Abstract:: • The Saudi-led coalition and the Houthis maintain a de facto truce; however, should the Saudis choose to begin dropping bombs again, they would do so with the assistance of the United States. • Washington should use the current lull in fighting to withdraw support for military actions by the Saudi-led coalition in Yemen. • If the Biden administration fails to withdraw, Congress should pass a War Powers Resolution ending U.S. involvement in the conflict. In the absence of a War Powers Resolution, Saudi Arabia or the UAE could drag the United States into deeper involvement in the war. • The Biden administration justifies its opposition to a War Powers Resolution on the basis of its support for negotiations. However, evidence indicates that the longevity of the de facto truce reflects a mutually painful stalemate rather than American diplomacy. • To protect current and future negotiations, the Biden administration should address the threat import restrictions pose to diplomacy. Congress should request information as to why, after the United States arranged to rehabilitate Hodeidah port, almost no containerized goods, including medical equipment and supplies, have been permitted through the port. • Foreign intervention in the war has failed to undermine the Houthis militarily and instead has strengthened their legitimating narrative.

3. Between Swords of Iron and the Al Aqsa Deluge: The Regional Politics of the Israel-Hamas War

Abstract:: The Hamas-Israel war has derailed but not destroyed the trend towards regional de-escalation and integration. Hamas’ “success” has revived fears in the region of a Muslim Brotherhood resurgence and led aspiring regional powers to compete to steer the Muslim world’s attitudes and responses to the crisis . Egypt and Jordan, Israel’s peace partners, face particular domestic challenges that both constrain and incentivize engagement in the crisis. Egypt’s strategic interests have led to a discreet, but more active role, while Jordan’s domestic pressures have led it to keep the crisis at arm’s length. The United Arab Emirates and other conservative Arab states emphasize the need to prevent escalation, to limit civilian deaths, and to implement an immediate ceasefire, and at least publicly, minimize the relevance of “who started” the war.

Abstract:: This report marks 20 years since the U.S.-led invasion of Iraq. It recounts the impacts of war and critiques the strategy of using military intervention to enhance women’s rights. It is presented in the spirit of UN Security Council Resolution 1325, adopted in 2000, which urges all actors to “adopt a gender perspective.” Our analysis traces the deterioration of social and economic conditions for women caused by U.S. policy and the resulting rise of extremism and sectarian warfare. We also address the role of Iraqi women in mobilizing movements to assert their rights and oppose violence. In telling this story, we rely extensively on the voices of Iraqi women who experienced and studied these events. A gender perspective means going beyond the view of women as victims to address the political agency of women as they struggle for political, economic, and social justice. We use “feminist discovery” to examine the lived experience of Iraqi women and gain a better understanding of the realities of war.1 This report draws lessons for the future of U.S. and international security policy and examines the agenda for women’s rights today as defined by Iraqi women and their international supporters.

Abstract:: I was born in March 1991, at the back of a lorry carrying nearly 100 women and children fleeing the horrors of Saddam Hussein’s regime. My life started amid the Kurdish uprising in Iraq, during which my family sought refuge in the Kurdish region of neighboring Iran. Being born under these circumstances, in war-torn, conflict-ridden, indeed blood-soaked Kurdistan, shaped my life and colored my personality in ways that I continue to discover every day. My mother was forced into a marriage at the age of twelve, to an older man, who abused her for sport. My faint memory of home is of the recurring cries, screams, aches, and pains of mother and daughters abused by father and brother, while outside the confines of my so-called home, everyday life teemed with loud explosions and airstrikes. Everyone seemed to proceed with their ordinary lives, but I could not.

Abstract:: Recent increased attacks on Kurdish targets in northern Syria by Turkey and the Syrian rebel groups its supports raise the question whether Turkey’s President Recep Tayyip Erdogan intends to carry out his threat of May 2022 to begin another major ground operation against the Kurds. On the other hand, conciliatory statements regarding the Assad regime have been sounded recently in Turkey, and there has been discussion of the possibility of normalizing relations between the two countries after over a decade of hostility and competition. These two processes appear to be contradictory, given that the Syrian regime opposes existing Turkish control of Syrian territories, and does not wish to see this control broadened. On the other hand, this may be a calculated Turkish move that aims to show the Turkish public a concerted multi-faceted effort to confront both the Kurdish underground and the issue of Syrian refugees in Turkey. Discussion of events in northern Syria and the web of Syrian and Turkish interests can be used to assess the question, which trend will prevail in Turkish-Syrian relations: normalization or escalation?

Abstract:: • Yemen’s humanitarian crisis demonstrates the consequences and risks of the American decision to enable Saudi and Emirati military action against Yemen. This decision reflects a flawed calculus: the belief that by supporting Arab security partners, the U.S. can prevent them from moving into China’s or Russia’s orbit. As recent events have demonstrated, America’s partners in the Middle East are hedging despite the Biden administration’s extensive support: For example, when the U.N. Security Council voted in February to condemn Russia’s invasion of Ukraine, the UAE abstained. America’s Gulf partners hope to strengthen their relationships with Moscow and Beijing while continuing to reap the benefits of Washington’s largesse. • American involvement in supporting Saudi-led military action against the Houthis in Yemen, rather than helping to resolve the conflict as the Biden administration claims, is prolonging and escalating the violence. By continuing to support Saudi and Emirati aggression, the U.S. not only deepens its complicity in the slaughter of Yemen’s civilian population; it also risks getting dragged into more active participation in the war on behalf of these two Arab security partners. • Biden committed to ending support for offensive operations in Yemen. His administration alleges that the support America provides to Saudi Arabia and the UAE is merely defensive. Yet by selling weapons it designates as defensive, as well as servicing contracts for spare parts and maintenance for the Saudi air force, the U.S. actively helps the coalition wage its war. Further, this position ignores the billions of dollars in offensive weapons the U.S. previously sold to Saudi Arabia and the UAE, which they continue to use on Yemen. The administration asserts that the U.S. must help Saudi Arabia and the UAE defend against transborder attacks; yet the data show that Houthi transborder attacks pose a minor threat to the Saudis and Emiratis, especially compared with the scale of their attacks on Yemen. • Instead of escalating U.S. involvement in defending the Saudis and Emiratis from the consequences of their aggression, the Biden administration should suspend all arms sales to Saudi Arabia and the UAE until they end their military intervention in Yemen.

12. Ending Primacy to End U.S. Wars

Abstract:: • If America’s decision-makers are to learn from the Iraq War (2003–11), they must recognize it not as an aberration or an isolated mistake, but as a direct consequence of the U.S. search for primacy in the Middle East. The Iraq War was overdetermined in that tensions between the U.S. and Iraq were rooted fundamentally in Iraq’s perceived challenge to U.S. regional dominance. Consequently, in the “unipolar moment,” a U.S. effort to change the regime in Baghdad was bound to occur after some spark, such as the September 11 attacks, set it in motion. • Today, a similar desire to sustain dominance in Asia places the U.S. on a collision course with China. To avoid war with China, policy elites must reconceive their commitment to primacy and recognize that the United States will not be able to dictate terms in its relations with others in an emergent multipolar world. • Some competition between the United States and China is probably inevitable. But this competition does not present an existential threat to the U.S. and therefore must not be allowed to prevent necessary cooperation to address the major threats of the 21st century: inequality, population movements, pandemics, and climate change.

