Abstract:: Online social networking services (Facebook, Twitter, YouTube, etc.) have altered the way we engage with individuals, groups, and communities by profoundly changing our everyday information and communication habits on a global scale. Today, social media has also grown into a massive data repository providing very detailed information on the opinions, beliefs, and communications of millions of individuals. Similarly, social media analysis has grown into an essential method for various fields, including political science and international relations. The purpose of this study is to undertake a nuanced social media analysis using Twitter data to contextualize and assess the context, scope, and impact of Turkish IR scholars’ interactions on Twitter. Within the scope of the paper, network analysis, topic modeling, descriptive statistics, and regression analysis approaches will be employed to draw meaningful interpretations about their Twitter interactions. Our basic premise is that among Turkish IR scholars, there is a collective network that connects them in terms of interactions, attitudes, and opinions, and that network may be found by analyzing their Twitter data. This working assumption is not supported by the findings.

Abstract:: This study aims to present a critical portrayal of teaching geopolitics at Turkish universities by assessing both undergraduate and graduate levels of Political Science and International Relations (IR) curricula. Geopolitical analysis has gone through several phases and traditions by conceiving space as a crucial element for representing world politics. In addition to interstate rivalries, geopolitics also refers to many conflicts and rivalries within an intrastate framework in the context of multiple territorial scales. While geopolitics seems to be falsely perceived as something equal to a state-centric and hard realist academic subfield under a strong military tutelage in Turkey, it lacks a broad multi-level analysis, as well as geographical and historical reasoning. In this study, I propose to consider cartography, territoriality, and geopolitical representations, which form the basis of contemporary geopolitical analysis. The article evaluates weekly schedules, learning outcomes, content, and objectives of the courses available on the European Credit Transfer and Accumulation System (ECTS) information packages on university websites. Based on a qualitative case study, it eventually aims to improve the methodological character of geopolitics teaching, indirectly influencing the level and quality of geopolitics in Turkey.

3. The Dark Side of the Moon: An Ever-Fragmenting Discipline and Turkish IR in “the Outer Periphery”

Abstract:: A recent debate has emerged in the literature about a need for more global International Relations (IR), one which is truly international, to be worthy of its name. This paper outlines the multi-dimensional fragmentation in IR, which has prevented the emergence of a genuinely integrated and global discipline, and created a context in which the periphery cannot make original contributions to the core. The main purpose of this paper is to point out the major obstacles for such original contributions that emanate from the periphery itself. Aside from the general core-periphery fragmentation in the discipline, the periphery is collapsing within itself. From that perspective, the core and the periphery look more integrated, while the real division is between the periphery and the outer periphery. The outer periphery, while mostly invisible to the core, has real effects in IR practice, yet its nature and problems are not looked upon or handled by the current literature. Based on this observation, and using the Turkish example, four major problems of the outer periphery that affect the periphery and curtail its potential for original contributions are identified: (1) apathy towards western IR; (2) conspiracy theorizing; (3) chronological historicism; and (4) the outer periphery’s influence on the mainstream periphery. After discussing these problems, it is concluded that the periphery can make contributions to the core only after it has helped the outer periphery solve its problems, and integration within the periphery is achieved. Only then can original contributions of the periphery to a truly international IR be possible.

4. The Israeli ThreatL What is driving the renewed escalation between Iran and Azerbaijan?

Abstract:: The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:: In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big data set to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

6. Renewable relations: A strategic approach to European energy cooperation with the Gulf states

Abstract:: Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

Abstract:: This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

Abstract:: This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

10. Sea Blindness in Turkish International Relations Literature

Abstract:: The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

Abstract:: The essay addresses an outsider's perception of the characteristics and dynamics of the IR field/discipline in Turkey. How may this country serve as a role model or, at the very least, as a source of inspiration, reflection, or evaluation of the field's development in other local/national settings? In this respect, Greece is chosen as a case study. Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

