One of the many reasons for the failure of the Israel Defence Forces’ (IDF) in the Second Lebanon War was the concept of Systemic Operational Design (SOD), translated into de facto military doctrine. The story of the rise and fall of the SOD idea is a warning sign for all militaries faced with “modern” and “fashionable” ideas. The purpose of this paper is therefore to describe and evaluate the Systemic Operational Design created and introduced into the IDF by Brigadier General Shimon Naveh and the Operational Theory Research Institute (OTRI). The study is based on the literature created by the State of Israel, the IDF, and its main proponent Shimon Naveh, as well as other militaries (mainly the US Army). This theoretical background is confronted with the IDF’s operations during the Second Lebanon War of 2006 and their effects on the war’s outcome. The over intellectualised, ambiguous, and not properly structured concept of the SOD, introduced as the IDF’s doctrine and approach to operations, led to military failure (which also had more root causes) in Lebanon. A study of the SOD failure should lead to a careful approach being taken to all new military concepts and ideas. Both change and continuation need to be properly balanced and evaluated, while enhanced military effectiveness could be of great value. At the same time, the impact of concepts which are not well anchored in military science/history and untested, like the SOD, could be devastating for militaries.

While the political and security situation in neighboring Afghanistan is still fluid, concerns are growing inside Pakistan about the possible fallout including in terms of increased insecurity, border tensions, and militant violence. For one, the developments in Afghanistan had already started influencing Pakistan’s militant landscape in 2021 as the year witnessed not only an increase in terrorist attacks by the Pakistani Taliban in Khyber Pakhtunkhwa but also an intensified terrorist violence by Baloch insurgent groups mainly in Balochistan. Meanwhile, Islamic State Khorasan (IS-K) province also emerged as one of the key actors of violence and instability in Afghanistan and Pakistan during the year. While the Afghan Taliban find it difficult to convince the world to recognize their government and activate/unfreeze financial channels, they are also finding it increasingly hard to address the domestic challenges mainly those linked to governance, security, and intra-Afghan reconciliation. Despite their repeated promises to not allow anyone to use the Afghan soil against Pakistan, the Afghan Taliban have yet not seriously considered to act against the TTP; except having facilitated the talks between Pakistani government and the TTP which have also not shown any successes so far. Nonetheless, there have been critical statements about Pakistan from some Taliban officials on multiple occasions about Pakistan’s democratic political system as well as fencing of the border by Pakistani security forces. Pakistan has eventually conveyed its concerns to the Afghan interim government about Afghan officials’ repeated efforts to damage the border fencing saying it was observing maximum restraint.

Following the August Beirut port explosion, the Lebanese Armed Forces must rebuild trust with the civilian population. The LAF can serve as a critical pillar in Lebanese government efforts to strengthen national security and identity in the midst of the crisis, in light of security sector assistance from the United States and other Western partners. The Lebanese Armed Forces (LAF), and Lebanon more broadly, is one of the largest recipients of foreign assistance in the Middle East. The United States and allied governments have sought to build the capabilities and professionalism of the LAF since the 2006 Israel-Hezbollah war, focusing primarily on counterterrorism and border security. The LAF stood in stark contrast to other Lebanese security services in their restraint vis-à-vis the civilian population during the 2019 protests. However, recent reported violent incidents against civilians, ambiguity of the role of police forces, and concerns about both recovery efforts following the August 2020 port explosion in Beirut and extended powers under the state of emergency established by the Lebanese parliament have raised international concerns about the role of Lebanon’s security services, including the LAF. The LAF has a critical role to play in stabilizing Lebanon through a multi-faceted crisis, but will need to take concrete steps to bolster its professionalism. Lebanon’s modern politics have long been defined by confessionalism, a reality that persists even as the country is engulfed in crisis. International assistance to the LAF over the last fourteen years had intended to support the LAF as a legitimate national institution transcending confessions and supporting a broader sense of Lebanese security and identity. In the midst of the ongoing crisis in Lebanon, political turmoil at the helm of the country, and the ongoing coronavirus pandemic, there is an important opportunity for the international community to support a new path for governance in the country—as shaped and envisioned by its populace. This opportunity hinges upon leveraging existing channels of support to the LAF and building in conditionality mechanisms that hold the LAF accountable for its actions, while continuing to promote a clear articulation of priorities for the LAF and a plan to improve military effectiveness through policy and doctrine; training and equipment, education, and exercises; operations; and institutional capacity building.