Abstract:: Conserving cultural heritage and archaeological sites have become a serious national concern in the Middle East for the war-affected countries, including Iraq and Syria. Because looting and violence have caused massive destruction of cultural heritage and archaeological sites, this study aimed to analyze the legal background concerning the protection of cultural heritage and archaeological sites in the context of Iraq and Syria during 2014 with the rise of the Islamic State of Iraq and Syria (ISIS). This study used the content analysis method and cross-country analyses for Iraq and Syria. The study is guided by two main questions: What is the government's legal role in protecting cultural heritage and archaeological sites? Are there any legal authorities in Iraq and Syria to protect cultural heritage and archaeological sites during war and conflict? In the end, this paper suggests that protecting cultural heritage is the legal responsibility of government which is supposed to be enforced in the legal foundation of the state as a national sovereign power.

Abstract:: In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

Abstract:: In February 2020, the editors of this volume organized a POMEPS workshop that explored the origins of the disciplinary divide between the study of Africa and the Middle East, examining issues that span both regions (i.e., cross-border conflict, Islamist politics, social movements and national identity, and Gulf interventionism.) In February 2021, we convened another workshop, sponsored by POMEPS and the newly-founded Program on African Social Research (PASR, pronounced Pasiri) centered on racial formations and racialization across the two regions. Both workshops centered around the need for a genuinely transregional scholarship, one which rejects artificial divisions between ostensibly autonomous regions while also taking seriously the distinctive historical trajectories and local configurations of power which define national and subregional specificities. The workshop brought together nearly two dozen scholars from across multiple disciplines to explore the historical and contemporary politics of racial formation across Africa and the Middle East.

17. Curse or Blessing? How cheap oil influences conflict dynamics

Abstract:: When the price of oil goes down, there is often a sigh of relief among oil-importing countries, as cheap oil means a boost for the economy and increased savings for consumers and businesses. As a result, most of Europe tends to notice price shocks only when prices go up: consumers are squeezed while producers accumulate enormous wealth. Yet, for oil-exporting countries cheap oil means increased poverty and tighter budgets – a recipe for instability and conflict. This Conflict Series Brief analyses the effects of the recent pandemic-induced oil price shock on three vulnerable, conflict-affected countries. This is done by testing the two competing theories of the resource curse and of the rentier state, each offering a different interpretation of the oil-conflict nexus: The resource curse theory posits that an abundance of natural resources, and in particular oil, raises the probability, frequency, and intensity of conflict. The rentier state theory sees the presence of oil as having a positive effect on peace, as regimes use revenues to either buy off political opposition or suppress it. The recent price crash and its effects on conflicts in South Sudan, Libya and Iraq provide empirical support to the analysis. This Brief argues that both the stabilising and destabilising mechanisms identified in the two grand narratives are simultaneously at play in oil-rich countries. It shows that oil prices occupy a central role in determining which theory provides the most accurate outcome prediction. As a result, we hope to get a better understanding of the often-counterintuitive role that the resource plays in the onset of civil war. Building on the experience of the 2020 pandemic price plunge, the Brief ends with an overview of the future challenges that cheap oil will entail for producers and for Europe as oil demand peaks and the world moves away from fossil fuels.

18. Vengeful Citizens, Violent States: A Theory of War and Revenge, Rachel Stein

Abstract:: By showing that mass vengefulness helps democratic leaders bring their nations to war, this wonderful book significantly advances our understanding of how cultural values affect international politics. Its most important contribution is demonstrating that democracies that retain death penalty laws were significant more likely to initiate the use of force than non-death-penalty democracies in the 1945–2001 period. The finding is robust to a variety of control variables and specifications, although skeptics may wonder whether it might be inflated by ethnocentrism, beliefs about the utility of violence, or other unmeasured potential covariates. Rachel Stein attributes the belligerence of death penalty states to cross-national differences in vengeful cultures, on the grounds that citizens’ vengefulness predicts both cross-sectional support for the death penalty and cross-national differences in the penalty’s retention. Her rigorous analysis greatly strengthens the case that the unusual bellicosity of retributivists, observed by Stein and other researchers, affects actual interstate conflict.

19. Russia and Turkey Deconflict Their Geopolitical Moves in the Caucasus

Abstract:: The recent incidence of war in the Caucasus has shown that, when facing deep domestic troubles, Russia and Turkey demonstrate strikingly different patterns of international behavior. While Russia has become more cautious in responding to external challenges, Turkey has embarked on several power-projecting enterprises. Its forceful interference in the long-smoldering conflict around Nagorno-Karabakh took Russia by surprise and effectively secured a military victory for Azerbaijan. Moscow has assumed the main responsibility for terminating hostilities by deploying a peacekeeping force, but its capacity for managing the war zone and its commitment to deconflicting tensions with Turkey remain uncertain. The United States and the European Union have few levers for influencing this interplay of clashing agendas of local actors and regional powers and fewer reasons to trust Russian and Turkish leaders to put peacebuilding ahead of their ambitions.