Abstract:: In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

Abstract:: While enhancing our economic relations with African countries was positioned as a target within Türkiye’s vision, especially after the Cold War, this could only come true in the first decade of the 21st century. As a result, there have been significant trade volume developments. Although Türkiye had a trade deficit with Africa from the mid-90s to the early 2000s, it became a surplus party in the subsequent period due to stagnation and the impacts of various crises. The trade with Africa is primarily with North African countries due to geographical proximity and historical ties. While Africa's share in Türkiye's total foreign trade volume has been gradually increasing, it remains significantly lower compared to Asia and Europe. Relations between the continent and Türkiye haven’t grown stronger yet, mainly because most African countries were former colonies. On the other hand, Türkiye's geographical proximity to Africa offers a significant opportunity to meet African countries' agricultural and food needs. In this context, this study aims to analyze Türkiye’s trade with the African continent and to reveal the opportunities, threats, strengths, and weaknesses this trade offers for both actors. Furthermore, the study provides recommendations to enhance these relations in this framework.

14. Beyond Arms and Ammunition: China, Russia and the Iran Back Channel

Abstract:: Along with Iran’s increasing involvement in supplying Russia’s war effort against Ukraine, a potential increase in Chinese support for Russia presents a challenge for both Kyiv and NATO (Eurasia Daily Monitor, March 6). Indeed, Western governments have recently expressed alarm over China’s potential provision of dual-use or military equipment to Russia (U.S. Department of Defense, February 28). According to U.S. intelligence, Chinese arms transfers to Russia would probably take the form of artillery and drones (Straits Times, February 26). As both items are badly needed by Russia to sustain its war efforts, the entry of Chinese arms on the Ukrainian battlefield may drastically shift the balance of power in the ongoing conflict. However, in addition to trackable military aid packages, Chinese assistance is manifesting itself more subtly in ways that are often overlooked. Consequently, a forthcoming Chinese aid package to Russia is likely to take several forms.

Abstract:: China's resurgence as a global actor has significantly altered international relations, particularly in the Middle East, particularly with Saudi Arabia and Iran. Pakistan's unique geographical location and complex international interactions present an intriguing situation due to these changes. Pakistan's close relations with China, Saudi Arabia, and Iran, along with its shared border and cultural ties with Iran, influence its security concerns, domestic politics, economy imperative, and foreign policy. China's growing relationship with Saudi Arabia is driven by its oil needs, global influence, and regional stability. Iran offers China a valuable counterbalance and potential ally in the Middle East due to its geostrategic position and abundant natural resources. The United States' long-standing hegemony in the Middle East has been put to the challenge by China's growing influence and strategic alliances in the region. This qualitative study investigates the issues relating to Middle East with an objective to evaluate the role of great powers‘ politics in the region. The Middle East's shifting geopolitical environment could be advantageous for projects like the ChinaPakistan Economic Corridor (CPEC), Chabahar Port Development, and Iran-Pakistan Gas Pipeline.

Abstract:: The International Relations (IR) discipline is ascendant because of the theoretical and methodological divisions and controversies within. As it is mostly placed in the Non-Western IR category, Turkish IR is an interesting case in that it reveals the temporal changes of theoretical debates in IR and their local resonance from the purview of a geography that is jammed between the West and the rest. For this reason, this paper examines the literature on the Turkish School of IR (if there is any) and draws some conclusions regarding its current state. This research first utilizes the Teaching, Research, and International Policy (TRIP) surveys conducted by the International Relations Council of Turkey (IRCT) between 2007 and 2018. More extensively, the top 20 journals categorized under Google Scholar’s “Diplomacy and International Relations” list are coded based on their titles containing “Turkey.” Articles from the 1922–2021 period are then analyzed considering their authors, abstracts, and keywords. From this analysis, the study finds that studies focusing on Turkey have improved over the years, although there is a need for more theoretical and methodological advancements. As a “peripheral” country in IR, Turkey is still a subject of study by the “center” countries.

