- Ongoing bilateral talks between Saudi Arabia and the armed Houthi movement have renewed optimism that a negotiated political settlement in Yemen might yet be possible. But the talks are an exclusively Saudi initiative and threaten to serve only the narrow interests of their current participants. To date, their primary effect has been the easing of restrictions on imports to Hudaydah, a development quickly weaponized by the Houthis, who have sought to coerce traders to use the port exclusively, which would deprive the internationally recognized government of much-needed customs revenue. Importantly, the talks include neither the government, whose sidelining does little for its popular legitimacy, nor Saudi Arabia’s primary coalition partner, the UAE. On the heels of its massive military reengagement in Yemen over the last eighteen months, the UAE has so far rejected Houthi overtures. The divergent interests of the coalition have come to the fore in Hadramawt, where the UAE-backed Southern Transitional Council has sought to extend its influence by agitating against forces affiliated with the Islamist Islah party. This has come up against resistance from local tribal groups, increasingly supported by Saudi Arabia, who are now recruiting thousands of local fighters and protesting outside interference. Increased Saudi involvement in Hadramawt is a blow to the aspirations of the STC and has been compounded by the formation of the new Nation’s Shield forces under President Rashad Al-Alimi. Paid directly by Saudi Arabia, the force could go some way toward enshrining Alimi’s administration; unlike most other members of the council, he previously had no military forces of his own.

- The strategic city of Marib saw an increase in fighting on several fronts. The Houthis have been reinforcing their positions in the area, which they attempted to seize in a massive and costly offensive two years ago. Should negotiations break down, Marib is seen as a likely area of renewed contestation due to its oil and gas resources. A new counterterrorist campaign was launched in Abyan to target Al-Qaeda forces in the governorate. Named ‘Swords of Haws’, the operation is being conducted by an array of STC and pro-government forces. The campaign reported it had succeeded in securing the Rafd and Jenin Valleys, but had faced strong resistance from Al-Qaeda forces in Mudiya district. Frontline fighting on the border of Al-Bayda and Lahj rose significantly in August, including a particularly large Houthi assault on STC positions on August 26-27 that resulted in dozens of casualties. Two Doctors Without Borders employees were kidnapped by unidentified gunmen in Marib as they traveled from Seyoun. No group has yet claimed responsibility for the incident. An officer investigating last month’s killing of World Food Programme Moayad Hameidi was assassinated. The officer, a member of the Taiz Political Security department, had received death threats and demanded he halt the investigation. Five UN employees were released on August 11, after being held captive by Al-Qaeda for more than 18 months. The group was reportedly released after lengthy Omani mediation and the payment of a ransom, though the UN has disputed these claims. Houthi forces continue to besiege villages of the Bani Nawf tribe in Al-Jawf following the killing of a prominent local Houthi commander. A number of tribes have responded by calling for united action, others have sided with the Houthis.

- On August 27, Israeli foreign minister Eli Cohen revealed that he had met with his Libyan counterpart Najla al-Mangoush in Rome, sparking an imbroglio in both of their countries and further abroad. Protests erupted immediately across Libya, including at the Foreign Ministry and the residence of Prime Minister Abdulhamid al-Dabaiba, who likely authorized the meeting. Dabaiba tried to calm the situation by suspending Mangoush and naming an interim foreign minister, while his Government of National Unity (GNU) called the incident a chance encounter alongside Italy’s foreign minister rather than a planned meeting. As protests continued on August 28, Dabaiba appeared at the Palestinian embassy in Tripoli, where he donned a scarf depicting the Dome of the Rock, announced that he had officially dismissed Mangoush, and reiterated Libya’s dedication to the Palestinian cause. Fearing further backlash and potential violence, Mangoush fled to Istanbul. Unlike her predecessors, who were experienced diplomats familiar with Libya’s byzantine Foreign Ministry, Mangoush had no diplomatic background. Dabaiba appointed her in March 2021 only after another female candidate drew criticism, and she faced a unique challenge as a woman among exclusively male foreign ministers across the region. She lacked a power base of her own and wielded narrow influence outside of what Dabaiba and his circle granted her. Yet she was resilient during her first two years in office, surviving calls for her resignation over controversial statements criticizing Turkey’s military presence in Libya, praising Russia’s positive relationship with the GNU, and cooperating with the United States on the extradition of a Pan Am 103 bombing suspect (see below). The State Department named her an International Woman of Courage in 2022, citing her work with civil society organizations and her expertise in conflict resolution (gained in part from PhD work at George Mason University).