Abstract:: An ironic feature of U.S. strategic culture is a rather distinctive disinterest in the study of our own or others’ strategic cultures. The U.S. security institutions find themselves energized about cultural study during irregular conflicts in which the cost of cultural ignorance is made plain, but they persist in under developing the ability to apply that same cultural acumen to great power conflict and key relationships with allies. During the last 100 years of fighting, U.S. defense institutions have repeated a pattern of investing in cultural study during short bursts of counterinsurgency fighting and then abandoning it along with its lessons learned at the termination of conflict. As a consequence, U.S. planning efforts—including those now being designed for future great power conflict—suffer from an unnecessarily narrow optic and fail to account for the full range of perspectives and plausible courses of action considered by an adversary. America’s allies know it and are frustrated by it. More importantly, U.S. adversaries know it and plan to exploit it. The study of strategic culture accounts for the ways in which the culture of a group, whether it be the constructed culture of a nascent terrorist organization or the enduring culture of a nation, impacts thinking and decision making regarding defensive and offensive approaches to security. Within a complex state like Russia or China, one must account for sweeping national narratives that cultivate collective mentalities and impact decision making but must also include the internal cultures of key organizations within the nation’s security community. These organizations often develop distinctive identities, values, perceptions, and habits of practice that can be consequential in moments when the organization’s leaders wield instruments of state power. In the first section of this special edition of the Journal of Advanced Military Studies (JAMS) on strategic culture, Drs. Ali Parchami, Ofer Fridman, Neil Munro, W. A. Rivera, and Major Evan Kerrane provide strategic culture profiles on key U.S. adversaries: Iran, Russia, and China. Their work reflects the complexity involved in identifying and analyzing the narratives and drivers that compete for dominance across these three strategic culture landscapes. Acquainting ourselves with the multivariate and often-contested internal constructs that produce the behavior of our adversaries helps expand our own thinking about the range of possible and plausible competitive strategies we are likely to see from them. The second section of this issue highlights the utility of understanding not only U.S. adversaries but also American allies and partners. Drs. Matthew Brummer and Eitan Oren examine the effort by Japan’s military leaders to shift their own strategic culture through an influence campaign aimed at altering domestic perceptions concerning the appropriate role for the military and thereby expanding its ability to more actively cooperate with the United States in maintaining peace and stability in Asia. Whether they are successful has direct implications for U.S. alliance constructs in the Pacific and the action that might be reasonably expected from Japan should U.S. conflict with China become kinetic. Katie C. Finlinson offers analysis that benefits U.S. deterrence and nonproliferation efforts. She employs a two-tiered research approach— leveraging both strategic culture and analysis of national role conception—as a useful framework for assessing the propensity of the United Arab Emirates to consider weaponizing civilian nuclear knowledge and infrastructure. Finlinson offers an approach repeatable for other potential over-the-horizon states and demonstrates the interplay between a state’s strategic culture and powerful exogenous factors—like security assurances from the United States and potential nuclear acquisition by Iran—in determining outcomes. Finally, Dr. Mark Briskey offers a look at the aspects of Pakistan’s strategic culture that exist as an outgrowth of its army’s most formative historic experiences and have resulted in deeply entrenched perceptions of self, of key adversaries, and perceptions of the past that must be understood by Western partners seeking Pakistan’s cooperation and partnership in the region. Our third section offers a close look at the ways in which cultural analysis can illuminate policy options on particularly difficult problem sets. One of these is assessing will to fight on the part of both allies and adversaries. Dr. Ben Connable recommends a diagnostic tool developed and trialed by the Rand Corporation that demonstrates promise in advancing the ability of defense institutions to anticipate will to fight in kinetic conflicts but also will to act in consequential ways by great powers engaged in strategic competition. Benjamin Potter, Emilee Matheson, and Jeffrey Taylor follow with applications of the Cultural Topography Framework, an approach to cultural data assessment and application that benefits from the insights supplied by the sort of comprehensive strategic culture profiles offered in section one of this issue and translates these into actionable intelligence against discrete problem sets. Their work, respectively, illuminates policy options for containing a potentially escalatory situation in Transnistria, decreasing violence and looting through a more effective reintegration strategy for former members of the Lord’s Resistance Army in Central Africa, and reexamining the value of technological advances in the U.S. nuclear arsenal, which may be having a deleterious impact on its deterrence strategy. The special issue concludes with a review essay by Dr. José de Arimatéia da Cruz, which offers readers critical analysis of three volumes of strategic culture scholarship. The articles collected for the special issue demonstrate a range of ways in which the study of strategic culture delivers critical insights to policy planners and strategists. Understanding other great powers on their own terms—the identities they seek to establish or defend, the values that inform their policies, the norms of strategic competition or warfighting that they deem acceptable and effective, and the worldview they espouse (whether an accurate fit with objective realities or not)—prepares policy makers to craft plans and strategies in ways that are tailored for maximum advantage vis-à-vis a particular adversary. Given the steady shutdown of cultural inquiry labs and training facilities across the U.S. defense and security community, it is worth issuing a stern reminder that the advantage of knowing one’s enemy is far more consequential when engaged in great power conflict than in the irregular conflicts in which U.S. institutions have learned its worth. This issue of JAMS is provided as a resource to both reinforce that point and supply a wealth of initial material in advancing it.

Abstract:: Throughout the 18 years the U.S. has been engaged in the “Global War on Terror,” mainly in Iraq and Afghanistan, the government has financed this war by borrowing funds rather than through alternative means such as raising taxes or issuing war bonds. Thus, the costs of the post-9/11 wars include not only the expenses incurred for operations, equipment, and personnel, but also the interest costs on this debt. Since 2001 these interest payments have been growing, resulting in more and more taxpayer dollars being wasted on interest payments rather than being channeled to more productive uses. This paper calculates that the debt incurred for $2 trillion in direct war-related spending by the Department of Defense and State Department has already resulted in cumulative interest payments of $925 billion. Even if military interventions ceased immediately, interest payments would continue to rise, and will grow further as the U.S. continues its current military operations.

25. Strengthening Global Regimes: Addressing the Threat Posed by Chemical Weapons

Abstract:: The inadequate response to the use of chemical weapons by a state against its own population was an important catalyst leading to the creation of the 1993 Chemical Weapons Convention (CWC). A great deal has been achieved under the CWC, which is an important example of how multilateral cooperation can succeed. Recent cases of confirmed use prove that the task of eliminating chemical weapons is not complete. Chemical weapons are once again being used on the battlefield and as terror weapons. Moreover, their use in targeted attacks against politically exposed persons presents a new challenge to the commitment made by CWC states parties that chemicals will be developed and produced exclusively for peaceful use. When they come together to review the CWC in late 2020, the states parties will have to assess whether their response to the challenges posed by the use of chemical weapons has been proportionate to the threat. If not, then they will have the responsibility to create the new capacities, invent the new instruments and develop the new initiatives that will make their efforts more effective. This SIPRI Policy Paper provides an explanation of the context for some important recent decisions and an analysis of them. It also proposes some actions that CWC states parties could take together in support of the effort to eliminate the threat of chemical weapons.

27. From Bad To Worse? The Impact(s) of Covid-19 On Conflict Dynamics

Abstract:: In December 2019, when the novel strain of coronavirus first hit the headlines, 12 countries in the world were experiencing organised violence on an extensive scale, with more than 100 incidents of violence and attacks against civilians recorded in that month. To most of these countries, the virus seemed a distant threat at the time. Yet, a few months and over 7 million recorded Covid-19 cases later, it has evolved from a distant threat to a stark reality. The global crisis – which has unleashed an emergency in the world’s public health, political, and economic systems simultaneously – has subjected even the most stable societies to unprecedented disruption. In conflict-affected countries, i.e. countries with ongoing conflicts or a high risk of relapse into conflict, and countries emerging from conflicts, the pandemic has added another layer on top of often multiple existing layers of crisis. Against the backdrop of expert warnings over the particular vulnerabilities of conflict-affected countries to Covid-19, this Brief analyses key emerging dynamics and repercussions in conflict-affected countries in general, and in five countries in particular: Colombia, Libya, Sudan, Ukraine and Yemen. The focus here is especially on conflicts and countries previously covered by our Conflict Series, so as to build on already accumulated analysis. The Brief identifies three main ways in which the global crisis impacts conflict-affected countries. First, the pandemic itself risks exacerbating inequalities and further burdening already vulnerable groups within conflict-affected societies. Second, local and external conflict parties are quick to capitalise on various opportunities arising from the policy responses to the crisis which also complicate peace and crisis management efforts. Third, the economic fallout puts severe strain on already weak state institutions and undermines governance outcomes (thus increasing the risk of conflict). Of these three dimensions, the policy responses and distraction created by the pandemic have thus far had the most significant repercussions for conflict dynamics, unfortunately often for the worse. The global scale of the crisis and its continuing evolution complicate efforts to seize momentum for peace and set the pandemic apart from previous catastrophic/disruptive events, such as the tsunami in 2004, that in some cases led to a positive shift in local conflict dynamics. The Brief is structured as follows: the main text analyses the emerging trends catalysed by the pandemic crisis in conflict-affected contexts, while the case study boxes discuss the unfolding processes in specific countries. The last section discusses the policy options for preventing further escalatory repercussions.