Abstract:: International Relations (IR) in Turkey has been assessed by scholars on topics, including but not limited to the need to increase contributions from Turkish IR scholars to theoretical discussions, the need for homegrown theorizing, and to improve the methodological quality of IR research originating in Turkey. This literature has revolved around the diagnosis of and prescriptions for what is referred to as the ‘disciplinary underachievement’ of IR in Turkey. Recently, an increasing number of scholars have focused on disciplinary self-reflection discussing the limitations and prospects in the state of the IR discipline in Turkey. Adding to this emergent literature, this paper identifies the reasons for the ‘disciplinary underachievement’ in Turkish IR. The paper discusses the conditions that hamper IR education in Turkey under three groups: 1) the structure and content of undergraduate and graduate curricula, 2) the state of IR as an academic discipline in Turkey, and 3) the state of IR literature in Turkish. The paper also offers suggestions for a prospective treatment to improve the state of the IR discipline and pedagogy in Turkey. It argues that an improvement in the quality of IR education has significant potential to contribute to further inclusion of locally produced IR knowledge into ‘global IR,’ which is widely cited in the existing literature as a significant sign of ‘disciplinary progress.

Abstract:: China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.

Abstract:: This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. Abstract:: Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. Abstract:: Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:: Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

Abstract:: Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

Abstract:: The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

Additionally, there is also geographical control, regime projection, or behavior modification goals. Russia is seeking to maintain its national security and enhance its regional and international position. It has a deep fear that NATO will expand, bringing weapons to its border with Ukraine. Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. 31. The Saudi-Emirati axis and the preservation of regional order

Abstract:: The Arab uprisings of 2011 spurred the emergence of a Saudi-Emirati axis that sought to mitigate and – where possible – eliminate challenges posed by what these countries perceive as the so-called ‘triple threat’ to the regional order of the Middle East and North Africa: Iran, the Muslim Brotherhood and violent extremist groups. Using a variety of foreign policy instruments - including military intervention and strategic outreach, funding allies and proxies as well as supporting religious networks and media outlets – the axis substantially shaped or influenced the domestic and regional events that occurred in the wake of the Arab uprisings. Broadly speaking, the Saudis and Emiratis have been successful in maintaining a monarchical/authoritarian pole in the region’s political order in their quest for domination. They have succeeded in doing so mainly through the use of soft power (finance, religious influence and media framing) in relation to weaker ‘client’ states in the region such as Bahrain, Jordan and Morocco. Their military interventions have generally not achieved their intended objectives and Saudi as well as Emirati shortcomings have been on full display in Yemen, Libya and Syria. While both countries were unable to prevent the emergence of a more multipolar regional order that includes Turkey and Iran, they have effectively helped smother popular calls for political renewal. Growing regional geopolitical competition has, however, not gone hand in hand with growing domestic turmoil. The vast financial reserves, increasing hard power and substantial reservoirs of soft power of both Saudi Arabia and the Emirates ensures that they will continue to act as defenders of the monarchical status quo of the Gulf region and its web of client states in the foreseeable future, even as competition between both partners increases at the same time.

Abstract:: With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. The main purpose of this strategy is analysed as a move to empower the regional alliance with Turkey, ensuring Kuwait’s security and warding off potential risks from the changing dynamics of the Middle East.

Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

Abstract:: This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.

Abstract:: One in five children lives in a country affected by conflict (Save the Children 2019). Despite concerted international and national efforts to protect children, these 415 million children face grave human rights violations that continue to rise. More political will and resources are needed from governments and parties to the conflict to prevent such violence against children and protect children in armed conflict. However, research confirms that out of 431 ceasefire and peace agreements, less than 18 percent of peace agreements included child protection provisions (Watchlist on Children and Armed Conflict). Often, peace-related documents that mention child protection issues do not mention integrating children's participation into peace processes, which is essential to understanding and addressing children's needs during and after the conflict. To end the cycle of violence against children, a paradigm shift must be made in the way peace agreements address children’s issues and rights. Guided by the “Global Policy Paper on Youth Participation in the Peace Process,” commissioned by the United Nations Envoy on Youth, this paper recommends that mediators and child protection actors employ three integrated but non-hierarchical layers for including child protection issues and children’s participation in the peace process: “in the room,” “around the room,” and “outside the room” of formal peace negotiations. This multi-layered, inclusive approach may help achieve the desired results: preventing violence against children and reaching a sustainable peace.

