The most consequential elections in Turkey’s recent history are set to be held on 14 May, when Turkish citizens will elect a new president alongside a new parliament. An ideologically disparate coalition of six opposition parties, ranging from secularists, to Islamic conservatives, and Turkish nationalists, have joined forces under the leadership of Kemal Kilicdaroglu to unseat Recep Tayyip Erdogan. Erdogan has been in power for 20 years, initially as prime minister and then as president since 2014.

Abstract:
It appears that the growing religious diversity in the developing and developed worlds will pose a serious challenge in the near future. However, religious minorities are surprisingly understudied in the literature on the politics of accommodation. Similarly, far less emphasis has been placed on non-territorial autonomy, which has the potential to deal with territorially dispersed religious minorities. It is argued that the Ottoman millet system based on Islamic values was the first non-territorial arrangement that successfully accommodated religious differences for centuries. Therefore, this paper reviews the Islamic doctrine and traditions pertaining to religious accommodation in general and the Ottoman millet system, in particular, to examine if the case offers any valuable insights into the scheme of religious autonomy in modern times.

People tend to categorize others as ingroup or outgroup. Social psychology literature attributes this distinction to similarity; similar people are supposed to be ingroup and different people are supposed to be outgroup. Similarly, people’s attitudes, perceptions, and attributions towards others easily change depending on whether they are ingroup or outgroup. Moreover, studies investigating ethnic group relations showed that perceived intergroup difference is an important variable that influences stereotype content and other intercultural attitudes in the European context. This study measured the role of perceived intergroup differences towards three ethnic minorities (Circassian, Kurdish, and Armenian) by the Turkish participants on stereotype content. The study results showed that participants perceived ethnic minorities differently from one another in terms of perceived intergroup differences. The Turkish participants evaluated three ethnic groups as ‘significantly different from themselves and also from one another. Furthermore, there might be credence to the idea of perceived intergroup difference having an influence on stereotype content since the outgroup that is rated as the most similar (Circassian) was significantly rated higher on warmth and competence dimensions as compared to other outgroups

Abstract:
Turkey and Iran, in recent months, have increased their strikes on areas occupied by Kurds in Iraq. The Turkish Air Force, on November 20, announced intense airstrikes, dubbed Operation Claw-Sword, targeting Syrian Democratic Forces and Syrian Army positions in Northern Syria and against Kurdistan Workers’ Party positions in Northern Iraq. Iran, at the same time, intensified its missile and drone strikes on locations that belong to Kurdish opposition parties, which Tehran claims to have been supporting the latest demonstrations across the country since September this year. The timing of these strikes raises questions about the intention of both regimes and the timing of their targeting of Kurdish rebels in Iraq.

Religious celebrations can function as catalysts for religious repression, carrying a potential for state abuses and minority contestation (Hintz & Quatrini, 2020). A focus on Ashura celebrations demonstrates how regimes and believers can choose to respond to this Shiite festival depending on their respective religious affiliations, and how these responses can raise the risk for certain forms of religious repression. On Ashura, which recurs on the tenth day of the Islamic month of Muharram, millions of Shiite believers across the globe mourn the death of Imam Husayn by reviving the events of Kerbala and staging mourning processions (Nikjoo et al., 22 March 2020).1 Commemorations continue for 40 days after Ashura, culminating with the Arbaeen walking pilgrimage, in which mourners walk to the Imam Husayn Shrine in Kerbala, Iraq. In 2021, ACLED-Religion records a 50% increase in religious repression in the week preceding Muharram (31 July-6 August) compared to the week prior, and a further 58% increase during the first week of Muharram (7-13 August). Notably, most Ashura-related2 repression events are concentrated in just three countries covered by the pilot project — Iraq, Yemen, and Bahrain (see figure below)3 — that have in common the presence of a large Shiite population. In these three countries, Ashura-related repression accounts for 46% of all religious repression events during ‘Ashura season’ (9 August-27 September).4 Across all seven countries covered by ACLED-Religion, Ashura-related repression accounts for around 20% of religious repression events during the Ashura season.