- This qualitative study aims to analyze the impact of Saudi-Israel relations on the Middle East. The study also focused on the reaction of Arab countries to their bilateral ties and incidents that have arisen in the Middle East as a direct result of tensions between Saudi Arabia and Israel. The deteriorating condition of relations between Israel and Saudi Arabia wreaked havoc throughout the region. The United States plays a pivotal role in the politics of the Middle East; therefore, a nation that is willing to operate as the United States' right hand was sorely needed in the region. Israel, a country that is not recognized on a global scale, has set up shop in that vacated seat. Together, they aid proxy wars between Saudi Arabia and Iran, which contributes to instability in the region. The only thing that could diminish the damage would be a concerted effort by Muslim states against Israel.

- Turkey’s position in a “post-Western world” is widely debated as Asia emerges as the world’s new demographic and economic focal point. Turkey’s drive for strategic autonomy is crucial to all considerations of Eurasianism as a result of the rise of emerging powers worldwide and the transition to a multipolar international system. The emergence of a revisionist Russia, threatening to destroy the global order in place since the end of the Cold War, sent out a powerful warning to its neighbors, including Turkey. Russian-Turkish relations have not been shaped by shared identity, interest and threat perceptions; instead, they have remained largely instrumental and driven by necessity. The Turkish government cannot afford consistency in its discourse on Turkey as the “protector of the oppressed” when it comes to defending Uyghur rights against the Chinese regime. Ukraine and the West’s response to Russian aggression refuted Turkish Eurasianist claims that Ukraine was “helpless” and that the West had entered a “serious and irreversible decline”.

- Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

- The United States and Israel have a long history of working together as close allies. Theirs is a relationship based on common values and security interests. In recent years, the alliance’s highlights have included close cooperation on counterterrorism and intelligence, as well as deepening economic ties, technological cooperation, and mutual knowledge transfer. The United States continues to provide Israel with significant security assistance based on a memorandum of understanding signed by both countries in 2016, which commits the United States to provide Israel with at least $3.8 billion per year in aid. The relationship is further strengthened by deep personal connections at the government and business levels as well as through collaboration between the two countries’ technology sectors. In recent years, however, the United States and Israel have differed regarding their threat perceptions and approaches to China. Whereas Israel sees China primarily as an economic partner and is increasing its ties with the country, the consensus view in Washington increasingly sees China as a global strategic rival—militarily, economically, and technologically—even while the Joe Biden administration preserves space for cooperation with Beijing in areas of common interest. In recent years, U.S. and Israeli officials have had public and private disagreements over several Chinese investments in Israeli infrastructure and technology. Although Chinese investments in Israel have declined since their peak in 2018, and even though these disagreements have yet to be aired publicly by the Biden administration and the Naftali Bennett–Yair Lapid government, this issue is likely to remain high on the agenda. The most critical challenges in the bilateral relationship are technology protection and collaborative innovation. Chinese investment in Israeli technology companies, including those that develop dual-use technologies, remains largely unregulated. Although Israel does not export defense technology to China and has placed stringent regulation on the export of dual-use technologies, the line between civilian and dual use is increasingly blurred, and Israel has yet to fully adapt to this reality. Washington, for its part, has not been entirely clear about how it expects American companies and allies to limit their roles. The United States has been slow to offer alternatives to allies such as Israel for forgoing cooperation with China and has yet to develop a collaborative technological innovation framework that builds on the cumulative strengths of the United States and its allies, benefits all, and helps to tip the balance in the technological competition with Beijing. To address the multidimensional challenge presented by China, the United States must enhance collaboration with its allies, including Israel, its closest partner in the Middle East. Fortunately, when the United States and Israel have had differing perspectives in the past, they have successfully engaged in deep bilateral consultations to work through these differences. These efforts have not always resulted in complete alignment, but they have significantly reduced disagreements and allowed for greater cooperation. This paper represents the most comprehensive public analysis to date of the challenges facing U.S.-Israeli cooperation on issues related to technology and China. It proposes an approach for the United States and Israel to align their policies and bridge differences by focusing on three central areas.

