On January 11, President Ebrahim Raisi submitted his budget proposal to the Majlis for the Iranian year 2023/24. Drafted amid the most severe protests the Islamic Republic has faced since its establishment in 1979, the proposal includes no economic olive branches to the people and avoids structural reforms that could help rein in inflation and fuel growth.

European official development assistance to Middle Eastern and North African (MENA) countries increased sharply after 2011, ostensibly in support of the social, economic, and above all political changes demanded by the Arab uprisings. The subsequent turn to development policies driven by security and anti-migration agendas, especially following the Syria refugee crisis in the autumn of 2015, raises the question whether initial expressions of support for democratic transformation expressed by European donors were ever backed by concrete measures. This paper discusses this question with an exploratory review of the policy and practice dimensions of four European MENA aid programmes between 2011 and 2016. The policy dimension is explored via an analysis of available documents from the EU, France, Germany, and the UK. The practice dimension is discussed with reference to OECD-DAC aid data on bilateral aid to MENA countries, focusing on aid in the social infrastructure and services sector, and in particular on the government and civil society sub-category. Our analysis reveals that, while all donors promised to support democracy in MENA countries, none had a clear strategy for doing so via their development cooperation. At the practice level, while programmes and projects were aimed at supporting change in specific contexts, increases in aid were mostly unrelated to political change. This indicates a preference for avoiding risks, which served to underpin the region’s political and socio-economic status quo. Accordingly, European donors missed an opportunity to test whether their aid could make a difference in supporting democratic transformation in the MENA. The social, economic, and political tensions behind the Arab uprisings remain unresolved more than a decade on, meaning that there is likely a need to learn lessons from the period following 2011.

Recent arrests and protests in Tunisia are a sign of growing instability in the country and panic in the government over waning public support. President Kais Saied seized full power more than 18 months ago but he has spent his time embedding autocracy through constitutional reform rather than attending to Tunisia’s economic and social problems. The president’s indecisive and reclusive nature leaves Tunisia in economic limbo as he fails to show the leadership required, including to give confidence to international partners and financial institutions. Europeans have invested heavily in Tunisia. As the US contemplates disengaging from the country, the EU and its partners must assemble a ‘coalition of the concerned’ to put in place the support structures Tunisia will need to withstand Saied’s inevitable crash.

Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

After the fall of Saddam Hussein’s dictatorship in 2003, Iraqi political parties proliferated in a show of enthusiasm for the country’s emerging democracy. In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

President Erdogan’s challenger, Republican People’s Party head Kemal Kilicdaroglu, has assembled an ideologically diverse coalition united in its determination to oust the ruling bloc. Guiding the opposition, known popularly as the “Table of Six,” is a message focused on restoring competence amid sky-high inflation and a faltering response to the devastating February earthquakes. 12. Nonviolent Protest Movement in Suweida Continues to Resurrect Calls from the Syrian Revolution

On December 8, residents of Suweida city and the surrounding areas came out to protest the Assad regime yet again. Days later, as the movement entered its sixteenth week, a long line of protesters appeared in the town of Salkhad in the south of Suweida province. On these streets, waves of protesters chant “the people want the downfall of the regime,” echoing cries of the Arab Spring that has in the past sparked swift military backlash from the Syrian Regime. Syrian opposition flags are common, along with the Druze flag—the community to which the large majority of Suweida’s inhabitants belong. Meanwhile, several residents of Salkhad and nearby Shahbaa city broke into their local Baath party offices to either close down or take documents from an already closed building. These offices joined the fate of other Baath party offices throughout the province that have been shut down in towns including Melh, Arman, al-Qurayya, and Sama al-Bardan. In videos posted to social media, these protesters tore up pictures of Bashar al-Assad in a clear challenge and explicit rejection of the regime’s legitimacy, demanding its departure. In the events of this one week, Syrians following the protests could see a microcosm of the larger Suweida protest movement, now over a hundred days in and with no signs of stopping. Although the peaceful demonstrations in Suweida are no longer in the international spotlight since the outbreak of the Gaza war, the movement is remarkable for its longevity and continued open articulation of so many of the ideas that initially motivated Syrians to take to the streets in 2011, and that the Syrian regime has tried so desperately to repress in the intervening years. These protests are the means through which the demonstrators communicate with the world, and have become a symbol for many Syrians both within the country and outside of it. When they began in mid-August 2023, their unprecedented scope meant that they were almost immediately hailed as a second wave of the Syrian revolution. At the time, many wondered: Will Suweida be the turning point? Will this movement be able to oust the Assad regime and usher in a democratic political process that could make reconstruction possible, allowing the return of refugees and the displaced? While protesters in Suweida have not yet accomplished these admittedly audacious goals, neither have they been silenced or forced into submission in the intervening months. This in itself should be seen as a victory; the Suweida movement has become the longest, most organized, widespread, and participatory movement since the outbreak of the Syrian civil war, a mixed-gender civilian movement with broad and influential participation from all segments of Suweida’s society.

Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

Hamid cites the rise of Islamist parties during a wave of democratic elections across the Middle East, which he argues produced outcomes the U.S. was not intending, such as the empowerment of Hamas in Gaza following the 2006 Palestinian elections. Reviewing the lessons learned from the past two decades of U.S. policy in the Middle East, Hamid proposes ‘democratic minimalism’ as a new approach to democracy promotion. Instead of viewing democracy as a tool to usher in liberalism, economic development, and cultural progress, Hamid argues that democracy as an end in of itself should be prioritized over other liberal values. Dysfunctional governance and repression lie at the heart of social, economic and political challenges and crises in the Middle East and North Africa (MENA) region. The nature of governance, whether autocratic, corrupt, crony capitalist, highly centralised, patriarchal and/or merely incompetent, led to alarming socioeconomic and political grievances. These grievances accumulated over decades sparking region- wide protests in 2010, 2011 and subsequent years. Without major improvements in the quality of democratic governance,1 further crises are inevitable, and sustainable stability will remain unattainable, with major negative repercussions for the European Union (EU) itself. Naturally, climate change is augmenting these challenges and increasing the pressure on government performance. The EU Green Deal addresses this uniquely urgent matter in need of assertiveness, namely climate change with its worldwide palpable repercussions and impact for all. The deal has serious implications for economies and hence societies in MENA countries. At the same time, it could and must serve as a vehicle for improved democratic governance in the region. This is also in the interests of the EU’s green ambitions, as lasting environmentally sound and socially just policies in countries beyond the EU will hardly materialise without improvements in the area of democratic governance. The two subject areas are mutually dependent; hence, the durable success of climate policies is unlikely without being buttressed by democratic components. This understanding needs to be mirrored in all EU policies and programmes targeting the region by interweaving climate policies with democratic governance.

In addition to Afghanistan, Iraq has been one of the US’s major state-building projects in the 21st century. The recent events in Afghanistan have again highlighted criticism against large-scale interventions. The changes in Iraq’s electoral law have brought about some positive changes, but did not address the root causes of the problems in the political system. Institutions in Iraq are weak and marred by politicization and pressure from powerful parties. Hence, their independence is highly questionable. While improving democracy in Iraq would require radical change, taking minor steps forward remains a more attractive and doable option for the Iraqi and international leadership. However, by working with established political players, the very barriers to more significant reform are simultaneously being strengthened.

Opposition parties around the world (e.g., in Hungary, Poland, Brazil and Turkey) have started to form alliances against authoritarian and illiberal leaders. The introduction of a presidential system in Turkey in 2018 made political parties join forces, since 50+1% would be needed to win the presidential elections. Since May 2018, first four and now six opposition parties have formed the so-called “Millet [Nation] Alliance”; almost all the polls place the Alliance well ahead of the government AKP-MHP alliance. In 2019, Millet Alliance candidates were able to win the municipal elections in Istanbul and Ankara. In May 2022, the Millet Alliance published ten clear, value-based principles, ranging from non-discrimination to freedom of the press, religion and thought through to the independence of the judiciary. The parties of the Millet Alliance are not remembered for defending democratic values in the past, but will they now? On topics like the Kurdish issue or refugees, the Millet Alliance is often harsher and more exclusionary than the government. However, the economic situation and the candidate put forward by the Millet Alliance More will be more decisive for the elections than a debate over values. Turkey does not have a choice between black and white, but rather between different shades of gray