Abstract:
Most religious holidays and festivals carry a potential for state repression and minority contestation. This is explained by three main factors: firstly, celebrations serve as a focal point in heightening identity salience; secondly, during major festivals, worshipers tend to defy state orders; thirdly, religious celebrations and rituals can disguise political claims and work as sites of minority contestation and resistance (Hintz & Quatrini, 2020; Scott, 1992). All these general assumptions apply to the Islamic holy month of Ramadan. During Ramadan, Muslims aim to “be pious, moral, and disciplined” (Schielke, 2009). However, a heightened emphasis on religious practice also tends to fuel sectarian cleavages and state repression. In comparison to previous months of 2021, ACLED-Religion data show an overall increase of repression events focused on Muslim religious practices during Ramadan, which ran from 12 April to 12 May (see figure below). This upward trend is underpinned by a large number of repression events specifically targeting Ramadan-related religious practices1 in five countries: Yemen, Bahrain, Iraq, Palestine, and Egypt.2 Overall, Ramadan-related repression accounts for 60% of all repression events targeting religious practices during the Islamic holy month.3 The trend can be ascribed to four main drivers: state suppression of Ramadan-related rituals for sectarian reasons; enforcement of COVID-19 restrictions; interaction of Islamic and non-Islamic celebrations; and politicization of religious practice.

Abstract:
Bahrain is an island kingdom ruled by the Sunni Muslim Al Khalifa royal family. The Al Khalifa regime is accused of systematically discriminating against the country’s Shiite community, which is estimated to account for 60% to 70% of Bahrain’s Muslim population (BICI, 10 December 2011). Discriminatory practices affect Shiite believers across a wide array of domains, including employment, freedom of expression, and political rights (USCIRF, April 2020). The Shiite community faces exclusion from the military and security apparatuses (CSIS, 9 December 2016), the arbitrary revocation of Bahraini citizenship (OHCHR, 18 April 2019), and the denial of medical care for prisoners (Amnesty International, 28 September 2018). The sectarian divide in Bahrain is stoked by political tensions. The monarchy sees the Shiite popular majority as a threat, and has historically used alleged ties between Shiite opposition groups and the Iranian regime to justify the systematic denial of political rights. As demonstrated by the “Bandargate” scandal (the public revelation of a report on the regime’s plan to marginalize the Shiite community), the Al Khalifa have also pursued a policy of ‘Sunnization’ of the Bahraini population (Le Monde Diplomatique, 19 October 2006). However, the repression of the Shiite community is not only driven by political considerations: Shiite identity is also targeted for purely sectarian reasons.

Abstract:
The Arab sector has the electoral potential to win 25 seats in the Knesset. The low voter participation rate in the last elections (44.6%) was the result of a number of factors: the Arab representatives’ lack of influence on the government; the Arab community’s lack of confidence in parliamentary endeavor; the marginal status of Arab society; and the ideological boycotting of the elections. The poor results of the parties on the Left among Arab voters reflect their problematic relations with the Arab community. Arab voters do not view the leftist parties as a viable electoral alternative. On the other hand, only a negligible number of Jewish voters voted for the two Arab parties. The success of the United Arab List (Ra’am) and the failure of the Joint List in the Bedouin sector are the result of the latter’s inability to provide solutions to the problems of the Bedouin population, as well as the support in Bedouin society for Ra’am’s religious and conservative platform.

Abstract:
The rate of voter turnout in the Druze community has been characterized by a continual downward trend for the past three decades. In deciding whether to vote and which party to vote for, Druze voters take individualistic considerations into account more than collective considerations which are related to the Druze community as a whole. Like other Druze communities throughout the Middle East, the Druze community in Israel is characterized by a pragmatic approach and political moderation. Therefore, the radical political views that the Arab parties try to promote are unattractive to most Druze voters. While Labor was the dominant party in the Druze community until 1999, there was no dominant party again until Blue-White in the 2019 elections. The expected collapse of Blue-White in the upcoming Knesset elections will leave a vacuum among the Druze and will lead to a further decline in their rate of voter turnout. The dispersed voting pattern of the Druze in the elections proves that politically they are not a homogenous community but rather a heterogeneous society.

This paper employs the term ‘Alawization’ to define the prominence of members of the Alawi community in positions of power across Syria, a process that has already been noticed by some scholars, but that has not been named until now. We intend to answer the following questions: is there a process that can be called Alawization happening in Syria? How could Alawization have become a political process in the country? How could this have evolved over time? And how is it perceived among practitioners of international relations? Essentially, the circumstances that could allow for this process to take place are embedded in Syria’s colonial period and its evolution is closely related to the rise of Hafiz al-Assad to power – launching an “Assad dynasty”, that continues ruling the country. Perception of this ongoing process was based, methodologically, on historical representations and was investigate d through semi-structured interviews with diplomats based at the UN working with Middle Eastern issues and/or that have already been assigned to posts in Syria. It concludes by suggesting that, albeit there’s recognition of this process, there is still disagreement on how it occurs and how widespread it is internally.