5. The Just Transition in Energy

With each new year of data, and each new intergovernmental report, it becomes harder to deny the scale and urgency of the energy transition required to prevent catastrophic anthropogenic climate change. The Intergovernmental Panel on Climate Change urges countries to take action to prevent a rise in temperature by more than 1.5°C, and warns of catastrophic consequences of a rise above 2°C. Yet current policies and pledges fall far short of hitting these targets. Worse, since harmful climate change is caused by the stock of carbon in the atmosphere, the longer we delay measures to limit the flow of new carbon into the atmosphere, the more drastic those measures will have to be. This uneven distribution of threat and responsibility raises difficult questions. Developed countries are generally more advanced in their transition to renewables, which means that some of the cheapest opportunities to reduce emissions are in developing countries. Yet the fact remains that developed countries are responsible for a larger share of historic emissions—and developing countries may have a right to pursue development unhindered, as developed countries did in earlier decades. There are therefore several elements of the “just transition” in energy. The world needs to transition to cleaner energy, and the developing world needs to keep developing, all while supporting the countries and communities that bear the highest costs of mitigation measures—and supporting those areas already beginning to feel the negative effects of climate change. This report will outline the key challenges and opportunities and conclude with a series of practical steps available to policymakers.

A new opportunity has emerged to roll back generations of antisemitic and rejectionist messaging in Arab media, mosques, and schools. It stems from the convergence of interests between Israel and Arab powers, a youthful Arab grassroots trend in favor of a “peace between peoples,” and new Israeli and American Jewish capacities to engage Arab public discussions from the outside in. But prospects for change remain severely constrained: In addition to the effects of the Israeli-Palestinian stalemate, the legacy of antisemitic brainwashing endures in many Arab institutions and draws further energy from Iranian and jihadist information operations. Meanwhile, proponents of a positive shift lack coordination, planning, and adequate support. In Reclamation: A Cultural Policy for Arab-Israeli Partnership, Joseph Braude documents the opportunity as well as the obstacles, and then proposes a strategy to accelerate progress. He explains how to engage Arab allies in a coordinated communications reform effort, support independent Arab champions of civil relations with Israel and Jews, expand the “outside-in” capacities, and degrade Iranian and jihadist channels of indoctrination within the region.

For the Arab voter, there weren’t compelling reasons to vote in the 2019 Knesset elections. In fact, a number of reasons motivated them not to. Quarrels around the issue of seat rotation plagued the Joint List and clarified for the Arab voter that the hope for unity had been lost. The Arab public therefore decided to punish the parties, taking from them the privilege it had given, returning them to their natural size in order to school them in the laws of modesty.

Recently, two trends became apparent in global oil markets. First, prices rose: the OPEC basket price reached $73.14 a barrel on 24 April 2019, a 40 percent rise over the price at the beginning of January, and 13 percent higher than the average for the year of 2018. According to the International Energy Agency, the reasons for higher prices included tighter global supplies that have prevailed due to strong compliance with OPEC’s decision in December 2018 to reduce production by 1.2 million barrels a day (mb/d), as well as sanctions against Venezuela and Iran, and conflict in Libya. These developments, along with the second trend of the rising US share in the global oil market discussed below, offset bearish factors including concern over the health of the global economy

When it started having better relations with Egypt, Jordan, and Turkey, Israel ended its isolation and found partners in its immediate geography. Even when relations between Turkey and Israel took a turn for the worse, Israel continued to have Egypt and Jordan on its side.

Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. ​ In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. ​ Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security. Bottom Lines: Creating unnecessary vulnerabilities. Making offensive cyber operations a national priority can increase instabilities in international relations and worsen national vulnerabilities to attack. But because the skills needed for offense and defense are similar, military offensive readiness can be maintained by focusing on defensive operations that make the world safer, rather than on offensive operations. Managing complexity. The ease of both offense and defense increases as organizational skills and capability in managing complex technology improve; it declines as the complexity of cyber operations rises. What appears to be offensive advantage is primarily a result of the offense’s relatively simple goals and the defense’s poor management. Assessing kinetic effects. It is often more expensive for the offense to achieve kinetic effects—for instance, sabotaging machinery—than for the defense to prevent them. An empirical analysis of the Stuxnet cyberattacks on Iran’s nuclear enrichment facilities shows that Stuxnet likely cost the offense more than the defense and was relatively ineffective.