Abstract:: The Russian Federation’s intervention in Syria is a watershed event. However the war there ends, its impact on Russia is likely to be profound. For the first time in its post-Soviet history, Russia’s military is fighting outside the borders of the former Soviet Union. In doing so, it is exercising military capabilities that had atrophied from long lack of use. Moscow is also rebuilding its diplomatic muscle through its role in Syria by managing a diverse coalition, leading a parallel peace process, and forcing the United States to take the Kremlin’s preferences into account when making decisions in the Middle East. Through Syria, Russia has reemerged on the geopolitical stage. The war is not over, and there are many ways in which things could still go badly for Russia. Moscow may find that a return to geopolitical prominence entails costs and risks at least as great as the rewards that status brings. Nevertheless, the West will be dealing with a Russia that has changed fundamentally through its experience in the war. Understanding these changes and their implications for Western governments is the focus of this conclusion chapter. It is structured around two questions. First, what does Syria tell us about how Russia fights its wars? Second, how has Russia’s experience in Syria affected the capabilities of its armed forces? Answering these questions should increase our understanding of Russia as a geopolitical actor and allow Western governments to make more effective policy on issues where Russia is a factor.

Abstract:: The utilization of mercenaries has become one of the key predicaments in the Middle East, particularly in the hotbeds of armed conflict, including Libya, Yemen and Syria. Such militia are usually transferred through the use of civil flights, crossing land borders or smuggling through organized crime networks. This has been reflected by numerous evidence including the escalating tensions between the international powers such as ‘France’ and regional ones such as ‘Turkey’, even affecting the mutual hostility between the ‘Syrian Democratic Forces’ and Ankara, and the latter's policy aiming at disturbing Libya's neighboring countries. In the case of Yemen, the Houthi militia and Islah party have also used African mercenaries. 33. The Human Cost of U.S. Interventions in Iraq: A History From the 1960s Through the Post-9/11 Wars

Abstract:: For decades, U.S. policy actions towards Iraq have had devastating consequences for the Iraqi people. This paper situates the U.S. “war on terrorism” in Iraq since 2003 within a longer trajectory of U.S. intervention in that country since the 1960s and shows that we can only understand the full human costs of current interventions when we see them in broader historical context. The author, Zainab Saleh, an assistant professor of anthropology at Haverford College, was born in Iraq and lived there until 1997. Later, she conducted ethnographic research with Iraqis who had migrated to London since the late 1970s. The Iraqis she knew and met felt they were pawns at the mercy of global powers. When the U.S. invaded Iraq and brought down Hussein in 2003, Iraqis saw the United States' true motive as continuing a well-established pattern of pursuing U.S. economic interests in the region. Since the 1960s, Iraqi arms purchases have bolstered American military-industrial corporations and stable access to Middle East oil has secured U.S. dominance in the global economy. The paper tells the story of one Iraqi woman, Rasha, who was forced by the violence in her country to flee to London. Rasha’s displacement and her family’s history of dispossession – her father imprisoned, her family impoverished, friends murdered and her own life threatened – show the deep human effects of decades of U.S. intervention. In 1963, under pretext of protecting the region from a communist threat, the U.S. Central Intelligence Agency backed a coup by the Arab nationalist Ba‘th party after Iraq nationalized most of its oil fields. During the 1980s, the United States supported Saddam Hussein’s regime and prolonged the Iran-Iraq War in order to safeguard its national interests in the region, including weakening Iran to prevent it from posing a threat to U.S. power. After Iraq invaded Kuwait in 1990, U.S. policy shifted from alignment to “dual containment” of Iraq and Iran, a posture which culminated in the Gulf War of 1991 to drive Iraq out of Kuwait. In the 1990s, the United States justified its imposition of economic sanctions by claiming a goal of disarming Iraq of weapons of mass destruction and protecting allies. In 2003, the U.S. packaged its invasion of Iraq as delivering U.S. values—namely, freedom and democracy—to the Iraqi people. Saleh writes, “The imperial encounter between Iraq and the United States has made life deeply precarious for Iraqis. For decades, they have lived with fear for their own and their family’s lives, the loss of loved ones and homeland, the realities of economic hardship, and the destruction of the fabric of their social lives.”

Abstract:: This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

35. A Plan to End the War in Syria: Competing with Russia in the Levant

Abstract:: The United States has an interest in allowing the Russian Federation to “win” an outright victory in Syria, so long as it secures from Moscow an agreement that is favorable to the Syrian Kurds, builds in negative consequences for an external actor targeting the Syrian Democratic Forces, and establishes a “deconflict plus”-type mechanism to continue to target Islamic State- and Al Qaeda-linked individuals in Syria. A forward-looking policy that the incoming Biden administration could consider is to deprioritize the nascent threat of the Islamic State as a key factor in driving U.S. national security strategy, and instead focus more intently on long-term competition with great powers. This approach would seek to shape how Moscow spends finite defense dollars—at a time of expected global defense cuts stemming from the COVID-19 pandemic—in ways that are advantageous to the United States. It also would seek to limit the cost of the U.S. presence in Syria—to include secondary and opportunity costs not accounted for in a basic cost breakdown of the U.S. war against the Islamic State. This approach is not without risk, particularly from a nascent Islamic State insurgency in Russian-controlled territory, but seeks to match U.S. strategic priorities with action and to impose upon a long-term competitor the costs of victory for its intervention in Syria.

36. U.S. Troops Injured in Altercation with Russian Forces: What It Means for the War in Syria

Abstract:: On August 26, Politico reported that U.S. service members were injured after an altercation with Russian forces in northeast Syria. This pattern of Russian challenges to U.S. forces was enabled by the Trump administration’s decision to retreat from parts of northern Syria in 2019, allowing Russia to fill the void. Until this decision was made, the two countries had agreed to make the Euphrates River the deconfliction line to keep U.S. and Russian forces separated. Russia stayed on the west side of the river, and the United on the east side, where this incident took place. Robert Hamilton, Senior Fellow at the Foreign Policy Research Institute, commented on the story and warned that it will not be a one-off incident: “We need to respond to this immediately and forcefully. Russian forces deliberately escalated against U.S. partners when I was running the ground deconfliction cell for Syria in 2017, but tended to be careful when U.S. forces were present. Abstract:: Over the last year, a new form of extraterritorial air war has proved extremely decisive in military conflicts in both Libya and Nagorno-Karabakh. In both instances, the Turkish backed side has emerged victorious, despite initially being on the backfoot. In 2019, it seemed Tripoli was on the verge of falling to the forces of General Haftar's Libyan National Army (LNA.) The LNA had received military assistance in the forms of drones, mercenaries, and diplomatic support from the UAE, Egypt, and Russia. However, following an announced ceasefire, Turkey utilized the brief pause of fighting to turn the tide of battle by backing Haftar’s rival, the General National Council. Abstract:: The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

Odierno, The U.S. Army in the Iraq War is the Army’s interim examination of military operations in Iraq from 2003 to 2011. This study, published in two volumes, is a narrative history that tells the story of U.S. forces in Iraq, mainly from the perspective of the theater command in Baghdad and the operational commands immediately subordinate to it. It focuses at the operational level of war, exploring the decisions and intent of the senior three- and four-star commanders and how these decisions effected the course of the war over time. This work was built from over 30,000 pages of previously unavailable declassified documents and hundreds of hours of interviews with senior defense leaders. While the Army will eventually publish a comprehensive, official “Green Book” history that describes Operation Iraqi Freedom in greater depth, this study is being released now in order that key lessons, insights, and innovations from this period of the conflict are available to the next generation of Soldiers and leaders to study, learn from, and adapt to ensure the future readiness of our Army and the Joint Force.