Abstract:: Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

Abstract:: My main argument in this article is that there have been at least three important barriers to the development of non-Western international relations theory (NWIRT): intellectual barriers (traumatizing effects of the imposition of the “standard of civilization”); ideational barriers (dominance of Western concepts and contexts); and scientific barriers (imposition of the standard of science). I argue that the silence of NWIRT is substantially a side effect of the strategy of mimicking the West, which was developed as an intellectual defense mechanism or as a camouflage strategy for the (re)establishment and the survival of non-Western states after their traumatic encounter with the Western states. Therefore, the surfacing of NWIRT discussions in the last decades can be attributed primarily to the maturation of an internal condition that is the revival of self-confidence in the residuals of former empires due to their regaining of rising power status and, thus, can be seen as a new phase of the ‘revolt against the West.’ On the other hand, I argue that the rise of NWIRT discussions are also related to the ripening of an external condition: some European schools of IR have been attempting to intellectually balance against the hegemony of American mainstream IRT, therefore, publication of edited books and special issues on NWIRT can also be read as searching for intellectual alliance with NWIRT.

Abstract:: The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

Abstract:: There is no question that China's presence in the Middle East is growing significantly. Will China continue to deepen its involvement in the region and play a role in shaping the regional order, taking the place of the United States? In other words, will China practice major power diplomacy in the Middle East? The view among researchers in China and elsewhere1 over this question is divided. To categorize their arguments into two camps, there is a cautious engagement theory that warns against the risk of getting caught up in the turmoil in the Middle East and recommends (or predicts) that China protect its economic interests while maintaining political neutrality vis-à-vis the Middle East as it has done so far. On the other hand, there is an active engagement theory advocating (or foreseeing) that China deepen its engagement, proactively participate based on the responsibility of a major world power in solving problems in the Middle East, and actively propose its own ideas in order to protect Chinese interests in the Middle East.

Abstract:: The discipline of International Relations is increasingly paying attention to nationalism, although this attention is mostly limited with the role of nationalism on international system. By presenting an approach born out of the intersection of Historical Sociology in International Relations (HSIR) and the Modernist School of Nationalism, this paper aims at expanding the terrain of nationalism studies in International Relations (IR). Using Iran as an example, it demonstrates that three basic premises of HSIR—the interaction between domestic and international dynamics, historicization, and multi-causality—are central to analysing nationalism, which is only associated with the domestic level. Abstract:: The Turkish foreign policy has witnessed changes since the Justice and Development Party (AKP) came to power in 2002. Turkey initially adopted a ‘zero problems with neighbors’ policy and resorted to solving regional issues through diplomatic mechanisms, leading to improving its relations with the countries of the region. However, following the outbreak of the Arab uprisings end of 2010 and the collapse of several major Arab regimes, resulting in a leadership gap within the region, Ankara sought to foster its influence in the region. This was clear in abandoning the ‘zero problems’ policy, engaging in the region's military conflicts and providing support to the Muslim Brotherhood to enable its rule in some Arab countries. These policies have led to tensions in Turkey's relations with many countries in the region, such as Egypt and Syria, as well as interrupted relations with countries that were considered its allies, such as the US and the EU, leaving Turkey with ‘zero allies’. Turkish officials defend their country's policies by launching the term ‘precious loneliness’, clarifying that Turkey's foreign policy is based on a set of values and principles that achieve its national interests, and that sometimes one may have to stand up alone to defend the values that one believes in. Nevertheless, since late 2020, Turkey's foreign policy has made a shift towards appeasement and the pursuit of improving relations with many countries in the region, with the EU and the US. Perhaps one of the most significant official statements indicating the desire to resolve issues is Erdogan's call in November 2020 to open diplomatic channels and reconciliation with all countries in the region for a quick resolution of conflicts. He also mentioned that they have no implicit or explicit prejudices, enmities or hidden agendas against anyone, and that they sincerely and cordially call on everyone to work together to set a new stage in the framework of stability, safety, justice and respect. This change has raised questions about Ankara's real motive, whether it aims to improve its foreign relations or it simply seeks to compensate for the losses incurred by its regional policies, relieve the pressures imposed on it and to penetrate the fronts that counter its role in the region.

