ led to the death of many Iranian soldiers and civilians during the bloody 1980-88 war. That bitter and costly experience left a profound impact on the minds of Iranian military strategists. Having an intelligence eye to watch enemies from the sky and prevent similar disasters in the future preoccupied their brains. At the outset, possessing instruments of visual observation in the sky appeared to be a dream for many Iranians. But that would be a long-term project to make sure that Iran would not suffer again. Reconnaissance satellite is now widely seen as a strategic asset enabling states possessing this technology to obtain first-hand key information about the activities and resources of their enemies. It also enables states to protect their national security in this competitive world. This paper argues that great powers threaten weaker states. And regional powers like Iran have no option to survive but to get strong in order not to be bullied. It also argues that Iran, by successfully launching its “first military satellite” into orbit, has demonstrated a new capability that may shift the balance of power in its favor amid increasing tensions with the United States.

Abstract:: Hurricane Lane, which struck the Hawaiian islands on 22–25 August 2018, presented a textbook example of the compounding hazards that can be produced by a single storm. Over a four-day period, the island of Hawaiʻi received an average 17 inches of rainfall. One location received 57 inches, making Hurricane Lane the wettest tropical storm ever recorded in the state and the second wettest ever recorded in the US. At the same time, three wildfires on the island of Maui and one on Oʻahu burned nearly 3,000 acres of abandoned agricultural land. As the global climate warms, the number and strength of hurricanes is expected to increase, both in Hawaiʻi and in the Pacific region generally. A better understanding of the relationship between hurricanes and global climate change is critical in order to predict the vulnerability of people and resources during a severe weather event and to plan an appropriate course of action.

Abstract:: The COVID-19 pandemic threatened to damage China’s international reputation just as the Chinese government under Xi Jinping was peaking in its promotion of China as a model political system and superior international citizen. Beijing launched a massive diplomatic effort aimed at both foreign governments and foreign societies. The goal was to overcome initial negative publicity and to recast China as an efficient and heroic country in the eyes of international public opinion. The crisis created an opening for China to make gains in its international leadership credentials as the world saw the superpower United States falter. Ultimately, however, Chinese pandemic diplomacy contributed to a net decrease in China’s global prestige, largely because domestic political imperatives motivated behavior that generated international disapproval and distrust for the Chinese Communist Party (CCP) government. This paper summarizes the content of Chinese pandemic diplomacy through the key period of January through May 20201, identifies specific strengths and weaknesses of China’s effort, and briefly assesses its global impact.

Abstract:: Within the Indo-Pacific region, the United States and Pakistan have sharply divergent strategic objectives. While American objectives have changed over time, focusing in recent years on rivalry with China, Pakistan’s strategic objective has remained constant—to maintain a balance of power with India. Yet Pakistan retains close strategic and economic ties with China, and the United States considers India an important strategic partner. Nevertheless, the two countries have worked together for nearly two decades toward two tactical goals—achieving a political settlement in Afghanistan and eliminating terrorism in South Asia. There is potential for them to cooperate more broadly, for example, increasing direct foreign investment to Pakistan and helping Islamabad balance its relations with the United States and China. Washington’s willingness to expand such cooperation will depend on Pakistan’s cooperation in fighting terrorism in the region.

Nationwide surveys conducted by IranPoll this winter – before the spread of the virus and before the US strike against Iranian commander Qasem Soleimani – show that although Iranians say their country should not develop nuclear weapons, they have lost confidence in the nuclear agreement and think that the P5+1 countries (the five permanent members of the UN Security Council including China, France, Russia, the United Kingdom, and the United States—plus Germany) have not lived up to their obligations. Chicago Council survey results from January 2020 show that a majority of Americans say they would favor rejoining the agreement if Iran restarts its nuclear weapons program.