- The strengthening of the partnership between Russia and Iran depends on overlapping security interests; bilaterally, regionally and on the world stage. Tehran has pursued a regional policy program that is largely in line with Russia’s interests, whether these relate to Syria (from 2011), the Caucasus, Central Asia, or Afghanistan (since 1991). This security dimension was already one of the foundations of the bilateral relationship in the post-Cold War-period. It has now appeared in regional dealings between Tehran and Moscow. In addition, the decline of US international predominance, which has been apparent since the 2000s, has allowed Russia and Iran to develop a shared ideological discourse in opposition to “Western values”. Beyond this shared ideological basis, Tehran has developed a true “Realpolitik” whereby it relies on Russian foreign policy to relieve US pressure on Iran that is aimed at regime change or, at the very least, a change in the behavior of the Islamic Republic. In other words, in seeking to preserve intact the main ideological tenets of its regime, Tehran has added a new dimension to its relationship with Moscow. Since 1991, this relationship has become a matter of survival for a regime that faces both popular opposition at home and external pressure from Washington: pressure that increased during the Trump administration of 2017-2021.

- In July 2020, a draft text of a series of Sino‑Iranian agreements outlining a comprehensive 25‑year strategic partnership between Iran and China was leaked. The leaked text accords presaged the formal accords signed in 2021 whose text has not been released. These agreements fundamentally transformed Sino‑Iranian relations and also converted the Middle East into another theater of the global Sino‑American confrontation. That latter consideration shows that the significance of these accords transcends the Middle East. Although most Western commentary naturally emphasize the Sino‑American and Middle Eastern repercussions of these accords, we cannot neglect their no less enormous impact on Central and South Asia and focus on those unduly neglected issues. China’s agreement to the terms, as leaked—$400 billion in investments in Iran over 25 years, particularly in large scale transportation energy, infrastructure, telecommunications, projects, and access to Iranian ports—signified a vast expansion of China’s policy of forming a global network of partnerships with countries wary of American dominance. Even if this is more a declaration of intent than what will actually happen, the parties’ intentions are clearly serious. The agreements also stipulated that these programs would come under the administrative rubric of the Belt and Road Initiative (BRI), China’s signature policy, and very much a Chinese‑directed series of projects. Commitments on this scale also clearly denote a major new strategic orientation by China and Iran. Even observers who underplay these revelations like Jonathan Fulton, a Non‑Resident Senior Fellow at the Atlantic Council, concede their dramatic impact on Sino‑Iranian relations and world politics more generally. This is particularly significant as China does not cavalierly establish comprehensive strategic partnerships (CSP) with other states. For example, China has signed such agreements with other Gulf states like Saudi Arabia—so signing one with Riyadh’s main Middle Eastern revival cannot have been a routine or impulsive decision. Neither will its impact be restricted to the Gulf and Middle East. A CSP is (or was, before the February 2022 agreement with Russia) the highest level in China’s hierarchy of diplomatic relations. In a CSP, the partner states commit to the “full pursuit of cooperation and development on regional and international affairs.” Since Beijing does not offer this level of partnership easily, as Fulton has also observed, a state receiving that status must be perceived by China as playing an important political and economic role internationally, and the bilateral relationship must already feature a high level of political trust, dense economic relations, and a strong, well‑established relationship in other areas.

Ever since Azerbaijan regained its independence in 1991, Baku and Tehran have remained cautious and circumspect in their interactions whilst managing to avoid open conflict. - For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. That being said, if Israel wants to solidify its relationship with the US while limiting the gateways China could conceivably use to access or acquire the country’s technology and innovation in certain dual-use domains, it must also ensure the country’s research, intellectual property, and expert knowledge in these areas is sufficiently protected.

- Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

- “Saudi Arabia and Pakistan are back on track,” declared ʿAli ʿAwadh ʿAsseri, a former Saudi ambassador to Pakistan, following Pakistani Prime Minister Imran Khan’s state visit to Riyadh in May 2021.[1] Khan’s visit ended a two-year diplomatic rift that had marred a close relationship spanning seven decades.[2] The Pakistani Prime Minister’s visit reopened vital channels of communication that had been shut for almost a year and signaled a “reset” in Saudi-Pakistani relations.[3] The rift between Pakistan and Saudi Arabia began in 2019 and peaked in 2020, while the year 2021 was marked by calls for a reset in their relations.[4] Saudi Arabia’s deepening ties with India remain at the heart of the Saudi-Pakistani split, and they are unlikely to change despite any presumptive diplomatic reset between Pakistan and Saudi Arabia. Saudi Arabia’s increasing engagement with India as a key energy client is just one aspect of a broader transformation the Kingdom is experiencing under Saudi Crown Prince Mohammed bin Salman.[5] At the same time, Pakistan is in a deep economic crisis and is looking for foreign investment in major infrastructure projects to generate employment in the country.[6] In 2021, Pakistan declared its intention to pursue a foreign policy guided by its focus on economic security over its geopolitical interests.[7] Therefore, the long-term prospects for the Saudi-Pakistani reset depends on Pakistan’s ability to accept Saudi Arabia’s more even-handed India-Pakistan policy and the Saudis’ willingness to invest in an economic partnership with Pakistan.

- The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

- The extraordinarily troublesome year 2020 tested many international institutions and bilateral ties, but few experienced sharper challenges than the complex relations between Russia and Turkey, which have a strong impact on crisis developments in Europe’s immediate neighborhood. Moscow can be content that Ankara is now perceived in Paris, Berlin and Washington DC as a major troublemaker, but it finds itself rather too often on the receiving end of Turkish attempts at projecting power. It was the unreserved and forceful support granted by Turkey to Azerbaijan in the war against Armenia in autumn 2020 that forced many Russian analysts to re-evaluate the status and prospects of relations with this important and difficult neighbor. There is a degree of compatibility between the autocratic political systems maturing in Russia and Turkey, but the latter state is a NATO member, while the former perceives the Atlantic Alliance as the inexorable adversary. - Since 2015, Russia has largely supported the regime of Bashar al-Assad in Syria against di- verse opposition. At the same time, Israel has continued its policy of limited military intervention – predominantly air strikes against Iranian targets and proxies, many of which are Russia’s partners in Syria. The Israeli strategy of attacking Iranian targets in Syria is not new. For example, Israeli Defence Forces (IDF) destroyed Assad’s nuclear reactor in 2007. Rus- sia has also been present in Syria for a long time, but until 2015, its presence was limited and it did not play a significant role in relations with Israel. Since 2015, however, the situation has changed sig- nificantly. Russian aviation and air defence began op- erating actively on the side of Assad’s regime. From the beginning, the media in both Russia and Israel hypothesized that the activation of Russian forces in Syria would interfere with the activities of the Israeli Air Force. Moreover, Israeli officials regularly voiced complaints that the Russians were actually interfering and hindering IDF operations in Syria. At the same time, the two sides have cooperated to a degree, enabling frequent attacks by the Israeli Air Force against targets in Syria affiliated with Iran. This Policy Brief offers a comparative analysis of Russian and Israeli interests in the context of the Syr- ian conflict. It contends that cooperation between the two countries has been a win-win situation for both sides, while having little influence on Russian-Israeli relations more generally.

- Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

- Although disruption remains the norm in Turkey’s behavior, the EU should stand firm in developing a strategy of “balancing engagement” to keep Turkey anchored in the broader European and transatlantic framework. The Customs Union is an important instrument at the EU’s disposal for concluding an agreement with Turkey and negotiations can lead to an agreement that would balance European and Turkish interests. Moreover, a European strategy towards Turkey should address not only the immediate challenge of Turkey’s assertive behavior in the Eastern Mediterranean, but also the future of EU-Turkey relations along with the pressing migration challenge. An updated EU-Turkey Statement should rectify certain provisions of the current Statement on migration regarding Greece as well as Turkey’s intention to exploit migrants and refugees. Greece is in favor of a “rules-based” relationship between the European Union and Turkey. It could be an active contributor to the advancement of the EU strategy of “balancing engagement” by co-shaping Turkey’s new relationship with the EU.