Abstract:: For at least his first decade at Turkey’s helm, if not longer, subsequent US administrations regarded Recep Tayyip Erdoğan as an important partner. More recently, the pendulum has swung the other way; Erdoğan has emerged as a bipartisan bête noir in Washington. President Biden has called Erdoğan an “autocrat”; Secretary of State Antony Blinken referred to Turkey as a “so-called strategic partner,” and large majorities from both parties in Congress have voted to sanction Turkey until it reverses its purchase of Russian weaponry. The image of Turkey that US policymakers appear to be operating with is, as one columnist summed it up, that “Turkey’s president does what he does because he gets away with it.” In other words, Erdoğan is in full control of Turkey’s foreign policy, and, having opened a gulf between the two allies, Washington’s options are to either compel a change in his behavior or suspend its partnership with Turkey until the end of his rule. Much like the earlier, now discarded, belief in Erdoğan’s comity, this view, too, deserves to be challenged.

Abstract:: The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

Abstract:: Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

Abstract:: Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Europe should avoid being sucked into this power struggle to redefine the Middle East and North Africa. Instead of using the UAE to push back against Turkey or vice versa, Europe should develop its own strategy on their rivalry. Europe should establish a NATO deconfliction mechanism, push ahead with the political process in Libya, and design a constructive new framework to insulate European-Turkey relations from the rivalry.

Abstract:: On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

Abstract:: This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. The article describes the shift from a mutual conception of hostility to unusual cooperation over the Gaza crisis. While Israel aspires to avoid additional rounds of violence with Gaza, Qatar seeks to strengthen its regional role as a mediator, and mutual interests converge into joint activity to avert an additional military clash between Hamas and Israel. The cooperation between the states illustrates how the Palestinian issue can leverage regional cooperation. At the same time, the untapped diplomatic, economic and civilian potential of Israel-Qatar relations points to the limitations imposed by the ongoing Israeli-Palestinian conflict.

Abstract:: It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

Abstract:: In 2020, Lebanon should be celebrating its centenary. It is not. Instead, it is close to terminal collapse as a polity, an economy, and even as a society. Lebanon is under Iranian occupation, although ascertaining this condition may demand some attentive consideration from the uninitiated. Iran’s proponents assess it as a confirmation of the “Axis of Resistance” against imperialism and Zionism; its detractors ascribe it to a deliberate plan of Iranian expansion across the region. However, the Iranian occupation of Lebanon may be rooted in Lebanon’s own tumultuous history rather than in Tehran’s designs. Iran in Lebanon may be more an artifact of history than a product of strategy. In fact, the outcome of Lebanon’s present course may not yield Iran any tangible advantage. And it certainly seems to be on the verge of destroying Lebanon.

Abstract:: The Middle East was already plagued by war, famine, and wholesale death in the form of multiple civil wars when the outbreak of Covid-19, a novel coronavirus, added pestilence to the mix. The pandemic offers a unique prism through which to assess the way China interacts with Middle Eastern states in time of crisis. While many countries in the Middle East suspended bilateral air travel, repatriated their citizens from China, and prevented Chinese workers from returning to the region, the same governments also sought to maintain close relations, expressed support for Beijing, and delivered aid to China. The findings show that at least for now, the relationship between China and the Middle Eastern states remains close. However, it may take months to see the full ramifications of the pandemic in the Middle East, so it is too soon to tell how China’s interactions with the countries of the region will develop.

Abstract:: Iraq’s emergent democracy stands at an important junction. The continuing intensity of the protests that have rocked Iraq since early October 2019 shows that its citizens are only too aware of this. Moreover, the necessity of going through three government formation attempts to install a new prime minister and cabinet after the resignation of Adil Abdul-Mahdi in December 2019 suggests that Iraq’s political elites are conscious of the precarious state of ‘their’ democracy as well. Although, so far, with the intent to block rather than enable reform. This report largely focuses on how international actors can help strengthen the democratic mechanisms of Iraq’s political system. One contribution that they can – and should - make is to facilitate processes of contestation between Iraq’s social forces (its political parties, elite networks, tribes, ethno-sectarian groups, religious authorities and protestors) about the hierarchy of systemic reform priorities for the country’s political system, and the balance between the speed, scope and feasibility of their implementation so that such reform can be undertaken as peacefully and as well-informed as possible.