1561. Troop Withdrawal Likely to Undermine South Korean Public Support for Alliance with United States

Abstract:: The United States and South Korea remain locked in negotiations over the Special Measures Agreement (SMA)—the agreement which formally determines how much South Korea contributes to the financial cost of stationing US troops in South Korea. In the past, these negotiations took place behind the scenes away from the public eye. But keeping details of this round of negotiations private proved difficult when it was disclosed that the United States requested $5 billion dollars, an unprecedented 400 percent increase from the previous year. When the two sides failed to reach a deal by April 1, 4,000 Koreans who work on US bases in South Korea were furloughed. The public attention to these negotiations—and the US request being framed as extortive by Korean media and US analysts—raised concerns that the South Korean public’s positive views of the alliance would be damaged. But just-completed polling by the Chicago Council on Global Affairs suggests that is not the case. Little has changed in terms of South Korean attitudes towards the alliance. The South Korean public remains positive about the alliance, supportive of stationing US troops in South Korea, and confident that the US will defend South Korea if North Korea attacks. But the data also suggests that there are scenarios in which South Korean public confidence could be punctured. Confidence in the US commitment to defend South Korea if attacked by North Korea is strongly related to views that the alliance with the United States is mutually beneficial. This, in turn, implies that the biggest downside risk to support for the alliance stems from actions that would impact US credibility to defend South Korea if North Korea attacks. While a range of actions may trigger a decrease in confidence in US commitment to defend South Korea, one of the most immediate reported to be under consideration is a partial withdrawal of US troops. This move has the potential to shift South Korean attitudes away from seeing the alliance as mutually beneficial and towards views that the alliance benefits only the United States.

Abstract:: US public investment in agricultural research in the 20th and 21st centuries has resulted in unprecedented worldwide production of a few staple crops and the improvement of dozens more. Increased crop yields and animal production have drastically reduced famine compared to previous centuries and supported an overall increase in global affluence. Today, agricultural producers around the world are facing new challenges as global climate changes become increasingly unpredictable. Inconsistent rain, extreme temperatures, droughts, flooding, wildfires, and shifting pest and disease patterns are just a few of the obstacles farmers face as they try to feed their families and produce enough food to feed the world. In spite of these dire challenges, US public agricultural research funding has been decreasing over the past several decades. This has allowed competitors such as China and Brazil to outpace American ingenuity, take over American markets, and put American farmers at a disadvantage. The lack of investment in agricultural research and development is a critical national security concern. Historical US agricultural strength has contributed to US hard and soft power around the world. As the US food system is beset by increasing climate, economic, financial, and security threats, US rural communities have been left behind, undermining US power and domestic well-being. Increasing global food insecurity, which has been amplified by increasing weather extremes, will lead to economic and political instability in many areas of the world, further threatening US national security. Although the private sector plays a crucial role in the development of new agricultural techniques and products, public funding has been the backbone of many agriculture and food system advances. While agricultural research and development has historically focused primarily on increasing yields, this narrow focus does not adequately support the food requirements of today’s growing global population. There must be a revitalization of public investment in agricultural research, American food systems, and international agricultural development that focuses on the challenges of the future. US leadership is vital to ensuring the global research agenda does not leave farmers behind. Opportunities to build upon and enhance existing US agricultural research infrastructure across many diverse government entities abound. The US government should recognize these investment opportunities to address current and future climate challenges.

Abstract:: With both Russia and China facing increasingly confrontational relations with the United States, the two countries have increased ties with each other and have pursued similar approaches in opposition to the US government concerning Iran, Syria, and Venezuela. Steve Biegun, US Deputy Secretary of State, recently characterized the developing relationship between Russia and China as one built on “mutual determination to challenge the United States.” To better understand how experts think about Russia’s relations with the other great powers, The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs recently conducted a survey of 201 American experts on Russia. The survey finds that a majority describe the relationship between Russia and China today as one of mostly partnership. They also describe India as primarily a partner to Russia, both today and in the future. By contrast, they say that Russian relations with the United States and the European Union are mostly competitive. But they anticipate that in 20 years, rivalry between Russia and China will grow, perhaps creating space for reducing tensions with the United States.

Congress and the administration widened Obama-era sanctions against Russia after alleged Russian interference in the 2016 presidential election. Data from a recent survey of American experts on Russia, conducted by The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs paints Russia as a declining power. The results show that while experts anticipate changes in the global balance of power in the next 20 years, with China overtaking the United States, they do not expect Russia to come out stronger over that time frame. Experts draw attention to Russia’s cracked economic and political foundation in the present and its likely decline over the next two decades due to economic mismanagement and faltering soft power. Now there are the lingering economic effects of the COVID-19 pandemic to add to this list.