- In December 2020, following the Abraham Accords framework mediated by the United States, Morocco agreed to restore its official diplomatic ties with Israel after a 20-year break, and, in return, the Trump Administration recognized Morocco’s sovereignty over the long-disputed territory of Western Sahara. The initial steps to normalize Israeli-Moroccan ties followed quickly on the heels of the official announcements. On January 25, Israel’s liaison office reopened in Rabat while Morocco's diplomatic representation in Tel Aviv is expected to follow later this month, after the arrival to Israel of the Head of Morocco's diplomatic mission Abderrahim Beyyoud in February.[1] While the process for implementing the peace agreement between the two countries continues, with economic, cultural, and social collaborations, the Party for Justice and Development (PJD), the Moroccan Islamist ruling party, has faced criticism for its acquiescence to the Palace’s decision. By aligning itself with King Mohammed VI’s decision to normalize with Israel, the PJD has shown that it is more interested in preserving its good relations with the Palace and winning the King’s support for its domestic agenda of socio-economic reforms, than in taking a hard line on Palestine. During the PJD-led government of Abdelillah Benkirane (2012-2016), successful socio-economic reforms led to its attaining an additional 18 parliamentary seats in the October 2016 elections, reinforcing its position as the largest party in parliament. In muting its criticism of the normalization process, PJD is preserving its position in the political arena and focusing on its socio-economic agenda, which it sees as the key to its success. However, in doing so, the PJD risks alienating a portion of its constituency, which may view its silence in defense of Palestine as a form of ideological betrayal.

- The relationship between the Russian Federation and Republic of Turkey is one of the most important bilateral relationships in Eurasia today. The North Atlantic Treaty Organization’s (NATO) original adversary and one of its earliest members have in recent times veered sharply between cooperation—often against NATO’s interests—and competition so intense that it seemed war between them was possible. Politically, their leaders and their systems of government share a basic compatibility predicated on authoritarianism and resistance to what they claim is Western meddling in internal affairs. Militarily, Moscow and Ankara have at times cooperated closely. For instance, the two have worked to marginalize the U.S. military’s influence in Syria, and Turkey has purchased and deployed Russian S-400 air defense systems, putting its defense relationship with the United States in jeopardy. At other times, such as in the military escalation in Idlib (Syria), the Libyan Civil War, and the Armenia-Azerbaijan Conflict, the two have found themselves backing different sides and had to work assiduously to prevent a direct military clash. Economically, the relationship has been historically unbalanced in Russia’s favor, but Turkey’s increasing trade in services and emergence as an important energy storage and transport hub may change this. The two economies share a basic complementarity, with few areas where they compete in the production of goods and services. This dynamic may increase the ability of their economic relationship to act as a “shock absorber” and minimize the impact of disruptions in other facets of their ties. Overall, Moscow and Ankara have worked to emphasize areas of cooperation and “compartmentalize” areas of difference. Policymakers in Western capitals will need to develop an understanding of the drivers of the Russian-Turkish relationship and their effects on Western interests.

- Factors such as regional-international developments, political, economic, social conditions and security understanding separate the foreign policies of the states from each other and differentiate the expectations of the countries in mutual relations. Turkish-American relations, which have a history of nearly seventy years, have seen a fluctuating course with sometimes cooperation and sometimes crises. Therefore, identifying the root causes of crises that arise from different reasons and damage bilateral relations gains importance in terms of collaboration between the two countries. In this context, this study argues that the reproduction of Turkey’s state identity in the changing international system after the Cold War caused crises in bilateral relations by differentiating foreign policy visions, threat perceptions and international goals with the United States. Based on this, the four crises, in the bilateral relations between Turkey and the United States, starting with the Syrian Civil War and continuing to the present day, will be examined in the dimensions of perception, discourse and politics. Then, possible policies are discussed through risks and opportunities to eliminate the tense atmosphere in Turkey-US relations. In the study, in addition to the literature review, the content and discourse analysis method is used methodologically by making use of the statements of policy makers.