Abstract:: The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army’s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country’s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, placing the conduct of the “surge” and its aftermath in the second volume. This study was constructed over a span of 4 years and relied on nearly 30,000 pages of hand-picked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government’s longest and most detailed study of the Iraq conflict thus far.

Abstract:: Since 2014, Yemen has been engaged in a civil war between the Houthi group and supporters of Yemen’s internationally recognized government. By the end of 2018, the UN estimated that 15.9 million people—more than half the population—were facing severe acute food insecurity and in need of immediate food assistance. This report analyzes the challenges facing famine analysis in Yemen, including the Famine Risk Monitoring system recently put in place, and the integrated Phase Classification (IPC) system, used globally. The IPC is managed by a technical working group with the support of the food security and nutrition clusters and close involvement of the Yemeni authorities. Following the analysis, the report offers recommendations for ways to improve data collection and analysis on famine and famine risk in Yemen.

Abstract:: Deep in the Colombian jungle in December 2011, an advertising firm contracted by the government decorated dozens of trees near the FARC’s jungle supply paths, hanging Christmas lights and banners wishing the guerrillas a Feliz Navidad. Evidence suggests the campaign, composed of several years of multimedia spectacles, weakened guerrilla morale and spread awareness of the government’s program of legal amnesty and economic incentives for FARC deserters. Following fifty years of war, the campaign contributed to a landmark peace deal in 2016. This advertising campaign softened the edges of the government’s image and shifted individual guerillas’ political beliefs, offering the fighters a promise of economic prosperity as entrepreneurs and small-business owners. As the Colombian experience shows, public relations and information campaigns can significantly impact military outcomes.

Abstract:: Iraq was long neglected by Middle East political scientists, rarely treated as a comparative case for studies of democratization or social mobilization and generally viewed as an exceptional outlier case in studies of authoritarianism. Islamist movements in Iraq received little attention, despite the participation of a Muslim Brotherhood-affiliated party in government as well as the fascinating array of Shi‘i Islamist movements and parties that have competed in elections and governed the country since 2005. The neglect of Iraq had many causes. Prior to 2003, Saddam Hussein’s security state offered little access to researchers of any kind, while the intense violence and insecurity in the decade after his overthrow deterred most scholars who were not embedded with coalition authorities or the U.S. military. Political opposition to the invasion and occupation of Iraq may also have led scholars to avoid research which they thought might somehow vindicate the Bush administration’s calls for democratization through regime change. In recent years, however, the study of Iraq has undergone a quiet renaissance. Iraq has become comparatively safer and more open to academic research than in the past, while other Arab countries have become closed to researchers or less safe. New outrages since the 2011 Arab Uprisings, such as the debates over intervention in Syria, Libya, and Yemen, have perhaps eased the unique stigma surrounding the post-2003 Iraqi project, while a younger generation of scholars may be less shaped by the politics of that moment. The failed states and civil wars of the post-2011 period arguably have made Iraq “less unique,” with its experience now viewed as offering valuable comparative perspective. The opening of the Ba‘ath Party archives to researchers, while problematic in some ways, has created the possibility for genuinely unique archival study of the inner workings of an Arab autocracy. And a generation of young Iraqi scholars has emerged writing about their own country’s politics and society. This has led to a rethinking of the relationships among religion, violence, and the Iraqi state before and after 2003. How much control did the Ba‘th regime have over society immediately before the invasion, and what role did violence play in that control? In what ways did the regime’s Faith Campaign in the 1990s influence the post-invasion prominence of religious actors? Why did sectarian politics and violence become so pronounced soon after the invasion yet later ebb? Finally, what dynamics within Iraq are missed by looking at the country through a lens that prioritizes sectarianism? In April 2019, POMEPS and the Crown Center for Middle East Studies at Brandeis University brought together almost two dozen scholars to discuss these and other topics. The authors come from different disciplines – political science, history, sociology, and urban studies – and employ a range of methodologies and sources of data. All of the authors have conducted research either in Iraq or in the Ba‘th Party Records at the Hoover Institution or both. The 14 papers in POMEPS Studies 35: Religion, Violence, and the State in Iraq exemplify the ways in which scholars are using new perspectives, data, and sources to offer insights into religion, violence, and the state in Iraq’s past, present, and future.

51. United States Budgetary Costs and Obligations of Post-9/11 Wars through FY2020: $6.4 Trillion

Abstract:: Since late 2001, the United States has appropriated and is obligated to spend an estimated $6.4 Trillion through Fiscal Year 2020 in budgetary costs related to and caused by the post-9/11 wars—an estimated $5.4 Trillion in appropriations in current dollars and an additional minimum of $1 Trillion for US obligations to care for the veterans of these wars through the next several decades. The mission of the post-9/11 wars, as originally defined, was to defend the United States against future terrorist threats from al Qaeda and affiliated organizations. Since 2001, the wars have expanded from the fighting in Afghanistan, to wars and smaller operations elsewhere, in more than 80 countries — becoming a truly “global war on terror.” Further, the Department of Homeland Security was created in part to coordinate the defense of the homeland against terrorist attacks. These wars, and the domestic counterterror mobilization, have entailed significant expenses, paid for by deficit spending. Thus, even if the United States withdraws completely from the major war zones by the end of FY2020 and halts its other Global War on Terror operations, in the Philippines and Africa for example, the total budgetary burden of the post-9/11 wars will continue to rise as the US pays the on-going costs of veterans’ care and for interest on borrowing to pay for the wars. Moreover, the increases in the Pentagon base budget associated with the wars are likely to remain, inflating the military budget over the long run.