In analyzing ambitions and initiatives on both sides of the Atlantic in three connected policy arenas, this brief argues that while a Democratic victory provides greater opportunity for collaboration, underlying structures for cooperation among societal stakeholders in the United States need to be reinvigorated to diminish polarization in society, which could continue to block the transition to a low-carbon economy.

Abstract:: Millennials, the oft-referenced generation born in the ’80s and ’90s, are the first generation to have access to the internet in their youth and are the largest and most diverse generation in American history. Now for the first time, Millennials are running for US president: Pete Buttigieg and Tulsi Gabbard were born in 1982 and 1981 respectively, putting them at the upper limit of the Millennial range. The 2019 Chicago Council Survey data provide insight into how this group views key foreign policy issues compared with previous generations. While there is some evidence that younger Americans are more hesitant to engage in the world and more likely to oppose the use of force than their elders, time will tell whether the post-Cold War and 9/11 experiences have shaped a new generation with enduring preferences for a more restrained, less military-focused foreign policy.

Abstract:: American Public Support for US Troops in Middle East Has Grown FEBRUARY 10, 2020 By: Dina Smeltz, Senior Fellow, Public Opinion and Foreign Policy; Craig Kafura, Assistant Director, Public Opinion and Foreign Policy “As we defend American lives, we are working to end America’s wars in the Middle East,” President Donald Trump declared at State of the Union on February 4. Democratic presidential candidates, too, have made halting so-called “endless wars” a key talking point, ranging from cutting back troop levels to withdrawing the US military presence in the Middle East. A Chicago Council survey completed January 10–12 shows that as tensions with Iran have risen, Americans see an increased need to keep watch over the Middle East by maintaining a troop presence there. Key Findings: A majority of Americans say the US military presence in the Middle East should be maintained (45%) or increased (29%). Just 24 percent think it should be decreased. A majority support long-term military bases in Iraq (55%, up from 41% in 2014) and Kuwait (57%, up from 47% in 2014). Nearly half favor keeping bases in Afghanistan (48%, up from 43% in 2014). A combined majority (54%) say alliances in the Middle East benefit both Middle East partners and the United States or mostly benefit the United States.

1573. 11th U.S.-China High-Level Political Party Leaders Dialogue

Abstract:: A select delegation of leaders from the U.S. Democratic and Republican Parties and the global business community traveled to Beijing, China to meet with senior officials from the Communist Party of China (CPC) on November 18-21, 2019. The discussions were part of the 11th U.S.-China High-Level Political Party Leaders Dialogue organized by the EastWest Institute (EWI) in partnership with the International Department of the Central Committee of the Communist Party of China (IDCPC). Launched in 2010, the U.S.-China High-Level Political Party Leaders Dialogue seeks to build understanding and trust between political elites from the U.S. and China through candid exchanges of views on topics ranging from local governance to foreign policy concerns. The dialogue process consistently involves sitting officers from the CPC and the U.S. Democratic and Republican National Committees. In the 11th iteration of the dialogue, the CPC delegation was led by Song Tao, minister of IDCPC. Gary Locke, former secretary of the United States Department of Commerce, former governor for the state of Washington and former United States Ambassador of China; and Alphonso Jackson, former secretary of the United States Department of Housing and Urban Development; lead the U.S. Democratic and Republican delegations, respectively. Throughout the dialogue, members of both delegations spoke freely on relevant topics including foriegn policy trends, trade disputes and emerging areas of economic cooperation. EWI facilitated a series of meetings for the U.S. delegation, which included a productive meeting with Wang Qishan, vice president of the People’s Republic of China at the Great Hall of the People. The delegates also met with Yang Jiechi, director of the Office of the Central Commission for Foreign Affairs; Dai Bingguo, former state councilor of the People’s Republic of China; and Lu Kang, director of the Department of North American and Oceanian Affairs at the Ministry of Foreign Affairs. The U.S. delegates visited the Asian Infrastructure Investment Bank and met with their president, Jin Liqun, as well as the Schwarzman College at Tsinghua University to engage prominent scholars on the future of the U.S.-China relationship.