Pope Francis is scheduled to arrive in Iraq on 5 March 2021 for a historic three-day visit. The Holy Father aims to promote a message of hope and support to thousands of Iraqi Christians who have returned or are yet to return to their homes after the official defeat of the self-proclaimed Islamic State (IS) in December 2017. The first-ever Pontifical visit will also include stops in Mosul and the Christian enclave of Qaraqosh, in northern Iraq, in a province which has been ground zero for so much violence and ethnic and religious cleansing over the past years. All minorities have suffered in Iraq – but none as much as the Yazidis, slaughtered by the thousands by IS militants. While other minorities have slowly returned home, the Yazidi future remains bleaker than ever.

22. Comments on the Electoral Strength of the Joint Arab List

Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

This paper shows the struggle of black people in Iraq through the struggle and activism of Jalal Dhiab, founder of the Free Iraqi Movement, to restore a forgotten revolution and awaken an identity that has long been marginalized in Arab historical writings, in order to defend the rights of this minority and to combat racial discrimination against it in Iraq.

The elections conveyed a message: The Arab public refuses to be a problem in Israeli society, and strives to return to normalcy. The 1990s were engraved in the memory of the Arab public as a promising period for their rights, but today the tables have been turned. The establishment doubts the ability of Arab Knesset members to represent their constituents and doubts their allegiance to the state. Many in the Arab public understand that the enshrining national-Zionist identity of the state is directed against them. The delegitimization of the Arab minority and its elected representatives reached its peak in the recent elections. The slogan "Bibi or Tibi" is an expression of incitement and racism that should be denounced. The "deal of the century" plan, and in particular its intention to annex the Triangle Region to a Palestinian state, actually contributed to raising the turnout rate on the Arab street. The 15 seats won by the Joint List restored the belief to Arab citizens that change is possible.

The Rwandan experience accomplished a success in dealing with conflicts, making an example for countries that are suffering from civil wars, internal divisions, or armed conflicts now. It demonstrates the ability to rebuild a modern state if an actual willingness is available in spite of the existence of tremendous historical epic violence, oppression or armed conflict. Since the beginning of the nineties, Rwanda has been the scene of the most horrific genocidal wars which caused nearly a million lives of people to be gone. These crimes prompted the resignation of President Bisi Mongo, who was unable to control the country after it plunged into chaos. As a result, a civil war broke out in Rwanda between the government and the Rwandan Patriotic Front. The Hutu majority confronted the Tutsi minority. Their conflict continued until the outbreak of a three-month genocidal war. The massacres, which occurred during the conflict period, are considered the fourth largest genocide in the modern history.

Over the last four years, Kurds in Iran have watched Kurdish communities in Syria and Iraq continue to suffer losses at the hands of hostile forces, disoriented by the turbulent shifts in Washington’s decision-making. It once seemed that the United States would support change in Iran beneficial to the country’s Kurds, but now a series of decisions by American leadership in Syria and Iraq have left many Kurdish political leaders in Iran afraid and discontented with U.S. policy in the region. Two moments during the Trump presidency particularly have soured and confused perceptions of the United States among Kurds in Iran. First, Iranian Kurds watched as the Trump administration allowed Shia militias hostile to Iraqi Kurds to take the city of Kirkuk in October 2017. Two years later, Kurds watched again as the Trump administration allowed the Turkish forces to invade northeastern Syria, driving local Kurds to flee their homes. These two moments pushed Iranian Kurds to doubt Washington’s potential contributions to the improvement of Kurdish rights in Iran. There now exists a political rift between U.S. and Iranian Kurdish leadership that may force Iranian Kurds to re-think their diplomatic position. Unfortunately for both groups, it seems that no one will benefit from such a rift—except for the Iranian government.