- This study considers Russian-Turkish relations within the context of the Syrian war. We elaborate on both Russia’s and Turkey’s strategies and their understanding of the Syrian War, and consider how the two countries have managed to stay on the same page despite conflictual strategies and geopolitical interests in Syria. The current literature does not address this question and does not thoroughly compare their actions and engagements in the field. This article aims to clarify Turkey-Russia relations in the Syria and provides evidence of how they are in conflict and cooperate at the same time. In this regard, it is argued that the available evidence indicates that Turkey-Russia relations in Syria operate on the “compartmentalisation” strategy. In order to test this argument, the qualitative research method based on secondary resources is used while the theoretical framework previously formulated by Onis and Yilmaz (2015) is adopted. They conceptualise Turkey-Russia relations as if they do “compartmentalise economic issues and geopolitical rivalries in order to avoid the negative spillover of certain disagreements into areas of bilateral cooperation.” Furthermore, they claim that compartmentalisation can be hindered if there are deepening security concerns in an area like Syria. However, this article underscores that compartmentalisation does not only work by separating the economic issue from geopolitical rivalries; it also makes Turkey and Russia able to cooperate and conflict in a specific and fundamentally conflictual geopolitical issue such as Syria. The convergences and divergences that occurred in the Syrian field are conceptualised under the strategy of compartmentalisation. In this context, the cooperation – the signed agreements and established mechanisms, conflicts, and clashes in the field, are acknowledged as the consequences of the compartmentalisation strategy in Syria. The compartmentalisation strategy is specifically used in Syria in order to avoid the negative impacts of direct clashes in bilateral cooperation and agreements. It can therefore be concluded that the deepening divergence in security related issue does not necessarily prevent compartmentalisation; on the contrary, compartmentalisation paves the way for stabilisation of such deepening divergence.

The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

- On January 20, 2021, a new administration will take office in the United States. This could lead to changes in US-Iran relations. The Trump administration continued to provoke Iran by withdrawing from the Joint Comprehensive Plan of Action (JCPOA), tightening sanctions, and killing Quds Force commander Qasem Soleimani. Meanwhile, the incoming president Joe Biden and key members of his diplomatic team are oriented toward a return to the JCPOA. In the midst of all this, Mohsen Fakhrizadeh, a nuclear scientist who is believed to have played a central role in Iran's nuclear development, was murdered. Iranian President Hassan Rouhani responded by saying he would retaliate at an "appropriate" time, and an advisor to Supreme Leader Ayatollah Khamenei said he would take "decisive" action. Although the US is not believed to have been directly involved in this incident, there are concerns that it will cast a dark shadow on the diplomacy between the US and Iran over the JCPOA. Shortly thereafter, Iran's parliament passed a law that obliges the government to take steps to expand nuclear activities that significantly exceed the JCPOA's limits and to seek the lifting of sanctions. The new US administration will need to be very careful not to overlook either hard or soft signals, to analyze Iran's future course, and to take diplomatic steps to reduce Iran's nuclear and regional security threats.

- Israel and China established full diplomatic relations only in 1992, making Israel almost the last Middle Eastern country to do so. Starting in the early 2000s, ties between the two countries began to blossom, mostly because the Chinese government started to view Israel as a global technology hub and began seeking to capitalize on Israel’s innovation capabilities to help meet its own developmental needs and strategic challenges. In addition, as China’s rivalry with Israel’s leading ally, the United States, has heated up, Beijing’s interest in Israel also has gotten stronger. In light of Israel’s status as a major technology hub and a leading U.S. ally, China has sought to deepen its influence in Israel through media engagement and other forms of outreach. As Chinese actors have pursued technological innovation and greater political influence in Israel, they have employed three basic approaches to court favor in and through Israeli media circles: direct messaging to the Israeli public in local Hebrew-language newspapers, the use of Chinese outlets (especially the Hebrew department of China Radio International) targeted at Israeli audiences, and efforts to leverage prominent public figures friendly toward China to amplify favorable messages delivered on these local Israeli and Chinese platforms. China’s messaging strategy in Israel has evolved in three stages. Early on, this strategy mainly included recycled talking points from the Chinese Communist Party that do not always translate well overseas. Between 2015 and 2018, this messaging from Chinese actors started to become more direct and tailored for the Israeli people. Since 2018, Chinese engagement has expanded to include a much wider variety of Israeli media outlets, which has meant even more direct access to ordinary Israelis. This strategy and other elements of China’s diplomatic outreach to Israel seem to be having an impact. According to 2019 polling from the Pew Research Center, Israeli respondents view China more positively than those in any other Western-oriented countries that took part in this survey did. These results are an outgrowth of China’s desire to build influence vis-à-vis Israeli society, especially in terms of Israelis’ views on China. Chinese government officials and other actors see this campaign toward the Israeli people as part of a broader and more important strategic campaign, as Beijing competes with Washington for worldwide influence. Israel has a clear national interest in carefully examining how and why Beijing deploys such strategic messaging and how Chinese actors have leveraged local conditions, language habits, and consumer preferences to advance their objectives. The new Israeli government under Prime Minister Naftali Bennett must act prudently and keep these Chinese messaging activities in mind as it balances and advances Israel’s foreign policy interests, seeking to underscore that it does not see China as an enemy but that cooperation with Beijing needs to be pursued in the right way.