Abstract:: Europeans wish to persuade Iran to compromise on strategic issues – but, unless they understand the dynamics of domestic Iranian politics, they will not get far. Three main power blocs compete to influence Iran’s supreme leader, including the ‘modernisers’, who were instrumental in building the case internally for the nuclear deal. The US ‘maximum pressure’ campaign has placed them on the back foot. Improving the economy remains the most pressing issue in Iran. Without a Western economic offer, the other two power blocs – the conservative ‘Principlists’ and IRGC-linked ‘securocrats’ – will continue their recent ascendancy and press for a confrontational ‘maximum resistance’ response. Immediately after the US presidential election, Europeans should embark on shuttle diplomacy with Washington and Tehran to agree an interim deal on the nuclear issue. This could also strengthen modernisers ahead of Iran’s own presidential race in 2021.

Abstract:: After already enduring a 4-year term under United States’ President Trump, the future of the transatlantic relationship is at a critical junction. The US faces an upcoming election where the next administration can either further deteriorate relations or seek to rebuild and strengthen them. No matter the outcome, the future path will be intrinsically tied to how the transatlantic partners cope with the political, economic and security fallout of the global pandemic. Will the US return to the fold of multilateralism and restore an equitable world order in cooperation with the EU, or does the EU stand alone and will have to rapidly grow into a more influential geopolitical player? Or will relations continue their downward trajectories current and spur an accelerated retreat towards isolationist policies, creating space for external challengers like China and Russia to reassert their global positions and challenge the established order? This analysis will examine the current and upcoming challenges on the transatlantic horizon in regard to post-COVID economic recovery. Each region has proposed policies to tackle the current and upcoming economic aftermath of the pandemic, but as Europe outlines strong policies, the Trump administration’s approach has had dire consequences. The Biden campaign’s approach, on the other hand, shows similarities to that of Europe, evoking hope for a more harmonized approach that has proven successful in the past. This analysis will examine the US and EU’s diverging approaches to global issues, challenges and external challengers, such as Russia and China. As demonstrated by the Trump administration, the US is retreating on many of its multilateral and international commitments – how will the Transatlantic relationship look like if there is a second Trump term as opposed to if Biden takes over? Is the relationship irreparably damaged or can it be repaired? Finally, this paper will examine the future of transatlantic security under the framework of NATO’s 2030 reflection process and appraise how the new security landscape will look like post-COVID, especially as external threats mount and impact the Central and Eastern European front.

1577. US Elections - The optimistic worst-case scenario

The US elections will come down to the wire, and will be determined by mail-in votes. While this was fully expected during the COVID-19 pandemic, it was also the worst-case scenario given Trump’s persistent attempts to delegitimize mail-in votes, despite lack of clear evidence of their fraudulence. Much like 2016, the key battleground states are Pennsylvania (20 EC votes), Michigan (16) and Wisconsin (10), with mail-in votes deciding their outcome. As of this writing, Pennsylvania has counted 700.000 out of 2.5 million mail-in votes, of which Biden has won 71.7% of them to Trump’s 21.3%. Michigan has counted 425.000 out of 2.48 million, with Biden winning 65% to Trump’s 33%. Finally, Wisconsin still needs to count 1.3 million mail-in votes. Should the trend of Biden winning 2/3 of all mail-in votes, Biden will be a clear election winner, giving the Biden camp cause for optimism.