Abstract:
Palestinian Arab citizens of Israel, who feel their political representatives cannot achieve significant change for them on domestic issues, find it hard to believe that their voice could be meaningful in Israel’s foreign relations. Indeed, their involvement in Israeli foreign relations, both in the governmental and non-governmental arena, is limited. However, one area in which their involvement and influence have significant untapped potential lies in forging ties with Diaspora Jewry. For instance, in London, there is a clear disconnect between the representative bodies of the Jewish community, such as the Board of Deputies of British Jews and the Jewish Leadership Council, and those representing the Palestinian community, such as The Association of the Palestinian Community in the UK and the Palestinian Forum in Britain which reflect the main currents of Palestinian thinking. While the disconnect is evident on the formal-organizational level, it does not preclude unofficial ties between Palestinians and Jews in London. Nonetheless, links between the two communities are limited, as is the space for joint discussions and exchanges of views, thoughts and narratives.

Abstract:
The Syrian conflict has magnified threats to minorities with long-term implications both within and beyond Syria’s borders. The deployment of excessive firepower by the Russian and Iranian-backed Assad regime, and the concurrent rise of Islamic extremism have had both direct and indirect impacts on minorities. Local, regional, and international actors have weaponized minority groups to bolster their influence, further intensifying schisms in the Syrian social fabric and in the international community as a whole. The flow of one million Syrian refugees to Europe between 2015 and 2016 strengthened an already powerful wave of anti-immigration, nationalist populism throughout the continent and across the Atlantic. As an openly Islamophobic and, more implicitly, anti-Semitic movement, the wave has contributed to widening the scope of the Syrian conflict’s schismatic effects beyond the country’s borders.

On 3 and 4 March 2019 a small team from Pugwash held a number of consultations and meetings in Ramallah and Jerusalem on the situation in Palestine. The impetus was to better understand the challenges of day-to-day life for Palestinians living in the West Bank, particularly what may have changed since the election of Trump in the United States, and gauge what priorities were held by Palestinians for the future. Overall, there was a comprehensive feeling amongst Palestinians that a one-state solution has been imposed as a de facto reality, and that this one state is an apartheid state that discriminates against Palestinian human rights, dignity of life, and undermines hopes for viable economic and social improvement in the lives of all those in the West Bank and Gaza.

Scholars agree that intermarriage is one of the most important tests for determining societal structure and exposing the flexibility of social, racial and religious boundaries. In the crossing of racial, ethno-cultural, religious, or class boundaries through partnering, intermarriage not only tells us about individual choices, but also reveals the scope of social divisions and the relationships between groups within a society[1]. This article reviews the results of the elections for the 21st Knesset in Arab and Druze communities. Abstract:
Mohammad Darawshe's article analyzes the factors behind the historic low in the participation rate of Arab citizens, who stood at only 49.2% in the last elections. For the Arab voter, there weren’t compelling reasons to vote in the 2019 Knesset elections. In fact, a number of reasons motivated them not to. Quarrels around the issue of seat rotation plagued the Joint List and clarified for the Arab voter that the hope for unity had been lost. The Arab public therefore decided to punish the parties, taking from them the privilege it had given, returning them to their natural size in order to school them in the laws of modesty. Arab voters perceived the Nation-State Law as the antithesis of the integration to which they aspire. The law conveyed a clear message to Arab citizens that a border had been placed before them, and that they should not cultivate aspirations for class equality. Arab leaders must open the ranks of leadership and accept into it pragmatic social and economic figures. The mechanism of political parties are outdated and no longer reflect the new moods of the Arab public. There is no doubt that it is time to open a new chapter in Center-Left relations with Arab society. Without Arab cooperation, the Center-Left bloc will never come to power. Conversely, without the partnership of the Center-Left, the Arab public will not be able to influence decision-making in the state of Israel.

The Turkmens, descendents of the Oghuz confederation of Turkic-speaking nomadic tribes of the early Middle Ages, are currently scattered across the Middle East and Central Asia. Focusing on the Turkmen populations of Iraq, Syria, Lebanon, Palestine, and Iran, the author delves into their situation as minority groups who are barred from political participation and from expressing their cultural identity. This plight has only been exacerbated for the Iraqi Turkmens since the rise of the Islamic State of Iraq and the Levant (ISIL). In order to overcome socio-political marginalization, the author advocates for Turkmens to unite and form linkages with other minority groups.