Since the attacks of 9/11, the United States has spent more than $250 billion building up military and police forces around the world. From attempts to build whole armies in Iraq and Afghanistan to efforts to help Yemen or Nigeria fight terrorism, the impact of these efforts has been mixed and in some cases counterproductive, exacerbating local corruption, human rights abuses, and even terrorism. A knot of U.S. offices and agencies have evolved to provide this aid, mostly pulling in different directions. Untangling the Web: A Blueprint for Reforming American Security Sector Assistance describes the main failures in the system and sets out immediate steps the next administration can take to improve how the U.S. government plans, coordinates, and executes its security-related assistance. This would significantly increase transparency and accountability and link the aid more closely to the human rights, development, and governance outcomes that are essential to U.S. foreign policy interests and national security.

By now the world knows that U.S. military forces for the first time since the onset of the Syrian civil war in 2011 have attacked regime targets. Plenty of the basic facts are known about what transpired about 18 hours ago, but a few important ones are not—at least not in the public domain. For example, we have only a very general Bomb Damage Assessment (BDA) report. This matters because Tomahawk cruise missiles are very accurate if “lite” weapons. Knowing what the four dozen or so missiles hit and missed, deliberately and otherwise, could tell us a lot about why the President, presumably with Secretary of Defense James Mattis’ guidance and concurrence, chose the lesser of three options presented at what has been described as a meeting of considerable length. That, in turn, could tell us if the intention ultimately is to coerce the Russians into coercing the Syrians to stop doing monstrous things to their own people, and possibly coercing them to support a compromise political settlement to the war; or if it’s just an Eff-You gesture designed only to relieve the sudden pressure of moral unction that unexpectedly came upon our new Commander-in Chief—who seemed to lurch from coldblooded Randian to “Godtalk” invoker of the American Civil Religion in the wink of an eye. In other words, knowing more about the target set would tell us whether there is any political strategy attached to the use of force, or not. Probably not.

The conflict in Syria, the war on ISIS, Israeli settlements, relocating the U.S. Embassy to Jerusalem, the stalled Israeli-Palestinian peace process, Iranian regional influence -- all contentious issues at the top of the U.S. foreign policy agenda in the Middle East. During this January 30 policy forum, Israeli Regional Cooperation Minister Tzachi Hanegbi -- a confidant of Prime Minister Benjamin Netanyahu -- and former Israeli ambassador to the United States Itamar Rabinovich offer their perspectives on these challenges and others confronting President Trump in the region. Tzachi Hanegbi has just been named Israel's cabinet minister for regional cooperation. A close confidant of Prime Minister Netanyahu, he has held a variety of cabinet portfolios in the past, and served most recently as chairman of the Knesset Foreign Affairs and Defense Committee. Itamar Rabinovich is a former Israeli ambassador to Washington and founding president of the Israel Institute. A renowned expert on Syria, he once headed Israeli peace talks with Damascus. He has also served as president of Tel Aviv University, where he is now a professor emeritus of Middle Eastern history. David Makovsky is the Institute's Ziegler Distinguished Fellow and Director of its Project on the Middle East Peace Process, and the Irwin Levy Family Program on the U.S.-Israel Strategic Relationship.

This paper reviews the importance of western Mosul to all parties in the conflict: the Iraqi forces and their allies, on the one hand, and the Islamic State’s forces, on the other, and the obstacles to any of these parties resolving the conflict. It also touches on the extent of their forces and the clear dominance of the offensive forces, and it discusses the military strategies for the battle and potential outcomes in addition to the available options for the Islamic State (IS). It anticipates an end to the fight in favour of the Iraqi forces within a few weeks if the battle and its results progress at a similar pace to that of its first week. This will depend on any unaccounted for variables during the battle that would change the equation on the ground. It concludes by discussing the available options for IS after the battle ends, with the expectation that IS will fight until the end; while its commanders will inevitability lose the battle, this will not eliminate threats to security and stability in Iraq in the foreseeable future.