There has been a global trend towards democratic backsliding in various new and established democracies across the world since the 2010s. The Freedom House Freedom in the World report for 2022 noted that there have now been 15 consecutive years of decline in global freedom and that the long democratic recession is deepening. In Turkey, the AKP came to power in 2002 at a time marked by a relatively pro-European Union and pluralistic outlook in politics. The democratic backsliding in Turkey has been more obvious since 2007 and the start of the AKP’s second term in power. It deepened especially after the 2016 coup attempt and the transition to a presidential system in 2017. This democratic regression has also impacted on the media sector globally, especially through various coercive and non-coercive media capture strategies. Media concentration has been ongoing in many countries for many decades with a concomitant negative impact on media freedom, leading to a gradual decline in free and independent media. Current forms of media capture are considered more impactful than earlier methods, due to the rise of business structures that operate in tandem with state authorities to capture media outlets. In Turkey, and across those countries in which media capture is prevalent, the mainstream media is vanishing as a result of polarization; two distinct journalisms are emerging in their place, one of which is based on a propaganda model and erodes media and press freedom.

In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

PalThink for Strategic Studies followed the second phase of the electoral process in its second phase with great interest. It was conducted in eleven governorates in the West Bank, including occupied Jerusalem, and was held in fifty local municipalities. Two-hundred thirty-four lists competed in the elections. According to the Chairman of the Central Election Commission, Hanna Nasser, who spoke at the morning press conference in Al-Bireh city on March 26, 2022, independent parties comprised 64.4% of the candidates, while there were 35.6% party lists. The overall turnout was 53% of those eligible to vote despite the challenges of holding regular and permanent elections in all Palestinian areas, sectors, and institutions.

This paper tracks the disastrous repercussions of the political and legal absence of Palestinian elections, the distortion of the work of the three authorities as a result of the suspension of some provisions of the Basic Law and the dissolution of the Legislative Council. In addition, the absence of elections in the Palestinian economy is due to the duplication of public politics in both the West Bank and the Gaza Strip, and their direct effects on the general budget considering the lack of planning and oversight, which has affected the level of transparency and accountability. All this has directly affected Palestinian society in all its aspects and has increased tensions such as demonstrations and strikes, which have increased the situation of impunity and crimes without accountability among segments of society. At the international level, the absence of elections and the negative renewal of legitimacy have affected the political project and the international community’s advocacy of the Palestinian cause, considering the rapid global changes and transformations. In the end, the policy paper outlined four main trends in promoting the chances of elections in Palestine.

As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

On December 14, Hamas celebrated the thirty-fifth anniversary of its founding. Given the fact that almost all ecological, economic, political, and social problems around the world are essentially urban issues today, the democratization of urban governance is becoming even more vital of a concern. In order to be able to speak of democratic local governance, all stakeholders of the city are expected to be involved in urban government. One way to achieve this is to plan, implement, and monitor partnerships between municipalities and civil society in a way that strengthens local democracy. When thinking of cooperation with the public sector, civil society organisations (CSOs) in Turkey still tend to think of the municipalities first. In reality, these kind of partnerships tend to be generally far from democratic due to different political, legal, technical and cultural barriers. The analysis and discussions in this report examine the legal framework regarding cooperation between municipalities and CSOs, the policy trajectory in development plans, the factors that support and hinder cooperation, as well as efforts undertaken to strengthen it, in particular TESEV’s Empowering Civil Society for a More Democratic Local Governance Project, which the foundation carried out within the scope of the European Union’s Partnerships and Networks for Enhancing Cooperation Between the Public Sector and CSOs funding program.