Abstract:
Since the establishment of the State of Israel in 1948, Israeli democracy has followed a unique trajectory. Despite its strengths – regular and fair elections, an independent judiciary, a pluralistic party system etc. – the author argues that democratic development is in fact “interrupted.” The author identifies four main areas: the continuous occupation since 1967, the status of the Arab citizens within Israel, the growing socio-economic gaps, and the relationship between the state and religion. In order to mitigate the threats to Israeli democracy, the author espouses going back to fundamental democratic values – above all, democratic education in schools to build an enduring trust in democracy among young people.

49. Turkish Societal Perceptions Concerning Combat Against PKK Terrorism

During 2008-2009, BILGESAM conducted a thorough research in which 8,607 were polled from 17 different eastern and south-eastern provinces, along with a relatively high number of migrants of these regions in Istanbul and Mersin, and this research was presented under the title, “A Sociological Analysis of the South-eastern Question”. Later, results from this inquiry were incorporated into the, “What are the Kurds and Zazas thinking about? Perceptions on Common Values and Symbols” report and this report was presented to the public. Concerning the democratic opening process was BILGESAM’s publication of (Ret.) Ambassador Özdem Sanberk’s analysis, “Democratization, Political and Social Solidarity Opening for the Solution of the Kurdish Question” and the Wise Men Board report, “The Democratic Opening and Social Perceptions”. During the 2009-2010 period and within the eastern and south-eastern parts of Anatolia where a majority of Kurds resides, BILGESAM conducted a survey in 19 provinces and migrant-heavy Mersin, along with 5 provinces in the western part of Turkey, where 192 people in total were interviewed as to establish a comprehensive sampling as possible. Consequently, these interview results were published within the book, “Kurds in Turkey and Social Perceptions”. In order to ascertain the ethnic/religious composition of regional neighborhoods where Kurdish majorities reside, BILGESAM published the 2010 report, “The Ethnic and Religious Identity Composition of 19 Turkish Provinces in the Eastern and South-eastern parts of Anatolia”. BILGESAM, trying to partake in the resolution of the Kurdish Question has developed a comprehensive strategy that takes into consideration four different dimensions of the issue. This strategy was encapsulated in a Wise Men Board report and its contents made available for the public and decision-makers’ benefit in 2011 with the title, “Turkey’s Counter-Terrorism Strategy against the PKK”. Following up this report, and to complement its religious/ethnic lines of argument, was the “Conflict Resolution Approaches and the Kurdish Question in Turkey” report. With this new survey report, BILGESAM is continuing to follow the developments around the Kurdish Question. To understand and quantify the societal perception of the Turkish state’s counter terror operations and the democratic opening process, BILGESAM surveyed 2922 people via an online poll and is presenting its findings now in the “Turkish Societal Perceptions Concerning Combat against PKK Terrorism” report. This report tried to be as thorough as possible and many sub-layers of analysis were entertained for achieving a holistic analysis as possible. Among some of the sub-sections were: the desire for Turks and Kurds to live together in Turkey, the KCK arrests, the democratic opening process, counter terrorism and state policies, military operations against terrorism, foreign support for the PKK, the effects of terror acts in the regions and societal perceptions on solution proposals of Kurdish Question. The report “Turkish Societal Perceptions Concerning Combat against PKK Terrorism” was originally published in Turkish and presented to the public through a press conference that took place at BILGESAM headquarters in September 2012.

Generally speaking, it is fair to say that there was consensus in all meetings that the Kurdish Question is Turkey’s most important challenge and blocks the country’s path in many ways, and that it calls for an urgent solution. But participants raised quite different viewpoints, diverse and at times diametrically opposite approaches on how to name and define the issue, reasons for the problem’s emergence, its origins or the paths to solution. Nevertheless, when specifics of the matter were laid on the table, these opposing views converged, and even reached agreement. This is a sign that the long-lasting policies implemented to create a society of fear have had a certain degree of influence but could not subjugate the society entirely. As a matter of fact, it needs to be noted that at the meetings held in provinces assumed to harbor highly negative opinions on the Kurdish Question, even those participants who define themselves as nationalists (milliyetçi) or secular nationalists (ulusalcı) and are expected to react most harshly and irreconcilably to Kurds’ demands often did not draw their “red lines” too far from those drawn by people with more moderate views. For instance, the majority of those participants stated clearly that Kurds’ demands about human rights and Turkey’s democratization were legitimate and their reaction or concerns were limited to demands regarding ‘terror’, the Kurdistan Workers Party (Partiya Karkerên Kurdistan, PKK) and Abdullah Öcalan.