83. Seven Ironies of Reconstructing a New Security Paradigm in the Gulf

Abstract:: During the month of January 2020, most world capitals, diplomats, and think tanks sought to evaluate the status of the already-fragile balance of power in the Gulf. The U.S. President Donald Trump’s decision to assassinate the Iranian general Qassem Soleimani in Baghdad has triggered the most acute escalation between Washington and Tehran since 1979. The White House’s pursuit of neutralizing the second most important figure in Iran, after the spiritual leader Ayatollah Khamenei, has shifted the US-Iranian rivalry into a fierce confrontation between Washington’s “maximum pressure” and Tehran’s “maximum resistance”. There have been several interpretations and predictions of Iran’s possible direct or indirect acts of retaliation vis-à-vis Trump’s threats of targeting 52 sites, which have political and cultural significance for the Iranians. Some Washington-based analysts have been wary that “the U.S. and Iran are now in a traditional escalatory slope, and although neither side wants war, there is a real risk that it might happen.”(1) Anthony H. Cordesman, leading analyst at Center for Strategic and International Studies (CSIS) in Washington, has cautioned that the new US-Iran crisis “has now led to consistent failures in the U.S. strategy when dealing with Iraq and the Middle East for the last two decades – and has already turned two apparent ‘victories’ into real world defeats.”(2) In Doha, two research institutions, Aljazeera Centre for Studies and Qatar University’s Gulf Studies Centre, hosted a two-day conference, “Toward a New Gulf Security Order: Abandoning Zero-sum Approaches” at Qatar University January 19 and 20, to formulate new perspectives of the waning regional security order, and explore how to construct an alternative paradigm. As a point of entry, the Conference concept highlighted two manifestations of the failure of the existing security order, formally adopted by all Gulf States, since the establishment of the Gulf Cooperation Council (GCC) May 25, 1981: First, to prevent the invasion, and later liberation, of Kuwait in the early 1990s. GCC established a coalition land force, “the Peninsular Shield Force”, with the objective of defending the six nation states, Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Second, the decision of three member states - Saudi Arabia, the UAE, and Bahrain - to impose a blockade on Qatar, a founding member of GCC since June 2017.(3) In this turbulent part of the world, Iran’s pursuit of creating a regional security order, but on the parsuit of the withdrawal of U.S. troops from the region—a condition rejected by Gulf states, which see the United States as the principal guarantor of their national security. Moreover, Iran still considers its own foreign interventions in the Gulf and Arab region as part of its revolutionary identity, to which it has devoted resources and agencies.(4) This paper “Seven Ironies of Reconstructing a New Security Paradigm in the Gulf” is a summary of the presentation I delivered at the Conference’s fifth panel “The Gulf and the US-Gulf Conflict”. It probes into several challenges of deconstructing the status quo, before envisioning an alternative framework of mutual security cooperation among several actors in the Gulf and the Middle East.

Abstract:: Israel and the European Union (EU) have built a special, strategic relationship over decades, since the 1960s. Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. At the same time, many in Europe see Israel and the Israelis as members of the European family. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

89. The Lingering Stalemate: Qatar’s Blockade Awaits a Mediation Exit

Abstract:: On June 6, 2020, the Qatari crisis entered its fourth year with two parallel political discourses, which have endured the complexity of issues between Qatar and the Quartet [Saudi Arabia, Emirates, Bahrain and Egypt] since early June 2017: a) diplomatic hopes in the U.S.-backed Kuwaiti mediation amidst several gestures of rapprochement between the Qataris and the Saudis; and b) disparity of positions by the disputing parties while maintaining status quo politics. The Trump administration has urged the Quartet capitals to reopen their airspace for Qatari airlines as a step toward ending the open-ended blockade. The Wall Street Journal quoted U.S. officials saying "there is a greater sense of urgency to resolve the airspace issue. It's an ongoing irritation for us that money goes into Iran's coffers due to Qatar Airways overflights." (1) The Trump White House has been irritated by the so-called "overfly fees" that Qatar pays to Iran to use its airspace. There is growing hope Washington’s call will trigger momentum for lifting the land and sea blockade imposed on Qatar as well. Qatar’s foreign minister Mohammed bin Abdulrahman Al Thani hopes “the initiative will produce results, we are open to dialogue and ready to meet each step forward with 10 steps from our side.” (2) Unlike the Saudis, the Emiratis have maintained the 2017 demands, and UAE Foreign Minister Anwar Gargash insists “this issue will stay with us, and we have to manage it in a better way until we reach a future stage.” He has often characterized the blockade as “a result of Doha's interference policies," and argued "the solution for this crisis should be based on dealing with the causes of it." (3) As a result, the three-year blockade is causing a hurting stalemate for both sides of the Gulf conflict. In his new book “Qatar and the Gulf Crisis”, Kristian C. Ulrichsen argues the blockade has become “stuck at a political level where the Saudi and Emirati leadership—and especially Crown Prince Mohammed bin Salman and Mohammed bin Zayed—appear reluctant to make the first move to offer concessions or progress to a negotiated compromise.” (4) This paper examines some major narrative turns of the Quartet-Qatar showdown and the transformation of Trump’s position. It traces the possibility of a de-escalation shift along Washington’s pursuit of mediation in the framework of the Kuwaiti diplomacy; and weighs on the future of the Gulf Cooperation Council (GCC), as a counterbalance of the Arab Gulf strategic (dis)unity and common existentialism in a turbulent region.