Abstract:: Terrorist violence led by the Kurdistan Workers’ Party (PKK) is one of the major issues of Turkey since the 1980s. This violence is based upon Kurdish ethnic identity aimed towards establishing an independent Kurdish state in Turkey’s southeast, northern Iraq, northern Syria and north-western Iran. Despite this aim, the terrorist campaign of the PKK predominantly targets security forces and civilians in Turkey. However, the existence of a terrorist group such a long time raises a question of the impact of external support on the formation and maintenance of the PKK. While Turkey has criticised constantly its southern neighbours on the PKK’s activities and tactics, the regional approaches have been largely neglected in the existing scholarly literature. This article aims to close this gap by focusing on the role played by Iraq, Iran and Syria in the PKK terrorism and Turkey’s counter-terrorism policies. The article argues that the major reasons for the unsuccessful result of Turkey’s effort to destroy the PKK were the approaches of ignorance of the PKK activities and the use of the group as a trump card by the three neighbours and insufficient policies to keep under control the regional dimension of the conflict. The article critically analyses historical relationships between these three states and Turkey to explore how the regional dimension has affected the resolution of this conflict.

Abstract:: The number of refugees and displaced people worldwide has reached unprecedented levels. Of the world’s 68.5 million refugees and displaced people, by far the largest number are Syrian. The nearly 13 million Syrian refugees and internally-displaced persons account for sixty percent of Syria’s pre-war population. While media coverage has focused on Syrian refugees seeking asylum in third countries, such as Europe and the United States, eighty percent of the seven million externally displaced Syrians have sought refuge in the countries neighboring Syria: Jordan, Iraq, Turkey, Egypt and Lebanon resulting in an enormous strain on government services and the local economies. Abstract:: The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

Que ce soit à travers la publication de revue et communiqués ou encore la production de vidéos et photos, tous les volets de la stratégie de l’État Islamique ont eu pour cœur opérationnel internet et ses milliers de fenêtres qu’il ouvre vers le reste du monde.[3] Ainsi, l’Etat Islamique est actif en ligne sur tous les fronts : diffusion de son idéologie, levée de fonds, recrutement de sympathisants, coordination et revendication de ses attaques, etc.

Abstract:: Seventeen years after 9/11, the threat posed by jihadi terrorist groups is in a state of flux. The demise of the Islamic State’s territorial ‘caliphate’ has demoralized some of its supporters and eroded some of the group’s ability to direct attacks in the West. But the Islamic State still has a large sympathizer base, a significant presence in Syria and Iraq, and dangerous nodes in other parts of the world. Meanwhile, al-Qa`ida and its network of affiliates and allies have grown in strength in some regions and could pivot back to international terror. Worryingly, both groups in the years to come may be able to draw on an ‘officer class’ of surviving foreign fighters who forged personal bonds in Syria and Iraq. In our cover article, Bryant Neal Viñas, the first American to be recruited into al-Qa`ida after 9/11, writes about his experiences for the first time in the hope that his case study sheds light on the foreign fighter issue. Viñas was convicted for his actions and recently completed his prison sentence. His article is co-authored by Mitchell Silber, who supervised analysis and investigation of his case at the NYPD Intelligence Division. During his time in the Afghan-Pakistan border region between 2007 and 2008, Viñas came into contact with a variety of jihadi groups, was trained by al-Qa`ida, and spent time with several of the group’s most senior figures. After his arrest, Viñas immediately started cooperating with U.S. authorities and contributed significantly to the near destruction of al-Qa`ida in the tribal areas of Pakistan. Our interview this month is with Kevin McAleenan, the commissioner of U.S. Customs and Border Protection. Drawing on extensive field reporting, Michael Knights documents how Houthi forces in Yemen metamorphosed in just five years from guerrilla war fighters into a powerful military entity capable of deploying medium-range ballistic missiles. His article provides a case study of how an ambitious militant group can capture and use a state’s arsenals and benefit from Iran’s support. Audrey Alexander and Rebecca Turkington find mounting evidence that women engaged in terrorism-related activity receive more lenient treatment by the criminal justice system than their male counterparts. Derek Flood reports on how the Islamic State’s cave and tunnel complexes in the Hamrin Mountains are helping it sustain insurgent attacks in northern Iraq.

Abstract:: We are proud to feature a collection of pieces that innovate new methodological approaches, confront the relationship between knowledge and power, and speak to the urgent concerns of the present, infrastructure, ecology, migration, and war. In “Epicures and Experts: The Drinking Water Controversy in British Colonial Cairo,” Shehab Ismail explores taste, class, and the environment. When in 1905 the Cairo Water Company altered its source of intake to deep wells instead of the Nile, it pitted experts, officials, and the urban poor in a battle over knowledge, medical traditions, and water practices. In tracing the five year struggle in which the palate became a battleground, Ismail reveals how taste, as a mode of embodied knowledge became a site of confrontation between heterogenous epistemic persuasions. In “From Mandate Borders to the Diaspora: Rashaya’s Transnational Suffering and the Making of Lebanon in 1925,” Reem Bailony traces debates on the social, political, and economic constructions of Lebanon and Syria, both in the borders of the French Mandate and well outside of it. By placing mahjar studies and Middle East studies in close conversation, Bailony both calls for and provides a model for a methodology that transgresses the territorial confines of the nation-state. In doing so, she reveals the crucial role of the mahjar in consolidating Lebanon as nationally distinct from Syria and in need of different sectarian arrangements. Neha Vora and Ahmed Kanna contribute reflections on two decades of ethnographic experiences researching Dubai and other cities in the Arabian Penninsula. “De-exceptionalizing the Field: Anthropological Reflections on Migration, Labor, and Identity in Dubai,” explores and critiques scholarly identity and authority in a call to develop understandings of Gulf cities that address migration, diaspora, place, and belonging. Vora and Kanna thus put the individual experiences of politics, geography, racialization, and minoritization into conversation with the knowledge that is produced on these historical forces. Graham Pitts reveals how the “human ecology” of Lebanon evolved according to the logic of an expanding and retracting global capitalism in “The Ecology of Migration: Remittances in World War I Mount Lebanon.” In detailing the material and environmental history of migration as well as highlighting World War I, the famine, and remittances, Pitts traces a broader trajectory of Lebanon’s history. In “Writing Shame in Asad’s Syria,” Judith Naef analyzes how the Syrian author Khaled Khalifa built feelings of shame into the literary structure of his novel No Knives in the Kitchens of this City. She traces the multiple forms of shame and how, like rot, its pervasive spread unravels relations. Shame, she suggests, is at once contagious and repulsive, and is one site to both refect on and understand the unraveling of Syrian social landscapes under the Asads’ authoritarianism. We ofer as always a robust set of reviews and review essays that feature the latest contributions to the study of the Middle East.

Abstract:: Reconstruction following the devastating wars and state failure which followed the Arab uprisings of 2011 has become an increasingly pressing issue. In Iraq, the liberation of territories from the Islamic State came at great human and infrastructural cost. In Syria, the reconquest of territories by the regime of Bashar al-Asad has been accompanied by international discussions of modest steps towards reconstruction, after a war which generated more the half of the world’s refugees and internally displaced whilst sowing devastation across much of the country. Yemen has endured the near complete destruction of its infrastructure and economy, leaving much of the population at risk of starvation and disease. Libya is devastated by its multiple conflicts and the successive disintegration of what is left of its institutional structures. While none of these wars has yet fully ended, international and expert attention is increasingly focused on the impending challenges of reconstruction, repatriation and reconciliation. It is difficult to exaggerate the extent of the destruction which these wars have left behind. These wars have unfolded across multiple levels. Millions of people have been dispossessed from their homes, driven into exile at home or abroad. Infrastructure has been devastated, with many cities and towns utterly destroyed. National economies have evolved into local war economies. State and local institutions have been fundamentally reshaped. Communal polarization around sectarian or political identities has progressed to extreme levels. Entire communities have been severely impoverished as health and educational attainments plummet. And the individual trauma suffered by tens of millions of people afflicted by conflict and violence will have enduring psychological and developmental effects.