Abstract:: During November 2019, EUROPEUM co-organized the second Transatlantic Policy Forum along with CEPA, a leading US think-tank. The private roundtable provided a unique opportunity for candid and open discussion about the issues that are at the heart of transatlantic cooperation. Our research fellow Martin Michelot concluded a debrief and analysis of these debates. 2019 will certainly go down as a year when the political unity of the Alliance was tested - and when NATO held together strong. The year ended with a NATO Leaders Summit that centered around the comments made by French President Emmanuel Macron a month prior, where he declared NATO to be in a state of “brain death” and cast a shadow on whether the collective security guarantee would still hold strong in the near future. That was not the only moment of transatlantic tension: tensions flared over European 5G markets, which may be built by Chinese companies, and trade has become an inflamed issue between Europe, the U.S. and China. The timing is significant, as the space race has accelerated with the U.S. and China marking their space territories through Accords and SEZs. Abstract:: The coronavirus pandemic has not only triggered a crisis in public health and safety that engendered a significant economic fallout. The pandemic has also triggered an infodemic, one that sets the context for a significant spike in anti-NATO and anti-Western propaganda. Unless countermeasures are taken, the already deteriorating public opinion vis-a-vis the Alliance can be expected to worsen. Viewed individually, these two pandemic's outcomes have not critically threatened the Alliance; however, their combined effect could become a formidable challenge for NATO. Despite the measures taken, the pandemic is likely to continue exacerbating the frustrations among member states, further fraying the Alliance's unity. This, arguably, is the most immediate and concerning challenge facing NATO today.

Abstract:: At the height of the COVID-19 crisis, a number of voices criticized NATO's absence in the fight against the pandemic. As expected, many of these critics came from Russia and China, exploiting a highly effective STRATCOM to allege an apparent lack of NATO involvement. However, criticism also emerged from within the Alliance, urging that NATO should wake up to the situation. Russian propaganda, backed by the actual deployment of planes and trucks to Italy, and domestic condemnation fueled a sense of discontent in people as regards the usefulness and effectiveness of international organizations at large, and more specifically NATO and the European Union (EU). This impression of inaction persisted for a couple of weeks after the outbreak of the COVID crisis in most Allied nations, until eventually an aggressive counter messaging strategy was put forward by NATO HQ, SHAPE and individual nations themselves.

Abstract:: Thanks to their higher speed, larger data volume, lower latency, and capacity to sustain very high density connections (including machine-to-machine communications), 5G networks are set to unleash a major economic revolution, potentially adding trillions of dollars to the global economy (at least according to recent forecasts). From smart cities to Artificial Intelligence (AI); telemedicine to driverless cars; virtual reality to the Internet of Things (IoT); Industry 4.0 to all manner of applications that will comprise this new ecosystem, 5G ushers in enormous opportunities. 5G communications still require significant investments, both for research and development of key technologies, and for building the supporting infrastructure. Moreover, the next generation of telecommunications raises several important questions about the political economy of spectrum allocation and standard definition, their military applications, the role of Chinese companies and the attendant cybersecurity risks. 1592. Between the Chinese Dragon and American Eagle: 5G Development in the Baltic States

Abstract:: In the course of 2018-20, development of Fifth Generation (5G) communication networks has been increasingly influenced by the considerations of national security and geopolitics. The largest provider of 5G equipment, the Chinese mobile telecom giant Huawei, has come under fire from the U.S., Czechia, Poland, and other nations in recent years for attempted espionage, theft of intellectual property and other nefarious activities; in the past month, UK decided to ban Huawei technology from its networks. All this comes into sharp focus as the geopolitical confrontation between Washington and Beijing reaches new heights. However, China is one of the EU’s largest trading partners and has worked to establish its economic, political, and cultural influence in various Member States. The EU and NATO have both released standards for member states must use when gauging the security of potential 5G networks. Yet, the EU in particular has not enacted a blanket ban or sweeping restrictions on the Chinese 5G equipment providers, leaving the tradeoffs between national security, technological progress and cost-efficiency to individual states. Although the Baltic states are well-versed in dealing with cybersecurity challenges, their road to 5G development is going to be complex. Whole-of-society awareness, political diligence, technical competence, regional cooperation, and resilience to Beijing’s influence operations are needed in forging a clear path to 5G that is aligned with their key geopolitical interest—maintaining their close strategic alliance with the United States. This brief aims to explore the geopolitical factors at play in determining the Baltic states’ 5G policy and regulations, with a particular focus on the EU, U.S., and China’s influence. It also provides a short of overview of the state of current 5G networks and regulations in the Baltic states while identifying challenges that the region will face in the coming years.