Citizens across the Middle East and North Africa (MENA) are growing increasingly concerned about the potential problems associated with a democratic political system. Over the last decade, but particularly within the last five years, there has been a dramatic increase in the degree to which the region’s citizens believe democracies are bad for economic performance, stability, and decisiveness. In some countries, the degree to which concern about these potential problems has increased is especially dramatic. For example, Tunisians and Iraqis are now nearly 50 points more likely to say that democracy has some of these limitations than they were just a decade ago. Ultimately, citizens across MENA seek solutions to major problems in their lives. These include but are not limited to stagnant economies, high unemployment rates, rising cost of living, and, in some countries, internal instability. Until recently, many appeared to believe that democracy was a system that could solve such challenges. Over the last 75 years, democracies have tended to be wealthier, more politically stable, less corrupt, and more efficient at meeting the basic needs of citizens than authoritarian alternatives.1 In recent years, however, many non-democratic systems may appear more attractive, including the Chinese system that has led to rapid economic growth over the last 40 years. In this new global environment, many in MENA appear uncertain if democracy can effectively deliver solutions to their country’s problems.2 Moreover, looking at the experience of MENA countries over the last decade, it is perhaps not surprising that the region’s citizens have increasing doubts about the benefits of democracy. Tunisia, Lebanon, and Iraq are the countries across the region where elections have been the most meaningful over the past decade, with each having experienced a change in government based on results at the ballot box. Yet, their collective experience clearly demonstrates that democracy has not been a panacea for their respective challenges. The People’s Republic of China and Afghanistan established diplomatic relations in 1955. In the following decades of the Cold War, however, relations between the countries were limited, which was due to the main directions of the foreign policies of both countries. Afghanistan focused on balancing the influence of the USSR and the US on its territory. China, in turn, adopted a rotational stance towards superpowers, and in the region, it strengthened political, economic and military cooperation with Pakistan (Zaborowski 2012, 142). In the 1970s, China supported the pro-communist Shu’lai Javid (Eternal Flame) party operating in Afghanistan. Members of Parcham, the pro-Moscow wing of the People’s Democratic Party of Afghanistan (PDPA), contemptuously described its members as Maoists (Levi-Sanchez 2017, 46). During the Soviet occupation of Afghanistan, Beijing allowed Xinjiang Uyghur Muslim fighters to pass through the Wakhan Corridor into Afghanistan to support the mujahideen insurgency there. At that time, political relations between states were maintained only at the consular level.By February 1989, the Soviets withdrew their troops from Afghanistan, and in September 1992 the last communist president - Mohammad Najibullah (09.1987-09.1992) was overthrown. However, this did not end the civil war, as individual mujahideen groups fought for influence in the country. The war destabilized not only Afghanistan, but also the border areas of neighboring countries, including the Western border of the PRC. In 1992, the President of Afghanistan - Burhanuddin Rabbani (06.1992-09.1996) tried to normalize relations with Beijing, but due to increasing military operations in 1993 China withdrew its diplomatic representation from Kabul. When the Taliban took power in Afghanistan in 1996, the country fell into international isolation in which China participated. During the Taliban regime, Afghanistan hosted al-Qaeda, which trained around 1,000 Uyghur fighters in the camps there. In Beijing, this caused serious concern and encouraged the Chinese authorities to intensify security cooperation with Pakistan. According to leaders of the Chinese Communist Party (CCP), most of the security problems in the Muslim-dominated Xinjiang province were to be caused by neighboring Afghanistan. For example, the 1997 incidents in the province, known as the Yining riots, were considered to be Taliban-inspired (Cheema 2002, 308)