Abstract:: There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Abstract:: Today’s geopolitical conflicts, especially among great powers, involve a desire to fundamentally revise the order of alliances as well as solidify new norms of conduct. The purpose of our paper is to delineate two distinct phenomena in international affairs – hybrid warfare, which emphasizes the tactical level and grey-zone conflicts, which incorporates a long-term strategic dimension into international disputes. We argue that hybrid warfare can be a tactical subset of grey-zone conflict deployed under certain conditions and in varying degrees. We examine four case studies: China’s application of ‘unrestricted warfare’, Russia’s strategy of ‘hybrid balancing’, ‘regional hybridism’ practiced by Israel and ‘restricted hybridism’ applied by Canada/NATO globally. We conclude that the solution to challenges from Russia and China is not a military one but a political and collective one based on baseline requirements for building resilience. Israel, on the other hand, is largely uninterested in the revision of order of alliances and will continue to utilize its tactical advantage vis-à-vis regional neighbors to achieve victories in short conflicts. We conclude that NATO (and Canada) should work more closely with the Organization for Security and Co-operation in Europe and the European Union to effectively extend security guarantees to its members. In doing so Canada and likeminded countries will involve the costs of engaging in hybrid warfare and the subsequent erosion of democratic accountability.

Abstract:: The deadly attack at Fort Lauderdale airport earlier this month by an individual claiming to have been influenced by voices he heard and to have acted on behalf of the Islamic State has renewed attention on the nexus between terrorism and mental health. In our cover article, Emily Corner and Paul Gill explore what they argue are complex and often misunderstood links. Their preliminary findings show that the proportion of attackers in the West possibly influenced by the Islamic State with a history of psychological instability is about the same as the rate of such instability in the general population, though the rate is higher than in the general population if Islamic State-directed attacks are excluded. This is in line with their previous findings that group-based terrorists are much less likely to have mental disorders than lone-actor terrorists. They also question the degree to which lone-actor terrorists with mental disorders are symptomatic at the time of attacks. Lone-actor terrorists with mental disorders, they have found, are just as likely to engage in rational planning prior to attacks as those without. Their research has also found a significantly higher rate of schizophrenia among lone-actor terrorists than in the general population. There is a long-running debate about whether this condition could make individuals of all ideological persuasions less inhibited in moving from radical thought to radical action. In a joint interview, Peter Edge, Acting Deputy Director of U.S. Immigration and Customs Enforcement, and Wil van Gemert, Deputy Director of Europol, focus on the challenges of identifying, tracking, and interdicting foreign terrorist fighters and steps being taken to deepen transatlantic cooperation. Michael Horton argues that AQAP’s deepening ties to anti-Houthi forces in Yemen’s civil war is making the terrorist group even more resilient and difficult to combat. Don Rassler examines the contest between the United States and jihadis on drones and drone countermeasures. Jason Warner looks at the three newly self-declared affiliates of the Islamic State in sub-Saharan Africa.

Abstract:: This is the second of a three-part series of essays on Yemen highlighting the magnitude and impact of the civil war on Yemenis. Starting in March 2015, Saudi Arabia led a coalition of several Arab countries in bombing Yemen, its neighbor to the south. The coalition’s indiscriminate bombing has targeted countless homes, schools, markets, and even hospitals. Yemenis have become accustomed to double-tap and triple-tap strikes that target rescuers after an attack. One notable case was a double-tap strike that killed at least 140 mourners at a large funeral home in Sana’a, Yemen’s capital. The number of deaths resulting from US/Saudi airstrikes and fighting between Saudi-allied and Saleh/Houthi-allied forces has been conservatively estimated at 10,000 deaths and 40,000 injuries. The hidden costs of war, however, are much greater.

Abstract:: This is the third of a three-part series of essays on Yemen highlighting the magnitude and impact of the civil war on Yemenis. Yemen is located on the southern edge of the Arabian peninsula, with the Red Sea and Egypt to its west, the Gulf of Aden and the Horn of Africa to its south, Oman on its northeastern border, and Saudi Arabia along its northern border. Once benign representations of Yemen’s geography and sovereignty, those borders now symbolize nothing but profound anguish. The edges outlining a nation whose people remain imprisoned while waiting for life-saving aid which may not come. What at one point was a country grappling with the contradictions of 21st century development and economic growth has been bombed so viciously and blockaded so resolutely that close to a million of its inhabitants may die from a disease easily cured by oral rehydration therapy – a medical expression for treatment by purified water and modest amounts of sugar, salt, and zinc supplements. Condiments and a few bottles from a local pharmacy in any European country, and water. That is all. And yet the international community continues to watch in horror, its reaction anemic, its response stunted.

Abstract:: During the presidential campaign, Trump said he “[doesn’t] like Assad at all” and described the Syrian leader as “a bad guy.” But he compared Assad favorably to the alternatives. “Assad is killing ISIS,” Trump stated, whereas “we don’t even know who they [the rebels] are.” Trump even claimed Assad to be “much tougher and much smarter” than political rivals Hillary Clinton and Barack Obama. Unsurprisingly, Assad and his admirers took heart in Trump’s surprise victory last November, with an adviser to the Syrian president saying the American people had “sent a great, a very important message to the world.” Yet Assad supporters – as well as the Syrian president himself – are taking a cautious approach to the new US administration, unsure of whether, and to what extent, Trump will overhaul American foreign policy. Abstract:: Iraqi Security Forces (ISF) surged in northwest Mosul in a bid to clear the city prior to Ramadan, anticipated to begin on May 26. Emergency Response Division (ERD) and Federal Police (FP) units joined 9th and 15th Iraqi Army Division units in northwest Mosul on April 28. The combined forces recaptured the neighborhoods of Mushairfa and 30 Tamouz, and are fighting to seize the denser neighborhoods of Harmat, 17 Tamouz, and Hawi Kanisa as of publication. Meanwhile, Counter-Terrorism Services (CTS) recaptured three neighborhoods in western Mosul. ISF are unlikely to clear the city prior to Ramadan. ISIS claimed to launch attacks to retake two Old City gates, Bab al-Jadid and Bab al-Toub. ISIS will also continue to defend the Old City by conducting suicide attacks and attempting to draw fire on civilian gatherings. ISIS will concentrate its defenses around al-Nuri Great Mosque, where ISIS leader Abu Bakr al-Baghdadi appeared publicly in 2014.