The research that forms the basis of this study aims to address women’s roles within peace operations, as well as their contribution to security and peace-building. Based on Italy’s contribution to the NATO-led missions – the International Security Assistance Force (ISAF) and, currently, Resolute Support (RS) – the subject of the analysis is Afghanistan, and particularly Herat Province. The research e ort is speci cally aimed at assessing the impact of the civil–military cooperation (CIMIC) initiatives implemented by Italian troops in Herat, with a speci c focus on gender and Afghan women. The rst part of this paper addresses the theoretical framework on women’s participation in stabilization and reconstruction e orts. It introduces concepts such as gender analysis and gender mainstreaming, and, consequently, the bene ts of focusing on gender when carrying out CIMIC initiatives within peace operations. The second part focuses on the CIMIC activities implemented by the Italian contingent in Herat Province. The concluding section of the paper provides some “food for thought”, aimed at contributing to further enhancing the e ectiveness of the CIMIC projects carried out by the Italian military and their related e ects.

Turkey-Israel relations have recently been caught in a new stage of political and media confrontations between the two countries over the recent developments at al-Aqsa Mosque in Jerusalem, triggered by Israel’s installation of metal detectors at electronic gates to control access to the sanctuary. Iraqi Kurdistan, previously known as a secure and stable region amidst the chaotic and shaken Middle East, was struck by a wave of attacks in 2016. Between September and December of that year, there were five recorded terrorist operations led by 249 Kurdish jihadists rallied by the Islamic State (ISIS) or Daesh, of which 47 were killed and 43 were arrested by the Kurdistan Regional Government (KRG). In fact, Iraqi Kurdistan, with a population of five million inhabitants, has supplied ISIS with 2,000 jihadists. Since the launch of the Mosul offensive on 17th October 2016, Kurdistan has been preparing itself, like many other countries in the region and a number of European countries, to face its worst nightmare: the Kurdish jihadists’ return to the country. Although a series of threats weigh upon the leaders of the KRG, such as social and economic crises, political division between rival parties; Masoud Barzani’s Kurdistan Democratic Party (KDP) and Jalal Talabani’s Patriotic Union of Kurdistan (PUK), the prospect of a new civil war, and the intervention of neighbouring countries – the return of the Kurds of Daesh is currently the most troublesome.

Survey data from the ArabTrans 2014 survey contains a unique battery of questions pertaining to the perception of the European Union. This report builds on those questions to analyse perceptions of the EU, its development cooperation programmes, its promotion of democracy, the appropriateness of its response to the Arab Uprisings, and the perception of the EU as an international actor. Overall, the data suggests low levels of awareness and relatively negative opinions of the EU’s actions both in general and in the specific context of its response to the Arab Uprisings. However, respondents’ preferences also suggest avenues for policy development for the Union such that it might simultaneously achieve its interests and meet the demands of MENA populations. Throughout, the paper also takes note of specific patterns and conditions found in individual countries which present particular challenges for the EU.

EU policy towards its Southern Neighbour- hood aims to ensure the security of Member States and is underpinned by an assumption of a shared interest in democracy, security, and prosperity through economic liberalisation. It sees the main way of achieving these aims as promoting Western-style liberal democracy as a political system capable of providing peace and stability. Evidence from public opinion survey research shows this ambition is supported by citizens of Arab countries, where public opinion polls for over a decade report strong support for democracy. However, these citizens do not share the EU’s procedural conception of democracy, a conception in which civil and political rights are decoupled from – and prioritised over – social and economic rights. The Arab Transformations survey carried out in 2014 in six Arab states (Morocco, Tunisia, Libya, Egypt, Jordan, Iraq) suggests few people demanded this brand of democracy. Furthermore, most people thought the EU has not done a good job of supporting transitions to democracy, nor did they have much appetite for EU involvement in the domestic politics of their countries.

Data from the Arab Transformations public opinion survey provides strong indications about the nature of population movements from Middle East and North African (MENA) countries. As such they are crucial in designing responsive, evidence-based policy. ArabTrans data shows those who have considered migrating tend to be young, male, and with higher levels of education (the notable exception being Libya). In all countries surveyed, young people are more likely to have considered migrating; in nearly all countries the economy is the main driver of migration; and although a substantial portion of those considering migration think of a permanent move, large proportions are considering only temporary migration. This underscores the importance of economic policies which actually deliver inclusive growth and social cohesion. Two major conclusions can be drawn from this data: first, that the economic causes and strong temporary dimension of migration provide EU Member states with opportunities to reap the benefits of migration, both to the economy as a whole and to welfare systems in particular; second, that MENA countries of origin present significant internal differentiation suggesting policy should reflect specific national circumstances. The single major obstacle to public discussion and designing evidence-based policies which maximise the benefits of migration to both host countries and countries of origin is a political context which conflates and securitizes refugees and migrants. Paradoxically, the tone of this debate and the way policy is designed and implemented may have much to do with any socio-political polarisation of migrants in host countries