Abstract:: On June 6, the Wall Street Journal set off an avalanche of commentary by reporting that U.S. President Donald Trump ordered a drastic reduction in U.S. troops deployed in Germany within a space of only six months. The move was met with significant pushback in Washington and Brussels, causing Congressional Republicans to raise their concerns in letters and public statements. Trump’s announcement, however, was in fact an extension of earlier plans mooted in June 2019, when the administration first suggested moving at least 1,000 troops from Germany to Poland. At the time, Trump suggested that the proposed move was to “affirm the significant defense cooperation between our nations.” Washington picked up this potential troop move again in a rather unrelated context following a spat over the German refusal to participate in a naval mission in the Persian Gulf to deter Iran, reinforcing the notion Trump keeps using American deployments in Germany as a bargaining chip for any interaction on foreign policy with the Merkel government.

1595. U.S. Troops Injured in Altercation with Russian Forces: What It Means for the War in Syria

Abstract:: On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present. Abstract:: America’s Intelligence Community (IC) faces a daunting array of traditional national security challenges. Terrorism remains a persistent global problem in form of Islamic extremism as well as far-right nationalism. Russia, China and other nation state threats have become a higher priority after a long period of neglect. Regional conflicts simmer and occasionally boil over, reminding us that our agencies must provide global coverage. And we are now engaged in perpetual cyber conflict, with ambient digital espionage and conflict raging across global networks. At the same time, the Covid-19 pandemic has shown us that there are other threats to national security which require our intelligence agencies to broaden their focus beyond the familiar threats that have defined their missions since inception. America’s intelligence agencies must be able to support our national response to the existential challenges of our time - pandemic and biothreats, climate change, and nuclear insecurity. Each represents a high probability and high consequence set of risks for the nation and the world. As a President-Elect Biden’s team prepares to assume power, it should examine: Independence: Has political interference degraded the IC’s capability to collect and protect intelligence, and has the IC’s independence and objectivity eroded? How can we ensure that political interference never degrades IC capabilities and objectives? Priorities: How well prepared is our Intelligence Community (IC) to play its role of providing warning, perspective and options in a new world of disinformation, pandemic and climate change? 1600. Conventional arms control on the Korean Peninsula: The current state and prospects

Abstract:: At the end of 2017, the Korean Peninsula reached the brink of a nuclear war, as the US president Donald Trump and the North Korean leader Kim Jong-un exchanged words of nuclear threats each other. A tug of war as to whose nuclear button is bigger and stronger exacerbated the nuclear crisis. However, the South Korean President Moon Jae-in intervened to resolve the crisis by taking advantage of the Pyeongchang Winter Olympics. In doing so, President Moon intended to pursue denuclearisation and peace-building on the Korean Peninsula at the same time. North Korean Chairman Kim Jong-un responded positively to the South Korean call to hold the inter-Korean summit and the Trump-Kim summit. In order to end the Korean war and promote peace-building on the Korean Peninsula including termination of hostile acts on inter-Korean relations, the two Koreas adopted the April 27 Panmunjom Declaration, the September 19th Pyongyang Joint Declaration and the Inter-Korean Military Agreement at their summit in 2018. The Military Agreement is aimed at reducing tension and building trust between the two Koreas through conventional arms control, while the North Korean nuclear issue is being resolved through the US-DPRK summit. The September 19th Military Agreement is a modest but remarkable success in arms control history when compared with a long-term stalemate or even retreat in the contemporary international arms control arena. Indeed, arms control is at its lowest point in history, so dim are its prospects. Nevertheless, heated debates are taking place, both at home inside South Korea and abroad, over the legitimacy and rationality of the Sept. 19th Military Agreement. With little progress on the denuclearisation issue at the Kim-Trump summit and no sign of easing economic sanctions on Pyongyang, North Korea has test-fired short-range missiles ten times to exert pressure on the United States, undermining peace and stability on the Korean Peninsula. Against this backdrop, this policy brief intends to analyse the true meaning of the September 19 Military Agreement between the two Koreas, to identify its problems and policy implications in order to draw up supplementary measures to implement it successfully. Furthermore, the paper will draw some implications for the relationship between progress on North Korea’s denuclearisation issue and further conventional arms control on the Korean Peninsula.