Abstract:: U.S.-backed forces continue to advance on the major ISIS-held urban centers of Mosul, Iraq and Raqqa, Syria. Iraqi Security Forces (ISF) have encircled ISIS in Mosul’s Old City. The U.S.-backed, Kurdish-dominated Syrian Democratic Forces (SDF) captured Tabqa, a city adjacent to Raqqa that contains Syria’s largest dam. ISIS also lost terrain in southern Syria, as various factions of the Syrian opposition, including some with U.S. backing, cleared ISIS from positions in Suweida and the Qalamoun mountains. ISIS will attempt to offset these losses during its annual Ramadan offensive campaign, anticipated to begin around May 27. ISIS’s campaign in 2017 increasingly resembles its 2013 insurgent campaign; ISIS’s Ramadan plan will likely focus on synchronizing spectacular attacks across different locations for combined effect. Potential targets include religious sites, security forces, and oil infrastructure. ISIS may also conduct ground attacks in Salah ad Din, Anbar, and central Syria where ISIS retains latent combat capability.

Abstract:: The current high levels of food insecurity in Yemen and the threat of famine are the results of more than two-and-a-half years of war, and have added to the already high levels existing pre-war. The economic crisis and loss of livelihoods has left people without the means to purchase what is available in the market. The situation has been made dramatically worse by the closure of key entry points for commercial imports, which is also affecting the availability of fuel and clean water. This is a deadly combination, especially for the most vulnerable in society, including women and children. This briefing calls for action by all actors in the conflict and by the international community to protect the civilian population from the effects of the war and to alleviate the food crisis. Abstract:: While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

Abstract:: Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. Abstract:: Scholars of civil war and insurgency have long posited that insurgent organizations and their state enemies incur costs for the collateral damage they cause. We provide the first direct quantitative evidence that wartime informing is affected by civilian casualties. Using newly declassified data on tip flow to Coalition forces in Iraq we find that information flow goes down after government forces inadvertently kill civilians and it goes up when insurgents do so. These results have strong policy implications; confirm a relationship long posited in the theoretical literature on insurgency; and are consistent with a broad range of circumstantial evidence on the topic.

Abstract:: The death of Aylan, a 3-year-old boy on a Turkish beach, prompted European leaders and public opinions to acknowledge that Europe is the deadliest migration destination in the world. In spite of this disturbing truth, there is little agreement on an EU solution to the Syrian refugee crisis. In September 2015, the EU Interior Ministers struggled to agree over the relocation of 120,000 refugees through a common compulsory mechanism, as Eastern European countries oppose the idea of “sharing the burden.” Progress regarding other solutions such as a European rescue at-sea-mission, the delivery of humanitarian visas or the opening of legal means of migration have also met strong member state resistance. 93. ISIS War Game III: The Final Phase

Abstract:: September 2015 marked the one-year anniversary of President Barack Obama's speech outlining the administration's strategy to "degrade and ultimately destroy" the Islamic State of Iraq and al-Sham (ISIS). Yet, ISIS celebrated in June its own first-year anniversary of setting up a state by conducting three nearly simultaneous terrorist operations in three different countries—France, Tunisia, and Kuwait. Just this past month, ISIS also shocked the world with its attacks in Paris and Beirut and its downing of a Russian airliner in Egypt, killing more than 400 people combined and injuring hundreds more. While nobody expected the destruction of a resilient and agile foe such as ISIS within a couple of years, it is deeply troubling that the coalition is having such a hard time even disrupting its activities.

Abstract:: In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

95. Accountability for Armed Contractors

Abstract:: On 16 September 2007, the accountability of private armed contractors became a global concern. A team of armed guards from the US company Blackwater Worldwide, operating on a US State Department contract, opened fire that day in Baghdad’s Nisor Square, killing seventeen Iraqi civilians and injuring an additional twenty. It took more than seven years before four of the individuals responsible were ultimately convicted of either first degree murder or voluntary manslaughter by a jury in a U.S. Federal District Court. A fifth member of the Blackwater team had previously pleaded guilty to manslaughter.[1] The initial lack of consequences and the slow speed of justice provided the watchful world with strong evidence that armed contractors operate in a zone of legal twilight, devoid of accountability. The rise of private armed contracting was one of the most distinctive operational developments of the wars in Iraq and Afghanistan. Erik Prince, founder of Blackwater, famously stated: “Our corporate goal is to do for the national security apparatus what FedEx did to the postal service.”[2] Throughout both conflicts, the hiring policies of several Western governments, particularly those of the United States, helped Blackwater and numerous other companies move toward that goal. By December 2008, for example, 69% of the United States’ total force in Afghanistan was comprised of private contractors, roughly 15% of which were armed.[3] While there are no reliable statistics on the size of the global private armed security industry, there is little doubt that it has grown and contracted with the surge and decline of Western engagement in armed conflict. New conflicts on the horizon, however, suggest the possibility of a resurgence of the industry, reigniting concerns about accountability. The proliferation of private armed security companies has coincided with a proliferation of initiatives aimed at developing accountability for the industry. Numerous codes, standards, mechanisms and proposals – developed by governments, international organizations, civil society groups, private companies, trade associations, individuals, academics and multi-stakeholder bodies – have sought to address different issues surrounding armed contractors. Most of them, however, have been developed in response to incidents that already occurred. This reactive approach to accountability, while useful for addressing past problems, may leave the industry exposed to future problems. In other words, a code, standard or mechanism set up to prevent another Nisor Square incident may be very effective in doing so, but may fail to prevent a different and even more worrying incident in the future. This article begins with a brief overview of the most credible accountability initiatives, suggesting that the resulting collection forms a patchwork, rather than a framework for governing the conduct of armed contractors. The analysis then focuses on the process of selecting contractors, with a particular emphasis on the US Government. While cost has been a key factor in determining selection, the various initiatives discussed have made it possible for accountability and quality to be added as essential metrics. Ultimately, however, the failure of the accountability initiatives to remain current, much less forward-looking, means that the objective determinants of ‘accountability and quality’ may not be fit for purpose as the US and other Western powers begin to engage the services of armed contractors for assistance in new conflicts...

Abstract:: The Arab Spring gave rise to a variety of transitions in the Middle East. Although initial developments in Tunisia and Egypt created optimism, tragic events in Egypt, Syria, Tunisia and elsewhere revived fears about a return to authoritarian governments, failed states and civil war. With no foreseeable change in the UN Security Council with regard to Syria, the country's neighbors, including Turkey, face the risk of instability. Although a recent agreement between the US and Russia marked a major step toward destrying the regime's chemical stockpile, it fails to address the conflict itself. As such, spillover effects continue to threaten Syria's neighbors. This paper highlights the critical nature of the situation and the international community's role in finding a solution.

Hamas did not achieve an end to Gaza's closure; Israel did not attain the demilitarisation of the Strip or Hamas. The Palestine Liberation Organisation (PLO) remains unrepresentative and its credibility continues to fade. Fatah's popularity has sunk while Hamas's has increased to levels unseen since its 2006 electoral victory. Small steps toward reconciliation between Hamas and the PLO have been taken, but they are very distant from the end goal of a unified, representative Palestinian leadership. But in reconciliation lies the only hope of achieving a sustainable ceasefire and, more broadly, of bringing Palestinians in Gaza and the West Bank under one authority.