The UN High Commission on Refugees reports more than 16 million refugees and 60 million displaced persons around the world today, including asylum seekers and the internally displaced. The wars in Syria and Iraq have produced the greatest share of the Middle East’s refugees in recent years, but many more have fled wars and failed states in Afghanistan, Libya, Somalia, Sudan, and Yemen. Neighboring states have faced severe challenges in absorbing millions of refugees, while North African states and Turkey have emerged as key transit hubs for refugee flows into Europe.

IN EARLY 2017, Iraqi security forces (ISF) are likely to liberate Mosul from Islamic State control. But given the dramatic comebacks staged by the Islamic State and its predecessors in the city in 2004, 2007, and 2014, one can justifiably ask what will stop IS or a similar movement from lying low, regenerating, and wiping away the costly gains of the current war. This paper aims to fill an important gap in the literature on Mosul, the capital of Ninawa province, by looking closely at the underexplored issue of security arrangements for the city after its liberation, in particular how security forces should be structured and controlled to prevent an IS recurrence. Though “big picture” political deals over Mosul’s future may ultimately be decisive, the first priority of the Iraqi-international coalition is to secure Mosul. As John Paul Vann, a U.S. military advisor in Vietnam, noted decades ago: “Security may be ten percent of the problem, or it may be ninety percent, but whichever it is, it’s the first ten percent or the first ninety percent. Without security, nothing else we do will last.”

Military conflict in Syria is in its 5th year. What was initially seen as another strike of the wave of democratization known as the “Arab Spring” has now become an extremely complicated multi-level regional conflict, where authorities in Damascus, estranged from the Western countries, are fighting against several groups, including ISIS1. The international dimension of the Syrian conflict is usually seen as the reluctance of the USA to get engaged, and Russia’s readiness to do just the opposite – while many other regional players get lost in the background. In order to establish different patterns and to articulate the plurality of motives that guided international actors, Rethinking Russia spoke to Christopher Phillips – senior lecturer at the School of Politics and International Relations at Queen Mary University and associate fellow at the Middle East and North Africa programme at Chatham House, who just published a meticulously researched book “The Battle for Syria: International Rivalry in the New Middle East” that documents the international dimension of the conflict.

This paper lays out three administrative options for the post-Islamic State governance of Nineveh and analyses the benefits and drawbacks related to each option. Despite minorities and international lobbying groups tied to the minorities favouring separate minority provinces, this paper argues against the formation of a Nineveh Plain province. A separate province would prevent efforts for reconciliation, is likely to induce new conflicts, and will ultimately not benefit minorities in the ways proponents of the plan claim. Similarly, the paper highlights that although decentralisation to the province through Law 21 could address a number of important issues, it would leave minorities in Nineveh too vulnerable to being marginalised and politically dominated by Sunnis. The main argument, and thus recommendation, of the paper is that the best available option for all components of Nineveh is the creation of a Nineveh federal region with entrenched power sharing and decentralisation within the region. This will provide the components of Nineveh with a political arena in which to address and overcome differences, while protecting minorities as well as Sunnis from being marginalised. Moreover, the creation of a region for Nineveh will have a stabilising effect on the wider Iraqi political system.

The post-conflict planning following the 2003 invasion of Iraq was weak at best and as a result many elements were at play that led to the marginalisation and political disenfranchisement of the Sunni community. Consequently, radical entities, such as Al-Qaeda and the Islamic State (IS), exploited local dynamics to take up a position within society in the Sunni areas of Iraq. It is important that the current fight against IS in Iraq avoids this pattern at all costs; if the liberation is devoid of long-term planning it will likely result in the resurfacing of a number of issues responsible for the rise of IS in Iraq in the first place. Lessons must be learnt from the mistakes of post-Saddam planning and these must not be repeated post-IS. There needs to be a multifaceted approach to the preparation for the liberation of Mosul that goes well beyond the military dimension.