Israel’s continued callous disregard of Jordanian sensitivities and interests on policy issues (such as al-Haram a-Sharif/Temple Mount) and economic issues (such as water), was further exacerbated by the particularly volatile issue of the Jordan Valley annexation. Strong security ties continued to provide the basis of the relationship, although they are conducted largely behind the scenes. Economic and civilian cooperation declined, except for the Israeli gas exports to Jordan, which are of strategic importance. Nonetheless, and despite Jordan’s frustration, anger and disappointment with Israel, new content can be infused into the relationship in order to rehabilitate it. - This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. These relationships were not without problems, due mostly to differences over minority and civil rights in Turkey and over Turkey’s invasion of Cyprus in 1973 and continued tensions with Greece. The special relationship with the United States was put to the final test after the Islamic conservative populist political party, Justice and Development, and its current leader, Recep Tayyip Erdogan, came to power in 2002. Turkey opposed the US invasion of Iraq in 2003 and the NATO-backed regime change in Libya in 2011. Most recently, Turkey has had strained relations with Cyprus, Greece, and Israel—all key US allies—and has alienated the US Congress and select NATO members further by its October 2019 invasion of Syria against Kurdish forces aligned with the US military against the Islamic State in Iraq and Syria, all against a background of a military rapprochement with Russia. This monograph highlights differences between US agencies concerning Turkey and ways to reconcile them, and offers several policy recommendations for new directions.

- Abstract:
- Sri Kartarpur Sahib is one of the most sacred religious sites for over twenty-seven million followers of Sikh religion around the world. This religious site known as gurdwara became a part of the premises of the state of Pakistan according to the partition plan in 1947. Sikh pilgrims desiring to visit this sacred place have always found it difficult due to the tensions between the two states of India and Pakistan. Finally, in August 2018, the newly elected Pakistani government under premiership of Mr. Imran Khan announced its intention to build a connecting corridor from Dera Baba Nanak in India to Kartarpur Sahib for the Sikh pilgrims. While it was generally considered a highly positive gesture towards building peace in the region, there was some negative response from the Indian side in particular. This paper discusses brief history of Kartarpur Sahib, the implications of the decision of constructing corridor by the Pakistan government and its importance in building peace between the two states and creating inter-faith harmony within Pakistan. An exploratory, historical and descriptive method has been applied. Besides consulting books and newspaper reports on this issue, two interviews were conducted to analyze contemporary situation. The results show that the move by the Pakistani government can very well be considered a way forward in peace building process and hurdles in implementation of a peace-oriented gesture need to be removed to promote inter-faith and inter-state harmony.

Before they sign the divorce papers, however, officials in Baghdad and Washington should consider the many reasons why staying together is best for both them and the Middle East.