Abstract:: In this issue of Ifriqiya, Asher Lubotzky discusses the context, opportunities, and risks involved in the pursuit of a normalization deal between Israel and Sudan. Following the 2019 revolution, the different parties in Sudan agreed to a road map for their transition to democracy, which requires that an elected government be formed by the end of 2022. It is clear, however, that the possibility of establishing official relations between Israel and Sudan is on the table and a serious consideration for both parties. 91. Implications of the Proposed China-Iran deal for India

Abstract:: The ambitious $400 billion deal between China and Iran has garnered worldwide attention. The 18-page draft proposal says that China will facilitate the infusion of about $280 billion to Iran. This major economic and security partnership between China and Iran has raised India’s concerns against the backdrop of its ongoing border conflict with China. According to the New York Times report, the proposed China-Iran deal talks about expanding China’s presence in Iran’s “banking, telecommunications, ports, railways and dozens of other projects”, and in return China will receive a steady supply of oil from Iran for the next 25 years at a discounted price. There are more than 100 projects listed in the draft that will see Chinese investments; these include building Free Trade Zones and several very significant ports. The Chinese will also help Iran build infrastructure for 5G networks and come up with an internet filter like the Great Firewall in China. The stronghold of China in Iran could also result in undermining US policy in the Middle East.

Abstract:: Since 2011, members of the Gulf Cooperation Council (GCC) have become increasingly assertive players across the Middle East and north Africa, particularly given the shifting US role in the region. European countries, long used to working under a US umbrella in the Gulf, have struggled to recalibrate their relationships with Gulf states and have been increasingly marginalised as relevant actors. Europeans urgently need to strengthen their geopolitical role in the Gulf, overcoming competition between one another to shape a more autonomous, strategic, and forceful role in defence of their key interests. Europeans can shift the balance of power in the Gulf in their favour and help address key crises by approaching the Gulf through flexible new frameworks based on core coalitions that address specific issues.