Based on the Arab Transformations survey of Iraq in 2014, this paper examines the relative weight of religious identification and region of residence in several key areas, including main challenges perceived by the population, perceptions of security, of economic conditions, of governance, political mobilisation, corruption, and migration. Contrary to the perception that sectarian identity is the most important factor in understanding contemporary Iraqi politics, this analysis shows that religious identification is often a confounding variable, and that regional location better captures variations in respondents’ perceptions, including in key areas such as security, the economy, and migration.

The Arab Uprisings moved the EU to learn lessons from past mistakes and re-define its approach to development, democracy, and security. Reality, however, has fallen short of this aim. Analysis of the revised Neighbourhood Policy suggests it changed little, falling back on pre-Uprisings conceptions and discarding approaches which were more inclusive, organic, and better suited to long-term EU interests. Conversely, ArabTrans survey data shows MENA populations display precisely the more substantive and holistic approaches to democracy which EU policy discarded. It also shows supporters of the Uprisings were driven by dissatisfaction with the provision of satisfactory socioeconomic conditions and tackling corruption, and that their expectations of improvements remain largely frustrated. This mis-match between policy and popular expectations leaves existing difficulties unaddressed.

The Arab world never seemed more unified than during the incandescent days of the 2011 Arab uprisings. Tunisia’s revolution clearly and powerfully inspired Arabs everywhere to take to the streets. Egypt’s January 25 uprising that led to the removal of Hosni Mubarak taught Arab citizens and leaders alike that victory by protestors could succeed. The subsequent wave of protests involved remarkable synergies that could not plausibly be explained without reference to transnational diffusion. Bahrainis, Yemenis and Jordanians alike attempted to replicate the seizure and long-term encampments in Egypt’s Tahrir Square and protestors across the Arab world chanted the same slogans and waved the same signs.

The Institute for the Study of War (ISW) and the Critical Threats Project (CTP) at the American Enterprise Institute conducted an intensive multi-week exercise to frame, design, and evaluate potential courses of action that the United States could pursue to defeat the threat from the Islamic State in Iraq and al Sham (ISIS) and al Qaeda in Iraq and Syria. The planning group weighed the national security interests of the United States, its partners, its rivals, and its enemies operating in or influencing the conflicts in Iraq and Syria. It considered how current policies and interests are interacting in this complex environment. It identified the minimum endstates that would satisfy American national security requirements as well as the likely outcomes of current policies. The group also assessed the threat posed by al Qaeda and ISIS to the United States, both in the immediate and long term, and tested the probable outcomes of several potential courses of action that the United States could pursue in Iraq and Syria.

While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

The events in Iraq over the last month have shown that any success in Iraq requires both the Iraqi government and the United States to go far beyond the war against ISIS, and makes any partisan debate over who lost Iraq as damaging to U.S. national interests as any other aspect of America’s drift toward partisan extremism. The war against ISIS is a critical U.S. national security interest. It not only threatens to create a major center of terrorism and extremism in a critical part of the Middle East, and one that could spread to threaten the flow of energy exports and the global economy, but could become a major center of international terrorism. Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

Over 12,000 fighters from at least 81 countries have joined the civil war in Syria, and the numbers continue to grow. Around 2,500 are from Western countries, including most members of the European Union, the United States, Canada, Australia, and New Zealand. There are also several hundred from Russia. But the great majority are from the Arab World. Most are fighting with rebel groups, and increasingly with the most extreme among them; but many are also fighting with the Government, or with ethnic or faith communities that are trying to protect themselves from both sides. A lot are young, often teenagers, and a fair percentage of those arriving from non-Muslim majority countries are converts to Islam. These and others who share their faith commonly express their motivation as a religious obligation to protect fellow Muslims from attack. This sense of duty is captured by their loose use of the word 'jihad'.