- Abstract:
- The high-profile assassination of General Qassim Soleimani, the commander of the Iranian Revolutionary Guard Corps’ Quds Force (QF), on January 3 in Baghdad marked the lowest point in US-Iran relations in recent times. It triggered a new spell of geopolitical tensions in the Middle East with far-reaching consequences for South and Southeast Asia. Soleimani’s killing has also coincided with the potential rejuvenation of the Islamic State (IS), and ongoing anti-government protests in Iraq, Iran and Lebanon. Soleimani’s killing was bound to have reverberations beyond the Middle East. Muslim-majority states in South and Southeast Asia, where both Saudi Arabia and Iran have engaged in sectarian proxy wars by funding and influencing the Sunni and Shia segments of the population. While states in both regions have condemned Soleimani’s killing, they have stayed largely neutral to avoid getting sucked into rising geopolitical tensions. Against this backdrop, the March issue of the Counter Terrorists Trends and Analyses (CTTA) features three articles that explore different dimensions of Soleimani’s death and their geopolitical implications. In the first article, James M. Dorsey argues that as US-Iran tensions have eased in recent months, Iranian hardliners, emboldened by a sweeping mandate earned in recent domestic elections, remain committed to a well-honed strategy of escalating asymmetric warfare. According to the author, this raises the prospects for a full-scale war, with the United States also still pursuing a maximum pressure campaign on Iran that has to date, yet to produce tangible results. In the second article, Raffaello Pantucci reasons that despite a general consensus that the US-Iran rupture will ease pressure on transnational jihadist groups in the Middle East theatre, it remains unclear how Soleimani’s killing will shape their future behaviour. On the one hand, Iran-backed Shia militias are likely to step up their operations, which will exacerbate sectarian fault-lines in the region and feed into IS’ self-portrayal as the saviours of Sunnis. Conversely, pragmatism continues to define interactions between Tehran and Sunni jihadist groups such as the Islamic State and Al Qaeda, who appear happy to cooperate to ensure broader strategic goals. Next, Bilveer Singh examines the implications of Soleimani’s assassination for South and Southeast Asia. regions where both Iran and Saudi Arabia enjoy ideological influence among the Muslim-majority states. Sunni Malaysia and Indonesia have reservations about Tehran, but domestic political pressures are likely to endear Iran to them more than the US. The impact in South Asia could be more varied, mostly affecting Afghanistan and Pakistan. Iran through its Shia militant proxies can undermine US interests in Afghanistan. The QF has also recruited significant Shia militias in Afghanistan and Pakistan respectively for operations in Syria. Moreover, Pakistan has to walk a tight rope given Iran has an inside track to its significant Shia population. Besides cross and intra-regional assessments of Soleimani’s assassination within the broader US-Iran fissures, the threat landscapes in Indonesia and West Africa, both long-time hotbeds for terrorist activity in their respective regions, are also examined in this issue. Firstly, Noor Huda Ismail takes a closer look at pro-IS terrorist networks in Indonesia, a country that is home to the world’s largest Muslim population. By examining the background, tactics and modus operandi of local terrorist groups, both online and offline, and comparing their legacy with those of previous militant Islamist movements, the author believes important learning lessons can be drawn to help mitigate future security threats. Finally, Atta Barkindo analyses the jihadist threat in the Sahel region, where a landscape conducive to terrorist activities provides the fertile ground for IS and Al-Qaeda to grow by linking up with local militant networks. The tactical sophistication exhibited in terrorist attacks by Sahelian jihadist groups, particularly in Nigeria and the Lake Chad region, testifies to a growing footprint of global jihadism. Sahel provides an arterial life-line through the region, by facilitating the movement of goods and people between the Mediterranean and West Africa, which has been enormously beneficial to terrorist groups involved in organised criminal enterprises. Moreover, desertification and environmental degradation have also created a conducive environment for criminal activities and terrorism.

- The Middle East was already plagued by war, famine, and wholesale death in the form of multiple civil wars when the outbreak of Covid-19, a novel coronavirus, added pestilence to the mix. The pandemic offers a unique prism through which to assess the way China interacts with Middle Eastern states in time of crisis. While many countries in the Middle East suspended bilateral air travel, repatriated their citizens from China, and prevented Chinese workers from returning to the region, the same governments also sought to maintain close relations, expressed support for Beijing, and delivered aid to China. The findings show that at least for now, the relationship between China and the Middle Eastern states remains close. However, it may take months to see the full ramifications of the pandemic in the Middle East, so it is too soon to tell how China’s interactions with the countries of the region will develop.