94. Navigating a Growing Chinese Influence in Iraqi Kurdistan

Abstract:: When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

95. Israel-Africa Relations: What Can We Learn from the Netanyahu Decade?

Abstract:: Since he came to power in 2009, Israel’s Prime Minister Benjamin Netanyahu has not made Israeli-African relations a priority in his foreign policy. After they broke off diplomatic relations with Israel following the Yom Kippur War in 1973, most African states – besides Malawi, South Africa (apart from between 1975 and 1979), Swaziland and Lesotho – finally resumed relations with the Jewish state during the 1980s and 1990s and more recently for some others. The resumption of diplomatic ties was gradual, as peace efforts were initiated regarding Palestine. Israel now enjoys diplomatic relations with more than 40 sub-Saharan African states, but only has 12 embassies throughout the entire continent, including in Cairo. The last ones to be opened were in Kigali (Rwanda) in 2019 and Accra (Ghana) in 2011. The Israeli government today views Africa either as a longstanding sphere of influence (Ethiopia, Eritrea, Cameroon, Ghana, Côte d’Ivoire, Uganda and for the last two decades Rwanda) that needs to be strengthened, or as a new sphere of influence to be developed (the Sahel countries, central Africa, etc.) These relations operate through various conventional channels, including some that have been significantly weakened by Benjamin Netanyahu when he was Israeli prime minister between 1996 and 1999 and since 2009. This is particularly true for the Ministry of Foreign Affairs and its counterpart, Mashav, responsible for development cooperation. However, the security and intelligence sectors (Mossad), controlled by the Prime Minister’s Office, are strong drivers of Israeli foreign policy, hence Benjamin Netanyahu’s dominance over foreign affairs in general, and Africa in particular. The objective of this paper is to explain how political, economic and security relationships between Africa and Israel have developed in practice during the decade 2009-2020. The aim here is to go beyond a mere account of the history of these relationships. Since 2009, Prime Minister Benjamin Netanyahu – still in power at the time of writing – has frequently talked about his country’s return to the African stage, without necessarily providing his government with the financial resources to achieve this.

96. Turkey’s Membership Process In a Multi-Speed European Union

Abstract:: The European Union, established after World War II, has strengthened the revival of Europe, which has suffered greatly due to the war in many areas, including economic, political and socio-cultural. At the same time, the European Union overtook the conflicts between states. The European Union, which has occasionally passed through major breaks since its foundation, has recently begun to evolve into a new structure called multispeed Europe. On the 60th anniversary of the signing of the Treaty of Rome, the member states, for the first time, have mentioned this new structure in an official publication. This structure has led to disagreements 13 among EU member states. On the other hand, it is also a matter of curiosity how the candidate countries will follow once this structure is created. This study assesses the potential effects of a a multi-speed European Union on Turkey-EU relations. In addition, it tries to evaluate whether the EU’s new structure will be an advantage for Turkey or not. In other words, this study aims to explore the possibility of Turkey’s EU full membership in the EU’s new model.

Abstract:: In this issue of Iqtisadi, Paul Rivlin analyzes economic factors involved in the recent UAE-Israel normalization accords. In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.

Abstract:: The relations between the United Arab Emirates (UAE) and Israel are primarily characterized by mutual interest and cautious rapprochement steps. The rapprochement can be attributed to the pragmatic character of the two states and their shared interests, including, inter alia, opposition to the Iranian nuclear program, opposing religious extremism, regional trade, modernization processes, handling similar environmental issues, and participation in global events and projects. The cautious approach and the limitations in these relations derive mainly from the UAE’s avoidance of official normalization with Israel due to the latter’s conduct regarding the Palestinian issue.

Abstract:: In October 2018, the Mitvim Institute held its annual Israel-Turkey policy dialogue, for the seventh consecutive year. The dialogue took place in Istanbul, in cooperation with FriedrichEbert-Stiftung, and was participated by Dr. Nimrod Goren, Dr. Roee Kibrik and Arik Segal of the Mitvim Institute. The policy dialogue included a series of meetings and discussions, with Turkish scholars, journalists, former diplomats, and civil society activists. It focused on Israel-Turkey relations, in light of the current crisis in ties, and on Turkey’s foreign policy in the Middle East. The policy dialogue aimed at helping improve Israel-Turkey relations, by enabling experts from both countries to exchange views on regional developments, to identify opportunities for better bilateral relations, and to increase cooperation between researchers and policy analysts from both countries. Throughout the dialogue, there was a sense that Turkey and Israel can find a way to overcome their current crisis and to reinstate ambassadors. Nevertheless, such progress is not expected to lead to a significant breakthrough in the relations. The Turkish counterparts expressed hope that Israel and Turkey will resume talks on natural gas export from Israel; shared their concern over what they perceive as Israel's support of the Kurds in northern Syria; and pointed out that Turkey and Iran should not be considered by Israel as allies, but rather as countries that cooperate at times regarding shared interest but are also competing with each other and adhering to different ideologies and beliefs. The dialogue also emphasized the importance attributed in Turkey to Jewish community in the US, and to the impact it has on the American discourse towards Turkey as well as on US policy towards the Middle East. This paper highlights key insights from the meetings and discussions that took place throughout the policy dialogue. It does not reflect consensus among all participants.