The Resolution on the Middle East adopted without vote at the 1995 Nuclear Non- Proliferation Treaty (NPT) Review and Extension Conference calling for the establishment of a zone in the Middle East free of nuclear weapons, and all other weapons of mass destruction (WMD) and their delivery vehicles (DVs), was reaffirmed by the 2000 and 2010 NPT Review Conferences. The 2010 Conference mandated the Secretary- General of the United Nations and the co-sponsors of the 1995 Resolution, in consultation with the states of the region, to convene a conference in 2012, to be attended by all states of the Middle East. The mandate was the establishment of a Middle East zone free of nuclear and all other weapons of mass destruction, on the basis of arrangements freely arrived at by the states of the region, and with the full support and engagement of the nuclear-weapon states. In President Barack Obama's first term, his administration withdrew US forces from Iraq, ratcheted up pressure to thwart Iran's nuclear ambitions, began the adjustment to relations with post-authoritarian governments in Arab countries including Egypt, struggled with how best to handle an increasingly bloody rebellion in Syria, and attempted to restart diplomacy on the Israeli/Palestinian problem. At the beginning of his second term, US interests are at significant risk as the region continues to undergo profound changes, and Arab and European allies are asking for greater US engagement. The region also presents the United States with unanticipated opportunities, such as the development of Arab democracies and a reduction in Iranian influence. The challenge facing the United States is how to lead without dominating, and how to protect and promote US interests without absolving other actors of responsibility. Thus, the task for this administration is to develop a strategy: to match the president's positive rhetoric with meaningful follow-up in terms of diplomacy, assistance, and security cooperation.

In the past few years, the Indian Ocean has emerged as a major center of geostrategic interest. The Pentagon's 2010 Quadrennial Defense Review (QDR) set the tone by calling for a more “integrated approach to the region across military and civilian organizations” and asking the rest of the U.S. government for an assessment of “U.S. national interests, objectives and force posture implications,” which the National Security Council is now undertaking in preparation for the next National Security Strategy report, expected in 2012. Key U.S. allies have also elevated the Indian Ocean in their strategic planning documents. Australia's 2009 Defence White Paper, for example, noted that “over the period to 2030, the Indian Ocean will join the Pacific Ocean in terms of its centrality to our maritime strategy and defence planning.” Japan's 2011 National Defense Policy Guidelines stipulated that “Japan will enhance cooperation with India and other countries that share common interests in ensuring the security of maritime navigation from Africa and the Middle East to East Asia.”

This report examines the presence of jihadist groups within Syria, explains where various Syrian rebel groups and foreign elements operating in Syria fall along the spectrum of religious ideology, and considers their aggregate effect upon the Islamification of the Syrian opposition. The Syrian conflict began as a secular revolt against autocracy. Yet as the conflict protracts, a radical Islamist dynamic has emerged within the opposition. There is a small but growing jihadist presence inside Syria, and this presence within the opposition galvanizes Assad's support base and complicates U.S. involvement in the conflict. Internally, Assad has used the threat of jihadists within the opposition to build support for the regime among the Alawite and Christian communities. It has also served to discourage middle and upper class Sunnis from joining the opposition. Externally, Russian and Iranian leadership have consistently pointed to the presence of radical Islamists as a critical rationale for their support of the Assad regime. Compared to uprisings in Libya, Egypt and Tunisia, the opposition in Syria faces a much greater threat of jihadist infiltration. Many jihadi elements now operating in Syria are already familiar with the terrain, having been sponsored by the Assad regime for over three decades. These jihadi elements turned against their former regime allies in 2011 and are now cooperating with local jihadists. Moderate political Islam is not incompatible with democratic governance. However, ultraconservative Sunni Islamists, known as Salafists, envision a new world order modeled on early Islam that poses a significant threat to both democracy and the notion of statehood. Salafi-jihadists are those who commit to violent means to bring about the Salafi vision. It is difficult to distinguish between moderate Islamists and Salafi-jihadists in the context of the Syrian civil war. Assad's security solution transformed the largely peaceful uprising into an open civil war, and now even political Islamists and Syrian nationalists are engaged in violent means. Additionally, the mainstream use of jihadi iconography by non-Salafist rebel groups distorts perceptions about their ideologies and end-goals. It is significant to draw the distinction in order to understand which Islamist opposition groups are willing to work within a state system. hh The vast majority of Syrians opposing the regime are local revolutionaries still fighting against autocracy; while they are not Islamists, in the sense that their political visions do not depend upon Islamic principles, they espouse varying degrees of personal religious fervor. There are also moderate Islamists operating within the Syrian opposition, including those who comprise rebel groups like Suquor al-Sham and the Umma Brigade, who are typified by a commitment to political Islam that is compatible with democracy. hh On the more extreme end of the spectrum are groups like Ahrar al-Sham, which is comprised of conservative Islamist, and often Salafist, member units. Ahrar al-Sham's leadership espouses a political Islamist ideology, though it is clear that the group has attracted more radical and extreme elements of the opposition including many Salafi-jihadists. The brigade also has notable ties to Syria's indigenous jihadist organization, Jabhat Nusra. Al-Qaeda's direct involvement in Syria has been exaggerated in the media. However, small al-Qaeda affiliated networks are operating in the country, including elements of al-Qaeda in Iraq, Abdullah Azzam Brigades, Fatah al-Islam and Jordanian Salafi-jihadists. Rather than sending large numbers of operatives, these networks are providing operational support, including trainers and bomb makers, in order to capitalize on the instability in Syria and expand their influence in the region. Jabhat Nusra, Syria's homegrown Salafi-jihadist group, has important links to al-Qaeda affiliates and demonstrates a higher level of effectiveness than many other rebel groups. Jabhat Nusra has demonstrated sensitivity to popular perception and they are gaining support within Syria. The emergence of indigenous Salafi-jihadist groups such as Jabhat Nusra is far more dangerous to the long-term stability of the Syrian state than foreign jihadist groups because it represents a metamorphosis of a Salafi-jihadist ideology into a domestic platform that is able to achieve popular resonance. The U.S. cannot afford to support groups that will endanger Syria's future stability. However, if the U.S. chooses to limit its contact with Islamist groups altogether, it may alienate a majority of the opposition. Identifying the end goals of opposition groups will be the key to determining whether their visions for Syrian governance are compatible with U.S. interests. The U.S. Government has cited concern over arming jihadists as a reason for limiting support to the Syrian opposition. However, U.S. allies are already providing material support to the Syrian opposition, and competing sources of funding threaten Syria's future stability by enhancing the influence of more radical elements. The confluence of jihadist interest with that of the Gulf states raises the possibility that these states may leverage jihadists for their own strategic purposes, while simultaneously limiting Western influence. In order to counter this effect, the U.S. should seek to channel this support in a way that bolsters responsible groups and players while ensuring that Salafi-jihadist organizations such as Jabhat Nusra are unable to hijack the opposition movement. If the U.S. hopes to counter this threat and stem the growing popularity of more radical groups, it must clearly identify secular and moderate Islamist opposition groups and encourage the international community to focus resources in support of those groups alone. Such focused support would increase the influence of moderate opposition groups and undercut the appeal of Salafism in Syria.