These workshops aim to strengthen the abilities of young activists from the global South to achieve a greater impact in their human rights work and to reach a wider audience through new forms of narration. This book is just one of the many outcomes of the 2018 workshop. The talented and committed authors of this volume—all contributors to previous editions as well—hail from countries as diverse as Brazil, Ghana, Russia, and Venezuela. They came together again in 2018 to think about the intersection between research and activism and what it holds for the future of human rights. That is why our selection process for the 2018 workshop participants sought to ensure that two people from each cohort were working from a transnational perspective. The specific goal of this particular workshop was to reflect on the future of human rights, for we sensed that we were at a crossroads. With the recent rise in populist authoritarian governments, the global increase in inequality, and the worsening climate crisis, a number of thought leaders have wondered whether we have reached “the endtimes of human rights” (Hopgood 2013). We thus wished to use this workshop as an opportunity to respond to some of the most frequent criticisms of the efficacy and legitimacy of the human rights movement by drawing on historical and empirical arguments and responding to the reflections of Kathryn Sikkink—one of the workshop’s instructors—in her book Evidence for Hope (2017). Human rights defenders and activists are working in a world that is constantly changing. It’s a more multipolar world; powerful voices have emerged from the global South, which has reshaped the way that human rights work is being done across the globe. Furthermore, the Arab Spring and other social mobilizations that have since taken place have put the spotlight on civil society’s ability to act and its convening 12 Jessica Corredor-Villamil authority. Nonetheless, despite the fairly positive outlook for civil society participation and the emergence of new voices, it is necessary to review the strategies that we have been using thus far and explore how to make them more effective. This book is extremely relevant today, three years after the workshop, as we are living in a transformative time. The COVID-19 pandemic has had unprecedented socioeconomic and political impacts, including increases in inequality, unemployment, states’ abuses of their emergency powers, and the concentration of presidential power. Moreover, social networks have played a critical role in the sociopolitical arena, not only in light of their capacity to massively mobilize but also due to their propensity to foster political polarization and the use of misinformation for political ends. Thus, although we face a different context from the one in 2018, this volume serves as a guide of sorts to help us reconsider the effectiveness of our strategies as a human rights movement as we look toward the challenges being posed by the third century of this decade. The contributors to this book question traditional methods and explore new ways and visions of advancing human rights in the troubled context in which we live. Do the struggles of small-scale miners in Ghana, the use of strategic litigation in Lebanon, and the recognition of the rights of nature in India represent evidence for hope? Or is the opposite true, and, as shown in the chapters on martial law in the Philippines, the treatment of wastewater in Argentina, and in the internal conflict in Yemen, human rights have failed to deliver on their promises?

As part of its primary role of promoting the values of democracy, justice, human rights, and dialogue among Palestinian youth, Pal-Think for Strategic Studies has conducted the “Civic Education 2” project funded by the National Endowment for Democracy (NED) for the second consecutive year. The project’s goal is to amplify Palestinian young men and women’s skills and background on democracy and human rights issues. This book marks the conclusion of the theoretical and practical training program that empowered 25 youth to conduct awareness-raising meetings and discuss their issues in radio interviews. Afterward, the participants prepared five research papers that addressed various issues from a youth perspective in an analytical way and in line with the IMRaD format. Finally, Pal-Think would like to thank everyone who contributed to producing this youth-centered, informative effort, whether through reading or discussing the papers. Pal-Think affirms its determination to continue its work, plans, and programs that aim at improving youth’s access to policy-making centers and promoting their social role.

On 1 November 2022, Israelis will cast their votes to elect a new parliament for the 25th time since 1948. Between 1949 and 2019 (70 years), Israelis went to the polls 20 times. Each parliamentary assembly (Knesset) averaged 3.5 years. But between 2019 and 2022, Israelis voted four times. Each parliamentary assembly averaged only nine months. This brief examines some of the causes of Israel’s political turmoil and assesses whether it matters for two issues of European concern: Israel’s status as ‘democratic’ ally and the occupation of Palestine. Despite their evident shortcomings with regard to Israeli Arabs and Palestinians, we do not expect the Israeli elections of November 2022 to downgrade the country’s allied status across European capitals. Neither do we anticipate the Israeli elections to moderate the country’s policy of annexation in the West Bank and East Jerusalem. Our analysis suggests instead that future Israeli governments will maintain majoritarian Jewish rule and expects it to be propelled by a more unapologetic and repressive ethno-nationalism. This will lead Israel further down the path of exclusionary governance and large-scale human rights violations that risks backfiring in the long term. It will also further erode the moral credibility of the European Union, including the Netherlands, in the areas of human rights and accountability.

Tehran is stringing out the nuclear negotiations endlessly with the expectation that President Joe Biden will not admit that the talks have failed. After such an admission, the public would likely pressure the administration to stop offering Iran stealth economic relief through the lax enforcement of sanctions. Rigorous enforcement would, the White House fears, remove Iranian oil from the market and contribute to the global energy crisis that Russia’s war against Ukraine sparked. Meanwhile, Iran is benefitting doubly—strategically and economically—from the war, selling missiles and drones to Russia and oil to China. Given this advantageous situation, Tehran wants negotiations to continue. Can the United States escape from this conundrum? In fact, it can impose severe economic costs on Tehran without removing oil from the market.

In December 2019, the Iraqi parliament approved a new electoral law following demonstrations calling for fundamental political change. However, it took over 11 months for the president to ratify it as Iraq’s political parties fought over the shape of electoral districts. This article examines the disputes that surrounded the adoption of the law and the compromises that led to diluting its potential for reform. It concludes that while the new law represents a small step in the right direction, it ultimately is insufficient to respond to the aspirations of protestors looking for an overhaul of their political representation.

This year marks the tenth anniversary of the outbreak of the so-called Arab Spring. Suicide of an unemployed young man in the Tunisian city of Sidi Bouzid on 17 December 2010 has enticed the protesters to take to the streets and it has triggered and open rebellion against Tunisian autocrat Zine El Abidine Ben Ali - who on 14 a decade later, it can be stated with certainty that the revolutions of the Arab Spring were not successful. These revolutions have not ushered in neither modernization nor democratization of the Arab countries, which was the revolutions declared objective. To the contrary, even Tunisia, a country said to have had a successful revolution, had also replaced one dictatorship with another. Effects of the violent upheavals of January 2011 boarded on plane and fled to Saudi Arabia, escaping in front of the revolutionary chaos. Successful toppling of Ben Ali has set off a string of uprising in the Arab countries that are today known as the Arab Spring. Nowadays, the Arab Spring in other Arab countries include strengthening od forces of Islamist extremism, conflicts on ethnic, religious and sectarian divisions, civil wars, total economic destruction of the most of the Arab countries caught by the revolutionary wave, dissolution of formerly strong Arab states, and triggering the waves of migrations that still flow toward Europe. A decade after the outbreak of the Arab Spring revolutions the question of their real source remains unanswered, as well as the question to which extent these revolutions were stirred by internal forces in the Arab States of the Middle East and North Africa, or influenced by the factors from the outside. The question whether the revolutions of the Arabs Spring were just an acute geopolitical incident or a part of a long- term process, also remains unanswered. The tenth anniversary is an opportunity to reflect upon and analyze the facts and indications that manifest whom these revolutions benefited, and whom they harmed.

Gridlock and economic stagnation are testing the Arab world's only functioning democracy. On January 14, 2021, Tunisia celebrated the 10th anniversary of the end of Zine El Abidine Ben Ali’s authoritarian regime, the result of a revolution that led to a firm commitment to a process of democratization in the country. And while the revolution has meant significant change and positive development for Tunisian democracy, the Tunisian people are currently losing faith in the direction of their government as Tunisia’s democratic institutions are struggling to endure parliamentary gridlock and economic malaise—as evidenced by the recent street protests over the past few days. Consecutive Riots and demonstrations in the Capital and in several cities across the country came to defy the government’s nationwide lockdown and curfew due to Covid-19 and to symbolize the youth’s overall disenchantment. While the Prime Minister assured that this anger was “legitimate”, protests were faced by police violence and led to more than 600 arrests of protestors aged between 14 and 25.

At the 10-year anniversary of the Tunisian Revolution, which toppled decades of dictatorship and repositioned discussions about democracy across the Middle East and North Africa, the democratic transition in Tunisia is in flux, or rather at an impasse. On the one hand, Tunisia is celebrated as the lone democratic success story of the 2011 Arab Uprisings, based on multiple cycles of free and fair elections. On the other hand, serious domestic political agitation over the last decade, coupled with deep structural inequalities and a rise in public perceptions of corruption in government, has nearly derailed its course towards democratic consolidation and stability. Democratisation in Tunisia has hinged on the widely celebrated mechanism of consensus among political adversaries in parliament, and among key political and civil society actors. Yet, instead of achieving consensus on critical political and economic-structural reforms, compromise-based arrangements have fallen apart due to intense party infighting, regular resignations of governments, and enormous public pressure resulting from a stagnating economy and lack of vision for comprehensive and equitable economic reform. The effect has been sustained infighting over economic and social policy, which in turn has resulted in diminishing public trust in political parties and new democratic institutions, an all-time low level of satisfaction with the government’s performance and a significant rise in contentious politics, particularly between 2019 and 2021. The proliferation of micro-parties (209 registered political parties for a population of 11.8 million) has resulted in confusion among the electorate, while the economic reality of a suffocating international debt crisis, which has only been exacerbated by the COVID-19 pandemic, has rendered levels of public trust in government to an all-time low.