The "tough love" farewell speech of former US Secretary of Defense Robert Gates last June was more than a major policy speech on the state of NATO. His remarks were also highly symbolic, coming from a legendary Cold Warrior whose forty-year career had been oriented around the transatlantic relationship. Secretary Gates used his final appearance at the bully pulpit not only to warn Europeans that declining defense budgets risked undermining the credibility of the Alliance among US policymakers, but also that a new wave of American decision-makers would not necessarily share his generation's knowledge of, concern for, or sentimental attachment to the transatlantic alliance.

The lead up to the Iraq War and its conduct has highlighted significant differences in traditional perspectives, capabilities, and methods. While terrorism has been America's central fixation since 9/11, Europe still sees terrorism as one of several important threats today, with proliferation of weapons of mass destruction, failed states, regional conflicts, and organized crime among other top tier threats. The U.S. possesses a comparative advantage in intelligence gathering and kinetic strike cabability. This military strength has enabled the U.S. to favor it as its top tool in waging its global war on terrorism (GWOT). On the other hand, Europe's tendency toward employment of troops for nation-building and peacekeeping missions is in line with its strengths and its preferences. Europe countries also favour an extensive consensus building period of diplomatic maneuvering to establish a widely accepted multilateral response to threats, America under the current administration, however, has insisted on remaining.

Since 2003, countries whose economies depend on the export of oil and gas have enjoyed a surge of revenue driven by rising oil prices and, in some countries, rising export volumes. The press has captured petroleum-fuelled prosperity in images of futuristic construction plans and the rocketing assets of sovereign wealth funds. However, this obscures important differences among oil and gas exporters in terms of reserves size and social development challenges. Based on a major study of twelve hydrocarbon-exporting countries, this report shows that the boom does not guarantee economic sustainability for these countries, most of which face hard policy choices over domestic consumption, development spending and rates of economic growth. The report estimates the timeframes these countries have in which to make the necessary changes and examine their prospects for success given the existing human, institutional and technical capacity, competitive advantages, infrastructure and access to capital.
